    Andrew Duff’s term on UK Government Investments Board extended for 12 months

    HM Treasury has today (3 April) announced the extension of Andrew Duff’s term as Senior Independent Director on the UK Government Investments (UKGI) Board for 12 months, from July 2025 to July 2026.  

    UKGI is the government’s centre of expertise in corporate governance and corporate finance.  

    Andrew Duff was first appointed to the UKGI Board as a non-Executive Director in July 2019, and was reappointed for a second term in July 2022. Alongside this he is also Chair of Sage Group Plc. Andrew spent most of his executive career in the energy industry, including as Chief Executive Officer of global energy company, RWE Npower. 

    Emma Reynolds, The Economic Secretary to the Treasury and City Minister, welcomed the extension: 

    I am pleased to announce the extension of Andrew Duff’s term as a non-Executive Director on the UK Government Investments Board. UKGI provides invaluable advice and support to the government on complex corporate governance and corporate finance matters.  

    Andrew’s significant executive experience including in the energy sector will help UKGI continue its important work supporting the government’s growth and clean energy missions.

    Andrew has made significant contributions across the organisation, and I am delighted that his term on the UKGI Board has been extended for a further 12-month period. I look forward to working with him and the rest of the Board in supporting UKGI to deliver its strategy and objectives. 

    This reappointment is regulated by the Commissioner for Public appointments (OCPA) and is made in accordance with the Governance Code on Public Appointments published by the Cabinet Office.  

    This reappointment is made on merit and political activity played no part in the decision process. In accordance with the code, there is a requirement for appointees’ political activity (if any declared) to be made public. Andrew Duff did not declare any political activity.

  • MIL-OSI USA: Rutherford, Moody Reintroduce the Bipartisan, Bicameral HELPER Act

    WASHINGTON, D.C. – Today, U.S. Representatives John H. Rutherford (R-FL-05), Bonnie Watson Coleman (D-NJ-12), Josh Gottheimer (D-NJ-05), and Andrew Garbarino (R-NY-02) reintroduced H.R. 2094, the Homes for Every Local Protector, Educator, and Responder (HELPER) Act, in the House. Senators Ashley Moody (R-FL) and Jon Ossoff (D-GA) also introduced companion legislation the U.S. Senate.

    This bipartisan, bicameral bill would establish a new home loan program, modeled after the successful Veterans Affairs (VA) loan program, under the Federal Housing Administration (FHA) to make homeownership more accessible for teachers and first responders by eliminating some of the requirements for first-time homebuyers, like down payments and monthly mortgage insurance premiums.

Rutherford. “However, due to today’s competitive housing market, many of our nation’s first responders and educators face financial obstacles that prevent them from buying a home.     The HELPER Act would:

    • Create a one-time-use home loan program through FHA for law enforcement officers, firefighters, Emergency Medical Technicians (EMT), paramedics, and pre-K through 12 teachers who are first-time homebuyers
    • Eliminate a down payment requirement on a mortgage
    • Remove a monthly mortgage insurance premium (MIP) requirement
    • Require an upfront mortgage insurance premium (UFMIP) to ensure the solvency of the program

    The HELPER Act has also received support from the following organizations: American Association of State Troopers (AAST), American Federation of Teachers (AFT), Federal Law Enforcement Officers Association (FLEOA), Fraternal Order of Police (FOP), International Association of EMTs and Paramedics (IAEP), International Association of Chiefs of Police (IACP), Major County Sheriffs of America (MCSA), National Association of Police Organizations (NAPO), National Troopers Coalition (NTC), and the International Association of Fire Fighters (IAFF) among others.

    China’s blockbuster animated sequel “Ne Zha 2” has garnered an astonishing 15.5 billion yuan (about $2.16 billion) globally, including presales, as of Thursday, per ticketing platform Maoyan’s data.

    Hitting theaters on Jan. 29 during the Chinese New Year, the Enlight Pictures production is currently the fifth highest-grossing film of all time globally, just behind James Cameron’s 1997 epic “Titanic” at nearly $2.27 billion.

    It has shattered multiple records: It’s the first film ever to cross the $1 billion mark in a single market, the first non-Hollywood title to join the billion-dollar club, and the highest-grossing animated movie of all time worldwide.

    Directed by Yang Yu, known as Jiaozi, the fantasy epic delves deeper into Chinese mythology, following the rebellious boy god Nezha and his ally Aobing as they battle to reconstruct their physical forms. With the help of the immortal Taiyi Zhenren, they navigate a journey of self-discovery, fate and defiance.

  • MIL-OSI Security: Arrest of two men in west London linked to Hezbollah

    Two men have been arrested on suspicion of terrorism offences as part of a proactive investigation by the Met’s Counter Terrorism Command.

    Detectives arrested a 39-year-old man [A] on Tuesday, 1 April at an address in north west London on suspicion of being a member of a proscribed organisation, preparation for acts of terrorism and being involved in a funding arrangement for the purposes of terrorism.

    Officers also arrested a 35-year-old man [B] at an address in west London on suspicion of being a member of a proscribed organisation.

    The investigation relates to Hezbollah, a proscribed organisation under UK counter terrorism legislation. The investigation is largely focused on activity overseas, as well as activity within the UK. At this time, there is not believed to be any imminent threat to the public .

    Commander Dominic Murphy, head of the Met’s Counter Terrorism Command said: “Terrorism and terrorists have a global reach and impact and the activities of terrorist groups overseas can harm communities here in the UK as well as causing devastation to those abroad.

    “Our investigation remains ongoing, but I hope that these arrests show we will take robust action against anyone here whom we suspect as being involved in terrorist activity regardless of whether their activity is focused here in the UK or elsewhere.”

    The two men were taken to a London police station, and have since been released on bail until a date in mid-July.

    Searches were carried out at five addresses – two in North West London, one in West London, one in South West London and one in Essex – and these are now complete.

  • MIL-OSI Security: NATO Foreign Ministers to discuss building a ‘stronger, fairer, more lethal NATO’

    NATO Foreign Ministers will meet in Brussels on Thursday and Friday (3 and 4 April) to continue planning for the forthcoming Summit in The Hague and discuss urgent security issues.

    Addressing media ahead of the meeting, NATO Secretary General Mark Rutte highlighted increased defence investment as a key agenda item and critical to the Alliance’s future success. “We will focus on strengthening our collective defence” he said, emphasising that “it is the foundation on which NATO was built, and it remains our number one priority.”

    On the third anniversary of Russia’s brutal actions in Bucha and ahead of the NATO-Ukraine Council meeting on Thursday evening, Mr Rutte paid tribute to the victims and survivors. He commended Allied efforts to bring a just and lasting end to the war and underscored NATO’s enduring commitment to Ukraine with the announcement of more than 20 billion euros in security assistance – pledged by Allies – so far this year. 

    The Secretary General also acknowledged that global threats are creating a more dangerous world. “In the face of these and other challenges, we must build a stronger, a fairer and more lethal NATO,” he affirmed, going on to praise NATO’s partners for making essential contributions to our shared security. Mr Rutte noted that NATO Ministers would meet with NATO’s Indo-Pacific partners on Thursday afternoon, with Ukraine’s Foreign Minister Andrii Sybiha and the EU High Representative Kaja Kallas in the NATO-Ukraine Council Thursday evening, and in a dedicated session with the EU High Representative on Friday.

  • MIL-OSI Submissions: Europe – The Hague is hosting the 101st International Session of European Youth Parliament

    The Hague, the Netherlands, 3 April 2025 – From 5 till 13 April 2025 The Hague is hosting the 101st international session of the European Youth Parliament. This event will bring around 300 young Europeans from the network together in the international city of peace and justice for a week of intercultural exchange and political dialogue. The program consists 8 days of core activities, with the help of 15 committees, 60 volunteers and 35 European countries represented.

    Four thematic pillars will be discussed:

    • Peace and Remembrance 
    • Defence and Conflict 
    • Democracy and Participation 
    • Economic and Internal Security.

    With a focus on one of the thematic pillars and an exploration of a related subject, participants will investigate how institutions, the media, and education contribute to enabling, preserving, and advocating peace.

    The European Youth Parliament is one of Europe’s largest youth platforms for civic education, intercultural encounters, and the exchange of ideas – run by young people, for young people.   • MIL-OSI United Kingdom: York Walls in Bloom extends to Red Tower and Queen Street

    This summer, residents and visitors will be able to experience areas of the city walls from a fresh perspective, as this unique and historic space blooms into life.

    Volunteers and businesses from across the city came together last year to help transform the City Walls embankments, for the first phase of the York Walls in Bloom project.

    This first phase of this project at Station Rise will evolve into a beautiful  landscape this Summer, where residents and visitors will be able to see bees and other pollinators thriving amidst a sea of colourful wildflowers.

    The second phase of the project will be extended to the Red Tower, off Foss Islands Road and at Queen Street, near York Station.

    After wildflowers are sown and planted in April for the second phase, there will be some flowering this year, but next year (2026) will see each area looking its best.

    Like Station Rise, the area around Red Tower will be very carefully managed to balance the ecology of the site. The space will continue to change and develop in the first few years as the different plant species become more established. 

    The works on Queen Street, around ‘Toft’s Tower’, provides a unique opportunity to enhance another section of walls by introducing new native flowers, so they create the perfect backdrop for both the city walls and new streetscape near the railway station.

    Cllr Jenny Kent, Executive Member for Environment and Climate Emergency, said: “York is proud to have some of the best preserved and longest intact medieval walls in the country. This partnership project to cover the site at Station Rise in colourful wildflowers for York Walls in Bloom will not only look beautiful, but it will also help support York’s bees, moths and butterflies and crucially, help preserve the ramparts underneath.

    We are lucky to have expert advice from many partners who are contributing to a process of reviewing our maintenance of the walls overall. We’ll adopt the very best practices to prevent soil erosion and ensure we keep the Walls standing and looking great for generations to come.”

    Jonathan Dent, Green Corridors Manager at St Nicks, said: “Works will begin at the Red Tower from this month, with low nutrient soil imported and spread over the site to create a blank canvas for the sowing and planting of native wildflowers. This is the method successfully used at the Tower of London’s Moat in Bloom project. With the help of York Cares, volunteers from across the city will come together to support the project and help sow the seeds.”

    The York in Bloom project is funded by the Green Corridors project , the National Lottery Community Fund and is sponsored by local businesses including The Grand York.

  • MIL-OSI United Kingdom: Destiny Bridge and New Kingsway open

    Known collectively as the Cross Tay Link Road project, Destiny Bridge and the New Kingsway, are key elements of the Perth Transport Futures infrastructure project linking the A9, the A93 and the A94 by providing a crossing over the River Tay.

    The project also includes a 12km active travel path network, connecting the neighbouring communities with Perth city centre and providing alternatives to vehicular traffic. The path network also connects a central hub at a new Park-and-Choose area, and incorporates a green bridge to separate active travel users and wildlife from the road.

    Together, the active travel path network and improved transport infrastructure will deliver on the project’s key priorities of reducing congestion and improving air quality in Perth city centre. Scottish Government, through Transport Scotland, has provided a £40m funding contribution to Perth and Kinross Council.

    First Minister John Swinney said: “The completion of the New Kingsway and Destiny Bridge is a significant milestone for Perth, and I have no doubt that it will be transformative for the area and bring enormous benefits to all who use it.

    “Reducing traffic volumes in the city centre will make journey times quicker, while also helping to reduce pollution, improve air quality, and free up road space for improved public transport.

    “Our £40 million investment in the New Kingsway and Destiny Bridge is in addition to the £150 million Scottish Government has already committed to the Tay Cities Region Deal, which is expected to create 6,000 jobs and lever a further £400 million of investment into the region.

    “This project showcases exactly how, with the right investment and strong partnerships, we will continue to deliver on my priorities of growing the economy, improving public services and protecting the planet.”

    Enabling works on the project commenced in early 2022 following the appointment of main contractor, BAM UK & Ireland. As well as delivering the £150m project on time and on budget, the project team has also generated over £51m of social and economic value within the local area.

    Councillor Grant Laing, Perth and Kinross Council Leader,  said: “As the largest infrastructure project ever undertaken by Perth and Kinross Council, the opening of Destiny Bridge and the New Kingsway marks a momentous achievement for all involved.

    “I would like to offer thanks to the project team for their hard work and dedication; and to residents, particularly those in Stormontfield, Scone and Luncarty, for their patience and understanding during the build.”

    Councillor Laing continued: “As well as positively impacting on the environment and economy, during construction the project has created job opportunities and tackled local skills shortages through a robust outreach and training programme.

    “It has also assisted in, and generated, several legacy projects including the Denmarkfield Allotments and Community Orchards, the new active travel path network and the Community Artwork project, all of which will bring enjoyment and health benefits for our Perth and Kinross residents for many years to come.”

    Sunderland is looking forward to another year of BIG events, with opportunities throughout the year for people to get physically active at the same time as having fun.

    Whether you’re taking your first steps to moving more, or looking to step up to a personal challenge, there’s an Active Sunderland event that’s right for you. 

    A favourite of beginners and families alike the BIG 3k Run will return to Sunderland on Sunday 11 May 2025, once again taking place on the same day as the Sunderland 10K and half marathon. Demand for this event means it is already sold out but there are still opportunities to get involved with the BIG Bike Ride and BIG Walk.

    This summer, everyone can join in the BIG Bike Ride which returns on Sunday 13 July. Participants can choose to ride 5, 12, 20 or 38 miles setting off from the Beacon of Light and taking in some beautiful scenery around the city’s cycle network. 

    Later in the year, the BIG Walk at Herrington Country Park will be back on Sunday 28 September. Choose from 3, 5, 7, 9 or 13.5 mile trails around the beautiful country park and Penshaw Monument. No matter your ability there is a distance that’s right for you.

    Councillor Beth Jones, Cabinet Member for Communities, Culture and Tourism at Sunderland City Council, said: “Its brilliant to see these events in the calendar once again as they have been so popular in recent years. This year’s Active Sunderland Events programme has something for everyone, no matter your level of fitness.

    Regulators urge donors to support registered charities to help earthquake efforts in Myanmar

    The Charity Commission for England and Wales and the Fundraising Regulator offer advice on giving safely when looking to support the international aid effort.

    Today the Charity Commission for England and Wales and the Fundraising Regulator have published advice on how people can help those impacted by the devastating earthquake that struck Myanmar on 28 March 2025.

    The advice comes as the Disasters Emergency Committee (DEC) launches its Myanmar Earthquake Appeal. DEC brings together 15 registered UK aid charities to raise funds quickly and efficiently in times of crisis overseas.

    These, and other registered charities, are currently providing life-saving aid such as food, water, shelter and healthcare to people affected by the earthquake.

    By supporting registered charities, including through the DEC, people can be assured that their donations will be regulated and accounted for in line with charity law.

    David Holdsworth, Chief Executive of the Charity Commission said:

    As the scale of the devastation caused by the earthquake in Myanmar has become clearer, charities are once again responding to pleas for international help.

    One way anyone can help is by making a donation to one of the many registered charities working to get aid to those in desperate need in Myanmar.

    To make sure their generosity reaches the intended cause, we are reminding people to give with confidence through registered charities including by donating to the appeal launched by the Disasters Emergency Committee.

    Gerald Oppenheim, Chief Executive of the Fundraising Regulator said:

    The British public is always exceedingly generous in response to humanitarian disasters like the recent earthquake in Myanmar.

    We want to make sure that the public can continue to give, safe in the knowledge that their donations are going to help alleviate the suffering.

    • for those who choose to donate to other charities, the charity regulator is reminding people to check charities are registered and legitimate

    • look out for the Fundraising Badge – the logo that says ‘registered with Fundraising Regulator’ – and check the Fundraising Regulator’s Directory of organisations committed to fundraise in line with its Code of Fundraising Practice

    • contact a charity directly or find out more online about the charity that you’re seeking to donate to or work with to understand how it is spending funds

    • make sure the charity is genuine before giving any financial information

    • be careful when responding to emails or clicking on links within them

    • check the charity’s name and registration number on the Charity Register – most charities with an annual income of £5,000 or more must be registered in England and Wales

    In the interests of putting money in the pockets of working people. Nothing else will guide me. That is my focus. 

    Clearly, there will be an economic impact from the decisions the US has taken both here and globally.   

    But I want to be crystal clear – we are prepared. 

    Indeed, one of the great strengths of this nation is our ability to keep a cool head. 

    I said that in my first speech as Prime Minister and that is how I govern. 

    That is how we have planned and that is exactly what is required today. 

    Nobody wins in a trade war. That is not in our national interest. 

    And we have a fair and balanced trade relationship with the US. 

    Negotiations on an economic prosperity deal, one that strengthens our existing trading relationship – they continue, and we will fight for the best deal for Britain. 

    Nonetheless, I do want to be clear I will only strike a deal if it is in the national interest and if it is the right thing to do for the security of working people. 

    Protects the pound in their pocket, that they work so hard to earn for their family. 

    That is my priority. That is always my priority. 

    So – today marks a new stage in our preparations.

    We have a range of levers at our disposal, and we will continue our work with businesses across the country to understand their assessment of these options. 

    As I say – our intention remains to secure a deal.

    But nothing is off the table.

    We have to understand that just as with defence and security, so too for the economy and trade we are living in a changing world. 

    Entering a new era. We must rise to this challenge.  

    That is why I have instructed my team to move further and faster on the changes I believe will make our economy stronger and more resilient. 

    Because this government will do everything necessary to defend the UK’s national interest. 

    Everything necessary to provide the foundation of security that working people need to get on with their lives. 

    That is how we have acted – and how we will continue to act. 

    With pragmatism. Cool and calm heads. 

    Focused – on the national interest.

    Government kickstarts £100 million fusion investment

    A first of its kind partnership between the government and private sector could see over £100 million invested into the UK’s growing fusion energy industry.

    Today (3 April) the government has announced £20 million to kickstart ‘Starmaker One’ – a British private fusion investment fund that will help fusion businesses and start-ups in the sector grow and commercialise at scale. 

    It is expected the upfront investment will unlock further investment from the private sector as the fusion industry grows – helping cement the UK as a world leader in the technology and creating highly-skilled jobs.  

    Fusion uses the same process that powers the sun by combining two forms of hydrogen and heating them at extreme temperatures, releasing vast amounts of energy. 

    Companies in the UK have often identified lack of access to capital as a barrier to scaling up and commercialising their businesses. An injection of cash from government will give the private sector confidence to invest in fusion, developing its vast potential as an unlimited source of energy and ensuring the UK continues to compete in the global fusion race.  

    The funding boost will help small fusion companies provide training for their workforce in key areas such as physics, engineering and chemistry. It will also support companies to develop technologies and capitalise on the opportunities of fusion energy in markets such as magnetics, industrial AI, robotics, healthcare, transportation and energy storage.  

    Fusion already supports thousands of jobs in the UK, in regions such as Nottinghamshire, Oxfordshire and South Yorkshire, with thousands more to follow as the technology advances. Fusion is a key industry sector in the Oxford-Cambridge Growth Corridor with independent research from London Economics showing that every £1 invested in fusion it benefits the economy by nearly £4. 

    Energy Secretary Ed Miliband said:  

    This government is taking back control of Britain’s energy by driving for clean homegrown power through our Plan for Change.  

    Fusion has the potential to provide us with energy security, whilst attracting the best technologies to our shores and training up the next generation of British scientists and engineers.  

    We are backing both nuclear and fusion power, and today we take a step forward in growing this exciting industry.

    Science Minister and Oxford-Cambridge Growth Corridor Champion, Lord Vallance said: 

    Fusion energy is a technology with enormous potential, and an industry in which the UK is already well established.    This investment will help to unlock the funding the fusion industry needs to grow, which will boost regions across the UK such as Nottinghamshire and South Yorkshire, and in Culham in Oxfordshire, the epicentre of UK fusion.

    Energy Minister Kerry McCarthy, said:  

    This investment is our Plan for Change in action – we are backing British pioneers to secure the clean energy of the future while supporting jobs today, from scientists and welders to engineers and construction managers.  

    As countries around the world recognise the huge potential of fusion, breakthroughs in this technology are happening thick and fast, and we want to keep the UK at the forefront of the global race by helping projects to innovate and grow here, in turn driving economic growth.

    Investment in Starmaker One signals the first early-stage fusion energy venture capital fund outside the US and the first of its kind to partner with government as an investor. Investing in fusion technology will pave the way to delivering a clean safe, secure and abundant baseload energy, helping to meet rising energy demand in the years ahead. 

    This investment will give industry cash upfront to grow their businesses and supply chains. It follows on from a government commitment for a record level of £410 million, announced in January, for UK fusion research and collaboration with other countries to develop clean, unlimited power and drive economic growth. 

    Successful deployment of fusion energy would be globally transformative and allow the UK to export the technology to a global fusion market expected to be worth trillions of pounds in the future.

     “I want to welcome everyone to today’s hearing on the Over-the-Counter Monograph Drug User Fee Program, referred to as ‘OMUFA.’ I’m especially pleased that we’re talking about the reauthorization of this program as almost 5 years to the date, the initial bill – sponsored by my good friend from Ohio, Representative Latta, as well as one of Georgia’s finest, Senator Johnny Isakson – was signed into law by President Trump in March 2020.


     “The enactment of this program reformed and modernized the regulation of OTC monograph drugs and authorized the FDA to assess and collect user fees dedicated to OTC monograph drug activities. Industry and public health stakeholders supported these reforms, which have provided the FDA with additional resources and tools to streamline the monograph process to increase access to quality commonly used drugs and self-care products for the American consumer. This program is designed to improve innovation, while maintaining the FDA ‘gold-standard’ of safety.


     “The current legislative authority for OMUFA expires September 30th, 2025 – at which point, new legislation will be required to reauthorize the Over-the-Counter Monograph User Fee program for another five-year term.


     “Over-the-counter medications are widely used to treat common ailments such as colds, headaches, and seasonal allergies. In fact, nearly 9 out of every 10 Americans use OTC medications regularly and trust these affordable remedies to get well and stay healthy. Safe, reliable, and affordable OTC drugs allow consumers to treat common ailments at home, usually without visiting a health care provider, saving the health care system billions annually.


     “Of particular note is a company called Symrise. They own and operate a manufacturing plant in Georgia’s First Congressional District. Symrise manufactures aroma molecules and fragrance ingredients, which are used in various consumer products across a number of product categories. They also manufacture two of the key UV filters that are commonly used in many OTC sunscreens on the market today.


     “Sadly, Symrise’s Colonel’s Island plant experienced a serious fire in 2022. Symrise made the strategic decision to re-invest in the site and restore its capacity in my community, at a time when other companies were leaving. They successfully completed renovations and today, the plant is again fully operational, back at its pre-fire capacity. This is a real success story, and we are grateful for their commitment to Georgia.


     “We are also fortunate to have Mr. Kevin Menzel before our Committee today. Mr. Menzel is President of Focus Consumer Healthcare, which is a wholly owned subsidiary of Kobayashi Healthcare. Kobayashi was founded as a family company in 1886 in Japan. They established a presence in the United States in 1998, and maintain manufacturing and operations in Dalton, Georgia – employing 270 people with products ranging from OTC medicines and supplements, to recreational products like Hot Hands Hand Warmers. Georgia’s pro-business climate and infrastructure make it an ideal location for companies such as Kobayashi. In fact, just recently, Kobayashi began expanding its U.S. manufacturing footprint even further, with a significant announced investment in Georgia — doubling its capacity to support ongoing growth and expand employment.


    “Success stories such as Symrise and Kobayashi highlight why it is critical for this Subcommittee to reauthorize the Over-the-Counter Monograph Drug User Fee Program in a timely manner. This program demonstrated the ability to bring more jobs back to America, while increasing access to safe, reliable, and affordable OTC drugs.

Their brief asserts that USAID is required to be funded as provided by statute and states that any unilateral attempts to dismantle the agency, such as efforts to “feed[]USAID to the wood chipper” and “[c]lose it down,” are prohibited by Article I of the Constitution, as recently reaffirmed by the Continuing Resolution enacted by Congressional Republicans on March 15, 2025.

    The shuttering of USAID, including placing thousands of workers on leave and halting nearly all congressionally approved foreign aid, undermines a critical component of the federal government responsible for global stability and American security. For nearly 40 years, USAID has played a central role in preventing crises, fostering economic opportunities abroad, and mitigating the conditions that contribute to violent extremism and instability. Scaling back its work not only weakens these efforts but also creates a vacuum for global competitors like China, Russia, and Iran to expand their influence.

    Lawmakers: “These Actions Are Not Just Illegal and Wasteful, They Run Counter To Our Interests of Promoting Free Expression, Combating Censorship”

    Washington, DC – Representative Lois Frankel (D-FL-22), Ranking Member of the House Appropriations Subcommittee on National Security and Department of State (NSRP) and U.S. Senator Brian Schatz (D-HI), Ranking Member of the Senate Appropriations Subcommittee on State and Foreign Operations, led a bicameral letter urging United States Agency for Global Media (USAGM) Acting CEO Victor Morales and Special Advisor Kari Lake to rescind the Trump administration’s illegal actions to dismantle the agency, terminate grants for several government-funded outlets worldwide, and place Voice of America and other federal staff on administrative leave.

    “Congress reaffirmed its commitment to your agency, its mission, and its personnel by funding the United States Agency for Global Media (USAGM) at $866.9 million in the Full-Year Continuing Appropriations and Extension Act, 2025, and expects that each of the entities will continue their unique mission of broadcasting content to audiences around the world,” the lawmakers wrote. “Your decisions to terminate the grants to Radio Free Europe/Radio Liberty, Radio Free Asia (RFA) (in addition to withholding funds for the BenarNews service), Middle East Broadcasting Networks, and Open Technology Fund; place on administrative leave Voice of America (VOA), Office of Cuba Broadcasting, Technology, Services, and Innovation, and other federal staff; cancel hundreds of contracts; and pull transmissions from the air violate several provisions in the appropriations bill.”

    The lawmakers continued, “These actions are not just illegal and wasteful, they run counter to our interests. America’s authoritarian adversaries are investing billions in state-backed media, targeting the same countries USAGM entities reach. With an audience of 427 million people speaking more than 60 languages, USAGM networks are a trusted and reliable source of information in the face of state censorship, including in the People’s Republic of China, Iran, Russia, North Korea, Cuba, and Afghanistan, and across Eastern Europe, Africa, and Southeast Asia. The technology developed by the Open Technology Fund and used across grantees will leave users who are dependent on their tools to circumvent censorship stranded. Once America loses the trust of these audiences, it will be difficult to get it back.”

    “We respectfully request that you rescind the actions you have taken to date and refrain from any further downsizing or terminations, and that you ensure you are in compliance with your legal requirements, including to consult and notify Congress of any proposed changes and to meet congressional spending directives,” the lawmakers concluded.

  • MIL-OSI Security: Man jailed for rape of two teenagers

    A man has been jailed after being found guilty of raping two teenagers he met at a central London train station.

    Abdul-Majed Saif, 30 (13.11.94) of Great West Road, Hounslow was sentenced to 19 years’ imprisonment at Isleworth Crown Court on Tuesday, 1 April – he was also ordered to serve a further six-and-a-half years on licence. Saif had been found guilty of nine counts of rape in relation to two 14-year-olds following the conclusion of a trial at the same court on 31 January.

    The court had heard how Saif had met the two teenagers in Victoria train station on 28 April 2024. He offered them cannabis and convinced them to go back to his house in Osterley where he raped them.

    After the teenagers reported the incident to police and identified Saif’s address, Saif was quickly arrested on 2 May 2024. He denied the offences and was released on bail while an investigation was undertaken. Forensic evidence, coupled with the testimonies of the two teenagers, built a compelling body of evidence and Saif was subsequently charged and convicted of multiple offences.

    Both teenagers were supported by specially trained officers throughout the investigation.

    Detective Constable Stephen Gayfer from the West Area Command Unit who led the investigation said: “I want to thank both survivors in this case for coming forward and helping to get a dangerous predator like Saif off the streets. The abuse he has put these children through is absolutely sickening and is something which will undoubtedly affect them for the rest of their lives.

    “I don’t underestimate the immense courage it took for them to come forward and speak to police and I’d like to commend them on their strength throughout our investigation.

    “It is possible that Saif has preyed on others and I’d encourage anyone who has been abused by this man to reach out and get in touch with us. You will be supported and you will be listened to.”

    Detective Superintendent Rebecca Reeves, Head of Public Protection at West Area, said: “Saif is a dangerous predator. The lengthy term of imprisonment he has been given reflects the very serious nature of the harm that he has caused to these young people. They have been incredibly courageous in coming forward.

    “Officers in our dedicated Rape and Serious Sexual Offences teams work tirelessly to pursue the offenders who target vulnerable children. We are determined to secure justice for child victims of sexual exploitation.”

    Speech by Luis de Guindos, Vice-President of the ECB, at the International Federation of Accountants’ Chief Executives Forum

    Amsterdam, 3 April 2025

    Introduction

    It is a pleasure to be taking part in the International Federation of Accountants’ Chief Executives Forum today.[1] In line with the topic of the event, I will reflect on the risks and uncertainty that threaten financial stability and their implications for policymakers. I will be brief to allow enough time to take your questions.

    Conceptually, risk is associated with situations where the exact outcome is unknown but the possible outcomes can be identified and their probabilities can be estimated reasonably well.[2] For the ECB, financial stability is defined as a condition in which the financial system is capable of withstanding shocks and the unravelling of financial imbalances. So, when assessing financial stability, we evaluate the likelihood of shocks materialising and their potential impact. Uncertainty, by contrast, refers to scenarios where it is impossible to define and measure outcomes and probabilities, often owing to a lack of information. While risk is quantifiable, uncertainty can be proxied at best.

    The current environment

    Uncertainty in the macro-financial and credit environment is currently exceptionally high, in a world being reshaped by significant shifts in geopolitics, international cooperation, global trade policy, financial regulation and the role of crypto-assets. At the same time, the scale of the defence investment foreseen in the EU is unprecedented and adds another significant layer of uncertainty to the current environment.

    According to a news-based index[3], economic policy uncertainty in the euro area is currently more than three times the historical average.[4] Similarly, an index of trade policy uncertainty is more than eight times the historical average.[5] These levels are well above those seen during the pandemic.

    Amid all of this uncertainty, the ECB’s Governing Council decided to lower interest rates by another 25 basis points in March. The deposit facility rate is now at 2.5%, 150 basis points below its recent peak.

    The disinflation process is well on track, with inflation developing broadly as expected. Headline inflation decreased further from 2.3% in February to 2.2% in March. According to recent data and in line with our projections, wage growth is moderating, which is helping services inflation to gradually decline. Most measures of underlying inflation suggest that inflation will settle at around our 2% inflation target, on a sustained basis.

    But uncertainty surrounding the inflation outlook remains high, mainly on account of increasing friction in global trade. An escalation in trade tensions could see the euro depreciate and import costs rise, while much needed defence and infrastructure spending could raise inflation via aggregate demand. Geopolitical tensions could also lead to higher inflation owing to trade disruptions, rising commodity prices and energy costs. At the same time, lower demand for euro area exports and lower growth resulting from the impact of higher tariffs or geopolitical tensions could pose a threat to the economy, depress demand and push inflation down.

    Weak economic growth remains a challenge for the euro area, even without any further shocks. ECB staff have again revised down their growth projections – to 0.9% for 2025, 1.2% for 2026 and 1.3% for 2026. The downward revisions reflect lower exports and ongoing weakness in investment. High uncertainty, both at home and abroad, is holding back investment, while competitiveness challenges are weighing on exports. Addressing these challenges in order to improve growth prospects is clearly more demanding in the current context of exceptionally high uncertainty about trade and economic policy.

    Challenges when analysing financial stability

    Our macroeconomic projections are not the only area where we face great difficulties navigating this environment of heightened uncertainty. Analysing financial stability also requires us to adjust our frameworks and use state-of-the-art tools to assess the financial system’s capacity to withstand shocks under these conditions.

    Analysing multiple scenarios is a powerful way to deal with situations of high uncertainty. It allows us to test the resilience of the financial system against various possible manifestations of financial stress. Shocks cannot be predicted, but drawing on a diverse array of indicators and a range of sensitivity analyses is essential for us to understand the nuances of the current uncertainty. It is also crucial that our various approaches include ways to measure sources of risk amplification and non-linearities. By combining hard data indicators with survey results and analyses based on micro data, we can achieve a more granular, diverse and timely understanding of the economic landscape. Such a comprehensive approach can enhance our ability to anticipate and respond to emerging challenges.

    The main risks to financial stability in the euro area

    In the current economic environment, we are observing marked vulnerabilities in financial stability. While banks remain in good shape, with sound solvency and liquidity indicators that are well above regulatory minimums, there are weaknesses in several other areas. First, elevated valuations and concentrated risks make financial markets susceptible to adverse corrections. Non-bank financial intermediaries have remained resilient to recent bouts of market volatility, but they are still quite heavily exposed to risky assets. Broader market shocks could cause sudden investment fund outflows or trigger margin calls on derivative exposures, unsettling markets and leading to abrupt price corrections. Second, sovereign indebtedness is a cause for concern at a time when defence spending is emerging as a priority in Europe, with different countries having very different amounts of fiscal space to respond. Despite the likely increase in debt servicing costs, public finances need to be managed in a growth-friendly way and ultimately be sustainable. Third, the corporate sector has demonstrated resilience but faces competitiveness challenges and is subject to emerging credit risk concerns, especially in the case of firms that are more exposed to the export sector and geopolitical risks.

    Conclusion

    In conclusion, an extraordinarily high level of uncertainty around economic and trade policy has been acting as a drag on markets and the economy alike. Financial intermediaries need to adapt their risk management tools in the face of new vulnerabilities and scenarios at a time when it is no longer possible to measure likely outcomes and probabilities. This environment calls for heightened vigilance, which is why we are exploring unconventional sources of risk and vulnerability and using a broader range of tools, such as sensitivity and scenario analyses, to assess the resilience of the financial system.

    In terms of monetary policy, this uncertainty means we need to be extremely prudent when determining the appropriate stance. While most indicators point to inflation moving in the right direction, the environment of exceptional uncertainty requires us to stick even more closely to our data-dependent and meeting-by-meeting approach.

    The European Union is at a crossroads. Defence policy requires a significant overhaul and challenges relating to trade and economic competitiveness need to be addressed. In addition to ramping up defence spending, we need to deepen and strengthen our Economic and Monetary Union with a true single market for goods and services that shores up our structural economic growth prospects, supported by a complete banking union and capital markets union.

    The Polytechnic University hosted the spring stage of the competition for high school students, “The Polytechnic Challenge.” The students participate in the festival as teams from educational institutions and solve research and scientific problems of various types, apply their knowledge in practice, and learn to find non-standard solutions.

    The Polytechnic Challenge was held in six directions. During the week, the participants had to find the best solution to the tasks from the organizers. The developers of the tasks were students and teachers of the university’s Department of Continuing Education.

    The classic game “What? Where? When?” attracted a record number of teams eager to demonstrate the depth of their knowledge, sharpness of mind and resourcefulness. And the “Physical Battles” direction required schoolchildren not only to be able to solve physical problems, but also to be able to convincingly argue their decision, defending their position in a dispute with their opponents.

    As part of the construction case, teams of schoolchildren created models of buildings and structures capable of withstanding seismic loads. It is important to note that the participants worked strictly within the parameters set by the organizers for height, width, and depth. Particular attention was drawn to projects that used original design solutions and unusual shapes. Defending their work, the schoolchildren talked about the development process and methods of connecting parts. The stability of the models was tested on a vibration table.

    At the case championship, schoolchildren had to develop a product or system that would reduce the negative effects of urbanization and overpopulation of cities. The key issues were transport problems, housing shortages, ecology and social inequality. Participants proposed a wide range of ideas, from improved transport systems to smart home projects. The jury especially noted the projects that had real prospects for implementation and were highly developed.

    One of the areas was a 3D case. Schoolchildren designed a manipulator capable of holding a load of a certain weight. The task included preparing 3D models, creating models for printing on 3D printers, and printing finished products. Contestants were tested on their knowledge of engineering basics and ability to use modern digital tools. The best projects demonstrated not only technical complexity, but also a creative approach to solving the task.

    The main task of the hackathon was to create translators of slang expressions that often cause misunderstandings between generations. Schoolchildren presented mobile applications, websites designed to simplify communication. The jury paid special attention to the convenience of interfaces and the effectiveness of solutions.

    The winners were teams from School No. 45, Gymnasium No. 406, Engineering and Technology School No. 777, Anichkov Lyceum, Academy of Digital Technologies, Kirov Gymnasium, Schools No. 345 and No. 246. The best teams received an important advantage for admission to the Polytechnic University – 5 additional points to their Unified State Exam results.

    The Polytechnic Challenge festival clearly demonstrated the high level of training of our schoolchildren and their desire to find solutions to current social and technical problems. The competitions provided the children with a unique opportunity to reveal themselves in various fields of knowledge.     From March 21 to 24, the final stage of the competition was held at NSU and “Boiling Point – Novosibirsk”. 45 teams from 10 regions of Russia participated in the competitive selection. The 15 best from Novosibirsk, Tyumen and Yaroslavl reached the final.

    The very name of the Schoolchildren’s Medical Tournament encodes the essence and format of the event: it is a tournament in the “speaker-opponent-reviewer” format for schoolchildren who want to realize themselves in the field of medicine. The roles of the participants allow them to fully demonstrate their abilities in solving clinical or fundamental problems: the skill of finding the necessary information in scientific sources, oratorical skills, the presence of basic fundamental knowledge, the ability to conduct a discussion.

    The ITS includes a Selection and Final Stage: in the first, participants must solve two or more problems in the form of a presentation, where the children mainly use diagrams and illustrations to answer questions, and in the second, there is a face-to-face competition, where they must solve at least 8 problems out of 10.

    The top three teams in the final included teams from the city of Tyumen, the national team SUNC NSU took fourth place.

    — I would like to note one feature of the teams in this year’s tournament. Despite the fact that most of the participants were beginners (i.e. they were participating for the first time or represented grades 9-10), their level of knowledge was almost equal to that of medical students. They were very well versed in the material and reasoned like real specialists, — commented Maria Shperling, a fourth-year student. Faculty of Medicine and Psychology, NSU and the chairman of the organizing committee.

    The medical tournament of schoolchildren appeared and still exists due to the active work of the organizing committee, consisting of proactive medical students, with the support of the administration of the Faculty of Medicine and Psychology of NSU. The first season of the project took place back in 2019, and three tournaments, including this year’s MTS, have already been implemented with the support of Rosmolodezh.Granty.

    — What do schoolchildren get by participating in the tournament? As the Chairman of the Methodological and Expert Commission, I would like to say first of all about acquiring the skill of working with information, new useful acquaintances and knowledge received from the expert commission. It is also important that the guys get a chance to get in touch with the unusual student life of our faculty, their career guidance in a rather unusual and therefore as close to medicine format as possible also plays a role. At the MTS, we always say that medicine is only for love, so we really want to show this world of endless knowledge, experience and discoveries in its real form: complex, controversial, but full of love and teamwork, — shared Evgeniya Kholdina, a 4th-year student of the specialty “General Medicine” and the Chairman of the Expert and Methodological Commission of the MTS.

    In addition to practical skills, participants can count on additional advantages when entering NSU in the form of points for individual achievements:

    3 points – for all participants of the Final Stage,

    7 – for prize winners,

    10 – for the winners.

    Points are valid for two years for prize winners and winners of both individual and team competitions.

    Students of all years participate in the organization of the Medical Tournament of Schoolchildren direction “General Medicine” Faculty of Medicine and Psychology of NSU and residency.

    As Evgeniya Kholdina says, there are participants, prize winners and winners of the tournament in more than one course of our faculty, and the organizing committee is almost half made up of MTShat. With the right competencies, anyone can become an organizer, an expert, a task writer and a volunteer.

    — We try to create comfortable conditions for the guests of our university every year, but we never forget that we are an Olympiad, after all, so a revolution of consciousness, a couple of new convolutions and a wagon of knowledge await each participant.     TIFTON, Ga.—U.S. Representative Austin Scott (GA-08) today announced that his office is taking submissions for the 2025 Congressional Art Competition.

    All high school students (9-12th grade) who reside in or attend school in the Eighth Congressional District are encouraged to participate.

    The winning entry will be displayed in the United States Capitol for a year alongside artwork from every congressional district across the country. Artwork submitted must be original in concept, design, and execution, no larger than 26” x 26” x 4”, and can be in the form of paintings (oil, acrylics, watercolor, etc.), drawings (pastels, colored pencil, pencil, charcoal, ink, markers), collage (must be two dimensional), prints (lithographs, silkscreen, block prints), mixed media, computer-generated art, or photography.

    All artwork must be framed when submitted. Artwork that is submitted on a canvas does not require framing; however, it must have hooks affixed for hanging.

    This year, all the entries from across the district will be displayed at the Syd Blackmarr Art Center in Tifton, Georgia, for an exhibit and awards ceremony on May 4, 2025, at 2:00pm.

    All artwork must be framed and submitted by April 18th at one of the following drop-off locations:

Around 900 CE, the Mississippian Period began, and Muskogean people constructed mounds for meeting, living, burial, agricultural, and other purposes, many of which remain today and would be encompassed in the new U.S. National Park and Preserve.

The event recognized students who have excelled in technology, service, and leadership including winners of the district’s 2024 Congressional App Challenge and nominees for U.S. Service Academies. 

    “This event was about celebrating the bright future of our district,” said Congressman Johnson. “These young leaders are innovators, scholars, and dedicated individuals who will shape our community and our nation in the years to come.”

    STONECREST, GA – On Thursday, Congressman Hank Johnson (GA-04) held a press conference at a senior care facility in South DeKalb to highlight the dangerous consequences of House Republicans’ Rip Off reconciliation budget legislation and its drastic cuts to Medicaid.

    Joined by Nadine Johnson, Director of Care One Franchise, Inc. (COFI), residents and family members who receive care at COFI and Protect Our Care Georgia State Director, Joe Binns, the Congressman raised the alarm about the pending cuts to the social safety net for the poor and elderly.

    “President Trump and House Republicans promised they would lower costs for everyday Americans,” Rep. Johnson said. “They lied. Instead, they just announced a new push to cut Medicaid and take health care away from kids, parents, and seniors. The Trump-Musk-House Republican budget includes hundreds of billions of dollars in cuts to Medicaid and food assistance for kids, seniors, and veterans.”

    Nadine Johnson (no relation), whose residents depend on Medicaid to help receive her services, said cuts to Medicaid would deeply impact the community.

    “If we’re not able to access the supplemental funding from Medicaid that we receive now, we’d have to close our business,” she said. “And that would mean many more seniors and disabled individuals would be facing homelessness. It would wreak havoc in our communities.”

    “The consequences of cuts to Medicaid would touch nearly every household in America including people in this room today,” said Binns. “Medicaid provides health care to over 72 million people — six in 10 nursing home residents, 30 million children, 9 million adults with disabilities, and 14 million adults with mental illness. If they slash Medicaid, it will wreak havoc on state budgets and services. Rural Hospitals will close and the Americans who rely on them will be left behind. America’s skyrocketing mental health crisis will be exacerbated, and the nation’s maternal health crisis will get significantly worse.”

    Co-President Trump and his MAGA Republican allies who control Congress have proposed another tax cut for Trump and his billionaire buddies. They propose $2-4 trillion in  permanent tax cuts for billionaires and corporations, and they plan to pay for it by cutting Medicaid, Medicare, Social Security, and SNAP benefits for women and their babies.

    This is straight up war on poor and regular working people, which  will raise the cost of everything — including healthcare and medicine. It will also drive nursing homes and personal care homes out of business. These are places and people who we depend on to take care of our elderly, many of whom are suffering from dementia. MAGA wants to gut vital programs like Medicaid that help people survive, so that they can give billionaires like Elon Musk, Jeff Bezos and Mark Zuckerberg another big fat tax cut.

    They will include discussions with autistic individuals, professionals and parents of autistic children and take a look at how the world of sport supports people with autism.

    Guests include Dr Temple Grandin, Dr Eve Griffiths, David and Carrie Grant, Nicky Crosby, representatives from Wolverhampton Wanderers, Will Greenwood, Paul Mullin and many more. 

    The TWS Sports Podcast is hosted by students with autism at Tettenhall Wood School. Within 12 months of its launch in 2021, it had already been named the winner of the Best Equality and Social Impact at the global Sports Podcast Awards.

    Adam Millichip, Outreach Teacher, said: “We have a great platform to promote the amazing things autistic individuals can do and we believe it is really important to raise the awareness and acceptance of autism through our podcast; our students are very passionate about this topic and it is something they speak a lot about during their interviews with our guests.

    “Our special autism episodes are going to cover a wide range of topics from conversations with autistic individuals to in-depth conversations with professionals, as well our discussions with parents, sports clubs and so much more.”

  • MIL-OSI United Kingdom: Catch up clinics offer vaccinations for secondary age children

    The following vaccinations will be available:

    • The Diphtheria, Tetanus and Polio (DTP) vaccine, also known as the 3 in 1 teenage booster which is offered to children in Year 9 and above. This booster is the last routine dose that provides young people with long lasting protection into adulthood.
    • The Meningococcal (Men ACWY) vaccination for children in Year 9 and above which helps protect young people against 4 types of meningococcal disease which can cause both meningitis and septicaemia.
    • The MMR vaccination, to provide long lasting protection against measles, mumps and rubella for all school aged children who have missed doses.

    Clinic will be held on Monday 14 April at Biz Space, Room 2, Planetary Road WV13 3SW from 10am to 2pm and on Saturday 26 April at Whitmore Reans Family Hub, Lansdowne Road WV1 4AL from 9.30am to 2pm. Appointments must be booked in advance by contacting Vaccination UK on 01902 200077.

    Councillor Jasbir Jaspal, the City of Wolverhampton Council’s Cabinet Member for Adults and Wellbeing, said: “These vaccines offer the best protection for teenagers as they start their journey into adulthood and start mixing more widely – whether that’s going to college, starting work, travelling or going to festivals.

    “So, if your child has missed out on their vaccinations, maybe because they were off school or are home educated, please come along to one of the catch up clinics being delivered by Vaccination UK over the coming weeks.”

    Any moves by the Scottish Government to further dilute, delay or drop the upcoming Heat in Buildings Bill would be an act of climate vandalism and a blow for household budgets, green jobs, and our environment, say the Scottish Greens.

    The comments from the party’s Co-Leader, Patrick Harvie, come ahead of a Ministerial statement today that is widely expected to see plans weakened and pushed back further.

    The Bill, which was under development by Mr Harvie in his time as a Minister, and was on track for introduction in November last year, was intended to focus on improving the energy efficiency of our homes and changing to clean heating systems.

    Mr Harvie said:

    “It is crucial that we move away from fossil fuels and invest in clean, green energy so that we can have warmer homes and start to cut the bills that are plunging even more families into poverty.

    “Keeping people stuck on gas is not only bad for our planet, it is also punishing people all across our country and forcing them to fork out, while the fossil fuel companies post record profits. We are already way behind where we need to be in terms of tackling fuel poverty and our transition away from fossil fuels.

    “Scotland is also losing out on good quality green jobs. Heat pump manufacturing is seeing global growth, but Scotland has seen investment go elsewhere.

    “The measures in this Bill could play a crucial role in supporting households to make the shift, and giving the industry the clarity it needs to invest. I am very concerned by the increasing speculation that it will be diluted, delayed or dropped. To do so would be an act of environmental vandalism and a blow for household budgets, our economy and our environment.

    “The failure to hit previous climate targets should have been a wake-up call, but the Scottish Government is not showing anywhere near the political will that is required.

    “Cutting home energy bills, boosting high quality green jobs, and cutting our emissions are all possible, but they can only happen if the Government is prepared to take the action and make the investment that it needs to.”

    Edinburgh’s Scottish Green councillors are urging all parties to back a motion calling for the Council to extend free bus travel to carers and companions across the city.

    The motion, which will be heard by the Transport and Environment Committee today, will be moved by Councillor Kayleigh O’Neill. It would extend the successful bus pass Companion +1 scheme to every young person with care needs.

    The proposal follows campaigning by Parents 4 Future Scotland, a grassroots organisation concerned about climate change in our communities.

    If approved, the motion calls for the Council to work on a proposal for an ‘Under 22+1 scheme’ to enable the change and to report back to the Transport and Environment Committee.

    Councillor O’Neill said:

    “The Under 22 bus pass scheme has been revolutionary for children in the city who can now travel for free on bus and trams. This is great for their families’ finances and for promoting car-free travel in the city for those who can

    “However I know that a barrier for some children in using their bus pass is the need to travel with a carer, for example a parent or guardian and that cost can be problematic.

    “The idea would be that an Under 22 pass user will have the option to apply for a “+1” to be added to their card like the companion and Disabled National Entitlement Card”

    “Lothian Buses and Edinburgh Trams are already familiar with a ‘plus one type of scheme’ because they accommodate users of the Disabled Person’s Bus Pass Scheme which, for some, allows a free companion to travel with the cardholder.”

    “It would be fantastic to further level the playing field when it comes to accessing public transport, especially for those already struggling with costs of living and mobility.”

    Scottish Green MSP Lorna Slater said:

    “This is a really important proposal by Green councillors and would make our transport system and Edinburgh more accessible for young people who need extra care when travelling.

    “Our cities and our communities are for all of us, and that has to mean that we should all be able to access and enjoy them. This would set a vitally important precedent and would be an important step towards building a more liveable city.”

    Motion by Councillor O’Neill – Free Bus Travel for Carers and Companions

    Committee:

    1. Welcomes the Young Persons’ (Under 22s) Free Bus Travel scheme for which there is a strong pick up rate across the City of Edinburgh
    2. Understands a barrier for some children using their under 22s bus pass is the need to travel with a carer (e.g parent or guardian) who cannot afford travel
    3. The disabled person’s bus pass scheme already successfully runs with a Companion +1 scheme dependent on the applicant’s needs and technology can support this onboard Lothian Buses and at card authenticators at Edinburgh Tram stops.
    4. Also understands that disabled people under 22 can choose between the disabled person’s bus pass and the under 22 bus pass, however the administrative process is easier for those under 22 and does not require users to re-apply and provide proof of disability for free travel.
    5. Notes previous work from Cllr Dijkstra-Downie to request class bus passes for schools to promote uptake of the cards which should continue to be encouraged
    6. Therefore requests officers to investigate the possibility of implementing as scheme for a ‘u22 +1’ card for young people who need to travel with a carer, parent or guardian, and report to Transport and Environment committee when appropriate.
