    Good afternoon, dear colleagues!

    We have now looked closely at samples of technological products that are produced by various divisions of Russian scientific and scientific-technological centers. Of course, progress here is obvious.

    The President has approved technological leadership as one of the national goals. Of course, without independence in the field of electronic engineering, the main directions associated with the samples presented today, it will be impossible to achieve national development goals.

    Today we also got acquainted with devices that are already capable of performing the most complex tasks, including in the field of artificial intelligence, big data analysis, and other critical areas. This is a necessary basis for smart control systems, platforms for modeling tests, forecasting, and autonomous decision-making. The introduction of such technologies reduces the time and financial costs of creating any science-intensive product.

    It is important to continue to create conditions for the release of breakthrough solutions. To widely use scientific, educational, resource potential not only to catch up, but also to successfully compete in new, emerging, promising areas. Just today, young scientists who presented the areas of their activities spoke about this in detail.

    Today we will discuss strategic issues of development of high-performance computing for artificial intelligence and supercomputer infrastructure.

    Our meeting is taking place at the All-Russian Research Institute of Experimental Physics. There is absolutely unique advanced equipment here that allows us to generate and, most importantly, implement the boldest ideas.

    Here and in other domestic organizations, specialists are engaged in the development of modern photonics and microelectronics elements and components.

    Having our own competencies in the production of equipment and components, in the field of materials and chemistry is a key condition for our further advancement.

    A comprehensive program for the development of electronic engineering is being implemented in Russia. We have heard a number of reports on this subject today. It covers all areas of production of such products. It provides for the creation of equipment, materials, chemicals, electronic design tools, of course, taking into account the needs of our enterprises.

    The priority should also be to increase the competitiveness of Russian lithography. Today we looked at how the work related to the creation of domestic lithographs is progressing.

    I would also like to say about the photonics development program, it is designed until the end of 2030. We discussed the achievements of this sector when we met last year here in Sarov. Now we are organizing the production of domestic matrix photodetector devices. Modernization of enterprises in order to establish serial production. Today we also looked at how things are going here.

    Our specialists have an ambitious goal – to increase the share of Russian photonics in the domestic market from 35 to 90%. And the level of localization of such complex, science-intensive products – from 15 to 70%. A very difficult task.

    Today we will discuss the necessary steps to accomplish such a task.

  • MIL-OSI Russia: Denis Manturov launched the first production of a vital chemical component in Russia

    During a working visit to the Nizhny Novgorod Region, First Deputy Prime Minister Denis Manturov launched the first production of silica gels and silica sols in Russia and visited the First Weaving Factory.

    The ceremonial launch of the production was also attended by Deputy Governor of the Nizhny Novgorod Region Andrey Sanosyan and Chairman of the Board of Directors of JSC GC Titan Mikhail Sutyaginsky. GC Titan has commissioned a unique industrial production of silica gels and silica sols for Russia with a total capacity of 18 thousand tons per year on the territory of the Kulibin SEZ in Dzerzhinsk. The holding’s new project is being implemented by RusSilika. The total investment in the project amounted to 21 billion rubles, of which 5 billion rubles were provided by the Industrial Development Fund. Its implementation allowed the creation of more than 200 new jobs.

    Silica gels and silica sols are widely used in more than 30 industries. The products are included by the Ministry of Industry and Trade of Russia in the list of priority projects for the production of small- and medium-tonnage chemicals, which have a comprehensive impact on the development of related industries. Denis Manturov noted that the first stone in the foundation of the RusSilika plant was laid exactly two years ago. It was planned that the launch of production would take place at the end of 2025, today the enterprise is starting its work ahead of schedule.

    “I would like to especially note that silica gel has not been produced in industrial quantities in Russia until now. Thus, the plant is fully provided with demand. Moreover, the products have a large export potential, due to which an investment decision has already been made on further expansion of production. I am confident that with the support of the federal government and the administration of the Nizhny Novgorod region, all plans will be implemented. This fully meets the task of achieving technological sovereignty in the chemical industry. As you know, this is the goal of the specialized national project. And the Titan group of companies is actively participating in the recreation of the line of basic chemical products,” said the First Deputy Prime Minister.

    Denis Manturov also congratulated the company’s employees on the 95th anniversary of Dzerzhinsk.

    During a visit to the First Weaving Factory in the Volodarsk Advanced Social and Economic Development Area, the First Deputy Prime Minister was introduced to the technology for producing fabric for roller blinds, which was first mastered in Russia by order of a Belarusian customer. For this purpose, a Russian chemical industry enterprise specially developed a set of chemical preparations.

    With the support of the Industrial Development Fund and the Government of the Nizhny Novgorod Region, a large-scale investment project on import substitution in the light industry has been implemented. This is the first full-cycle textile production facility in Russia for the production of wide woven and knitted fabrics made of synthetic and blended yarns of its own production, fully equipped with advanced equipment. The investment volume exceeded 3.3 billion rubles. The manufactured products can be used in the work of enterprises in the light and chemical industries, in mechanical engineering. The factory’s capacity allows for the production of up to 11 million linear meters of finished products per year.

    At the moment, the investor has already started developing the project for the second stage of the factory, focused on the first production of polyester fiber and threads in Russia using the direct molding method from domestic raw materials. The production will be equipped with advanced equipment, the capacity for the production of finished products will be 130 thousand tons per year. The plans include increasing the number of employees to 350 people, as well as increasing labor productivity through automation and digitalization.

  • MIL-OSI Russia: Dmitry Patrushev and Andrey Travnikov discussed issues of socio-economic development of the Novosibirsk region

    Deputy Prime Minister Dmitry Patrushev held a working meeting with Novosibirsk Region Governor Andrey Travnikov. The main topics were socio-economic development, the agro-industrial complex and environmental issues in the region.

    The economy of Novosibirsk Oblast is developing dynamically, production is growing in various industries, including metallurgy, pharmaceuticals, agriculture and other areas. More than 1.4 billion rubles were allocated from the federal budget for these purposes.     BEIJING, June 2 (Xinhua) — Former vice chairman of the Central Military Commission Xu Qiliang died of illness at the age of 75 in Beijing at 12:12 p.m. Monday, an official statement said.

    Xu Qiliang was also a member of the 18th and 19th Politburo of the Central Committee of the Communist Party of China (CPC) and was an outstanding member of the CPC, a time-tested and loyal fighter for the ideals of communism, a proletarian military leader and an outstanding leader of the People’s Liberation Army (PLA).

    Xu Qiliang entered the military in July 1966 and joined the CPC in July 1967. He was promoted to the rank of Air Force colonel general in June 2007. -0-

  • MIL-OSI Russia: Results of the exhibition “Metalloobrabotka-2025”

    The traditional industry exhibition “Metalloobrabotka-2025” has ended in Moscow’s Expocentre. It is safe to say that SPbPU successfully presented its developments to ensure technological leadership in the direction of “Materials, Technologies, Production”. The Polytechnic University demonstrated a real technological process for manufacturing parts of power engineering for civil and special purposes. The exhibition participants got acquainted with special-purpose technologies and the technology of highly efficient repair of critically loaded parts of power engineering.

    Director of IMMiT and Chief Designer of the Scientific and Technical Complex “New Materials, Technologies, Production”, Professor Anatoly Popovich, noted: Development of technologies for manufacturing parts of gas-pumping units using modern digital additive manufacturing technologies, in particular the technology of high-temperature selective laser melting of domestically produced metal powder materials, will reduce the cost price, terms of technological preparation of production and repair of critical units and parts, improve the quality of manufacturing components of drive gas turbine engines of gas-pumping units for enterprises of the fuel and energy complex of the Russian Federation. In particular, redesigning taking into account the advantages of additive technologies and manufacturing parts of the hot gas turbine tract will significantly increase the performance characteristics of parts and units, and the developed new materials for protective coatings, such as high-entropy alloys, will increase the service life between repairs of the units.

    Thus, notes Anatoly Popovich, this will provide Russia with technological leadership in the market for the production of units and assemblies of gas turbine engines. The automated repair and restoration system will increase productivity at the surfacing stage up to five times and reduce the cost of repairs by half. Technologies for laser surfacing of difficult-to-weld and non-weld heat-resistant alloys and the developed specialized tool will expand the range of repaired parts.

    On the final day of the exhibition, a series of meetings between key executors of the Peter the Great SPbPU project in the direction of “Materials, Technologies, Production” and future customers took place at the Polytechnic stand.

    Mikhail Kuznetsov, Head of the Research Laboratory “LiAT” of the SPbPU Institute of Metallurgy and Metallurgy, held talks with representatives of the company JSC “EZTM” and colleagues from the State Corporation “Roscosmos”. The partners discussed current projects and prospects for joint work in the field of laser welding and additive technologies.

    At the SPbPU stand, the NIL employees presented samples created using laser and additive technologies. The specialists presented components of the hot tract of gas turbine engines repaired by laser cladding, samples 7 and 10 mm thick, welded in one pass without edge preparation by laser welding and hybrid laser-arc welding, and other equally interesting exhibits.

    Head of the Laboratory of Light Materials and Structures Oleg Panchenko held meetings with representatives of NPO Luch, PI Science and Innovations, NPK Morsvyazavtomatika and others. The participants discussed the possibilities of robotization of production, friction stir welding, electric arc growing, joint projects on reverse engineering in the areas of compressor and propulsion devices.

    The staff of the Laboratory of Light Materials and Structures of the Institute of Metallurgy and Engineering at SPbPU demonstrated the process of producing a conical gear for heavy engineering using the electric arc growing method right at the exhibition. This method is based on melting metal wire under the influence of the energy of an electric arc.

    The installation, created by engineers specifically for this exhibition, is a unique solution for reducing production costs. The technological process allows achieving record-high speeds of obtaining products (for aluminum alloys (Al) – 2.2 kg/hour, for Fe – 6 kg/hour). In addition to record productivity, the key advantage of the technology is the absence of geometric limitations of the printed product. This is the reason for the concept of the “open type” cell: the manipulator is easily installed on the rails and follows the part being grown.

    The Polytechnic University stand presented a selective laser melting installation for metals (3D metal printer) “Mercury”, jointly developed by specialists from SPbPU and 3DLAM.

    The peculiarity of this complex is the platform heating up to 1300 degrees, which allows printing with heat-resistant nickel alloys. During the exhibition, engineers printed samples for further laboratory tests and analysis of metal properties.

    Visitors to the exhibition could see the advanced developments of the polytechnics in the unified catalog of SPbPU. It was entirely dedicated to the projects of the divisions of the Institute of Mechanical Engineering, Materials and Transport.

    The debut at the Metalloobrabotka-202 exhibition is a significant event for IMMiT specialists. The event became a platform for demonstrating breakthrough solutions and the latest technologies that the St. Petersburg Polytechnic University is developing in the field of laser and additive technologies. Our achievements are not just ideas, but ready-to-manufacture solutions that shape the future, – summed up the Director of IMMiT and the Chief Designer of the KNTN “New Materials, Technologies, Production” Anatoly Popovich.

    Major £5 billion technology investment accelerates UK defence innovation in a European first

    More than £4 billion drive towards autonomous systems to shape UK military future and boost export potential, supporting the Plan for Change

    UK troops and warships will be protected by drone and laser weapon technology through a major £5 billion investment, as the UK seeks to become the leading edge of innovation in NATO under the Strategic Defence Review (SDR) and driven by lessons from Ukraine. 

    The major funding package includes more than £4 billion for autonomous systems and a further investment of nearly £1 billion for Directed Energy Weapons (DEW) this Parliament – including the iconic DragonFire laser – boosting frontline capabilities while creating 300 skilled jobs across the country. 

    DragonFire is set to be the first high power laser capability entering service from a European nation, with the first Royal Navy Type 45 destroyer due to be fitted in 2027.  

    The SDR recommends that an immediate priority for force transformation should be a shift towards greater use of autonomy. To help achieve this, it says Defence must incorporate uncrewed and autonomous systems in high numbers over the next five years and make targeted investment in the development of novel directed energy weapons.  

    Today’s autonomous systems investment – of which more than £2 billion is new funding following the Government‘s historic uplift in defence spending to 2.5% of GDP from 2027– will see autonomous systems, including drones improve accuracy and lethality for our Armed Forces, and boost UK export potential. 

    It comes after major announcements ahead of the SDR publication, including: the building of up to a dozen new attack submarines for the Royal Navy; up to 7,000 new UK-built long-range weapons to procured; at least six new munitions and energetics factories in the UK; more than £1.5 billion to improve the state of military housing; and more than £1 billion for pioneering technology to spearhead battlefield engagements.

    The new DEW capabilities will give the UK an edge, creating low cost and sustainable alternatives to missiles to shoot down targets, such as drones, at the speed of light, reduce collateral damage and have a low-cost per shot, reducing reliance on expensive ammunition.   

    The systems will be tailored to the conditions in which they will operate – whether at sea, on land, or in the air – and will work alongside crewed assets, such as current and future fighter jets.  

    Both investments reflect the SDR’s vision for UK innovation to be driven by the lessons from Ukraine – harnessing drones, data and digital warfare to make our Armed Forces stronger and safer. 

    The SDR sets a path for the next decade and beyond to transform defence and make the UK secure at home and strong abroad. It ends the hollowing out of our Armed Forces and will also drive innovation, jobs and growth across the country, allowing the UK to lead in a stronger NATO as part of this Government’s Plan for Change.

    A new DEW will be created for the British Army this decade, alongside DragonFire being integrated on four Royal Navy warships, with the first ship due to be fitted in 2027, forming part of a layered air defence system to better protect UK forces while reducing collateral damage and reducing reliance on expensive ammunition. 

    DEW technology already supports 200 high-skilled UK jobs, with a further 300 positions to be created across the Ministry of Defence and industry partners. It’s another example of defence as an engine for UK economic growth, delivering on the Plan for Change.  

    In addition, a new Drone Centre will be established to accelerate exploitation of small, uncrewed air systems across all three military services, helping to deliver them to the front line faster.   

    The Centre will provide a central knowledge base to tackle any emerging legislative changes, develop best practice and better manage the interaction with industry. Crucially, it will apply battlefield lessons from Ukraine where drones now kill more people than traditional artillery. Detailed organisational arrangements will be developed over the coming months. 

    During the SDR process, 1,700 individuals, political parties, and organisations submitted more than 8,000 responses. 200 companies provided written contributions, more than 120 senior experts took part in the review and challenge panels, and nearly 50 meetings took place between the Reviewers and our senior military figures.

  • MIL-OSI Global: Reducing American antisemitism requires more than condemning opposition to Israel and targeting elite universities

    Violent antisemitism in the U.S. isn’t limited to the far right wing of the political spectrum. This was tragically obvious in two recent events – the June 1, 2025, attack using Molotov cocktails to burn participants in a Boulder, Colorado, march supporting Israeli hostages in Gaza, and the murders of two Israeli embassy staffers, an American Jew and an Israeli, on May 21, 2025, outside the Capital Jewish Museum in Washington, D.C.

    As an expert on the Middle East, including Israel, my research and administrative work have included contributing to a global effort to define antisemitism and addressing antisemitism on my own campus.

    Antisemitism can be defined simply as “discrimination, prejudice, hostility or violence against Jews as Jews (or Jewish institutions as Jewish).” What actually constitutes it is more contested, especially with respect to links between Jews and the state of Israel.

    President Donald Trump claims he is taking “unprecedented” steps to combat antisemitism.

    American Jews perceive antisemitism as rising since 2016, largely because, as one study put it, “people who hold anti-Semitic views now feel more free to express them.” But the current federal fight against antisemitism in the U.S. may have more to do with the agendas of members of the American and Israeli governments than with the concerns of most American Jews.

    First, the Trump administration’s attacks on antisemitism center on elite universities, where the president claims antisemitism runs rampant. Second, the current Israeli government tries to blur the lines between pro-Palestinian activism and antisemitism.

    These factors polarize and complicate the landscape for combating antisemitism effectively.

    Targeting speech at universities by charging ‘antisemitism’

    Trump’s administration has taken dramatic actions in the name of curbing antisemitism. Yet, his policies are notable for what they ignore as well as what they target.

    Right-wing antisemitism was responsible for the deadliest attack on a Jewish community in U.S. history in Pittsburgh in 2018. Yet the administration’s model for fighting antisemitism is not based in fighting white supremacist hatred toward Jews, which relates back to the Nazis in Germany.

    In fact, members of Trump’s administration, including senior adviser Stephen Miller and former Department of Government Efficiency chief Elon Musk, have supported white supremacist ideas or groups. Trump’s own words have evoked right-wing antisemitic tropes, such as assuming American Jews are loyal to Israel or adept at making money.

    Trump administration policies on antisemitism are most vocal around punishing leading American universities as unsafe for Jews. As the leading target of the president’s ire, Harvard University has acknowledged that some activism against Israel’s war with Hamas in Gaza has contributed to antisemitism on campuses.

    However, federal actions targeting Harvard ostensibly seek to punish antisemitism by demanding sweeping federal oversight of Harvard’s curriculum and self-governance. Billions of dollars in research funds have been cut. Neither action connects clearly to Harvard’s patterns or policies around antisemitism.

    Given this, Harvard sued the government in April.

    Many American Jews believe that Trump’s true purpose is to use the antisemitism issue as one means to curb free expression at universities.

    Defending Israeli policy by charging ‘antisemitism’

    National governments naturally seek political and material support from powerful allies. Israel’s efforts to encourage Americans to champion that support fit this pattern.

    Israel receives more U.S. aid than any other country. Thus, its government has an interest in enlisting diverse people and organizations in a sustained way to support its policies.

    The Israeli intervention has grown because Prime Minister Benjamin Netanyahu’s far-right government is unpopular in both Israel and the U.S. Its war in Gaza, provoked by Hamas, is highly destructive and globally unpopular.

    Most experts and policymakers now argue that Israel, along with Hamas, has committed international war crimes.

    The Israeli government recently increased its funding to US$150 million for global public relations efforts. This is a major acceleration of policies that Israeli has pursued for decades known in Hebrew as “hasbara,” which translates to “explanation.”

    Documenting specific links between Israel’s government and groups promoting its agenda in the U.S. can be difficult. This may be a deliberate strategy by Israeli leaders to conceal their efforts.

    Yet, mainstream Israeli-run organizations such as the Jewish Agency have played up links between pro-Palestinian activism and antisemitism since Hamas triggered the war in Gaza. Groups whose funding and leadership are hard to trace maintain public blacklists labeling vocal pro-Palestine activists as antisemites. Those lists have been used by Israeli government bureaucrats to bar visitors to the country.

    U.S.-based groups aligned with Israeli government messaging engage in persistent strategies to discredit opposition voices. Some attack publicly vocal activists, including some American Jews. Others press organizations, political bodies and institutions to adopt a definition of antisemitism that makes it easy to conflate criticism of Israeli policy with antisemitism.

    Anti-Israel behavior in the U.S. can be antisemitic, such as asserting that American Jews, because they are Jews, are responsible for Israeli state actions. And some American Jews support crackdowns on pro-Palestinian activists.

    However, characterizing antisemitism in the U.S. mostly in terms of speech and activism against the Israeli government augments the Trump administration’s neglect of dangerous right-wing antisemitism.

    Polarization and antisemitism in the US

    Taken together, the politics pursued by Trump and the Netanyahu government combine to target legally protected speech in the U.S. more than they deter antisemitism.

    By contributing to polarization, the conflation of antisemitism with a wide range of speech critical of Israel could add to threats faced by Jews and other religious minorities. Those who wish to undermine work toward Palestinian-Israeli coexistence benefit from the charge that most pro-Palestinian activists are antisemitic. This worsens already visible divides among American Jews over how Israel’s mistreatment of Palestinians squares with their Jewish identities.

    Supported by the most aggressive pro-Netanyahu groups, the Trump administration links concerns against antisemitism to efforts to deport immigrants who have expressed pro-Palestine views, such as Tufts doctoral student Rümeysa Öztürk. Deporting people in the name of policing speech critical of Israel also runs a risk that Jews will be blamed for government actions many Americans find objectionable.

    Let’s be clear. Some pro-Palestinian activism embraces Jew-hatred, as the attacks in Washington and Boulder highlight. But lumping together as antisemitic most pro-Palestinian speech, as current American and Israeli leaders do, complicates seeing antisemitism clearly and countering it.

    In addition, most Americans – and Israelis – seek an end to the war, mounting deaths and humanitarian disaster in Gaza. Any potential to blur this with antisemitism augments the few, loud American voices that support one side in the conflict by dehumanizing the other side.

    Americans believe other minority groups face greater discrimination than Jews. Yet, antisemitism from diverse directions is the worst I have seen in my lifetime.

    As with any policy problem, the way to deal with this issue is to focus on all facets of the problem, including right-wing racism and Christian nationalism.

    Current national politics around antisemitism may serve many purposes. Yet most American Jews doubt that these policies actually protect them.

    Sex toys are fairly common in people’s sex lives, and broadly accessible both online and in brick-and-mortar stores. In the United States, more than 40 per cent of heterosexual women and men have incorporated vibrators into the bedroom.

    More than three-quarters of Canadians have used a sex toy with a partner at least once, including vibrators, anal toys and penile masturbators. Reported rates also vary widely across western countries — for instance, 16 per cent of Australians say they’ve used sex toys while up to 52 per cent of people in Germany say they have.

    However, sex toys are no longer limited to the analogue dildos and masturbators of the past. Today, they have become increasingly sophisticated.

    Internet-connected toys, known as teledildonics, are novel devices designed to enhance sexual experiences by mimicking elements of real human intimacy — such as genital touch, body warmth, synchronized movements or orgasmic sensations — without a partner being physically present.

    They can be synced with online pornography, integrated with virtual reality or even controlled remotely by a partner, allowing for intimacy at a distance.

    One question remains as this burgeoning technology becomes integrated in individuals’ lives: Can teledildonics promote sexual well-being?

    Why people use sex toys

    Research reveals that using sex toys, whether on their own or with a partner, is linked with greater sexual satisfaction. One study also found that using a vaginal vibrator helped women experience stronger arousal, better lubrication and reach orgasm more easily.

    People use sex toys for all sorts of reasons. In one Canadian study, the most popular reason people used sex toys was to spice up their sex life with a sexual partner.

    Other commonly reported motivations included wanting to boost sexual arousal during masturbation and partnered sex, and to reach orgasm more easily. For a smaller proportion, sex toys also served to help them relax or release tension.

    What about teledildonics?

    In one survey, nine per cent of U.S. adults reported they’ve used teledildonics, with more men (15 per cent) reporting usage than women (five per cent) and gender-diverse individuals (13 per cent).

    Although more and more people are turning to teledildonic devices, we still know relatively little about why they use them or how they relate to well-being — especially compared to the growing body of research on traditional, non-connected sex toys.

    Our research team at the Université du Québec à Montréal surveyed 617 men between the ages of 19 and 75 years old. They were customers of the teledildonics company, Kiiroo, which specializes in interactive, app-connected sex toys, particularly for men, such as masturbatory sleeves and strokers. Kiiroo’s marketing team helped recruit participants for the survey.

    This industry collaboration allowed us to explore, for the first time, who uses these devices, why they use them, and how certain usage patterns like using it alone or with a partner may support greater sexual well-being.

    Most of our participants resided in North America (74 per cent) and Europe (22 per cent), while a minority were in Australia, Asia and Central America (three per cent combined). They primarily identified as white (75 per cent), Asian (17 per cent), Latin American (10 per cent) and Black (four per cent).

    In our study, nearly all the men used their teledildonic devices alone, but 21 per cent of them also reported incorporating them into partnered sex.

    We found that people who use teledildonics with a partner tend to own a greater number of these devices compared to those who use them solely for solo play.

    Partnered use was also associated with a higher number of previous sexual partners, which may suggest that greater sexual experience increases one’s comfort in sharing sex toy use with a partner.

    Finally, partnered use was associated with greater sexual well-being in men. Those who used their toys with a partner reported having greater sexual desire, more ease in reaching orgasm with a partner and increased confidence as a sexual partner.

    In other words, men who use their teledildonics with a partner may experience greater sexual well-being than men who only use their devices alone.

    Why do men use teledildonics?

    Our study was the first to uncover the motivations behind men’s teledildonic sex toy use.

    For 57 per cent of the men in our study, teledildonics were used primarily to relax or relieve tension. Just over half also reported using teledildonics to fantasize about sexual activities that are not possible in real life and to increase sexual arousal during masturbation.

    More than one third of participants (38 per cent) shared that their teledildonics usage was specifically motivated by the ability to connect their toys with other technologies (like virtual reality headsets or online pornography).

    Other motivations for using teledildonics appear to mirror many of those that drive traditional sex toy use, notably relaxation and tension relief and to increase arousal.

    What’s next for teledildonics?

    Taken together, these findings offer promising evidence that using teledildonics, particularly with a partner, can have sexual benefits. They also invite us to reflect on how such technologies could improve the sex lives of people facing challenges such as sexual dysfunction, physical disabilities or a lack of access to sexual partners — although further research is needed to understand how teledildonics can meet their specific needs.

    In addition, this growing industry raises important questions around data security, ethics and digital consent, including how to address concerns about the devices being hacked or remotely controlled without permission.

    Ensuring that these technologies are developed with privacy and safety in mind is essential to maximizing their impact as tools that support sexual well-being in a rapidly changing sexual landscape.

    As teledildonics and other sex technologies become more sophisticated, they will continue to transform the future of sex, intimacy and well-being.

    Thomasz Szabo, also known as Plank, Jonah, and Cypher, 26, of Romania, pleaded guilty today to being the leader of a years-long conspiracy that targeted victims across the United States with “swatting” and bomb threats. Szabo and his co-conspirators falsely reported ongoing violent emergencies at government buildings, houses of worship, and private residences, including the homes of senior government officials.

    “This defendant led a dangerous swatting criminal conspiracy, deliberately threatening dozens of government officials with violent hoaxes and targeting our nation’s security infrastructure from behind a screen overseas,” said Attorney General Pamela Bondi. “This case reflects our continued focus on protecting the American people and working with international partners to stop these threats at their source.”

Szabo publicized his “swatting” activity to his followers and encouraged them to engage in similar behavior.

    Beginning on Dec. 24, 2023, and continuing through early January 2024, subordinate members of Szabo’s group perpetrated a spree of swatting and bomb threats that included, as its victims, at least 25 Members of Congress or family members of Members of Congress; at least six then-current or former senior U.S. Executive Branch officials, including multiple cabinet-level officials; at least 13 then-current or former senior federal law enforcement officials, including the heads of multiple federal law enforcement agencies; multiple members of the federal judiciary; at least 27 then-current or former state government officials or family members of such officials; at least four religious institutions; and multiple members of the media.

    During that time period, one of those subordinates bragged to Szabo: “I did 25+ swattings today,” and “creating massive havoc in [A]merica. $500,000+ in taxpayers wasted in just two days.”

    Szabo pleaded guilty to one count of conspiracy, which carries a maximum penalty of five years in prison, and one count of threats involving explosives, which carries a maximum penalty of 10 years in prison. Sentencing is scheduled for Oct. 23. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

  • MIL-OSI USA: Apocalypse When? Hubble Casts Doubt on Certainty of Galactic Collision

    As far back as 1912, astronomers realized that the Andromeda galaxy — then thought to be only a nebula — was headed our way. A century later, astronomers using NASA’s Hubble Space Telescope were able to measure the sideways motion of Andromeda and found it was so negligible that an eventual head-on collision with the Milky Way seemed almost certain.
    A smashup between our own galaxy and Andromeda would trigger a firestorm of star birth, supernovae, and maybe toss our Sun into a different orbit. Simulations had suggested it was as inevitable as, in the words of Benjamin Franklin, “death and taxes.”
    But now a new study using data from Hubble and the European Space Agency’s (ESA) Gaia space telescope says “not so fast.” Researchers combining observations from the two space observatories re-examined the long-held prediction of a Milky Way – Andromeda collision, and found it is far less inevitable than astronomers had previously suspected. 
    “We have the most comprehensive study of this problem today that actually folds in all the observational uncertainties,” said Till Sawala, astronomer at the University of Helsinki in Finland and lead author of the study, which appears today in the journal Nature Astronomy.
    His team includes researchers at Durham University, United Kingdom; the University of Toulouse, France; and the University of Western Australia. They found that there is approximately a 50-50 chance of the two galaxies colliding within the next 10 billion years. They based this conclusion on computer simulations using the latest observational data.

    Sawala emphasized that predicting the long-term future of galaxy interactions is highly uncertain, but the new findings challenge the previous consensus and suggest the fate of the Milky Way remains an open question.
    “Even using the latest and most precise observational data available, the future of the Local Group of several dozen galaxies is uncertain. Intriguingly, we find an almost equal probability for the widely publicized merger scenario, or, conversely, an alternative one where the Milky Way and Andromeda survive unscathed,” said Sawala.
    The collision of the two galaxies had seemed much more likely in 2012, when astronomers Roeland van der Marel and Tony Sohn of the Space Telescope Science Institute in Baltimore, Maryland published a detailed analysis of Hubble observations over a five-to-seven-year period, indicating a direct impact in no more than 5 billion years. 
    “It’s somewhat ironic that, despite the addition of more precise Hubble data taken in recent years, we are now less certain about the outcome of a potential collision. That’s because of the more complex analysis and because we consider a more complete system. But the only way to get to a new prediction about the eventual fate of the Milky Way will be with even better data,” said Sawala.
    100,000 Crash-Dummy Simulations
    Astronomers considered 22 different variables that could affect the potential collision between our galaxy and our neighbor, and ran 100,000 simulations called Monte Carlo simulations stretching to 10 billion years into the future. 
    “Because there are so many variables that each have their errors, that accumulates to rather large uncertainty about the outcome, leading to the conclusion that the chance of a direct collision is only 50% within the next 10 billion years,” said Sawala.
    “The Milky Way and Andromeda alone would remain in the same plane as they orbit each other, but this doesn’t mean they need to crash. They could still go past each other,” said Sawala. 
    Researchers also considered the effects of the orbits of Andromeda’s large satellite galaxy, M33, and a satellite galaxy of the Milky Way called the Large Magellanic Cloud (LMC).  
    “The extra mass of Andromeda’s satellite galaxy M33 pulls the Milky Way a little bit more towards it. However, we also show that the LMC pulls the Milky Way off the orbital plane and away from Andromeda. It doesn’t mean that the LMC will save us from that merger, but it makes it a bit less likely,” said Sawala.

    In about half of the simulations, the two main galaxies fly past each other separated by around half a million light-years or less (five times the Milky Way’s diameter). They move outward but then come back and eventually merge in the far future. The gradual decay of the orbit is caused by a process called dynamical friction between the vast dark-matter halos that surround each galaxy at the beginning.
    In most of the other cases, the galaxies don’t even come close enough for dynamical friction to work effectively. In this case, the two galaxies can continue their orbital waltz for a very long time.
    The new result also still leaves a small chance of around 2% for a head-on collision between the galaxies in only 4 to 5 billion years. Considering that the warming Sun makes Earth uninhabitable in roughly 1 billion years, and the Sun itself will likely burn out in 5 billion years, a collision with Andromeda is the least of our cosmic worries.

  • MIL-OSI United Kingdom: Alderman Stephen Moutray honoured to hold the high office of Lord Mayor

    Alderman Stephen Moutray has officially taken up office as the new Lord Mayor following the Annual Meeting of Armagh City, Banbridge and Craigavon Borough Council on Monday 2 June.

    The married father-of-three was co-opted onto council in December 2018 and was subsequently re-elected to represent the Lurgan District Electoral Area in 2019 and in 2023.

    A member of the DUP since 1979, his long and distinguished career in local politics made him a strong candidate among his party colleagues to hold the highest civic office within council.

    Having held leadership positions on key council committees in recent years, his wealth of experience will be an asset as he assumes the responsibilities of Lord Mayor.

    These include Chair of the Economic Development and Regeneration Committee from 2019 to 2020 and later Vice-Chair from 2021 to 2022. He also chaired the Governance, Resources and Strategy Committee from 2022 to 2023.

    He previously served as a councillor on Craigavon Borough Council from 2001 to 2013 and held the office of Mayor from 2010 to 2011.

    While serving as an MLA for Upper Bann from 2003 to 2016, he played a key role in economic development, environmental policies, community engagement, and was actively involved in shaping initiatives that impacted the region.

    Taking over from SF Councillor Sarah Duffy, the new Lord Mayor said:

    “It is a huge honour and privilege to serve as the First Citizen for the borough. I am so proud to take on this important ambassadorial role and I am really looking forward to the year ahead meeting with businesses, residents and communities and welcoming visiting dignitaries from home and abroad.

    During his term, the Lord Mayor has pledged to raise funds for the Southern Area Hospice Services and Epilepsy Action Northern Ireland. He has a personal connection to both charities, having observed the positive impact that their respective specialist palliative care and support services have had on close family members.

    Outside of work commitments, he enjoys a range of activities such as travelling, walking, and spending quality time with his family and five grandchildren who bring him so much joy.

    APNI Councillor Jessica Johnston has also been elected Deputy Lord Mayor for the incoming year, taking over from UUP Councillor Kyle Savage.

    The 25-year-old from Donaghcloney is the youngest elected representative to hold this senior position on the council. Councillor Johnston was co-opted onto council in May 2022 to represent the Lagan River Area and was subsequently re-elected in 2023.

    Her appointment is a historic moment for her party as she is the first member to hold this prestigious civic role. The Alliance Party first had representation on the council after gaining three seats at the 2019 local elections.

    The new Deputy Lord Mayor currently works as a researcher for the Deputy Leader of the Alliance Party, Eóin Tennyson MLA.

    Speaking about her appointment, the new Deputy Lord Mayor said:

    “I am immensely proud to step into this honorary role at such an early stage in my political career and thrilled to be representing people in the place I call home.

    Derry City and Strabane District Council tonight elected a new Mayor to represent the City and District for the incoming 2025-26 year; Sinn Fein’s Cllr Ruairi McHugh accepted the Mayoral chain from his predecessor Cllr Lilian Seenoi Barr at the Council’s AGM in the Guildhall. 

    The new Mayor will be supported in his role by the DUP Deputy Mayor Alderman Niree McMorris.  Formally accepting the chain of office, Mayor Ruairi McHugh from his predecessor Cllr Lilian Seenoi Barr said he felt “very proud and humbled “ to be given the opportunity to take up the Mayoral position and made a commitment that his Mayoral year would be focused on inclusive leadership, continued development, and unwavering support for the community. 

    The Mayor, a proud native of Castlederg, highlighted a deep connection to the community and a strong family legacy of public service. He spoke of the steadfast support from the people of Derg Ward, who have consistently returned him to office since 2008. The Mayor also paid tribute to party colleagues, particularly his own party Sinn Fein, and acknowledged the influence of mentors like Maolíosa McHugh MLA. 

    A poignant moment in the speech was the remembrance of departed party comrades and family members, including the Mayor’s late father, Charlie, who was among the first Sinn Féin Councillors elected to the former Strabane Council in 1985.  He said: “I hope that he is by my side and is also as proud of me, as I am of him, as I take on this position of Mayor.” 

    Mayor McHugh emphasised the exciting period ahead for the Council and District with the ambitious City Deal and capital spending plan to include new state-of-the-art sports and leisure facilities for Strabane and Templemore, and ongoing regeneration efforts in Castlederg and other areas across the District. He said the City and Growth Deal funding had huge transformative potential with the capacity to create jobs and unlock the region’s full economic capability. 

    While acknowledging the impact of sustained cuts from the British Government on local authorities, the Mayor expressed confidence in navigating these challenges through collaboration with the Assembly and Executive, paying tribute to interventions by Economy Ministers Conor Murphy and Caoimhe Archibald regarding the City of Derry Airport as an example of what can be achieved through political will. 

    The Mayor took the opportunity to reflect on global events, specifically addressing the ongoing conflict in Palestine. He said he was extremely proud of the Council’s consistent stance for peace and justice, adding:  “There is a duty on political leaders to speak out against injustice and what we are witnessing in Palestine is a genocide. It cannot be allowed to continue. It must stop. There must be a ceasefire now and an end to the unjustifiable slaughter of a defenceless civilian population.” 

    Mayor McHugh reiterated his commitment to inclusivity saying: “I believe in the concept of an inclusive Mayor and that showing positive political leadership, building reconciliation, respect and prosperity in this society is a collective responsibility, “adding that he was dedicated to work in collaboration with all council members to ensure first-class services and equitable distribution of resources for all citizens. 

    Concluding, Mayor McHugh extended his thanks to the outgoing Mayor Cllr Lilian Seenoi Barr and Deputy Mayor Alderman Darren Guy for their year’s service. He extended his congratulations to the Deputy Mayor Alderman McNiree saying he looked forward to working with her during his tenure. 

    In closing, Mayor McHugh announced the two charities that will be the focus of fundraising efforts throughout his Mayoral year: PIPS Suicide Prevention Derry and The Castlederg Patient and Comfort Terminally Ill Fund.  

    Mayor McHugh acknowledging the fantastic work that the charities do said: “There’s probably no-one present here or throughout this District who hasn’t been affected by suicide in some way or had a very sick family member or friend receive medical care at home due to a life limiting illness” highlighting the invaluable work both organisations perform across the council area,” adding that he was committed to doing what he can to raise their profile and raise as much money as possible during his term in office. 

    Waterside based elected member Alderman Niree McMorris accepting her role as Deputy Mayor said it was a proud occasion for her and her family saying: “I pledge to represent everyone from our city and district and I will support our Mayor to carry out all civic duties, both fairly and compassionately. This role is an honour and privilege and I am delighted to be able to serve the good people of both Londonderry and Strabane district.”

  • MIL-OSI USA: Veterans fume after VA partially blames them for overpayments it claws back

    Christopher Praino signed a waiver relinquishing his disability compensation from the Department of Veterans Affairs after he was ordered to active duty in fall 2019. 

    In a letter, the VA confirmed it would terminate his roughly $965 monthly payments because, by law, he could not receive both VA benefits and active-duty pay at the same time.  

    But the agency did not fully halt the payments. Instead, it sent various monthly amounts over the next three years, ranging from $0 to over $2,000, Praino’s records show. 

    “The VA never stopped,” he said, “after response after response, call after call, walk-in after walk-in.” 

    In 2023, despite Praino’s repeated efforts to rectify the inconsistent installments that should have ended years ago, the VA informed him in a letter that he owed nearly $68,000. That year, the government began automatically clawing some of the money out of his military paychecks, which he uses to support five children and his wife, leaving him in dire financial straits. 

    “No words can tell you the emotional, mental and physical heartache I have every day dealing with this,” he said. “It’s eating away at me.” 

    In a recent congressional oversight hearing focused on why the VA regularly overpays veterans and then asks for the money back, agency officials partially blamed veterans for the exorbitant errors, telling lawmakers that some veterans have been failing to report eligibility changes that would have lowered their monthly disability compensation or pension payments. 

    But Praino and two other veterans told NBC News they did notify the VA in a timely manner. Yet, records show the agency continued overpaying them for months, sometimes years, before asking for the money back.  

    The long-delayed adjustments, which can cause veterans to incur life-changing debts, may indicate another operational shortfall at the VA weeks after officials testified that the agency doles out about $1 billion in overpayments each year due to administrative errors and other factors. The VA overpaid about $5.1 billion in disability compensation and pension payments from fiscal year 2021 to fiscal year 2024, according to Rep. Morgan Luttrell, R-Texas, who chairs the House Subcommittee on Disability Assistance and Memorial Affairs. 

    The issue is recurring and getting worse, Luttrell told NBC News, even as the Trump administration has cut billions of dollars in grants and slashed thousands of federal jobs in an attempt to trim what it sees as waste and inefficiency in federal spending.  

    “It’s not the veterans’ fault,” Luttrell said. “It’s the system that is failing.” 

    In a statement, VA press secretary Peter Kasperowicz said the agency, under new leadership, is “working hard to fix longstanding problems, such as billions of dollars per year in overpayments.” 

    Luttrell said the overpayment issue is complex, largely stemming from tiers of human error and an outdated computer system that he said does not adequately allow information to be shared between local and national VA offices.  

    “You have to get the software to talk to each other. You have to get the veterans to communicate. You have to get the actors inside the VA to move accordingly, and then you have to make sure the system is lined out as it needs to be,” he said. “That is such a complex problem set to solve.” 

    ‘The processes are broken’ 

    In 2015, after his divorce was finalized, veteran Brent Aber said he went to his local VA’s office in Akron, Ohio, to remove his ex-wife as a dependent. 

    “I thought, OK, all is done,” he said.

    Aber said it felt like he was officially closing a difficult chapter in his life. But eight years later, another nightmare emerged when the national VA’s Debt Management Center sent him a letter, notifying him that he had to pay back more than $17,700.

    Aber, who served in both the Navy and Army for a dozen years, said he called the VA to find out how he accrued this debt. He said he was told that different VA computer systems do not communicate with one another, meaning the dependent removal may have never been registered nationally, and his monthly payments had not decreased as they should have. Kasperowicz, the VA spokesperson, disputed claims made by Aber and Luttrell about the computer systems, saying the VA has had a centralized claims system since 2013 that “ensures updated information is reflected” for each veteran. Upon follow-up, Luttrell could not be reached for comment on the VA’s dispute.

    Kasperowicz did not offer an explanation as to what happened in Aber’s case and said the VA has no record of his dependent change request from 2015. 

    Aber said he spent more than a year fighting the recoupment and claimed financial hardship. But in May, the VA began withholding nearly $500 from his monthly compensation payments until the debt is cleared.  

    To make up for the loss, Aber, who lost both of his legs in a training accident and is now mostly bedridden, said he stopped using a house cleaning service and is mostly eating cheaper, microwavable food.  

    “I provided all the paperwork at the time of the divorce, but that didn’t seem to matter,” he said.  

    The 50-year-old said the VA’s recoupment hurts more as he fights for medical care.  

    He said he has been struggling with severe pain and swelling since he underwent revision surgery on his limbs about two years ago with the hopes of getting fitted again for prosthetics.  

    While Aber said his primary care doctor referred him to an orthopedic surgeon with expertise in double amputations, he said the VA denied the referral.

    Kasperowicz said the “entirety of the VA Northeast Ohio Healthcare System orthopedic section” and other health care providers have evaluated Aber and “all have agreed that there are no additional surgical options that would provide him pain relief or improved function.”

    “The medical consensus is to continue amputee clinic, physical therapy, pain management and behavioral health treatments to address the complexity of his condition,” Kasperowicz said.

    Aber said the double battle he has been waging against the VA has left him feeling frustrated and betrayed.

    “I feel like I’ve been completely done wrong,” he said.

    In Bonaire, Georgia, veteran John Mullens reported a dependent change in February after his 18-year-old son became eligible for a separate VA educational benefit that provides monthly payments to cover the cost of school. By law, veterans cannot receive both benefits at the same time, which Mullens knew from his own research. NBC News reviewed records from his VA portal, showing he filed a request to remove a dependent on Feb. 18. The claim was assigned to a reviewer on Feb. 19, the portal shows. And there were no other updates until May when Mullens received a letter from the VA, alerting him to the duplicate payments, which the VA said resulted in about $340 in overpayments each month. 

    “They did nothing with the information and continued to overpay me,” Mullens, 55, said. “The processes are broken.” 

    Kasperowicz said it currently takes an average of about 21 days for the VA to remove a dependent and an average of about 91 days to add one. 

    Of the nearly $1.4 billion overpaid in fiscal year 2021, Kasperowicz said about $913 million was related to dependent changes. 

    The VA does not track data showing how many veterans in overpayment cases actually did report changes on time, Kasperowicz said. 

    The overpayments sometimes span many years. In 2023, the VA temporarily suspended the collection of pension debts for thousands of low-income wartime veterans and their survivors after the agency identified an issue with its income verification that led to overpayments between 2011 and 2022. 

    On May 14, Luttrell and other members of the House subcommittee pressed VA officials to explain how the agency planned to fix the problem. 

    Nina Tann, executive director of the VA’s compensation service, testified that the agency, which serves about 9.1 million people, has a “heightened risk” of making improper payments due to the large number of beneficiaries and the high-dollar amounts it doles out. 

    Tann said the agency has taken steps to prevent, detect and correct the issue, including being better about notifying veterans that they need to report changes. 

    Tann also said the VA fixed an administrative error in January that had been causing duplicate payments for about 15,000 veterans with dependents in fiscal year 2024. The agency did not force those veterans to repay the money, she said. 

    Kasperowicz said the VA does not seek to recoup overpayments when administrative errors, including issues related to the VA’s online filing platform, are to blame. 

    But Praino, who owes almost $68,000 after re-enlisting, said it has been challenging to prove the VA made an administrative error. 

    “They will not admit any mistake,” said Praino, 42, an Army sergeant first class, who has been serving in the National Guard full time since 2019.

    The VA did not immediately comment on Praino’s case. 

    The VA transferred Praino’s debt to the Treasury Department, which notified Praino in a December 2023 letter that it is required to withhold up to 15% of his federal wages. The Treasury Department began automatically garnishing about $800 from his monthly paychecks in 2023, according to documents provided by Praino. 

    Praino, who is based in Georgia, now takes home about $3,800 a month, which he said barely covers the rent. With car payments, student loans and other expenses and bills, Praino said he has been racking up his credit card with essential purchases like food for his family. 

    Praino said he has post-traumatic stress disorder, depression and traumatic brain injury after first serving in the Navy from 2001 to 2003 and then in the Army. 

    “When you add a financial crisis to the mix, and you’re continuing to serve, which is always a high-stress environment 24/7, my emotional state, my mental state, it is a wreck,” he said.

    Parking policy and enforcement is primarily a municipal matter falling under Member States’ competence.

    Technical barriers to be addressed at national level in the future could include for example the use of the latest digital and technical interoperable solutions for parking to scan licence plates.

    As regards parking fees levied by city authorities, there is currently no EU legislation for the cross-border data transfer of vehicle- or vehicle holder-data to follow up parking offences, unless such offences constitute road safety related traffic offences (such as, dangerous parking).

    If so, Directive (EU)2015/413 as amended[1] will be applicable in the future and the EU-wide information exchange system (e.g. based on EUCARIS[2]) will be available for cross-border data exchange for enforcement purposes.

    For parking fees levied by private companies, the European Small Claims Procedure[3] to collect unpaid fees may be used.

    Council Framework Decision 2005/214/JHA on the application of the principle of mutual recognition to financial penalties[4] can be applied in cross-border cases for non-payment of financial penalties in case its strict conditions are met.

    The procedure applies to all offences for which financial penalties can be imposed, including road traffic offences. The final decision imposing the financial penalty must be issued by a criminal court or an administrative authority.

    In the latter case the law has to provide for the person concerned the opportunity to have their case tried by a court having jurisdiction in particular in criminal matters[5].

    Only the most severe parking offences (dangerous parking or stopping) meet these criteria. Member States can refuse to recognise and execute the decision, if the financial penalty is below EUR 70.

    The EU recently adopted countermeasures against the United States (U.S.) tariffs on steel and aluminium[1] but suspended those for 90 days[2] to allow sufficient space and time for negotiations towards a mutually satisfactory solution. Should these negotiations not be successful, the adopted countermeasures can automatically enter into force.

    The EU also continues preparatory work for possible further proportionate countermeasures in response to other additional U.S. import tariffs.

    The EU also has at its disposal internal measures to address impacts on EU agricultural producers from situations of market disturbance, including for Greek fruit producers and processing industry.

    M ore broadly, the Commission will continue to work on diversifying trade with other partners than the U.S.

    Regarding possible trade diversion from China caused by the U.S. tariffs, the Commission is monitoring imports closely to ensure that it detects in good time any potential increase in imports due to trade diversion.

    An Import Surveillance Task Force is set up for this purpose. Should there be any noticeable increase in Chinese imports, the EU will be ready to respond appropriately.

    U nder the EU-Türkiye trade regime for agricultural products, Türkiye’s liberalisation of agricultural trade towards the EU remains indeed more limited than the EU’s liberalisation towards Türkiye.

    A key objective of modernising the Customs Union with Türkiye would be to achieve mutually enhanced market access for trade in agricultural products. However, progress on this modernisation has been stalled when the Council ceased work on it in 2018.

  • MIL-OSI United Kingdom: Dornoch Common Good Fund enables completion of lifeboat station

    Members of the Sutherland County Committee have today approved a revised budget for the Dornoch Common Good Fund which includes a grant of £25,000 to the East Sutherland Rescue Association.

    The grant will be used to construct a concrete apron at Dornoch Lifeboat Station and install a water tank for firefighting in the vicinity of Dornoch Beach car park.

    Chair of Sutherland County Committee, Councillor Richard Gale, said: “I am delighted that we have agreed a revised budget which will help support the completion of Dornoch Lifeboat Station. The station is a vital part of our community, and the volunteer team is a true asset to Sutherland.”

    East Sutherland Rescue Association opened the new lifeboat station in 2022 which is a dedicated facility ready to respond to emergency callouts from HM Coastguard. The station covers approx. 50 miles of coastline from Helmsdale harbour to Balintore plus inland waters in Sutherland and Ross-shire.

    Cllr Gale: “The new lifeboat station is a fantastic facility, and I’m pleased that the Dornoch Common Good Fund can play a part in funding some of the remaining small jobs still to be completed. The work to construct a new concrete apron at the front and side of the lifeboat station will not only help to make lifeboat operations safer but will also facilitate safe and improved access to the beach for pedestrians.”

    The £35,000 grants and contributions budget for the Dornoch Common Good Fund was agreed in February 2025 and will now be increased to £60,000 to facilitate the additional grant to Dornoch Firth Independent Lifeboat.

  • MIL-OSI United Kingdom: Sutherland County Committee adopts Area Place Plan

    Members of the Sutherland County Committee have today agreed to adopt the Sutherland County Area Place Plan.

    They also agreed to support and promote the plan where possible, giving it consideration within other plans, strategies, development and funding opportunities across Sutherland.

    Chair of Sutherland County Committee, Councillor Richard Gale, said: “The Area Place Plan aims to capture the aims and aspirations of our local communities to ensure that Sutherland can thrive as a sustainable, liveable and prosperous community. We will engage with local people to understand the issues and opportunities most important to them and work together to ensure this plan makes a real difference.”

    The Sutherland Area Place Plan was developed in conjunction with the Sutherland Community Partnership (SCP), with the Kyle of Sutherland Development Trust leading the review of existing priorities. Face-to-face consultation was carried out throughout the county followed by a series of community engagement sessions in Bettyhill, Kinlochbervie, Golspie, Lochinver and Bonar Bridge.

    The emerging priorities of Sutherland have been categorised under three main pillars of People, Place and Prosperity in the Plan which will provide a stronger framework for communities and empower them to drive and deliver change in their areas. Priorities include access to healthcare, community resilience, housing, infrastructure, employment, education and tourism.

    Cllr Gale continued: “Community engagement helps us to build a shared understanding of how a place-based approach can shape our vision for the future. By ensuring local voices are heard, we can establish a partnership approach to informing decisions on service delivery, encouraging community collaboration and making best use of the resources available to local people. Area Place Plans are community led, and I look forward to working together to determine how we can best deliver on the priorities that mean the most to the people of Sutherland.”

  • MIL-OSI United Kingdom: Food in Schools project surveys underway

    The Highland Council’s ‘Food in Schools’ project is a key component of the Council’s Delivery Plan and the Redesign Board Chaired by the Convener of the Council – Councillor Bill Lobban has today (Monday 2 June 2025) launched a range of surveys to better understand the various components of food provision in school settings.

    The surveys will be issued by Head Teachers, on behalf of the Food in Schools project team, to current pupils (P1-S6), parents and carers, teachers and non-teaching staff (e.g. Pupil Support Assistants). The Council’s school catering staff and Councillors are also being invited to complete surveys to enable the project team to gather feedback and data for review by the Redesign Board.

    Convener of the Council and Chair of Redesign Board, Cllr Bill Lobban said: “Food in Schools is a wide ranging project that cuts across several Council policy areas and services such as waste and recycling as well as school catering. The Redesign Board is fully supportive of the Food in Schools project which is a key part of the Council’s Delivery Plan, and we look forward to reviewing the findings and data from the surveys.”

    The Council currently serves 18,000 lunches per day in 173 primary schools and 29 secondary schools and is moving gradually to an annual menu.  From 2026 we will update our menus every 12 months after the Easter Break. 

    Education Committee Chair, Cllr John Finlayson added: “The Council is striving towards improving Food in Schools to help support pupils’ health and wellbeing but to also improve the take up of the food offering provided in schools and to reduce food waste. We continue to consult with pupils and staff to improve the food choices and recipes available.

    “Food waste in our schools is a key area where we could see greater efficiencies as well as environmental benefits. I encourage our young people and families to support the ‘Food in Schools’ project by completing the surveys that will help shape positive changes.”

    Stakeholders will be invited to take part in tailored surveys over the next two weeks, the results of which will be reported to a future meeting of the Redesign Board. Following an initial workshop with the Redesign Board, the focus of these surveys is take-up of school meals, including free school meals, our current operating model and learning from leading practice, and reducing the cost of food by reducing the amount of food waste. After the survey results have been analysed, further work will be undertaken to review the scope of the project and the range of inter-connected policy areas which support this important service for our young people.

  • MIL-OSI United Kingdom: The Highland Council to trial ballot paper overlay to make voting more accessible

    In a recent survey of blind and partially sighted people, only a quarter feel that the current system allows them to vote independently and in secret. We want to change that. 

     The Highland Council is trialling a new tactile aid, called a ballot paper overlay during the  Ward 6, Cromarty Firth and Ward 10 Eilean a’ Cheò by-elections. This is a simple, cost-effective cardboard template which is placed over a ballot paper. The overlay has cut out areas which match up with the voting boxes on the ballot paper. There are braille and embossed areas next to each voting box which help the user find their way around the ballot paper. it can easily be separated from the ballot paper, after voting, to maintain secrecy. 

     When used alongside an audio reading of the ballot paper, the overlay can act as a self-service solution for blind and partially sighted voters to vote independently and in secret. 

     Returning Officer, Derek Brown said: “I am delighted that we will be trialling the ballot paper overlay when voters in Wards 6 and 10 go to the polls on Thursday 19 June. When everyone can cast their vote freely and confidently, we all move closer to a fairer, more representative society.  Accessible voting isn’t just a right—it’s a powerful reminder that every person matters, and every vote shapes the future we share.” 

     The Highland Council is trialling this aid in advance of the Scottish Parliament elections to provide voter feedback and raise awareness of this new accessibility aid. There are other aids available in the polling station, including magnifiers and large print ballot paper copies, staff are there are support you when you vote.

  • MIL-OSI United Kingdom: Applications Now Open for Highland Council’s Strategic Events Grant

    The Highland Council is pleased to announce the official launch of its new Strategic Events Grant Fund, a £75,000 initiative designed to support the region’s dynamic events sector and strengthen the local economy during the quieter shoulder and off-season months.

    From today, Monday 2nd June, event organisers across the Highlands can apply for grants ranging from £3,000 to £10,000 to support public events scheduled between September 2025 and March 2026. The fund is part of the UK Shared Prosperity Fund (UKSPF) programme and aims to stimulate tourism, celebrate local culture, and encourage sustainable economic growth.

    Councillor Ken Gowans, Chair of the Economy and Infrastructure Committee, said:

    “We’re excited to officially open applications for this important fund. Events are a powerful way to bring communities together, attract visitors, and showcase the unique character of the Highlands. By supporting strategic events during the off-season, we’re helping to extend the tourism calendar and build a more resilient regional economy.”

    The fund is open to a wide variety of public events, including music, food and drink, cultural, sports, and nature-based festivals. Priority will be given to events that demonstrate strategic value, such as those that encourage overnight stays, promote responsible tourism, and align with national and regional strategies including Scotland the Perfect Stage 2024–2035 and The Highland Council’s Sustainable Tourism Strategy 2024–2030.

    Applications are open now and will close at midnight on Monday 30 June 2025. Successful applicants will be notified by mid-July.
