  • MIL-OSI Security: Websites Selling Hacking Tools to Cybercriminals Seized

    Multinational operation linked services to known ransomware groups targeting victims worldwide

    HOUSTON – A coordinated effort involving an international disruption of an online software crypting syndicate which provides services to cybercriminals to assist them with keeping their malicious software (malware) from being detected has resulted in the seizure of four domains and their associated server, announced U.S. Attorney Nicholas J. Ganjei.

    Crypting is the process of using software to make malware difficult for antivirus programs to detect. The seized domains offered services to cybercriminals, including counter-antivirus (CAV) tools. When used together, CAV and crypting services allow criminals to obfuscate malware, making it undetectable and enabling unauthorized access to computer systems.

    According to the affidavit filed in support of these seizures, authorities made undercover purchases from seized websites and analyzed the services, confirming they were designed for cybercrime. Court documents also allege authorities reviewed linked email addresses and other data connecting the services to known ransomware groups that have targeted victims both in the United States and abroad, including in the Houston area.  

    “Modern criminal threats require modern law enforcement solutions,” said Ganjei. “As cybercriminals have become more sophisticated in their schemes, they have likewise become more advanced in their efforts to avoid detection. As such, our law enforcement efforts must involve striking not just at the individual fraudster or hacker, but the enablers of these cybercriminals as well. This investigation did exactly that. With this syndicate shut down, there is one less provider of malicious tools for cybercriminals out there.”

    “Cybercriminals don’t just create malware; they perfect it for maximum destruction,” said FBI Houston Special Agent in Charge Douglas Williams. “By leveraging counter antivirus services, malicious actors refine their weapons against the world’s toughest security systems to better slip past firewalls, evade forensic analysis, and wreak havoc across victims’ systems. As part of a decisive international operation, FBI Houston helped cripple a global cyber syndicate, seize their most lethal tools, and neutralize the threat they posed to millions around the world.”

    The seizures occurred May 27 in coordination with Finnish and Dutch national police as part of Operation Endgame, a multinational law enforcement initiative targeting the dismantling of malware cybercriminal services. Participating countries include the United States, The Netherlands, France, Germany and Denmark with additional support from Ukraine and Portugal.  

    The FBI Houston Field Office is conducting the investigation with the cooperation and significant assistance of law enforcement partners in The Netherlands and Finland and U.S. Secret Service.

  • MIL-OSI Security: Teenagers sentenced for manslaughter after firework caused fatal fire

    Two teenagers have been jailed for the manslaughter of a pensioner who died after a firework was thrown into his property and caused a fatal fire.

    Robert Price, 76, sadly died as a result of the injuries he sustained during the fire at his home in Oval Road North, Dagenham on Saturday, 27 July 2024.

    Nathan Otitodilchukwu, 18 (31.01.07), of Crow Lane, Romford and a 16-year-old boy from Dagenham appeared at the Old Bailey on Monday, 2 June. Nathan was sentenced to six years, the teenager received two years and eight months.

    Both were convicted at the same court on Tuesday, 11 February when their manslaughter pleas were accepted by the prosecution.

    On the night of the incident, the 16-year-old threw a lit firework through a gap in a boarded-up window at the victim’s house. The incident was captured on both CCTV and doorbell footage, and showed Otitodilchukwu clearly “egging” his friend on.

    Through their enquiries, detectives were able to establish that the defendants had met up earlier in the day and spent time in the local area, which included setting off fireworks in a park. They then took a bus to the vicinity of the victim’s home, walking past several times. At one point Otitodilchukwu approached the property, firework in hand, but was put off when the victim came to the door, and ran off. But a short time later the defendants returned, and the 16-year-old climbed onto a gas meter outside the address, lit a firework and threw it into the address. A loud bang was heard as well as the laughter of the defendants as they ran from the scene.

    Following the incident, officers attended along with London Fire Brigade and London Ambulance Service. After firefighters forced entry to the property, Robert’s body was found and he was pronounced dead at the scene. A post mortem examination gave cause of death as inhalation of fire fumes and burns.

    An investigation was launched and within two days of the incident officers arrested Otitodilchukwu at his home. There officers found clothing matching that seen on CCTV footage from the scene. Two days later the 16-year-old was also arrested after enquiries into Otitodilchukwu identified his involvement.

    Detective Chief Inspector Phil Clarke, from Specialist Crime North, said: “This is a deeply tragic case, which saw a man lose his life in his own home after a completely mindless and reckless act had devastating consequences. The young defendants will now have to face the consequences of their actions by spending time in prison. I hope Robert’s family can take some solace in this outcome and am pleased the defendants spared them the ordeal of a trial. I would like to thank the London Fire Brigade for their initial response and the fire investigation which followed.”

    Robert’s family said: We are grateful to the CPS, police and social services for the work and support they have given us during this difficult time. We would ask that our privacy be respected to allow us to grieve in peace.”

  • MIL-OSI United Kingdom: Plymouth commissions strategic economic research to prepare for once-in-a-generation investment

    Plymouth City Council, working as part of Growth Alliance Plymouth (GAP), has commissioned a major economic study to help the city prepare for the opportunities and challenges arising from an investment programme worth in excess of £4.4 billion at HM Naval Base Devonport and Babcock’s Devonport Royal Dockyard.

    The research will provide critical insight into shaping Plymouth’s economic future and maximising the impact of MOD investment over the next decade and beyond. Babcock’s pivotal role in delivering the next phase of the Royal Navy’s submarine programme and the Continuous At Sea Deterrent (CASD) with support extending through to at least 2070 represents one of the most sustained and significant long-term financial commitments ever made to the city and wider region.

    To help ensure Plymouth best manages this opportunity, the Council has appointed one of the UK’s leading economic and labour market research consultancies, Stantec, to deliver a detailed economic forecast and skills gap analysis from 2025 – 2035. Working with major city employers including Babcock and Growth Alliance Plymouth (GAP), this research will address two key questions: What will Plymouth’s economy look like as a result of this investment? And what skills and workforce capacity will be needed to support it?

    This work builds on earlier research commissioned in partnership with Homes England, elevated by Growth Alliance Plymouth (GAP) to support the development of the Plymouth City Centre Housing Vision. It forms a key part of the Council’s evidence base for strategic planning, inward investment, and future funding bids. It also directly supports the delivery of the Plymouth Plan, the city’s long-term strategy that sets out how Plymouth will grow in a sustainable way, covering areas such as housing, jobs, transport and the environment.

    ‘This investment is unlike anything Plymouth has seen before—not just in scale, but in its long-term significance. It will shape the future of our economy and our communities, and we need to be ready.     The commissioning of the study reflects the coordinated approach being taken through Growth Alliance Plymouth (GAP), a strategic partnership between Plymouth City Council, Devonport Naval Base, and Babcock International Group, established to align local and national priorities in support of long-term, sustainable growth. The commissioning of this study was fully endorsed at a city-wide skills roundtable in April, which was attended by a large cross-section of industry, academic and other leaders from the city and wider region.

    The research will also play a critical role in helping to attract further investment into Plymouth, supporting bids for additional Government funding and giving confidence to both public and private sector partners looking to invest in the city’s future.

    In September 2024 the Ministry of Defence announced an additional £4.4bn investment over 10 years into HMNB and Babcock’s Devonport Royal Dockyard to support the next phase of the Royal Navy’s submarine works and the continuous at sea deterrent (CASD).     Modern cities are evolution engines. Urban snails in the Netherlands and lizards in Los Angeles have developed lighter shells and larger scales to cope with the heat island effect, where temperatures can be several degrees above the surrounding area.

    Artificial light makes an artificial dawn, shifting the time when birds sing, and has prompted urban bridge-dwelling spiders to develop an attraction to light, whereas ermine moths are losing theirs altogether. A mutation in the so-called “daredevil gene”, also found in downhill skiers and snowboarders, is making urban swans bolder and more tolerant of humans.

    Our urban environments are pushing many species to reimagine their bodies and behaviours to suit municipal living; but some are also reimagining our cities. There’s lots to learn from how nature adapts to city life.

    Anti-bird spikes are a hostile architecture for wildlife, designed to keep messy nature away from buildings. Yet, crows and magpies in Rotterdam, Antwerp and Glasgow strip the spikes away and use them to make their nests.

    It’s difficult to imagine finding ease in a nest that has all the comfort of a tangled ball of wire, but the birds occupy them contentedly, improvising shelter from materials intended to exclude.

    Evolutionary biologists call this process “exaptation”. For example, feathers originally evolved to keep bird-like dinosaurs like Archaeopteryx warm. These feathers were adaptations to colder temperatures and only later repurposed, or exapted, to allow flight.

    Exaptation places repurposing at the heart of evolution; what if we were to design our homes on the same basis?

    Repurposing waste

    The Waste House is a two-storey model home in Brighton, made almost entirely from household and construction waste. When I visited the Waste House while researching my book, Nature’s Genius: Evolution’s Lessons for a Changing Planet, I loved the sense of possibility found in a staircase made of compressed paper or carpet tiles lapped like slates round its outside walls.

    But what lingered most vividly were the little windows built into the inside walls, showing what materials they’d used as insulation: old duvets and bicycle inner tubes, and in one window a library of DVDs. One of these was a copy of Groundhog Day – a film where the same day repeats on an endless loop.

    We’re similarly stuck in a rigid pattern of extraction, consumption and waste that plays again and again, day after day. But rather than a loop, this pattern is stubbornly linear, with hundreds of millions of tonnes of usable materials flowing into the dead end of landfill every year.

    The problem is that so much of what we make is designed with a single use or purpose in mind. We tend not to think about what a material or an object could become at the end of its life. But exaptation teaches us to stop seeing things as they are, and instead imagine their potential to be something new.

    In Edinburgh, Pianodrome is a performance space that’s assembled entirely from old pianos. Audiences climb staircases made of soundboards, clutching bannisters that were piano lids and rest their heads against seatbacks conjured from reclaimed keyboards. Destined for landfill, these instruments have instead found a new life as space for people to gather and perform.

    But like all exapted features, their new life hasn’t erased the old. Pianodrome’s makers left the strings of the old piano harps in place, buried in the heart of the structure. Just as feathers still keep flighted birds warm, and spikes that kept birds from buildings help crows and magpies to protect their nests from predators, whenever a performance takes place inside it, pianodrome resonates like one giant instrument.

    An exaptive approach could help birth a circular economy, taking us out of this damaging loop of extraction and consumption, and finding value in what we currently discard. Leaving materials to waste imposes a barrier, a limit on what could be. But the birds who build their nests from anti-bird spikes teach us that what was once a barrier can become a shelter.

  • Malaysians commend India’s resolute response to terrorism

    An all-party Parliamentary delegation led by JD(U) MP Sanjay Kumar Jha on Monday held an engaging discussion with leading Malaysian think tanks and academia including Asia Europe Institute, Economic Club of Kuala Lumpur, Institute of Strategic and International Studies, and academia briefing them on the heinous April 22 terrorist attack in Pahalgam and outlining Operation Sindoor – India’s precise, measured, responsible, and non-escalatory response.

    The delegation elaborated on India’s zero-tolerance policy towards terrorism and emphasised that it will no longer make a distinction between terrorists and the States that support them.

    The discussion began with a think tank delegate describing the nine-member delegation as ‘Navaratnas’ from India while commending the ‘all party’ nature of the delegation. The deliberations focussed on India’s ‘new normal’ and new security doctrine in fight against cross-border terrorism and also ways to enhance international cooperation in a collective fight against terrorism in all its forms.

    The delegates also met senior representatives of Malaysian Indian Congress (MIC) led by President Tan Sri Dato Sri SA Vigneswaran and Deputy President YB Datuk Seri M Saravanan, highlighting India’s unwavering stand against terrorism, as demonstrated during Operation Sindoor.

    The delegation conveyed India’s ‘new normal’ of responding firmly against any act of terror on Indian soil. MIC expressed solidarity with India’s position on the fight against cross-border terrorism.

    Earlier in the day, the delegation met with representatives from Democratic Action Party led by YB M. Kulasegaran, Deputy Minister in the Prime Minister’s Department (Law and Institutional Reform) of Malaysia conveying India’s perspectives and national resolve against terrorism. The discussions centered on India’s resolute response to terrorism under Operation Sindoor. There was also emphasis on India’s zero tolerance to terrorism, and the view that “Water and blood cannot flow together”.

    They also interacted with YB M Kulasegaran, Deputy Minister of the Prime Minister’s Department (Law and Institutional reform) during the meeting with representatives.

    Additionally, they held constructive talks with the representatives of Parti Keadilan Rakyat led by YB Sim Tze Tzin in Malaysia. India’s zero-tolerance approach to terrorism was outlined, reaffirming our national unity against cross-border threats. The party representatives appreciated the detailed explanation provided by the delegation and engaged in a constructive discussion on the way forward and the responsibilities each nation has in fighting the menace of terrorism.

    “As part of our diplomatic engagements in Malaysia, our All-Party Parliamentary Delegation held meaningful discussions with leaders of Parti Keadilan Rakyat (PKR) — the party of Prime Minister Anwar Ibrahim — and the Democratic Action Party (DAP), both key members of the ruling coalition. We conveyed India’s unwavering stance on cross-border terrorism, briefed them on the Pahalgam attack, and outlined our calibrated response under Operation Sindoor,” Jha said in a post on X.

    “The dialogue reflected shared democratic values and a strong commitment to peace, prosperity, and global security. We deeply appreciate the solidarity expressed by leaders from both parties, including YB Tuan M. Kulasegaran, Deputy Minister in the Prime Minister’s Department, and YB Saraswathy Kandasami, Deputy Minister of Unity, who reaffirmed that terrorism in any form is unacceptable and expressed Malaysia’s support for India’s principled stand against cross-border terrorism,” the post added.

    The delegation led by Jha also includes BJP MPs Aparajita Sarangi, Brij Lal, Hemang Joshi, and Pradan Baruah, Trinamool Congress MP Abhishek Banerjee, CPI(M) Rajya Sabha member John Barittas, senior Congress leader Salman Khurshid, and Former Indian Ambassador to France, Mohan Kumar.

    After concluding visits to Japan, South Korea, Singapore, and Indonesia, the delegation is in Malaysia for the last leg of the tour to highlight the significance of Operation Sindoor and India’s continued fight against Pakistan-sponsored cross-border terrorism.

    SAVANNAH – As part of President Trump’s FY26 budget, Rep. Earl L. “Buddy” Carter (R-GA) today successfully included a $63 million recommendation for operations and maintenance projects at the Ports of Brunswick and Savannah. 


    In this Army Corps of Engineers’ budget recommendation, the Port of Brunswick will receive $10.6 million for channel operations and maintenance. The Port of Savannah will receive $39.8 to maintain its harbor, $12.1 million for the Savannah Harbor Disposal Area, and $500,000 to begin a feasibility study into the Savannah Harbor Deepening project.


    “I am proud to have secured this critical funding recommendation for the economic engines of the southeast, the Savannah and Brunswick Ports. We are blessed to have these two world-class institutions right here in the First Congressional District of Georgia. Our district is growing every single day, and with it so does the demand for these transportation hubs.   • MIL-OSI Security: NATO Secretary General joins the Vilnius Summit of B9 and Nordic Allies

    NATO Secretary General Mark Rutte participated in the B9 and Nordic Summit in Vilnius on Monday (2 June 2025), hosted by President of Lithuania Gitanas Nausėda, at which Allied leaders were joined by President Zelenskyy of Ukraine. Discussions focused on preparing the NATO Summit in The Hague and strengthening support for Ukraine.

    The Secretary General thanked President Nausėda for hosting the meeting and commended Lithuania’s leadership and commitment to NATO. “Lithuania is a staunch Ally, and continues to lead by example,” said Mr Rutte, highlighting Lithuania’s current investment of over 4% of GDP in defence and its plans to increase this to between 5-6% in 2026. “This sends an incredibly powerful message of commitment to our collective defence, and it also sets an example for our other Allies. On this stage, and in our meetings today, it is clear that the commitment to collective defence is strong,” he said. 

    During their meeting, leaders discussed how to further strengthen NATO’s deterrence and defence. “We are facing the most dangerous security environment in decades,” said Mr Rutte. “We are not at war – but we are not at peace either.” He stressed the need to pivot to warfighting readiness, including significantly more forces that are well-trained, well-equipped, fully supported and sustainable. Mr Rutte said he expects the Summit in The Hague to demonstrate Allies’ enduring commitment to collective defence – through increased defence investment and defence industrial production, and agreement on ambitious new capability targets. “We continue to count on the B9 and our Nordic Allies to play a key role in these important efforts,” he said.

    Support for Ukraine will also be a priority for the Summit in The Hague. The Secretary General commended Ukraine’s efforts, and the role of Baltic and Nordic countries in providing persistent military and financial assistance. “A strong, sovereign Ukraine is essential for Euro-Atlantic security,” said Mr Rutte.

    More people are invited to sign up for green space volunteering opportunities this summer, to mark National Volunteers’ Week (2-8 June).

    Earlier this year, Leeds City Council, in partnership with Voluntary Action Leeds, launched their new scheme Volunteer Team Leeds, with the aim of bringing together and inviting new people to join the city’s vibrant volunteering community.

    In time for summer, people can sign up to new opportunities to volunteer as parks rangers at several sites, helping to plant and nurture flowers and trees, do general maintenance of the park or help look after habitats for wildlife in nature reserves.

    Winnie is one of the regular volunteers at a local nature reserve, led by one of Leeds City Council’s countryside rangers. Having moved to Leeds from Taiwan in 2017, the data specialist decided to join to get more involved in her community.

    “The volunteering has helped me to understand the city a lot better. It also helps me to go out and spend time with some really kind people and make a positive difference in nature. The rangers I meet are all so knowledgeable and I’ve learned so much from them,” she said.

    Also looking for volunteers is Leeds City Council’s public rights of way team, who work tirelessly to record and keep public rights of way open. Volunteers are invited to join the team for task days to keep the network accessible and well maintained which can include repairing stiles and gates or helping with surfacing works.

    Volunteer Team Leeds offers a diverse range of ways to contribute, from city-wide events like Light Night and Leeds International Film Festival, to vital volunteer befriending schemes and looking after the city’s parks.

    Alongside the council opportunities, Voluntary Action Leeds continues to run community and third sector volunteering.

    Councillor Mary Harland, Leeds City Council’s executive member for communities, customer service and community safety, and champion for volunteering, said: “Summer is the perfect opportunity to sign up to volunteer with one of our parks and wildlife initiatives, getting to spend time outdoors and pick up a new skill.

    People and businesses are being asked their views on whether a levy should be charged on people who stay in paid tourist accommodation in Perth and Kinross. The money raised would be used to pay for facilities and infrastructure that support the local tourism industry.

    In May 2024, the Scottish Parliament passed the Visitor Levy (Scotland) Act, giving local authorities the ability to charge a set percentage on overnight accommodation paid by visitors and tourists. 

    In February 2025, Perth & Kinross Council’s Economy and Infrastructure Committee agreed to start a period of public consultation to understand whether and how a Visitor Levy could be implemented in the area.  

    The money raised from a Visitor Levy scheme would be ring-fenced, and would be reinvested to support the Perth and Kinross tourism sector in areas such as:

    • Facilities, infrastructure and services that are used by leisure and business visitors
    • Area promotion and marketing
    • The development of new tourism products
    • Attracting events and festivals
    • Improvements that enhance the overall Perth and Kinross visitor experience

    Since residents and visitors use many of the same facilities, the Visitor Levy has the potential to also benefit people who live in Perth and Kinross.

    The results of the consultation will help shape what any Visitor Levy would look like and at what percentage rate it should be set. Responses to the consultation and any potential levy scheme will be presented to a meeting of Perth and Kinross Council in December 2025.

    Economy and Infrastructure Convener, Councillor Eric Drysdale, said: “Tourism is one of the most important sectors of the Perth and Kinross economy, supporting many jobs. The introduction of a Visitor Levy could provide us with an opportunity to improve our tourism offer even further.

    “As well as developing existing infrastructure, a levy could provide opportunities to look at providing new facilities to help ensure everyone visiting our beautiful area will have a high-quality experience.

    “No decisions have been made on this yet. The Scottish Parliament has given us an opportunity to look at whether a levy should be introduced in Perth and Kinross, and we need to explore what that would look like and any implications it would have.

    “With growing demands for critical services to protect health and social care, support pupils with additional support needs, and tackle poverty, we have a duty to look at any opportunities for additional sources of income which can be invested to support growing our visitor economy. That would then allow core funding to be focused on the services which are needed by the most vulnerable people in our communities.

    “To ensure that any future proposals are aligned as far as possible with the views and expectations of Perth and Kinross visitors, residents, and businesses, we are launching this consultation as part of early-stage engagement.

    “We would like to know your views on where you think any potential funds raised could be invested, how much you think it would be fair to charge visitors, and any exemptions that you think there should be.

    “Our consultation runs until 30 September 2025, and I would encourage local people and businesses to take part and tell us what they think.”

  • MIL-OSI Europe: The EBA releases final technical package for its 4.1 reporting framework to support compliance assessment of issuers and the Pillar 3 data hub

    The European Banking Authority (EBA) today published the final technical package for version 4.1 of its reporting framework. This package will support the assessment and identification of significant crypto asset providers. It will also support the centralisation of institutions’ prudential disclosures in the EBA Pillar 3 data hub, which shall facilitate access and usability of this information to all users, including institutions. This package support competent authorities in performing their supervisory duties regarding issuers’ compliance under MiCAR. This framework will apply as of the second half of 2025.

    The draft technical package provides the standard specifications which include the validation rules, the data point model (DPM) and the XBRL taxonomies to support the following reporting obligations:

    • Pillar 3 templates included in the comprehensive Implementing Technical Standards (ITS) on Pillar 3 disclosures, for the purpose of the Pillar 3 data hub.
    • Own initiative guidelines on reporting of data that competent authorities will need for the purpose of their supervisory tasks and for significance assessment (MiCAR reporting Guidelines).
    • Integration of Instant Payments reporting ITS into DPM and taxonomy
    • A series of validation rules have been added to the ESG ad-hoc data collection module.

    Background and Next steps

    A draft version of the technical package for the 4.1 reporting framework was published at the end of March 2025. The final version published today includes corrections and addresses the feedback provided from the revision of the draft technical package by various stakeholders.

    In June 2024, the EBA published its plan for the implementation of DPM 2.0. The draft technical package for version 4.1 published today, continues the transition to DPM 2.0 and to the new glossary, as announced in June. This draft technical package includes a version of the data dictionary contents in both formats the DPM 1.0 and the new format DPM 2.0.

    The FAQs published in December 2024 providing additional explanations on the transition to DPM 2.0 and a new glossary period remain a good source of information. In addition, the EBA is providing a presentation explaining the use of DPM-XL language for validation rules

  • MIL-OSI Security: Fourth man arrested in connection with arsons in north London

    A fourth man has been arrested as part of an investigation into a series of fires in north London.

    A 48-year-old man [D] was arrested on Monday, 2 June at London Stansted Airport. He was initially stopped by officers under schedule 7 of the Terrorism Act, 2000, before being arrested on suspicion of conspiracy to commit arson with intent to endanger life.

    The arrest is connected to an investigation into a vehicle fire in NW5 on Thursday, 8 May, a fire at the entrance of a property in N7 on Sunday, 11 May and a fire at a residential address in NW5 in the early hours of Monday, 12 May.

    The man [D] has been taken to a London police station, where he currently remains in police custody.

    The Crown Prosecution Service previously authorised charged against three other men:

    • Roman Lavrynovych 21 (06.02.04), of Sydenham, a Ukrainian national [A] was charged with three counts of arson with intent to endanger life.
    • Stanislav Carpiuc, 26 (15.07.98) of Romford, a Romanian national, [B] was charged with conspiracy to commit arson with intent to endanger life.
    • Petro Pochynok 34 (25.07.90) of north London, a Ukrainian national [C] was charged with conspiracy to commit arson with intent to endanger life.

    The three men [A-C] have been remanded in custody to next appear at the Old Bailey on Friday, 6 June.

    The investigation is being led by officers from the Met’s Counter Terrorism Command due to the fires all having connections to a high-profile public figure. Anyone with information that could assist the investigation should call police on 101 quoting CAD 441/12 May. Enquiries remain ongoing.

    A new music video and its soundtrack will be released on 4 June to celebrate the history and community of Portsmouth’s city centre. The music video and new version of the hit single “Downtown” features Portsmouth born singer and songwriter Bradley Jago and is the result of a community project with Portsmouth City Council and Portsmouth arts company Downtown Pompey.

    The video spotlights Portsmouth’s diverse local communities. With funding from the UK Shared Prosperity Fund, the Downtown Pompey project ran for three months and partnered with city centre businesses and residents to create a community film to celebrate Commercial Road. The film will be premiered on the Big Screen in Guildhall Square during PRIDE 2025 from the 4 June.

    The Department of National Defence (DND) and the Canadian Armed Forces (CAF) have identified a previously unknown First World War grave in Adanac Military Cemetery in Miraumont, France, as that of Captain William Webster Wilson, a Canadian soldier. The identification was confirmed through historical and archival research.

    The CAF’s Casualty Identification Program plays a vital role in ensuring that those who made the ultimate sacrifice are never forgotten. Through meticulous research and collaboration, it reconnects fallen soldiers with their families, their units and the nation. The identification of Captain Wilson’s grave more than 100 years after his death is a testament to this commitment. His story – one of service, courage, and sacrifice – now has the recognition it deserves. As we honour his memory, Canadians have the opportunity to reflect on the immense contributions of those who fought for our country.

    William Wilson was born on November 29, 1890, in Edinburgh, Scotland, to Hugh Cunningham and Mary Ann Lyell (née Webster) Wilson. William had a younger brother, Hugh. William joined the Royal Bank of Scotland at the age of 15, working at several branches in Edinburgh. He resigned in 1911, shortly after his mother’s death, immigrated to Canada and joined the Bank of Montreal. He initially worked in Toronto, before joining the branch in Lindsay, Ont. Despite his immigration to Canada and the relocation of his father and brother to a farm in Gilgandra, New South Wales, Australia, the family remained in close contact.

    Before the First World War, William volunteered with local militia units in both Scotland and Canada. While in Lindsay, he was a Captain with the 45th Victoria Regiment and joined the thousands of men who travelled to Valcartier, Que., to enlist following the outbreak of war. He enlisted on September 23, 1914, as an Honorary Captain and Paymaster with the 1st Canadian Divisional Signal Company. After training in Quebec and England, he was taken on strength by his unit in France in April 1915. Originally attached to the 1st Divisional Headquarters, by 1916 he was attached to the Canadian Section of General Headquarters, 3rd Echelon of the British Expeditionary Force.

    By the fall of 1916, gruelling fighting and heavy losses sustained during the Somme Offensive meant that trained men were desperately needed on the front lines. Probably due to his extensive militia experience and recent completion of a machine gun course, Captain Wilson was attached to the 16th Canadian Infantry Battalion (Canadian Scottish), Canadian Expeditionary Force. On October 8, 1916, the Canadian Corps participated in the Battle of the Ancre Heights, as part of the broader Somme Offensive. The 16th Canadian Battalion was involved in an unsuccessful attempt to capture Regina Trench, and Captain Wilson was reported missing the next day, on October 9. It was not until June 24, 1919, that his brother Hugh received a second-hand account indicating that Captain Wilson had been killed by a shell. At the time of his death, Captain Wilson was 25 years old.

    In 2016, external researchers submitted a report to the Commonwealth War Graves Commission (CWGC) regarding the grave of an unidentified captain of the 16th Battalion buried at Adanac Military Cemetery. Following extensive research, DND’s Directorate of History and Heritage (DHH) determined that the grave could only belong to Captain Wilson, whom the external researchers had not considered as a candidate. DHH researchers determined that, while Captain Wilson was officially commemorated as a member of the Canadian Signal Corps, he had died while serving with the 16th Battalion. The identification was confirmed by the Casualty Identification Review Board in December 2024.

    Captain Wilson’s family was notified of his identification, and the CAF is providing them with ongoing support. A headstone rededication ceremony will take place at the earliest opportunity at Adanac Military Cemetery, which is maintained by the CWGC.

    Dubrovnik: The two-day international conference “Growth and Resilience of Central, Eastern and Southeastern European Countries in a Fragmented World”, organized jointly by the Croatian National Bank (CNB) and the International Monetary Fund (IMF) ended on May 30 in Dubrovnik. This is the fourth time the CNB and the IMF have teamed up to co-host such a conference.

    The conference was attended by leading representatives of international institutions, central banks, governments, academia and the business sector. It provided an opportunity to discuss challenges and opportunities for Central, Eastern and Southeastern European (CESEE) countries in the context of global economic and political fragmentation, the need to strengthen the resilience of macroeconomic policies, the role of CESEE countries in the European single market and structural reform priorities.

    The key speakers and panelists at the conference were Kristalina Georgieva, Managing Director of the International Monetary Fund, Boris Vujčić, Governor of the Croatian National Bank, and Valdis Dombrovskis, Commissioner of the European Commission.

    Kristalina Georgieva stated: “Faced with structural headwinds and a more volatile external environment, domestic reforms present a unique opportunity to unlock the region’s full potential and foster strength and resilience. Through the IMF’s surveillance and technical assistance, we are committed to supporting the CESEE region to unlock its growth potential. By acting decisively, we can transform the current challenges into opportunities and forge a brighter future for the region”.

    Governor Vujčić noted: “The reshaping of global value chains and re-industrialization in Europe will not happen evenly. The CESEE region must actively define its role — within the EU and beyond — to ensure it is not sidelined in these processes. It means accelerating digital transformation, advancing institutional reforms, and investing in the skills and capabilities needed to compete in high-value sectors. It also means strengthening the region’s ability to withstand shocks: from diversifying energy sources and modernizing infrastructure to building strategic reserves and ensuring robust public institutions.”

    During two days of the conference, expert panels and roundtables were held to discuss the importance of continuing reforms, strengthening fiscal space, adapting to the new global realities and investing in innovation and education as key prerequisites for sustainable growth and resilience of the region.

    At the end of the conference, in his concluding remarks, CNB Governor highlighted the need for joint action and exchange of experience in order for CESEE countries to successfully respond to the challenges of an increasingly fragmented global environment.

    It’s been over three years since the Green Party NI passed the Domestic Abuse (Safe Leave) (Northern Ireland) Act, yet victims in Northern Ireland (NI) are still waiting for their right to 10 days paid leave.
    Despite previous assurances, the regulations needed to make this law a reality won’t be in place until at least late 2026 according to Departmental officials.
    Green Party Councillor for Holywood & Clandeboye Lauren Kendall said: “This delay is unacceptable. Safe Leave is already standard in countries like  Australia, Canada, and New Zealand. England and Wales are following suit and catching up. Why is Northern Ireland falling behind?
    Life saving actions need to be swift. The Government has pledged to end violence against women and girls, and tackle domestic and sexual abuse, yet victims are going without vital support.
    This is not good enough, this is a societal issue, a workplace issue, and it should be a priority for this Executive. We will not accept inaction, this must be in place now.
    Last year alone, police recorded nearly  30,000 domestic abuse incidents here. Victims can’t afford to wait any longer for support and protection that is already legislated for The Minister for the Economy must ensure that this is in place as a matter of urgency.”

    This will put British businesses at the front of the queue to secure contracts to build Moroccan infrastructure for the 2030 World Cup – injecting money into the construction sector. Today’s deal places British businesses in an advantageous position to support the 2030 World Cup, continuing Britain’s strong legacy of delivering sporting infrastructure and enduring impact.

    Other announcements include closer UK-Morocco cooperation on migration, counterterrorism, and joint action to tackle water scarcity and climate change, delivering greater security and green growth opportunities for both countries.

    A cooperation agreement on water and ports infrastructure, worth up to £200m, will promote UK expertise in sustainable water management, smart logistics, and green port technologies.   • MIL-OSI Global: Pro-Trump candidate wins Poland’s presidential election – a bad omen for the EU, Ukraine and women

    Poland’s presidential election runoff will be a bitter pill for pro-European Union democrats to swallow.

    The nationalist, Trumpian, historian Karol Nawrocki has narrowly defeated the liberal, pro-EU mayor of Warsaw, Rafał Trzaskowski, 50.89 to 49.11%.

    The Polish president has few executive powers, though the office holder is able to veto legislation. This means the consequences of a Nawrocki victory will be felt keenly, both in Poland and across Europe.

    With this power, Nawrocki, backed by the conservative Law and Justice party, will no doubt stymie the ability of Prime Minister Donald Tusk and his Civic Platform-led coalition to enact democratic political reforms.

    This legislative gridlock could well see Law and Justice return to government in the 2027 general elections, which would lock in the anti-democratic changes the party made during their last term in office from 2015–2023. This included eroding Poland’s judicial independence by effectively taking control of judicial appointments and the supreme court.

    Nawrocki’s win has given pro-Donald Trump, anti-liberal, anti-EU forces across the continent a shot in the arm. It’s bad news for the EU, Ukraine and women.

    A rising Poland

    For much of the post-second world war era, Poland has had limited European influence.

    This is no longer the case. Poland’s economy has boomed since it joined the EU in 2004. It spends almost 5% of its gross domestic product on defence, almost double what it spent in 2022 at the time of Russia’s full-scale invasion of Ukraine.

    Poland now has a bigger army than the United Kingdom, France and Germany. And living standards, adjusted for purchasing power, are about to eclipse Japan’s.

    Along with Brexit, these changes have resulted in the EU’s centre of gravity shifting eastwards towards Poland. As a rising military and economic power of 37 million people, what happens in Poland will help shape Europe’s future.

    Impacts on Ukraine

    Poland’s new position in Europe is most clearly demonstrated by its central role in the fight to defend Ukraine against Russia.

    This centrality was clearly demonstrated during the recent “Coalition of the Willing” summit in Kyiv, where Tusk joined the leaders of Europe’s major powers – France, Germany and the UK – to bolster support for Ukraine and its president, Volodymyr Zelensky.

    However, Poland’s unqualified support for Ukraine will now be at risk because Nawrocki has demonised Ukrainian refugees in his country and opposed Ukrainian integration into European-oriented bodies, such as the EU and NATO.

    Nawrocki was also backed during his campaign by the Trump administration. Kristi Noem, the US secretary of homeland security, said at the recent Conservative Political Action Conference in Poland:

    Donald Trump is a strong leader for us, but you have an opportunity to have just as strong of a leader in Karol if you make him the leader of this country.

    Trump also hosted Nawrocki in the Oval Office when he was merely a candidate for office. This was a significant deviation from standard US diplomatic protocol to stay out of foreign elections.

    Nawrocki has not been as pro-Russia as some other global, MAGA-style politicians, but this is largely due to Poland’s geography and its difficult history with Russia. It has been repeatedly invaded across its eastern plains by Russian or Soviet troops. And along with Ukraine, Poland shares borders with the Russian client state of Belarus and Russia itself in Kaliningrad, the heavily militarised enclave on the Baltic Sea.

    I experienced the proximity of these borders during fieldwork in Poland in 2023 when I travelled by car from Warsaw to Vilnius, the Lithuanian capital, via the Suwalki Gap.

    This is the strategically important, 100-kilometre-long border between Poland and Lithuania, which connects the Baltic states to the rest of NATO and the EU to the south. It’s seen as a potential flashpoint if Russia were ever to close the gap and isolate the Baltic states.

    Poland’s conservative nationalist politicians are therefore less Russia-friendly than those in Hungary or Slovakia. Nawrocki, for instance, does not support cutting off weapons to Ukraine.

    However, a Nawrocki presidency will still be more hostile to Ukraine and its interests. During the campaign, Nawrocki said Zelensky “treats Poland badly”, echoing the type of language used by Trump himself.

    Poland divided

    The high stakes in the election resulted in a record turnout of almost 73%.

    There was a stark choice in the election between Nawrocki and Trzaskowski.

    Trzaskowski supported the liberalisation of Poland’s harsh abortion laws – abortion was effectively banned in Poland under the Law and Justice government – and the introduction of civil partnerships for LGBTQ+ couples.

    Nawrocki opposed these changes and will likely veto any attempt to implement them.

    While the polls for the presidential runoff election had consistently shown a tight race, an Ipsos exit poll published during the vote count demonstrated the social divisions now facing the country.

    As in other recent global elections, women and those with higher formal education voted for the progressive candidate (Trzaskowski), while men and those with less formal education voted for the conservative (Nawrocki).

    After the surprise success of the liberal, pro-EU presidential candidate in the Romanian elections a fortnight ago, pro-EU forces were hoping for a similar result in Poland, as well.

    That, for now, is a pipe dream and liberals across the continent will now need to negotiate a difficult relationship with a right-wing, Trumpian leader in the new beating heart of Europe.

    Nigel Farage’s plan to boost the profits of fossil fuel companies would destroy investment in the cheap, green renewable energy that Scotland needs, say the Scottish Greens.

    The comments followed a press conference given by Farage, leader of Reform UK, in Aberdeen on Monday 2nd June.

    Reform claimed that they would grant carte blanche to new oil and gas licenses in the North Sea, support fracking, and open new coal mines if in power. In 2024 nearly half of Reform’s donations were linked to climate denial and fossil fuel interests.

    Whilst North Sea oil and gas licenses are reserved to the UK Government, powers over fracking licenses are devolved. The Scottish Parliament voted to ban fracking in Scotland in 2017, and the Scottish Government banned new coal mining in 2022.

    Commenting further, Scottish Green spokesperson for Net Zero and Energy, Patrick Harvie said:

    “Far from being an anti-establishment party, Reform has been courting donations from rich oil and gas moguls who profit from climate breakdown.

    “So it’s no surprise that Farage and his cronies are desperate to do everything they can to shore up the astronomical profits of global corporate interests by promising a carte blanche to fossil fuel giants in the North Sea and across Scotland.

    “Investing in clean, green renewable energy is our best defence against global oil and gas prices, ensuring proper energy security and lower bills.

    “It’s also the best way to protect the long term job security of our world class energy workforce in Scotland – creating high paid, sustainable and secure jobs for decades to come. More than 47,000 people across Scotland are already employed directly or indirectly in the renewables industry in Scotland.

    “Rather than being a party for the people, Reform are happy to stick to a broken energy system that is harmful for people and planet.

    “Leaving fossil fuels in the ground and going green is the only way that we can ensure a liveable future for generations to come.”

    Stoke-on-Trent will officially celebrate Stoke-on-Trent Day for the very first time on Thursday 5 June, 2025 – exactly 100 years since the city was granted city status by King George V.

    Stoke-on-Trent Day will be an annual celebration held on 5 June, honouring the city’s history, culture, natural and built environment, and the diverse communities that call it home.

    The city council has created a free Stoke-on-Trent Day toolkit, filled with ideas, decorations, recipes and activities to help individuals, families, schools, workplaces and community groups join the fun. The toolkit can be downloaded now at sot100.org.uk.

    While it’s a chance to reflect on the past, it’s also about looking ahead with pride and ambition. Stoke-on-Trent is a city shaped by heritage — but full of life, creativity and opportunity today.

    Illuminate and Integrate scheme to enhance Preston’s historic and cultural quarter

    Phase one of the Illuminate and Integrate scheme, a key project in the transformation of the Harris Quarter has been completed, with work on Phase two of the project due to start late summer.

    The project has been designed to improve pedestrian and cycle space at a section of Lancaster Road adjacent to the Market Hall and Old Vicarage Road.

    The work includes a new pedestrian and cycle-friendly space with high-quality paving, trees, and other features, such as public seating and an expanded, flexible-use space around the market to create opportunities for alfresco dining.

    A key feature of the works on Old Vicarage is the installation of ‘Gobo’ lighting which projects moving images onto the pavements, lighting the way to Preston Market but also ‘animating’ the journey from the bus station to Animate, the new £45m+ entertainment and leisure complex due to open to the public in February 2025.

    In October, planning permission was granted for the Illuminate element of the scheme with improved lighting consisting of new and replacement columns, wall, canopy lights, and a mixture of heritage and modern lighting.

    Illuminate has also been designed to minimise energy usage, improve the quality of street lighting and make streets feel safer. The lighting improvements extend to additional streets Birley, Earl, Cheapside, and Market Street.

    Phase two of the works will focus on Lancaster Road. The public realm works will maintain the existing service and taxi provision, while Lancaster Road between Old Vicarage and Earl Street will be permanently closed to vehicles.

    This scheme is being delivered by Maple Grove Developments and Eric Wright Civil Engineering on behalf of Preston City Council, under the Harris Quarter Towns Fund Investment Programme with funding from Towns Fund, Preston City Council and Lancashire County Council.

    Preston City Council Cabinet Member for Community Wealth Building, Councillor Valerie Wise, said:

    “The proposed works are focused on improving the quality of the public spaces and creating safer and better paths between existing spaces and transport hubs such as the bus station. The aim is to encourage footfall and visitors to stay longer into the evening, supporting the Harris Quarter ‘as a go-to cultural destination in the city.’

    John Chesworth, Chair of Preston Towns Fund Strategic Board, added:

    “While it may only be a small part of the overall jigsaw, lighting fundamentally impacts place-making. Quite literally, Illuminate will showcase Preston’s fine architecture, promoting the areas of the Harris Quarter while creating an attractive but dynamic lighting scene and encouraging footfall to this area of Preston.”

    Nick Hague, project director at Maple Grove Developments, continued:

    “The scheme has been designed to sympathetically create a contemporary feel to the area without dismissing the heritage of the Harris Quarter. It’ll promote safety and assurance while helping to create a positive ambience.”

    Lancashire County Council Cabinet member for economic development and growth, Brian Moore, concluded:

    “We’re investing £800k in the city centre and encouraging sustainable transport by improving the links between the bus station and new transformational developments taking place in the Harris Quarter, which gives more options for people to walk and cycle. Making Preston a more attractive place to live and visit helps create new jobs, grow the night-time economy, and create a more vibrant city centre.

    “Alongside the recent improvement work on Ringway and Friargate delivered by the county council, we’re working closely in partnership to improve the wider city centre and provide people with more options for getting around.”

    Towns Fund – Town Deals

    The Towns Fund is working directly with places and putting power in the hands of local businesses and communities to unleash the economic potential of towns and high streets across England. The government wants to see vibrant towns that are more attractive places to live, work and visit; and to increase opportunity across the country so that everyone (wherever they live) can contribute to and benefit from economic growth. Preston 35 is the city’s renewed city investment plan, setting out Preston’s long-term objectives and strategy to transform the City, targeting resources and aligning public and private sector investments to respond to needs and capitalise on opportunities for positive change.

    Preston City Council actively applies and prioritises the principles of Community Wealth Building wherever applicable and appropriate.     Projects included in Preston’s £200 million Harris Quarter Towns Fund Investment Programme are:

    • Animate – £45m multi-use entertainment and leisure complex anchored by a state-of-the-art cinema and bowling venue next to Preston Markets
    • Educate Preston – The creation of a new Careers and Employment, Information, Advice and Guidance Hub in the Harris Quarter.
    • Renewal of Harris Quarter Assets – Investment to support the redevelopment of publicly-owned buildings in the Harris Quarter to support new cultural and community uses, including Amounderness House.
    • Illuminate and Integrate – A project to deliver improved pedestrian and cycleway infrastructure, street lighting and other public realm improvements within the Harris Quarter.
    • Preston Youth Zone – The development of Preston Youth Zone as a state-of-the-art facility for young people in Preston aged eight to 19.
    • #HarrisYourPlace – The refurbishment of the Grade I listed Harris Museum, Art Gallery & Library, enhancing and protecting the building for future generations.
    • Preston Pop Ups – £1m pop-up programme of events bringing together new temporary event space, artworks and improvements to public realm infrastructure, aimed at boosting visitor activity in the Harris Quarter.

    The Lancashire Economic Growth and Development Investment Fund (LEGDIF) is a strategic initiative led by Lancashire County Council aimed at fostering economic growth and development within Lancashire. By merging the remaining funds from the Lancashire Economic Recovery & Growth Fund (LERG) and the Lancashire Levelling Up Investment Fund (LLUIF), LEGDIF builds on this success and seeks to support key sectors, including emerging opportunities like cybersecurity.

    The City Deal agreement aims to continue to create new private sector jobs and encourage more new homes to be built across the area. It is an agreement between Preston City Council, South Ribble Borough Council and Lancashire County Council, along with central government and Homes England.
