    TEHRAN, May 31 (Xinhua) — Atomic Energy Organization of Iran (AEOI) chief Mohammad Eslami said on Saturday that there has been “some progress” in the proxy talks on the nuclear program between his country and the United States, Iran’s official IRNA news agency reported.

    He made the remarks at a national conference in the northern province of Mazandaran, referring to ongoing Oman-facilitated indirect talks between Tehran and Washington on Iran’s nuclear program and the lifting of sanctions against the latter.

    As Eslami pointed out, although some progress has been made in indirect talks with the United States, some American officials continue to talk about Iran’s zero enrichment level, and such statements, in his words, are just rhetoric of “enemies aimed at appeasing Israel.”

    Speaking about the production of nuclear electricity in Iran, he noted that the country has a 1,000 MW nuclear power plant in the southern province of Bushehr, which generated more than 7 billion kWh of electricity during the previous Iranian calendar year that ended on March 20, 2025.

    M. Eslami also specified that by 2028, the country’s total nuclear power capacity will reach 3,000 MW, indicating that Iran has allocated sites for the construction of two nuclear power plants in the northern and southern parts of the country.

    The head of the AEOI said that Iran plans to generate 20,000 MW of nuclear electricity by 2041 and stressed that the radiopharmaceuticals produced in the country are not inferior to their foreign counterparts.

    Since April, Iran and the United States have held five rounds of proximity talks: three in the Omani capital Muscat and two in Rome.

    GAZA, May 31 (Xinhua) — Palestinian Hamas movement on Saturday said it has conveyed to mediators its response to the recent ceasefire proposal in the Gaza Strip put forward by U.S. Special Envoy for the Middle East Steven Witkoff.

    “After holding a round of national consultations and out of deep responsibility to our people and their suffering,” Hamas sent the mediators its response to Witkoff’s latest proposal, the movement said in a statement.

    “Under the agreement, ten living Israeli hostages held by Hamas will be released, and the bodies of 18 dead hostages will also be handed over in exchange for an agreed number of Palestinian prisoners,” the movement said.

    It added that the proposal was aimed at achieving a permanent ceasefire, a complete withdrawal of Israeli troops from the Gaza Strip and ensuring the flow of aid to the enclave’s population.

    Hamas politburo member Basem Naim said in a statement on Thursday that the movement had received Israel’s response to the US proposal.

    According to him, Israel’s position does not take into account the basic demands of the Palestinians, including a complete cessation of hostilities and the lifting of the long-term blockade of Gaza. -0-

    ABUJA, May 31 (Xinhua) — The death toll from devastating floods triggered by heavy rains in Nigeria’s central Niger state has risen to at least 151, local authorities said Saturday.

    Ibrahim Hussaini, head of operations at the Niger State Disaster Management Agency, told Xinhua by telephone that more than 50 more bodies were found in Mokwa district, where the disaster occurred, on Saturday.

    I. Hussaini said 11 victims were rescued and taken to a nearby hospital. “So far, 318 people have been affected, as well as at least 503 households.

    He added that the search for bodies continues, with local divers and volunteers assisting in the rescue operation.

    CANBERRA, May 31 (Xinhua) — Australian Trade and Tourism Minister Don Farrell on Saturday called U.S. President Donald Trump’s plan to double tariffs on steel and aluminum an “unreasonable” act of economic “self-harm.”

    On Friday, D. Trump announced that he plans to raise the tariff rate on steel and aluminum imports to the United States from 25 percent to 50 percent starting June 4 to protect American industry from foreign competition.

    Commenting on the statement, D. Farrell stressed that Australia’s position remains “consistent and clear” and the federal government will continue to advocate strongly for the removal of the relevant tariffs.

    “These tariffs are unjustified and not an act of friendship,” the Australian minister said in a statement. “They are an act of economic self-harm that will only hurt consumers and businesses that rely on free and fair trade,” he added.

    Australian Prime Minister Anthony Albanese, whose Labor Party won a second straight general election on May 3 by a landslide, in turn described Trump’s “Liberation Day” tariffs in April as “an unfriendly act.”

    The US administration decided in March not to exempt Australia from steel and aluminium tariffs. At the time, Mr Albanese also said that the decision was contrary to the “strong friendship” between the two countries. –0–

  • MIL-OSI Security: Murder investigation underway in South London

    A murder investigation has been launched following the fatal stabbing of a woman in Croydon.

    Police were called to Frith Road at 09:07hrs on Saturday, 31 May following reports of a stabbing. Officers attended with the London Ambulance Service and London’s Air Ambulance, who treated two injured people at the scene.

    A woman in her 20s sadly died at the scene.

    A man in his 30s was taken to hospital with minor injuries. He has since been arrested on suspicion of murder and remains in hospital.

    A scene is currently in place near to the location and those in the area can expect to see a police presence throughout the weekend.

    Detectives are in the early stages of establishing what has happened, but initial enquiries suggest the incident begun at a nearby address, before escalating onto Frith Road.

    Superintendent Mitch Carr, who leads local policing in Croydon, said:

    “This is a tragic incident where a young woman has lost her life and our thoughts are with her loved ones.

    “I especially want to thank the members of the public, including a teenage boy, who bravely tried to help the victim.

    “We believe that this was an isolated incident, but understand that this news will shock the local community. Officers will remain in the area over the coming days and we would ask anyone who has concerns to speak with them.”

    BEIJING, May 31 (Xinhua) — The China Association of Automobile Manufacturers (CAA) has launched an industry-wide initiative calling on automakers to avoid disorderly competition in the country’s booming new energy vehicle (NEV) market.

    The KAA statement stressed that despite the rapid growth of China’s NEV industry, which accounts for more than 40 percent of new vehicle sales in the country, the industry has seen a decline in profitability in recent years, largely due to increased “involutionary-style” competition accompanied by chaotic price wars.

    Continuously increasing investment is needed to ensure after-sales service and innovative development of enterprises, and disorderly price wars seriously affect the normal business operations of enterprises, threaten the stability of industrial chains and supply chains, and drag the sector into a vicious circle, the KAA said.

    The KAA noted that the recent significant price cuts initiated by one of the major automakers on May 23, which were subsequently followed by others, caused panic in the market.

    The association warned that such price wars would further reduce the profitability of enterprises, thereby affecting the quality of products and after-sales services. This would not only hinder the healthy development of the industry itself, but also harm the rights and interests of consumers and create a hidden security threat.

    All enterprises must strictly adhere to the principles of fair competition, while advantaged enterprises should not seek to displace other players in order to gain a monopoly, the initiative notes.

    In addition to legitimate price adjustment measures, businesses should not sell their products at prices below cost, engage in deceptive marketing practices, or distort market order in ways that harm the fundamental interests of the industry and consumers, the CAA said.

    BEIJING, May 31 (Xinhua) — China’s railway passenger traffic is expected to reach 17.8 million on Saturday, the first day of the Duanwu or Dragon Boat Festival holiday, state-owned China Railways Corp. said.

    To cope with the influx of passengers, an additional 1,029 passenger trains are expected to be put into operation on Saturday, the corporation said, adding that the volume of passenger traffic on rail transport reached 15.78 million person-times the day before.

    Popular destinations during the festival this year include the cities of Beijing, Shanghai, Guangzhou, Chengdu, Hangzhou, Nanjing and Zhengzhou.

    KZhD said railway services across the country are increasing capacity, improving service quality and organising cultural events at stations to further enhance the passenger experience.

    SHANGHAI, May 31 (Xinhua) — Shanghai Disneyland has introduced a series of new anti-smoking measures to mark World No Tobacco Day on Saturday.

    These measures include reducing the number of designated smoking areas, increasing the number of “No Smoking” signs, and increasing the training of staff members on anti-smoking protocols, the resort said.

    Overall, 24 designated smoking areas were removed from the resort, cutting the total number by about half. The number of designated smoking areas at Shanghai Disneyland was reduced to 11.

    Additionally, changes have been made to the location of smoking areas away from high-traffic areas and major thoroughfares, including near character meet-and-greet areas and parade routes. The relocation of locations is intended to minimize guests’ exposure to second-hand smoke.

    More than 2,800 “No Smoking” signs have been placed in key locations such as main entrances and exits, dining areas and other high-traffic areas. The signs also include e-cigarette symbols to clearly indicate the categories of tobacco products that are prohibited.

    The following is the Message sent by the Holy Father Leo XIV to the Bishops’ Conference of France on the occasion of the one hundredth anniversary of the canonization of Saint John Eudes, Saint John Mary Vianney, and Saint Thérèse of the Child Jesus:

    Message of the Holy Father
    I am happy to be able to address you for the first time, pastors of the Church of France, and through you, all your faithful, as this month of May 2025 marks the one hundredth anniversary of the canonization of three Saints whom, by the grace of God, your country has given to the universal Church: Saint John Eudes (1601-1680), Saint John Mary Vianney (1786-1859) and Saint Thérèse of the Child Jesus and the Holy Face (1873-1897). In raising them to the glory of the altars, my predecessor Pius XI wanted to present them to the People of God as teachers to listen to, models to imitate, and powerful supporters to pray to and invoke. The scale of the challenges facing the Church in France a century later, and the continuing relevance of these three holy figures in meeting them, lead me to invite you to give special prominence to this anniversary.
    In this brief Message, I will mention just one spiritual trait that John Eudes, John Mary Vianney and Thérèse have in common and present in a very meaningful and attractive way to the men and women of today: they loved Jesus unreservedly in a simple, strong and authentic way; they experienced his goodness and tenderness in a special daily closeness, and they bore witness to it in an admirable missionary drive.
    The late Pope Francis left us, rather like a testament, a beautiful Encyclical on the Sacred Heart in which he states: “That stream which is never exhausted, never passes away … offers itself time and time again to all those who wish to love as he did. For his love alone can bring about a new humanity” (Dilexit nos, 219). There could be no more beautiful and simple programme of evangelization and mission for your country: to help everyone discover the tender and devoted love that Jesus has for them, to the point of transforming their lives.
    And in this respect, our three Saints are undoubtedly masters whose life and doctrine I invite you to constantly make known and appreciated by the People of God. Was Saint John Eudes not the first to celebrate the liturgical worship of the Hearts of Jesus and Mary? Was Saint John Mary Vianney not the priest who gave himself passionately to his ministry and who said: “The priesthood is the love of the heart of Jesus”? and finally, was Saint Thérèse of the Child Jesus and of the Holy Face not the great Doctor of scientia amoris that our world needs, she who “breathed” the Name of Jesus at every moment of her life, with spontaneity and freshness, and who taught the little ones an “easy” way to access it?
    Celebrating the centenary of the canonization of these three saints is first and foremost an invitation to give thanks to the Lord for the marvels he has accomplished in this land of France over long centuries of evangelization and Christian life. Saints do not appear spontaneously but, by grace, emerge from living Christian communities that have been able to transmit the faith to them, to kindle in their hearts the love of Jesus and the desire to follow him. This Christian heritage still belongs to you, it still deeply permeates your culture and remains alive in many hearts.
    This is why I express the hope that these celebrations will not merely evoke nostalgia for a past that might seem bygone, but that they will awaken hope and give rise to a new missionary impetus. With the help of the saints he has given you and whom you celebrate, God can renew the marvels he has accomplished in the past. Will Saint Thérèse not be the Patroness of the missions in the very lands where she was born? Will Saint John Mary Vianney and Saint John Eudes not be able to speak to the conscience of many young people about the beauty, greatness and fruitfulness of the priesthood, to inspire their enthusiastic desire for it, and to give them the courage to respond generously to the call, at a time when the lack of vocations is harshly felt in your dioceses and priests are under increasing strain? I would like to take this opportunity to thank all the priests of France from the bottom of my heart for their courageous and persevering commitment, and to express my paternal affection for them.

    Indian Space Research Organisation’s (ISRO) Gaganyatri will carry out a series of shortlisted microgravity research experiments aboard the International Space Station (ISS) during the upcoming Axiom-4 (Ax-4) mission, according to an official statement from ISRO.

    The Axiom-4 mission, scheduled for launch on June 8, will be piloted by Gaganyatri Group Captain Shubhanshu Shukla, who is set to travel to the ISS. ISRO has selected seven microgravity experiments proposed by Indian Principal Investigators (PIs) from various national research and development laboratories and academic institutions for execution aboard the ISS as part of the Ax-4 mission.

    Microgravity research presents valuable opportunities for advancements in fields such as human health, physical and life sciences, material science, pharmaceutical development, and biotechnology. The selected studies include investigations into the impact of microgravity and ISS radiation on edible microalgae, the sprouting of salad seeds in space and its relevance to crew nutrition, the survival, revival, reproduction, and transcriptomic analysis of the eutardigrade Paramacrobiotus sp. BLR strain in space, and the effect of metabolic supplements on muscle regeneration under microgravity. Other experiments will examine human interaction with electronic displays in microgravity and the influence of microgravity on the growth and yield of food crop seeds.

    These experiments are designed to utilize existing research facilities on board the ISS. Given the safety-focused operational philosophy and other mission-related constraints of human spaceflight, the shortlisted experiments are currently undergoing rigorous evaluations and reviews on the ground prior to launch.

    According to ISRO, the experience gained from executing these experiments will help nurture a microgravity research ecosystem in India, enabling the inclusion of more advanced microgravity studies in future missions of the Indian Space Programme.

    The Ax-4 mission marks a historic milestone as it includes the first Indian astronaut to visit the International Space Station. Group Captain Shubhanshu Shukla will become the first ISRO astronaut to travel to the ISS and the second Indian to go to space after Rakesh Sharma, who flew aboard a Russian Soyuz spacecraft in 1984. IAF Group Captain Prasanth Balakrishnan Nair has been designated as the backup pilot for the Ax-4 mission in the event Shukla is unable to fly.

    Alongside Shukla, the Ax-4 crew will include two mission specialists: European Space Agency (ESA) project astronaut Slawosz Uznanski-Wisniewski of Poland and Tibor Kapu of Hungary. The mission will be commanded by Peggy Whitson, a former NASA astronaut and the current Director of Human Spaceflight at Axiom Space.

  • MIL-OSI Global: Kyiv’s allies have lifted restrictions on Ukraine attacking targets inside Russia – here’s what that means for the war

    The frontlines in the Russo-Ukrainian conflict have largely been bogged down, with little significant movement on either side. It was reported recently that Russian troops had only advanced about 25 miles in the eastern sector near Donetsk in one year, at a huge cost in terms of casualties. As a result, both sides have sought different ways of trying to gain a strategic advantage over their opponent.

    Air power has long been a recognised way of restoring a degree of mobility to the battlefield. But in Ukraine, neither side has been able to achieve control of the air, thanks to the quality of their air defences. So instead, both sides are using drones for “tactical” (small-scale) effect.

    At this point, it’s worth focusing on the three levels of warfare: tactical, operational and strategic. The chart below, taken from the US Military Review, illustrates how these levels work – operating as a “distinct hierarchy with marginally overlapping areas between the strategic and the operational, and between the tactical and the operational”.

    The tactical level is where small actions are planned and executed. At the operational level, major operations and campaigns are planned with a view to achieving strategic objectives. The strategic level involves longer-term ways to achieve the overarching political objectives of a conflict.

    Russia’s ability to deploy long-range missiles and longer-range drones (such as the Shahed 136) that can strike targets – both military and civilian – deep inside Ukraine, has given it a strategic advantage.

    There are two strategic aims to these strikes. The first is to reduce Ukraine’s capacity to produce military equipment through its domestic industrial base. The second is to target urban areas and civilian populations to undermine public morale – although how effective this is has long been a matter for debate.

    Advantage Russia

    The prohibition on Ukraine using weapons supplied by its allies to strike targets in Russia has put it at a considerable disadvantage – meaning that Ukraine’s military has been unable to exploit these weapons’ full potential. So, Russia has been able to build a considerable military/industrial base without threat of attack.

    But now, the decision to lift these restrictions by the UK, US and, most recently, Germany will allow Ukraine to attack a wider range of targets and create more strategic difficulties for Russian political and military leadership.

    In particular, it’s worth highlighting the recent statement by the German chancellor, Friedrich Merz, who announced on May 28 that Berlin would help Kyiv develop new long-range weapons that can hit targets in Russian territory.

    To what extent Ukraine will be able to exploit this greater latitude to attack targets inside Russia remains to be seen. But the prospect of long-range missiles being used against its cities – the German Taurus missiles have a range of more than 500km – could give Ukraine a degree of leverage in any fresh peace talks.

    The lifting of these restrictions is unlikely to make much difference on the ground for some time, though. While theoretically, Ukraine will be able to strike at some of Russia’s military production sites, Russia has dramatically overhauled its arms production capacity. Nato’s top US commander is reported to have recently told a Senate Armed Services Committee that Russia is “on track to build a stockpile three times greater than the United States and Europe combined”.

    No restrictions – for now

    It’s also worth noting that both the US and UK signalled their willingness to allow their long-range missiles to strike at missile launchers inside Russia late last year as a defensive measure – but on a limited scale and only using domestically produced weapons, in contrast to the attacks conducted by Russia.

    What is different in the most recent announcement is the lifting of restrictions on what can be targeted with weapons provided by western allies, rather than those domestically produced by the Ukrainian defence industry. This is an extension of an initial lifting of restrictions in late 2024
    by the US and UK, further broadening the targets that can be attacked.

    But the relaxation of these restrictions could be reversed very quickly if Ukraine launches large-scale strikes against civilian populations – which could generate highly adverse publicity for Ukraine and the countries that supplied the weapons.

    Russia’s targeting of Kyiv in recent weeks has been bitterly criticised by the US president, Donald Trump, who posted on his TruthSocial website recently: “[Vladimir Putin] has gone absolutely crazy. Needlessly killing a lot of people.”

    But Kyiv’s allies will also be wary of how Russia may react. Russia has always threatened dire consequences if Ukraine uses western-supplied weapons to launch attacks within Russia.

    Indeed, the political ramifications of the lifting of restrictions are likely to be more consequential than the military outcomes – for now, at least.

    SHIJIAZHUANG, May 31 (Xinhua) — Five people were killed and two were injured in an explosion at a chemical plant in Wuyi County, north China’s Hebei Province on Friday, local authorities confirmed Saturday.

    According to the Wuyi County Emergency Management Department, the explosion occurred at around 6:30 p.m. on Friday in a workshop where a cleaning container exploded.

    Firefighters, police officers, medics, and emergency response teams quickly arrived at the scene to carry out rescue operations.

    The rescue operation at the site has now been completed. The two injured are reported to be in stable condition. The cause of the explosion is under investigation. -0-

    BEIJING, May 31 (Xinhua) — Business activity in China’s manufacturing sector continued to show signs of improvement in May, amid faster production and stronger market expectations, official data showed Saturday.

    In May 2025, China’s manufacturing purchasing managers’ index (PMI) was 49.5, up 0.5 percentage points from the previous month, according to data released by the National Bureau of Statistics (NBS) on Saturday. A PMI above 50 indicates expansion in the manufacturing sector, while one below 50 indicates contraction.

    NBS statistician Zhao Qinghe said the improvement reflects faster production and more positive business expectations.

    The production sub-index rose to 50.7, up 0.9 from the previous month, indicating a stronger pace of industrial production, the data showed. The new orders index also rose 0.6 to 49.8.

    It is noteworthy that the business activity index at large enterprises returned to the growth range and amounted to 50.7, which is 1.5 higher than the April figure and indicates an improvement in the business environment at large enterprises.

    High-tech manufacturing continued to expand for the fourth month in a row, reaching 50.9, while the equipment manufacturing and consumer goods sub-indices rose to 51.2 and 50.2, respectively.

    Market expectations also improved during the reporting period. The index of expectations for production and business activity rose to 52.5, up 0.4 from the previous month, indicating that industry enterprises generally remain confident about the market development in the near term, Zhao Qinghe said.

    At the ongoing fourth Dialogue on Exchanges and Mutual Learning among Civilizations in Dunhuang, northwest China’s Gansu Province, this fusion of past and future has emerged as a central theme, positioning Dunhuang as both a guardian of heritage and a pioneer of 21st-century cultural innovation and cultural exchange.

    The “Digital Dunhuang” project, a decade-long endeavor to create virtual replicas of caves and murals, has drawn particular attention. Delegates examined 3D-printed replicas of eroded statues and augmented reality projections that restore faded pigments to their original brilliance.

    Jointly hosted by the Chinese People’s Association for Friendship with Foreign Countries and the Gansu Provincial Government, the dialogue gathered nearly 400 participants, including foreign political leaders, scholars, and representatives from international organizations.

    Marking the first time the dialogue has been held outside Beijing since its 2019 inception, the choice of Dunhuang — a UNESCO World Heritage site — underscores its enduring role as a bridge between civilizations.

    “It is interesting for this symposium to take place in Dunhuang, as part of the Silk Road where so many different items and ideas were traded for so very long,” said Christopher Merrill, director of the International Writing Program at the University of Iowa. “When people come together and exchange ideas, poems, and stories, they come away with different understandings not only of the culture they are exposed to, but of their very own ways of thinking about the world.”

    For centuries, Dunhuang’s Mogao Caves stood as a melting pot of Buddhist art, Persian motifs, and Hellenistic influences. Today, its frescoes tell timeless tales: Western traders with aquiline noses leading camels meet East Asian merchants; Hindu apsaras (celestial beings) mingle with Chinese mythological figures like Fuxi and Nuwa.

    “Dunhuang is where civilizations began to converse,” remarked Eliso Elisashvili, president of Georgian International University, marveling at the city’s “beautiful, magnetic” blend of histories.

    The dialogue’s agenda — spanning topics from AI-era cultural shifts to museum collaborations — reflects modern challenges. Delegates from Nepal, Egypt, and beyond emphasized that mutual respect for diversity must be the foundation of global discourse.

    “Dunhuang offers a blueprint for dialogue,” said one participant after touring the caves’ vibrant murals.

    “Dunhuang’s openness remains instructive,” noted Lee Kang-bum, professor emeritus and specialist in Confucian classics and classical Chinese texts at Chung-Ang University in the Republic of Korea.

    “In the digital age, we no longer depend solely on a singular ancient Silk Road, but instead embrace countless ‘digital Silk Roads’ that connect billions globally. Artificial intelligence is also reshaping the methods and depth of cross-cultural exchanges,” German sinologist Martin Woesler added.

    By the end of the first quarter, 49.6 percent of technology SMEs received loans, which is 3.6 percentage points more than in the same period last year, according to the NBC report.

    The balance of outstanding loans to technology-oriented SMEs in local and foreign currencies amounted to 3.33 trillion yuan (US$463 billion), up 24 percent year on year. This figure outpaced the overall growth of lending by 17.1 percentage points.
