    This morning, in the Consistory Hall of the Vatican Apostolic Palace, the Holy Father Leo XIV received in audience the members of the Synod of the Ukrainian Greek-Catholic Church, to whom he delivered the following address:

    In the name of the Father, of the Son, and of the Holy Spirit.
    Peace be with you!
    Beatitude, Your Eminence,
    dear brothers in the episcopate,
    After greeting the many pilgrims of the Ukrainian Greek-Catholic Church gathered in Saint Peter’s Basilica last Saturday, today I have the joy of meeting you, celebrating your synodal assembly.
    This important moment for you is taking place in the context of the Jubilee year, which invites all the People of God to be renewed in hope. As Pope Francis liked to repeat, hope does not disappoint, because it is based on the love of God in Christ Jesus, our Lord.
    Of course, in the current historical context it is not easy to talk about hope to you and to the people entrusted to your pastoral care. It is not easy to find words of consolation for the families who have lost their loved ones in this senseless war. I imagine that it is the same for you too, who are in contact every day with people wounded in their heart and in their flesh.
    Despire this, I receive many witnesses of faith and hope on the part of men and women of your people. This is a sign of God’s strength, which manifests itself in the midst of the rubble of destruction.
    I am aware that you have many needs to meet, in both the ecclesial and humanitarian spheres. You are called to serve Christ in every wounded and distressed person who turns to your communities asking for concrete help.
    I am close to you, and through you I am close to all the faithful of your Church. Let us remain united in the one faith and the one hope. Our communion is a great mystery: it is also a real communion with all our brothers and sisters whose lives have been taken from this earth but are accepted in God. In Him everything lives and finds fullness of meaning.
    Dear friends, we are always comforted by the certainty that the Holy Mother of God is with us, aids us, and guides us towards her Son, who is our peace. By her maternal intercession, I pray that peace may return to your homeland as soon as possible.
    I thank you, and bless you from my heart.

    Sakhalin Region to appear at EEF Far East Street as Asia-Pacific energy and logistics hub

    Sakhalin Region will again participate in the Far East Street exhibition, scheduled to take place on 3–9 September as part of the 2025 Eastern Economic Forum in Vladivostok. The exhibition is being organized by the Roscongress Foundation with the support of the Office of the Presidential Plenipotentiary Envoy to the Far Eastern Federal District. The country’s only island region will present major investment and social projects, share its unique history and culture, and touch on the development of unmanned aviation.

    “Sakhalin Region is one of the Far East’s investment leaders. It ranks fourth on the National Investment Climate Rating and first out of the constituent entities of the Far Eastern Federal District. The manufacturing, coal, and construction industries are all growing. Awaiting entrepreneurs are TAD and free port benefits and preferential treatment in the Kurils. Science and technology are booming in the region. The President has ordered that an international campus be created. An engineering school and electrical engineering laboratory are currently in operation, the first phase of the Oil and Gas Industrial Park has been launched, and a scientific and production centre for the development of unmanned systems established, all contributing to new production facilities, new talent, and train for a new generation of specialists. The local master plan is reinventing Yuzhno-Sakhalinsk. There’s no denying there is much to showcase and be proud of in the region,” Deputy Prime Minister of the Russian Federation and Plenipotentiary Presidential Envoy to the Far Eastern Federal District Yury Trutnev said.

    The Sakhalin Region’s main pavilion on Far East Street, located next to the investor pavilion in the shape of a scallop shell, will take the form of waves and be decorated with installations related to logistics: a hydrogen train, a UAV, an aircraft, and the port of Korsakov.

    “The EEF has long played an important role in Sakhalin Region’s economic development. We have signed more than 60 agreements here in the past five years, good for some 5,700 jobs, and launched important projects in energy, transport, and education, modernizing the power grid, developing hydrogen energy, spreading gas throughout the region, modernizing port infrastructure, building medical clinics, and developing science as part of the construction of the SakhalinTech campus. It is important to us that Sakhalin and the Kuril Islands become more comfortable and that people want to visit and live here, a goal we will continue to pursue in the future,” Governor of the Sakhalin Region Valery Limarenko said.

    Inside the pavilion, there will be an installation dedicated to the 80th anniversary of Victory in the Great Patriotic War, with the exhibition ‘Roads to Victory’ telling the story of the Battle of Sakhalin and the Landing on Shumshu and a film about the expedition to the island and videos reconstructing battles in the Kholmsky and Smirnykhovsky.

    “The President of the Russian Federation has tasked us with creating a memorial complex on Shumshu, one the islands of the Kuril chain, dedicated to the Kuril landing operation, which essentially marked the end of World War II and the defeat of the Kwantung Army. Our soldiers defeated superior forces, demonstrated outstanding heroism, parachuted into the water fully equipped, and attacked tanks and firing points located on high ground. It is one of the most significant pages in our history,” Trutnev said.

    The Tourism zone will feature new historical tours like ‘The Battle of Shumshu’ and ‘The Liberation of Southern Sakhalin’, winter and summer holidays, culinary tours, and the ‘Far East – Land of Adventure’ project.

    The Sakhalin – Russian Showcase zone will feature important projects like the agglomeration master plan and regional development in medicine, science and education, logistics, culture, and the urban environment.

    Another zone has been dedicated to the results of the Sakhalin Region Development Corporation’s work over the last decade and will use multimedia technologies, among others, to report on initiatives by the Mersi Agro Sakhalin livestock complex, the Horizon residential complex, the Uyun territory development project, the agro-park, and the oil service park.

    The UAV and USV zone will showcase the island’s efforts to lead the development of unmanned systems in Russia, with a separate exhibition promoting Sakhalin’s achievements in the field.

    There are plans to host three international forums in Sakhalin Region in 2025: ‘Wings of Sakhalin’, ‘Energy of Sakhalin’, and ‘Islands of Sustainable Development: Climate’ at the new Pushisty Drone Port. The Sakhalin Expo exhibition will be dedicated to the development of congress and exhibition activities in the region.

    The main pavilion will be located next to the ‘Made in Sakhalin’ stand, which will showcase regional clothing, jewellery, souvenir, food, and health brands as well as achievements in the film industry and computer graphics. The pavilion will incorporate works by Sakhalin photographers and musicians into its design and feature a variety of murals, including an image of the Aniva lighthouse, the unofficial symbol of the region.

    The art installation ‘Happy Motherhood’ will symbolize family values in honour of 2025 as the Year of Happy Motherhood on the islands and the focus of the regional government’s social policy on demographic issues and the conditions necessary for women to be mothers without having to sacrifice their careers or their families.

    This year’s cultural programme from the Sakhalin Region will seek to promote local authors and musicians, with songs by Sakhalin composer and poet Georgy Zobov to be performed by artists from the Stage Academy and accompanied by the Aritmia dance studio and Dreambox band. Guests can look forward to performances by the duo Vishnya, who will present a combination of electronic music, songs, and ethnic music, the Larisa Dolina Academy of Pop Music ensemble, which will perform cover versions of well-known Russian hits, and stilt walkers from the 2233 theatre studio.

    A regional delegation will present a series of unique performances entitled ‘Sea Meditation’. Over the course of three days, Sakhalin artist Konstantin Kolupaev will employ his own unique technique to create paintings dedicated to the beauty and power of nature on a huge canvas as viewers observe the master at work.

    The Sakhalin Region sports programme will feature an interactive VR platform, where visitors can try their hand at downhill skiing, ski jumping, or parachuting, and the Beat the Champion chess platform.

    The Eastern Economic Forum will be held on the campus of the Far Eastern Federal University in Vladivostok from 3–6 September, during which time the Far East Street exhibition will be open to Forum participants, before opening to the general public on 7, 8, and 9 September.     Samsung hosted its first-ever India Tech Seminar in Gurugram. The landmark event was the first of its kind ever held by Samsung in the country, and it brought together around 30 journalists and tech influencers for an immersive, hands-on experience with Samsung’s latest AI-enhanced home appliances.
     
    The seminar included presentations from engineers specializing in refrigeration, laundry, and air conditioning, as well as a customer experience (CX) planner and software engineer. It showcased the enhanced capabilities of its latest products while reaffirming the company’s continued commitment to intelligent living through its “AI Home” vision.
     
    The event began with a welcome address by Ghufran Alam, Vice President, Digital Appliances Business, Samsung India, followed by a presentation from Saurabh Katyal, Head of the Digital Appliances (DA) Business at Samsung India. He introduced the India 2025 Bespoke AI lineup, which includes models already available in the Indian market — such as the Bespoke AI WindFree Air Conditioner, Bespoke AI Double Door Refrigerator, Bespoke AI Top Load Washer and the recently released Bespoke AI Laundry Combo — as well as the soon-to-launch Bespoke AI Refrigerator with AI Home.
     
    To meet the high level of interest that consumers in India have for the SmartThings ecosystem, a live demo led by Samsung’s multi-device experience (MDE) team highlighted how connected technologies support Samsung’s four core values, which are Easy to Use, Saving, Care and Secured. The demo was conducted using the 9” display on the Bespoke AI Refrigerator, serving as a central control hub that ideally showcases the SmartThings experience.
     
     

     
    Key features that were demonstrated included Map View for intuitive device control, Bixby voice commands for seamless interaction, the Knox Security Dashboard for home monitoring, and SmartThings Energy for power usage tracking and optimization. The MDE team also showcased the convenience of SmartThings Routines, which are preset automations that manage devices when users leave their homes, with the capability to automatically turn off appliances and activate security features.
     
    Additionally, Samsung engineers introduced other enhanced features and explained how AI Energy Mode, which is part of SmartThings Energy, functions across the appliance lineup.
     
    Refrigerators
     
    • The Bespoke AI Refrigerator with AI Home features the upgraded AI Vision Inside, which recognizes a wider range of food items to help users manage groceries more efficiently.
     
    • The Bespoke AI Double Door Refrigerator is equipped with Twin Cooling Plus for independent fridge and freezer cooling, and the Convertible 5-in-1 feature, which allows users to flexibly adjust compartments to meet their storage needs. AI Energy Mode helps reduce power consumption through optimized temperature control.

    • The Bespoke AI Laundry Combo is a heat pump washer-dryer newly launched in India, featuring AI Wash, which detects load weight, fabric type, and soil level to adjust washing performance, and a heat exchanger for faster, energy-efficient drying.
     
    • The Bespoke AI Top Load Washer is Samsung’s first top-load washer in India with AI features, offering AI Wash, AI VRT+ for noise and vibration reduction, and AI Energy Mode to optimize energy usage based on user habits.

  • MIL-OSI Europe: Positive progress of NRRP: European Commission gives positive assessment for payment of seventh instalment worth EUR 18.3 billion

    Italy today received the European Commission’s positive assessment for payment of the seventh instalment of its National Recovery and Resilience Plan (NRRP), worth EUR 18.3 billion, with all required milestones and targets having been successfully met. The recent technical revision of the NRRP combined three objectives, related to measures regarding renewables, batteries and reform of the financial risk associated with renewable energy purchase agreements, into a single milestone, meaning 64 goals were planned and reached for this instalment: 31 milestones and 33 targets.

    “With the payment of the seventh instalment, Italy will confirm its leading position in Europe in terms of the progress of its NRRP, with over EUR 140 billion received, corresponding to 72% of the Plan’s total resources and 100% of the planned objectives for the first seven instalments, amounting to 334 milestones and targets, all of which have been achieved fully respecting the timeline set by the Commission. This is also a qualitative record, as we have demonstrated our ability to use the instruments Europe has provided us with in a virtuous way, becoming a model for other Member States.
    We should all be proud of the great work we have done so far. Our work is certainly not over; in fact, it must continue with the same determination, for an increasingly modern, productive and competitive nation that is strong and inclusive, aware of and ready for the global challenges of today and tomorrow”, stated President of the Council of Ministers Giorgia Meloni.

    The objectives achieved for the seventh instalment include several reforms, such as the competition law, measures to speed up public administration payments, and a review of the ‘universal civil service’. 

    “Several strategic investments are linked to the seventh instalment – stated the Minister for European Affairs, the NRRP and Cohesion Policy, Tommaso Foti – including the new power interconnection between Sardinia, Corsica and the mainland (SA CO I.3), and the undersea power connection between Sicily, Sardinia and the mainland (Tyrrhenian Link). These infrastructure projects are crucial to implementing electricity transmission grids and strengthening Italy’s energy independence, with the goal of guaranteeing energy for households and businesses at more favourable conditions.
    The positive assessment for the payment of this instalment follows submission of the payment request for the eighth instalment, confirming the Italian Plan is in line with Europe’s NRRP roadmap, in full respect of its commitments, priorities and the final deadline of August 2026”.

    In addition to investments in energy infrastructure, other significant measures include: expansion of the fleet of zero-emission buses and trains for regional transportation and the strengthening of metropolitan hubs and major national links; the upgrading of many railway stations; cybersecurity measures; the launch of 480 ‘local operational centres’ (‘Centrali Operative Territoriali’, ‘COT’) to improve public health services; investments to better manage water resources; the assignment of 55,000 university study grants to deserving, underprivileged students; 7,200 PhD research scholarships and another 6,000 innovative PhD scholarships dedicated to business.

    Government to boost legal aid funding to support those at risk of eviction

    Vulnerable individuals at risk of eviction and homelessness will find it easier to access legal services, thanks to a historic boost in civil legal aid funding confirmed today (2 July) by Minister Sarah Sackman. 

    • Response to consultation sees first major funding rise for housing and immigration legal aid fees in 30 years 

    • Funding uplift aimed at helping those facing homelessness and speeding up asylum processing 

    • An additional £20 million a year investment marks next step in government’s Plan for Change to rebuild legal aid sector 

    Following feedback from a consultation into civil legal aid, the Government will uplift the rates paid for all housing and immigration legal aid work. Providers will see significant increases in all fees, with the overall spending in these categories increasing by 24% for housing work and 30% for immigration work. This represents a significant investment – the first since 1996 – resulting in an increase of £20 million a year once fully implemented.   

    This extra funding means more people will get the support they need, when they need it – reducing stress and preventing delays in housing cases. At the same time, it will help speed up decision-making in immigration cases, ensuring a fairer, faster process for everyone involved. This is part of the Government’s Plan for Change to make the justice system more efficient, fair and accessible. 

    Justice Minister, Sarah Sackman KC MP, said:   

    This vital investment marks a turning point for civil legal aid by boosting funding to build capacity in the sector, helping to enable individuals, regardless of background or income, to uphold their legal rights.

    As part of our Plan for Change we are ensuring that our legal aid providers can deliver vital support where it’s needed most.

    This investment will help to ensure effective access to justice for some of the most vulnerable in our society, supporting a more stable and sustainable legal aid sector – one that is fit for the future and attracts and retains the brightest and the best practitioners.   

    Later this week a separate consultation on uplifting fees for criminal legal aid for solicitors by up to £92 million will conclude. It’s part of the Government’s wider work to invest in the legal aid system and deliver swifter justice for victims alongside Sir Brian Leveson’s independent review of criminal courts. 

    Notes to editors:   

    On Civil Legal Aid Consultation    

    • The Government ran a consultation on increasing legal aid fees for those working in the housing (housing and debt) and immigration (immigration and asylum) sectors, proposing to increase fees to a rate in the region of £65/£69 per hour (non-London/London), or provide a 10% uplift, whichever is higher. Fixed fees will be uplifted by the same percentage as the increase in the underlying hourly rate for that work. This will be implemented as soon as operationally possible with costs scaling up to £20m at steady state. This will increase overall spend by 24% for housing and 30% for immigration.  

    • The changes would mean for example that the fixed fee for Housing work will increase by 42% from £157 to £223 and the fixed fee for asylum legal help will increase by 35% from £413 to £559.  

    • Evidence from the Review of Civil Legal Aid (RoCLA) Call for Evidence included responses from providers that aspects of the current Civil Legal Aid contractual requirements can be unnecessarily restrictive. The consultation sought to gather further evidence for improvements to arrangements for remote advice and face-to-face advice based on client needs.    

    • We plan to implement these fee uplifts as soon as operationally possible.

    STUTTGART, Germany – July 1, 2025 —U.S. Air Force Gen. Alexus G. Grynkewich assumed command of U.S. European Command from U.S. Army Gen. Christopher G. Cavoli during a formal Change of Command ceremony at Patch Barracks today.

    As one of the United States’ six geographic combatant commands, USEUCOM plays a critical role in deterring aggression, supporting NATO allies, and defending U.S. national interests across a vast area of responsibility that includes Europe, parts of Asia and the Middle East, and the Arctic.

    Cavoli, who led the command since June 27, 2022, oversaw a period marked by increased U.S. and NATO interoperability, rotational deployments, and defense posture adjustments in Eastern Europe.

    “Like many others, I have stood in awe of you,” Cavoli said speaking to members of USEUCOM. “The thing that drives you to great heights is that you perform for our country in front of others and with our allies. The one privilege I will always remember, I will always cherish, is the privilege to stand in the ranks with you, all of you at EUCOM.”

    Chairman of the Joint Chiefs of Staff, U.S. Air Force Gen. Dan Caine, presided over the ceremony. He spoke to the importance of integrated operations, and both Cavoli’s and Grynkewich’s leadership, saying, “The world can shift in a matter of hours, and that’s why we prepare, why we shift, and why we train and operate as an integrated force – to be ready. General Grynkewich is prepared for this job. He is the right leader who is humble, credible and approachable to follow the great leader before him.”

    Grynkewich previously served as the Director of Operations, J-3, Joint Staff. He assisted the Chairman in carrying out responsibilities as the principal military advisor to the President and Secretary of Defense. He has served as an instructor pilot, weapons officer and operational test pilot in the F-16 Fighting Falcon and F-22 Raptor. Grynkewich has commanded at the squadron, wing, and Air Expeditionary Task Force levels.

    “Today, a protracted war rages in Europe for the first time in decades, and our operations in the Mediterranean are helping to contain conflict in the Middle East. More broadly our adversaries are aligning, working together more than ever before as they seek to dominate their regions and even the globe, thus the good work done here across the command is more important than ever,” said Grynkewich. “These are consequential times, demanding bold and innovative leadership at all times. The men and women of EUCOM deliver this every single day, and my pledge to you is that I will do everything in my power to do the same for you.”

  • MIL-Evening Report: Supervision gaps can lead to child abuse – what can be done?

    The horrific allegations of child abuse by an early childhood educator in Victoria came to light at a time when the early learning sector was already under fire for previous abuse revelations and safety breaches.

    Parents of young children in early learning services have good reason to be concerned, and it’s important to understand the way learning environments and grooming behaviours interfere with supervision.

    Recent worrying developments

    In March this year, an ABC Four Corners investigation revealed a rising number of breaches and safety concerns in Australian early childhood services.

    Recently, in Queensland, a paedophile was allowed to keep abusing children in services for years because agencies didn’t share complaints about an educator’s sexually abusive behaviour.

    In Australia, 50.4% of children aged five and under, and 35.3% of children aged 12 and under use approved care services such as daycare or after-school care. That’s more than 1.4 million children from more than a million families.

    The vast majority of services and educators are doing an excellent job of educating and caring for our children.

    But due to the recent spate of incidents, many parents have raised important questions about the level of supervision of children, and how acts of abuse can occur in busy services where there are a large number of people.

    Supervision policies and ratios

    There are national standards, laws and regulations about ratios applicable to services in all states and territories, with some very minor variations.

    The ratios between educators and children depend on the type of service and the age of the children. Babies up to 24 months need one educator for every four children. For 24-36 months, this generally increases to one educator for every five children.

    Preschoolers (3-5 years) require one educator for up to 11 children.

    According to government regulations, children should not be alone with educators.

    But challenges to active supervision include:

    • educator leave

    • a lack of casual educators

    • attrition

    • educator burnout and busyness

    • times of stress (including assessment and rating) when vast amounts of paperwork need to be done, reducing active supervision

    • loopholes such as “under the roof” ratios where every adult in the building (such as cleaners, administration staff and cooks) are illegally counted as educators

    • one-to-one times between children and educators, such as nappy changing and toileting

    • quiet and secluded spaces for children which can be very difficult to supervise, like tents and cubby houses.

    Grooming and supervision

    Grooming interferes with effective supervision in early childhood services.

    Abusers of children make the child feel special by giving them special presents, treats and sharing secrets with them. The child then feels cherished, seeking out the abuser.

    Using a variety of tactics, they usually isolate the child from those they are closest to, meaning they are less likely to disclose abuse.

    Abusers groom not only children but also parents, other educators and management. During this process, they are building trust and dependence.

    Children who are being groomed seek out the abuser, which means the child looks happy spending time with the adult, which seems innocent to those supervising.

    What changes are needed?

    While some improvements have been made, much more needs to happen to fix the long-neglected issues that allow abuse in early learning settings.

    Attracting more staff is a starting point, with more than 20,000 educators needed in Australia. This may require equal pay to school teachers with the same qualifications, and an overall improvement in wages.

    And the status of early childhood educators needs to be lifted within the community.

    Effective child protection training is also needed for educators that covers grooming behaviours.

    Additionally, parents need training on these behaviours and how to recognise signs their child might be being abused.

    Children need to learn ways to protect themselves from harm. They need to know what to do if someone asks them to keep secrets (different to surprises), pressures them to do something they don’t want to do, or uses threats.

    Overall, we need agencies responsible for child protection within and between states and territories to talk to each other and systems that work together to keep our children safe.

  • MIL-Evening Report: Politics with Michelle Grattan: Kerrynne Liddle on seizing more opportunities with Indigenous Australians

    From this Sunday, Australians will be celebrating NAIDOC Week, which marks its 50th anniversary this year.

    The week highlights the achievements, history and culture of Australia’s First Peoples. It’s also a time to reflect on the huge effort needed to materially improve the lives of Indigenous communities and individuals.

    On this podcast, we’re joined by Senator Kerrynne Liddle, an Arrernte woman and the first Aboriginal federal parliamentarian from South Australia. Senator Liddle is shadow minister for Indigenous Australians and shadow minister for social services on Opposition Leader Sussan Ley’s frontbench.

    On the Closing the Gap targets, which shows progress being made on only four of the 19 targets, Liddle says a stronger focus is required on early intervention.

    Across all of these areas we know that a very small amount of money goes into prevention and early intervention. And if I take incarceration specifically, in the prison system, we know that 60% of people that are in there actually are often return people. So recidivism is a major issue.

    When you look at the reason why many people are in custody, it is because of violence. So addressing the key issue of violence – hopefully before it begins – is going to be really, really important here.

    But also responding quick enough to support those victim-survivors, who need to be able to remove themselves from that situation, or remove the perpetrator from that situation. That’s going to be crucial for people to able to improve outcomes for themselves. Because if there is much disruption and dysfunction in a family, everyone is affected.

    Liddle says the problems are known, but money isn’t getting to the right places fast enough.

    Only two weeks ago, I was in Mutitjulu in Central Australia, at Uluru. People there were talking about how infrastructure is failing to keep up with demand. They were talking about how people struggle to navigate the service system. They talk about how children don’t have enough activities out of school and they didn’t have enough sports and recreation people.

    This is not new, these are things we hear over and over again. The frustration is money flowing, in a timely manner, and actually ensuring that there is accountability that the money has flowed effectively and for the purpose that it was intended.

    Liddle says her focus will remain on having those “unpleasant conversations” focused on real outcomes, rather than on symbolic causes.

    I just want to say that conversations about acknowledgement of country, welcome to country, and the flags frustrate me when I know that there are children who are deaf before they actually get to school. There are children who aren’t attending school. There are children who are hungry and are finding themselves wandering the streets at night, because it’s not safe to go home.

    They’re the kinds of things I want to continue to talk about, because those are the issues that affect children every single night.

    Drawing on her experience before entering politics, Liddle says helping Indigenous workers integrate into the broader economy can improve personal outcomes.

    These are not intractable [problems]. We can find solutions. I saw that myself, when I was working at [Indigenous tourism company] Voyages. I saw it when I was working in Santos. There were so many good stories about people that just wanted an opportunity. And when it was given to them in sufficient measure, with the right supports that they needed to be successful, they took it up every single time.

    And what was really valuable for them was they were part of the general economy. They were part of the general society. They were a part of the workplace.

    They weren’t relegated to a special Aboriginal employment programme that they could sit on for the rest of their life. It was about saying, ‘you know what? You belong in the economy with all of us and here’s a place for you and we’re going to help you to take that up’. As a person who’s worked in this area, it is extremely satisfying when you identify that opportunity, create that opportunity, and people do respond to that opportunity.

    Customers to receive up to £2000 for water service failures

    Uplifts to Guaranteed Service Standard Scheme will result in up to tenfold increase for customer compensation when they’ve been failed by water companies

    • Increase to water company reimbursements put more money back into customers’ pockets when their services are hit
    • Triggers for compensation to be expanded to include company failure to conduct meter readings and installations
    • One of Environment Secretary’s first promises in office delivered as government rolls out plan to reform the water sector

    Water companies will increase compensation payments to customers up to tenfold from today (2 July), ensuring that the public are more fairly reimbursed for supply issues and low standards of service.  

    Customers will automatically receive more money for issues such as continued low water pressure and cancelled appointments. 

    A key step in the government’s mission to reform the water sector, the move marks the first uplift in compensation rates in 25 years, with the government recognising the urgent need to bring payments in line with inflation and properly compensate households for poor service. 

    Severe issues such as flooding will see customer compensation double from £1,000 to up to £2,000, while households suffering consistent low water pressure will be automatically eligible to receive up to £250 – a huge uplift from the previous compensation rate of just £25.  

    From today, no action will be needed from eligible customers as payments will automatically be credited back to their accounts. 

    Environment Secretary Steve Reed said:  

    Too many water companies are letting down their customers – with leaking pipes, poor water supply and low water pressure.  

    The Government is holding water companies to account by making them put money back into people’s pockets when they fail their customers.

    The government is also working with water companies to expand the list of circumstances that will trigger compensation payments. Compensation for when customers are asked to boil their water due to contaminated supply will come into force later this year. 

    The standards, outlined in the Guaranteed Standards Scheme, set out a baseline for customer service in the water sector. They include providing timely restoration of water supply following an interruption, responding to written complaints and managing the risk of sewer flooding.  

    This comes as part of the government’s action to cut sewage spills and attract investment in the sector, including:  

    • Strengthening regulation to ensure polluting water bosses who cover up their crimes now face two-year prison sentences.
    • Banning unfair bonuses for bosses of six polluting water companies.
    • Launching a record 81 criminal investigations into sewage pollution.
    • Securing £104bn in private sector investment to upgrade crumbling sewage pipes and cut sewage by nearly half by 2030.
    • Launching the Independent Water Commission led by Sir John Cunliffe to modernise the water industry and work with companies and their investors to make the industry one of growth and opportunity.

    Mike Keil, Chief Executive of the Consumer Council for Water (CCW), said:  

    Customers expect to be treated fairly when their water company lets them down, so we’re delighted the Government has moved at pace to strengthen service standards.”  

    This should give people peace of mind they now have far stronger protection from a much broader range of water company service failures – from the slow installation of water meters to the mishandling of debt recovery. As well as bolstering payments for thousands of customers, these changes mark an important step towards restoring trust in the water sector which is at an all-time low.

    David Black, Chief Executive of Ofwat said: 

    We welcome these improvements to guaranteed standards and payments for customers. 

    When customers suffer from problems like low pressure, disruptions to supply or sewer flooding they can experience major stress and inconvenience, and payment amounts must recognise the disruption to their lives when standards are not met.  

    These new changes are another way to make sure customers are protected when companies get it wrong.

  • MIL-OSI Russia: In Moscow, almost 300 houses with pilasters have been renovated in 10 years

    One of the distinctive features of many houses built in the capital in the first half of the 20th century are pilasters – a flat vertical projection of rectangular cross-section, often having a base at the base and a capital at the top. Over the 10 years of implementing the regional program for capital repairs of the housing stock, specialists from the Moscow city services complex have put in order about 300 residential buildings with pilasters.

    In 2024, the five-story building at 3/1 Mozhayskoye Shosse was renovated. It was built in 1958 according to an individual project in the style of Soviet neoclassicism. The street facades are decorated with architraves, pilasters, belts and bas-reliefs. A crowning cornice with dentils is installed along the perimeter.

    During the major repairs, the facade, roof, basement and entrances were put in order, and the in-house engineering systems were replaced. The work on restoring the facade began with washing the open surfaces from all dirt, then the brickwork was repaired, the seams in the places of damage were expanded and the moisture was treated with an antiseptic. After that, the brickwork was hydrophobized so that the facade would stop collapsing under the influence of precipitation and was reliably protected from mold and mildew. The average service life of such a coating is 30 years.

    Upon completion of the main volume of work, architectural elements were repaired, including pilasters, balconies and entrance groups were updated, and drainpipes were replaced. Particular attention was paid to the repair of the base: the old plaster layer was dismantled, antifungal protection was applied, the surfaces were plastered, using reinforcing mesh and painting.

    On the roof, the continuous sheathing layer was replaced with a new structure, and the outdated roofing was replaced with a modern one. Then, all the wooden elements of the attic were treated with a fire-retardant composition, and the temperature and humidity conditions were established. The craftsmen also put the entrances and basement in order, replaced the hot and cold water supply systems, electricity supply, central heating, and drainage lines.

    House of 1957 on Academician Pavlov Street

    In addition, in 2024, renovation work was carried out on the four-story building 9 (building 1) on Akademika Pavlova Street. It was built in 1957 according to an individual project. The main façade has complex plasticity: protruding triangular bay windows, rustication, architraves and pilasters. The lower and upper floors are separated from each other by an interfloor belt. The balconies are supported by brackets of a complex profile. The building is completed by a crowning cornice and four symmetrically located attics with porthole windows.

    The specialists of the capital repair fund (CRF) created an individual project for this object, which took into account the need to preserve the complex architectural decor and historical color of the building. The facade and roof were put in order.

    During the façade work, the craftsmen cleared the walls, repaired the plaster layer and expanded the seams. Then they applied anti-corrosion protection in the place of the balcony slabs, restored the brickwork and tidied up the decorative elements. Finally, the walls were painted in their historical color: the brick part in the shade of “red ant”, and the bay windows and decorative elements, including the pilasters, in white.

    In addition, the entrances and balconies were repaired. The ebbs were replaced, new drainpipes were hung and the facing covering of the base was changed. When repairing the roof, its wooden frame was restored and the roof covering was replaced. In the attic, the heat-insulating layer was also changed, restoring the temperature and humidity conditions, and the walking flooring was laid.

    House of 1902 on 1st Brestskaya Street

    Major repairs of buildings with pilasters will continue this year. Thus, it will affect a five-story residential building at 36 1st Brestskaya Street. It was built in 1902 according to an individual project in the neoclassical style. The facade is highlighted by pilasters. The windows are decorated with architraves and arched lintels. The building is completed with a crowning cornice.

    FKR specialists have developed a unique project for the restoration of this object. All the nuances of the old building have been taken into account, and high-quality and reliable domestic materials have been selected. The facade, roof, basement will be put in order here, and a number of engineering systems will be replaced.

    For the convenience of residents, the work will be carried out in stages. They will start with clearing the facade planes from accumulated dirt, then repair the plaster layer of the lower floor and architectural elements, restore damaged segments of the brickwork. Wet areas will be treated with a highly effective antiseptic. At the next stage, architectural elements made of brickwork will be updated.

    Finally, the prepared facades will be painted, and the areas covered with ceramic tiles will be treated with a water-repellent compound. The building will retain its historical colors: a light ivory shade and classic white.

    After the main works are completed, the slopes will be repaired, the ebbs and drainpipes will be replaced. A new entrance door will be installed in the entrance hall. During the roof repair, its wooden frame and roofing will be put in order. In the attic, the heat-insulating layer will be restored, the temperature and humidity conditions will be balanced. Inside the house, work will take place in the basement, where the cold water supply, central heating and drainage systems, as well as the electrical network, will be updated.

    The Moscow City Services Complex noted that the regional housing stock capital repairs program being implemented in the capital is in line with the goals and objectives of the national project “Infrastructure for life”.

    The right to implement a project for the integrated development of undeveloped land (IDU) with an area of 4.74 hectares in the Teply Stan district will be put up for auction. This was announced by the Deputy Mayor of Moscow for Urban Development Policy and Construction Vladimir Efimov.

    “The city will put up for auction the right to comprehensive development of an undeveloped area in the Teply Stan district in the southwest of the capital. The area of the site is 4.74 hectares. It is located next to the Moscow Ring Road, not far from the Tyutchevskaya metro station. The investor who will be determined based on the results of the auction will be able to build a multifunctional city block there with residential buildings, including for the implementation of the renovation program, and public and business infrastructure. Investments in the project are estimated at 26.62 billion rubles, and the annual budget effect is 419.19 million rubles. The implementation of the project will create about 900 jobs,” said Vladimir Efimov.

    Integrated development projects for undeveloped areas are implemented on sites owned by the city or in cases where state ownership of them is not delimited. Such sites must be free from the rights of third parties.

    “Within the framework of this project, it is planned to build housing with a total area of more than 105 thousand square meters, including for the implementation of the renovation program. In addition, the investor will build a multifunctional complex with an area of about 46 thousand square meters with a multi-level parking for 600 cars and retail space,” noted the Minister of the Moscow Government, head of the capital’s Department of Urban Development Policy

  • MIL-OSI China: Delivering convenience of modern life to doorsteps of Tibetan farmers, herders

    When Ngawang Chophel ordered a down jacket online, he knew better than to expect it to arrive the next day. In his remote village in southwest China’s Xizang Autonomous Region, delayed deliveries are the norm, unlike the speedy service enjoyed by those who live in the country’s more accessible regions.

    Yet, the delivery system across Xizang today has improved significantly from the past, when parcels could take weeks to arrive in remote areas, with the last mile — or more — usually done by the receiving party rather than the courier service.

    “It used to take half a month for a parcel to reach us. It was both costly and time-consuming,” said Ngawang Chophel, who hails from Pumaqangtang Township, in Nanggarze County, Shannan City of Xizang.

    In the past, people from his village, located at an altitude of 5,373 meters, faced a two-day journey across the sparsely populated plateau to the county seat, which is more than 100 kilometers away, just to collect their mail and parcels. The gasoline bill for one such trip easily came to a hefty 100 yuan (approximately 14 U.S. dollars).

    Shannan, covering a total area of 80,000 square kilometers, has a relatively small population of just 354,000. For a long time, the eight market-based courier providers operating in the city only delivered packages to the county seat, and at best, to a few townships.

    To improve the situation, Shannan set out to overhaul its mail delivery system. It started by integrating the private courier services into the publicly funded postal network, so that the two systems worked better together.

    By September 2024, the city had established a three-tier postal and courier system comprising 12 county-level digitalized hubs and 701 village or community-level service stations at both ends, with township-level posts functioning as bridges between.

    To improve village-level logistics service hubs, the city allocated 10,000 yuan in subsidies to each station last year. In addition, it reinforced rural roads and attracted branded courier providers to operate in Shannan.

    Thanks to the reform, parcels are now delivered directly to residents’ doorsteps in all 577 administrative villages across Shannan. “Our township, Pumaqangtang, is the highest in China, and now we can receive delivery packages without any obstacles, which has greatly improved our lives,” said Ngawang Chophel as he unpacked his down jacket, a package reaching him much faster than before.

    More efficient deliveries not only make residents happy. “The ‘last mile’ of parcel delivery in and out of villages is crucial for enhancing consumption, promoting rural e-commerce, and supporting broader rural revitalization efforts,” said Gyangkar, the vice mayor of Shannan.

    China, the world’s largest express delivery market, handled over 175 billion parcels in 2024, a 21.5 percent increase from the previous year. As China boasts a highly efficient courier sector, individual localities find it essential to keep up with the flow to stay economically competitive.

    No longer bothered by the arduous commute required to pick up their packages, villagers in Shannan are more inclined to shop online. Official statistics indicate that the total volume of online purchases in the city surpassed 1.45 billion yuan in 2024.

    Local businesses have been integrated into the national production and supply chain thanks to the revamped express delivery system, noted an official in Shannan. For instance, the Xizang Hongnong agricultural development company, which operates the largest modern chicken farm in Xizang, previously had to suspend construction due to delayed packages. It’s no longer the case.

    Furthermore, local agricultural products now have an easier path to reach buyers in other parts of the country due to the reform. Tashi Lhamo, an influencer with four million followers, sells local specialty food ranging from Tibetan butter to tsampa through livestreaming.

    She is pleased to see that the establishment of a logistics service station in her village in Qonggyai County has greatly supported her livestreaming business.

    As of the end of last year, nearly 600,000 courier packages had been delivered to villagers’ doorsteps as a result of the reform, benefiting over 230,000 farmers and herders.

    “This has made residents happier, and the flow of goods between urban and rural areas more efficient,” Gyangkar remarked.

  • MIL-OSI Europe: NRRP: payment request for eighth instalment, equal to EUR 12.8 billion, sent to European Commission

    The payment request for the eighth instalment of the National Recovery and Resilience Plan (NRRP), equal to EUR 12.8 billion, was sent to the European Commission today.

    The request was submitted following the NRRP steering committee meeting held on 24 June, which verified the achievement of the 40 required objectives (28 targets and 12 milestones), including reforms and investments that are strategic for Italy’s economic and social growth. With the payment request for the eighth instalment, Italy has consolidated its leading position in Europe in terms of implementation of its NRRP, which will enable it to exceed EUR 153 billion over the coming months, corresponding to approximately 79% of the Plan’s total resources. 

    The measures implemented as part of the eighth instalment include: digitalisation of the Guardia di Finanza [Italian Finance Police], with innovative IT systems to fight economic crime; more than 1,000 language and methodology courses for school teachers; the launch of projects to update school curricula in over 8,000 schools and guide students towards STEM skills; implementation of culture and tourism enhancement projects by supporting approximately 2,000 small and medium-sized enterprises; redevelopment of around 50 historical parks and gardens. Furthermore, 1,400 km of rail infrastructure have been equipped with the European Rail Traffic Management System (ERTMS); an advanced and integrated monitoring and forecasting system has been created to identify hydrogeological risks in Italy’s southern regions; marine habitat protection and coastal observation work has been carried out; improvements to the energy efficiency of public housing have been planned; with regard to universities, 5,000 research projects of national interest have been funded, approximately 2,300 new researchers have been hired, more than 550 research grants have been allocated, and financing has been provided for research programmes and projects on rare and severely debilitating diseases. 

    In addition to these investments, there are also important reforms to boost the economic competitiveness of companies, including the reform to reduce payment delays by central and local government authorities, regional authorities, autonomous provinces and national health service bodies, and the reform to launch simplification and streamlining for business incentives.

    In line with the previous payment requests, the eighth instalment will be disbursed upon completion of the standard assessment process provided for by European procedures, the aim of which is to verify that all required milestones and targets have been met.

    New online appeals service launching for all local planning authorities

    The Planning Inspectorate’s new digital appeals service is being rolled out nationally following successful pilot with five London boroughs.

    National rollout begins 

    We’re pleased to announce the national rollout of our new online appeals service following its successful pilot phase. This represents a significant milestone in our digital transformation programme. 

    The service has been thoroughly tested with five London boroughs (Barnet, Greenwich, Havering, Richmond upon Thames, and Bromley) who have been handling both householder appeals (fast-track cases) and section 78 (full planning) appeals through the system. 

    Phased rollout approach 

    We’re using a phased approach to roll out the service: 

    • Cohort 1: Two local planning authorities have recently joined the pilot – Gloucestershire County Council and Gosport Borough Council. 
    • Cohort 2: We will increase the number of authorities joining towards the end of July.
    • National rollout: All authorities in England will join the service by December 2025. We will be sharing more details after the summer. 

    Benefits for local planning authorities 

    The new service offers several important improvements: 

    • streamlined submission and management of appeals, making the process more efficient 
    • a user-friendly LPA dashboard for reviewing and monitoring cases, following GOV.UK design principles 
    • improved communication between all parties, reducing paper-based processes 
    • continuous improvement of the system based on user feedback

  • MIL-OSI United Kingdom: Vilo the puppy rescued from tenement destroyed in fire

    The puppy called Vilo, which means “to live” or “to thrive and flourish” in Slovakian, was feared killed in the Scott Street fire which occurred in the early hours of Saturday 14 June.

    However, the chihuahua was later spotted in the window of the building by nearby residents. Perth and Kinross Council reached out to charity Missing Pets Perth and Kinross for advice.

    Once restrictions over the site of the fire were removed the charity’s volunteers flew a drone over the tenement and used thermal imaging to pinpoint its location.

    They then provided traps for demolition workers to put out each night containing food and water. Cameras inside showed Vilo taking enough to survive – but not venturing far enough inside to set the traps off.

    It was only when clothes belonging to her owners were placed in the crates that the rescue team were able to bring Vilo back down to ground level on Friday, 27 June, almost two weeks after the fire.

    Katie McCandless from the charity said: “This is a little bit of hope in some dark times.

    “Perth and Kinross Council contacted us for some help and advice about what the best thing to do was. I’ve been running this charity for 14 years but this is the first type of case like this I’ve ever been involved in.

    “We knew it was a delicate situation and had to be handled sensitively, a lot of residents have lost everything.”

    Following Vilo’s rescue, she was taken to a vet for a check over and, remarkably, is suffering no ill effects.

    It also emerged Vilo had also managed to make herself a bed in a wardrobe, where she escaped the noise and disruption of the demolition work going on around her during the day.

    Katie said: “She does not have a single mark on her and her paw pads are completely fine. She smells a bit of smoke but had minimal smoke inhalation. She really is a miracle dog”

    The dog belongs to the Ridaj family, who stayed in the top-floor of the tenement. Dad Maros said:  “We are very happy that the dog is safe and has been returned to us.”

    Councillor Eric Drysdale, deputy leader of Perth and Kinross Council and ward member for Perth City Centre, said: “This really is a remarkable story.

    “I would like to thank everyone who helped return Vilo to her family safely -, the neighbouring family who reported seeing her, Missing Pets Perth and Kinross, Council staff who supported the rescue and, of course, the team from Reigart Contracts who assisted while carrying out dangerous and urgent demolition work.

    “We know there are people still grieving after the fire because of the loss of loved ones, the loss of their homes and the impact on businesses nearby.

    “But this amazing rescues is emblematic of the kindness people have shown in the wake of the tragedy – and the extra mile people have been willing to go to help others affected by this awful situation.”

  • Wimbledon: Sinner remains ice cool as Gauff, Pegula and Zverev join bonfire of seeds

    World number one Jannik Sinner stayed ice cool to move serenely into the Wimbledon second round but it was a second successive day of upsets at a sizzling All England Club as a succession of seeded players crashed and burned on Tuesday.

    American second seed Coco Gauff, chasing a French Open-Wimbledon double after her Paris triumph, was the day’s most surprising casualty, losing 7-6(3) 6-1 to Ukraine’s Dayana Yastremska as the sun set on a sultry day.

    Gauff’s compatriot Taylor Fritz, the world number five, survived a five-set firefight by the skin of his teeth against big-serving Frenchman Giovanni Mpetshi Perricard.

    But the same could not be said of 13 of the men’s seeds who fell at the first hurdle – a Wimbledon record since 32 seeds were introduced in 2001.

    Nine seeds also perished in the women’s first round while the eight top-10 seeds to go out across both singles draws amounted to the highest at a Grand Slam in the professional era.

    Germany’s Alexander Zverev was the most notable men’s casualty, the third seed losing 7-6(3) 6-7(8) 6-3 6-7(5) 6-4 to France’s Arthur Rinderknech in a marathon duel that began on Monday and was locked at one set apiece overnight.

    “I’m not sure he’s ever played a match like that in his life,” said Zverev, who is still chasing a first Grand Slam title after 38 attempts.

    Italian Lorenzo Musetti, seeded seventh, was bundled out on Court Two by Nikoloz Basilashvili – the same court where earlier American women’s third seed Jessica Pegula was sent packing 6-2 6-3 by Italian Elisabetta Cocciaretto.

    A red-hot Sinner never looked like joining the exodus as he beat fellow Italian and close friend Luca Nardi 6-4 6-3 6-0 in a victorious return to the Grand Slam stage after his epic French Open final defeat by Carlos Alcaraz last month.

    “I tried to put the friendship away for a couple of hours,” Sinner, who conceded only four points when he landed his first serve, told reporters.

    Novak Djokovic closed out the day’s action on the main showcourt by getting past Frenchman Alexandre Muller 6-1 6-7(7) 6-2 6-2 despite being hampered by a stomach bug midway through his match. He will face Briton Dan Evans next.

    After seven British players won singles matches on Monday – a professional era record at Wimbledon – home fans had more to cheer on Tuesday as fourth seed Jack Draper, his nation’s big hope, avoided any dramas by easing past Argentina’s Sebastian Baez who retired hurt trailing 6-2 6-2 2-1.

    In total, 10 British players have reached round two.

    KREJCIKOVA TESTED

    Women’s defending champion Barbora Krejcikova was tested by promising 20-year-old Filipina Alexandra Eala but after a slow start she found her form to win 3-6 6-2 6-1 on her return to Centre Court after last year’s surprise triumph.

    “I mean, what the hell (kind of tennis) she played in the first set?” said Krejcikova, praising her opponent.

    “She was smashing the ball and cleaning the lines, so wow, wow. She’s going to be really good in a couple of years.”

    Five-times Grand Slam champion Iga Swiatek, seeded eight, has yet to conquer Wimbledon but showed positive signs when she beat Polina Kudermetova 7-5 6-1 while Russian teenager Mirra Andreeva advanced after a 6-3 6-3 victory over Mayar Sherif.

    Both might have expected Gauff to be a major obstacle but the world number two subsided against Yastremska.

    “I feel like mentally I was a little bit overwhelmed with everything that came afterwards,” Gauff said about the spell following her Paris triumph last month.

    “I didn’t feel I had enough time to celebrate and also get back into it.”

    The women’s draw is now without three of its top five seeds after number five Zheng Qinwen of China, the Olympic champion, suffered a third successive Wimbledon first-round defeat, beaten 7-5 4-6 6-1 by Czech doubles specialist Katerina Siniakova.

    “I believe if I get through the first match, I will start to play better and better (on grass),” Zheng said. “The problem is the first match for me is complicated.”

    Many will lament the exit of Wimbledon dark horse Alexander Bublik, seeded 28th. The Kazakh showman is guaranteed entertainment with his array of trick shots but he was unable to avoid the exit door, as he was dragged into battle by Spaniard Jaume Munar and beaten 6-4 3-6 4-6 7-6(5) 6-2.

    Late in the day yet another seed fell when Frenchman Ugo Umbert was beaten by veteran countryman Gael Monfils, again defying his 38 years to edge a five-setter.

    American Fritz survived, though, letting out a huge roar as he beat Perricard 6-7(6) 6-7(8) 6-4 7-6(6) 6-4 in a match carried forward from Monday. Perricard’s consolation for losing the cliffhanger was a 153 mph serve – a Wimbledon record.

    Tommy Paul took out Briton Johannus Monday with little fuss, the 13th seed cruising through 6-4 6-4 6-2, but it was the end of the road for fellow American and 30th seed Alex Michelsen who fell 6-2 3-6 6-3 3-6 7-6(6) to Serbia’s Miomir Kecmanovic.

    Zeynep Sonmez became the first Turkish woman to reach the second round at the grasscourt Grand Slam when she battled past Romania’s Jaqueline Cristian 7-6(3) 6-3.

    Victoria Mboko found out a few hours before she faced Magdalena Frech that she had entered the main draw as a Lucky Loser due to Anastasia Potapova’s withdrawal and the Canadian teenager rode her luck to stun the 25th seed 6-3 6-2.

    Fourteen years after first adding her name to the Wimbledon honours board, twice champion Petra Kvitova performed her last dance on the lawns, the Czech losing 6-3 6-1 to American 10th seed Emma Navarro.

    In the Kapotnya district, two residential buildings with a common underground section will appear under the renovation program. The capital’s State Construction Supervision Committee (Mosgosstroynadzor)The head of the department reported this. Anton Slobodchikov. Work will begin at the address: 1st quarter of Kapotnya, land plot No. 4.

    “The committee has issued permits, and now the developer can begin work on the site. Two L-shaped buildings will consist of four sections each. The area of residential premises in the new building is almost 29 thousand square meters. The first floors are designed as non-residential – public and commercial facilities can be located there,” said Anton Slobodchikov.

    The residential premises will be fully finished in accordance with the standards of the renovation program and the necessary equipment will be installed, including kitchen sinks and stoves, plumbing and lighting fixtures.

    The buildings will have through entrances decorated with stained glass. They will house concierge rooms and pram rooms. The facades will be ventilated and covered with concrete tiles and porcelain stoneware.

    Trees and shrubs will be planted, sidewalks and driveways will be built next to the house on an area of about 12 thousand square meters. Children’s and sports playgrounds with rubberized surfaces will be equipped in the yard.

    “Each house under the renovation program has individual design solutions. Two residential buildings in Kapotnya will be finished with modern and durable materials. The color scheme is based on calm natural shades that go well together: creamy white, beige, chocolate, graphite, pale brown,” said the chief architect of the capital, first deputy chairman of the Committee for Architecture and Urban Development of the City of Moscow (Moskomarkhitektura)

    On the instructions of Sergei Sobyanin, special attention is being paid to residential properties under the renovation program in the capital. As Anton Slobodchikov reported, the buildings will be erected under the supervision of inspectors from Mosgosstroynadzor at all stages of the construction cycle. After the developer submits a notice to the committee about the start of construction and installation work, a schedule of inspections will be drawn up. Specialists from the subordinate Center of Expertise will be involved in the on-site events to carry out a set of laboratory and instrumental studies of building materials and structures for compliance with design documentation.

    The renovation program was approved in August 2017. It concerns about a million Muscovites and provides for the resettlement of 5,176 houses. Sergei Sobyanin ordered to increase the pace of implementation of the program in twice.

    Moscow is one of the leaders among regions in terms of construction volumes. High rates of housing construction correspond to the goals and initiatives of the national project “Infrastructure for life”.

         Subsidised sale housing (e.g. the Home Ownership Scheme (HOS) and the Green Form Subsidized Home Ownership Scheme (GHS) of the Hong Kong Housing Authority (HA) as well as the Subsidised Sale Flats Project of the Hong Kong Housing Society (HS)) aim at offering affordable housing to low to middle-income families, whereas HA and HS have, over the years, adopted measures such as imposing alienation restrictions and requiring premium payment to ensure the efficient use of the relevant resources for people in need to acquire their homes. Regarding the measures on alienation restrictions for subsidised sale housing, will the Government inform this Council:
     
    (1) in respect of each subsidised sale housing scheme launched by HA and HS in each of the past 10 years, of the total number of flats resold with premium (a) paid and (b) unpaid, together with a breakdown of such flats by (i) age distribution (i.e. within five years, between five to 10 ‍years and over 10 years), and (ii) distribution of transaction prices (i.e. less than $1 million, $1 million to $2 million, $2 million to $3 ‍million, $3 million to $5 million, $5 million to $7 million, and over $7 million);
     
    (2) of the current number of HOS flats which the alienation restriction period has expired and are eligible for application for resale upon payment of premium, and among them, the proportion of flats which have been resold with premium paid;
     
    (3) of the current number of HOS flats which have never been resold after purchase and its percentage in the total number of HOS flats, together with a breakdown by age of the flats; and

         In response to the questions raised by the Hon Leung Man-kwong, our reply is as follows:
     
    (1) The Hong Kong Housing Authority (HA) has all along been striving to enhance the housing ladder, with a view to helping low to middle-income families achieve home ownership through the sale of subsidised sale flats (SSF). In the next five years (i.e. from 2025/26 to 2029/30), the HA and the Hong Kong Housing Society (HKHS) will have a completion of about 56 500 SSF. We believe that the relevant flats can facilitate people in need to achieve their dream of home ownership. We also encourage members of the public to move up the suitable housing ladder according to their own ability.
     
         In addition to sale of first-hand SSF, the HA also allows SSF owners to sell their flats with premium unpaid in the Home Ownership Scheme (HOS) Secondary Market, or to sell, let or otherwise assign their flats in other ways in the open market after payment of premium. The discount rate that HOS owners enjoyed in purchasing their flats will form the basis for premium assessment for removal of the alienation restrictions.
     
         On the other hand, the HKHS’ SSF with premium unpaid are also subject to alienation restrictions. In 1997, the HKHS launched the Flat-For-Sale Scheme (FFSS) Secondary Market, enabling flat owners under HKHS’ relevant projects to resell their flats to eligible persons with premium unpaid, subject to the conditions in the respective land lease and provided that such owners have fulfilled the designated ownership period since the date of first assignment.
     
         Since flats with payment of premium are regarded as private units, the HA and the HKHS do not hold the information on whether relevant flats have been resold, and do not maintain transaction figures of SSF for which premium has been paid in the open market.
     
         The numbers of transactions of HA’s HOS and Green Form Subsidised Home Ownership Scheme (GSH) flats in the HOS Secondary Market in the past 10 years are set out in Annex 1. The total number of transactions amounted to about 21 200. In fact, the HA has all along encouraged the circulation of SSF in the Secondary Market through various initiatives, including the relaxation of the mortgage arrangements for SSF in 2024 to extend the maximum mortgage default guarantee period for the secondary market from 30 years to 50 years, so that buyers can secure mortgage loans of a longer tenor. In the 12 months after the implementation of relevant arrangements, the average number of transactions of second-hand SSF was about 370 per month, which was about 60 per cent higher than the average number of transactions of about 230 per month in the 12 months before the implementation (i.e. from March 2023 to February 2024), representing a significant increase. The total number of transactions of HOS flats in the HA’s Secondary Market in 2024 was 3 380, representing an increase of about 1.6 times as compared with the total number of transactions of about 1 320 in 2015.
     
         The numbers of transactions of HKHS’ SSF flats without payment of premium in the FFSS Secondary Market in the past 10 years are set out by year in Annex 2.
     
    (2) As at the first quarter of 2025, the HA had about 320 000 HOS flats of which the alienation period has expired, which can be resold in the open market after payment of premium. Among them, 19 per cent of the flats have been paid with premium.
     
         As at the first quarter of 2025, the HKHS had about 22 000 SSF flats of which the alienation restriction period has expired and can be resold in the open market upon payment of premium. Among them, 22 per cent of the flats have been paid with premium.

    (3) As at the first quarter of 2025, the HA has about 230 000 HOS flats with premium not yet paid and have not been resold. For details of the figures categorised by building age and proportion, please see Annex 3.
     
         As at the first quarter of 2025, HKHS has about 15 000 SSF flats with premium not yet paid and have never been resold. For details of the figures categorised by building age and proportion, please see Annex 4.

    (4) In order to effectively curb short-term speculative activities, the HA tightened the alienation restrictions of HOS and GSH flats in January 2022. The period where the owners can only sell at no more than the original price in the Secondary Market with premium unpaid has been lengthened from the first two years since first assignment to the first five years since first assignment; while the restriction period for sale in the open market after payment of premium has also been lengthened from the first 10 years since first assignment to the first 15 years since first assignment. All HKHS SSF developments completed in 2024 or beyond also adopt the aforementioned tightened alienation restrictions introduced by the HA in 2022.
     
         Allowing HOS and GSH flat owners to sell their flats after the restriction period can facilitate the circulation of second-hand SSF, thereby increasing SSF supply in the market. On the other hand, this measure provides opportunities for owners to move on to the private property market on the housing ladder, which is an initiative to encourage owners’ upward mobility and strengthen social’s mobility.

    Employees of the Institute of Industrial Management, Economics and Trade completed an internship at the production sites of the Obukhov Plant. They studied the application of lean manufacturing principles in the context of the military-industrial complex. The teachers also completed an internship at the Gazprom Corporate Institute, aimed at teaching digital transformation and corporate management.

    In order to improve their qualifications and study the best practices of enterprises in the real sector of the economy, 12 teachers of the Higher School of Industrial Management completed a specialized internship at the production sites of the scientific and production association “North-West Regional Center of the Almaz-Antey Air Defense Concern – Obukhov Plant”. The emphasis was on the development of a lean manufacturing management system (Lean) at enterprises of the military-industrial complex (MIC).

    The internship included a detailed introduction to real production processes in the key workshops of the enterprise: thermal and mechanical processing, galvanic and foundry, as well as other technological areas. The teachers immersed themselves in the specifics of applying lean manufacturing principles in the conditions of a high-tech defense enterprise.

    The program covered several relevant areas:

    lean manufacturing in logistics: optimization of internal material flows, organization of warehouse management and supply systems; labor standards and production organization: methods of analysis and optimization of work operations, increasing labor productivity based on the Lean approach; information technology in lean manufacturing: use of digital tools for visualization of flows, data analysis and process management.

    The internship participants not only observed the work of the workshops, but also actively discussed with plant representatives specific cases and successful solutions in the field of implementation and development of the Lean system in the specific environment of the defense industry.

    We learned how lean manufacturing principles are adapted and work in the highly responsible sphere of the military-industrial complex. Of particular interest were practical solutions in the field of Lean logistics and the use of IT for managing production flows. This experience is invaluable for further work on training personnel and developing educational programs that are as close as possible to the real needs of leading industrial enterprises, including the defense sector, – shared the head of the cluster of educational programs “Industry Management”, associate professor of the Higher School of Management Management Irina Bagaeva.

    The internship was another step in strengthening the interaction between the Polytechnic University and the Obukhov Plant as an industrial partner. We see a real mutual enrichment of ideas and experience between our organizations.     The event was organized and curated by specialists from the educational projects department of the Corporate Institute, headed by Deputy Director for Academic Affairs Vladislav Plotnikov. The program included a presentation of corporate approaches to training, a round table, and a question and answer session with representatives of the institute’s top management. The participants included teachers and specialists from the Higher School of Management and Management, involved in the development and implementation of educational programs related to the digital economy and the transformation of production management.

  • MIL-OSI Russia: How Muscovites are helping transform the capital’s parks with the help of the City of Ideas platform

    Since the introduction of the Parks sphere on the platform in 2022, “City of Ideas” More than 280 proposals from Muscovites were implemented, which were aimed at developing the capital’s green areas.     New opportunities for recreation and sports

    Over three years, work on the proposals of city residents was carried out in many areas of Moscow. For example, additional lighting was installed in the Mitino landscape park, which made walks at night more comfortable. In the Shmelevsky Ruchey park, between the Zyablikovo and Orekhovo-Borisovo Yuzhnoye districts, the bank of the forest reservoir was cleaned and strengthened.     In Zelenograd, the area near Shkolnoye Lake was tidied up, where new sun loungers and benches were installed and the sand on the beach was replaced. Now you can comfortably relax by the water without leaving the city.

    Cultural events in the capital’s parks

    The platform can also offer an idea for holding cultural events in parks. One of the striking examples is Otradnoye Park, which has become a real center of public life in the district. Now fairs, concerts, master classes and other events initiated by city residents are regularly held here.

    For example, this spring the park hosted the “Russian Yard” festival, dedicated to Russian traditions. Visitors watched performances by folk groups, took part in folk games and amusements, and also tried tea from a wood-fired samovar and homemade bread baked according to old recipes.

    Last year, other Moscow parks also hosted interesting events. In June, the Mossovet District Public Center organized painting workshops for children in Semenovsky Park, where young artists painted pictures inspired by nature and learned how important it is to protect the environment. And in August, a youth basketball tournament was held on the sports ground of the Zodiac Signs Park, following which the winners were awarded commemorative district cups.

    Thanks to such initiatives by Muscovites, the capital’s parks are becoming not just a place for relaxation, but also a platform for entertainment, creativity and an active lifestyle.

    How to propose an initiative

    Any resident of the capital who has the right to propose an idea on the platform can account on the mos.ru portal. You can do this in the “Suggest an idea” section. To do this, you need to select an area “Parks” and one of three categories: “Park improvement”, “Recreation areas for adults and children” or “Events and services”. If the moderation process is successful, the ideas will be taken into work.

    You can visually evaluate the transformations in the section “Gallery of realized ideas”. It contains photos of the best works carried out on the initiative of city residents. Thanks to a recent update of the section, navigation has become easier: now you can quickly find photo or video evidence on any topic using a convenient search and filters. This allows you to see the results of the transformation of the city and get inspired for your own initiatives.

    On the morning of June 30, President Lai Ching-te met with Douglas Alexander, Minister of State at the Department for Business and Trade of the United Kingdom. In remarks, President Lai thanked the UK government for its longstanding support for peace and stability across the Taiwan Strait. Noting that two years ago, Taiwan and the UK signed an enhanced trade partnership (ETP) arrangement, the president said that today Taiwan and the UK have signed three pillars under the ETP, which will help promote bilateral economic and trade cooperation. He expressed hope of the UK publicly supporting Taiwan’s accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) so that together we can create an economic and trade landscape in the Indo-Pacific characterized by shared prosperity and development. A translation of President Lai’s remarks follows: First, on behalf of the people of Taiwan, I extend a warm welcome to Minister Alexander and wish a fruitful outcome for the 27th round of Taiwan-UK trade talks later today. Taiwan-UK relations have grown closer in recent years. We have not only continued to strengthen cooperation in such fields as offshore wind power, innovative technologies, and culture and education but also have established regular dialogue mechanisms in the critical areas of economics and trade, energy, and agriculture. The UK is currently Taiwan’s fourth-largest European trading partner, second-largest source of investment from Europe, and third-largest target for investment in Europe. Two years ago, Taiwan and the UK signed an ETP arrangement. This was particularly meaningful, as it was the first institutionalized economic and trade framework between Taiwan and a European country. Today, this arrangement is yielding further results. I am delighted that Taiwan and the UK have signed three pillars under the ETP covering investment, digital trade, and energy and net-zero. This will help promote bilateral economic and trade cooperation and advance industrial development on both sides. I also want to thank the UK government for its longstanding support for peace and stability across the Taiwan Strait. This month, the UK published its Strategic Defence Review 2025 and National Security Strategy 2025, which oppose any unilateral attempts to change the status quo across the Taiwan Strait. These not only demonstrate that Taiwan and the UK share similar goals but also show that security and prosperity in the Indo-Pacific region are inseparable from those of the transatlantic regions. In addition, last November, the House of Commons passed a motion which made clear that United Nations General Assembly (UNGA) Resolution 2758 neither established the sovereignty of the People’s Republic of China over Taiwan nor determined Taiwan’s status in the United Nations. The UK government also responded to the motion by publicly expressing for the first time its position on UNGA Resolution 2758, opposing any attempt to broaden the interpretation of the resolution to rewrite history. For this, on behalf of the people of Taiwan, I once again want to extend my deepest gratitude. Taiwan and the UK have the advantage of being highly complementary in the technology sector. In facing the restructuring of global supply chains and other international economic and trade developments, I believe that Taiwan and the UK are indispensable key partners for one another. I look forward to the UK publicly supporting Taiwan’s accession to the CPTPP so that together, we can create an economic and trade landscape in the Indo-Pacific characterized by shared prosperity and development. When a major earthquake struck in 2016, he personally went to Tainan to assess the situation and meet with the city government. Representative Kobayashi then delivered remarks, first thanking President Lai for taking the time to meet with him, and noting that this was his second visit to Taiwan following a trip seven years prior, when he came with his good friend from college and then-Director of the LDP Youth Division Suzuki Keisuke, now Japan’s minister of justice. Representative Kobayashi mentioned a Japanese kanji that he is very fond of – 絆 (kizuna) – which means “deep ties of friendship.” He emphasized that a key purpose of this visit to Taiwan was to reiterate the deep ties of friendship between Taiwan and Japan. In addition to deep historical ties, he said, Taiwan and Japan also enjoy a like-minded partnership in terms of economic, personnel, and friendship-oriented exchanges. In remarks, President Lai thanked the National Assembly for its long-term support for Taiwan’s international participation and for upholding security in the Taiwan Strait, helping make France the first major country in the world to enact legislation to uphold freedom of navigation in the Taiwan Strait. The president also said that exchanges and cooperation between Taiwan and France are becoming more frequent, and that he hopes this visit by the Taiwan Friendship Group will inject new momentum into Taiwan-France relations and help build closer partnerships in the economy, trade, energy, and digital security.  A translation of President Lai’s remarks follows: First, I would like to welcome Chair Battistel, who is once again leading a visiting delegation. Last year, Chair Battistel co-led a delegation to attend the inauguration ceremony for myself and Vice President Bi-khim Hsiao. This is her fourth visit, and first as chair of the Taiwan Friendship Group, which makes it especially meaningful. This delegation’s visit demonstrates strong support for Taiwan, and on behalf of the people of Taiwan, I want to express my sincerest welcome and thanks. France is a pioneer in promoting free and democratic values. These are values that Taiwan cherishes and is working hard to defend. I want to express gratitude to the French Parliament for their long-term support for Taiwan’s international participation, and for upholding security in the Taiwan Strait. The French Parliament’s two chambers have continued to strongly support Taiwan, with the passage of a resolution supporting Taiwan’s participation in international organizations in 2021, as well as the passage of the seven-year Military Programming Law in 2023. This has made France the first major country in the world to enact legislation to uphold freedom of navigation in the Taiwan Strait. Through it all, the Taiwan Friendship Group has played a key role, and I want to thank all of our distinguished guests for their efforts. Over the past few years, Taiwan and France have continued to deepen cooperation in areas including the economy, technology, culture, and sports. At the Choose France summit held in Paris last month, Taiwanese and French enterprises also announced they will launch cooperation in the semiconductor and satellite fields. The VivaTech startup exhibition, now being held in France, also has many Taiwanese vendors participating. Exchanges and cooperation between Taiwan and France, whether official or people-to-people, are becoming more and more frequent. I hope that this visit by the Taiwan Friendship Group will inject new momentum into Taiwan-France relations, building closer partnerships in the economy, trade, energy, and digital security.  To address current geopolitical and economic challenges, Taiwan will continue to join forces with France and other like-minded countries to jointly safeguard peace and stability in the Indo-Pacific region, and contribute our concerted efforts to global prosperity and development. Once again, I want to welcome our visitors to Taiwan. I hope to continue our joint efforts to create a more prosperous future for both Taiwan and France.   Chair Battistel then delivered remarks, thanking President Lai for extending this invitation. Last year on May 20, she said, she and her delegation attended the presidential inauguration ceremony, so she was delighted to visit Taiwan once again with the French National Assembly’s Taiwan Friendship Group and bear witness to their friendship with Taiwan. Chair Battistel noted that this visit has given them an opportunity to strengthen Taiwan-France relations in areas including the economy, culture, the humanities, and diplomacy, and conduct exchanges with numerous heads of government agencies and research institutes. It has also been an opportunity, she said, to witness the importance of exchanges and cooperation with Taiwan in areas including energy, semiconductors, youth, and culture, and the impact created by important issues of mutual concern, including AI and disinformation, on the security of many countries. Chair Battistel praised Taiwan for its youth development efforts, and said that under the Taiwan Global Pathfinders Initiative, 30 Taiwanese young people have embarked on a visit to France, with itineraries including the United Nations Ocean Conference and the VivaTech exhibition, as well as the city of Toulouse, which is strategically important for the aerospace industry. Members of the group are also conducting exchanges at the French National Assembly, she said.  Chair Battistel stated that the Taiwan-France partnership is growing closer, and that she hopes to continue to strengthen bilateral exchanges and cooperation, as supporting peace for Taiwan supports peace around the world.  The delegation also included Taiwan Friendship Group Vice Chair Éric Martineau, as well as National Assembly Committee on Foreign Affairs Vice Chair Laetitia Saint-Paul and Deputies Marie-José Allemand and Claudia Rouaux.     President Lai interviewed by Nippon Television and Yomiuri TV
    In a recent interview on Nippon Television’s news zero program, President Lai Ching-te responded to questions from host Mr. Sakurai Sho and Yomiuri TV Shanghai Bureau Chief Watanabe Masayo on topics including reflections on his first year in office, cross-strait relations, China’s military threats, Taiwan-United States relations, and Taiwan-Japan relations. The interview was broadcast on the evening of May 19. During the interview, President Lai stated that China intends to change the world’s rules-based international order, and that if Taiwan were invaded, global supply chains would be disrupted. Therefore, he said, Taiwan will strengthen its national defense, prevent war by preparing for war, and achieve the goal of peace. The president also noted that Taiwan’s purpose for developing drones is based on national security and industrial needs, and that Taiwan hopes to collaborate with Japan. He then reiterated that China’s threats are an international problem, and expressed hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war. Following is the text of the questions and the president’s responses: Q: How do you feel as you are about to round out your first year in office? President Lai: When I was young, I was determined to practice medicine and save lives. When I left medicine to go into politics, I was determined to transform Taiwan. And when I was sworn in as president on May 20 last year, I was determined to strengthen the nation. Time flies, and it has already been a year. Although the process has been very challenging, I am deeply honored to be a part of it. I am also profoundly grateful to our citizens for allowing me the opportunity to give back to our country. The future will certainly be full of more challenges, but I will do everything I can to unite the people and continue strengthening the nation. That is how I am feeling now. Q: We are now coming up on the 80th anniversary of the end of World War II, and over this period, we have often heard that conflict between Taiwan and the mainland is imminent. Do you personally believe that a cross-strait conflict could happen? President Lai: The international community is very much aware that China intends to replace the US and change the world’s rules-based international order, and annexing Taiwan is just the first step. So, as China’s military power grows stronger, some members of the international community are naturally on edge about whether a cross-strait conflict will break out. The international community must certainly do everything in its power to avoid a conflict in the Taiwan Strait; there is too great a cost. Besides causing direct disasters to both Taiwan and China, the impact on the global economy would be even greater, with estimated losses of US$10 trillion from war alone – that is roughly 10 percent of the global GDP. Additionally, 20 percent of global shipping passes through the Taiwan Strait and surrounding waters, so if a conflict breaks out in the strait, other countries including Japan and Korea would suffer a grave impact. For Japan and Korea, a quarter of external transit passes through the Taiwan Strait and surrounding waters, and a third of the various energy resources and minerals shipped back from other countries pass through said areas. If Taiwan were invaded, global supply chains would be disrupted, and therefore conflict in the Taiwan Strait must be avoided. Such a conflict is indeed avoidable. I am very thankful to Prime Minister of Japan Ishiba Shigeru and former Prime Ministers Abe Shinzo, Suga Yoshihide, and Kishida Fumio, as well as US President Donald Trump and former President Joe Biden, and the other G7 leaders, for continuing to emphasize at international venues that peace and stability across the Taiwan Strait are essential components for global security and prosperity. When everyone in the global democratic community works together, stacking up enough strength to make China’s objectives unattainable or to make the cost of invading Taiwan too high for it to bear, a conflict in the strait can naturally be avoided. Q: As you said, President Lai, maintaining peace and stability across the Taiwan Strait is also very important for other countries. How can war be avoided? What sort of countermeasures is Taiwan prepared to take to prevent war? President Lai: As Mr. Sakurai mentioned earlier, we are coming up on the 80th anniversary of the end of WWII. There are many lessons we can take from that war. First is that peace is priceless, and war has no winners. From the tragedies of WWII, there are lessons that humanity should learn. We must pursue peace, and not start wars blindly, as that would be a major disaster for humanity. In other words, we must be determined to safeguard peace. The second lesson is that we cannot be complacent toward authoritarian powers. If you give them an inch, they will take a mile. They will keep growing, and eventually, not only will peace be unattainable, but war will be inevitable. The third lesson is why WWII ended: It ended because different groups joined together in solidarity. Taiwan, Japan, and the Indo-Pacific region are all directly subjected to China’s threats, so we hope to be able to join together in cooperation. This is why we proposed the Four Pillars of Peace action plan. First, we will strengthen our national defense. Second, we will strengthen economic resilience. Third is standing shoulder to shoulder with the democratic community to demonstrate the strength of deterrence. Fourth is that as long as China treats Taiwan with parity and dignity, Taiwan is willing to conduct exchanges and cooperate with China, and seek peace and mutual prosperity. These four pillars can help us avoid war and achieve peace. That is to say, Taiwan hopes to achieve peace through strength, prevent war by preparing for war, keeping war from happening and pursuing the goal of peace. Q: Regarding drones, everyone knows that recently, Taiwan has been actively researching, developing, and introducing drones. Why do you need to actively research, develop, and introduce new drones at this time? President Lai: This is for two purposes. The first is to meet national security needs. The second is to meet industrial development needs. Because Taiwan, Japan, and the Philippines are all part of the first island chain, and we are all democratic nations, we cannot be like an authoritarian country like China, which has an unlimited national defense budget. In this kind of situation, island nations such as Taiwan, Japan, and the Philippines should leverage their own technologies to develop national defense methods that are asymmetric and utilize unmanned vehicles. In particular, from the Russo-Ukrainian War, we see that Ukraine has successfully utilized unmanned vehicles to protect itself and prevent Russia from unlimited invasion. In other words, the Russo-Ukrainian War has already proven the importance of drones. Therefore, the first purpose of developing drones is based on national security needs. Second, the world has already entered the era of smart technology. Whether generative, agentic, or physical, AI will continue to develop. In the future, cars and ships will also evolve into unmanned vehicles and unmanned boats, and there will be unmanned factories. Drones will even be able to assist with postal deliveries, or services like Uber, Uber Eats, and foodpanda, or agricultural irrigation and pesticide spraying. Therefore, in the future era of comprehensive smart technology, developing unmanned vehicles is a necessity. Taiwan, based on industrial needs, is actively planning the development of drones and unmanned vehicles. I would like to take this opportunity to express Taiwan’s hope to collaborate with Japan in the unmanned vehicle industry. Just as we do in the semiconductor industry, where Japan has raw materials, equipment, and technology, and Taiwan has wafer manufacturing, our two countries can cooperate. Japan is a technological power, and Taiwan also has significant technological strengths. If Taiwan and Japan work together, we will not only be able to safeguard peace and stability in the Taiwan Strait and security in the Indo-Pacific region, but it will also be very helpful for the industrial development of both countries. Q: The drones you just described probably include examples from the Russo-Ukrainian War. Taiwan and China are separated by the Taiwan Strait. Do our drones need to have cross-sea flight capabilities? President Lai: Taiwan does not intend to counterattack the mainland, and does not intend to invade any country. Taiwan’s drones are meant to protect our own nation and territory. Q: Former President Biden previously stated that US forces would assist Taiwan’s defense in the event of an attack. President Trump, however, has yet to clearly state that the US would help defend Taiwan. Do you think that in such an event, the US would help defend Taiwan? Or is Taiwan now trying to persuade the US? President Lai: Former President Biden and President Trump have answered questions from reporters. Although their responses were different, strong cooperation with Taiwan under the Biden administration has continued under the Trump administration; there has been no change. During President Trump’s first term, cooperation with Taiwan was broader and deeper compared to former President Barack Obama’s terms. After former President Biden took office, cooperation with Taiwan increased compared to President Trump’s first term. Now, during President Trump’s second term, cooperation with Taiwan is even greater than under former President Biden. Taiwan-US cooperation continues to grow stronger, and has not changed just because President Trump and former President Biden gave different responses to reporters. Furthermore, the Trump administration publicly stated that in the future, the US will shift its strategic focus from Europe to the Indo-Pacific. The US secretary of defense even publicly stated that the primary mission of the US is to prevent China from invading Taiwan, maintain stability in the Indo-Pacific, and thus maintain world peace. There is a saying in Taiwan that goes, “Help comes most to those who help themselves.” Before asking friends and allies for assistance in facing threats from China, Taiwan must first be determined and prepared to defend itself. This is Taiwan’s principle, and we are working in this direction, making all the necessary preparations to safeguard the nation. Q: I would like to ask you a question about Taiwan-Japan relations. After the Great East Japan Earthquake in 2011, you made an appeal to give Japan a great deal of assistance and care. In particular, you visited Sendai to offer condolences. Later, you also expressed condolences and concern after the earthquakes in Aomori and Kumamoto. What are your expectations for future Taiwan-Japan exchanges and development? President Lai: I come from Tainan, and my constituency is in Tainan. Tainan has very deep ties with Japan, and of course, Taiwan also has deep ties with Japan. However, among Taiwan’s 22 counties and cities, Tainan has the deepest relationship with Japan. I sincerely hope that both of you and your teams will have an opportunity to visit Tainan. I will introduce Tainan’s scenery, including architecture from the era of Japanese rule, Tainan’s cuisine, and unique aspects of Tainan society, and you can also see lifestyles and culture from the Showa era.  The Wushantou Reservoir in Tainan was completed by engineer Mr. Hatta Yoichi from Kanazawa, Japan and the team he led to Tainan after he graduated from then-Tokyo Imperial University. It has nearly a century of history and is still in use today. This reservoir, along with the 16,000-km-long Chianan Canal, transformed the 150,000-hectare Chianan Plain into Taiwan’s premier rice-growing area. It was that foundation in agriculture that enabled Taiwan to develop industry and the technology sector of today. The reservoir continues to supply water to Tainan Science Park. It is used by residents of Tainan, the agricultural sector, and industry, and even the technology sector in Xinshi Industrial Park, as well as Taiwan Semiconductor Manufacturing Company. Because of this, the people of Tainan are deeply grateful for Mr. Hatta and very friendly toward the people of Japan. A major earthquake, the largest in 50 years, struck Tainan on February 6, 2016, resulting in significant casualties. As mayor of Tainan at the time, I was extremely grateful to then-Prime Minister Abe, who sent five Japanese officials to the disaster site in Tainan the day after the earthquake. They were very thoughtful and asked what kind of assistance we needed from the Japanese government. They offered to provide help based on what we needed. I was deeply moved, as former Prime Minister Abe showed such care, going beyond the formality of just sending supplies that we may or may not have actually needed. Instead, the officials asked what we needed and then provided assistance based on those needs, which really moved me. Similarly, when the Great East Japan Earthquake of 2011 or the later Kumamoto earthquakes struck, the people of Tainan, under my leadership, naturally and dutifully expressed their support. Even earlier, when central Taiwan was hit by a major earthquake in 1999, Japan was the first country to deploy a rescue team to the disaster area. On February 6, 2018, after a major earthquake in Hualien, former Prime Minister Abe appeared in a video holding up a message of encouragement he had written in calligraphy saying “Remain strong, Taiwan.” All of Taiwan was deeply moved. Over the years, Taiwan and Japan have supported each other when earthquakes struck, and have forged bonds that are family-like, not just neighborly. This is truly valuable. In the future, I hope Taiwan and Japan can be like brothers, and that the peoples of Taiwan and Japan can treat one another like family. If Taiwan has a problem, then Japan has a problem; if Japan has a problem, then Taiwan has a problem. By caring for and helping each other, we can face various challenges and difficulties, and pursue a brighter future. Q: President Lai, you just used the phrase “If Taiwan has a problem, then Japan has a problem.” In the event that China attempts to invade Taiwan by force, what kind of response measures would you hope the US military and Japan’s Self-Defense Forces take? President Lai: As I just mentioned, annexing Taiwan is only China’s first step. Its ultimate objective is to change the rules-based international order. That being the case, China’s threats are an international problem. So, I would very much hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war – prevention, after all, is more important than cure.

  • MIL-OSI Africa: Children’s lives ‘turned upside down’ by wars across Middle East, North Africa, warns the United Nations Children’s Fund (UNICEF)

    Alarmingly, 110 million children in the region live in countries affected by war, with homes, schools and health facilities damaged or destroyed in fighting.

    “A child’s life is being turned upside down the equivalent of every five seconds due to the conflicts in the region,” said Edouard Beigbeder, UNICEF Regional Director for the Middle East and North Africa, on Tuesday.

    UNICEF estimates indicate that 45 million children across the region will require humanitarian assistance in 2025, a 41 per cent increase since 2020.  

    Funding shortfalls  

    However, funding gaps are affecting vital programmes across the region.

    For instance, as of May, Syria faced a 78 per cent funding gap and the State of Palestine a 68 per cent gap for their 2025 appeals. UNICEF’s regional programmes are also under increasing financial strain.

    The outlook for 2026 also remains bleak, UNICEF said, noting that its funding for Middle East and North Africa is projected to decline by 20 to 25 per cent, potentially resulting in shortfalls of up to $370 million.

    Conflicts must stop  

    This would jeopardize lifesaving programmes across the region, including treatment for severe malnutrition, safe water production in conflict zones and vaccinations against deadly diseases.

    “As the plight of children in the region worsens, the resources to respond are becoming sparser,” said Mr. Beigbeder.

    “Conflicts must stop. International advocacy to resolve these crises must intensify. And support for vulnerable children must increase, not decline.”
