On National Children’s Day, Amnesty’s Children’s Human Rights Network called for the UK to scrap the controversial Prevent duty. They took their message directly to delegates at the Education World Forum, a prestigious gathering of global education ministers, hosted by the Department of Education.
Members of the network held signs saying “No “Prevent” duty in our Schools”, “Students not Suspects”, “Teachers not Spies” and more, and gave out information to show how Prevent violates people’s rights in the UK and negatively impacts children’s education.
The UN has called for the suspension of Prevent and has recognised its role in human rights violations [1].
Amnesty’s research has shown that 93% of people reported to the “Prevent” duty do not meet the criteria for intervention, meaning they’re not at risk of being drawn into terrorism. Nevertheless 40% of people reported to the UK government’s “Prevent” duty are between 11-15 years old and 297 children under 10 have been reported to the UK government’s “Prevent” duty.
Amnesty’s research has found examples including 11-year-old Zain, who was referred by his school. During a fire drill, he said he hoped the school “burned down”. Zain had told the school the comment was a “joke” because he was “stressed with the homework” and school rules.
Ilyas Nagdee, Amnesty International UK’s Racial Justice Director, said: “The Prevent Duty is a dangerously broken system and is having a chilling effect on the lives and freedoms of thousands of innocent children. Under 15-year-olds make up over 40% of those reported which can severely impact their lives and futures. Yet in the vast majority of cases they don’t meet the criteria for intervention.
One of the key issues is the distrust Prevents builds from students with the very teachers and staff they should be able to go to for care and guidance. Moreover, it causes many self-censor out of fear of being reported. This includes modifying their behaviour, refraining from joining campaigning groups and attending protests or expressing their religious and political views.
The Government should listen to the UN and recognise that the Prevent Duty is a human rights violation and suspend it immediately.”

On Monday night, Parliament and Council negotiators reached an agreement on a financial aid package for Egypt worth up to €4 billion in loans.
Representatives from Parliament and the Polish presidency of the Council have secured a provisional agreement on providing Egypt with macro-financial assistance (MFA) to support its economy.
The MFA is worth up to €5 billion in the form of loans. A short-term loan of up to €1 billion was already disbursed at the end of 2024. An additional loan of up to €4 billion will now be disbursed. Egypt will have 35 years to repay the loans.
The release of the funds is subject to Egypt’s satisfactory implementation of the International Monetary Fund (IMF) programme and other policy measures to be agreed in a memorandum between the EU and the Egyptian authorities.
In a yearly report to Parliament and Council, the Commission will examine the progress made, assess Egypt’s economic prospects and evaluate the loans’ impact on the economic and fiscal situation. The Commission will also evaluate steps taken to shore up democratic mechanisms and the rule of law and to protect human rights in the country.

BEIJING, May 20 — China renovated 280,000 old residential communities from 2019 to 2024, benefiting more than 120 million people, Vice Minister of Housing and Urban-Rural Development Qin Haixiang said Tuesday.
The nationwide program has benefited 48 million households, Qin said at a State Council Information Office press conference on a set of guidelines regarding the country’s urban renewal efforts.
The renovation program has upgraded 360,000 km of aging pipelines, added 3.87 million parking spaces, and constructed 78,000 community service facilities for elderly care and childcare, according to official data.
Local authorities have focused on addressing residents’ most pressing concerns. They also implemented energy-efficiency renovations covering 446 million square meters of residential buildings nationwide.
Regions across China have also prioritized installing elevators in existing residential buildings as a key livelihood project. This initiative has particularly benefited the elderly and mobility-impaired.
“This allows elderly people with mobility difficulties and trouble navigating stairs to now conveniently go downstairs to enjoy sunshine and chat with longtime neighbors,” Qin said. “This benefits their physical and mental health and has been widely welcomed by the communities.”
By the end of 2024, China’s urbanization rate reached 67 percent, with 940 million people living in urban areas, according to official data. It serves as a reference for the future design of new public housing estates and the improvement works of existing estates to create a more comfortable and inclusive estate environment.

CHARLOTTE, N.C. – Alicia England, 32, of Chattanooga, Tennessee, appeared before U.S. Magistrate Judge Susan C. Rodriguez and pleaded guilty today to wire fraud and aggravated identity theft for orchestrating a scheme involving fraudulent deed transfers and sales of properties in North Carolina and elsewhere, announced Russ Ferguson, U.S. Attorney for the Western District of North Carolina.
Jason Byrnes, Special Agent in Charge of the United States Secret Service, Charlotte Field Office, joins U.S. Attorney Ferguson in making today’s announcement.
According to filed plea documents and today’s court hearing, from October 2022 to August 2024, England engaged in a wire fraud scheme involving, among other things, the filing of bogus deeds for residential real estate in North Carolina and other states, and the misuse of property owners’ personal identifying information (PII). As part of the scheme, England caused bogus deeds to be filed for certain properties, and then sold, and attempted to sell, those properties to third parties. England’s fraudulent scheme involved at least 19 properties worth over $1.4 million.
As England admitted in court today, the defendant stole the identities of various living and deceased individuals and used those identities and PII to open bank accounts, file fraudulent deeds, and enter into real estate sales for properties she did not actually own. For example, England utilized falsified trust documents in the name of VGR, a deceased individual. England admitted to causing the electronic filing of fraudulent quitclaim deeds purporting to transfer multiple real estate parcels from identity theft victims to the VGR Trust. After the fraudulent quitclaim deeds were filed, England advertised those properties for sale, including through online marketplaces, like Facebook Marketplace. England then negotiated the sales of the properties with interested buyers and arranged for the proceeds of the sales to be wired to bank accounts she controlled, including accounts in her own name, the VGR Trust, and in the names of other identity theft victims.
England pleaded guilty to wire fraud which carries a maximum prison sentence of 20 years, and aggravated identity theft, which carries a mandatory two-year prison sentence consecutive to any other term of imprisonment imposed. England was released on bond following the plea hearing. A sentencing date has not been set.
In making today’s announcement, U.S. Attorney Ferguson thanked the U.S. Secret Service for the investigation of this case and the Charlotte Mecklenburg Police Department for its assistance.

Defendant preyed on juvenile as well as young adults to support his expensive lifestyle of luxury cars, multiple apartments, travel, and luxury goods
Tacoma – A 35-year-old Washington State man was sentenced today in U.S. District Court in Tacoma to 11 years in prison for sex trafficking of a minor, announced Acting U.S. Attorney Teal Luthy Miller. Dominique Terrel Gonzales used residences in Seattle, Portland, and Vancouver, Washington, as well as different short-term rental homes on the East Coast, during the period when he preyed on young women, forcing them into prostitution. Gonzales has been in federal custody since his arrest for illegal firearms possession in August 2020.
At today’s sentencing hearing U.S. District Judge Benjamin H. Settle said, Gonzales “engaged in monstrous activity that profoundly affected a number of people. In many ways, your victims have lifetime sentences as a result of the harm you’ve caused. It is hard to overstate the human suffering and damage . . . The victims in this case go beyond those that you abused. You can see how profoundly your actions have affected their families.”
“For years this defendant used violence, threats, and emotional coercion to force vulnerable young women into having sex with strangers and giving their earnings to him,” said Acting U.S. Attorney Miller. “He preyed upon teenagers and young women who were insecure and estranged from their families. To maintain control over his victims, Gonzales physically beat them, verbally assaulted them, and forced them to install tracking programs on their cellphones so that he could follow their every move. He used whatever means necessary to ensure that his victims engaged in prostitution to fund his luxurious lifestyle.”
“Today’s sentence holds the defendant accountable for the criminal conduct he perpetrated for years within the Western District of Washington,” said Assistant Attorney General Harmeet K. Dhillon of the Justice Department’s Civil Rights Division. “Predators who target and coerce the vulnerable face appropriately serious sanctions under federal law, and the Justice Department will continue to seek significant sentences to vindicate the rights of human trafficking victims.”
Law enforcement in Idaho, Southwest Washington, and Seattle investigated the case. According to records in the case, in August 2020, Gonzales trafficked a juvenile female causing her to engage in commercial sex acts. Gonzales transported the girl across state lines to Portland, Oregon, for her to engage in commercial sex acts.
The investigation revealed that between 2016 and 2019, Gonzalez also forced four adult women to work for him as prostitutes – using force, fraud, and coercion to make them do his bidding. One of the victims was lured from her home in Idaho and then forced to engage in prostitution. Many of the victims met Gonzales through online dating aps. After he lured them in promising a relationship, he put them to work doing sex acts with strangers. Gonzales arranged the “dates” and forced the women to turn over any money they earned. He used violence and threats of violence to keep the victims working for him.
At the time of his arrest, Gonzales illegally possessed a Desert Eagle 9mm semi-automatic pistol and ammunition. Three felony convictions prohibit him from possessing firearms: Two counts of second-degree assault (domestic violence) from August 2014 in King County Superior Court and one count of unlawful imprisonment – domestic violence, from the same incident.
In asking for a 12-year prison sentence and 15 years of supervised release prosecutors wrote to the court, “The facts make clear that Gonzales is a manipulative, violent predator who targets vulnerable women to work for him in prostitution and then brutally beats them to keep them under his control….. Despite being prohibited from doing so, Gonzales possessed firearms and used them to threaten and frighten his victims. As a result of their victimization, all five victims have suffered significant trauma – trauma that they were forced to revisit during the course of this prosecution.”
“Today’s sentencing is a powerful reminder that those who prey on vulnerable children through violence and exploitation will be held fully accountable,” said ICE Homeland Security Investigations Seattle Acting Special Agent in Charge Matthew Murphy. “This individual used force and coercion to rob a minor of their freedom and dignity, and justice has now been served. This outcome was made possible through the unwavering collaboration with our law enforcement partners across multiple jurisdictions, whose dedication and coordination were vital to this investigation. We remain steadfast in our commitment to protecting victims, dismantling trafficking networks, and ensuring that those responsible face the full weight of the law.”
Judge Settle ordered that Gonzales be on supervised release for 15 years following his prison term. Restitution for the victims will be determined at a hearing in August 2025.
The case was investigated by Homeland Security Investigations with assistance from the Bureau of Alcohol, Tobacco, Firearms & Explosives (ATF), Olympia Police Department, Vancouver Police Department, Idaho State Police, Ada County (Idaho) Sheriff’s Office, U.S. Department of Agriculture-Office of Inspector General (USDA-OIG), and the Department of Homeland Security’s Center for Countering Human Trafficking.

And I say so for this reason, that investigation all over the world is domain of the executive, adjudication thereof is the domain of judiciary. I wonder, as Chairman Rajya Sabha, having examined the scenario which obtains in the country for removal of a judge………the committee can be legitimately constituted only either by the Speaker or the Chairman, as the case may be, when requisite number of members of Parliament come with a resolution to remove the judge. Now just imagine how much labor has gone to Chief Justices of two high courts. In one high court, the coverage area is two states and a union territory. They involved with an inquiry which does not have any constitutional premise or legal sanctity but most importantly it will be in consequential. The inquiry report may be sent to anyone under a mechanism evolved by the court on the administrative side. Can in this country we afford to invest so much time at the cost of administrative work of the chief justice of High Court? A judicial work of the High Court? And I still wonder, while investigating, or so-called investigation, the Three Judge Committee recovered electronic equipments from people. This is a serious issue. How can this be done? All I am suggesting to you is, with that caveat, I’m a foot soldier of judiciary. We have to set highest standards, exemplary standards indicating adherence to rule of law”.

I can never envisage that I will do anything which in the remotest form will compromise dignity of judiciary. I started with that, protocol. But all I say is that when it comes to national interest, we cannot divide into compartments, insiders or outsiders. We all are united in nurturing constitutional sense and spirit. I am the one who held the fort that because of legacy issues mechanism evolved by a judgement in early 90s. The present Supreme Court did what it could to the maximum extent. But time has come now for revisitation because the scenario is indeed one. for which every person in the country is waiting. They want nothing but absolute truth to come out”, he added.

How come criminal justice system was not operationalised as it would have done for every other individual? Even with respect to the Hon’ble President and the Governor, only the two functionaries. The coverage of immunity is only while they hold the office. And therefore, being integral part of this institution, that has defined what we are today and that defines what our democracy is today. This issue for which people are waiting with bated breath, the money trail, its source, its purpose, did it pollute the judicial system? Who are the bigger sharks. We need to find out. Already two months have gone by, and no one knows better than people before me. Investigation is required to be with expedition. So is the case with the registration of an FIR. I do hope and believe that the Supreme Court acted the very best so far because it had a legacy issue of judgments imparted in 90s. But now is the time to take a call. Partly the confidence has been restored by Justice Khanna. When you put in public domain documentation which people thought will never be shown to them. That was a big step by him to project accountability and transparency. If democratic values have to prosper, I am sure this is a test case. There must be swift investigation by those concerned with investigation. We must use scientific material. People in the front line particularly know, not many things are happening. And these days, tough times. Most guarded secret is an open secret on the street. Everyone knows it. Names are floating. Several reputations have become fragile. People think the system has really suffered something like a great challenge. The system will get purified. It will get image makeover once the culprits are brought to book and not for a moment I am indicating anyone as a culprit. Everyone is innocent till proved otherwise.”

On Saturday, May 17, the Polytechnic Park was a celebration: excursions, master classes, car and motorcycle rides, songs, dances, a fashion show. All this and much more was included in the program of the family festival “Lepota Day”, which has become traditional for our university thanks to successful start last year.
The celebration for the Polytechnic University employees, their families and friends was organized by various departments of the university. They prepared several entertainment zones related to the main areas of “Lepota” – a project that has been implemented at the Polytechnic University for several years and affects various aspects of the life of the university community. These are health, sports, cultural development, care for the environment, emotional well-being, career and more.
We are glad that the family festival “Lepota Day” is already becoming a tradition and attracts the attention of not only guests, but also participants: this year, several initiative units, knowing about the successful experience of last year, themselves asked to include them in the program. Our festival is becoming larger and more diverse, everyone will find something to their liking. I am sure that such a warm family event not only unites polytechnics and introduces their children to the best university from the inside, but also performs the most important function of forming the corporate culture and ecosystem of “Lepota”, – emphasized the head of the SPbPU Public Relations Department Marianna Dyakova.
During the celebration, everyone was able to choose an activity to their liking. Participants enthusiastically painted the Polytechnic logo – a large letter “P”: they left warm wishes, confessed their love for their native university, and drew everything that came to mind.
Together with the guides of the SPbPU History Museum, the university staff and guests learned about the students’ exploits during the Great Patriotic War and how the university worked during the difficult period. We attend the family festival every year, and I can say that it has already become our tradition. We came to the celebration with the whole family: my wife Tatyana, four-year-old daughter Arina and eight-year-old son Artem. Despite being busy and having a busy work schedule, we wanted to relax and spend the weekend together. The children took part in the chemistry show with great pleasure, built a house for a squirrel and made things out of plasticine. The master classes were also very much enjoyed by ten-year-old Sasha and eight-year-old Alena. They came to the party together with their grandmother Elena Druzhinina, a 1985 Polytechnic graduate.
I studied technical cybernetics, my husband graduated from the mechanical engineering department, and my daughter is also a graduate of the mechanical engineering department. You could say that the Polytechnic is our destiny! We had very friendly groups, and even formed several married couples. Every year we get together with classmates, attend various university events. Lead programmer of the IT Department Artem Prokofiev came to the festival with a Spitz named Loki: Loki has many costumes, we chose the most beautiful one for the show. My dog is very demanding and cunning by nature. If he doesn’t like something, it immediately becomes noticeable.
Through an exciting game and casual conversation, the Center for Career Guidance and Pre-University Training helped polytechnic students and their friends determine their interests, find a suitable area for development, and draw up a plan for mastering a specialty.
For fans of active recreation, the skateboarding community organized a master class on basic tricks, a relay race with prizes, and a mass race around the site. There was also a master class dedicated to the technique of Nordic walking.
Popular songs of the Russian stage were performed by the participants of the project “Star of Polytechnic”. This is an annual competition that gives students the opportunity to gain fame and develop themselves creatively. The finalists and participants of the project become welcome guests at events of various levels. In the Polytechnic Park, they delighted guests with modern compositions and hits of the Soviet era.
I love the Polytechnic University and the people who work here. I have worked at the Polytechnic all my life, my eldest son is a polytechnician. I came to the festival with my youngest son Egor. He enjoyed playing table tennis, he liked the retro cars. The podium show was great! Major progress has been made in delivering a more efficient and adaptable regulatory framework for clinical trials, the Chief Executive of the Medicines and Healthcare products Regulatory Agency (MHRA) has reflected on International Clinical Trials Day.
New regulations – which represent the most significant update to the UK clinical trials landscape in 20 years – are designed to put participants firmly at the centre of how trials are run, while supporting faster, more streamlined approvals, making it easier to test new treatments in the UK.
I’ve experienced first-hand the life-changing impact clinical research can have on patients and their families. This, combined with the benefits it brings to the economy, is why it’s so important we ensure the UK is one the most attractive places in the world to conduct trials.
The UK is already a research powerhouse driven by innovation, with one in eight trials in the UK testing treatments in humans for the first time.
But we want to go further. Last month, we began implementing the most significant update to UK clinical trials regulation in over two decades. These reforms will address the research sector’s need for a more risk-proportionate regulatory framework for clinical trials and will help get cutting-edge new treatments to the NHS as quickly as possible.
The progress the MHRA has made in the two years since I published my review has been remarkable. Despite its global reputation for excellence, by 2023 trial approval set up times had slipped badly.
The MHRA is now delivering consistently good approval times while introducing further reforms to add speed and flexibility to the process.
With a clear mandate from the Prime Minister to reduce trial set up times to 150 days – which would be genuinely world-leading – the MHRA is once again taking a global lead.
I am delighted with the progress the MHRA has made to deliver an efficient and coordinated regulatory process for clinical trials.
Innovation in clinical trials is much needed if we are to find better ways to prevent and treat the growing burden of common and life-threatening diseases. The UK can be in pole position to lead the charge, and regulatory enlightenment is a key part of this journey.
Developed in partnership with the Health Research Authority (HRA), and shaped by feedback from patients, researchers, doctors, and industry, the new regulations will take full effect from April 2026, following the 12-month implementation period.
To ensure these substantial reforms are phased in effectively, the MHRA and Health Research Authority (HRA) will be producing updated guidance. Already, the MHRA and HRA have launched a pilot Inclusion and Diversity Plan. Shaped by input from over 300 researchers, it offers practical guidance to help sponsors design more representative studies, to ensure that trials represent the populations they are designed to treat.
In the meantime, the MHRA has embedded improvements in processing clinical trial applications into standard working practice, with 100% of clinical trials and investigations applications having been handled within statutory timescales since September 2023.
Combined Review approval time with the Health Research Authority is now at 60 days or less for all trials, with an average time for Combined Review determination (including questions raised) of 40 days in March 2025.
Beginning on International Clinical Trials Day, the MHRA is launching a six-week consultation on the use of real-world data for external control arms of clinical trials, which has the potential to help accelerate the approval of treatments, especially in cases when randomised controlled trials may not be ethical or feasible. It is another example of the work the MHRA is doing to support the set-up of innovative trials.
Real-world data refers to information that is collected from patients during the course of their normal clinical care. Data can include electronic health records (EHR), disease and patient registries, and patient reported outcomes (PRO) data, alongside data from other sources. Once this data is analysed, the information is referred to as real-world evidence (RWE).
The new guidance is for those planning a clinical trial which may include a real-world data external control arm with the intention of using the trial to support a regulatory decision on a medical product. This means that a control arm of the study would use data from patients not part of a specific clinical trial.

The Lord O’Shaughnessy review into UK commercial clinical trials made 27 recommendations where action should be taken by the government and delivery partners, including the Medicines and Healthcare products Regulatory Agency (MHRA), to address key challenges and transform the commercial clinical trials environment. Professionals from a range of organisations across the Black Country came together to develop their knowledge and skills in relation to hoarding behaviours, share best practice and hear from people who exhibit hoarding behaviours and their experiences.
Ian Porter, a Psychologist and Coordinator of the Northwest Hoarders Helping Hoarders Network, led the day, discussing what hoarding is and isn’t, the factors that professionals face when working with people with hoarding behaviours, and support groups and why they are needed.
The Sandwell Hoarding Improvement Programme provided an overview of its work and the conference also included workshops that focus on mental health, stigma and trauma, there was a question and answer session with people with lived experience and an extract from ‘Landfill of Memories’, an autobiographical performance about hoarding performed by Susana Amato.
Councillor Paula Brookfield, the City of Wolverhampton Council’s Cabinet Member for Adults, said: “A hoarding disorder is where someone acquires an excessive number of items, often of little or no monetary value, and stores them in a chaotic manner, usually leading to unmanageable amounts of clutter.
“It can be a significant problem if this clutter interferes with everyday living – for example, the person is unable to use or access their kitchen, bathroom or other rooms in their house – or if the clutter is causing significant distress or negatively affecting the quality of life of the person or their family.
“Across the Black Country, we are committed to working closely together as organisations and with people who have experienced hoarding behaviours to develop suitable support services.
“We want to listen to and hear the voices of people with experience of hoarding so that we can craft solutions that work, and do not further traumatise or stigmatise people.”

Inspectors visited last month and, in their report published recently, found an ‘inclusive school’ which has ‘high ambitions for everyone’. Pupils are supported to do their best and to feel happy, secure and successful.
Pupils ‘make strong progress with their learning and achieve very well’, with the school giving pupils a ‘healthy outlook on education and life’ and its 8 values being woven into school life and building pupils’ feelings of self worth.
Staff also help pupils to see the merit of daily acts of kindness, with pupils demonstrating ‘positive and respectful behaviour’.
East Park ‘benefits from high quality leadership’ which is ‘well informed about what it does well and where to target further attention’.
Phonics teaching is ‘delivered extremely well’, with staff demonstrating ‘strong subject knowledge that is refreshed regularly with additional training’. The school is quick to act, with success, if pupils need help to catch up.
Across the curriculum, the school has identified key subject knowledge and set this out in logical sequences, which helps pupils to connect new knowledge with earlier learning.
It also uses ‘effective methods’ to promote reading and other learning at home, and has a ‘constructive partnership with parents and carers’. Consequently, pupils ‘are well prepared for secondary school’.
Pupils with special educational needs or disabilities receive ‘carefully tailored support’, with staff ensuring ‘all pupils access an ambitious curriculum that enables them to make strong progress’.
The school is described as ‘a safe place where staff put children’s safety and interests first’, with many before and after school clubs offering pupils a wide range of different activities, enhancing classroom learning and introducing pupils to new things.
Meanwhile, the Manor Multi Academy Trust has ‘highly effective and robust systems’ for gathering and checking information about the school’s work. Senior leaders have thought carefully about the decisions they make, including the professional development of staff. Staff ‘value this and feel supported and guided in their work’.
Inspectors concluded that East Park Academy has taken effective action to maintain the standards identified at its last inspection in 2019, which saw the school rated Outstanding.
Associate Headteacher Alan Rogers said: “We are proud to serve this community and deeply proud of everything reflected in the report.
“It stands as a testament to the dedication and hard work of the staff, families and children of East Park. We are excited to lead the school into its next chapter and to contribute to the continued momentum and progress in education across Wolverhampton.”
Councillor Jacqui Coogan, the City of Wolverhampton Council’s Cabinet Member for Children, Young People and Education, said: “This is an outstanding report which demonstrates the great lengths that East Park Academy goes to in order to give its pupils an excellent and enjoyable education. I would like to congratulate everyone at the school on their continuing success.”

China’s market-based benchmark lending rates declined on Tuesday in the latest sign that the authorities are ramping up efforts to bolster economic momentum.
The one-year loan prime rate (LPR) went down to 3 percent from the previous reading of 3.1 percent, while the over-five-year LPR, on which many lenders base their mortgage rates, was lowered to 3.5 percent from 3.6 percent, according to the National Interbank Funding Center.
Tuesday’s LPR decline — the first this year — is expected to further reduce the borrowing costs of businesses and individuals, improve market confidence, and support the steady growth of the real economy.
Analysts said the lowered interest rates sent a clear signal that China is resolved to stabilize the market and expectations amid global uncertainties.
LPRs are used to price a wide range of lending rates, from consumer loans to business loans and mortgages. Lower rates will ease the burden on borrowers, leading to more investment and consumption.
For a standard commercial housing loan of 1 million yuan (nearly 140,000 U.S. dollars) over 30 years, the latest LPR adjustment could save borrowers over 50 yuan in monthly interest payments, translating into nearly 20,000 yuan in total interest savings over the life of the loan.
The lowering of the LPR was widely anticipated by the market. At a press conference on May 7, Pan Gongsheng, the governor of the People’s Bank of China, announced a 0.1-percentage point cut in the policy rate. The following day, the central bank reduced the seven-day reverse repo rate to 1.4 percent, paving the way for the subsequent decline in the LPR.
The falling interest rates came as part of China’s efforts to implement a moderately loose monetary policy this year. Authorities have on multiple occasions pledged timely cuts in the reserve requirement ratios and interest rates to maintain sufficient liquidity and support the economy.
In April, the average weighted interest rate on newly issued corporate loans stood at about 3.2 percent, down 50 basis points from a year earlier. Meanwhile, the average rate on new residential mortgages dropped to around 3.1 percent, a 55-basis-point decline. Both rates marked historic lows.
The downward trend is mirrored on the deposit side as well. Major commercial banks on Tuesday announced reductions in deposit interest rates. The one-year fixed-term deposit interest rate was lowered by 15 basis points to 0.95 percent. The rates also came to 1.05 percent for two years, 1.25 percent for three years, and 1.3 percent for five years.
Tian Xuan, president of the National Institute of Financial Research of Tsinghua University, said the reduction in both lending and deposit rates will stimulate demand for credit, drive consumption and investment, and inject new vitality into China’s economic recovery.
Official data showed the Chinese economy maintained stable development in the first four months of this year, with faster growth in retail sales of consumer goods, a robust service sector, resilient imports and exports, and steady fixed-asset investment and industrial output.

Unemployment and underemployment statistics for February – April 2025
Comparing February – April 2025 with January – March 2025, the unemployment rate (not seasonally adjusted) increased in many major economic sectors, with more distinct increases observed in the construction sector, accommodation services sector, food and beverage service activities sector, and financing sector. Meanwhile, declines in the unemployment rates were seen in the information and communications sector; insurance sector; and arts, entertainment and recreation sector. As to the underemployment rate, increases were mainly seen in the construction sector and cleaning and similar activities sector.
Total employment decreased by around 15 600 from 3 692 700 in January – March 2025 to 3 677 100 in February – April 2025. Over the same period, the labour force also decreased by around 9 000 from 3 815 500 to 3 806 500.
The number of unemployed persons (not seasonally adjusted) increased by around 6 600 from 122 800 in January – March 2025 to 129 400 in February – April 2025. Over the same period, the number of underemployed persons also increased by around 4 900 from 42 700 to 47 600.
Commentary
Commenting on the latest unemployment figures, the Secretary for Labour and Welfare, Mr Chris Sun, said, “The seasonally adjusted unemployment rate increased by 0.2 percentage point from a low level in January – March 2025 to 3.4% in February – April 2025. The underemployment rate went up to 1.3%. The labour force and total employment decreased further to 3 806 500 and 3 677 100 respectively from the preceding three-month period.”
Looking ahead, Mr Chris Sun said, “Various industries in Hong Kong are undergoing a transitional period, and the trends of their unemployment rates may go upward or downward. However, the recent easing of trade tensions, the continued growth in the Mainland economy, the Government’s various measures to boost economic momentum and the continuous positive growth of the overall economy will provide support to the labour market.”
Mr Chris Sun said, “Although we see some recent closures of shops, there have also been openings of many new shops. As at end-2024, the number of companies registered in Hong Kong has reached a record high of 1.46 million, likely against emergence of new demands and new consumption trends. The recent successful organisation of a series of mega events in Hong Kong, coupled with the concerted efforts of the Government in tandem with different industries including tourism, catering, hospitality and retail, has led to a significant increase in the number of inbound visitors, which will bring about more opportunities to the labour market.”

The unemployment and underemployment statistics were compiled from the findings of the continuous General Household Survey.
In the survey, the definitions used in measuring unemployment and underemployment follow closely those recommended by the International Labour Organization. The employed population covers all employers, self-employed persons, employees (including full-time, part-time, casual workers, etc.) and unpaid family workers. Unemployed persons by industry (or occupation) are classified according to their previous industry (or occupation).
The survey for February – April 2025 covered a sample of some 26 000 households or 68 000 persons, selected in accordance with a scientifically designed sampling scheme to represent the population of Hong Kong. Labour force statistics compiled from this sample represented the situation in the moving three-month period of February to April 2025.
Data on labour force characteristics were obtained from the survey by interviewing each member aged 15 or over in the sampled households.

Over the 10 years of implementing the capital repair program for the housing stock, specialists from the Moscow city services complex have put 172 buildings in the historical district of Zamoskvorechye in order. Here you can find both buildings from the early 20th century and modern typical buildings.
In 2023, major repairs were carried out in house 21, building 1 on Malaya Pionerskaya Street. This four-story L-shaped building was built in 1914 according to the design of architect Andrei Khomko, who built many apartment buildings in the capital. Its main façade is flanked by two trapezoid bay windows, which end with balconies, and is highlighted by decorative pediments and pilasters. The windows are decorated with window sills and keystones, and the first floor is decorated with rustication. The courtyard façade is decorated with a risalit with an arched end.
During the major repairs, specialists restored the facade. They cleared and repaired the plaster layer, locally repaired the brickwork, sealed the seams and applied antifungal protection. Then they put the rustication in order, restored the keystones, pilasters and panels and returned the building to its historical beige color.
In addition, the craftsmen updated the basement, drainpipes, repaired the entrance groups and installed modern double-glazed windows in the entrances. In conclusion, the specialists replaced the risers of the drainage, cold water supply and central heating.
In the same year, a six-story building at 4/12 Novokuznetskaya Street, Building 2, was put in order in Zamoskvorechye. The building was constructed in 1938 according to the design of architect Zinovy Rosenfeld in the style of Soviet neoclassicism. Its facades are distinguished by multi-component plasticity. The main one is highlighted horizontally by interfloor cornices, and the verticals of the loggias are united by niches and decorated with pilasters. The balcony slabs are supported by brackets. The facades of the retail premises on the first floor are decorated with stained glass and pilasters. A crowning cornice is located along the perimeter of the building.
Before the start of the major repairs, specialists selected modern domestic materials and technologies. At the first stage, they cleared the facade of old paint and dirt, knocked off peeling parts of the plaster layer and put in order the places of destruction, weathered seams and brickwork. Then they treated wet places with antifungal and antiseptic compounds, cleaned and carefully restored decorative elements, repaired interfloor belts, dentils, pilasters and brackets.
The walls and architectural elements were painted in historical colors of “ivory” and “beige chiffon”. In conclusion, specialists plastered the base of the house, replaced the drainpipes, repaired the entrance groups, balconies and loggias.
This year, a residential building constructed in the Soviet neoclassical style and located at 36 Bolshaya Tatarskaya Street will be transformed. The six-story building was erected in 1939 according to an individual project. Its facades are distinguished by complex plasticity and decorated with decorative elements. The main ones are highlighted by rustication at the level of the first and second floors and caissons at the level of the third to sixth. The second and third floors are separated by a wide belt with balconies decorated with decorative niches and brackets. The balconies above are distinguished by a semicircular shape. The central entrance group is decorated with columns, and the two side ones – with bas-relief, arched stepped platbands and capitals. Window openings, including those of the stairwell and elevator units, are framed with decorative platbands. On the courtyard facades there are double two-wing and three-wing windows, as well as rectangular balconies. The building is completed with a crowning cornice with decorative elements.
To restore the house, an individual project was developed, modern technologies and domestic materials were selected. A new electrical network has already been installed at the site and the roof has been put in order: the roof covering on the pitched roof has been replaced, the lathing has been repaired, all wooden structures have been treated with a fire-retardant composition and the optimal temperature and humidity conditions have been established using mineral wool slabs. Now the craftsmen are repairing the entrances: they are putting the floor in order, plastering and painting the walls, updating the geometry of the steps and handrails.
Next, specialists will clean and wash the facade. Wet areas will be treated with antifungal compounds, and all decorative elements will be put in order. Then the building will be plastered and painted in historical shades: the color “gray flannel” for the rusticated lower part and “beige natural rice” for the upper floors, entrance portals, panels and other elements. In addition, the craftsmen will put the balconies in order, replace the windows and tiles in the entrances and renovate the entrances to the building.

“Since 2010 alone, Moscow archaeologists have discovered more than 120,000 individual finds. The most ancient ones date back to the 12th–13th centuries, meaning they are the same age as our city. Last year, archaeological work was carried out at more than 200 sites with a total area of 15.4 thousand square meters — twice as much as in 2023. The excavations yielded a record number of finds — more than 13,000 individual items,” the Moscow Mayor shared.
In the new season, archaeologists will have no less work. They will examine more than 200 sites in the Tagansky, Presnensky, Basmanny, Zamoskvorechye, Khamovniki, Krasnopakhorsky, Bekasovo and Shcherbinka districts. The total area of excavations will be no less than five thousand square meters.
The archaeological work that began last year in Kitaygorodsky Proezd will continue on the site of one of the earthen bastions from the early 18th century and the buildings of the orphanage that were built here in the 19th century. Specialists will also work on Yauzskaya Street on the site of the 17th-century Semenovskaya Sloboda and the city estate, which housed the Yauzskaya Hospital in the second half of the 19th century, and on Timura Frunze Street on the site of the 17th-century Khamovnaya Sloboda, and on Soymonovsky Proezd on the site of the village of Semchinskoye from the 14th–17th centuries.
Excavations are being carried out in Maly Kislovsky Lane, Luzhnetsky Proezd and on Nikolskaya Street.
The new addresses include sites on Baumanskaya Street, Polyanka, Bolshaya Ordynka, Bolshaya Nikitskaya and Pyzhevsky Lane.
“By the way, at many excavations work continues in winter. Special greenhouses prevent the soil from freezing. So there are already the first finds of the current year, 2025 – more than 4.3 thousand artifacts. These are mainly fragments of ceramics and glass, but there are also individual finds. Among them is a red frame tile from the 16th century with a complex ornate ornament, found on the territory of the Chizhevsky courtyard on Nikolskaya Street. Each such tile is an important find that opens another window into the world of medieval art,” wrote Sergei Sobyanin.
Ceramic confectionery molds from the 19th century were found on Shlyuzovaya Embankment — these include flowers, cones, and probably bows. They were most likely used to make cookies or candies. Just like today, consumers in the 19th century appreciated the variety of desserts, thus stimulating the imagination of cooks.
Another interesting find from the Chizhevsky farmstead is a glazed ceramic dish from the 16th century, made in Turkey. The artifact is decorated with a floral pattern and a bouquet of blue flowers resembling carnations and, possibly, lavender sprigs. Such a dish is a striking example of trade relations between Russia and the East.
In Romanov Lane, at a depth of four meters inside the perimeter of a building that burned down many centuries ago, non-ferrous metal bells dating from the second half of the 16th to the beginning of the 17th century were found. Apparently, they were hidden either before Khan Devlet Giray’s invasion of Moscow in 1571, or before the Polish intervention of 1609. During the winter, restorers carefully cleaned the outer and inner surfaces of the bells, so now the bells have a wonderful exhibition appearance.
A cylindrical combination lock made of non-ferrous metal dating back to the second half of the 17th century was also found in Romanov Lane. A universal heated playing field is being installed at the Metallurg stadium. This was reported by the City Facilities Complex. It will be possible to play rugby and football there. A man has been charged with conspiracy to commit arson with intent to endanger life following a series of fires in north London.
Stanislav Carpiuc, 26 (15.07.98) of Romford, a Romanian national, [B] has been charged with –
Carpiuc is due to appear at Westminster Magistrates’ Court on Tuesday, 20 May at 10:00hrs.
The charge, which was authorised by the Crown Prosecution Service, relates to a period from Thursday, 17 April to Tuesday, 13 May this year, in which three incidents took place – a vehicle fire in NW5 on Thursday, 8 May, a fire at the entrance of a property in N7 on Sunday, 11 May and a fire at a residential address in NW5 in the early hours of Monday, 12 May.
All have connections with a high-profile public figure, and therefore officers from the Met’s Counter Terrorism Command led the investigation into the fires.
Carpiuc was arrested on Saturday, 17 May at London Luton Airport by counter terrorism officers from the Eastern Region Special Operations Unit.
He was held in police custody after a warrant of further detention was obtained.
As part of the same investigation, Roman Lavrynovych 21 (06.02.04), of Sydenham, a Ukrainian national [A] was charged with three counts of arson with intent to endanger life.
He appeared at Westminster Magistrates’ Court on 16 May and was remanded in custody to appear at the Old Bailey on 6 June
A 34-year-old [C] was arrested on Monday, 19 May, in the Chelsea area, SW3, on suspicion of conspiracy to commit arson with intent to endanger life.
He remains in police custody.

The Reserve Bank of Australia cut the official interest rate for the second time this year, as it lowered forecasts for Australian economic growth and pointed to increasing uncertainty in the world economy.
The bank lowered the cash rate target by 0.25%, from 4.1% to 3.85%, saying inflation is expected to remain in the target band.
All the big four banks swiftly passed the cut on to households with mortgages. This will save a household with a $500,000 loan about $80 a month.
Announcing the cut, the Reserve Bank stressed in its accompanying statement it stands ready to reduce rates again if the economic outlook deteriorates sharply.
The Board considered a severe downside scenario and noted that monetary policy is well placed to respond decisively to international developments if they were to have material implications for activity and inflation in Australia.
The latest Consumer Price Index showed that inflation remained around the middle of the Reserve Bank’s medium-term target band of 2-3% in the March quarter.
The Reserve Bank was also comforted by the underlying inflation measure called the “trimmed mean”. This measure excludes items with the largest price movements up or down.
The bank noted that it has returned to the 2–3% target band for the first time since 2021. This suggests inflation is not just temporarily low due to temporary factors such as the electricity price rebates.

In February, Reserve Bank Governor Michele Bullock conceded the bank had arguably been “late raising interest rates on the way up”. It did not want to be late on the way down.
Perhaps Bullock is being unduly modest. The central bank looks to have judged well the extent of monetary tightening. It did not raise interest rates as much as its peers, but still got inflation back to the target.
Last week, we got an update on the strength of the labour market. Unemployment stayed at 4.1%. It has now been around 4% since late 2023, a remarkable achievement.
This is below the 4.5% the Reserve Bank had regarded as the level consistent with steady inflation (in economic jargon, the NAIRU). But neither prices nor wages have accelerated.
In its updated forecasts, the bank sees headline inflation dropping to 2.1% by mid-year but going back to 3.0% by the end of the year, as the electricity subsidies are removed. By mid-2027, it will be back near the middle of the 2-3% target.
Underlying inflation is forecast to stay around the middle of the target band throughout.
The Reserve Bank cut its forecast for gross domestic product (GDP) to 2.1% by December, down from its previous forecast of 2.4% made in February. It said:
Economic policy uncertainty has increased sharply alongside recent global developments, and this is expected to prompt some households to increase their precautionary savings and some businesses to postpone some investment decisions.
The unemployment rate is expected to increase to 4.3% by the end of the year and remain there through 2026.
Cost of living pressures look set to ease, as real household disposable income grows faster than population.
As the Reserve Bank governor told a media conference on Tuesday:
There’s now a new set of challenges facing the economy, but with inflation declining and the unemployment rate relatively low, we’re well positioned to deal with them. The board remains prepared to take further action if that is required.
The main uncertainty in the global economy is how the trade war instigated by US President Donald Trump will play out. According to one count, he has announced new or revised tariff policies about 50 times.
“The outlook for the global economy has deteriorated since the February statement. This is due to the adverse impact on global growth from higher tariffs and widespread economic and policy unpredictability,” the bank noted.
The US tariff pauses on the highest rates on China and most other nations are due to be in place for 90 days. But more measures may be announced before then.
This uncertainty is likely to be stifling trade, and even more so investment decisions by companies in the face of rapidly changing policies. And it will weaken the global economy.
In her press conference, Bullock said the board’s judgement was that “global trade developments will overall be disinflationary for Australia”. Not only is the global outlook weaker, but some goods no longer being sold to the US could be diverted to Australia.
The Reserve Bank’s updated forecasts assume interest rates will fall further, to 3.4% by the end of the year.
But this is just a reflection of what financial markets are implying. It is not necessarily what the bank itself expects to do. It is certainty not a promise of what they will do.
But the Reserve Bank still regards its stance as “restrictive”, or weighing on growth. So if it continues to believe inflation will stay within the target band, or the global outlook deteriorates, it will cut rates further.

There was not a lot of cheer in the media reporting ahead of the 2025/6 Victorian budget released on Wednesday. Debt and deficits dominated the coverage.
All eyes turned to new treasurer, Jaclyn Symes, to see if in her first budget the Labor government was finally delivering some financial discipline.
That theme flowed into the press conference during the budget lockup, when journalists got to grill the treasurer about the budget papers. Symes copped a pasting. Journalists were clearly unhappy with what they had read and more unhappy about what they heard.
Yes, the operating side of the budget is projected to be back to a wafer thin A$600 million surplus. But that is almost $1 billion less than was promised when Symes delivered a budget update last December.
And all that infrastructure is to paid for by more borrowings, taking net debt to $167 billion, $10 billion more than it was last year.
And that was despite the government benefiting from a whopping $3.5 billion in GST grants from the Commonwealth, over $1 billion more than the previous year.
And it was despite a new fire and emergency services levy that is set to deliver an extra $600 million.
And it was also despite a 22% increase in fees and fines, and a $1.3 billion rise in unspecified government charges. And it is also based on banking $500 million of savings from an efficiency review led by former head of Premier and Cabinet Helen Silver, which won’t be finished until July at the earliest.
So where did that extra money go? Well, it paid for more than $6 billion of new services ($3 billion net of savings), and an extra $1.6 billion for new infrastructure, across all portfolios. This includes free public transport for seniors on weekends and free public transport for kids.
The big ticket item was health, which got an extra $2.5 billion. That came as a surprise given health copped a $1.5 billion cut in last year’s budget, after the government claimed the hospitals were still spending at pandemic levels and needed to rediscover efficiency.
That cut did not last long. Health services workers staged a short but effective campaign that forced the then new premier, Jacinta Allan, to buckle. The money was returned in December’s budget update.
The budget papers show the Victorian economy has been performing strongly post pandemic, with Victoria leading the nation in employment growth. The budget papers tip that strong performance will continue, despite the continued warnings that all that government debt will eventually force the economy to buckle.
The government argues rather than be criticised it should be applauded for a job well done.
It spent up big on infrastructure during the pandemic, which has delivered to the state remarkably strong economic performance. It also spent up big to protect Victorians from COVID.
It has a budget recovery plan and everything is on schedule. First employment had to grow, then we needed a cash surplus and now we have an operating surplus to add to it. Net debt in real terms will start to fall next year as the last step in a long-term plan.
It also points to the state’s balance sheet to highlight it has something to show for all that debt in the form of $437 billion in assets.
Victoria is not alone in running budget operating deficits during the pandemic. NSW and Queensland make happy bedfellows, but they are not as eye-catching because their levels of debt are much lower.
Victoria is also not alone as a state or provincial government that has a lot of debt. The Canadian provinces are also in that situation, with Quebec and Ontario leading the pack.
Then there are the German state governments. Their problem is not too much debt, but far too little, leaving them to grapple with not enough as well as crumbling infrastructure caused by a constitutional debt brake that is responsible for the mess, and which has recently been lifted.
Treasurer Symes delivered a budget that has disappointed those who wanted to see debt fall and for the government to at long last show some fiscal discipline. With the economy still doing quite nicely, and so many new announcements to glow in, Treasurer Symes will be quite happy to disappoint.
The political calculation here is simple: Victorians want services and aren’t worried if it is paid for by debt.
Whether that remains the case at next year’s state election due in November is another question. For this will have been Syme’s last real chance to have been more prudent, and just at that moment when the economy could have afforded it.
