    Chart 1: Policy rate kept unchanged at 4.5 percent

    Norges Bank is tasked with keeping inflation low and stable. The operational target is inflation of close to 2 percent over time. We are also mandated to help keep employment as high as possible and to promote economic stability. 

    When inflation surged three years ago, we raised the policy rate sharply and rapidly. The policy rate has been held at 4.5 percent for more than a year. Inflation has fallen markedly from the peak but is still above target. Unemployment has edged up in recent years, albeit from a low level.

    At yesterday’s monetary policy meeting, the Monetary Policy and Financial Stability Committee decided to keep the policy rate unchanged at 4.5 percent.

    There is uncertainty about future economic developments, but the Committee’s current assessment of the outlook implies that the policy rate will most likely be reduced in the course of 2025.

    We have not made new forecasts for this monetary policy meeting but have assessed new information about economic developments against the forecasts presented in March. I will now provide an account of these assessments, starting with international developments.

    The global economy is marked by uncertainty about future trade policies. The US has raised tariffs on a range of goods, and some countries have responded with counter-measures. Trade barriers are now more extensive, and the global growth outlook appears to be weaker than assumed in the March Monetary Policy Report. While higher tariffs alone could push up inflation, lower global growth could dampen inflation.

    Interest rate expectations have fallen internationally since March. Oil and gas prices and prices for a number of other commodities have fallen.

    Global trade uncertainty has led to large movements in financial markets. Major equity indices fell sharply at the beginning of April but have since largely been reversed. Increased market stress and the fall in oil prices coincided with the krone weakening somewhat.

    Tariffs have also risen for Norway. The US has imposed a tariff of 10 percent on many Norwegian goods and has announced an increase to 15 percent. The direct effect on growth in the Norwegian economy is likely limited, but global trade uncertainty could dampen activity.

    Chart 2: Registered unemployment is little changed

    So far, activity in the Norwegian economy has been broadly as expected. Activity in the primary housing market appears to have picked up a little recently but is still at a low level. House prices have been lower than projected. The employment rate is high, and employment is somewhat higher than expected. In recent months, registered unemployment has shown little change.

    Chart 3: Inflation is still above target

    Since the end of 2024, inflation in Norway has risen somewhat. In March, consumer price inflation fell to 2.6 percent. Inflation adjusted for tax changes and excluding energy products was stable at 3.4 percent. This was in line with our expectations. Overall inflation is primarily being driven by the rise in prices for food and services. The wage norm for manufacturing in 2025 is close to the Bank’s projection of overall annual wage growth. High growth in business costs is likely to stoke inflation ahead. Since the March Report, the krone has been weaker than expected. A weaker krone means higher prices for imported goods.

    In summary, our assessment is that a restrictive monetary policy is still needed to bring inflation down to target within a reasonable time horizon. If the policy rate is lowered prematurely, prices may continue to rise rapidly. On the other hand, an overly tight monetary policy could restrict the economy more than needed to bring inflation down to target.

    Since March, developments in the Norwegian economy have been broadly as expected. Trade barriers have, however, become more extensive, and there is uncertainty about future trade policies. This may pull the interest rate outlook in different directions. On the one hand, the global growth outlook appears to be weaker, and oil prices have fallen. Norway’s main trading partners are now expected to make more rate cuts than previously. On the other hand, the krone has weakened somewhat and been weaker than assumed.

    The uncertainty surrounding the outlook is greater than normal, and the future path of the policy rate will depend on economic developments. The Committee will have received more information ahead of its next monetary policy meeting in June when new forecasts will also be presented.

    And as these brave men and women leave their training in Britain…

    And head to the frontline of freedom…

    They are applauded by their British trainers.  

    I’ve seen this a couple of times now – it’s a really humbling sight.

    A sign of our support and solidary in their struggle…

    Pride and admiration at their courage.  

    Because in this country we know – this isn’t just a fight for freedom and democracy in Ukraine.

    No – it is a new, more dangerous era of history.

    A period of global instability…

    That fuels insecurity for working people here at home.

    The British people have already paid a price for Putin’s aggression in Ukraine, with rising bills and prices.

    Russia already menaces our security…

    They’ve launched cyber-attacks on our NHS.

    Spread disinformation online…

    And we cannot forget, just a few years ago – a chemical weapons attack on our streets in Salisbury.

    In broad daylight, in the heart of England.

    No – the battle lines in Ukraine are the front line for Western values.

    And the argument that defines this age is simple… 

    National security is economic security.

    And that is why we are boosting defence spending, with the largest sustained increase since the Cold War…

    An increase of £13.4bn year on year compared with where we are today. 

    Not just meeting our commitment to spend 2.5% of our GDP on defence…

    But bringing it forward to 2027. 

    And, alongside that, a new ambition for defence spending to rise to 3% of GDP in the next Parliament.

    But look, I do want to be clear – this investment has two objectives.

    Yes of course, the first goal is always the safety and security of the United Kingdom. 

    But the second is to create jobs, wealth and opportunity in every corner of our country. 

    Secure at home, strong abroad.

    You know – at times like this there is a lot of talk about the end of the peace dividend.

    Well, our task now is to seize the defence dividend.

    Felt directly in the pockets of working people.

    Rebuilding our industrial base.

    Creating the jobs of the future.

    The skills for the next generation…

    From the shipyards in Scotland…

    To the missile systems built in Stevenage and Belfast….

    The artillery barrels made at Sheffield forgemasters…

    And the land vehicle development in Wales…

    Mark my words – the British defence industry will be the engine of national renewal.

    Because this isn’t just about increasing our defence spending…

    It’s also about reform and rebuilding.

    And in the coming weeks, we will publish a first-of-its kind, root and branch strategic defence review…

    It will scrutinise every aspect of defence – to determine how we can best meet the threats of today…

    And return Britain to warfighting readiness.

    Alongside our National Security Strategy and our defence industrial strategy…

    We will set out a major overhaul of the British Armed Services…

    Starting by treating our Armed Forces with the respect that they deserve –

    delivering the largest pay rise for over 20 years…

    And good homes for service personnel and their families.

    But also – the biggest shift in mindset in my lifetime –

    To see security and defence…

    Not as one priority amongst many others…

    But as the central organising principle of government –

    The first thought in the morning – the last at night…

    The pillar on which everything else stands or falls.  

    Because – as in 1945…

    This has to be a collective endeavour.

    A national effort.

    A time for the state, business and society to join hands…

    In pursuit of the security of the nation…

    And the prosperity of its people.  

    So whether you’re a world-renowned business…

    Or a smaller, family-run firm…

    You have a vital part to play in boosting Britain’s defences.

    Was coming in off a record-breaking patrol.

    We boarded the sub and met the crew – who had been at sea for months on end.

    And meeting those remarkable men and women is something I’ll never forget.

    There is no greater duty than the one that they carry –

    No task more vital.

    Our security…

    Nato’s security…

    Depends on them.

    They are the quiet custodians of the nation’s greatest capability…

    Part of an unbroken watch that has been maintained for 55 years.

    And in this moment – it’s time for the rest of us to step up and rebuild our country…

    Leading the world in the opportunities of the future.

    Recently, I visited the Carrier Strike Group off the coast of Cornwall…

    And stayed aboard HMS Prince of Wales…

    It was frankly humbling to see F35s taking off with just 100metres of deck to take off – and then returning and hovering to land on a sixpence

    So imagine how I felt later the very same day when I went to see the apprentices at Rolls Royce…Who had made the engines for those very F35s.

    And we need to keep those apprentices busy…

    And mark my words – we are going to do that.

    With the most ambitious programme of work to secure and rebuild our country since 1945.

    Take an example: today, I can announce a £563 million contract to maintain Britain’s fleet of Typhoon fighter jets.

    The backbone of Britain’s air defence…

    Proudly part of the flypast for VE Day that you may have seen on Monday.

    The pride of that work – as a proud I understand from my dad…

    Of knowing that what you do, what you make matters.

    The pride of following in the footsteps of local families…

    Who have been the backbone of their communities for generations.

    The grandchildren of the young men who fought on the beaches of Normandy…

    Now the submariners on a Vanguard-class submarine.

    The descendants of the code breakers at Bletchley…

    Now learning the skills to build a new generation of nuclear submarines in Barrow.

    And the pride of stepping into our national story…

    So those who follow us can say…

    We also rose to meet the moment.

    We also stood firm against tyranny and oppression.

    We also rebuilt Britain – so it serves everyone that serves our country.

    Because on VE day 80 years ago…

    Politicians of all parties and stripes understood that a people who had sacrificed so much were owed a great debt.

    And the truth is – people today are too.

    After years of being buffeted about by insecurity and uncertainty…

    They are owed the same security…

    the same prosperity and peace of mind…

    A good home to live in…

    A well-paid job with strong rights at work…

    An NHS that is there for them when they need it…

    all underpinned by the foundation of national security.

    A defence dividend – that will be felt in the pockets of working people and the prosperity of the country.

    An investment in peace…

    But also an investment in British pride and the British people…

    To build a nation that, once again, lives up to the promises made to that generation…

    Who fought for our values, our freedom and our security.

    A woman has been arrested after a stabbing at Munno Para West.

    It will be alleged that about 6.40pm today (Thursday 8 May), police and ambulance crews were called to a house in Bronte Crescent after reports that a woman had been stabbed.

    She was taken to hospital in a critical condition.

    The female suspect was arrested at the scene.

    Early indications suggest both parties are known to each other.

    Anyone who may have witnessed the incident is asked to call Crime Stoppers on 1800 333 000.

    President Putin’s transparently cynical pauses do not create the conditions for talks on a lasting peace: UK statement to the OSCE

    Ambassador Holland urges Russia to respond substantively to the Moscow Mechanism recommendations and prove they are serious about peace by agreeing to a full and unconditional ceasefire.

    Thank you, Mister Chair.  Minister Betsa, thank you for your address today.  What an excellent exposé of what is at stake.  Thank you being here and for reminding us once again.

    We welcome Ukraine’s continued commitment to achieving a just and lasting peace, as you have reaffirmed in your statement.

    President Zelenskyy has shown his commitment to peace by agreeing in principle to a full and unconditional ceasefire.  By contrast, President Putin has not only refused to agree to that but has further stepped-up attacks on Ukrainian cities with drones and missiles.  In April Russia intensified strikes on Ukrainian cities, killing at least 151 civilians. And just yesterday, as Russia spoke of yet another artificial ceasefire, Moscow launched a ballistic missile and drone attack on a residential area of Kyiv, killing at least 2 people and injury 8, including 4 children.

    If President Putin were serious about peace, Russia would agree to a full and immediate ceasefire, as Ukraine has done. His 72-hour Victory Day proposal is another transparently cynical pause which does not create the necessary conditions for talks aimed at achieving a lasting peace.  It cannot be taken seriously, particularly given Ukraine’s experience of President Putin’s so-called truce over Easter: the UK’s Defence Intelligence found no indication that a ceasefire on the frontline was observed by Russia, despite President Putin’s promises.

    We will judge President Putin by his actions not his words, and his actions suggest he has no interest in peace.  To prove he is serious about peace he must agree to the full and unconditional ceasefire offered by Ukraine and supported by the United States.

    Mister Chair, earlier this week the Human Rights Centre Zmina organised a side event in the margins of the Supplementary Human Dimension Meeting on the issue of civil society resistance and losses during Russia’s war against Ukraine.  It placed a spotlight on the vital work of Ukraine’s brave civil society members and the high price that too many of them have tragically paid for their work amid Russia’s war.

    Russia continues to arbitrarily detain thousands of Ukrainian civilians, including human rights defenders and journalists.  This was established by a mission of independent experts who, a little over a year ago, reported to the Permanent Council following the invocation of the Moscow Mechanism.

    The Mission found that detainees had been subjected to torture and other cruel, inhuman or degrading treatment or punishment, sexual violence and other forms of serious mistreatment.  The Mission also recorded cases of extrajudicial killings of arbitrarily detained Ukrainian civilians.

    The expert mission made a range of recommendations to the Russian Federation.  A year later, these remain unanswered; just like those from the other four Moscow Mechanism reports.  We urge the Russian Federation to respond substantively to all these recommendations and release, without delay, all Ukrainian civilians who continue to be held arbitrarily.

    “There were two Tolstoys in Russia. One was Leo Tolstoy, the author of War and Peace, Anna Karenina, and Resurrection, whom I read. The other was Alexei Tolstoy, a playwright and poet.”

    This dialogue took place in Zhengding County, Hebei Province, where Comrade Xi Jinping was having a lively conversation with friends about Russian literature.

    “Our generation was deeply inspired by Russian classics.”

    Great literary works are able to break through the veil of time and illuminate the spiritual sky of humanity. Among the bright stars of world literature, Russian classics, with their profound philosophy and monumental artistic mastery, have become the spiritual heritage of all humanity. And Russian literature of the 19th century is rightfully considered one of the pinnacles of world culture.

    “I have read the works of many Russian writers: Krylov, Pushkin, Gogol, Lermontov, Turgenev, Dostoevsky, Nekrasov, Chernyshevsky, Tolstoy, Chekhov, Sholokhov. I remember many vivid chapters and plots of their books well.”

    In interviews, when the conversation turned to literature, Chairman Xi Jinping quoted and listed authors with the ease of a connoisseur, which made a deep impression on the Russian public and the world media.

    The bells of Moscow’s Red Square, ringing through time, echo the kerosene lamps of the cave houses of northern China. In his youth, Xi Jinping was “shocked” by literature: “Chernyshevsky was a democratic revolutionary, and his work inspired us a lot. I read his novel What Is to Be Done? in a cave house in Liangjiahe, and it resonated with me.”

    Literature is a dance of destiny and spirit.

    He saw willpower: Rakhmetov, the hero of the novel What Is to Be Done?, led an ascetic life to strengthen his will. Like him, the young Xi Jinping “slept on bare boards instead of a mattress,” “stood in the rain, rubbed himself with snow, doused himself with cold water at a well” to strengthen his spirit.

    He felt the beauty of poetry: “After reading Pushkin’s love poem “Eugene Onegin,” I later visited Odessa, where I looked for places associated with the poet.”

    He learned the depth of literature: “I also really like Sholokhov. His ‘Quiet Flows the Don’ is incredibly profound in its reflection of the era of change and human nature.”

    “Different cultures and civilizations require deep understanding,” “The ideas and traditions of each nation are unique – they are as different as flowers, but have no superiority or inferiority.” In a broader context, President Xi Jinping’s passion for Russian literature has become a shining example of cultural interaction.”

    The power of literature is especially evident at turning points in history.

    “The historical path is not the sidewalk of Nevsky Prospekt; it goes entirely through fields, sometimes dusty, sometimes muddy, sometimes through swamps, sometimes through thickets.” In 2013, during his first state visit as President of the PRC, Xi Jinping quoted these words of Chernyshevsky.

    Nevsky Prospect is indeed straight and clear from beginning to end. But on the path of peaceful development, humanity has to overcome mud, swamps and make its way through thickets – only “by doing what needs to be done, can one achieve success in one’s career, and by walking along the road, can one discover a clear path.”

    This emotional resonance, spiritual empathy and cultural resonance will be transformed into consensus and action to clear the fog of history and defend world peace. This will happen at the important moment when President Xi Jinping sets foot on Moscow soil again and at the special moment of the 80th anniversary of the victory in the World Anti-Fascist War.

    When Chairman Xi Jinping easily listed great Russian writers at MGIMO, when Pavel Korchagin from How the Steel Was Tempered became a spiritual reference point for generations of Chinese, when the Russian opera Eugene Onegin is performed in China – the dialogue of civilizations that began two centuries ago continues in a new era.

    This dialogue is not just the literary preferences of the leader of a great country, but also a spiritual unity of two peoples, a joint movement towards strengthening humanitarian ties and creating a new model of interstate relations.

  • MIL-OSI United Nations: UN road safety exhibition at the Palais des Nations to raise awareness about risk factors on the road and existing solutions

    On the eve of the 8th UN Road safety Week, the United Nations Secretary-General’s Special Envoy for Road Safety, Jean Todt, with support of the Permanent Representation of Malaysia to the UN and International Organizations in Geneva, will launch the UN road safety exhibition. Taking place at the Palais des Nations, Geneva, on Friday, 9 May, the exhibition aims to raise awareness about the risk factors on the road and existing solutions that can improve road safety and save millions of lives worldwide.

    In line with the main theme of the 8th UN Road Safety Week – making cycling and walking safe – the exhibition will feature the “Helmets for Hope” project, which consists of 17 helmets compliant with UN safety standards, and painted by refugees and artists from all over the world. This project is an initiative of the Secretariat of the Special Envoy, in collaboration with Artolution and with the support of Keep Fighting Foundation.

    Motorcycle users are particularly vulnerable on the road. Wearing a helmet that complies with UN safety standards is a game changer. It can reduce the risk of death by over 6 times and reduce the risk of brain injury by up to 74% (WHO 2021). It is therefore urgent to promote the widespread use of UN certified helmets.

    The exhibition will also feature 17 visuals of the UN-JCDecaux campaign #MakeASafety Statement, with the support of the International Olympic Committee.  In addition, there will be vehicle safety demonstrations on the prevention and management of car crashes, including extinguishing battery fire, and a simulation test of driving tired and under influence.

    The exhibition will be followed by a conversation on safe and sustainable mobility in the city, hosted by the Permanent Representation of Belgium to the United Nations and International Organizations in Geneva.

    The silent pandemic on the road

    The Special Envoy for Road Safety, Jean Todt, qualified road crashes as “The Silent Pandemic on the Road”. Every year, the staggering toll of road-related fatalities globally claims the lives of 1.19 million people, leaving 50 million others with severe injuries. Furthermore, road crashes are the leading cause of death for children and young adults aged 5–29 years (WHO 2021). Two months after the Declaration of Marrakesh where Member States further engaged to accelerate the efforts to achieve the new Decade of Action for Road Safety, it is urgent to act together to achieve the goal of halving the number of the victims on the road by 2030.

    “Road crashes are not a fatality. This is why this exhibition on road safety at the Palais des Nations is important for raising awareness about the risk factors on the road. It also demonstrates the importance of building a global partnership for achieving road safety SDG targets,” the Special Envoy noted.

     

    Make a Safety Statement

    The UN Global Campaign for Road Safety – #MakeASafetyStatement, in partnership with JCDecaux, is part of UN efforts to raise public awareness of life-saving initiatives on the road. By the end of 2025, the campaign will appear on billboards and in public places in 80 countries, thanks to a global partnership with JCDecaux. It will be broadcast in about 1,000 towns and cities in 30 languages.

    Under the slogan #MakeASafetyStatement, the campaign brings together celebrities worldwide, such as Patrick Dempsey, Michelle Yeoh, Charles Leclerc, Didier Drogba, Teddy Riner, Kylie Minogue, Mick Schumacher or Naomi Campbell, to encourage users to adopt simple but effective rules to keep their roads safe. Olympic athletes also joined the campaign, thanks to the support of the International Olympic Committee (IOC).

    With making walking and cycling safe in the focus of the 8th UN road safety week, the Office of the Special Envoy has strengthened its collaboration with the International Union of Cyclists (UCI), thanks to the participation of Tadej Pogačar who is one of the champions of the MakeASafetyStatement campaign.

    Towards zero victims on the road in Switzerland

    According to the Swiss Federal Roads Office, road crashes caused 250 deaths in Switzerland in 2024, the highest figure since 2015. There were 47 deaths among motorcyclists with an increase among young people, 25 on electric bicycles, 20 among “conventional” cyclists, and 48 among pedestrians, the majority of whom were outside of pedestrian crossings.

    Of the total, alcohol was the suspected primary cause in 34 cases (+31% year-on-year), ahead of speeding, with 33 cases, and then inattention or distraction.  Among deaths in passenger car accidents, the sharpest increase was observed among those aged 25 to 34 and those aged 75 and over.

    However, the number of people seriously injured decreased. Switzerland is one of the countries that has invested in road safety with zero tolerance, and has achieved a road fatality rate of 2 per 100,000 inhabitants (compared to 6.5/100,000 in Europe and 19.5/100,00 in Africa (WHO 2021). The country can therefore show good practices that could be implemented in other countries.

    Risk factors that are often neglected                                                                           

    Only 7 countries in the world have laws that comply with WHO best practices for all the risk factors (France, Greece, Hungary, Italy, Luxembourg, Portugal, Sweden) on speeding, driving under the influence or distracted driving, use of UN-standard motorbike helmets, and use of seatbelts and child restraints as regulated by UNECE.

    For example, safety-belts remain the best vehicle safety device to protect passengers from being severely injured in a crash or being ejected from the vehicle.  Over the past several decades regulation and consumer demand have led to increasingly safe cars in higher income countries, in turn leading to fewer road fatalities. For example, in the UNECE region, total road fatalities decreased by 25% in between 2000 and 2010, and by 15% in the period 2010-2019. In particular, this drop was more significant among car occupants (UNECE 2024).

    Malaysia supports the UN Decade of Action for Road Safety

    One study by the Malaysian Institute of Road Safety Research (MIROS) revealed that many young riders in Malaysia begin as early as the age of 12, often without licenses or proper training. These insights have helped Malaysia shape more targeted interventions, because when we understand the behaviour, we are better positioned to implement solutions that are both smart and achievable.

    In support of this, Malaysia continues to prioritise helmet use among young motorcyclists. In addition to education and awareness campaigns in schools and rural areas, Malaysia introduced a Helmet Exchange Programme that allows riders to swap old or non-compliant helmets for new, safety-certified ones. This effort is vital as motorcyclists account for over 60% of road traffic fatalities in Malaysia, with the highest risk group being those aged 16 to 20. By improving access, building awareness, and fostering behavioural change, we aim to instill a culture of safety from early age.

    Malaysia firmly embraces the vision of the UN Decade of Action, to reduce road traffic fatalities by 50% by 2030. To this end, Malaysia continues to work closely with key road safety stakeholders, including the WHO.

    The 27th China Beijing International High-Tech Expo opened Thursday at the National Convention Center and will run through May 11. 

    This year’s event features over 600 new products across six themed exhibition zones of information technology, smart manufacturing, healthcare, green development, the digital economy, and regional innovation. 

    More than 800 enterprises and organizations from home and abroad are participating, with the total exhibition area reaching about 50,000 square meters – more than doubled that of last year. 

    International exhibitors from countries including Russia, France, Japan, the U.S., and ASEAN nations occupy over 3,000 square meters, according to a Beijing municipal official responsible for promoting international trade. 

    Headline exhibits include China’s first 1,000-qubit coherent optical quantum computer, capable of accelerating tasks like drug discovery; AI-powered orthopedic surgical robots already in clinical use at over 100 hospitals; wall-climbing robots for infrastructure inspections; and a new generation of humanoid robots.

    The Beijing Tongzhou District Municipal Commerce Bureau recently released a guideline to support the first-store economy in the capital’s sub-center.

    The “first-store economy” refers to an economic model in which a region leverages its unique resource advantages to attract domestic and international brands to open their first stores in the area. This creates an optimal synergy between brand value and regional resources, thereby generating a positive impact on the region’s economic development.

    According to the guideline, brands that open their first stores in the Beijing sub-center and receive municipal-level first-store policy support may be eligible for up to 1.5 million yuan (US$210,000) in funding from Tongzhou district.

    Domestic and international brands that open flagship stores or first stores in Asia, Chinese mainland, or Beijing can receive a one-time support fund of 500,000 yuan from Tongzhou district, as long as they are recognized by the Beijing Municipal Commerce Bureau and showcasing stable performance and strong growth potential.

    Commercial operation and management enterprises can also receive a one-time support fund of 100,000 yuan for each new brand first store they introduce that is recognized by the Beijing Municipal Commerce Bureau, with total support capped at 500,000 yuan per enterprise.

    Beijing’s sub-center also supports the upgrading and renovation of traditional shopping malls and commercial districts. Business entities that operate such shopping areas can received up to 1 million yuan in funding from the local government. 

    As of now, the Beijing sub-center is home to 11 large-scale commercial facilities, with 14 more projects under construction.

    Chinese tech giant Huawei announced on Thursday that it will launch its first line of personal computers (PCs) powered by its HarmonyOS operating system on May 19.

    The upcoming release marks a significant expansion of Huawei’s HarmonyOS ecosystem, which already powers its smartphones and tablets.

    By launching computers equipped with the country’s first homegrown operating system for the general public, Huawei seeks to challenge the long-standing dominance of Microsoft’s Windows and Apple’s macOS in the PC market.

    Huawei’s HarmonyOS-powered computers are the result of five years of research and development. The company emphasizes that the system incorporates strong security features, including a dedicated security chip for encryption, secure access mechanisms and encrypted data sharing.

    Huawei said the new computers will enable seamless interaction across Huawei devices, allowing users to control and move between the screens of their phones, tablets and computers with a keyboard and mouse.

    HarmonyOS, or Hongmeng in Chinese, is an open-source operating system designed for various devices and scenarios, including intelligent screens, tablets, wearables and cars. It was first launched in August 2019.

    Analysts said that Huawei will have to work harder to attract users in the initial periods, as the mainstream Windows and macOS operating systems offer more mature applications.

    Huawei said its HarmonyOS-powered computers support connectivity with over 1,000 external devices and currently have more than 150 dedicated PC applications and over 300 ecosystem-compatible applications.

    On the morning of May 8, President Lai Ching-te, accompanied by Vice President Bi-khim Hsiao, attended a reception commemorating the 80th anniversary of Victory in Europe Day (VE Day). In remarks, President Lai stated that our commemoration of the Victory in Europe underscores three crucial points: The pursuit of true peace is dependent on determination and efforts to protect freedom and democracy, and must be achieved through strength and unity; only freedom and democracy can truly bring about national development, and only with respect for human dignity can a nation itself earn respect; and remembering the lessons learned from the history of the war, those who cherish peace must remain vigilant toward acts of aggression.
    The president emphasized that as Taiwan and Europe are now facing the threat of a new authoritarian bloc, lovers of freedom around the world, both individuals and nations, must work together to make sure that aggressors have no opportunity to advance on their ambitions. He said he is confident that so long as we combine our efforts, our strength can earn us true and lasting peace; so long as we join together in solidarity, our freedom can illuminate the vast, boundless world; so long as we stand firm in our convictions, we absolutely can protect our way of life, the homelands that support us, and every lover of freedom and democracy.
    A translation of President Lai’s remarks follows: 
    We are solemnly gathered here today, along with representatives from nations around the world, to mark VE Day – the anniversary of the end of World War II in Europe. This is the first time that Taiwan is commemorating the war in Europe, signifying our growing connections with the international community.
    Peace is priceless, and war has no winners. WWII was undoubtedly the deadliest war in human history, and the pain that it caused has echoed even to the present day.
    On this day 80 years ago, Nazi representatives surrendered to the Allies, symbolizing the end of WWII in Europe. The Allies then shifted their focus to the Pacific theater, where the war ended three months later.
    Victory in Europe was the beginning of the end of this long road, and it was a point at which humanity could start to envision a world beyond the war.
    Victory in Europe counted on different countries all combining their efforts. And today, this event has brought together representatives from a total of 17 countries in addition to the European Union, a testament to the value of cooperation.
    Our commemoration of VE Day underscores three crucial points:
    First, the foundation for victory in WWII was built from determination and actions throughout human society to unite and resist aggression, defend hearth and home, and pursue true peace.
    History has taught us that no matter the driving reason or ideology, military aggression against another country is an unjust crime that is bound to fail. Those who unite as partners to defend their homelands, freedom, and democracy ultimately emerge victorious.
    In less than one month from now, we will also be marking the 81st anniversary of the Normandy landings, when airborne divisions descended and beachheads were established by Allied troops fighting courageously across different landing sites.
    Through the cooperation and efforts of the Allies, as well as the sacrifices of freedom fighters in occupied territories, Europe was liberated from authoritarian enslavement. From this, we learned that the pursuit of true peace is dependent on determination and efforts to protect freedom and democracy, and must be achieved through strength and unity.
    Second, the countries that were formerly Axis powers are now all 100 percent democratic, enjoying true peace and prosperity and respected the world over.
    This proves that only freedom and democracy can truly bring about national development, and only with respect for human dignity can a nation itself earn respect. Authoritarianism and aggression lead only to slaughter, tragedy, and greater inequality.
    When we look back at post-war history, we see that civilizations with democratic elections, free markets, and respect for human rights are those that humanity should pursue. We also see the value of freedom and democracy, and the reason why tens of millions of Allied soldiers crossed oceans or set foot on unfamiliar lands to fight gruesome battles.
    Now, I would like to share the words of former United States President Dwight D. Eisenhower, the Supreme Commander of the Allied Expeditionary Force in Europe during the war. In his order of the day for D-Day, he wrote: “Soldiers, Sailors and Airmen of the Allied Expeditionary Force! You are about to embark upon the Great Crusade, toward which we have striven these many months. The eyes of the world are upon you. The hope and prayers of liberty-loving people everywhere march with you.” These words tell us why we must commemorate the war in Europe; they also remind us again that freedom and democracy, being so precious, can only be resolutely defended through strength and constant vigilance. 
    Third, those who cherish peace cannot sit idly by and allow aggression. The outbreak of the war in Europe certainly had much to do with an authoritarian regime seeking to satisfy its expansionary ambitions, but its wider spread throughout Europe had much more to do with a lack of vigilance toward acts of aggression.
    At many points in history, people have thought to give the aggressor a small concession to earn peace. But as we all know from the painful lessons of WWII, indulging aggressors with a taste of expansion only whets their appetite; it makes them more confident and hungrier for more. They will continue their conquest until democratic countries have fallen and the light of freedom has been extinguished; until the last person unwilling to bend is eliminated. Only then will the aggressors stop. 
    WWII broke out because ambitions for conquest were ignored; it was won by bringing together in solidarity every last bit of will to resist and defend hearth and home. 
    The war in Europe ended 80 years ago. The meaning of that history is now as clear as day. After those 80 years, Taiwan now shares the same values as many of the democratic countries that fought in the war, and we face similar challenges.
    Taiwan and Europe are now facing the threat of a new authoritarian bloc. We are seeing our decades-old undersea cables, crucial for communications and cybersecurity, being sabotaged. We are seeing external interference in our elections, crucial for healthy democratic development, through the spread of misinformation and disinformation, sowing intentional division in society. We are seeing our fair, free, and open international rules-based markets being tested by all manner of gray-zone activities, intrusions, dumping, and pressures.
    Whenever we commemorate the peace at the end of the war in Europe, we must not forget the lessons learned from its history.
    Lovers of freedom around the world, both individuals and nations, must work together now in tight solidarity, before risks turn into crises and before crises are taken advantage of by those with ambitions for outward expansion, to make sure that aggressors have no opportunity to advance on their ambitions. Only then can we continue on for generations with our current way of life; only then can we retain our human dignity and values.
    This is our opportunity; there is no better time than now. I am confident that so long as we combine our efforts, our strength can earn us true and lasting peace. I am confident that so long as we join together in solidarity, our freedom can illuminate the vast, boundless world. And I am confident that so long as we stand firm in our convictions, we absolutely can protect our way of life, the homelands that support us, and every lover of freedom and democracy.

    “The reported interrogation and efforts to detain Filipino teachers in their home on Maui by ICE agents is outrageous. This is racial profiling and a shameful abuse of power. We are a nation of laws, but the broad ICE raids this week are clearly designed just to instill fear,” said Senator Schatz. “Our teachers, our visitors, and our neighbors, deserve dignity and safety, not fear of seemingly arbitrary harassment,”

    A spectacular second-half strike from Lautaro Diaz earned Brazil’s Cruzeiro a 1-1 away draw with Ecuadorian side Mushuc Runa in the Copa Sudamericana group stage on Wednesday.

    Carlos Orejuela capitalized on chaotic defending as he poked home a shot from eight yards, before Diaz sent a brilliant volley from the edge of the 18-yard box past goalkeeper Cassio.

    Mushuc Runa now leads Group E with 10 points, one ahead of second-placed Palestino. Cruzeiro is last with just one point from four outings so far.

    In Venezuela, Junior Paredes scored twice as Puerto Cabello routed Brazil’s Vasco da Gama 4-1. Gerardo Padron and Raudy Guerrero were also on target for the hosts, while Joao Victor struck for the Rio de Janeiro outfit.

  • MIL-OSI: 74% of U.S. Homeowners Say Tariffs Will Make Their Financial Situation Worse

    Palo Alto, California, May 08, 2025 (GLOBE NEWSWIRE) — Homeowners are bracing for economic turbulence, according to a new report from Point, a leading home equity investment platform. Uncertainties about the broader economy are impacting homeowners’ personal financial health, as nearly three out of four homeowners (74%) say they think tariffs will make their financial situation worse in the next 12 months, while 82% are worried about a potential recession in that timeframe.

    More homeowners are fearful about their finances than in 2024

    Financial anxiety is surging, with 42% of homeowners saying they feel unsure about their personal finances for the next 12 months, up from 36% who said the same in 2024. Additionally, 39% of homeowners say they feel less financially secure than they did 12 months ago.

    “Despite having net worth on paper, many homeowners may feel concerned about their long-term financial future,” said Aaron Terrazas, an economist for Point. “Rising home prices over the past decade have given homeowners lots of home equity, but that wealth isn’t accessible to most homeowners when they need it for big-ticket expenses, let alone if they need it to help with a financial emergency.”

    Baby boomers feel the most uncertain about their finances

    Homeowners over 60, who are retired or near retirement, report being particularly concerned about their finances in the coming year. Nearly half (47%) of homeowners over 60 say they feel less financially secure than they did a year ago, and 48% expressed uncertainty about their financial situation in the next 12 months.

    Uncertainty around social security benefits is one major reason homeowners at or near retirement age may be worried about their finances. Among homeowners who are currently collecting or plan to collect social security benefits within the next 12 months, 73% are concerned about the potential of benefit cuts that could further erode their finances.

    Many homeowners do not feel prepared to weather a financial storm

    The rising costs of consumer goods continue to squeeze household budgets across the U.S. More than half of homeowners (54%) say their expenses have increased in the last 12 months, and a similar share (52%) said the same thing in 2024. Many homeowners are expecting this to get worse: 71% of homeowners anticipate their grocery costs will rise in the next year, while more than half (54%) expect to spend more on general consumer goods and utilities.

    After multiple years of rising expenses, homeowners may feel less equipped to weather a potential storm. Many homeowners said they don’t have the liquid savings they might need in times of emergency. A quarter (25%) of homeowners have less than a month’s worth of expenses saved in an emergency fund, and more than two-thirds of homeowners (68%) have six months or less in savings. For those with less than a month of savings, 90% are concerned about the possibility of a recession in the next 12 months.

    “There’s a perception that people who own their homes, even those who bought recently, have a lot of money in the bank – but banked home equity is a far cry from cash in an ATM,” Terrazas said. “Even homeowners who have been in their homes for years can struggle to keep up with rising property taxes, utility costs, and household maintenance expenses – all while managing an increasingly uncertain labor market or living on a fixed income.”

  • MIL-OSI United Nations: Lifesaving humanitarian supply route cut in South Sudan, leaving malnourished children at risk

    Juba – More than 60,000 malnourished children in South Sudan’s Upper Nile state are at risk of plunging deeper into malnutrition as treatment supplies run critically low and resupply efforts are hampered, the United Nations World Food Programme (WFP) and UNICEF warned today.

    Intensified fighting along the White Nile river has meant no humanitarian supplies have reached the area in almost a month. The river is the main humanitarian supply corridor into Upper Nile.

    Upper Nile state has some of the highest rates of malnutrition in South Sudan, with over 300,000 children affected by moderate or severe malnutrition in the past year. As the rainy season progresses and conflict continues to displace families, the spread of waterborne diseases and increased food insecurity is expected to contribute to a rise in the number of malnourished children. 

    Without urgent access and resupply of vital assistance, WFP and UNICEF expect to exhaust nutrition supplies to treat moderate and severe cases of malnutrition by the end of May. This will bring life-saving treatment programmes across the state to a standstill, impacting tens of thousands of children undergoing treatment. 

    In mid-April, barges carrying 1,000 metric tonnes of food and nutrition supplies bound for Upper Nile state were forced to return due to insecurity. Almost 3,000 additional metric tonnes are on standby in Bor – a humanitarian cargo hub along the Nile River – ready for delivery as soon as conditions allow.

    “Children are already the first to suffer during emergencies, if we can’t get nutrition supplies through, we are likely to see escalating malnutrition in areas already at breaking point,” said Mary-Ellen McGroarty, WFP Representative in South Sudan. “This is already one of the most food-insecure regions in South Sudan with extremely high rates of malnutrition, in these situations every day makes a difference for a malnourished child in need of life-saving treatment.”

    Due to security concerns and the high value of nutrition supplies, WFP and UNICEF are unable to preposition stock in insecure areas as doing so would leave health facilities and warehouses increasingly vulnerable to looting. Already, in Upper Nile, almost 2,000 cartons of life-saving nutrition supplies (around 26 metric tonnes) have been looted since the onset of the conflict, robbing around 1,900 children of their only chance of treatment and recovery.

    “We have reluctantly taken the unprecedented step of holding back supplies for fear that they will not reach the children that so desperately need them, due to the ongoing fighting, looting and disruption of the river route,” UNICEF’s OIC Representative, Obia Achieng. “If this continues, we are in danger of simply running out of supplies in counties across the state by the end of May 2025, with potentially catastrophic results for the youngest, most vulnerable children,” Achieng added.

    WFP and UNICEF warn that without an urgent, safe resumption of deliveries, children across Upper Nile will face the devastating consequences of interrupted treatment—reversing hard-won gains in the fight against malnutrition and putting the lives of the youngest and most vulnerable at even greater risk.

    Introduction

    Thank you for the introduction. 

    I’d like to acknowledge the Traditional Owners of the land on which we meet, the Gadigal people, and pay respects to Elders past and present, and extend that to First Nations people present today. 

    I would also like to say thank you to Michael Walpole and Jennie Granger for inviting me to speak today. 

    It is indeed a privilege to be invited, and I hope I can get a recurring invite.

    The theme of this year’s ATAX conference is ‘Tax Administration: Getting it right’.  

    Before I get underway, some of my own housekeeping is important to note. Given the House of Representatives has been dissolved, we have a caretaker government, and so public servants, even we statutory officers, need to exercise appropriate discretion about what we say, and what we comment on.

    Which I will, of course, do.

    So, while I might be a little bland, I hope that doesn’t rule me out for the future.

    But returning to the topic at hand, what ought we mean by ‘getting tax administration right’. 

    Before I step through my perspective on this issue, which some of you will have heard before (I do apologise for that, but I think they are messages worth repeating) I’d like to reflect a bit on the crucial role tax has in the social contract – Australian style. 

    As the famous American Supreme Court Judge Oliver Wendell Holmes Jr said, ‘tax is the price we pay for a civilised society’.  

    I’d like to expand on that to posit that the tax we pay is a vital element of our social contract; the citizenry pay tax and in return the government provides the services the community, collectively, demands.  

    This notion recognises that as individuals there is little we can deliver on our own, but collectively our ‘contribution rules’ set out our obligations for how we can mutually contribute to fund things the country needs and the community demands.  

    Thomas Hobbes, one of the founders of modern political philosophy, had his memorable take on the social contract. Writing during the English civil war, he noted in the Leviathan that, without any ruler, our ‘state of nature’ would result in…

    such condition, there is no place for industry; because the fruit thereof is uncertain: and consequently no culture of the earth; no navigation, nor the use of commodities that may be imported by sea; no commodious buildings; no instruments of moving, and removing, such things as require much force; no knowledge of the face of the earth; no account of time; no arts; no letters; no society; and which is worst of all; continual fear, and danger of violent death; and the life of man, solitary, poor, nasty, brutish and short. 

    He may well have been over-influenced by England’s challenges at the time, but I think a moderated application can be seen to ring true today. Hence his view that to correct for this, society needs a strong powerful ruler – in Hobbes’ time, perhaps a sovereign, in our time and our place, a government. Perhaps not necessarily ‘strong and powerful’ as Hobbes’ may have imagined it, but definitely one with authority.

    Without a government, there will be little peace, prosperity or freedom.  

    And without tax, at least in the Australian context, very hard to imagine a government.  

    But digging a fraction deeper, does Australia’s tax system reflect Australia’s social contract and does the Australian Taxation Office’s (ATO’s) administration reflect this?  

    I think there’s a strong argument to be made that a country’s tax system, provided there are strong democratic foundations and processes, reflects its aspirations, its underpinnings and how the country has chosen its ‘rules of contribution’.

    The Australian tax system, or at least the policy to be implemented, has at least 2 elements:

    1. First, as a federation, do we have the right balance between taxes levied by the Commonwealth as compared to that by the states? 
    2. Second, do we have the right ‘tax mix’. That is, the right balance between direct taxes (such as income tax) and indirect taxes (such as the GST and excise)? 

    Of course, both of these are core policy questions not appropriate for me to comment on.

    But then the question of whether we get the tax administration right can be assessed by whether, given the first 2 elements, do we have the right administrative machinery and people in place to deliver the desired revenue for the government to deliver the services the community demands – that is, to deliver on the social contract? 

    The ‘right’ administration of taxes 

    The ATO is governed by legislation, passed by those who represent the broader community.  

    Much responsibility is vested in the Commissioner, and the parliament has provided me with significant authority, but has carefully constrained the Commissioner’s discretion to depart from the job at hand.

    To deliver on our purpose, successive governments have ensured we are appropriately resourced, with both technology and people, and from this resourcing expect us to deliver on our role.

    So what’s our role?

    To collect the right amount of tax, in accordance with the law, in the most efficient way for the government and the taxpayer. And in doing this, treat taxpayers with courtesy and respect.

    The law, of course, changes over time, both through explicit parliamentary action, and also through the court’s interpretation of the ‘hard cases’ that come before it.  

    The administrator then needs to ensure that their administration of the law is kept contemporary and is seen as fair and reasonable. 

    Does the ATO meet these benchmarks? 

    As I hope you would expect, we strive to, but of course, given none of us are perfect, in specific instances we may well fall short. 

    So, what are some useful metrics we can look to, to assess whether we are getting our administration right? That demonstrate we are meeting our Public Governance, Performance and Accountability Act 2013 (the ‘bible’ that governs the way we in the APS act) requirements to be effective, efficient, economical and ethical?

    Let’s start with the most important one – are we effective at our job?

    Our purpose, or the reason we exist, is clear: We collect tax so that government can deliver services for the Australian community.

    Being the nation’s principal tax collector is not always an easy job, but it’s an important one. One that’s fundamental to Australia’s strong economy and society.  

    Without the ATO doing its role, the rest of the government suffers (both Commonwealth and state), and accordingly, as does our broader society. 

    The ATO makes up a bit under 10% of the APS, but the more than 190,000 other federal public servants rely on us to do our job, so they can do theirs, that is so that the government has the money it needs to provide the services the community demands.  

    And given Australia’s vertical fiscal imbalance, a significant proportion of revenue the states and territories use to fund their public services is collected by us as well. 

    If our purpose is our guiding light, then our roadmap is our vision as an agency.

    Our vision is an Australia where every taxpayer meets their obligations because:

    • complying is easy
    • help is tailored
    • deliberate non-compliance has consequences.

    We are confident that where these conditions are met, voluntary compliance will be optimised.

    But our purpose drives what we do, day in and day out. It reinforces that our role is fundamental to making government work. At the end of the day, being that part of the government that collects tax revenue, so that other parts of government can deliver services for citizens, is our most fundamental function.

    We definitely collect a lot of tax – in this year’s budget papersExternal Link our Treasury colleagues estimate that we will collect $676.1 billion in the current financial year.

    But how does that compare with what we should collect?

    It’s tricky to get a firm handle on this, but our best estimates stem from our ATO Tax Gap measurement.

    Tax gap

    The tax gap is an estimate of the difference between the estimate of what we expect to collect, and what would have been collected if every taxpayer was fully compliant with the law.

    For the most recent tax gap data available, 2021–22, we estimate that we will collect $545.8 billion of the total $590.3 billion tax due.

    That is, the amount of tax not collected, the net tax gap, is $44.5 billion, or 7.5% of the total amount of the tax.

    The $545.8 billion, the amount we have or will collect, is made up of 2 parts:

    • $531.4 billion that is reported correctly when taxpayers lodge their tax statements, and
    • $14.3 billion which represents any difference between that first return and the final corrected return.

    So, the $14.3 billion collected following a revised tax return is influenced by ATO action – typically our post lodgment compliance action like reviews and audits.

    In the context of the performance of our tax system, the tax gap data indicates that we have 90.1% voluntary performance. This adjusts to 92.5% when we factor in our compliance action.

    Tax gap components

    But not all taxes are created equal, and the overall gap is made up of varying gaps or components across different taxation types. Based on the most recent verified data:

    • The gap for personal income taxes (both salary and business income) account for $25.8 billion of the $44.5 billion tax gap.
    • Given the size of the population for collections, it’s not surprising that this is the biggest. This group has a net tax gap of 8.5%.
    • Company income taxes (large, medium and small companies) account for $8.7 billion of the $44.5 billion tax gap. This group has a net tax gap of 6.3%.
    • GST – $4.4 billion and a net gap of 5.5%.
    • Excise and all other gaps – $5.6 billion or a net tax gap of 8.1%.

    Comparisons to other jurisdictions

    So how does this compare to other countries?

    This is a tricky question to answer mainly because of the countries who attempt to calculate their tax gap, each have their own unique features of measurement. The variation between jurisdictions means we can find ourselves comparing apples to oranges in many cases.

    But if we look at the trends in our respective data, perhaps there is something to glean.

    In Australia, since 2016–17, the net gap has decreased from 7.8% to 7.5%. Over the same period, the UK’s net gap decreased from 5.4% to 5.2% (noting the parameters of their gap calculations vary slightly from Australia’s).

    In both instances, the overall net gap decreased. And it’s important to remember, that this represents an estimate of what we are not collecting and what is not being reported. Being an estimate, they are often revised over time as more information becomes available.

    Suffice to say, in our international engagement, we are confident that our methodology is good practice, and our measured gaps are amongst the smallest.

    So, I think we are quite effective.

    Administrative performance

    Then, do we do this in the most efficient way for the government and the taxpayer?

    Our costs of collection are, in the main, very low. For the 2023–24 year the cost to collect $100 of tax was 56 cents.

    Unfortunately, good, robust information on compliance costs for all taxpayers is not collected and produced.

    Do we treat taxpayers with courtesy and respect?

    Our Charter outlines our commitments to the community in their interactions with us and includes a number of stated commitments around the behaviours expected from ATO officers when they engage with the community.

    We have a range of metrics that provide valuable insights into how this is working in practice:

    • For service commitments: The ATO has 12 publicly stated service commitments that are reported every month on the ATO website. The last published results were for March 2025, and show all 12 were met.
    • Highlights included that
      • 97% of electronic taxpayer requests were finalised in 15 days, against a target of 90%
      • 99% of electronic tax returns and activity statements were finalised in 12 business days, against a target of 94%, and
      • 100% of employee referrals for unpaid super were escalated with employers within 28 days, against a target of 90%.
    • Regarding complaints, they continue to represent a very small portion of our interactions with taxpayers, around 0.1%.
      • Our service commitment is that we will resolve 85% of complaints within 15 days or within a date negotiated with the taxpayer. And, pleasingly, our March 2025 (YTD) result showed we have finalised 99% of complaints within our service commitment.

    To further ensure confidence in our administration, the ATO is fortunate to have fairly comprehensive scrutiny from a broad set of scrutineers.

    Like any Commonwealth government funded agency or department we are subject to the thrice-yearly scrutiny on our appropriation by the relevant senate legislation committee – commonly known as our Senate Estimates process.

    Again, like any other similarly funded agency we are subject to both financial audits and performance audits by the Australian National Audit Office.

    And we have our own dedicated scrutineer – the Tax Ombudsman, Ruth Owen, who is speaking this afternoon.

    Each of these processes provide us food for thought and often specific recommendations to improve our administration to which we attempt to respond to in a timely way.

    A further step this year was the Australian Public Service Commission initiating a capability reviewExternal Link to seek some external assurance that we are well placed for the future. And it showed that we are.

    Importantly, and as far as I am aware – all of our scrutineers are broadly happy that we are collecting the right amount of tax.

    But often the biggest critics of an organisation sit within it.

    And one of our shortcomings brought to my attention by my staff early on was the size of the debt book.

    The broader debt book – that is, stock of the tax debt that is owed to the Commonwealth Government at the current point in time – is currently over $105 billion (compared to the 2024-25 total revenue of around $650 billion). It’s the largest it’s ever been, and it is money that could be benefitting all Australians.  

    We estimate that just under half of that $105.1 billion is made up of collectable debt. That $46.4 billion is almost double the $26.5 billion of collectable debt owed in 2019. 

    I’ll have more to say on this shortly.

    Our vision

    We have recently spent time on sharpening our focus for the future by committing to a very clear vision for tax administration.

    Our vision is an Australia where every taxpayer meets their obligations because:

    • complying is easy
    • help is tailored
    • deliberate non-compliance has consequences. 

    I think there’s value in stepping this through in more detail today.

    Firstly, every taxpayer meets their obligations because complying is easy.

    • As an administrator, part of our role is to take the complexity of the system and do what we can to make it as easy to use as we can. That is, be a ‘complexity broker’.
    • In all aspects of life we need complexity brokers. Some of us know how to fix our cars and are happy to rely on our own expertise. Others are content to know how to put in the petrol and steer the wheel and are happy to rely on those with the expertise.
    • The ATO’s role as a complexity broker is complemented by the role of the tax profession in our system – those who help Australians to meet and understand their tax obligations.
    • Focusing on the tax profession, strengthening that relationship continues to be one of our core priorities.
    • It is vital that we work closely with the tax profession to ensure they are properly equipped to be complexity brokers for their clients.

    Secondly, every taxpayer meets their obligations because help is tailored.

    • While it’s important that all taxpayers have a clear digital pathway to resolve their interactions with the ATO, there will always be members of the community who need direct assistance from an ATO officer. While digital systems can enable a fast and seamless experience in some instances, it cannot be a substitute for human judgment.
    • Only human intervention can determine what constitutes fairness and reasonableness in those taxpayer circumstances where complex communication, compassion or empathy are needed to make decisions with the taxpayer.
    • We are currently developing our Future Interactions Strategy, which will further refine the how and when of our tailored approaches.
    • And within this strategy, our objectives will be laid out
      • to provide unassisted digital options to resolve tax matters where possible
      • to provide efficient human-assisted channels to assist in resolving more complex matters, or where the circumstances of the taxpayer require it
      • to provide secure, integrated digital platforms.
    • Alongside this is our focus on helping those experiencing vulnerability to meet their obligations.
    • To support this, the ATO is implementing a Vulnerability Capability that will strengthen and coordinate the way the ATO supports those who need it most. And in doing this we are grateful to the Tax Ombudsman for her recent reportExternal Link on this issue, particularly regarding financial abuse.
    • This program of work will include the development of a framework, together with specific actions and activities to support people experiencing vulnerability, including financial abuse.

    And finally, every taxpayer meets their obligations because deliberate non-compliance has consequences.

    • In the tax system, we think about non-compliance against a wide set of obligations, including failure to lodge, false registration and deliberate incorrect reporting. And of course, it also considers not paying the appropriate amount of tax.
    • While all tax owed to the government is a priority – from individuals, and from small and large business – we are conscious of our duty to collect priority debt such as unpaid superannuation guarantee, PAYGW – that is, tax that is withheld from employees’ pay but not passed on to the government – and GST that is collected from customers but not passed on to the government, and from the small group of taxpayers who exhibit the most non-compliant behaviour in avoiding their obligations.
    • It is important to note that only 22,000 taxpayers are responsible for $11 billion of the total tax collectable debt value. In context, that’s about 1% of the total debtors responsible for 20% of what’s owed.

    Based on complaints, Consumer Affairs Victoria believes Plumbing Australia (Vic) may have:

    • misled customers
    • wrongly accepted payment for services it did not supply, and
    • failed to refund payments when requested and required.

    Reports suggest that Plumbing Australia (Vic)’s businesses follow a common approach:

    • After receiving a call, the business sends someone to assess the job and provide a quote.
    • The representative provides a basic inspection before telling the customer the job is complex and urgent.
    • Often, they will say major works are needed and provide a quote for thousands of dollars.
    • The consumer will be asked to pay a large deposit (usually 50%).
    • Once paid, the representative will leave, after agreeing to send a plumber to complete the work.
    • Consumers who get a second opinion often discover the works are not urgent or expensive.
    • Where consumers call the business back to seek a refund, business representatives are often slow to respond, uncooperative and in some cases, refuse to return the money.

    Consumer Affairs Victoria Acting Director David Joyner urged people looking for help with emergency plumbing issues to choose tradespeople carefully.

    “Dealing with a plumbing emergency is stressful, but there are ways to protect yourself,” he said.

    “Look for reliable reviews and ask friends or family whether they know a tradesperson they can recommend.

    “If possible, get a second opinion – especially if you’re told that a job is much larger than you expected – and steer clear of any tradie who asks you to pay a large deposit before they start.”

    Thirty-one people were killed and 57 others injured in an Indian attack on Pakistani territory and subsequent exchange of fire between Pakistani and Indian troops along the Line of Control (LoC), the de facto border that divides the disputed region of Kashmir, a spokesperson for the Pakistani army’s media wing said on Wednesday.

    India carried out large-scale “ceasefire violations” in border areas throughout the day on Wednesday, following attacks on houses and mosques that targeted civilians in Pakistan-controlled Kashmir and the eastern Punjab province during Tuesday night and the early hours of Wednesday morning, Director General of the Inter-Services Public Relations (ISPR), Lieutenant General Ahmed Sharif Chaudhry, told the media during a briefing.

    He stated that Pakistan responded effectively by targeting an Indian brigade headquarters, a battalion headquarters, and multiple military posts across the LoC in the Kashmir region, and along the working boundary between Pakistan’s Punjab and India-controlled Kashmir during the day-long exchange of fire.

    The ISPR chief said that Indian jet fighters struck six locations within Pakistani territory, but the Pakistani Air Force responded by shooting down five Indian fighter jets with precision.

    In addition, the Pakistani army shot down seven Indian spy and combat drones and captured two more using advanced technology, he added.

    “We were well-prepared. Pakistan did not suffer any combat casualties during the exchange of fire, and the Air Force did not lose any aircraft or assets in the strikes,” he said.

    India had accused Pakistan of hosting terrorist camps, but after Pakistan invited both local and foreign media to inspect the alleged sites, India launched a surprise night-time attack on those locations, he added.

    Pakistan reserves the right to respond in self-defense at a time of its choosing, he said, adding that the country’s commitment to peace should not be mistaken for weakness.

    While Pakistan seeks regional stability, it will not hesitate to act decisively if provoked, Chaudhry said.

    Donald Trump has said the United States should be applying tariffs to movies “produced in foreign lands”. This has the potential to deeply impact the Australian film industry.

    Local crews are currently celebrating a boom in big budget production at studios on the Gold Coast, Sydney and Melbourne. Over the last five years, foreign production has represented almost half of all drama production expenditure in Australia.

    But the history of Hollywood making movies in Australia warns us not to get complacent.

    When times are good for Australian film crews they can be very good indeed. But global events can leave studios empty and film crew without work.

    How Hollywood influenced Australian cinema

    Hollywood’s influence was felt in Australian production from the silent era.

    For its 1927 adaptation of Marcus Clarke’s literary classic For the Term of His Natural Life, local production and distribution company Australasian Films hired Hollywood director Norman Dawn. They felt this was necessary to appeal to American audiences.

    For most of the 20th century, Hollywood production used Australia for its exotic setting. Films like On the Beach (1959), Kangaroo (1952) and The Sundowners (1960) brought their crews from America, rather than using Australians.

    By the late 1960s, Hollywood’s cultural dominance was seen as a serious problem.

    The Australian federal government established new grant and investment schemes for local films, intended to establish Australian culture in response to American influence.

    The local industry’s independence was fervently protected, and we saw the release of films like Picnic at Hanging Rock (1975) and Newsfront (1978), aimed at establishing a distinct Australian film culture.

    The international box office success of George Miller’s 1979 film Mad Max motivated a shift to more commercial, Hollywood-aligned filmmaking in Australia. Many in the industry argued the film illustrated the value of pursuing a popular cinema modelled on American production practices.

    This laid the groundwork for Hollywood to become even more integrated with the local production industry.

    Studios and infrastructure

    The 1988 opening of Village Roadshow Studios and the filming of the 1988 Mission Impossible television series on the Gold Coast ignited the relationship between the Australian film industry and Hollywood that exists today.

    These studios were followed by Fox Studios Australia (now Disney Studios Australia) in Sydney, home to productions including The Matrix and Star Wars: Episodes I–III.

    These studios acquired international investment from Hollywood studios and received significant state government support. They supported new collaborations between Hollywood and the Australian film industry, though some criticised this direction for Australian cinema.

    Throughout the 1990s, there was a rapid increase in the quantity of footloose production – a term referring to films originating from Hollywood but shooting elsewhere to reduce costs.

    The comparatively weak Australian dollar, low labour and construction costs, and strong state government incentives meant that blockbusters like The Matrix could cut their budgets by as much as a third by shooting in Australia rather than Hollywood.

    The local industry grew as big budget Hollywood films created jobs for Australian production crews. These crews depended on a steady supply of foreign production, because local productions were not big enough to support local crews.

    Bust

    The Australian film production industry was thrust into crisis in the second half of the 2000s, when a strong Australian dollar coupled with the global financial crisis wiped out the supply of footloose productions.

    In 2008–09, foreign production brought just A$31 million into the country, from a high in 2003–04 of $519 million, adjusted for inflation.

    This saw screen employment drop and some production facilities close.

    Industry lobbying encouraged the federal government to introduce a 16.5% location tax offset for foreign films shooting in Australia, and a 30% tax offset for post, digital and visual effects.

    Combined with the weakening Australian dollar, this brought Hollywood production back with a vengeance by 2014–15.

    But the impact that a dry spell of blockbuster production could have on the Australian industry gave Hollywood producers significant negotiating power. In response, state and federal governments offered heavy hitters like Disney’s Pirates of the Caribbean: Dead Men Tell No Tales (2017) and Thor: Ragnarok (2017) tens of millions of dollars on top of existing offsets.

    Boom

    In 2020–21, the expenditure of foreign films shooting in Australia more than doubled compared to previous years. This was due to Australia, and especially Queensland, being one of the few places in the world where production could take place during COVID lockdowns.

    Over the last decade, humanity’s emissions of carbon dioxide (CO₂) have stabilised after a period of huge growth. Average growth is now down to just 0.6% per year, compared to 2% per year in the previous decade. But levelling off isn’t the same as declining – and we’ve levelled off at a very high rate of emissions. The Global Carbon Project estimates human activities released a record high of 10.2 gigatonnes of carbon (GtC) in 2024.

    Last year, the atmosphere’s concentration of CO₂ rose at the fastest rate on record. Over the last decade, atmospheric CO₂ increased an average of 2.4 parts per million (ppm) a year. But last year, concentrations jumped by 3.5 ppm, reaching 424 ppm in the atmosphere. These concentrations are more than 50% higher than the pre-industrial period.

    While we’re burning more fossil fuels than ever, recent emissions growth has been offset by falling rates of deforestation and other land use emissions.

    Why are CO₂ concentrations still rapidly increasing? We’re still pumping massive amounts of long-buried CO₂ into our atmosphere. The only way for this carbon to leave the atmosphere is through natural carbon sinks – and they’re struggling to keep up.

    How do we know the amount of CO₂ in the atmosphere?

    Perched on a remote and windy clifftop on Tasmania’s northwest tip lies the Kennaook/Cape Grim Baseline Air Pollution Station. This station has an important job: monitoring baseline changes in atmospheric gases. The location was chosen because air here has travelled hundreds of kilometres over the ocean in an area unaffected by local pollution.

    For decades, Australian scientists have directly measured the changes to the atmosphere here. Alongside other monitoring stations worldwide, this gives us an accurate and precise record of changes in greenhouse gases and ozone depleting chemicals in the atmosphere.

    Filling the bathtub

    Carbon dioxide is very good at trapping heat. Over the Earth’s 4.5 billion years, pulses of CO₂ have created hothouse worlds, very different to the pleasant climate humans have enjoyed since the last ice age, about 11,000 years ago. The last time CO₂ went past 400 ppm was likely more than two million years ago.

    It’s easy to confuse CO₂ emissions and concentrations of CO₂ in the atmosphere. Emissions influence atmospheric concentrations, but they are not the same.

    Releasing long-buried carbon back into the atmosphere by burning fossil fuels and producing CO₂ emissions is like turning on the tap in a bathtub and the amount of water in the tub is the atmospheric concentration.

    The Earth has natural ways of dealing with carbon dioxide. Plants, soils and oceans are carbon “sinks” – they all draw down carbon from the atmosphere and store it. Think of them as the bath’s plughole.

    If we think of the atmosphere as a bathtub, our emissions are the tap turned on, natural carbon sinks are the plughole and the water in the bath are the atmospheric CO₂ levels.

    The problem is, we’re filling up the tub with CO₂ much faster than the Earth’s carbon sinks can pull them out. As a result, CO₂ concentration in the atmosphere rises. Atmospheric CO₂ matters because it is what actually influences climate.

    If we apply current global emissions and scenarios where emissions decrease either steadily or rapidly to the CSIRO Simple Carbon-Climate Model, we can estimate how much our bathtub is likely to fill. These graphs show emissions must be significantly cut before we can start to see a fall in atmospheric concentration.

    Why did CO₂ concentration jump last year?

    The single largest influence in last year’s spike in CO₂ concentration is likely to be changes to carbon sinks.

    Every year, oceans, forests and soils absorb about half the emissions humans produce. But this figure isn’t set – it changes as the Earth’s systems change.

    For instance, plants grow more in wetter years and store more carbon in their structures through photosynthesis and growth.

    But climate change is making fires more intense and more frequent. As trees burn, they release stored carbon back to the atmosphere. Emissions from enormous wildfires in Canada in 2023 and South America in 2024 likely contributed to the atmospheric CO₂ jump.

    Recent research suggests a weakened biosphere has strongly contributed. Severe droughts across the northern hemisphere in 2024 cut the ability of the planet’s soils and plant life to soak up and store CO₂.

    The speed at which carbon sinks soak up CO₂ depends on environmental conditions, which are largely out of our control. As climate change worsens, the capacity of natural carbon sinks to draw down our emissions will likely reduce.

    In the bathtub analogy, water leaves the tub through the plughole. If the plughole narrows, less water can escape and our tub will fill up even faster.

    The main lever we can control is the tap on the bathtub – the emissions we produce. Many nations are now cutting their emissions, but not enough to begin the sharp decline in concentration we need.

    In the 1980s, the Earth’s thin, protective layer of ozone – just 10 parts per million – was being eaten away by chlorofluorocarbons (CFCs) and other chemicals in fridges, air conditioners and aerosol cans. Nations replaced these chemicals and the ozone hole began to close. Fossil fuels are far more important to our current way of life than CFCs were. But we now have good options to replace them across many industries.

    This is a crucial moment. Our current rate of emissions will only cause CO₂ concentrations and global temperatures to rise. Natural carbon sinks will not pull out enough carbon to stabilise our climate on a time frame meaningful to humans. The earlier the action and decrease in emissions, the better our future.

  • MIL-OSI Australia: Criminal ‘largest buyers’ of gold bullion stripped of $8.7 million

    Two Sydney-based leaders of an Australian criminal syndicate have been stripped of more than $8.7 million in assets for their roles in an elaborate gold bullion GST fraud. 

    Orders made by the Supreme Court of New South Wales resulted in those assets being forfeited to the Commonwealth.

    It followed a complex, decade-long AFP-led Criminal Assets Confiscation Taskforce (CACT) investigation, codenamed Operation Nosean. The CACT brings together the resources and expertise of the AFP, Australian Border Force (ABF), Australian Taxation Office (ATO), Australian Criminal Intelligence Commission (ACIC) and AUSTRAC.

    The CACT investigation began in 2012 after intelligence highlighted the apparent purchase of notably high quantities of pure gold bullion – known as PAMP gold – from a broker in Sydney. This intelligence suggested the gold was being used for large-scale GST fraud.

    At the same time, the ATO advised the CACT they had identified an unusual pattern of large GST refunds being paid to several gold refiners in Sydney and Melbourne.

    Both the CACT and ATO continued their investigations in parallel. 

    What subsequently emerged was the picture of an incredibly complex criminal operation that fit the definition of ‘missing trader fraud’. This involves the fictitious transaction of traded goods between companies within a chain to evade tax obligations.

    In this case, the backdrop for the offending was Australia’s then gold bullion arrangements, which provided an exemption on the payment of GST for ‘investment-grade’ gold bullion – as distinct from ‘scrap’ gold, which was subject to GST.

    Here’s a simplified description of how it worked:

    1. The criminal syndicate used the identities of foreign students and associates as mules to buy gold bullion from a broker, GST-free. In reality, the syndicate was making the purchases. 
    2. Each time the gold was purchased, it was melted down or defaced by the syndicate and refashioned into ‘scrap gold’. 
    3. Shell companies controlled by the syndicate then ‘purchased’ the ‘scrap’ gold, masquerading as legitimate buyers that supposedly paid tax on the gold.
    4. Those shell companies then on-sold the gold to a gold dealer, adding 10 per cent GST, with the syndicate claiming GST input credits. 
    5. Once this cycle was complete, it restarted.

    In total, the criminal syndicate was found to have fraudulently claimed tax refunds between 2012-2013, before the CACT investigation led to the restraint of their assets.

    In February 2025, after forensically piecing together the full story of the fraud’s operation and financials as well as the outcome of the ATO’s investigation, the AFP-led CACT obtained court orders which resulted in the assets of the two Sydney-based syndicate members being forfeited to the Commonwealth.

    The items included:

    • Four luxury Sydney homes worth almost $7 million
    • Four bank accounts containing more than $2 million
    • Five ounces of gold worth about $23,000, and 
    • Almost $250,000 in cash. 

    This followed the jailing in December, 2023, of the two Sydney-based syndicate members – a Neutral Bay man, 49, and an Ashfield man, 57. They were both sentenced to eight years’ imprisonment, with a non-parole period of four years and six months, after being found guilty of two counts each of conspiring to dishonestly cause a loss to the Commonwealth, contrary to section 135.4(3) of the Criminal Code (Cth) (Tax Fraud Offending).

    Speaking to the forfeiture of the assets, head of the CACT, National Manager Criminal Assets Confiscation Stefan Jerga said it was a direct result of law enforcement cooperation and the tenacity of investigators.

    “The nature of this crime was extremely intricate and took a significant amount of effort, time and commitment to untangle the web and identify the complex ownership structures set up to hide the true beneficiaries and wealth of these criminals,” National Manager Jerga said.

    “With the persistent work of all involved including the ATO, all partner agencies and the CACT’s forensic accountants, lawyers, financial experts and investigators, we were able to deconstruct and dismantle this illegal operation.

    “Our message to criminals is clear – no matter how complex or elaborate your systems or network, the AFP and its law enforcement partners will work to no end and no set time limit to find you, bring you before the courts and confiscate any proceeds of crime.”

    ATO Deputy Commissioner John Ford welcomed the result from the CACT investigation.

    “This result shows that the consequences do not end at the conviction and should serve as a strong deterrent to those in the community considering similar behaviour,” Mr Ford said.

    “The ATO will continue to work with, and support, our partner agencies by sharing resources and capabilities to ensure those who break the law are held to account.”

    In 2017, an amendment was introduced to the Goods and Services Tax Act 1999 (Cth), which shut down the loophole on the ability to claim GST input tax credits on second-hand precious metals.*

    The AFP-led CACT, which brings together the resources and expertise of the AFP, Australian Border Force, Australian Taxation Office, Australian Criminal Intelligence Commission and AUSTRAC, was permanently established in 2012 as a proactive and innovative approach to trace, restrain and ultimately confiscate criminal assets.

    The highly skilled members of CACT are located Australia-wide and comprise police, financial investigators, forensic accountants, litigation lawyers and partner agency specialists.

    The Commonwealth’s proceeds of crime laws provide tools for the restraint and forfeiture of proceeds and instruments of crime, as well as financial penalty and unexplained wealth orders. While the CACT litigates matters in the courts, restrained assets are managed on behalf of the Commonwealth by the Australian Financial Security Authority (AFSA). 

    At the conclusion of successful legal proceedings, confiscated assets are then liquidated by AFSA, with the proceeds placed in the Commonwealth Confiscated Assets Account (CAA). These funds can then be distributed by the Attorney-General to benefit the community through crime prevention, intervention or diversion programs relating to the illegal use of drugs or other law enforcement initiatives across Australia.

    Since July 2019, CACT has restrained more than $1.2 billion in criminal assets, including houses, cars, yachts, cryptocurrency, fine art and luxury goods.

    When the New Tax System (Goods and Services Tax) Act 1999 was enacted, it provided an exemption on the payment of Goods and Services Tax (GST) applicable to ‘investment-grade’ gold bullion (gold that had been stamped into bars and coins) on the basis it was considered a form of currency.

    Investment-grade gold bullion was made distinct from ‘scrap’ gold or gold that had changed its form by either being damaged, melted down or because it came in the form of jewellery, which was subject to GST.

    This distinction created a loophole which was exploited by criminals who would purchase GST-free bullion and change its form into scrap gold. They would then sell it to precious metals dealers and jewellers, adding 10 per cent GST. Instead of remitting the GST owed to the ATO from the sale of the scrap gold, offenders would claim input tax credit (ITC) exemptions applicable to the sale of second-hand goods and keep the profit.

    In 2017, an amendment to the Goods and Services Tax Act 1999 (Cth) was introduced to ensure entities engaged in transforming the form of a precious metal they acquire, can no longer exploit the special GST treatment on second-hand goods by claiming net input tax credits.

    Decrease in carbon intensity 

    In 2024, an average of about 10 tonnes of greenhouse gases were emitted for every million kroner of revenue generated in the listed companies that Danish insurance and pension companies had invested in. This represents a halving since 2020 and only one-third of the carbon intensity in 2018. The same applies to Danish investment funds. The large decrease is related to both fewer investments in the most carbon intensive companies and lower emissions relative to turnover in the individual companies.

    The decrease in carbon intensity has also happened in the euro area. Insurance and pension companies, as well as investment funds in Denmark and the euro area, have altogether invested over kr. 50,000 billion in listed companies, which emit greenhouse gases to varying degrees. Some of these companies have high emissions relative to their revenue, making them more carbon intensive than others. This includes companies in sectors such as utilities, energy, and materials manufacturing.

    Lower exposure can mean fewer risks

    On average, the exposure to carbon intensive companies is lower for Denmark’s insurance and pension companies than for those in the euro area. Based on the latest published figures from the ECB, approximately 20 tonnes of greenhouse gases were emitted in 2021 for every million kroner of revenue generated in the listed companies that the euro area’s insurance and pension sectors had invested in. The same figure was 17 tonnes for Denmark. Calculations from Nationalbanken indicate that this level difference continues to apply in 2024.

    A lower exposure to carbon intensive companies can reduce the so-called transition risks associated with the green transition that investors are exposed to. Thus, carbon intensive companies are more exposed in the event of climate regulations and requirements than other types of companies, and this may have led institutional investors to reduce their portfolio share of these stocks, etc.

    Climate-related indicators for the financial sector

    The European Central Bank, ECB, has published climate-related indicators for the financial sectors of euro area countries since January 2023 (link to data and documentation), and Danmarks Nationalbank has published Danish climate-related indicators since March 2023 (link to sources and methodology). The indicators cover comparable aspects of financed greenhouse gas emissions and exposure to carbon intensive companies through equities and corporate bonds in listed, non-financial companies. Carbon intensity in the investment portfolio is one of these aspects.

    The ECB has published climate-related indicators for the period 2018 to 2021, while Nationalbanken has published data from 2018 to 2024. Nationalbanken has calculated the weighted average carbon intensity for the euro area from 2022 to 2024 for the purpose of this statistical news. The calculation is based on investment data from the ECB’s Securities Holdings Statistics by Sector (SHSS, link), and company-reported emission data from ISS and MSCI. There are minor methodological differences between the ECB’s and Nationalbanken’s estimates, including those related to estimating companies’ revenues and emissions in the case of missing data, although this does not significantly affect the reported level of carbon intensity.

    Weighted Average Carbon Intensity, WACI, is calculated to measure the average carbon intensity of an investment portfolio. WACI expresses the average greenhouse gas emissions (scope 1) for each million kroner in revenue from the listed equities and corporate bonds of non-financial companies included in a given investment portfolio.
