    DALLAS, Texas – The U.S. Attorney’s Office for the Eastern District of Texas joined the North Texas Internet Crimes Against Children Task Force and the FBI Dallas’s North Texas Child Exploitation Task Force to announce the conclusion of Operation Soteria Shield, a month-long collaborative enforcement effort conducted in April 2025 aimed at rescuing children from online sexual exploitation and bringing perpetrators to justice. This operation was run in conjunction with the National Internet Crimes Against Children Task Force and was jointly managed by the FBI Dallas Division, Dallas Police Department, Plano Police Department, Wylie Police Department, and Garland Police Department.

    More than 70 Texas law enforcement agencies joined forces throughout the month of April to combat the exploitation of children in the digital space. These agencies leveraged the expertise of highly skilled computer crimes investigators that worked around the clock to identify victims and apprehend offenders engaged in the production, distribution, and possession of child sexual abuse material.

    Operation Soteria Shield resulted in the rescue of 109 children and the arrest of 244 offenders. In addition to these enforcement actions, investigators seized extensive volumes of digital evidence, including terabytes of illicit data stored on electronic devices that were used in the commission of these crimes. These devices are undergoing forensic analysis and may lead to further arrests and the identification of additional victims.

  • MIL-OSI Security: Plot to Molest a Young Girl Leads to 135 Months in Prison for a Virginia Woman

                WASHINGTON – Eleanor Hunton Hoppe, 46, of Charlottesville, Va., was sentenced to 135 months in prison today for distributing child pornography in a plot to molest an eight-year-old girl.

                The sentence was announced by U.S. Attorney Jeanine Ferris Pirro of the District of Columbia,  FBI Acting Special Agent in Charge Emily Odom of the Washington Field Office, and Chief Pamela A. Smith of the Metropolitan Police Department.

                Hoppe pleaded guilty to one count of distribution of child pornography on April 24, 2024, before U.S. District Judge Rudolph Contreras. The terms of Hoppe’s plea agreement call for her to serve 135 months in prison and 10 years of supervised release. In addition, she will have to register as a sex offender for a minimum period of 25 years.

                According to court documents, in late February 2023, an undercover law enforcement officer encountered Hoppe on a social media site where individuals discuss their sexual interest in children and exchange child sexual abuse material. Hoppe distributed images of child pornography to the undercover officer and repeatedly expressed an interest in sexually abusing his purported 8-year-old daughter.

                On March 16, 2023, Hoppe arranged to have the undercover officer bring his daughter from D.C. to a motel in Warrenton, Va., where she would meet them to sexually abuse the child. Police arrested Hoppe when she arrived at the hotel.

                This case was investigated by detectives from the Metropolitan Police Department’s Youth and Family Services Division, Internet Crimes Against Children Unit, and the FBI’s Washington Field Office. It was prosecuted by Assistant U.S. Attorneys Caroline Burrell and Rachel Forman.

  • MIL-OSI: U.S. commercial insurance rates continue downward trend, dropping to 5.3% increase

    NEW YORK, June 10, 2025 (GLOBE NEWSWIRE) — While U.S. commercial insurance rates demonstrated an increase of 5.3% in the first quarter, the rate continued a downward trajectory compared with the prior two quarters (increases of 5.8% and 5.6%), according to the latest findings from WTW’s Commercial Lines Insurance Pricing Survey (CLIPS). The survey compares premiums for policies underwritten during the first quarter of 2025 to those for the same coverage lines in the respective quarter of 2024, demonstrating a year-over-year comparison. Carriers reported an aggregate price increase of 5.3% in the first quarter, down from 6.3% recorded in the first quarter of 2024.

    Some coverage lines stood out with respect to price change rates in the quarter. Notably, Commercial Auto maintained a double digit increase but lower than prior quarter, while Commercial Property continued a strong downward pricing trend, with just a slight increase for the first quarter, compared to double digit increase a year prior. Additionally, Professional Liability rates displayed a higher increase this quarter but is still relatively low compared to most of the other lines.

    SYRACUSE, NEW YORK – On May 28, 2025, Floyd Wood, 57, of DeRuyter, New York pled guilty in United States District Court to failure to register an email account in violation of the Sex Offender Registration and Notification Act, and also admitted violating conditions of his federal supervised release.   United States Attorney John A. Sarcone III and United States Marshal David McNulty made the announcement. 

    Wood, a federally convicted sex offender, admitted that he created and maintained an email account without reporting it to the Sex Offender Registry, as required by law.  He also admitted that he violated the conditions of his supervised release by not reporting the email account, and falsifying reports about it, to the United States Probation Office.  Wood also admitted that he violated conditions of supervised release by possessing an unreported and unmonitored internet-capable phone, on which the email was discovered.

    The failure to register offense carries a maximum sentence of 10 years in prison, a fine of up to $250,000, and a term of supervised release of at least 5 years and up to life.  Wood also faces up to an additional 5 years for violating the terms of his supervised release.  A defendant’s sentence is imposed by a judge based on the particular statutes the defendant is convicted of violating, the U.S. Sentencing Guidelines and other factors.

  • MIL-OSI Security: Onondaga County Man Pleads Guilty to Possession of Child Pornography and Supervised Release Violations

    SYRACUSE, NEW YORK – Edward McKeraghan, 59, of Syracuse, New York pled guilty last week in United States District Court to possession of child pornography, and also admitted violating conditions of his federal supervised release.  United States Attorney John A. Sarcone III and Craig L. Tremaroli, Special Agent in Charge of the Albany Field Office of the Federal Bureau of Investigation (FBI) made the announcement. 

    McKeraghan, a federally convicted sex offender on supervised release for a prior child pornography offense, admitted that he possessed child sexual abuse material on an unreported and unmonitored internet-capable phone that he obtained in violation of his conditions of federal supervision.  The phone was discovered by the United States Probation Office during a routine home visit.

    Sentencing is scheduled for October 15, 2025.  For the child pornography offense, McKeraghan faces a mandatory minimum sentence of 10 years in prison, with a maximum sentence of 20 years, a fine of up to $250,000, and a term of supervised release of at least 5 years and up to life.  He also faces up to an additional 2 years for violating the terms of his supervised release.  A defendant’s sentence is imposed by a judge based on the particular statutes the defendant is convicted of violating, the U.S. Sentencing Guidelines and other factors.

    In the past few years, Starlink’s satellite internet service has become available across much of the Pacific. This has created new challenges for regulators in Pacific Island countries: some have promoted Starlink while others have banned it.

    What is Starlink?

    Elon Musk founded the space technology company SpaceX in 2002, and owns about 44% of it.

    Among other projects, SpaceX has launched thousands of satellites into low-Earth orbit, where they circle the globe and enable internet connectivity at ground level. This service is offered through Starlink, a subsidiary of SpaceX.

    The first satellites were launched in 2019. Later the same year, Musk demonstrated the use of Starlink internet.

    It took a few years for access to be available in the Pacific region. The first known use was in Tonga in 2022, after a volcanic eruption and tsunami.

    Satellite internet in the Pacific

    Starlink is not the only company offering internet access via satellite technology. However, it is well known and has generated much interest in the Pacific.

    Other companies use satellites in low-Earth orbit, such as OneWeb. Another consumer offering comes from Kacific, which provides internet access via a geostationary satellite high above the Pacific. This type of satellite moves at the same speed as Earth spins, so it appears to stay in the same place from ground level.

    Starlink access is available in many of the 18 member countries of the Pacific Islands Forum, such as Fiji, Tonga and Vanuatu. In several of those, there are both resellers and retailers.

    Authorised resellers can sell Starlink products and services, meaning customers can buy Starlink kits and pay their monthly Starlink charges through these companies. Authorised retailers can only sell Starlink equipment.

    Gateways and barriers

    Nauru and Kosrae (a state in the Federated States of Micronesia) have recently launched more powerful Starlink connections called community gateways to improve internet access for their communities.

    Nauru’s gateway, reportedly the first in the Pacific, went live in December 2024. Kosrae’s followed in February 2025.

    In Niue, the government has banned the use of Starlink, warning users of fines or imprisonment for unauthorised use. Satellite provider Kacific continues to operate legally on the island.

    In Papua New Guinea, Starlink licensing is before the courts.

    Education and disasters

    Remote schools across Fiji and Solomon Islands are using Starlink services to improve connectivity in the hope it will enable access to online learning and digital resources. In Fiji, six rural schools now have internet access.

    In Malaita, in the Solomon Islands, Starlink is being used in classrooms, funded and supported by an initiative to make education more accessible. Kacific’s satellite internet service has also been used to connect schools in the Pacific.

    Starlink has been used for disaster communications. It is proving to be a crucial backup for undersea cables, which are vulnerable to natural disasters and service disruptions.

    Immediately after a 7.3 magnitude earthquake struck Vanuatu on December 17 2024, causing an outage of the country’s sole submarine cable, Starlink was used to maintain communication. As traditional internet services failed, more than 300 Starlink units were quickly deployed, restoring connectivity for residents, businesses and emergency services.

    Fast-moving change

    Governance responses to Starlink have differed across the Pacific, impacting access for consumers.

    Where Starlink has been approved, people can buy equipment and pay monthly usage fees in local currency.

    In some countries, Starlink has been approved but no local resellers or retailers have been established yet. In these cases, people can access the service by ordering a kit directly from the official Starlink website, which offers international shipping to approved locations.

    Internet access options across the Pacific are changing rapidly. In several countries, Starlink has not yet officially launched.

    Further change is likely. For now, governance of Starlink among Pacific countries remains a mixed bag.

  • MIL-OSI Security: Memphis Man Sentenced to Seventeen Years for Trafficking 17-Year-Old Female to Perform Commercial Sex Acts

    NEW ORLEANS, LA – Acting U.S. Attorney Michael M. Simpson announced that DOMINIQUE PEEPLES (“PEEPLES”), age 28, from Memphis, Tennessee, was sentenced on May 28, 2025, after previously pleading guilty to Sex Trafficking of a Minor, in violation of Title 18, United States Code, Sections 1591(a)(1), 1591(b)(2), 1594(a), and 2.

    According to court documents, PEEPLES brought a seventeen-year-old female (“Minor Victim”) from Memphis, Tennessee to New Orleans, Louisiana; Jackson, Mississippi; and Houston, Texas, and required her to engage in commercial sex acts.  During this time, PEEPLES was aware of Minor Victim’s age.  PEEPLES advertised Minor Victim on websites commonly used to advertise sexual services in exchange for money and kept all or most of the proceeds from her work.   PEEPLES waited in a vehicle and watched Minor Victim while she solicited commercial sex “dates.”  Minor Victim worked under PEEPLES’ supervision between August of 2020 and her escape in mid-January 2021.  After Minor Victim ran away, PEEPLES posted a video on social media in which he boasted about exploiting Minor Victim and pointed firearms at the screen.

    U.S. District Court Judge Sarah S. Vance sentenced PEEPLES to seventeen (17) years in prison.  PEEPLES was also sentenced to ten (10) years of supervised release after release from prison. Judge Vance further ordered PEEPLES to pay $120,000 in restitution to Minor Victim, and a $100 mandatory special assessment fee.  PEEPLES will also have to register as a sex offender.

    This case was part of a broader investigation involving defendants JEREMY TALBERT and MACEO ROBERTS, both of whom have pleaded guilty for related sex trafficking crimes.  In February 2025, U.S. District Court Judge Susie Morgan sentenced ROBERTS to 22.5 years of imprisonment for conspiring to traffic three minors and two adults.  In March 2025, U.S. District Court Judge Lance Africk sentenced TALBERT to 18 years for trafficking a fourteen-year-old minor to New Orleans.

Simpson announced today that CARSON RIESS (“RIESS”), age 41, of Metairie, Louisiana, was sentenced on May 27, 2025, to 60 months imprisonment followed by 15 years of supervised release by U.S. District Judge  Jay C. Zainey after previously pleading guilty to receipt of child pornography, in violation of Title 18, United States Code, Sections 2252(a)(2) and (b)(1).  Additionally, RIESS was ordered to pay $172,500 in restitution to numerous victims as well as a $100 mandatory special assessment fee.

    According to court documents, the case against RIESS stemmed from an online Child Sexual Abuse Material (CSAM) investigation by the U.S. Department of Homeland Security, Homeland Security Investigations (HSI).  On May 20, 2024, HSI special agents, along with members of the Jefferson Parish Sheriff’s Office, executed two federal search warrants at RIESS’ Metairie home.  HSI agents seized a computer from RIESS’ residence during the search, confirmed this laptop contained Child Sexual Abuse Material, and subsequently arrested RIESS and charged him with the receipt of CSAM.  HSI’s investigation revealed RIESS received images and videos depicting the sexual exploitation of minors.

    This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice.  Led by United States Attorney’s Offices and the Criminal Division’s Child Exploitation and Obscenity Section (CEOS), Project Safe Childhood marshals federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.  For more information about Project Safe Childhood, please visit www.projectsafechildhood.gov.

    Public can learn where, when and how construction will affect them

    PUYALLUP – Construction work on a new stage of the State Route 167 Completion Project in Pierce County will begin picking up steam in summer 2025. To help people in the Puyallup, Edgewood, Sumner and Milton areas understand how construction will affect them, the Washington State Department of Transportation is launching an online open house on Monday, June 9.

    People who visit the online open house will learn more about the project, which builds a portion of a new expressway between SR 410 and North Meridian Avenue in Puyallup. It also includes a new interchange at North Meridian Avenue, two new bridges, a section of the spuyaləpabš Trail, and ramp and surface street improvements. The online open house outlines the phases of construction and what people can expect if they live, work or travel through the area.

    SR 167 Completion Project information

    The SR 167 Completion Project builds 6 miles of new tolled highway between Puyallup and the Port of Tacoma. The new expressway will be built in stages. The first stage of work completed the new Wapato Way East bridge and SR 99 roundabout in Fife. The second stage builds the expressway between I-5 and the Port of Tacoma. It’s scheduled to open in 2026.  Work on the third stage between SR 161/North Meridian Avenue and SR 410 began in 2025. Construction of the last stage between North Meridian Avenue and I-5 will begin in 2026. The entire project is planned for completion by 2030.

  • MIL-OSI Security: FORMER BATON ROUGE CITY PARISH CONTRACTOR SENTENCED TO 86 MONTHS FOR DISTRIBUTION OF CHILD PORNOGRAPHY

    Acting United States Attorney Ellison C. Travis announced that U.S. District Judge Brian A. Jackson sentenced Blake Joseph Steiner, age 37, of Baton Rouge, Louisiana, to 86 months in federal prison following his conviction for distribution of child pornography. The Court further sentenced Steiner to serve five years of supervised release following his term of imprisonment and ordered him to complete sex offender treatment and register as a sex offender upon his release.

    According to admissions made during his plea, Steiner initiated a conversation on a mobile application group chat with an undercover agent (“UCA”). Steiner hoped to gain access to a group that was dedicated to sharing and trading child pornography. To gain access, Steiner first sent the UCA a video of himself and the date to verify his identity. In another effort to gain access to what he thought was an online child pornography group, Steiner sent a video of a girl under 12 years old being raped by an adult male.  Steiner further admitted to the UCA that he managed another child pornography group online and that he engaged in hands-on conduct involving a minor. 

    This matter was investigated by the U.S. Department of Homeland Security – Homeland Security Investigations, and the Louisiana State Police and was prosecuted by Assistant United States Attorney Edward H. Warner, who also serves as Deputy Criminal Chief.

  • MIL-OSI Russia: IMF Staff Conducts 2025 Article IV Consultation and Reaches Staff-Level Agreement on the Fifth Review of the Extended Credit Facility with Zambia

    • The Zambian authorities and the IMF team have reached a staff-level agreement on the economic policies and reforms needed to conclude the Fifth Review under the 38-month Extended Credit Facility (ECF) arrangement.
    • Zambia’s economy proved resilient to the drought, and growth is projected at 5.8 percent in 2025. Rising fiscal pressures and external headwinds call for decisive domestic revenue mobilization and steadfast fiscal discipline to preserve fiscal and debt sustainability.
    • Sustaining reform momentum will consolidate gains of Zambia’s homegrown reform agenda to achieving higher and more inclusive growth, promoting job creation and building resilience amid a challenging external environment and declining official support.

    Washington, DC: An International Monetary Fund (IMF) team led by Ms. Mercedes Vera Martin, IMF Mission Chief for Zambia, visited Lusaka from April 29 to May 13, 2025, to conduct discussions for the 2025 Article IV Consultation and the Fifth Review under the Extended Credit Facility (ECF). Discussions continued virtually subsequently.

    At the end of the discussions, Ms. Vera Martin issued the following statement:

    “The Zambian authorities and the IMF team reached a staff-level agreement on economic policies and reforms for the Fifth Review under the ECF arrangement. The agreement is subject to approval by IMF management and the Executive Board in the coming weeks. Once approved by the Executive Board, Zambia will gain access to SDR 139.9 million (about US$194 million) in financing.

    “The Zambian economy demonstrated resilience in 2024, despite a severe drought and global headwinds. Real GDP growth is estimated at 4 percent in 2024—up from 1.2 percent projected at the time of the Fourth Review—driven by stronger-than-projected mining and non-mining activity, especially in ICT, financial services and construction, as well as a less severe contraction in agriculture than initially envisaged. Fiscal performance in 2024 was tighter than initially planned, with a primary surplus of 2.9 percent of GDP, driven primarily by spending compression amid tight financing conditions. Social protection spending helped cushion the impact of the drought and rising prices on vulnerable households.

    “Growth momentum is expected to continue in 2025, with real GDP growth projected at 5.8 percent. Economic activity would be supported by a rebound in agricultural output, increased copper production, and a gradual recovery in electricity generation, although electricity shortages and reliance on energy imports are expected to persist. Driven by higher food prices and kwacha depreciation, inflation averaged 15 percent y/y in 2024 and peaked at 16.8 percent y/y in February. Inflationary pressures have started to show signs of easing since then, partly reflecting hikes in the policy rate, at 14.5 percent since February 2025. The current account deficit narrowed in 2024, while gross international reserves have continued to increase, to $4.7 billion by mid-May 2025 (4.1 months of prospective imports). The medium-term outlook remains favorable, but downside risks to the outlook dominate given increasing global uncertainty. Advancing the external debt restructuring would help lower risk premia and catalyze investment.

    “The overall fiscal balance is expected to widen to 5.3 percent of GDP, with the primary balance (cash basis, program target) projected at 1.1 percent in 2025. Higher-than-initially projected debt service and new social spending needs are adding fiscal pressures. To this end, the authorities have committed to revising the 2025 Budget, to include additional revenue measures and reprioritize expenditures to partly accommodate additional spending needs. Going forward, sustained revenue mobilization and stronger expenditure controls will be critical to safeguarding priority spending and supporting fiscal and debt sustainability. Continued efforts to strengthen tax administration and expenditure efficiency, broaden the tax base, and monitoring fiscal risks will help improve fiscal policy implementation.  

    “While inflation is projected to gradually decline in 2025 as food and fuel prices ease, continued vigilance is needed given elevated uncertainty and persistent inflationary pressures. Preserving a data-driven and forward-looking monetary policy stance will be essential to steer inflation toward the target band and support macroeconomic stability. Enhancing the monetary transmission will help develop interbank money markets. Strengthening the financial legal and regulatory framework in line with international best practices, including for bank resolution, and developing an effective deposit protection scheme, will support financial stability.  

    “Accelerating reform implementation is needed to lay the foundations for higher and more inclusive growth. Continued efforts to improve the business environment and strengthen governance are critical to boosting investor confidence, reducing the state footprint, particularly in agriculture, and fostering a level-playing field for private sector-led growth. These reforms are key to unlocking investment and creating job opportunities needed for Zambia’s rapidly growing youth population. While the open access regime in the fuel sector is being somewhat implemented, renewed efforts to enhance enforcement and transparency in fuel supply will further promote fair competition.

  • MIL-OSI Security: Sex Offender Who Approached 11-Year-Old Online Sentenced to 16 Years in Prison

    ST. LOUIS – U.S. District Judge Stephen R. Clark on Thursday sentenced a registered sex offender who possessed child sexual abuse material and initiated a sexual conversation with a 11-year-old girl via Facebook Messenger to 16 years in prison. 

    Seth Allen Barger, 42, of Jefferson County, Missouri, sent a friend request to the victim in 2023. Via Facebook Messenger on July 26, 2023, he sought to engage her in a sexual conversation. The victim’s mother contacted the St. Louis County Police Department, and a detective interviewed Barger. Barger said his account had been hacked. After Barger consented to a search of his phone, a detective with the Jefferson County Sheriff’s Office found 35 images containing child sexual abuse material.

    Barger pleaded guilty in November in U.S. District Court in St. Louis to one count of receiving child pornography and one count of enticement of a minor.

    The St. Louis County Police Department, the Jefferson County Sheriff’s Office and the FBI investigated the case. Assistant U.S. Attorney Dianna Edwards prosecuted the case.

  • MIL-OSI United Kingdom: Manchester Central Library and Town Hall Extension to temporarily close for major ICT investment

    Manchester Central Library, along with the Town Hall Extension, are closing temporarily in August for the replacement and upgrade of ICT networks and Wi-Fi systems.

    They will be closed for three weeks from 2- 24 August with no access for staff or the public as there will be no ICT network access available while cabling and upgrade work is carried out, which means no connectivity for laptops, PCs, printers and other digital infrastructure. 

    The ICT project will update the Local Area Network (LAN) and the Wireless Local Area Network (WLAN). It will ensure that the Central Library and the Town Hall Extension will have a flexible ICT network providing seamless connectivity for staff and the public using our buildings, as well as third parties including the NHS, GMP and other local authorities. 

    To date, more than 120 buildings have been completed with feedback from staff, library visitors and our partners highlighting its transformative impact. 

    Manchester’s 21 local libraries will be open as usual providing PCs, book lending and study space, all of which have already had successful LAN and Wi-Fi network updates.

    Staff hours will be increased in nine key libraries in the city, and we will continue to operate a visitor information service and accept books that are being returned.  

    Staff will be on hand at Central Library entrances to advise customers and residents of the closure and signpost to alternative libraries, places to sightsee, meet or enjoy a coffee in the city.

    The St Peter’s Square Generator enterprise hub will also be closed but all the services for businesses will be available at the Generator hub site at  Royal Mills Ancoats which opened in 2024. 

    The Town Hall Extension will be fully closed and affected staff will work remotely, while alternative arrangements are being made for in-person pre-booked appointments carried out in the Town Hall Extension, including alternative locations for in-person homelessness appointments and for taxi drivers to attend in-person to present legal documentation.

    Councillor Garry Bridges, Deputy Leader of Manchester City Council, said:  

    “We need to carry out important work to upgrade the network systems which were implemented during the major refurbishment works in 2013.   

    “Currently there is patchy network coverage in critical areas across the buildings, and the upgrade will give us a flexible ICT network that is more fitting to modern ways of working and our digital strategy goals.  

    “We are sorry for the inconvenience that these temporary closures may cause but we are making alternative plans for the services during this time, and we hope that people will understand that the end point of this critical work will be beneficial to everyone who uses the buildings for years to come.” 

     

    Councillor John Hacking, Executive Member for Skills, Employment and Leisure said:

    “Although there is never a good time to shut Manchester Central Library, we cannot move forward in updating the network without this necessary closure. I can assure people that we will be working at pace to bring a better and faster Wi-Fi provision for our customers when we reopen. 

    “Our library staff will be relocated to our branch libraries during the closure to ensure they can continue to provide the vital services our residents have come to expect while the work is undertaken – and of course a range of library services are also available online.”

    The results of the 18th All-Russian (with international participation) competition of social advertising “Exit” have been summed up. The competition has been held since 2007 on the basis of Lipetsk State Technical University. This year the festival was dedicated to the 80th anniversary of the Victory in the Great Patriotic War and the year of the Defender of the Fatherland.

    The competition received over 300 entries. Projects by students majoring in Advertising and Public Relations at the State University of Management won a record number of prizes in various competition nominations.

    HANGZHOU, June 8 (Xinhua) — On a beach in Taizhou, east China’s Zhejiang Province, 68-year-old Wang Zhongfu bends down to pick up discarded plastic bottles and torn fishing nets.

    Wang Zhongfu is one of thousands of participants in the Blue Circle marine plastic recycling program, which launched in 2020 and uses blockchain and the Internet of Things to track the full life cycle of marine plastic waste, from collection to remanufacturing and resale.

    The Blue Circle program, developed by the Zhejiang Provincial Bureau of Ecology and Environment and Zhejiang Lanjing Technology Co., Ltd., is the largest of its kind in the country.

    In 2023, the program won the United Nations /UN/ Champions of the Earth 2023 Award for Entrepreneurial Vision for its efforts to combat marine plastic pollution. According to the UN Environment Programme, the award is the UN’s highest environmental honour.

    “We are reducing the amount of plastic waste in the ocean and helping people earn extra income from collecting trash,” said Kong Chen, who runs the Blue Circle plastic waste collection station, known as Little Blue Home, located on Dachen Island, about 29 nautical miles off the coast of Taizhou. He noted that the station has removed more than 20 tons of marine waste in 2024.

    Blue Circle pays 0.20 yuan (almost 3 US cents) for each plastic bottle collected, a price several times higher than the market average, in an effort to supplement the incomes of many local residents.

    “This initiative motivates people to participate in environmental protection and increase their income. People who fish can consciously collect plastic waste while working in the sea,” said Kong Chen, noting that participants like Wang Zhongfu can earn about 1,000 yuan a month this way.

    People can trace the path of recycled plastic by scanning QR codes on products such as car parts, suitcases and phone cases made from certified ocean-bound plastic. Plastic waste is cleaned and processed into pellets for industrial use at Veolia Huafei Polymer Technology /Zhejiang/ Co., Ltd.’s plant in Anji County, Huzhou City, Zhejiang Province.

    “Since 2022, we have recycled tens of millions of plastic bottles collected through the Blue Circle program,” said Fu Xianwei, the company’s chief operating officer. He added that certified marine plastic pellets can sell for more than 1.3 times the price of regular recycled plastic, and products made from these pellets have higher added value.

    “Once fishermen make a profit and businesses are motivated, marine plastic waste management enters a virtuous cycle,” said Ye Zongsen, an official with the Jiaojiang District branch of Taizhou City’s Ecology and Environment Bureau.

    The initiative has expanded to all coastal areas of Zhejiang, and to date, about 1,360 residents, 10,000 vessels and seven recycling companies have joined in. In Zhejiang alone, the program has collected 15,000 tons of marine waste, including more than 2,900 tons of plastic waste. It has also expanded to seven other provinces, including China’s southernmost island province of Hainan.

    Dachen Island in Jiaojiang District is a model of green development. Dozens of wind turbines on the island’s mountain ridge generate an average of 60 million kWh of electricity per year, five times the island’s consumption, reducing carbon dioxide emissions by 45,000 tons.

    Excess electricity is sent to the mainland via undersea power cables, according to Jiang Weijian, director of the Dachen power station of State Grid Zhejiang Power Co.

    Green energy has led to many changes, including all-electric buses, electric oxygen and ice production in fisheries, and the gradual introduction of electric stoves in guest houses on the island.

    In addition, thanks to Dachen’s low-carbon solid waste treatment plant and sewage treatment plant, the proportion of high-quality water in coastal areas has reached 98%.

    As the island’s environment improves, tourism is booming. Last year, Dachen welcomed 200,000 tourists and earned 170 million yuan in revenue.

    “As the situation improves, our hotel business is booming,” said Dachen resident Kong Qinglei, who opened his business on the island in 2020. In 2024, his revenue exceeded 1 million yuan.

    The island also benefits from its marine resources. The island, famous for its pink salmon plantations, has 14 pink salmon farms, and its output reached 10,005 tons last year, worth more than 1.1 billion yuan. The fishing industry has created jobs for nearly 300 people.

    Local authorities are currently encouraging the development of the sea travel and souvenir industry. Some guest house owners are even combining their business with yellow croaker farming.

    The island is also a pioneer in trading “blue carbon” and forest carbon. “The funds were channeled into a common prosperity fund to protect the marine environment, as well as for the island’s marine farmers and residents,” said Yang Haifei, a spokesman for the island’s administration. -0-
