  • MIL-OSI USA: House Passes Vasquez’s Bipartisan Bill to Prevent Wildfires, Support Ranchers

    WASHINGTON, D.C. – On September 24, 2024, the House passed U.S. Representatives Gabe Vasquez (D-NM-02) and Doug LaMalfa’s (R-CA-01) bill, the bipartisan Utilizing Grazing for Wildfire Risk Reduction Act, to help prevent wildfires through proactive grazing. The bill passed as part of the bipartisan Fix Our Forests Act. Prior to passage, Vasquez spoke on the House Floor about the importance of his bill to New Mexico.

    “We need to use every tool in our toolbox to lessen the frequency and severity of wildfires. Livestock grazing can help us accomplish that goal. Grazing targeted areas can help slow the spread of an intense burn and control the temperature of a fire by reducing the amount of flammable organic fuel,” saidVasquez. “In New Mexico, we know the cost of fighting wildfires is astronomical, so we must use every available resource to prevent future natural disasters.”

    Vasquez is committed to preventing and reducing wildfires that threaten New Mexican’s homes, land and livelihoods. The recent South Fork and Salt Fires, which tragically took the lives of three New Mexicans and destroyed hundreds of homes and tens of thousands of acres, underscores the importance of using every option available to prevent dangerous wildfires.

    This bill ensures that grazing can be used proactively to mitigate wildfires and keep New Mexicans safe. It helps cut through red tape and makes it easier for New Mexican farmers and ranchers to assist in preventing wildfires that could devastate their land and livelihood.

    Vasquez voted in support of the bipartisan Fix Our Forests Act today, which improves local capacity to address wildfire impacts by allowing different agencies to work together to tackle wildfire risks. The bill advances research, supports local building codes, reduces wildfire impacts, encourages partnerships and offers technical and financial assistance. This allows the U.S. Forest Service to focus its resources more directly on fireshed management by hiring additional staff and conducting hazardous fuels management. 

    The Fix Our Forest Act also ensures that when Tribes conduct fire management efforts, such as trimming excess limbs off trees, they are able to sell the timber and use the profits for forest restoration activities. This will help support Tribal sovereignty and economic prosperity. It is endorsed by the National Congress of American Indians, the Citizens’ Climate Lobby and the National Rural Electric Cooperative Association.

    WASHINGTON – Yesterday, U.S. Senator Tommy Tuberville (R-AL) joined “Kudlow” on Fox Business Network with guest host David Asman to discuss the Biden-Harris administration’s slow FEMA response to victims of Hurricane Helene, amid reports of money being allocated to house illegal immigrants and Vice President Harris touting the administration’s move to send another $157 million to Lebanon.

    ON MAYORKAS CLAIMING FEMA IS OUT OF MONEY

    ASMAN: “Senator, thanks so much for being here. Appreciate it. You know, there’s a big question about whether the administration is contradicting itself now based on what they’ve said before about 1.) whether FEMA has enough money to deal with all these crises, these emergencies, and 2.) whether or not they waylaid a lot of that money for spending on migrants.”

    “So, it was pretty frank. He said, ‘We don’t have the funds to make it through the season.’ Now the question is, why? Senator, on the one hand, they’re saying this. On the other hand, they say exactly the opposite. I leave it to you now to try to figure out what’s going on here.”

    TUBERVILLE: “Well, our country is in a mess and we are in a mess. And this administration, David, has no clue what they’re doing. I’ve been in the Senate now for going on four years, and it’s been like this the entire time. Now, when it comes to spending money, they know how to do that, but they don’t know how to prepare for anything. Let’s go back to North Carolina. First of all, it’s not about money at North Carolina in the first few days. It’s about security. People on the ground like the military, helping find people that are stranded, opening up roads, doing the things to get communication into the area in North Carolina. They heard zero from FEMA for five or six days. It was a disaster. And it’s continued to be a disaster—more people still missing, but David, this administration—Mayorkas being the leader of this pack when it comes to some kind of security, whether it’s the border, or whether it’s FEMA—he’s never prepared. He always blames somebody else. Another blaming President Trump for all this is going on. These people know how to spend money, but that’s the only thing they know how to do. They can’t do anything other than just spend the taxpayers’ money, and they usually waste it when it comes to that.”

    ASMAN: “Well, and then they misappropriated. I mean, on the one hand, yes, you know, last week, [Karine] Jean-Pierre was saying that they haven’t used any money from FEMA for the migrants. But in 2022, she said very clearly funding is also available through FEMA’s emergency food and shelter program. That’s money that was going to the migrants. That’s money that the folks in Appalachia need right now.”

    TUBERVILLE: “Yeah. And we’ve all known that. They’ve been spending billions of dollars on the illegals coming across the border. Once they get here, they take care of them much more than they take care of our veterans or the homeless people living in this country. David, I was coming from Bogotá, Colombia, a few weeks ago, and half the plane was filled with Venezuelans and people from South America that our government and taxpayer money—they were flying people on those planes to Houston. It was a commercial airliner, and then they were going places from there. It is a disaster. It’s getting worse every day. But this group could care less. All they want [are] votes, David. They don’t want to take care of any American citizen. They want votes to get reelected to carry this power on for another four years and Heaven help us if that happens.”

    ASMAN: “And by the way, those folks that were on the plane with you haven’t been vetted. I mean, it’s quite clear that some of them—they just had to arrest, ICE just had to arrest some horrible people. They were child molesters from a bunch of different countries that were flown in and clearly, they hadn’t been vetted because if they had, they would have found out they had a horrible record from where they came from.”

    TUBERVILLE: “Exactly. And it’s gonna get worse before it gets better. Our prayers are out to the people of North Carolina, Georgia, South Carolina. But, David, let me tell you. I’ve lived in the South for all my life. I’ve been through hurricanes. I went through a terrible one in [Hurricane] Andrew back in ‘91 in Miami when I was coaching down there. There’s one coming named ‘Milton’ coming at Tampa. Right now, it’s a Category Five. It’s supposed to go down a little bit, but that usually never happens. The people of Tampa need to prepare to get out. Thank God, we have Governor DeSantis [who is] preparing for this because I promise you one thing, FEMA is nowhere to be found.”

    ON VP HARRIS BRAGGING ABOUT SENDING MONEY TO LEBANON

    ASMAN: “Well, meanwhile, while Mayorkas says we are running out of money for FEMA, Vice President Kamala Harris was bragging over the weekend about sending money to Lebanon of all places. She put out an X post saying, ‘I am concerned about the security and well-being of civilians suffering in Lebanon and will continue working to help meet the needs of all the civilians there.’ All the civilians there, what about the civilians here?”

    TUBERVILLE: “Well, this is for a longer conversation, David, but that’s a war there. Our friend and ally, Israel is fighting for their livelihood over there. And we’re funding both sides. We’re giving some money, some weapons to Israel, but now we’re sending money to Lebanon who they’re fighting. We continue to do this. We’re sending money to Hamas. We’re building ports for Hamas. We’re letting Iran run rampant in terms of making money to fund all this stuff. […] It is out of control. All they’re trying to do is sell the people in Michigan and some of these areas that have people from Islamic countries that, ‘Hey, we’re taking care of your people over there. Vote for us in four or five weeks. And we promise you, we’ll help you again.’ We care nothing about the American people, and it’s out of control and [I] hope the American people see what’s going on.”

    ON DEI STANDARDS IN FEMA

    ASMAN: “Senator, one more on FEMA for you. The chief of FEMA—a woman named ‘Deanne Criswell’—claims it’s disinformation to essentially tell the truth of what the administration including Mayorkas, including Jean-Pierre, have been saying about money being used from FEMA for migrants, etcetera. Now she’s the one who last year signed a pledge to, and I’m quoting here, ‘instill equity in disaster relief.’ Do you know what equity in disaster relief is?”

    TUBERVILLE: “Well, we probably could ask the ex-Secret Service Director who is the same way when she was all DEI—diversity, equity, and inclusion—in terms of the Secret Service. They almost got President Trump killed. Now the same thing here, people are dying because FEMA is worried more about diversity, equity, inclusion, and climate change than they are helping the people of North Carolina, South Carolina, and Georgia. Again, these people have no clue about organization and taking care of the people that they are being paid to take care for. So, they need to get off their tails and go to work. But, again, we’ve got another terrible tragedy getting ready to happen here in 36 hours. I hope they get their stuff together. If they need the money, we will pass it for them. But unfortunately, they’ve wasted $20 billion on these illegals coming in for four years, and that has created more disaster than anything else.”

    ASMAN: “Senator Tommy Tuberville, great to see you, sir, and we do pray for those folks in the in the line of fire from Milton. I appreciate it.”

  • MIL-OSI USA: October 4th, 2024 Heinrich, Tonko Introduce Legislation to Increase Access to Buprenorphine, Save Lives

    ALBUQUERQUE, N.M. — U.S. Senator Martin Heinrich (D-N.M.) and U.S. Representative Paul Tonko (D-N.Y.) introduced the Broadening Utilization of Proven and Effective Treatment for Recovery Act, or BUPE for Recovery Act, legislation to increase access to buprenorphine — a lifesaving drug used to treat opioid use disorder — by removing barriers providers and patients face when trying to access the medication.
    “New Mexicans know too well the heartache of losing a loved one to opioids. Enough is enough. We need an all-hands-on-deck approach to tackle this epidemic with the urgency it demands, which includes eliminating barriers that providers and patients face in accessing lifesaving medication,” said Heinrich. “My legislation aims to change reporting requirements for buprenorphine, ensuring that patients receive timely and effective treatment for opioid use disorder. This will help save lives and help New Mexicans get the care they need.”
    “For years, I’ve worked to address this disease of addiction and secure access to lifesaving treatments for the millions of Americans working to find and follow the path to recovery,” said Tonko. “A lynchpin of my efforts to address the opioid crisis is my MAT Act that eliminates outdated, bureaucratic barriers preventing practitioners from prescribing the proven treatment, buprenorphine, to their patients. Our newest bill, the BUPE for Recovery Act further strengthens our push to expand accessibility to this lifesaving drug. I thank Senator Heinrich for spearheading this effort with me and urge my colleagues to join us in advancing this legislation as soon as possible.”
    The BUPE for Recovery Act temporarily exempts buprenorphine from the U.S. Drug Enforcement Administration’s (DEA) Suspicious Orders Report System (SORS) requirements during the opioid public health emergency. SORS reporting requirements have led to an uncertainty among pharmacies and distributors to stock and dispense buprenorphine, which can prevent individuals suffering from opioid use disorder from receiving timely and effective treatment. 
    This legislation will mitigate the treatment gap created by stringent SORS reporting requirements, reducing overdose deaths, saving lives, and improving public health outcomes.
    The BUPE for Recovery Act is endorsed by the American Association of Psychiatric Pharmacists (AAPP), American College of Emergency Physicians (ACEP), American College of Obstetricians and Gynecologists,  American Medical Association (AMA), American Nurses Association, American Pharmacists Association (APhA), American Society of Addiction Medicine (ASAM), Association for Behavioral Health and Wellness (ABHW), Faces & Voices of Recovery, Overdose Prevention Initiative at GHAI, International Certification & Reciprocity Consortium (IC&RC), Kent Strategic Advisors, LLC, The National Association of Boards of Pharmacy (NABP), National Association for Behavioral Healthcare (NABH), National Behavioral Health Association of Providers, National Black Harm Reduction Network (NBHRN), National Community Pharmacists Association (NCPA), The Kennedy Forum, Treatment Communities of America, Addiction Professionals of North Carolina, California Consortium of Addiction Programs & Professionals, Greater New York Hospital Association (GNYHA), New Mexico American College of Emergency Physicians (ACEP), the National Association of Pediatric Nurse Practitioners, and the National League for Nursing.

    “Over the past several years, New Mexico has made substantial investments to treat substance use disorders and prevent overdoses. At the federal level, significant barriers have been removed for prescribing medications for opioid use disorder, like buprenorphine. Unfortunately, stringent reporting requirements for buprenorphine continue to hinder our progress in the fight against the opioid epidemic. New Mexico ACEP strongly supports legislation that will remove buprenorphine from the Suspicious Orders Reports System and increase access to this evidence-based treatment,” said Scott Mueller, DO, FACEP, President of the New Mexico Chapter of the American College of Emergency Physicians (NMACEP).
    “Buprenorphine is a life saving medication proven to reduce the risk of overdose deaths in individuals with opioid use disorder. Despite strong evidence for the effectiveness of buprenorphine, patients face far too many unnecessary barriers getting this medication. The American Medical Association urges that suspicious order reporting requirements not be triggered based upon orders for buprenorphine and their fulfillment, as buprenorphine has been approved by the FDA for opioid use disorder. If buprenorphine products remain in the Drug Enforcement Administration’s suspicious order reporting requirements, patients will continue to suffer. It is imperative to increase access to buprenorphine to save lives,” said Bobby Mukkamala, MD, President-elect of the American Medical Association and Chair of the AMA Substance Use and Pain Care Task Force.

    Heinrich has continuously worked to make opioid use disorder treatments more readily available. 
    In the Fiscal Year 2025 (FY25) Commerce, Justice, Science, and Related Agencies (CJS)Appropriations Bill, Heinrich successfully included language directing the DEA to take further action to remove barriers to access for opioid use disorder medications such as buprenorphine. The inclusion of this language will assist local medical and mental health providers and make medications, including buprenorphine, more accessible to New Mexicans.

  • MIL-OSI USA: Fuel for Hurricane Milton

    As Florida and other southeastern states were reeling from Hurricane Helene’s effects in early October 2024, another tropical threat brewed over the Gulf of Mexico. Hurricane Milton began as a tropical storm on October 5, and by October 7, it had reached Category 5 hurricane strength. Forecasters expect Milton to make landfall late on October 9 in the Tampa Bay area and sweep across central Florida.
    Sea surface temperatures in the Gulf of Mexico—well above average for this time of year—helped fueled the storm’s rapid intensification. Rapid intensification occurs when a tropical cyclone’s maximum sustained wind speeds increase at least 30 knots (35 miles per hour) over a 24-hour period. Milton strengthened at nearly triple that rate, with winds increasing from 80 to 175 miles per hour in 24 hours from October 6–7.
    These maps show sea surface temperatures on October 6, using data from the Short-Term Prediction Research and Transition (SPoRT) project based at NASA’s Marshall Space Flight Center. Surface waters above 82 degrees Fahrenheit (27.8 degrees Celsius)—the temperature generally required to sustain and intensify hurricanes—are dark red. The map on the right is overlaid with brightness temperature data, acquired by the VIIRS (Visible Infrared Imaging Radiometer Suite) on the NOAA-21 satellite in the early morning of October 7, to show the location of Milton’s storm clouds.
    The SPoRT team focuses on improving weather forecasts using satellite data from NASA and NOAA. Its Sea Surface Temperature Composite product, shown here, is a blend of observations from multiple satellite sensors. SPoRT updates this high-resolution composite twice daily, providing global maps of sea surface temperatures, trends, and anomalies to decision-makers. Each update is promptly available to users, which include the National Weather Service, NOAA nowCOAST, and the NASA Disasters Mapping Portal.
    In addition to unusually warm ocean waters, low vertical wind shear aided Milton’s intensification, said Patrick Duran, a hurricane expert with the SPoRT project. The storm is embedded in a low-shear environment, meaning there is little difference in the speed and direction of lower-level and upper-level winds. This allows a hurricane to build vertically.
    Another contributing factor could have been Milton’s relatively small size. Smaller hurricanes are more prone to rapid increases or decreases in strength, Duran noted. “In this case, Milton’s small size likely facilitated its rapid intensification,” he said.

    On the morning of October 8, the hurricane had neared the northern coast of the Yucatan Peninsula, where destructive winds and storm surge were expected. That same morning, the National Hurricane Center reported that Milton underwent an eyewall replacement cycle, an internal storm process often associated with declining wind speeds but growth in the area of the wind field.
    The storm is projected to turn northeast and accelerate toward Tampa Bay, Florida, on October 8 and 9, according to the National Hurricane Center. Forecasters warned of heavy rainfall in the state ahead of the storm’s arrival on land, as well as life-threatening wind and storm surge as it approaches and then crosses the Florida Peninsula. Most counties along the Gulf Coast, which include major population centers such as Tampa and Fort Myers, were under evacuation orders as of October 8.
    As Milton completes its transit of the gulf, fluctuations in strength are likely as the storm structure changes, said the National Hurricane Center. Nonetheless, it will remain an extremely dangerous storm. “Even if the maximum wind speed decreases in the coming days, the storm will likely grow in size,” said Duran. “This could increase its impacts, especially by increasing storm surge along the coast.” The National Weather Service warns of storm surge accompanied by large waves for hundreds of miles along Florida’s gulf coast, with water levels reaching as much as 10–15 feet above the ground around Tampa Bay.
    NASA’s Disasters Response Coordination System has been activated to support agencies responding to the storm, including the Federal Emergency Management Agency (FEMA) and the Florida Geospatial Information Office. The team will be posting maps and data products on its open-access mapping portal as new information becomes available about flooding, power outages, precipitation totals, and other topics.

  • MIL-OSI Security: Ohio Sex Offender arrested by U.S. Marshals in Puerto Rico

    San Juan, PR – The U.S. Marshals Service (USMS) Puerto Rico Violent Offenders Task Force (PRFTF) and members of the Puerto Rico Police Department Extradition Unit apprehended in Ponce Oct. 7 a man wanted in Ohio on charges of attempted rape and gross sexual imposition.

    Isaias Colon, 34, was arrested without incident on a warrant issued June 7 by the Mahoning County, Ohio, Court of Common Pleas and after the USMS Northern Ohio Violent Fugitive Task Force requested assistance from PRVOTF to investigate Colon in attempts to locate and arrest him.

    Ata residence in Ponce, PRVOTF and PRPD Extradition Unit conducted surveillance for approximately two hours. During the surveillance a gray car arrived at the house and three people, including Colon, were observed exiting the vehicle. Colon was taken into custody and transported to Extradition Unit for extradition procedure.

    “We want to let our communities know that this significant arrest is another example of the results we can obtain from a coordinated collaboration with state agencies and demonstrates the commitment of the men and women of the U.S. Marshals Service to bring these fugitives to justice,” said U.S. Marshal for the District of Puerto Rico Wilmer Ocasio-Ibarra. “All our cases are important, but those against children are of the upmost priority for our personnel. We will continue to be vigilant against any criminal who evades justice and tries to hide so as not to assume his or her responsibility. Our commitment to our citizens comes first and we will allocate all necessary resources to make our communities safe, maintaining a quality of life that we all deserve in Puerto Rico.”

    NREL’s Hydrogen and Fuel Cell Research Is Unlocking the Energy Potential of Hydrogen

    October 8 (10.08) is national hydrogen and fuel cell day—a nod to the atomic weight of the most abundant element in the universe: 1.008.

    This year, the National Renewable Energy Laboratory (NREL) marks the occasion by spotlighting its hydrogen and fuel cell research, which is lowering the cost and increasing the scale of technologies to make, store, move, and use hydrogen across multiple energy sectors.

    Hydrogen is a simple and versatile energy carrier that can provide clean energy for the most difficult-to-decarbonize sectors. Together, those attributes make hydrogen a key part of the U.S. Department of Energy’s (DOE’s) efforts to enable a clean and low-carbon economy. Through its Hydrogen Shot, DOE aims to reduce the cost of clean hydrogen to $1 per kilogram by 2031.

    NREL research and development (R&D) supports DOE goals and enables industry to take advantage of the broad potential of hydrogen—whether used as fuel for heavy-duty vehicles, a feedstock for sustainable chemical and steel production, or a medium for storing energy.

    Megawatt-Scale Hydrogen Systems Research Kicks Off at NREL’s Flatirons Campus

    NREL highlighted the status and initial performance of the grid-integrated megawatt-scale hydrogen electrolysis, compression, storage, and fuel cell generator system at NREL’s Flatirons Campus in a webinar. The presentation included details about ongoing research using NREL’s Advanced Research on Integrated Energy Systems capabilities as well as future areas of research asset development.

    Offshore Wind Turbines Offer Path for Clean Hydrogen Production

    Producing hydrogen at a cost that approaches the DOE goal for low-cost clean hydrogen depends significantly on both the technology used and production location. Using electricity generated by offshore wind turbines as one pathway to split water to produce clean hydrogen may make economic sense, particularly along the U.S. Atlantic Coast and in the Gulf of Mexico, according to researchers at NREL.

    NREL Selected as Part of $1.6M in Federal Funding To Explore Potential of Geologic Hydrogen

    Geologic hydrogen is currently a poorly understood but potentially groundbreaking energy resource involving certain types of rocks and subsurface environments that produce natural hydrogen. NREL was recently selected as one of 16 teams to research enhanced production of geologic hydrogen. Together with partners, NREL will help stimulate hydrogen production from iron-rich mafic and ultramafic rocks via chemical, mechanical, and biological processes.

    New NREL-Led Lab Consortium To Enable High-Volume Manufacturing of Electrolyzers and Fuel Cells

    Launched in 2024, the Roll-to-Roll (R2R) Consortium aims to advance efficient, high-throughput, and high-quality manufacturing methods and processes to accelerate domestic manufacturing and reduce the cost of durable, high-performance proton exchange membrane fuel cell and electrolyzer systems.     NREL Advances Hydrogen Fuel Dispensing for Medium- and Heavy-Duty Vehicles

    In another webinar, NREL highlighted research advances in fueling protocols, dispensing hardware, codes and standards, and station architecture for medium- and heavy-duty vehicles. Researchers performed fast-flow fueling tests at NREL and benchmarked system performance exceeding industry and DOE targets; adapted the H2FillS model for heavy-duty applications; and performed analysis of fueling protocol impacts on station design, station cost, and vehicle cost. Several team members were also recognized by DOE for their outstanding leadership and contributions.

    NREL Model Fast-Tracks Hydrogen Supply Chain Infrastructure Deployment

    Reducing capital and viability risks for infrastructure investment decisions will accelerate the adoption of hydrogen fuel cell electric vehicles. NREL is helping stakeholders forecast demand and minimize infrastructure buildout costs. NREL’s Scenario Evaluation and Regionalization Analysis model optimizes hydrogen infrastructure buildout necessary to meet the growing needs of an emerging, dynamic market at a geographic and temporal level.

    Project Demonstrates Clean Supply Chain of the Future, Using Today’s Technology

    For 12 months, zero-emissions vehicles powered a clean demonstration supply chain—from battery-electric harbor cranes, which unloaded cargo containers from ships, to hydrogen-powered trucks, which drove goods from ports to storefronts across Southern California. Then NREL researchers quantified the findings. Now, the results from the Port of Los Angeles’ Shore to Store project are in: A zero-tailpipe-emissions supply chain is possible, using today’s technologies.

  • MIL-OSI NGOs: Global: UN General Assembly must open formal negotiations on Crimes Against Humanity Convention

    UN Member States should support a resolution to promptly begin formal negotiations of a Convention on the Prevention and Punishment of Crimes against Humanity, with the aim of strengthening the international justice framework and vastly reducing safe havens from investigation and prosecution for perpetrators, said Amnesty International today.

    The organization’s call comes as the UN General Assembly (UNGA) Sixth Committee meets to debate the agenda item “Crimes against humanity”. The Sixth Committee session is scheduled to last until 22 November. 

    “The next six weeks present a unique opportunity for the international community to finally make progress on the negotiation and adoption of a convention on crimes against humanity. Such a treaty would open new pathways – desperately needed in today’s world – for ensuring justice, truth and reparation for victims and survivors of some of the most heinous of crimes,” said Agnès Callamard, Amnesty International’s Secretary General.

    Unlike other crimes under international law, such as genocide and war crimes, there is presently no specific, standalone convention for crimes against humanity. While the Rome Statute of the International Criminal Court (ICC) does outlaw crimes against humanity under international law, a Convention on Crimes Against Humanity, which would be applied by states, would reinforce and strengthen the overall international justice framework, including that of the ICC.

    “The Crimes Against Humanity Convention could be a milestone treaty in more ways than one. It would impose obligations on states not only to criminalize and punish crimes against humanity, but also to prevent them, and to cooperate with other states, including through mutual legal assistance,” said Agnès Callamard.

    The next six weeks present a unique opportunity for the international community to finally make progress on the negotiation and adoption of a convention on crimes against humanity.

    “The new convention would bring much-needed improvement of international standards on gender justice, including by recognizing gender-based crimes that have received far too little international attention, such as gender apartheid, forced marriage and forced abortion. It is well past time for an international law that’s fit to address the age-old war being waged on women, girls and LGBTI people in many corners of our planet.”

    “A convention on crimes against humanity would make it much harder for perpetrators to escape justice. For instance, the present draft includes provisions for universal jurisdiction for all crimes covered. It would obligate states to either prosecute or extradite any suspects within their reach – regardless of where the crime was committed or the nationality of the suspect or the victim – and enable domestic courts to take up cases, including those that the International Criminal Court is unable or unwilling to pursue.”

    Crimes against humanity are a worldwide phenomenon. In the past 10 years alone, Amnesty International has found evidence of such crimes in at least 18 countries all over the planet.

    “No region on earth is free from these atrocities that deeply shock the conscience of humanity. Recent and ongoing situations in countries such as Afghanistan, China, Ethiopia, Iran, Israel and the Occupied Palestinian Territory, Myanmar, Nicaragua, the Philippines, Syria, Ukraine and Venezuela serve as constant reminders of the urgent need to reinforce the international justice system,” said Agnès Callamard.

  • MIL-Evening Report: Republicans once championed immigration in the US. Why has the party’s rhetoric – and public opinion – changed so dramatically?

    It might seem surprising today in the era of Donald Trump, but Republicans in the United States once championed immigration and supported pathways to citizenship for undocumented Americans.

    In January 1989, Ronald Reagan’s final speech as president was an impassioned ode to the immigrants who made America “a nation forever young, forever bursting with energy and new ideas”.

    Contrast this with Trump, who has normalised dehumanising rhetoric and policies against immigrants. In this year’s presidential campaign, for instance, he has referred to undocumented immigrants as “animals” who are “poisoning the blood of our country”.

    Both Trump and his vice presidential running mate, JD Vance, also repeated a false story about Haitian “illegal aliens” eating pets in Springfield, Ohio.

    Perhaps most troubling, Trump has pledged to launch “the largest deportation operation in the history of our country”, if he’s elected.

    Immigration policies throughout history

    Nativism, or anti-immigrant sentiment, has a long history in American politics.

    In 1924, a highly restrictive immigration quota system based on racial and national origins was introduced. This law envisaged America as a white, Anglo-Saxon, Protestant nation.

    However, there was no restriction on immigrants from the Western Hemisphere. The agricultural and railroad sectors relied heavily on workers from Mexico.

    In 1965, the quota system was replaced by visa preference categories for family and employment-based migrants, along with refugee and asylum slots.

    Then, as violence and economic instability spread across Central America in the 1970s, there was a surge in undocumented immigration to the US.

    Scholar Leo Chavez argues that in the late 1980s and early 1990s, an alarmist “Latino threat narrative” became the dominant motif in media discussions of immigration.

    This narrative was frequently driven by Republican politicians in states on the US-Mexico border, who derived electoral advantage from amplifying voter anxieties.

    The growing popularity of this negative discourse coincided with a significant increase in income inequality – a byproduct of neo-liberal policies championed by Reagan and other Republicans.

    A dramatic shift in Republican rhetoric

    In the early-to-mid 20th century, Democrats were often the party that supported restrictive immigration and border policies.

    However, most Republicans at the national level – strongly supported by business – tended to endorse policies that encouraged the easy flow of workers across the border and increased levels of legal immigration.

    Prominent conservative Republicans also rejected vilifying rhetoric towards undocumented Americans. They presented all immigrants as pursuing opportunities for their families, a framing that emphasised a shared vision of the American dream. In this telling, their labour contributed to the economy and America’s growth and prosperity.

    Reagan, the most influential conservative of the late 20th century, opposed erecting a border wall and supported amnesty over deportation.

    Reagan also strongly supported bipartisan immigration reform. In 1986, Congress passed an immigration act that increased border security funding, but also ensured 2.7 million undocumented immigrants, primarily of Latino background, were able to gain legal status.

    Twenty years later, President George W. Bush and Republican Senator John McCain lobbied for a bipartisan bill that would have tightened border enforcement while simultaneously “legalising” an estimated 12 million undocumented immigrants. It was narrowly defeated.

    This vocal support for immigrants by leading Republicans was striking because for much of the period between the late 1980s and the early 2000s, a majority of Americans actually wanted immigration levels reduced.

    Then, around 2009, a dramatic shift in political rhetoric took place. The Tea Party movement brought border security and “racial resentment” towards immigrants centre stage, challenging conservative Republicans from the populist right.

    As a result, more and more Republicans began to voice restrictionist and xenophobic rhetoric and support legislation aimed at cracking down on illegal immigration.

    What’s surprising, though, is the number of undocumented immigrants in the US was actually declining at this time, from 12.2 million in 2007 to 10.7 million in 2016.

    Donald Trump and the new nativism

    In this worsening anti-immigrant climate, Trump descended a golden escalator in mid-2015 to launch his presidential campaign.

    In his speech that day, immigration was front and centre. Trump vowed to “build a great wall” and accused Mexico of sending “rapists” and “criminals” to America.

    His speeches during the presidential campaign were marked by frequent anti-Mexican assertions and calls for Islamophobic visa policies. This hostile stance on immigration was central to his victory in both the Republican primaries and the general election against Hillary Clinton.

    Once in office, Trump then adopted a “zero tolerance” stance towards undocumented immigration. His administration pursued a heartrending family separation policy that split children and their undocumented parents at the border. This approach was celebrated on conservative media outlets such as Fox News.

    During his presidency, he also reduced legal immigration by almost half, drastically cut America’s refugee intake, and introduced bans on people from Muslim-majority countries.

    Policy expert David Bier concluded the goal of Republican lawmakers had shifted:

    It really looks like the entire debate about illegality is not the main issue anymore for Republicans in both chambers of Congress. The main goal seems to be to reduce the number of foreigners in the United States to the greatest extent possible.

    Indeed, Trump’s vision of the nation had overtly racial overtones.

    In one 2018 meeting, he asked why America should accept immigrants from “shithole countries” like Haiti, El Salvador or the African continent. His preference was for Norwegian migrants.

    Immigration as a major election theme

    From 2021–2023, undocumented US-Mexico border crossings surged due to natural disasters, economic downturns and violence in many Latin American and Caribbean nations. Many of the recent arrivals are asylum seekers.

    Though the numbers have fallen sharply in 2024, immigration and the border are still one of the top issues for voters across the political spectrum. The issue is particularly important in the key swing state of Arizona.

    In 2024, Trump’s central immigration promise was encapsulated by the beaming delegates waving signs calling for “Mass Deportations Now” at the Republican National Convention.

    The Trump-Vance ticket has blamed undocumented immigrants for almost every economic and social problem imaginable. The two candidates present them as a dangerous and subversive “other” that cannot be assimilated into mainstream American culture.

    Yet Trump, as both president and candidate, has worked to prevent the passage of border security legislation. Turmoil on the border benefits him.

    And his nativism now encompasses all forms of immigration – he has pledged to curb legal channels for people to enter the country, as well.

    All of this rhetoric has had a dramatic impact on public opinion. Between 2016 and 2024, the number of people supporting the deportation of undocumented immigrants jumped from 32% to 47%.

    In July 2024, 55% of Americans also said they wanted to see immigration levels decrease, a 14-point increase in one year.

    Many Americans do not perceive immigration as a source of vitality and renewal as they had in the past. Instead, reflecting Trump’s language, they are viewing immigrants as an existential threat to the country’s future.

    Heinrich secured $750,000 to redesign and improve technology at the Center helping first responders keep New Mexicans safe

    ALBUQUERQUE, N.M. — U.S. Senator Martin Heinrich (D-N.M.), a member of the Senate Appropriations Committee, toured the Bernalillo County Emergency Operations Center to see how the $750,000 he secured in Congressionally Directed Spending will make needed improvements and technology upgrades at the Center.

    “I’m proud to have secured funding to enhance the Bernalillo County Emergency Operations Center. These improvements will directly support our dedicated firefighters, law enforcement officers, and emergency medical responders who work tirelessly to safeguard the health and safety of all New Mexicans,” said Heinrich. “I will always fight to deliver the resources and tools our first responders need to do their vital, lifesaving work and keep New Mexicans safe.”

    During his visit, Heinrich was also briefed by Bernalillo County Fire Department Chief Greg Perez, Bernalillo County Emergency Management Director Thomas Walmsley, Bernalillo County Undersheriff Johan Jareno, and Bernalillo County Undersheriff Aaron Williamson on how the millions of dollars in federal investments Heinrich has secured have benefitted local fire and police departments, better equipping first responders with new tools needed to keep New Mexicans safe. 

    Background:

    In the Fiscal Year 2024 Appropriations Bill, Heinrich secured $750,000 for Bernalillo County to redesign the Bernalillo County Emergency Operations Center and upgrade the Center’s information technology systems and displays.  

    In addition to this investment, Heinrich cosponsored and secured passage of the Fire Grants and Safety Act, which has provided over $15.3 million to local fire departments in New Mexico. Specifically in Bernalillo County, this law has delivered: 

    • $2.4 million for Bernalillo County and its Fire and Rescue Department to recruit and retain firefighters. 
    • $1.6 million for Albuquerque and its Fire Department to recruit and retain firefighters, in addition to new resources needed to better respond to emergencies.  

    The Fire Grants and Safety Act, which was recently signed into law by President Joe Biden, reauthorizes two federal grant programs at the Federal Emergency Management Agency (FEMA). For a full list of investments from this program that have delivered funds across New Mexico, click here.

It is my great pleasure to host this year’s meeting of the FSB Regional Consultative Group for the Americas, organized jointly by the Financial Stability Board, the Financial Markets Commission of Chile and the Central Bank of Chile. Let me extend a warm welcome to our distinguished guests, esteemed colleagues, and participants. We are honored by your presence here today, particularly as we gather together to address some of the most pressing challenges and latest developments in the realms of financial stability, market development and regulatory coordination.

    Allow me to especially acknowledge the presence of Mr. Klaas Knot, Chair of the Financial Stability Board and Tiff Macklem and Kenneth Baker, Co-Chairs of the Regional Consultative Group for the Americas, whose work and commitment have contributed greatly to shaping our global and regional efforts aimed at enhancing financial stability.

  • MIL-OSI Security: Four arrests and nine companies seized in anti-mafia operation in Italy and Brazil

    Eurojust supported this international operation, which hit a notorious mafia organisation. Investigations into the criminal organisation uncovered an elaborate scheme that was laundering money from Italy to Brazil, through several companies. The operation on 7 October led to the arrest of four suspects and the seizure of nine companies in Italy, Hong Kong and Brazil.

    The suspects arrested today were involved in the mafia organisation and used extortion, money laundering and the fraudulent transfer of valuables to facilitate important mafia organisations. The main suspect in the scheme set up multiple companies in Brazil using straw men and shell companies. The companies were used to hide the criminal gains of mafia organisations from Italy.

    The investigations revealed that other companies active in the property and hospitality sectors in Italy, Hong Kong and Brazil were part of this elaborate money-laundering scheme. During the operation, nine companies were seized, as well as money worth EUR 350 000.

    The operation on 7 October is the second action from a joint investigation team (JIT) set up at Eurojust between Italian and Brazilian authorities. The JIT has been investigating the mafia organisation since 2022. The first operation took place on 13 August and led to the arrest of a member of a mafia family and the freezing of assets worth EUR 50 million. 

    The Italian and Brazilian authorities have been investigating the activities of the mafia organisation since 2022 through a JIT, set up with the support of Eurojust. Their investigations uncovered the activities of the organisation in Switzerland and Hong Kong.

    Digital transformation expert Mike Bracken and tax specialist Bill Dodwell have joined the HM Revenue and Customs Board.

    The pair have been appointed as non-executive directors to the board, which is chaired by the Exchequer Secretary to the Treasury, James Murray MP.

    They will bring fresh expertise and experience to the board as it focuses on the minister’s 3 strategic priorities for HMRC:

    • closing the tax gap
    • improving customer service
    • modernising and reforming HMRC

    Jim Harra, HMRC First Permanent Secretary and Chief Executive, said:

    Mike will chair the board’s Modernisation and Reform Committee.

    Bill Dodwell was Tax Director of the Office of Tax Simplification having been head of tax policy at Deloitte. He has law degrees from King’s College London and Queens’ College Cambridge and is a chartered accountant and chartered tax adviser.

    Bill is a former president of the Chartered Institute of Taxation and was a member of the General Anti-Abuse Rule Advisory Panel.

    Bill will chair the board’s Closing the Tax Gap Committee.

    Both Mike and Bill have been appointed board members by the Commissioners for Revenue and Customs for a fixed term of one year in accordance with the relevant guidance.

                Montgomery, Alabama – Acting United States Attorney Kevin Davidson issued a public safety alert today advising the public to be vigilant to hurricane relief fraud attempts in the wake of Hurricane Helene and future storms.

                “Criminals will use any situation, including natural disasters, to profit from the kindness and generosity of others,” said Acting U.S. Attorney Davidson. “I encourage all Alabamians to be mindful as they consider participating in donation requests for disaster relief. Using the suggestions listed below will help ensure that donations reach their intended recipient and do not get diverted to those who seek only to enrich themselves.”

                On Sept. 26, Hurricane Helene made landfall in Florida’s Big Bend Region and quickly caused major devastation there and across states including Georgia, South Carolina, North Carolina, Tennessee, and others. Currently, Hurricane Milton is making its way across the Gulf of Mexico and will impact Florida’s west coast this week. As we have seen in the wake of previous national disasters, fraudsters will target victims of the storm along with citizens across the country who want to do what they can to assist individuals affected by the storm. Unfortunately, criminals exploit disasters for their own gain by sending fraudulent communications through email or social media and by creating deceiving websites designed to solicit contributions.

                The public should exercise diligence before giving contributions to anyone soliciting donations or individuals offering to assist those affected by Hurricane Helene or any other natural disaster. Solicitations can originate from phone calls, texts, social media, e-mail, door-to-door collections, flyers, mailings, and other similar methods. Before making a donation to benefit victims of a disaster, individuals should adhere to certain guidelines, including:

    • Make contributions directly to known organizations rather than relying on others to make the donation on your behalf.
    • Do not be pressured into making contributions as reputable charities do not use such tactics.
    • Do not respond to any unsolicited communications (e.g., e-mails and texts), and never click links contained within those messages because they may be targeting your personal information, to include bank and credit card account information, and other identifiers such as dates of birth and social security numbers.
    • Rather than clicking on a purported link to a charity, verify its legitimacy by utilizing various internet-based resources that may assist in confirming whether the organization is a valid charity.
    • Beware of organizations with copy-cat names similar to but not exactly the same as those of reputable charities.
    • Avoid cash donations if possible. Pay by credit card or write a check directly to the charity. Do not make checks payable to individuals.
    • Know that legitimate charities do not normally solicit donations via money transfer services, and their website will normally end in .org rather than .com.
    • Be cautious of e-mails that claim to show pictures of the disaster areas in attached files because the files may contain viruses. Only open attachments from known senders.

                The U.S. Department of Justice established the National Center for Disaster Fraud (NCDF) in the wake of Hurricane Katrina to deter, investigate, and prosecute fraud in the wake of disasters. More than 50 federal, state, and local agencies participate in the NCDF, which reminds the public to be aware of and report any instances of alleged fraudulent activity related to relief operations and funding for victims. Complaints of fraud may be reported online at http://www.justice.gov/DisasterComplaintForm. Complaints may also be reported to the NCDF at (866) 720-5721, a hotline that is staffed 24 hours a day, 7 days a week.

    Fiscal Third Quarter 2024 and Recent Operational Highlights

    Fiscal Third Quarter 2024 Financial Results
    Results compare Q3 2024 to the 2023 fiscal third quarter ended August 31, 2023 unless otherwise indicated.

    Net revenue for Q3 2024 was $20.9 million, compared to $7.1 million in the fiscal third quarter of 2023 (“Q3 2023”). The 194% year-over-year increase is primarily due to the transformational shift in Byrna’s advertising strategy implemented in September of last year and the resulting normalization of Byrna and the less-lethal space generally. For the first nine months of 2024, revenue was $57.8 million, compared to $27.0 million in the prior year period, an increase of 114% year-over-year.

    Gross profit for Q3 2024 was $13.0 million (62.4% of net revenue), up from $3.2 million (44.6% of net revenue) in Q3 2023. The increase in gross profit was driven by the increase in the proportion of sales made through the high-margin direct-to-consumer (DTC) channels (Byrna.com and Amazon.com), a reduction in component costs driven through an intensive cost reduction effort focused on “design for manufacturability” spearheaded by Byrna’s engineering team, and the economies of scale resulting from increased production volumes. For the first nine months of 2024, gross margin was 60.9%, compared to 54.1% for the same period in 2023.

    Operating expenses for Q3 2024 were $12.2 million, compared to $7.3 million for Q3 2023, an increase of 67%. The increase in operating expenses was driven by an increase in variable selling costs (such as freight and third-party processing fees), increased marketing spend tied to the Company’s celebrity endorsement strategy, and higher payroll expenses in marketing and engineering as the Company has added personnel to handle the higher sales and production volumes. For the first nine months of 2024, operating expenses were $32.6 million compared to $21.5 million in 2023, a 52% increase year-over-year.

    Net income for Q3 2024 was $1.0 million compared to a loss of $(4.1) million for Q3 2023, a $5.1 million improvement. For the first nine months of 2024, net income was $3.1, compared to a loss of $(7.4) million in 2023, a $10.5 million year-over-year improvement.

    Adjusted EBITDA1, a non-GAAP metric reconciled below, for Q3 2024 totaled $1.9 million, compared to $(2.4) million in Q3 2023. For the first nine months of 2024, adjusted EBITDA totaled $6.3 million, an $8.5 million improvement over the loss of $(2.2) million in the prior year period, ahead of the traditionally strong fourth quarter.

    Cash and cash equivalents at August 31, 2024 totaled $20.1 million compared to $20.5 million at November 30, 2023. Inventory at August 31, 2024 totaled $19.8 million compared to $13.9 million at November 30, 2023. The Company has no current or long-term debt.

    Adjusted EBITDA is defined as net (loss) income as reported in our condensed consolidated statements of operations and comprehensive (loss) income excluding the impact of (i) depreciation and amortization; (ii) income tax provision (benefit); (iii) interest income (expense); (iv) stock-based compensation expense, (v) impairment loss, and (vi) one time, non-recurring other expenses or income.   • MIL-OSI Security: Independent Review Assesses IAEA’s Internal Safety Regulatory System for First Time, Finds Well-Established Framework

    The first-ever independent review of the International Atomic Energy Agency’s (IAEA) internal radiation safety regulatory framework has confirmed that the system is well-established, with the IAEA’s regulator showing a strong dedication to ongoing enhancement and improvement. The review provided recommendations for a further strengthening and enhancing of the Agency’s regulatory system for safety.

    The Integrated Regulatory Review Service (IRRS) mission, held from 30 September to 9 October, was requested by IAEA Director General Rafael Mariano Grossi last year. In line with his request, the mission covered all core regulatory areas of radiation safety, waste safety, emergency preparedness and response, transport, and the interface with nuclear security.

    The IAEA uses radiation technologies and implements international safety standards in its own operations, overseen by an independent regulator who is also part of IAEA staff.

     This regulator provides safety oversight of activities which involve radiation uses at the Agency’s laboratories in Vienna, Seibersdorf, and Monaco. Additionally, the regulator oversees the IAEA’s involvement in activities conducted, organized, or contracted within its Member States.

    “Radiation safety demands unwavering vigilance and preparedness,” said Director General Grossi. “By initiating this unique IRRS mission, the IAEA is leading by example, applying the best safety practices also to our own work and openly communicating on any gaps. This is especially important today, as the number of new nuclear projects continues to grow worldwide.”

    Using IAEA safety standards and international good practices, IRRS missions are designed to strengthen the effectiveness of the national legal and regulatory infrastructures while recognizing the responsibility of each country to ensure nuclear and radiation safety. It is the first time an IRRS was conducted in an organization that does not belong to one Member State, a fact that was recognized by the IRRS team as a good practice.  

    “The Agency has demonstrated a strong commitment to IAEA safety standards by proactively utilizing the peer review system, typically designed for Member States, to evaluate its own internal implementation of these standards,” said Carl-Magnus Larsson, IRRS Team Leader. “This approach goes beyond what is required, is unique, and serves as a replicable model for other organizations”.

    During the ten-day mission, the IRRS team – comprised of 10 senior regulatory experts from Canada, Czech Republic, Brazil, Norway, Qatar, Slovenia, United Arab Emirates, United Kingdom, United States of America and Zimbabwe, two IAEA staff members and one observer from Austria – held discussions with Agency staff and observed regulatory inspections at the Agency’s Insect Pest Control Laboratory in its nuclear applications laboratories in Seibersdorf, Austria.

    The IRRS team concluded that the IAEA’s regulatory programme for radiation, transport, and waste safety is well-established, demonstrating its strong commitment to upholding international safety standards. Additionally, the IRRS team welcomed the regulator’s dedication to continuously advancing and improving the IAEA regulatory system.

    The review also included recommendations to help the Agency further strengthen the effectiveness of its regulatory framework and functions. These recommendations will be detailed in the final report, which is expected to be completed within the next three months.

    The findings included the need for the IAEA to:

    • Develop a comprehensive policy and strategy for safety, tailored to the IAEA’s specific strategic and operational activities.
    • Initiate a review of resourcing to ensure that the Regulator has sufficient human and financial resources for sustainable discharge of its assigned responsibilities, including the resources needed to continuously improve the regulatory framework and to enhance the competence of the regulatory staff.
    • Consider formalising arrangements to ensure continued regulatory independence.
    • Consider assessing events occurring at the IAEA laboratories involving radiation technologies at the Agency Seat against the International Nuclear and Radiological Event Scale (INES) and report those events at Level 2 and above to Member States.

    The Team provided specific recommendations for the IAEA Regulator, including:

    • Completing the documentation for the regulatory management system.
    • Arranging for independent assessments of the regulator’s leadership for safety and safety culture at planned intervals to improve the overall safety performance.
    • Finalizing and formally adopting procedures for authorization taking into account a graded approach.  
    • Developing an inspection programme and plan in accordance with a graded approach.
    • Formally adopting a process for establishing regulations and regulatory guides, including the frequency for reviewing the regulatory guides and a system to ensure that the development and implementation of regulations and guides is based on a graded approach.

    IAEA Deputy Director General and Head of the Department of Nuclear Safety and Security Lydie Evrard said that at a time when several countries are setting up or strengthening their regulatory frameworks the IRRS mission to the IAEA is indicative of the Agency’s own commitment to the international safety standards. This mission also demonstrates that every regulatory body can benefit enormously from such a review regardless of their size and status.

    “The recommendations from this mission will help us to continuously improve and we are committed to further strengthening and enhancing the Agency’s regulatory framework for radiation safety,” said Deputy Director General Evrard.

    Good afternoon, everyone!

    It is wonderful to be back here again in beautiful Newport, Rhode Island and a privilege to address this group of future-focused leaders from Salve Regina University and the Naval War College.

    I truly appreciate Salve Regina University’s partnership and commitment to providing educational opportunities for our Navy and Marine Corps Officers.

    And I am honored to be a part of this important conference centered on an issue which affects us all, and critically affects the national security of our great Nation.

    To the faculty and staff of Salve Regina University and the Naval War College, distinguished guests and visitors: welcome, and thank you for joining us today.

    World Today

    As I am certain you are all well aware, we face existential threats and challenges in every corner of the globe.

    Across the Atlantic, Russia is well into the third year of its full-scale and illegal invasion of Ukraine.

    The United States proudly stands by the Ukrainian people as they fight for their freedom and sovereignty, and defend democracy for all free nations.

    To the South of Ukraine, in the Red Sea and Gulf of Aden, we are working alongside our NATO allies and Middle East partners to protect innocent, civilian mariners and commercial shipping against Iranian-aligned Houthi attacks.

    Immediately following the October 7th attacks in Israel, our Navy and Marine Corps Team—represented by the Bataan Amphibious Ready Group and the Eisenhower Carrier Strike Group—was on station, the ready integrated force capable of responding to any threat.

    Today, our personnel onboard the Wasp ARG are on station in the Mediterranean Sea, while the Theodore Roosevelt Carrier Strike Group and Abraham Lincoln Carrier Strike Group are operating in the Middle East.

    In addition to our surface presence, USS Georgia (SSGN 729) provides a powerful deterrence message from below the ocean’s waves.

    And for the first time since World War II, we face a comprehensive maritime power in the Indo-Pacific.

    The People’s Republic of China continues to exert its excessive maritime claims through their navy, coast guard, and maritime militia.

    From the Line of Actual Control high in the Himalayas, to disputed reefs barely peeking above the waves in the South China Sea, recent actions reveal the PRC’s willingness to execute “gray-zone tactics”—types of assault which are below the threshold of armed attack but beyond normal diplomatic actions.

    And the PRC is observing lessons from the ongoing conflicts in Europe and the Red Sea.

    And so, now, more than ever, it is imperative that we have a climate-ready force able to deter aggression and function decisively in every environment so that, if necessary, we will prevail in conflict.

    Three Enduring Priorities

    When I entered office as Secretary of the Navy, I laid out Three Enduring Priorities which are the foundation for all we do in the Department of the Navy.

    They are:

    Strengthening Maritime Dominance,

    Building a Culture of Warfighting Excellence, and

    Enhancing Strategic Partnerships.

    My priority of Strengthening Maritime Dominance centers on ensuring our Sailors and Marines have the best ships, aircraft, and technology available, so that if we are called, we may fight and decisively win our Nation’s wars.

    And to maintain our warfighting edge, we cannot rely simply on maintaining our seapower.

    External threats continue to mount and change.

    To remain the world’s dominant maritime force, the Department of the Navy must rapidly adapt and effectively counter existential threats such as climate change.

    Today, climate change is one of the most destabilizing forces of our time, exacerbating national security concerns and posing serious readiness challenges for our Fleet and Force.

    There exist numerous tangible examples of the impact of climate change on Navy and Marine Corps operations all over the world.

    And the frequency and intensity of extreme weather events has only increased as time has passed. 

    At sea and on shore, changing climate and rising sea levels crucially affect the day-to-day life of our Sailors and Marines.

    Rising temperatures, too, stress and impact the systems within our buildings and installations, greatly decreasing their overall durability.

    Along both our Pacific and Atlantic Coasts, sorties—or, deploying our ships due to threat of extreme weather in port—have become more commonplace.

    And extreme weather events caused by climate change have displaced millions of people, creating climate refugees.

    Our maritime forces have witnessed a substantial rise in the number and scope of humanitarian assistance and disaster relief missions.

    Simply put, weather impacts normal Navy and Marine Corps operations.

    Weather impacts where our ships can sail, where our amphibious craft can land, and when we can conduct flight operations.

    However, while our world today faces increasingly unpredictable and devasting weather phenomenon, the Department of the Navy is strengthening our climate resilience and reducing our climate impacts to remain the world’s most powerful maritime force.

    Building a Climate-Ready Force

    Computer scientist pioneer, mathematician, visionary, and United States Rear Admiral Grace Hopper once said, “The most dangerous phrase in the language is, ‘We’ve always done it this way.’”

    I implore all of you to assume Admiral Hopper’s mindset when approaching the challenge of climate change.

    The Department of the Navy is actively adapting and innovating for the changing landscape of the world and indeed of warfare.

    We refuse stagnation and have set out ambitious climate goals through the Department of the Navy Climate Action 2030 strategy, in line with Executive Order 14008, Tackling the Climate Crisis at Home and Abroad.

    To build a climate-ready force, we must meet two Performance Goals.

    The first goal is building climate resilience.

    We build climate resilience through installation resilience—by ensuring that our forces, systems, and facilities can continue to operate effectively and accomplish our mission in the face of changing climate conditions and worsening climate impacts.

    Many of our military bases, including our Navy’s largest, Naval Station Norfolk, are fighting a constant battle against rising sea levels, often flooding after even light rain.

    Less than two years ago, we broke ground on the first project to safeguard the Naval Academy from rising sea levels.

    And just last week, we held a ribbon-cutting to mark the end of our work on the Farragut Seawall project—the first of many projects to fortify and protect the institution from extreme weather events.

    Our goal, as outlined by our Naval Academy Installation Resiliency Plan, is for the institution to remain resilient through the 21st Century and beyond.

    We are also developing solutions to climate issues through the Center for Energy Security and Infrastructure Resilience, or “CESIR.”

    Established earlier this year, CESIR will equip our future Navy and Marine Corps Officers with the knowledge and skills to address complex climate challenges throughout their naval careers.

    What’s more, the Department of the Navy is investing in climate resiliency through our facilities, including the renovation of Bancroft Hall—the largest academic dormitory in the United States and home to the entire Brigade of forty-four hundred Midshipmen.

    Severe weather events have impacted the longevity of our buildings both inside and out, along with integral systems such as Bancroft Hall’s HVAC.

    Given the criticality of our facilities to the mission of the United States Navy and Marine Corps and in developing our future warfighters, we must continue to invest in maintenance and improvement of our infrastructure.

    And partnerships outside of the Department of the Navy are crucial to creating climate solutions.

    In 2022, the Naval Postgraduate School partnered with the Stanford Doerr School of Sustainability to address the urgent challenges of climate change, energy security, and sustainability.

    Together, NPS and the Doerr School established an Education Partnership Agreement, combining the expertise of two globally recognized hubs of research and innovation to create practical solutions that our Navy and Nation can implement both now and in the future.

    And the Department of the Navy is preparing for extreme weather events through integrated tabletop exercises and training events.

    Two years ago, the Department of the Navy held our first Climate Action tabletop exercise at Marine Barracks Washington and have since held annual exercises dedicated to drive and share climate best practices.

    In June of this year, we conducted Climate Action III with our Caribbean partners in San Juan, Puerto Rico.

    This two-day event marked the third iteration in a series of exercises designed to validate our Climate Action 2030 strategy and highlight the value of partnerships to build shared resilience in a critical region.

    Our Department, together with the DOD, other federal agencies, non-governmental organizations, and our Caribbean partners, shared expertise and solutions to the destabilizing threats which know no borders.

    The second goal of our Climate Action strategy is reducing climate threat.

    This includes reducing greenhouse gas emissions and drawing greenhouse gases out of the atmosphere, stabilizing ecosystems, and achieving the Nation’s commitment to net-zero emissions.

    And throughout the country, the Department of the Navy is leading Department of Defense efforts in reducing climate threats.

    In 2022, Marine Corps Logistics Base Albany became an electrically “Net Zero” base, crucially becoming the first Department of Defense installation to attain this significant milestone.

    Achieving this “Net Zero” breakthrough not only combats climate change by alleviating energy security concerns, but it also improves the base’s overall resilience and saves taxpayer dollars.

    We cannot tackle the climate threat alone. The Department of the Navy has facilitated strategic partnerships to tackle energy resilience issues.

    Marine Corps Air Station Miramar partnered with the city of San Diego to use biogas generated from an on-base landfill as a renewable energy source.

    This initiative provided over three megawatts of energy to the installation, reducing reliance on the city’s electric grid by a whopping 45% and reducing overall emissions.

    The Department is also leveraging public and private innovation in the climate and energy resilience sectors through NavalX Tech Bridges and business accelerators.

    Tech Bridges attract small and medium businesses using innovation challenges, and recent challenges are supporting maritime supply chain and “blue tech” opportunities.

    These partnerships between the Department of the Navy and outside business foster innovation and encourage the development of new technologies for climate adaptation.

    To remain competitive in today’s age of conflict, we must leverage every advantage available to us—and that especially includes our partners in business and industry.

    Closing

    The future of climate resilience is here.

    We know the future impacts of climate change and it is both within our capabilities and incumbent upon us to act—and we have.

    Climate resilience is force resilience. We must look beyond normal operations and approach solutions to climate change through the lens of innovation.

    As Admiral Hopper said, “Our young people are the future. We must provide for them.”

    To do so, we must continue innovating and modernizing for the threats of today and of tomorrow.

    I thank all of you for being here today, to gather, discuss, and create solutions for a more climate resilient future.

    Although climate change is already impacting our world in significant ways, I am heartened by the discussions today, the important work all of you have begun, and the innovation that will come from our collaboration.

    Thank you for tackling this challenge—we need our best and brightest involved in the search for climate solutions.

  • MIL-OSI Global: UN extends Kenyan policing mission in Haiti in futile attempt to tackle gangs

    Haiti is being choked to death by its 200 or so violent criminal gangs. The latest figures to be released by the UN suggest that more than 3,600 people have been killed in the country since January, including over 100 children, while more than 500,000 Haitians have been displaced.

    The situation prompted the country’s unelected prime minister, Ariel Henry, to resign in April. And, two months later, a Kenyan-led policing mission tasked with establishing order was deployed to the Caribbean nation. But the operation has so far struggled to rein in the gangs.

    So, the UN security council unanimously adopted a resolution on September 30 to extend the mandate of the mission for another year. There was consensus that the law-and-order situation in Haiti is still deteriorating by the day.

    The move to extend the mission is, in my opinion, hollow and fails to address the real challenges on the ground. It doesn’t tackle the rampant arms trafficking that is fuelling the violence in Haiti, nor does it secure the funding that will allow the mission to operate effectively.

    Haiti has no firearms or ammunition manufacturing capabilities. Yet the country’s gangs are brutalising the masses with all sorts of sophisticated small arms, including sniper rifles, pump-action shotguns and automatic weapons of every kind.

    All of these weapons originate outside of the island, primarily from the US, but also from neighbouring Dominican Republic and Jamaica. Experts say lax firearm laws in the US states of Arizona, Florida and Georgia have created a sophisticated arms peddling racket into Haiti.

    There is no exact number for how many trafficked firearms are currently in Haiti. But Haiti’s disarmament commission estimated in 2020 that there could be as many as 500,000 small arms in Haiti illegally – a number that is now likely to be even higher. This figure dwarfs the 38,000 registered firearms in the country.

    The effectiveness of the Kenyan operation is also being undermined by gross resource limitations. While the mission was approved by the UN security council, it is not a UN operation and relies on voluntary financial contributions. It was originally promised US$600 million (£458 million) by UN member nations, but it has received only a fraction of that fund.

    According to Human Rights Watch, the mission has so far received a mere US$85 million in contributions through a trust fund set up by the UN. Haiti’s former colonial master, France, and several other G7 countries have not been so forthcoming.

    Inadequate funding has hindered the procurement of advanced weaponry, delayed the payment of police officers’ salaries and has prevented the deployment of more forces on the ground.

    Just 400 Kenyan officers and two dozen policemen from Jamaica have arrived in Haiti so far. This is significantly less than the 2,500 officers pledged initially by various countries including Chad, Benin, Bangladesh and Barbados.

    This financial woe has had a negative impact not only on the morale of Kenyan police officers, but it has also made Haitians despondent. Haitians are increasingly expressing impatience and disappointment with the Kenyan force in the media and online.

    Some critics have accused the officers of being “tourists”, and have pointed out that the gangs have tightened their grip on large swathes of Haiti’s capital, Port-au-Prince, since the mission began.

    The pessimism within Haiti was eloquently highlighted by the country’s interim prime minister, Garry Conille, on September 25. Speaking on the sidelines of the UN General Assembly meet in New York, he confessed: “We are nowhere near winning this, and the simple reality is that we won’t without your help.”

    Advantage gangs

    Finding the Kenyan-led operation a mere irritant, and not a worthy adversary, the gangs have only stepped up the ante. According to a spokesperson for Volker Türk, the UN’s human rights chief, the country’s armed gangs are now doing “everything they can” to maintain control. This has included using sexual assault to instil fear on local populations and expand their influence.

    Some UN member nations, such as the US and Ecuador, have requested that a formal UN peacekeeping mission takes place. And, despite previous peacekeeping operations in the country being marred in controversy, Haiti has asked the UN to consider turning the current operation into a peacekeeping mission.

    This mission, which would probably include a larger contingent of troops, should not face the same financial constraints as the current operation. It would have greater visibility on the ground, and more fire power and authority to tackle the gangs.

    Past evidence also demonstrates that UN peackeeping missions significantly reduce civilian casualties, shorten conflicts and help make peace agreements stick.

    However, the recent push for a peacekeeping mission was thwarted because of opposition by China and Russia, two of the five permanent veto-wielding members of the UN security council.

    Beijing and Moscow have consistently argued that political conditions in Haiti are “not conducive” to a new UN peacekeeping operation. They have maintained that the current operation “should reach its full operational capacity before discussing such a transformation”.

    Meanwhile, the gangs continue tightening their vice-like grip on the country, with accounts emerging of rampant sexual violence against civilians, the closure of humanitarian corridors, the extension of their territorial control and – of course – even more killings.

  • MIL-OSI USA: NLCD’s Path from Early Landscape Snapshot to Decades of Change

    Work on the next version, NLCD 2001, represented a new generation. It used a database approach of interlinked data layers. Development for NLCD 2001, with imagery targeted for that year, began in 1999 and overhauled the methods used to make it and the land cover classes it yielded.

    NLCD 2001 also added Hawaii, Puerto Rico and Alaska—the last being a significant achievement, considering Alaska is a fifth the size of the conterminous United States.

    Using both Landsat 5 and Landsat 7 gave NLCD 2001 a distinct advantage over NLCD 92.  Having twice the available imagery meant a better chance of getting cloud-free imagery showing phenology, or vegetation at about the same time of year, which was essential for NLCD 2001 to use more advanced and automated interpretation techniques.

    The satellite imagery was used in collaboration with aerial photos to which map attributes had been added. These photos provided training data for certain types of land cover, such as developed urban areas and forest, that could easily be identified. A significant amount of other training data required scoping out areas of land cover in person.

    Alaska was another matter. With a relatively short growing season, and very active cloud layers throughout the growing season, cloud-free Landsat imagery was very rare, let alone large areas of the landscape with matched phenology. With its vast remote areas, Alaska also lacked aerial imagery for the majority of the state.  Given both of these factors, training data for the algorithms required large amounts of on-the-ground field data collection paired with extensive modeling and imagery combinations for accurate classification.  

    NLCD 2001 reduced the number of land cover classes to 16 (with four additional classes in Alaska only) and retooled class definitions to align with satellite-detected land cover conditions and put less emphasis on interpreting land usage. The NLCD 2001 classes simplified the agricultural and barren categories, but also changed to four classes of developed area representing the percentage of developed impervious surfaces that water cannot penetrate, such as pavement or roads or roofs. 

    EROS also developed a separate percent tree canopy data layer that categorized the different densities of forest around the nation. Used in combination with land cover and percent developed impervious surface data, this allowed users to understand, for example, the density of forest over developed areas, or low density forest encroachment into rangeland areas.  

    Other federal agencies and several states helped with NLCD 2001 mapping as well. For example, NOAA and USGS’ GAP mapped the majority of the coastal regions, and Kentucky mapped the state’s impervious surfaces.

  • MIL-OSI Global: Kamala Harris has spoken of her racial backgrounds − but a shared identity isn’t enough to attract supporters

    In one of the most memorable moments of the current presidential campaign, Donald Trump in July 2024 contended that Democratic nominee Kamala Harris recently stopped identifying as Indian and “happened to turn Black.”

    With these false remarks, Trump implied that Harris emphasized one part of her background to appeal to voters and then changed that to appeal to a different group of voters.

    Lost within this controversy has been the underlying assumption in Trump’s comments, that people tend to vote for someone with a shared identity. But is that true? Are Asian Americans, for example, especially likely to vote for Harris because of their shared identity?

    Asian Americans are a quickly growing political constituency that made a difference in 2020 in swing states such as Georgia, Nevada and Arizona, helping elect President Joe Biden. They are positioned to be influential again this November.

    Taken as a whole, Asian Americans lean Democratic in 2024, with 62% favoring Harris, compared with 38% who support Trump. But for Harris, Asian Americans are not as strong a voting bloc as Black Americans, who poll at 77% supporting Harris, according to the Pew Research Center. Harris cannot take Asian Americans’ votes for granted.

    What guides identity politics and voting

    Despite the assumption in Trump’s comments that voters gravitate toward a political candidate who shares parts of their identity, such as race or gender, that is not always the case.

    Voters are more likely to vote for someone with a shared identity when they see a “linked fate.” with the candidate. So, people who have the same ethnicity or race may vote in a similar fashion because they expect to experience the effects of policy changes in the same way. Latinos could be more likely to vote for a Latino candidate because the candidate would prioritize issues that matter to them, such as immigration reform.

    Politicians, for their part, can try to encourage people with whom they share an identity to believe in a linked fate to win their vote. In order to do this, candidates can play up issues that affect their identity group and then make the case that they are best equipped and more motivated to address those problems.

    For instance, women rank abortion rights as a key issue and trust Harris to understand it.

    In order to earn voters’ support, candidates must also come across as likely to act in their supporters’ shared interests. This helps explain why people who care about so-called women’s issues, such as education or health care, are more likely to vote for a Democratic woman than a Republican woman. People generally think that Democrats represent women better than Republicans do – and they would not assume that a Republican female politician would champion women’s issues just because of her gender.

    With this in mind, a candidate wanting to secure the vote of a group must first know what issues matter to them and then demonstrate that they understand the group well enough to earn their vote.

    Asian Americans, like most Americans, list the economy, inflation, health care, crime, Social Security, the price of housing and immigration as their top issues in this election.

    In order to effectively appeal to Asian American voters, Harris could demonstrate first that she identifies as Asian in order to invoke their shared identity. She could also show that she both understands the issues that Asian Americans care about and that she can be trusted to act in ways they favor on those issues.

    To an extent, Harris has already worked to publicly identify with her South Asian heritage. She has referred to her mother’s immigrant background and has talked about her grandfather who lived in Chennai, in southern India. She has made references to her ethnic culture, such as when she mentioned coconut trees and cooked the traditional South Indian dish dosa in a video with fellow Indian American Mindy Kaling.

    Connecting to Asian Americans

    Once solidifying that they share an identity with a group of voters, political candidates must demonstrate that they understand how the group experiences the issues that matter to them. The concerns of Asian Americans arise out of specific experiences they have – such as immigration.

    Asian Americans, for example, often complain about the long wait to sponsor family members abroad for visas to the U.S. At the same time, Asian Americans represent 15% of immigrants living in the U.S. without a visa.

    Asian Americans are also concerned about the growing government backlog of visas and smugglers whom immigrants pay to help them illegally cross the border.

    Harris often speaks about immigration and the U.S.-Mexico border, but not in personal terms – or about how this issue specifically relates to Asians.

    While all U.S. residents are affected by inflation, small-business owners, in particular, feel the pinch. They must pay higher prices for goods but have limited capital with which to do so. They also must navigate higher interest rates.

    While Asian Americans make up about 7% of the total U.S. population, they represent 10% of business owners and are the largest nonwhite group of small-business owners.

    Harris talks about the economy and inflation, as well as the need to support small-business owners, but not about how these issues specifically affect Asian Americans. Her only ad targeting Asian Americans has focused on hate crimes against them.

    And Asian Americans, like most voters, strongly support Social Security and other federal programs that aim to ensure stability for the elderly. Harris could speak of how Social Security is the sole income source for over a quarter of Asian Americans – and for a third of African Americans – compared with 18% of white Americans.

    Harris seems poised to capture the majority of the Asian American vote, which leans Democratic. But to what extent they vote for her – and with how much enthusiasm – will depend on Harris’ ability to connect with them as Asian Americans and the issues they care about.

    WASHINGTON – Today, Congressman Greg Casar (D-Texas) and 46 other Members of Congress are calling on the U.S. Environmental Protection Agency to ban the use of an herbicide, Paraquat, in the U.S. to protect public health. Paraquat is already banned in over 70 countries.

    The Members of Congress released a letter today urging EPA Administrator Michael S. Regan to protect farm workers, rural Americans, and the environment from the harmful effects of Paraquat and ban the use of the herbicide in the U.S. Exposure to the herbicide is linked to life threatening diseases like Parkinson’s disease and thyroid cancer, and linked to an increase in soil and water pollution.

    “Paraquat is a toxic substance linked to life threatening diseases and grave impacts on the environment — it has been banned in dozens of countries and should be banned in the United States,” the members wrote. “We urge the EPA to change course and deliver critical protections for farmworkers, agricultural communities, and the environment by banning Paraquat.” 

    The EPA has already banned Paraquat for areas such as golf courses and recreational areas. If Paraquat is too dangerous for golfers, it is too dangerous for farm workers and rural Americans. Nearly 70 countries have banned or discontinued the use of Paraquat, including China, Brazil, the European Union, and Canada.

    Zhang Xiaogang: Friends from the media, good afternoon. Welcome to this month’s regular press conference of the Ministry of National Defense.

    I have four pieces of news at the top.

    The first one.

    At the invitation of the Ministry of National Defense of Laos, the rotating chair of ASEAN, a working group of China’s Ministry of National Defense attended the ASEAN Defense Senior Officials’ Meeting-Plus in Vientiane on Sep. 26th. During the meeting, the Chinese side had discussions with representatives of other parties on international and regional security landscape, and advocated to jointly promote the Global Security Initiative, strengthen strategic communication and deepen defense cooperation to consolidate regional peace and stability.

    The second one.

    China’s Ministry of National Defense hosted the 21st Expert Working Group (EWG) meeting of the Shanghai Cooperation Organization(SCO) Defense Ministers’ Meeting in PLA National Defense University in Beijing from September 25th to 26th. Representatives from SCO member states and the Secretariat exchanged views on military cooperation at the event. This is the first EWG meeting under the SCO Defense Ministers’ Meeting hosted by China after its assumption of the rotating presidency. It’s also the first time for Belarus to attend as a full member of the SCO.

    The third one.

    At the invitation of the South African Navy, PLA Navy ship (PLANS) Xuchang from the 46th naval task group for escort missions will participate in the International Navy Day in Cape Town in early October. During the event, PLANS Xuchang will participate in the international fleet review and host an Open Day activity. In addition, it will have a maritime drill with the South African Navy.

    The fourth one.

    The Chinese government and the Organization for the Prohibition of Chemical Weapons(OPCW) will co-host the third training course on medical aid and protection against chemical weapons in PLA Air Force Medical University from October 13th to 19th. Over 30 participants from more than 20 State Parties including Germany, Brazil and Morocco will participate in the training. They will focus on topics such as the symptom, diagnose and treatment of chemical weapons poisoning, the medical transportation and classification of the injured by chemical weapons, and organization and implementation of medical recue in dealing with chemical weapons. In the spirit of the Chemical Weapons Convention, the course is to strengthen rescue and response capabilities against chemical weapons, enhance capacity-building in medical protection and treatment, and contribute to the building of a community with a shared future for mankind.

    Question: There are growing interaction between the Chinese and US militaries in recent time. The commanders of the PLA Southern Theatre Command and US Indo-PACOM had a video phone call. US Deputy Assistant Secretary of Defense for China attended the 11th Beijing Xiangshan Forum and the two sides had the 18th Defense Policy Coordination Talks. What’s your comment on the current China-US mil-mil relations and what interaction the two sides will have in the future?

    Zhang Xiaogang: President Xi Jinping and President Joe Biden had a successful meeting in San Francisco last November, and the two leaders talked on the phone this April. They have set the direction for a sound, stable and sustainable China-US relationship. At present, there is a stabler momentum in the overall and defense relations between China and the US. The two militaries maintain high-level strategic communication, policy communication, institutionalized dialogues and exchanges in specialized fields. These engagements could help enhance mutual understanding, avoid miscalculation, and manage and control risks.

    We require the US side to recalibrate its strategic perception on China, return to a sensible and practical China policy, and respect China’s major concerns. The US should make concerted efforts with China in the principle of mutual respect, peaceful coexistence and win-win cooperation to stabilize and improve the mil-mil relationship through candid, effective and constructive dialogues and cooperation.

    Question: I have two questions. First, according to a recent statement by the United States Indo-Pacific Command (USINDOPACOM), the United States urges China to reconsider using dangerous and coercive strategies that may escalate tensions in the South China Sea and other regions, What’s your comment? Second, at the news conference of the 15th China International Aviation and Aerospace Exhibition yesterday, the deputy commander of the PLA Air Force said that many new types of aircraft developed by the PLAAF in recent years will be exhibited this time. Netizens are all eager to see the H-20 bomber. Can you provide us with more information?

    Zhang Xiaogang: It is the US and its allies who is creating risks. Their vessels and aircraft have been conducting frequent close-in reconnaissance in China’s vicinity, trespassing into China’s territorial seas or administered maritime and air space, harassing routine exercises of the Chinese side, and taking irresponsible and dangerous moves. These operations severely undermine China’s sovereignty and security interests, put the safety of Chinese and their own personnel at risk, and jeopardize regional peace and stability. According to preliminary statistics, by September this year, the US military has sent about 1500 aircraft to China’s vicinity for reconnaissance or harassment, which fully showcased that the US side is a provocative and disruptive actor.

    We urge the US side stop false narratives, stop dangerous and provocative operations, and strictly discipline its troops on the ground. The Chinese military is on high alert and will take legitimate and necessary measures to respond to provocation and safeguard China’s sovereignty, security and development interests.

    On your second question, I think relevant departments will release information in due course and you can follow that.

    Question: On the morning of September 25th, China launched an intercontinental ballistic missile into the Pacific after 44 years. Does this mean that China is accelerating the development of its nuclear forces? Will there be any change in China’s nuclear policy?

    Zhang Xiaogang: This ICBM launch is to test our weapon and training performance. It is a legitimate and routine arrangement for military training. China nuclear policy is very stable, consistent and predictable. We strictly follow a nuclear policy of no first use of nuclear weapons and pursue a nuclear strategy of self-defense. China does not seek any arms race. We have promised not using or threatening to use nuclear weapons against no-nuclear-weapon states or nuclear-weapon-free zones. China will continue to keep its nuclear capabilities at the minimum level required for national security.

    Question: The Standing Committee of the 14th National People’s Congress recently approved the National Defense Education Law, which will come into effect on September 21. Please give us more details about the amendment of this law.

    Zhang Xiaogang: Defense makes a country and its people safe. The amendment of the national defense education law focuses on 4 aspects. First, it confirms the CPC’s leadership over defense education, and requires building a system with centralized and unified leadership, clear division of responsibilities, and civil-military coordination. Second, it emphasizes the combination of defense education at school and military service publicity. There are requirements to improve defense education at school to raise students’ awareness of perform military service in accordance with the law. Third, it regulates that the outline for military training for students should be co-drafted by relevant agencies for educational under the State Council and the CMC. Higher education institutes and high schools should organize military training based on the outline to strengthen military skills training and temper the will and discipline of students. Fourth, it asks to expand the scope and channels for defense education. Local governments can use opportunities of major festivals, commemorative days and thematic events to carry out extensive activities on defense education to strengthen the awareness for national defense in the society.

    Question: US Army Secretary said recently that he discussed with Japan’s Defense Minister about deploying US Army multi-domain special task groups during his visit to Japan. Some analysts say it means the US may deploy Typhon mid-range missile system to Japan. What’s your comment?

    Zhang Xiaogang: We are closely following relevant moves. US deployment of mid-range missiles in the Asia-Pacific Region will intensify arms race, threaten regional countries and undermine global strategic balance. China is firmly opposed to it. What Asia-Pacific needs is peace and prosperity rather than conflict and confrontation. We urge the US side to stop this dangerous move and do not create tensions in the region. The Japanese side should stay cautious and do not invite the wolf into the house, otherwise, it would only push itself into a dangerous situation. The Chinese side will take resolute and effective measures to respond in accordance with the developments of the situation and its own needs.

    Question: The US Deputy Secretary of State Kurt Campbell recently said at a meeting of the US House Foreign Affairs Committee that China poses the greatest challenge to the United States and the China threat is more serious than the Cold War. The 2022 National Defense Strategy report issued by the Commission on the National Defense Strategy said that the United States, due to its outdated defense strategy, unreasonable military structure, and inadequate capacity of the defense industry, is unable to handle the dual threats from China and Russia. What’s your comment?

    Zhang Xiaogang: In recent years, by perceiving China with its own hegemonic thinking and the Chinese military from a perspective of competition and threat, the US has gone too far to play up the alleged “China military threat”. Its intention is nothing more than finding an excuse for expanding its own military power. Records have shown that the US side is the biggest challenge to world peace and a source of future global warfare. China is opposed to US Cold War thinking and its narratives or actions that intensify confrontation and undermine China’s strategic security and interests.

    China is a contributor to world peace and development and a defender of the international order. We stay committed to a defensive defense policy. China’s defense and military modernization is to safeguard its own security and interests and contributes to world peace. Playing the China card won’t help the us to solve its own problems. We require the US to have a sensible and objective view on China and China’s military development and strategic intentions. It should put more efforts on things that can help shore up China-US bilateral relations and consolidate regional peace and stability.

    Question: The 2024 Quad Leaders Summit issued a joint statement which did not mention China directly but criticized coercive and intimidating maneuvers in the South China Sea. It also announced to launch a first-ever Quad-at-sea Ship Observer Mission by coast guards of the four countries in 2025. What’s your comment?

    Zhang Xiaogang: Relevant joint statement uses vague languages to cover its malicious intention to target China. It needs to be emphasized that China has indisputable sovereignty over Nanhai Zhudao and its adjacent waters. It is fully legitimate, justified and beyond reproach for China to conduct constructions on our own territory and carry out law-enforcement operations in waters and airspace under our jurisdiction. Though not directly concerned in the South China Sea issue, the US, Japan, India and Australia are resorting to microphone diplomacy to criticize and smear China and stir up troubles and mislead the public. In particular, the US has deployed offensive weapons in the region, worked with its allies to step up military exercises, and conduct close-in reconnaissance against China’s islands and reefs. Talking about militarization, coercion, bullying, and bloc confrontation in the South China Sea, I think the US deserves these labels more than any other country.

    Joint maritime operations carried out by relevant countries should contribute to regional peace and stability, and not harm the interests of any third party. The Chinese side is firmly opposed to actions that may stir up troubles and escalate tensions in the South China Sea. We will firmly defend our own sovereignty, security and maritime rights and interest, and maintain peace and stability in the South China Sea.

    Question: Both China and India have recently made positive statements about de-escalating the situation in their border area, and the Chinese foreign ministry also spoke of disengagement of troops in four areas, including the Galwan Valley. There is a great deal of expectation that there will be disengagement in other areas along the border. What is your comment, please?

    Zhang Xiaogang: For quite some time, under the guidance of the two state leaders, China and India have maintained communications with each other through diplomatic and military channels, including between the two foreign ministers, between the Chinese foreign minister and Indian national security adviser, and through the Working Mechanism for Consultation and Coordination on India-China Border Affairs (WMCC), and the Corps Commander Level Meetings. Through these discussions and communications, the two sides were able to reduce their differences and build some consensus. They have agreed to strengthen dialogues, accommodate each other’s legitimate concerns, and reach a resolution at an early date that is acceptable to both sides. Before that day comes, the two sides will continue to consolidate the outcomes, strictly abide by bilateral agreements on border issues and confidence-building measures to jointly safeguard peace and tranquility along the border.

    Question: I have two questions. First, Chinese and Nepalese militaries had a joint training, the Sagarmatha Friendship-2024, in late September in south China’s Chongqing. Can you give us more details? Second, the PLA used a Z-9 helicopter to stop and dispel an intruding Philippine reconnaissance aircraft from Huangyan Dao. What is your comment, please?

    Zhang Xiaogang: On your first question. The Chinese and Nepalese armies are carrying out Sagarmatha Friendship-2024 joint military training. With troops in mixed units, this training focuses on joint counter-terrorism operations in urban neighborhoods and covers comprehensive subjects including multidimensional search, check point setting and blockade, stalking, rescue with arms, evacuation under cover, and clearing and screening. Alongside the training, the two sides also organized activities such as sports games, art performance and cultural exchanges. The Sagarmatha Friendship is a signature program between the Chinese and Nepalese militaries, and it is the 4th of its kind this year. The PLA will work with the Nepalese side to strengthen military trust and substantive cooperation, and build a closer China-Nepal community of shared future in the new era.

    On your second question. The Huangyan Dao is an inalienable part of Chinese territory and China has indisputable sovereignty over it and its adjacent waters. For some time now, the Philippine side has been sending public or military vessels and aircraft to intrude into the airspace and maritime waters of Huangyan Dao without the approval of the Chinese side, which has seriously violated China’s sovereignty and undermined regional peace and stability. The Chinese side has taken necessary measures in accordance with law to stop and dispel these Philippine ships and aircraft and our operations have been professional and restrained. We will continue to take necessary measures to safeguard our territorial sovereignty and maritime rights and interests in Huangyan Dao.

    Question: It is reported that on September 25th, frigates from the JMSDF transited through the Taiwan Strait. Does the Chinese side know about this? What is your comment, please?

    Zhang Xiaogang: On September 25th, Japanese destroyer Sazanami, Australian destroyer the HMAS Sydney, and New Zealand supply ship the HMNZS Aotearoa conducted transit operations through the Taiwan Strait. The PLA stayed on high alert and monitored the transit. We are opposed to such provocations in the name of the so-called “freedom of navigation” that send wrong signals to the “Taiwan independence” separatist forces and undermine China’s sovereignty and security.

    The Taiwan question is an internal affair of China that brooks no foreign interference. We urge relevant countries to respect the One China principle, stop mudding the water on this question, and stop undermining peace and stability in the Taiwan Strait. The PLA will remain on high alert and take all necessary measures to counter any threats and provocations.

    Question: I have two questions. First, according to media reports, the Russian military has sent maritime and air forces to participate in China’s Northern/Interaction-2024 exercise. Can you give us more details? Second, the Philippine Coast Guard (PCG) ship 9701 has withdrew from Xianbin Jiao and the PCG said it would send another ship to the reef and would not let it become a second Huangyan Dao. Philippine Defense Secretary said that if China removes the Philippine ship grounded at Ren’ai Jiao, it would be an act of war. What’s your comment? 

    Zhang Xiaogang: According to this year’s cooperation plan between Chinese and Russian militaries, the Russian military participated in Exercise Beibu Unity-2024 organized by the PLA Northern Theater Command in relevant waters and airspace of the Sea of Japan and the Sea of Okhotsk from September 10th to 27th. More than 10 vessels and over 30 aircraft from the two sides were involved. The exercise is an effective test on interoperability of the two militaries in tactical commanding and joint operations. It further deepened strategic coordination between the two militaries and contributed to maintaining regional peace and stability and addressing security challenges.

    After the exercise, relevant Chinese and Russian navy task groups will conduct joint maritime patrols in relevant waters of the Pacific.

    The Philippine side recently pulled out PCG 9701 which had been illegally anchored in the lagoon of Xianbin Jiao. It is the only right way forward and is conducive to restoring peace and stability in relevant waters. China has indisputable sovereignty over Nansha Qundao and its adjacent waters, including Ren’ai Jiao and Xianbin Jiao. We will take firm countermeasures against any act that infringes China’s territorial sovereignty and maritime rights and interests. Actions that violate the Declaration on the Conduct of Parties in the South China Sea (DOC) and undermine regional peace and stability are unwelcomed. We urge the Philippine side not to have illusion and miscalculation and stop making any risky and futile provocations.

    Question: It is reported that China has recently sent marine troops to Brazil to participate in the Operation Formosa 2024 multilateral exercise. Can you give us more details?

    Zhang Xiaogang: A contingent from the PLAN Marine Corps participated in the Operation Formosa-2024 multinational joint exercise in Brazil recently. The subject of the exercise is joint landing and counter-landing operations. It is the first time for China to participate in the exercise and the Chinese troops had good exchanges with other participating forces. The exercise helped build trust and friendship, and strengthened the capability of participating countries in jointly addressing security challenges.

    Question: According to media reports, the Chinese military recently hosted demining courses for Cambodia and Laos. Can you give us more information?

    Zhang Xiaogang: The PLA Army Engineering University hosted two demining courses for personnel from Cambodia and Laos respectively from July 1st to September 27th. Senior delegations from Cambodia and Laos, and representatives from the UN Mine Action Service(UNMAS), the International Committee of the Red Cross (ICRC), and the ASEAN Regional Mine Action Center attended the graduation ceremony, and spoke highly of the demining courses as well as the graduation drills.

    Cambodia and Laos are the most severely affected regions by mines. The Chinese military attaches great importance to international cooperation on demining, and takes cooperation and assistance on Humanitarian Mine Action (HMA) as an important step for building a community with a shared future for mankind and implementing the Global Security Initiative. Over the past 20-plus years, we have trained over 700 demining professionals from more than 20 countries, and sent demining EWG abroad to conduct on-site teaching multiple times. The Chinese military will continue to strengthen substantive cooperation with militaries in the region, and make contributions to international humanitarian demining cause.

    Question: Recently the promotional video Cui Huo (Being Tempered)  received a lot of coverage from both domestic and foreign media. Can you give us more information?

    Zhang Xiaogang: The promotional video Cuihuo (Being Tempered) co-produced by the CMC Political Work Department, the Office of the Central Cyberspace Affairs Commission and the China Media Group started airing on CCTV-1 on September 11. It was simultaneously uploaded to major web portals and covered by more than 300 Chinese and foreign media. Views and clicks of the video have reached 5.37 billion. The video represents innovative efforts of the military to promote Xi Jinping Thought on Strengthening the Military online, and another masterpiece after two promotional videos Zhuiguang (Chasing Light) and Zhumeng (Following Dream).

    Cuihuo is about how the military is raising political awareness and improving combat readiness. It tells touching and thought-provoking stories about ordinary service members from multiple perspectives, reflecting enhanced political loyalty of the people’s military and its solidarity and confidence in building a strong military. The popularity of these promotional videos shows the strength of Xi Jinping Thought on Strengthening the Military, and the confidence and resolve of the Chinese military to achieve its centenary goal.

    Question: Taiwan’s defense authorities recently submitted to the legislative body its budget for 2025 which amounts to 667b TWD (148b RMB). According to another report, Taiwan’s army will purchase many types of UAVs for monitoring and attack in urban battlefields. What’s your comment?

    Zhang Xiaogang: Sticking to its policy of “Taiwan Independence”, the DPP authorities have been ignoring public opinion, making irresponsible moves and going further down the dangerous path of seeking independence by force. The more they spend on purchasing weapons, the more insecure people in Taiwan will feel. This strategy will only push Taiwan closer to the brinks of war. We warn the DPPD authorities that those who do wrong things will court its own destruction. More weapons will not change the fate of Taiwan Independence. The PLA has full capabilities to smash all separatist attempts for TWI and defend China’s sovereignty and territorial integrity.

    Question: What’s the type of the ICBM launched yesterday by the PLA rocket force? What signal is the PLA trying to send to the international community?

    Zhang Xiaogang: On the test launch of the ICBM, we have released information on that in a timely manner, and I have no more information to add. I want to emphasize that this test launch is in line with international law and practice and is not directed at any country or target.

    Question: According to reports, the first F-16V fighter Taiwan bought from the US will be delivered at the end of September. And 26 UAV manufacturers recently visited Taiwan. Chief of the Taipei Office of the America Institute in Taiwan said recently that there was a possibility for the US and Taiwan to jointly manufacture weapons. Meanwhile, some media reports said there are large numbers of moldy bulletproof vests and expired ammunitions in weapons assisted by the US to Taiwan. What’s your comment?

    Zhang Xiaogang: We are firmly opposed to any official and military contact between the US and China’s Taiwan region. Currently, the biggest threat to peace and stability across the Taiwan Strait is separatist activities by the forces for Taiwan Independence and acquiesced support provided by external forces. Whether it’s US arms sale to Taiwan or so-called joint manufacturing of weapons, the true purpose is never protecting Taiwan but using the DPP authorities as a dumb cash machine to dump obsolete and stockpiled weapons and feed the US military-industrial complex. We warn the DPP authorities that the fate of a pawn is being abandoned. Those courting the US to damage Taiwan will be punished by time and justice. The PLA will take all necessary measures to defeat any separatist attempt for Taiwan Independence and foreign interference.

    Question: In the video Cui Huo, we heard a J-20 pilot saying in an interview that he can never forget the moment when he saw the Taiwan island while flying in his aircraft. This sparked conjectures that the stealth fighter J-20 also participated in a patrol over Taiwan. Can you confirm that?

    Zhang Xiaogang: Taiwan is a part of the Chinese territory. The PLA fighters can go there as they want. There is no need to be surprised.

    Question: I have two questions. The first is about the continued tensions in Lebanon. Recently, the engineering detachment of the Chinese peacekeeping forces in Lebanon successfully cleared an undetonated rocket shell. What is your comment on the incident? Second, the national security adviser from the Philippines recently said that they plan to purchase mid-range missiles and will continue to use America’s Typhon missile system for training, which means the system may continue to stay in the Philippines. What is your comment on that?

    Zhang Xiaogang: On your first question, China is closely following the security situation in Lebanon, and we will further strengthen the security protection of our troops.

    On your second question. China has made our opposition clear concerning US deployment of mid-range missiles in the Philippines under the cover of military exercises. We urge the US side to correct this wrong move and withdraw the missile system to fulfill its prior promise. The Philippine side should not have any miscalculation. Binding itself to the US chariot would only bring damages to itself. China has many options in its toolkit. We will take effective measures to respond in accordance with the developments of the situation.

    Question: I have two questions. First, on September 26th, the defense authorities in Taiwan said that they monitored several PLA aircraft flying around the Taiwan Strait. Experts say the exercise was to prevent foreign interference. Can you tell us the purpose of this exercise? Second, about yesterday’s ICBM launch, which countries has China informed beforehand? The Japanese government said that it was not informed. Can you comment on that? Some experts say that this launch may increase tensions in this region. What’s your comment?

    Zhang Xiaogang: On your first question, it is legitimate and reasonable for the PLA to organize exercises and training activities in the sea and airspace around Taiwan Island. We will continue to strengthen military training and combat readiness, and regularly organize relevant military operations.

    On your second question, the test launch of the ICBM by the PLA Rocket Force is consistent with international law and practices. Before the launch, we have issued warnings specifying the prohibited time and areas and informed several countries in advance through military and diplomatic channels. This fully demonstrates the openness and transparency of the PLA.

    Question: Japan’s defense ministry announced a large-scale restructuring of its maritime self-defense force to establish a new marine corps and alert contingency. It also plans to increase defense budget and build a small satellite network. Some analysts say Japan may assist US intervention in the Taiwan Straits.

    Zhang Xiaogang: We have noticed relevant moves by the Japanese side. In recent years, Japan has been accelerating restructuring of its combat forces and build-up in new domains, and developing long-range attack capabilities. There is a growing tendency for Japan to return to its militarist past, which violates its Pacifist Constitution and purely defensive defense, and challenges the post-war international order. We urge the Japanese side to take lessons from history, be cautious in military security and contributes to regional peace and stability instead of the opposite.

    Question: I have two questions. First, the US Navy recently issued a strategic guideline on naval operations that claimed that the Chinese mainland has the greatest capabilities in the world in ship manufacturing and that the US should be prepared for a conflict with China in 2027. What is your comment, please? Second, the Chinese Ministry of State Security exposed a hacker organization called “Anonymous 64”, saying that the people behind this organization are from the Taiwan military. What is your comment, please?

    Zhang Xiaogang: On your first question, I think this rhetoric from the US side exposes again its Cold War mindset and militant nature. I have to stress that China has no intention of challenging or replacing the United States. The goal of our development is to deliver a better life for the Chinese people and provide new opportunities for world peace and development. China is on the course to build a strong nation and realize national rejuvenation through the Chinese path to modernization. No foreign forces can stop this trend. The Chinese military fears no threats or challenges, and will take firm actions to safeguard national sovereignty, security and development interests.

    On your second question, you can inquire about relevant authorities for more information.

    Question: The American website, Defense News, recently reported that the US plan to provide Taiwan with nearly US$570 million worth of “security assistance” has come to the final stage. This is by far the largest package assistance from the US to Taiwan region, which will be spent on training, reserves, anti-armor weapons, air defense, UAVs, and other subjects to protect Taiwan from military attacks from the Chinese mainland. What is your comment, please?

    Zhang Xiaogang: We have noticed relevant reports. China is consistently opposed to the US selling weapons to the Taiwan region. What it has done has grossly violated the One China principle and the three China-US Joint Communiques, severely undermined China’s sovereignty and security interests, and sent very wrong signals to “Taiwan independence” separatist forces. It must be pointed out that the US attempt to contain China with Taiwan, to root for the DPP authorities and to bloat the arrogance of “Taiwan independence” separatist forces by providing military assistance and selling weapons to them, will do nothing but undermine the peace and stability across the Taiwan Strait. These actions will eventually backfire to burn the United States itself.

    We urge the US side to stop military collusion with Taiwan and stop arming Taiwan in any way in order to maintain the relations between the two countries and the two militaries. Taiwan belongs to China. It is just across the strait from the mainland, and we will never let it drift away. The PLA will never back down in safeguarding national sovereignty and territorial integrity. We will take firm actions to defeat any attempts at Taiwan independence and any interference by foreign forces.

    Question: The website of Taiwan defense authorities recently released information that they have received detected mainland forces conducting joint landing exercises in waters near Dachengwan in Dongshan, Fujian Province. The exercise involved many types of fighters, helicopters and UAVs coupled with amphibious ships and RO-RO cargo ships loaded with ground forces. Taiwan defense authorities said they will closely monitor the exercise. What is your comment, please?

    Zhang Xiaogang: The relevant exercise is a routine arrangement within the PLA’s annual plan aimed to improve the capabilities of our troops for fulfilling missions and tasks. The PLA fears no reconnaissance or harassment against its operations. The DPP authorities should be fully aware of the strong capabilities and firm will of the PLA, see clearly that “Taiwan independence” will never succeed, and completely abandon their separatist illusion.

  • MIL-OSI Security: Six Men Indicted in Connection with “ATM Jackpotting” Conspiracy

    SYRACUSE, NEW YORK – Joelvis Jose Rivas-Solorzano, Silvio Fabian-Ordonez, Jose Medina, Jose Navarro, Deivy Santiago Pena-Rojas, Jefferson Jose Marquez-Marquez, all citizens of Venezuela, were indicted for conspiracy to commit bank larceny, and bank larceny related to their involvement in a nationwide automatic teller machine (ATM) Jackpotting Scheme. United States Attorney Carla B. Freedman and Craig. L. Tremaroli, Special Agent in Charge of the Albany Field Office of the Federal Bureau of Investigation (FBI) made the announcement.

    “ATM jackpotting” is the exploitation of physical and software vulnerabilities in ATMs that result in the machines dispensing cash to unauthorized fraudsters. Typically, during ATM jackpotting events one or two people use a key to access the inside of an ATM to install a foreign device that allows a hacker to assume control of the ATM. After the ATM is compromised, groups of individuals arrive at the ATM to conduct transactions and the ATM dispenses its cash reserves, which are untethered to any bank account. 

    In December 2023, several financial institutions in the Northern District of New York became victims of an ATM Jackpotting scheme. In total, over $400,000.00 was stolen during four separate ATM jackpotting events in Onondaga, Broome, and Chenango counties.

    Joelvis Jose Rivas-Solorzano, Silvio Fabian-Ordonez, Jose Medina, Jose Navarro, and Deivy Santiago Pena-Rojas have all been arrested and are in custody in the Northern District of New York. Jefferson Jose Marquez-Marquez is in custody in South Dakota and is awaiting transport to the Northern District of New York.

    The charges to which Joelvis Jose Rivas-Solorzano, Silvio Fabian-Ordonez, Jose Medina, Jose Navarro, Deivy Santiago Pena-Rojas, Jefferson Jose Marquez-Marquez face carry a maximum sentence of 5 or 10 years, a fine of up to $250,000 million, and a supervised release term of up to 3 years. The charges in the indictment are merely accusations, and the defendants are presumed innocent unless and until proven guilty.

    This case is being investigated by the FBI Albany Field Office, with assistance from  United States Immigration and Customs Enforcement (ICE), United States Customs and Border Protection (CBP), United States Secret Service, the New York State Police, the Onondaga County Sherriff’s Office, the Chenango County Sherriff’s Office, the Broome County Sherriff’s Office, the Town of Cicero Police Department, the Syracuse Police Department, the Binghamton Police Department, the Norwich Police Department, the Dearborn, Michigan Police Department, and the Belle Fourche, South Dakota Police Department.     Call for bids: project that would bring together voices from civil society to discuss challenges to democratic governance and sustainable development in Peru.

    The British Embassy in Lima is seeking bids for a project that would bring together decentralized voices from civil society to discuss challenges to democratic governance and sustainable development in Peru, putting forward a consensus public agenda. Results from the project should inform partner interventions and policymaking and strengthen the UK’s reputation as an ally to democratic governance in Peru.

    1. Background

    The UK is a global promoter of democratic governance and the rule of law. As such, the British Embassy in Lima is committed to working with like-minded partners to strengthen democracy and resilience. We seek to on building an inclusive, democratic and open society by, inter alia, advancing our shared values of democratic governance and rule of law.

    The past two decades have seen democratic backsliding and political polarization on the rise across the globe. According to UNDP (2023), Latin America and the Caribbean is the region where political polarization has increased the most in the past twenty years. In the region, Peru stands out as a particularly complex case that has faced constant governance crises over the past years. Many of these crises are historically rooted and overcoming them will require significant citizen participation.

    In 2023, Peruvians were the least satisfied with democracy in all Latin America, scoring 8% satisfaction rate (Latinobarómetro, 2023). Trust in political institutions is low. Besides the tendency to high levels of disapproval of the Government and Congress, 92.9% of people do not trust political parties (INEI, 2023) and only 33% of Peruvians say they trust in elections (LAPOP, 2021).

    Across the region/In the past years, valuable efforts have been made to rebuild democratic governance, civic participation, and public trust. However, efforts have had difficulties in adopting a decentralised approach and bringing together diverse stakeholders. As such, the British Embassy would like to support a project that brings together a multitude of actors in civic dialogue to set a consensus agenda to strengthen democratic governance and sustainable development in the country. We are especially interested in supporting decentralized projects that centre local actors outside of Lima to create an agenda with proposals to be included in the debates in the upcoming elections in Peru. This falls in line with Priority Theme 2 (Democracy) of our country Human Rights and Gender Equality Strategy 2023-2025.

    2. Objective and scope of work

    The objective of the work is to support the UK’s commitment to strong democracies, public participation, and rule of law. Projects should adopt a decentralized approach, with clear spaces for dialogue between local civil society actors, academia, public organizations and youth with other key actors. Successful bidders will demonstrate a creative, impactful approach to ensure the creation of a citizen’s public agenda.

    Bids should look to demonstrate their ability to deliver a project that includes:

    a) Consensus building

    • We expect projects to create a space for inclusive dialogue between a diverse set of actors, including civil society organizations, academia, private sector and youth groups. * We especially look for bids that would centre local and grassroots organizations. Dialogue spaces should seek to find consensus around the key challenges for democratic governance and sustainable development in Peru, to put forth a consensus citizen agenda for public debate and build a network of interested stakeholders.

    b) Sharing out results

    • Projects should collate and systematize the shared agenda that arises in dialogue spaces to maintain a record that can be introduced into the public agenda.
    • After results have been compiled, projects should aim to disseminate results through multimedia communication products. We especially look for bids that can work with local media to that end.

    c) Stakeholder participation

    • Projects should involve a quite large list of different relevant stakeholders from all the sectors: private, public, academia, local organizations, NGOs, unions, etc. to be able to collate and give voice to all underrepresented groups and create an inclusive space of dialogue.
    • Include amongst the list of participants political leaders, especially looking ahead of the upcoming election in 2026.

    3. Project Budget

    Project proposals of up to £17,000 = S/77, 860 / $20,400. We are looking for projects that can begin in November 2024 and be completed by February 2025. Implementers should spend 100% of their allocation by February 2025.

    4.  Assessment

    Bids will be assessed against the following criteria:

    • strategic fit – alignment with stated objectives and scope of work expected.
    • project viability – including a realistic description of methodology and activities to deliver the outcome and deliverables (outputs) within the project duration and sustainability after the project ends.
    • stakeholder management – including the capacity of the implementing organisation to engage with key stakeholders, including diverse business, government and civil society stakeholders present in Peru, and involve local/international expertise to deliver expected outcomes.

    5. How to Bid

    Please complete the attached “Project Proposal Form” and “Activity Based Budget” using the guidance provided.

    Completed forms should be sent in standard document and spreadsheet formats in English or Spanish to BEProjectsPeru@fcdo.gov.uk by 11:59pm October 20th, with “Call for bids Citizen Dialogue” in the subject line of your email.

    Bids submitted after this date will not be considered. Bids can be submitted at any time up to the indicated deadline.

    Bidders will be notified via email of the outcome of assessments in early October. Due to the volume of bids expected, we will not be able to provide feedback on unsuccessful bids.

    Organisations can submit up to a maximum of 1 proposal; bids for projects that include engagement with stakeholders in the outside of Lima region are particularly welcome.

    Please also familiarise yourself at an early stage with the standard ‘Grant Agreement Template’ attached.

    6. What to Include in the Bid Form?

    • Overview of project or activity. How it fits with the UK’s approach to the relevant priority; and why the UK should fund the project or activity.
    • How the project or activity will create an impact and lead to change.
    • Rationale– including why the project or activity should take place now.
    • Where relevant, evidence of support from Peruvian government actors for the project or activity and that it complements their own strategy.
    • Information about how the impact will be sustained after the project or activity has been completed.

    Proposals must be submitted on the authorised forms and include an activity-based budget (ABB) in soles/US dollars. Value for money is an important selection criterion and if you do not submit a detailed ABB then your proposal will not be considered.

    The Financial and Consumer Affairs Authority of Saskatchewan (FCAA) warns consumers about the companies, Regal Property Developments Ltd., Regal Properties De Mexico S. de RL de CV, and Caban Condos (the group of companies are collectively referred to herein as “Caban Condos”). 

    Michael (Mike) Delaire, on behalf of Caban Condos, claims to be constructing condominium units located in Mexico and offering them for sale to Saskatchewan residents. 

    Neither Mike Delaire nor the Caban Condos companies are registered in Saskatchewan to trade in real estate.  

    If you have any relevant information about the activities of Caban Condos or its representative, Mike Delaire, or if you have signed a contract and/or paid a deposit with Caban Condos, please contact the FCAA Insurance and Real Estate Division at 306-787-6700 as your information may assist with our investigation.

  • MIL-OSI: EMGS – Vessel activity and multi-client sales update for the third quarter 2024

    Electromagnetic Geoservices ASA (the “Company” or “EMGS”) releases information on vessel activity and multi-client sales during the quarter approximately 4-5 working days after the close of each quarter. The Company defines vessel utilisation as the percentage of the vessel charter period spent on proprietary or multi-client data acquisition. Downtime (technical or maritime), mobilisation, steaming, and some standby activities are not included in the utilisation rate.  

    At the end of the third quarter 2024 the Company had one vessel on charter, the Atlantic Guardian. The Atlantic Guardian completed transit from Brazil to Norway and commenced acquisition of previously announced prefunded multi-client projects including the OBN seismic survey.

    The utilization for the third quarter was 40% compared with 0% for the third quarter 2023. 

    EMGS had one vessel in operation and recorded 3.0 vessel months in the quarter. In the third quarter 2023, the Company recorded 3.0 vessel months.

    Multi-client revenues in the third quarter
    The Company expects to record approximately USD 0.5 million in late sale multi-client revenue in the third quarter of 2024. The revenue for the fully prefunded multi-client surveys, acquired in the third quarter, is expected to be recognized in the fourth quarter of this year upon final data delivery.

    Today marked the formal beginning of the criminal investigation against three people who served as senior Carabineros commanders during the political repression of protests in 2019. Under their leadership, two people died at the hands of the police and thousands suffered serious injuries, including irreversible eye damage. At this hearing, which has been anticipated for over nine months, the North Central Metropolitan Prosecutor’s Office formally informed that it is investigating these individuals for their possible participation as perpetrators of the omissive crime of unlawful coercion, resulting in serious injuries and homicide, and that this will initiate legal proceedings.

    According to international law and Chilean legislation, commanders in charge of police forces are, under certain circumstances, liable for the acts of their subordinates, including when they have omitted to supervise them. Amnesty International noted this in its reports from 2020, “Eyes on Chile”, 2021, “Commanders’ criminal liability by omission” (“Responsabilidad penal por omisión de los mandos”, in Spanish) and in a new report published today, “Obligations under international law to investigate and punish superiors responsible for human rights violations” (“Obligaciones de derecho internacional de investigar y sancionar a los responsables jerárquicos de violaciones de derechos humanos”, in Spanish).

    The start of legal proceedings, which are set to begin after this hearing, will clarify whether these commanders had individual criminal liability for failing to prevent the serious injuries caused to thousands of protesters, despite having the ability to do so, as per their obligation.

    Since October 2019, Amnesty International and other Chilean and international human rights bodies and organizations have denounced the indiscriminate and improper use of shotguns loaded with metal and rubber pellets by Carabineros, which left thousands of people injured and over 400 people with severe eye damage. Today, there are more than 1,100 cases of unlawful coercion (mistreatment) caused by this sort of action, which highlights the broader damage inflicted by the actions of the Carabineros.

    The criminal investigation into the police commanders who allowed this to happen is a milestone for Chile. Every day, in many countries, the right to protest is being threatened by the use of extremely harmful weapons and ammunition which international law prohibits for use in controlling protests. Today, Chile has the historic opportunity to hold accountable those in position of power who did not act to prevent irreversible harm to thousands of people.

    Amnesty International welcomes this hearing, which will conclude tomorrow, as the start of a legal process that, with the relevant due process guarantees, will clarify the facts and determine the liability for the serious human rights violations committed since 2019.

    Lastly, Amnesty International welcomes the departure of the current Director General from his role, since, as the organization has reported on numerous occasions, his continued presence constituted a risk to procedural evidence and compliance with guarantees of non-repetition.
