  • MIL-OSI USA: Steel Calls on Columbia to Cancel Event with Communist Vietnam Leader

    WASHINGTON, D.C. – With the General Secretary of the Communist Party of Vietnam set to headline an event at Columbia University tomorrow, Congresswoman Michelle Steel (CA-45) is calling on Columbia to cancel the event and clarify whether suffocating basic human rights comports with the university’s values.

    In a letter to Columbia, Steel notes that under To Lam’s leadership Vietnam has doubled down on the repression of human rights, limiting free expression and detaining prisoners of conscience. Such abuses largely occur due to the communist regime’s crackdown on dissent from journalists and activists as well as those seeking to practice their faith.

    “To Lam is a dangerous authoritarian who has stifled free expression and taken many prisoners of conscience in Vietnam. Columbia must reverse course and refuse to grant legitimacy to someone who jails his own citizens simply for speaking their mind,” said Rep. Michelle Steel, who represents a large population of Vietnamese Americans in Orange County, CA.

    “Columbia cannot claim to foster a campus environment of free speech and expression while hosting one of the most prominent leaders of authoritarianism. Going forward with hosting To Lam would unfortunately signal more of the same from an institution that has too often identified itself with civil rights while disregarding the circumstances of those most affected,” Steel added.

    To Lam, who recently took over as Vietnam’s head of state, will be in New York for a meeting of the United Nations General Assembly followed by a trip to Cuba. Even prior to his current human rights abuses, To Lam has a documented history of stifling free speech in his prior role as Vietnam’s Minister of Public Security.

    Below is a copy of Steel’s letter:

    Dear President Armstrong,

    I write to you today to express my serious concern regarding Columbia University’s planned event on September 23 with To Lam, the General Secretary for the Communist Party of Vietnam, and Columbia University’s promotion of an individual who is chiefly responsible for the ongoing repression of the Vietnamese people. Columbia University should immediately rescind its invitation to To Lam and clarify whether suffocating basic human rights comports with its values.

    Since Lam assumed the role of General Secretary, the Communist Party of Vietnam has doubled down in adopting the Chinese Communist Party model of repression. In turn, there are currently over 170 prisoners of conscience detained in Vietnam.

    Prisoners of conscience in Vietnam face lengthy prison sentences, endure solitary confinement, face unfair trials, and are arbitrarily detained by the one-party police state. In addition, Vietnamese prisoners of conscience are unable to seek care for their health conditions, subjected to forced labor, and banned by prison authorities form religious practices, such as prayer. Some have succumbed to unspecified medical issues and have died while serving life sentences.

    Just this week, Vietnam’s Hanoi People’s Court sentenced Phan Van Bach, an independent journalist and prominent activist, for “distributing anti-state propaganda after voicing his concerns about the Communist Party of Vietnam on Facebook and YouTube. While in custody, Mr. Bach’s health has seriously deteriorated according to his wife and attorney.

    Additionally, noodle vendor Bui Tuan Lam was jailed for the same “anti-state propaganda” charges last year after posting 19 videos on Facebook and 25 on YouTube that “affected the confidence of the people in the leadership of the state,” according to the indictment. Days prior, footage surfaced of then-Vietnam Minister of Public Security To Lam eating a $2,000 steak after he had visited the grave of Karl Marx.

    Sadly, Columbia University’s welcoming of To Lam is yet another example of its lack of moral clarity. Columbia cannot claim to foster a campus environment of free speech and expression while hosting one of the most prominent leaders of authoritarianism. Condoning this level of repression will only embolden further persecution of the Vietnamese people.

    Now is the time for Columbia University to define its posture toward the Communist Party of Vietnam. Going forward with hosting To Lam would unfortunately signal more of the same from an institution that has too often identified itself with civil rights while disregarding the circumstances of those most affected.

  • MIL-OSI United Nations: 4th Forum of Mayors to convene global Cities Summit of the Future

    Cities are on the front lines of addressing humanity’s most pressing challenges, from climate change to migration as well as natural disasters and socioeconomic inequalities.  

    City leaders from across the globe will convene for the 4th Forum of Mayors (Geneva, 30 September – 1 October) to discuss the implications for local governments of the Pact for the Future, which will be agreed upon by UN Member States at the United Nations Summit of the Future (New York, 22-23 September). 

    At the Forum of Mayors, cities will collaboratively draft an Outcome Statement on the Future of Cities.  

    This statement will emphasize the vital role of cities and local actors in driving a sustainable and brighter future for all. It will then be transmitted to the Secretary General of the United Nations as a contribution to strengthening the engagement of local and regional governments in UN intergovernmental bodies and processes. 

    As a unique platform within the United Nations system, the Forum of Mayors connects local and national authorities within a normative intergovernmental framework, contributing to a more networked and inclusive multilateralism.  

    The Forum will be chaired by Ms. Danela Arsovska, Mayor of Skopje (North Macedonia), with Vice-Chairpersons Mr. Ricardo Rio, Mayor of Braga (Portugal), Ms. Susan Aitken, City Leader of Glasgow Council (United Kingdom) and Mr. Sami Kanaan, Deputy Mayor of Geneva (Switzerland). The keynote address will be delivered by renowned architect Lord Norman Foster. 

    Leaders from a diverse range of cities across the pan-European region and North America will participate, including mayors and deputy mayors from Tirana (Albania), Gyumri (Armenia), Vienna (Austria), Ganja (Azerbaijan), Quebec (Canada), Osijek (Croatia), Nicosia (Cyprus), Ostrava (Czech Republic),  Tallinn  (Estonia), Turku (Finland), Strasbourg Eurometropolis (France), Heidelberg (Germany), Athens (Greece), Debrecen (Hungary), Bat Yam (Israel),  Valmiera (Latvia),  Balzan (Malta), Podgorica (Montenegro), Utrecht (Netherlands),  Łódź (Poland), Mafra (Portugal), Bucharest (Romania),  Novo Mesto (Slovenia), Dushanbe (Tajikistan), Konya (Türkiye), Ashgabat (Turkmenistan), Mykolaiv (Ukraine), London (United Kingdom of Great Britain and Northern Ireland), New Orleans (United States of America). Additional Mayors are expected to confirm their participation. 

    Additionally, through collaboration with other Regional Economic Commissions (ESCWA, ECLAC, ECA, ESCAP) and the Global Cities Hub, and in recognition of the global connections between urban areas and the opportunities they present for learning, partnerships, and exchange, the Forum will also unite Mayors from the UNECE region with their counterparts from cities such as Buenos Aires (Argentina), Ifangni (Benin), San Jose (Costa Rica), Pichincha (Ecuador), Irbid (Jordan), Klang (Malaysia), Turbat Kech (Pakistan), Dakar (Senegal), Freetown (Sierra Leone), Lusaka (Zambia), Rabat (Morocco). 

    The Forum will also feature a rich programme of side events, tackling key issues such as the underrepresentation of women in local government leadership, urban peace dialogues, cities’ solutions to the triple planetary crisis, and cities’ experiences with Voluntary Local Reviews of SDGs progress.

  • MIL-OSI Security: Twelve Defendants, Including Members of International Criminal Gangs, Indicted for Drug Trafficking Conspiracy in South Florida

    MIAMI – An indictment has been unsealed charging 12 defendants, including members of international criminal gangs MS-13, Sur-13, and the Mexican Mafia, with drug offenses in and around Broward and Miami-Dade Counties in the Southern District of Florida.

    The twelve-count indictment charges Edgar Garcia-Velasquez, a/k/a “Diablo,” 34, a citizen of Honduras, Francisco Rangel, a/k/a “Casper,” 41, of Calif., Gabriela Rodriguez-Carrillo, 42, of Calif., Luis Portillo, a/k/a “Shadow,” a/k/a “Sombra,” 35, of Miami, Jose Puga, a/k/a “Stranger,” 45, of Calif., Malinda Martinez, 42, of Fort Myers, Fla., Karina Martinez-Vazquez, 34, of Miami, Rafael Gutierrez, a/k/a “Rafy,” 28, of Miami, Jose Hernandez, a/k/a “Blue Demon,” a/k/a “Labomba3,” 39, of Belle Glade, Fla., Loupe Loredo, a/k/a “L3g3nd,” 39, of Lake Wales, Fla., Felipe Gonzalez,  a/k/a “Wicked,” 41, of Calif., and  Hugo Cruz, a/k/a “Houdini,” 33, of LaBelle, Fla., with conspiring with each other, their co-defendants, and others to possess with the intent to distribute 50 grams or more of methamphetamine in Broward and Miami-Dade Counties.

    The indictment charges Garcia-Velasquez, Rodriguez-Carrillo, Puga, Gonzalez, and Martinez Vazquez, with conspiring with each other, their co-defendants, and others to possess with the intent to distribute a mixture and substance containing a detectable amount of fentanyl in Broward and Miami-Dade Counties.

    Garcia-Velazquez, Rodriguez-Carrillo, Martinez, Portillo, Gutierrez, Puga, Loredo, and Martinez Vazquez face additional charges for possession with intent to distribute methamphetamine in Broward and Miami-Dade Counties.

    Arrests of the defendants began on Sept. 12, at various locations, and thereafter they began making their initial appearances in the Southern District of Florida. If convicted, all of the defendants face up to life imprisonment.

    U.S. Attorney Markenzy Lapointe for the Southern District of Florida; Special Agent in Charge Anthony Salisbury of Homeland Security Investigations (HSI), Miami; Special Agent in Charge Jeffrey B. Veltri of the FBI, Miami Field Office; Special Agent in Charge Christopher A. Robinson of the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF), Miami Field Division; Special Agent in Charge Deanne L. Reuter of the Drug Enforcement Administration (DEA), Miami Field Division; and Sheriff Gregory Tony of the Broward Sheriff’s Office (BSO) made the announcement.

    HSI Fort Lauderdale, FBI Miami, ATF Fort Lauderdale, DEA Miami, and BSO investigated this case with assistance from HSI Los Angeles, HSI Fort Myers, FBI Los Angeles, and FBI Fort Myers. Assistant U.S. Attorney Bertila Fernandez is prosecuting the case.

    This prosecution is part of an Organized Crime Drug Enforcement Task Force (OCDETF) investigation. OCDETF identifies, disrupts, and dismantles the highest-level drug traffickers, money launderers, gangs, and transnational criminal organizations that threaten the United States by using a prosecutor-led, intelligence-driven, multi-agency approach. Additional information about the OCDETF Program can be found at https://www.justice.gov/OCDETF.

    Ruidoso Disaster Recovery Center Posts New Weekly Hours

    The State of New Mexico/FEMA Disaster Recovery Center (DRC) at Horton Complex, 237 Service Road, Ruidoso, NM will change its weekday hours of operation beginning Monday, Sept. 23. The new hours are Monday through Friday, 9 a.m. to 6 p.m.; Saturday hours are unchanged, noon to 5 p.m. Closed Sunday.

    Residents of Lincoln, Otero, Rio Arriba and San Juan counties, as well as the Mescalero Apache Reservation can visit the center to apply for FEMA assistance, upload documents, learn about available resources and get their questions answered in person. Recovery specialists from the state, FEMA, the U.S. Small Business Administration (SBA) and other organizations are available at the DRC to meet with visitors. No appointment is needed. Two Spanish language interpreters are also on hand to help residents impacted by the Southfork and Salt Fires and flooding.

    I extend my appreciation to the Governments of Spain and Brazil for their invaluable collaboration with UN-Habitat, the Global Taskforce of Local and Regional Governments, and other members of the Local 2030 Steering Committee for organizing this event during the Summit of the Future Action Days.

    Coinciding with the International Day of Peace, we should recognize how local and regional governments often serve as defenders of peace and mediators of peace, protecting people in the context of conflict and providing invaluable support to people on the move.

    Excellencies, colleagues,

    It is no secret that we have a lot of work to do between now and 2030.

    With only 17% of the SDG targets on track to 2030, urgent and transformative action is imperative.

    It is also our commitment following the2023 SDG Summit, when we agreed on transformative and accelerated actions for the SDGs.

    And this is exactly the spirit that guided the creation of the Local2030 Coalition, brings together the UN systems with partners for SDG Localization.

    Under our Coalition, a combined set of actors are championing the SDGs at the local level.

    We are witnessing a diverse range of actors co-creating, incubating and investing in scalable solutions.

    With a projected increase in the global population of 2.4 billion people by 2050, and urban populations reaching 6.5 billion, our capacities to deliver require effective multi-level governance to help us manage the demand for public services, with the financing to ratchet the pace of acceleration.

    As we look ahead to pave the way for a better future, let me stress four points.

    First, work across your networks and with national governments and parliaments to anchor the potential for growth and inclusion around key and urgent transitions –from renewable energy, to green and blue economies, to sustainable food systems.

    Use the Local 2030 Coalition to unlock new opportunities for change.  Through the UN Joint SDG Fund, supported by the Government of Spain, 30 UN Country Teams are already integrating SDG transitions.

    Second, include local leadership, including local governments, and youth in decision-making processes and SDG implementation to drive impact, with measures for accountability.

    Yesterday’s youth Action Day provided tangible opportunities to advance our shared goals and they spoke extensively about that inclusion and what that meant

    Third, create frameworks for collaboration, innovation and investment, ensuring that we measure progress across social, environmental, and economic indicators.  

    The Local2030 Coalition Knowledge and Scientific Network is pioneering evidence-based strategies and capacity-building to support such learning.

    Fourth, advance the recommendations of the Secretary-General’s Advisory Group on Local and Regional governments. A new social contract that is people-centered must foster dialogue, intergenerational conversations and create the space for voices to be heard and acted upon.

    At the Summit of the Future Action Days, youth and civil society activists challenged conventional thinking and spoke for change that leaves no one behind.

    Next year, the 2nd World Social Summit and the Fourth International Conference on Financing for Development will demonstrate the power of local transformations aligned to the SDGs.

    COP29 and COP30 will also offer invaluable opportunities to respond to the aspirations of local actors and communities on the frontline of socio-economic and ecological crises.

    The G20 Summit in Rio will also provide a platform this year to champion further reforms, as well as a connection to the urban agenda through the U20.

    The success of the 2030 Agenda will also depend on our collective actions.

    Together, we know we can achieve the SDGs; ensuring that all communities thrive in a future that is just, equitable and sustainable.

    Earlier, we heard from the Suitland High School Choir. We appreciate you sharing your voices with us today.
    And thank you, Emma, JD, and Jonas, for leading us in the Pledge of Allegiance!
    We’ve also had the Armed Forces Color Guard presenting the colors, and the President’s Own Marine Band playing the beautiful music we’ve heard this afternoon. Joe and I are so grateful to you and your families for your service to our nation.
    And it’s great to see so many kids on the South Lawn. The project we’re celebrating today is for you.

    Doorway by doorway, moment by moment, every piece of the White House is cloaked in history—whether it’s in the Cabinet Room where President Kennedy deliberated over the Cuban Missile Crisis, or the East Room where President Theodore Roosevelt once held a wrestling match.
    Kids roller skated in the room where we host heads of state, and nearby, in the Red Room, First Lady Eleanor Roosevelt held her own press conferences back when women were excluded from the President’s press briefings.
    Some guests at the White House have the chance to step inside these rooms—in fact, around 3,000 people come through these halls every day. But the reality is that many people never get that opportunity.
    Even fewer get to walk through the Rose Garden and the Oval Office. And almost no one gets to go behind the scenes to hear from the Chief Floral Designer or glimpse the upper floor of the residence.
    Until now.
    Starting Monday, an immersive learning center will be open to all.
    “The People’s House: A White House Experience” will bring new generations closer to the home behind me, sparking greater curiosity for civics education and our democracy.
    Teachers know the best way to learn is by involving all of the senses—and lingering in the little details that stand out to you.
    Right across the street, people will be able to interact and experience how our government works. 
    That makes this new space a powerful kind of classroom. Because when people learn more about our democracy, they will be more inspired to participate in it.
    At 1700 Pennsylvania Avenue, in an exact replica of the Oval Office, you can feel the gravity of sitting behind the President’s Resolute desk. You can join the intense deliberations of a Cabinet meeting. And you can get swept away by the 360-degree enchantment of a State Dinner.
    Along the way, you’ll meet people who have lived and worked here across centuries—from Cabinet Secretaries advising the President in times of war, to the chefs, ushers, and florists who work together to arrange the most intricate details of American diplomacy.
    Students will imagine themselves as public servants through interactive technology, and teachers will have dedicated spaces to bring their lesson plans to life.
    Stewart, you’ve put your whole heart and soul into “The People’s House”—and frankly, I’m not sure when you found the time to sleep! Month after month, you guided this project with careful precision and breathtaking speed.
    I’ve been a part of the process from when it was just an idea, to the final touches—and I can’t wait for everyone to see it.
    So, let’s get started. In just a moment, a group of students will load onto a bus to experience this incredible, immersive space.

    Mr. Secretary-General, President of the General Assembly, excellencies, ladies and gentlemen — it’s a privilege to join you today.

    I’m energized by the summit’s focus on the future. We have a once-in-a- generation opportunity to unlock human potential, for everyone, everywhere.

    I believe that technology is a foundational enabler of progress. Just as the internet and mobile devices expanded opportunities for people around the world, now AI is poised to accelerate progress at unprecedented scale.

    I’m here today to make the case for three things:

    • Why I believe AI is so transformative
    • How it can be applied to benefit humanity and make progress on the UN’s Sustainable Development Goals
    • And where we can drive deeper partnerships to ensure that the technology benefits everyone

    Expanding opportunity through technology

    But first let me share why this is so important — to me personally, and to Google as a company.

    Growing up in Chennai, India, with my family, the arrival of each new technology improved our lives in meaningful ways. Our first rotary phone saved us hours of travel to the hospital to get test results. Our first refrigerator gave us more time to spend as a family, rather than rushing to cook ingredients before they spoiled.

    The technology that changed my life the most was the computer. I didn’t have much access to one growing up. When I came to graduate school in the US, there were labs full of machines I could use anytime I wanted — it was mind blowing. Access to computing inspired me to pursue a career where I could bring technology to more people.

    And that path led me to Google 20 years ago. I was excited by its mission: to organize the world’s information and make it universally accessible and useful.

    That mission has had incredible impact:

    Google Search democratized information access, and opened up opportunities in education and entrepreneurship. Platforms like Chrome and Android helped bring one billion people online.

    Today, 15 of our products serve more than half a billion people and businesses each. And six of them – such as Search, Maps and Drive – each serve more than 2 billion. There’s no cost to use them, and most of our users are in the developing world.

    The AI opportunity

    Today we’re working on the most transformative technology yet: AI.

    We’ve been investing in AI research, tools, and infrastructure for two decades because it’s the most profound way we can deliver on our mission — and improve people’s lives.

    I want to talk today about four of the biggest opportunities we see, many of which align with the SDGs.

    One is helping people access the world’s information and knowledge in their own language.

    Using AI, in just the last year, we have added 110 new languages to Google Translate, spoken by half a billion people around the world. That brings our total to 246 languages, and we’re working toward 1,000 of the world’s most spoken languages.

    A second area is accelerating scientific discovery to benefit humanity.

    Our AlphaFold breakthrough is solving big challenges in predicting some of the building blocks of life, including proteins and DNA. We opened up AlphaFold to the scientific community free of charge, and it’s been accessed by more than two million researchers from over one hundred and ninety countries. Thirty percent are in the developing world – for example over 25,000 researchers just in Brazil. Globally, AlphaFold is being used in research that could help make crops more resistant to disease, discover new drugs in areas like malaria vaccines and cancer treatments, and much more.

    A third opportunity is helping people in the path of climate-related disaster, building on the UN’s initiative for “Early Warnings for All.” Our Flood Hub system provides early warnings up to seven days in advance, helping protect over 460 million people in over 80 countries.

    And for millions in the paths of wildfires, our boundary tracking systems are already in 22 countries on Google Maps. We also just announced FireSat technology, which will use satellites to detect and track early-stage wildfires, with imagery updated every 20 minutes globally, so firefighters can respond. AI gives a boost in accuracy, speed and scale.

    Fourth, we see the opportunity for AI to meaningfully contribute to economic progress. It’s already enabling entrepreneurs and small businesses …empowering governments to provide public services… and boosting productivity across sectors. Some studies show that AI could boost global labor productivity by 1.4 percentage points, and increase global GDP by 7%, within the next decade.

    For example, AI is helping improve operations and logistics in emerging markets, where connectivity, infrastructure and traffic congestion are big challenges. Freight startup Gary Logistics in Ethiopia is using AI to help move goods to market faster and bring more work opportunities to freelance drivers.

    These are just early examples. And there are so many others across education, health and sustainability. As technology improves, so will the benefits.

    The risks of AI

    As with any emerging technology, AI will have limitations … be it issues with accuracy, factuality, and bias … as well as the risks of misapplication and misuse, like the creation of deep fakes.

    It also presents new complexities, for example the impact on the future of work.

    For all these reasons, we believe that AI must be developed, deployed, and used responsibly, from the start.

    We’re guided by our AI Principles, which we published back in 2018. And we work with others across the industry, academia, the UN, and governments in efforts like the Frontier Model Forum, the O.E.C.D., and the G7 Hiroshima Process.

    Preventing an AI divide

    But I want to talk about another risk that I worry about.

    I think about where I grew up, and how fortunate I was to have access to technology, even if it came slowly.

    Not everyone had that experience. And while good progress has been made by UN institutions like the I.T.U., gaps persist today in the form of a well known digital divide.

    With AI, we have the chance to be inclusive from the start, and to ensure that the digital divide doesn’t become an AI divide. This is a challenge that needs to be met by the private sector and public sector working together. We can focus in three key areas:

    First is digital infrastructure.

    Google has made big investments globally in subsea and terrestrial fiber optic cables.

    One connects Africa with Europe, and two others will be the first intercontinental fiber optic routes that connect Asia Pacific and South America, and Australia and Africa.

    These fiber optic routes stitch together our network of 40 cloud regions around the world that provide digital services to governments, entrepreneurs, SMBs and companies across all sectors.

    In addition to compute access, we also open up our technology to others. We did this with Android; and now our Gemma AI models are open to developers and researchers, and we will continue to invest here.

    A second area is about investing in people.

    That starts with making sure people have the skills they need to seize new opportunities.

    Our Grow with Google program has already trained one hundred million people around the world in digital skills.

    And today I’m proud to announce our Global AI Opportunity Fund. This will invest one hundred and twenty million dollars to make AI education and training available in communities around the world. We’re providing this in local languages, in partnership with nonprofits and NGOs.

    We’re also helping to support entrepreneurs for the AI revolution. In Brazil, we worked with thousands of women entrepreneurs to use Google AI to grow their businesses. In Asia, where fewer than six percent of start-ups are founded by women, we’re providing many with mentorship, capital, and training.

    An enabling policy environment

    The third area is one where we especially need the help of the member countries and leaders in this room: creating an enabling policy environment. One that addresses both the risks and worries around new technologies, and also encourages the kinds of applications that improve lives at scale.

    This requires a few things:

    • Government policymaking that supports investments in infrastructure, people, and innovation that benefits humanity,
    • Country development strategies and frameworks like the Global Digital Compact that prioritize the adoption of AI solutions,
    • And smart product regulation that mitigates harms and resists national protectionist impulses — that could widen an AI divide and limit AI’s benefits.

    We are excited to be your partner, and to work with you to make sure bold innovations are deployed responsibly so that AI is truly helpful for everyone.

    The opportunities are too great … the challenges too urgent … and this technology too transformational, to do anything less.

  • MIL-OSI China: Silk Road int’l cultural expo participants call for cooperation, dialogue

    LANZHOU, Sept. 21 — More than 800 representatives from 50 countries, regions and international organizations have gathered at the 7th Silk Road (Dunhuang) International Cultural Expo, which kicked off on Saturday in Dunhuang, a key hub on the ancient Silk Road in northwest China.

    The expo will run for two days, featuring varied activities such as forums, cultural exhibitions and artistic performances to showcase China’s culture and promote dialogue on global cultural cooperation.

    This is the third time that Shahbaz Khan, director of the United Nations Educational, Scientific and Cultural Organization (UNESCO) regional office for East Asia, has represented his organization at the event. He noted that Dunhuang has become a major stage for cultural exchange to revitalize the Silk Road.

    Dialogue between civilizations has become increasingly important as the world faces diverse challenges to peace and sustainable development, he said.

    Participants said that exchange and mutual learning between civilizations help boost mutual trust and inclusiveness among people of all countries, and promote world peace and development.

    Fernando Lugris, Uruguayan ambassador to China, said that Uruguay was the first country in the Southern Common Market (Mercosur) to sign a memorandum of understanding on the Belt and Road Initiative (BRI) with China.

    All parties should adhere to multilateralism to safeguard global peace, development, prosperity and modernization, he said, calling for strengthened cooperation within the framework of the BRI.

    The expo was first held in 2016.

    Excellencies, Colleagues and friends,

    It is a pleasure to join you today. And I thank the governments of Belgium, Ecuador and Sierra Leone, as well as the European Union, and the World Bank for co-sponsoring this important event. And for your invaluable partnership with Spotlight Initiative.

    I am also immensely grateful to the Spotlight Initiative Global Civil Society Reference Group: for their co-sponsorship, for shaping the Initiative, and for holding us to account.  

    Excellencies, friends

    A determination to put an end to violence against women and girls brings us together here today.

    A brief look at the global news agenda shows the urgency of our task.

    In recent weeks we have heard harrowing reports: of an Olympic athlete violently murdered in Kenya; a young doctor raped and killed at work in India; and a mother and her two daughters, assassinated in the UK, in their own home by a man wielding a crossbow.  

    These horrors have shocked the world.

    But in reality they are just a tiny fraction of the violence women and girls face every day.

    Every 11 minutes a woman is killed by a partner or family member. And a staggering one in three women and girls are deprived of their most basic human right: the right to live free from fear and violence.   Our communities are robbed of their enormous potential and contributions as a result.

    Today, I ask you to imagine what we could achieve in a world that was free of gender-based violence. A world where women and girls thrive as equal partners in every aspect of society. And then let’s ask ourselves: how can we get there?

    We know we need stronger political leadership and greater investments to meet the scale and severity of the problem globally. And we know we need a whole-of-society approach that encompasses the social, cultural and environmental dimensions to effect sustainable change.

    As a High-Impact Initiative of the United Nations, Spotlight Initiative is doing just that. The final evaluation of its first phase found that the Initiative achieved “notable results” and expanded national ownership, including by elevating civil society as decision-makers.

    Its ambitious, comprehensive model drives progress across every SDG: The initiative has provided critical health services to nearly 100,000 women and girls in hard-to-reach communities in Mozambique; and supported 4,000 young people to return to school in Malawi. In Vanuatu, 5,000 women are now part of a collective that mitigates the impact of natural disasters and the climate crisis.  

    That is all while the Initiative has prevented 21 million women and girls from experiencing violence globally.

    By convening the United Nations system, governments, civil society and the private sector the Initiative has been up to 90 per cent more effective at reducing violence than siloed interventions.

    In its first phase, the overall conviction rate for gender-based violence doubled across 13 Spotlight Initiative countries. Close to 3 million women and girls accessed gender-based violence services, including medical care, legal services, counselling and long-term recovery services. And nearly 6 million men and boys were educated on positive masculinity, respectful family relationships and non-violent conflict resolution.

    But Spotlight Initiative and other partners need more funding to do their work. They need flexible contributions that allow teams to respond and adapt, even as they deal with the increasing threats of instability, conflict, climate change and humanitarian crises.

    When we launched the Spotlight Initiative in 2017, it was with the bold leadership and support of the European Union, which provided more than $500 million in seed funding.    And partners including Belgium, the Netherlands and the United States have recently made welcome contributions. Now, we need to build on these investments to deliver on the Sustainable Development Agenda, including ending violence against women and girls.

    So, today I ask for your support in funding our $1 billion investment goal. This will support the expansion of Spotlight Initiative’s comprehensive model to reach 60 countries by 2030, preventing violence for more than 70 million women and girls.

    I urge all partners in the room and watching online around the world, to do everything in your power to end the scourge of gender-based violence.

    Together, we can – and we must – create a world where every woman and girl lives in safety and dignity.

  • MIL-OSI Security: 2024 Indo-Pacific Chiefs of Defense Conference Concludes

    KONA, Hawaii– U.S. Indo-Pacific Command concluded the 26th annual Indo-Pacific Chiefs of Defense (CHODs) in Kona, Hawaii on Sept. 20, 2024.    

    The conference was hosted by Adm. Samuel J. Paparo, commander of U.S. Indo-Pacific Command, and brought together representatives and senior-most military leaders from countries in Asia, the Pacific Islands, Europe, North America, and South America. They discussed regional security trends and identified areas for future cooperation.   

    Twenty-eight countries and multinational organizations were represented at the three-day conference titled “The Future Indo-Pacific: Building a Resilient and Interconnected Region.” Plenary sessions were led by a wide mix of practitioners and think tank experts, demonstrating the importance of diverse voices and perspectives for addressing the challenges and opportunities in the region. Sessions included lectures, panels and discussions on the following topics: safeguarding the international system; regional capacity building; emerging technology threats and opportunities; the evolving cybersecurity landscape; and the future Indo-Pacific.    

    Concurrently, USINDOPACOM’s Command Senior Enlisted Leader Fleet Master Chief David Isom led the senior enlisted leaders program, which fostered conversations about the impact and role of the enlisted force and the collective capacity of noncommissioned officers toward organizational effectiveness and mission success. Discussions focused on expanding opportunities for collaboration, increasing interoperability, and how to enable the commander’s intent while empowering agency, accountability and leadership at every level.

    NATO’s most senior military officer, Chair of the Military Committee of the North Atlantic Treaty Organization Royal Netherlands Navy Adm. Rob Bauer, also attended the conference, deepening cooperation between NATO and its Indo-Pacific partners following July’s NATO Summit in Washington, D.C. The high-level engagement and ongoing dialogue helps build situational awareness of security developments in the Euro-Atlantic and Indo-Pacific regions, and broaden perspectives on common global security challenges, such as maritime domain security, cyber defense, and the security impacts of climate change.   

    During the conference, Paparo hosted and participated in bilateral and multilateral meetings to reinforce existing relationships, address security concerns and understanding of regional challenges, and underscore unified commitment to protecting shared interests across the Indo-Pacific. Paparo met with senior military leaders from: Australia, Brunei, Canada, Chile, Colombia, France, Fiji, India, Japan, Maldives, Mexico, Mongolia, NATO, New Zealand, Peru, Philippines, Republic of Korea, Singapore, Thailand, Timor Leste, Tonga, United Kingdom, and Vietnam.   

    Paparo also met with Gen. Wu Yanan, the commander of the People’s Liberation Army’s Southern Theater Command, where he underscored the importance of sustained lines of communication between the U.S. military and the PLA to reduce the risk of misperception or miscalculation. The meeting follows a video-teleconference call between Paparo and Wu earlier this month, and advances the commitment made during the bilateral meeting between President Joe Biden and President Xi Jinping of the People’s Republic of China held in November 2023 to resume high-level military-to-military communication.     

    The CHODs conference contributes to a free and open Indo-Pacific by building on and strengthening relationships to enhance mutual understanding, cooperation, and a consistent operational framework while underscoring international commitment to protecting shared interests across the region.

  • MIL-OSI USA: On-the-Record Press Gaggle APNSA Jake Sullivan at the Quad Leaders  Summit

    8:50 A.M. EDT MR. SULLIVAN:  Thank you, guys, for being here.  Today, we have the fourth Quad Leaders Summit, fourth in-person Quad Leaders Summit, and the first time that President Biden has actually hosted leaders in his hometown and, literally, at his home in Wilmington, Delaware.  You guys have heard the President say many times that all politics is personal, all diplomacy is personal.  And developing personal relationships has been core to his approach to foreign policy as President. So, opening his home to the leaders of India, Japan, and Australia is a way of him showing, not just saying, that these leaders matter to him, that the Quad matters to him as a significant foreign policy priority.  And institutionalizing and deepening and elevating the Quad has been one of the things that he’s going to be very proud of when he leaves office and passes the baton to the next President of the United States. When President Biden came in, within the early months, he held a Quad — a virtual summit, and it was the first time the leaders of the Quad had actually met in any format.  And what the President wanted to do was not just have this be something where leaders convened occasionally, but actually a vehicle for driving deepening cooperation and integration across the region.  And so, if you look at the last three and a half years, whether it’s on the response to COVID-19 or humanitarian response across the region, or issues like cyber and cyber capacity-building across the region, there’s a range of significant achievements the Quad has already had.  And today, the Quad leaders will announce a number of further steps forward.  There’ll be the announcement of the Quad Cancer Moonshot, which we’re very excited about, with all four countries coming to the table with resources and capacities to help drive towards the cures to deadly cancers.  And there’ll be more to say on that later today. There’s the expansion of the Indo-Pacific Maritime Domain Awareness Initiative, which is a mouthful, but is really about integrating new technologies and new capabilities, not just for Quad members, but for countries in Southeast Asia and the rest of the region, for them to understand their maritime domains so they can better manage and regulate them and ensure their security and also ensure that they are delivering economic benefits to the people of the relevant countries.  There will be — we’ll have an announcement of the expansion of the Quad fellows, which will now not just be fellows from the four countries, but fellows from Southeast Asia as well. We’ll announce the pre-positioning of relief supplies across the region and the ability for Quad countries to react more rapidly in the case of humanitarian crises and natural disasters. And the Quad will announce its first-ever coast guard mission together as well, which will show the joint capabilities of the four countries in terms of their ability — in terms of their coast guards.  So, there’s a number of other things that you’ll see in the fact sheet as well, but this just shows the breadth and range of ways in which the Quad is becoming a feature of the architecture of the Indo-Pacific.  And we hope and expect that that will deepen in the years ahead.  And the reason I think we can have some confidence in that is there’s genuine bipartisan support for the Quad.  It’s something that really transcends party lines.  And, in fact, over the last 24 hours, we’ve had the announcement of a bipartisan, bicameral Quad Caucus, something I never quite thought I would see, but Republicans and Democrats in both the House and the Senate actually standing up a caucus to support this, this platform, because of the importance that Congress places on it and what it can deliver.  The last thing I would say is that when you look at the Quad and AUKUS and the Camp David trilateral and our engagement with the Pacific Islands in ASEAN, one thing that has been a hallmark of the President’s foreign policy in the Indo-Pacific has been to move from the traditional hub-and-spoke model, rooted largely in bilateral alliances and bilateral partnerships, to a latticework approach with multiple institutions, overlapping partnerships, different configurations that all add up to genuinely new architecture for the Indo-Pacific, and the Quad is a critical part of that.  And I think it leaves the United States in a stronger position, with a more dense and capable and dynamic set of partnerships, and with relationships not just between us and our partners, but among our partners, that allow us to deliver greater results and achieve more stability and security and drive towards the ultimate objective, which is a free and open Indo-Pacific.  So let me stop there, and happy to take your questions.  Q    Jake, just (inaudible), you didn’t mention China directly in the joint leaders’ statement.  What sort of language should we expect directed at the PRC? MR. SULLIVAN:  The Quad isn’t really about any other country.  It’s not directed at another country.  It’s directed at problem solving and standing up for a set of common principles and a common vision for the region.  So, I don’t think you should expect to see a focus on any particular country, including the PRC, in the Quad leaders’ statement.  That’s been the pattern since the beginning, because the nature and purpose of this institution is really about the kinds of things I just described.  It’s about delivering vaccines, delivering cyber capacity, delivering coast guard capacity, delivering humanitarian assistance, delivering science and technology progress.  So that’s what we’re going to continue to focus on, and that’s what you’ll see in the fact sheet — the joint leaders’ statement.  Q    But, Jake, as you add more security features to this partnership, you know, is there a risk, a possibility that China, which has already expressed concerns about encirclement related to the Quad, begins to have objections to this cooperation? MR. SULLIVAN:  Look, I’ll let the PRC speak for itself, and obviously it does speak for itself about a number of different initiatives the United States has taken in the Indo-Pacific.  We’re just going to prove year on year everything that I just said, which is really that the thrust and purpose of the institution writ large and the security features of it are about a positive agenda to enhance security, not just for Quad countries but for other regional partners.  So, it’s hard for me to see how and why the PRC should object to the four countries, for example, doing a coast guard mission together, or doing cyber trainings for Southeast Asia together, or taking steps with respect to maritime domain awareness.  These do not, to me, indicate any form of aggression or assertive behavior.  They’re fundamentally constructive and positive, and that’s where we’re going to continue to position the Quad.  Q    Can you speak a little bit to the President’s meeting with Prime Minister Modi and what, if anything, he’ll say about what he wants to do vis-à-vis China and Russia (inaudible)? MR. SULLIVAN:  I won’t go too deep into the details of what he will say on those issues, which are obviously sensitive and will obviously be critical priorities in the bilateral meeting.  I will just say this: that the United States has been clear about our view that Russia’s brutal war of aggression against Ukraine flouted every norm and principle of international law, that countries like India should step up and support the principles of sovereignty and territorial integrity, and that every country everywhere should refrain from supplying inputs to Russia’s war machine for it to be able to continue to prosecute this brutal war.  So they will talk about that.  The President will also hear from Prime Minister Modi about his trip to Ukraine, which was an important and indeed historic trip, and it will be the opportunity for the two of them to talk about their respective views of the way forward. And then, with respect to China, you kn
    ow, they will talk about how they see China’s actions in the region, where China is headed.  And that’s not just true in the security domain, but the economic and technology domain as well.  And we’ll work to try to coordinate approaches to the extent that that makes sense for both countries. Q    In the past month or so, there’s been a lot of (inaudible) China (inaudible).  There’s been lots of (inaudible) still in the offing.  Can you speak to, like, how the President himself is reviewing the culmination, I guess, of the administration’s China strategy leading up to this?  And should we consider this Quad sort of part of that puzzle, (inaudible)? MR. SULLIVAN:  I think you should consider this Quad and all of our other actions part of an effort to strengthen the capacity of the United States to defend our interests, support our allies and partners, advance problem solving on critical common challenges, and generally put ourself in a more robust, competitive position writ large. But I don’t think you should see it again as being directed at China.  And I think this is American foreign policy, in a way at its historic best, which innovation partnerships designed to enhance stability, designed to deliver results, and connected to other partnerships that are going the same thing. And I think, kind of, over-cranking the emphasis on any one country is missing what I think the central thrust and purpose of these kinds of institutions, including the Quad, are all about. Q    You mentioned at the top the personal nature of this visit.  And the White House is using the terminology “personal meeting” rather than the usual “bilateral meeting.”  Can you give us a sense of how these meetings are different, what we might expect?  For example, Prime Minister Albanese yesterday, did he get a tour of the house?  See the Corvette?  Were there family members present?  Can you can you give us a flavor of that? MR. SULLIVAN:  He did get a bit of a tour of the house.  I don’t think he saw the Corvette, though.  I can’t confirm that for sure, because the two of them sort of went off by themselves for a bit, and I haven’t had a chance to speak to the President about what exactly the Prime Minister saw.  There weren’t other family members there.  It was really a sort of one-on-one opportunity for President Biden and the Prime Minister to sit and talk.  And then, a few of us joined them, obviously, for part of the meeting when it turned to substance.  It was just — honestly, the vibe of it was sort of two guys, one at the other guy’s home, talking in broad strokes about where they see the state of the world, about — you know, swapping some stories from their respective political careers, you know, talking about the history of the U.S.-Australia alliance.  It just kind of had a feeling like if you had someone come over for a cup of coffee or a meal.  You know, that kind of feeling was much more present than, like, a stiff bilateral.  And the President told everybody, “Take off your jackets.  Get comfortable,” which we all obliged.  So, yeah, I’m very bad at answering questions like that, but that’s my best shot at it.  Q    Well, if I may, on Sudan, a United Nations panel of experts has accused the United Arab Emirates of supplying arms to the RSF in breach of the weapons embargo on Darfur.  MBZ, I guess, is coming to the White House this week.  Will the President raise those allegations directly with the leader of the United Arab Emirates? MR. SULLIVAN:  I’ll let the President talk to Sheikh Mohamed privately about Sudan.  I think it would be more effective to do that.  What I will say is we are concerned about a number of countries and the steps they are taking to perpetuate rather than resolve the conflict.  And I will also say that Sudan will certainly be on the agenda, and the President will be as direct and candid with Sheikh Mohamed as he is with every leader.  And then, after the fact, we’ll share what we feel we can. And the reason why I’m not, sort of, laying it out all in public right now is: Our ultimate objective is to get the entire conflict in Sudan on a different track than the tragic and horrific track it is on right now.  And I think that requires some intense but sensitive diplomatic conversations with a number of players.  That’s what the President is intending to do writ large.  And as I said, Sudan will certainly be part of the agenda with the UAE President on Monday. Q    Jake, so (inaudible) President will Japan Prime Minister Kishida.  Do you expect him to talk about that deal between U.S. Steel and Japan Nippon Steel?  And does (inaudible) oppose that deal and try to stop it? MR. SULLIVAN:  I cannot say yet whether that particular deal will come up in the conversation today.  There are obviously huge priorities in terms of current events and geopolitical trends and economic and technology cooperation.  So, I’m not sure that it will come up.  And the President has spoken to this issue before, but the matter really is, at the moment, in a official process while the transaction is studied by the relevant authorities and the relevant agencies, the U.S. government.  And so, you know, the President will obviously allow that process to run its course because that’s what’s required under the law.  And then we will see what happens. Q    Prime Minister Kishida will step down soon.  You going to talk about his contribution, achievement, but what do you expect from the new Japanese prime minister? MR. SULLIVAN:  One thing that I do expect, whoever the new Japanese prime minister is, is continued investment in and support for the U.S.-Japan alliance as the cornerstone peace of security in the Indo-Pacific.  And I expect that because the overwhelming majority of the Japanese people support that and because this alliance is bigger than any one leader on either side, in Japan or the United States.  So I have confidence that the strong bond and partnership between our two countries will continue no matter who takes the helm, although I will say Prime Minister Kishida should be saluted, and President Biden will salute him, as a very significant contributor to the high-water mark we’ve reached in the U.S.-Japan alliance at this point and in Japan’s global leadership role.  So, it will obviously be different because Prime Minister Kishida is a unique individual, but one thing that we think will remain the same is the strong alliance between the United States and Japan. Q    Just on the Nippon deal, very quickly: Some proponents of that deal are interpreting last week’s extension as a sign that the President is having second thoughts.  What would you say to them? MR. SULLIVAN:  I can’t speak to that because I think nobody should overread what happened last week as a substantive expression of views, rather as a matter of process to ensure that the transaction gets the full review that’s appropriate in a case like this, as I said, from the relevant authorities and agencies.  And the President really does want to let that play out.  Q    You mentioned that it’s not about one country, but of course, China comes to mind over time.  As just recently, they announced sanctions against American companies.  They’re selling weapons to Taiwan.  Taiwan is getting money from the United States to be able to defend themselves.  And the incidents in the past few weeks in (inaudible) has been escalating, not only with Taiwan with China, but also Philippines. During this meeting, is that top of mind, or is this something that you want to address?  Because, I mean, you mentioned the coast guard event shouldn’t be questioned by the Chinese; it’s just an event that they’re going to do as a group.  But from their point of view, they’re talking about it and condemning these types of actions.  Should we worry about China moving forward or being more aggressive as the world is focused on Lebanon, the Middle East, Ukraine? MR. SULLIVAN:  Well, first of all, it’s true that the front pages of news
    papers are filled with stories about the Middle East rather than the Indo-Pacific right now.  But the United States of America is focused in both places.  And there’s probably no better proof point than the fact that we’re sitting here right now, on a Quad Summit day, meeting with leaders of the Indo-Pacific, even as we continue to closely monitor events in the Middle East. So, if you look at the work that we have done over the last four years, the intense engagement with allies and partners, the work on — this latticework that I described, the efforts to strengthen our own industrial and innovation base, the measures we’ve taken to protect our sensitive technologies, we feel like we are in a very strong position to stand up for peace and stability in the Indo-Pacific.  And obviously, we are concerned about actions that China has taken, and we speak out about those actions quite directly and candidly.  But we are also putting the United States and our allies and partners in a position to effectively defend our interests and to defend the rules of the road that have kept the peace in the Indo-Pacific for a long time.  We’re going to continue to do that.  The other thing I would say is that each of the four members of the Quad has their own approach to the PRC.  There’s not going to be some “Quad approach” to the PRC.  But of course, in the course of the conversation today, the four leaders will have the opportunity to talk about all of the developments in the Indo-Pacific, and obviously the PRC is part of that.  So, it will be one of the issues or one of the topics that come up among many. Q    If I may, on Venezuela — because Venezuela is close to China right now, and it’s one of the allies, but also Russia and Iran.  So we know four Americans are detained in the past few days.  The situation is getting just harder and harder to get to an agreement.  We are expecting a meeting at the United Nations to talk about Venezuela, led by Uruguay and other countries.  Do you see any possibility of moving forward in this subject?  We understand the U.S. have supported the talks.  Is it a possibility to go back to Qatar?  Is Qatar in the table again? MR. SULLIVAN:  We continue to talk to Qatar, who wants to play a constructive role in engaging the Maduro regime, the opposition, the United States, other players.  At the moment, there’s not much traction on talks, and what we’re instead continuing to see are negative steps by the Maduro regime in the aftermath of an election where we have been very clear our judgment is that Edmundo Gonzalez received the most votes.  So, we’ll continue to work, particularly with countries in the region, to try to develop a common approach forward to support democracy and a democratic transition in Venezuela.  But I will say that at the moment there is not a substantial diplomatic opportunity to make progress, and we’re going tohave to keep looking for one. Q    Jake, on the Middle East, the Lebanese are saying at least 31 were killed in that bombing of a building that apparently targeted at least one Hezbollah commander.  Has the U.S. figured out who exactly was targeted and killed? MR. SULLIVAN:  The Israelis have announced, and I believe Hezbollah itself has confirmed, some of the people who were killed in that strike.  And I will let Israel and Hezbollah speak to it, because obviously we don’t have an independent capacity at this point to confirm.  But I believe a fair amount of that is out in the public domain at this point. Q    If at least one of those was one of those responsible for organizing the barracks bombing back in the ‘80s, how significant would that be that he’s now dead? MR. SULLIVAN:  That individual has American blood on his hands and has a Rewards for Justice price on his head.  And he is somebody who the United States promised long ago we would do everything we could to see brought to justice.  And anytime a terrorist who has murdered Americans is brought to justice, we believe that that is a good outcome.  But again, I’m not in a position this morning, until I have the opportunity to talk again to my Israeli counterparts today, to formally confirm anything; just to say, you know, 1983 seems like a long time ago, but for a lot of families, a lot of people, it was — they’re still living with it every day. Q    One other.  Paul Whelan and Evan Gershkovich have been in Washington in recent days, mostly to visit with lawmakers.  Is there any plan for them to meet with the President? MR. SULLIVAN:  I guess not.  The President met with both of them, obviously, when they came back to the States.  So there wasn’t — we didn’t have a plan for them to sit down this past week or this coming week in Washington.  But, you know, I’m sure he would be happy to see them again at some point.  Q    There’s a report that I got (inaudible) disagree with about U.S. officials conceding that there won’t be a deal during the President’s term.  What is your assessment of that? MR. SULLIVAN:  I think that’s crazy.  I mean — Q    So, it was correct that you’d (inaudible).  (Laughter.)  (Inaudible) disagree with it, that yes — MR. SULLIVAN:  This is not me sitting here saying, “Hey, there will be a deal.”  One can’t know.  And I’ve — you’ve heard me repeatedly use this George Mitchell line of “700 days of failure, one day of success.”  But this is diplomacy.  Every day, you get up and you try to drive towards a deal that brings about a ceasefire, the return of hostages, surge of humanitarian assistance, and ultimately the end of the war.  We’re doing that today.  We’re going to do that tomorrow.  We’re going to do that every day.  And I do still believe there is a path to get there.  It has been a winding path, a frustrating path, but we are still on that path, and we hope to reach the destination.  But we’re also mindful of the fact and very clear-eyed about the fact that there’s still obstacles in the way; we’re going to do our best to clear them.  And I can’t make any predictions about what’s going to happen, but what I can certainly say is we are not conceding that, period. Q    But we’ve been waiting a while in terms of a new bridging proposal.  Is that right?  So when is — when do you expect to put that on the table? MR. SULLIVAN:  I can’t tell you that because we’re not at a point right now where I can — where we’re prepared to put something on the table.  We’re continuing to work with Qatar and Egypt.  They’re talking to Hamas.  We’re talking to Israel.  The Qataris and Egyptians are talking to Israel.  And when we feel ready to take another step, we’ll take another step.  Q    What’s the holdup? MR. SULLIVAN:  Well, at the moment, we don’t feel like we’re in a position, if we put something down today, to get both sides to say yes to it.  Could that change over the course of the coming days?  It could.  You know — yeah, I’ll leave it at that for now. Q    Jake, in terms of the events of last week in Lebanon, do you have any assessments what that has done to the operational capabilities of Hezbollah?  And what is your current level of concern that what you’ve been trying to prevent the last, you know, 11-plus months could start off as (inaudible)? MR. SULLIVAN:  It stands to reason that Lebanese Hezbollah’s capabilities have taken a hit.  How significant a hit, how that translates to their ability to represent a threat to Israel, I think we still need some more assessment to reach more guidance on. The risk of escalation is real; it has been since October 7th.  There are moments where it is more acute than others.  I think we are in one of those moments where it is more acute.  But I would take a step back and make an observation that I don’t think gets sufficient attention in the reporting on this dynamic, which is that Hezbollah started this whole thing.  Hamas attacks on October 7th, this vicious massacre.  And then, as Nasrallah just said in his speech this we
    ek, the way he put it, Nasrallah opened the Northern Front.  Israel didn’t start just randomly attacking into Lebanon.  Hezbollah and its allies in — its terrorist allies in Lebanon started attacking Israel.  And tens of thousands of Israeli citizens had to leave their homes.  That led to an exchange of fire, and then Lebanese citizens had to leave their homes.  And we’ve been in that dynamic ever since.  So, that’s an important structural factor that I think, kind of, gets set aside in the commentary and the coverage of the current circumstance. That being said, the United States’ position is we would like to see calm on the northern border and a durable solution that allows the people on both sides of that border to return to their homes.  We are driving at that.  Amos Hochstein was recently back in the region to work towards that.  I’ve spoken with my Israeli counterparts just in the last couple of days to see how we find a way forward on that.  And so, while the risk of escalation is real, we actually believe there is also a distinct avenue to getting to a cessation of hostilities and a durable solution that makes people on both sides of the border feel secure, and we’re going to do everything that we can to bring that about.  Q    And can I just (inaudible) — when you say the risk of escalation is real, are you saying the IDF flattening tower blocks in Beirut is not an escalation? MR. SULLIVAN:  I think the question he was asking — the heart of his question was: could we get into a wider war that we have been trying to avoid for the last 11 months.  I think that’s what the question was. Q    Then I’ll ask the question. MR. SULLIVAN:  I was answering (inaudible). Q    I’ll ask the question then: Was the IDF strike an escalation, in your view? MR. SULLIVAN:  Look, when I talk about escalation, I mean where does this take us from the point of view of, “Are we going to end up in a wider war.”  We’re not there yet.  I hope we do not get there.  When you pose a question, “Was this strike escalation?  Was that strike escalation?” the United States is not going to score-keep like that.  There’s a number of different ways to look at this strike.  The chief way I personally look at it goes back to the discussion we were having before, which is it was a strike against a senior terrorist who has both Israeli and American lives on his hands.  So we could pick any moment, any set of rockets launched by Hezbollah, any set of strikes by Israel, and say, “Is this an escalation?  Is that an escalation?” and so forth.  I think it’s not a particularly useful exercise.  For us, the most useful exercise is to try to drive both parties to a place where we get an agreed and durable outcome that can end the cycle and keep us from ending up in the larger war that, as we were just talking about, we’ve worked so hard to (inaudible). Q    Is there any announcement that we should expect next week about Haiti?  (Inaudible) report that says that even though we have now the Kenya team there and the security forces, 80 percent of Port-au-Prince is run by gangs.  Things are not getting better for the people.  Violence keep growing.  And of course, we don’t have elections or plan of a government soon.  MR. SULLIVAN:  Look, things are not where we would like them to be in Haiti, but I think it is not correct to say that things have not gotten better from a low point when flights were shut down, the port was shut down, it looked like the entire government was going to be run out of the country. We have improved the situation from that low point, but the progress we have made has been slower and more uneven than we’d like it to be.  Our goal is to continue to enhance the Multilateral Security Support Mission and ultimately work with the United Nations to make sure that it gets institutionalized.  But I don’t know that we have any particular announcements next week.  Rather, our goal is to use the U.N. General Assembly to get more resources, more contributions, and a common vision around building step by step on what we’ve put in place so that we can improve the situation beyond where it is right now. MODERATOR:  We have time for about two more questions. Q    Just a follow-up.  And how can that happen?  I know Colombia wanted to help, but, like, it’s not an actual mission like (inaudible) it was the U.N. (inaudible) — is this a security group, and the U.S. is leading the efforts.  So how the countries will get involved, and how can they operate?  Like, Mexico cannot (inaudible) officers — MR. SULLIVAN:  Well, a number of countries have pledged contributions, including police units, former police units.  And so, the first thing that can happen is we can turn those pledges into reality, and then we can work bilaterally with countries like Mexico and Colombia on their legal requirements to try to satisfy them so that they could, in fact, (inaudible). Q    To put a pin, though, you know, the discussion about China, you know, before, in the lead-up to this, administration officials at the podium were telegraphing that there could be talk about aggressive PRC military action on fair trade practices, tensions over the Taiwan Strait.  You know, preview that there’s going to be discussion of North Korea.  I know you said that the Quad is not about one country, but to China and to many people, it looks like it’s focusing on China.  So I’m curious to what your response to me, to folks that say you’re trying to have it both ways on China.  MR. SULLIVAN:  I guess what I would say, and I think I said this before, is the leaders are going to talk about all of the significant developments and dynamics in the Indo-Pacific.  Everything you just mentioned fits into that category.  So we don’t take issues off the table to discuss or speak about.  But my point is that the purpose of the Quad is not to come together around China or any other country.  It’s to come together around how to construct a free and open Indo-Pacific.  And actions and policies that disrupt or undermine that are certainly not just of interest, but are going to be a matter of discussion for Quad members.  But the way I square the circle is to say these issues are on the agenda because they relate to a free and open Indo-Pacific, but China is not the focus of the Quad, and the Quad is not about one country.  It is about a larger vision that we’re (inaudible). MODERATOR:  All right, thanks, everyone. 9:26 A.M.     MR. SULLIVAN:  Thank you, guys, for being here.  Today, we have the fourth Quad Leaders Summit, fourth in-person Quad Leaders Summit, and the first time that President Biden has actually hosted leaders in his hometown and, literally, at his home in Wilmington, Delaware. 
     
    You guys have heard the President say many times that all politics is personal, all diplomacy is personal.  And developing personal relationships has been core to his approach to foreign policy as President.
     
    So, opening his home to the leaders of India, Japan, and Australia is a way of him showing, not just saying, that these leaders matter to him, that the Quad matters to him as a significant foreign policy priority.  And institutionalizing and deepening and elevating the Quad has been one of the things that he’s going to be very proud of when he leaves office and passes the baton to the next President of the United States.
     
    When President Biden came in, within the early months, he held a Quad — a virtual summit, and it was the first time the leaders of the Quad had actually met in any format.  And what the President wanted to do was not just have this be something where leaders convened occasionally, but actually a vehicle for driving deepening cooperation and integration across the region. 
     
    And so, if you look at the last three and a half years, whether it’s on the response to COVID-19 or humanitarian response across the region, or issues like cyber and cyber capacity-building across the region, there’s a range of significant achievements the Quad has already had.  And today, the Quad leaders will announce a number of further steps forward. 
     
    There’ll be the announcement of the Quad Cancer Moonshot, which we’re very excited about, with all four countries coming to the table with resources and capacities to help drive towards the cures to deadly cancers.  And there’ll be more to say on that later today.
     
    There’s the expansion of the Indo-Pacific Maritime Domain Awareness Initiative, which is a mouthful, but is really about integrating new technologies and new capabilities, not just for Quad members, but for countries in Southeast Asia and the rest of the region, for them to understand their maritime domains so they can better manage and regulate them and ensure their security and also ensure that they are delivering economic benefits to the people of the relevant countries. 
     
    There will be — we’ll have an announcement of the expansion of the Quad fellows, which will now not just be fellows from the four countries, but fellows from Southeast Asia as well.
     
    We’ll announce the pre-positioning of relief supplies across the region and the ability for Quad countries to react more rapidly in the case of humanitarian crises and natural disasters.
     
    And the Quad will announce its first-ever coast guard mission together as well, which will show the joint capabilities of the four countries in terms of their ability — in terms of their coast guards. 
     
    So, there’s a number of other things that you’ll see in the fact sheet as well, but this just shows the breadth and range of ways in which the Quad is becoming a feature of the architecture of the Indo-Pacific.  And we hope and expect that that will deepen in the years ahead. 
     
    And the reason I think we can have some confidence in that is there’s genuine bipartisan support for the Quad.  It’s something that really transcends party lines.  And, in fact, over the last 24 hours, we’ve had the announcement of a bipartisan, bicameral Quad Caucus, something I never quite thought I would see, but Republicans and Democrats in both the House and the Senate actually standing up a caucus to support this, this platform, because of the importance that Congress places on it and what it can deliver. 
     
    The last thing I would say is that when you look at the Quad and AUKUS and the Camp David trilateral and our engagement with the Pacific Islands in ASEAN, one thing that has been a hallmark of the President’s foreign policy in the Indo-Pacific has been to move from the traditional hub-and-spoke model, rooted largely in bilateral alliances and bilateral partnerships, to a latticework approach with multiple institutions, overlapping partnerships, different configurations that all add up to genuinely new architecture for the Indo-Pacific, and the Quad is a critical part of that. 
     
    And I think it leaves the United States in a stronger position, with a more dense and capable and dynamic set of partnerships, and with relationships not just between us and our partners, but among our partners, that allow us to deliver greater results and achieve more stability and security and drive towards the ultimate objective, which is a free and open Indo-Pacific. 
     
    So let me stop there, and happy to take your questions. 
     
    Q    Jake, just (inaudible), you didn’t mention China directly in the joint leaders’ statement.  What sort of language should we expect directed at the PRC?

SULLIVAN:  Look, I’ll let the PRC speak for itself, and obviously it does speak for itself about a number of different initiatives the United States has taken in the Indo-Pacific.  We’re just going to prove year on year everything that I just said, which is really that the thrust and purpose of the institution writ large and the security features of it are about a positive agenda to enhance security, not just for Quad countries but for other regional partners. 
     
    So, it’s hard for me to see how and why the PRC should object to the four countries, for example, doing a coast guard mission together, or doing cyber trainings for Southeast Asia together, or taking steps with respect to maritime domain awareness.  These do not, to me, indicate any form of aggression or assertive behavior.  They’re fundamentally constructive and positive, and that’s where we’re going to continue to position the Quad. 
     
    Q    Can you speak a little bit to the President’s meeting with Prime Minister Modi and what, if anything, he’ll say about what he wants to do vis-à-vis China and Russia (inaudible)?
     
    MR. SULLIVAN:  I won’t go too deep into the details of what he will say on those issues, which are obviously sensitive and will obviously be critical priorities in the bilateral meeting. 
     
    I will just say this: that the United States has been clear about our view that Russia’s brutal war of aggression against Ukraine flouted every norm and principle of international law, that countries like India should step up and support the principles of sovereignty and territorial integrity, and that every country everywhere should refrain from supplying inputs to Russia’s war machine for it to be able to continue to prosecute this brutal war.  So they will talk about that. 
     
    The President will also h
    ear from Prime Minister Modi about his trip to Ukraine, which was an important and indeed historic trip, and it will be the opportunity for the two of them to talk about their respective views of the way forward.
     
    And then, with respect to China, you know, they will talk about how they see China’s actions in the region, where China is headed.  And that’s not just true in the security domain, but the economic and technology domain as well.  And we’ll work to try to coordinate approaches to the extent that that makes sense for both countries.
     
    Q    In the past month or so, there’s been a lot of (inaudible) China (inaudible).  There’s been lots of (inaudible) still in the offing.  Can you speak to, like, how the President himself is reviewing the culmination, I guess, of the administration’s China strategy leading up to this?  And should we consider this Quad sort of part of that puzzle, (inaudible)?
     
    MR. SULLIVAN:  I think you should consider this Quad and all of our other actions part of an effort to strengthen the capacity of the United States to defend our interests, support our allies and partners, advance problem solving on critical common challenges, and generally put ourself in a more robust, competitive position writ large.
     
    But I don’t think you should see it again as being directed at China.  And I think this is American foreign policy, in a way at its historic best, which innovation partnerships designed to enhance stability, designed to deliver results, and connected to other partnerships that are going the same thing.
     
    And I think, kind of, over-cranking the emphasis on any one country is missing what I think the central thrust and purpose of these kinds of institutions, including the Quad, are all about.
     
    Q    You mentioned at the top the personal nature of this visit.  And the White House is using the terminology “personal meeting” rather than the usual “bilateral meeting.”  Can you give us a sense of how these meetings are different, what we might expect?  For example, Prime Minister Albanese yesterday, did he get a tour of the house?  See the Corvette?  Were there family members present?  Can you can you give us a flavor of that?
     
    MR. SULLIVAN:  He did get a bit of a tour of the house.  I don’t think he saw the Corvette, though.  I can’t confirm that for sure, because the two of them sort of went off by themselves for a bit, and I haven’t had a chance to speak to the President about what exactly the Prime Minister saw. 
     
    There weren’t other family members there.  It was really a sort of one-on-one opportunity for President Biden and the Prime Minister to sit and talk.  And then, a few of us joined them, obviously, for part of the meeting when it turned to substance. 
     
    It was just — honestly, the vibe of it was sort of two guys, one at the other guy’s home, talking in broad strokes about where they see the state of the world, about — you know, swapping some stories from their respective political careers, you know, talking about the history of the U.S.-Australia alliance. 
     
    It just kind of had a feeling like if you had someone come over for a cup of coffee or a meal.  You know, that kind of feeling was much more present than, like, a stiff bilateral.  And the President told everybody, “Take off your jackets.  Get comfortable,” which we all obliged. 
     
    So, yeah, I’m very bad at answering questions like that, but that’s my best shot at it. 
     
    Q    Well, if I may, on Sudan, a United Nations panel of experts has accused the United Arab Emirates of supplying arms to the RSF in breach of the weapons embargo on Darfur.  MBZ, I guess, is coming to the White House this week.  Will the President raise those allegations directly with the leader of the United Arab Emirates?
     
    MR. SULLIVAN:  I’ll let the President talk to Sheikh Mohamed privately about Sudan.  I think it would be more effective to do that. 
     
    What I will say is we are concerned about a number of countries and the steps they are taking to perpetuate rather than resolve the conflict.  And I will also say that Sudan will certainly be on the agenda, and the President will be as direct and candid with Sheikh Mohamed as he is with every leader.  And then, after the fact, we’ll share what we feel we can.
     
    And the reason why I’m not, sort of, laying it out all in public right now is: Our ultimate objective is to get the entire conflict in Sudan on a different track than the tragic and horrific track it is on right now.  And I think that requires some intense but sensitive diplomatic conversations with a number of players.  That’s what the President is intending to do writ large.  And as I said, Sudan will certainly be part of the agenda with the UAE President on Monday.
     
    Q    Jake, so (inaudible) President will Japan Prime Minister Kishida.  Do you expect him to talk about that deal between U.S. Steel and Japan Nippon Steel?  And does (inaudible) oppose that deal and try to stop it?
     
    MR. SULLIVAN:  I cannot say yet whether that particular deal will come up in the conversation today.  There are obviously huge priorities in terms of current events and geopolitical trends and economic and technology cooperation.  So, I’m not sure that it will come up.  And the President has spoken to this issue before, but the matter really is, at the moment, in a official process while the transaction is studied by the relevant authorities and the relevant agencies, the U.S. government. 
     
    And so, you know, the President will obviously allow that process to run its course because that’s what’s required under the law.  And then we will see what happens.
     
    Q    Prime Minister Kishida will step down soon.  You going to talk about his contribution, achievement, but what do you expect from the new Japanese prime minister?
     
    MR. SULLIVAN:  One thing that I do expect, whoever the new Japanese prime minister is, is continued investment in and support for the U.S.-Japan alliance as the cornerstone peace of security in the Indo-Pacific.  And I expect that because the overwhelming majority of the Japanese people support that and because this alliance is bigger than any one leader on either side, in Japan or the United States. 
     
    So I have confidence that the strong bond and partnership between our two countries will continue no matter who takes the helm, although I will say Prime Minister Kishida should be saluted, and President Biden will salute him, as a very significant contributor to the high-water mark we’ve reached in the U.S.-Japan alliance at this point and in Japan’s global leadership role. 
     
    So, it will obviously be different because Prime Minister Kishida is a unique individual, but one thing that we think will remain the same is the strong alliance between the United States and Japan.
     
    Q    Just on the Nippon deal, very quickly: Some proponents of that deal are interpreting last week’s extension as a sign that the President is having second thoughts.  What would you say to them?
     
    MR. SULLIVAN:  I can’t speak to that because I think nobody should overread what happened last week as a substantive expression of views, rather as a matter of process to ensure that the transaction gets the full review that’s appropriate in a case like this, as I said, from the relevant authorities and agencies.  And the President really does want to let that play out. 
     
    Q    You mentioned that it’s not about one country, but of course, China comes to mind over time.  As just recently, they announced sanctions against American companies.  They’re selling weapons to Taiwan.  Taiwan is getting money from the United States to be able to defend themselves.  And the incidents in the past few weeks in (inaudible) has been escalating, not only with Taiwan with China, but also Philippines.
     
    During this meeting, is that top of mind
    , or is this something that you want to address?  Because, I mean, you mentioned the coast guard event shouldn’t be questioned by the Chinese; it’s just an event that they’re going to do as a group.  But from their point of view, they’re talking about it and condemning these types of actions.  Should we worry about China moving forward or being more aggressive as the world is focused on Lebanon, the Middle East, Ukraine?
     
    MR. SULLIVAN:  Well, first of all, it’s true that the front pages of newspapers are filled with stories about the Middle East rather than the Indo-Pacific right now.  But the United States of America is focused in both places.  And there’s probably no better proof point than the fact that we’re sitting here right now, on a Quad Summit day, meeting with leaders of the Indo-Pacific, even as we continue to closely monitor events in the Middle East.
     
    So, if you look at the work that we have done over the last four years, the intense engagement with allies and partners, the work on — this latticework that I described, the efforts to strengthen our own industrial and innovation base, the measures we’ve taken to protect our sensitive technologies, we feel like we are in a very strong position to stand up for peace and stability in the Indo-Pacific.  And obviously, we are concerned about actions that China has taken, and we speak out about those actions quite directly and candidly. 
     
    But we are also putting the United States and our allies and partners in a position to effectively defend our interests and to defend the rules of the road that have kept the peace in the Indo-Pacific for a long time.  We’re going to continue to do that. 
     
    The other thing I would say is that each of the four members of the Quad has their own approach to the PRC.  There’s not going to be some “Quad approach” to the PRC.  But of course, in the course of the conversation today, the four leaders will have the opportunity to talk about all of the developments in the Indo-Pacific, and obviously the PRC is part of that. 
     
    So, it will be one of the issues or one of the topics that come up among many.
     
    Q    If I may, on Venezuela — because Venezuela is close to China right now, and it’s one of the allies, but also Russia and Iran.  So we know four Americans are detained in the past few days.  The situation is getting just harder and harder to get to an agreement.  We are expecting a meeting at the United Nations to talk about Venezuela, led by Uruguay and other countries.  Do you see any possibility of moving forward in this subject?  We understand the U.S. have supported the talks.  Is it a possibility to go back to Qatar?  Is Qatar in the table again?
     
    MR. SULLIVAN:  We continue to talk to Qatar, who wants to play a constructive role in engaging the Maduro regime, the opposition, the United States, other players.  At the moment, there’s not much traction on talks, and what we’re instead continuing to see are negative steps by the Maduro regime in the aftermath of an election where we have been very clear our judgment is that Edmundo Gonzalez received the most votes. 
     
    So, we’ll continue to work, particularly with countries in the region, to try to develop a common approach forward to support democracy and a democratic transition in Venezuela.  But I will say that at the moment there is not a substantial diplomatic opportunity to make progress, and we’re going to
    have to keep looking for one.
     
    Q    Jake, on the Middle East, the Lebanese are saying at least 31 were killed in that bombing of a building that apparently targeted at least one Hezbollah commander.  Has the U.S. figured out who exactly was targeted and killed?
     
    MR. SULLIVAN:  The Israelis have announced, and I believe Hezbollah itself has confirmed, some of the people who were killed in that strike.  And I will let Israel and Hezbollah speak to it, because obviously we don’t have an independent capacity at this point to confirm.  But I believe a fair amount of that is out in the public domain at this point.
     
    Q    If at least one of those was one of those responsible for organizing the barracks bombing back in the ‘80s, how significant would that be that he’s now dead?
     
    MR. SULLIVAN:  That individual has American blood on his hands and has a Rewards for Justice price on his head.  And he is somebody who the United States promised long ago we would do everything we could to see brought to justice. 
     
    And anytime a terrorist who has murdered Americans is brought to justice, we believe that that is a good outcome.  But again, I’m not in a position this morning, until I have the opportunity to talk again to my Israeli counterparts today, to formally confirm anything; just to say, you know, 1983 seems like a long time ago, but for a lot of families, a lot of people, it was — they’re still living with it every day.
     
    Q    One other.  Paul Whelan and Evan Gershkovich have been in Washington in recent days, mostly to visit with lawmakers.  Is there any plan for them to meet with the President?
     
    MR. SULLIVAN:  I guess not.  The President met with both of them, obviously, when they came back to the States.  So there wasn’t — we didn’t have a plan for them to sit down this past week or this coming week in Washington.  But, you know, I’m sure he would be happy to see them again at some point. 
     
    Q    There’s a report that I got (inaudible) disagree with about U.S. officials conceding that there won’t be a deal during the President’s term.  What is your assessment of that?
     
    MR. SULLIVAN:  I think that’s crazy.  I mean —
     
    Q    So, it was correct that you’d (inaudible).  (Laughter.)  (Inaudible) disagree with it, that yes —
     
    MR. SULLIVAN:  This is not me sitting here saying, “Hey, there will be a deal.”  One can’t know.  And I’ve — you’ve heard me repeatedly use this George Mitchell line of “700 days of failure, one day of success.”  But this is diplomacy.  Every day, you get up and you try to drive towards a deal that brings about a ceasefire, the return of hostages, surge of humanitarian assistance, and ultimately the end of the war.  We’re doing that today.  We’re going to do that tomorrow.  We’re going to do that every day. 
     
    And I do still believe there is a path to get there.  It has been a winding path, a frustrating path, but we are still on that path, and we hope to reach the destination.  But we’re also mindful of the fact and very clear-eyed about the fact that there’s still obstacles in the way; we’re going to do our best to clear them.  And I can’t make any predictions about what’s going to happen, but what I can certainly say is we are not conceding that, period.
     
    Q    But we’ve been waiting a while in terms of a new bridging proposal.  Is that right?  So when is — when do you expect to put that on the table?
     
    MR. SULLIVAN:  I can’t tell you that because we’re not at a point right now where I can — where we’re prepared to put something on the table.  We’re continuing to work with Qatar and Egypt.  They’re talking to Hamas.  We’re talking to Israel.  The Qataris and Egyptians are talking to Israel.  And when we feel ready to take another step, we’ll take another step. 
     
    Q    What’s the holdup?
     
    MR. SULLIVAN:  Well, at the moment, we don’t feel like we’re in a position, if we put something down today, to get both sides to say yes to it.  Could that change over the course of the coming days?  It could.  You know — yeah, I’ll leave it at that for now.
     
    Q    Jake, in terms of the events of last week in Lebanon, do you have any assessments what that has done to the operational capabilities of Hezbollah?  And what is your current level of concern that what you’ve been trying to prevent the last, you know, 11-plus months could st
    art off as (inaudible)?
     
    MR. SULLIVAN:  It stands to reason that Lebanese Hezbollah’s capabilities have taken a hit.  How significant a hit, how that translates to their ability to represent a threat to Israel, I think we still need some more assessment to reach more guidance on.
     
    The risk of escalation is real; it has been since October 7th.  There are moments where it is more acute than others.  I think we are in one of those moments where it is more acute. 
     
    But I would take a step back and make an observation that I don’t think gets sufficient attention in the reporting on this dynamic, which is that Hezbollah started this whole thing.  Hamas attacks on October 7th, this vicious massacre.  And then, as Nasrallah just said in his speech this week, the way he put it, Nasrallah opened the Northern Front. 
     
    Israel didn’t start just randomly attacking into Lebanon.  Hezbollah and its allies in — its terrorist allies in Lebanon started attacking Israel.  And tens of thousands of Israeli citizens had to leave their homes.  That led to an exchange of fire, and then Lebanese citizens had to leave their homes.  And we’ve been in that dynamic ever since. 
     
    So, that’s an important structural factor that I think, kind of, gets set aside in the commentary and the coverage of the current circumstance.
     
    That being said, the United States’ position is we would like to see calm on the northern border and a durable solution that allows the people on both sides of that border to return to their homes.  We are driving at that.  Amos Hochstein was recently back in the region to work towards that.  I’ve spoken with my Israeli counterparts just in the last couple of days to see how we find a way forward on that. 
     
    And so, while the risk of escalation is real, we actually believe there is also a distinct avenue to getting to a cessation of hostilities and a durable solution that makes people on both sides of the border feel secure, and we’re going to do everything that we can to bring that about. 
     
    Q    And can I just (inaudible) — when you say the risk of escalation is real, are you saying the IDF flattening tower blocks in Beirut is not an escalation?
     
    MR. SULLIVAN:  I think the question he was asking — the heart of his question was: could we get into a wider war that we have been trying to avoid for the last 11 months.  I think that’s what the question was.
     
    Q    Then I’ll ask the question.
     
    MR. SULLIVAN:  I was answering (inaudible).
     
    Q    I’ll ask the question then: Was the IDF strike an escalation, in your view?
     
    MR. SULLIVAN:  Look, when I talk about escalation, I mean where does this take us from the point of view of, “Are we going to end up in a wider war.”  We’re not there yet.  I hope we do not get there. 
     
    When you pose a question, “Was this strike escalation?  Was that strike escalation?” the United States is not going to score-keep like that.  There’s a number of different ways to look at this strike.  The chief way I personally look at it goes back to the discussion we were having before, which is it was a strike against a senior terrorist who has both Israeli and American lives on his hands. 
     
    So we could pick any moment, any set of rockets launched by Hezbollah, any set of strikes by Israel, and say, “Is this an escalation?  Is that an escalation?” and so forth.  I think it’s not a particularly useful exercise.  For us, the most useful exercise is to try to drive both parties to a place where we get an agreed and durable outcome that can end the cycle and keep us from ending up in the larger war that, as we were just talking about, we’ve worked so hard to (inaudible).
     
    Q    Is there any announcement that we should expect next week about Haiti?  (Inaudible) report that says that even though we have now the Kenya team there and the security forces, 80 percent of Port-au-Prince is run by gangs.  Things are not getting better for the people.  Violence keep growing.  And of course, we don’t have elections or plan of a government soon. 
     
    MR. SULLIVAN:  Look, things are not where we would like them to be in Haiti, but I think it is not correct to say that things have not gotten better from a low point when flights were shut down, the port was shut down, it looked like the entire government was going to be run out of the country.
     
    We have improved the situation from that low point, but the progress we have made has been slower and more uneven than we’d like it to be.  Our goal is to continue to enhance the Multilateral Security Support Mission and ultimately work with the United Nations to make sure that it gets institutionalized. 
     
    But I don’t know that we have any particular announcements next week.  Rather, our goal is to use the U.N. General Assembly to get more resources, more contributions, and a common vision around building step by step on what we’ve put in place so that we can improve the situation beyond where it is right now.
     
    MODERATOR:  We have time for about two more questions.
     
    Q    Just a follow-up.  And how can that happen?  I know Colombia wanted to help, but, like, it’s not an actual mission like (inaudible) it was the U.N. (inaudible) — is this a security group, and the U.S. is leading the efforts.  So how the countries will get involved, and how can they operate?  Like, Mexico cannot (inaudible) officers —
     
    MR. SULLIVAN:  Well, a number of countries have pledged contributions, including police units, former police units.  And so, the first thing that can happen is we can turn those pledges into reality, and then we can work bilaterally with countries like Mexico and Colombia on their legal requirements to try to satisfy them so that they could, in fact, (inaudible).
     
    Q    To put a pin, though, you know, the discussion about China, you know, before, in the lead-up to this, administration officials at the podium were telegraphing that there could be talk about aggressive PRC military action on fair trade practices, tensions over the Taiwan Strait.  You know, preview that there’s going to be discussion of North Korea.  I know you said that the Quad is not about one country, but to China and to many people, it looks like it’s focusing on China.  So I’m curious to what your response to me, to folks that say you’re trying to have it both ways on China. 
     
    MR. SULLIVAN:  I guess what I would say, and I think I said this before, is the leaders are going to talk about all of the significant developments and dynamics in the Indo-Pacific.  Everything you just mentioned fits into that category.  So we don’t take issues off the table to discuss or speak about. 
     
    But my point is that the purpose of the Quad is not to come together around China or any other country.  It’s to come together around how to construct a free and open Indo-Pacific.  And actions and policies that disrupt or undermine that are certainly not just of interest, but are going to be a matter of discussion for Quad members. 
     
    But the way I square the circle is to say these issues are on the agenda because they relate to a free and open Indo-Pacific, but China is not the focus of the Quad, and the Quad is not about one country.  It is about a larger vision that we’re (inaudible).

  • MIL-OSI China: Silk Road int’l cultural expo participants call for cooperation

    More than 800 representatives from 50 countries, regions and international organizations have gathered at the 7th Silk Road (Dunhuang) International Cultural Expo, which kicked off on Saturday in Dunhuang, a key hub on the ancient Silk Road in northwest China.

    The expo will run for two days, featuring varied activities such as forums, cultural exhibitions and artistic performances to showcase China’s culture and promote dialogue on global cultural cooperation.

    This is the third time that Shahbaz Khan, director of the United Nations Educational, Scientific and Cultural Organization (UNESCO) regional office for East Asia, has represented his organization at the event. He noted that Dunhuang has become a major stage for cultural exchange to revitalize the Silk Road.

    Dialogue between civilizations has become increasingly important as the world faces diverse challenges to peace and sustainable development, he said.

    Participants said that exchange and mutual learning between civilizations help boost mutual trust and inclusiveness among people of all countries, and promote world peace and development.

    Fernando Lugris, Uruguayan ambassador to China, said that Uruguay was the first country in the Southern Common Market (Mercosur) to sign a memorandum of understanding on the Belt and Road Initiative (BRI) with China.

    All parties should adhere to multilateralism to safeguard global peace, development, prosperity and modernization, he said, calling for strengthened cooperation within the framework of the BRI.

    The expo was first held in 2016.

    Ms. Leena Nandan, Secretary of the Ministry of Environment, Forest and Climate Change, in her opening remarks, addressed the Summit of the Future Side Event at the United Nations Headquarters today, which focused on Empowering Youth for Sustainable Futures: Intergenerational Responsibility and Skills for a Just Transition.

    The two-minute video on LiFE i.e Lifestyle for Environment was screened in the opening remarks. The Union Secretary Ms. Leena Nandan said that two-minute video on life was an attempt to capture the philosophy and true spirit of India’s multidimensional approach to address the challenge of Climate Change.  She further added that LiFE i.e. Lifestyle for Environment is one of the key strategies enunciated by Prime Minister of India in COP-26.

    She highlighted that Mission LiFE was launched globally by the Prime Minister Sh. Narendra Modi in October, 2022, in the presence of the UN Secretary-General Antonio Guterres. The Mission LiFE is being implemented across the country and the globe under the leadership of Shri Bhupender Yadav, Union Minister for Environment, Forest and Climate Change.

    Speaking on the occasion, she stated that Mission LiFE promotes a shift in our daily behaviours towards environmentally friendly choices and the adoption of sustainable lifestyles. By integrating sustainable consumption practices, LiFE can drive significant progress on SDG12.

    She emphasized that the climate action resolution sponsored by India received support from Bolivia and Sri Lanka. Building on this momentum, she stated that the United Nations Environment Assembly adopted a resolution promoting sustainable lifestyles at its sixth session in Nairobi on March 1, 2024. She further said that the International Energy Agency estimates that implementing the actions promoted by Mission LiFE could reduce global GHG emissions by 2 billion tonnes annually by 2030.

    She highlighted that today’s children and youth are essential for ensuring intergenerational equity. This responsibility requires us to equip them with the skills and tools necessary for a just transition, she added. 

    She explained that our youth, who make up nearly 28% of the population, hold great potential for leading the transition to a green economy. As one of the fastest-growing economies in the world, we see this demographic dividend as essential for achieving sustainable and inclusive growth.

    Ms. Leena Nandan stated that the New Education Policy of India, along with the Green Skill Development Programme and the Skill Council for Green Jobs (SCGJ), offers a comprehensive solution to address the increasing demand for Green Jobs.

    She stated that the SCGJ’s vision for 2047 expects the clean energy transition to generate 30-35 million new jobs in India. Programs like the International Solar Alliance and the Global Biofuel Alliance aim to create green jobs globally by empowering youth and equipping them with skills. Recognising the contribution of India in promoting LiFE i.e Lifestyle for Environment for sustainable consumption and production, it has been nominated for a two-year seat on the board of 10-Year Framework of Programmes (10YFP) under UNEP.

    She quoted Prime Minister of India for special attention to Mission LiFE i.e Lifestyle for Environment “Too often, our discussion is reduced to an argument about emission cuts. But we are more likely to succeed if we offer affordable solutions, not simply impose decisions. And, it is for the same reason that I call for a change in lifestyle. Because, the emission reduction that we seek will be the natural outcome of how we live and work”.

    Union Secretary Ms. Leena Nandan highlighted the visionary leadership of Prime Minister Shri Narendra Modi in launching “Ek Ped Maa Ke Naam” or “Plant4Mother” aimed at involving the citizens of India and the world in planting trees as a mark of love and respect for one’s own Mother and Mother Earth. She announced that more than 750 million trees have been planted in India between June 5 and September 17 under the initiative, which amounts to about 7 million trees per day.

    She urged everyone to come together and move forward, recognizing that our choices today will not only benefit the planet but also shape the future for our children and youth.

    The Minister of Petroleum & Natural Gas of the Republic of India, H.E. Mr. Hardeep S Puri, paid an official visit to the Federative Republic of Brazil from September 19th– 21ston the invitation of the Minister of Mines & Energy of the Federative Republic of Brazil, H.E. Mr. Alexandre Silveira. H.E. Hardeep Puri was accompanied by Indian Oil & Gas Companies representing both the upstream and downstream sector.

    During the visit, the sides reviewed the existing collaboration in the energy sector including Indian upstream investment, mutually beneficial relationship in bilateral trade and cooperation in sustainable fuels, particularly biofuels.

    In the oil & gas sector, the sides recognised the trust reposed by Indian companies in the Oil & gas sector which has resulted in Brazil being one of the largest destinations for investments by Indian Oil & Gas companies in the world.  The sides also reaffirmed their commitment to identify new possible mechanism for increasing the  presence of Indian companies in the country, including through new investment opportunities in producing assets. The sides, while recognising the complementarities in the trade sector, committed to identifying ways of enhancing the trade between the two countries, including through innovative mechanisms.

    As founding members of the Global Biofuels Alliance, both sides reiterated the crucial role the Alliance will play in positioning biofuels as a key component of the global energy transition, contributing not only to environmental sustainability but also to socioeconomic growth.

    The Indian side congratulated the Brazilian side on the hosting of the G20 and welcomed the emphasis being placed on sustainable fuels and social dimensions of energy transition.  The Indian side expressed confidence that Brazil’s leadership would further the G20’s agenda of inclusive and sustainable development, building on the momentum generated by India’s presidency in 2023.

    The sides looked forward to co-hosting an India-Brazil Clean Cooking Ministerial Meeting on the sidelines of India Energy Week 2025 in February 2025, which would provide an opportunity to explore collaborative pathways for enhancing clean cooking access globally.

    Both sides discussed collaboration in the domain of deep and ultradeep explorations in the Indian offshore Acreages.

    The two sides also initiated a discussion on cooperation in the area of critical minerals and their value chains.

    Joint Statement on Biofuels and Sustainable Aviation Fuels (SAF)

    The sides noted that India and Brazil, as two leading biofuel producers, are well-positioned to collaborate on production and use of Sustainable Aviation Fuels (SAF) , by leveraging their existing ethanol and biodiesel production infrastructure, growing aviation market and vast feedstock potential, including their agricultural resources.

    In the context of SAF, the sides noted that currently SAF remains the major mature and viable pathway to decarbonise the aviation sector. At the same time, SAF only accounts for 0.3% of the current fuel use for aviation.

    The sides reaffirmed that the goal of net zero in the aviation sector would require joint and collaborative action between the two countries to resolve some of the major hurdles to SAF production, namely, feedstock-related challenges, high cost of SAF compared to other technologies, infrastructure for large-scale production and efficient waste management systems, low maturity of production pathways, etc.

    The sides highlighted the importance of the establishment of consistent international standards, such as the sustainability criteria defined within the scope of Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA/ICAO) and reinforced the principle of technological neutrality with regards to the different technological pathways and raw materials used in the sustainable production of aviation fuels.

    The sides recognised the role an India-Brazil partnership in SAF can play in the deployment and development of the Sustainable Aviation Fuel Sector through  leveraging and catalysing of regional value chains to ramp up SAF production, trading, distribution and certification, which inter-alia will support the enhancement of availability, affordability and reliability of SAF.

    The sides noted that the modes for such cooperation could include the following:

    1. Leverage Ethanol Production from all sources;
    2. Promote technology exchange, joint research, and development initiatives, in order to optimize SAF production processes;
    3. Share regulatory and policy experience, with a view to create frameworks that encourage investment in SAF production;
    4. Cooperate in RD&I with a view to enhance the Technology Readiness Level (TRL) of production pathways;
    5. Collaborate in multilateral forums, such as ICAO, in order to promote the development of SAF.

    The sides acknowledged that collaboration between the two countries represents a strategic partnership in line with the sustainable development and carbon reduction goals of both countries.  By combining resources, expertise, and technology, India and Brazil can lead the global transition towards lower emission aviation. This collaboration will not only address pressing environmental challenges but also open new avenues for economic and technological advancement in the biofuels sector.

    The sides therefore reaffirmed their desire to strengthen cooperation between the two countries to usher in various advantages, which include economic growth, by creating jobs in the rural sector and fostering innovation in renewable energy technologies and energy security, by reducing reliance on imports. Importantly, bilateral cooperation in SAF production will contribute to global efforts to reduce the carbon footprint of aviation.

    The ministers underscored that this comprehensive partnership represents a significant milestone in India-Brazil relations aligning with their shared sustainable development goals. By combining their resources, expertise, and technology, India and Brazil will not only lead the global transition towards lower emission aviation but also provide critical support to other Global Biofuels Alliance members in their decarbonization efforts, ultimately paving the way for a future with cleaner skies.

    The Food Safety and Standards Authority of India (FSSAI) signed an MoU with the Ministry of Agriculture and Livestock (MAPA) of Brazil on the sidelines of Global Food Regulators Summit, 2024, at Bharat Mandapam, New Delhi, yesterday. 

    The MoU starts a new phase of cooperation aimed at improving food safety through joint projects and technical collaboration. It was signed by Mr. Carlos Henrique Baqueta Fávaro, Agriculture and Livestock Minister, Brazil and counter signed by Shri G. Kamala Vardhana Rao, CEO of FSSAI.

    Shri G. Kamala Vardhana Rao said, “Signing this MoU demonstrates our dedication to food safety and signifies a major advancement in our ongoing efforts to enhance international collaboration in food safety.  We are eager to work with MAPA to achieve our common goals and enhance food safety in both countries.”

    The representative from the Ministry of Agriculture and Livestock of Brazil added “The signing of the MoU marks a milestone in the bilateral relations between the two countries in the field of food safety, allowing for technical cooperation and exchange of experience and knowledge with the aim of strengthening the institutional collaboration and pursuing joint initiatives.”

    Both FSSAI and MAPA are committed to fostering a mutually beneficial and productive partnership.

    “Recognition of Culture as a Standalone Goal in Post-2030 Sustainable Development Agenda marks a paradigm shift in how we view development”

    The Indian delegation led by Shri Arunish Chawla, Secretary Ministry of Culture, Government of India along with Ms. Lily Pandeya, Joint Secretary, participated in the Special Session of G7 Ministers meeting on Culture, held on 21st September 2024 in Naples, Italy. The meeting was also attended by Culture leaders of the African Union, Brazil, Canada, the European Union, France, Germany, Greece, Italy, Japan, the United Kingdom and the United States of America together with the Heads of United Nations Education, Scientific and Cultural Organisation (UNESCO), International Centre for the Study of the Preservation and Restoration of Cultural Property (ICCROM) and the African Development Bank.

     

    Shri Arunish Chawla in his address emphasized on recognizing culture not as a static relic of our collective past, but as a dynamic catalyst for growth. He advocated that the recognition of culture as a ‘standalone goal’ within the post-2030 Sustainable Development Agenda is not merely a diplomatic triumph; it is a paradigm shift in our conceptualization of development itself. “As we stand on the cusp of the United Nations Summit of the Future, it is incumbent upon us to advocate vociferously for the inclusion of Culture as an autonomous goal within the Pact for the Future”, the Secretary said.  Shri Chawla mentioned that the Naples Conference on Cultural Heritage in the 21st Century, held last November, explored the synergies between the 1972 World Heritage Convention and the 2003 ICH Convention. It was during India’s G20 Presidency, that one of our expert-driven Global Thematic Webinars spotlighted the necessity of this synergy on a global platform for the first time.

     

    Shri Chawla apprised that India’s flourishing partnership with the African Union entails unprecedented economic, cultural, and strategic ties between the world’s largest democracy and the vibrant nations of Africa. The African Union’s recent admission as a permanent member of the G20 during India’s Presidency marks a significant milestone in this relationship. As India and Africa continue to collaborate on key areas like trade, education, healthcare, and sustainable development, our partnership is a powerful testament to mutual cooperation, solidarity, and collective progress. In the field of creative economy, the India-Africa Union partnership is poised to unleash numerous opportunities, harnessing the limitless potential of creativity – humanity’s most sustainable and inexhaustible resource, he added.

     

    The Culture Secretary also apprised that during 46th World Heritage Committee meeting, India proudly supported the nomination dossiers of several African nations. Additionally, India made a significant pledge of USD 1 million to strengthen capacity building in Small Island Developing States (SIDS), Least Developed Countries (LDCs), and the African region, reaffirming its commitment to supporting Africa’s rich heritage initiatives.

    The Naples Statement was signed on ‘Culture for the sustainable development of Africa and the world’. It is aimed at working with African Governments to leverage culture as a driver of sustainable development. The Statement seeks to foster reciprocal knowledge sharing with African governments and cultural institutions to support efforts to boost cultural and creative sectors and industries; protect cultural property from illicit trafficking; promote, safeguard and sustainably manage cultural heritage and strengthen the presence of Africa in the UNESCO Heritage Lists.

    Considering the importance of culture as a transformative driver and an enabler for the achievement of the SDGs set out in the United Nations’ 2030 Agenda for Sustainable Development, the full recognition and integration of culture and the creative economy into the development processes and policies has been underscored while promoting the inclusion of culture as a standalone goal in future discussions on how to advance Sustainable Development beyond 2030. It was also agreed to support culture and sustainable development in Africa by fostering partnerships and policies that align with African governments’ development priorities, and respect the cultural diversity of African countries.

    On the sidelines of the G7 outreach session, Sri Arunish Chawla, Secretary, Culture, held important bilateral meetings with Minister of Culture, Italy; DG/ ICCROM & the US delegation. Indian Ambassador to Italy, Ms. Vani Rao attended the bilateral meetings. Important issues related with cultural cooperation were discussed during the meetings.

    Union Minister of Tourism and Culture, Shri Gajendra Singh Shekhawat delivered his country statement at the G-20 Ministerial Meeting held on September 21, 2024, in Belem, Brazil, highlighting the significance of tourism in driving economic development, fostering social inclusion and promoting environmental sustainability for the benefit of people, planet and prosperity. Successful deliberations were held during the Tourism Ministers Meeting on Green Tourism, support for data driven decision making, for strengthening the Dashboard developed during India’s G20 stewardship for aggregating best practices, importance of skilling of human capital for global service delivery, supporting MSMEs for generating local employment as well as for effective Destination Management.

    In his statement, the Minister acknowledged the efforts of Brazil and all G20 member nations in advancing the tourism agenda set during India’s G20 Presidency. He reiterated the commitment of India in pushing the agenda for green tourism and embracing the collective power of collaboration and innovation to ensure that tourism continues to serve as driver of growth, employment and all over prosperity.

    Shri Shekhawat emphasized the vital role of tourism and culture in sustainable socio-economic development and nature positive tourism. The G20 New Delhi Leaders’ Declaration and the ‘Goa Roadmap for Tourism, which were the outcomes of the Tourism Track meetings during India`s Presidency are imperative for taking forward the agenda for achieving Sustainable Development Goals (SDGs). He stressed the need for tourism policies to focus on inclusion and resilience, in line with India’s theme: Vasudhaiva Kutumbakam – “One Earth, One Family, One Future.”

    India had outlined five key areas for sustainable tourism: Green Tourism, Digitalization, Skills Development, Tourism MSMEs and Destination Management, which have taken forward during the Brazil Presidency.  These five priority areas received support and remain essential to address future challenges in tourism.

    The Travel for LiFE program was introduced as a part of Mission LiFE, a global movement led by the Prime Minister, Shri Narendra Modi. This initiative prioritizes Green Tourism to promote environmental sustainability through tourism.

    India supported the UNWTO’s initiative for a Statistical Framework as a knowledge hub for aggregating global best practices and case studies and to measure tourism sustainability. The progress made under Brazil’s Presidency in this context was also duly acknowledged. The Minister expressed optimism that today’s discussions would help build empowered communities and improve quality of life, calling for continued collaboration and innovation to ensure tourism drives growth and contributes to sustainable development. He thanked Brazil for steering the G20 Ministerial deliberations in Belem and conveyed his best wishes to South Africa for their G20 Presidency and expressed a desire to synergise country and stakeholder efforts for better and more robust outcomes.

    Shri Shekhawat also participated in the two ministerial dialogues of the UN Forum and WTTC.

Pope Francis returns to St. Peter’s Square for the traditional Sunday Angelus prayer and thus comments on today’s Gospel passage, in which Jesus announces his death and resurrection to his disciples. But “while Jesus confided to them the meaning of his life”, Francis points out, “they spoke of power. And so now shame closes their mouths, just as pride had previously closed their hearts”. Yet Christ, explains the Pontiff, “openly responds to the whispered words along the way: ‘If anyone wants to be first, let him be last’. Do you want to be great? Make yourself small, put yourself at the service of all”. “This makes you great”, adds the Bishop of Rome off the cuff, then pointing out the reason why the Master “calls a child, places him among the disciples and embraces him. The child has no power: he needs. When we take care of man, we recognize that man always needs life”. “We are all alive because we have been welcomed, but power makes us forget this truth. Then we become masters, not servants, and the first to suffer are precisely the last: the small, the weak, the poor”. “How many people – warns Francis – suffer and die because of power struggles!     Inflation rates remain a mixed bag and vary widely among different countries. Although inflation has moderated across some markets, it remains high for some countries, and accordingly the trend shifts towards rebalancing its impact. Companies have been vocal about their concerns related to inflation and discussing these extensively in filing documents, according to GlobalData, a leading data and analytics company.

    An analysis of GlobalData’s Company Filing Analytics Database revealed that companies are increasingly concerned about inflation, which is affecting consumer behavior and leading to lower-than-anticipated net sales and profits on both a quarterly and annual basis.

    Misa Singh, Business Fundamentals Analyst at GlobalData, comments: “Inflation impacts business in multiple ways, from dampened customer sentiment, reduced demand, rising raw material costs to higher labor costs, ultimately squeezing profit margins. As consumer confidence wanes, companies are observing a shift toward lower-cost products and are prioritizing market development and portfolio diversification to navigate these challenges.”

    Campbell Soup Co revealed in its earnings calls that it anticipates core inflation to remain in the low-single-digit range for fiscal ’25 and remains focused in areas of the portfolio where it has higher year-over-year input costs, including olive oil, cocoa, and packaging costs, and other areas of persistent inflation, such as labor costs and warehousing costs.

    Haier Smart Home Co Ltd discussed persistent high inflation dampening consumer sentiment in Europe. The company also witnessed suppressed demand due to inflation in markets like the US and Europe. Because of high interest rates and inflation, consumers are increasingly seeking value-for-money products.

    Darden Restaurants Inc mentioned that it is operating in a period of higher-than-usual inflation, led by food and beverage costs and labor inflation. This is principally due to increased costs incurred by vendors related to higher labor, transportation, packaging, and raw materials costs.

    Aurobindo Pharma Ltd talked about soaring inflation in its reports particularly in controlling service inflation, which remains stubbornly high. The company believes that inflation surged initially due to supply-chain disruptions and geopolitical tensions. Hewlett Packard Enterprise Co experienced rising input component costs, principally driven by inflation.

    Some developing emerging markets continue to experience intense inflation as revealed by The Coca-Cola Co in its earning transcripts. The company further mentioned that performance was driven by strength in Mexico, Brazil, and Colombia while Argentina continued to experience highly inflationary conditions.

         The Financial Secretary, Mr Paul Chan, arrived in Madrid, Spain, yesterday (September 22, Madrid time) and began his visit.     Mr Chan led a group of local tech startups to visit Spain’s innovation organisation, Spain Startup and meet with its President, Ms Maria Benjumea, and representatives from its partner, IE University of Spain. Spain Startup is the organiser of the renowned innovation and entrepreneurship event South Summit, which has been running since 2012, bringing together startups, tech talents, investors and entrepreneurs from around the world. Through a variety of programmes, including startup competitions, networking events, and workshops, it offers startups opportunities to build global networks, exchange knowledge, and connect with investors. The South Summit event has now expanded to Brazil.     Spain Startup has indicated that it is actively considering organising an Asian version of the South Summit. Mr Chan said Hong Kong welcomes the event to be hosted in Hong Kong to attract startups and investors from the Mainland, particularly the Guangdong-Hong Kong-Macao Greater Bay Area, as well as the broader Asian region, and he will instruct relevant departments to follow up actively.     Also joining the innovation and technology delegation on the visit to Europe are the Chief Executive Officer of the Hong Kong Science and Technology Parks Corporation, Mr Albert Wong, and the Chief Public Mission Officer of Cyberport, Mr Eric Chan.     Mr Chan will continue his visit in Madrid today (September 23, Madrid time).

  • MIL-OSI China: Forum promotes exchanges between Chinese, LAC youths

    Nearly 70 young people, including youths from Latin American and Caribbean (LAC) countries, Chinese youth scholars and entrepreneurs, gathered in Dunhuang in northwest China’s Gansu Province over the weekend, to discuss mutual learning among civilizations and common development.

    During the China-LAC youth development forum, youth representatives from Lanzhou University, the Dunhuang Textual Research Institute and other institutions delivered keynote speeches on topics such as jointly building the Belt and Road Initiative, and the responsibility of young people in cultural inheritance and innovation.

    Leaders of youth organizations and cultural representatives from China, Argentina, Brazil, Chile, Colombia, Honduras, Venezuela and other countries exchanged their views on cultural heritage protection, cultural inheritance education, and youth innovation and employment during the event.

    The forum was hosted by the All-China Youth Federation.

  • MIL-OSI New Zealand: Speech for National Commemoration of Service in Timor-Leste

    A warm welcome to you all as we gather to acknowledge the New Zealanders who were involved in peace support operations in Timor-Leste, and to remember those who lost their lives as a result of their service.

    I acknowledge the many military and civilian veterans present, and I am pleased this national commemoration provides the recognition your service so greatly deserves. 

    Welcome to all the families and friends here among us, and to the members of the Timorese community. 

    I especially want to acknowledge the families and friends of the five New Zealand soldiers who so tragically lost their lives in Timor-Leste:

    • Private Leonard William Manning
    • Warrant Officer Class Two Tony Michael Walser
    • Staff Sergeant William Edward White
    • Private Boyd Regan Henare Atkins
    • Private Dean Russell Johnston. 

    I also want to pay tribute to the three personnel from Fiji, Ireland and Nepal who were serving under New Zealand command who lost their lives.

    Every death in service is a tragedy, and my heart goes out to the families, friends and comrades who will be feeling the impact to this day. Our thoughts are with you today.

    I acknowledge His Excellency Alfredo Pérez Bravo Dean of the Diplomatic Corps and Ambassador of Mexico, Her Excellency Felicidade de Sousa Guterres Ambassador of the Democratic Republic of Timor-Leste, and all the members of the Diplomatic Corps who are here representing the many countries who served in Timor-Leste.

    Yesterday, the 20th of September, marked the 25th anniversary of the arrival of New Zealand troops in Timor-Leste to contribute to peace operations led by Interfet, the International Force East Timor. 

    The troops came to the aid of the Timorese people at a time of extreme violence and destruction, in the aftermath of a referendum which had confirmed overwhelming support for independence.

    New Zealanders served from 1999 to 2002 to support East Timor’s transition to a sovereign state, the Democratic Republic of Timor-Leste. After further violence broke out in 2006, New Zealand personnel were again deployed and continued to serve there until 2012.

    Approximately 7000 New Zealand personnel were deployed over these years.  

    In fact, New Zealand was one of the largest contributors to international efforts. The Special Air Service, air transport and helicopter support, three naval ships, and an infantry battalion which included sub-units from Canada, Ireland, Nepal, Fiji and Singapore, along with members of the Territorial Force, were all deployed at times throughout the conflict.

    Today is also a time to recognise the diplomats, members of the New Zealand Police and New Zealand Customs, prison officers, legal staff, medical professionals and other New Zealand civilians who served alongside Defence Force personnel.

    On the Roll of Honour in the Hall of Memories at Pukeahu National War Memorial Park, our national place of remembrance, the names of the New Zealanders lost in Timor-Leste are commemorated among those of all who have died serving our country. I am pleased we have the Timor-Leste Roll on display here in the Cathedral today as we honour the deceased.

    Today, let us also give thought to the suffering of the people of Timor-Leste and the impact of violence on their lives, homes and communities. Let us honour, too, their enormous courage in supporting independence despite the brutal repercussions from the militia.

    It is the nature of service in times of conflict that strong bonds are forged – between service personnel, with local communities, and nation to nation.

    We cherish our strong relationships with the Timorese people and the Timor-Leste government, relationships we owe to the contribution of our personnel and the trust they earned. 

    I understand Inspector Ray Sutton, former Commander of the first contingent of New Zealand Police to serve in the new nation, is with us today. I hope he doesn’t mind if I quote him about the importance of relationships:

    We had to think on our feet — everything we did was through diplomacy. Probably our best asset was our ability to get on with people.

    Ours is a relationship founded on shared values that are all the more important in today’s uncertain world – decency and human rights, democracy and the rule of law, equality and fairness, and guardianship and protection of our environment.

    The New Zealand Defence Force still maintains a presence in Timor-Leste, supporting the professional development of the Timor-Leste military.

    Because the peace support operations were relatively recent, many of those who served in Timor-Leste remain employed in the New Zealand Defence Force today. For all who were involved, the experiences in Timor-Leste must still be very close and vivid, and I know too that your experiences will have had lasting impacts on your lives.

    I am glad that we have this opportunity as a nation to say thank you on this important anniversary.

    We can be very proud of the contribution of New Zealand service personnel and civilians in Timor-Leste, standing alongside the local people and helping to provide a more secure and stable life during their country’s journey as the first new sovereign state of the millennium.

    Twenty-five years after New Zealand’s involvement began, your deeds are enshrined in our nation’s memory, and your achievements, and the bonds you helped forge, will live on as a testament to your service.

  • MIL-OSI Economics: CAF promotes a global network of scientists to protect the biodiversity of Latin America and the Caribbean

    CAF is fostering dialogue with scientific institutions to ensure the voice of science is heard ahead of COP16 and the implementation of the Global Biodiversity Framework. This effort aims to help promote and implement science-based solutions in its operations and in dialogue with countries.

    In this context, CAF, which will host a Latin America and Caribbean Pavilion open to all countries in the region at COP16, convened over twenty international scientific institutions to raise awareness about the importance of data, science, regional collaboration, and the application of scientific methods to solve problems related to biodiversity loss and restoration. The Executive Secretary of the Convention on Biological Diversity, Astrid Schomaker, closed the event, highlighting the importance of science. The conclusions of the meeting, along with CAF’s proposals to address the identified challenges, will be presented in Cali.

    “We are engaging with scientists to identify what we can do to be more effective in preserving biodiversity. We need to understand how scientific recommendations can be translated into efficient public policies and explore new ideas and proposals that help us find solutions to the dilemmas modern societies are facing due to climate change,” said Sergio Díaz-Granados, CAF’s Executive President.

    CAF’s work with international scientists aims to strengthen multilateralism by connecting scientific advances and generating new lines of work being carried out in various countries to stop and reverse biodiversity loss.

    “To halt biodiversity loss, it is essential to develop robust scientific knowledge and, most importantly, put it into practice. This requires creating communication channels that accelerate the implementation of science-based policies and integrate them into national development agendas and business strategies,” said Alicia Montalvo, CAF’s Manager of Climate Action and Positive Biodiversity.

    In this regard, the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) plays a fundamental role by fostering closer ties between the scientific community and decision-makers to build capacity and strengthen the use of science in public policy development. CAF aims to reinforce this work by bringing science closer to public and private financial institutions, promoting investment in biodiversity.

    CAF’s commitment to an ecosystem and science-based approach

    Latin America and the Caribbean is one of the richest regions in terrestrial and marine biodiversity. IPBES values the region’s terrestrial and coastal ecosystem services at $24.3 trillion per year. The region is home to six of the world’s seventeen megadiverse countries (Brazil, Colombia, Ecuador, Mexico, Peru, and Venezuela) and contains between 60% and 70% of all known species, approximately 25% of tropical forests, and the most biodiverse habitat on the planet: the Amazon rainforest.

    In this context, CAF has adopted an ecosystem approach in its operations, addressing not only the needs of countries for the integrated management of land, water, and living resources but also the needs of ecosystems for sustainable and equitable conservation and resource use.

    Examples of this new approach include the Program for Integrated and Sustainable Management of Sargassum in the Greater Caribbean, which will benefit Mexico, Costa Rica, Panama, Colombia, Jamaica, the Dominican Republic, Barbados, Trinidad and Tobago, and Venezuela through the promotion of sustainable sargassum management. Other examples include the coral reef restoration project in Colombia, Ecuador, Mexico, and Costa Rica; The Americas Flyways Initiative (AFI), which aims to identify and conserve more than 30 critical landscapes along migratory routes in North, Central, and South America and the Caribbean; and projects to strengthen the management of protected natural areas in Bolivia, Colombia, Costa Rica, Ecuador, and Panama.
