    Thunderstorms associated with marginally severe gusts and hail will
    be possible on Wednesday from parts of the southern and central High
    Plains eastward into the Gulf Coast states and Carolinas.

    …Southern and Central Plains…
    At mid-levels, a low will move eastward into the western Great Lakes
    on Wednesday, as flow remains from a westerly direction across the
    central and southern Plains. At the surface, a front should be
    located across the Texas Coastal Plain. As surface heating takes
    place near the boundary during the day, low-level convergence will
    aid convective initiation. Scattered thunderstorms are expected to
    develop near the front in the afternoon, moving southeastward into
    the moist airmass. A marginal wind-damage and hail threat will be
    possible.

    Further west into the southern and central High Plains, scattered
    thunderstorms are expected to develop in the higher terrain around
    midday. This convection will move southeastward into the lower
    elevations during the afternoon, where a marginal severe threat will
    be possible. Although cell organization should be hampered by
    somewhat weaker deep-layer shear, steep lapse rates will contribute
    to a potential for marginally severe hail and strong wind gusts.

    …Southeast/Carolinas…
    On Wednesday, west-southwesterly mid-level flow is forecast over the
    Southeast, where a moist and unstable airmass will be in place.
    Surface dewpoints across this airmass should be mostly from the mid
    60s to lower 70s F. This will contribute to moderate destabilization
    in many areas by afternoon. Although deep-layer shear will be
    relatively weak, a few strong wind gusts will be possible during the
    afternoon as low-level lapse rates steepen.

    Scattered strong to severe storms are expected on Tuesday from parts
    of the southern Plains eastward into the Southeast. The greatest
    threat of large hail and wind damage will be over parts of southwest
    and south-central Texas. A locally greater threat for wind damage
    could also occur in the lower Mississippi Valley.

    …Southern Plains…
    A mid-level shortwave trough will move eastward into the Ozarks on
    Tuesday, as flow remains from a westerly direction across much of
    the southern Plains. At the surface, a cold front will advance
    southward into central and southwest Texas. Surface dewpoints near
    and to the south of the front will be in the lower to mid 70s F,
    which will contribute to strong destabilization in some areas by
    midday. As low-level convergence becomes focused near the boundary
    in the afternoon, thunderstorm development is expected. Scattered
    thunderstorms are forecast to develop and move southeastward across
    southwest and south-central Texas, where a severe threat appears
    likely.

    NAM forecast soundings late Tuesday afternoon near the instability
    maximum have MLCAPE peaking near 2500 J/kg, with 700-500 mb lapse
    rates near 8 C/km. In addition, 0-6 km shear is forecast to be
    around 35 knots, which should support supercells with large hail.
    Hailstones of greater than 2 inches in diameter will be possible,
    with supercells that develop intense cores. As the cluster expands
    in coverage, and moves eastward into south-central Texas, a
    wind-damage threat is also expected.

    Further eastward into southeast Texas, an MCS is forecast to move
    away from the area during the morning. It its wake, a slightly more
    stable airmass should keep convective development more isolated
    during the afternoon. A marginal severe threat will be possible with
    any cells that can initiate and persist as the airmass recovers.

    …Lower Mississippi Valley/Southeast…
    A mid-level shortwave trough will move eastward into the Ozarks on
    Tuesday, as flow remains southwesterly over the southeastern U.S. At
    the surface, a front is forecast to be located from the vicinity of
    southeast Texas extending east-northeastward into the central Gulf
    Coast states. A moist and unstable airmass is expected near and to
    the south of the boundary over the lower Mississippi Valley and
    central Gulf Coast. From the morning into early afternoon, a linear
    MCS is forecast to move from southeast Texas into south-central
    Mississippi. As surface temperatures warm ahead of the MCS, a
    wind-damage threat is expected to develop as the line gradually
    intensifies. Some models suggest that strong instability will
    develop across parts of the lower Mississippi Valley by midday,
    which would support a locally greater wind-damage threat.

    Further to the east, moderate instability will likely develop over
    parts Alabama and Georgia by afternoon. Although deep-layer shear is
    forecast to remain relatively weak, steep low-level lapse rates
    during the afternoon may be enough for marginally severe wind gusts.

  • MIL-OSI Asia-Pac: Sharing Knowledge on Clinical Advances at Hospital Authority Convention (with photos)

         The Hospital Authority (HA) Convention 2025 begins today for three consecutive days (May 26 to 28) at the Hong Kong Convention and Exhibition Centre, in both in-person and online formats. This marks the first time the convention has been extended to three days, making it the HA’s largest-scale event to date. Approximately 190 overseas, Mainland and local distinguished speakers will exchange expertise on various healthcare topics with over 8,000 participating healthcare professionals and academics, achieving record-high participation levels.
     
         The HA Convention this year is focusing on the HA’s core values, namely People-centred Care, Professional Service, Committed Staff and Teamwork. Topics include healthcare development, smart hospitals, artificial intelligence, organ transplantation, cancer management, and innovation technology in support of staff training. The HA convention aims to promote the sharing of knowledge and experience on clinical advances and approaches to modern healthcare service, and facilitate exploration and discussion of contemporary concepts among healthcare professionals and stakeholders.
     
         The convention was officially opened this morning by Vice-Minister of the National Health Commission of the People’s Republic of China Professor Cao Xuetao; the Chief Secretary for Administration, Mr Chan Kwok-ki; the Secretary for Health, Professor Lo Chung-mau; the HA Chairman, Mr Henry Fan; and the HA Chief Executive, Dr Tony Ko.
     
         In his address, Mr Chan said that the HA has been continuously reforming and enhancing service efficiency and quality through its professional team and robust management system. Notably, the Institute for Medical Advancement and Clinical Excellence (IMACE), which brings together different areas of expertise from Hong Kong’s healthcare sector, was formally established this May.
     
         “The HA will be very much involved in the IMACE’s research work, collaborating with other major public and private healthcare institutions to collect data and cases for detailed deliberations on clinical practices in the screening, diagnosis, treatment and management of various diseases, evaluating the efficacy of various medical options, and devising clinical guidelines and standards for healthcare professionals. This collective effort aims to enhance Hong Kong’s healthcare service standards for the benefit of patients throughout Hong Kong.”
     
         In his welcome address, Mr Fan said that 2025 marks the commencement of an era of reformation at the HA. A key initiative is supporting the Government’s public healthcare fees and charges reform aimed at rationalising public hospital services, reducing wastage and misuse, and enhancing support for patients with financial difficulties.
     
         Mr Fan said, “2025 is a crucial year for the HA’s reform initiatives. Facing challenges such as an ageing population, an increase of chronic diseases, and rising medical costs, the HA needs to undergo fundamental reforms to meet public needs, enhance service efficiency, and maintain the sustainability of the public healthcare system while building a public healthcare system that meets the needs of the community that enhances the well-being of citizens.”
     
         Additionally, the HA established the Review Committee on the Management of the Public Hospital System last year, proposing 31 recommendations to strengthen governance, enhance accountability, and foster a culture of safety. Building on this foundation, in order to advance reform, the HA further established a high-level Governance and Structure Reform Committee (Reform Committee) last year to provide strategic guidance, oversight, and reform advice to promote the sustainable development of healthcare services.
     
         Mr Fan continued, “Among the many topics that the Reform Committee will be looking into, remuneration structure, financial management and clinical management are particularly crucial. This includes introducing the concept of ‘more contribution, more gain’, with remuneration commensurate with performance and contributions to provide motivation for colleagues, reviewing the financial management system to achieve cost savings, and utilising modern technology to optimise clinical outcomes.”
     
         Delivering his keynote address at the opening ceremony, “Advancing Sustainable Excellence”, Dr Ko reviewed the HA’s 35 years of experience and shared his vision for a sustainable, patient-centred public healthcare system.
     
         “With a rapidly ageing population, swift medical technological advancements, and unpredictable threats of global pandemics, we must remain proactive in driving bold reforms. Digital transformation is central to our strategy in addressing rising healthcare demands. The HA is committed to enhancing digital innovation, integrating big data and artificial intelligence (AI) technologies to improve service efficiency and performance while enhancing both patient and healthcare staff experiences,” Dr Ko said. 
        He said that the HA Go mobile application continues to stand as a transformative patient empowerment platform, significantly improving patient experience through technology. “HA Go now has over 3.1 million registered users, empowers patients with easy access to self care and direct interaction with healthcare services. HA Go streamlines the patient journey through offering seamless features such as outpatient appointment management, registration, payments, digital queuing updates, all accessible within a few clicks. The platform also provides patients with options for medication delivery services, which embodies our patient-centred service mission”, Dr Ko said.
     
         He emphasised, “While technology advances, staff remain the irreplaceable core of quality healthcare services. We are committed to providing our staff members with opportunities for personal growth and professional development. The HA sponsored more than 2,600 staff members to participate in training programmes in various places in 2024/25. Through immersive exchange and training initiatives, our healthcare professionals have gained valuable exposure to diverse clinical practices and perspectives. Such experiences foster mutual learning and encourage broader horizons for all staff.”
     
         In addition to retaining and cultivating existing personnel, Dr Ko said that it is equally important to reach out to new talent from outside. The HA actively recruits non-locally trained doctors and nurses. As of mid-March this year, nearly 300 non-locally trained doctors have joined the HA team, nearly double in comparison to last year. Following the Nurses Registration (Amendment) Ordinance 2024, more than 100 non-locally trained nursing candidates have also been employed, further reinforcing Hong Kong’s clinical capabilities. Over 240 individuals have taken part in expanded clinical exchange programmes, while more than 100 Chinese Medicine practitioners in the HA received training from Mainland experts.
     
         Dr Ko stressed that the HA must highlight the deep collaboration with counterparts in the Mainland, which is vital to the growth and evolution of the local healthcare landscape. A key area of collaboration is enhancing services for major diseases such as cardiac illnesses and strokes. To drive integrated and high-quality care, the HA is establishing chest pain centres and national stroke centres, harmonising treatment protocols and elevating outcomes through national accreditation. The first chest pain centre in Hong Kong at Queen Mary Hospital has been established according to national accreditation standards, further optimising treatment options for cardiovascular patients.
     
         “In line with the Chief Executive’s policy direction to enhance Hong Kong’s healthcare standards, the first batch of public hospitals, including Pamela Youde Nethersole Eastern Hospital and Prince of Wales Hospital, have been awarded accreditation status under the China’s International Hospital Accreditation Standards (2021 Version). To ensure consistent quality improvement across hospitals throughout the Guangdong-Hong Kong-Macao Greater Bay Area, three additional acute hospitals will embark on their accreditation journey in 2025-26, further strengthening their international presence and raising the quality and safety of healthcare services.”

  • MIL-OSI Asia-Pac: LegCo Panel on Public Service conducts duty visit to Shenzhen (with photos)

          The Legislative Council (LegCo) Panel on Public Service conducted a duty visit to Shenzhen today (May 26) to gain insight into the developments in the use of artificial intelligence (AI) for assisting public officers in handling government administrative work. The Secretary for the Civil Service, Mrs Ingrid Yeung, and other government officials also participated in the visit.
     
          Members visited the Government Services and Data Management bureau of the Shenzhen Municipality in Futian District in the morning to learn about how the local government has introduced “AI digital employees” to assist public officers in their work. The system began development in 2023 and utilised DeepSeek to enhance the capability of its large language model for public administration early this year. Members were informed about how public officers make use of the “AI digital employees” installed on computers and mobile phones, including for drafting official documents and handling public cases more efficiently.
     
          Members then visited the Shenzhen Government Service Center and received a briefing by its representatives on how AI is used for providing various public services. During the visit, Members observed the services provided by the Center, and learned about the operation of the platform for addressing public concerns.
     
          Members went to the Shenzhen Intermediate People’s Court in the afternoon to learn about the operation of the nation’s first “Vertical Domain-specific Large Model” dedicated to judicial trials, which was established last year. Members observed the use of the AI-Enhanced Adjudication Assisting System, and exchanged views with representatives of the Court. The system covers the legal processes of civil, criminal and administrative litigation, helping judicial officers analyse case details, summarise facts and clarify points of contention. It also assists judges in accurately citing authoritative precedents in their rulings.
     
          Members also toured an innovative and technology company in Nanshan District to learn how AI is being used to enhance the efficiency of legal services. The company specialises in providing enterprises with large-model services and solutions for legal compliance. Members received a briefing from company representatives on innovations in the legal services sector, followed by an exchange session.
     
          Members who participated in the duty visit were the Chairman of the Panel, Ms Nixie Lam, the Deputy Chairman of the Panel, Mr Benson Luk, Panel members Ms Doreen Kong, Dr Johnny Ng, Mr Lam San-keung, Mr Dennis Leung, Mr Kingsley Wong, and Dr So Cheung-wing; as well as a non-Panel member Ms Maggie Chan.     KUALA LUMPUR, May 26 — Chinese Premier Li Qiang on Monday said China stands ready to deepen cooperation with Kuwait in such areas as energy, investment, green economy, digital economy and artificial intelligence, creating more avenues for mutual benefit.

    Li made the remarks during his meeting with Sheikh Sabah Al-Khaled Al-Hamad Al-Sabah, crown prince of Kuwait.

  • MIL-OSI New Zealand: Carters Beach grounding – update #8

    The Manahau barge has now berthed in Port Nelson after making the 170 nautical mile (315 kilometre) journey from Westport. It was refloated on Friday after grounding on Carters Beach just before midnight on the previous Saturday.

    The barge was towed up South Island’s West Coast and rounded Farewell Spit before being brought into Tasman Bay by the offshore towing/support vessel MMA VISION with the tug KURUTAI in support.

    The KURITAI then towed the barge in Port Nelson supported by harbour tugs. The MMA VISION was released to return to New Plymouth.

    The Manahau’s operator, Westland Mineral Sands and their salvor, developed and implemented the plans for the salvage and towing operation, which was monitored by Maritime NZ.

    Tasman and Nelson Harbour Masters were involved ahead of the vessel’s arrival in Nelson to ensure safety and environmental protection.

    Andrew Saunderson, Maritime NZ National Maritime Controller for the incident, said Maritime NZ was pleased that the vessel had made the journey safely and was now securely alongside.

    “We want to thank everyone who has been involved for their efforts.”

    Maritime NZ’s role has been to lead the Government response to the incident, monitoring plans and operations.

    What happens next

    Maritime NZ’s response team will now stand down and hand over to Maritime NZ regulatory operations.

    The investigation will continue with investigators looking into the circumstances that led the grounding.

    The Board of Directors of Siili Solutions Plc (“Siili” or the “Company”) has resolved to commence the repurchase of the Company’s own shares based on the authorisation granted by the Annual General Meeting held on 8 April 2025. The Company may repurchase a maximum of 31,000 shares in one or several instalments, corresponding to approximately 0.38% of the Company’s total number of shares, which amounts to 8,140,263 shares.

    Based on the closing price on the trading day preceding the date of this release, the maximum total consideration for the repurchase corresponds to approximately 193,000 euros.

    At the time of this release, the Company holds a total of 689 of its own shares.

    The repurchases will be carried out using the Company’s distributable equity. The shares will be acquired through public trading arranged by Nasdaq Helsinki Ltd at the market price prevailing at the time of acquisition.

    The NITI Aayog on Monday released a report titled “Designing a Policy for Medium Enterprises”, emphasizing the strategic importance of medium-sized businesses in driving India’s economic growth. Despite accounting for just 0.3 percent of registered MSMEs, these enterprises contribute nearly 40 percent of the sector’s exports—highlighting their untapped potential and crucial role in fostering innovation, scaling operations, and enhancing global competitiveness.

    The report lays out a six-point roadmap aimed at positioning medium enterprises as central drivers of India’s economic transformation under the government’s Viksit Bharat @2047 vision. It acknowledges that while MSMEs contribute about 29 percent to India’s GDP, 40 percent of exports, and employ over 60 percent of the workforce, the sector is heavily skewed towards micro enterprises. Of all registered MSMEs, 97 percent are micro, 2.7 percent are small, and just 0.3 percent are medium, revealing a significant structural imbalance.

    The report identifies several challenges that hamper the growth of medium enterprises. These include restricted access to tailored financial products, limited adoption of advanced technologies, inadequate research and development support, a lack of sectoral testing infrastructure, and training programmes that are often misaligned with real enterprise needs. Such constraints hinder the ability of medium enterprises to expand, innovate, and compete at scale.

    To overcome these hurdles, the report proposes a comprehensive set of reforms. It calls for the introduction of a turnover-linked working capital scheme, a ₹5 crore credit facility at market rates, and streamlined fund disbursals through retail banks, overseen by the Ministry of MSME. It also recommends upgrading existing Technology Centres into SME 4.0 Competence Centres tailored to specific sectors and regions, and establishing a dedicated R&D cell within the Ministry to support innovation through cluster-based projects of national relevance.

    In addition, the report urges the development of sector-focused testing and certification facilities to ease compliance and improve product quality. It emphasizes aligning skill development efforts with the specific needs of enterprises, by integrating relevant modules into Entrepreneurship and Skill Development Programmes. To improve accessibility, a dedicated sub-portal on the Udyam platform is proposed, offering centralized access to government schemes, compliance resources, and AI-powered support tools.

    The report calls for inclusive, collaborative policy design to unlock the full potential of medium enterprises.     Thank you for the opportunity to speak to you today. In my remarks, I would like to address a key question facing economists, policymakers, and people all over the world: How will artificial intelligence, particularly generative artificial intelligence, or GenAI, affect workers and the labor market in the years ahead?

    Before I turn to that issue, I’d like to touch on a topic that I expect is also of interest: the outlook for the U.S. economy and the implications for monetary policy.

    The U.S. economy entered this quarter in a relatively strong position: The unemployment rate has been low and stable, and the disinflationary process has continued on a gradual, albeit uneven, path towards our 2 percent objective. Private domestic final purchases have been solid. Overall, the economy has been resilient.

    Against that backdrop, the outlook has been clouded by trade policies that have led to an increase in uncertainty, contributing to declines in measures of consumer and business sentiment. I expect tariffs to lead to higher inflation in the United States and lower growth both in the United States and abroad starting later this year.

    In my view, higher tariffs could lead to disruption to global supply chains and create persistent upward pressure on inflation. Faced with substantial tariffs, businesses will likely change how they source intermediate inputs, and it will take time and investment for them to reroute their distribution networks. Conversely, global trade networks may change rapidly, and some suppliers may not be able to adapt quickly enough to survive these changes. This concern is particularly acute for small businesses, which are less diversified, less able to access credit, and hence more vulnerable to adverse shocks. Small businesses play a vital role in production networks, often providing specialized inputs that can’t easily be sourced elsewhere, and business failures could further disrupt supply chains. As we saw during the pandemic, such disruptions can have large and lasting effects on prices, as well as output.

    Africa is home to the world’s youngest population and fast becoming a powerhouse in renewable energy and technological innovation.

    Yet, Africa bears the scars of historic injustices.  The legacies of slavery, colonialism, apartheid, and systemic racism still cast long shadows, and entrenched inequalities affect Africans and people of African descent to this day.

    This year’s theme calls for confronting these shameful legacies. I renew my call for reparatory justice that is grounded in accountability, reconciliation and equity. 

    The Pact for the Future, adopted in September, urges greater African representation – particularly at the Security Council – and reforms to the international financial system to support African countries with financing and debt relief. The Pact, through the Global Digital Compact, also seeks to close the digital divide and promote the responsible use of AI technologies.

    Kaspersky experts constantly track highly sophisticated attacks. Specifically, they are monitoring 25 APT groups currently active in the META region, including well-known ones such as SideWinder, Origami Elephant, and MuddyWater. The rise of creative exploits for mobile and further development of techniques aimed at evading detection are among the trends Kaspersky is seeing in these targeted attacks.

    On a broader level, the first quarter of 2025 showed that Turkiye and Kenya had the highest number of users affected by web incidents (online threats) – 26.1% and 20.1% respectively. They were followed by Qatar (17.8%), Nigeria (17.5%) and South Africa (17.5%).

    Ramsomware remains one of the most destructive cyberthreats. According to Kaspersky data, the share of users affected by ransomware attacks increased by 0.02 p.p to 0.44% from 2023 to 2024 globally. In the Middle East the growth is 0.07 p.p. to 0.72%, in Africa: 0.01 p.p. growth to 0.41%, in Turkiye 0,06 p.p. growth to 0.46%. Attackers often don’t distribute this type of malware on a mass scale, but prioritise high-value targets, which reduces the overall number of incidents. While ransomware is not increasing largely, that doesn’t mean that it becomes less dangerous.

    In the Middle East ransomware affected a higher share of users due to rapid digital transformation, expanding attack surfaces and varying levels of cybersecurity maturity. Ransomware is less prevalent in Africa due to lower levels of digitisation and economic constraints, which reduce the number of high-value targets. However, as countries like South Africa and Nigeria expand their digital economies, ransomware attacks are on the rise, particularly in the manufacturing, financial and government sectors. Limited cybersecurity awareness and resources leave many organisations vulnerable, though the smaller attack surface means the region remains behind global hotspots.

    Ransomware trends

    • AI tools are increasingly being used in ransomware development, as demonstrated by FunkSec, a ransomware group that emerged in late 2024 and quickly gained notoriety by surpassing established groups like Cl0p and RansomHub with multiple victims claimed in December alone. Operating under a Ransomware-as-a-Service (RaaS) model, FunkSec employs double extortion tactics — combining data encryption with exfiltration — targeting sectors such as government, technology, finance, and education in Europe and Asia. The group’s heavy reliance on AI-assisted tools sets it apart, with its ransomware featuring AI-generated code, complete with flawless comments, likely produced by Large Language Models (LLMs) to enhance development and evade detection. Unlike typical ransomware groups demanding millions, FunkSec adopts a high-volume, low-cost approach with unusually low ransom demands, further highlighting its innovative use of AI to streamline operations.
    • In 2025, ransomware is expected to evolve by exploiting unconventional vulnerabilities, as demonstrated by the Akira gang’s use of a webcam (http://apo-opa.co/4kgMYLu) to bypass endpoint detection and response systems and infiltrate internal networks. Attackers are likely to increasingly target overlooked entry points like IoT devices, smart appliances or misconfigured hardware in the workplace, capitalising on the expanding attack surface created by interconnected systems. As organisations strengthen traditional defenses, cybercriminals will refine their tactics, focusing on stealthy reconnaissance and lateral movement within networks to deploy ransomware with greater precision, making it harder for defenders to detect and respond in time.
    • The proliferation of LLMs tailored for cybercrime will further amplify ransomware’s reach and impact. LLMs marketed on the dark web lower the technical barrier to creating malicious code, phishing campaigns and social engineering attacks, allowing even less skilled actors to craft highly convincing lures or automate ransomware deployment. As more innovative concepts such as RPA (Robotic Process Automation) (http://apo-opa.co/3YXevJq) and LowCode (http://apo-opa.co/3YZwrmB), which provide an intuitive, visual, AI-assisted drag-and-drop interface for rapid software development, are quickly adopted by software developers, we can expect ransomware developers to use these tools to automate their attacks as well as new code development, making the threat of ransomware even more prevalent.

    “Ransomware is one of the most pressing cybersecurity threats facing organisations today, with attackers targeting businesses of all sizes and across every region, including META. Ransomware groups continue to evolve by adopting techniques, such as developing cross-platform ransomware, embedding self-propagation capabilities and even using zero-day vulnerabilities that were previously affordable only for APT actors. There is also a shift toward exploiting overlooked entry points — including IoT devices, smart appliances, and misconfigured or outdated workplace hardware. These weak spots often go unmonitored, making them prime targets for cybercriminals,” said Sergey Lozhkin, Head of META and APAC regions in Global Research and Analysis Team at Kaspersky. “To stay secure, organisations need a layered defense: up-to-date systems, network segmentation, real-time monitoring, robust backups, and continuous user education”.

    Kaspersky encourages organisations to follow these best practices to safeguard their assets:

    • Always keep software updated on all the devices you use to prevent attackers from exploiting vulnerabilities and infiltrating your network.
    • Focus your defense strategy on detecting lateral movements and data exfiltration to the Internet. Pay special attention to outgoing traffic to detect cybercriminals’ connections to your network. Set up offline backups that intruders cannot tamper with. Make sure you can access them quickly when needed or in an emergency.
    • Provide your SOC team with access to the latest threat intelligence and regularly upskill them with professional training. Use the latest Threat Intelligence (http://apo-opa.co/4mxFxRu) information to stay aware of the actual Tactics, Techniques, and Procedures (TTPs) used by threat actors.
    • Enable ransomware protection for all endpoints.     n Africa Day, we celebrate a continent rich in heritage, vibrant in diversity and remarkable in its contributions to our global community.

    Africa is home to the world’s youngest population and fast becoming a powerhouse in renewable energy and technological innovation.

    Yet, Africa bears the scars of historic injustices.  The legacies of slavery, colonialism, apartheid, and systemic racism still cast long shadows, and entrenched inequalities affect Africans and people of African descent to this day.

    This year’s theme calls for confronting these shameful legacies. I renew my call for reparatory justice that is grounded in accountability, reconciliation and equity. 

    The Pact for the Future, adopted in September, urges greater African representation – particularly at the Security Council – and reforms to the international financial system to support African countries with financing and debt relief. The Pact, through the Global Digital Compact, also seeks to close the digital divide and promote the responsible use of AI technologies.

    At a time when barriers are being erected, Africa leads by example. The African Continental Free Trade Area promises to usher in a new era of economic integration, opening the door to jobs, growth and prosperity.

    At the same time, we must support Africa’s efforts to expand its clean-energy sector, and ensure that the minerals that are critical to the renewables revolution benefit Africans first and most.

    Throughout, we will continue standing with Africa to silence the guns, tackle terrorism, and safeguard human rights for all.

    On this Africa Day, let us recommit to not only addressing past wrongs, but also to building a sustainable future for the people of Africa grounded in peace, dignity, and opportunity for all.

  • MIL-OSI New Zealand: Maritime NZ’s response to TAIC’s report on safety at ports

    Health and safety on ports is a major priority for Maritime NZ.

    “Everyone has the right to be safe when they go to work,” Maritime NZ’s Director, Kirstie Hewlett says.

    “Any incident on a port is one too many, and everyone at Maritime NZ extends their thoughts to those who have been injured at ports, as well as to the friends and families who have lost loved ones.”

    TAIC makes a number of recommendations aimed at improving safety standards on ports. Currently, Maritime NZ and WorkSafe share designation overseeing health and safety at ports, several of the recommendations are directed to the two regulators.

    From 1 July 2024, Maritime NZ will take over the designation as the sole regulator on ports.

    “We partially accept two of the recommendations that have been directed to us by the Commission, and fully accept the other two” Ms Hewlett says.

    “It recommends the regulators aim to take a more proactive role in driving safety on ports. We partially accept this recommendation, as we believe our assessments focused on critical risks on ports, with WorkSafe NZ, is proactive monitoring activity and looks at individual operators. We agree that there is always more opportunity to work proactively and we welcome the additional funding that comes with our designation extension from 1 July 2024, so we can carry out more proactive monitoring on ports.

    We are proud of the proactive work we have done with the sector through the Port Health and Safety Leadership Group. This group, made up of both regulators, and Chaired by Maritime NZ, has port and stevedore chief executives, the Port Industry Association, and unions and has built a relationship of trust and made significant progress on health and safety on ports.

    The Leadership Group earlier this year released a Port Sector Insights Picture and Action Plan to make ports safer. The insights pictures shows where, and why harm is happening on ports. The Plan was created from operator and regulator incident and notification data, and also worker perspectives. It outlines actions to address these harms. Significant progress has been made on implementing some of the actions since it was released.

    Two of these actions show the Commission’s recommendations are already being implemented. Work is continuing to develop more consistent safety standards on ports, with a draft Approved Code of Practice for loading and discharging cargo on ports and on ships currently out for consultation.

    The Leadership Group also has actions underway to continuously improve safety and share good practice. This includes completion of a platform where people can access new safety technologies, and the development of a work programme on good practice guidance that will sit under the ACOP. The Leadership Group is working to ensure this information is accessible for the industry and the workers.

    A further action under the plan is to improve workforce training, capability and understanding of risks. This includes whether future standards will be backed by the regulator (Maritime NZ), as recommended by TAIC. Decisions on this potential backing will need to be made by the relevant ministers.

    “The critical thing for us all to remember is that Health and safety is everyone’s responsibility and we want there to be a culture in the sector that reflects the need to take a safety-first approach to operations. We look forward to continuing our collaborative work with operators and workers on ports to improve safety,” Ms Hewlett says.

    Minister of State for Trade Promotion, Artificial Intelligence and Digital Transformation Niamh Smyth is undertaking a high-profile visit to Singapore this week at the invitation of the Singaporean Government to participate in Asia Tech x Singapore (ATxSG) 2025, one of the region’s most significant technology and innovation summits.

    The summit, which gathers global tech leaders to shape the future of digital transformation, provides a platform for Ireland to showcase its strengths in areas such as artificial intelligence, digital trust, innovation, and skills development. Minister Smyth’s participation underscores Ireland’s commitment to being at the forefront of global digital dialogue.

    Speaking ahead of her visit, Minister Smyth said:
    “Ireland and Singapore share a forward-looking vision when it comes to technology, digital governance and innovation. This year, our university will present a wide range of advanced developments in key areas of modern production – from 3D metal printing to robotic welding and the creation of intelligent materials.

    Additive manufacturing

    Polytechnic University takes metal 3D printing to a new level: from developing heat-resistant nickel powders to laser synthesis of critically loaded components. The university has more than ten domestic SLP printers with a multi-laser system, which allows creating complex parts for gas turbines and aviation. Thus, the VPLS “Mercury” installation developed by SPbPU jointly with ZAO “Biograd” allows printing gas turbine components from heat-resistant nickel alloys at a heating temperature of up to 1300 degrees Celsius. A powerful laser (1000 W) and precise control of the material structure provide high performance. This is no longer a prototype – it is a response to import substitution in aerospace and energy. In addition, multi-material synthesis, plasma and flame spraying technologies have been implemented. They print not only with alloys – SPbPU has piezoceramics, carbide ceramics, and high-entropy composites in its arsenal. All this is in the interests of import independence and accelerated implementation in real production.

    The Polytechnic University is also equipped with stationary and mobile technological complexes for direct laser deposition, laser cladding, laser and hybrid laser-arc welding of thick metals, and laser welding of thin metals (up to 100 microns).

    Electric Arc Growing (WAAM)

    SPbPU offers a full cycle of WAAM implementation — from design to integration into production processes. The technology of layer-by-layer wire surfacing using an electric arc is used to create large-sized and complex-shaped products from titanium, steel, aluminum and other metals. Robotic complexes are adapted to the tasks of specific customers, providing up to 6 kg/h of printing and full automation. The robotic complex (RC) for additive electric arc growing is a robotic cell that has everything necessary for electric arc growing. In addition, the Polytechnic University supplies the systems with its own software that allows monitoring the status of the manipulator and peripheral equipment, as well as generating control programs for the implementation of the electric arc growing technology. Unique examples: gas turbine engine impellers and wheel rims, which have passed strength tests and demonstrated competitiveness compared to cast products.

    Design and manufacture of laser technological complexes

    Polytechnic University develops turnkey laser systems — from foil welding to repair and manufacturing of components for power and mining equipment. The arsenal includes robotic laser cladding systems, mobile units, robotic systems with 5-kW lasers, direct laser deposition with powders and wire, as well as hybrid systems with an inert atmosphere. Using a robotic laser welding system for thin metals (up to 100 microns), serial welding of fuel elements of a hydrogen energy source for Russia’s first passenger ship, Ecobalt, was implemented.

    The university developed a technology for surfacing a porous coating with a thickness of 600 microns with an open porosity of 60-80% and the ability to control these parameters. The cups successfully passed preliminary clinical tests for integration and toxicity of the surfacing layer with bone material.

    Repair of power equipment components was carried out: nozzle and working blades Man Turbo, SGT-700, TV 3-117, VP2500, VPT-50-2, Man Turbo, MARS100, Taurus 60, Man Turbo, MS5002E, TV 3-117, NK-12ST, DR59L, GPA GTK-10I, MS3142J.

    As part of cooperation with the company JSC UK KER-Holding, the Polytechnicians created and delivered a technological complex for direct laser growth.

    Together with TsNIITMASH, a demonstration separation module of a power plant was created using direct laser growth. The result is a reduction in the number of welding operations, an increase in anti-corrosion properties and reliability in extreme Arctic conditions. The university is conducting projects with Rosatom, Gazprom and other industrial giants, offering customers not just equipment, but fully adapted technological solutions.

    Friction stir welding (FSW)

    SPbPU is one of the few in the country that uses STP and TSTP on a large scale: both in spot and seam configurations. This is a solid-phase welding technology that does not involve melting, but has high strength, minimal deformations, and the ability to weld even dissimilar materials — aluminum with copper, composites with metals. The university produces seams up to 8 meters long, develops its own equipment, and trains customer personnel. The use of STP is relevant for aviation, shipbuilding, energy, and military equipment — wherever precision and durability are important.

  • MIL-OSI New Zealand: Maritime NZ completes its investigation into fatal capsizing of the i-Catcher

    Following a comprehensive investigation into the capsizing of the i-Catcher south of Kaikoura in September 2022, Maritime NZ’s investigation into potential prosecution following the incident is now complete.

    On 10 September last year, the vessel with 11 people on-board departed South Bay, Kaikoura. The 10 passengers were members of a Nature Photography Society of New Zealand. About two hours into the excursion, the vessel capsized. Five of those on-board were trapped under it and sadly passed away, after being exposed to petrol fumes.

    Maritime NZ would like to acknowledge this tragedy and the lives lost on 10 September last year. Our thoughts are with the survivors, and family members of those who lost their lives that day.

    Following our investigation, Maritime NZ has decided not to take any prosecution action against any individuals, organisations or PCBUs.

    “The investigation undertaken by Maritime NZ specialist investigators was complex and fulsome,” Maritime NZ’s Deputy Director Regulatory Operations, Deb Despard says.

    “It involved visiting the scene, reviewing the conditions from that day, interviewing witnesses, commissioning an independent survey of the vessel, checking the safety equipment for the vessel, collating and reviewing the operator’s documentation.”

    The survivors, families of the victims, and those involved have been informed of the decision not to prosecute any of the parties involved.

     “The investigation looked at the potential cause for the vessel to capsize, the fuel leak and how the organisations and individuals involved managed their responsibilities,” Deb Despard says.

    After reviewing accounts from survivors, receiving feedback from witnesses in the area and technical analysis of the force required to cause a vessel of this size to roll over, the Maritime NZ investigation has identified the likely cause of the capsize was a whale impacting the i-Catcher as it came up to the surface.

    The Transport Accident Investigation Commission has released a preliminary report, with a full report to come in due course.

    In its preliminary report, TAIC raised issues about how vessels’ fuel systems are inspected by maritime surveyors, particularly the parts of the system that cannot be seen and easily accessed because they are under decks or behind bulkheads.

    “We are currently prioritising work on guidance for the industry to remind them about considerations raised in the August TAIC report,” Deb Despard says.

    “This includes working with recognised maritime surveyors to ensure they are looking for the right issues when surveying vessels.

    “Our targeted advice to the sector and surveyors will make a difference by improving the understanding of potential risks around fuel systems,” Deb Despard says.

    This will build on the work Maritime NZ is already doing with recognised maritime surveyors, including holding a regular surveyor conference, seminars, proactively engaging with surveyors around rule changes, providing clarification on the intent of rules and safety updates, and promoting an understanding of best practice.

    As part of the follow up work post this incident, Maritime NZ is looking at on-the-water safety initiatives skippers and crew on trips such as this can undertake to assist those on-board should something the vessel encounter trouble.

    1 Introduction 

    Ladies and gentlemen. 

    I am delighted to have the opportunity to open this conference today.

    I am sure, we all agree: climate change alters the environment in which central banks operate. 

    According to the NGFS long-term scenarios, unmitigated climate change leads to losses in global GDP of almost 15 % by 2050 – relative to a scenario without climate change. This is a conservative estimate, as it does not yet account for key risks, such as sea level rise and climate tipping points.

    Given the context of this conference, there is no need to give you any further examples about the relevance of climate change. Instead, allow me to briefly recap why and how we as central bankers need to deal with climate change: In doing so, I will focus on some of the most important aspects. 

    2 Physical impacts and climate policies

    Let me turn to the two dimensions of what we call “climate change” for short: the impacts of climate change itself, and the effects of our attempts to mitigate it. 

    Central banks monitor both dimensions because of their relevance for output and prices. This is why I highly appreciate that the impacts of physical risk and transition risk on inflation are at the core of today’s conference. 

    Let’s start with physical risks. 

    In addition to the consequences of gradual shifts in temperature patterns or sea level rise, acute physical risks such as hurricanes, droughts or floods can damage the economy, with impacts lasting beyond the short-term. As the timing, location and magnitude of such shocks are largely unpredictable, central banks are on high alert. 

    In theory, the direction of price developments depends on the balance between supply and demand. Severe weather events could affect either side. Supply-side disruptions tend to cause higher prices whereas a reduction in demand tends to entail lower prices. 

    Without pre-empting the work presented at this conference: As outlined in a recent technical paper by the NGFS1, the emerging empirical work on the linkage between weather shocks and inflation suggests that the upward pressure from the supply side dominates, for instance, for agricultural production.

    One key finding is that food prices tend to rise in the aftermath of a weather shock – associated with negative supply impacts – with some spillovers into overall inflation.2 Moreover, the specific nature of the shock matters, with nonlinear inflationary effects being documented in the case of heatwaves.

    The type of damages can differ as well: while heatwaves tend to impact labour and agricultural productivity, leaving the capital stock unaffected, severe storms tend to impair infrastructure, housing, and the capital stock of an economy.3

    There is also the second dimension – transition risk. Many jurisdictions have committed to decarbonise their economies. This goes hand in hand with substantial structural changes that can also pose risks for price stability. 

    But the picture emerging here is more mixed: the impact of a green transition on inflation depends on its drivers and how it unfolds in the economy. 

    Moreover, short and long-run effects can differ.

    What are these drivers? Let me briefly elaborate. 

    Depending on the policy mix, the pace of technological progress, changes in preferences and the role of international trade relations4 – to mention just a few main aspects – the transition will affect the supply and demand side of the economy in multiple ways. 

    Hence there is no straightforward answer to the question whether inflationary or disinflationary effects will dominate. A higher carbon price, for example, makes carbon intensive products and businesses more expensive. As a result, consumer price inflation may rise in the short-term. 

    Over the medium to long run, however, higher costs of brown products will make it more attractive to shift to greener production processes – and invest in innovative green technologies. 

    Green innovations, efficiency gains and maturing technologies, together with an increasing usage of clean energy, can drive energy costs and prices down over time.5 Therefore, inflationary pressures are likely to remain contained in the medium to long run, especially in the event of an orderly transition with predictable carbon prices.

    Along the way, central banks will have to make sure that inflation expectations remain well-anchored, as maintaining price stability is their core mandate.

    Accelerating the green transition is up to our governments, but price stability and a sound financial system are important facilitators of this process.

    3 Conclusion

    Ladies and gentlemen. 

    Our economies are facing multidimensional, unprecedented structural changes. The green transition is just one aspect. 

    At the current juncture, the approaching threats of climate change are overshadowed by other topics. We are all witnessing the shift in attention to artificial intelligence, tariffs and trade wars, and the rising geopolitical uncertainties.

    The many unknowns associated to these topics make strategic long-term decisions particularly challenging for policymakers, firms and households alike. 

    Yet, climate change is and remains an urgent issue that involves answering complicated questions. The physical principles of climate change have not changed. Climate change will not simply disappear if we try to ignore it.

    But we will get closer to a solution every day – if we tackle these questions courageously and analytically. 

    Events like this conference are important to keep the attention on the problem and to improve our understanding of climate risks.

    HANGZHOU, May 26 (Xinhua) — Some 17,000 buyers from China and overseas visited the 4th China-Central and Eastern European Countries (CEE) Expo, which concluded in Ningbo, east China’s Zhejiang Province, Sunday.

    The volume of placed import orders amounted to 10.98 billion yuan, the organizers reported. In addition, during the fair, agreements were signed on the implementation of 24 investment projects, primarily related to areas important for the formation of productive forces of a new quality – artificial intelligence, production of high-end equipment, etc.

    The organizers noted a significant expansion of the geography of participants. In addition to 14 CEE countries, 120 countries and regions of the world were represented at the current EXPO, the number of participating enterprises approached 1,500, and about 4,000 foreign buyers visited the fair.

    It is particularly noteworthy that the newly established section “Intelligent and Digital CEE” brought together 37 leading companies in the field of artificial intelligence and robotics, in particular, companies from Hungary, Slovakia and Slovenia demonstrated their developments in VR, flight simulators and an aircraft resembling a bat.

    Progress was also made in improving cooperation mechanisms during the fair.     SHANGHAI, May 26 (Xinhua) — A container truck carrying three used new-energy vehicles left Shanghai for Minsk on Friday, the first export cargo transported from Shanghai under the TIR (Travel International Road) system, Shanghai Customs said Monday.

    After the dispatch of a container truck to the capital of Belarus, services for transporting both import and export cargo within the TIR system to and from the eastern Chinese metropolis became available.

    On March 6, 2024, the first TIR shipment of imported goods to Shanghai was carried out. To date, a total of 1.114 million yuan worth of goods have been shipped under TIR under the supervision of local customs.

    TIR is a global system for simplifying customs procedures in the field of international cross-border freight transport, based on UN conventions. It helps improve the efficiency of customs clearance and contributes to the simplification and security of multilateral trade and international transport by simplifying customs clearance procedures. -0-

  • MIL-OSI New Zealand: Maritime NZ response to TAIC report into the fatal Enchanter capsizing

    The capsizing of the Enchanter, on 20 March 2022, was a tragic incident.

    The thoughts of those at Maritime NZ go out to everyone impacted by the events of that evening.

    Maritime NZ Director, Kirstie Hewlett, says this was a complicated response, requiring aircraft to quickly respond from around the top of the North Island, which played a key role in five people being rescued.

    “I want to thank everyone who was involved in the response, from our people at RCCNZ, through to those who went out in trying conditions, to undertake rescues and then continue to search for the missing,” Ms Hewlett says.

    The report contains several recommendations directed to Maritime NZ. While others, focusing on search and rescue, are connected to the work undertaken by Maritime NZ’s Rescue Coordination Centre.

    “We partially accept the recommendations directed to us by the Commission,” she says.

    This report contains recommendations relating to Maritime NZ’s supervision and work with surveyors, who examine commercial vessels to confirm that the condition of their structure, machinery and equipment comply with the applicable maritime and marine protection rules.

    “We are undertaking work to further strengthen our approach to monitoring surveyors, and are currently out consulting on an increase to our capacity to support this. We appreciate that there are dozens of surveyors working up and down the country, and we know it is important to ensure they are undertaking their roles appropriately and to high standards. We will consider the Commission’s recommendations and observations further as part of this work.” Ms Hewlett says

    Maritime NZ is considering the recommendation around requirements for automated identification systems (AIS) to be fitted on passenger vessels outside inshore limits and the stowage of life jackets.

    “The matter around AIS systems is already one that is on our regulatory reform programme to explore. Progressing it could improve response times and can accurately give location data. The stowage of life jackets is something new we will look at. Both Rules changes will also need to be considered alongside other priorities. Ultimately, it will be for Ministers to decide whether to approve the development of new rules,” Ms Hewlett says.

    The Rescue Coordination Centre will also take interest in the recommendations around search and rescue.

    “After the incident, RCCNZ undertook an internal review into its coordination of the response, and has since made several improvements to its procedures.

    “We will support any response by Te Manatū Waka and the New Zealand Search and Rescue Secretariat,” Ms Hewlett says.

    As the matter is before the courts, we are not in a position to comment further.

    Washington, DCMay 26, 2025: The Executive Board of the International Monetary Fund (IMF) concluded the Article IV consultation [1] with New Zealand on May 19, 2025.

    Tight monetary policy has helped bring inflation back to target, but at the expense of growth. Real GDP contracted by 0.5 percent y/y in 2024, as investment fell by 4.1 percent y/y, household consumption stagnated. The slowdown has been particularly pronounced in interest-rate-sensitive sectors including retail trade, construction, and manufacturing. The financial sector remains resilient despite rising non-performing loans. A recovery in external demand and improved terms of trade have helped narrow the current account deficit to 6.2 percent of GDP, though it remains above long-term trends. Despite a challenging economic backdrop, the government delivered modest fiscal consolidation in FY2023/24, with the primary deficit narrowing to 2.4 percent of GDP. Tight monetary policy helped bring inflation within the Reserve Bank of New Zealand (RBNZ)’s 1–3 percent target band in 2024Q3, after 13 consecutive quarters, with headline inflation reaching 2.5 percent y/y in 2025Q1. The RBNZ has thus eased the Official Cash Rate (OCR) several times since August 2024, bringing it closer to the neutral rate.

    The return of inflation to target is enabling monetary policy easing and a return to growth. Inflation is forecast to remain within the target band, allowing monetary policy to gradually move to a neutral stance. Real GDP is projected to expand by 1.4 percent y/y in 2025, with monetary policy easing providing a boost to consumption and investment. Growth is expected to accelerate to 2.7 percent y/y in 2026, as the lagged impact of lower interest rates is fully realized. Fiscal policy is expected to continue to balance needed medium-term consolidation with growth considerations. The government’s broad-based structural reform agenda is aimed at boosting medium-term productivity growth, including via reforms to attract foreign investment, enhance competition, reduce regulatory burdens, accelerate housing supply growth, and progress toward closing of the infrastructure gap.

    Risks to the outlook are tilted to the downside. Downside risks stem from a softer-than-expected recovery due to elevated global uncertainty and a weak labor market or the occurrence of a natural disaster. Upside risks include a stronger rebound in growth due to faster-than-expected monetary policy transmission. As a small open economy, New Zealand is vulnerable to trade disruptions, geoeconomic fragmentation, or a global economic slowdown.


    Executive Board Assessment[2]

    Executive Directors agreed with the thrust of the staff appraisal. They welcomed that the economy is showing signs of a nascent recovery and that inflation has returned to the Reserve Bank of New Zealand’s target, after a prolonged period of significant price pressures. Noting the country’s exposure to trade and investment shocks, Directors underscored the importance of maintaining prudent policies to safeguard macroeconomic stability and implementing ambitious structural reforms to address medium‑ and long‑term economic challenges.

    Directors commended the role of monetary policy in helping bring inflation back to target. They agreed that the current monetary policy easing is appropriate and should continue until reaching a neutral level, while remaining data‑dependent and responsive to economic conditions. Directors welcomed the expanded macroprudential toolbox and concurred that macroprudential tools should continue to be used to address financial risks that may emerge as policy rates are reduced.

    Directors agreed that fiscal policy should focus on growth‑friendly, medium‑term consolidation, while supporting the most vulnerable. They called for comprehensive revenue reforms that enhance efficiency and incentivize long‑term investment. Directors also encouraged the authorities to pursue expenditure reforms, including to the pension system, that are grounded in a cost‑benefit analysis.

    Directors agreed that financial stability risks are contained and recommended that household and financial balance sheets continue to be monitored closely. They welcomed progress in key reforms, notably the Depositor Compensation Scheme and the Deposit Takers Act. Directors noted the authorities’ efforts to increase banking competition and emphasized that prudential settings should remain adequately calibrated to guard against financial stability risks. Given housing shortages, they called for improving affordability and expanding housing supply and welcomed the reform efforts around resource management in these areas.

    Directors commended ongoing structural reforms to overcome slow productivity growth and boost long‑term growth. They welcomed the authorities’ plans to boost competition and innovation, reduce barriers to overseas financing, and deepen capital markets. Investing in infrastructure and enhancing resilience to natural disasters will also be needed.

    It is expected that the next Article IV Consultation with New Zealand will be held on the standard 12‑month cycle.

  • MIL-OSI New Zealand: Maritime NZ reply to TAIC preliminary report into i-Catcher capsize

    The Transport Accident Investigation Commission (TAIC) today released its preliminary report into the capsize of charter fishing vessel, i-Catcher, off Kaikōura on 10 September 2022. Five of the 11 people on board lost their lives.

    Maritime NZ Deputy Chief Executive Regulatory Operations, Deb Despard, says this was a tragic incident.

    “I want to offer my sincere condolences to the families of those who lost their lives in this incident, as well as to everyone else who has been affected,” she says.

    In its recommendations TAIC raised issues about how vessels’ fuel systems are inspected by maritime surveyors, particularly the parts of the system that cannot be seen and easily accessed because they are under decks or behind bulkheads.

    Maritime NZ is acting on TAIC’s recommendation and is engaging with surveyors who inspect vessels, owners and operators who run them and maritime industry organisations so they are all aware of this important issue when conducting surveys and carrying out maintenance.

    “We are working on guidance for the industry to remind them about some of the considerations raised.

    “We are treating this as a priority and will communicate it to the industry as quickly as possible,” Ms Despard says.

    Maritime NZ’s investigation into the incident is continuing. Any enforcement action must be taken no more than a year after the incident.

    In fairness to everyone involved, and to protect the integrity of the investigation, Maritime NZ cannot make any further comment about the incident until the investigation is concluded.
