  • MIL-OSI: Apollo Provides $750 Million High Grade Capital Solution to Mumbai International Airport Ltd. in Second Transaction

    NEW YORK and MUMBAI, India, June 23, 2025 (GLOBE NEWSWIRE) —

    Apollo (NYSE: APO) today announced that Apollo-managed funds, affiliates and other long-term investors have completed a $750 million investment grade rated financing for the Mumbai International Airport Ltd. (MIAL), an Adani Portfolio company and subsidiary of Adani Airports Holdings Limited (AAHL), India’s largest private airport operator, that operates Chhatrapati Shivaji Maharaj International Airport (CSMIA), the second largest airport in India.

    The 4-year senior secured notes will primarily refinance existing debt, enhancing MIAL’s financial flexibility to support operations, modernization and sustainability initiatives. The structure also allows for up to $250 million in additional funding to accelerate capital expenditure and capacity expansion. The transaction represents one of the largest private investment grade rated deals in India’s infrastructure sector.

    The Honourable Anita Anand, Minister of Foreign Affairs, hosted His Highness, Sheikh Abdullah bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Foreign Affairs of the United Arab Emirates (UAE), for a visit to Canada from June 19 to 20, 2025. The visit reaffirmed the shared commitment of Canada and the UAE to deepen bilateral cooperation across trade, investment, innovation, people-to-people ties, international development, and regional peace and security.

    During the visit, His Highness Sheikh Abdullah bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Foreign Affairs of the UAE, met with the Right Honourable Mark Carney, Prime Minister of Canada. The two sides discussed the growing ties between Canada and the UAE. On behalf of HH Sheikh Mohamed bin Zayed Al Nahyan, President of the UAE, HH Sheikh Abdullah bin Zayed Al Nahyan extended to Prime Minister Carney an invitation to visit the UAE this year.

    Canada and the UAE will continue to deepen their bilateral relationship by exploring new opportunities for cooperation, with particular emphasis on economic ties. Both countries welcomed the launch of the Dubai Chambers office in Toronto—the organization’s first in North America—which will serve as a strategic platform to foster deeper commercial ties. The Honourable Maninder Sidhu, Canada’s Minister of International Trade, attended the launch of the International Dubai Chambers alongside His Excellency Sultan bin Saeed Al Mansoori, the UAE Foreign Minister’s Envoy to Canada.     HONOLULU — Governor Josh Green, M.D., has ordered the United States and state of Hawai‘i flags to be flown at half-staff at all state offices and agencies, as well as the Hawai‘i National Guard, from sunrise on Tuesday, June 24 to sunset on Thursday, June 26. Memorial services will be on Wednesday, June 25.

    “Few people have lived a life that reads more like an epic novel than John Henry Felix,” said Governor Green. “From assembling Red Cross care kits as a schoolboy for children caught in war, to risking his life in war zones to bring relief to refugees and orphans, to building institutions that continue to serve our people today, John Henry embodied service above self for over eight decades. His fingerprints are on the humanitarian infrastructure of entire regions — from Kalaupapa to Cambodia — and his work has saved and bettered the lives of untold thousands. Hawai‘i has lost a giant in compassion and public service. On the day we lower our flags, we honor not only his remarkable achievements but the boundless heart behind them.”

    Born and raised in Honolulu, John Henry Felix dedicated his life to advancing the common good. His roles spanned Chair Emeritus of the Hawai‘i Red Cross, founder of multiple Red Cross Societies in the Pacific, field delegate in international relief efforts across Southeast Asia and Africa, Chair of the American Red Cross International Committee, and distinguished leader in the Boy Scouts of America and March of Dimes. Among countless honors, he was the first American to receive the International Red Cross Dunant Medal of Honor and was designated a Distinguished Eagle Scout.

    Throughout his life, Felix demonstrated an unparalleled ability to merge bold vision with boots-on-the-ground action — whether it was building a prosthetics factory in Cambodia, leading refugee repatriation efforts, or personally comforting orphans in war-torn regions. His “Walking Blood Donor Program” in remote Pacific islands — a precursor to mobile blood banks — reflected his signature ingenuity and deep care.

    Can you please explain the different groups involved in the changes?

    ISBsIndustry Skills Boards

    Industry Skills Boards are new entities that will be established formally from 1 January 2026. 
    They have a core role of standard setting for vocational education across their allocated sectors. They will also work to share the voice of industry and advise TEC about workforce needs.
    Each ISB will be set up through an Order in Council and will be industry led. (Six out of eight board members will come from industry.) 

    ISB EAGsIndustry Skills Boards Establishment Advisory Groups

    These groups will exist from mid-2025 until the end of the year to support the establishment of the new ISBs. 
    Their focus is on governance and organisation establishment rather than industry advocacy. 

    ITPsInstitutes of technology and polytechnics

    ITPs are independent regional polytechnics that will be established in 2026. The location of the first of these will be decided by the government in mid-2025. Further decisions will be made during 2026.

    ITP EAGsInstitutes of Technology and Polytechnics Establishment Advisory Groups

    These groups will exist from mid-2025 until the end of the year to support the set-up of the ITPs that are being established at the beginning of 2026. 
    Their focus is on establishing the regional polytechnics as they are split out from the national entity of Te Pūkenga. 

    ITOsIndustry training organisations

    Before the Reform of Vocational Education in 2023, all work-based training was delivered by ITOs. In 2023, most work-based training done in ITOs moved into Te Pūkenga, becoming the work-based learning divisions. Many of the entities continued to use their ITO branding even though ITOs did not technically exist in the system from 2023. 
    These work-based learning divisions of Te Pūkenga will move into ISBs on 1 January 2026, for up to two years.

    PTEsPrivate training establishments

    PTEs are registered with and quality assured by NZQA. They are training providers who have met specific requirements. Training providers (that are not a university, polytechnic or wānanga) must hold PTE registration to be eligible for TEC funding. PTEs may be companies or not-for-profit organisations.

    VETVocational education and training

    Vocational education and training includes all provision at Levels 3 to 7 (non-degree) of the New Zealand Qualifications and Credentials Framework, as well as Level 2 when it is delivered in the workplace.
    It does not include degree-level provision or foundation education.
    VET can be delivered in the workplace (work-based) in a classroom/campus setting (provider-based) or by distance and online learning (extramural). 

    TECTertiary Education Commission

    TEC’s core role in the VET system is funding. We fund the provision at this level in line with funding mechanisms from government.

    NZQANew Zealand Qualifications Authority

    NZQA assures the quality and integrity of New Zealand qualifications. They register providers, quality assure programmes and, for some areas, act as a standard setter. They also oversee the Education (Pastoral Care of Tertiary and International Learners) Code of Practice.

    Work-based learning divisions
    When the work-based learning divisions move into ISBs on 1 January 2026, will they stop enrolling new learners?
    No. At this point we expect that all work-based learning divisions will still be enrolling new learners from 1 January.
    When we have reached the point where there are sufficient providers for a sector, we will:
     (a) not fund additional providers; and
     (b) require ISBs to cease enrolling new learners (if provision remains with them).
    ISBs will have the role of informing TEC about the network of work-based learning provision (number and types of providers) that industry needs. This will inform the funding of new providers, and the expectations on the work-based learning divisions.
    ISBs will begin this work in January 2026, and we expect it to take time for them to gather this information from industry.
    Why is work-based learning moving to the ISBs?
    We appreciate that learners, employers and educators may have some concerns about possible disruption to work-based training because of the upcoming changes. The transition period (2026–2027) has been put in place to minimise disruption for learners and employers as the functions currently under Te Pūkenga work-based learning lift-and-shift unchanged into the ISBs.
    Will the work-based learning divisions of the new ISBs be able to continue developing programmes? Or does all new development stop on 1 January 2026?
    The focus for work-based learning during the transition period (where the training units sit within the ISBs) will be on preparing for transfer, rather than growing. There will, however, be cases where new standards, credentials or qualifications will be required to meet industry needs. In these cases, new provision will be supported.
    What is happening with ITOs?
    ITOs ceased to exist in 2022, although many Te Pūkenga work-based learning business divisions continued to use their old ITO names. Te Pūkenga work-based learning divisions will move temporarily into ISBs. This work-based learning will move into providers (including polytechnics, wānanga and PTEs) by 31 December 2027.
    Industry Skills Boards
    How many ISBs are there and what do they cover?
    We are currently awaiting decisions on the number of ISBs and their broad coverage.
    Further consultation will happen later this year when the ISB EAGs consult around detailed coverage as part of the Order in Council (OIC) process to formally establish the ISBs.
    Why are you putting standard setting and delivery/arranging of training back together?
    The training functions that are moving into the ISBs will only be there temporarily. By January 2028, no training will be delivered by ISBs. During the transition period, the training unit will sit within the ISB but will not be fully integrated into it.
    How will you ensure ISBs manage the conflict of interest involved with being both the standard setter and a training deliverer?
    During the transition period, each training unit will sit within the relevant ISB but will not be fully integrated into it, as this arrangement is only temporary.
    If industries are grouped together in one ISB, will they stop having unique qualifications?
    No. ISBs will be able to create and maintain standards, credentials and qualifications that are specific to the sectors they cover – in the same way Workforce Development Councils (WDCs) do.
    I am worried that ISBs will only look after work-based learning.
    ISBs will create and maintain standards, credentials and qualifications for all the sectors they cover at the vocational level. This will include products that support provider-based (including polytechnic) delivery, and extramural programmes as well as work-based learning.
    How will industry continue to have a voice in the system when there is only provider-based learning for their sector?
    An ISB will take on vocational standard setting for its entire sector, not just for the work-based learning elements. This means it will be responsible for all standards, credentials and qualifications for that sector.
    The term “industry” is very broad. When you say industry will inform choices who do you mean?
    ISBs have a role in communicating industry voice, and their governance will be industry led. ISBs will work with established industry groups and associations as well as employers and other sector stakeholders. ISBs will be expected to put in place mechanisms that identify the needs of all industries they represent.
    What expectations does TEC have regarding collaboration between the ISB Establishment Advisory Groups?
    We have an expectation for all ISBs and ISB Establishment Advisory Groups that they work together cooperatively, especially where the qualifications they cover will impact multiple sectors.
    What will happen to WDCs? What will be done to ensure expertise in WDCs is retained in the new system?
    The standard-setting functions of WDCs will continue until the end of 2025, when they will be disestablished and ISBs will be stood up. In the upcoming months, WDCs will develop plans to transfer relevant functions to ISBs.
    ISBs have a more targeted role than WDCs. It is expected that WDC staff involved in these functions will transition into ISBs.
    PTEs that deliver work-based training
    What happens to work-based learners and apprentices who are studying through a PTE?
    There is currently a small network of PTEs that are funded by TEC to deliver work-based learning. These PTEs will be able to continue enrolling and delivering the provision they currently do.
    All TEC funded providers are given a funding allocation for the year and their enrolments must stay within that allocation. There is no guarantee of funding for providers that enrol above their allocation.
    Who is responsible for determining who is eligible to become a new PTE or work-based provider? What will the criteria be?
    NZQA determines whether an organisation has the appropriate capability to become a registered provider (PTE). TEC determines whether the provider’s offering is suitable for government funding. Funding decisions will be informed by industry preferences about a network of provision.
    How does a PTE start being TEC funded to deliver work-based learning?
    Currently we will only fund new work-based learning PTEs in cases where the provider can demonstrate significant industry support. Our requirements for this will be stringent. For details, see Application to receive TEC funding.
    ISBs will work with industry during 2026 and beyond to understand the network of work-based learning provision that each sector needs. This information will inform TEC funding. Until this information is received, TEC will not have a clear picture of what provision will be both sustainable and sufficient to meet industry needs.
    In most cases we encourage providers to read the guidance information about what we are looking for in work-based learning and start to prepare for future opportunities.
    These same criteria will be applied to existing work-based learning providers that may wish to expand their provision.
    What are the new funding parameters for work-based learning? This is a critical pathway for all providers as business owners.

    Managed apprenticeships
    Do Managed Apprentices stay with their Polytech provider or move to an ISB in January 2026?
    Currently, no changes are expected for Managed Apprentices already enrolled with a Polytechnic.
    We are currently working through the detail of what Managed Apprenticeships will look like in the future. Like other work-based provision, we do not want to see expansion before ISBs have had the opportunity to consider the network of provision needed for their sectors.
    The stand up of regional ITPs
    How do we find out which polytechnics will be standalone and which will be part of a federation?
    These decisions are being worked through. We will update this information when details are available.
    Will regional ITPs be able to offer programmes nationally?
    Institutes of Technology and Polytechnics (ITPs) are being set up to deliver regionally, to maximise the strength of local knowledge. We expect that this will be the main focus of their provision, however, we will consider other arrangements if these have the support of industry.
    Secondary/tertiary provision
    What is happening with standard setting and delivery for secondary to tertiary transition programmes like Gateway and Trades Academies?
    We will be looking at how these programmes will be supported, and expect this information to be covered in the transition plans developed by WDCs and Te Pūkenga work-based learning divisions.

    FORT POLK, La. – More than 4,000 Soldiers from the Iowa Army National Guard trained throughout June at Fort Polk, undergoing one of the Army’s most demanding combat training events in preparation for an upcoming overseas deployment.

    Known since the Vietnam War era as “Tigerland,” Fort Polk and the Joint Readiness Training Center have become synonymous with forging combat-ready Soldiers through intense, realistic training. For Iowa’s 2nd Brigade Combat Team, 34th Infantry Division, this rotation marks a pivotal moment: their first full brigade deployment since 2010.

    At the Joint Readiness Training Center, or JRTC, Soldiers are evaluated under pressure. Their minds are stressed, their physical limits are tested and their endurance is pushed to the edge. From junior enlisted Soldiers to senior Iowa Army National Guard leaders, all participants endure mental, physical and emotional exhaustion.

    The JRTC is one of four Army combat training centers. The others are the Joint Multinational Readiness Cente in Hohenfels, Germany; the Joint Pacific Multinational Readiness Center at Schofield Barracks, Hawaii; and the National Training Center at Fort Irwin, California.

    The JRTC, however, is known for being the most grueling. The simulated combat environment, complete with force-on-force scenarios and constant stressors, provides Soldiers with some of the most realistic training they will encounter in their careers.

    “There are a lot of methods that we use to test Soldiers while they’re in the training area. One is simply the stress and pressure of combat,” said Brig. Gen. Derek Adams, the senior trainer for rotation 25-08. “We try to simulate that as best we can.”

    As the senior trainer, Adams works closely with observer-coach/trainers and the JRTC leadership to design, execute and evaluate the training rotation. He coordinates with the operations group, which oversees the exercise, monitors unit performance across all warfighting functions and delivers objective feedback through after-action reviews to improve readiness at every level.

    “JRTC emphasizes DOD’s priorities of lethality, warfighting and readiness by training the entire brigade combat team, from the individual Soldiers to the brigade combat team level,” Adams said. “It’s a large, complex organization, and this training reflects that.”

    This type of training marks a broader shift in Army doctrine.

    The Army is transitioning from the counterinsurgency operations of the past two decades to large-scale combat operations, or LSCO. Large-scale combat operations prepare Soldiers for potential conflicts with near-peer adversaries by emphasizing large-scale maneuvers, complex logistics and sustained combat power.

    “LSCO changes sustainment operations sheerly in the magnitude of what occurs,” said Col. Tony Smithhart, commander of the 734th Regional Support Group. “You’re talking about large numbers of Soldiers, large numbers of equipment.”

    The Regional Support Group is structured to provide logistical support to up to 20,000 Soldiers in a deployed environment. As the Regional Support Command for the JRTC, the RSG was tasked with coordinating all sustainment efforts. This included feeding more than 5,800 Soldiers, managing medical treatment and staging and preparing more than 2,500 pieces of equipment for operation.

    Planning for the JRTC began more than a year before the first boots hit the ground.

    “I made my first trip to Fort Polk about 18 months ago to determine the actual area we’d operate in,” Smithhart said. “Since then, my team at the 734th Regional Support Group has returned about six times to coordinate with Fort Polk staff, validate our node concepts and rehearse operations to support reception, staging, onward integration and base camp management.”

    The JRTC has earned its reputation. The environment is humid and rainy, the terrain is unforgiving and the scenarios evolve constantly.

    All of these factors come together to form a stressful and taxing exercise, but one that will toughen Soldiers. Despite numerous aspects working against them, the Soldiers of the 2nd Brigade Combat Team, 34th Infantry Division, proved they not only have the grit to complete their upcoming deployment successfully but also to complete any mission that is asked of them.

    “The scale of this operation is critical to the development of our Soldiers,” Smithhart said. “It’s been called a generational training opportunity, and I believe that’s accurate.”

    TORUŃ, Poland — Soldiers with the 33rd Infantry Brigade Combat Team, Illinois Army National Guard, recently spent two weeks in Torún, Poland, training alongside members of the Polish Territorial Defence Force.

    Since 1993, the Illinois National Guard and Poland have been partners in the Department of Defense National Guard State Partnership Program — an initiative that pairs Guard elements with partner nations worldwide for joint military training and subject matter expert exchanges.

    The recent two-week training focused on sniper operations, combat medical care, the Javelin anti-tank weapon system and remote observer techniques.

    For the sniper teams, the goal was to strengthen leadership skills in employing and overseeing sniper sections as well as developing advanced sniper expertise.

    “Our goal as a training team is to ensure we are equipping the Polish snipers with the tools to employ themselves against drones and thermal environments,” said Sgt. 1st Class Hussein Mashal, an infantryman with Headquarters and Headquarters Company, 1st Battalion, 178th Infantry Regiment, Illinois Army National Guard. “By merging our techniques with theirs and the lessons learned from the Ukrainian war, we hope to strengthen their sniper employment capabilities and survivability.”

    In the medical realm, Soldiers with the Illinois Army Guard’s C Company, 634th Brigade Support Battalion, shared casualty care treatment procedures — from the point of injury to the final point of care.

    This iteration included complex training scenarios that allowed participants to triage and evaluate casualties in a realistic, stressful simulated combat environment.

    “It’s always worth it working with the National Guard,” said Polish TDF 2nd Lt. Jakub Piotrowski, a medical team member and instructor. “We do the same things in different ways so it’s worthwhile to see how a different army is doing the same thing and then be able to cooperate with it.”

    Javelin instructors echoed that sentiment.

    “The Polish soldiers were extremely motivated and eager to learn,” said U.S. Army Staff Sgt. Nicholas Broden, a training noncommissioned officer with C Company, 1st Bn., 178th Inf. Regt. “They were always asking questions and were very hands on with the equipment.”

    Previous training exchanges meant many of the Polish soldiers already had foundational knowledge of the Javelin systems. That allowed the training to advance quickly to more strategic and tactical discussions, said Broden.

    For the forward observer teams — or remote observers — the focus was on establishing the fundamental skills for indirect fire coordination, a capability the TDF is actively strengthening as they expand artillery capabilities.

    “We started off pretty basic with basic call for fire and then basic joint fires observer skills,” said U.S. Army Master Sgt. William Aitken, an operations NCO with the 33rd IBCT. “It’s kind of an abbreviated forward observer program for the TDF.”

    The training also included high tech capabilities — such as employing small drones – combined with improvised concealment techniques to help Polish soldiers observe from a distance while staying hidden. The team practiced setting up hasty observation posts, coordinating drone feeds with command elements, and minimizing visual and electronic signatures — skills directly influenced by lessons learned from the war in Ukraine.

    Overall, the training helped strengthen and continue the 30-plus year partnership.

    “Our partnership with Poland, which began in 1993 and included 19 years of co-deployments to Afghanistan and Iraq, is the gold standard of deployments,” said U.S. Army Brig. Gen. Lenny Williams, the Illinois National Guard’s assistant adjutant general for Army. “We learn, we teach and we develop new tactics and techniques together with each critical knowledge exchange event. Our capabilities have improved, we’ve expanded our capacity and our partnership has grown even stronger the past two weeks.”

    Greater security delivered for the British people with record billion-pound investment in new national biosecurity centre

    Huge investment in new National Biosecurity Centre to protect the British public and the economy from future pandemics.

    The country’s ability to prevent a future pandemic has been significantly enhanced today (Tuesday 24th June) with the announcement of a £1 billion investment in a new National Biosecurity Centre.

    This funding will deliver the next phase of a new National Biosecurity Centre – a cutting-edge scientific campus in Surrey that will serve as the UK’s foremost animal biosecurity facility.

    The investment is one part of the new National Security Strategy, to be published today, which marks a step change in this country’s approach to securing British interests whilst also creating jobs, wages, and growth for the British people as part of the Government’s Plan for Change.

    Animal disease outbreaks represent a serious and increasing risk to public health, food security, and the UK economy. Approximately 60% of all known human infectious diseases are zoonotic, meaning they can be transmitted from animals to humans. Furthermore, about 75% of emerging infectious diseases originate in animals, making the fight against these diseases about human health and security too.

    Without strong and modernised biosecurity infrastructure, disease incursions could severely impact our farmers, agricultural production, devastate rural communities and disrupt key supply chains. The export of livestock, meat and meat products, dairy and animal by-products is worth £16 billion per year alone to the UK economy.

    The funding will now enhance the country’s detection, surveillance and control capabilities for high-risk animal diseases such as avian influenza, foot and mouth disease and African swine fever, whilst enhancing our ability to manage concurrent disease outbreaks.

    Environment Secretary Steve Reed said:

    The first role of any Government is national security.

    That is why we are making a record investment into the nation’s biosecurity capabilities, and in turn our national security, after years of chronic underfunding.

    Farmers and food producers will now be better protected from diseases, our food security strengthened, and public health better safeguarded against future pandemics. This government is getting on with delivering on our Plan for Change.

    The new National Biosecurity Centre will play an essential role in addressing the full range of biological threats we face, including from hostile nations, and will ensure that the UK retains the scientific capability, infrastructure and expertise needed to lead international efforts to identify, manage, and mitigate disease threats in the years ahead.

    The high containment laboratories for animal health, run by the Animal & Plant Health Agency at Weybridge in Surrey, urgently need renewal to handle escalating disease risks, which are growing in the face of our changing climate. The Government inherited laboratories in poor condition with their long-term future in doubt and the country facing increased risk without action.

    The new facility will join a network of national centres set up by the Cabinet Office under the UK Biological Security Strategy and announced in the National Security Strategy. This new network of government laboratories provides a sovereign capability that keeps the public safe and is essential to responding to biological security risks.

    The network will strengthen and formalise existing collaborations between the UK Health Security Agency, the Animal and Plant Health Agency and the Defence Science and Technology Laboratory. It will ensure we are better prepared for a crisis, can respond more effectively when an incident does happen and deliver a more holistic approach to biological research.

    This funding is a vital milestone in the delivery of a world-leading facility that will protect the UK from animal disease threats for decades to come.

    Our scientists and specialists at Weybridge are at the heart of the UK’s disease surveillance and response capability and provide a global centre of expertise.

    Investment on this scale will enable them to continue their critical work in modern, fit-for-purpose facilities, supported by the very latest technologies.

    Preparatory work at the Weybridge site is already underway. Planning Consent has been secured, and a contractor has been appointed to build the main new facilities. The first interim labs to support critical science while we transform the site will be ready in 2027 and 2028. The main construction works start in 2027, with the full NBC live and operational in 2033/34.

    NAB today announced the appointment of Pete Steel as Group Executive, Digital, Data & Artificial Intelligence.

    In this new role reporting to NAB Group Chief Executive Officer, Andrew Irvine, Mr Steel will lead the bank’s digital, data and AI teams and initiatives to deliver better experiences for customers. He will also be accountable for design, customer onboarding and NAB’s digital bank ubank.

    “Digital, data and AI are critical enablers for the delivery of our strategic ambition of customer-centricity and now is the right time to have an executive solely accountable and focussed on accelerating our progress in these areas,” Mr Irvine said.

    “Pete’s deep experience in using digital and technology solutions to deliver for customers and driving commercial outcomes will be a valuable addition to my Executive Leadership Team.”

    Mr Steel is Managing Director, Customer Engagement, at Lloyds Banking Group in the UK, leading a division of approximately 16,000 people responsible for consumer sales and service, digital, artificial intelligence, personalisation, branches, call centres and advisers.

    Prior to joining Lloyds, he founded fintech startup Expertli and served as a Senior Adviser on digital transformation at Boston Consulting Group. Previously, he spent 16 years at CBA in executive roles including Group Chief Digital Officer.

    Mr Steel will start at NAB on January 5, 2026, subject to regulatory approvals and on completing his employment at Lloyds.

    Following these changes, Group Chief Operating Officer Les Matheson will continue to have responsibility for several of NAB’s key strategic priorities including Business-led Technology Modernisation, Payments, Customer Experience, Group Marketing and Enterprise Simplification.

  • MIL-OSI New Zealand: NZ-NASA partnership launches five new projects

    Science, Innovation and Technology Minister Dr Shane Reti and Space Minister Judith Collins have today announced that in partnership with the US, the Government is investing $5.6 million to support five new joint NZ-NASA research projects in the field of Earth observation.

    Researchers from New Zealand and NASA will work in partnership to tackle challenges such as disaster resilience and environmental management over the next three years.

    “These projects will combine some of New Zealand’s best research talent with NASA’s world-leading scientific expertise and technology, driving innovation in space science and environmental monitoring,” Dr Reti says.

    “Advancing Earth observation science helps us better understand our natural environment and enables us to manage our natural resources more effectively. For example, we can use satellite data and AI algorithms to accurately measure water movements, which helps manage freshwater and mitigate floods.

    “These projects will create a more resilient economy and drive productivity in some of our most valuable export industries, such as forestry and agriculture. They will also grow our science and innovation sector by positioning us in global growth markets such as remote sensing,” Dr Reti says.

    “The US is an indispensable space cooperation partner for New Zealand and our engagement with NASA is a key part of our bilateral relationship. These projects will further entrench our ongoing and positive relationship with NASA,” Ms Collins says.

    “NASA will contribute Earth observation satellite data, access to advanced tools and technology, as well as approximately $1.9 million in direct staff time and expertise.

    The projects are the second stage of the NZ–NASA research partnership through the Catalyst Fund, following an earlier round of feasibility studies. The selected projects span a range of high-impact areas:

    • Te Mātai Pū o te Kea – High Altitude Coastal Remote Sensing – advances remote-sensing technology using Kea’s Atmos high-altitude uncrewed aircraft.
    • Satellite Multi-Scale Hydrologic Framework for Te Hiku ō Te Ika Wairere Ngahere – develops tools to measure terrestrial water flux via satellite data.
    • Monitoring Vegetation–Geothermal Interactions from Space and Airborne Platforms – Integrates multiple Earth observation data streams to measure chemical and physical changes via vegetation.
    • Near Real-Time Fuel Moisture System for Wildfire and Drought – builds a predictive fire model using remote sensing.
    • Integrating Machine Learning and Remote Sensing for Dynamic Forest Mapping – develops predictive forest mapping using satellite imagery.

    STORM LAKE, Iowa – U.S. Senator Joni Ernst (R-Iowa), a member of the Senate Committee on Agriculture, led a roundtable discussion on her bipartisan Modernizing Agricultural and Manufacturing Bonds Act (MAMBA) that will expand opportunities for first-time farmers and small to mid-size manufacturers.
    The legislation will modernize the Internal Revenue Service’s (IRS) rules for Industrial Development Bonds (IDBs) and First-Time Farmer Bonds (Aggie Bonds) and provide new financing opportunities for beginning farmers and small-scale manufacturers. Iowa leads the nation in use of Aggie Bonds, but the rules for IDBs and Aggie Bonds have not been updated in nearly 30 years.

The Bill, re-introduced in March with her Republican colleague Congressman Russ Fulcher (R-ID-1), requests an assessment of the value, cost, and feasibility of developing a Trans-Atlantic submarine fiber optic cable which will connect the East coast of the United States, via the United States Virgin Islands, with Nigeria and Ghana.

The TransAtlantic submarine fiber optic cable network’s strategic location makes DiasporaLink a “Digital Safe Harbor” under the U.S. flag. This service will provide African and Caribbean submarine operators and Internet Service Providers (ISPs) a clear channel to U.S. financial and business centers. In addition, undersea cables have significant strategic importance and an estimated 400 of them carry approximately 98 percent of international internet data as well as telephone traffic around the world. Many are owned and operated by U.S. companies — helping reinforce U.S. dominance over the internet while giving a sense of security to the U.S. and its allies that may be concerned about sabotage or surveillance. Having the hub in the U.S. Virgin Islands is a significant 21st century paradigm shift; it allows our islands’ advantages, many of which have been used for the benefit of other world powers (i.e. the VI’s geostrategic location), to be utilized for the benefit of our people.     Under the terms of the HCR agreement, Liquidia has now received $175.0 million of the $200.0 million in total potential funding. The additional $50.0 million that HCRx funded is subject to a fixed payment schedule through 2033. Aggregate payments to HCRx are capped at 175% of the total amounts funded. Studies establishing effectiveness predominately included patients with NYHA Functional Class III symptoms and etiologies of idiopathic or heritable PAH (56%) or PAH associated with connective tissue diseases (33%).
    • Pulmonary hypertension associated with interstitial lung disease (PH-ILD; WHO Group 3) to improve exercise ability. The study establishing effectiveness predominately included patients with etiologies of idiopathic interstitial pneumonia (IIP) (45%) inclusive of idiopathic pulmonary fibrosis (IPF), combined pulmonary fibrosis and emphysema (CPFE) (25%), and WHO Group 3 connective tissue disease (22%).

    SELECTED SAFETY INFORMATION: WARNINGS AND PRECAUTIONS 

    • Treprostinil is a pulmonary and systemic vasodilator. In patients with low systemic arterial pressure, treatment with Treprostinil may produce symptomatic hypotension.
    • Treprostinil inhibits platelet aggregation and increases the risk of bleeding.
    • Co-administration of a cytochrome P450 (CYP) 2C8 enzyme inhibitor (e.g., gemfibrozil) may increase exposure (both Cmax and AUC) to treprostinil. Co-administration of a CYP2C8 enzyme inducer (e.g., rifampin) may decrease exposure to treprostinil. Increased exposure is likely to increase adverse events associated with treprostinil administration, whereas decreased exposure is likely to reduce clinical effectiveness.
    • Like other inhaled prostaglandins, YUTREPIA may cause acute bronchospasm. Patients with asthma or chronic obstructive pulmonary disease (COPD), or other bronchial hyperreactivity, are at increased risk for bronchospasm. Ensure that such patients are treated optimally for reactive airway disease prior to and during treatment. 
    • Most common adverse reactions with YUTREPIA (≥10%) are cough, headache, throat irritation and dizziness.

  • MIL-OSI Global: Presidents of both parties have launched military action without Congress declaring war − Trump’s bombing of Iran is just the latest

    In the wake of the U.S. strikes on Iranian nuclear facilities on June 22, 2025, many congressional Democrats and a few Republicans have objected to President Donald Trump’s failure to seek congressional approval before conducting military operations.

    They note that Article 1 of the U.S. Constitution gives Congress the power to declare war and say that section required Trump to seek prior authorization for military action.

    The Trump administration disagrees. “This is not a war against Iran,” Secretary of State Marco Rubio told Fox News host Maria Bartiromo, implying that the action did not require approval by Congress. That’s the same view held by most modern presidents and their lawyers in the Office of Legal Counsel: Article 2 of the Constitution allows the president to use the military in certain situations without prior approval from Congress.

    By this reading of the text, presidents, as commander in chief, claim the power to unilaterally order the military to initiate small-scale operations for a short duration. Members of Congress may object to that claim, but they have done little to limit presidents’ unilateralism. What little they have done has not been effective.

    As I’ve demonstrated in my research, even though the 1973 War Powers Resolution attempted to constrain presidential power after the disasters of the Vietnam War, it contains many loopholes that presidents have exploited to act unilaterally. For example, it allows presidents to engage in military operations without congressional approval for up to 90 days. And more recent congressional resolutions have broadened executive control even further.

    A long tradition of executive authority

    Presidents can even overcome the loopholes in the War Powers Resolution if the operation lasts longer than 90 days. In 2011, a State Department lawyer argued that airstrikes in Libya could continue beyond the War Powers Resolution’s 90-day time limit because there were no ground troops involved. By that logic, any future president could carry out an indefinite bombing campaign with no congressional oversight.

    While every president has bristled at congressional restraints on their actions, presidents since Franklin D. Roosevelt have successfully circumvented them by citing vague concerns like “national security,” “regional security” or the need to “prevent a humanitarian disaster” when launching military operations. While members of Congress always take issue with these actions, they never hold presidents accountable by passing legislation restraining him.

    President Trump’s decision to bomb Iranian nuclear sites without consulting Congress falls in line with precedent from both Democratic and Republican leaders for decades.

    Much like his predecessors, Trump did not, and likely will not, provide Congress with more concrete information about the legality of his actions. Nor are congressional lawmakers effectively holding him accountable.

    The push-and-pull between Congress and the president over military operations dates back to the 1941 Pearl Harbor attack, which led Congress to declare war on Japan. Before then, Congress had prevented the U.S. from joining World War II by enforcing an arms embargo and refusing to help the Allies prior to the attack on Hawaii. But afterward, Congress began allowing the president to take more control over the military.

    During the Cold War, rather than returning to a balanced debate between the branches, Congress continued to relinquish those powers.

    Congress never authorized the war in Korea; Harry Truman used a U.N. Security Council resolution as legal justification. Congress’ vote explicitly opposing the invasion of Cambodia didn’t stop Richard Nixon from doing it anyway. Even after the Cold War, Bill Clinton regularly acted unilaterally to address humanitarian crises or the continued threat from leaders like Saddam Hussein. He sent the military to Somalia, Haiti, Bosnia and Kosovo, among other places.

    After 9/11, Congress quickly gave up more of its power. A week after those attacks, Congress passed a sweeping Authorization for Use of Military Force, giving the president permission to “use all necessary and appropriate force against those nations, organizations, or persons he determines planned, authorized, committed, or aided the terrorist attacks that occurred on September 11, 2001.”

    In a follow-up 2002 authorization, Congress went even further, allowing the president to “use the Armed Forces … as he determines to be necessary and appropriate in order to defend national security … against the continuing threat posed by Iraq.” This approach provides few, if any, congressional checks on the control of military affairs exercised by the president.

    In the two decades since those authorizations, four presidents have used them to justify all manner of military action, from targeted killings of terrorists to the years long fight against the Islamic State group.

    Congress regularly discusses terminating those authorizations, but has yet to do so. If Congress did, the loopholes in the original War Powers Resolution would still exist.

    While President Biden claimed he supported the repeal of the authorizations, and supported more congressional oversight of military actions, Trump has made no such claims. Instead, he has claimed even more sweeping authority to act without any permission from Congress.

    As recently as 2024, Biden used the 2002 authorization as a legal rationale for the targeted killing of Iranian-backed militiamen in Iraq, a strike condemned by Iraqi leaders.

    Those actions may have ruffled congressional feathers, but they were in keeping with a long U.S. tradition of targeting members of terrorist groups and protecting members of the military serving in a conflict zone.

    Threats of war

    During his first presidential term in 2020, Trump ordered a lethal drone strike against a respected member of the Iranian government, Major General Qassim Soleimani, the head of Iran’s equivalent of the CIA, without consulting Congress or publicly providing proof of why the attack was necessary, even to this day.

    Tensions – and fears of war – spiked but then slowly faded when Iran responded with missile attacks on two U.S. bases in Iraq.

    Now, the U.S. attacks on Iranian nuclear sites have revived both fears of war and renewed questions about the president’s authority to unilaterally engage in military action. Presidents since the 1970s, however, have effectively managed to dodge definitive answers to those questions – demonstrating both the power inherent in their position and the unwillingness among members of the legislative branch to reclaim their coequal status.

    Around one hundred young people, including thirty-seven women from Kinshasa’s four districts, took part on 14 June in a series of activities aimed at promoting peace, security, and tackling disinformation. The initiative was supported by MONUSCO’s Civil Affairs Section, in partnership with the National Technical Secretariat for Resolution 2250 and civil society.

    This gathering marked the conclusion of a process launched in 2022 to implement UN Security Council Resolution 2250, which recognizes the essential contribution of youth to peacebuilding.

    This initiative followed a call from the Special Representative of the Secretary-General, Ms. Bintou Keita, who encouraged all MONUSCO sections to intensify efforts around Resolution 2250.” explained Phil Wani, Civil Affairs Officer.

    Discussions focused on the link between economic empowerment and peace. Job creation was highlighted as key to preventing youth from joining armed groups. “We introduced a coaching component to provide participants with practical skills to develop sustainable projects, some of the proposals are already ready for funding.” Wani added.

    The National Technical Secretariat emphasized the importance of proximity-based and inclusive approaches. “Beyond technical guidance, we ensured coordination, the aim is to enable genuine and inclusive youth participation in the resolution’s implementation.” said Anna Jacquie, national coordinator.

    Participants expressed appreciation for being heard on an issue where youth perspectives are often overlooked. “As a young person, I felt heard, there’s support and follow-up, which motivates me, too often, youth are unfairly associated with misconduct.” shared Acacia.

    Artists were also inspired. “We were shown how to verify online information, it made me want to launch awareness projects in my community.” said musician and writer Antonio Lufyaulusu.

    This initiative reflects MONUSCO’s commitment to strengthening the role of young people in peace efforts in the DRC by highlighting their ideas and encouraging long-term engagement.

    We know surprisingly little about the lives of children in ancient Egypt.

    And what records we do have about them often concern the lives of the elite – the young king or the children of senior officials. They are more prominent in surviving material evidence, especially funerary art. Infant mortality rates were high in ancient Egypt.

    As a result, much of the work in Egyptology on representations of childhood in ancient Egypt is dominated by evidence for the lives of boys and young adult men.

    But what were the lives of ordinary girls like in ancient Egypt? And how did they make their way in a deeply patriarchal culture?

    Finding hieroglyphic words for girls

    An initial problem in studying girls’ lives in ancient Egypt is answering the question: who was a girl in ancient Egypt?

    Chronological age was not always recorded by ancient Egyptians in their letters or inscriptions.

    Instead, more general words and hieroglyphic signs tended to accompany images of men, women and children to indicate their social roles.

    These words and signs were only loosely associated with biological development.

    Hieroglyphic words for infants and small children, for instance, could be marked with an image of a small, seated child – sometimes with a finger held to its mouth.

    Among the words used to describe young girls – talking, walking, and participating alongside adults in their work – was sheriyt.

    This is the word often found in ancient accounting documents recording payments of wages, indicating a girl-child worker. They are distinguished from older women in these documents, although it is difficult to know precisely how young they might have been.

    In this way, written administrative records and archaeological evidence reveals girls of many social classes were integrated into economic production from an early age.

    Payment for work

    Elephantine, a town at Egypt’s southern frontier near modern-day Aswan, provides a unique window into the urban life of some girls who worked in textile workshops during the ancient Egyptian Middle Kingdom, which dates approximately 2030–1650 BCE.

    First published in 1996, archaeologists found a ceramic bowl repurposed as a writing surface in a house in the densely packed urban settlement.

    The excavators initially dated the bowl to the reign of King Amenemhat III, who ruled almost 3,800 years ago. However, based on the style of writing and the types of names listed, some scholars have also dated it earlier. It contains lists of payments of provisions of grain for textile workers over the course of a month.

    What makes this document so important is that it names at least 18 child workers. Of these, 11 are girls, clearly marked with the Egyptian word sheriyt, working alongside 28 adult women.

    The list shows adult women in this workshop received between 50–57 heqat (around 240–274 litres) of grain – although it’s not entirely clear if this was a one-off payment, a payment per month, or something else. The girls earned smaller but still significant wages of 3–7 heqat (around 14–34 litres).

    Some other adult women seem to have also received comparable provisions to the girls, although without further information it is difficult know their social status or age.

    This document not only confirms that girls received payment for their labour. It also suggests a structured apprenticeship system where young girls (and boys) worked alongside experienced craftswomen.

    This corroborates evidence from visual art of textile workshops from the same period.

    Work life, home life

    Archaeological evidence suggests textile production occurred both within homes and in dedicated workshops.

    Evidence from the excavations at Elephantine suggests homes had several rooms with multiple purposes, including courtyards, entrance vestibules, kitchens with ovens (recognisable by blackened walls and ash deposits), and possible stairs leading to roof spaces.

    Privacy would have been limited. Daily life would have included close interaction with animals, as evidenced by attached animal pens.

    More recently, close to the house where the provision list was discovered, archaeologists found needles, spindles, shuttles, and remains of pegs for a large loom.

    These were found both inside houses and in the courtyards attached to them.

    It’s hard to know what exactly these buildings were for; they probably served multiple purposes.

    Lives shaped by class and legal status

    Not all girls at Elephantine had the same experience of life. The town’s position at Egypt’s southern frontier in this period meant it was home to diverse populations, which included migrants, enslaved people and transitory workers.

    This evidence can be compared to a legal document from the same time period but from another Egyptian town, El Lahun. This document mentions the purchase and transfer of enslaved women and infants who are called Aamut, referring to a region in West Asia. The document shows they have been given new Egyptian names.

    These documents remind us factors such as class and legal status have always profoundly shaped girls’ lives.

    Valuing the work of girls

    Accessing the everyday thoughts, feelings, and perspectives of many ancient people, especially children, is challenging for historians. We don’t, for instance, have a wealth of personal diaries from ancient Egypt to learn about girls’ interior lives.

    But what’s clear is that girls were not merely passive participants in society. They were active economic contributors, who often received formal compensation for their work.

    Historians must always look beyond elite contexts to incorporate diverse evidence types – administrative documents, archaeological remains, and artistic representations – to construct a more complete picture of ancient lives.

  • MIL-Evening Report: More women are using medical cannabis – but new research shows barriers push some into illegal markets

    The number of women using medicinal cannabis is growing in New Zealand and overseas. They use cannabis treatment for general conditions such as pain, anxiety, inflammation and nausea, as well as gynaecological conditions, including endometriosis, pelvic floor conditions, and menopause.

    However, their experiences with medicinal cannabis remain under-explored in research and overlooked in policy and regulation. As our work shows, they face several gender-specific barriers to accessing medicinal cannabis. Some of these hurdles lead women to seeking cannabis from illegal markets.

    New Zealand introduced the medicinal cannabis scheme five years ago to enable access to legal, safe and quality-controlled cannabis products for any condition a doctor would deem suitable for a prescription.

    A recent analysis found the number of medicinal cannabis products dispensed has increased more than 14-fold since 2020, with more than 160,000 prescriptions administered during 2023/2024.

    In the first two years of the scheme, women were the primary recipients of medicinal cannabis prescriptions. Between 2022 and 2023, the number of prescriptions issued to female patients doubled to 47,633.

    Our findings from a large-scale national survey show that although women perceive physicians as supportive of prescribing medicinal cannabis, they were less likely to have prescriptions than men. This is similar to findings from Australia.

    Potential reasons include the cost of visiting health professionals, unpaid care-giving duties, lower workforce participation and a pay disparity – all creating barriers to accessing health services.

    Women were also more likely not to disclose their medicinal cannabis use to others, citing it would be less accepted by society because of their gender.

    Gendered risks in illegal cannabis markets

    Our latest study aligned with Australia in finding that women often seek cannabis from illegal sources because of perceived lower prices. Many could not financially sustain accessing legal prescriptions because medicinal cannabis is not funded by New Zealand’s drug-buying agency Pharmac.

    Study participants discussed the health risks of accessing illegal cannabis such as consuming products without knowing how strong they are or whether they have been contaminated with harmful substances.

    They also characterised illegal cannabis markets as unsafe and intimidating for women, with little legal protection and the presence of predatory male sellers. Some even described gender-specific experiences of physical assault, intimidation and sexual harassment, particularly when cannabis buying occurred in drug houses or locations controlled by the seller.

    Women accessing medicinal cannabis in illegal markets increasingly relied on female suppliers, viewing them as safer and more reliable. Some also helped connect others to these suppliers and used social media to warn other women of unsafe male suppliers. This created informal women-led support networks for access.

    Accessing legal prescriptions

    One of our recent studies found many women begin their journeys with medicinal cannabis online via social media, often leading them to cannabis clinics with a strong digital presence. Women are now a growing demographic for specialised medicinal cannabis clinics in New Zealand and in other countries.

    Cannabis clinics have a reputation among medicinal cannabis consumers for being more knowledgeable and positive about treatments than general practitioners and other health providers. Women have been encouraged by positive online testimonies from other women using cannabis treatments for gynaecological and other conditions.

    Female medicinal cannabis patients also described the financial burden of accessing a prescription, including consultation fees and the costs of products as barriers to access.

    Their relationships with their GPs strongly influenced their decision to seek a prescription. Those with prior experiences of having their pain underestimated or misdiagnosed in mainstream care were more likely to source legal medicinal cannabis from cannabis clinics.

    Policy and practice

    The current scientific evidence for using medicinal cannabis for gynaecological conditions is still emerging. Clinical trials are under way in Australia to evaluate cannabis treatment for endometriosis and period pain.

    Women’s reliance on online sources and personal recommendations to learn about medicinal cannabis highlights a gap in public awareness and government education about the legal prescription scheme. Hesitance to discuss and recommend cannabis treatment among GPs also persists as a barrier to access.

    Online peer networks on social media platforms are promoting women’s agency and informing their decision making around medicinal cannabis, but also raise the risks of misinformation.

    Although marketing of medicinal cannabis to women may improve their engagement with the prescription scheme, it may also put them in a vulnerable position where they are encouraged to pursue expensive treatment options which may not be effective.

    The collective findings from our studies indicate complex financial, social and systemic factors affecting safe and equitable access to medicinal cannabis for women. To improve women’s engagement with New Zealand’s medicinal cannabis scheme, we suggest GPs should have informed and non-stigmatising discussions with female patients to explore when medicinal cannabis might be an appropriate treatment option.

    Better access to good official consumer information about medicinal cannabis and greater investment in clinical trials for gynaecological conditions would also improve and support women’s decision making about their health.
