    With the death of Victor Perahia, President of the Union of Auschwitz Deportees, France has lost a transmitter of memory, one of the faces of the remembrance of the Shoah for the Nation.

    Born on April 4, 1933, Victor Perahia was born into a family of street vendors. From his childhood, and then during the Occupation, the child of a father of Turkish origin and a French mother was confronted with the anti-Semitism of his classmates. On July 15, 1942, in Saint-Nazaire, Victor and his parents were arrested by the SS, then taken to Angers. From there, his father was deported to Auschwitz; Victor Perahia and his mother to Drancy. In the camp, overcrowded by the simultaneous arrival of prisoners from the Vél’ d’Hiv roundup of July 16, they survived hunger, violence and cold, and avoided deportation thanks to his mother’s cunning. The latter in fact claimed to be a prisoner of war’s wife and demonstrated this by tirelessly reciting the story of a life that was not hers. On May 20, 1944, they were deported to the Bergen-Belsen concentration and labor camp where, for a year, Victor Perahia accompanied his mother in the tragedy, with a life force that made him certain he would survive. On April 22, 1945, this time, bloodless, suffering from typhus, Victor Perahia felt his strength leave him: “Victor, if you love me, don’t die,” his mother told him. The next day, the camp was liberated by the Russian army. Orphaned by his father Robert and in mourning for his maternal grandfather, who died at Auschwitz, still ill, the young survivor spent two years in a sanatorium.

    Victor Perahia rebuilt his life after the war by resuming his studies, starting a family with his wife Rosette, leaving this “stolen childhood” to silence and oblivion for decades, according to the book he would finally publish in 2015. This book, the fruit of six years of writing, was the first milestone in a work of memory and transmission that Victor Perahia continued, by testifying for the younger generations in the schools of Paris or at the Shoah memorial. With his humanity, his uncompromising words, his lively knowledge of the Drancy camp, he transmitted his experience of deportation. In Drancy, he recounted, at the sight of the buildings, cars, buses seen through the barbed wire, he asked himself “but why am I behind barbed wire, guarded by police, while these people far away can go home”. This childish question, this universal cry of conscience, this intransigence in the face of racism and anti-Semitism still haunted him and guided his strength to awaken minds. As a lesson or testament for future generations, he considered “human cruelty” to be limitless, and the duty to fight against “all forms of intolerance and all attacks on basic human rights” to be imprescriptible.

    The President of the Republic and his wife bow before a life guided by the will to never cease believing in humanity, in the hope of justice and freedom. They address to his family, to his loved ones, to the women and men who, like him, bear the memory of the Shoah, their heartfelt condolences.

    Bill C-49, An Act to amend the Canada–Newfoundland and Labrador Atlantic Accord Implementation Act and the Canada–Nova Scotia Offshore Petroleum Resources Accord Implementation Act, received Royal Assent today.     The slight increase in unemployment in September can only be partially explained by seasonal effects in the hotel and catering sector (48 people). The cyclical effects were very marked: in the MEM industry (machinery, electrical equipment and metallurgy, including watchmaking), the increase in unemployment was higher (60 people) than the multi-year average, as in previous months. The number of unemployed also shows an increase higher than the multi-year average in the specialized, scientific and technical activities sector (33 people).

    After a below-average increase over the last two months, unemployment fell among 15-24 year-olds in September (-44, to 1,181 people).

    In other sectors, it remained stable or decreased. Seasonally adjusted, unemployment stands at 1.9% (see explanations in the box).

    Unemployment increased slightly in six out of ten administrative districts. It remained unchanged or decreased slightly in the other four. The rate ranged from 0.7% (Interlaken – Oberhasli) to 3.8% (Biel/Bienne). It was 3.6% in the Bernese Jura.

    At the end of September, there were 2,504 more unemployed people in the canton of Bern than at the same time last year.

In September 2024, the number of unemployed people increased by 1,891 (1.7%) compared to the previous month to 113,245. Compared to the same month of the previous year, unemployment increased by 22,419 people (24.7%). In September 2024, the unemployment rate increased by 0.1 percentage points compared to the previous month to 2.5%.

    UnemploymentIn September 2024, the seasonally adjusted number of unemployed persons increased by 2,492 (2.1%) compared to the previous month, to reach 119,310. In September 2024, the seasonally adjusted unemployment rate increased by 0.1 percentage points compared to the previous month, to reach 2.6%.Between August 2024 and September 2024, the number of young unemployed persons (aged 15 to 24) increased by 52 persons (0.4%) to reach 11,957. Compared to the same month of the previous year, this corresponds to an increase of 2,178 persons (22.3%). The youth unemployment rate remained at 2.7% in September 2024. In September 2024, the number of unemployed older people (aged 50-64) was 459 or 1.5% higher than in the previous month (30,798). Compared to the same month of the previous year, it increased by 5,442 people (21.5%). In September 2024, the unemployment rate for seniors was 2.2%, the same percentage as in the previous month.

    Job seekersIn September 2024, 184,373 job seekers were registered, which is 4,137 more than the previous month (2.3%). Compared to the same month of the previous year, this number increased by 30,838 people (20.1%). In September 2024, the job seeker rate increased by 0.1 percentage points compared to the previous month, to 4.0%.In September 2024, the seasonally adjusted number of job seekers increased by 3,707 (2.0%) compared to the previous month to 192,739. In September 2024, the seasonally adjusted job seeker rate increased by 0.1 percentage points compared to the previous month, to 4.2%.

    Arrivals at the end of rightsAccording to data from the end of September 2024, the number of people who exhausted their rights to unemployment benefits during the month of July 20241 amounted to 2,454. This represents 172 more people (7.5%) than in June 2024.

    VacanciesIn September 2024, 38,320 vacancies were announced to the ORPs, 2,074 more than in the previous month (5.7%). 18,693 (48.8%) positions are subject to the obligation to announce vacancies. There were 8,871 fewer vacancies (-18.8%) than in the same period of the previous year.In September 2024, the number of vacancies adjusted for seasonal variations increased by 565 (1.6%) compared to the previous month, reaching 36,240.

    Short-time workingAccording to data from the end of September 2024, short-time working affected 2,566 people in July 20241, which is 3,699 fewer (-59.0%) than in June 2024. The number of companies affected decreased by 121 (-37.9%) compared to June 2024, to 198.1 For reasons of payment practice, the unemployment funds’ data on the number of arrivals at the end of their rights/cases of short-time working counted are published with a two-month delay. These figures may still change subsequently.

    In the Canton of Graubünden, 986 people were registered as unemployed in September, which corresponds to an unemployment rate of 0.9 percent. Compared to the previous month, with 882 unemployed, the number of unemployed rose by 104 units. In addition, 796 non-unemployed people were registered as looking for a job.

    Non-unemployed persons seeking employment include those participating in professional development or employment measures, or those who perform jobs with an intermediate income, as well as those who use only the placement services of the regional employment offices (URC).

    Adding the number of unemployed and non-unemployed people looking for a job gives the number of people looking for a job. In September, 1782 people were registered looking for a job. Compared to the previous month, this number increased by 195 units.

    ​In September 2024, an increase in the number of job seekers (63) and unemployed (85) is noted and these numbers stand at 5,322 and 3,487 people respectively.

    The unemployment rate in Neuchâtel increased by 0.1 pt compared to the previous month to reach 3.9%. It is up for the third consecutive month but the increase is more moderate this month (it was 0.2 pt the previous month and 0.3 pt in July). An increase of 0.1 pt is also observed at the national level and at the French-speaking level with rates reaching 2.5% and 3.6% respectively.

    In terms of entry dynamics, the number of registrations in an ORP in the canton amounts to 693 people in September compared to 688 in August. As for exit dynamics, the number of people who left the ORP amounts to 628, or 41 fewer than the previous month.

    Concerning the monthly variations in the number of unemployed in the canton, the evolution is contrasted. Indeed, an increase is observed among young people under 25 (45) and mainly concerns young people reaching the end of vocational training. People aged 25 to 49 (45) also see their numbers increase. On the contrary, a slight decrease is observed for those over 50 (-5). Thus, the unemployment rate for young people (under 25) increases by 0.5 pt to reach 4.9% and the unemployment rate for seniors remains stable at 3.3%.

    As for the economic sectors, an increase in the number of unemployed is noted for the other manufacturing activities sector (20) and watchmaking (15). No significant decrease is noted in September.

    Vientiane (Agenzia Fides) – Reactivating dialogue to aim for a solution to the political crisis in Myanmar and a realistic peace: this is the objective of the international conference that Laos, current president of the “Association of Southeast Asian Nations” (ASEAN) – of which Myanmar is a member – has proposed to organize and host. This is a step to address the crisis and civil conflict that is upsetting Myanmar after the military coup of 2021, which is also having effects on neighboring nations, on a social and economic level but also for the flow of refugees. The conference would be organized by the ASEAN “troika”, composed of Indonesia, Laos and Malaysia, established in September 2023 to continue diplomatic efforts. The announcement was made by Lao Foreign Minister Saleumxay Kommasith at the ASEAN Foreign Ministers’ Meeting in Vientiane on October 3, without specifying the date when the conference would be held. In the aftermath of the coup in 2021, ASEAN leaders issued a “five-point plan” on the situation in Myanmar, calling for: an immediate end to violence; the initiation of constructive dialogue to seek a peaceful solution; the appointment and hosting of an ASEAN special envoy to facilitate the mediation of the dialogue process; the possibility for ASEAN to provide humanitarian assistance; and frequent visits by the ASEAN special invitee to Myanmar to meet with all relevant parties. Some ASEAN member states have not recognised the military government in Myanmar, and Myanmar’s prime minister and foreign minister have been barred from ASEAN summits and ASEAN foreign ministers’ meetings since 2022. “There is no progress in implementing the ASEAN five-point plan. Therefore, Myanmar’s participation in ASEAN foreign ministers’ meetings and summits remains at a non-political level,” said Indonesian Foreign Minister Retno Marsudi. Marsudi said both the military and the resistance forces have refused to participate in the dialogue, a key plank of ASEAN’s proposal: The exiled “National Unity Government” (NUG), formed by a group of lawmakers ousted in the coup, has said it will engage in dialogue with the military only if it stops all violence, releases all political prisoners and agrees to form a federal democratic union. The ruling military junta said on August 22 that it will only consider dialogue if the People’s Defense Force (PDF) – the resistance militias formed after the coup – renounce violence and attacks against the military. After the stalemate lasted for about two years, without any significant progress, in early 2024 – when Laos took over the rotating presidency of ASEAN – the Burmese junta began sending a non-political representative to attend the organization’s summits. Now, with the proposal of the international conference, something is moving again on the level of regional diplomacy. Particular commitment is recorded by the Indonesian Foreign Ministry, which is organizing informal sessions of talks on the civil war in Myanmar in Jakarta, involving representatives of Indonesia, ASEAN, the European Union and the United Nations. Furthermore, after the resistant forces of the “Brotherhood Alliance” took control of the Burmese region bordering China, Beijing – interested in trade and stability in the area – has also become more involved, mediating a ceasefire between the Alliance and the Burmese military government, hoping for “maximum moderation”.     On July 18, 2024, the Minister of Finance signed an ordinance on the procedure for reporting internal violations of the law and taking follow-up actions in the Ministry of Finance. The new regulation extends the subject matter of reports and introduces the possibility of anonymous reporting of irregularities. The aim of the solution is to implement the obligation resulting from the Act of 14 June 2024 on the protection of whistleblowers. The new internal reporting procedure introduces effective protection mechanisms for persons who, as part of their professional duties, encounter violations of the law and decide to disclose them. The regulation specifies in particular: persons within the organizational structure of the Ministry of Finance, authorized by the Minister of Finance to receive internal reports, methods of submitting internal reports by a whistleblower, persons within the organizational structure of the Ministry, authorized to take follow-up actions, including: verification of the internal report and further communication with the whistleblower, including requesting additional information and es decir, feedback to the whistleblower, the obligation to confirm the receipt of the internal report to the whistleblower, the obligation to take follow-up actions, with due diligence, the maximum deadline for providing feedback to the whistleblower, the method of handling accepted internal reports, principles of protection against retaliatory actions, principles of personal data protection in matters concerning internal reports, the organizational unit keeping the register of internal reports, reporting and monitoring internal reports. The provisions of the discussed legal act additionally cover issues related to the policy of counteracting irregularities, managing the risk of conflict of interest, accepting and giving gifts, as well as the ingoa policy. In addition, all persons with knowledge of potential irregularities can report them anonymously, which ensures full confidentiality and protection against possible consequences of reporting. A commando of armed men attacked a contingent of Togolese soldiers charged with monitoring the border and protecting the workers of a local company charged with building a protective barrier to prevent the infiltration of armed groups present in Burkina Faso. The commando managed to overcome the barriers already built and attacked the patrols of the Togolese soldiers. They then attacked the hut where the workers were resting and destroyed some of the contractor’s equipment. There were 19 victims on the ground: 9 soldiers and 10 civilians. The injured are at least 8 civilians and 4 soldiers. The army intervened by sending reinforcements and armed helicopters. According to testimonies collected, the attackers included women and children. The attack has not been claimed but occurred about 4 km east of the one on 20 July this year in Kpenkankandi, which cost the lives of at least twenty-one Togolese soldiers, which had been claimed by JNIM (Jama’at Nusrat al-Islam wa al-Muslimin “Group for the Support of Islam and Muslims”), which had posted on its social media some footage of the attack taken by its own drone. JNIM, affiliated with Al Qaeda, which operates in the Sahel belt between Mali, Niger and Burkina Faso, is trying to expand its activities towards the West African states bordering the Atlantic Ocean, such as Togo. In the region bordering Burkina Faso, a state of emergency has been declared since 2022 to deal with armed incursions from the neighbouring state. The border areas of Togo and Burkina Faso and the latter with Benin have long been crossed by tensions linked to the presence of jihadist and criminal groups engaged in illicit trafficking (see Fides 6/10/2023).     The police have been informed and the establishment is investigating.

    The Correctional Service of Canada (CSC) has a number of tools to prevent the introduction of drugs into its institutions. These tools include ion scanners and drug-detector dogs to search buildings, personal property, inmates and visitors.

    CSC is strengthening measures to prevent contraband from entering its institutions to ensure a safe and secure environment for all. CSC is also working in partnership with police forces to take action against individuals who attempt to bring contraband into correctional institutions.

    CSC has also established a telephone information line for all federal institutions to provide additional information on activities related to the security of CSC institutions. This may include activities related to drug use or trafficking that could threaten the safety of visitors, inmates or people working in CSC institutions.

    Today, Minister Randy Boissonnault, Curtis Eck, Vice President, Engineering, FortisAlberta, and Josipa Petrunic, President and CEO of the Canadian Urban Transit Research and Innovation Consortium (CUTRIC), announced a combined investment of $550,092 for the Alberta Municipal Constellation Project.

    The Alberta Municipal Constellation Project is a comprehensive study to guide the acquisition and deployment of zero-emission buses for nine transit agencies – Airdrie, Banff/Bow Valley, Fort Saskatchewan, Hinton, Leduc, Rocky View, Spruce Grove, Strathcona County and Whitecourt – in Alberta by assessing the economic, technical and environmental considerations associated with this transition. The study, led by CUTRIC and FortisAlberta, is being conducted in collaboration with local municipalities and the Ontario Society of Professional Engineers (OSPE). The project will guide local transit agencies in planning for the integration of zero-emission buses in the years ahead and provide a regional energy needs modelling study to ensure that needs can be met. Once the project is complete, the results will be shared with all participating communities, helping to spread the benefits of this important project.

    The Government of Canada is providing a contribution of $440,074 to this project through the Zero Emission Public Transit Fund (ZETF). FortisAlberta is contributing $110,018.

    The nine Alberta communities included in this study are: Airdrie, Banff/Bow Valley, Fort Saskatchewan, Hinton, Leduc, Rocky View, Spruce Grove, Strathcona County and Whitecourt. The study will help these communities plan their transition to zero-emission buses.

    The FTCZE helps communities transition to zero-emission school and transit buses to reduce greenhouse gas emissions and contribute to Canada’s net-zero emissions targets. By electrifying their bus fleets, communities are working to ensure our children benefit from a cleaner environment, while supporting Canada’s manufacturing sector.

    This Fund is closely coordinated with the Zero-Emission Bus Initiative, under which the BIC has committed to investing more than $1.5 billion to support the acquisition of zero-emission buses.

    The Government of Canada is investing billions of dollars to provide predictable federal funding for public transit. This funding will be available starting in 2026–27 to support solutions for reliable, fast, affordable and clean public transit. The CZETF complements Canada’s Strengthened Climate Plan: A Healthy Environment and a Healthy Economy. As part of this plan, the federal government is committing to providing permanent federal funding for public transit to ensure every community has clean and affordable transportation options.

    Under an agreement with CRITUC, the Government of Canada is investing $10 million over five years through the FTCZE to help transit bus operators conduct planning work and improve their readiness for a transition to zero-emission bus fleets.

    CRITUC’s mission is to support the commercialization of technologies through industry-led research, development, demonstration and integration projects that bring innovative design to Canada’s low-carbon smart mobility ecosystem.

    Announced by Minister Randy Boissonnault and Elizabeth Métis Settlement President Kathy Lepine, this project will improve the settlement’s main community centre, where people come together for cultural, recreational and local activities throughout the year.

    Improvements are underway to the Community Hall, which will reduce greenhouse gas emissions and maintenance costs through boiler replacements, smart thermostats, low-flow fixtures, and LED and solar-powered lighting. The Community Hall at Elizabeth Métis Settlement is located in the centre of the community and is widely used by local residents as a gathering place for social activities and celebrations. The South Fish Creek complex has served the needs of Calgarians for over twenty years.     Today, Canada met with 67 other members at the 4th annual Initiative to Combat Ransomware Summit in Washington DC to enhance international cooperation in this area.

    The 68 members of the international Initiative to Combat Ransomware (ILR)—Albania, Argentina, Australia, Austria, Bahrain, Belgium, Brazil, Bulgaria, Cameroon, Canada, Chad, Colombia, Costa Rica, Council of Europe, Croatia, Czech Republic, Denmark, Dominican Republic, ECOWAS, Egypt, Estonia, European Union, Finland, France, Germany, Greece, Global Cyber Expertise Forum, Hungary, India, INTERPOL, Ireland, Israel, Italy, Japan, Jordan, Kenya, Lithuania, Mexico, Morocco, Netherlands, New Zealand, Nigeria, Norway, Organization of American States, Papua New Guinea, Philippines, Poland, Portugal, Republic of Korea, Republic of Moldova, Romania, Rwanda, Sierra Leone, Singapore, Slovakia, Slovenia, South Africa, Spain, Sri Lanka, Sweden, Switzerland, Ukraine, United Arab Emirates, United Kingdom, United States, Uruguay, Vanuatu, and Vietnam—met in Washington, DC from September 30 to October 3 2024 for the fourth ILR gathering. Members who participated in previous editions welcomed Argentina, Bahrain, Cameroon, Chad, the Council of Europe, Denmark, the Economic Community of West African States (ECOWAS), Finland, the Global Forum on Cyber Expertise, Hungary, Morocco, the Organization of American States, the Philippines, the Republic of Moldova, Slovenia, Sri Lanka, Vanuatu and Vietnam as new ILR members.

    During the fourth ILR gathering, members reaffirmed their shared commitment to building collective resilience against ransomware, supporting members if they encounter a ransomware attack, pursuing actors responsible for ransomware attacks and not allowing these actors to operate in their jurisdictions, combating the use of virtual assets as part of the ransomware business model, working with the private sector to advise and support ILR members, and forging international partnerships so that we are collectively better equipped to combat the ransomware scourge.

    Over the past year, this coalition has grown and continues to build on commitments made at the third ILR gathering in 2023. The United States launched a new ILR Member Fund to strengthen members’ cybersecurity capabilities through rapid assistance following a cyberattack as well as targeted support to improve cybersecurity response skills, policies, and procedures.

    Under the Strategic Pillar, led by Singapore and the UK, efforts have been underway to strengthen resilience against ransomware attacks and leverage the ecosystem to disrupt the criminal ransomware industry. These efforts aim to strengthen the operating model that underpins the ransomware ecosystem by focusing work on secure software and labelling, methods to prevent the use of virtual assets as part of the ransomware operating model, policies to reduce ransom payments, increased and improved reporting, cyber insurance, and a playbook to guide businesses on how to prepare for, respond to, and recover from a ransomware attack. It is worth noting that ILR members and insurance bodies have endorsed guidelines to assist organisations that have been hit by a ransomware attack. The guidelines highlight the important role that cyber insurance can play in building resilience to cyberattacks and highlight actions that organizations should consider during an incident. In addition, pillar leaders hosted a tabletop exercise to help members identify gaps in their processes, learn best practices, and develop effective responses to ransomware attacks against the healthcare sector.

    Under the Diplomacy and Capacity Building pillar, led by Germany and Nigeria, ILR partnerships were expanded with the addition of 18 new members to the coalition and members’ capacity building assets and needs were established. To foster collaboration, build new partnerships, and recruit new members to the Initiative, ILR members hosted regional events throughout the year.

    Led by Australia and Lithuania, the Ransomware Working Group (RWWG) has focused its efforts on building resilience against malicious cyberattacks through international cooperation. As co-chairs of the RWWG, Lithuania and Australia developed governance principles for intelligence sharing and improved members’ integration into intelligence sharing platforms led by Lithuania and Belgium, as well as Israel and the United Arab Emirates. These platforms will enable members to easily share threat intelligence and indicators of compromise. As part of a project led by INTERPOL and Australia, a comparative report was produced to analyse ransomware responses and remediation across ILR member jurisdictions. Australia launched an ILR website and portal to facilitate the exchange of information and best practices, foster collaboration, and provide a mechanism for the ILR community to request assistance when members are victims of a ransomware attack. The LRWG Co-Chairs called on members to behave responsibly in cyberspace by encouraging them to hold malicious actors accountable and deny them safe haven using all cyber diplomacy and law enforcement tools at their disposal.

    Canada has established a new public-private sector advisory council to advise and support ILR members in the fight against ransomware. This advisory council will promote effective information sharing, build trust through clear expectations and people-to-people collaboration, and develop best practices to overcome practical barriers.

    ILR also hosted a first-ever event exploring the use of artificial intelligence (AI) to combat ransomware attacks. Topics discussed included using AI to track threat actor usage and software security, scenario planning for ransomware attacks on the healthcare industry, and tools like digital watermarking to counter disinformation.

    Through the annual ILR gathering, hard work, and regional meetings that take place between gatherings, we are committed to working together at the strategic and operational levels to combat ransomware threats and hold the perpetrators of these malicious attacks accountable. The ILR continues to advocate for responsible behavior in cyberspace and encourage members to report malicious acts. We remain committed to using all appropriate tools to achieve these goals and jointly commit to the following actions in support of this mission.

    As the frequency and severity of wildfires increase in Canada – to the detriment of our health, economy, living environments and wildlife – the governments of Canada and Nova Scotia are supporting their citizens whose lives and livelihoods are threatened by wildfires.

    The Minister of Energy and Natural Resources, the Honourable Jonathan Wilkinson, and the Minister of Natural Resources and Renewable Energy for Nova Scotia, the Honourable Tory Rushton, today announced a joint investment of nearly $30 million over five years through two Government of Canada initiatives: the Equipment Fund for the Fighting and Managing Wildfires in a Changing Climate Program (CGFFCC) and the Resilient Communities through FireSmart program.

    A joint investment of $25.6 million from the CGFFCC Equipment Fund will support Nova Scotia in its efforts to purchase wildfire equipment, including helicopters, fire trucks, communications vehicles, incident command trailers, weather stations, technology upgrades and personal protective equipment. By supporting the acquisition and upgrade of specialized wildfire equipment, as well as the recruitment and training of personnel to meet peak needs, this investment will improve Nova Scotia’s response capacity. It will also strengthen community and firefighter safety and the ability to share resources across Canada.

    The investment builds on last year’s $169,292 contribution to the Canadian Interagency Forest Fire Centre (CIFFC) to train firefighters to fight wildfires in several Mi’kmaq communities in Nova Scotia. The contribution came from the CGFFCC Program Training Fund Natural Resources Canada (NRCan), which prioritizes support for Indigenous communities and organizations in training firefighters and provides NRCan with a better understanding of the needs and barriers in this area. Staff from CIFFC and the Nova Scotia Department of Natural Resources and Renewable Energy provided this training to 21 Mi’kmaq firefighters in 2023.

    Through the Building Resilient Communities through FireSmart program, Nova Scotia and NRCan will invest up to $3.9 million over five years to support fire preparedness, risk reduction and the expansion of FireSmart principles and practices in Nova Scotia. With this funding, Nova Scotia will provide education and awareness related to wildfire prevention and mitigation at the community level. The funding will be used to build capacity to better assess fire risk and develop tools to support prevention and mitigation. This initial investment is part of a series of joint investments to help provinces and territories advance FireSmart principles and practices to prevent and mitigate wildfire impacts.

    While strengthening our ability to fight wildfires when they occur is critical, we also need to make proactive investments to reduce risks in the first place. The federal government has invested on both fronts by helping fire departments across the country better prepare for and respond to wildfires and by implementing community-based measures to prevent wildfires and reduce their impacts.

    The governments of Canada and Nova Scotia have the health and safety of Canadians as their top priority. Working with provinces, territories, Indigenous communities and international allies, the federal government continues to support and lead the fight against wildfires to keep our communities safe by protecting the lives, health, livelihoods and homes of our citizens from coast to coast to coast.

    The next day of the Polish delegation’s visit to the Republic of Korea brought the conclusion of an important contract from the point of view of the Polish Armed Forces and the Polish defense industry, as well as the development of national technical thought and the Polish economy. The production of 239 mm CGR-080 missiles will be carried out on the territory of Poland. The companies WB Electronics SA and Hanwha Aerospace Co. Ltd. are responsible for the implementation of the agreement signed today. It is planned that both entities will establish production potential for the production of ammunition for the currently acquired HOMAR-K multi-rotor missiles on the territory of our country. During the implementation of the contract, it is planned to build a factory whose target production capacity of ammunition will reach a level of several thousand CGR-080 missiles per year. The signed agreement provides for the transfer of technology for the production of guided missiles, equipment of the technological line, as well as the transfer of a license for the production of missiles. The developed approach of the Polish-Korean industry is another step towards achieving autonomy in the production of missiles and the possibility of deterring potential aggressors. Further development of international cooperation allows for broader thinking about the development of the Polish industry, economy, and thus our national defense potential.

    The selection was made from a list of three candidates, which also included Dr. Hab. Małgorzata Wąsek-Wiaderek and Dr. Hab. Adam Wiśniewski. This ended the impasse in the procedure for selecting a Polish judge of the European Court of Human Rights conducted since 2020. The term of office of the current judge, Prof. Dr. Hab. Krzysztof Wojtyczek, formally ended on 31 October 2021, but in accordance with the provisions of the Convention, it was extended until the new judge takes up the position – which will probably happen within months of her election. Until now, the office of judge of the Strasbourg Court has been held by Prof. Dr. Hab. Jerzy Makarczyk (1992 – 2002), Prof. Dr. Hab. Lech Garlicki (2002 – 2012) and Prof. Dr. Hab. Krzysztof Wojtyczek (dated 2012 to the present). Moreover, attorney Marek Antoni Nowicki (1993-1999) served on behalf of Poland on the European Commission of Human Rights.

    The Head of State chaired a National Defense and Security Council on the situation in Lebanon and recent developments in the Middle East crisis, on Tuesday, October 1, 2024, at the Elysée Palace, in the presence of the Prime Minister, the Minister of the Interior, the Minister for Europe and Foreign Affairs and the Minister of the Armed Forces.

    Faced with the dangerous escalation of tensions in the Middle East, the President of the Republic reaffirmed France’s commitment to peace and security for all in the region. In this regard, he condemned in the strongest possible terms Iran’s new attacks against Israel. Committed to Israel’s security, France today mobilized its military resources in the Middle East to counter the Iranian threat. The Head of State also reiterated France’s demand that Hezbollah cease its terrorist actions against Israel and its population.

    The President of the Republic also expressed France’s willingness to act for Lebanon. He called for Israel to end its military operations as soon as possible. He considered that too many civilians are already victims. He hoped that Lebanon’s sovereignty and territorial integrity would be restored in strict compliance with United Nations Security Council Resolution 1701. In this regard, he reaffirmed France’s commitment to UNIFIL. He noted that it is also up to the Lebanese to come together at this critical moment. France will stand alongside all those who act in this direction and will very soon organize a conference in support of the Lebanese people and their institutions.

    The President of the Republic reiterated his determination to obtain a long-term settlement that ensures the security of the populations on both sides of the Blue Line. The displaced must be able to return home in complete safety, in Israel as well as in Lebanon. The United Nations Security Council must be notified and be able to express its views on the current situation.

    The President of the Republic has instructed the Minister for Europe and Foreign Affairs to travel to the Middle East again. There he will consult with all those who have a role to play in initiating de-escalation and finding lasting solutions to the current crisis in all its aspects, particularly the situation in Lebanon and Gaza.

    Attentive to the security and protection of our compatriots in Lebanon and the Middle East, the Head of State requested that all necessary measures be taken to assist them and, if necessary, help them. He also requested that the greatest vigilance be observed and that adequate measures be taken to prevent the possible repercussions of these latest developments in the Middle East on the national territory and ensure the security of everyone.

    The President of the Republic concluded that it was necessary for all actors involved in the crisis in the Middle East to exercise the greatest restraint.
