    SUMMARY…Thunderstorms will rapidly intensify this afternoon.
    Supercells capable of very large hail and damaging winds will be a

    Moscow, May 17 /Xinhua/ — Russian Foreign Minister Sergei Lavrov and US Secretary of State Marco Rubio discussed the results of the talks in Istanbul in a telephone conversation on Saturday, according to a statement on the Russian Foreign Ministry’s website.

    “On May 17, at the initiative of the American side, a telephone conversation took place between the Minister of Foreign Affairs of the Russian Federation S. V. Lavrov and the US Secretary of State M. Rubio,” the diplomatic department reported. “The heads of the foreign policy departments exchanged opinions on the results of the Russian-Ukrainian negotiations held the day before in Istanbul.”

    As indicated on Smolenskaya Square, M. Rubio “welcomed the agreements on the exchange of prisoners of war and on the preparation by each side of its vision of the conditions necessary for reaching a truce, and emphasized Washington’s readiness to continue to facilitate the search for a settlement.”

    S. Lavrov, in turn, “noted the positive role of the United States, which contributed to Kyiv ultimately accepting the proposal of Russian President V.V. Putin to resume the Istanbul negotiations,” and also confirmed Moscow’s readiness to continue working together with American colleagues in this context.

    “During the conversation, some other international and regional issues were also touched upon. The interlocutors exchanged opinions on the continuation of Russian-American contacts,” the Russian Foreign Ministry concluded.

    The talks between representatives of Russia and Ukraine that took place on Friday lasted almost two hours. Russian presidential aide Vladimir Medinsky, who heads the Russian delegation, announced a large-scale prisoner exchange — 1,000 for 1,000 — with Ukraine. According to him, the parties agreed to present their vision of a possible future ceasefire. During the talks, the Ukrainian side requested a meeting of the heads of state, and Russia took this into account. V. Medinsky also stated Russia’s readiness to continue negotiations with Ukraine. –0–

    NANNING, May 17 (Xinhua) — Three people were killed and one was missing after flash floods triggered by heavy rains in south China’s Guangxi Zhuang Autonomous Region, local authorities said Saturday.

    Heavy rains hit Longlin County on Friday and Saturday, causing flash flooding in Yancha Township, leaving four people missing after the temporary shelter they were using on a hillside was washed away.

    Local emergency services, public safety, fire and medical services immediately launched a search and rescue operation after receiving a report of the incident on Saturday. The three missing people were later found in a ravine near a mountain stream, all of them deceased.

    SUMMARY…Storms will increase in coverage and intensity through the
    day, with areas of hail, wind, and a couple brief tornadoes
    possible.

    DISCUSSION…In the wake of the early day activity over northern NY,
    southerly winds continue to destabilize the area, well ahead of the
    cold front and upper trough moving in from the west. Visible imagery
    and radar indicate widespread boundary layer cumulus with a few
    storms beginning to form near the lake breezes and over other well
    heated terrain features.

    Cooling aloft overspreading the warming surface air mass will lead
    to steepening lapse rates and further destabilization. While not
    particularly strong, deep layer shear and veering winds with height
    will generally favor cellular development ahead of the cold front.
    These cells could produce hail, localized wind damage or even brief
    tornadoes as 0-3 km CAPE is maximized.

    As the primary cold front moves in later, additional activity over
    western NY and PA could pose more of a wind threat, sweeping in
    behind the leading daytime activity. The wind shift will be
    prominent, with over 30 kt westerly low-level flow.

  • MIL-OSI Russia: Hamas Resumes Indirect Talks with Israel: Hamas Official

    GAZA, May 17 (Xinhua) — Mediated talks between Hamas and Israel resumed in Qatar’s capital Doha on Saturday, senior Palestinian official Mahmoud Mardawi said.

    As M. Mardavi noted, the negotiations are being conducted with the mediation of Qatar and the United States in an attempt to achieve a ceasefire in the Gaza Strip and conclude an agreement on the exchange of hostages without preconditions.

    A source close to Hamas told Xinhua on condition of anonymity that the talks are based on a proposal presented by US Special Envoy for the Middle East Steven Witkoff, to which Hamas has made significant changes.

    The guarantees provided by the United States in the current round of Gaza ceasefire talks appear to be “more serious” and include clear commitments to implement the terms of any potential agreement, the source said.

    Meanwhile, Israeli Defense Minister Israel Katz on Saturday confirmed the resumption of talks with Hamas, saying the Palestinian movement’s return to the negotiating table marks a departure from the intransigent stance it has taken so far.

    According to I. Katz, Hamas changed its position after the launch of a new Israeli military operation, codenamed “Gideon’s Chariots,” which aims to expand the scale of hostilities in Gaza and achieve key military goals of the Jewish state, including the release of hostages and the elimination of Hamas.

    The Israeli military on Friday evening announced an escalation of operations in the Palestinian enclave, launching a series of airstrikes and deploying additional ground forces, saying the stepped-up offensive marks the start of Operation Gideon’s Chariots.

    The current proposal being discussed in Doha would see the release of some 10 or more hostages in exchange for a limited ceasefire, Israeli state radio Kan reported. Israel estimates the number of hostages still alive in Gaza at 20.

    Despite renewed efforts to achieve peace, Hamas has expressed doubts about continuing negotiations while Israel’s blockade of Gaza, imposed since March 2, remains in place. –0–

    Moscow, May 17 /Xinhua/ — For now, the talk is about fulfilling the agreements that were discussed during the meeting on Friday, Russian presidential press secretary Dmitry Peskov said at a briefing on Saturday, speaking about the next round of talks between Russia and Ukraine.

    “For now, we need to do what the delegations were able to agree on yesterday. This, of course, first of all, is to carry out a 1000 for 1000 exchange, and exchange those basic lists of conditions that were discussed yesterday, and that my colleague Vladimir Medinsky spoke about yesterday,” D.   • MIL-OSI Security: Second arrest in connection with arson attacks

    A second man has been arrested in connection with a series of arson attacks in north London.

    The 26-year-old was arrested around 13:45hrs on Saturday, 17 May at London Luton Airport on suspicion of conspiracy to commit arson with intent to endanger life.

    The arrest was made by counter terrorism officers from the Eastern Region Special Operations Unit. The man has been taken into police custody in London.

    The arrest relates to three incidents – a vehicle fire in NW5 on 8 May, a fire at the entrance of a property in N7 on 11 May and a fire at a residential address in NW5 in the early hours of 12 May.

    All have previous connections with a high-profile public figure, and therefore officers from the Met’s Counter Terrorism Command have led the investigation into the fires.

    Anyone with information that could assist the investigation should call police on 101 quoting CAD 441/12 May.

    A very good afternoon to all of you.
     
    I am pleased to be in Baghdad once again, this time for this Summit of the League of Arab States in a crucial moment for the region.
     
    The ground is moving under our feet in this region. 
     
    But the tectonic shifts are not a force of nature. 
     
    The problems of violence and volatility are the results of concrete choices of people. 
     
    And the solutions are also in the hands of decisionmakers.
     
    Solutions that, above all, are focused on making the most of the tremendous potential and opportunity throughout this region.
     
    We know the people of the Arab world demand and deserve a better future. 
     
    The people of Lebanon – where the ceasefire and territorial integrity must be respected and all commitments implemented. 
     
    The people of Syria – who need to see a path towards a political transition that is inclusive of all segments of the population – and a future of accountability, national healing, and further integration into the international community and economy with the lifting of sanctions.     
     
    The people of Yemen – who have been suffering from years of war and devastation and yearn for a peaceful future.
     
    And people in every corner of the Arab world who seek the same as those anywhere — a future of justice, dignity, human rights, security peace and hope.
     
    One issue is at the heart of the region’s unrealized hope:  the unresolved question of Palestine.
     
    A two-State solution — Israel and Palestine living side by side in peace and security, with Jerusalem as the capital of both States – is not just a vision.
     
    It is a necessity.
     
    That goal has never been more imperative – but unfortunately also never more distant. 
     
    A two-State future is disappearing before our eyes and we need to reverse this trend. 
     
    In Gaza, the situation for Palestinians is beyond description … beyond atrocious … and beyond inhumane.
     
    A policy of siege and starvation makes a mockery of international law.
     
    The blockade against humanitarian aid must end immediately.
     
    I say once again:  Nothing justifies the atrocious October 7 terror attacks by Hamas.
     
    But nothing justifies the collective punishment of the Palestinian people.
     
    We need a permanent ceasefire — the unconditional release of all hostages –the free flow of humanitarian aid – and irreversible action towards a two-State solution.
     
    The high-level conference in June, co-chaired by France and the Kingdom of Saudi Arabia, is an important opportunity we cannot lose. 
     
    This is a moment for moral clarity and concrete action.
     
    The choices ahead will shape the region for years to come. 
     
    We can and must rise to this moment with courage, unity, and vision.
    I am convinced that the Arab world has the strength, the wisdom, and the opportunity to lead the way toward peace, dignity, and a future worthy of all its people.

             وكذلك الشعوب في كل ربع من ربوع العالم العربي التي تنشد ما تنشده الشعوب في أي مكان آخر ألا وهو أن تعيش في مستقبل تتحقق فيه آمالها وتسود فيه العدالة والكرامة وحقوق الإنسان والسلام والأمن.

             على أن قضية واحدة تكمن في صلب أمل لم يتحقق في المنطقة – قضية فلسطين التي لم تجد طريقها إلى الحل بعد.

             إن تحقيق حل الدولتين – إسرائيل وفلسطين – تعيشان جنباً إلى جنب في سلام وأمن وتتخذان القدس عاصمة لهما بكلتيهما، ليس مجرد هدف نصبو إليه.

             وإنما هو ضرورة لا مفر منها.

             ولم يسبق أبدا أن كان بلوغ هذا الهدف أشد إلحاحا ولكن للأسف لم يكن أيضا أكثر بعدا.

             لقد صار مستقبل الدولتين يتلاشى أمام أعيننا ونحتاج إلى عكس هذا المسار.

             ففي غزة، لم تعد الكلمات كافية لوصف هول الوضع الذي يقاسيه الفلسطينيون هناك إذ تجاوزت الأحداث التي يتعرضون لها كل الحدود بشاعة وقسوة.

             إن فرض سياسة الحصار والتجويع هو استخفاف بالقانون الدولي.

             ولذلك، فمن الواجب أن يُرفع الحصار عن دخول المساعدات الإنسانية فورا.

             وأكرر هنا قولي ألا شيء يبرر الهجمات الإرهابية الفظيعة التي نفذتها حماس في 7 تشرين الأول/أكتوبر.

             لكن لا شيء يبرر العقاب الجماعي الذي يُمارَسُ على الشعب الفلسطيني.

             إننا بحاجة إلى وقف دائم لإطلاق النار – والإفراج غير المشروط عن جميع الرهائن – وحرية تدفق المساعدات الإنسانية – والعمل الذي لا رجعة فيه صوب تحقيق حل الدولتين.

             وسيكون المؤتمر رفيع المستوى المزمع عقده في حزيران/يونيه برئاسة مشتركة بين فرنسا والمملكة العربية السعودية فرصة مهمة في هذا الشأن لا يمكننا تفويتها.

             فهذه لحظة للتمسك الواضح بالمبادئ الأخلاقية واتخاذ إجراءات ملموسة.

             وستحدد الخيارات المتخذة شكل المنطقة لسنوات قادمة.

             بإمكاننا ومن واجبنا أن نرتقي إلى مستوى تلك اللحظة، متحلين بالشجاعة والوحدة والطموح.

  • MIL-Evening Report: ‘Cracks are opening up’ in Western complicity over Gaza genocide, says Minto

    About 2000 New Zealand protesters marched through the heart of Auckland city today chanting “no justice, no peace” and many other calls as they demanded an immediate ceasefire in Gaza and an end to the Israeli atrocities in its brutal war on the besieged Palestinian enclave.

    For more than 73 days, Israel has blocked all food, water, and medicine from entering Gaza, creating a man-made crisis with the Strip on the brink of a devastating famine.

    Israel’s attacks killed more than 150 and wounded 450 in a day in a new barrage of attacks that aid workers described as “Gaza is bleeding before our eyes”.

    in Auckland, several Palestinian and other speakers spoke of the anguish and distress of the global Gaza community in the face of Western indifference to the suffering in a rally before the march marking the 77th anniversary of the Nakba — the “Palestinian catastrophe”.

    “There are cracks opening up all around the world that haven’t been there for 77 years,” said Palestine Solidarity Network Aotearoa (PSNA) co-chair John Minto in an inspired speech to the protesters.

    “Right through the news media, journalists are up in arms against their editors and bosses all around the world.

    “We’ve got politicians in Britain speaking out for the first time. Some conservative politician got standing up the other day saying, ‘I supported Israel right or wrong for 20 years, and I was wrong.’

    ‘The world is coming right’
    “Yet a lot of the world has been wrong for 77 years, but the world is coming right. We are on the right side of history, give us a big round of applause.”

    Minto was highly critical of the public broadcasters, Television New Zealand and Radio New Zealand, saying they relied too heavily on a narrow range of Western sources whose credibility had been challenged and eroded over the past 19 months.

    He also condemned their “proximity” news value, blaming it for news editors’ lapse of judgment on news values because Israelis “spoke English”.

    Minto told the crowd that that they should be monitoring Al Jazeera for a more balanced and nuanced coverage of the war on Palestine.

    His comments echoed a similar theme of a speech at the Fickling Centre in Three Kings on Thursday night and protesters followed up by picketing the NZ Voyager Media Awards last night with a light show of killed Gazan journalists beamed on the hotel venue.

    About 230 Gazan journalists have been killed in the war so far, many of them allegedly targeted by the Israeli forces.

    Minto said he could not remember a previous time when a New Zealand government had remained silent in the face of industrial-scale killing of civilians anywhere in the world.

    “We have livestreamed genocide happening and we have our government refusing to condemn any of Israel’s war crimes,” he said.

    NZ ‘refusing to condemn war crimes’
    “Yet we’ve got everybody in the leadership of this government having condemned every act of Palestinian resistance yet refused to condemn the war crimes, refused to condemn the bombing of civilians, and refused to condemn the mass starvation of 2.3 million people.

    “What a bunch of depraved bastards run this country. Shame on all of them.”

    Palestinian speaker Samer Almalalha spoke of the 1948 Nakba and the injustices against his people.

    “Everything we were told about international law and human rights is bullshit. The only rights you have are the ones you take,” he said.

    “So today we won’t stand here to plead, we are here to remind you of what happened to us. We are here to take what is ours. Today, and every day, we fight for a free Palestine.”

    and he told a harrowing story from his homeland. As a 14-year-old boy, he and his family were driven out of Palestine during the Nakba.

    He described “waking up to to the smell of gunpowder” — his home was close to the Deir Yassin massacre on April 9, 1948, when Zionist militias attacked the village killing 107 people, including women and children.

    ‘Palestine will be free – and so will we’
    Green Party co-leader Chlöe Swarbrick said: “What we stand for is truth, justice, peace and love.

    “Palestine will be free and, in turn, so will we.”

    She said only six more MPs were needed to have the numbers to have the Greens’ Unlawful Occupation of Palestine Sanctions Bill passed in Parliament.

    Israel has blocked all food, water, and medicine from entering Gaza, creating a man-made crisis, with the integrated food security agency IPC warning that famine could be declared any time between now and September, reports Al Jazeera.

    The head of the UN Children’s Fund, Catherine Russell, said the world should be shocked by the killing of 45 children in Israeli air strikes in just two days.

    Instead, the slaughter of children in Gaza is “largely met with indifference”.

    “More than 1 million children in Gaza are at risk of starvation. They are deprived of food, water and medicine,” Russell wrote in a post on social media.

    “Nowhere is safe for children in Gaza,” she said.

    “This horror must stop.”

    Famine worst level of hunger
    Famine is the worst level of hunger, where people face severe food shortages, widespread malnutrition, and high levels of death due to starvation.

    According to the UN’s criteria, famine is declared when:

    • At least 20 percent (one-fifth) of households face extreme food shortages;
    • More than 30 percent of children suffer from acute malnutrition; and
    • At least two out of every 10,000 people or four out of every 10,000 children die each day from starvation or hunger-related causes.

    Famine is not just about hunger; it is the worst humanitarian emergency, indicating a complete collapse of access to food, water and the systems necessary for survival.

    According to the World Health Organisation (WHO), since Israel’s complete blockade began on March 2, at least 57 children have died from the effects of malnutrition.

  • MIL-OSI Security: District Man Sentenced to 15 Year Prison Term For Two Shootings in Starburst Plaza

                WASHINGTON – Renard Levenberry, 29, of Washington, D.C., was sentenced today to a total of 180 months in prison for multiple convictions stemming from two different shootings at Starburst Plaza during the summer of 2024, announced U.S. Attorney Jeanine Ferris Pirro and Chief Pamela Smith of the Metropolitan Police Department (MPD).

                Mr. Levenberry pleaded guilty February 24th in D.C. Superior Court to one count of aggravated assault while armed and one count of possession of a firearm during a crime of violence in relation to a June 13, 2024, shooting, and to one count of assault with a dangerous weapon and one count of unlawful possession of a firearm in relation to an August 20, 2024, shooting. 

               According to the government’s evidence, on June 13, 2024, Levenberry was at Starburst Plaza—an often-crowded public plaza located at 1501 Maryland Avenue, NE.  Levenberry robbed an individual during an attempted drug transaction.  When the victim pursued Levenberry, the Defendant shot the victim in the leg before escaping. 

               On August 20, 2024, Levenberry was again in Starburst Plaza when an unknown individual entered the area on a moped. Upon seeing that person and without provocation, Levenberry pulled out a black semiautomatic pistol and began firing at the moped driver.  The moped driver appeared to fire one shot back at Levenberry.  One of the shots Levenberry fired struck a bystander who was waiting at a nearby bus stop. 

                Both shootings were captured on video and the government’s investigation was supported by DNA and ballistics evidence.

                In announcing the sentence, U.S. Attorney Pirro and Chief Smith commended the work of those who investigated the case from the Metropolitan Police Department.  Finally, they commended the work of Assistant U.S. Attorneys Benjamin Helfand and Kraig Ahalt, who investigated and prosecuted the case.

    JERUSALEM, May 17 (Xinhua) — The Israel Defense Forces (IDF) on Saturday reported the killing of a Hezbollah commander in southern Lebanon.

    The commander, who was not named, was killed in the village of Mazraat Jemjim, north of the city of Tyre, the military said.

    Several Israeli media outlets reported that the car the man was in was hit by a drone.

    In a statement, the IDF accused the slain man of “participating in the rebuilding of Hezbollah terrorist infrastructure in the area” and called such activity “a flagrant violation of the agreements between Israel and Lebanon.”

    The strike came despite a ceasefire agreement between Israel and Hezbollah in Lebanon, signed on November 27, 2024, aimed at ending hostilities related to the war in the Gaza Strip. –0–

    As the primary mid-level trough shifts east on Tuesday, scattered
    severe thunderstorms are likely across parts of the Mid-Mississippi
    Valley into the Tennessee Valley. Upper 60s to low 70s dewpoints
    will be present ahead of a cold front. Convection/cloud cover from
    Day 3 convection across the Plains/Ozarks will impact
    destabilization across Kentucky and into the Ohio Valley. However,
    farther south, strong destabilization is likely as the boundary
    layer heats beneath steepening mid-level lapse rates. 50 to 60 knots
    of mid-level flow will overspread this unstable warm sector during
    the afternoon Tuesday. As this occurs, an uncapped boundary layer
    and synoptic scale ascent should combine for scattered severe storm
    development. Wherever moderate to strong instability develops, most
    likely south of the TN/KY border, supercells are anticipated with a
    primary threat for large hail. By later in the evening, storms may

    potential for timing shifts as newer guidance arrives, precludes
    severe weather probabilities at this time.

    A relatively benign severe weather pattern is expected from
    Thursday/Day 6 into next weekend as a cold front pushes into the
    Gulf. A few storms are possible along the cold front as it moves
    south along the Florida Peninsula on Thursday. Otherwise, more
    robust moisture recovery will begin Thursday night. Overall,
    moisture quality will be low initially, but eventually some threat
    may develop across the Plains as low-level moisture advection

    Water vapor imagery depicts a pronounced southern stream upper-level
    trough over the Baja Peninsula this morning, with evidence of a lead
    impulse approaching southwest TX. This leading impulse will
    contribute to ascent in the vicinity of a sharpening dryline across
    Western North Texas/Oklahoma by early afternoon. To the east of the
    dryline, extreme instability (MLCAPE in excess of 4000 J/kg) is
    expected to develop given the moist low-level air mass and
    relatively cool mid-level thermal profiles. With negligible CINH by
    early/mid afternoon, thunderstorms are expected to develop along the
    dryline and move east/northeast into North Texas and southern
    Oklahoma. Supercells will be the dominant mode initially, with a
    risk for very large hail (in excess of 3.5 inches), and damaging
    gusts. Although low-level shear is not especially strong, some
    tornado risk will exist given the magnitude of instability and
    potential for storm-scale interactions. Eventual upscale growth into
    a severe MCS is expected as storms continue to move across North
    TX/southern OK this evening. Severe wind probabilities have been
    increased across the Enhanced Risk area for the expectation of a
    more concentrated corridor of damaging wind potential.

    Across central/northwest OK, a narrowing plume of instability will
    be present east of the dryline and south of an east-west oriented
    frontal boundary. Within this moist sector, strong to extreme
    instability and around 50 kts of deep-layer shear will support at
    least isolated supercell storm development this afternoon over
    central OK. Very large hail (3 inches or greater) will be possible,
    in addition to damaging gusts. Tornado risk will be dependent on
    storm interactions. Thunderstorm development over northwest OK is
    more uncertain, however should a storm develop a supercell mode will
    be favored with all hazards possible.

    Strong mid-level height falls will spread across much of the
    northeastern U.S. today in response to the approaching Great Lakes
    upper low. Large-scale ascent will increase with as the left-exit
    region of the 500mb jet translates across PA. Scattered
    thunderstorms, including supercells, are expected to develop
    along/ahead of the synoptic cold front across upstate NY, with
    subsequent movement expected into western New England. Multiple
    rounds of thunderstorms are likely, with severe hail and winds as
    the primary risks. A tornado or two cannot be ruled out with any

    DISCUSSION…As a strong mid-level low slowly moves east across the
    Great Lakes today, multiple rounds of thunderstorms are anticipated
    across upstate New York, Vermont, and New Hampshire. These storms
    will be aided by increasing large-scale forcing from a number of
    sources: increasing upper-level divergence, lobes of positive
    vorticity advection, and the left exit region of a mid-level jet.

    As diurnal heating increases this morning, cold mid-level
    temperatures will overspread the region. This, coupled with surface
    dewpoints ranging from the mid 50Fs to mid 60Fs will result in a
    largely unstable, uncapped environment, primed for thunderstorm
    development in association with one of the myriad of large-scale
    forcing mechanisms.

    One such mechanism is already producing thunderstorms across far
    eastern portions of Lake Ontario. These thunderstorms should
    continue to rapidly move northeast into northern Vermont this
    morning. These thunderstorms will be capable of producing gusty
    winds and small hail.

    The likelihood for a watch in the short-term is relatively low.
    However, as instability increases, and more widespread forcing for
    ascent moves into the area, a watch or watches may be needed across
    portions of the area by midday into early afternoon.

    Heavy rains and thunderstorms accompanied by lightning strikes lashed the state on Friday afternoon, affecting several districts including Koraput, Jajpur, Dhenkanal, Mayurbhanj, Ganjam and Gajapati.

    The India Meteorological Department has issued a warning of rain, thunderstorm and lightning in the state.

    DODJI, Senegal — In the arid heat of Centre d’Entraînement Tactique 2 (CET2), Soldiers assigned to Maneuver Advisory Team (MAT) 2112, 2nd Security Force Assistance Brigade (2nd SFAB), build more than interoperability; they build relationships.

    “We don’t just show up, advise and leave,” said U.S. Army Capt. Nicolaus Solari, MAT 2112 team leader. “Our role is to form lasting partnerships. The more trust we build, the more we can achieve together, on the ground and strategically.”

    That trust has been months in the making.

    Leading up to the exercise, the team engaged in key leader meetings, joint training events and informal exchanges that laid the foundation for deeper collaboration during AL25. Those early efforts helped shift the relationship from formality to genuine cooperation.

    “When you get past the uniforms and ranks, it’s about two professionals learning from each other,” said U.S. Army Master Sgt. Kevin Dellinger, MAT 2112’s senior enlisted advisor. “We’ve had conversations about family, hometowns and goals. Those small things translate to big results when it’s time to train.”

    During AL25, MAT 2112 advised the Senegalese 32nd Battalion during situational lanes, contributed to patrol planning and refined small-unit tactics. This reinforces trust through consistent presence and shared effort.

    “We’ve trained shoulder-to-shoulder,” said Solari. “That builds mutual respect. It makes it easier to challenge each other and grow.”

    While tactical progress was a priority, the team’s focus on relationship-building reflected the long-term goals of the SFAB mission: empowering partners, strengthening institutions and fostering regional stability.

    “Our advisors bring years of experience, but also humility,” Solari said. “We’re here to advise and assist—but also to learn and grow alongside our counterparts.”

    The value of the team’s work extends beyond any single training event.

    “Every successful advising relationship is a small win that supports long-term regional stability,” said Dellinger. “We may be a small team, but the impact we make ripples outward.”

    As AL25 concludes, MAT 2112 leaves Senegal with strengthened bonds and a shared commitment to future cooperation.

    “We’ll move on to the next location, and they’ll continue their mission here,” said Solari. “But what we’ve built together, the respect, the understanding, the trust—that stays.”

    Your Excellency President Rashid, thank you for your invitation and your hospitality.

    Your Highnesses, your Excellencies,

    Secretary-General Aboul Gheit,

    Ladies and Gentlemen

    I am honoured to be with you to further strengthen our partnership with the League of Arab States.

    The region and the world face trials and tests on all fronts.

    Starting with Gaza.

    Nothing justifies the atrocious October 7 terror attacks by Hamas.

    And nothing justifies the collective punishment of the Palestinian people.

    We need a permanent ceasefire, now.

    The unconditional release of all hostages, now.

    And the free flow of humanitarian aid ending the blockade, now.

    I am alarmed by reported plans by Israel to expand ground operations and more.

    And I emphasize that the United Nations will not participate in any so-called aid operation that does not adhere to international law and the humanitarian principles of humanity, impartiality, independence and neutrality.

    And I reiterate my appeal for the urgent and full support of UNRWA’s work, including financial support.

    We reject the repeated displacement of the Gaza population – and we obviously reject any question of forced displacement outside of Gaza.

    We must also stay focused on the terrible situation in the occupied West Bank.

    Let’s be clear:   
     
    Annexation is illegal.  Settlements are illegal. 

    Only a two-State solution can deliver sustainable peace:

    Israel and Palestine living side-by-side in peace and security, with Jerusalem as the capital of both states, in line with UN resolutions, international law, and previous agreements.

    The high-level conference in June, co-chaired by France and the Kingdom of Saudi Arabia, is an important opportunity. 

    The world, the region – and, most of all, the people of Palestine and Israel — cannot afford to watch the two-State solution disappear before our eyes.

    That goal has never been more imperative – but unfortunately it also looks more distant. 

    The international community has an enormous responsibility in this decisive moment. 

    Excellencies,

    In Lebanon, Security Council resolution 1701 is unequivocal:
    sovereignty and territorial integrity of Lebanon must be respected, and the Government of Lebanon must have control over all Lebanese territory.

    And I welcome the stated commitment by Lebanese officials to ensure a state monopoly over weapons.

    I also encourage continued progress on reforms – as well as efforts to deploy the Lebanese Armed Forces to southern Lebanon, with the support of UNIFIL.

    In Syria, sovereignty, independence, unity and territorial integrity are critical.

    And we must firmly support an inclusive, Syrian-led and Syrian-owned political process, based on the key principles of Security Council resolution 2254 – a process that safeguards the rights and participation of all Syrians regardless of ethnicity and religion, and ensures their protection.

    This is the pathway to a peaceful, independent and democratic future, and an economic revival as sanctions are removed.

    Excellencies, Highnesses

    In Yemen, Houthi attacks in the Red Sea have significantly damaged the regional and global economies.

    I welcome the announcement made by the Sultanate of Oman on 6 May that the United States and the Houthis would cease hostilities.

    The trajectory of violence must cease – as we work for a negotiated Yemeni-led political settlement.

    UN staff and others that were arbitrarily arrested must be released.

    In Sudan, renewed and coordinated multilateral engagement is crucial to help stem appalling violence, famine, and mass displacement.

    And I am very grateful to the Arab League and to the AU for the excellent coordination meeting that we managed to have yesterday.

    I commend the efforts of the League of Arab States to strengthen multilateral coordination.

    In Somalia, unity and inclusive dialogue are imperative.

    The assistance of Somalia’s partners will be essential in the fight against Al Shabaab and strengthening peace and security in the country.

    That is why I put forward a recommendation to the Security Council to enable predictable and sustainable financing for the African Union Support and Stabilization Mission in Somalia. 

    In Libya, we are actively engaging with national and international actors to end the confrontation between armed groups, to preserve the independence of key oversight institutions, to address the obstacles preventing national elections, and set the course for long-term stability and prosperity — in line with the Libyan people’s needs and aspirations.

    And once again, the League of Arab States is a vital partner in these efforts.

    Finally, here in Baghdad, I want to recognize and commend the progress Iraq has made since the restoration of sovereignty in 2004 — strengthening institutions, resolving outstanding disputes through dialogue, providing humanitarian assistance and fostering sustainable development and human rights.

    And I sincerely hope that all pending issues will find a just solution by dialogue. 
    The United Nations Assistance Mission in Iraq has accompanied the country on this path and we are working to ensure the successful delivery of its residual mandate and an orderly drawdown by 31 December 2025.

    We are committed to continue supporting the Government and people of Iraq towards a peaceful, democratic and prosperous future.

    Highnesses, Excellencies,

    Despite the enormous challenges, let us draw lessons and hope from here in Baghdad. 

    Working in unity and solidarity, we can help resolve conflicts and build a future of peace and prosperity.

    That is the shared goal of the League of Arab States and the United Nations – and I look forward to continue to deepen our partnership together.

    وإلى الإفراج غير المشروط عن جميع الرهائن، الآن.
    وإلى ضمان التدفق الحر للمعونة الإنسانية وإنهاء الحصار، الآن.
    وإنني أشعر بالجزع إزاء التقارير التي تفيد باعتزام إسرائيل توسيع نطاق العمليات البرية وأكثر من ذلك.
    وأؤكد أن الأمم المتحدة لن تشارك في ما يُسمّى بأيّ عمليةٍ لتقديم المعونة لا تمتثل للقانون الدولي ولمبادئ العمل الإنساني المتمثلة في الإنسانية، والنزاهة، والاستقلالية، والحياد.

    أي أن تعيش إسرائيل وفلسطين جنباً إلى جنب في سلام وأمن وتتخذان القدس عاصمةً للدولتين، بما يتماشى مع قرارات الأمم المتحدة وما ينص عليه القانون الدولي والاتفاقات السابقة.
    والمؤتمر الرفيع المستوى المقرر عقده في حزيران/يونيه، برئاسة مشتركة بين فرنسا والمملكة العربية السعودية، فرصةٌ مهمة.
    فالعالم والمنطقة – والأهم من ذلك، شعبا فلسطين وإسرائيل – لا يَسعهم أن يروا حلَّ الدولتين يتلاشى أمام أعيننا.
    ولم يكن هذا الهدف أكثر إلحاحا – لكن للأسف يبدو أيضا أنه يبدو أبعد من أي وقت مضى.
    ويتحمل المجتمع الدولي مسؤولية كبيرة في هذه اللحظة الحاسمة.
    أصحاب المعالي والسعادة،
    في لبنان، قرار مجلس الأمن 1701 واضحٌ لا لبس فيه: يجب احترام سيادة لبنان وسلامة أراضي لبنان، ويجب أن تكون لحكومة لبنان السيطرة على جميع الأراضي اللبنانية.
    وإنني أرحب بالالتزام الذي أعلنه المسؤولون اللبنانيون بضمان أن يكون السلاح بيد الدولة فقط.
    كما أشجع على مواصلة إحراز تقدم على طريق الإصلاحات – وأشجع كذلك الجهود المبذولة لنشر القوات المسلحة اللبنانية إلى جنوب لبنان، بدعم من قوة الأمم المتحدة المؤقتة في لبنان.
    وفي سوريا، يشكّل ضمان السيادة والاستقلال والوحدة وسلامة الأراضي أمرا حاسم الأهمية.
    ويجب علينا أن ندعم بقوة عمليةً سياسية شاملة للجميع يقودها السوريون ويمسكون بزمامها، استناداً إلى المبادئ الرئيسية لقرار مجلس الأمن 2254 – عملية تصون حقوق جميع السوريين وتكفل مشاركتهم بغض النظر عن أصلهم العرقي أو ديانتهم وتضمن حمايتهم.
    فهذا هو السبيل إلى مستقبل يعمه السلام وينعم فيه السوريون بالاستقلال والديمقراطية، وإلى انتعاش اقتصادي يتحقق بالتزامن مع رفع العقوبات.
    أصحاب المعالي والسعادة،
    في اليمن، ألحقت هجمات الحوثيين في البحر الأحمر أضرارا كبيرة بالاقتصادات الإقليمية والعالمية.
    يجب أن يتوقف مسار العنف – ونحن نعمل على التوصل إلى تسوية سياسية تفاوضية بقيادة يمنية.
    أرحب بإعلان سلطنة عمان 6 أيار/مايو بأن الولايات المتحدة والحوثيين سيوقفون الأعمال العدائية.
    لا بد أن يتوقف مسار العنف – بينما نعكف على التوصل إلى تسويةٍ سياسية تفاوضية بقيادة يمنية.
    ويجب الإفراج عن موظفي الأمم المتحدة وغيرهم ممن اعتُقلوا تعسفاً.
    وفي السودان، يتسم التعاون متعدد الأطراف المتجدِد والمنسّق بأهميته البالغة من أجل المساعدة على وقف العنف المروع والمجاعة والنزوح الجماعي.
    وأنا ممتن للغاية لجامعة الدول العربية وللاتحاد الأفريقي على الاجتماع التنسيقي الممتاز الذي تمكنا من عقده أمس.
    وإنني أثني على الجهود التي تبذلها جامعة الدول العربية لتعزيز التنسيق المتعدد الأطراف.
    وفي الصومال، لا مناص عن الوحدة والحوار الشامل للجميع.
    وستكون المساعدة المقدّمة من شركاء الصومال حيويةً في محاربة حركة الشباب وتعزيز السلام والأمن في البلد.
    ولهذا السبب تقدّمتُ بتوصية إلى مجلس الأمن لإتاحة تمويل مستدام يمكن التنبؤ به لبعثة الاتحاد الأفريقي للدعم وتحقيق الاستقرار في الصومال.
    وفي ليبيا، نعمل بنشاط مع الجهات الفاعلة الوطنية والدولية لوضع حد للمواجهات بين المجموعات المسلحة، والحفاظ على استقلالية مؤسسات الرقابة الرئيسية، وتذليل العقبات التي تحول دون إجراء انتخابات وطنية، وتحديد المسار المؤدي إلى الاستقرار والازدهار على المدى الطويل – بما يلبي احتياجات الشعب الليبي وتطلعاته.
    ومرة أخرى، تشكّل جامعة الدول العربية شريكاً حيوياً في هذه الجهود.
    وأخيراً، أود هنا في بغداد أن أنوه وأشيد بالتقدم الذي أحرزه العراق منذ استعادته السيادة في عام 2004 – على صعيد تقوية المؤسسات، وحلّ المنازعات غير المحسومة عن طريق الحوار، وتقديم المساعدات الإنسانية، وتعزيز التنمية المستدامة وحقوق الإنسان.
    وآمل مخلصاً أن يتم التوصل إلى حلٍّ عادل لكافة المسائل العالقة عبر الحوار.
    ولقد صاحبت العراق في مساره هذا بعثةُ الأمم المتحدة لتقديم المساعدة إلى العراق، ونحن نعمل جاهدين على ضمان تنفيذ البعثة ما تبقى من ولايتها بنجاح وانسحابها المنظم بحلول 31 كانون الأول/ ديسمبر 2025.
    وإننا ملتزمون بمواصلة دعم حكومة العراق وشعبه على الطريق نحو مستقبل يعمه السلام والديمقراطية والازدهار.

    Today Congressman Chris Pappas, member of the House Veterans’ Affairs Committee and Ranking Member of the Subcommittee on Economic Opportunity, questioned the Department of Veterans Affairs (VA) Secretary Doug Collins on his commitment to engaging with New Hampshire stakeholders as VA implements a recent Executive Order requiring a feasibility study and an action plan to expand services at the Manchester VA Medical Center (Manchester VAMC) and support the establishment of a full-service VA hospital in New Hampshire.Watch his remarks here. 

    In his opening statement, Congressman Pappas said, “New Hampshire remains the only state in the contiguous 48 states without a full-service VA hospital. The Manchester VAMC was built in the 1950s. It continues to experience serious infrastructure issues–pipes bursting in the winter, flooding, heating outages, and even insects in the operating surgical suite. On May 9, the Trump Administration announced an Executive Order directing a feasibility study at the VA – within 180 days of the order, submitting an action plan to the President to expand services at the Manchester VA into a full-service medical center. So, veterans have been asking for this for about 20 years now. They’re ready to move past the talking stage and see some action on this.” 

    Pappas asked for Secretary Collins’ commitment that VA engages with New Hampshire veterans and stakeholders as the Department conducts the study and develops its action plan for New Hampshire. 

    Secretary Collins replied, “Yes, Congressman. I appreciate that and I appreciate you carrying the torch for that… I can report to you that that feasibility study started this week. And we are going to be working with our stakeholders in New Hampshire and other places to make sure this goes through.”

    Pappas pressed Secretary Collins’ on his commitment to following through on the Executive Order and establishing a full-service hospital in New Hampshire.

    Secretary Collins replied, “I believe that is the desire of the administration as we go forward and we’re looking at it from that place. You have a system in which we are going to look at and make sure we get the proper needs and proper care in that area.”

    New Hampshire is the only state in the contiguous 48 states to not have a dedicated, full-service VA hospital. An Executive Order issued by President Trump on May 9th instructed VA to complete a feasibility study on expanding services to support a full-service medical center in New Hampshire within 30 days and submit an action plan to the President within 180 days. 

    Earlier today, Pappas led the New Hampshire delegation in a letter calling on VA Secretary Doug Collins to seriously and fully follow through on the feasibility study and action plan, with the goal of establishing a full-service VA hospital in New Hampshire.

    “But we know what’s gonna happen in the future. You passed this terrible bill and you cut $715 billion from the program. You can’t just cut that and not have people lose health insurance.

Fanny finds out her Obamacare increases by $10,000. Andrea Salinas (OR-06), the daughter of a former farmworker and a leader in the Congressional Hispanic Caucus, along with U.S. Senators Alex Padilla (D-CA) and Michael Bennet (D-CO), reintroduced the Disaster Relief for Farm Workers Act. This legislation would provide compensation for farmworkers who lose out on wages due to extreme weather, public health emergencies, and other disasters beyond their control. The bill was first introduced in the 118th Congress.

    “When extreme weather occurs, farmworkers across our country continue to feed the nation. And yet, these essential workers and their families face great uncertainty when unexpected disasters harm their communities and livelihood. For example, hundreds of farmworkers in my congressional district faced displacement and lost wages after severe flooding devastated the Pajaro community in early 2023. We owe them – and all farmworkers – more. The Disaster Relief for Farm Workers Act ensures America’s indispensable farmworkers can receive disaster relief funding they need and have earned,” said Rep. Lofgren.

    Oregon is home to over 100,000 farmworkers, many of whom live and work in the Willamette Valley and power the state’s $42 billion agriculture economy. Yet despite their importance to our food systems, the average farmworker family in Oregon earns less than $25,000 per year. Ninety-six percent reported living in overcrowded housing and about thirty percent are living below the poverty line. When farmworkers cannot work due to extreme weather or other unexpected disasters, they can lose wages and even their jobs—pushing them deeper into housing and food insecurity.

    The Disaster Relief for Farm Workers Act would address this problem by providing direct relief funding for farmworkers. Specifically, this bill would:

    • Make grants available to eligible farmworker organizations to provide emergency relief to farm workers affected by a disaster.
    • Ensure USDA develops and executes a promotional plan prior to and throughout the distribution of the relief grants to increase awareness of the assistance available.
    • Require USDA to work with eligible farmworker organizations.
    • Provide definitions for a covered disaster, eligible farmworker organization, and migrant or seasonal farmworker.
    • Amend Section 2281 of the Food, Agriculture, Conservation, and Trade Act of 1990 to allow for emergency assistance for farmworkers.

  • MIL-OSI USA: NEWS: Costa, Schiff Lead Push to Stop Closure of California USDA Offices

    WASHINTGON – Representatives Jim Costa (CA-21) and Adam Schiff (D-CA) co-led California members of the California Congressional Delegation in calling on the U.S. Department of Agriculture (USDA) and the Department of Government Efficiency (DOGE) to reverse their disastrous plan to close nine USDA offices in California, including Bakersfield and Madera.  In a letter to U.S. Secretary of Agriculture Brooke Rollins and Acting Administrator of the General Services Administration (GSA) Stephen Ehikian, the lawmakers urged a reversal of the plan, stressing that office closures in Bakersfield, Blythe, Los Angeles, Madera, Mt. Shasta, Oxnard, Salinas, Woodland, and Yreka will place an additional burden on farmers already navigating market uncertainty from rapidly changing tariffs and other cuts to USDA staffing and funding. Their letter also highlights the downstream impact these closures will have on economies in rural communities across California, which rely on USDA for services ranging from small business loans to wildfire management.  “California is the nation’s largest agricultural state. In 2023 alone, California’s farms received $59.4 billion in cash receipts for their output. Closure of these offices would severely hamper USDA’s ability to support farmers imperative to California’s agricultural success.” the lawmakers wrote.  “These terminations come at a time when farmers are already navigating an uncertain agricultural economy due to USDA funding freezes and cancellations as well as the impact of tariffs. USDA field offices play a vital role in providing services to agricultural communities across the state, providing loans, grants, and technical assistance. These offices provide farmers with a place to meet face-to-face with USDA staff to discuss services and programs they rely on. Closing these vital centers will make it more difficult for farmers to access the essential resources farmers must be able to rely on,” the lawmakers continued.    The letter was led by Senator Adam Schiff (D-CA), and Representatives Jim Costa (CA-21), Salud Carbajal (CA-24), and Adam Gray (CA-13).   • MIL-OSI USA: Golden votes against cutting funds that support Maine’s marine resources, Acadia National Park

    WASHINGTON — In an early morning vote today, Congressman Jared Golden (ME-02) opposed the House Natural Resources Committee’s (HNRC) portion of the GOP’s reconciliation budget. 

    The final package proposes $1 billion in federal spending cuts, including cuts targeting several programs that support Maine’s marine resources economy, coastal communities and Acadia National Park. The committee advanced the package in a 26-17 vote. 

    “Maine’s way of life and economy are inextricably tied to our lands and waters. When I joined this committee this year, I pledged to advocate for Maine’s natural resources and to use my position to champion investment and stewardship to support our state,” Golden said. “This proposal would undermine investments in our marine resources and Acadia National Park. I could not, in good conscience, support it.” 

    The package proposes $100 million in cuts for Inflation Reduction Act funding for the National Oceanic and Atmospheric Administration (NOAA). Affected funding streams support fisheries, marine and coastal habitats, and stock assessments. They have supported projects in Maine including fish passage restoration for Atlantic salmon and other migratory species; rebuilding salt marshes to reduce roadway flooding hazards in communities Downeast; and an initiative to recover, recycle and refabricate marine debris material in the Gulf of Maine, such as ghost lobster traps and derelict aquaculture gear.

    “I have gone toe to toe with NOAA to oppose regulatory proposals that could harm Maine’s fishing communities, and to demand regulators give Maine lobstermen and fishermen a seat at the table,” Golden said. “But the funding streams targeted for cuts in this bill support worthy conservation, restoration, and infrastructure efforts that have helped protect Maine’s natural resources and make our communities more resilient. There’s no reason to put them on the chopping block.”

    The package advanced out of committee also would slash $279 million from the National Park Service, threatening funding streams that have supported resiliency, habitat restoration and jobs at Acadia National Park.

    House and Senate Republicans sent reconciliation instructions to all House Committees on April 10. Those instructions required the Natural Resources Committee to cut funding by $1 billion — part of the GOP’s plan to slash health care and cut taxes for the wealthy while adding more than $ 7 trillion in new debt over the next decade. 

    Congressman Golden voted against the GOP’s reckless reconciliation plan in February and again in April, and has been critical of efforts to undermine working families and the fiscal stability of the nation while padding giveaways to the wealthy. 

    “There’s a better way forward: Congress could target tax cuts to working families, paid for by allowing the expiration of tax cuts for the very wealthy,” Golden said in April. “We don’t need to take away anyone’s health care or pass trillions in new deficit spending to pass a budget that puts the middle class first.”
