  • MIL-OSI USA: Special Issue of Rangeland Ecology and Management features USGS science in support of the Sagebrush Conservation Design

    The sagebrush biome is one of the most intact and least modified ecosystems in the world covering more than 165 million acres, on par with the Amazon or the Serengeti. It’s also the largest contiguous open space in the Lower 48. But we are losing 1.3 million acres — an area slightly larger than Rhode Island — on average each year. 

    In 2022, a group of scientists and managers with expertise in sagebrush biome conservation came together to publish the Sagebrush Conservation Design, an effort to provide a common basis for understanding this iconic landscape through time. The SCD used new remote sensing technologies like the Rangeland Condition Monitoring Assessment and Projection dataset and the Rangelands Analysis Platform, to map the entire sagebrush biome and categorize it into Core Sagebrush Areas, Growth Opportunity Areas, and Other Rangeland Areas. It also evaluated the different threats facing the biome and showed that more than 90% of degradation across the biome stems from three main threats: invasive annual grasses, conifer encroachment, and land-use modification. These losses impact livelihoods and reduce important ecosystem services like water availability, wildlife habitat, forage for livestock, carbon storage and more.

    To continue moving sagebrush conservation forward and to best leverage the SCD’s insights and map products, a diverse group of researchers, land management professionals, federal agencies, and non-governmental organizations came together for this Special Issue of Rangeland Ecology and Management to identify research opportunities and answer other questions that complicate sagebrush conservation. 

    The USGS has been a leader in sagebrush ecosystem research, working with management agencies to bring together the breadth of science information and data across the biome to meet management needs. Below are the USGS contributions to Special Issue.

    Understanding how climate change will contribute to ongoing declines in sagebrush ecological integrity is critical for informing natural resource management, yet complicated by interactions with wildfire and biological invasions. Here, researchers assessed potential future changes in sagebrush ecological integrity under a range of scenarios using an individual plant-based simulation model, integrated with remotely sensed estimates of current sagebrush ecological integrity. The simulation model allowed researchers to estimate how climate change, wildfire, and invasive annuals interact to alter the potential abundance of key plant functional types that influence sagebrush ecological integrity: sagebrush, perennial grasses, and annual grasses. Results of this study provide a long-term perspective on the vulnerability of sagebrush ecosystems to climate change and may inform geographic prioritization of conservation and restoration investments.

    Sagebrush ecosystems support a suite of unique species such as the emblematic greater sage-grouse (Centrocercus urophasianus; hereafter sage-grouse) but are under increasing pressure from anthropogenic stressors such as annual grass invasion, conifer encroachment, altered wildfire regimes, and land use change. In this study, researchers examined the ability of an ecosystem-based framework for sagebrush conservation, the sagebrush conservation design (SCD) strategy, and the associated model of Sagebrush Ecological Integrity (SEI), to identify and rank priority habitats for sage-grouse, a sagebrush indicator species. Researchers compared sage-grouse population trends from 1996–2022 across the three categories that characterize integrity of sagebrush ecosystems (core, growth opportunity, and other rangelands) and then generated a parallel categorical model of sage-grouse population trends, based on the same landcover variables that comprise the SEI. Researchers then compared the sage-grouse condition categories to trends derived from population count data. 

    In all, they found that the SCD and SEI were effective tools for identifying and ranking priority habitats for sage-grouse. Their analysis demonstrates that proactive ecosystem-based approaches to the conservation of the sagebrush biome can help optimize the return on limited conservation resources and benefits for sagebrush obligate species, and help reduce some of the real and perceived conflicts inherent in single-species management

    High-quality Core Sagebrush Areas, as delineated by the Sagebrush Conservation Design, continue to decline despite conservation and restoration investments. The increasing recognition of the scale of threats and the pace of ecosystem degradation has led to a shift towards threats-based ecosystem management. To this end, researchers quantified the acres of conservation implementation relative to the rate of loss from specific threats to the sagebrush biome and assessed how much additional action may be needed to stop Core Sagebrush Area loss. 

    They found that current rates of conservation are markedly lower than rates of Core Sagebrush Area loss (~10% of average annual loss). Furthermore, most conservation actions, ~90% for some treatment types, occurred outside of Core Sagebrush Areas, likely reducing the efficacy of these conservation actions at retaining and restoring intact sagebrush rangelands. Additionally, they found that conservation efforts will need to increase ten times its current annual rate to halt declines. However, through better spatial targeting of conservation actions, the increase in conservation needed to stop Core Sagebrush Area loss could be substantially reduced. This analysis demonstrates the divergent futures that may await the sagebrush biome pending key decisions regarding conservation targeting, stakeholder cooperation, and the strategic addition of resources.

  • MIL-OSI USA: Public Health Order on firearms expires – Key components of order will remain under MOU’s

    SANTA FE – A public health order that imposed temporary firearm restrictions, enhanced drug monitoring, and other public safety measures in response to gun violence and substance misuse expired on Saturday and will not be renewed, Gov. Michelle Lujan Grisham announced Wednesday.

    “The public health order, though temporary, allowed us to implement urgent and necessary measures that have had a measurable, positive effect on public safety in our state,” Lujan Grisham said. “I have decided to allow the public health order to expire, but our fight to protect New Mexico communities from the dangers posed by guns and illegal drugs will continue.”

    Lujan Grisham first issued the public health order in September 2023 after the tragic shooting death of an 11-year-old boy in Albuquerque. Emphasizing the urgent need to address gun violence in the state, the governor’s temporary restrictions banned firearms in public parks and playgrounds in Bernalillo County, strengthened oversight of firearm sales and implemented wastewater testing for fentanyl in public schools.

    The Public Health Order also led to the establishment of memorandums of understanding between the state of New Mexico and the Bernalillo County Sheriff’s Office, Albuquerque Police Department and the 2nd Judicial District to share public safety data and ensure transparency and accountability.

    In the year since the governor’s public health order went into effect, significant strides were made in reducing gun violence in New Mexico. Key accomplishments include:

    • More than 1,700 firearms collected through gun buy-back events.
    • A doubling of arrests in Albuquerque including 36% related to violent and/or gun-related crimes.
    • Increased public awareness about the serious issue of juveniles being detained for gun possession.
    • Fewer gunfire incidents in Albuquerque, as reported by the city’s gunshot detection system.
    • In the last year, 52,743 free gun locks have been distributed by the New Mexico Department of Health.
    • The New Mexico Department of Health has distributed 31,806 doses of naloxone to reverse opioid overdoses, with 3,653 overdose reversals reported in the last year.
    • An interactive dashboard developed by the New Mexico Environment Department that shows drug testing of wastewater from public schools across the state, helping school officials and communities understand drug trends in their areas.
    • Increased inmate population at the Bernalillo County Metropolitan Detention Center.
    • A coalescing of state and local agencies, including New Mexico State Police, Albuquerque Police, Bernalillo County Sheriff, and others, to develop a coordinated response to tackle gun violence.

    “Our work is not done,” said Lujan Grisham. “We need the legislature to pass stronger public safety laws, increase penalties for violent offenders, and ensure that those suffering from substance misuse have access to treatment. This is no time to slow down—we must accelerate our efforts to protect our families. The legislature must also prioritize budget requests from our law enforcement agencies, who need more resources to continue their fight against crime.”

    THOMASVILLE, Ga. – Congressman Sanford D. Bishop, Jr. (GA-02) announced that several counties in Georgia’s Second Congressional District were added to the Federal Emergency Management Agency’s (FEMA) Major Disaster Declaration for Hurricane Helene. The counties include:

    • Thomas County – Individuals and households are now eligible to apply for financial and direct services (FEMA Individual Assistance)
    • Dooly County, Grady County, Mitchell County, and Thomas County – local governments are now eligible for FEMA Public Assistance for repairs or replacement of disaster-damaged facilities (roads, bridges, water control facilities, public buildings and equipment, public utilities, parks, recreational, other facilities)

    Before and since Hurricane Helene hit Georgia and the southeast United States, Congressman Bishop has been in contact with the White House, U.S. Department of Agriculture (USDA) and FEMA. He and his staff have also been in regular contact with the Georgia Governor’s office, Georgia Emergency Management and Homeland Security Agency (GEMA), and nongovernmental partners as they prepared for and responded to fallout from the hurricane.

    “Seeing the impact, first-hand, is crucial in understanding the challenges we face and appreciating the resilient spirit of Georgians as we rebuild,” added Congressman Bishop. “I will continue working to assure that Congress provides the needed resources to Georgia communities impacted by this hurricane.”

    In response to Hurricane Helene, Congressman Bishop, along with his congressional colleagues urged President Biden to issue an expedited major disaster declaration for Georgia counties significantly impacted by the storm. That request was honored within 24 hours. He also sent a letter to U.S. House and U.S. Senate leadership asking for appropriations to be made available as soon as possible to fully fund unmet agricultural disaster relief needs.

    Over 8,500 federal personnel have been on the ground, working side-by-side with state and local officials, to help survivors get what they need to begin their recovery. As of today, FEMA has approved over $860 million, which includes $507 million in assistance for individuals and communities affected and over $351.5 million for debris removal and activities to save lives, protect public health and safety and prevent damage to public and private property.

  • MIL-OSI Security: Piedmont Man Sentenced to Federal Prison for Illegal Possession of a Firearm

    RAPID CITY – United States Attorney Alison J. Ramsdell announced today that U.S. District Judge Karen E. Schreier has sentenced a Piedmont, South Dakota, man convicted of Possession of a Firearm by a Prohibited Person. The sentencing took place on October 10, 2024.

    Corbin Mudlin, age 31, was sentenced to three years and one month in federal prison, followed by three years of supervised release, and ordered to pay a $100 special assessment to the Federal Crime Victims Fund.

    Mudlin was indicted for Possession of a Firearm by a Prohibited Person by a federal grand jury in February of 2024. He pleaded guilty on July 1, 2024.

    In January of 2024, a Rapid City Police Officer observed Mudlin walking in Rapid City and knew that Mudlin had an active warrant for his arrest. The officer contacted Mudlin and arrested him on his active warrant. At the time he was arrested, Mudlin had a SIG Sauer 9mm semi-automatic pistol in his waistband with an extended magazine containing 20 rounds of ammunition. Mudlin knew he was prohibited from possessing firearms due to a 2016 felony conviction.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. On May 26, 2021, the Department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.

    This case was investigated by the Bureau of Alcohol, Tobacco, Firearms, and Explosives and the Rapid City Police Department. Assistant U.S. Attorney Benjamin Patterson prosecuted the case.

    Mudlin was immediately remanded to the custody of the U.S. Marshals Service.

  • MIL-OSI Security: Felon Convicted of Possessing Firearms and Transporting Stolen Vehicle

    A man with fifteen prior felony convictions who used a stolen motorcycle to drive from Minnesota to Iowa and broke into a Winneshiek County home to steal firearms and other items pled guilty on October 15, 2024, in federal court in Cedar Rapids, Iowa.

    Steven Michael Current, age 58, from Canton, Minnesota, was convicted of one count of possession of firearms as a felon and one count of interstate transportation of a stolen motor vehicle.

    In a plea agreement, Current admitted that he had fifteen prior felony convictions, and on September 26, 2022, he broke into a rural Winneshiek County home and stole eight firearms.  Current also admitted that he drove a stolen 2004 Harley Davidson Motorcycle from Canton, Minnesota, to the burglary scene in Iowa on September 26, 2022.  This motorcycle was stolen from a home in Rochester, Minnesota, on June 9, 2022.  Current admitted that, during the burglary, he dropped two unscratched Minnesota lottery tickets from his pocket.  Current was identified by images captured on a home camera system, and by images from the Minnesota store where Current purchased the lottery tickets.      

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. On May 26, 2021, the Department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.

    Sentencing before United States District Court Chief Judge C.J. Williams will be set after a presentence report is prepared.  Current remains in custody of the United States Marshal pending sentencing.  Current faces a possible maximum sentence of 25 years’ imprisonment, a $500,000 fine, and3 years of supervised release following any imprisonment.

    The case is being prosecuted by Assistant United States Attorney Patrick Reinert and was investigated by Winneshiek County, Iowa, Sheriff’s Office, Fillmore County, Minnesota, Sheriff’s Office, and the federal Bureau of Alcohol, Tobacco, Firearms and Explosives.

    Today, Governor Roy Cooper traveled to Pensacola and Bakersville where he was joined by FEMA Administrator Deanne Criswell, NCDPS Secretary Eddie Buffaloe and Commander of the State Highway Patrol Colonel Freddie Johnson to assess storm damage, witness relief operations and speak with those affected by Helene. In Pensacola, the Governor visited a supply distribution center operating at the Pensacola Volunteer Fire Department. In Bakersville, the Governor joined Mayor Charles Vines for a walking tour to see areas that sustained damage during the storm.

    “Today I was on the ground in Pensacola, Yancey County and Bakersville, Mitchell County, talking with folks affected by Helene and seeing how hard people are working to rebuild from this storm,” said Governor Cooper. “The people of Western North Carolina are strong, and we will keep working with them to surge resources and to recover and rebuild their communities.”

    The Major Disaster Declaration requested by Governor Cooper and granted by President Biden now includes the following North Carolina counties and designations which were added Tuesday night:

    • Cabarrus, Cherokee, Forsyth, Graham, Iredell, Lee, Nash, Rowan, Stanly, Surry, Union, and Yadkin counties for Individual Assistance,
    • Cabarrus, Cherokee, Forsyth, Graham, Iredell, Lee, Nash, Rowan, Stanly, Surry, Union and Yadkin counties for debris removal and emergency protective measures, including direct Federal assistance, under the Public Assistance program.
    • Swain County for permanent work (already designated for Individual Assistance and assistance for debris removal and emergency protective measures, including direct Federal assistance, under the Public Assistance program.

    The Major Disaster Declaration already includes 27 North Carolina counties (Alexander, Alleghany, Ashe, Avery, Buncombe, Burke, Caldwell, Catawba, Clay, Cleveland, Gaston, Haywood, Henderson, Jackson, Lincoln, Macon, Madison, McDowell, Mecklenburg, Mitchell, Polk, Rutherford, Swain, Transylvania, Watauga, Wilkes and Yancey) and the Eastern Band of Cherokee Indians.

    Also today, Governor Cooper issued an emergency Executive Order authorizing the North Carolina Department of Commerce, Division of Employment Security, to increase the amount of weekly unemployment payments available to North Carolinians in the aftermath of Hurricane Helene. As a result of this Order, weekly unemployment benefits will increase from a maximum of $350 a week to a maximum of $600 a week. Prior to the executive order, many low-income and part-time workers would have received less than the $350 weekly maximum. To ensure that these workers receive necessary benefits in the wake of Helene, the order will also increase benefits by $250 a week (up to the $600 cap) for all eligible workers. This order is tied to the State of Emergency for Hurricane Helene, and will remain in effect until the end of the Emergency or until it is rescinded.

    Law enforcement is working to ensure the safety of responders amid reports of threats and misinformation. FEMA officials remain in communities and are conducting operations to help people impacted by these storms recover as quickly as possible following reports of threats on the ground. Governor Cooper has directed the Department of Public Safety to work with local law enforcement to identify specific threats and rumors and coordinate with FEMA and other partners to ensure the safety and security of all involved as this recovery effort continues.

    North Carolina National Guard and Military Response

    Nearly 3,400 Soldiers and Airmen are working in Western North Carolina. Joint Task Force- North Carolina, the task force led by the North Carolina National Guard is made up of Soldiers and Airmen from 12 different states, two different XVIII Airborne Corps units from Ft. Liberty, a unit from Ft. Campbell’s 101st Airborne Division, and numerous civilian entities are working side-by-side to get the much-needed help to people in Western North Carolina.

    National Guard and military personnel are operating 12 aviation assets and approximately 1,200 specialized vehicles in Western North Carolina to facilitate these missions. The U.S. Army Corps of Engineers is helping to assess water and wastewater plants and dams. Residents can track the status of the public water supply in their area through this website.

    FEMA Assistance

    More than $102 million in FEMA Individual Assistance funds have been paid so far to Western North Carolina disaster survivors and approximately 181,000 people have registered for Individual Assistance. More than 2,000 households are now housed in hotels through FEMA’s Transitional Sheltering Assistance.

    Approximately 1,400 FEMA staff are in the state to help with the Western North Carolina relief effort. In addition to search and rescue and providing commodities, they are meeting with disaster survivors in shelters and neighborhoods to provide rapid access to relief resources. They can be identified by their FEMA logo apparel and federal government identification.

    North Carolinians can apply for Individual Assistance by calling 1-800-621-3362 from 7am to 11pm daily or by visiting www.disasterassistance.gov, or by downloading the FEMA app. FEMA may be able to help with serious needs, displacement, temporary lodging, basic home repair costs, personal property loss or other disaster-caused needs.

    Help from Other States

    More than 1,500 responders from 38 state and local agencies have performed 142 missions supporting the response and recovery efforts through the Emergency Management Assistance Compact (EMAC). This includes public health nurses, emergency management teams supporting local governments, veterinarians, teams with search dogs and more.

    Beware of Misinformation

    North Carolina Emergency Management and local officials are cautioning the public about false Helene reports and misinformation being shared on social media. NCEM has launched a fact versus rumor response webpage to provide factual information in the wake of this storm. FEMA also has a rumor response webpage.

    Efforts continue to provide food, water and basic necessities to residents in affected communities, using both ground resources and air drops from the NC National Guard. Food, water and commodity points of distribution are open throughout Western North Carolina. For information on these sites in your community, visit your local emergency management and local government social media and websites or visit ncdps.gov/Helene.

    Storm Damage Cleanup

    Power Outages

    Across Western North Carolina, approximately 11,000 customers remain without power, down from a peak of more than 1 million. Overall power outage numbers will fluctuate up and down as power crews temporarily take circuits or substations offline to make repairs and restore additional customers.

    Road Closures

    Some roads are closed because they are too damaged and dangerous to travel. Other roads still need to be reserved for essential traffic like utility vehicles, construction equipment and supply trucks. However, some parts of the area are open and ready to welcome visitors which is critical for the revival of Western North Carolina’s economy. If you are considering a visit to the area, consult DriveNC.gov for open roads and reach out to the community and businesses you want to visit to see if they are welcoming visitors back yet.

    NCDOT currently has approximately 2,000 employees and 900 pieces of equipment working on approximately 7,000 damaged road sites.

    Fatalities

    Ninety-five storm-related deaths have been confirmed in North Carolina by the Office of Chief Medical Examiner. This number is expected to rise over the coming days.     Washington, D.C. – The Congressional Coal Caucus Co-Chairs Representatives Carol Miller (R-WV), Dan Meuser (R-PA), Harriet Hageman (R-WY), and Morgan Griffith (R-VA) released a statement on the Supreme Court’s decision to allow the Environmental Protection Agency (EPA) to implement their power plant greenhouse gas rule. 

    “While we are disappointed in the Supreme Court’s decision not to stay the EPA’s power plant greenhouse gas rule, we are hopeful that the Washington D.C. Circuit Court of Appeals will overturn this illegal rule. This rule unfairly targets coal and gas-fired power plants and furthers the Biden-Harris administration’s far left agenda. The United States produces energy cleaner and more efficiently than any other developed nation in the world, and stifling American energy production will only empower our adversaries. As the co-chairs of the coal caucus, we will do everything in our power to stop this illegal rule from hurting American workers and consumers,” said the Congressional Coal Caucus Co-Chairs. 

    The Congressional Coal Caucus is the voice of American coal communities in Congress. It represents both eastern and western mining states, along with all of the types of coal produced throughout the country.

    Background:

    • The Congressional Coal Caucus joined in sending a bicameral resolution highlighting how unrealistic these emissions requirements are on existing coal-fired power plants and newly constructed gas-fired power plants. This attempt to force the closure of power plants that supply America’s baseload electricity was previously tried under President Obama and overturned by the Supreme Court in West Virginia v. EPA.
    • The EPA finalized the Power Plant Rule on April 25th, 2024, which will create a devastating impact on our electric grid, current coal-fired power plants, new natural-gas fired power plants, and U.S. energy production.
    • These rules are in violation of the Clean Air Act and will increase energy prices, the cost of living for Americans, and will shut down the majority of U.S. coal producers by 2032.

  • MIL-OSI Security: Kansas Man Sentenced for Issuing Race-Based Death Threats to Multiple Black People

    A Kansas man was sentenced today to 80 months in prison for threatening multiple Black people in and around the Wichita area, and for interfering with the housing rights of a white woman because he believed that she was dating and associating with Black people.

    Austin Schoemann, 31, of Wichita, previously pleaded guilty to two counts of interference with federally protected activities, two counts of interstate threats and one count of interference with housing. In connection with the plea, Schoemann admitted that, in July 2022, he brandished a firearm and used racial slurs in order to threaten two Black juveniles while they were entering a QuikTrip gasoline station, and that he also used his firearm to threaten a Black adult who intervened to support the juveniles. Schoemann also acknowledged that, from January 2022 through August 2022, he interfered with the federally protected housing rights of a white woman by making threats to hurt or kill any Black people who visited her home. Schoemann further admitted that he sent videos and messages to the woman’s family members and others in which he repeatedly threatened to shoot and kill Black people.

    “Racially-motivated threats of violence cannot be tolerated in our society,” said Assistant Attorney General Kristen Clarke of the Justice Department’s Civil Rights Division. “For months, this defendant made threats to a woman and her family that he would shoot and kill any Black person who visited the woman’s home. After that campaign of terror, the defendant called two Black children racist slurs, and threatened the children and a Black woman with a gun when they happened to cross paths at a convenience store. This case should make clear that the Justice Department will not rest in bringing the perpetrators of racially-motivated hate crimes to justice.”

    “Perpetrators of hate crimes inflict pain upon victims in furtherance of a larger goal of breeding fear and divisiveness within our communities,” said U.S. Attorney Kate E. Brubacher for the District of Kansas. “The Justice Department is standing against racial violence and threats of racial violence by prosecuting offenders, but we need the public’s help.  The U.S. Attorney’s Office for the District of Kansas encourages those who are victims of or witnesses to hate crimes to report these incidents to law enforcement.”

    The FBI Kansas City Field Office and Wichita Police investigated the case.

    Assistant U.S. Attorney Aaron Smith for the District of Kansas and Trial Attorneys Thomas Johnson and Erin Monju of the Civil Rights Division’s Criminal Section are prosecuting the case.

  • MIL-OSI New Zealand: Future focus critical for Doubtless Bay restoration | Conservation blog

    Erosion-prone banks, sedimented estuaries and waterways smothered with all the worst weeds. This is the confronting riverscape in Doubtless Bay on Northland’s east coast.  

    Scratch below the surface though and you find secretive native fish, kōura and insects thriving in little pockets, excellent swimming holes, hapū who care deeply for their awa and whenua, and a community that totally supports work to restore the rivers. It’s for their children, mokopuna and future generations.   

    Climate change effects in the bay   

    DOC’s Ngā Awa river ranger Maddy Jopling lives in the area and has seen issues with flooding, erosion and pollution after storms and heavy rain first-hand. She’s not alone.  

    Farmers have come to fear heavy rain warnings, knowing they will be faced with costs to move and repair fences. Slips destabilise plantation forests and add to fine sediment being carried downstream. Hapū have noticed the loss of prime cockle beds near the Taipā River mouth in the last 20 years. Lifestyle block owners are concerned about the rivers nibbling away at their land and its value diminishing. 

    “We’re already seeing climate change happening here with more intense weather and more frequent, damaging floods,” says Maddy.

    “And sadly, there are other things we’ll have to contend with in the future, such as worse droughts, increased risk of wildfires and sea-level rise affecting land around the coast.”

    Healthy rivers need healthy land 

    Maddy’s job as river ranger for Doubtless Bay is to work with hapū and community to restore the biodiversity of the rivers from source to sea. The bay’s three rivers and their tributaries are treated as a single catchment, so there’s a big area involved.  

    “It’s critical to think about the future when planting or restoring habitat for native species in Doubtless Bay. Otherwise we won’t get the improvements in river health and biodiversity that we all want.”  

    A local hapū collective and many local landowners, groups and agencies are interested in or are already involved in restoration work. There is also support from industry representatives.    

    “The hapū collective wanted to know more about how climate change is likely to affect their rohe and what they could do now to build resilience. I’d also heard a lot of people talk about how the trees they’d put in had collapsed or fencing that had been washed away by floods.”

    Equipping the community with best practice revegetation information  

    Maddy says she saw an opportunity for DOC to support future work by providing best-practice, practical information to help advise and prioritise restoration planting in the catchment.  

    “We wanted to help people make the best decisions about what to plant where and how to tackle the really difficult issues.  

    “People also told me about what had worked for them in the past. So when we were setting up the project, we knew it was going to be important to visit a whole range of different places, especially those that are typical of many places here. It makes sense that local people know their land better than anyone.”  

    Drawing on ecology and mapping expertise  

    The project started with hapū, community members and DOC science and technical staff taking forest ecologist Dr Adam Forbes and mapping specialist Dr Brad Case on a tour of the catchment. The group visited more than 20 diverse sites in the in the Awapoko, Oruru and Oruaiti subcatchments over 3 days in late summer.

    Based on this information and the site visits, the pair have created treatments for 12 different types of habitat in the catchment. The treatments outline possible changes to the vegetation to take climate change and human preferences into account, protect the coast and freshwater and restore wetlands.  

    Adam says visiting all the different sites in Doubtless Bay was really important.

    “I couldn’t have done this without going to the sites and talking to everyone. It enabled me to find out what’s out there and what the issues are.” 

    He has mined a range of databases to create the treatments, drawing on list of plants for the area, planting densities, flammability ratings and listed options to tackle some of the catchment’s big issues.  

    “I’ve included a list of species that are relevant for restoration in these catchments for both the pioneer stage and the enrichment stage, once the canopy has been established. There are some neat regionally specific endemic species included, which provide options for people.”  

    Adam has helpfully provided information on timing, risks, management, maintenance and avenues of support. 

    Some examples of revegetation treatments  

    One suggested treatment is for sites in the lower rivers where īnanga spawn. The areas are currently open and weedy with willows and poplars that can keel over into the river during floods. Adam suggests getting light native forest established, including species that īnanga favour for spawning.

    Another treatment is for steep hill country with a tendency to slip. These areas are currently in pasture but establishing native vegetation would stabilise the hillsides and reduce erosion downstream.   

    Mapping reveals hotspots for priority work 

    Brad has created a series of catchment maps that show different information about the catchment such as susceptibility to erosion and flooding. Overlaying the maps highlights hotspots where multiple issues overlap.  

    Adam has included many of these areas in his 12 revegetation treatments.

    Maddy continues, “When I saw the catchment mapping, I was really excited about the fact that it will help us prioritise restoration as a community at a landscape scale.”  

    “When you’re going out and doing your restoration work, the scale can be quite overwhelming. There’s so much to do! But the way Brad’s done the modelling makes it really obvious where we need to focus a bit more effort from a climate change perspective.”

    About Ngā Awa river restoration programme 

    Taking a whole catchment approach, Ngā Awa is working in partnership with iwi, hapū and communities to restore the biodiversity of 12 rivers from mountains to sea. The three rivers in Doubtless Bay are one of the restoration catchments.  

    The programme’s goal is to see river ecosystems and species thriving from mountains to sea, which enrich people’s lives. This is achieved by collaborating with others, co-designing and co-leading with iwi, hapū and whānau and recognising climate change. Planning the restoration work is underpinned by sound technical and scientific advice.

  • MIL-OSI Australia: Interview with Richard Glover, Sydney Drive, ABC Radio

    Is there a particular marketing tactic that really grinds your gears? Maybe it’s the subscription that’s impossible to quit from or the gym that won’t tell you their prices until you show up in person. Well, the federal government says they’re taking action to outlaw so‑called unfair trading practices. But what falls under that umbrella? Because, obviously, a lot of things are already outlawed by the regulations. Stephen Jones is Assistant Treasurer and Minister for Financial Services and joins us here on Drive. Minister, good afternoon.

    STEPHEN JONES:

    Good afternoon, Richard. Good to be back with you.

    GLOVER:

    Tell us about some of the things that you think are currently allowed under the law, but really, really shouldn’t be.

    JONES:

    Look, a bunch of these are in grey areas. They shouldn’t be happening, they should be unlawful, but they’re in grey areas. So, let me go through a couple of them. Dynamic pricing had a bit of conversation about this after a few pop concerts lately. It extends to practices in sporting events, the tennis, the cricket, where you go online, you see – when you get online that the price might be $100 a ticket, but over the course of the 15–20 minutes that you’re online and everyone else is trying to buy one at the same time, the price goes up and up and up and up.

    GLOVER:

    So, the computer algorithm is responding to demand by pushing up the price to a point where supply meets demands, I suppose?

    JONES:

    That’s exactly how it’s working. Dynamic pricing, sharp practice, consumers incredibly disgruntled about it. And we agree, the next one –

    GLOVER:

    – I mean, sorry, before we go on – I mean, it does happen with other things. Uber, for instance, has a form of that, don’t they? I mean, their argument is that if dynamic pricing can lead to better service because it attracts more, the higher price during, say, a storm attracts more drivers to the road. So, they argue it’s a good thing.

    JONES:

    Look, we’ll work through some of these issues. The target for this is some of the online services, I’ve got to say. And the big one in frame is ticket pricing, which – now, the other one I want to talk about is drip pricing. This is where you go online, the advertised price, the sticker price for something is at one level, and then as you go through the forms, they keep on adding additional charges or additional components to it, all of which are essential to the service or the product or can’t be separated from it, and you end up paying a lot more than the sticker price.

    GLOVER:

    Okay, so they add the GST later, or they add the postage later, or they add the insurance later.

    JONES:

    Booking fees or all of these other fees that are added on. They’re common, like your booking fee or your service fee or all – they’re all added on the top of it. It’s very misleading to consumers.

    GLOVER:

    I mean, I’ve heard the ACCC talk about that in the past. Isn’t that already illegal?

    JONES:

    Some of these things are in a grey area and we want to remove the grey and make it black and white. So, that’s one of them. And in many instances, depends on how it’s being done. But it’s driving consumers nuts. It’s deceptive. It’s sharp practice. We want to make it black and white to ensure that it can no longer rip consumers off through these sort of practices. The third one, which you mentioned in your intro, is what we call subscription traps. Big front door, easy to sign up, bloody small back door. You can’t get out. You can’t get out of them. So, you sign up to your streaming service. They’ve got your credit card details. Almost impossible to get out of it.

    GLOVER:

    I don’t subscribe to American papers, but some people say with one of the prominent American papers that you subscribe – it’s very easy to subscribe, of course, but to unsubscribe, you have to ring – you have to phone a number during business hours in the United States.

    JONES:

    A couple of examples like that, and that’s clearly unfair. It’s clearly designed to ensure that consumers can’t get out again. So, another example, there’s gyms examples that have been brought to us, subscribing to a gym service, all of that. There’s a bunch of different examples –

    GLOVER:

    – What are the gyms? What do the gyms tend to do that is deceptive – other than promise me a better body, Stephen?

    JONES:

    Well, that’s deceptive right there isn’t it. But no, all jokes aside, making it very difficult to unsubscribe, for example, having to go to a certain place during certain hours, having to go through a whole bunch of processes that should be as simple to subscribe as it is to unsubscribe to those services.

    GLOVER:

    Let’s go to the timetable for all this because we only got a couple of minutes left. When does this all happen and when can people be confident that they will be able to, for instance, unsubscribe with ease?

    JONES:

    Consultation paper out on some of the details over the next few months. So, out for consultation over the next few months and then legislation to be drafted and passed through Parliament in the early part of next year.

    GLOVER:

    Okay. Before the election?

    JONES:

    I’d be over the moon if we’re able to get this done before the election, Richard. We don’t control the Upper House but I’ll be over the moon if we’re able to get some of this stuff.

    GLOVER:

    It’s hard to imagine you’re going to get much opposition. I can’t imagine the Greens or David Pocock or Jacqui Lambie thinking any of these are unreasonable ideas.

    JONES:

    I’d hope that everyone looks at this and says this is just common sense. It’s in the interest of Australian consumers and they’ll back the Albanese government on it.

    GLOVER:

    Ok, we’ll see what happens. Stephen, thank you so much.

    JONES:

    Good on you.

    GLOVER:

    Stephen Jones, who’s the Assistant Treasurer as the government proposes making some things that are in the shadows actually black and white in terms of ease of subscription, things like drip pricing and the so called dynamic pricing, which I know some people fell not here so much, but in the UK recently fell foul of with the Oasis tickets which seemed to, once the demand was realised suddenly were incredibly inflated.

    Good morning. It’s good to be here with all of you.

    Thank you, Randy, for your work with the University of Northern Iowa (UNI), a school near and dear to my heart. And thank you for the invitation to speak about another subject near and dear to my heart: building prosperity for Iowans across our state.

    Now, typically, I wouldn’t be able to join you in person on a weekday in the middle of October. But since we’re in the thick of a presidential election year, Congress is out of session until after November 5th.

    As you know, we’re also in the thick of harvest season. This week, my son and grandson are on our family farm in New Hartford running the combine and hauling grain from the fields. 

    I’m the second generation of our fourth-generation family farm, so I understand what weighs on the minds of Iowans looking to pass on the reins of a farm or small business. Although, a farmer never really retires.

    Like most family farms in Iowa, a lion’s share of our small- and medium-sized businesses are owned by baby boomers. These operations are expected to change ownership in the next five to 10 years. Finding the future stewards of these farms and businesses is top of mind for communities across Iowa. 

    It will have tremendous impact on the tax base, population, school enrollment, jobs, economic vitality and social capital of the local and regional community.

    This year, I completed my 44th year holding question-and-answer sessions with Iowans in all 99 counties in our state. Two issues that regularly come up at my meetings with small businesses and manufacturers are workforce shortages and employee retention. 

    The workforce and succession planning are top of mind for so many small businesses in Iowa, including those of you here in this room. As the baby boom generation prepares to pass the torch, a sizeable segment of our state’s economy will hinge on the strategic transition of farms and businesses. 

    Changing ownership of a business the same family has owned and operated for decades is complicated. Potential buyers and sellers need to navigate a maze of issues, including complex family dynamics, taxes, financing and more. 

    A decade or so ago, the impending demographic shift was often referred to as the Silver Tsunami. Since 2011, roughly 10,000 Americans turn 65 every day. I would suggest the so-called tsunami has delivered rolling waves of changes, instead of catastrophic disruptions to health care, housing, transportation and community services. I attribute that to forward-thinkers, like those of you attending today’s conference. 

    We’ve seen across many sectors of the economy that not all of the demographic disruptions hit the fan at once. 

    That’s partially because people are staying in the workforce longer, by choice or financial necessity. 

    Like I said earlier, a farmer never really retires. The same often goes for a family-run business, perhaps due to the fact owners don’t always have a viable succession plan or buyer. Having a succession plan can give families, landowners and small businesses much-needed peace of mind. After putting years of sweat and investments into their farm or business, many Iowans are what we call cash-poor and asset-rich.  

    As we look ahead to this era of transition in business ownership, it’s important for leaders in government, business and academia to collaborate. Together, we can anticipate the challenges and embrace the economic opportunities this demographic shift will present. 

    From that standpoint, I applaud the efforts of your organization, in partnership with my alma mater, UNI.  

    I want to commend you for taking a proactive approach. You’re grabbing the bull by the horns to identify the obstacles and possibilities that lie ahead. By engaging stakeholders and raising public awareness, your efforts can help expand local economic vitality and prosperity for generations to come. 

    You understand that a majority of the businesses owned by baby boomers will close for good if a viable buyer isn’t found. Usually, a viable buyer is restricted by the sale price, or there simply isn’t a buyer available at all. 

    Let’s not underestimate the benefits your efforts will bring workers and the community. Day in and day out, workers help build and grow a company. When workers are able to capture financial equity in their employing business, it fosters an ownership culture that strengthens morale and reinforces roots in the community. 

    These dynamics sow the seeds for broader advantages for nearby schools, civic clubs, volunteer fire departments, places of worship, and more.

    If you think about it, your mission kills two birds with one stone. On the one hand, you provide an off-ramp for business owners to pull wealth from their business, monetizing the retirement nest egg they’ve feathered for decades. 

    On the other hand, you’re expanding ownership opportunity and offering a piece of the financial pie to the workforce, empowering employees to share in the fruits of their own labor. 

    As a former chairman of the Senate Finance Committee, fostering economic growth is central to my philosophy on tax policy. That includes my support for federal tax advantages for Employee Stock Ownership Plans. 

    Everything these days goes by an acronym, but “ESOPs” have been around for decades.  

    A century ago, big corporations like Proctor & Gamble, J.C. Penney and Sears Roebuck provided stock ownership through a tax vehicle Congress added to the federal tax code in 1921. 

    The iteration we have today sprang up in the 1950s, for the purpose of transitioning ownership of a company to its employees. 

    ESOPs were formally recognized in law in 1974 thanks to the efforts of Senator Russell Long – one of my predecessors at the helm of the Senate Finance Committee.  

    An ESOP allows companies to use IRS tax-qualified plans as a tool for business succession, and as a workplace empowerment tool to foster an ownership culture. They provide the seller better options to manage tax liabilities from the sale of the business rather than what many consider tax confiscation at the point of sale. 

    Senator Long once declared ESOPs would be the perfect elixir to the economy. In fact, he used the term “Geritol,” if anyone here remembers that once-popular vitamin supplement. 

    The good news is ESOPs have outlasted Geritol. For decades, this tax-advantaged tool has helped boost productivity, create wealth among the workforce, expand prosperity and grow civic roots in communities across the country. 

    When Congress passed the Tax Reform Act of 1984 that included tax-free, roll-over treatment, Washington cleared the path for privately held businesses to transfer ownership, unlocking a burst of economic activity and new ownership to the next generation of employees. 

    To this day, ESOPs are a preferred tool for business succession in America.  

    From my platform on the Senate Finance Committee, once again, I will have a front row seat at the tax policymaking table in the new Congress. With 2025 will come a major tipping point for the U.S. economy, as lawmakers and a newly elected president confront a tax cliff. The Tax Cuts and Jobs Act that I helped shepherd into law in 2017 is set to expire at the end of next year.  

    This package enacted across-the-board tax cuts for every American taxpayer. As a result, businesses and families kept more of their hard-earned money in their pockets. 

    That means Iowans got to save, spend and invest more of their own money. If the 2017 Trump tax cuts expire, we will say good-bye to trillions of dollars in tax breaks. 

    The 2017 tax law also unlocked opportunities for small business across our state – the engines of the nation’s economy. Whether a business was structured as a “C” corporation or subchapter “S,” the law lowered tax rates on their income. This tax cut applies to ESOPs with partial employee-ownership. 

    The law lowered the maximum corporate tax rate from 35 percent to a single marginal rate of 21 percent, empowering businesses to expand, hire more people or raise wages. 

    Just as importantly, for pass-through businesses the law lowered tax rates across the board and created a new 20 percent business income deduction. 

    Together, those reforms shrunk the top federal income tax rate from 39.6 percent to 29.6 percent. Farmers and small businesses operate on tight margins. These tax breaks make a tremendous difference on the bottom line.  

    I’m always on the lookout for ways to continue to build on the success of ESOPs. A provision I’ve long cosponsored to make ESOPs a more attractive option for S corporations was incorporated into the SECURE 2.0 Act, which Congress passed at the end of 2022. 

    I’ve written tax policy in the U.S. Senate for more than four decades and counting. I’ll let you in on a secret: When you tax something – anything – you get less of it. 

    Tax laws influence purchase decisions on items ranging from cars and clothes to farm machinery and investments. Just consider back-to-school tax-free shopping weekends. Or how states with no state income tax attract people from high-tax states. 

    On the flip side, high taxes on cigarettes, gambling and alcohol aim to limit those behaviors. Tax incentives operate the same way, informing research and development, college savings and homeownership. 

    I’m sure many of you want to know what’s going to happen on those expiring tax cuts in 2025. That crystal ball will get some clarity after November 5th. 

    In closing, I want you to know I agree ESOPs are a key instrument for communities to foster economic prosperity across our state. 

    Ownership is a core principle in America’s promise of prosperity — and freedom itself — that our nation’s Founders enshrined in our Constitution. 

    In my 99 county meetings, I’ve seen good things happening and economic vitality thriving in communities with ESOP-structured businesses. 

    ESOPs can provide that pathway to prosperity.  

    Business owners preparing to retire can get tax-advantaged cash in their pockets, after many years of building their business. 

    Employees can build equity in the company and find greater satisfaction on the job. 

    With your advocacy, communities can realize more opportunities to keep valued businesses thriving and tap into the ownership culture that attracts a dynamic workforce.

    “We are working to preserve the jobs we have in Louisiana and create more in the future,” said Dr. Cassidy. “We can do this by requiring that trade with countries like China be fair, and not allow them to pollute the atmosphere while we’re working to clean it.”

    The State of Arizona and the USDA Forest Service have a long and successful record of collaborating on efforts to improve forest health and resilience. Today’s agreement focuses on federal and state agencies working together to respond to land management challenges and concerns across Arizona forests.     “This heartless Government has more than doubled benefit sanctions, stripping people of their dignity and ability to put food on the table,” says the Green Party’s spokesperson for Social Development and Employment, Ricardo Menéndez March.

    “People deserve to live in dignity, they deserve to be supported in times of need. We can afford to look after one another, all that is missing is the political will. 

    “Families living in poverty deserve more than smoke and mirrors from Louise Upston who is refusing to address child poverty while introducing more ways to push beneficiaries into hardship.  

    “Benefit sanctions for missing an appointment have almost tripled. This is quite clearly not about supporting people into work but depriving people in need of the means to survive. 

    “The Government has turned its back on our communities in need, adding fuel to the fire when it comes to growing inequality and widening poverty. 

    “The Prime Minister may be ‘wealthy’ and ‘sorted’ but a lot of people out there are struggling. It is time he woke up to this reality and started doing something about it.

    DENVER – Today, Governor Polis issued an Executive Order to memorialize the September 16  verbal declaration of disaster emergency to provide support and resources in response to the Pearl Fire in Larimer County. The Executive Order also memorializes the Governor’s verbal authorization to employ unarmed Colorado National Guard members, if needed, to coordinate fire suppression response, consequence management, mitigation, and recovery efforts. As of September 30, 2024, the fire was 95% contained and burned 128 acres. No structures were destroyed during the fire.

  • MIL-Evening Report: Jokowi was once seen as Indonesia’s ‘new hope’. Instead, he leaves a legacy of democratic backsliding

    As Indonesia’s president Joko Widodo (Jokowi) prepares to leave office, Indonesia is still routinely lauded as one of Asia’s most important democracies. Jokowi was first elected, in 2014, on the promise of breaking with the old Jakarta elite and making government more responsive to ordinary people.

    He was backed by many ardent supporters of Indonesia’s Reformasi movement. This movement had brought down the authoritarian leader, Suharto, in 1998 and pushed a transition to democracy in the years that followed.

    But Jokowi has overseen a serious period of democratic backsliding.

    Democratic decline

    Under his watch, the Indonesian government has hobbled democratic control institutions. This includes Indonesia’s once-lauded Corruption Eradication Commission, abbreviated as KPK.

    Security agencies such the army and the police have begun to resume a political role.

    The government has banned major Islamic organisations.

    Civil society groups speak of a dramatically narrowed civic space. They complain, for example, about the government’s increasing reliance on the Electronic Information and Transactions Law to prosecute critics of the government for defamation and its growing willingness to use violent means to respond to protests.

    Jokowi’s opponents in the political elite are routinely investigated for corruption and other alleged wrongdoing.

    In last February’s presidential election, there were widespread reports the police and other agencies were pressuring community leaders to mobilise the vote for Jokowi’s preferred candidate, Prabowo Subianto.

    How and why does Jokowi leave this legacy?

    How did a man who was once seen as a “new hope” for Indonesian democracy end up here?

    The answer is part of a global story that has become broadly familiar in recent years.

    These days, it is generally not unelected coup leaders who destroy democracy. Experiences like those of Thailand and Myanmar in recent years are, happily, no longer typical.

    Instead, elected populist leaders hollow democracy out from within. They do so by hobbling institutions, such as anti-corruption commissions, which are meant to check executive power.

    Jokowi has, in my view, followed this pattern.

    Unlike many populists, Jokowi never peppered his early speeches with angry denunciations of his opponents as traitors. He never tried to whip up vitriol against vulnerable minorities.

    Instead, he positioned himself as a leader who was uniquely able to understand and to embody the aspirations of ordinary people.

    His trademark campaign method was known as blusukan. He would drop by unexpectedly at a marketplace, for example, to chat with ordinary people about prices and other everyday matters.

    Jokowi has positioned himself as a man of the people.

    A former mayor, he was interested in the nitty gritty of governance, such as how to improve transport services or upgrade parks. He was less interested in “abstract” notions like human rights.

    The implications of this philosophy only became apparent after Jokowi was elected president.

    He retained his belief in his own unique ability to understand the aspirations of ordinary citizens, which had been long neglected by elite politicians.

    He maintained a single-minded focus on what ordinary Indonesians wanted – improved living standards and better social welfare. And he used polls to regularly monitor public opinion.

    For Jokowi, maintaining popular support and satisfying public demands was the essence of democracy. He was not interested in institutions that place limits on governmental power, which are arguably just as important to a functioning democratic system.

    For example, his government enacted legal amendments that significantly weakened the Corruption Eradication Commission (KPK).

    Late last year, the Constitutional Court – headed by his brother-in-law – changed the the rules on candidate age limits to allow Jokowi’s son, Gibran Rakabuming Raka, to stand for the vice presidency. Many Indonesians viewed this as a transparent – and successful – attempt to manipulate a key control institution for the purpose of maintaining Jokowi’s dynastic grip on power.

    Even so, as Jokowi leaves office, he does so a very popular politician.

    Prabowo as president

    Jokowi hands power to a man with an even more chequered democratic history.

    Prabowo Subianto is a former general with a record of alleged human rights abuses dating back to the late Suharto period. (Although, like other senior military officers accused of responsibility for the Suharto regime’s well-documented record of human rights abuses, he was never convicted of any crimes). Prabowo was close to the heart of that regime: indeed, he used to be Suharto’s son-in-law.

    Prabowo has promised he would provide the strong hand the country needed.

    Prabowo has since reinvented himself as a fun-loving grandfather figure and Jokowi’s greatest fan, capitalising on the president’s own popularity.

    In fact, Prabowo used to be among Jokowi’s greatest rivals before becoming his defence minister in 2019.

    In previous elections, Prabowo presented himself as a firebrand populist who angrily denounced his opponents for allegedly selling Indonesia out to foreigners. He promised he would provide the strong hand the country needed to become truly great.

    We don’t know yet what kind of president Prabowo will be. His early political socialisation, as a leading elite figure close to the heart of the Suharto regime, suggests his instincts are likely to be deeply authoritarian.

    He inherits from Jokowi a country in which democratic institutions have already been seriously undermined, and a series of lessons in how to weaken them further.

The event celebrated the groundbreaking of the expansion of the Species Conservation Habitat (SCH) Project after the U.S. Bureau of Reclamation awarded California $70 million from the Inflation Reduction Act for the project last December.
    The investment is a portion of the $250 million that Padilla, Ruiz, the late Senator Dianne Feinstein, and Representative Juan Vargas (D-Calif.-52) secured for the SSMP from funds included in the Inflation Reduction Act for drought resiliency. The federal funding commitments were made in the 2022 Commitment to Support Salton Sea Management Related to Water Conservation in the Lower Colorado River Basin Agreement.
    The expansion of the SCH Project represents a multiagency collaboration to address the ecological challenges facing the Salton Sea. The commitments made by the federal and state governments, as well as from regional agencies, will add 750 acres to the project’s footprint. This unprecedented support helps set the current project footprint at nearly 5,000 acres with the potential to expand to around 8,000 acres.
    “As the Salton Sea lakebed recedes, toxic dust is contaminating air quality and threatening the stability of the local ecosystem,” said Senator Padilla. “The $250 million in Inflation Reduction Act funding we secured for the Salton Sea Management Program is essential not only to protect public health in surrounding communities, but to restore the habitat of the abundant aquatic and avian wildlife in the region.     Located at the south end of the Salton Sea, near the community of Westmorland, the project aims to restore ecological value at the Salton Sea and help protect regional air quality by
    Creating a network of ponds and wetlands;
    Providing a habitat for fish and birds that visit the Salton Sea; and
    Suppressing dust within the project area.
    In August, the Bureau of Reclamation and the Imperial Irrigation District agreed to conserve nearly 230 billion gallons of water by 2026, facilitate land access for project implementation, and provide an additional $175 million in federal funding to accelerate California’s Salton Sea restoration efforts.
    Comprised of the California Natural Resources Agency, the California Department of Water Resources, and the California Department of Fish and Wildlife, the SSMP is implementing a 10-year plan to improve the conditions around the Salton Sea by constructing 29,800 acres of habitat and dust suppression projects while establishing a long-term pathway for the Salton Sea’s success.
    Senator Padilla worked to include $4 billion for drought resiliency and inland waterways, including for projects to address historic drought impacting the Colorado River Basin and Salton Sea, in the Inflation Reduction Act. The $250 million in federal funding Padilla secured for the SSMP allows the Department of the Interior to contribute to vital restoration projects at the Salton Sea, including to expedite existing projects that the State of California and California water users are contributing to, like the SCH Project. Last Congress, the Senate Energy and Natural Resources Committee advanced Padilla and Senator Feinstein’s Salton Sea Projects Improvements Act to give the Interior Department additional authorities to invest in Salton Sea ecological improvement projects and address the public health and environmental crises at the Salton Sea. Padilla also applauded the Department of the Interior last year for awarding approximately $367 million to California partners to protect the Colorado River Basin, including to restore the Salton Sea.

  • MIL-OSI Australia: Gympie Bypass opens to traffic

    The Albanese and Queensland Government funded Gympie Bypass has opened to traffic, a significant improvement for residents with heavy vehicles no longer needing to travel through Gympie.

    The $1.162 billion Bypass cuts travel times, improves motorist safety, access and flood immunity.

    The project has constructed a new 26-kilometres, four-lane divided highway between the existing Bruce Highway interchange at Woondum, just south of Gympie, and Curra.

    It includes three new interchanges – at Flood Road, Gympie Connection Road and Curra. There are also 42 new bridges at 23 locations. 

    Over the next couple of weeks and months, the Gympie community will begin to see the positive impact of fewer heavy vehicles, while freight efficiency will be improved.

    Motorists can still also access Gympie from the Old Bruce Highway via the interchange at Woondum and from Curra in the north.

    The Gympie Bypass is jointly funded, with the Australian Government contributing $929.6 million and the Queensland Government contributing $232.4 million.

    It is the final section of a 62-kilometre Bruce Highway program of works between Cooroy and Curra, totalling $2.549 billion. Construction of the overall Cooroy to Curra program began in September 2009.

    While major construction for the bypass is finished, there will be some intermittent works over the next few weeks while the crew finishes some minor activities on the connections at either end of the new highway.

    An elusive optical effect caused by light bending through fog, space weather and a total solar eclipse are among the weather phenomena captured in the Bureau of Meteorology’s Australian Weather Calendar for 2025.

    Photos submitted by professional and amateur photographers from across the country are featured in the latest edition of the popular annual calendar.

    The photos in the 2025 calendar takes viewers on a journey throughout the country’s many climate zones from Tasmania’s central highlands in the south to the Arafura Sea off the Northern Territory.

    The calendar features photos from across Australia which were entered and judged through the Bureau’s yearly photo competition.

    National Community Information Manager Andrea Peace said the images were selected from a strong offering of over 500 entries.

    “Each month features a photo of a different weather phenomenon alongside a meteorological description written by the Bureau’s meteorologists,” Ms. Peace said.

    “The photos offer a glimpse into the science behind how the weather works, and how the Bureau’s services meet the needs of the Australian community and industries.

    “Some of the fascinating weather phenomena captured on camera in this year’s selection include unusual cloud formations known as Cirrus uncinus, glowing anticrepuscular sun rays, a glorious sunrise in regional WA, a colourful Aurora australis and moody thunderstorms.”

    Featured as the February photo is a waterspout, captured by hobby photographer Cathryn Vasseleu off the Arafura Sea in the NT, after she spotted the unusual sight by chance while birdwatching.

    The phenomenon is a tornado that occurs over water and forms a twisting funnel of liquid and vapour, usually only lasting about 5-10 minutes but which can create havoc with winds of over 100km/h.

    The much less destructive phenomenon of a fogbow — an optical effect caused by light bending through fog, producing a colourless rainbow — was captured by weather chaser David Metcalf in country NSW and features as the June image.

    The perfectly wintery scene of a wombat braving the snow as it journeys through Tasmania’s central highlands was captured by Tassie local Gill Dayton and selected as the cover image for the 2025 edition.

    Several of the photos within the calendar reflect the dedication often needed to capture fleeting weather phenomena on camera like spectacular lightning strikes captured in split-second moments.

    The December photo of a dazzling Aurora australis display taken by weather-obsessed photographer Rusli Hashim in Northern Tasmania was the photographer’s dream image, captured in the early hours of the morning following an all-night aurora stakeout.

    Now in its 41st year, the weather calendar has been celebrating the best of Australian weather photography since 1983.

  • MIL-OSI USA: What is a Coral Reef?

    Coral reefs cover only 1% of the ocean floor, but support an estimated 25% of all marine life in the ocean, earning them the moniker ‘rainforest of the sea.’ They also play a critical role for coastal communities; preventing coastal erosion, protecting coastlines from hurricane damage, and generating $36 billion in annual income worldwide.
    We asked Juan Torres-Pérez, a research scientist and coral reef expert at NASA Ames Research Center, about the science behind coral reefs, and the role they play in both marine ecosystems and human communities.

    Reef
    Reefs are ridge-like structures, either natural or artificial. “A reef by definition is a structure that provides some relief above the ocean floor,” Torres-Pérez said. “It could be something man-made: you can pile a bunch of car tires, and then they get colonized by different organisms. Or it could be natural: a small hill on top of the ocean floor in which the primary framework is a rock.”
    Corals
    Corals are animals from the phylum Cnidaria, typically found along tropical coastlines. They comprise hundreds to thousands of living organisms called polyps, each only a few millimeters in diameter. Each polyp has its own body and a mouth with stinging tentacles to capture food such as plankton and small fish. The polyps grow together until they form a colony, and it is this colony that we recognize as a coral. There are two types of coral: hard corals and soft corals. Hard corals, also known as stony corals or more formally as Scleractinians, secrete calcium carbonate to form a hard skeleton; it is this type of coral that form a coral reefs. Soft corals, also known as Alcyonacea, are fleshy and bendable, often resembling trees or fans.  

    The colorful appearance of corals comes from the microscopic algae that live inside coral cells, called zooxanthellae. These algae perform photosynthesis, bringing vital food and nutrients to the corals. “The majority of the products from photosynthesis, about 80 to 90%, pass on to the coral, and then the coral uses those for its own metabolism,” said Torres-Pérez. “This is why corals are usually found in shallow waters: because these organisms need the sunlight to photosynthesize.”
    Coral Reefs
    A coral reef is a term used to describe the collective structure of hard corals that help shape a coral reef ecosystem. “A coral reef is a reef whose main structure is made by living organisms, in this case corals,” said Torres-Pérez. “A coral reef will always be a reef, but not all reefs are coral reefs.” The largest coral reef in the world is Australia’s Great Barrier Reef, which is over 1,000 miles long and covers around 133,000 square miles.

    Healthy coral reefs play a crucial role in providing coastal protection, habitats for marine life, and even key ingredients for potential new medicines.
    “Coral reef ecosystems provide habitat for thousands of species, from unicellular organisms like bacteria or some phytoplankton communities, to large organisms like sharks, groupers or snappers, and reptiles like sea turtles,” Torres-Pérez said.
    Corals act as a protective barrier during big storm events such as typhoons or hurricanes and have proven to be 97% effective in preventing damage to the natural and built environment. As coral reefs have been damaged in recent decades, coastal flooding and erosion have increased, causing significant damage to coastal communities.
    Many communities depend on coral reefs as a resource to sustain their livelihoods. “These are critical ecosystems, not only in terms of the whole biodiversity of the planet but because they also provide sustenance for millions of people, especially in island nations,” Torres-Pérez said. Coral reefs also support fisheries (fish caught for commercial, recreational, or subsistence purposes), recreational activities, and educational purposes.
    Scientists have been exploring coral as a new ingredient source for some medicines. They have discovered that a chemical from coral can be extracted to create antibiotics that are effective against bacteria resistant to other types of antibiotics. These ingredients are replicated in a lab, eliminating the need to continuously harvest and harm corals.

    According to a 2020 report produced by the Global Coral Reef Monitoring Network (GCRMN), 14% of the world’s coral reefs have been lost since 2009. In the wake of the 2023-2024 global coral bleaching event, that number is expected to increase.

    Coral bleaching is caused by increasing ocean temperatures. As water temperatures rise, it causes corals to expel their zooxanthellae, leaving behind a bone-white shell and depriving the coral of its main food source. “Eventually what happens is that the coral is too weak to compete with other organisms, like filamentous algae, that can overgrow the coral and eventually kill the whole colony,” said Torres-Pérez.
    Other threats to coral reefs come from human activity, such as pollution or physical damage. “Increases in sedimentation from poor land management get deposited into the reefs,” said Torres-Pérez, citing urban stormwater runoff and deforestation as two examples of sedimentation. Coral sedimentation is the deposition and accumulation of sediments, like fine sands or mud, on a reef. This clouds the waters, blocking critical sunlight and reducing the ability of zooxanthellae to photosynthesize.
    Another human-caused threat to corals is eutrophication, the unnatural increase of nutrients in the water. “Eutrophication provides grounds for the development of filamentous algae, which grows much faster than corals,” said Torres-Pérez. Some of these excess nutrients in the water come from sewage released into coastal waters or runoff of agricultural fertilizers into the ocean. The algae feed off the excess nutrients and grow into massive blooms, which suppress the growth of corals.

    Moreover, Torres-Pérez pointed out that human-caused physical damage to reefs can result from mechanical damage, such as ship anchors being thrown onto corals. Some fishing techniques, like deep water trawling (dragging fishing nets along the sea floor), can also damage reefs by pulling and tearing corals away from their bases. On a more individual scale, coral damage can also result from being stepped on by humans, or accumulated trash left behind by beach-goers.

    Many coral reefs in the world are still unclassified, unexplored, or yet to be discovered. NASA’s NeMO-Net hopes to change that. Torres-Pérez, who is a Co-Investigator for NeMO-Net, described how the citizen science project functions like an interactive mobile video game, allowing anyone to identify corals. “Users can characterize different components of a coral reef based on 2D [and 3D] images of a coral reef,” said Torres-Pérez. “which goes into a machine learning component.” The information from these classifications is fed into a scientific model and helps NASA both classify and assess the health of coral reefs around the world.     In 2022, Torres-Pérez founded OCEANOS (Ocean Community Engagement and Awareness using NASA Earth Observations and Science for Hispanic/Latino Students), a program aimed at bringing oceanography and STEM opportunities to the next generation of Hispanic/Latino students in Puerto Rico. During the program, students build and test their own low-cost optical sensors, test data in a phytoplankton lab, replant coral reefs, and create storymap presentations of their work. “We want students to feel confident and capable to pursue STEM careers,” Torres-Pérez said, “and we want them to become agents of change in their community to share the importance of preserving the ocean.”

    Outside of NASA, Torres-Pérez is an active member of the U.S. Coral Reef Task Force (USCRTF); an interagency body established in 1998 from Executive Order 13089: Coral Reef Protection that aims to preserve, protect, and restore coral reef ecosystems.

One notable coral reef resource from NOAA is their Coral Reef Watch website, which monitors sea surface temperatures on global and local scales. The website serves government and non-governmental agencies with their data products, which are used to monitor and predict climate impacts on coral reefs worldwide.

  • MIL-OSI Global: Socially distanced layout of the world’s oldest cities helped early civilization evade diseases

    In my research focused on early farmers of Europe, I have often wondered about a curious pattern through time: Farmers lived in large dense villages, then dispersed for centuries, then later formed cities again, only to abandon those as well. Why?

    Archaeologists often explain what we call urban collapse in terms of climate change, overpopulation, social pressures or some combination of these. Each likely has been true at different points in time.

    But scientists have added a new hypothesis to the mix: disease. Living closely with animals led to zoonotic diseases that came to also infect humans. Outbreaks could have led dense settlements to be abandoned, at least until later generations found a way to organize their settlement layout to be more resilient to disease. In a new study, my colleagues and I analyzed the intriguing layouts of later settlements to see how they might have interacted with disease transmission.

    Earliest cities: Dense with people and animals

    Çatalhöyük, in present-day Turkey, is the world’s oldest farming village, from over 9,000 years ago. Many thousands of people lived in mud-brick houses jammed so tightly together that residents entered via a ladder through a trapdoor on the roof. They even buried selected ancestors underneath the house floor. Despite plenty of space out there on the Anatolian Plateau, people packed in closely.

    For centuries, people at Çatalhöyük herded sheep and cattle, cultivated barley and made cheese. Evocative paintings of bulls, dancing figures and a volcanic eruption suggest their folk traditions. They kept their well-organized houses tidy, sweeping floors and maintaining storage bins near the kitchen, located under the trapdoor to allow oven smoke to escape. Keeping clean meant they even replastered their interior house walls several times a year.

    These rich traditions ended by 6000 BCE, when Çatalhöyük was mysteriously abandoned. The population dispersed into smaller settlements out in the surrounding flood plain and beyond. Other large farming populations of the region had also dispersed, and nomadic livestock herding became more widespread. For those populations that persisted, the mud-brick houses were now separate, in contrast with the agglomerated houses of Çatalhöyük.

    Was disease a factor in the abandonment of dense settlements by 6000 BCE?

    At Çatalhöyük, archaeologists have found human bones intermingled with cattle bones in burials and refuse heaps. Crowding of people and animals likely bred zoonotic diseases at Çatalhöyük. Ancient DNA identifies tuberculosis from cattle in the region as far back as 8500 BCE and TB in human infant bones not long after. DNA in ancient human remains dates salmonella to as early as 4500 BCE. Assuming the contagiousness and virulence of Neolithic diseases increased through time, dense settlements such as Çatalhöyük may have reached a tipping point where the effects of disease outweighed the benefits of living closely together.

    A new layout 2,000 years later

    By about 4000 BCE, large urban populations had reappeared, at the mega-settlements of the ancient Trypillia culture, west of the Black Sea. Thousands of people lived at Trypillia mega-settlements such as Nebelivka and Maidanetske in what’s now Ukraine.

    If disease was a factor in dispersal millennia before, how were these mega-settlements possible?

    This time, the layout was different than at jam-packed Çatalhöyük: The hundreds of wooden, two-story houses were regularly spaced in concentric ovals. They were also clustered in pie-shaped neighborhoods, each with its own large assembly house. The pottery excavated in the neighborhood assembly houses has many different compositions, suggesting these pots were brought there by different families coming together to share food.

    This layout suggests a theory. Whether the people of Nebelivka knew it or not, this lower-density, clustered layout could have helped prevent any disease outbreaks from consuming the entire settlement.

    Archaeologist Simon Carrignon and I set out to test this possibility by adapting computer models from a previous epidemiology project that modeled how social-distancing behaviors affect the spread of pandemics. To study how a Trypillian settlement layout would disrupt disease spread, we teamed up with cultural evolution scholar Mike O’Brien and with the archaeologists of Nebelivka: John Chapman, Bisserka Gaydarska and Brian Buchanan.

    Simulating socially distanced neighborhoods

    To simulate disease spread at Nebelivka, we had to make a few assumptions. First, we assumed that early diseases were spread through foods, such as milk or meat. Second, we assumed people visited other houses within their neighborhood more often than those outside of it.

    Would this neighborhood clustering be enough to suppress disease outbreaks? To test the effects of different possible rates of interaction, we ran millions of simulations, first on a network to represent clustered neighborhoods. We then ran the simulations again, this time on a virtual layout modeled after actual site plans, where houses in each neighborhood were given a higher chance of making contact with each other.

    Based on our simulations, we found that if people visited other neighborhoods infrequently – like a fifth to a tenth as often as visiting other houses within their own neighborhood – then the clustering layout of houses at Nebelivka would have significantly reduced outbreaks of early foodborne diseases. This is reasonable given that each neighborhood had its own assembly house. Overall, the results show how the Trypillian layout could help early farmers live together in low-density urban populations, at a time when zoonotic diseases were increasing.

    The residents of Nebilevka didn’t need to have consciously planned for their neighborhood layout to help their population survive. But they may well have, as human instinct is to avoid signs of contagious disease. Like at Çatalhöyük, residents kept their houses clean. And about two-thirds of the houses at Nebelivka were deliberately burned at different times. These intentional periodic burns may have been a pest extermination tactic.

    New cities and innovations

    Some of the early diseases eventually evolved to spread by means other than bad foods. Tuberculosis, for instance, became airborne at some point. When the bacterium that causes plague, Yersinia pestis, became adapted to fleas, it could be spread by rats, which would not care about neighborhood boundaries.

    Were new disease vectors too much for these ancient cities? The mega-settlements of Trypillia were abandoned by 3000 BCE. As at Çatalhöyük thousands of years before, people dispersed into smaller settlements. Some geneticists speculate that Trypillia settlements were abandoned due to the origins of plague in the region, about 5,000 years ago.

    The first cities in Mesopotamia developed around 3500 BCE, with others soon developing in Egypt, the Indus Valley and China. These cities of tens of thousands were filled with specialized craftspeople in distinct neighborhoods.

    This time around, people in the city centers weren’t living cheek by jowl with cattle or sheep. Cities were the centers of regional trade. Food was imported into the city and stored in large grain silos like the one at the Hittite capital of Hattusa, which could hold enough cereal grain to feed 20,000 people for a year. Sanitation was helped by public water works, such as canals in Uruk or water wells and a large public bath at the Indus city of Mohenjo Daro.

    These early cities, along with those in China, Africa and the Americas, were the foundations of civilization. Arguably, their form and function were shaped by millennia of diseases and human responses to them, all the way back to the world’s earliest farming villages.

  • MIL-OSI Australia: Care for others and pre-plan this fire season

    This National Carers Week (Oct 13-19) CFA is urging Victorians who care for others living in high bushfire risk areas to make a fire plan using CFA’s online module ahead of summer.

    The learning module Bushfire Planning: You and the person you care for, developed with Carers Victoria, is for anyone who provides informal unpaid care or support to family members or friends with a disability, mental illness, chronic health issue or age-related condition.

    The one-hour online lesson dives into who needs to be prepared, important roles played, how to start a conversation and build a plan, when to choose to stay or go, how to make it all work and what resources are available.

    Dromana Fire Brigade member Tim Marchinton, who informally cares for his mum who lives rurally and remotely in a high-risk area said the module has been a valuable tool in setting her up for any type of emergency.

    “Sometimes mum is on her own, and she lives in an area surrounded by a lot of natural bush, so we needed to have something that she could enact if I wasn’t here,” Tim said.

    “Every summer she is concerned about the what if, having previously lived in another part of Gippsland that was affected by the Black Saturday bushfires.

    “It’s been challenging to chat through this, because up until Black Saturday, mum was of the mindset that you can stay and do what you need to do on your own.

    “I’ve now got her to think differently by doing this plan and reassured her that we’ve got insurance and it’s not worth trying to stay and fight.”

    Tim and his mum watched the module together, then went through what they learnt, condensing it into a checklist and a survival plan that she has nearby at all times.

    “She now has a packed bag, with everything essential by the door as recommended, and we re-check that every summer. We make sure the batteries are fresh, that radios are in there with bottled water and a bowl is there for the dog,” Tim said.

    “A really important factor for mum throughout this process was incorporating contingencies so she could take her dog with her, otherwise she wasn’t prepared to continue creating the plan. 

    “She knows on a Total Fire Ban (TFB) day to listen to the radio continuously, and to make sure her phone is always charged.

    “It’s been a great conversation starter, her exit road has two choices, so we’ve talked about where she would go if she was to leave early as her house is wooden and more vulnerable.”

    Due to the gravity of the information, Tim took a person-centred approach when working through the online learning with his mum and completed it over a number of sessions.

    Ahead of and during summer Tim and his mum spend time cleaning up the property, emptying gutters and clearing leaves anything surrounding the area. 

    “We’ve put a ring sprinkler around the house so that there is some barrier against ember attack when she needs to leave, it has a 50,000L tank that is preserved for this purpose to create some sort of ember wash,” Tim said.

    “If she needs to leave quickly there is a safe spot for her on the neighbours’ property surrounded by low cut grass. However, mum and her neighbours have already agreed that leaving early to go and stay with friends on a TFB day is the best course of action.

  • MIL-OSI China: 11 killed, 19 wounded in Israeli airstrikes on different areas of Lebanon

    At least 11 people were killed and 19 others wounded on Tuesday in Israeli airstrikes on different areas of Lebanon, local media reported.

    Five people were killed and 16 others wounded, while two children went missing in an Israeli airstrike on a residential building in Riyaq, a Lebanese town in the Bekaa governorate, according to an al-Jadeed local TV channel.

    The channel reported that civil defense teams are still searching for missing people under the rubble.

    In a separate incident, two nurses were injured in an Israeli airstrike on Mortada Hospital in Baalbek in eastern Lebanon, and they were transported to Dar al-Amal Hospital, according to al-Jadeed.

    Meanwhile, an Israeli airstrike on the southern village of Jarjouh killed an Amal Movement member and three of his family members.

    On a separate note, a violent Israeli raid targeted a house in the village of Jennata in the Tyre district, killing two people and wounding one, according to the National News Agency.

    Lebanese military sources told Xinhua that Israeli warplanes and drones carried out 17 raids on towns and villages in southern Lebanon and 11 raids on towns and villages in eastern Lebanon on Tuesday afternoon.

    For its part, Hezbollah announced that in support of the Palestinian people and in defense of Lebanon and its people, its fighters bombed the occupied city of Safed on Tuesday afternoon with a rocket salvo.

    It also announced a second attack on Marbad al-Zaoura in the occupied Syrian Golan, using a salvo of rockets and the Naftali base near the occupied city of Safed.

    Since Sept. 23, the Israeli army has been launching an unprecedented, intensive air attack on Lebanon in an escalation with Hezbollah.

    Since Oct. 8, 2023, Hezbollah and the Israeli army have been exchanging fire across the Lebanese-Israeli border amid fears of a broader conflict as the war between Hamas and Israel continues in the Gaza Strip.

  • MIL-OSI China: UK has no plans for EU-style tariffs on Chinese EVs

    British Trade Secretary Jonathan Reynolds has said that the United Kingdom (UK) has no plans to follow the European Union’s (EU) decision to impose tariffs on Chinese electric vehicle (EV) imports.

    Reynolds said that there had not been any complaints from the UK automative industry to the Trade Remedies Authority (TRA), and he would not seek to follow the EU in pursuing tariffs, the Reuters reported on Monday.

    “We keep it under close analysis, but I think it’s important our industry is different, and as of yet industry itself hasn’t asked for that referral to the TRA,” Reynolds told reporters on the sidelines of the International Investment summit in London.

    Britain was an “outlier” in how little it had done in terms of building trade links with China, and engagement was a good thing, Reynolds added.

    Reynolds had made similar remarks at the G7 Trade Ministers’ Meeting in Italy in July, reaffirming that the UK would not impose punitive tariffs on Chinese EVs like the EU.

    China and the EU are yet to reach a mutually acceptable solution on the issue, despite important progress in certain areas, China’s commerce ministry said on Saturday.

    The EU’s move has also sparked criticism from several European countries and auto industries, who warn the move could backfire by undermining the EU’s own competitiveness.

    Boston (October 15, 2024) – Senator Edward J. Markey (D-Mass.) today was joined in Boston by local officials and advocates to call for increased federal investment to bolster the climate resilience of regions at risk of sea level rise – exacerbated by devastation from climate change-fueled storms, as well as highlight ongoing resiliency projects in Massachusetts, following two devastating hurricanes in the southeastern United States that are expected to cost $300 billion and have resulted in more than 250 deaths. Senator Markey announced that over the past two years, Boston, Chelsea, and Revere have already secured more than $75 million from the Bipartisan Infrastructure Law and the Inflation Reduction Act for resiliency projects that include building resilient transportation corridors in Roxbury, greening the Chelsea Creek waterfront, and making the MBTA (Massachusetts Bay Transportation Authority) Blue Line more flood resistant.     “If we don’t drive down our emissions as a country, we could see more than six feet of sea level rise by the end of the century. That’s sunny-day flooding in neighborhoods from East Boston to Back Bay. TD Garden wouldn’t be flooded with a sea of fans—it would be flooded by the sea itself. Back Bay will go back to the bay,” said Senator Markey. “Our task is twofold. One, cut climate pollution by ushering in a clean energy revolution unlike any we’ve seen before, dismantling our dependence on fossil fuels. And two, prepare for the future by investing in resilient buildings and strong communities. Thanks in part to the Inflation Reduction Act and the Bipartisan Infrastructure Law, we are well on our way to meet that second goal. In Massachusetts, we don’t wait, we create.”

    “Many of the people here have immigrated as a result of natural disasters in their home countries, and with climate change, we know that natural disasters are only going to be increasing in number. When this happens, we need to ask the questions, ‘Where are we going to go? What is going to happen to us?’ These are the questions and worries that many of us have, not just for East Boston, but all over the country. We are the first generation feeling the effects of climate change and we may be the last generation that can do something about it,” said Noemy Rodriguez, Waterfront Initiative Organizer at GreenRoots.

    “We know that when climate change happens, the least among us are the first affected and the worst affected. We frequently say that people are a paycheck away from disaster. According to FEMA, just an inch of floodwater in a home causes roughly about $25,000 in damages. There are over 400,000 Massachusetts residents living in the hundred-year flood zone which means more than a one in four chance of having a flood during a 30-year mortgage period. If home ownership is the route to generational wealth that we would leave to the next generation, we need to be planning and prepared for this,” said John Walkey, Director of Climate Justice & Waterfront Initiatives.

    “Boston is deeply grateful for Senator Markey’s unwavering leadership in securing critical federal funds that are bolstering our city’s climate resilience. Thanks to our partners in the federal government, Boston has secured over $60 million in grants for coastal resilience projects helping us protect our neighborhoods from rising sea levels and extreme storms. However, with the increasing frequency of extreme weather, much more work remains, and additional funding is essential to fully safeguard our city and its most vulnerable communities,” said Brian Swett, Chief Climate Officer for the City of Boston.

    The destruction of extreme weather events is disproportionately felt by Black, Brown, low-income, and immigrant communities, who are burdened by historical disinvestment and the compounded effects of legacy pollution and dangerous infrastructure sited in their neighborhoods. Under the Biden-Harris administration, including through the historic Inflation Reduction Act and the Bipartisan Infrastructure Law, federal funding has come to Massachusetts to help prevent the worsening impacts of climate change and support the Commonwealth’s climate resilience efforts, but continued federal investment in resiliency and clean energy will be needed to help avoid worsening disasters and billion-dollar storm recoveries in the future.  

    Senator Markey has been working to ensure that Massachusetts is climate resilient and prepared for extreme weather events, which are only increasing in frequency due to climate change. On October 4, Senator Markey joined Mayor Jennifer Macksey for a briefing on the Hoosic River Flood Mitigation Study, a project that aims to evaluate potential flood risk reduction measures and support development of a new flood mitigation system built with 21st-century engineering standards. Senator Markey led the effort to get the study included in the Water Resources Development Act (WRDA), advocated for $750,000 in funding for the Army Corps of Engineers this year, and has secured $950,000 in the pending appropriations bill for Fiscal Year 2025 (FY25).

    In September, Senator Markey announced a grant of $472 million from the U.S. Department of Transportation (DOT) to the MBTA to fully replace the North Station Draw One Bridge and renovate Platform F at North Station. The grant is the largest federal award the MBTA has won to date. The nearly half a billion-dollar grant will provide critical support for one of MBTA’s top priority projects and a vital transportation asset to MBTA’s north-side operations. It will also support more than 14,500 jobs, make the bridge more climate resilient by bringing it above projected sea-level rise, and lower emissions. 

    In August, on the second anniversary of the historic Inflation Reduction Act, Senator Markey launched his Climate Hub, a centralized site with resources to help stakeholders navigate opportunities from both the Infrastructure Investment and Jobs Act (IIJA) and the Inflation Reduction Act (IRA). Together, these two laws have created the largest and most significant climate and clean energy investments in history, putting the United States on a path to address the climate crisis, repair historic harms to disadvantaged communities, create good-paying union jobs in the clean energy economy, and work towards a Green New Deal future.

  • MIL-OSI Economics: ADB to Support Green and Low-Carbon Urban Development in Chongqing, PRC

    MANILA, PHILIPPINES (16 October 2024) — The Asian Development Bank (ADB) has approved a $200 million equivalent loan to help build and implement green, low-carbon, climate-resilient, and cross-sector urban development measures in Chongqing Gaoxin District in Chongqing Municipality, the People’s Republic of China (PRC).

    “Chongqing has ambitious climate change targets, as well as a strong commitment to evolving Chongqing Gaoxin District into a low-carbon, nature-based, and climate-resilient city. But a holistic and integrated approach is critical to long-term success,” said ADB Country Director for the PRC Safdar Parvez. “This results-based lending program will foster collaboration among stakeholders and benefit almost a million residents.”

    Chongqing experiences severe climate events, such as high temperatures, mountain fires, heavy rain, and droughts. The city’s rapid urban and industrial development has also degraded environmental quality, with Chongqing Gaoxin District facing frequent flooding, subpar infrastructure, and poor river water quality.

    The Chongqing Gaoxin District Green and Low-Carbon Urban Development Program will support green and low-carbon infrastructure and services, including improved domestic wastewater management, green buildings, and renewable-energy-powered district heating and cooling supply. It will also support the development of a green eco-district—which applies sustainable urban practices like efficient resource usage and lowered carbon emissions into design and operation—and application of nature-based solutions, including enhanced flood mitigation capacity and urban green spaces.

    The program will also strengthen institutional capacity and human capital to build and implement green and low-carbon initiatives, as well as train students, especially females, for roles toward climate-resilient urban development.

    ADB’s climate finance for the program is $124 million, with an estimated $72.75 million in mitigation costs and $51.25 million in adaptation costs. The total program cost is $841.9 million equivalent. It is expected to be completed in 2030.

    On World Food Day, hunger has reached an all-time high exposing the flaws in global peacebuilding and conflict recovery efforts 

    Between 7,000 to as many as 21,000 people are likely dying each day from hunger in countries impacted by conflict, according to a new Oxfam report published on World Food Day.

    The report, Food Wars, examined 54 conflict-affected countries and found that they account for almost all of the 281.6 million people facing acute hunger today. Conflict has also been one of the main causes of forced displacement in these countries, which has globally reached a record level today of more than 117 million people.

    It argues that conflict is not only a primary driver of hunger, but that warring parties are also actively weaponizing food itself by deliberately targeting food, water and energy infrastructure and by blocking food aid.

    “Today’s food crises are largely manufactured. Nearly half a million people in Gaza – where 83% of food aid needed is currently not reaching them – and over three quarters of a million in Sudan, are currently starving as the deadly impact of wars on food will likely be felt for generations.”

    The report also found that the majority of the countries studied (34 out of 54) are rich in natural resources, relying heavily on exporting raw products. For example, 95% of Sudan’s export earnings come from gold and livestock, 87% of South Sudan’s come from petroleum products, and nearly 70% of Burundi’s come from coffee.

    In Central America, meanwhile, mining operations have led to violent conflicts, uprooting people from their homes as they no longer become able to live in degraded and polluted environments.

    Oxfam argues that current peacebuilding and post-conflict reconstruction efforts are too often based on encouraging more foreign investment and export-related economies. However, this focus on economic liberalization can instead create more inequality, suffering and the potential for conflict to resume.

    “It is no coincidence that the lethal combination of war, displacement and hunger has often occurred in countries rich in natural resources. The exploitation of these raw commodities often means more violence, inequality, instability, and renewed conflict. Too often, large-scale private investment—both foreign and domestic —has also added to political and economic instabilities in these countries, where investors seize control over land and water resources forcing people out of their homes,” said Farr.

    Conflict often compounds other factors like climate shocks, economic instability and inequalities to devastate people’s livelihoods. For example, climate shocks like droughts and floods, coupled with the surge in global food prices associated with pandemic shut-downs and additional food-chain disruptions connected to the Russia-Ukraine war, have fueled the hunger crises in East and Southern Africa.

    Many of those fleeing are women and children. Aisha Ibrahim, age 37, told Oxfam that she had to walk four days with her four children, leaving their home in Sudan for Joda, across the border in South Sudan. She left her husband behind to protect their home. “I used to live in a proper home. I could never imagine myself in this situation,” she said.

    The international community’s pledge of “zero hunger” by 2030 remains out of touch. Oxfam says that states and institutions globally, including the UN Security Council, must hold to account those committing “starvation crimes” in accordance with international law.

    “To break the vicious cycle of food insecurity and conflict, global leaders must tackle head-on the conditions that breed conflict: the colonial legacies, injustices, human rights violations, and inequalities – rather than offering quick band-aid solutions.” 

    “We cannot end conflict by simply injecting foreign investments in conflict-torn countries, without uprooting the deep inequalities, generational grievances, and human rights violations that fuel those conflicts. Peace efforts must be coupled with investment in social protection, and social cohesion building. Economic solutions must prioritize fair trade and sustainable food systems,” said Farr.
