    Oxfam and 37 other humanitarian organisations are raising the alarm about the catastrophic situation in Northern Gaza

    The Israeli forces’ assault on Gaza has escalated to a horrifying level of atrocity. Northern Gaza is being wiped off the map. Under the guise of “evacuation,” Israeli forces have ordered the forced displacement of an estimated 400,000 Palestinians trapped in northern Gaza, including Gaza City. This is not an evacuation—this is forced displacement under gunfire. Since 1 October, no food has been allowed into the area, and civilians are being starved and bombed in their homes and their tents. 

    Hospitals, already overwhelmed, are being ordered to evacuate. They are running out of fuel and essential supplies, while doctors and nurses battle to save lives with what little they have left. The wounded flood in – children, older people, victims of Israeli airstrikes – but with no resources to treat them. 

    Dr. Mohammed Salha, acting director of Al-Awda Hospital in northern Gaza, described the dire situation: “The Israeli military has contacted us more than once to evacuate the hospital… [All] the departments are full of wounded people and we are discharging even the wounded who have minor or moderate injuries, because we do not have [enough] beds for them. I [told the Israeli military] clearly that we would not evacuate the hospital unless there are ambulances that can preserve the lives of the wounded people we have and reach another hospital that provides better service to the wounded.” 

    The world cannot continue to stand by as the Israeli government commits these atrocities. Global leaders have both a legal and moral duty to act now. The International Court of Justice (ICJ) has ordered Israel to take all measures within its power to prevent the commission of all acts within the scope of Article II of the Genocide Convention including “killing members of the group; causing serious bodily or mental harm to members of the group; deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part; and imposing measures intended to prevent births within the group”. There is no evidence that Israel has adhered to these orders, and the killing of Palestinians has only intensified. 

    Any attempt to alter the territorial integrity of Gaza constitutes a blatant violation of international law. This is especially egregious in light of the recent ICJ advisory opinion, which significantly heightens the obligation of third states to take decisive action. Failure to do so risks their complicity in perpetuating the illegal occupation. 

    All parties must allow unimpeded access for humanitarian organisations to deliver aid based on need, without restricting types, volumes, or locations. Aid delivery must remain impartial and independent of military objectives to prevent its instrumentalisation or politicisation. Civilians must not be forced to flee to receive aid; those choosing to stay in their homes must be protected under international law. 

    We demand an immediate ceasefire and an end to Israel’s illegal occupation. Global leaders must act in line with the UN General Assembly Resolution on the ICJ Advisory Opinion and fulfil their obligation not to facilitate or support Israel’s illegal occupation. Third states must halt now the transfer of all weapons, parts and ammunition that could be used to commit further violations of international humanitarian law.

    This is not a time for silence – this is a time for action. The people of Gaza cannot wait. The world must intervene now before more innocent lives are lost. 

    The forcible transfer of Palestinian civilians in Gaza is a grave breach of the Fourth Geneva Convention and does not amount to a permissible evacuation. Relocation areas have not provided safety, adequate shelter or essential services, and there has also been no guarantee that displaced populations will be able to return once hostilities end.

    Washington, D.C. – Today, U.S. Senator Reverend Raphael Warnock (D-GA) led a bicameral push to urge the Environmental Protection Agency (EPA) to strengthen federal oversight of facilities manufacturing or storing certain hazardous chemicals in the wake of the latest incident at the BioLab plant in Conyers. 
    Leading alongside Senator Jon Ossoff (D-GA), Congressman Hank Johnson (D-GA-04), and joined by U.S. House Representatives David Scott (D-GA-13), Lucy McBath (D-GA-07) and Nikema Williams (D-GA-05), Senator Warnock sent a letter to EPA Administrator Michael Regan urging the agency to enhance federal oversight of facilities that manufacture and/or store the hazardous chemical Trichloroisocyanuric Acid (TCCA), which is at the heart of the incident at the BioLab plant in Conyers. The environmental and public health crisis that has been ongoing since September 29.
    “We are concerned that facilities like BioLab Conyers, which manufacture and/or store TCCA are improperly managing these substances,” the lawmakers wrote. “When not handled correctly, these chemicals can contaminate local air, water, and soil, posing severe public health risks which include respiratory issues, skin irritations, and long-term conditions like lung and heart disease.”
    Specifically, the lawmakers urge the EPA to “include it on the list of regulated substances under the Risk Management Program (RMP),” which would prompt federal and state agencies to develop more effective safety protocols and management strategies, ensuring stricter adherence to safety standards for facilities handling this chemical.
    “The gravity of this situation underscores the need for changes to the federal and state regulatory systems,” concluded the lawmakers.
    The lawmakers are also requesting the agency respond to nine key questions surrounding the reactive chemical in question.

    We are writing to urge the Environmental Protection Agency (EPA) to take immediate action to enhance federal oversight of facilities that manufacture and/or store the hazardous chemical Trichloroisocyanuric Acid (TCCA). 
    On September 29, 2024, just after Hurricane Helene slammed the area, a catastrophic chemical fire took place at the BioLab facility in Conyers, Georgia, that stores TCCA. The fire released a large, billowing plume of hazardous, toxic gasses into the air, which caused the closure of parts of Interstate 20 for nearly 17 hours, with local businesses and government offices forced to close while 17,000 residents living near the plant were forced to evacuate.  
    As of today, toxic substances continue to rise into the air from the smoldering ruins of the plant, with corporate and government officials being unable to offer a specific timetable as to when the danger will end.   People not just in the immediate vicinity of the plant but also millions across southeastern metropolitan Atlanta are under constant exposure to hazardous air quality. This incident has raised serious concerns about the community’s vulnerability to toxic chemical exposure. The danger is heightened by approaching rain which will douse the collapsed building under which millions of pounds of TCCA remain exposed to moisture.
    BioLab, a division of KIK Consumer Products, manufactures and stores millions of pounds of chemical mixtures primarily composed of TCCA at the Conyers, Georgia facility. When TCCA comes into contact with small amounts of water, a hazardous chemical reaction is triggered that generates heat and causes decomposition of the chemical and can in turn produces toxic chlorine gas and can also produce explosive nitrogen trichloride. The Conyers BioLab facility has experienced three separate chemical incidents in the past seven years, four in the past 20. Each event resulted in dangerous chemical reactions and fires, releasing toxic gases like chlorine into the air.
    There have been conflicting reports on what caused the most recent fire at the Conyers facility. One report cited water used to douse a fire on the roof of the plant seeping in, while another report blames the fire on a malfunctioning sprinkler system. Rainwater from Hurricane Helene seeping into the BioLab facility during and after Hurricane Helene has not been ruled out as a cause as well.
    We are concerned that facilities like BioLab Conyers, which manufacture and/or store TCCA are improperly managing these substances. When not handled correctly, these chemicals can contaminate local air, water, and soil, posing severe public health risks which include respiratory issues, skin irritations, and long-term conditions like lung and heart disease.
    A similar incident occurred on August 27, 2020, at the Lake Charles BioLab facility in Westlake, Louisiana, in the aftermath of Hurricane Laura. The facility sustained severe damage after TCCA manufactured and stored therein was moistened by small amounts of water and decomposed, producing toxic chlorine gas and nitrogen trichloride. These gases ignited, causing a fire and noxious clouds of toxic gases. The U.S. Chemical Safety and Hazardous Investigation Board (CSB) investigated the incident and issued safety recommendations to minimize the consequences of future accidental chemical releases like the Lake Charles incident.
    The 2023 (CSB) report on BioLab Lake Charles found a regulatory gap regarding the oversight of chemicals like TCCA, particularly in their classification and management under existing federal regulations. Given TCCA’s involvement in multiple safety incidents due to its highly reactive properties, we urge the EPA to include it on the list of regulated substances under the Risk Management Program (RMP).
    This action will prompt federal and state agencies to develop more effective safety protocols and management strategies, ensuring stricter adherence to safety standards for facilities handling this chemical. We hope the Conyers debacle will prompt the inclusion of TCCA to the Process Safety Management (PSM) Standard under the Occupational Safety and Health Administration (OSHA).
    We call on the EPA to collaborate with states to implement training programs specifically designed for emergency responders and facility staff. These programs should address the unique challenges posed by reactive chemicals that adversely react to water used to extinguish fires, focusing on appropriate firefighting techniques, chemical behavior, and risk assessment. The EPA, in partnership with state fire marshals and chemical safety experts, can establish comprehensive guidelines for fire suppression techniques tailored to reactive chemicals, including recommendations for effective alternative extinguishing agents, such as dry chemical extinguishers or foam.
    Considering these concerns, we respectfully request clarification by November 20, 2024, on the following matters regarding regulatory oversight and preventative measures at chemical facilities like BioLab: 
    1. Has the EPA, in conjunction with the State of Georgia, initiated any investigations or inspections regarding BioLab Conyers’ compliance with federal environmental and chemical safety and risk management standards following its incidents since 2020?
    2. What immediate actions are the EPA and State agencies taking in response to this latest fire, given the history of public safety concerns at the Conyers facility?
    3. The 2023 Chemical Safety and Hazard Investigation Board (CSB) found that TCCA and TCCA-based formulations are not covered by the Occupational Safety and Health Administration (OSHA) Process Safety Management (PSM) Standard. Has there been any progress in addressing this regulatory gap?
    4. Following the BioLab Conyers incident, is the EPA considering adding TCCA to the list of regulated substances under the Risk Management Program (RMP)?
    5. How is the EPA collaborating with state agencies to ensure that chemical facilities like BioLab Conyers are prepared for extreme weather events that could worsen fire hazards or hazardous material spills?
    6. In response to BioLab Conyers’ repeated safety failures, what specific measures will the EPA implement with state agencies to improve fire preparedness protocols, particularly for training facility staff and local emergency responders on handling fires involving non-water extinguishable substances?
    7. Does the EPA anticipate monitoring potential groundwater, soil, and water contamination from the chemical fire at the Conyers BioLab facility?
    8. We understand that the EPA is working to monitor air quality following the chemical fire. What steps has the EPA taken to inform affected communities of their findings and recommendations to safeguard the health and safety of these communities and their environment?

  • MIL-OSI Security: U.S. Marines Complete Typhoon Krathon Humanitarian Assistance Efforts

    U.S. Marines across multiple forward-deployed commands concluded six days of foreign disaster relief efforts in the Philippines Oct. 10, 2024, supporting the U.S. Agency for International Development’s humanitarian response to Typhoon Krathon (locally known as Julian) at the request of the Philippine government.

    Marines and Sailors from Marine Rotational Force – Southeast Asia (MRF-SEA); 1st Marine Aircraft Wing (1st MAW); III Marine Expeditionary Force (III MEF); and the 15th Marine Expeditionary Unit (15th MEU) embarked aboard the amphibious assault ship USS Boxer (LHD 4) delivered nearly 96,000 pounds of foreign disaster relief supplies to Batan Island, a remote island in the Batanes Province and one of the locations most impacted by Krathon.

    Typhoon Krathon originated 155 miles southwest of Okinawa before moving northwest, reaching peak intensity Oct. 1, with sustained winds of 195 kph (120 mph). Krathon heavily battered the northern islands of the Philippines, leading to evacuations, infrastructure damage, and food supply insecurity in affected communities.

    At the request of the Government of the Republic of the Philippines, U.S. Secretary of Defense Lloyd Austin directed U.S. Indo-Pacific Command to support USAID’s relief efforts due to the unique capabilities and high state of readiness of forward-deployed U.S. Marine Corps forces.

    MRF-SEA first arrived in the Philippines in late September to participate in upcoming training exercises with the Armed Forces of the Philippines. Operating out of Fort Bonifacio, Philippines, MRF-SEA immediately began coordination with the U.S. Department of State, USAID, the AFP, and other U.S. Marine Corps units to plan support for the relief effort. Two teams of Marines and Sailors from MRF-SEA integrated with USAID and AFP personnel in Manila and Laoag to plan and prepare for the arrival of KC-130J Super Hercules aircraft from 1st MAW in Okinawa, Japan, and personnel from 3rd Marine Logistics Group.

    “Before Marine Corps aircraft ever touched down in the Philippines, Marines and Sailors with MRF-SEA were integrated with our partners in the U.S. and Philippine governments, on site at Villamor Air Base and Laoag International Airport, with the manpower and heavy equipment needed to package and move aid material,” said Col. Stuart Glenn, commanding officer, MRF-SEA. “Forward-deployed Marine Corps forces allow us to quickly respond to humanitarian missions because we’re already in the region. I am extremely proud that our team was able to set the necessary conditions to quickly provide relief to the Philippine people.”

    After arriving on Oct. 5, the cargo planes were loaded with supplies at Villamor Air Base and flown to Laoag International Airport in northern Luzon for staging and preparation to move the supplies to their final destination on Batan Island. The KC-130 crews conducted 26.2 hours of flight operations, successfully transported all aid materials to Laoag.

    As U.S. and Philippine personnel worked to move supplies north, the 15th MEU arrived aboard USS Boxer and began flight operations to support relief efforts on Oct. 8. MV-22B Ospreys, assigned to Marine Medium Tiltrotor Squadron (VMM) 165 (Reinforced), landed in Laoag, and combined teams from the 15th MEU, MRF-SEA, and Philippine Marines spent the next three days loading Ospreys, the Marine Corps’ medium-lift tiltrotor V/STOL platform, with disaster relief supplies for the final leg of the movement to the Basco Airport on Batan Island. Pilots and aircrews from VMM-165 (Rein.) conducted more than 55 flights and successfully delivered the final disaster relief material on Thursday, Oct. 10.

    “The primary focus of our mission is helping the people of the Philippines recover as quickly and safely as possible,” said Col. Sean Dynan, commanding officer, 15th MEU. “Humanitarian assistance in an expeditionary environment is what we train to do, and it is one of the reasons we are forward-deployed as an amphibious force.”

    The forward presence and ready posture of U.S. Marine forces in the Indo-Pacific region was pivotal to the rapid and effective response to Typhoon Krathon, demonstrating the U.S.’s commitment to its allies and partners during times of need.

    Leon Compton, host: Australia’s Foreign Minister Penny Wong in Tasmania. At a speech last night, the Foreign Minister heckled by protestors angry at the Government’s non-sanctioning of Israel at a recent vote in the United Nations, and it’s an interesting look through your text questions this morning and how many of them are focused on that issue. We’ll get to them in a moment. If you’ve got a question, text me.

    I can also tell you the Foreign Minister is in the process of launching a new focus for humanitarian policy for Australia. Penny Wong, good morning to you.

    Penny Wong, Foreign Minister: Good morning, Leon. Good to be with you.

    Compton: Your Government is launching a new humanitarian policy, Foreign Minister, that says it will aim to, ‘strengthen adherence to international humanitarian law.’ Can I ask you to describe Israel’s adherence to international humanitarian law in Gaza and Lebanon, as Israel prosecutes the atrocities of October 7?

    Foreign Minister: Look, we have said from the start of this conflict that Israel was required to adhere to international law. And that includes the protection of civilians, the protection of aid workers. This is something we have said from day one, and you might recall that Mr Dutton has been very critical of me for saying so.

    I made the point at the United Nations in the National Statement there, that we have – there are rules of war and those rules apply even when confronting terrorists and even when acting in self-defence. So, we should continue to express our view that Israel is bound by international law, and work with others, as we have, to continue to press Israel on particular issues, and the most recent issue, obviously, is access of humanitarian aid into Gaza, where you’ve seen developments overnight.

    Compton: And we’ll get to those in just a moment. So, can you confirm you’re of a view that the Israeli Government under Benjamin Netanyahu have breached international humanitarian law in its conflict – in its conduct of this war?

    Foreign Minister: Well, Leon, ultimately those are decisions that international tribunals make. My job as the Foreign Minister for this country is not to sit as the international tribunal but to advocate for, and with others, advocate for, innocent civilians, and that’s what we’re doing.

    Compton: Can you understand the frustration that perhaps your language isn’t stronger on this, Penny Wong? I’ll read you a question that’s come in from one listener. It was the shortest of the questions we’ve received, many of them about exactly this. ‘Can you ask Penny Wong when she’s going to call for a ceasefire and stand up against the genocide?’

    Foreign Minister: I have called for a ceasefire. I did that months ago. And this is the problem with this debate, Leon – there’s a lot of disinformation that’s going around. You know, people – one person said yesterday, ‘When are you going to stop bombing Lebanon?’ I said, we’ve called for a ceasefire in Lebanon. We joined with the United States and all members of the G7 to call for a ceasefire in Lebanon over a week ago. In fact, that’s what Peter Dutton has been criticising the Government for. I called, the Prime Minister called, and we voted for a ceasefire months ago. We’ve said there should be a ceasefire in Gaza.

    Compton: The US, and you talked about, sort of the way things are turning overnight. Unless I’m wrong, are you referring to the fact that Israel have given – rather, the US have given Israel 30 days to improve humanitarian aid access to Gaza or else military support could be halted?

    Foreign Minister: Those and other actions by partners is what I was referring to. And I want to start by saying this: we can’t have Palestinian civilians continuing to pay the price for defeating Hamas. I’ve said that to Israel directly and personally, and I’ve said that publicly. I’ve said that, and I’ve been criticised for it by Mr Dutton. Part of what we agreed as an international community is you have to allow humanitarian aid in. When I went to Israel I put that directly to the President and to the Foreign Minister. We support the US and others who are putting pressure on Israel to allow more aid in.

    Compton: How do you explain the fact that Israel seems to just be able to feel it can – I mean, it has a right to do, you know, as it will, but it seems to have a right – see its role as thumbing its nose at its allies who are putting whatever level of pressure is being applied? It thumbs its nose to that pressure.

    Foreign Minister: Well, I’m not going to speak for Israel. I speak for Australia and the Australian Government, and our position from the start has been, you know, we, like all – I think all around the world looked at the atrocities of October 7, we recognise Israel’s right to respond to what was the greatest loss of Jewish life since the Holocaust. We understand what that meant. We know hostages are still being held.

    We’ve also said how Israel responds matters. And that international law, which includes the protection of civilians must be observed. I pointed out that we have seen over 11,000 children killed in Israel’s response since this conflict began. And that – we are deeply concerned about the loss of civilian life and that Palestinian civilians can’t continue to pay the price of defeating Hamas. I’ve said all of these things.

    I appreciate that some people would like us to end the war. That is not within our power. I also appreciate that there are some people who don’t like the fact that I talk about international law. You’ve seen a lot of criticism from Mr Dutton of me and the Prime Minister for talking about that. But I’ll continue to argue that, because that is in Australia’s interests.

    Compton: Penny Wong is our guest this morning, Australia’s Foreign Minister. You were speaking in Hobart last night, protestors interrupted your speech, heckled you repeatedly. Can I ask what you felt at that moment? Those that were there suggested that you seemed to be experiencing frustration. Can I ask what you felt during that interruption?

    Foreign Minister: I think it was probably the 10th interruption, I was a bit frustrated I couldn’t finish a sentence. Look, I understand the depth of feeling this issue generates. I understand people are upset, horrified, distressed by what they are seeing. What I’d say is what I said there – I don’t think we gain anything by shouting each other down. And I don’t think we gain anything by being disrespectful to one another. And some of the things that were being said and shouted were not true. As I said, the example – one example is being told to stop bombing Lebanon. We are calling for a ceasefire in Lebanon. So, these are, you know, untruths which are told as part of people’s response. This is a hard issue for Australians, and what I’d say is, we should try and deal with it respectfully. And I don’t think you ever gain by shouting another person down.

    Compton: On Mornings around Tasmania a couple of other policy issues: you’re releasing a new humanitarian policy focus document for Australia. It’s obviously complex. So, in a simple way of addressing this for our listener, might be asking this question: Penny Wong, how is it different from the policy that it replaces?

    Foreign Minister: Well, it’s responding to the world as it is. I mean, we’ve got more people displaced in the world. We have 117 million people around the world displaced. We’ve got more people who need humanitarian assistance. We’ve got 300-plus million people who need humanitarian assistance this year. So, we have to recast our policy to prioritise. And the three priorities are we’re going to focus on – there are three Rs really. One is readiness, so we want to do more to make sure we are ready for and prepared with local communities and countries for disasters before they occur. Second, we’ve got to respond, so respond to crises and deliver more support, particularly with others. And the third is reinforce – reinforce the international humanitarian system to say, look, these rules that humanity came together and agreed after World War II, that we would protect civilians, that we would protect aid workers – and you might recall, we had an Australian killed by the Israeli Defence Force, and I’ve spoken a lot about that, in a strike – that we would work with others to try and reinforce the international humanitarian system. That is the system that enables both protection of people and also aid to get in. So they’re the three priorities.

    Compton: Can we move on to a different issue, which is allied in some way?

    Foreign Minister: Sure.

    Compton: It would be great for the competition and it would be great for Papua New Guinea if Papua New Guinea gets a rugby league team. How significant would the federal – is the fact that the Federal Government would contribute seeing it as a way of sort of boosting international relations in the near region? How significant is that proposal for relationships between Australia and PNG?

    Foreign Minister: I think it’s really significant, Leon. And what I would say is this: you know, if you look at how do we make ourselves more safe and secure in the world, part of what we do is we ensure we have deep, stable, strong relationships with our near neighbours, with our region. And to do that we have to make sure we look at what is it we bring to the relationship. Now, some of that is history, people to people, some of that is economic. But some of it also is, you know, culture. And that includes sport. It’s part of who we are. It’s who, you know, Papua New Guinea is. So, obviously, Prime Minister Marape of Papua New Guinea has been really clear that he wants Papua New Guinea to be in the NRL. We know how much – if you’ve been – I don’t know if you’ve been to PNG, Leon, but they’re pretty focused on sport, both men and women. And obviously there’s a women’s team as well. So, I hope that we can get this moving and make a good announcement in the near future.

    Compton: And how significant with would that be, Penny Wong, in helping combat the influence of China in Papua New Guinea and the wider region?

    Foreign Minister: Look, China’s doing what great powers do, and great powers try to lift their influence and expand their influence in the region that they wish. I’ve described what’s happening in the Pacific as a permanent contest. We’re not going back to where we were, you know, 10 or 20 years ago. I think the opportunity to be the only partner of choice in the Pacific was lost under Scott Morrison and Peter Dutton. And now what we have to do is make sure we are a partner of choice and that we do do all we can to make sure we contribute to a stable region, a peaceful region and a region where the interests of Australia and the Pacific island nations such as Papua New Guinea or Samoa or Fiji, all of our interests in peace are respected.

    Compton: Final question for you – we’ve got a minute left to news, appreciate you talking to us, Foreign Minister – are you still committed to the construction of nuclear submarines for Australia given the capability gap that we’ll have while that happens between the Collins class going out, the nuclear subs coming in? Andrew Wilkie is in The Mercury newspaper today saying that this is a mistake, that diesel subs would be better, faster, cheaper and allow us to maintain more military independence.

    Foreign Minister: Yeah, look, first, any submarines would be under Australian command. We’ve been very clear about that. The second point is obviously we would prefer not to be in this position, that we haven’t had, three different submarine plans that were junked over time. We have addressed the capability gap. We think submarines are important. Very happy to discuss why they’re important. It’s obviously about, you know, changing the strategic calculous of the region. But ultimately everything we do, whether it’s obtaining more deterrents or the work we do diplomatically, we’re all about trying to ensure peace and stability for Australia.

    Councillor Deon Swiggs has been appointed as Deputy Chair.

    Councillor Pauling, who represents the Christchurch West/Ōpuna constituency, said it will be an honour and a privilege to lead the Council.

    “We have an ambitious work programme for the next 10 years, and I am proud of that. Now we just need to get on with it.”

    Pauling was nominated by Ngāi Tahu Councillor Tutehounuku ‘Nuk’ Korako and this was seconded by Ngāi Tahu Councillor Iaean Cranwell.

    “We are all on the same waka and we are paddling hard for our communities, most importantly for the precious place we call home, for our water and our land and our air and sea,” Pauling said shortly after his appointment.

    “A lot of our work goes unnoticed but it is happening – from the thousands of bus trips taken on our public transport each month to the 26,000 consents we manage. We have been a leader in setting rules for land use and farming consents.

    “We protect homes, farms and businesses through our river flood protection systems. We protect towns across Canterbury. Our regional parks provide multiple benefits, including sediment control, flood protection, biodiversity as well as being used for recreation. We clean up wrecked vessels and ensure safe use of our harbours and waterways.

    “We don’t always get it right, but at the end of the day, we’re doing a lot of good work for a lot of people,” Pauling said.

  • MIL-OSI China: Political settlement of peninsula issue urged

    China has taken note of the current situation on the Korean Peninsula and urged relevant parties to work actively for a political settlement of the issue, Foreign Ministry spokeswoman Mao Ning said on Tuesday.

    “As a close neighbor of the Korean Peninsula, China is closely monitoring the developments of the situation on the peninsula and the relations between the Democratic People’s Republic of Korea and the Republic of Korea,” Mao said at a regular news briefing in Beijing.

    The ROK’s joint chiefs of staff said its military fired shots within southern limits of the inter-Korean border as it bolstered its readiness and surveillance posture, as the ROK issued a statement saying that the DPRK blew up parts of inter-Korean roads in the north.

    The statement said the DPRK military carried out detonations around noon, purportedly with the objective to block roads on the DPRK side of the western Gyeongui and the eastern Donghae lines, north of the military demarcation line.

    On Oct 9, the general staff of the Korean People’s Army said the DPRK would completely cut off road and railway links to the ROK and fortify relevant areas on its side with strong defense structures.

    Mao, the Foreign Ministry spokeswoman, said that tensions on the peninsula do not serve the common interests of parties concerned and the top priority is to avoid further escalation of the situation.

    “China’s position of being committed to safeguarding peace and stability on the peninsula and promoting a political settlement has not changed,” she said.

    After Tuesday’s demolitions, a video released by the ROK military showed an explosion and a plume of smoke rising above an area of road where the DPRK had put up a black barrier.

    The cross-border roads and railways are remnants of rapprochement that included a 2018 summit.

    Tensions mounted after the DPRK last week accused the ROK of sending drones over its capital Pyongyang. It said the drones scattered a “huge number” of anti-DPRK leaflets, and warned that Seoul would “pay a dear price” for this.

    The DPRK has “secured clear evidence” showing that the ROK military is the “main culprit” of the hostile provocation of violating the DPRK’s sovereignty by intruding into the sky over its capital, said Kim Yo-jong, vice-department director of the Central Committee of the Workers’ Party of Korea.

    The ROK government has declined to say whether its military or civilians had flown the alleged drones.

    The government of the ROK’s Gyeonggi Province, bordering the DPRK, said on Tuesday that a special police force would be brought in to crack down on the practice of flying anti-DPRK leaflets from some border areas.

    The ROK’s constitutional court overturned a ban on such practice last year.

    VI. Promote Integrated Development of Culture, Sports and Tourism and Foster Economic Diversification

    (A) East‑meets‑West Centre for International Cultural Exchange and Integrated Development of Culture, Sports and Tourism

    121. The current‑term Government set up the Culture, Sports and Tourism Bureau (CSTB) to consolidate the integrated development of culture, the creative industry, sports and tourism. To enhance Hong Kong’s role as the East‑meets‑West centre for international cultural exchange, the Government strives to deepen the institutional reform of our cultural system, improve the cultural and economic policies, and further enhance our cultural confidence.

    Enhance Cultural Soft Power and Promote Development of Cultural and Creative Industries

    122. The CSTB consulted the arts and cultural community last year on the formulation of the Blueprint for Arts and Culture and Creative Industries Development. The blueprint will cover four major development directions: promoting the development of diverse arts and culture with an international perspective, promoting Chinese culture, fostering arts and cultural exchange between China and the rest of the world, and driving industry development. The CSTB will consult the Culture Commission shortly and promulgate the blueprint later this year.

    123. Established in June, the Cultural and Creative Industries Development Agency adopts an industry‑oriented approach to promote the development of the cultural and creative industries. Relevant measures include:

    (i) incubating more cultural and creative projects with potential for industrialisation through the CreateSmart Initiative and strengthening cross‑sectoral collaboration and leveraging market resources, facilitating the industries to explore business opportunities;

    (ii) facilitating more registration of local and non‑local cultural and creative products on the Asia IP Exchange Portal to foster cross‑sectoral exchange, collaboration and business matching, and promoting transactions and transformation of cultural IP; and

    (iii) making the new flagship Hong Kong Fashion Design Week an annual signature event to develop Hong Kong into a fashion design hub in Asia.

    Strengthen Long-term Industry Development in the West Kowloon Cultural District

    124. The West Kowloon Cultural District (WKCD) is one of the largest arts and cultural projects in the world. The WKCD Authority will take a leading role in establishing an industry chain for the arts and culture and creative industries of Hong Kong, driving cultural and creative tourism, and enhancing its financial sustainability through diverse and innovative industrialisation measures, including:

    (i) further building Hong Kong’s strengths in arts trading – Promote the creation of a comprehensive arts trading ecosystem, and build storage, restoration and exhibition facilities for high‑end private art collections;

    (ii) promoting the WKCD as a prime destination for major international cultural, creative and commercial events – With more than 20 venues for different kinds of mega events, the WKCD Authority will step up efforts to host more major international cultural, creative and commercial events, attracting more inbound visitors and stimulating local spending;

    (iii) exporting more arts, cultural and creative projects – Organise and curate performing arts programmes and exhibitions to be staged as long‑run events locally, in the Mainland and overseas on a commercial basis, and expand the sales channels for cultural and creative merchandise; and

    (iv) branding the WKCD as a must‑visit landmark for cultural and creative tourism – Roll out more special experience activities, and step up worldwide promotion in collaboration with the Hong Kong Tourism Board (HKTB) to bring in more tourists.

    Promote Sports Development and Build Hong Kong into a Centre for Mega International Sports Events

    125. In recent years, Hong Kong athletes have achieved outstanding results in international competitions. Hong Kong has abundant resources and support. With our soon‑to‑complete new landmark Kai Tak Sports Park (KTSP), and our co‑hosting of the 15th National Games with Guangdong and Macao late next year, our city has unrivaled advantages for developing itself into a platform for international sports activities. The Government will continue to foster sports development by promoting sports in the community, supporting elite sports, maintaining Hong Kong as a centre for major international sports events, enhancing professionalism, and developing sports as an industry. Relevant measures include:

    (i) enhancing the development of elite athletes and coaches – The Government has invited the Hong Kong Sports Institute to review the mechanism of direct financial support for athletes (including athletes with disabilities) to enhance the training system, and has set up a committee to oversee the development of sports medicine and sports science. The Government will also strengthen training for coaches, and explore the feasibility of establishing a standardised accreditation system for coaches;

    (ii) boosting sports promotion in the community – Provide more sports and recreational facilities, including building a swimming complex suitable for hosting international competitions and a sports arena with fencing training and competition facilities. We will also regularise the Pilot Scheme on Subvention for New Sports;

    (iii) reforming the governance of national sports associations (NSAs) – The Sports Federation and Olympic Committee of Hong Kong, China will conclude its review on the governance and operation of NSAs, and make recommendations, ensuring the NSAs are operating effectively so that athletes (including athletes with disabilities) can realise their potential in a fair and professional environment; and

    (iv) developing a host city economy in the sports industry – The Government will continue to support athletes to participate in different large‑scale international competitions. We will make full use of the KTSP and other existing venues to host large‑scale international competitions so that Hong Kong teams can compete on home soil, building their own audience. These will be conducive to the long‑term development of the sports industry.

    126. The Government will review the redevelopment plan for the Hong Kong Stadium to ensure its synergy with the KTSP.

    Develop Kai Tak Sports Park into a Sports and Mega Event Landmark

    127. Opening in the first quarter of 2025, the KTSP is the largest sports infrastructure project ever commissioned in Hong Kong. It will boost sports development and inject impetus into related industries such as recreation, entertainment and tourism, and also mega‑event economy.

    128. The inter‑departmental Task Force on KTSP, led by the Chief Secretary for Administration, will ramp up efforts in overseeing the smooth completion and commissioning of the KTSP and its publicity work, fostering the synergistic development of major sports events, innovative entertainment, dining, conventions and exhibitions, as well as tourism activities. The task force will also formulate thorough plans and conduct comprehensive drills on security deployment, crowd management, emergency response, and other areas.

    Enhance Cultural Confidence and Revitalise Hong Kong’s Tourism Industry

    129. We will develop Hong Kong into a premier tourism destination through innovative thinking and making better use of our rich and unique resources such as the Victoria Harbour, outlying islands, rural areas, cultures, cuisines, lifestyles and historic buildings. These elements, combined with our edges in technology, animation and comics, the performing arts, film and television culture, and more, will help to instill the concept of “tourism is everywhere in Hong Kong”.

    130. The CSTB will publish the Development Blueprint for Hong Kong’s Tourism Industry 2.0 (Blueprint 2.0) later this year, with the focus on promoting culture, sports, ecology and mega events, covering such areas as:

    (i) developing eco‑tourism – We will explore more itineraries with characteristics related to the countryside and coastal routes, such as island‑hopping tours in Yan Chau Tong, and enhance related amenities; expedite the development of the South Lantau Eco‑recreation Corridor; develop the ex‑Lamma Quarry site into an area for resort and outdoor recreational uses; and develop Tsim Bei Tsui and Pak Nai into eco‑tourism nodes;

    (ii) developing visitor sources from the Middle East and ASEAN – We will actively encourage various sectors of the community to enhance tourism‑support measures for creating a friendly environment for visitors. They include providing information at the airport in Arabic and encouraging taxi fleets to provide fleet service information in Arabic; compiling a list of restaurants offering halal food; encouraging more commercial establishments to provide appropriate facilities, such as worship facilities in hotels; and stepping up staff training to strengthen their knowledge on receiving visitors from different cultural backgrounds;

    (iii) developing tourism products with characteristics – We will promote yacht tourism in the expansion area of Aberdeen Typhoon Shelter, the ex‑Lamma Quarry area and the development of the waterfront site in the vicinity of the Hung Hom Station. We will also promote panda tourism, horse racing tourism, and the like. The CSTB will promote cultural and eco‑tourism itineraries and products at Sha Tau Kok. The Security Bureau (SB) will increase the daily visitor quota under the Sha Tau Kok opening‑up plan to 3 000 by the end of this year. Facial recognition technology will be adopted to enable people living or working at Chung Ying Street to enter and leave the street unimpededly via a “contactless” mode on a pilot basis. The SB will explore the application of relevant technology to complement the future opening up of Chung Ying Street for tourism;

    (iv) developing mega‑event tourism economy – The Mega Events Coordination Group, led by the Deputy Financial Secretary, will continue to take a proactive role in attracting different mega events to Hong Kong with emphasis on quality and quantity, boosting the retail and hotel industries. We will drive the development of the site above the Exhibition Station in Wan Chai North, as well as the waterfront and pier sites in the vicinity of the Hung Hom Station, into new landmarks providing additional event venues;

    (v) strengthening the appeal of traditional tourism – The HKTB will draw up a gourmet guide covering the 18 districts, organise gastronomic events, and promote gourmet food in different districts. The CSTB will publish the action plan on the development of cruise tourism, alongside the Blueprint 2.0, to enhance the Kai Tak Cruise Terminal’s role as a homeport and a venue for conventions, exhibitions and other events; and

    (vi) promoting smart tourism and enhancing service quality of the tourism industry – The HKTB will strengthen its efforts in developing and promoting tourism products with Hong Kong characteristics to both locals and visitors, making use of technologies such as AI to provide one‑stop assistance and attraction recommendations. We will also launch a new outstanding services award scheme to consolidate our hospitable culture.

    Develop New Tourist Hotspots

    131. The Government will set up a Working Group on Developing Tourist Hotspots. Led by the Deputy Chief Secretary for Administration, it will strengthen cross departmental co‑ordination and leverage community efforts, identifying and developing tourist hotspots of high popularity and with strong appeal in various districts.

    Increase Tourist Arrivals

    132. The HKSAR Government has proposed to the Central Government further enhancements on Mainland residents’ tourism visit endorsements to Hong Kong, including resuming the “multiple‑entry” Individual Visit Endorsements for Shenzhen residents and expanding the coverage of pilot cities for implementing policies on the “one trip per week” Individual Visit Endorsements. The Central Government has advised that relevant departments are studying the expedited implementation of the proposal proactively.

    133. To foster closer people ties with ASEAN countries, starting today, the Government will relax the criteria for nationals of Cambodia, Laos and Myanmar applying for multiple‑entry visas for travel and business, and extend the validity period of multiple‑entry visas for these countries from two years to three years. The arrangement also applies to Vietnamese, who have benefitted from the relaxation of the visa policy since last year. Under a fast‑track arrangement, we will expedite the processing of visa applications from group visitors of ASEAN countries submitted via local travel agents. In addition, we will provide self‑service immigration clearance for invited persons participating in business, development and related activities from the 10 ASEAN countries, and provide one‑stop handling of their applications for self‑service immigration clearance and visa through a dedicated desk. Various bureaux will provide assistance in drawing up the list. Effective today, the requirement for visitors to furnish an arrival or departure card is cancelled, facilitating a faster and more convenient immigration clearance.

    (B) Foster Economic Diversification

    Support Small and Medium Enterprises

    134. To address the challenges commonly encountered by small and medium enterprises (SMEs) during economic restructuring, the Government will introduce the following support measures:

    (i) re‑launching the principal moratorium – Borrowing enterprises under the SME Financing Guarantee Scheme (including the existing loans already granted under the 80%, 90% and special 100% guarantee products as well as new loans under the 80% and 90% guarantee products) will be allowed to apply for principal moratorium for up to 12 months. The maximum loan guarantee periods of the 80% and 90% guarantee products will be extended to ten years and eight years respectively, while the partial principal repayment options will be offered to new loans under the two guarantee products. The HKMA is also actively considering to provide flexibility in banks’ capital requirement to facilitate their lending to SMEs;

    (ii) injecting $1 billion into the BUD Fund – Support will be provided for SMEs to upgrade their business operations and develop new markets through the Dedicated Fund on Branding, Upgrading and Domestic Sales (the BUD Fund), including expanding the geographical coverage of E‑commerce Easy to the 10 ASEAN countries, and providing targeted funding support for enterprises to implement green transformation projects;

    (iii) supporting digital transformation of SMEs and capitalising on e‑commerce opportunities – The scope of Cyberport’s Digital Transformation Support Pilot Programme will be expanded to cover the retail and food and beverage sectors, as well as industries such as tourism and personal services, subsidising SMEs for digital transformation on a one‑to‑one matching basis. The Hong Kong Shopping Festival is to be relaunched in the next two years to help SMEs tap into the Mainland e‑commerce sales market, and will be held in the ASEAN market in due course;

    (iv) strengthening brand development of SMEs – The HKTDC will formulate plans for setting up more Hong Kong Pavilions in Mainland and overseas exhibitions to further promote Hong Kong brands. The Trade and Industry Department and the HKTDC will also enhance support for SMEs in developing brands and expanding the sales network of e‑commerce;

    (v) enhancing the services of the Hong Kong Design Centre – The organisation and functions of the Hong Kong Design Centre will be re‑structured, so as to assist SMEs in the design industry to enhance their services in product and brand design, and strengthen collaboration and interface with start‑ups and Mainland enterprises operating in Hong Kong;

    (vi) enhancing incentives for recurrent exhibitions – An additional provision of $500 million will be allocated for launching the Incentive Scheme for Recurrent Exhibitions 2.0, targeting new and international exhibitions of large scale, in order to further promote mega‑event economy and the development of the convention and exhibition industry;

    (vii) supporting participation in government procurement – The HKHA will refine the application procedures for admission to the list of maintenance works contractors, providing more tendering opportunities for contractors; and

    (viii) enhancing security of payment in the construction industry – The Government has introduced the Construction Industry Security of Payment Bill, which prohibits the use of unfair payment terms such as “conditional payment” in contracts and introduces an adjudication mechanism to resolve payment disputes.

    Develop Silver Economy

    135. Given the rapid expansion of the silver market, there is growing demand for products and services catering to the elderly.  Developing new products and services to meet the needs of the elderly will help enhance their quality of life, and also generate business opportunities.

    136. The Government will set up a Working Group on Promoting Silver Economy, led by the Deputy Chief Secretary for Administration. The working group will implement measures in five areas:

    (i) boosting “silver consumption” – We will work with all sectors to foster elderly‑friendly consumption, and encourage incorporation of silver economy elements into their business, for example, by offering discounts to the elderly. Efforts will also be made to safeguard the rights and interests of elderly consumers;

    (ii) developing the “silver industry” – We will promote marketisation and industrialisation of products catering to the elderly by consolidating funding resources to support product provision and market expansion by the business sector;

    (iii) promoting “quality assurance of silver products” – We will promote the certification of products catering to the elderly to enhance their recognition and appeal. Standards adopted will be aligned with those of the Mainland and overseas to facilitate sales network expansion;

    (iv) enhancing “silver financial and security arrangements” – We will assist the elderly in making proper financial arrangements and strengthening their financial security. Relevant measures include promoting retirement financial planning products offered by the Hong Kong Mortgage Corporation Limited, and providing investor education for the elderly; and

    (v) unleashing “silver productivity” – We will help unleash the productivity of the elderly through retraining, re‑employment and other measures.

    Promote Sustainable Development of the Agriculture and Fisheries Industries

    137. The Government will continue to take forward the Blueprint for the Sustainable Development of Agriculture and Fisheries. Relevant work includes developing deep sea mariculture at Wong Chuk Kok Hoi and Mirs Bay new fish culture zones, conducting preparatory work for the Agricultural Park Phase 2 development, implementing urban farming strategy in NDAs, facilitating the livestock sector to construct modernised and environmental‑friendly multi‑storey livestock farms and promoting leisure farming and fisheries.

    SUSAN GRAHAM-RYAN, HOST: The 3G switch off has been very controversial, and now it’s less than two weeks away. It has been causing lots of debate, and lots of concerns, particularly for those in regional, rural and remote parts of Queensland. I spoke with Michelle Rowland, the Federal Communications Minister, and I asked her how prepared the country is for the 3G switch off.

    MICHELLE ROWLAND, MINISTER FOR COMMUNICATIONS: The biggest concern that the Government has had is around getting this switchover done in a safer way.

    Last time I was mentioning how there was initially a large number of handsets that we’re concerned about – that was around 740,000 handsets which relied on the 3G network to make Triple Zero calls. We set up a Working Group, and industry has been working hard on contacting affected customers. That number is now down to around 60,000 handsets, which is better news than it was before.
     
    But one of the key things here, too, is around getting people to check their technology. This is really the first mobile spectrum switchover that’s being done during the Internet of Things – so many of your listeners will have devices that are connected to mobile networks. If you’ve got loved ones who may have medical devices, or other monitored alarms, please get in touch with them. 
     
    In terms of handsets, you can text the numeral ‘3’ to the number ‘3498’ and receive an instant message about the compatibility of your handset after the switchover.
     
    GRAHAM-RYAN: Sixty thousand though, that’s still a lot of devices when there’s less than two weeks to go.

    ROWLAND: It is a large number of devices. Not all of these devices are necessarily being used now, but we know that they have been allocated by their mobile providers.

    We know that the carriers are still in contact with people, making sure that this public-awareness campaign gets as wide as it can. A key message to your listeners is that it is really important to check your tech with less than two weeks to go.

    GRAHAM-RYAN: Can you confidently say that Australians, especially those in regional, rural and remote parts, will not lose or drop out some of their service with this switch off?

    ROWLAND: Well, the carriers have given public coverage equivalence undertakings. We’ll continue to monitor that as a government. But again, I’d like to come back to one of the reasons why the switchover is important. We’ve had a regional telecommunications inquiry going right around Australia, including in regional Queensland. One of the biggest complaints that’s being received about mobile services is not just around coverage, but it’s around quality. The way in which better quality is delivered is by utilising the spectrum better, and that can be delivered through 4G and 5G. That signal goes further, it has less congestion and it has faster speeds. These are factors that are really important also during emergencies. So, the carriers have given undertakings on their coverage commitments when the switchover occurs. And, as a government, we will continue to monitor those commitments.

    GRAHAM-RYAN: What happens if the quality and coverage of the services fall away after the 3G switch off? That’s a huge safety risk. If that happens. What will happen for the telcos? Will there be penalties involved if people are put at risk because of this 3G switch off?

    ROWLAND: Well, we’ve got options for regulatory intervention if these are warranted in the public interest, subject to consultation and procedural processes. I can tell your listeners that potential regulatory action remains under consideration.

    Of course, we want this switchover to go well. We want the consumers and the small businesses in regional Queensland to get the best coverage that their counterparts enjoy in metropolitan parts of Australia, and that’s why this switchover is important. It does need to be done in a safer way. The carriers did delay their switchover to undertake a mass public education campaign.

    GRAHAM-RYAN: Minister, I want you to hear from a Queenslander, Monica. She’s a farmer. She also works in disaster response in the town of Mount Garnet. Here are her concerns.

    CALLER MONICA: One bushfire we had in the hills between here and Chillagoe, fire department actually had to have two camps. No mobile service, UHF is line of sight. We also find that when the planes fly over to do the supposedly live stream of what they’re looking at, we don’t get any live stream until they’re actually back in service, which can be quite a while. And when we’re talking bushfires, we all know how fast they can move. The services just get worse and worse the more they improve the service. We have had satellite phones before. We were timber cutters and we used to be out in the bush a lot. When CDMA was very patchy out there, we had the satellite phone. And yeah, the cost, it’s just– it’s out of hand. And no, I wouldn’t be going to satellite. Honestly, it’s the cost.

    GRAHAM-RYAN: Michelle Rowland, Federal Communications Minister, what do you say to people like Monica about their concerns?

    ROWLAND: Well, firstly, people like Monica, as a disaster management representative, are doing a really tough task, particularly in Queensland, which is one of the most disaster-prone parts of Australia.

    There are probably three things that I’ll point out, and very insightful comments that she makes. A lot of the time following a natural disaster, part of the issue, of course, is access to power. Power is a massive issue; when you don’t have access– when you don’t have those towers with power, it really takes down the whole system. So, what we have been doing as a government, is investing in better resilience of the networks.

    There’s a couple of streams that we’ve got there, including our Telecommunications Disaster Resilience Innovation Program; hardening mobile networks through our Mobile Network Hardening Program. These are about keeping the services on air for longer with better generators, with better sources of alternative power as redundancy. And I would point out that 22 of the 33 approved projects in that Disaster Resilience Innovation Fund are actually in Queensland, which I think, again, points to the fact that there is such need in Queensland.

    On the issue of access to satellite technology, again, NBN has been investing in its SkyMuster satellite service to make that better fit-for-purpose. I think part of Monica’s comment, too, goes to new and emerging technologies. Your listeners might be familiar with LeoSats, low earth orbit satellites. We’ve been doing trials of those, including as part of looking at Universal Service reform. And that’s, again, one of the issues that came up in the Regional Telco Inquiry – the need to use better technology, more cutting-edge innovation to make sure that we stay connected for longer.

    I think the third thing that Monica spoke to was around, how do you get those messages out at important times? And sometimes when the mobile networks go down, your listeners will know you’re relying on broadcasting – on radio. We’ve committed $20 million to the Broadcasting Resilience Program to improve over 100 ABC radio sites that are specifically used for emergency broadcasting. They’re really important as well. As part of that, there’s a number in Far North Queensland and right across regional Queensland.

    Monica’s comments are really insightful, and I think it goes to really a suite of issues and a suite of policies that the Government has in place to make improvements. And I can tell your listeners, the biggest issue that we want to address is access to emergency services, and during natural disasters, which is why that’s been a really big focus.

    VIII. Improve People’s Livelihood in Pursuit of Happiness (A) Housing: Continuously Enhance Speed, Quantity, Quality and EfficiencyIncrease Public Housing Supply157. Housing is an issue of great public concern. Despite the relatively slow pace of creating land for housing development in the past, the problem of back‑loaded public housing supply has started to turn around through the unremitting efforts of the Government. While we have identified land for providing sufficient public housing units to meet the long‑term demand and enhanced the speed as well as efficiency of housing development, land creation and housing construction take time. To bridge the short‑term supply gaps in these few years, I announced in 2022 the introduction of the innovative LPH with the provision of 30 000 units, in order to reduce the Composite Waiting Time for Subsidised Rental Housing (CWT).158. This measure has been bearing fruit. Coupled with LPH, the total public housing supply in the coming five years (2025‑26 to 2029‑30) will reach 189 000 units, which is about 80% higher than that of the first five‑year period since the current‑term Government took office (2022‑23 to 2026‑27). In the past two years, the average waiting time for PRH dropped by half a year, from the peak of 6.1 years to the current 5.5 years. Following the gradual completion of LPH next year, the CWT could be shortened by one and a half years to 4.5 years in 2026‑27.159. I am eager to house PRH applicants as early as possible. The Advance Allocation Scheme I proposed when I took office has so far helped more than 2 000 families move in their flats five to nine months in advance, saving nearly $50 million of rental expenditure on the part of the beneficiaries. By 2027‑28, about 10 000 additional units will be completed, enabling PRH applicants to move in earlier than originally anticipated.160. In addition, the first batch of some 2 100 LPH units, located on Yau Pok Road, Yuen Long, will be completed for intake in the first quarter of next year. We expect to complete a total of about 9 500 units next year, moving towards the target of completing about 30 000 units by 2027‑28.Devise a System on the Renting of Subdivided Units in Residential Buildings to Tackle the Issue161. The Task Force on Tackling the Issue of SDUs has already submitted a report. The Government has decided to put in place, through legislation, a system on the renting of SDUs in residential buildings. SDUs meeting the required standards will be named as Basic Housing Units.162. Current SDUs differ significantly in their conditions regarding fire safety, ventilation, floor area, availability of individual kitchens and toilets and whether they are separated or combined, among others. As such, it is necessary to set minimum standards to eradicate inadequate SDUs. At present, there are some 110 000 households living in SDUs, indicating a genuine demand for these units. As the aggregate rent received from several units subdivided from a single flat is much higher than the rent of one whole flat without subdivision, it gives owners a strong financial incentive to operate rental SDUs. Under appropriate regulation, the market demand for SDUs will be satisfied by Basic Housing Units that meet the required standards.163. Substandard SDUs in residential buildings must be converted into Basic Housing Units that meet the required standards. Upon conversion, these units must be confirmed by professionals their compliance with the required standards and apply for recognition. Otherwise, there would be criminal liability on the part of owners to rent out substandard SDUs, while the tenants concerned will not be held liable. We will allow time for owners of existing SDUs in residential buildings to carry out the necessary works.  A grace period will be prescribed by law, during which enforcement actions will not be taken against the illegal renting of substandard SDUs. To this end, the Government will set up a registration system, enabling registered owners to be entitled to the grace period. The registration system only accepts applications from owners of pre‑existing SDUs in residential buildings under rental. New SDUs entering the market must apply for recognition as up‑to‑standard Basic Housing Units before renting out, hence no grace period is needed for their conversion. Given that only new SDUs recognised as up‑to‑standard Basic Housing Units are allowed to be rented out, and that pre‑existing registered SDUs must be converted into Basic Housing Units in conformity with the required standards or they will face orderly eradication if the owners concerned continue to rent out substandard SDUs illegally after the grace period, the number of substandard SDUs in residential buildings will gradually go down to zero.164. The Government will allow an adequate grace period for pre‑existing SDU owners and households to make necessary arrangements, and handle SDUs in residential buildings by batches in an orderly manner having regard to the market supply of Basic Housing Units and taking into consideration the supply of and policy on public housing. The Secretary for Housing will be empowered by law to decide, upon expiry of the grace period, when to take enforcement actions against substandard SDUs by batches in an orderly manner in light of actual circumstances.165. The Government proposes that the standards of “Basic Housing Units” should include the provision of windows, an individual toilet, a floor area of no less than 8 square metres, etc. The Deputy Financial Secretary and the Secretary for Housing, being the head and deputy head of the Task Force respectively, will announce the details and seek the views of the LegCo and stakeholders for drawing up the legislative proposals and related measures, such as the timetable for registration.Enhance the Housing Ladder166. The HKHA will further enhance the housing ladder in addressing the aspiration of the public for home ownership, including:(i) adjusting the ratio between PRH (including Green Form Subsidised Home Ownership Scheme (GSH) units) and subsidised sale flats (SSF) – The HKHA is reviewing public housing projects to be completed in the middle or near the end of the next decade, with an aim to gradually adjust the ratio between PRH and SSF from the current 7:3 to 6:4;(ii) increasing the chance of applicants who have made repeated attempts to purchase SSF – Starting from the next GSH and HOS sale exercises, an extra ballot number will be allocated to applicants who failed to purchase an SSF in the last two consecutive sale exercises of the same type of SSF; and(iii) expediting the circulation of PRH units – The HKHA will tighten up the Well‑off Tenants Policies by raising the additional rent and lowering the income limits for well‑off tenants, so that public resources are appropriately allocated to applicants in need. Meanwhile, the ratio between Green Form and White Form in respect of HOS flats will be revised from 4:6 to 5:5 to encourage more PRH tenants to buy HOS flats.Combat Public Rental Housing Tenancy Abuse167. In recent years, the HKHA has been strengthening its efforts to combat PRH tenancy abuse. The number of PRH flats recovered by the HKHA due to tenancy abuse and breach of tenancy agreement or housing policies over the last two years adds up to 5 000, equivalent to building a medium‑sized housing estate. The results are prominent. The HKHA will launch the “Cherish Public Housing Resources Award Scheme” in January next year to offer rewards to persons who provide concrete intelligence that leads to identification of substantiated tenancy abuse of PRH.Take Forward Public Rental Housing Redevelopment168. The HKHA is proceeding with 11 redevelopment projects. We will announce the findings and details of the study on the redevelopment of Choi Hung Estate later this year, and release the redevelopment plans for Sai Wan Estate and Ma Tau Wai Estate next year.Stabilise the Supply of Spade-ready Sites for Private Housing169. According to the Long Term Housing Strategy, the supply target for private housing in the coming decade is projected to be 132 000 units. The Government will make available land over the next five years to provide about 80 000 private housing units.Relax the Maximum Loan-to-Value Ratios of Property Mortgage Loans170. Taking into account the latest economic and financial environment and on the basis that the stability of the banking system is maintained, the HKMA will adjust the maximum loan‑to‑value ratio for residential properties to 70%, regardless of the value of the properties, whether the properties are for self‑use or held by companies, and whether the purchasers are first‑time home buyers, while the maximum debt servicing ratio will be adjusted to 50%. For non‑residential properties, the maximum loan‑to‑value ratio and maximum debt servicing ratio will be adjusted to the respective same levels.Further Improve Building Safety and Building Management171. Through the Building Management Professional Advisory Service Scheme, the Home Affairs Department assisted in the formation of about 100 owners’ corporations in the past two years in nine districts with more “three‑nil” buildings. The scheme has been expanded to cover all districts across the city in mid‑2024, with the contract period extended to three years.172. Next year, the Government will implement a pilot scheme on “joint property management” in selected areas, under which the same property management company will be engaged to provide joint management services for aged building clusters in the vicinity, enabling “three‑nil” and aged buildings to have access to basic property management services at affordable fees.173. To enhance deterrence against failure to comply with notices or orders by required time and against the erection of large‑scale unauthorised building works (UBWs), the Government will put forth proposals to amend the Buildings Ordinance and launch a public consultation later this year. Among other things, we will propose increasing the types of exempted works and minor works under the Buildings Ordinance, so as to handle minor illegal structures of lower risks in a pragmatic manner. The relevant legislative amendment proposals will be introduced in 2026.174. To foster an elderly‑friendly building environment, the Government will put forward a series of proposals on elderly‑friendly building design for phased implementation.(B) Create Land to Build More Housing175. The Government remains determined to sustain efforts in land production. We will assess the situation and take forward various projects in a steady and paced manner. According to the latest forecast, the supply of developable land, i.e. spade‑ready sites, from Government‑led projects will reach about 3 000 hectares in the next decade. The Government will take into account the latest market changes when disposing land, ensuring a stable and healthy development of the market.Cut More Red Tapes and Lower Costs176. The Government is making vigorous efforts in streamlining land development procedures. We have promulgated an internal circular, expressly stating that all approving departments are required to take a facilitating role and strive to streamline the relevant procedures when processing applications. The initiative is well‑received by the industry. We will continue to cut red tapes and streamline procedures. Relevant measures include:(i) leveraging industry resources to enhance speed and efficiency – We will outsource drone inspections of external walls of buildings and UBWs as well as associated analyses, to private companies. We will also engage professionals to handle the vetting work of small‑scale or temporary structures through self‑certification;(ii) reducing construction costs – We will strengthen the role of the Project Strategy and Governance Office under the DEVB to complete a strategic study on construction costs by the end of this year and propose improvement measures such as increasing direct procurement of construction materials and products by the Government, reviewing the building design standards, and facilitating local application of cost‑effective construction materials and technologies from the Mainland and overseas; and(iii) expanding project co‑ordination – We will expand the purview of the Development Projects Facilitation Office under the DEVB to facilitate co‑ordination with departments in expediting the approval of land use and related matters for the development of I&T and other industries in the Northern Metropolis, in addition to vetting of large‑scale private residential and commercial developments.Facilitate R&D and Application of Construction Technologies and Align Hong Kong Standards with Guobiao177. The DEVB established the Building Technology Research Institute (BTRi)  this August. Apart from conducting R&D on innovative materials, construction methods and technologies, the BTRi also devises standards, conducts testing and provides accreditation to spearhead innovation in the industry. A Modular Integrated Construction (MiC) Manufacturer Certification Scheme will also be launched in synergy with production bases in the Mainland, so as to leverage the complementarity of the construction industries in Guangdong and Hong Kong.178. We will also review and enhance Hong Kong’s building standards, which have been in place for many years, through the BTRi by making reference to overseas building standards and Guobiao (GB), with a view to promoting local application of high‑quality and cost‑effective construction materials from the Mainland and overseas. Moreover, when high‑quality GB construction materials and technologies are applied locally, it will also be beneficial for GB to explore international markets. We will also closely liaise with our counterparts in the Guangdong Province to take forward the formulation of the GBA Construction Standards.179. The HKHA will make wider use of MiC 2.0, the second generation MiC approach jointly developed with research institutions, and streamline the on‑site installation procedures to safeguard construction safety. Tender documents will also expressly state the works procedures permissible for the use of construction robotics to enhance site safety and construction efficiency.Commence the Environmental Impact Assessment Process for Kau Yi Chau Artificial Islands180. The Government will take forward the Kau Yi Chau Artificial Islands project in a steady and prudent manner. We will commence the statutory environmental impact assessment (EIA) process for the reclamation works under the project by the end of this year. The target is to complete the relevant approval procedures next year. The related detailed engineering design will commence later this year.Expedite Urban Redevelopment181. The Urban Renewal Authority is conducting planning studies for Tsuen Wan and Sham Shui Po, and will submit renewal master plans in the second half of next year. Meanwhile, the DEVB is examining the use of newly developed land to drive large‑scale urban redevelopment projects, including the cross‑district transfer of plot ratios and the construction of more dedicated rehousing estates, etc. The target is to formulate proposals in the first half of next year.182. To continue encouraging redevelopment and conversion of aged industrial buildings, we will extend an array of measures, which are expiring soon under the revitalisation scheme for industrial buildings, to the end of 2027, continuing to allow an increase in plot ratio of up to 20% for industrial building redevelopment projects.(To be continued.)

  • MIL-Evening Report: Charles III will be the first king of Australia to visit our shores. He could also be the last

    King Charles III and Queen Camilla’s upcoming visit to Australia is significant for several reasons. It is Charles’ first visit since ascending to the throne – as well as the first time a British male head of state has visited Australia.

    Some observers are also wondering whether it might be one of the last royal tours, as debates about Australia potentially becoming a republic are reignited.

    As the monarchy tries to “modernise” alongside growing support for republicanism, this visit will be one to watch.

    The curse of the Antipodes?

    As Prince of Wales, Charles had a long and successful track record of royal tours to Australia, having visited 16 times. The visits included a term attending Geelong Grammar School in 1966, as well as the 1983 tour with Princess Diana that saw Australians caught up in Di-mania – and Charles reportedly gripped by jealousy.

    But Charles’ royal predecessors weren’t as lucky in their trips down under. His own grandfather, King George VI, planned to visit Australia in the late 1940s with Queen Elizabeth and Princess Margaret, but the tour was postponed due to his poor health. While he had previously visited as the Duke of York, George VI never made it here as king.

    King George VI was born in 1895 and reigned from 1936 until his death in 1952.

    The very first royal visit to Australia – Prince Alfred’s 1867 tour – had all appearance of being cursed. One of his crew members drowned during the first stop in South Australia. Several more people died in a major fire accident and a Catholic-Protestant skirmish in Melbourne.

    Most memorably – certainly for Alfred – was an assassination attempt on the prince in Sydney. This, interestingly, is an experience King Charles has also had.

    During Charles’ 1994 visit, student protester David Kang fired blanks from a starter pistol in protest of Australia’s treatment of Cambodian refugees. The then Prince of Wales wasn’t harmed and Kang went on to become a barrister.

    For non-British royals, however, Sydney has been a lucky location. King Frederick X’s decidedly modern romance with Tasmania-born Queen Mary famously began when they met at a bar during the Sydney Olympics in 2000.

    Prince or king – does it matter?

    This will be Charles’ seventeenth visit to Australia, but his first as reigning monarch. This means he is visiting not on behalf of the head of state, but as the head of state.

    The royal couple’s planned Australian engagements are as strategic as they are symbolic. They reflect carefully curated and ostensibly “non-political” issues such as environmental sustainability, cancer research and family violence.

    The visit also includes a meeting with Indigenous representatives. Notably, it is the first royal tour to not use the term “walkabout” to describe public meet-and-greets, as this term had been criticised as cultural appropriation.

    It seems Charles’ modernised monarchy is seeking to distance itself from overtly colonial language – as much as a foreign monarchy can, anyway. The king has yet to respond to Indigenous leaders calling for an apology for British colonisers’ genocides of First Nations peoples.

    Although the Australian media has focused on the stops in Canberra and Sydney, the main purpose of the tour is for the king to attend the Commonwealth Heads of Government Meeting in Samoa between October 21 and 26.

    It is the first time the meeting will be hosted by a Pacific Island state. The talks are an important opportunity for the king to highlight issues such as climate change, to which small island states in the Pacific are particularly vulnerable.

    Are people happy about the visit?

    All six state premiers have declined their invitations to meet the king at his welcome reception in Canberra, citing other commitments. Their excuses might be genuine in some cases. For example, Queensland Premier Steven Miles is in the last few weeks of an election campaign.

    However, critics from the monarchist camp have viewed the move as a political response to debates over whether Australia should remain a constitutional monarchy with the king as its head of state.

    A YouGov Australia poll published on the first anniversary of Charles’s ascension showed Australians are divided on republicanism. While 32% want to become a republic “as soon as possible”, 35% preferred to remain a constitutional monarchy and 12% wanted to become a republic after the king’s death. The remaining respondents didn’t know.

    Notably, the poll found republican sentiment had increased since Queen Elizabeth II’s death in September 2022.

    The Albanese government established an assistant minister for the republic upon entering office in 2022 (although the portfolio was abolished with this year’s reshuffle). Upon taking the role, assistant minister Matt Thistlethwaite suggested the “twilight of [Queen Elizabeth’s] reign” presented “a good opportunity for a serious discussion about what comes next for Australia”.

    Charles doesn’t seem to be taking all this too personally. In a letter responding to the Australian Republican Movement in March this year, his private secretary said the king viewed this as “a matter for the Australian public to decide”.

    The royal tour and the meeting in Samoa will be important opportunities for the monarchy to connect with Australia and other Commonwealth nations.

    By presenting itself as a modern institution engaged with contemporary issues such as climate change, the monarchy will also have to engage with the possibility of new political identities for its former colonies.

    PETER MALINAUSKAS, PREMIER OF SOUTH AUSTRALIA: G’day and welcome to the Adelaide Convention Centre for the second day of the Social Media Summit that is being hosted between the New South Wales Government and the South Australian Government.

    I want to take this opportunity to thank Chris Minns for his leadership. Chris suggested the Social Media Summit, and certainly after a successful day yesterday, we now roll it to the second day of the agenda and look forward to hearing from a range of experts throughout the course of the day. One of them is Professor Simon Wilksch, who will be here a bit later on, who has been a keen advocate for change in this area, and has done an extraordinary amount of research through the Flinders University. I want to thank the professor for his presence here at this press conference. Really looking forward to hearing from Mike Burgess, who, of course, is responsible for ASIO here in Australia to hear about the implications of disinformation and social media and the impact on young people in the context of the future of our democracy here within Australia. I look forward to hearing Mike, along with a range of experts this afternoon.

    But I am very, very grateful that we have representation of the Federal Government here who, of course, has displayed great initiative and leadership to pursue reform that will be applied throughout the country. To that end, I express my particular gratitude to Minister Rowland, who is here from Sydney in Adelaide today, and also Minister Aly, who is the Minister for Youth of course.

    Michelle has been a keen advocate to making sure that the Commonwealth is getting ahead of the curve, to make sure we deal with this global challenge emerging, and whether it be through the age verification trial, the work of the eSafety Commissioner, but most recently a commitment to introduce legislation into the Federal Parliament that will put in place an age restriction for young people’s access to social media.

    It is significant work and I want to thank the Albanese Government, but particularly Minister Rowland for leading this charge. I’m very grateful that she’s able to be with us today on the second day of the Summit.

    We have taken this opportunity, though, as a State Government, to make sure that we’re not just focusing on the institution of an age limit for access to social media, but also doing the work around educating young people around what safe online behaviour looks like. Social media represents only one part of a young person’s access to the internet. There, of course, remains other unregulated areas where we know there is work to be done when it comes to educating children on how best to deal with the challenges that they simply will confront.

    No one is suggesting for a moment that we should keep kids off the internet. Yes, we want to put an age limit in place in terms of their access to social media, but if we’re serious about their safety, we’ve got to make sure that they’ve got the skills and the capability to be able to deal with cyber bullying; to be able to understand what healthy messages are around body images; to understand what is illicit content, and really, is it safe for them, to give them the preparedness to know what to do and who to speak to, and if an online predator comes after them, we want to make sure that in South Australia, we’re leading the way in that regard.

    That’s why today we are announcing that there will be a school based program that applies to all schools throughout the state of South Australia, within the curriculum, that gives access to children, to the knowledge and the tools about how to confront the challenges they’ll experience online. We want to make sure that in the South Australian education system, we’re not just keeping kids off their phones while they’re at school. We want to give them the tools about what they can do to protect themselves from the harms of the internet when they get home from school, and otherwise might get access to it. This is a consequence of evidence-based work. The Department of Education, through Minister Blair Boyer, who is with us as well, has been doing this work now for some months and we are now in a position to commit to this roll out starting next year. So from the school year 2025, children in South Australian schools will start learning, with the resources and tools that are required, what they need to do to be able to go online and do it safely. Without it being at the expense of their mental health, and then in turn their futures. I want to thank the Department, and particularly Blair for his hard work in this regard.

    Chris put on a great show in Sydney yesterday. It was a thoroughly worthwhile exercise, and I just want to thank him for his partnership and his leadership to this end, and invite him to say a few words before we hear from Minister Rowland.

    CHRIS MINNS, PREMIER OF NEW SOUTH WALES: Well, thanks a lot, Peter. It’s a real privilege to be here in Adelaide this morning with you, and Anne, and of course, Michelle as well. This is an important breakthrough when it comes to confronting an issue that’s facing parents, not just across Australia, but right around the world – and that is how do you deal with this creeping use of technology, particularly social media, that’s ubiquitous, that’s comprehensive, that every family has to deal with. When you look at the eSafety Commissioner’s report out earlier this week indicating that most young people are on social media, and the evidence that presented at the Social Media Summit yesterday indicated that 16-year-olds are spending three hours a day on social media. How do we as a community, not just a Government, but how do we as a community come together to protect our children, to protect the next generation? I think it’s been our view for a while now that this is a global, unregulated experiment on young people. This is the first generation that’s gone through this kind of access to social media, and as a result of that access to social media, exposure to what is often harmful content, what is often hurtful content, or bullying behaviour within social groups.

    We need to be able to do something about it, and the two-day Summit has given us an opportunity, with South Australia, to get the issues on the table, to talk directly with parents, to arm people with both the latest facts as well as tips and strategies to get the best out of your kids and ensure that they’ve got the best start in life. I think most crucially, to progress legislative change so that we can deal with rapidly changing technology.

    I want to give full credit to the Commonwealth Government for stepping up here and introducing what will be a globally leading change to regulation in the world. We think it will make a difference and spark or ignite a fire when it comes to a recognition amongst communities that social media is doing harm to young people that could sweep right across the world. It’s been resisted at every gate, at every step by Silicon Valley and the billionaires that own these companies. But that’s not a good enough reason to do nothing. At the end of the day, our obligation is to do no harm for young people, and if we get this right, technology can work for us rather than running and dominating all of our community and family life.

    MICHELLE ROWLAND, MINISTER FOR COMMUNICATIONS: Thank you so much, Premiers. The safety of our young people is paramount. Not only their wellbeing, but also their mental health. To that end, the Commonwealth sees the safety of children, especially in the online space, as a collective responsibility. 

    The Premiers will know that their frontline services are being impacted by the harmful implications that can arise from social media. Whilst it can be a positive tool in many respects, there are harms that come with it. The Premiers will also tell you that the mobile phone ban in schools, for example, has seen a definite change in behaviours. At the same time, the consequences of the harms of social media are impacting on their education as well as health systems and mental health systems in particular. It’s for this reason that the Commonwealth takes a collective approach, not only right across the Albanese Government, but also with the states and territories as well. All Australians should know that we are working as one towards the safety of our most vulnerable.

    To that end, the Commonwealth has committed that we will introduce legislation this year to mandate a minimum age for access to social media. This is a commitment from the Prime Minister, and I am pleased that today we are announcing the legislative design principles that will underpin this approach. For example, we see the onus as being on the platforms, not on users or their parents when it comes to safety online. It’s important to incentivise the platforms to create less at risk platforms, less at risk apps, less at risk services. To that end, we look forward to working with industry to help achieve this goal. We know through recent developments that the platforms can, and they should, be doing more in this space. We will also be working with eSafety, who will be overseeing this legislative change. Importantly, we will continue to pursue efforts to make sure that the platforms are held to account, and do more. To that end, there won’t be penalties that will be imposed, as I said, on those children or their parents as users. But we will ensure, through our review of the Online Safety Act, that the penalties regime is fit for purpose. It’s important to note here, as I said, that this is a collective responsibility across Government. As I will outline today, this is one step in many that the Albanese Government is taking to keep young Australians safer online. The normative value of this is immense. So many parents are being overwhelmed by the amount of time their children are spending online, and what they can do as parents to help more effectively manage that – the normative value of this will be immense for those parents. So again, I thank the Premiers for convening this. It’s so important that the Australian people know that as one we have their back when it comes to keeping their children safer online.

    PROFESSOR SIMON WILKSCH: Hi, everybody. I’m absolutely delighted to see the collaboration between the Federal and State governments, the respective leaders and the premiers on this issue. We heard this week that 84 per cent of eight to 12-year-olds are on a social media site in Australia. That is entirely unacceptable. I’m a clinical psychologist working with patients with eating disorders – if we wanted to try to create a way of causing eating disorders, it would be to use these kinds of platforms with children that age. We’ve seen a 200 per cent spike in 10 to 14-year-olds experiencing an eating disorder over the last 12 years. As someone who works in the clinics helping these families through this problem, I see the devastation this causes young people; the families, the toll it takes – and these are just in the area of eating disorders. We know across the board with mental health and other areas there is suffering going on caused by these platforms, so I completely support minimum age. I would like to see it get up to 16.

    I also really welcome the announcement of funding towards school-based programs that will prevent these problems and really assist young people to be equipped to handle their online presence and be safe. I have a particular program, named Media Smart, for schools which has a very strong evidence-base. 

    It’s an eight lesson program designed to help young people be informed about those messages they see; to question how social is their experience on social media; just take steps towards taking care of themselves and others. So I’m really hopeful that that type of program can be made available widely, and thank you.

    JOURNALIST: You talked about the onus not being on the users or the parents, but putting it back on the platforms. We’ve seen platforms be reluctant to make that change to ownership of platforms rather than the user itself. How is the Government going to enforce this? Is there going to be big fines? Or what’s the timeline here for platforms to adopt this change?

    ROWLAND: Well, we are looking at a one-year implementation timeframe. But I think it’s important to note that even as we have seen recently with Meta’s announcement of a new Instagram teen product, that the platforms can do more in this space to create less at-risk services. So we want to encourage that. We want to incentivise those better, less risky services that they can actually produce. But the point is very valid when it comes to penalties for the platforms. Currently in the Online Safety Act, the maximum penalties for offences are less than $1 million, and these are actually not reflective of the sometimes litigious nature of these platforms, but also the amount of revenue that’s generated. So this is one of the specific areas that the independent review of the Online Safety Act is looking at, and I expect to have their findings in the upcoming weeks. But we are very mindful of that. We want to incentivise as well as provide that backstop through penalties, appropriate levels of penalties that make the platforms do better.

    JOURNALIST: Are you expecting resistance from these platforms?

    ROWLAND: Well, so two things there. The first is that the Online Safety Act has been in operation now for some years, and the industry is now accustomed to it. By and large, the social media platforms have a high rate of compliance with it. However, there are always instances where there is non-compliance or it is contested, and the fact that is contested again demonstrates that the Government considers that no company, despite its wealth, despite its multinational status, is beyond our laws. We will always assert Australia’s sovereignty in that regard.

    The second point too goes to the fact that we want those platforms to be accountable, by having not only incentives but proper penalties in place, that ensures that transparency and accountability. We do not wish to punish parents or users in this process. That is something that needs to be made very clear. This is about the platforms doing better. We have an Online Safety Act that was basically designed as a complaint-based system about individuals, not the onus being on the platforms. That’s something that we are looking at changing through our review, but it’s something that we are also committed to in the design principles of this legislative change.

    JOURNALIST: Minister Rowland, as part of this legislation, are you going to be advocating for better psychological support for young people who have suffered as a result of these tech platforms? Because hearing from the young people in there, that’s hand in hand with this legislation.

    ROWLAND: Now, that is certainly valid. The other side of that, of course, too, is that a lot of young people do access support services now through social media. So it’s going to be very important for Governments and departments to work together to ensure that young people can still access those services, even if they are below that minimum mandated age. So those two points are very valid.

    JOURNALIST: We’ve seen recent changes to Instagram. Do you think our Government’s push has led to that?

    ROWLAND: It is pleasing to see that these Instagram changes occurred after our Prime Minister made that commitment. Now, whether or not there is causation in there remains to be seen. But we do know that incentivisation does work in this area, and I can give that example from when Minister Amanda Rishworth and I convened the first roundtable to regulate dating apps services, because the level of tech facilitated abuse and death was simply too high as a result of this occurring. 

    Amazingly, these multinational dating app platforms suddenly discovered new safety features that they were able to roll out. So we welcome any safety features that the platforms may be rolling out, but that does not mitigate the need to legislate in this space.

    JOURNALIST: Premier Minns – the announcement today from the South Australian Government in curriculum and an adjustment there – could we see something similar to New South Wales and maybe even the mobile phone bans, etcetera.?

    MINNS: Yeah, we’ve got a proud history of stealing good ideas from Peter, so why should today be any different? It seems like a good initiative to us. We flat out nicked the mobile phone ban from South Australia which was resisted when we were in Opposition. But I saw it in implementation over here, Peter came over to Sydney to talk to us about the positive benefits, and I have to say it’s a reasonably early stage in our Government’s tenure, but I think it’s the best decision that we’ve made. 

    Interestingly, if you speak to kids and parents and teachers, they’ll tell you that the big difference has happened during recess and lunchtime. Where kids put down their phones, they can actually speak with one another, play games, and interact at a human level rather than online. So it’s great initiative. I think this is a good way for federations to work – see something in operation somewhere else, steal it and put it in your own jurisdiction.

    JOURNALIST: So the current plan to adopt more online safety into the curriculum from next year – is that something that New South Wales might be looking at as well?

    MINNS: Yeah. Look, I don’t have an announcement today, but give us a bit of time. I think part of the process for a summit like this is you get the ideas out on the table, you can learn from them, steal them and implement them and ultimately get the facts on the table. These two- this summit, the two days that we’ve had in both Sydney and Adelaide has been, I think, a breakthrough in both policy change, but also getting the facts out on the table and invaluable. So I’d like to see more of it actually.

    JOURNALIST: Is there the opportunity to take this then to National Cabinet as a joint collective then, if you seem interested in the idea to pursue it further, to maybe make it a bit more of a wider national problem, given that social media can happen anyway?

    MINNS: Look, potentially. We’ve got a lot on our plate when it comes to the National Cabinet agenda, and states have to work and operate independently. Public education, the curriculum is a state based responsibility. We take that very seriously. Obviously, that’s our responsibility, but if we can spot a good initiative that’s working somewhere else, I’m not afraid to steal it.

    JOURNALIST:  I’ve got a question for Premier Malinauskas – what kind of fines would you like to see the federal legislation do for this?

    MALINAUSKAS: Look, the Chief Justice French report, I think, lays it out pretty clearly that whatever the fine regime is needs to have a sufficient economic deterrence to make sure we change the behaviour of these social media companies. Now, economic deterrence is an established legal principle, and basically what it means is that capacity to pay should inform the size of the fine. 

    Now, when it comes to these social media companies, my word, they’ve got the capacity to pay. These companies are making an extraordinary amount of money out of the Australian market, which means if they break the law, the Australian jurisdiction, the fine should reflect that. In other words, it’s got to be billions of dollars. We certainly welcome the Federal Government’s not just interest but for the work that is already underway through the Online Safety Act.

    JOURNALIST: Premier, you’re a father of young kids. How do you see this sort of legislation playing out in real time? Won’t kids find a way to get on social media regardless?

    MINNS: It’s a really important question and it’s one that reflects, I think, a public sentiment. It continuously gets raised. Won’t kids find a way around the social media ban? Probably, but that doesn’t mean that we shouldn’t be establishing the principle in a law that sets the community standard, that arms the parents with the ability to say to their children, no, you can’t do that because it is against the law. No different to drinking underage or smoking before you’re 18. I mean, we say to kids you shouldn’t drink if you’re under the age of 18 – that’s consistent across the country. Do kids drink underage? Of course they do. Do they sneak behind the shed and have a cigarette? Probably. But what we know is that a lot less kids do that as a result of us having a clear standard and a law that can apply throughout the land. Social media is no different. With even the mobile phone ban at schools, we were the first state to do a proper phone ban in schools, bell to bell, not having them at recess and lunch. Are there examples of kids sneaking mobile phones into school post the mobile phone ban? Yeah, of course there are, but they are the exception to the rule because now the rule is clear. No phones in schools. So we establish rules and principles and standards that- in the full knowledge that someone will break them but that doesn’t mean they’re not worthwhile because the majority of people tend to comply.

    JOURNALIST: Premier, will you be taking this idea to National Cabinet? You’ve been very vocal in youth law and social media spaces

    MALINAUSKAS: Look, I think and Blake and [indistinct]… necessary of it. In that education ministers’ forum, there is a constant sharing of ideas between states and also with the Federal Government around various initiatives that are being undertaken. This will be shared in that context. Chris is right. I mean, I think when it comes to National Cabinet, my view is we’ve got to be a little bit careful that we don’t load up a National Cabinet agenda, so we don’t end up focusing on the main structural challenges that we have within our federation. So I don’t think this will be one that goes through National Cabinet, but it’s certainly an idea that’s clearly going to be shared through the appropriate channels and hopefully gets taken up.

    JOURNALIST: Would you like to see it adopted maybe through the Federal Government then maybe not through National Cabinet at all?

    MALINAUSKAS: As Chris said, what we teach our kids in the schools is the responsibility of states. We’ve got a range of discussions on [indistinct] with the Cabinet at the moment around funding school regimes and the like. This is an initiative that we’re applying here in South Australia, but if it’s relevant and appropriate in other jurisdictions, that would be great.

    JOURNALIST: Premier, what age will this new curriculum be rolled out to? Is it high school students and is it being done elsewhere?

    MALINAUSKAS: Well, it starts next year. I might invite Blair to go into a bit of detail on that.

    BOYER: Thank you, Premier. So it starts next year. It will be delivered at different ages or different year levels in high school, and each one will be adapted in a way to make sure that it’s actually age appropriate as you go up from year seven, year eight, year nine. I think Simon spoke really well about the kind of content that’s in there. Simon’s program is one of the ones already that is on the approved list here in South Australia. So the funding that we are announcing today to provide to schools so they can secure the services of Simon and other programs like that and come in and actually sit down with kids and talk through all these issues that we know come about because of the use of social media. So the important thing to do here, I think, though, is that what is taught and the kind of curriculum and detail in there needs to be different as it goes up from year seven all the way into the senior years, because as kids get older, they are dealing with different issues and the nature of their engagement with social media changes as well.

    We need to make sure it’s evidence based, which Simon’s is, and make sure it’s regularly updated because the other thing I think here that is the real challenge that I’ve observed is that we’re on a burning platform here. I mean as we sit here having this press conference, there’s people outside here who seek to take advantage of young people through social media, whether it’s a scam or harassment or predators, they are constantly thinking of ways to get around the protocols and security features that we put in. Every day they are spending their time trying to get around the things that Governments do to keep our kids safe. So that’s why it’s really important that we use programs like Simon’s to make sure the information we’re giving kids is up to date. It also speaks to why we’re upgrading and updating the Keeping Safe: Child Protection Curriculum here in South Australia to make sure that it now includes things like AI, deepfakes and coercive control. We’ve actually done that work with the AFP, with the Australian Centre for Countering Violent Extremism and the eSafety Commissioner to make sure that what’s in our child protection curriculum is fit for the year 2024 and not still based on something that was an issue back in the 1980s.

    JOURNALIST: You mentioned the extra funding to allocate this to bring programs in like Simon, what’s that going to cost? 

    BOYER: I don’t know a specific figure yet because we’ve- we’re going to roll it right out across all schools. That will depend exactly how many sessions that we actually provide. We’ll work with some of the providers like Simon to see that. But we’ll make sure that what we provide is not just age appropriate, but can reach all South Australian students, which I think is important as well. It’s also going to be some work to do there in the future to do that constant updating, because, as I said, those people who are seeking to, you know, get around the things that we are doing to keep kids safe are doing that every, waking minute. So we need to make sure that things that we do are constantly updated. And you know, brought into the year 2024.

    JOURNALIST: So what will it look like in classrooms? Will it be a number of sessions with people and programs like what Simon has? 

    BOYER: So exactly right. So we have an approved provider list for the Department for Education. So there’s a number of providers who offer services like the ones that Simon does and schools are able to choose from that list of those providers and we will be funding them to do that and bring those providers in and sit down with students of all those year levels all the way up to year seven and offer the classes essentially. It’s all one on one basis, talking through all these issues and effective things they can do to protect their own mental health and wellbeing and have all those kind of deeper conversations, which as what we heard from the student panel today is needed, I think. It can’t be kind of a cursory tick and flick kind of part of the curriculum, because what these students are grappling with here is, incredibly complex, really complex stuff and changing all the time. So we need to make sure that the resource materials and support that our schools and teachers get is up to date. What we’re announcing today is making sure they have the financial resources to do exactly that.

    JOURNALIST: What are the indicators here to know that this is starting to get traction and working?

    BOYER: In terms of?

    JOURNALIST: In terms of the application.

    BOYER: Of the program?

    JOURNALIST: Yeah, the program through the school?

    BOYER: Yeah. Yeah. Good question. I mean, I always say that in my job as Education Minister, there’s nothing more powerful than hearing from students and premiers- Premier Malinauskas spoke with you well before I think around why the mobile phone ban was really important, even though it was going to be a very hard thing to do. Although now we’re talking about its success, I remember at the time there were plenty of who thought it was going to be very challenging to put in place. Are there still students who try to get around it? Absolutely they are, but the reason that is starting to drop in terms of the numbers of students we see who are trying to get a way around it, is because as those students this morning said, what they are finding is that when their classroom or the playground is free of mobile phones, they actually like the place more. The most powerful bit of advice I got or feedback I got from- was from a principal out in my way in the north eastern suburbs who said the playground feels like it did in the 1990s. As Kirsty said this morning, it’s kicking the football, playing sport, talking to each other and seeking more activities to do. So I think it’s that kind of feedback that speaks to how the kind of programs that we are funding today actually work and actually succeed and actually make the school and the classroom a place that kids want to be in, a place that kids enjoy.

    JOURNALIST: I suppose just further to Josh’s question, who’s been consulted on these new reforms? Have the kids been part of the discussion?

    BOYER: We’ve done a massive amount of consultation as part of the new Australian curriculum in South Australia, including the adapted South Australian part. I think 12,000 views people have taken into account. It’s the biggest consultation that the education system in South Australia has ever done. Students, classroom teachers, principals, industry groups, the employers, associations like Kirsty is the head of the Principals’ Association about what they want to see. I was fortunate enough to be part of some of the consultation groups that we held here.

    JOURNALIST: Minister Rowland. The flights from Lebanon, how much did they cost? 

    ROWLAND: That’s best directed to the Foreign Affairs Minister. But I will say this, the Australian Government has been saying for some time that Australian citizens need to return to Australia. It is becoming increasingly difficult; the situation is becoming unstable. The Government has made provisions to ensure that Australian citizens are safe but as we have been saying for some time, it’s time to get out.

  • MIL-OSI United Kingdom: Regulator of Social Housing publishes first C4 grading for the London Borough of Newham

    The Regulator of Social Housing has today issued its first C4 grading to the London Borough of Newham, meaning there are very serious failings and fundamental changes are needed.

    During an inspection of the council, RSH found:

    • Over 9,000 overdue fire safety remedial actions, of which over 8,000 were overdue by more than 12 months and more than 4,000 categorised as high risk.
    • 40% of its 16,000 homes had not had an electrical condition test for more than 11 years.
    • Lack of evidence that it is meeting the smoke and carbon monoxide alarm requirements for any of its homes.
    • A lack of accurate information on stock quality, with 60% of its homes without a survey within the last five years.
    • At least 20% of its homes do not meet the requirements of the Decent Homes Standard.
    • Around 5,400 open repairs, nearly half of which were overdue.
    • Tenant Satisfaction Measure (TSM) surveys not completed on time
    • Very limited meaningful opportunities for tenants to influence and scrutinise the landlord’s strategies, policies and services.

    Although LB Newham has indicated a willingness to address these issues, they failed to refer themselves over key issues and RSH has not yet seen sufficient evidence to assure the regulator of their ability to put matters right.

    Kate Dodsworth, Chief of Regulatory Engagement at RSH, said:

    The breadth and scale of these failings, including very serious health and safety issues, pose an unacceptable risk to tenants’ well-being.

    Taking accountability is a critical part of the co-regulatory approach and it is extremely concerning that, despite the gravity of these failings, the landlord failed to refer themselves to us over key issues.

    We are now engaging intensively with LB Newham as they work to resolve these issues. While we are not proposing to use our enforcement powers at this stage, this will be kept under review.

    RSH has awarded 35 consumer grades since its new proactive consumer began in April, including 9 C1 grades (the highest grade), 13 C2 grades, 12 C3 grades (of which 10 were self-referrals) and 1 C4 (the lowest grade).

    RSH is carrying out planned inspections of all large social landlords (those with over 1,000 homes) over a four-year cycle. RSH has started to publish the outcomes of these first inspections and will continue to do so over the coming months.

    1. On 1 April 2024 RSH introduced new consumer standards for social housing landlords, designed to drive long-term improvements in the sector. It also began a programme of landlord inspections. The changes are a result of the Social Housing Regulation Act 2023 and include stronger powers to hold landlords to account.   • MIL-OSI Canada: Creating opportunities for Canadian industry through an enabling Canada–European Space Agency partnership

    Longueuil, Quebec, October 16, 2024 — Today, while representing Canada at the 2024 International Astronautical Congress (IAC), Canadian Space Agency (CSA) President Lisa Campbell announced that Toronto-based Kepler Communications Inc. has been selected as the prime contractor for the European Space Agency’s (ESA) HydRON-DS mission.

    Consisting of a ring of 10 satellites around Earth, HydRON-DS will use laser communications to provide high-performance Internet in space at unprecedented speeds for government and commercial users. This opportunity has been made possible thanks to Canada’s long-standing and fruitful partnership with ESA, that allows Canadian companies from the space sector to leverage their expertise and skills on the European market. Since 1979, Canada has held the privileged position of being the only non-European cooperating state of ESA.

    President Campbell also highlighted other concrete outcomes of this agreement for Canadian companies, such as:

    • Sherbrooke-based SBQuantum will assess the viability of its quantum diamond magnetometer in space. ESA will evaluate both the reliability and precision of the sensor, and explore its potential deployment on satellites for various purposes, like assisting in the monitoring of magnetic storms or mapping minerals under the surface of the Moon.
    • C-CORE, based in St. John’s, Newfoundland, will design and build a calibration transponder for the Biomass mission, which will deliver crucial information about the state of the world’s forests and how they are changing, and further our knowledge of the role forests play in the carbon cycle.
    • Québec-based ABB Analytical Business Unit in Canada will provide the Laser Unit for the interferometer of the Forum mission, ESA’s ninth Earth Explorer satellite mission. Data from the mission will be used to evaluate the role that the far-infrared part of the electromagnetic spectrum plays in shaping our climate.

  • MIL-OSI Video: Yemen: call to release all those detained, including 17 UN personnel | UN Security Council Briefing

    Briefing the Security Council today (15 Oct) in New York City, the Special Envoy of the Secretary-General for Yemen, Hans Grundberg, called on Ansar Allah “to immediately and unconditionally release all those arbitrarily detained, including 17 United Nations personnel.”

    SE Grundberg said, “in Yemen, Ansar Allah continues to hold UN personnel, civil society workers, and staff of diplomatic missions in arbitrary detention. With all this said, I echo the urgent call of the Secretary-General: an immediate ceasefire and regional de-escalation is needed to halt this widening conflict.”

    He also said that four of those peacekeepers detained are women and one of them is from Grundberg’s team. The Special Envoy said, “I am counting on the support of this Council in sending this clear message.”

    Hans Grundberg also said, “we must acknowledge the immense burden Yemeni women continue to carry in this conflict and recognize their bravery. Yemeni women have been at the forefront in driving peacebuilding efforts for years, and, now more than ever, it is crucial to amplify their voices. I call on all parties to ensure that women are empowered to shape the decisions that will pave the way for lasting peace in Yemen. To support this, my Office, in partnership with UN WOMEN have to date held specific consultations with over 400 Yemeni women and men to advance a vision for an inclusive peace process in Yemen.”

    UN humanitarian affairs acting chief Joyce Msuya echoed the Special Envoy’s message saying, “the potential laying of ‘charges’ against our colleagues is unacceptable.”

    On the humanitarian front, Msuya said, “2024 now marks the deadliest year for migrants crossing the sea between the Horn of Africa and Yemen.”

    In addition to the food crisis, Yemen is battling a devastating cholera otbreak. Msuya said, “hunger continues to rise. In August, the number of people who do not have enough food to eat soared to unprecedented levels. And severe levels of food deprivation have doubled in areas controlled by the Houthi de facto authorities since last year. Cholera also continues to spread. Since March this year, more than 203,000 suspected cases have been reported and more than 720 people have lost their lives. Women and girls account for 53 per cent of cases.”

    Yemen’s Permanent Representative to the UN, Abdullah Ali Fadhel Al-Saadi, said Houthi militias “have been committing the worst human rights violations. They’ve been destroying the lives of children by recruiting them and pushing them to the battlefield. By planting millions of mines, they’ve been pursuing the policy of systematic impoverishment and starvation to humiliate and subjugate Yemenis in areas under their control.”

    He also reiterated a call from the Yemeni government for “relocating the headquarters of UN agencies and headquarters of international organizations to the temporary capital in Aiden to ensure environment that allows the agencies to work affectively and serve those in need.”

  • MIL-OSI United Kingdom: Updated plans to protect Pevensey and Eastbourne from flooding

    Efforts include reversing power of the storms as public gets to shape project

    The Environment Agency wants people in Eastbourne and Pevensey to come to drop-in events to hear about plans to protect the area from flooding and coastal erosion

    Moving thousands of tonnes of sand by lorry to fight the forces of nature along the Sussex shore.

    Loosening stormy weather’s grip on how we live and work is behind plans to protect 10,000 homes and businesses in the Eastbourne area.

    Local people now have the chance to see how the Environment Agency will defend the coastline from flooding. Drop-in events are being held in the coming days across Eastbourne and Pevensey, and the plans have also been posted online.    

    The Met Office warns of sea levels rising by at least a metre by the end of the century, so the Environment Agency is laying out proposals to defend 15kms of coast either side of the Eastbourne from flooding and erosion, and wants feedback from the public.

    The Environment Agency estimates some 30,000 cubic square metres of sand and shingle is swept eastwards from Holywell to Cooden Beach every year.  

    Quite literally shifting sands in huge dumper trucks back the other way is a key plank of phase one of proposals to protect 18,000 homes and businesses, transport links and other services. With the sand and shingle back in place, the sea will lose power as it hits the beach.    

    Nick Gray, flood-risk manager for the Environment Agency in Sussex, said:

    “It’s about adapting to the changing climate. We know far more now. Sea levels could rise by 10cm in the next ten years, and around a metre by 2100.

    “Small changes to the beach management that already happens will put us in a better place to the end of the 2040s and beyond as storms get more frequent and intense.

    “Everyone has seen more wet weather and in greater bursts over the past couple of years. The named storms put a greater focus on preparing for the next one.

    “We can make a difference if we all play our part. The public are welcome at the drop-ins held across Eastbourne and Pevensey. They should also sign-up for free flood alerts and warnings at http://www.gov.uk/flood or on Floodline: 0345 988 1188.”

    A football club, community centre and church hall will host events to outline phase one of the 15-year Pevensey Bay to Eastbourne Coastal Management Scheme, a project between the Environment Agency and 4 local councils, East Sussex, Eastbourne, Rother and Wealden. It’s one of the largest coastal flood-risk schemes in the country.  

    The Met Office says sea levels will rise by about a metre by the end of the century, while the Environment Agency calls on everyone to check their flood-risk and learn how to deal with flooding

    Other ideas to protect the area from flooding and coastal erosion include building up the coastline by importing sand and shingle from the sea bed to the beach to widen the coastal squeeze – the gap between the sea and the properties and infrastructure like roads and the prom.

    The Environment Agency also wants to raise the height of the many timber groynes that punctuate the beach to stop the constant movement of sand and shingle from west to east and to hold back floodwater.

    The drop-ins to see and give feedback on the proposals, plus an online presentation of the work, kick off Flood Action Week, between 14 and 20 October, a concerted effort by the Environment Agency to make people recognise their flood-risk.

    Environment Agency staff will be on hand at all three venues to explain the flood-protection scheme. All 3 sessions run from 6pm to 7.30pm.

    A new Environment Agency monitoring tower installed in Poole Harbour will answer the mystery of how newly created saltmarshes store carbon.

    The new structure at Arne Moor in Dorset is a flux tower and joins a growing network of towers in saltmarshes across England, ranging from the Blackwater Estuary in Essex to the Ribble Estuary in northwest England.

    Flux towers provide a measure of how much carbon dioxide has been taken up by a saltmarsh and how it changes over time.  

    This tower will be the first to monitor what happens to carbon within a habitat as it changes from dry land to a salty wet intertidal habitat when the existing flood embankment is breached as part of the Moors at Arne project.

    Dr Ben Green, a senior advisor in the Environment Agency’s Estuaries and Coasts Planning team, said:

    The Arne Moor flux tower is the latest piece in the puzzle to better understand the ability of saltmarshes to store carbon. 

    This is a perfect opportunity for us to chart the benefits of a new saltmarsh from its creation.

    Saltmarshes are not just credited with being excellent carbon sponges, they are also habitat for wildlife and protect people and property from flooding. But the area of saltmarsh in England has been in decline with up to 85% of it lost since the mid 19th century.

    Peter Robertson, senior site manager at RSPB Arne nature reserve on the banks of Poole Harbour, said:

    UK saltmarshes are globally important for wildlife, but they are also vital for our way of life, whether that’s fishing, protecting communities from flooding or storing carbon.  

    We’re really excited that saltmarsh created by the Moors at Arne project will be studied to understand more about these superpower habitats, and hope that this will lead to further protection and restoration efforts for saltmarshes across the UK.

    ‘An exciting and groundbreaking opportunity’

    The flux towers will take continuous measurements of CO2 in the atmosphere and its exchange with the saltmarsh’s surface to see if a site is a carbon sink and captures carbon or if it emits.  

    The saltmarsh flux tower project is a collaboration with the UK Centre for Ecology & Hydrology (UKCEH) and funded by the Defra marine Nature Capital and Ecosystem Assessment (mNCEA) programme. 

    Annette Burden, wetland biogeochemist and Blue Carbon lead for UKCEH, said: 

    This is an exciting and groundbreaking opportunity to see what happens to carbon at a restoration site before, during and after the tide flows back into the site.  

    This has never been measured before, and as such will be fundamental to improving our understanding of the carbon benefit of saltmarsh restoration.

  • MIL-OSI Security: New Orleans Man Sentenced for Being Felon in Possession of a Firearm

    NEW ORLEANS, LOUISIANA – U.S. Attorney Duane A. Evans announced that on Tuesday, October 1, 2024, RAYMOND BROWN (“BROWN”), age 41, resident of Orleans Parish, was sentenced by U.S. District Judge Brandon S. Long to 37 months imprisonment, three years of supervised release, and a $100 mandatory special assessment fee, after previously pleading guilty to being a felon in possession of a firearm, in violation of Title 18, United States Code, Sections 922(g)(1) and 924(a)(8).

    According to court documents, in April 2023, the New Orleans Police Department (“NOPD”) responded to report that there were people under the I-10 overpass with guns.  Upon their arrival, New Orleans Police Department (NOPD) saw BROWN, wearing a black sweatshirt and camouflage pants, holding a rifle in his hand.  BROWN then fled from police, ran through the backyard of a Touro Street residence, and discarded the firearm, before his eventual arrest.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. On May 26, 2021, the Department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.

    The case was investigated by the Bureau of Alcohol, Tobacco, Firearms, and Explosives and the New Orleans Police Department.  It was prosecuted by Assistant United States Attorney Inga Petrovich of the Violent Crime/Strike Force Unit.

  • MIL-OSI Security: Ferryland — Ferryland RCMP investigates mischief, theft and possible arson in Tors Cove; seeking public assistance

    Ferryland RCMP is seeking assistance from the pubic following a report of mischief, theft and possible arson that occurred at a property on Beachy Cove Road in Tors Cove.

    On October 9, 2024, shortly before 4:00 p.m., police received a report of considerable property damage to a residence that was under construction, as well as theft of items from the home.

    The next day, on October 10, police received a report that an excavator had been burned while parked on the same property sometime overnight. The fire is believed to have occurred between the hours of 11:00 p.m. on October 9th and 10:00 a.m. October 10th. The excavator was valued at nearly $220,000.00.

    Provincial Fire Services have been engaged.

    The investigation is continuing.

  • MIL-OSI USA: Brown: Any National Disaster Package Must Deliver for Ohio Farmers Devastated by Historic Drought

    CLEVELAND, OH – U.S. Senator Sherrod Brown (D-OH) is demanding that any national disaster package put together by Congress deliver for Ohio farmers affected by historic drought.

    As Congress considers a national emergency disaster package in the wake of Hurricanes Helene and Milton, Brown is making clear that any package must include emergency disaster assistance for Ohio farmers who are facing the worst drought in decades. Brown is also pushing his colleagues to include support for Ohio farmers facing drought in the next government funding package.

    “Ohio farmers are facing a historic drought, and any disaster package must provide the support they need to come out of this crisis,” said Brown. “We will not let Ohio farmers and the communities hurt by drought be forgotten – and I will fight to ensure that they have what they need to make it through this crisis.”  

    Drought conditions started in Ohio back in mid-June, intensified throughout summer, and are expected to continue into the fall and potentially into the winter, affecting spring planting season.  Half of Ohio’s 88 counties are currently covered by U.S. Department of Agriculture (USDA) disaster designations – an occurrence without any recent comparison. In response to the drought conditions, USDA has issued five natural disaster designations (Aug. 30, Sept. 3, Sept. 9, Sept. 16, and Oct. 1) which have in total designated 44 counties as primary disaster counties with an additional 12 counties classified as contiguous. USDA has made a number of disaster and emergency programs available to farmers struggling with the drought but Brown is concerned it will not be enough to help Ohio farmers and rural communities weather this historic drought. Brown is also concerned that many Ohio farms that are feeling the full brunt of the disaster are smaller operations, diversified farms, and agritourism operations in which current risk management and disaster assistance tools are not suited for their operations.

    Brown, the first Ohioan to serve on the Senate Agriculture Committee in nearly 50 years and a long time leader for Ohio rural communities, has been fighting for Ohio farmers during this historic drought. In early September, Brown hosted a webinar to help connect farmers and agriculture leaders with permanent Farm Bill disaster assistance programs available through the USDA Farm Service Agency (FSA). In September, Brown also hosted a conference call with Ohio Farm Bureau Executive Vice President, Adam Sharp and Ohio FSA State Executive Direct Dr. John Patterson to draw further attention to this historic drought. Brown has also called on the USDA to provide additional flexibility for Ohio farmers experiencing drought conditions to conduct emergency haying and grazing on Conservation Reserve Program enrolled land.  

    In addition to pushing for support for Ohio agriculture, Brown is working to ensure that any disaster relief and government funding package fully invests in the low-interest loan program for small businesses like those in downtown Youngstown affected by the Realty Tower explosion. Last week, Brown pushed the administration to approve Governor DeWine’s request to make Economic Injury Disaster Loans (EIDL) available to Youngstown businesses.

    The Israeli authorities must rescind cruel and unlawful “evacuation” orders – Israel’s euphemism for forced displacement – issued during the past week to residents of the North Gaza governorate, and allow the immediate, unhindered entry of essential supplies – including food and fuel – to the area, said Amnesty International today, as fears grow for the fate of thousands of civilians trapped under siege.

    In recent days, the civilian death toll across Gaza has continued to mount and horrifying scenes have emerged following deadly Israeli airstrikes, particularly in the North Gaza governorate. Civilians have endured relentless Israeli bombardment and shelling, without access to basic supplies, including food and clean water. 

    The latest Israeli “evacuation” orders issued to cities and camps across the North Gaza governorate on 7, 10 and 12 October – and the tightened siege on the area – are a terrifying escalation of the long list of horrors inflicted in the past year on people in the area north of Wadi Gaza.

    A year ago, on 12 October 2023, an estimated 1.1 million Palestinians north of Wadi Gaza were subjected to an unlawful mass “evacuation” order which forced hundreds of thousands of people to flee south seeking safety. For many months, the hundreds of thousands of people who remained were largely cut off from the rest of Gaza by a fortified Israeli military zone. In December 2023, the world’s leading experts on famine reported that hunger was particularly widespread and severe there, yet the Israeli authorities repeatedly obstructed and denied humanitarian access to the area. In recent days the situation has grown even more desperate following Israeli tightened siege. All three partially-functioning hospitals in the north – Kamal Adwan, Al-Awda, and the Indonesian hospital – face “evacuation” orders. 

    Global leaders must demand an immediate ceasefire to alleviate unprecedented suffering in Gaza during the past year. Israel has been emboldened, with the help of arms transfers from countries like the US and the UK, to continue its destructive course in Gaza with total impunity.

    Some 400,000 civilians continue to live north of Wadi Gaza, which consists of the North Gaza and Gaza governorates, which is around one-third of the area’s population before October 2023. In addition to devastating bombardment and destruction, those who have stayed have had to endure an Israeli-engineered food emergency which reached horrifying levels in February and March, with people resorting to eating animal food. While access to the area north of Wadi Gaza improved slightly in mid-2024 after an international outcry, Israel has, once again, cut civilians off from life-saving aid.

    Heba Morayef, Amnesty International’s Middle East and North Africa Director, said: 

    “These orders must be rescinded and there must be an immediate ceasefire by all parties to halt the avalanche of suffering that has been engulfing civilians in Gaza for over a year.

    “After a year of death and destruction, it is agonising to hear from doctors in North Gaza that they have to perform multiple amputations every day, or from families trapped under siege that dozens of unrecognisable bodies are scattered on the streets or that people are unable to bury their loved ones amidst ceaseless bombardment.  

    “The scenes coming out of Jabalia refugee camp have been especially harrowing, for over a week, residents of the camp have been scared to leave their homes, even to look for a bag of flour for fear of being shot by the omnipresent quadcopter drones. 

    “What remains beyond any comprehension is how the international community has let this horror continue to happen again and again.

    “As well as an immediate ceasefire and an end to Israel’s cruel and inhuman blockade on Gaza and its siege in the north, Israel must grant independent monitors immediate access to Gaza to investigate all attacks.”

  • MIL-OSI Security: Montana Man Sentenced to Prison on Felony and Misdemeanor Charges for Actions During January 6 Capitol Breach

               WASHINGTON— A Montana man was sentenced to prison on Oct. 10, 2024, after he was previously convicted of felony and misdemeanor charges related to his conduct during the Jan. 6, 2021, breach of the U.S. Capitol. His actions and the actions of others disrupted a joint session of the U.S. Congress convened to ascertain and count the electoral votes related to the 2020 presidential election.

               Henry Phillip “Hank” Muntzer, 55, of Dillon, Montana, was sentenced to 24 months in prison, 12 months of supervised release, and ordered to pay $2,000 in restitution by U.S. District Judge Jia M. Cobb.

               Muntzer was convicted of obstruction of an official proceeding and civil disorder, both felonies, following a bench trial before U.S. District Judge Jia M. Cobb. In addition to the felonies, Judge Cobb also found Muntzer guilty of four misdemeanor offenses, including entering and remaining in a restricted building or grounds, disorderly and disruptive conduct in a restricted building or grounds, disorderly conduct in a Capitol building, and parading, demonstrating, or picketing in a Capitol building.

               Following the Supreme Court’s decision in Fischer v. United States, the government voluntarily moved pre-sentencing to dismiss Muntzer’s conviction on obstruction of an official proceeding. Judge Cobb sentenced Muntzer on one felony count of civil disorder and the four misdemeanors.

               According to evidence presented during the trial, Muntzer traveled from Montana to Washington, D.C., to attend the “Stop the Steal” rally at the Ellipse on Jan. 6, 2021, with a group of friends in order to hear the former President’s speech. After the speech, Muntzer joined the crowd as they walked from the Ellipse to the restricted Capitol grounds. Muntzer entered into the restricted perimeter around the Capitol and made his way to the West Plaza. After other rioters had breached the scaffolding erected at the West Plaza’s north side, Muntzer joined the mob in surging up the northwest stairs before reaching the Upper West Terrace at approximately 2:35 p.m.

               After reaching the Capitol’s Upper West Terrace, Muntzer recorded multiple videos in which he commented that he had passed “through all the tear gas” to “tak[e] the Capitol by storm.” From there, Muntzer entered the Capitol building via the Upper West Terrace Door at approximately 2:44 p.m.

               Muntzer then proceeded through the Rotunda and toward the Senate Chamber. While in a hallway just outside the Old Senate Chamber, Muntzer joined other rioters in collectively pushing against law enforcement officers blocking the path to the Senate. Muntzer then entered the Rotunda by approximately 2:55 p.m. There, Muntzer joined other rioters in confronting a group of police officers blocking a doorway leading to the Capitol’s Upper West Terrace. Muntzer positioned himself at the front of this crowd and joined in a collective effort to push back the officers, who had their backs to a set of stairs. The group’s collective pushes ultimately caused at least one police officer to fall down the stairs.

               By approximately 3:03 p.m., police had begun attempting to clear the Rotunda of rioters and had established a line across the middle and instructed rioters to exit through the East Rotunda Door. However, the crowd of rioters, including Muntzer, resisted. Muntzer continued to resist police efforts to clear the Rotunda and was one of the very last rioters present in the area. Muntzer exited the Capitol building via the Rotunda Doors at approximately 3:22 p.m.

               Muntzer was arrested by the FBI on Jan. 18, 2021.

               The case is being prosecuted by the U.S. Attorney’s Office for the District of Columbia and the Department of Justice National Security Division’s Counterterrorism Section. Valuable assistance was provided by the U.S. Attorney’s Office for the District of Montana.

               The case was investigated by the FBI’s Salt Lake City Field Office, Helena Resident Agency, and Washington Field Office. Valuable assistance was provided by the United States Capitol Police and the Metropolitan Police Department.

               In the 45 months since Jan. 6, 2021, more than 1,532 individuals have been charged in nearly all 50 states for crimes related to the breach of the U.S. Capitol, including more than 571 individuals charged with assaulting or impeding law enforcement, a felony. The investigation remains ongoing.

    • After increasing to 4.9 percent in 2023, growth is expected to moderate this year, reflecting a slight decline in oil production and the impact of floods.
    • Following a decline in 2023, inflation is expected to increase significantly in 2024 on account of higher fuel and food prices before moderating over the medium term.
    • The authorities are encouraged to pursue ongoing efforts to enhance sustainability of public finances and increase their contribution to development objectives.
    • As the authorities are finalizing their National Development Plan for the next five years, the IMF staff team discussed with them a number of medium-term macroeconomic challenges Chad is facing. The team made recommendations aimed at increasing resilience against climate change, improving the business climate, strengthening governance, and reducing gender disparities.

    Washington, DC: An International Monetary Fund (IMF) team, led by Mr. Édouard Martin, Mission Chief for Chad, visited N’Djamena to hold discussions on the 2024 Article IV consultation from October 3–15, 2024. Mr. Vitaliy Kramarenko, Deputy Director of the IMF African department, joined the mission for policy discussions. The Article IV discussions will continue in the coming days.

    At the conclusion of the discussions, Mr. Martin issued the following statement:

    “Chad’s economic activity grew by 4.9 percent in 2023, driven by a rebound in agricultural production, an increase in public investment, and higher oil production. After declining in 2023 (to 4.2 percent from 8.3 percent at end-2022) owing to a slowdown in food prices, year-over-year inflation went back up to 8.7 percent at end-August 2024, reflecting a rebalancing in domestic fuel prices and a rebound in food prices during a particularly difficult lean season.

    “The overall fiscal balance deteriorated substantially in 2023—to -2.7 percent of non-oil GDP from +4.9 percent in 2022. Non-oil revenue increased steadily as a result of tax administration reforms while current expenditures remained elevated, reflecting in part spending pressures related to the arrival of refugees from Sudan and the large use of emergency spending procedures (Dépenses avant ordonnancement, DAOs).

    “The banking sector remains undercapitalized. At end-December 2023, the sector’s capital adequacy ratio was below the regulatory minimum, while non-performing loans amounted to 31.5 percent of total loans. The mission emphasized the need to promptly finalize and start implementing restructuring plans for the two systemic public banks.

    “Looking ahead, the outlook for 2024-25 remains broadly favorable but subject to significant risks. The economy is expected to decelerate this year owing to a slight decline in oil production and the impact of floods. Despite a further decline in oil production, growth would increase to 3.4 percent in 2025 owing to better agricultural crops and livestock activity. Reflecting substantial increases in food and fuel prices, inflation would increase to 8.8 percent year-over-year at end- 2024 before gradually declining over the medium term. Risks include a possible intensification of regional conflicts, large fluctuations in oil prices, and an increase in climate-change related events, such as the recent floods.

    “Despite a further decline in oil revenue, the overall fiscal balance would somewhat recover in 2024. Non-oil revenue would increase significantly, reflecting further tax administration reforms, the increase in domestic fuel prices, and the renewal of telecommunications licenses. Current spending would decline, reflecting the phasing out of one-off spending related to the political transition and the election and the progress in reducing the use of emergency spending procedures.

    “With oil revenue expected to further decline over the medium term, discussions focused on measures to further improve domestic non-oil revenue mobilization, including through digitalization, and contain current expenditure, including the wage bill and transfers to the energy sector. The mission also encouraged the authorities to ensure that budget allocations for social spending (e.g., health, education, women, and environment) are actually spent and to reform public procurement to increase the efficiency of public investment.

    “The authorities are finalizing their National Development Plan, which will articulate the policies and reforms the government intends to implement over  the next five years to meet its development objectives. In this context, the mission discussed the key medium-term macroeconomic challenges that Chad is facing. It stressed the importance of ensuring a sustainable and inclusive development, which will notably require mobilizing concessional financing and grants to finance investment in key areas and taking measures to promote the development of the private sector and the diversification of the economy. It also made recommendations aimed at increasing resilience against climate change, improving the business climate, strengthening governance, and reducing gender disparities.

    “The IMF team would like to thank the Chadian authorities and other counterparts for their hospitality, excellent cooperation, and candid and constructive discussions.”

  • MIL-OSI USA: Deadline Approaching in North Dakota for SBA Working Capital Loans Due to Severe Winter Storm and Straight-line Winds

    SACRAMENTO, Calif. – Francisco Sánchez Jr., associate administrator for the Office of Disaster Recovery and Resilience at the Small Business Administration, today reminded North Dakota private nonprofit organizations of the Nov. 15, 2024, deadline to apply for an SBA federal disaster loan for economic injury caused by severe winter storm and straight-line winds that occurred Dec. 25‑27, 2023. Private nonprofits that provide essential services of a governmental nature are eligible for assistance.

    According to Sánchez, eligible private nonprofits of any size may apply for SBA Economic Injury Disaster Loans of up to $2 million to help meet working capital needs caused by the disaster. “Economic Injury Disaster Loans may be used to pay fixed debts, payroll, accounts payable and other bills that cannot be paid because of the disaster’s impact. Economic injury assistance is available regardless of whether the private nonprofit suffered any property damage,” Sánchez said.

    These low-interest federal disaster loans are available in Barnes, Cass, Dickey, Grant, LaMoure, Logan, McIntosh, Ransom, Richland, Sargent, Steele, Stutsman and Traill counties.

    The interest rate is 3.25 percent with terms up to 30 years. Loan amounts and terms are set by SBA and are based on each applicant’s financial condition.

    Interest does not begin to accrue until 12 months from the date of the first disaster loan disbursement. SBA disaster loan repayment begins 12 months from the date of the first disbursement.

  • MIL-OSI Security: Defense News: Navy Demonstrates First At-sea Reloading of Vertical Launching System

    SAN DIEGO—The U.S. Navy achieved a breakthrough in combat readiness today as it successfully demonstrated the Transferrable Reload At-sea Method (TRAM) on an underway warship in open ocean for the first time.

    Sailors aboard the Ticonderoga-class cruiser USS Chosin (CG 65) used the hydraulically-powered TRAM device to load an empty missile canister into the ship’s MK 41 vertical launching system (VLS) while off the coast of San Diego on Oct. 11.

    The successful demonstration marks a critical step in the capability to rearm warships at sea—a top priority outlined by Secretary of the Navy Carlos Del Toro.

    “Today, we proved just how game-changing TRAM truly is—and what a powerful deterrent it will be to our competitors,” said Del Toro, who witnessed the demonstration. “This demonstration marks a key milestone on the path to perfecting this capability and fielding it for sustained operations at sea.”

    “This was an outstanding effort by the sailors and civilians involved in demonstrating this game-changing capability for the Navy,” said Capt. James “Mike” Williams, commanding officer of Chosin.

    The groundbreaking at-sea test follows a successful land-based demonstration in July at Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) in California.

    Engineers at NSWC PHD developed the TRAM prototype as a way to rearm warships during the underway replenishment (UNREP) process—when a supply ship connects to a combatant at sea to transfer vital material such as fuel and food.

    “The combatant can stay near the fight to be rearmed, refueled and resupplied all at the same time,” said Rich Hadley, UNREP division manager at NSWC PHD. “As Capt. Arleigh Burke said, ‘All time spent in replenishing was time lost in combat.’ TRAM improves operational effectiveness by reducing the amount of time the warfighter must spend away from the fight replenishing.”

    For the at-sea demonstration, Chosin connected to USNS Washington Chambers (T-AKE 11), a Military Sealift Command dry cargo and ammunition ship, which transferred the missile canister across cables to the cruiser. The sailors then used TRAM to move the missile canister along rails attached to the cruiser’s VLS modules, tilt it into a vertical position, and lower it into a VLS cell with TRAM’s built-in cable and pulley system.

    “Deploying TRAM into the Military Sealift Command logistics fleet,” said Tim Barnard, director of the NAVSEA technology office (05T), “would enable combatants to remain in theater while reloading their VLS missile launchers instead of having to travel long distances to a port, greatly expanding the volume and tempo of long-range fires—and the U.S. Navy’s advantage over adversaries.”

    MK 41 VLS provides rapid-fire missile launch capability for the U.S. Navy’s destroyers, cruisers and future Constellation-class frigates.

    Del Toro said the Navy is on track to begin fielding TRAM in two to three years.

  • MIL-OSI Global: Why might people believe in human-made hurricanes? Two conspiracy theory psychologists explain

    Hurricane Milton slammed into the west coast of Florida on October 9, becoming the second powerful hurricane to hit the state in just two weeks.

    While most people turned to meteorologists for explanations, a vocal minority remained sceptical, proposing that the hurricanes were engineered, that Florida’s weather was being manipulated, or even that it was targeted at Republican voters.

    These ideas aren’t new. As psychologists, we research the roots of conspiracy theories, and have found they often emerge in the wake of natural disasters. Investigating these theories is especially crucial as extreme weather events are projected to become more severe and frequent.

    Conspiracy theories explain important events by attributing them to the secret actions of a small, powerful group. Yet, if we take a step back from this psychological definition, something striking becomes apparent.

    If conspiracy theories explain events as the actions of a small group, then conspiracy theories should only apply to events where such a group’s influence is plausible.

    For example, faking the moon landing would have required Nasa to create an elaborate set, costumes, actors, and maintain secrecy. While unlikely, it is conceivable because humans can design sets, make costumes, and act. However, climate-based conspiracy theories don’t fit this mould as easily.

    Unlike movie sets or staged events, humans don’t control the climate in the same direct way. While we can seed individual clouds to encourage rain, for instance, a whole hurricane is simply far too big and too powerful for human technology to have any impact. This makes climate conspiracy theories seem less plausible, as the climate is beyond the direct manipulation that other conspiracy theories depend on.

    Why people turn to weather conspiracies

    People have a fundamental need to feel safe and secure in their environment. If climate change is real, it poses an existential threat, leading some to reject it in favour of conspiracy theories that preserve their sense of safety.

    Additionally, individuals desire a sense of control and agency over their environment. When faced with the uncontrollable nature of climate change, people often embrace conspiracy theories to regain that sense of control. Notably, recent psychological research has shifted focus from macro-level conspiracy beliefs, like climate change, to micro-level beliefs concerning local natural disasters.

    The first psychological study of this kind looked at a major tornado outbreak in the US midwest in 2019. Researchers found that people more affected by the outbreak were more likely to believe the tornadoes were controlled by the government. Importantly, this belief was explained by the fact that those affected by the tornadoes felt like they had no control over their own life.

    Building on these initial findings, another study asked participants to imagine living in a fictional country called Nebuloria. Half were told that natural disasters might occur soon, prompting them to take precautions for their safety, while the others were told that such disasters were rare and that there was no need to worry.

    Participants were then asked about various conspiracy beliefs, such as whether the contrails left by planes Nebuloria were “evidence of weather manipulation”. Results showed those in the high-risk scenario were more likely to endorse conspiracy beliefs.

    Notably, what explained this increase in conspiracy beliefs was the fact that high-risk participants felt a sense of existential threat. This suggests that when people feel vulnerable due to environmental risks, they turn to conspiracies to regain control, even if the threats are beyond their reach.

    A self-perpetuating cycle

    It might seem intuitive that if you don’t believe in something, you won’t act as though it were true. Thus, if you don’t believe that climate change is true you are not going to act as if it is. Indeed, a large and growing amount of psychological research bares this out.

    The more that people ascribe to climate-related conspiracy beliefs the less likely they are to believe in the scientific consensus of human-made climate change, the less likely they are to have any pro-environmental concern, and the less likely they are to trust in the scientists that produce the evidence.

    These beliefs do not remain abstract. The more that people believe in climate conspiracy theories, the less likely they are to take action to mitigate climate change. Research has shown that merely exposing people to climate change conspiracies is sufficient to decrease their desire to sign a petition to support pro-environmental policies.

    This has serious implications. First, if people don’t believe in climate change, they won’t take action, accelerating its progression. Second, the more that climate change accelerates, the more frequent natural disasters become. As we’ve seen, an increase in natural disasters leads to a rise in conspiracy beliefs, creating a harmful and self-perpetuating cycle.

    Research shows that natural disasters can fuel conspiratorial thinking about unrelated events, which harms democratic engagement, public health and social cohesion. In short, climate-based conspiracy theories can have wide-ranging negative effects beyond climate-related matters.

    What can be done?

    There are reasons to be hopeful that certain interventions that foster analytical thinking or a critical mindset can reduce conspiracy beliefs. For example, exposing people to scientific reasoning that challenged the assumptions behind COVID-19 conspiracies significantly reduced their belief in those conspiracy theories. Also, a better use of resources and skills to cope with natural disasters can reduce conspiracy theories.

    If we don’t act on climate change, the rise in natural disasters will likely lead to more conspiracy theories. The stakes are high, but with thoughtful interventions, we can break this harmful cycle.

    As part of Fire Prevention Week 2024, which runs Oct. 6 to 12, Manitoba Municipal and Northern Relations is reminding all Manitobans of the importance of having working smoke alarms in their home.

    This year’s Fire Prevention Week theme, ‘Smoke alarms: Make them work for you!’ strives to educate everyone about the importance of having a working smoke alarm in the home. This year’s campaign is reminding everyone to install, test and replace smoke alarms and make sure smoke alarms meet the needs of all family members, including those with sensory needs or physical disabilities.

    According to the National Fire Protection Association, smoke alarms reduce the risk of dying in a home fire by more than half (54 per cent). Meanwhile, roughly three out of five fire deaths happen in homes with either no smoke alarms or no working smoke alarms.

    Best practices for smoke alarms in the home include:

    • install smoke alarms in each bedroom, outside each sleeping area and on each level of the home;
    • test smoke alarms once a month by pressing the test button;
    • replace smoke alarms when they are 10 years old or stop responding when tested;
    • make a home fire escape plan and practice your plan so you know what to do should a fire happen.

    The Manitoba government and Office of the Fire Commissioner, along with the Manitoba Firefighters’ Burn Fund and Manitoba Association of Fire Chiefs, invites kindergarten to Grade 4 students across the province to draw a fire escape plan of their home and submit it along with a contest entry form to be entered in the contest to mark Fire Prevention Week.     Louisville, KY – This week the last of ten defendants, each of whom were associated with the “Everybody Shines Together” street gang (also knowns as “EST”), was sentenced as part of a conspiracy involving federal drug and firearms offenses. 

    U.S. Attorney Michael A. Bennett of the Western District of Kentucky, Special Agent in Charge Michael E. Stansbury of the FBI Louisville Field Office, and Chief Paul Humphrey of the Louisville Metro Police Department made the announcement.

    “I commend the outstanding work of our prosecutors, federal law enforcement agents, and our local law enforcement partners who worked tirelessly to ensure the successful prosecution of the defendants in this case,” stated U.S. Attorney Bennett. “These are significant federal prison sentences for serious violations of the law.     “With the sentencing of Mr. Mosley comes the conclusion of a years-long collaborative effort across all levels of law enforcement to put some of Louisville’s most hardened criminals behind bars and disrupt one of the area’s most consequential street gangs,” said Special Agent in Charge Michael E. There is more work to do, but this particular group of criminals being sentenced and removed from our community is a move in the right direction.”

    According to court documents, Eric D. Mosley, 33, of Louisville, was sentenced on October 10, 2024, to 20 years in prison, followed by 5 years of supervised release, for conspiracy to possess with intent to distribute controlled substances, distribution of methamphetamine, possession with intent to distribute cocaine, possession of a firearm in furtherance of drug trafficking, possession of a firearm by a convicted felon, and possession of a stolen motor vehicle. Mosley was prohibited from possessing a firearm because he had previously been convicted of the following felony offenses.

    On December 1, 2015, in Jefferson Circuit Court, Mosley was convicted of enhanced possession of a controlled substance in the first degree, enhanced possession of drug paraphernalia, enhanced possession of marijuana, and enhanced possession of heroin.

    On December 1, 2014, in Jefferson Circuit Court, Mosley was convicted of enhanced trafficking in a controlled substance in the first degree, first offense, less than 4 grams of cocaine, receiving stolen property (firearm), enhanced possession of marijuana, and trafficking in a controlled substance in the first degree, first offense (less than 2 grams of heroin).

    Zaman Taylor, 24, of Louisville, was sentenced on October 3, 2024, to 20 years in prison, followed by 5 years of supervised release, for conspiracy to possess with the intent to distribute controlled substances, eight counts of distribution of methamphetamine, two counts of possession of a firearm in furtherance of drug trafficking, possession with intent to distribute methamphetamine, and possession with intent to distribute fentanyl.

    Darrian Toogood, 27, of Louisville, was sentenced on June 6, 2024, to 6 months in prison, followed by 2 years of supervised release, for conspiracy to possess with the intent to distribute controlled substances and two counts of distribution of methamphetamine.

    Devonzo Summers, 27, of Louisville, was sentenced on March 21, 2024, to 15 years in prison, followed by 5 years of supervised release, for conspiracy to possess with the intent to distribute controlled substances, four counts of distribution of fentanyl, distribution of controlled substances, distribution of methamphetamine, and possession of a firearm in furtherance of drug trafficking.

    Barry Reed, 27, of Louisville, was sentenced on December 18, 2023, to 15 years in prison, followed by 5 years of supervised release, for conspiracy to possess with the intent to distribute controlled substances, four counts of distribution of fentanyl, distribution of controlled substances, two counts of distribution of methamphetamine, possession of a firearm in furtherance of drug trafficking, and possession of a stolen motor vehicle.

    Dazaray Rice, 30, of Louisville, was sentenced on November 9, 2023, to 3 years of probation, for conspiracy to possess with the intent to distribute controlled substance and two counts of distribution of fentanyl.

    Aerion Cook, 24, of Louisville, was sentenced on November 2, 2023, to 10 years in prison, followed by 5 years of supervised release, for conspiracy to possess with the intent to distribute controlled substances and three counts of distribution of methamphetamine.

    Khasi Jones, 31, of Louisville, was sentenced on November 2, 2023, to 5 years in prison, followed by 4 years of supervised release, for conspiracy to possess with the intent to distribute controlled substances and six counts of distribution of fentanyl.

    Cedric Palmer, 28, of Louisville, was sentenced on October 12, 2023, to 5 years in prison, followed by 4 years of supervised release, for conspiracy to possess with the intent to distribute controlled substances, distribution of controlled substances, and distribution of methamphetamine.

    Ricos Mosley, 36, of Louisville,was sentenced on August 17, 2023, to 5 years in prison, followed by 4 years of supervised release, for conspiracy to possess with the intent to distribute controlled substances.

    There is no parole in the federal system.   

    This case was investigated by the FBI and LMPD, with assistance from the ATF, IRS-CI, DEA, Nelson County Sheriff’s Office, Bullitt County Sheriff’s Office, and Jefferson County Sheriff’s Office.
