    Reintroducing Poverty to the Forefront of Public Debate  

    Reducing poverty requires a strong political commitment from all sectors of society. To accelerate progress, it is imperative to re-establish poverty as a central issue in public debate. In recent years, the focus on poverty has been overshadowed by a series of severe crises affecting the region. Beyond the significant impact of the COVID-19 pandemic, the escalating climate crisis, with massive fires in areas like the Amazon and the Chaco, and increased flooding in other regions, has had a devastating effect. Governance crises have also emerged, including in countries that traditionally excelled in economic growth and poverty reduction, such as Chile. Moreover, migration crises, once primarily directed towards the United States, have now developed an intraregional dimension, imposing pressure on public expenditure and, at times, leading to conflicts within recipient communities. Violence has spread to previously peaceful countries, with organized crime posing an ever-greater threat. These crises have diverted attention away from the poverty debate, even though poverty remains a fundamental factor in each of these challenges. 

    Public discourse should stimulate action and encourage a more ambitious discussion on the determinants of poverty and their policy implications. Key determinants such as high inequality, sluggish economic growth, environmental degradation, entrenched power structures, inadequate social protection systems, ineffective governance, a fragile rule of law, an unfavorable business environment, low female labor force participation, informality, crime and violence, and a lack of innovation, have all been identified as determinants of poverty in the region (UNDP, 2021; IMF, 2024; CODS, 2020). A comprehensive debate is needed to distil the most critical aspects and understand their interconnections to optimize efforts towards achieving sustainable development and equitable growth. 

    Furthermore, public debate is essential concerning the data needed to make meaningful progress in poverty reduction. While the availability of data in the region has improved, there remain issues related to periodicity, potential for disaggregation, and gaps in crucial topics. For example, the inability to link data on crime and violence with poverty data hampers a comprehensive understanding of these phenomena. Thus, a rigorous debate on where to channel limited resources for data collection is vital to generate robust data that can effectively guide policy decisions. 

    New Instruments for Poverty Reduction 

    As previously highlighted, economic growth and the widespread implementation of conditional cash transfer programs have played a pivotal role in reducing income poverty across the region in recent decades. However, from 2015 onwards, the pace of poverty reduction began to slow due to declining growth rates, a trend further exacerbated by the COVID-19 pandemic. Three years after the crisis, income poverty levels in the region are only now returning to pre-pandemic figures (The World Bank, 2023). Yet, economic growth—and consequently, the fiscal capacity to fund poverty reduction initiatives—remains constrained, with regional GDP projected to expand by merely 1.6% in 2024, 2.7% in 2025, and 2.6% in 2026, rates insufficient to generate widespread prosperity (The World Bank, 2024). 

    Given this, the principal mechanisms that drove poverty reduction in previous years must be supplemented with innovative tools capable of maximizing poverty alleviation within a restricted fiscal environment. Aspects such as strategic planning, effective coordination, rigorous monitoring, and efficient expenditure will become increasingly crucial in the coming years. The region must foster innovation and develop a new generation of poverty reduction strategies and instruments that can effectively complement the existing frameworks. 

    Strengthening the Integration of Poverty Reduction Strategies with National Policies 

    In many cases, significant national policies that have a direct impact on poverty are formulated and implemented without a clear analysis or identification of their connections to the country’s poverty reduction strategy. Policies in areas such as energy, productivity, private sector development, and environmental or climate change often have profound implications for poverty alleviation. However, these policies are frequently designed with sector-specific objectives and within a growth-oriented framework, rather than with a focus on poverty reduction. Strengthening these connections can facilitate valuable cross-fertilization between different policy agendas, thereby accelerating efforts to reduce poverty.

    The Council of Ministers meeting began with a report on the removal of the effects of the flood. It discussed progress in reconstruction, support provided to the victims, and the investigation of issues related to irregularities during the flood. The Prime Minister emphasized that the government must be united in this matter and support each other. Effective aid and rapid action

    Although the flood situation is now under control, the government continues to monitor the areas affected by the element. On Tuesday, the Council of Ministers adopted a resolution on the coordination of actions related to the occurrence of floods in September 2024, which will allow Minister Marcin Kierwiński to more effectively coordinate actions related to the removal of flood damage, i.e., first of all, directing money so that it reaches them in an optimal way and in agreement with local communities.

    The role of Minister Kierwiński is to coordinate, facilitate this work for us as a team. Para bromear commitment of the government as a whole, not individual ministries

    – explained the Prime Minister. At Tuesday’s meeting, the Prime Minister announced the establishment of a special team that will be an auxiliary body supporting the Minister in coordinating activities related to reconstruction after the flood.

    Financial support for victims

    So far, provincial governors have already paid out approximately 200 million zlotys in aid benefits to people affected by the flood.

    There are no hold-ups in this regard. Another 13 million zlotys are still to be paid. I think it is a matter of today, tomorrow at the latest, how this money will reach the victims

    – Minister Marcin Kierwiński noted. The Ministry of Development and Technology has delegated 120 employees of the General Office of Building Supervision to the areas affected by the flood, who will accelerate the process of valuation and granting residents support in the amount of PLN 100-200 thousand.

    Reconstruction of the transport and school infrastructure

    One of the government’s priorities is the rapid reconstruction of infraestructura, including educational and sports facilities. Local government officials can use a special application to report losses in public utility facilities, which will help estimate the reconstruction plan using EU funds.

    Thanks to the funds prepared by Minister Sławomir Nitras, we have started a program to rebuild sports and tourist infrastructure for the amount of 400 million złoty. After my visit to the flooded areas, I know that a very important problem is the issue of rapid reconstruction and restoration of normal functioning of the infrastructure of schools

    – emphasized M. Kierwiński. As a result of the flooding, school boiler rooms suffered, among others. In the perspective of the autumn-winter period, their renovation and reconstruction are a priority, in order to be able to conduct lessons in comfortable conditions.

    Flood-related cases under scrutiny by prosecutor’s office

    During the meeting, Minister of Justice Adam Bodnar announced the involvement of the prosecutor’s office in investigating irregularities related to the flood.

    The prosecutor’s office is working intensively with experts from the Wrocław University of Science and Technology to clarify all the circumstances related to the damage to the flood embankments.

    – said Adam Bodnar. The Minister of Justice drew attention to several ongoing proceedings, including cases of looting, disinformation and the washing away of an earth dam in Stronie Śląskie, which concerns over 2 thousand injured people. The analysis of these cases is aimed at eliminating similar threats in the future.

    The Future: Reconstruction Plus

    Reconstruction after the flood will also be an opportunity to improve the quality of life of residents. Regions affected by the devastating element will not only be rebuilt, but also modernized.

    Reconstruction must be this Reconstruction Plus. This space must be better than it was before the flood. We will overcome the effects of this flood if we act united and support each other

    – Prime Minister announced. The reconstruction will be carried out with long-term benefits in mind, while ensuring that aid reaches all those affected by the floods. The Prime Minister thanked members of the government for their continued commitment to helping the disaster-stricken regions and their residents.

    Volunteer firefighters in unincorporated communities across the Yukon will be compensated more for their volunteer service as of October 1, 2024.

    The volunteer honorarium will be increased to $30.74 per hour, up from $22 per hour. Volunteer firefighters will receive honorarium for each hour responding to calls. In addition, the increased honorarium will be provided for each hour of fire service training.

    Asheville, NC – Today, Congresswoman Kathy Manning (NC-06) traveled to western North Carolina where she was joined by Small Business Administration (SBA) Administrator Isabel Guzman and Asheville Mayor Esther Manheimer to view the devastation caused by Hurricane Helene and the extensive response efforts underway. They listened to business owners discuss the challenges they face and explained how federal resources can aid in the recovery and rebuilding of affected communities.

    Congresswoman Manning visited the historic Biltmore Village, where two-story high flood waters destroyed shops and restaurants and left layers of thick mud, and the recently renovated River Arts District, where the storm tore buildings apart and decimated breweries, artists’ studios, and collaborative galleries. Manning spoke with small business owners who are deeply concerned that their businesses will be closed during the peak tourism season. She also visited a local SBA help center, where business owners are receiving assistance with completing their SBA applications for disaster aid.

    “The devastation caused by the storm is heartbreaking. Over 80% of Asheville remains without water and power, yet the resilience of the people I met is remarkable. I was also impressed by the knowledgeable team from the SBA and am grateful for Administrator Guzman’s clear explanation of the available funds for affected areas and how the Biden-Harris Administration has streamlined the relief process, ensuring that aid reaches people more quickly. We are fortunate to have such dedicated emergency relief workers,” said Congresswoman Kathy Manning. “Based on our discussions, it is clear that more funding is needed for the disaster relief effort. Congress must ensure that affected communities receive the resources needed for recovery and rebuilding, both now and in the months to come. I stand ready to return to Washington without delay to advocate for the people and communities impacted by this unprecedented storm.”  

    On September 29, 2024, President Biden granted Governor Cooper’s request for a Federal Major Disaster Declaration for Hurricane Helene to provide immediate federal assistance to North Carolinians in designated disaster areas.   

    Federal, state, and local partners are actively collaborating to mobilize resources into western North Carolina. These response efforts include search and rescue operations, wellness checks, the delivery of essential supplies such as food and water, removing debris to clear roads and bridges, restoring critical services like water, sewer, and electricity, and conducting damage assessments.  

    President Biden has directed the Department of Defense to deploy 1,500 active-duty troops to support North Carolina’s 2,800 active-duty National Guardsman responding to the disaster. This deployment is in addition to the more than 7,000 federal personnel currently assisting with response efforts across all affected areas.

  • MIL-Evening Report: Canadian urban mobility is woefully lacking, but building a better future is still possible

    Canadian cities are falling behind globally when it comes to efficiently moving people. Long commute times, high congestion rates and infrastructure that is vulnerable to climate change are symptoms of a mobility crisis.

    Mobility is an essential public good, and modern policies aim to move people in a safe, efficient, accessible and non-polluting way. However, the COVID-19 pandemic exposed and worsened existing vulnerabilities in Canada’s urban mobility systems, undermining progress toward these goals.

    Our new book, Urban Mobility: How the iPhone, COVID, and Climate Changed Everything, explores how technology, the pandemic and climate change have shaped, and continue to shape, urban mobility, particularly for those with inadequate transportation networks.

    Population growth outpacing transit

    One of the primary challenges Canadian cities face is that they have grown faster than their sustainable transportation options. While urban populations have expanded, investment in public transportation has not kept pace, resulting in a gap between capacity and potential.

    The COVID-19 pandemic also impacted city life in profound ways, and urban life and economies in Canada are still being affected to this day. Remote work became the norm for many, reducing the number of people commuting and causing a significant drop in public transit ridership.

    Additionally, the shift to hybrid work has permanently altered how Canadians engage with their cities. People are shopping online more, using public transit less, and central business districts and physical retail spaces are seeing less foot traffic.

    Urban economies, which have been designed to rely heavily on the movement and presence of large numbers of people through public transit and local businesses, are still grappling with this new reality. Activity levels, for instance, are down by about 20 per cent from pre-pandemic levels in many downtown spaces still.

    Tech platforms and mobility

    Digital platform firms like Zoom, Uber, Amazon and Instacart adapted quickly during the pandemic, offering safe work-from-home options, private transportation and online shopping services to people. These platforms disrupted the traditional urban economic model, which relies on transit, physical stores and foot traffic.

    Ride-hailing services drew passengers and their fares away from local economies into foreign-owned ride-hailing companies. Transit systems not only depend on the massive built public infrastructure, but also passenger fares and other government funding to maintain the public system over time.

    In addition, these tech platform companies come with equity and accessibility concerns. Research on the use of ride-hailing and public transit during the pandemic found that its usage in Toronto was clearly organized along class, neighbourhood and social lines. People identifying as one or more of the following were more likely to continue riding transit during the pandemic: low-income, immigrant, racialized, essential workers and car-less, in large part because other options were not available to them.

    Similarly, in Calgary, private technology experiments in electric scooters privileged wealthier neighbourhoods. Electric scooters were used more in wealthier neighbourhoods, and as poverty levels increased at the neighbourhood level, the use of them dropped. The researchers concluded that greater attention needs to be paid to ensuring all communities, regardless of economic status, have access to micro-mobility options.

    Canada has a history of importing technological solutions, rather than creating its own. Montréal, however, offers a successful example with its Bixi bike program, the third largest bike share system in North America after New York and Chicago, with 11,000 bikes and almost 900 stations. A non-profit runs the program, Rio Tinto Alcan provides aluminum for the bikes and Cycles Devinci manufactures them in Saguenay-Lac-Saint-Jean.

    Canadian cities need to build innovation opportunities that promote economic development and improve mobility at the same time. Canada’s technology sector is woefully undersupported at present.

    Climate crisis intensifying challenges

    The third, and perhaps most pressing challenge facing Canadian cities is the growing climate crisis. Cities are both instigators and victims of climate change. They contribute significantly to greenhouse gas emissions, but are also heavily impacted by severe weather events, heat waves and other side effects.

    These impacts are becoming increasingly concerning with the intensification of wildfires, urban flooding and other extreme weather events.

    By the end of the 20th century, most large Canadian cities were heavily investing in strategies to encourage people to use alternatives to cars, such as transit, light rail, biking and walking.

    However, shifting priorities, ideologies and budgetary adjustments led to government cutbacks to transit funding and a lack of new transportation innovation. In Ontario, for example, the government continues to push unrealistic road-building ideas at the expense of more active transit options.

    This failure to effectively move people around has left an opening for new mobility experiments led by private companies, but some of these programs don’t really integrate well into the Canadian urban mobility ecosystem. Many of these mobility options — such as ride-hailing — are also costly and exclusive. Others, like electronic scooters, can lead to e-waste.

    Building a better future

    The disruptions caused by technology, the pandemic and climate change are reshaping how people and goods move in cities. To build a better future, Canadian cities must address the interconnected challenges of three transitions: digital, health and environmental.

    While all sectors need to invest, strong leadership and policy action from governments at all levels is needed to create a more climate-friendly, economically vibrant and equitable urban mobility future. Governments will need to embrace bold, innovative solutions that address all three of these challenges.

    This means policy frameworks that reduce carbon emissions through climate action plans, leveraging political will and funding in efforts to shift away from private automobiles and toward transit, bike lanes and pedestrian pathways, and experimenting with digital mobility services while still prioritizing sustainability.

  • MIL-OSI USA: Project to Protect Hudson River Water Quality Complete

    Governor Kathy Hochul today announced the completion of the City of Newburgh’s North Interceptor Sewer Improvement Project, crucial to protecting the water quality of the Hudson River and increasing storm resiliency. It’s the first clean water infrastructure construction project in New York State completed with funding in part from the federal Bipartisan Infrastructure Law. The more than $31 million project was funded by State and federal investments, including $28 million in grants and $3 million in interest-free financing. Under the leadership of Governor Hochul, New York State continues to get the federal funding out the door equitably and efficiently to help communities undertake and complete critical wastewater and drinking water projects, minimizing the financial impact on local ratepayers.

    “Combined with our state’s unprecedented clean water investments, funding from the Bipartisan Infrastructure Law provides a crucial opportunity to make significant environmental improvements that will protect public health across the state for generations to come,” Governor Hochul said. “These upgrades are vital to protecting the environment and enhancing quality of life in Newburgh, and my administration will continue to work hard to get funding out the door to help communities undertake and complete critical projects, and to do so as affordably as possible.”

    In addition to $6 million in federal grants and interest-free financing from the BIL, the project received $15 million in state grants from the Water Quality Improvement Project and Water Infrastructure Improvement programs, a $5 million grant from the Clean Water State Revolving Fund, a $3 million federal Community Grant, and a $2 million grant from the federal American Rescue Plan Act.

    The significant state and federal investments supported construction of 8,700 linear feet of new, larger sewer pipes and other crucial upgrades to strengthen the city’s ability to withstand high water events and reduce pollution in the Hudson River. Innovative microtunneling techniques were used to install over 2,000 linear feet of underground sewer pipeline, reducing disruption for community residents and expediting construction. The new, larger pipes are increasing system capacity and reducing pollution discharged to the Hudson River by diverting more flows to the city’s treatment plant during wet weather events.

    The federal funding is administered through the State Revolving Funds by the New York State Environmental Facilities Corporation (EFC) in coordination with the Departments of Environmental Conservation and Health. EFC closed on $96 million in federal funding for eight projects as part of a record $2.2 billion investment in clean water infrastructure in State Fiscal Year 2024.

    EFC President & CEO Maureen A. Coleman said, “Under Governor Hochul’s leadership, EFC is committed to working with local communities to safeguard water quality throughout New York State, making record investments to protect public health and the environment while ensuring these projects are affordable. EFC’s ongoing partnership with the City of Newburgh to complete critical wastewater upgrades is helping to make marked improvements in the water quality of the Hudson River, saving an estimated $24 million for local ratepayers.

    DEC Interim Commissioner Sean Mahar said, “Completion of the city of Newburgh’s $31 million sewer improvement project will have a lasting positive impact for local residents and the health of the Hudson River. Thanks to Governor Hochul’s sustained and generational investments in water quality bolstered by funding from the Biden-Harris Administration’s Bipartisan Infrastructure Law, the major upgrades to clean water infrastructure completed today will enhance community storm resiliency while reducing pollution, benefitting the entire region.”

    Senate Majority Leader Charles Schumer said, “I fought hard to pass the Bipartisan Infrastructure & Jobs law to help fund projects like the vital North Interceptor Sewer Improvement Project in Newburgh, which will install modern sewer pipes to increase protection against storms and help keep the Hudson River clean. For years, I’ve worked with the City of Newburgh, Riverkeeper, the Newburgh Clean Water Project, and other local advocates to improve Newburgh’s water infrastructure to make our beloved Newburgh neighborhoods healthier and safer places to live and work. I thank Governor Hochul for her work using federal funds to complete the first clean water infrastructure project in New York with support from the Bipartisan Infrastructure & Jobs Law, and will continue fighting to deliver funding to support our Hudson Valley communities.”

    EPA Regional Administrator Lisa F. Garcia said, “Right here in Newburgh, the Biden- Harris Administration has delivered on its promise to invest in the health, equity and resilience of communities across the nation to address the generational challenge of combined sewer overflows. When we invest in wastewater infrastructure, we not only invest in the health of a beloved natural resource like the Hudson River but also in the community members who live along its banks. Congratulations to Newburgh for being the first in New York State to complete a clean water project funded under the Bipartisan Infrastructure Law. This is an exciting milestone and just the first of many success stories here in New York.”

This project has stopped 56 MILLION gallons of raw sewage from being dumped into the Hudson River. Newburgh took advantage of a once-in-a-lifetime opportunity through funding from the Federal Bipartisan Infrastructure Act, the American Rescue Plan, and the State. More than half of the funding came from New York State — $15 million. This vital project was completed at minimal cost to Newburgh taxpayers. Thank you to the hard-working union members and my partners in State government, including Governor Kathy Hochul, as well as Federal government and local officials, for getting this project over the finish line.”

    Mayor of Newburgh Torrance R. Harvey said, “Governor Hochul understands the policy imperative of hardening municipal infrastructure to combat the effects of climate change, and the moral obligation of stewardship for our vital natural resources. Governor Hochul’s administration efficiently and effectively delivered state and federal funding from the Biden-Harris Administration’s Bipartisan Infrastructure Law directly to the City of Newburgh for this transformative clean water project that will benefit all Hudson River communities. The City of Newburgh is forever grateful to Governor Hochul for her leadership and commitment to the health of our residents, and to all residents of the Hudson Valley.”

    Riverkeeper Senior Director of Advocacy, Policy, and Planning Dan Shapley said, “Riverkeeper has advocated for more than 50 years to stop pollution in the Hudson. As communities up and down the river make investments to eliminate overflows from water treatment infrastructure that combines sewage and stormwater, this project means we’ll get to enjoy cleaner water. That’s good for all the life that relies on the Hudson, including us humans. Already most of the river is safe for swimming, most of the time – and this project will help open more opportunities for safe recreation in the future. We want to thank Newburgh, as well as the state and federal leaders who have made funding available for projects like these. As we move toward the next legislative session in Albany, Riverkeeper will be advocating for continued commitments to the Clean Water Infrastructure Act and Environmental Protection Fund so that communities can continue to make these kinds of improvements.”

    New York’s Commitment to Water Quality
    New York State continues to increase its nation-leading investments in water infrastructure, including more than $2.2 billion in financial assistance from EFC for local water infrastructure projects in State Fiscal Year 2024 alone. With $500 million allocated for clean water infrastructure in the FY25 Enacted Budget announced by Governor Hochul, New York will have invested a total of $5.5 billion in water infrastructure between 2017 and this year. Governor Hochul’s State of the State initiatives are helping to ensure ongoing coordination with local governments and ensure communities can leverage these investments. The Governor increased WIIA grants for wastewater projects from 25 to 50 percent of net eligible project costs for smaller, disadvantaged communities. The Governor also expanded EFC’s Community Assistance Teams to help small, rural and disadvantaged communities leverage this funding and address their clean water infrastructure needs.     The funding, in addition to other substantial water quality investments, includes the voter-approved $4.2 billion Clean Water, Clean Air and Green Jobs Environmental Bond Act of 2022 which is advancing historic levels of funding to update aging water infrastructure and protect water quality, strengthen communities’ ability to withstand severe storms and flooding, reduce air pollution and lower climate-altering emissions, restore habitats; and preserve outdoor spaces and local farms. The first round of funding under the Environmental Bond Act was awarded through the WIIA/IMG programs in December, when Governor Hochul announced $479 million in grants to 156 projects across New York State, including $309 million made available to disadvantaged communities. Disadvantaged Communities will receive at least 35 percent of the benefits of Bond Act funding, with a goal of 40 percent.

  • MIL-OSI New Zealand: Innovative solution gives hope for migratory fish at Wairewa/Lake Forsyth

    Ko Awa Ika o Wairewa is an innovative take on a conventional fish pass; an apparatus designed principally by Wayne Alexander to connect the lake to the Pacific Ocean 24/7. Effectively a long box anchored to the seabed, this highly engineered equipment represents several years of meticulous planning.

    With designs now completed, the next major steps will be consenting and securing funding for construction. The apparatus can be turned off and on and could be replicated in other areas with similar problems.

    “We’ve already lost 80-90 per cent of the tuna population in the northern hemisphere,” Robin said.

    “In Aotearoa, we could be facing the same situation. Losing these taonga species is not something we’re willing to accept.

    “We’re extremely grateful for the commitment of Canterbury Regional Council (Environment Canterbury) and Christchurch City Council for their support and for considering unique and innovative solutions to crucial issues.”

    History of success in iwi-led innovation

    Civil engineering innovation is no stranger to Wairewa, with the Rūnanga already investing significantly in the development of an outlet canal, bridge and groyne as a more effective method of lake-level management and to prevent widescale flooding.

    Compared to the traditional method of a direct cut opening the lake to the ocean, the infrastructure enables control over the lake levels and prevents saltwater from entering the lake when it is open, mitigating issues like algal blooms.

    Since it was put in place 15 years ago, water quality continues to track in a positive direction. Cyno-toxic algal blooms have decreased by 99.6 per cent and macrophyte beds (aquatic plants) are flourishing, providing habitat, oxygen and food sources for fish, invertebrates and wildlife.

    “We’re always trying to be on the front of the waka in terms of our lake knowledge,” Robin said. “We believe Te Roto o Wairewa is the only low-land lake in the country that has been able to reverse this level of decline.”

    Funding support available for fish passage initiatives

    The Fish Habitat Fund is an initiative to address site-specific issues that threaten native fish populations and provide financial support towards remediating these issues. Up to $100,000 per year is available for projects that support general fish passage, any threatened/at risk freshwater fish species, increasing resilience of native fish strongholds in the face of climate change.

  • MIL-OSI USA: Gillibrand Holds Roundtable With Veterans To Discuss Bipartisan Legislation That Would Address Epidemic Of Traumatic Brain Injuries In Service Members and Veterans

    Following a disturbing report showing that service members are sustaining crippling traumatic brain injuries as a result of firing their own weapons, U.S. Senator Kirsten Gillibrand held a roundtable with veterans at VFW Post No. 9587 in Staten Island to discuss the her Blast Overpressure Safety Act, legislation to address traumatic brain injuries among service members and veterans. Service members who regularly fire heavy weapons are at increased risk of brain injury as a result of repeated exposure to explosions or blasts from their own weapons and explosives – otherwise known as blast overpressure. These brain injuries can cause depression, anxiety, cognitive problems, hallucinations, panic attacks, violent outbursts, suicidal tendencies, psychiatric disorders, dementia, and a variety of other serious health problems. At least a dozen Navy SEALs who have died by suicide over the past decade were later found to have suffered blast injuries, and many more service members have complained of health issues after blast exposure. Despite this, the Pentagon has struggled to properly investigate the impact of blast overpressure, effectively track the prevalence of blast overpressure-related injuries, or offer appropriate care to service members and veterans. Gillibrand is calling for more research and better treatment for those affected.
    Gillibrand was joined by New York State Senator Jessica Scarcella-Spanton and local veterans.
    “After repeatedly being exposed to blasts from their own weapons during both training and combat, our service members are sustaining severe and crippling brain trauma,” said Senator Gillibrand. “This bill will require the DoD to investigate the prevalence and causes of these brain injuries; to track each service member’s exposure to blasts; and to help service members access care. This is a critical bill and I look forward to getting it passed in the NDAA.”

    Specifically, the Blast Overpressure Safety Act would: 
    Mandate regular neurocognitive assessments over a service member’s career, including a baseline neurocognitive assessment before training. 
    Create blast overpressure exposure and TBI logs for all service members.
    Increase transparency regarding blast overpressure safety in the weapons acquisition process. DoD must consider the minimization of blast overpressure during the acquisition process, require contracting entities to provide blast overpressure safety data, and publish blast overpressure safety data for weapons systems and its plans to better protect service members from in-use weapons systems. 
    Improve data on concussive and subconcussive brain injuries service members sustain. This includes information on discharges related to and medical providers trained in these injuries, as well as efforts with allies and partners to better address these injuries. 
    Enhance efforts to mitigate exposure and help service members access care. This includes retaliation protections for those who seek care; modifying existing weapons system to reduce blast exposure; updating and making publicly available blast overpressure thresholds and creating a waiver system for exceeding these thresholds; training high-risk service members to help them recognize exposure symptoms and creating strategies to mitigate their risk; and expanding the types of technologies in the Warfighter Brain Health Initiative pilot blast monitoring program. 
    Support service member treatment by establishing a Special Operations Comprehensive Brain Health and Trauma program, making the National Intrepid Center of Excellence (NICoE) a program of record and requiring DoD to provide childcare services to those seeking treatment there, and mandating training for medical and training personnel on blast overpressure and exposure and TBI.

    The Biden-Harris Administration continues to mobilize a whole-of-government effort to prepare for the impacts of Hurricane Milton, including pre-positioning resources and personnel and expediting debris removal efforts in Florida. These actions supplement the ongoing response and recovery efforts to the impacts of Hurricane Helene across the Southeast and Appalachia.
    Today, President Biden was briefed by members of his Administration who are driving preparations for Hurricane Milton and recovery efforts for Hurricane Helene. The President directed his team to do everything possible to save lives and help communities before, during, and after these extreme weather events.
    The President urges everyone to be aware of the evacuation orders that are in effect in multiple Florida counties. Shelters are open, and evacuation assistance is available.     Yesterday, President Biden had calls with Florida Governor Ron DeSantis and Tampa Mayor Jane Castor to get firsthand reports on recovery efforts for Hurricane Helene and to discuss preparations for Hurricane Milton. The President also spoke with National Weather Service Director Ken Graham, who briefed the President in detail on the forecast and expected impacts of Hurricane Milton for the State of Florida. 
    At the direction of President Biden, FEMA Administrator Deanne Criswell was on the ground in Tampa, Florida, yesterday, where she met with local leaders to coordinate preparations ahead of Milton’s landfall.
    Yesterday, President Biden quickly approved the Governor of Florida’s request for a pre-landfall emergency declaration. Under an emergency declaration, FEMA provides direct Federal support to states for life-saving activities and other emergency protective measures, such as evacuation, sheltering, and search and rescue. Earlier today, the President also approved an emergency declaration request from the Chairman of the Seminole Tribe of Florida.
    The Administration has been in touch with officials from the State of Florida, as well as more than 60 local officials in cities and counties along the likely path of impact, to ensure needs are met in advance of the storm. The Administration has also been in touch with officials from the Seminole and Miccosukee Tribes. The Administration has also reached out to state officials in South Carolina and Georgia and will continue outreach efforts based on Hurricane Milton’s latest trajectory.
    FEMA has sufficient funding to both support the response to Hurricane Milton and continue to support the ongoing response to and recovery from Hurricane Helene– including funding to support first responders and provide immediate assistance to disaster survivors.
    Additional updates include:
    Pre-Staging Personnel and Resources
    FEMA is pre-staging a full slate of response capabilities in Florida and the region, including seven FEMA Incident Management Assistance Teams, eight FEMA Urban Search & Rescue and swift water rescue teams, three U.S. Coast Guard Swift Water Rescue teams, four Health Care System Assessment Teams, five Disaster Medical Assistance Teams and an Incident Management Team from the U.S. Department of Health and Human Services.
    Additional pre-staged capabilities include U.S Army Corps of Engineers temporary power teams, debris experts and a roofing team, U.S. Environmental Protection Agency debris removal and wastewater experts, and 300 ambulances. In addition, the U.S. Department of Defense is posturing and staging forces to support FEMA and state partners including helicopters for search-and-rescue operations and to enable movement of personnel, equipment and commodities; and High Water Vehicles.  
    FEMA has five incident staging bases with commodities including food and water. Right now, FEMA currently has 20 million meals and 40 million liters of water in the pipeline to deploy as needed to address ongoing Helene and Milton response efforts and can expand as needed.
    Protecting Public Health and Health Care Systems
    Today, U.S. Department of Health and Human Services (HHS) Secretary Xavier Becerra declared a Public Health Emergency for Florida to address the health impacts of Hurricane Milton, the second public health emergency declaration for the state to aid in a hurricane response within the past two weeks.
    The Department’s Administration for Strategic Preparedness and Response (ASPR) pre-positioned approximately 100 responders in Atlanta along with medical equipment and supplies to support the delivery of health care services in Florida following the landfall of Hurricane Milton. The deployed personnel include ASPR Health Care Situational Assessment Teams who stand ready to work with state officials to assess the storm’s impacts on hospitals, nursing homes, dialysis centers, and other health care facilities and a Disaster Medical Assistance Team (DMAT) from ASPR’s National Disaster Medical System (NDMS) for rapid response following health care assessments. A second DMAT is being pre-positioned in Atlanta to support additional response to either Hurricane Helene or Hurricane Milton, as needed.
    In addition to the assessment teams and disaster medical system personnel, ASPR deployed personnel from an Incident Management Team and Regional Emergency Coordinators who integrate with FEMA, state health authorities, and emergency response officials to anticipate and assist Florida in meeting public health and medical needs in the wake of the storm. Logisticians and security personnel are also pre-positioned to provide support. ASPR is prepared to facilitate Public Health Emergencies for Hurricane Milton upon request. ASPR has also supported the HHS emPOWER program, which is available to identify the number of Medicare beneficiaries in affected zips codes who rely on electricity-dependent durable medical equipment and certain healthcare services, such as dialysis, oxygen tank, or home health, to help anticipate, plan for, and respond to the needs of at-risk citizens in potentially impacted areas.
    Preparing for Impacts to Infrastructure
    The Department of Transportation is deploying a Federal Aviation Administration (FAA) Air Traffic Field Incident Response (FIR) team to Florida and pre-staging operations in Jacksonville to prepare support for any impacted towers and airports. The team will work with the state and local authorities and the Department of Defense within the established Emergency Operations Center. The Department of Transportation is also deploying the FAA Communication Support Team (CST), which plays a critical role in supporting communication restoration at impacted airports. Specifically, the CST will set up Starlink and Mobile Phone Bonding kits, which increase signal stability and data throughout the region. The FAA is placing aircraft on standby to transport personnel from various agencies, mobilize resources, and support damage assessments to infrastructure.
    In addition, similar to the approach on Hurricane Helene, the FAA will continue to closely coordinate with the Department of Defense, the Armed Services, including Active Duty and National Guard units, and State Emergency Operations Centers to support their use of drones to support response and recovery.  Drones can play a critical role in supporting search and rescue operations and damage assessments by providing real time video, imagery, and sensor capabilities in hard-to-reach places.       The Department of Transportation’s Federal Highway Administration is coordinating with the Florida Department of Transportation and monitoring the situation to be prepared to support.
    The Environmental Protection Agency is working closely with Federal, state, local, and Tribal partners to support water systems, prepare for debris management, and ensure facilities, including Superfund sites, maintain critical public health and environmental protections while they recover from Hurricane Helene and prepare for Hurricane Milton. The agency has personnel on the ground in regional and national operations centers who are continuing to respond to Hurricane Helene and are preparing to offer support, guidance, and assistance to the State of Florida and everyone in the new storm’s path.
    Additional Pre-Landfall Preparations
    The Department of the Interior’s U.S. Geological Survey (USGS) is deploying wave sensors at eight locations in Florida between Naples and Crystal River to measure the coastal waves caused by the storm. USGS Field crews are also installing one rapid-deployment gauge on the Sunshine Skyway bridge in St. Petersburg, Florida. This specialized piece of equipment is a fully-functional streamgage designed to be deployed quickly and temporarily to measure and transmit real-time water level data in emergency situations. This data can be used by decision makers and emergency managers to monitor water levels as they work to save lives and property.
    The Department of Energy’s Energy Response Organization remains activated to respond to storm impacts. Via the Electricity Sub-Sector Coordinating Council and Oil and Natural Gas Sub-Sector Coordinating Council, the Department of Energy has been coordinating continuously with energy sector partners on both the ongoing Hurricane Helene response and potential impacts from Hurricane Milton.
    The U.S. Department of Housing and Urban Development (HUD) has notified local public housing authorities and owners of its assisted multifamily and heath care properties within the State of Florida to immediately implement all appropriate safety protocols for residents and workers. HUD is committed to ensuring that residents of its assisted homes and properties receive critical information that can save lives during extreme weather events. HUD is also conducting outreach and communications on the programmatic flexibilities and waivers that can be utilized to assist communities and survivors.
    The Export-Import Bank of the United States (EXIM) announced it is extending measures to assist customers, U.S. exporters, and financial institutions impacted by Hurricane Helene and forecasted to be impacted by Hurricane Milton. EXIM is offering assistance to allow businesses and financial institutions that participate in EXIM’s programs to return to their business concerns when appropriate and without penalty due to missed deadlines or other timeliness issues.

    TALLAHASSEE, FL –  Yesterday, Speaker Mike Johnson (LA-04) joined Congressman Neal Dunn (FL-02) and Congresswoman Kat Cammack (FL-03) to survey North Florida communities severely affected by Hurricane Helene. The members visited Steinhatchee to assess damage on the ground and conducted aerial surveys of agricultural losses in Lafayette County. The visit concluded with an agriculture roundtable at the University Air Center.

    Throughout the day, Speaker Johnson, along with Reps. Dunn and Cammack, engaged with local leaders, federal officials, and community members to evaluate the damage and discuss ongoing recovery efforts.

    After the tour in Steinhatchee, Speaker Johnson addressed the local media, while Reps. Dunn and Cammack issued the following statements:

    “North Florida is tough, and the resilience of our communities in the wake of Hurricane Helene continues to inspire. Local leaders, residents, and federal officials have come together with strength and determination, showing the grit and dedication needed to rebuild,” Congressman Neal Dunn said. “I am honored to host Speaker Johnson as we work together, and I am committed to advocating for aid and providing the support our communities need through every step of the recovery process.” 

    “I think this has been an extraordinary effort by Florida, the state and local officials. Here in this community, it would inspire the entire country to see how they’re really banded together. They’re undeterred. This is a very resilient community of people. That’s the best of America,” Speaker Johnson said. “We have this disaster now that’s around the country. We have people in North Carolina still stranded in their homes in the mountains, and people in Georgia and a number of other states that have been terribly affected by this storm. So, Congress is on the ground, the representatives who represent all those districts are there with their constituents, with their people trying to help, and we will do what’s necessary to make sure that Americans are taken care of.”

  • MIL-OSI Submissions: Gaza – Israeli forces pushing people from north Gaza to the south will only worsen the humanitarian catastrophe – MSF

    Jerusalem, 9 October 2024: Israeli evacuation orders for parts of northern Gaza, issued on 7 October, are pushing tens of thousands of people to immediately flee south as the area is targeted by airstrikes and a ground offensive. In this latest forced mass displacement, residents of Beit Hanoun, Jabalia and Beit Lahia have been urged to move to the overcrowded, so-called humanitarian zone between Al-Mawasi and Deir Al-Balah, where one million people are already living in inhumane conditions. The zone also remains unsafe for civilians and aid workers, as Israeli forces continue to repeatedly strike the area.

    These forced mass evacuations of homes and bombing of neighbourhoods by the Israeli forces are turning the north of Gaza into an unliveable wasteland, effectively emptying out the whole north of the Strip of Palestinian life. To make matters worse, no humanitarian supplies have been allowed to enter the area since 1 October.

    MSF calls on the Israeli forces to halt evacuation orders, which are causing the forced displacement of people, and to ensure the protection of civilians. They must also allow desperately needed humanitarian supplies to enter the north as a matter of extreme urgency.

    “All of a sudden, I was told that we had to move from the north,” says Mahmoud, a Médecins Sans Frontières/Doctors Without Borders (MSF) watchman, who left Jabalia at night to find refuge at the MSF guest house in Gaza City. “We left our home in despair, under bombs, missiles and artillery. It was very, very difficult. I would prefer to die than to be displaced to the south; my home is here, and I do not want to leave.”

    Israeli forces also called for the evacuation of the three main hospitals in northern Gaza, namely Indonesian, Kamal Adwan and Al-Awda hospitals. These are operating at minimal capacity and have a total of 317 patients still hospitalised, with around 80 people in intensive care and unable to move, according to the Ministry of Health. These three medical facilities, as well as those that remain partially functional across the Strip, must be protected at all costs.

    The MSF clinic in Gaza City received 255 patients on Sunday and Monday alone, as options for people to access medical care shrink by the day. For some people, accessing the few existing health facilities is impossible; our teams have received reports of wounded people who have died as they were unable to seek medical care.

    Among those facing evacuation orders in the north are seven MSF staff who managed to find shelter in Gaza City. Five others remain blocked in Jabalia, where the Israeli forces are on the ground carrying out attacks.

    “The latest move to forcefully and violently push thousands of people from northern Gaza to the south is turning the north into a lifeless desert, while aggravating the situation in the south, where more than one million people have already been squeezed into a small portion of the Gaza Strip and live in deplorable conditions,” says Sarah Vuylsteke, MSF project coordinator in Gaza.

    “Access to water, healthcare, and safety is already almost non-existent, and the thought of more people fitting into this space is impossible to imagine,” says Vuylsteke. “People have been subjected to endless displacement and relentless bombing for the past 12 months. Enough is enough, this must stop now.”

    While the Israeli authorities have recently declared a minimal expansion of the so-called humanitarian zone, the area remains subject to evacuation orders and is unsafe due to regular Israeli bombardment. Many people living in the zone are suffering from skin diseases and respiratory infections because of the dire conditions. The situation is even more worrying with the approach of winter and the cold temperatures that people will be exposed to.

    Israeli forces must urgently halt evacuation orders in the north of Gaza. The relentless killing of people in Gaza must stop now, and an immediate and sustained ceasefire must be implemented.

    Security Situation
    The security situation in Iraq remains highly volatile and could deteriorate further, with little or no warning. The terrorist group Islamic State of Iraq and the Levant remains active in parts of the country, as do other violent extremist groups engaged in sectarian, ethnic and tribal violence and organised crime. Political instability, crime and corruption, and civil unrest are also common in Iraq.

    Terrorism
    There is a continuing threat of violent attacks across Iraq from terrorist groups. Suicide bomb attacks, roadside bombs, car bombs, rocket attacks, drone attacks and small arms attacks occur frequently. Thousands of people have been killed and injured in these attacks throughout Iraq.

    Attacks can occur without warning at anytime, anywhere in Iraq. Terrorists, violent extremists and both pro and anti-government militias continue to conduct frequent and lethal attacks on a wide range of targets in Iraq.

    Targets include Iraqi Security Forces, government offices, large public gatherings, places of worship, airports, sites frequented by foreigners and residential areas to maximise casualties. While attacks can happen at any time, there is a heightened threat during religious and public holidays. There is also a heightened threat of attacks against Western interests.

    While the security situation in the Kurdistan region is slightly different to the rest of Iraq, there remains a risk of attacks by terrorist groups. Terrorist groups remain active close to the Kurdish region and the security situation in the region could deteriorate quickly.

    Kidnapping/Crime
    Violent crime, kidnapping and corruption are widespread throughout Iraq. Organised criminal groups, militia and tribal groups pose a significant threat. Although violent crime does occur during the day, security conditions get much worse after dark.

    Kidnapping for ransom and hostage taking by extremists and militant groups for ideological reasons, political gain or ransom is a significant threat throughout Iraq. Over the past decade a large number of foreign nationals have been kidnapped in Iraq, including aid workers, security contractors, journalists and soldiers.  Many hostages have been killed or remain missing.

    Women and girls in particular may be subject to harassment or mistreatment. Some sectors of Iraqi society and institutions have been known to overlook allegations of domestic violence against women when it is committed by close family members.

    Civil Unrest
    Political rallies and protests happen frequently in Baghdad and Basra and to a lesser extent Erbil. They can turn violent quickly and have led to injury and death in the past. Political rallies and protests also present viable targets for terrorists.  Police may use tear gas, water cannons and live ammunition to disperse crowds. 

    New Zealanders in Iraq are advised to avoid all demonstrations, protests and large public gatherings as even those intended as peaceful have the potential to turn violent with little warning. Comply with any instructions issued by the local authorities, including any curfews or vehicle bans. Monitor local and international media, review personal security plans and be aware of your surroundings. If unexpectedly in the vicinity of a protest or demonstration, exercise caution and leave the area quickly, find a safe location, remain indoors and follow any local advice.

    Security Forces
    Iraqi Security Forces and international coalition forces are engaged in an ongoing terrorist counter insurgency across central and northern Iraq. They also have a strong presence across the rest of Iraq and conduct targeted airstrikes against militants.

    Security restrictions like curfews and vehicle bans can be imposed at short notice.

    Security checkpoints are common place and often ad hoc, however false checkpoints have also been used to launch attacks, kidnapping, robbery and murder.

    Iraq has a large number of diverse security forces. They do not all enjoy cooperative relationships with one and other.

    Turkish and Iranian security forces have also been known to conduct military incursions targeting terrorist or militia groups across Iraq’s northern borders.

    Local travel
    Travel across Iraq can be extremely dangerous and there continue to be fatal attacks involving roadside bombs and small arms fire.

    There is also an ongoing threat from armed carjacking and robbery. Attacks happen during the day, but travelling at night is more dangerous.

    Domestic and international border crossings and Iraqi airports may close with little or no notice. Avoid travel to border areas as clashes, air strikes and other violent incidents are common. Sensitive border areas, especially with Syria and Turkey, are military targets.

    Piracy
    Pirate attacks and armed robbery against ships occur in coastal waters, particularly in the northern Persian Gulf, Gulf of Oman, Northern Arabian Sea, Gulf of Aden and Bab El Mandeb regions.     Mosul Dam
    The Government of Iraq has taken and continues to take measures to improve the structural integrity of the Mosul Dam. A dam failure could cause significant flooding and disruptions to essential services from Mosul to Baghdad, along the Tigris River as well as areas adjoining the dam. A failure of the Mosul Dam cannot be predicted. Monitor local media reports and prepare contingency plans. 

    General Travel Advice
    Although homosexuality is not explicitly illegal under Iraqi law, people of the same sex who engage in consensual sexual acts may be prosecuted under other provisions of law, such as public indecency, and local attitudes towards LGBTQI+ people may be hostile. Violence, harassment and discrimination against LGBTQI+ people does occur, you are advised to exercise discretion.

    New Zealanders who decide to travel to Iraq are strongly encouraged to: 

    • Consult a reputable security company (with experience in Iraq) for advice on security arrangements. Security arrangements should be reviewed on a regular basis. Such measures may mitigate the risks to your safety but cannot eliminate them entirely.
    • Ensure that appropriate personal security protection measures are in place at all times including a robust contingency plan. The New Zealand government will not be arranging an evacuation for New Zealand citizens, should commercial options for departure cease.
    • Avoid areas of military activity at all times including border areas, as these areas are dangerous, often the target of military operations and not always clearly defined.
    • Have a comprehensive travel insurance policy in place that includes provision for medical evacuation by air. You should check that your travel insurance policy covers travel in Iraq – exclusions may well apply.
    • Be highly security conscious at all times, particularly in public places when travelling by road and close to government offices.
    • New Zealanders are advised to respect religious and social traditions in Iraq to avoid offending local sensitivities. 
    • Follow restrictions imposed by the local authorities and seek local advice on any changes to curfews. Exercise particular caution at checkpoints, a uniform is not a guarantee that the wearer is acting in an official capacity.
    • Monitor local developments closely through media and other information sources on possible new safety and security risks. Follow instructions from local authorities. Remain vigilant and alert to your surroundings.

    WASHINGTON, D.C. – On September 24, 2024, the House passed U.S. Representatives Gabe Vasquez (D-NM-02) and Doug LaMalfa’s (R-CA-01) bill, the bipartisan Utilizing Grazing for Wildfire Risk Reduction Act, to help prevent wildfires through proactive grazing. The bill passed as part of the bipartisan Fix Our Forests Act. Prior to passage, Vasquez spoke on the House Floor about the importance of his bill to New Mexico.

    “We need to use every tool in our toolbox to lessen the frequency and severity of wildfires. Livestock grazing can help us accomplish that goal. Grazing targeted areas can help slow the spread of an intense burn and control the temperature of a fire by reducing the amount of flammable organic fuel,” saidVasquez. “In New Mexico, we know the cost of fighting wildfires is astronomical, so we must use every available resource to prevent future natural disasters.”

    Vasquez is committed to preventing and reducing wildfires that threaten New Mexican’s homes, land and livelihoods. The recent South Fork and Salt Fires, which tragically took the lives of three New Mexicans and destroyed hundreds of homes and tens of thousands of acres, underscores the importance of using every option available to prevent dangerous wildfires.

    This bill ensures that grazing can be used proactively to mitigate wildfires and keep New Mexicans safe. It helps cut through red tape and makes it easier for New Mexican farmers and ranchers to assist in preventing wildfires that could devastate their land and livelihood.

    Vasquez voted in support of the bipartisan Fix Our Forests Act today, which improves local capacity to address wildfire impacts by allowing different agencies to work together to tackle wildfire risks. The bill advances research, supports local building codes, reduces wildfire impacts, encourages partnerships and offers technical and financial assistance. This allows the U.S. Forest Service to focus its resources more directly on fireshed management by hiring additional staff and conducting hazardous fuels management. 

    The Fix Our Forest Act also ensures that when Tribes conduct fire management efforts, such as trimming excess limbs off trees, they are able to sell the timber and use the profits for forest restoration activities. This will help support Tribal sovereignty and economic prosperity. It is endorsed by the National Congress of American Indians, the Citizens’ Climate Lobby and the National Rural Electric Cooperative Association.

  • MIL-OSI Security: Afghan National Arrested for Plotting an Election Day Terrorist Attack in the Name of ISIS

    The Justice Department today announced charges against a citizen of Afghanistan residing in Oklahoma City, Oklahoma, for conspiring to conduct an Election Day terrorist attack in the United States on behalf of the Islamic State of Iraq and al-Sham (ISIS), a designated foreign terrorist organization (FTO).

    According to a criminal complaint filed today, Nasir Ahmad Tawhedi, 27, conspired and attempted to provide material support to ISIS and obtained firearms and ammunition to conduct a violent attack on U.S. soil in the name of ISIS. As part of the plot, the defendant allegedly took steps to liquidate his family’s assets, resettle members of his family overseas, acquire AK-47 assault rifles and ammunition, and commit a terrorist attack in the United States.

    “As charged, the Justice Department foiled the defendant’s plot to acquire semi-automatic weapons and commit a violent attack in the name of ISIS on U.S. soil on Election Day,” said Attorney General Merrick B. Garland. “We will continue to combat the ongoing threat that ISIS and its supporters pose to America’s national security, and we will identify, investigate, and prosecute the individuals who seek to terrorize the American people. I am deeply grateful to the public servants of the FBI, National Security Division, and U.S. Attorney’s Office for the Western District of Oklahoma for their work to disrupt this attack and for the work they do every day to protect our country.”

    “This defendant, motivated by ISIS, allegedly conspired to commit a violent attack, on Election Day, here on our homeland,” said FBI Director Christopher Wray. “I am proud of the men and women of the FBI who uncovered and stopped the plot before anyone was harmed. Terrorism is still the FBI’s number one priority, and we will use every resource to protect the American people.”

    “Thanks to the relentless efforts of the FBI, National Security Division’s Counterterrorism Section, and federal prosecutors in my office, the alleged plan to commit an attack on Election Day was disrupted and Mr. Tawhedi was arrested,” said U.S. Attorney Robert J. Troester for the Western District of Oklahoma. “Fighting terrorism remains the top priority of the Justice Department. We will continue to pursue, disrupt, and hold accountable those who plot to commit acts of terrorism against our country and our people.”

    According to the criminal complaint, as part of the investigation into Tawhedi, the FBI searched Tawhedi’s phone and obtained communications between Tawhedi and a person who facilitated recruitment, training, and indoctrination of persons who expressed interest in terrorist activity and who Tawhedi understood to be affiliated with ISIS. Tawhedi was also seen in a video recorded on July 20 reading to two children text that describes the rewards a martyr receives in the afterlife. Tawhedi also allegedly accessed, viewed, and saved ISIS propaganda on his iCloud and Google account, participated in pro-ISIS Telegram groups, and contributed to a charity which fronts for and funnels money to ISIS.

    The complaint alleges that while liquidating their family’s assets prior to the attack, Tawhedi and his co-conspirator, who is a juvenile, advertised the sale of the family’s personal property on Facebook. At the FBI’s direction, a confidential human source responded to inquire if a computer was still for sale. The FBI source noted that he needed the computer for a new gun business he was starting, which ultimately led Tawhedi and the juvenile to meet with the source and other FBI assets at a rural location to test firearms. Tawhedi expressed interest in purchasing two AK-47 assault rifles, magazines, and ammunition from the source.

    According to the criminal complaint, on Oct. 7, Tawhedi and the juvenile met with the FBI assets at a rural location in the Western District of Oklahoma and purchased, received, and took possession of two AK-47 assault rifles, ten magazines, and 500 rounds of ammunition. Upon receipt of the rifles and ammunition, Tawhedi and the juvenile were arrested.

    In his seized communications, Tawhedi allegedly indicated that his attack was planned for Election Day, and in a post-arrest interview, Tawhedi allegedly confirmed the attack was planned for Election Day targeting large gatherings of people, during which he and the juvenile were expected to die as martyrs.

    Tawhedi was charged with conspiring and attempting to provide material support to ISIS, which carries a maximum prison sentence of 20 years, and receiving a firearm to be used to commit a felony or a federal crime of terrorism, which carries a maximum prison sentence of 15 years, if convicted.

    The case is being investigated by the FBI Oklahoma City Field Office, with valuable assistance from the Oklahoma City Police Department and the Moore, Oklahoma Police Department.

    Assistant U.S. Attorneys Jessica L. Perry, Matt Dillon, and Mark Stoneman for the Western District of Oklahoma and Trial Attorneys George C. Kraehe and Everett McMillian of the National Security Division’s Counterterrorism Section are prosecuting the case.

    A criminal complaint is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

    SACRAMENTO, Calif. – The U.S. Small Business Administration is offering low-interest federal disaster loans for working capital to small businesses economically impacted by wildfires, including the Bench Lake and Wapiti Fires that began July 11, SBA’s Administrator Isabella Casillas Guzman announced today. SBA acted under its own authority to declare a disaster following a request received from Gov. Brad Little on Oct. 4.

    The disaster declaration makes SBA assistance available in Blaine, Boise, Butte, Custer, Elmore, Lemhi and Valley counties in Idaho.

    “SBA’s mission-driven team stands ready to help Idaho’s small businesses impacted by wildfires, including the Bench Lake and Wapiti Fires,” said Administrator Guzman. “We’re committed to providing federal disaster loans swiftly and efficiently, with a customer-centric approach to help these businesses.”

    “When disasters strike, our virtual Business Recovery Centers are key to helping business owners and residents get back on their feet said Francisco Sánchez Jr., associate administrator for the Office of Disaster Recovery and Resilience at the Small Business Administration. “At these virtual centers, people can connect directly with our specialists to apply for disaster loans and learn about the full range of programs available to rebuild and move forward in their recovery journey.”

    “These loans may be used to pay fixed debts, payroll, accounts payable and other bills that can’t be paid because of the disaster’s impact. Disaster loans can provide vital economic assistance to small businesses to help overcome the temporary loss of revenue they are experiencing,” Sánchez said.

    Eligibility is based on the financial impact of the disaster only and not on any actual property damage. These loans have an interest rate of 4 percent for small businesses and 3.25 percent for private nonprofit organizations with terms up to 30 years and are restricted to small businesses without the financial ability to offset the adverse impact without hardship.

    Interest does not begin to accrue until 12 months from the date of the first disaster loan disbursement. SBA disaster loan repayment begins 12 months from the date of the first disbursement.

    NSW Ambulance will roll out eight specially designed vehicles known as Hazardous Area Rescue Ambulances (HARA), the first of their kind in the world, optimising response capabilities during natural disasters and in difficult terrain.

    Minister for Health Ryan Park said the community will benefit from the specialist capabilities of the HARA Mercedes-Benz Unimog vehicles, as part of a major $14.8 million funding package by the NSW Government to further build the state’s flood rescue capabilities.

    The HARAs are designed to drive through flood waters up to 1.2 metres and are equipped with safety features for operation in hazardous environments. The vehicles have also been made to operate around fire grounds, with the inclusion of a burn-over crew protection system, replacement of flammable components, and by wrapping critical vehicle infrastructure in fire-retardant material.

    The rear of the vehicle is a fully operational ambulance, with a specially designed stretcher loading system to assist paramedics in patient handling and for patient comfort.

    The HARAs are equipped with the latest technology and purpose-built features, improving the organisation’s capability to deliver the very best outcomes for patients.

    The vehicles have been purpose modified by NSW Ambulance to withstand harsh environments with enhanced safety features including a reinforced exoskeleton to protect paramedics and patients from falling trees.

    HARAs will be rolled out over the coming months, with the vehicles proposed to be strategically stationed at NSW Ambulance heavy rescue stations based in Tamworth, Rutherford, Cowra, Wagga Wagga and Bomaderry, as well as special operation team locations in Point Clare and Sydney.

    If the earth moves for you while you’re in bed, it’s important to stay safe and protected, says the National Emergency Management Agency.

    Most people who felt last Sunday morning’s 5.7 magnitude earthquake near Wellington were in bed at the time – and NEMA’s Chief Science Advisor Professor Tom Wilson says that’s exactly where you should remain until the shaking stops.

    “If you’re in bed when an earthquake happens, stay in bed. Stay, cover and hold – cover your head and neck with your pillow. Hold on until the shaking stops.”

    Tom Wilson says research using ACC injury data (Nicholas Horspool, 2022) shows that people are far more likely to get injured trying to get elsewhere during an earthquake.

    “Moving around during an earthquake increases your likelihood of getting hurt. This is why we urge people to Drop, Cover and Hold – or if you’re in bed, Stay, Cover and Hold.”

    Natural Hazards Commission Toka Tū Ake Chief Resilience and Research Officer, Dr Jo Horrocks says keeping your home quake-safe is one of the best ways to protect yourself and your whānau during an earthquake.

    “If you know your baby’s nursery is secured, for example, you’re less likely to feel the need to rush in during the shaking. Simple actions like securing heavy furniture and removing items that could fall above your bed can make a big difference in preventing injuries.

    “By preparing your home now, you’re helping to keep everyone safe when the next earthquake hits.”

    What You’ll Need When You Apply

    • A current phone number where you can be contacted.
    • Your address at the time of the disaster and the address where you are now staying.
    • Your Social Security number.
    • A general list of damage and losses.
    • Banking information if you choose direct deposit.
    • If insured, the policy number or the agent and/or the company name.

    If you have homeowners, renters or flood insurance, you should file a claim as soon as possible. FEMA cannot duplicate benefits for losses covered by insurance. If your policy does not cover all your disaster expenses, you may be eligible for federal assistance.

    FEMA Maintains Focus on Recovery for Helene Survivors While Preparing for Impacts of Hurricane Milton

    WASHINGTON – FEMA, under the direction of the Biden-Harris Administration, continues to lead a comprehensive, whole-of-government approach to assist communities impacted by Hurricane Helene. Federal assistance for survivors of Helene has now surpassed $286 million with an additional $180 million in mission assignments to federal partners. FEMA continues to coordinate recovery efforts while preparing for the anticipated landfall of Hurricane Milton along Florida’s Gulf Coast. 

    Administrator Deanne Criswell is on the ground directing FEMA’s response and recovery operations for the impacted states. The combined efforts of federal, state and local partners ensure that every available resource is mobilized to help those impacted by Hurricane Helene.

    As FEMA maintains its focus on Helene response and recovery, the agency is also fully engaged in support of local, tribal and state response efforts ahead of Hurricane Milton. Residents in the storm’s projected path are urged to stay informed and prepare now. 

    Hurricane Helene Response

    The agency is actively working alongside state, local and tribal partners to assess damage and support those affected by Helene. Nearly 7,000 federal personnel are deployed, including FEMA staff. To date, FEMA has shipped over 16.2 million meals, more than 13.9 million liters of water, 210 generators and more than 505,000 tarps to the region. FEMA Disaster Survivor Assistance Teams are on the ground in neighborhoods across the affected states helping survivors apply for assistance and connecting them with additional state, local, federal and voluntary agency resources.

    Disaster survivors in designated areas of Georgia, Florida, North Carolina, South Carolina, Tennessee and Virginia can begin their recovery process by applying for federal assistance through FEMA. People with damage to their homes or personal property who live in these areas should apply for assistance, which may include upfront funds to help with essential items like food, water, baby formula and other emergency supplies. 

    Funds may also be available to repair storm-related damage to homes and personal property, as well as assistance to find a temporary place to stay. Homeowners and renters with damage to their home or personal property from previous disasters, whether they received FEMA funds or not, are still eligible to apply for and receive assistance for Helene.   

    There are three ways to apply for FEMA assistance:  

    Voluntary Organizations

    Voluntary agencies are supporting all affected states by providing critical feeding operations and support for survivors with hot and prepared meals and shelf-stable meals. Organizations are also providing personnel and resources to the hardest hit areas. The American Red Cross has hundreds of trained disaster workers providing comfort and operating shelters

    People can receive free services like cutting fallen trees, tarping roofs and mitigating mold with the help of Crisis Cleanup by calling 844-965-1386. The hotline is open through Oct. 11 and can connect people with volunteers from local relief organizations, community groups and the faith-based community who may be able to assist.  

    Additional support and assistance provided to each state includes: 

    Support for North Carolina

    Financial Support: FEMA has approved more than $40 million in housing and other types of assistance for over 30,000 households.

    Staffing: As response efforts continue in North Carolina, more than 1,000 FEMA staff are on the ground, with more arriving daily. Over 1,000 Urban Search and Rescue personnel remain in the field helping people. These teams have rescued or supported over 3,200 survivors to date. President Biden ordered an additional 500 active-duty troops equipped with advanced technological assets to the area to further strengthen recovery operations in Western North Carolina. This brings the total number of active-duty military personnel supporting the response to 1,500. Experienced FEMA leaders from around the country are in the field to bolster response efforts. 

    Sheltering: Shelter numbers continue to decline, with 18 shelters housing just under 800 occupants. Over 2,100 people who cannot return home are staying in safe and clean lodging through FEMA’s Transitional Sheltering Assistance program. Transitional Sheltering Assistance is available for North Carolinians displaced by Helene. Residents in declared counties who have applied for disaster assistance may be eligible to stay temporarily in a hotel or motel paid for by FEMA while they work on their long-term housing plan. People do not need to request this assistance. FEMA will notify them of their eligibility through an automated phone call, text message, and/or email, depending upon the method of communication they selected at the time of application for disaster assistance.

    Power and Cellular Restoration: As of today, more than 86% of originally reported power outages have been restored. Cellular restoration continues to improve, with more than 85% of cellular sites operating. FEMA is boosting response coordination by providing Starlink units to ensure first responders can communicate with each other. 

    Commodities: Commodity distribution, mass feeding, and hydration operations are underway in areas of western North Carolina. FEMA commodity shipments are enroute to support operations. Voluntary organizations are supporting feeding operations with bulk food and water deliveries coming via truck and aircraft. Mobile feeding operations are reaching survivors in heavily impacted areas, including three mass feeding sites in Buncombe, McDowell, and Watauga counties. 

    The Salvation Army has 20 mobile feeding units supporting the massive operation and has provided emotional and spiritual care to more than 2,400 people. To date, The Salvation Army has served over 34,000 meals, 14,500 drinks, and 10,200 snacks. The American Red Cross is engaging in targeted distribution of emergency supplies in low-income communities with high levels of minor or affected residential damage.

    Support for Florida 

    Recovery efforts from Hurricane Helene continue in Florida even as the federal government is supporting the state in preparing for Hurricane Milton. FEMA has approved more than $129 million for over 35,000 households. FEMA specialists are canvassing Florida communities affected by Helene to help survivors apply for assistance. Additionally, FEMA inspectors are visiting applicants’ homes to verify disaster-caused damage.

    Residents in need of information or resources should call the State Assistance Information Line (SAIL) at 1-800-342-3557. English, Spanish and Creole speakers are available to answer questions.

    Support for South Carolina

    In South Carolina, FEMA has approved over $65 million for more than 80,000 households. FEMA Disaster Survivor Assistance Teams are on the ground in neighborhoods across the affected counties continuing to help survivors apply for FEMA assistance and connect them with additional state, local, federal and voluntary agency resources.  

    Residents with questions on Helene can call the state’s toll-free hotline, open 24 hours a day, at 1-866-246-0133. 

    Residents who are dependent on medical equipment at home and who are without power due to Helene may be eligible for a medical needs shelter. Call the state’s Department of Public Health Care Line at 1-855-472-3432 for more information. 

    Residents can find additional information at South Carolina Emergency Management Division’s website. 

    Support for Georgia

    FEMA has approved over $48 million for more than 59,000 households.

    Resources: Residents can find resources like shelters and feeding sites at Georgia Emergency Management and Homeland Security Agency.  

    Support for Virginia

    To date, FEMA has approved over $850,500 for over 123 households.

    Residents can find resources like shelters and feeding sites at Virginia Department of Emergency Management’s website. 

    Support for Tennessee

    FEMA has approved more than $3.1 million for disaster assistance for 192 households

    Residents can call 1-800-824-3463 to report a missing person. Callers should be prepared to provide as much information as possible including names, phone numbers, vehicle identification and last known whereabouts.

    The Bullanginya Dreaming Luna Light Journey, blends Aboriginal insights with the elemental forces of light, water, and fire into a spectacular audio visual experience.

    Located on the banks of the Bullanginya Lagoon, the immersive laser light show takes visitors on a 1.8 kilometre journey through the region’s Indigenous history, with 12 light activations telling the stories of the Bangerang People.

    The 60-90-minute experience, which aims to entertain and educate visitors on the significance of local flora, fauna and Country, has been named in Tourism Australia’s July ‘Hot List’ of destinations.

    More than 2,500 visitors have visited the experience so far injecting some $200,000 in direct tourism related spending.

    Many visitors are staying in town and visiting other attractions, eating out and shopping, and well over a third of visitors are coming from more than 50km away.

    Before starting the project, developer Barooga Sports Club, engaged with the traditional owners of the area, the Bangerang people, to ensure the experience reflects the cultural significance of the land and its stories.

    Local Elder Uncle Darren (Dozer) Atkinson, founder of A.C.H.E (Aboriginal Cultural Heritage Education), has been a key partner throughout the three-year planning and development process.

    As a proud Bangerang man, Uncle Darren says the finished product has exceeded his expectations and reflects the deep cultural heritage of his people.

    Aboriginal Artist Rebecca Atkinson is the behind the light show, with her artwork serving as the inspiration for each of the twelve light activations.

    Culturally significant discoveries were made during the project, including birthing trees which were sacred places of women’s business.

    Supporting the local Aboriginal people was a key driver for the project with staff completing cultural immersion training, and 10 per cent of the sales of all merchandise going back to the Bangerang community

    Bullanginya Dreaming is an accessible tourism attraction with pathways designed to accommodate visitors with disability or mobility issues.

    The exhibition received funding from the NSW State Government, Federal Government and Barooga Sports Club, the creator of the project.

    WASHINGTON – Yesterday, U.S. Senator Tommy Tuberville (R-AL) joined “Kudlow” on Fox Business Network with guest host David Asman to discuss the Biden-Harris administration’s slow FEMA response to victims of Hurricane Helene, amid reports of money being allocated to house illegal immigrants and Vice President Harris touting the administration’s move to send another $157 million to Lebanon.

    ON MAYORKAS CLAIMING FEMA IS OUT OF MONEY

    ASMAN: “Senator, thanks so much for being here. Appreciate it. You know, there’s a big question about whether the administration is contradicting itself now based on what they’ve said before about 1.) whether FEMA has enough money to deal with all these crises, these emergencies, and 2.) whether or not they waylaid a lot of that money for spending on migrants.”

    “So, it was pretty frank. He said, ‘We don’t have the funds to make it through the season.’ Now the question is, why? Senator, on the one hand, they’re saying this. On the other hand, they say exactly the opposite. I leave it to you now to try to figure out what’s going on here.”

    TUBERVILLE: “Well, our country is in a mess and we are in a mess. And this administration, David, has no clue what they’re doing. I’ve been in the Senate now for going on four years, and it’s been like this the entire time. Now, when it comes to spending money, they know how to do that, but they don’t know how to prepare for anything. Let’s go back to North Carolina. First of all, it’s not about money at North Carolina in the first few days. It’s about security. People on the ground like the military, helping find people that are stranded, opening up roads, doing the things to get communication into the area in North Carolina. They heard zero from FEMA for five or six days. It was a disaster. And it’s continued to be a disaster—more people still missing, but David, this administration—Mayorkas being the leader of this pack when it comes to some kind of security, whether it’s the border, or whether it’s FEMA—he’s never prepared. He always blames somebody else. Another blaming President Trump for all this is going on. These people know how to spend money, but that’s the only thing they know how to do. They can’t do anything other than just spend the taxpayers’ money, and they usually waste it when it comes to that.”

    ASMAN: “Well, and then they misappropriated. I mean, on the one hand, yes, you know, last week, [Karine] Jean-Pierre was saying that they haven’t used any money from FEMA for the migrants. But in 2022, she said very clearly funding is also available through FEMA’s emergency food and shelter program. That’s money that was going to the migrants. That’s money that the folks in Appalachia need right now.”

    TUBERVILLE: “Yeah. And we’ve all known that. They’ve been spending billions of dollars on the illegals coming across the border. Once they get here, they take care of them much more than they take care of our veterans or the homeless people living in this country. David, I was coming from Bogotá, Colombia, a few weeks ago, and half the plane was filled with Venezuelans and people from South America that our government and taxpayer money—they were flying people on those planes to Houston. It was a commercial airliner, and then they were going places from there. It is a disaster. It’s getting worse every day. But this group could care less. All they want [are] votes, David. They don’t want to take care of any American citizen. They want votes to get reelected to carry this power on for another four years and Heaven help us if that happens.”

    ASMAN: “And by the way, those folks that were on the plane with you haven’t been vetted. I mean, it’s quite clear that some of them—they just had to arrest, ICE just had to arrest some horrible people. They were child molesters from a bunch of different countries that were flown in and clearly, they hadn’t been vetted because if they had, they would have found out they had a horrible record from where they came from.”

    TUBERVILLE: “Exactly. And it’s gonna get worse before it gets better. Our prayers are out to the people of North Carolina, Georgia, South Carolina. But, David, let me tell you. I’ve lived in the South for all my life. I’ve been through hurricanes. I went through a terrible one in [Hurricane] Andrew back in ‘91 in Miami when I was coaching down there. There’s one coming named ‘Milton’ coming at Tampa. Right now, it’s a Category Five. It’s supposed to go down a little bit, but that usually never happens. The people of Tampa need to prepare to get out. Thank God, we have Governor DeSantis [who is] preparing for this because I promise you one thing, FEMA is nowhere to be found.”

    ON VP HARRIS BRAGGING ABOUT SENDING MONEY TO LEBANON

    ASMAN: “Well, meanwhile, while Mayorkas says we are running out of money for FEMA, Vice President Kamala Harris was bragging over the weekend about sending money to Lebanon of all places. She put out an X post saying, ‘I am concerned about the security and well-being of civilians suffering in Lebanon and will continue working to help meet the needs of all the civilians there.’ All the civilians there, what about the civilians here?”

    TUBERVILLE: “Well, this is for a longer conversation, David, but that’s a war there. Our friend and ally, Israel is fighting for their livelihood over there. And we’re funding both sides. We’re giving some money, some weapons to Israel, but now we’re sending money to Lebanon who they’re fighting. We continue to do this. We’re sending money to Hamas. We’re building ports for Hamas. We’re letting Iran run rampant in terms of making money to fund all this stuff. […] It is out of control. All they’re trying to do is sell the people in Michigan and some of these areas that have people from Islamic countries that, ‘Hey, we’re taking care of your people over there. Vote for us in four or five weeks. And we promise you, we’ll help you again.’ We care nothing about the American people, and it’s out of control and [I] hope the American people see what’s going on.”

    ON DEI STANDARDS IN FEMA

    ASMAN: “Senator, one more on FEMA for you. The chief of FEMA—a woman named ‘Deanne Criswell’—claims it’s disinformation to essentially tell the truth of what the administration including Mayorkas, including Jean-Pierre, have been saying about money being used from FEMA for migrants, etcetera. Now she’s the one who last year signed a pledge to, and I’m quoting here, ‘instill equity in disaster relief.’ Do you know what equity in disaster relief is?”

    TUBERVILLE: “Well, we probably could ask the ex-Secret Service Director who is the same way when she was all DEI—diversity, equity, and inclusion—in terms of the Secret Service. They almost got President Trump killed. Now the same thing here, people are dying because FEMA is worried more about diversity, equity, inclusion, and climate change than they are helping the people of North Carolina, South Carolina, and Georgia. Again, these people have no clue about organization and taking care of the people that they are being paid to take care for. So, they need to get off their tails and go to work. But, again, we’ve got another terrible tragedy getting ready to happen here in 36 hours. I hope they get their stuff together. If they need the money, we will pass it for them. But unfortunately, they’ve wasted $20 billion on these illegals coming in for four years, and that has created more disaster than anything else.”

    ASMAN: “Senator Tommy Tuberville, great to see you, sir, and we do pray for those folks in the in the line of fire from Milton. I appreciate it.”

  • MIL-OSI Security: Naval Hospital Twentynine Palms chaplain departs for new role with MCAGCC

    After serving for three years as the command chaplain at Naval Hospital Twentynine Palms, Lt. Cmdr. Larry J. Brant will be moving on to a new assignment with the Marine Corps Air Ground Combat Center (MCAGCC) on Oct. 31, 2024.

    Brant, a Navy chaplain for 15 years, will be joining the religious ministry team at MCAGCC in Twentynine Palms, where he will continue serving the spiritual needs of Marines, Sailors, and their families.

    Originally from Cahokia, Illinois, Brant spent 25 years working as a civilian minister and eight years as a volunteer police and fire chaplain before feeling a call to serve.

    “I joined the Navy out of a sense of patriotism and a calling from God,” recalled Brant.

    His journey to Twentynine Palms started on Oct. 1, 2021, after completing the Naval Pastoral Care Residency Program. Despite a challenging start — Brant and his wife, Tammy Brant, were quarantined for two weeks after contracting COVID-19 just days after arriving — he quickly found his footing in the desert.

    “At first, my wife and I weren’t sure what to think about a place that looks like where I served in Afghanistan and still has triple digit temperatures in October,” Brant laughed. “But we have come to love it here.”

    Throughout his tenure at the hospital, Brant’s focus was on strengthening the spiritual health of the command. Capt. Daniel Clark, commander of Naval Hospital Twentynine Palms, praised Brant’s leadership and impact on the hospital through both good and difficult times.

    “It has been an absolute privilege to have Larry Brant as our chaplain. He and his wife Tammy have been nothing but engaged where the spiritual health of our staff was concerned,” said Clark. “He ministered to our staff during several staff deaths and patient traumas. He brought to bear the concept of Strategic Pause during high-stress moments and sustained our Wardroom through fun after-work activities and functions, including reviving a long-absent Dining Out!”

    Brant emphasized that his role as command chaplain of Naval Hospital Twentynine Palms has contributed to his growth in several ways.

    “Personally, I have grown in my capabilities as a chaplain through my experiences here and have made many lifelong friends,” he said. “My wife, who has several medical issues, has received outstanding care from her providers (at the hospital). Professionally, this has allowed me the opportunity to explore several avenues of ministry that are my passion such as post-traumatic stress disorder (PTSD) and moral injury and pursue my Doctor of Ministry degree with an emphasis in chaplaincy.”

    Brant reflected on some of his fondest memories from his time serving at the command.

    “The most rewarding thing has been getting to know the people here and helping to make a difference in people’s lives,” said Brant. “Some memories that stand out are Wardroom activities — including Dining Out, command picnics, winning a national chaplaincy award, beginning the moral injury group with the mental health department, and earning my board certification in chaplaincy.”

    Religious Program Specialist Petty Officer 3rd Class Diego Escalante, who worked directly under Brant, praised his talent for mentorship.

    “I have had nothing but an amazing time here with my first chaplain and new duty station,” expressed Escalante. “Chaplain Brant has been the most well-rounded leader I’ve had the pleasure of working with. I’m also looking forward to meeting our new chaplain and learning from him too.”

    Looking ahead, Brant is excited for his next role at MCAGCC.

    “We are staying in Twentynine Palms!” he exclaimed. “The next billet for me is to join the MCAGCC religious ministry team. I will be preaching at the Protestant Chapel services, providing ministry for the Marines and Sailors of Headquarters Battalion and their families, and leading the Religious Ministry Team training at all the large-scale training exercises. I am very excited for this opportunity.”

    Clark believes Brant’s move to the green-side will further enhance the support available to Marines.

    “I can’t imagine a better Chaplain for MCAGCC. He is intimately familiar with the green-side challenges and has operationalized the concept of moral injury in a way that has shown demonstrable improvement for Marines dealing with post-traumatic stress,” Clark said. “I can see him taking this even further with the Marines here. We were so lucky to have him, and knowing that he will still be a resource is comforting. We wish him and Tammy all the best!”

    Brant hopes that his spiritual services have left a lasting impact on the personnel at Naval Hospital Twentynine Palms.

    “I hope that what we have provided here has helped people come closer to God, brought understanding and support for minority faith groups, and encouraged closeness in our remote location,” he said.

    As he prepares to depart Naval Hospital Twentynine Palms, Brant offered a piece of advice for his successor.

    “Bloom where you are planted,” Brant expressed. “Love these people, focusing on adding to their lives and faiths, and they will most definitely love you back. Explore the area and enjoy what the desert has to offer. This is a beautiful, if not a little toasty, place.”

  • MIL-OSI USA: Deadline Approaching in California for SBA Working Capital Loans Due to Severe Storm and Flooding

    SACRAMENTO, Calif. – Francisco Sánchez Jr., associate administrator for the Office of Disaster Recovery and Resilience at the Small Business Administration, today reminded California small businesses of the Nov. 19 deadline to apply for an SBA federal disaster loan for economic injury caused by severe storm and flooding that occurred Jan. 21-23.

    According to Sánchez, small nonfarm businesses, small agricultural cooperatives, small businesses engaged in aquaculture and most private nonprofit organizations of any size may apply for Economic Injury Disaster Loans of up to $2 million to help meet working capital needs caused by the disaster. “Economic Injury Disaster Loans may be used to pay fixed debts, payroll, accounts payable and other bills that cannot be paid because of the disaster’s impact. Economic injury assistance is available regardless of whether the applicant suffered any property damage,” Sánchez said.

    These low-interest federal disaster loans are available in Imperial, Orange, Riverside and San Diego counties in California.

    The interest rate is 4 percent for businesses and 3.25 percent for private nonprofit organizations with terms up to 30 years. Loan amounts and terms are set by SBA and are based on each applicant’s financial condition.

    Interest does not begin to accrue until 12 months from the date of the first disaster loan disbursement. SBA disaster loan repayment begins 12 months from the date of the first disbursement.

    Applicants may apply online and receive additional disaster assistance information at SBA.gov/disaster.   • MIL-OSI USA: Fuel for Hurricane Milton

    As Florida and other southeastern states were reeling from Hurricane Helene’s effects in early October 2024, another tropical threat brewed over the Gulf of Mexico. Hurricane Milton began as a tropical storm on October 5, and by October 7, it had reached Category 5 hurricane strength. Forecasters expect Milton to make landfall late on October 9 in the Tampa Bay area and sweep across central Florida.
    Sea surface temperatures in the Gulf of Mexico—well above average for this time of year—helped fueled the storm’s rapid intensification. Rapid intensification occurs when a tropical cyclone’s maximum sustained wind speeds increase at least 30 knots (35 miles per hour) over a 24-hour period. Milton strengthened at nearly triple that rate, with winds increasing from 80 to 175 miles per hour in 24 hours from October 6–7.

    The SPoRT team focuses on improving weather forecasts using satellite data from NASA and NOAA.     In addition to unusually warm ocean waters, low vertical wind shear aided Milton’s intensification, said Patrick Duran, a hurricane expert with the SPoRT project. The storm is embedded in a low-shear environment, meaning there is little difference in the speed and direction of lower-level and upper-level winds. This allows a hurricane to build vertically.
    Another contributing factor could have been Milton’s relatively small size. Smaller hurricanes are more prone to rapid increases or decreases in strength, Duran noted. “In this case, Milton’s small size likely facilitated its rapid intensification,” he said.

    On the morning of October 8, the hurricane had neared the northern coast of the Yucatan Peninsula, where destructive winds and storm surge were expected. That same morning, the National Hurricane Center reported that Milton underwent an eyewall replacement cycle, an internal storm process often associated with declining wind speeds but growth in the area of the wind field.
    The storm is projected to turn northeast and accelerate toward Tampa Bay, Florida, on October 8 and 9, according to the National Hurricane Center. Forecasters warned of heavy rainfall in the state ahead of the storm’s arrival on land, as well as life-threatening wind and storm surge as it approaches and then crosses the Florida Peninsula. Most counties along the Gulf Coast, which include major population centers such as Tampa and Fort Myers, were under evacuation orders as of October 8.
    As Milton completes its transit of the gulf, fluctuations in strength are likely as the storm structure changes, said the National Hurricane Center. Nonetheless, it will remain an extremely dangerous storm. “Even if the maximum wind speed decreases in the coming days, the storm will likely grow in size,” said Duran. “This could increase its impacts, especially by increasing storm surge along the coast.” The National Weather Service warns of storm surge accompanied by large waves for hundreds of miles along Florida’s gulf coast, with water levels reaching as much as 10–15 feet above the ground around Tampa Bay.
    NASA’s Disasters Response Coordination System has been activated to support agencies responding to the storm, including the Federal Emergency Management Agency (FEMA) and the Florida Geospatial Information Office. The team will be posting maps and data products on its open-access mapping portal as new information becomes available about flooding, power outages, precipitation totals, and other topics.

  • MIL-OSI USA: Jefferson, A History of the Fed’s Discount Window: 1913–2000

    Thank you, President Hicks and Tara Boehmler, for the kind introduction.1
    Let me start by saying that I am saddened by the tragic loss of life, destruction, and damage resulting from Hurricane Helene in North Carolina, and throughout this region. My thoughts are with the people and communities affected, including those in the Davidson College family. For our part, the Federal Reserve and other federal and state financial regulatory agencies are working with banks and credit unions in the affected area to help make sure they can continue to meet the financial services needs of their communities.
    I am happy to be back at Davidson College. This is a special community. I am bound to it by a shared experience defined not by its length, but by its intensity. As I visited with you today, and as I look around this hall, I see the faces of colleagues who became dear friends during the COVID-19 pandemic. Back then, we spoke often about the unprecedented uncertainty we faced. Amidst that uncertainty, however, we supported each other on this campus. Now, looking back, we can attest that this mutual support was vital. I am grateful to have been amongst you during that unprecedented time. Today, I am proud to see that Davidson is stronger than ever.
    I am excited to be here with you this evening and to talk to you about the history of the Federal Reserve’s discount window.2 The discount window is one of the tools the Fed uses to support the liquidity and stability of the banking system, and to implement monetary policy effectively. It was created in 1913 when the Fed was established. Today, more than 110 years later, this tool continues to play an important role. At the Fed, we always look for ways to improve our tools, including our discount window operations. Recently, the Fed published a request for information document to receive feedback from the public regarding operational aspects of the discount window and intraday credit.3
    Today, I will do three things. First, I will discuss briefly my outlook for the U.S. economy. Second, I will offer my historical perspective on the discount window, starting in 1913 and ending in 2000. Finally, I will provide a few details about the request for information the Fed recently published.
    Tomorrow, I will say more about the discount window when I speak at the Charlotte Economics Club.
    Economic Outlook and Considerations for Monetary PolicyEconomic activity continues to grow at a solid pace. Inflation has eased substantially. The labor market has cooled from its formerly overheated state.

    As you can see in slide 3, personal consumption expenditures (PCE) prices rose 2.2 percent over the 12 months ending in August, well down from 6.5 percent two years earlier. Excluding the volatile food and energy categories, core PCE prices rose 2.7 percent, compared with 5.2 percent two years earlier. Our restrictive monetary policy stance played a role in restraining demand and in keeping longer-term inflation expectations well anchored, as reflected in a broad range of inflation surveys of households, businesses, and forecasters as well as measures from financial markets. Inflation is now much closer to the Federal Open Market Committee’s (FOMC) 2 percent objective. I expect that we will continue to make progress toward that goal.
    While, overall, the economy continues to grow at a solid pace, the labor market has modestly cooled. Employers added an average of 186,000 jobs per month during July through September, a slower pace than seen early this year. A shown in slide 4, the unemployment rate now stands at 4.1 percent, up from 3.8 percent in September 2023. Meanwhile, job openings declined by about 4 million since their peak in March 2022. The good news is that the rise in unemployment has been limited and gradual, and the level of unemployment remains historically low. Even so, the cooling in the labor market is noticeable.
    Congress mandated the Fed to pursue maximum employment and price stability. The balance of risks to our two mandates has changed—as risks to inflation have diminished and risks to employment have risen, these risks have been brought roughly into balance. The FOMC has gained greater confidence that inflation is moving sustainably toward our 2 percent goal. To maintain the strength of the labor market, my FOMC colleagues and I recalibrated our policy stance last month, lowering our policy interest rate by 1/2 percentage point, as shown in slide 5.
    Looking ahead, I will carefully watch incoming data, the evolving outlook, and the balance of risks when considering additional adjustments to the federal funds target range, our primary tool for adjusting the stance of monetary policy. My approach to monetary policymaking is to make decisions meeting by meeting. As the economy evolves, I will continue to update my thinking about policy to best promote maximum employment and price stability.
    Discount Window History1913: The Fed was establishedNow, I will turn to my perspective on the history of the discount window. Understanding this history is important as we consider ways to ensure the discount window continues to serve effectively in its critical role of providing liquidity to the banking system as the economy and financial system evolve.
    Before the Federal Reserve was founded, the U.S. experienced frequent financial panics. One example is illustrated in slide 6 with a newspaper clipping from the Rocky Mountain Times printed on July 19, 1893. It depicts panic swirling against banks at a time when bank runs swept through midwestern and western cities such as Chicago, Denver, and Los Angeles. The illustration shows how waves of panic hit public confidence, the rocks in the picture, and how banks have a fortress mentality. They stand strong against the panic, but they are not lending, and they are isolated.
    Back then, the supply of money to the economy was inelastic in the short term, in part because the monetary system in the U.S. was based on the gold standard. Demand for cash, however, varied over the course of the year and was particularly strong during harvest season, when crops were brought to the market. The surge in demand for cash, combined with the inelastic supply of money in the short term, caused financial conditions to tighten seasonally. The banking system was fairly good at moving money to where it needed to go, but it had little scope to expand the total amount of money available in response to the U.S. economy’s needs. So if a shock hit the economy when financial conditions were already tight, then the banking system struggled to provide the extra liquidity needed. Banks would seek to preserve liquidity by reducing their investments and denying loan requests, for example. Depositors, fearful that they might not be able to access their funds when they needed them, would rush to withdraw their money. Of course, that caused the banks to conserve further on liquidity. In some cases, they simply closed their doors until the storm passed. When banks closed their doors, economic activity would contract.4 Activity would recover when the banks reopened, but the economic suffering in the meantime was meaningful.
    In addition to the supply of money in the economy being inelastic in the short term, two prominent frictions, asymmetric information and externalities, made banks and private markets vulnerable to systemic crises. Here, asymmetric information refers to the fact that customers do not have access to all the information they need to evaluate whether a bank is insolvent, illiquid, or both.5 Therefore, customers rely on imperfect signals, such as news reports about another bank failing, to decide whether to withdraw their money from their own bank.
    Then there are externalities, in the sense that an individual bank may not consider how an innocent bystander may be negatively impacted by its actions. When a financial institution fails, that may lead depositors to withdraw money from other unrelated banks, which may in turn cause those banks to fail. Contagion can transform a single bank failure into a systemic crisis, where many banks fail, credit evaporates, the stock market collapses, the economy enters a recession, and the unemployment rate increases dramatically.
    The severe financial panic of 1907 stands out as an example of market failure due to these two prominent frictions. The panic was triggered by a series of bad banking decisions that led to a frenzy of withdrawals caused by asymmetric information and public distrust in the liquidity of the banking system.6 Banks in many large cities, including financial centers such as New York and Chicago, simply stopped sending payments outside of their communities. The resulting disruption in the payment system and to the flow of liquidity through the banking system led to a severe, though short-lived, economic contraction. This experience led Congress to pass the Federal Reserve Act in 1913.7 This act created the Federal Reserve System, composed of the Federal Reserve Board in Washington, D.C., and 12 Federal Reserve Banks across the country.8
    In 1913, the main monetary policy tool at the Fed’s disposal was the discount window. At that time, the Fed did not use open market operations—the buying and selling of government securities in the open market—to conduct monetary policy. Instead, the Fed adjusted the money supply by lending directly to banks that needed funds through the discount window. The Fed’s ability to provide funds to banks as needed made the money supply of the U.S. more elastic and considerably reduced the seasonal volatility in interest rates.9 This ability also enabled the Fed to provide stability in times of stress, helping banks that experienced rapid withdrawals to satisfy their customers’ demand for liquidity and thereby potentially preventing banking panics.
    1920s: The Fed began to discourage strongly use of the discount windowIn fact, many researchers have argued that the existence of the Fed’s discount window prevented a financial crisis in the early 1920s, when the banking sector came under pressure as the U.S. economy transitioned to a peacetime economy following the end of World War I.10 There had been an agricultural boom during the war and a significant accumulation of debt within that sector. Farmers came under pressure as the prices of agricultural goods dropped from wartime highs. The banks sought to support their customers, and the Fed sought to support the banks. There were serious concerns about the condition of several banks in parts of the country. The Fed’s discount window lending provided critical support that saved many banks but also resulted in habitual use of the discount window by some banks during the 1920s.11
    Slide 7 shows that as of August 1925, 593 member banks, 6 percent of the total, had been borrowing for a year or more from Federal Reserve Banks. Moreover, there were real solvency problems, and several banks failed with discount window loans outstanding. These challenges resulted in the Fed strongly discouraging banks from continuous borrowing from the discount window and the adoption of a policy of encouraging a “reluctance to borrow.”12
    By 1926, the Fed was explicit that borrowing at the discount window was meant to be short term. As I emphasize in slide 8, the Federal Reserve’s annual report for 1926 stated that while continuous borrowing by a member bank may be necessary, depending on local economic conditions, “the funds of the Federal reserve banks are primarily intended to be used in meeting the seasonal and temporary requirements of members, and continuous borrowing by a member bank as a general practice would not be consistent with the intent of the Federal reserve act.”13
    The late 1920s also highlighted Fed concerns about the purpose of the borrowing. The Fed sought to distinguish between “speculative security loans” and loans for “legitimate business.”14 A staff reappraisal of the discount mechanism stated that “[t]he controversy over direct pressure intensified in the latter part of the 1920s as an increasing flow of bank credit went into the stock market.”15 In short, the Fed observed that some banks were becoming habitual borrowers from the discount window. It was concerned that an overreliance on discount window borrowings would weaken banks and make them more prone to failure.
    In the late 1920s, the Fed switched to open market operations as its primary tool for conducting monetary policy.16 That allowed the Fed to determine the aggregate amount of liquidity in the system and to rely on private financial markets to distribute it efficiently. The discount window would thus serve as a safety valve if there was a shock that caused conditions to tighten unexpectedly or if individual banks experienced idiosyncratic shocks or somehow lost access to interbank markets.
    The intention of this set-up was for banks to use the discount window to borrow from the Fed only occasionally. Ordinarily and predominantly, financial institutions were supposed to rely on private markets for their funding. This set-up was designed to limit moral hazard—the possibility that institutions take unnecessary risks when there is no market discipline. This is the key balancing act. The Fed needs to be a reliable backstop to prevent financial crises, but it also needs to minimize moral hazard that comes from always standing ready to provide support.
    1930s–1940s: The Great Depression and WWIIDuring the Great Depression in the 1930s, the banking system experienced severe stress, including many bank runs. There are many reasons why the discount window was insufficient to address the problems in the banking system in the 1930s. I will highlight only two. First, many banks were insolvent rather than illiquid. Central bank lending is not a fundamental solution in those circumstances. When banks are insolvent, it is important to manage the closure in as orderly a manner as possible. The establishment of the Federal Deposit Insurance Corporation (FDIC) in 1933 gave bank regulators increased ability to do that. Relatedly, the challenging experiences of lending to troubled banks in the 1920s likely made the Fed more reluctant to lend in circumstances in which solvency concerns were material. Second, the types of collateral that the Fed was initially able to accept when lending to banks were quite limited.
    In response, in the early 1930s Congress expanded the range of banking assets that could serve as collateral for discount window loans and added a variety of new Fed emergency lending authorities.17 These new lending authorities were used in the 1930s to help alleviate distress. Some were also used in the early 1940s as the Fed helped support the World War II mobilization effort.
    The period following the war was relatively calm. The role of the discount window shifted from addressing distress in the banking system to acting as a safety valve to manage tightness in money markets and support monetary policy operations.
    1950–2000: Measures to discourage discount window borrowingIn March 1951, the U.S. Treasury and the Fed reached an agreement to separate government debt management from the conduct of monetary policy, thereby laying the foundation for the modern Fed.18
    In the 1950s, the Fed set the interest rate on discount window loans above market rates. Thus, it served as an effective ceiling on the federal funds rate. The Fed continued to discourage extensive use of the discount window, but the relatively high interest rate also made its sustained use less attractive.
    In the 1960s, the Fed placed greater emphasis on open market operations to set its monetary policy stance. Concurrently, the Fed shifted to a policy of setting the interest rate on discount window loans below the market rates. Because the interest rate no longer deterred use of the window, the Fed turned increasingly to other measures, such as administrative pressures and moral suasion, to limit the frequency with which banks requested loans from the discount window. Indeed, between the late 1920s and the 1980s, the Fed adopted and amended numerous restrictions on discount window borrowing. Whenever discount window usage increased too much, the Fed tightened the restrictions to suppress borrowing.
    For example, in the 1950s, the Fed defined appropriate and inappropriate discount window borrowing. In particular, the Board’s regulations in 1955 stated that “[u]nder ordinary conditions, the continuous use of Federal Reserve credit by a member bank over a considerable period of time is not regarded as appropriate” and provided more details on how Reserve Banks should evaluate the “purpose” of a credit request.19 By 1973, the Board had made additional changes to its regulations on discount window use and defined three distinct discount window programs: adjustment credit, intended to help depository institutions meet short-term liquidity needs; seasonal credit, intended to help small depository institutions manage liquidity needs that arise from seasonal swings in loans and deposits; and extended credit, intended to help depository institutions that have somewhat longer-term liquidity needs resulting from exceptional circumstances.20
    Over time, the Board added provisions in its regulations requiring banks to exhaust other sources of funding before using discount window credit.21 In addition, in the early 1980s, the Fed levied a surcharge on frequent borrowings by large banks to augment the administrative restrictions.22 Despite these policies to discourage use of the discount window, slide 9 shows that discount window borrowing, adjusted for the size of the Federal Reserve’s balance sheet, was notable in the 1970s and 1980s, suggesting that the discount window was an important marginal source of funding for banks during that period.
    That changed in the 1980s and early 1990s, when there were notable solvency problems in the banking industry. During this period, the discount window provided support to troubled institutions, while the FDIC sought to find merger partners or otherwise manage the failure of these institutions in an orderly manner. The discount window activity that took place while FDIC resolutions proceeded increased the association between use of the discount window and being a troubled institution.23 As a result, banks became more reluctant to borrow from the discount window. The greater reluctance to borrow from the discount window made it less effective, both as a monetary policy tool and as a crisis-fighting tool. That resulted in a series of efforts by the Fed in the early 2000s to change how the discount window operates. Tomorrow, I will discuss those efforts when I speak at the Charlotte Economics Club.
    A request for informationBefore closing, I’d like to return to where I began. Understanding the history of the discount window is important as we consider ways to ensure it continues to serve effectively in its critical role in providing liquidity to the banking system as the economy and financial system evolve. One way to ensure it continues to serve effectively is to collect feedback from the public. Slide 10 provides some touch points on the Board’s request for information document. The request for information seeks feedback from the public on a range of operational practices for the discount window and intraday credit, including the collection of legal documents; the process for pledging and withdrawing collateral; the process for requesting, receiving and repaying discount window advances; the extension of intraday credit; and Reserve Bank communications practices. My colleagues and I are looking forward to this feedback to inform potential future enhancements to discount window operations. The period for responding to our request for information ends on December 9, 2024.

    5. Illiquidity is a short-term cash flow problem. An illiquid bank cannot pay its current obligations, such as deposit withdrawals, even though the value of the bank’s assets exceeds the value of its liabilities. In other words, illiquidity means the bank does not currently have the resources to meet its current obligations. With a short-term loan, an illiquid bank would be able to pay its obligations. Insolvency is a long-term balance sheet problem. Total obligations of an insolvent bank are larger than its total assets. A short-term loan would not help an insolvent bank. Of course, evaluating the quality of a bank’s loan book in real time to determine whether a bank is solvent can be extremely challenging during a crisis. In addition, in some cases, illiquidity caused by large deposit withdrawals can lead banks to sell assets at fire-sale prices that then impairs their solvency. Conversely, concerns about insolvency, even if unfounded, can lead to liquidity problems. In the bank run literature, the connections between liquidity and solvency are a key factor that gives rise to runs. Return to text
    6. The panic of 1907 started in October 1907 when three brothers—F. Augustus Heinze, Otto Heinze, and Arthur P. Heinze—as well as Charles W. Morse attempted to manipulate the price of United Copper stock by purchasing a large number of shares of the company. Their plan failed, and the stock price of United Copper collapsed. The collapse led to depositor runs on banks and trust companies associated with the Heinzes and Morse. This included a run on the Knickerbocker Trust Company, whose president was connected to Morse. The Knickerbocker Trust Company failed, and the New York Stock Exchange fell nearly 50 percent from its peak of the previous year in the wake of the failure. See Terrell (2021). Return to text

    Today, Governor Roy Cooper traveled to Burnsville in Yancey County and Spruce Pine in Mitchell County and was joined by FEMA Administrator Deanne Criswell, Federal Highway Administration Acting Administrator Kristin White and other state and federal officials to assess storm damage, thank volunteers and speak with people impacted by Hurricane Helene. The Governor visited the Burnsville and Spruce Pine fire departments and toured the Sibelco Quartz Mine in Spruce Pine, a facility that is integral to the global production of solar panels and semiconductor chips and a major employer in Mitchell County. The facility has been temporarily shut down due to impacts from Helene.

    “Today I visited Burnsville and Spruce Pine where more heroic work is being done by volunteers and first responders to save lives and get relief to people who need it,” said Governor Cooper. “We’ll continue our around-the-clock work to surge resources and aid into Western North Carolina, helping communities recover and working to re-open facilities like the Sibelco Quartz Mine that are critical for both local and global economies.”

    The North Carolina Department of Health and Human Services is working to quickly get food, water and baby formula to impacted areas in Western North Carolina. DHHS has distributed over 30,000 gallons of water to Mitchell County and nearly 25,000 gallons to Yancey County. In addition, over 95,000 meals ready to eat (MREs) have been distributed to Mitchell County and over 55,000 to Yancey County. Eight pallets of formula via the National Guard have been distributed to 34 feeding sites across Western North Carolina.

    North Carolina National Guard and Military Response

    More than 3,000 Soldiers and Airmen are now working in Western North Carolina. Joint Task Force- North Carolina, the task force led by the North Carolina National Guard is made up of Soldiers and Airmen from 12 different states, two different XVIII Airborne Corps units from Ft. Liberty, a unit from Ft. Campbell’s 101st Airborne Division, and numerous civilian entities are working side-by-side to get the much-needed help to the citizens in western North Carolina.

    National Guard and military personnel are operating more than 40 helicopters and more than 1,200 specialized vehicles in Western North Carolina to facilitate these missions. The U.S. Army Corps of Engineers is helping to assess water and wastewater plants and dams. Residents can track the status of the public water supply in their area through a website launched on Saturday.

    FEMA Assistance

    More than $37 million in FEMA Individual Assistance funds have been paid so far to Western NC disaster survivors and more than 123,000 people have registered for Individual Assistance. Approximately 2,600 people are now housed in hotels through FEMA’s Transitional Sheltering Assistance. Federal partners have delivered approximately 9.78 million liters of water and approximately 7.7 million meals in North Carolina to support both responders and people living in the affected communities.

    More than 900 FEMA staff are in the state to help with the western North Carolina relief effort. In addition to search and rescue and providing commodities, they are meeting with disaster survivors in shelters and neighborhoods to provide rapid access to relief resources. They can be identified by their FEMA logo apparel and federal government identification.

    The Major Disaster Declaration requested by Governor Cooper and granted by President Biden now includes 27 North Carolina counties (Alexander, Alleghany, Ashe, Avery, Buncombe, Burke, Caldwell, Catawba, Clay, Cleveland, Gaston, Haywood, Henderson, Jackson, Lincoln, Macon, Madison, McDowell, Mecklenburg, Mitchell, Polk, Rutherford, Swain, Transylvania, Watauga, Wilkes and Yancey) and the Eastern Band of Cherokee Indians.

    North Carolinians can apply for Individual Assistance by calling 1-800-621-3362 from 7am to 11pm daily or by visiting www.disasterassistance.gov, or by downloading the FEMA app. FEMA may be able to help with serious needs, displacement, temporary lodging, basic home repair costs, personal property loss or other disaster-caused needs.

    Help from Other States

    More than 1,300 responders from 35 state and local agencies have performed 118 missions supporting the response and recovery efforts through the Emergency Management Assistance Compact (EMAC). This includes public health nurses, emergency management teams supporting local governments, veterinarians, teams with search dogs and more.

    Beware of Misinformation

    North Carolina Emergency Management and local officials are cautioning the public about false Helene reports and misinformation being shared on social media. NCEM has launched a fact versus rumor response webpage to provide factual information in the wake of this storm. FEMA also has a rumor response webpage.

    Food, Water and Commodity Points of Distribution

    Efforts continue to provide food, water and basic necessities to residents in affected communities, using both ground resources and air drops from the NC National Guard. More than 20,000 hot meals a day are being prepared and served by mobile kitchens. Food, water and commodity points of distribution are open throughout western North Carolina. For information on these sites in your community, visit your local emergency management and local government social media and websites or visit ncdps.gov/Helene.

    Missing Persons

    To report a missing person or request non-emergency support, please call NC 211 or 1-888-892-1162 if calling from out-of-state. NC 211 also has a registry page for missing persons and welfare check requests.

    Shelters

    A total of 17 shelters are open in Western North Carolina serving 737 people and 106 pets.

    Storm Damage Cleanup

    If your home has damages and you need assistance with clean up, please call Crisis Cleanup for access to volunteer organizations that can assist you at 844-965-1386.

    Power Outages

    Across Western North Carolina, more than 107,000 customers remain without power as of Tuesday, down from a peak of more than 1 million. Overall power outage numbers will fluctuate up and down as power crews temporarily take circuits or substations offline to make repairs and restore additional customers.

    Road Closures

    Travel remains dangerous, with hundreds of roads closed. Many of these roads are primary routes connecting the region. As connectivity and reporting measures improve, these number may increase.

    NCDOT is asking people to avoid unnecessary travel to or in Western North Carolina. NCDOT has posted at ncdot.gov an interstate detour map for travelers to avoid western N.C. NCDOT currently has more than 2,050 employees and 1,100 pieces of equipment working on approximately 4,700 damaged road sites.

    Fatalities

    Eighty-nine storm-related deaths have been confirmed in North Carolina by the Office of Chief Medical Examiner. We expect that this number will continue to rise over the coming days. The North Carolina Office of the Chief Medical Examiner will continue to confirm numbers twice daily. If you have an emergency or believe that someone is in danger, please call 911. To report that you have been unable to reach a person in Western North Carolina, please call 211.

    Due to dangerous road conditions and the need to maintain open routes for emergency operations, travel to Western North Carolina is strongly discouraged. Instead, consider the following options for donations and volunteer opportunities:
