  • MIL-OSI Russia: Develop, but not restrain: HSE experts believe that digital platforms need a framework law

    Over the past decade, the world has seen an explosive development of the platform economy, the scale of which can be compared to the industrial revolution. However, not a single country has yet been able to develop a harmonious practice for regulating this phenomenon. As a result of the study, HSE experts concluded that a unified legislative framework is needed that will ensure both the protection of consumer and state rights and the development of platforms.

    HSE Academic Director Yaroslav Kuzminov, Vice-Rector, Professor of the Faculty of Law Alexey Koshel and Lecturer Department of Policy and Management Faculty of Social Sciences Ekaterina Kruchinskaya proposed a conceptualization of types of regulation of digital platforms based on a qualitative analysis of domestic and foreign experience. Scientific article “Regulation of digital platforms as Bona fides: from economic efficiency to the norm” published in the journal “Issues of State and Municipal Management”.

    Currently, economic institutions of all countries are undergoing a major transformation, and at its center are digital platforms, the authors of the article note. Online trade has near-zero transaction costs compared to traditional trade due to instant access to product information and the ability to quickly make a purchase.

    E-commerce has been growing exponentially since 2010. In 2013, the global B2C e-commerce market reached $1.2 trillion, and the B2B market reached $13 trillion. In 2017, the total value of platform companies with a market capitalization of over $100 million exceeded $7 trillion, which is about 20% of global GDP. And this trend will continue, according to expert estimates, until 2029.

    Three countries have a well-developed market of national digital platforms: the United States, China, and Russia. The total contribution to the economy of four ecosystem companies in the United States that operate on digital platforms is about 20% of the share capital of publicly traded companies. The added value of the main sectors of the digital economy is at least 8% of China’s GDP. In Russia, according to expert estimates, the total contribution of digitalization to GDP growth from 2024 to 2030 may amount to 2.7 p.p. to 6.7 p.p. The largest players in the platform market are also the European Union, the Republic of Korea, and India. These countries do not have their own global digital platforms; international ones operate successfully on their territory.

    At the same time, in each country, the development of digital platforms occurs along its own trajectory, not only due to their adaptation to economic conditions, but also largely due to the legislation in force in this area.

    “The need to set regulatory frameworks for the activities of digital platforms is due to the fact that the main component of the effective functioning of the market, along with low transaction costs, is the definition of the boundaries of property rights. If such boundaries are not defined, there is a fairly high risk of platform opportunism, as well as lost benefits for the state in the form of lost tax revenues – a classic case of lost benefits according to Pigou. This leads to Pareto non-optimality: the gain of platforms does not always compensate for the losses of other market participants, which is a failure for the state in the medium and long term,” the article notes.

    The authors are convinced that clear and transparent rules established by law are necessary for the market to function effectively. At the same time, the degree of government intervention should not be excessive, so as not to harm the development of the industry. Regulation of digital platforms should create conditions under which all market participants — platforms, users and other stakeholders — would be interested in cooperation, and not just in satisfying their own interests. To date, this condition has not been achieved.

    Around the world, the legal regulation of digital platforms is still the subject of debate that has been going on for more than a decade.

    “Unlike the traditional economic model, the digital environment with its virtual, multi-level and opaque nature creates information asymmetry, complicating the protection of consumer rights. In this regard, the level of protection of personal data and consumer rights becomes a factor in the sustainability of both the digital and traditional economies, and in some cases, a factor in national security,” the article says.

    Scientists have identified two opposing paths in the development of digital economy regulation. The first is strict regulation of personal data protection and antitrust regulation with moderate regulation of platform employment. The second is strict regulation of quality control and personal data protection with moderate self-regulation of digital platforms. Both do not sufficiently take into account the interconnectedness of different spheres.

    In general, the legislation on digital platforms is poorly balanced. There is still no example of a single framework law in this area that would define the rules of the game for digital platforms in a number of key supporting provisions. The legislator most often reacts to an industry precedent by making targeted changes to individual regulations. Such regulatory practices, based on norms that are not coordinated within the jurisdiction, increase the risk of conflicts and lead to instability in the development of the platform economy and its inefficiency.

    According to the authors, given the scale of development of the platform economy and its widespread penetration into various industries, the need to adopt a framework law is obvious. Industry regulation is necessary as a secondary mechanism complementing the basic law.

    It is important that regulatory measures are proportionate and do not create unjustified barriers to market entry or the development of existing platforms.

    “To achieve regulatory balance, a shift from reactive to proactive legislation is needed, based on the principles of fundamental integrity, but with a demonstration of flexibility and adaptability,” the authors of the article conclude.

    The case championship “Business Solutions — Result Technologies” was held at the Institute of Industrial Management, Economics and Trade of Peter the Great St. Petersburg Polytechnic University. Students develop programs and program portfolios to improve the activities of real enterprises.     At the end of March, at the invitation of the Chinese side, a delegation from the Civil Engineering Institute visited four universities in China.     “The school has modern universal and specialized classrooms with high-tech equipment, laboratories, a hall for events, workshops, a media library, and recreation areas. Access control, fire alarm, and evacuation management systems have been installed in the building.     Residents and organizations share their stories, including the Pushkin State Museum of Fine Arts, whose façade still bears traces of shrapnel from a nearby bomb, the Vakhtangov State Academic Theater, whose building was almost completely destroyed during the first bombing of Moscow, and the Bolshoi Theater, which was damaged during one of the air raids.

    When the Nazi troops began their offensive on Moscow in 1941, it became clear that the building of the Red Army Theatre (now the Central Academic Theatre of the Russian Army) was an extremely successful target and landmark for enemy aircraft. And before camouflage, it could be seen 30-40 kilometers from the capital.

    To enhance the camouflage effect, the roofs of nearby houses were repainted, the pond in the Catherine Garden was drained, and models of buildings were installed in the passage between the park and the theater. Thus, from above, the square and nearby buildings began to look like a residential village with houses, sheds, and trees.

    Heroic Estates

    During the war, the only female sniper school in the USSR was located on the territory of the Kuskovo estate. It graduated more than two thousand female snipers. Two graduates of the school, Tatyana Baramzina and Aliya Moldagulova, were posthumously awarded the title Hero of the Soviet Union.

    In addition to the sniper training center, the former Sheremetev estate housed the Central Experimental Kennel of Military-Sports Dog Breeding, created in 1924 to conduct experiments on the use of dogs in military affairs.     “Moscow is a city that effectively places manufacturing plants. Thus, in the Savelki area of Zelenograd Administrative Okrug, construction of a plant for the production of architectural glass and double-glazed windows with an area of over 20 thousand square meters has begun; three more plants for the production of construction products will be located nearby. To create a new production facility as part of a large-scale investment project, the city provided a land plot of over four hectares at a preferential rate of one ruble per year. Under the program for stimulating the creation of employment opportunities, the enterprise will organize over 100 jobs,” said Anatoly Garbuzov.

    The plant will be equipped with advanced equipment for sorting and processing glass. Operations for its tempering and heat strengthening, edge processing, enameling, as well as the production of triplex and the assembly of double-glazed windows, including structural and “toothed” ones, will be carried out on automated lines. The annual production volume of double-glazed windows will be 300 thousand square meters.

    The entire production cycle, starting with the preparation of the construction site, is controlled State Construction Supervision Committee (Moscow State Construction Supervision Authority).

    “The developer sent a notice to the committee about the start of construction and installation works at the end of January 2024. Seven on-site inspections have already been carried out at the site, during which inspectors assessed the quality of the work and materials used for compliance with the requirements of the design documentation and the architectural and urban planning solution,” the chairman of Mosgosstroynadzor specified.

    Last week, the annual International Economic Forum of the CIS member states was held in Moscow at the Congress Center of the World Trade Center on the topic: “New Impetus for the Development of the Greater Eurasian Partnership.     A course of lectures on financial and computer literacy “Basics of Cybersecurity for the Senior Generation” was launched at Novosibirsk State University on March 28.     — In the modern world of technological progress, fraudsters are moving into the category of cyberspace, that is, pickpocket fraud and apartment thefts are becoming less common, because people have stopped keeping paper money at home and carrying it in their wallets. Now it is a cashless world and fraudsters are already trying to steal non-cash money, so it is important to protect yourself in cyberspace, — said Nadezhda Volkova, Head of Financial Literacy and Sales Efficiency at Sberbank Siberian Bank.

    Unfortunately, the most vulnerable category of citizens to cyber fraudsters are people of retirement and pre-retirement age. Our lectures are aimed at telling about the methods of cyber fraudsters and teaching the population to identify fraudsters and not fall for their tricks.

    The information campaign about recruiting students for the 2025 course was held among the active pensioners of the Sovetsky District who had previously participated in various educational programs, including the Silver Age University, Our Favorite Front Garden, and 20 Meetings with Interesting People, which had been held since 2022. The course on cybersecurity interested the audience, and almost 200 people signed up for it.

    — The topics covered in the course are particularly relevant given the growing statistics of fraudulent actions against citizens of our country. People of retirement age are in a particularly vulnerable position. In Novosibirsk, the level of defrauded citizens is especially high in the Sovetsky District — this is noted by representatives of the local government. And the issues of financial stability and savings strategy are relevant in our unstable times. The accelerated pace of digitalization poses challenges for us and pushes us to continuous learning.     The first part of the course of 4 lectures from Sber experts will be held at NSU. It is dedicated to financial literacy and protection from fraudsters. On April 28, Nadezhda Volkova gave a lecture on “Cybersecurity Basics for the Older Generation”. On April 4, there will be a lecture on “Data Protection on the Internet. Drops”.     The second part of the classes, dedicated to computer literacy, will be conducted by a team of first-year students from the Business Informatics department: Mark Roninson, Artem Kuleshov and Alexander Zhuravlev. It was developed taking into account questions and wishes from the pensioners participating in the program. It will cover topics such as storing and sending data (between devices/applications), booking tickets and hotels, shopping on marketplaces, working with messengers, a short course in preparing content for social networks, including video editing, etc.

    On March 27, a conference was held in a hybrid format at the Higher School of Economics to finalize the work on establishing the International Movement for Financial Security. During the meeting, the regulations and roadmap were adopted and the presidium was elected.

    The conference was hosted by Vice-Rector of the National Research University Higher School of Economics Vyacheslav Bashev and Vladimir Ovchinnikov, Director of the International Network Institute in the Sphere of AML/CFT. They moderated the meeting from Moscow, and Nikita Anisimov, Rector of the Higher School of Economics, delivered a welcoming speech from the capital of the People’s Republic of China.

    Yuri Chikhanchin, Director of Rosfinmonitoring and Deputy Chairman of the Presidium of the movement, opened the conference from Kazakhstan, noting the importance of joint work to protect young people from modern threats, including involvement in illegal activities as dropouts, and also emphasizing the need to create a “forge of personnel” for national anti-money laundering systems.

    On March 28, the HSE Cultural Center hosted a ceremony to award prize winners and winners of the Computer Game Development profile among schoolchildren in grades 8–11 National Technology Olympiad (NTO).     In the finals, which took place at the HSE from March 24 to 29, schoolchildren, united in teams, solved real engineering problems. They developed a game prototype according to the specified technical requirements and guidelines – a game simulator in the setting of the National Cyber-Physical Platform “Berloga”.

    At the award ceremony, the finalists were greeted by Deputy Minister of Science and Higher Education of the Russian Federation Olga Petrova. “The Olympiad is not just a competition, but an entire ecosystem that selects the best of the best. I am proud of each of you. You have passed a colossal selection and received knowledge that has made you stronger, wiser and more experienced. Trying yourself, going beyond the usual school curriculum – these are the competencies that will often be required of you in life. Learn, dare, dream and do not stop there! Remember that our country is a country of colossal opportunities, and everything is in your hands!” said Olga Petrova.

    In an interview with the Vyshka.Glavnoye news service, members of the Paradigma team said that they had developed a game called Arktos (the ancient Greek name for the Ursa Major constellation). The idea of the game is that bears crash in space, end up on an uninhabited planet, and solve OGE problems there, with each problem bringing them closer to returning home to their den.     The team had clearly defined roles: Yaroslav was the captain and main programmer, Olesya was a tester, Gleb was a graphic artist, and Artem was a game designer.     All team members are considering the possibility of entering various universities in Moscow and St. Petersburg, including HSE, MIREA, MAI, ITMO. They plan to develop professionally in the IT field, including in the field of computer game development.

    The 2024/25 academic year is the tenth anniversary season of the National Technology Olympiad. It is held under the coordination of the Ministry of Science and Higher Education together with the federal project “Russia – Country of Opportunities” of the national project “Youth and Children” with the support of the “Movement of the First”, the Agency for Strategic Initiatives and the ANO “NTI Platform”. The Olympiad project office is located at the HSE with the methodological support of the Association of Participants of Technology Circles (NTI Circle Movement).

    This academic year, NTO set a new record: almost 220,000 students applied to participate in the tracks of the largest engineering competitions.     In the letter, the scammers report that the person allegedly has an active account in a European financial institution. They demand to close an “international account” with a large sum of money and offer to withdraw it while preserving the interest income. The scammers claim that to do this, you need to use your Russian bank account, which has the most money. To get more detailed instructions, the person should reply to the letter or contact its senders via instant messengers. Some letters include a phishing link to a site where you are asked to enter personal data and bank details, allegedly for identification and closing the account.

    Refusal to close the account, according to the scammers, threatens a significant fine, seizure of property or forced collection from wages. In the future, the scammers can use this information to steal money or arrange loans and credits.

    In addition, the link may contain malicious software that is automatically installed on the user’s device and provides attackers with remote access to banking applications.

    The government continues to work on updating the agricultural machinery fleet and reducing the financial burden on farmers.     The Government, on the instructions of the President, continues to work to achieve technological sovereignty in the field of agricultural engineering and to form a sustainable system of national biological security. A resolution has been signed supplementing the Federal Scientific and Technical Program for the Development of Agriculture with two new subprograms: “Agricultural Machinery and Equipment” and “Development of Technologies for the Production of Veterinary Medicines.”

    The total funding for the first subprogram, which will be implemented in 2025–2030, will amount to approximately 15.8 billion rubles. Federal budget funds will amount to over 13.1 billion rubles, and attracted investments will amount to over 2.7 billion rubles. The implementation of the subprogram activities, in particular, involves the development and creation of modern tractors, self-propelled combines for harvesting grain, potatoes, beets and other agricultural crops. It is also planned to create domestic equipment for the maintenance and harvesting of fruit and berry plantations and vineyards, modern sprayers, fertilizer spreading machines, seeders, milking systems, and egg sorting machines. It is expected that at least 27 new types of agricultural machinery will be developed by 2030.

    The implementation of the second subprogram, dedicated to the development of veterinary drug production, is also planned for 2025–2030. The volume of funding from the state will amount to more than 4.4 billion rubles. Another 12 billion rubles are planned to be raised from extra-budgetary sources. The main goal of the subprogram is to create new, competitive domestic veterinary drugs and meet the domestic needs of the livestock industry for such drugs. For this purpose, it is planned to develop and clinically test new vaccines and veterinary drugs for pigs, poultry, cattle, and farmed fish, and then launch them into industrial production.

    Successful implementation of the subprogram will allow achieving a 70% level of provision of livestock with domestic veterinary drugs by 2030. By the same date, the level of provision with Russian vaccines should be 61%.

    During a meeting with deputy prime ministers on March 31, Mikhail Mishustin instructed Dmitry Patrushev to monitor the progress of the subprograms. “We need to ensure that all these projects go into production as soon as possible and become available to consumers,” the Prime Minister emphasized.
