    On March 27–28, Deputy Prime Minister of the Russian Federation Alexey Overchuk paid a working visit to the People’s Republic of China (Hainan Island), heading the Russian delegation at the annual Boao Forum for Asia.

    During his speech at the session “Creating favorable conditions for peaceful development and ensuring overall economic security,” the Deputy Prime Minister spoke in detail about the creation of international partnerships aimed at forming a reliable basis for sustainable economic growth in the Eurasian region, including the construction of transport and logistics systems and an independent payment infrastructure.

    Alexey Overchuk spoke about the initiative of the Greater Eurasian Partnership, put forward by Russian President Vladimir Putin, which implies the interconnectedness of the economies of Eurasia and is based on the idea of economic security and integration.

    The Deputy Prime Minister noted that the Northern Eurasia macro-region serves as an example of multi-level economic integration, where such associations as the Union State of Russia and Belarus, the Eurasian Economic Union, and the Commonwealth of Independent States operate.

    At the same time, in Asia there is the Chinese initiative “One Belt, One Road”, ASEAN, the Organization of the Gulf States and other organizations that unite the countries and regions of the global South. Many countries of Asia and Eurasia, including the three largest economies of the continent – China, India and Russia, participate in the Shanghai Cooperation Organization and BRICS. Russia and China are also members of APEC.

    The Deputy Prime Minister stressed that the unification of these multilateral efforts will lead to the creation of the impetus needed to build a more sustainable future and socio-economic progress, develop and implement new technologies, increase economic connectivity, and strengthen intercultural communication in Eurasia.

    During the visit, the Deputy Prime Minister held talks with Vice Premier of the State Council of the People’s Republic of China Ding Xuexiang. During the conversation, it was noted that further development of strategic partnership in all sectors of the economy meets the interests of both countries. The trusting dialogue between the leaders of the two countries, Vladimir Putin and Xi Jinping, plays a decisive role in the development of Russian-Chinese cooperation. Mutual high-level visits are planned for the spring-autumn of 2025, timed to coincide with the celebrations of the 80th anniversary of Victory in World War II.

    Alexey Overchuk emphasized that Russia is ready to jointly implement the agreements reached by the heads of the two states and continuously deepen Russian-Chinese relations of comprehensive partnership and strategic interaction.

    “Russia and China need to expand trade relations, scientific and technical cooperation, and create new production and cooperation chains,” said the Deputy Prime Minister.

    During the talks, it was noted that China remains Russia’s main foreign trade partner. By the end of 2024, mutual trade approached the $245 billion mark. Over 95% of bilateral settlements are conducted in rubles and yuan.

    The parties are implementing joint projects in industry, energy, high technology, space, transport, automotive engineering and other sectors.

    Cultural and humanitarian ties are actively developing. The countries’ mutual interest in each other’s history, culture and traditions is high and continues to grow. The cross-cultural years of Russia and China are being held successfully, more than half of the 230 events of the Russian part have been held.

    Alexey Overchuk also invited representatives of the leadership and business community of the PRC to take part in international economic forums held in Russia – the St. Petersburg International Economic Forum in June and the Eastern Economic Forum in Vladivostok in September 2025.

    Vice Premier of the State Council of the People’s Republic of China Ding Xuexiang stressed that relations between China and Russia have become a model of cooperation between major neighboring powers, stating that Beijing, together with Moscow, is ready, in line with the important agreements reached by the heads of state of the two countries, to deepen political contacts and strengthen practical cooperation for the benefit of the peoples of the two countries.

    On the sidelines of the forum, Alexey Overchuk held talks with the Chairman of the Provisional Government of the People’s Republic of Bangladesh Muhammad Yunus. During the meeting, it was noted that the countries are striving to strengthen friendly relations and develop trade and economic ties on a mutually beneficial basis. According to the results of 2024, mutual trade between Russia and Bangladesh amounted to 2.66 billion dollars.

    The parties discussed issues of cooperation in the fields of industry, energy, food security, and the cultural and humanitarian sphere. The Deputy Prime Minister noted the need to continue work to expand the regulatory framework for bilateral cooperation, emphasizing the importance of activating the format of the Russian-Bangladesh Intergovernmental Commission on Trade, Economic, Scientific and Technical Cooperation for the development of bilateral relations.

    During the Russian-Pakistani meeting, which also took place on the sidelines of the forum, Deputy Prime Minister Alexey Overchuk and Minister of Finance of the Islamic Republic of Pakistan Muhammad Aurangzeb considered priority issues on the bilateral agenda, including cooperation in energy and food security.

    The parties noted the active development of Russian-Pakistani cooperation. In 2024, a series of mutual visits took place between governments and parliaments.

  • MIL-OSI Russia: Lectures on the “star” graduating class of 1885 were held at SPbGASU

    Within the framework of the V National (All-Russian) scientific and practical conference with international participation “Reconstruction and restoration of architectural heritage” (RRAN-2025), a lecture block “On the 140th anniversary of the “star graduation” was held. Its initiators were Associate Professor of the Department of Urban Development of SPbGASU, PhD in Architecture Svetlana Levoshko, PhD in Philosophy, independent researcher Elena Travina and Director of the Historical and Information Center of SPbGASU Elena Klimenko.

    The reason to celebrate this date is truly loud: in 1885, the Institute of Civil Engineers (IGI, now SPbGASU) graduated a galaxy of architects and engineers who became world-class professionals and made a huge contribution to the development of our country. Among them are the director of IGI, architect, statesman Vasily Kosyakov (1862-1921), civil engineer Gavriil Baranovsky (1860-1920), architect Nikolay Sokolov (1859-1906). As the researchers who spoke emphasized, new details are still being revealed in the biographies and professional activities of these outstanding individuals.

    Professor of the Department of Urban Development of SPbGASU Sergey Semenov called holding such meetings a good idea, since the accumulation and preservation of information is of great value. It is no coincidence that during the Great Patriotic War, the Nazi troops primarily sought to destroy museums, libraries and educational institutions, including our university.

    “Graduates who have become outstanding engineers and architects confirm the highest level of training of specialists at our university at all times. The basic knowledge base was mastered by students even with low academic performance. Thus, Mikhail Eisenstein, the father of the famous director, worked as the chief architect of Riga and built several streets, some buildings of which are recognized as cultural heritage sites. The best graduates are a good example for students,” noted Sergey Semenov.

    Moderator of the lecture block Svetlana Levoshko clarified that the discussion will be about “star” graduates who have made a great contribution to the development of the industry and the country.

    The Kosyakovs’ example: talent and hard work lead to success

    Doctor of Art History, Academician of the Russian Academy of Arts, Professor of the Faculty of Arts of Moscow State University, graduate of the Leningrad Institute of Civil Engineering (now St. Petersburg State University of Architecture and Civil Engineering) in 1983. Sergei Savelyev initially wrote three books about Nikolai Vladimirovich Sultanov (1850–1908), Director of the Institute of Civil Engineers (1895–1903), Russian architect, civil engineer, art historian and architectural historian, restorer, teacher, and full member of the Imperial Academy of Arts.

    “Vasily Antonovich Kosyakov was a student of Nikolay Vladimirovich Sultanov and a graduate of the IGI architectural and construction school, the largest in Europe at the time, comparable to German and French schools. Only thanks to such a powerful school did Kosyakov develop into a major architect and statesman: he was an elected director of the IGI and held many other posts, including a member of the economic administration of the Holy Synod. At the end of his life, he became an architect of the Imperial Court, that is, he reached heights in his professional service activities. This indicates that talented people had every opportunity for development in the Russian Empire. Vasily Kosyakov was of humble origin – his father was a master of the kitchen workshop, in other words, a cook. During his years of study at the IGI, Kosyakov wrote a petition for a scholarship and even received a certificate of poverty. In essence, a person who had neither a status nor a financial starting point, reached heights solely due to his talent and hard work. For today’s students, this is a great example,” noted Sergey Savelyev.

    He added that Vasily Kosyakov is inseparable from the work of his two brothers Vladimir and Georgy. Georgy studied at the Academy of Arts, in the workshop of L. N. Benois and was an excellent artist, watercolourist, member of the society of architects and artists, artists of watercolour painting, participated in exhibitions. The ornamentation in Vasily Kosyakov’s projects appears precisely thanks to him. Their joint famous work of architecture is the Naval Cathedral in Kronstadt. Vladimir Kosyakov also studied at the IGI and was a remarkable architect and artist.

    “The example of the Kosyakov brothers is relevant for today’s students: you need to do graphics, draw, despite the computer programs. Each of the brothers had a certain professional profile. Vasily could do everything: he is a universal specialist in organizing construction. Georgy is a master of watercolors, an architect and artist. Vladimir was also involved in organizing construction work, a school for foremen for construction work, that is, he worked as a foreman. The qualifications of builders at that time were at a very high level largely due to the fact that the architectural community took the training of construction workers into its own hands,” explained Sergei Savelyev.

    He emphasized that the Kosyakovs’ theme is inexhaustible. In the course of the research, it is possible to discover more and more new materials, since their activity falls on the “silver age”: the heyday of Russian literature and fine arts, painting and architecture of the late 19th – early 20th centuries. And these people constituted one of the important pages of the IGI school. Many beautiful churches, public buildings, engineering structures were built. By 1917, the IGI architectural and construction school was on the rise. Today, it continues the traditions and serves as a magnificent foundation for new achievements.

    Engineer Baranovsky and architect Sokolov

    Elena Travina recalled that civil engineer Gavriil Vasilyevich Baranovsky (1860–1920) is known for his buildings, which became “postcard views” of St. Petersburg. His creative path began in 1881 in the building of the Construction School/Institute of Civil Engineers.

    “The engineer made a decent career, having risen to the rank of actual state councilor and sitting on all sorts of commissions and committees. But what do we know about the man Gavriil Baranovsky: his family, youth, friends, hobbies? Over more than ten years of research, we managed to find photographs, documents, projects that were previously unknown and not introduced into scientific circulation. They allowed us to imagine the image of Baranovsky – a son, husband, father, friend, a man who completely devoted himself to his favorite business – architecture, but at the same time a versatile personality. His son characterized his father as a mathematician, philologist, artist, lawyer and philosopher. Without all this knowledge, Gavriil Baranovsky would not have been able to publish the magazine “Builder”, create the seven-volume “Architectural Encyclopedia of the Late 19th – Early 20th Century”, work on the legal subtleties of the Construction Code and write the philosophical treatise “World Matter and Its Derivatives. Geometric Manifestation of the Ontological Problem”, explained Elena Travina.

    On July 30, 1920, his funeral service was held in the Dukhovskaya Church in the village of Kellomäki (now the village of Komarovo in the Kurortny District of St. Petersburg). In 2020, a cenotaph was erected in his memory at the local cemetery (designed by architect R. M. Dayanov).

    Let us recall some of Baranovsky’s famous works: the Eliseev Brothers Trading Company building on Nevsky Prospect and the Moscow Eliseevsky store on Tverskaya (together with V. V. Voeikov and M. M. Peretyatkovich).

  • MIL-OSI Russia: HSE and Gorki Leninskiye Museum-Reserve Sign Cooperation Agreement

    The main objectives are joint scientific research and project activities, assistance in training scientific and pedagogical personnel and advanced training of specialists in the humanities.   • MIL-OSI Russia: Rosneft held snowboarding competitions dedicated to the 80th anniversary of Victory

    Rosneft held corporate snowboarding competitions dedicated to the 80th anniversary of the Victory. More than 100 oil industry athletes from 35 subsidiaries of the Company gathered at the ski center in Baikalsk (Irkutsk Region).

    The competition took place on the famous mountain track on the Khamar-Daban ridge. Snowboarders competed in the discipline of “parallel slalom” on a track 450 m long. Professional judges worked on the slope, who monitored the descent of the athletes.

    Among men, the winner for the second year in a row was an employee of Taas-Yuryakh Neftegazodobycha. The first among women, also for the second year in a row, was an employee of the corporate scientific center in Tyumen. In the team competition, the best were recognized as snowboarders from Uvatneftegaz, second place went to RN-Vankor, and bronze was won by the corporate scientific center in Tyumen.

    The award ceremony for the winners and runners-up took place at the 900-meter mark of Mount Sobolinaya, which offers a breathtaking view of Lake Baikal. All participants received prizes and commemorative medals. In addition, a tour of the lake was organized for the athletes.

    For the sixth year in a row, corporate snowboarding competitions have been held with the support of the Angarsk Petrochemical Company (part of the Rosneft oil refining complex).

  • MIL-OSI Russia: SPbPU is introducing the “Service Learning” program

    Polytechnic University has begun implementing the Service Learning program, aimed at solving real social problems with the help of students and teachers. The Higher School of Linguistics and Pedagogy of the Humanitarian Institute has been particularly active in its implementation. The program has developed initiatives to support children and families in difficult life circumstances, including those whose loved ones are on duty. One of the key partners of the project is the Family and Children Assistance Center of the Kalininsky District of St. Petersburg.

    The first event within the program was held at the Kalininsky District Family and Children Assistance Center. Students and teachers of the Psychological and Pedagogical Education program held a series of psychological games designed to develop communication skills and unite the participants.

    The children completed trust exercises, learned to interact in a team and overcome game challenges. The atmosphere was friendly and open. The students not only passed on useful skills to the children, but also gained valuable experience working with a mixed-age group of children.

    It is very pleasant to interact with children who are ready to work. The children worked hard, doing various exercises, quickly joined in and helped each other. Seeing the bright emotions of children after the exercises and feeling their friendly atmosphere is something that deserves special attention, – shared her impressions 1st year student Ekaterina Katashuk.

    The children were very active, worked well in a team and learned a lot. The atmosphere was friendly and positive for everyone throughout the event! – said first-year student Veronika Lipkina.

    The Service Learning program at SPbPU is actively developing, uniting students, teachers and social partners to solve important social problems. A special role in the implementation of the initiative is played by the Higher School of Linguistics and Pedagogy of the Humanitarian Institute, which has become one of the key platforms for the implementation of the program.

    In the near future, it is planned to attract more participants, as well as introduce new methods aimed at increasing the effectiveness of working with children. Particular attention is paid to the use of modern technologies in the educational process. One of such innovations will be an interactive sandbox – innovative equipment that helps to simulate various situations, develop children’s imagination, fine motor skills and spatial thinking.

    The implementation of the program not only helps children who find themselves in difficult life circumstances, but also contributes to the professional and personal growth of students. Such experience allows future specialists to apply theoretical knowledge in practice, develop social responsibility and strengthen important teamwork skills.

    The finalists of the All-Russian Youth Competition of Strategic Communications “INTEGRAPH”, founded on the basis of the School of Communications of the National Research University Higher School of Economics, have been determined. The Polytechnic team was shortlisted. In the final, it will present its solution to leading experts in the field of communications. The jury includes representatives of leading companies: VK, Avito, Unilever Rus and Health

    A total of 714 students from 64 universities and 24 cities of Russia took part in the competition. Five teams in each direction from St. Petersburg, Kirov, Saratov, Volgograd, Nizhny Novgorod, Rostov-on-Don, Voronezh, Krasnoyarsk and Moscow made it to the finals.

    The Polytechnic team consists of fourth-year students of the Higher School of Industrial Management of IPMEiT: Yulia Mikhailova, Nikita Nikolaev, Ksenia Sergeeva and Fyodor Cherukhin.

    “INTEGRAPH” is held in two stages – at the first, correspondence stage, student teams developed a communication campaign strategy for a partner brand and sent it to experts for evaluation. The teams were presented with four business tasks from the largest Russian brands to solve. Ahead of the students is the second stage of the competition – open defenses, which will be held on April 22 in Moscow.

    Participation in the competition was a great opportunity for us to test our strengths and immerse ourselves in real cases. The final is not only a joyful event, but also confirmation that our efforts were not in vain. We are looking forward to an interesting exchange of experience, new acquaintances and, of course, vivid impressions from the final, – shared Yulia Mikhailova.

    The finalist teams will present their solutions to industry experts and also complete additional tasks prepared by the competition organizers.

  • MIL-OSI Russia: With the support of Rosneft, the accreditation center was modernized at the Yugra Medical Academy

    Samotlorneftegaz, one of Rosneft’s largest production assets, provided financial support for the modernization of one of the key divisions of the Khanty-Mansiysk State Medical Academy – the Simulation and Accreditation Center. The project was implemented within the framework of an agreement between Rosneft and the Government of the Khanty-Mansiysk Autonomous Okrug – Yugra.

    The modernization of the Center allowed to increase the number of specialties for training and accreditation from 19 to 24. For conducting an objective clinical examination, the center is equipped with six transforming stations. Every year, up to 500 doctors can undergo accreditation and confirm their qualifications.

    The project included a comprehensive equipping of the Medical Academy with modern training equipment. For example, a simulator with a real-time feedback system allows practicing resuscitation skills.

    The Academy also has a virtual operating unit that is as close to real conditions as possible. In this space, students and residents can practice the sequence of actions during endoscopic surgical interventions and automatically receive an objective assessment of their operational activities.

    Future doctors have access to a modern laparoscopic simulator, which includes 17 training modules and more than 70 practical tasks. The simulator program includes didactic materials with anatomical 3-D models, video recordings of real operations and interactive instructions with the ability to assess the correctness of the manipulations performed.

    The center’s offices are equipped with additional medical equipment, specialized furniture, computers, and an audio and video surveillance system, which allows for effective use in the learning process. More than 400 students and residents are trained annually in the center of the medical academy within the framework of the main educational program.

    Rosneft, following the principles of social responsibility, traditionally pays special attention to the creation of a favorable social environment in the regions of presence. Thanks to the Company’s support, projects to strengthen the material and technical base of healthcare institutions are regularly implemented.

    Students of the State University of Management, who came to study in Russia from Vietnam, India, China, Nepal and Ethiopia, visited the Museum of Time and Clocks on an excursion.

    The museum opened in November 2022 in Moscow with the support of the Presidential Foundation for Cultural Initiatives and the National Association of Watchmakers. The museum includes a retrospective exhibition dedicated to the development of watchmaking in Russia, temporary exhibitions, an event space for public lectures, conferences, master classes, discussions and round tables.

    Most of the students of the State University of Management who visited the museum are currently studying at the preparatory department and are actively studying Russian, getting acquainted with our culture and history. One of the most interesting methods of immersion in the Russian environment for them was visiting museums.

    This time, foreign students, accompanied by teacher Natalia Krylova, not only enthusiastically practiced their Russian language skills, but also learned about the history of Russian and Soviet watchmaking.

    Opening the eighth seminar on artificial intelligence, Vice-Rector for Research Yuri Fomin noted that the discussions demonstrated the diversity and scale of the use of AI technologies by Polytechnic University scientists. This time, two reports were devoted to the use of AI methods in digital engineering of molecular and biomolecular systems and in the management of processes in a high-tech medical organization.

    The first topic was covered by Mikhail Ryazantsev, professor at the Higher School of Biomedical Systems and Technologies, director of the Scientific Research Institute “Digital Technologies in Medical and Biological Systems”. The speaker talked about the methods of machine learning and molecular systems engineering used, aimed at automating the development and optimization of the properties of molecular systems and processes, as well as synthesis and adaptation for industrial production.

    Effective automation requires an iterative process where the results of high-performance computing and/or experiments are used to train ML models, which in turn guide further development and optimization steps. It is also important to have a platform for integrating all the tools into a single workflow.

    Mikhail Nikolaevich spoke about the methods of directed evolution, combined design and the results achieved in optimizing protein properties. The professor emphasized that today chemistry is increasingly becoming an engineering science, including through the use of artificial intelligence, and the development of the industry requires appropriate software.

    Igor Ilyin, Director of the Higher School of Business Engineering and Head of the Laboratory for Interdisciplinary Research and Education on Technological and Economic Problems of Energy Transition (CIRETEC GT), reported on solutions to pressing problems of medical institutions that need to optimize medical, management, and support processes.

    The professor spoke about the characteristics and key aspects of the formation of the “smart clinic” architecture, as well as about digital technologies used in healthcare and projects being implemented. In particular, Igor Vasilyevich’s team is developing a system for supporting medical decision-making based on deep learning algorithms at the request of one of the largest medical centers in the country. Daniel Alliti, a postgraduate student at the Higher School of Business and Management of the Institute of Medical and Economics and Technology, spoke in more detail about the system. The system, being developed based on deep learning algorithms, should increase the efficiency of diagnostics and forecasting by 10%, reduce the number of medical errors leading to the death of the patient, reduce the routine tasks of doctors, freeing up time for receiving patients.

    The seminar participants, who included undergraduate and graduate students, asked many questions regarding the methods and speed of computations, the operating systems used, responsibility for diagnoses made using AI, the use of terminology, etc.

    On March 28, the second online seminar in 2025 was held for teachers and staff of higher education institutions, dedicated to the issues of introducing project-based learning into the educational process.

    The webinar was organized by the State University of Management as an interregional educational and methodological center for project-based learning and the Association of Project-Oriented Organizations of Science and Higher Education.

    The webinar featured three diverse reports. Each speaker shared the unique experience of their educational institution, telling about cases of successful implementation of project activities among students.

    Head of the Department of Advertising and Public Relations of the State University of Management Vasily Starostin covered the issues of organizing project work of marketing students from the point of view of the experience of the Institute of Marketing of the State University of Management. The audience was especially interested in the methodology of setting the task for the implementation of project work by students of the 1st to 3rd years of the bachelor’s degree.

    Elena Stukalova, head of the startup studio at the Financial University, shared her experience in developing student startup projects. Participants learned what tools and resources are used to support young entrepreneurs as part of the educational process.

    Director of the Institute of Creative Industries of VVSU Inna Klochko spoke about the organization of project activities at Vladivostok State University. Examples of successful projects implemented at the university became clear evidence of the effectiveness of the proposed approaches.

    From March 24 to 27, the Peter the Great St. Petersburg Polytechnic University hosted a case championship on polymer and composite materials. The event aimed to develop practical skills in working with modern materials, as well as interdisciplinary thinking at the intersection of materials science, mechanics and digital modeling.

    The championship was opened by Dmitry Bogdanov, Director of the Gazpromneft-Polytech Scientific and Educational Center.

    Polymers and composite materials are becoming key for a number of industries today, from aircraft manufacturing to medicine. We strive to give students not just knowledge, but engineering thinking that allows them to adequately assess the properties of materials and factor them into the calculations at the design stage, he noted.

    Two teams of four people took part in the competition — 3rd and 4th year students. The theme of the championship was the development of a concept for a serial product: a light, durable and ergonomic chair designed for use in cafes and restaurants. The main condition was the use of polymer or composite materials, taking into account their physical characteristics, production limitations and aesthetic requirements.

    Before starting work, the students attended a series of lectures on the physical and chemical foundations of polymers and their engineering applications. The classes were conducted by Viktor Nazarichev, a senior research fellow at the Institute of Macromolecular Compounds of the Russian Academy of Sciences, and Ignatiy Abrosimov, an engineer at the Gazpromneft-Polytech Scientific and Educational Center. Particular attention was paid to numerical modeling methods in ANSYS and the principles of selecting reinforcing fillers in composite systems.

    Over the course of three days, the participants worked intensively — from idea generation to strength calculations and geometry modeling. Students learned to set material parameters, analyze their behavior under load, take into account the fiber structure and the features of the binder. The focus was not only on strength characteristics, but also on the manufacturability of the structure.

    The victory was won by a team of 4th-year students from the Higher School of Theoretical Mechanics and Mathematical Physics in the field of “Biomechanics and Medical Engineering”. It included Alexander Plotnikov, Stanislav Bakhmetyev, Ivan Afanasyev and Ivan Strebkov.

    Working with composites requires a different engineering approach. Here you can’t rely on intuition, as when designing with traditional materials – precise parameter adjustment, anisotropy calculation, and reinforcement direction control are important. This is an interesting challenge that forces you to reconsider the very logic of design, Stanislav Bakhmetyev shared his impressions.

  • MIL-OSI Russia: NSU scientists have used a CT scanner to study ancient bone knives for the first time beyond the Urals

    In the Laboratory of Nuclear and Innovative Medicine Physics Department of NSU Research is being conducted on archaeological finds from the collections of the Institute of Archaeology and Ethnography of the Siberian Branch of the Russian Academy of Sciences using a computer tomograph. Until recently, this device was used by the laboratory’s research staff in preclinical studies of neuron capture therapy to examine animals and solve similar problems. However, the technical capabilities of the computer tomograph allow us to study not only biological but also non-biological objects. Currently, computer tomography is being performed on composite bone and horn tools from the late Pleistocene-early Holocene.

    Composite tools – in this case knives, arrowheads and spearheads – made using insert technology. They are a horn or bone base with grooves cut along the edges, into which cutting elements are successively attached – sharp, elongated knife-shaped stone plates. They are fixed in the grooves using glue of plant or animal origin: resin, tar, bone glue, honey or clay. Such tools appeared in Eastern Siberia about 15 thousand years ago and in a short time became widespread throughout its territory.

    The project of the junior researcher at the Institute of Archeology and Ethnography of the SB RAS Ekaterina Bocharova, who received the support of the RNF grant (No. 25-79-30002), is aimed at a comprehensive study of composite bone and horn tools using the most modern methods, among which computer tomography is important. At the moment, the study has no analogues in Russian or foreign archaeological studies. Scientists seek to obtain fundamentally new information about the technology for the manufacture of composite tools with stone inserts, their use and repair. Researchers plan to reconstruct these processes using modern methods such as three -dimensional scanning and CT. The data obtained during the project will allow you to study at a higher scientific level to study the technological and cultural features of the archaeological complexes of the late Pleistocene – the initial holocene in Eastern Siberia, as well as to explore the mobility of the ancient population and the processes of transmission of technologies and ideas. But for this, it is necessary to obtain high -quality models of the inner surface of the grooves of the studied tools, which is possible only with the help of high -precision three -dimensional scanning and computed tomography. More recently, this was not possible, since the conduct of research of non -biological objects on computer tomographs, which have medical centers, medical institutions and clinics, is prohibited at the legislative level. Last year, a laboratory -class microtomograph appeared at the Institute of Archeology and Ethnography of the SB RAS, but very small samples can be explored on it. Bone knives with 15 cm long for him are too large.

    – When we started preclinical studies on a computer tomograph in the framework of neutron -grinding therapy and hyperthermia on animal models, there were proposals to use this device to study non -biological objects – various archaeological artifacts and bone structures. Scientists of the Institute of Archeology and Ethnography of the SB RAS proposed conducting computed tomography of bone and stone tools from their funds. Such studies in our laboratory were carried out for the first time, but their quality turned out to be quite high. Now we have in joint plans – large -scale work on in -depth tomographic research of archaeological finds that have been accumulated by scientists of the IAET of the SB RAS for many decades. The benefits of these works are mutual: employees of the NSU Lihs master new competencies, and archaeologists receive a unique opportunity to study ancient artifacts using tomography. Of course, many medical institutions are equipped with computer tomographs, however, their use is prohibited at the legislative level to study non -biological objects. In our case, there are no such restrictions: our tomograph is the only one in Siberia and the Far East, permitted for scientific research. We are ready to cooperate with scientists who need this method. The strategy and concept of our Center for Tomographic Studies of the NSU is to eliminate this gap in science-in providing researchers with the opportunity to use CT-methodics to study artifacts and other objects that previously remained outside the tomographic analysis zone, ”said Vladimir Kanygin, head of the LEGU, NSU.  

    Researchers at the tomography department of the NSU Laboratory of Mathematical Analysis believe that it is much easier to work with non-living samples. There is no need for anesthesia, the introduction of a contrast agent, or the work of anesthesiologists, which is necessary when studying animals.

    — The samples are placed on the tomograph table in the order determined by the archaeologists: either as individual objects or as part of a composition studied as a whole. Then, together with the archaeologists, the obtained data is analyzed — mainly with the aim of studying the internal structures and identifying changes that cannot be seen with the naked eye. Ultimately, we provide a full information package, including three-dimensional reconstructions created by our equipment, — Vladimir Kanygin explained.

    Tomographic studies provide scientists with valuable information about archaeological objects that cannot be obtained using other research methods. The image of the object is scanned in three projections. It can be rotated, zoomed in, zoomed in, and broken down into fragments. The physical parameters of the image can be used to determine the material it is made of — stone, bone — or at least get as close to the answer as possible.

    — In the process of scanning objects, we obtain thin-section images based on X-ray examination and then create its reconstructions — both two-dimensional and three-dimensional — allowing us to see finer internal structures without damaging the samples. Based on this data, we can say what substances or their combinations a particular structure consists of, whether it is monolithic or folding, whether there is an adhesive composition that holds its parts together, or they are held due to the tightness of the fit. We can also reliably establish the shape and size parameters of the grooves of composite tools, examine internal microcracks and their direction. Based on this data, archaeologists will be able to establish the purpose of the object: household, hunting, combat or ritual. It is even possible to determine whether the weapon was used in battle, or was lost immediately after production, — explained radiologist, senior lecturer at the Institute of Medicine and Medical Technologies of NSU Lyubov Vasilkiv.

    Composite insert tools, according to scientists, are considered universal because their owner, when going hunting or into battle, did not have to carry several monolithic stone tools of similar purpose with the expectation that they would break. Instead, he could carry many small and light pointed replaceable stone plates, and quickly repair the tool as needed, replacing broken inserts with new ones.

    — Tools with replaceable inserts gave ancient people more mobility. Such tools were more convenient to use than simple stone knives or tips. As part of the project, we take a new look at composite tools. Using tomographic images, we will be able to look “inside” the object: accurately determine the shape of the groove and track its changes along the entire length, as well as measure, for example, the depth of the grooves or the angles of convergence of the sides. This data will help us determine how and with what tool the groove could have been cut. In addition, we plan to make replicas of such tools and try to model different options for their use. And then compare CT images of experimental and archaeological tools: what microdamages occur and from what action. The use of new, digital methods allows us to obtain new information about how the tool was made and how it was used, — said Ekaterina Bocharova.

    For the research, the scientists formed a sample of composite tools from the late Pleistocene-early Holocene industries of Eastern Siberia from several sites: Kazachka, Ust-Keul, Ust-Edarma (Northern Angana), Ust-Kyakhty-3 (Transbaikalia). For comparison, composite tools from the early Holocene complex of the Kaminnaya site (Altai), the Chernoozerye site (Western Siberia), the Gorbunovsky peat bog sites (Middle Trans-Urals), as well as materials from museum collections will be studied.

    — The use of computer tomography in archaeology in Siberia has not yet become widespread, which opens up great opportunities for technological research. Since inanimate objects are being studied, new tomographic approaches can be developed, various scanning modes can be tested, and device options that are rarely used in medical research can be used. As practice has shown, a number of available tomograph modes allow such studies to be carried out with technical novelty, which makes them especially valuable for archaeological science, — said Vladimir Kanygin.

  • MIL-OSI Russia: Financial news: MFI loan portfolio grew by more than 40% in 2024

    The loan portfolio of microfinance organizations reached 624 billion rubles last year, growth stimulated by increased consumer demand.

    More than half of the loans were medium-term, the total cost of the loan for them was close to bank rates. Such loans were issued, among other things, for the purchase of goods on marketplaces. The share of the most expensive short-term loans “until payday” fell from 34 to 25% over the year.

    The industry’s profit decreased by 7% and amounted to 36 billion rubles. At the same time, against the backdrop of restrictions on the full cost of credit and macroprudential limits, companies increased their income from additional areas of activity, which accounted for more than a quarter of all industry income.

    The total cost of credit (TCC) under consumer credit (loan) agreements concluded or amended from April 1, 2025, must not exceed by more than a third average market value for the relevant category of credit (loan). Limiting the APR will help control the growth of interest rates on loans, which will ensure the protection of people’s interests.

    In Q4 2024, the Bank of Russia decided to temporarily lift the PSC1 restriction so that financial institutions could adapt to the tightened monetary conditions. During the relaxation, market participants managed to adjust the cost of their credit products. Now that market conditions have generally stabilized and the cost of funding has begun to decline, financial institutions can comply with the PSC restriction as usual.

    The final board meeting of the Ministry of Transport was held in the Column Hall of the House of Unions.     Speaking to the participants, Vitaly Savelyev separately focused on some of the results of 2024. The 2nd stage has been completed, the 3rd stage of the development of the Eastern Polygon of the railways has started. The target parameter of carrying capacity for control sections in the amount of 180 million tons has been achieved. The construction of the first high-speed railway in Russia Moscow – St. Petersburg has begun – this summer, construction work will be launched on several sections of the high-speed railway at once. The volume of passenger transportation in civil aviation in 2024 reached 111.7 million people. This is 6% more than in 2023. The capacity of seaports in 2024 reached 1.4 billion tons. The fleet of unmanned trucks on the M-11 highway already amounts to 67 vehicles, in the future – the launch of unmanned trucks on the Central Ring Road this year, and on the M-12 “Vostok” highway in 2026. Modernization, technical equipment and fitting out of 85 checkpoints across the state border of the Russian Federation were carried out.

    “The transport complex is a backbone sector of the national economy. It defines a solid foundation for the socio-economic development of the country. An important event in the transport sector was the formation in 2024, on the instructions of the President of the Russian Federation Vladimir Vladimirovich Putin, of the national project “Efficient Transport System”. The implementation of the national project’s activities will increase the volume of transportation along international transport corridors by at least one and a half times by 2030 compared to the 2021 level and ensure an increase in the aviation mobility of the population by at least 50% compared to the 2023 level,” said Deputy Prime Minister Vitaly Savelyev.

    “Thanks to systemic solutions, constant attention and control from the President, personal involvement of the Prime Minister, coordinated staff work with governors, the construction industry in terms of road transport activities has shown stable growth and very decent results in recent years. From 2019 to 2024, we built and reconstructed more than 5 thousand km of highways, since 2018 we have laid more than 1 billion square meters of asphalt pavement. All this is an unprecedented scale of road construction in our country. It is especially valuable that the national project “Safe High-Quality Roads”, which was successfully completed, not only achieved high indicators, but also received maximum support from the population. This year, we have begun implementing a new national project “Infrastructure for Life”, in which work will also continue in the road section. The new national project has serious tasks, including increasing the share of federal roads, roads in agglomerations and the backbone network that meet standards to 85%, and regional roads to 60%. We have already formed a road activity plan, and a new six-year plan will soon be signed. It will include the construction of the international corridors “North-South” and “East-West”, the transport route “Russia”, as well as 50 bypasses of cities and other key tasks that are necessary to improve the road framework of our country,” said Deputy Prime Minister Marat Khusnullin.

    In 2024, eight bypass sections were put into operation on the federal road network of Rosavtodor, their total length was 367.7 km. In particular, a bypass was built around five settlements (Isametovo, Verkhneyarkeevo, Layashty, Ishkarovo and Asyanovo) on the M-7 Volga highway in the Republic of Bashkortostan.

    The Minister of Transport Roman Starovoit emphasized that the past year was a turning point for the country’s transport complex. “A number of fateful decisions for the industry were made. The most important comprehensive programs were approved, which largely determined the vector of development of domestic transport. The new national projects “Efficient Transport System” and “Infrastructure for Life” prepared on the instructions of the President have already started working. This is a real program of our actions for the next six years,” said Roman Starovoit.

    In Sevastopol, on Cape Khrustalny, the installation of the main metal structures of the opera and ballet theater has been completed.

    In Kaliningrad, the construction of the supporting frame of the building of the Bolshoi Theatre branch on Oktyabrsky Island has been successfully completed. This stage has become the most important milestone in the implementation of the cultural and educational complex project. This was reported by Deputy Prime Minister Marat Khusnullin.

    “On the instructions of the President, we are implementing a large-scale project to create cultural, educational and museum complexes in four Russian cities – Vladivostok, Kemerovo, Sevastopol and Kaliningrad. These unique objects, designed by leading architects and designers of international level, are real world-class cultural centers. They will include the best theaters, museums, concert halls and creative universities. The scale of the complexes is impressive – the total area exceeds 600 thousand square meters, which allows for up to 30 thousand visitors at a time. In particular, a branch of the Bolshoi Theater is being built in Kaliningrad, which has already celebrated its 249th anniversary. At the new facility in the cluster, the construction of the load-bearing monolith of the building has been completed, the façade is 94% ready,” said Marat Khusnullin.

    The Deputy Prime Minister noted that the new theater has an original form, repeating the ballet rotation. The building is distinguished by a unique console 80 m long and 50 m high. Workers are currently working on the interior decoration of the premises and laying engineering systems.

    The building will include three functional zones – a public space, a stage complex, and utility rooms. Two auditoriums will provide a capacity of 950 and 300 seats, respectively.

    Within the framework of the project, which is being implemented as part of a large-scale cultural and educational complex, all work on the installation of reinforced concrete structures and the assembly of metal structures has been completed. The total volume of concrete laid was about 46 thousand cubic meters, and the mass of the assembled metal structures reached more than 6.2 thousand tons.

    “We have completed the largest and most extensive stage of creating the building’s load-bearing monolith. Currently, we are creating more than 10 types of life support systems for the building inside the building, the area of which is almost 36 thousand square meters. Considering that they are all laid along different routes and intersect with each other, we can confidently say that the stage of installing utility networks is no less responsible and complex. We are also continuing work on installing the upper mechanization of the large and small auditoriums. In order to maintain the planned schedules, we work seven days a week, 24/7,” said Dmitry Rzhannikov, CEO of STG-Zapad.

    The construction of a cultural and educational complex in Kaliningrad is part of a large-scale federal project to create four new cultural centers in Russia, initiated by President Vladimir Putin in 2018. The project is aimed at developing the cultural infrastructure of the regions and improving the quality of life of the population.

    In addition, as part of the construction of cultural clusters in Sevastopol, the most important stage of the construction of the opera and ballet theater was successfully completed on Mys Khrustalny – the installation of the main metal structures was completed. As part of the work, the builders completed the unwinding – removed the safety supports from the canopy and the hovering pedestrian console.

    It took specialists two years to install more than 15 thousand tons of metal. The project’s special feature is that each element of the metal structure is unique and not repeated. The technical characteristics of the hovering console are also impressive – it can withstand a load twice its own weight.

    The innovative nature of the project is supported by the use of modern bridge-building technologies – the entire building is equipped with Russian hinged supports, which ensure the stability of the roof and compensate for possible structural movements.

    A. Overchuk: Good afternoon, dear colleagues!

    Alexey Overchuk’s speech in the format of a video address at the plenary session of the International Economic Forum of the CIS Member States “New Impetus for the Development of the Greater Eurasian Partnership”

    Thank you very much for the opportunity to share my thoughts on the development of the Greater Eurasian Partnership. The initiative to create the GEP was put forward by the President of the Russian Federation Vladimir Vladimirovich Putin in his Address to the Federal Assembly back in 2015. Everything that has happened in the world over the past 10 years convinces us that there is no alternative to this path.

    We are witnessing a change in the world order around us. This transformation is based on a set of factors that have caused new problems and contradictions to emerge and have exacerbated old conflicts. As a rule, the underlying cause of any conflicts that humanity has faced in its history is always access to resources, including food, energy, raw materials, labor, and markets.

    Every time history brought productive forces to a new level of development, humanity had a need for new resources. As a rule, this led to conflicts related to redistribution.

    The modern transformation affects issues of food and energy security, as well as new technologies, the implementation of which requires intensive use of critical raw materials and rare earth elements. Their supply is quite limited, and therefore control over them is critically important for the implementation of a new technological turn and maintaining or acquiring leadership positions in the world.

    The solution to the objective problems of our time requires approaches based on the mutual desire to build mutually beneficial relations and cooperation between sovereign states in the interests of the common good, well-being and security of peoples.

    In this context, the initiative of the President of the Russian Federation Vladimir Vladimirovich Putin to form the Greater Eurasian Partnership is particularly relevant. It is designed to prevent the segmentation of international contacts, their disintegration into disparate blocks and structures, which reduces the overall efficiency of economic activity. The BEP will create a reliable material basis for ensuring sustainable economic growth – a seamless transport and logistics system, a self-sufficient payment architecture, a multilateral platform for innovative cooperation, a wide network of economic corridors.

    The Russian leadership calls for the formation of a contour of equal and indivisible security, mutually beneficial, equitable cooperation and prosperity on the Eurasian continent in the foreseeable future. A special role in the new Eurasian system of security and development is given to issues of the economy, social well-being, integration and mutually beneficial cooperation, solving such problems as overcoming poverty, inequality, climate, ecology, developing mechanisms to respond to the threats of a pandemic and crises in the global economy.

    The Eurasian centers of the multipolar world are based on integration projects, which, as a rule, are formed around large sovereign economies or geographic regions. In the post-Soviet space, integration is of a multi-level nature, which reflects a respectful attitude towards the readiness of individual countries to deepen bilateral and multilateral ties, as well as to participate in the creation of supranational regulatory instruments and the assumption of corresponding obligations. Here we are talking about the Union State of Russia and Belarus, the Eurasian Economic Union and the Commonwealth of Independent States.

    Other integration projects taking shape around major economies and geographic regions of Eurasia include China’s Belt and Road Initiative, the Association of Southeast Asian Nations, the Gulf Cooperation Council, and the Organization of Turkic States.

    In turn, the sovereign states of Eurasia participate in such system-forming structures as the Shanghai Cooperation Organization, as well as in BRICS and APEC, which go beyond the geography of Eurasia. It is obvious that these associations have the potential to develop into international platforms where joint decisions will be developed that affect the interests of integration entities formed around the large economies and geographic centers of Eurasia, and interaction with the countries of the global South and the Pacific Ocean basin will be carried out.

    The result of the consolidation of efforts of all participating states and integration entities will be the Greater Eurasian Partnership, which in its essence will be an integration of integrations, giving impetus to sustainable development, socio-economic progress, the development and application of new technologies, the improvement of transport and logistics connectivity, as well as the strengthening of cultural and other ties between the peoples of Eurasia.

    The implementation of this vision will require the convergence of integration projects based on the harmonization of regulatory requirements for financial markets, the conduct of fair multilateral trade and investment, the development of industrial cooperation and the formation of sustainable international value chains, the strengthening of the common contractual framework in matters of food and energy security, environmental protection, as well as the coordination of technological, information and communication, infrastructure and cultural development in Eurasia.

    The construction of the BEP must be carried out in compliance with the principles of international law, respect for interests, consideration of regional and cultural characteristics and levels of development of individual participants, as well as decision-making based on consensus. This is the spirit that we are able to maintain within the Union State, the EAEU and the CIS, so these associations can become an example for developing the mechanisms of the BEP.

    The CIS experience and its active involvement in the “integration of integrations” project are necessary for the successful development of Greater Eurasia. After all, within the Commonwealth, a solid regulatory framework and effective tools for the development of historically established trade, economic and humanitarian ties have been created. These developments can be applied throughout the Eurasian continent.

    It is important that the association is in excellent shape, as evidenced by economic indicators. According to the CIS Statistical Committee, the growth of industrial production for January-October 2024 was 4.2%, the volume of freight traffic – 7.4%, retail turnover – 7.7%. The Commonwealth’s GDP for three quarters of 2024 compared to the same period in 2023 increased by 4.4%. Such successes were largely achieved thanks to the development of industrial cooperation, movement along the path of strengthening technological sovereignty based on science and innovation.

    Our trade and economic relations within the Eurasian Economic Union are built in the logic of the values and ideas underlying the Greater Eurasia project. The EAEU’s commitment to unlocking its potential as one of the economic centers of the BEP is enshrined in the Declaration on the Further Development of Economic Processes within the EAEU until 2030 and for the Period up to 2045, “The Eurasian Economic Path”, adopted following the meeting of the Supreme Eurasian Economic Council in St. Petersburg on December 25, 2023. In this strategic document, the heads of state of the EAEU declared their desire to achieve by 2045 the transformation of the EAEU into a self-sufficient, harmoniously developed and attractive macro-region for all countries of the world, possessing economic, technological and intellectual leadership and maintaining a high level of well-being of the population of the member states.

    Work in this area has a positive effect on economic indicators. Thus, in 2024, the EAEU GDP increased by 4.2%. For the EU, for example, the similar indicator, according to preliminary estimates, was only 0.8%.

    The experience of the EAEU can also be a good support for building a space of well-being and prosperity in Eurasia. In particular, the elimination of non-tariff barriers in the EAEU by switching to uniform mandatory requirements for EAEU goods (uniform SPS requirements, uniform technical regulations), as well as the elimination of customs control annually for the period 2015-2023, provided a sustainable increase in the growth rate of the EAEU GDP in the amount of 14.5 billion US dollars. Mutual trade of the EAEU due to these measures was on average 24% higher.

    The EAEU has already achieved significant success in the international arena. The dialogue is being strengthened based on memorandums of cooperation. Important steps in terms of forming the BEP have already been made based on such agreements with the secretariats of the SCO and ASEAN.

    Free trade agreements have been concluded with Vietnam, Serbia and Iran. The latter has recently also become an observer state in the EAEU. The coordination of FTA agreements with a number of other countries is in the final stage. According to our estimates, entering into new FTA agreements could expand the preferential sales market for the union from the current 480 million people to almost 880 million people.

    Dialogue with China is actively developing, with which the EAEU has created a solid basis for interaction in the form of two existing non-preferential trade agreements that underlie the integration of economic processes within the union with the One Belt, One Road initiative.

    The joint search for new solutions and synchronization of the development of integration projects, as well as infrastructure initiatives, work for the benefit of regional interconnectedness, increase the weight of our economies, and form the basis on which a new architecture of global economic relations in Eurasia and beyond can be built.

    Deputy Prime Minister Alexander Novak held a meeting at the Government Coordination Center on improving the investment climate in the constituent entities of the Russian Federation that are part of the North Caucasus Federal District. Of course, the regions will play a decisive role in solving this problem: the quality of work with businesses, the effectiveness of investments and the speed of project implementation depend on them. Let me remind you that, based on the results of last year, very good results were achieved in terms of investment growth rates – plus 7.4%, in 2023 the growth was 9.8%. In total, this is almost 20% of accumulated growth,” said Alexander Novak, opening the meeting.

    The Deputy Prime Minister emphasized the significant role of investment activity in the North Caucasus in achieving the national goal of investment growth. “The Federal District demonstrates historical leadership in core non-resource industries, including light industry and the agricultural sector. The infrastructure and transport and logistics potential of the district serve as the basis for reorienting the country’s foreign economic activity from the West to the South. In the North Caucasus Federal District, as in other regions of Russia, private investment plays a key role – it should become the main driver of growth. The priority task is to create favorable conditions through various formats of investor support, including risk sharing, access to long-term money and improvement of the administrative and legal environment,” said the Deputy Prime Minister.

    He named three main areas of work in the North Caucasus Federal District.

    The first is the creation of institutional conditions at the local level by introducing a regional investment standard. This work needs to be expanded from the federal and regional to municipal levels. The next stage should be a systemic restart of work to improve the investment climate.     Minister of Economic Development Maxim Reshetnikov and Minister of Energy Sergey Tsivilev reported on the achievements in the field of breakthrough investment projects in the Caucasus and on the progress of the implementation of programs for the modernization of the energy infrastructure of the North Caucasus Federal District.     At the end of the meeting, Alexander Novak invited representatives of federal and regional executive authorities, as well as representatives of development institutions, banks and businesses to take part in the Caucasus Investment Forum, which will be held in the city of Mineralnye Vody in Stavropol Krai on May 25–27. The Deputy Prime Minister called the forum an important discussion platform that helps increase the investment attractiveness of the region. “Last year, 100 agreements worth more than 106 billion rubles were signed at the forum, including 7 agreements with foreign companies.
