  • MIL-OSI Russia: Students of the State University of Management won the competition program of the IV Saratov Youth Legal Forum

    On October 8-10, 2024, the 4th Saratov Youth Legal Forum “The Role of Law in Ensuring National Security of Modern Russia” was held at the Saratov State Law School, in which students of the State University of Management took part and won the competition program.

    Over the course of three days, at 48 industry sites, more than 500 young researchers from 37 subjects of the Russian Federation and 9 foreign countries exchanged experiences and research developments with each other, and strengthened their knowledge in the field of law and related areas at interactive lectures, business games and master classes.

    The State University of Management was represented at the Forum by IGUIP students in the Jurisprudence program: Alexandra Zhuk, Eva Salnikova, Alisa Savkina, Varvara Yupatova and Karina Meshcheryakova (academic supervisor: Associate Professor of the Department of Private Law Svetlana Titor).

    As part of the Forum, they took part in competitions for draft reports in the following nominations:

    — “Values of Law in the Context of the New World Order,” where Karina Meshcheryakova became the winner;

    — “Traditional family values: the law as a guarantee of their preservation and strengthening of national security”, where Alisa Savkina took third place;

    — “Transformation of Russian state policy in the sphere of labor and youth employment,” where Eva Salnikova became the winner, and Alexandra Zhuk took second place and received the audience award.

    Also, as part of the Forum, students visited the Historical Park in Saratov “Russia – My History” and presented reports at the All-Russian scientific and practical conference “Historical, legal, philosophical and socio-cultural experience of the development of Russian statehood”.

    The result of the large-scale work of the Forum was a resolution that summarized all the results achieved, reflected the opinions of the participants and the recommendations of experts. It will serve as a basis for new research and development in the field of legal science and practice.

    We congratulate our girls on a truly successful trip and a full podium of prize places, and wish them further great achievements in their studies.

  • MIL-OSI Russia: Mongolia: Concluding Statement of the 2024 IMF Staff Visit

    A Concluding Statement describes the preliminary findings of IMF staff at the end of an official staff visit (or ‘mission’), in most cases to a member country. Missions are undertaken as part of regular (usually annual) consultations under Article IV of the IMF’s Articles of Agreement, in the context of a request to use IMF resources (borrow from the IMF), as part of discussions of staff monitored programs, or as part of other staff monitoring of economic developments.

    The authorities have consented to the publication of this statement. The views expressed in this statement are those of the IMF staff and do not necessarily represent the views of the IMF’s Executive Board. Based on the preliminary findings of this mission, staff will prepare a report that, subject to management approval, will be presented to the IMF Executive Board for discussion and decision.

    • A critical priority for the new coalition government is to manage the current commodity boom prudently to effectively implement its ambitious reform and investment agenda.
    • Building external and fiscal buffers will help create the necessary policy space to implement the ambitious investment program and other reforms in line with the economy’s absorptive capacity while maintaining external and internal balance. In the current situation, achieving these goals requires fiscal policy tightening, adherence to fiscal rules, tight monetary and macroprudential policies, and enhanced financial supervision.
    • Progress on soft infrastructure related to legislative, regulatory, and institutional frameworks is just as important as building hard infrastructure, to strengthen the business climate and governance. Priorities include upgrading important regulations, ensuring regulatory coherence, and boosting central bank operational independence. The introduction of a nominal debt ceiling with strong deterrence is a major and welcome step forward. So will be the planned and overdue energy tariff reforms, which will be essential to ensure reliable national energy supply. Infrastructure projects should be well prioritized and effectively implemented with proper feasibility studies, strengthened medium-term fiscal planning and sound public investment management.

    The economy: A commodity boom

    A booming mining sector, record high coal exports, and strong household and government spending have led to buoyant economic activity despite a large contraction in agriculture due to the severe winter. The large and permanent wage and pension increases in the 2023−2024 budgets, large dividend payouts by Erdenes Tavan Tolgoi, government support programs, and a minimum wage hike helped raise household incomes and salary‑backed consumer credit, boosting consumption and imports. Strong revenue collection and backloaded capex registration have contributed to a budget surplus despite significant public spending increases. Public debt declined to 47 percent of GDP at end-2023, consistent with IMF staff estimates of the appropriate debt anchor for Mongolia.

    Headline inflation has eased and lies within the BOM’s 6±2 target band. The decline is largely due to softer import prices, supported by a small exchange rate (ER) appreciation, and has led to policy rate cuts. However, core inflation remains sticky and has ticked up to the upper limit of the target band in August. Moreover, credit growth in the bank and non-bank financial (NBFI) sectors, especially consumer loans, has been rapid, exceeding long-term trends and has prompted the BOM to tighten reserve requirements and debt service to income (DSTI) limits for consumer loans. Household debt is rising rapidly, especially for some segments of borrowers.

    External vulnerabilities declined despite a marked deterioration in the current account deficit due to strong imports and softer coal export prices. FDI and other financing inflows have helped support gross international reserves (GIR) which remains broadly at end-2023 levels (US$4.7 billion at end-August, 3.3 months of imports or 96 percent of the ARA metric). Well-executed external debt refinancing and the BOM’s repayment of half of the outstanding PBOC swap line have reduced external debt risks, resulting in a sovereign credit ratings upgrade.

    Outlook: Continuing commodity boom, robust growth, but rising imbalances

    Growth is expected to remain robust in 2024−25 reflecting strong mining sector growth, bolstered by the increased production of higher‑grade copper and stronger coal exports to China, and the expansionary, and procyclical 2024 supplementary and draft 2025 budgets. Assuming the government’s spending plans on mega projects[1] is gradually phased in in line with external financing, fiscal deficits are expected to rise through 2029, raising gross financing needs, public debt, and fiscal risks. The output gap is estimated to remain positive through 2028.

    Expansionary fiscal policies are likely to widen Mongolia’s external and internal imbalances. Inflation is expected to continue to rise in 2024H2 and remain above target till 2026 due to the lagged effects of the substantial fiscal stimulus in the pipeline, additional stimulus from the 2024 supplementary and 2025 budgets, energy tariff increases, and strong credit growth. Current account deficits are expected to persist due to the high import intensity of investment projects, reducing GIR buffers, despite FDI and new external borrowing. 

    The forecasts are subject to considerable uncertainty related to the implementation pace, financing, and private sector participation in mega projects, which is still under discussion. The greater the reliance on domestic financing, the larger the impact on GIR, ER, and inflation given the high import intensity of capex. However, procuring external financing to the tune of 67 percent of 2024 GDP within 4−5 years will be difficult. Realistically, therefore, investments are likely to proceed gradually, as implementation runs into capacity and financing constraints, thereby improving macroeconomic outcomes relative to current forecasts.

    The outlook is also subject to downside risks stemming from commodity price volatility, uncertainty related to Chinese demand for coal, disruptions in fuel imports from Russia, and delays at China’s Tianjin port, a major transit point for Mongolia’s imports. Potential production and export delays in copper due to regulatory and procedural barriers pose risks. Natural disasters and geopolitical developments add uncertainty. On the upside, commodity prices or exports to China could be stronger than expected, especially in the near term. Moreover, new mining production could come onstream over the medium-term, boosting exports.

    Policies: Prudent commodity boom management to sustain growth momentum

    A. Fiscal tightening and adherence to fiscal rules: the top policy priority

    Fiscal policy tightening is necessary to ensure external and internal balance, build buffers during the current boom and to reduce the burden on monetary policy in confronting inflationary risks. To achieve fiscal consolidation while boosting investment, additional measures are needed to reduce current spending and boost non-mining revenues, such as containing the wage bill, targeting social assistance, increasing progressivity in personal income taxes, reducing tax exemptions, and tax and customs administration reforms (IMF 2023 Report).

    Reorienting spending toward infrastructure investment could enhance productivity, provided it is well managed and aligned with the economy’s absorptive capacity. The government should proceed cautiously given Mongolia’s external vulnerabilities, import dependence, limited domestic financing capacity, tighter global financing conditions, and weaknesses in public investment management (PIM). Building buffers during the boom helps create the fiscal space for a gradual, more effective implementation of critical public investment priorities. A more effective Medium-Term Fiscal Framework (MTFF) including capital expenditures is needed to guide capital spending and anchor fiscal and external risks. Investments should be well-prioritized based on proper feasibility studies, with sound implementation of PIM and PPP legislative frameworks to avoid corruption and unproductive projects.

    The adoption of a nominal debt ceiling of 60 percent of GDP is a major step forward in strengthening Mongolia’s fiscal rules, as it boosts transparency and accountability, and includes strong deterrence measures. Retaining the structural deficit ceiling helps contain excessive deteriorations in fiscal balances. Nevertheless, neither rule will be able to constrain spending sufficiently in the near term since the debt limit is not binding at present. The procyclicality of the new expenditure rules helps support spending when the economy is booming, and requires spending cuts when it is not, thereby aggravating economic cycles. The rules will need to place some constraints on total spending, which would also preempt potential spending misclassifications (IMF staff stand ready to assist the government in developing appropriate total spending constraints that could allow the government to undertake spending related to its reform and investment plans). Frequent changes in fiscal rules should be avoided as they undermine the effectiveness of the rules as a policy anchor.

    B. Ensuring tighter domestic financial conditions

    Monetary and macroprudential policies should continue to ensure that domestic financial conditions remain tight. Given the expected rise in inflation in the absence of fiscal consolidation, the BOM should ensure real policy rates remain high until there is greater certainty regarding the stabilization of inflation within the target band. In this regard, maintaining an unchanged monetary policy stance in September 2024 would have been better aligned with the BOM’s assessment of the inflationary outlook. The tightening of DSTI limits and reserve requirements to slow excessive credit growth in the banking sector, on the other hand, were timely and appropriate measures, though more maybe needed (below). The government’s plans to resume domestic debt issuances to establish a yield curve should help improve monetary policy transmission.

    C. Building external buffers to strengthen resilience, increase policy space for reforms

    External buffers should be increased to strengthen resilience to external shocks and create the room for an effective implementation of the government’s reform priorities. The BOM should allow greater ER flexibility to help absorb external shocks. The government should use its ability to monitor export contracts to better enforce SOE repatriation and the currency settlement law and undertake reforms to attract new FDI and external private financing (below). The newly established BOM-MOF-MOED working group to align the pace of investments with external stability considerations, is an excellent initiative and should help inform the government’s investment plans and the MTFF.

    D. Ensuring a sound financial sector

    Financial sector supervision should remain vigilant about emerging risks, notably credit risk, given the exceptionally strong credit growth across the financial sector. Enhanced financial soundness indicators during periods of strong economic and rapid credit growth can mask underlying vulnerabilities. It would be important to align the planned reduction in DSTI limits for NBFIs with the lower bank DSTI limits rapidly to prevent regulatory arbitrage to contain explosive consumer credit growth. Supervisors should ensure that DSTI limits are being effectively enforced, accelerate the use of FICO credit scoring, and discourage over‑leveraged consumers from additional borrowing by improving financial literacy. Adherence to NBFI regulations and a rapid approval of the upgraded NBFI regulatory framework would help reduce risks. BOM and FRC supervisors should identify and reduce interlinkages between banks and NBFIs to pre-emptively reduce financial sector vulnerabilities and systemic risks including through targeted onsite supervisions and special provisioning requirements, if necessary. The BOM Governor should be allowed to exercise powers granted by the Central Bank Law to nominate key personnel responsible for financial sector supervisory oversight immediately to facilitate financial sector risk management and reforms.

    The financial sector’s ability to lend to credit worthy entities should be strengthened through broader reforms. Insolvency and creditor rights must be improved to assist financial sector institutions address poor asset quality expeditiously. To keep banking sector reforms on track to meet the new end-2026 deadline, the BOM should continue to monitor the development of time-bound plans for shareholder diversification. Shareholder limits should be increased to ensure the effective management and operation of banks, including by allowing selected IFIs to invest in multiple banks.

    E. Strengthening soft infrastructure is just as important for sustainable growth

    Improving Mongolia’s business climate and governance is critical for strong and sustainable growth. Key priorities for soft infrastructure reform are—a strengthened Investment Law to cut red tape; accelerated overhaul of the Minerals Law; and approval of amendments to the SOE, Insolvency and the draft Whistleblower Laws. Effective enforcement of SOE governance reforms, and a strong judiciary is also necessary, as is ensuring the operational independence of BOM. The planned energy tariff reform is long overdue and necessary to secure energy supply to households and businesses while boosting long-term growth. Tariff increases should be well communicated, appropriately paced, and supported by targeted but temporary assistance to poor households to alleviate transition costs. Ensuring regulatory coherence with tax laws and effective tax dispute resolution processes would facilitate the operation of existing FDI projects and attract new FDI. The new Sovereign Wealth Fund is welcome but a strong governance framework for its sub-funds should be quickly established.

  • MIL-OSI Russia: “Pedagogical Start”: Intern Training Begins at Polytechnic University

    An important task of the university’s personnel policy is the development and systematic implementation of fundamentally new tools and mechanisms for the professional development of the teaching staff. Starting from this academic year, the Polytechnic University Four career paths have been introduced: teacher-researcher, teacher-mentor, teacher-practitioner and intern.

    Last week, the training of interns under the Pedagogical Start program began. 75 young specialists began studying the basics of pedagogical activity and teaching methods with subsequent practice. The interns included final-year students and postgraduates who have been working at the university since the beginning of this academic year as educational and auxiliary or engineering personnel. The allocation and financing of full-time positions for interns is carried out from the university’s centralized fund. Each intern is assigned a mentor – an experienced teacher.

    At the organizational meeting with interns and their mentors, the Vice-Rector for Educational Activities, Chairperson of the Selection Committee of the Faculty of the Faculty, Lyudmila Pankova, spoke about the specifics and features of training interns.

    Formation of the career trajectory of interns is aimed at creating additional conditions for attracting, retaining and developing young promising specialists with high potential at our university. Through planned training of interns through the system of training and mentoring, in a year the university receives a formed young specialist, ready for teaching and research activities, possessing pedagogical experience and planning his professional development at the university, – noted Lyudmila Vladimirovna.

    During this academic year, interns will undergo a special professional retraining program and enter the classroom with their mentors. Interns will also undergo an assessment of universal competencies on the presidential platform of the ANO “Russia – Country of Opportunities”.

    The retraining program “Pedagogical Start” includes several thematic modules devoted to the history and development trends of higher education, regulatory framework for educational activities, psychological and pedagogical training, visualization technologies, design of educational resources in a digital educational environment, rhetoric, as well as practices of using artificial intelligence as a teaching tool.

    An important element of the training program for interns is their internship, which includes attending classes with leading teachers of the structural unit where the intern works, developing and conducting practical classes with subsequent discussion of the results with their mentor, and creating an electronic educational resource for their course.

    The modules of the “Pedagogical Start” program are designed so that interns can quickly integrate into the Polytechnic’s teaching community. For example, the first classes include an introduction to the history of our university and a visit to the museum, and the basics of public speaking will be mastered using a specialized VR complex, explained Elena Zima, head of the retraining program and director of the Education Quality Center.

    In the second part of the organizational meeting, representatives of the PPS competition committee discussed topics of interest to interns, their mentors and those responsible for the implementation of personnel policy at the institutes. The employment procedure was covered by the Head of the Personnel Department Maria Pakhomova. Secretary of the PPS competition committee Olga Kalinina answered questions regarding the specifics of the entry conditions and the planned results of the intern’s career trajectory.

    After the organizational meeting, Lyudmila Pankova gave the interns the first lecture under the retraining program on the topic of “Modern trends in education.”

  • MIL-OSI Russia: Jordan — IMF Staff Conclude Article IV Discussions and Reach Staff Level Agreement on the Second Review under the Extended Fund Facility

    • IMF staff and the Jordanian authorities have reached a staff level agreement on the second review under the Extended Fund Facility (EFF). All commitments for the second review under the program have been met, demonstrating the authorities’ steadfast commitment to sound macro-economic policies and continued progress on reforms.
    • Jordan continues to show resilience and maintain macro-economic stability, despite the headwinds caused by the intensifying conflict in the region. Jordan’s economy is expected to grow by 2.3 percent in 2024 and 2.5 percent in 2025. However, strong and timely international support remains important to help Jordan face the external headwinds, and to continue to shoulder the cost of hosting a large number of Syrian refugees.
    • Bringing the Jordanian economy onto a higher growth trajectory is essential to create more jobs and raise prosperity. This requires accelerating structural reforms, while maintaining macro-economic stability, and making significant progress in implementing the authorities’ Economic Modernization Vision.

    Amman: A staff team from the International Monetary Fund (IMF), led by Ron van Rooden, visited Amman during September 30–October 10, 2024, for discussions on the 2024 Article IV consultation and the second review under the arrangement under the IMF’s Extended Fund Facility (EFF), which was approved by the IMF’s Executive Board on January 10, 2024 (Press Release).

    At the conclusion of the mission, Mr. van Rooden issued the following statement:

    “We are pleased to announce that the IMF team and the Jordanian authorities reached a staff-level agreement on the second review of the authorities’ economic reform program supported by the EFF arrangement, approved in January of this year. Program performance continues to be strong, despite a challenging external environment. All quantitative performance criteria and structural benchmarks for the second review were met and steady progress is being made toward achieving the program’s overall objectives, including good progress toward meeting benchmarks for future reviews. The agreement is subject to approval by the IMF’s management and the Executive Board. The completion of this review will make another SDR 97.784 million (about US$131 million) available, out of the previously approved program size of SDR 926.370 million (about US$1.2 billion).  

    “Jordan continues to show resilience and maintain macro-economic stability, despite the headwinds caused by the intensifying conflict in the region. This resilience is the result of the authorities’ continued pursuit of sound macro-economic policies and reform progress. The recent upgrades to Jordan’s credit ratings, the first in over 20 years, testify to the credibility of the authorities’ economic policies.

    “Nonetheless, as the conflict continues and widens, it is having a larger impact on Jordan’s economy than anticipated at the outset of the program. The economy is projected to grow by 2.3 percent this year, with weaker domestic demand offset by a stronger performance in net exports. Growth is projected at 2.5 percent for 2025. Inflation remains low, at 2 percent, thanks to the Central Bank of Jordan’s (CBJ) firm commitment to monetary stability and safeguarding the exchange rate peg. The financial sector remains healthy and well capitalized. The current account deficit is projected to narrow to 4.4 percent of GDP this year, helping to further build the CBJ’s reserve buffers, and to widen slightly to 4.7 percent of GDP in 2025.

    “Government revenues have been adversely affected this year by the weaker domestic demand, as well as a sharper-than-expected drop in the prices of key export commodities. The authorities have taken strong actions to offset the revenue shortfall to contain this year’s central government budget deficit. With this, the authorities are committed to limit this year’s central government primary deficit (excluding grants and transfers to public utilities) to 2.9 percent of GDP, up slightly from 2.7 percent of GDP in 2023. Together with measures taken to limit the operational losses of the utility companies and continued surpluses of the social security system, the overall general government primary deficit (excluding grants) is expected to remain broadly unchanged this year, at 1.3 percent of GDP, compared to 1.4 percent in 2023, and public debt to be contained at just over 90 percent of GDP by end-2024.

    “The authorities are firmly committed to continue to implement sound macro-economic policies to maintain stability and to advance structural reforms needed to further strengthen the resilience of Jordan’s economy and to improve people’s living standards, as envisaged also in their Economic Modernization Vision. Notably, fiscal policy aims to reduce public debt to 80 percent of GDP by 2028 to ensure fiscal sustainability, by advancing a gradual fiscal consolidation, including limiting the central government primary deficit (excluding grants and transfers to the public utilities) to 2 percent of GDP in 2025. With further efforts to improve the finances of the public utilities and continued surpluses of the social security system, the overall general government primary deficit (excluding grants) will be reduced by 1.1 percent of GDP to 0.2 percent of GDP. The CBJ’s monetary policy will continue to be underpinned by its firm commitment to the exchange rate peg to the US dollar and to maintain low inflation, and the CBJ stands ready to undertake policy adjustments as necessary to credibly safeguard monetary and financial stability.

    “The authorities are determined to step up the pace of structural reforms to achieve stronger growth and generate more jobs, which is particularly important given that unemployment remains high, particularly among the youth and women. Reforms will focus on improving the business environment, to attract more investment, by enhancing competition and labor market flexibility, while further strengthening the social safety net. Efforts will also focus on streamlining regulation and digitalization of government services, including tax and customs administration.

    The capacity of the new sewage pumping station in Kursk will be 520 cubic meters per hour. The project also includes the installation of pressure and gravity collectors with a total length of 5.6 km.

    The total cost of the project is 219.9 million rubles, including the loan from the National Welfare Fund – 119 million rubles. It should be implemented by July 2026.

    “The program for modernizing public utilities infrastructure using preferential loans from the National Welfare Fund, implemented in the regions since 2022, is part of the Government’s socio-economic initiative “Infrastructure Menu”. Earlier, under this program, 2.8 km of sewerage networks were reconstructed in Kursk, as well as about 3 km of heat and hot water supply networks.     A modern city block will appear in the west of the capital. It will be built as part of the implementation of the first project for the integrated development of undeveloped territory (KRNT). The development of the architectural concept of the future block has already begun.     KRNT projects are implemented on land plots owned by the city, as well as those where state ownership is not delimited. In this case, the plots must be free from the rights of third parties.

    “Under the agreement with the city, the developer will reorganize an undeveloped area of 7.94 hectares on Starovolynskaya Street in the Fili-Davydkovo area. It is planned to build 150 thousand square meters of housing and the same number of public and business facilities. All the necessary infrastructure for residents will appear on the site, including an educational complex for 315 students and pupils with an area of at least nine thousand square meters,” said Maxim Gaman.

    The auction for the right to implement the first project for the integrated development of undeveloped territory was held in April. The winner was BMS Development Group.

    According to the developer, it is planned to build a modern ecopolis on the site. When choosing a site for the implementation of projects, attention is paid to their surroundings, the presence of natural areas and waterways nearby. In the sports core, the investor will place choreography classes, gyms, yoga and meditation rooms, as well as a spa complex, saunas and swimming pools. Green spaces are planned for outdoor activities.

    According to the program of integrated development of territories (IDT), multifunctional city blocks are created, where roads, comfortable housing and all necessary infrastructure are designed on the site of former industrial zones and inefficiently used areas.     Now, after the metro closure, trips for residents of 15 districts have become even more comfortable. Eco-friendly transport runs on the night route H8 from the stop “Ostafevskaya Street” to the metro station “Kitai-Gorod”, and on route No. 293 – from the stop “Ostafevskaya Street” to the station Butovo of the second Moscow Central Diameter.     Students of the State University of Management attended the main event in the field of circular economy – the Youth Day of the Russian Environmental Forum (REF).

As part of the project-based learning at GUU, the students are developing their environmental project ECOGROUP|Voskresensk, which is aimed at developing and implementing innovative technologies in the procedure for collecting and processing solid municipal waste. The project involves the creation of a network of micro-enterprises using methods of sorting, recycling and reusing solid municipal waste.

    “Participation in the forum from the Russian Environmental Operator is an excellent opportunity to meet industry representatives and understand what opportunities there are for business projects in the environmental agenda,” the students noted.

    The Russian Environmental Forum is the largest industry event that brings together the main players in the field of municipal solid waste management. The REF was first held in 2021. This fall, the forum opened its doors for the fourth time.

    The large-scale restoration of the St. Petersburg State Conservatory named after N.A. Rimsky-Korsakov under the supervision of the Single Customer in the Sphere of Construction PPC is in its final stage. This was reported by Deputy Prime Minister Marat Khusnullin.

    “The facades of the first higher musical educational institution have already been restored and presented to city residents in the same historical light beige color as when it opened at the end of the 19th century. The building of the N.A. Rimsky-Korsakov Conservatory is a cultural heritage site of federal significance. That is why the return of its historical appearance has become one of the key tasks of the reconstruction. Specialists were able to recreate as much as possible what was built more than 150 years ago. And today, the long-awaited restoration has been completed a year ahead of schedule,” said the Deputy Prime Minister.

    The engineering systems have already been fully installed at the site, interior finishing is nearing completion, and builders have already begun commissioning. Currently, more than 2,000 specialists are working in the historic building around the clock to successfully complete all construction, installation, and restoration work by the end of 2024.

    Also last year, builders installed translucent domes in the inner courtyards of the conservatory, and today new public spaces have appeared in the country’s music university. Thanks to this solution, the useful area of the building has increased by more than 600 sq. m.

    According to the general director of the Unified Customer Production and Construction Company, Karen Oganesyan, specialists restored more than 300 square meters of stucco decoration and 170 square meters of wooden balustrades on the walls and interior vault of the building.

    “Highly qualified specialists took and are taking part in this work. It was extremely important that all elements – tiles, stucco, finishing, facades, windows, doors strictly corresponded to the solutions that were initially laid down. Therefore, the most experienced builders and restorers of our country are working on this site,” noted Karen Oganesyan.

    Very soon, visitors to Russia’s first music university will be able to see the main staircase in its original light color, the recreated paintings of the House Church, the interiors of the Glazunov Small Hall, the Rubinstein Large Hall, and other rooms.

    The main objective of the reconstruction project of the Rubinstein Great Hall was to equip it with modern acoustic and theatrical technologies, as well as to recreate the interiors lost in Soviet times in the Renaissance style. By now, most of the work has already been completed: the frame of the room has been reinforced with 1 thousand tons of metal structures, and for better acoustics, the hall has changed its shape from rectangular to horseshoe-shaped. Finishing and delivery of high-tech equipment are currently being completed.

    “The result of the large-scale reconstruction of the Rimsky-Korsakov Conservatory will be the emergence of one of the largest theater venues in Russia with variable acoustics technologies, where each of the 1.1 thousand spectators at any point will be able to equally well hear the performance of music with electrical amplification or classical music. At the moment, the work has entered the final stage: the installation of 190 tons of mechanical equipment for stage and acoustics control is being completed, and 70 tons of lighting and sound equipment is being installed,” noted Alexey Borodin, General Director of AO Politekhstroy-Svargo.

    One of the main challenges for the team of restorers was the House Church. At the end of the 19th century, artists Andrei Ryabushkin and Vasily Belyaev created paintings for the conservatory church based on the paintings of churches built in the 16th–17th centuries. After the October Revolution in the 1920s, these works of art ended up under numerous layers of plaster and wallpaper as a result of church reconstructions.

    GUU and Profit Service presented a joint project for the production of small-sized drones intended for use in anti-drone systems.

    The basis for the development was a model of an unmanned aerial vehicle, previously created and patented by one of the members of the project team formed at the State University of Management.

    A joint team of the university and the company, which included GUU postgraduate student Vladimir Kutkov, performed at the in-person stage of the competitive selection of projects, organized by the National Technological Initiative Foundation, which took place at the site of the Federal Center for Unmanned Aircraft Systems in the Rudnevo Industrial Park.

    The industrial partner plans to launch production of a new type of aircraft, developed by engineers of the Engineering Project Management Center of the State University of Management together with specialists from the Profit Service company based on the presented scientific and technical background, in the first quarter of 2025.

    In addition, specialists from the Engineering Project Management Center of the State University of Management took part in a strategic session on the application of various types of radio-technical means and systems to solve problems in developing the unmanned aircraft systems industry, organized by the Department for Coordination of Educational Organizations of the Ministry of Education and Science of Russia. The event was held at MIREA.

    Representatives of the State University of Management outlined a number of promising areas based on the integrated use of diverse unmanned systems, as well as complexes that combine unmanned aircraft with ground robots and other technical means and systems.

    The outcome of the meeting was a list of areas in which various universities are ready and have the opportunity to develop new technologies of radio engineering, communication and navigation equipment for unmanned aviation.

    MFIs will have to eliminate practices that lead to citizens becoming over-indebted

    Director of the Central Bank Department Ilya Kochetkov talks about how people are drawn into a chain of endless borrowing and what measures the regulator will use to combat this.

    About 20% of loans issued by microfinance organizations are spent by so-called dependent clients of organizations on sports betting, online casinos, etc. — this estimate was given in an interview with Izvestia by the head of the non-bank lending department of the Central Bank, Ilya Kochetkov. He also reported that a third of expensive loans — with an overpayment of 100% or more — can be classified as usurious, when organizations bypass regulations and drag people into a debt hole. In order to stop this vicious practice, the Central Bank proposes to introduce a number of measures, in particular, the mechanism of “one loan in one hand.” However, as Ilya Kochetkov stated, this restriction will only apply to expensive loans. It is also planned to establish a three-day “cooling-off period” after the repayment of obligations to microfinance organizations.

    “First of all, measures will be taken to protect citizens”

    — In August, the Central Bank published a report for public discussion describing what was effectively a reform of the microfinance market. The changes proposed by the regulator are indeed serious, which is why they caused a strong reaction from the market. How is the discussion going with industry participants?

    — The main goal of the changes proposed in the report is to create conditions for the development of companies that provide loans to businesses, but at the same time it is necessary to eliminate practices that lead to an increase in the indebtedness of citizens on consumer loans.

    Indeed, the market has responded actively to our proposals. We have received feedback from self-regulatory organizations (SROs) and most of the largest industry participants. Several stages of discussion have already taken place. In early September, we held a meeting with representatives of microfinance organizations, SROs, infrastructure and public organizations, and the scientific and expert community. Last week, the proposals described in the report were conceptually supported at a meeting of the Financial Market Committee in the State Duma. And on October 14, we plan to discuss the feedback received with market representatives.

    — Did any of the proposals from market representatives interest the Central Bank and will they be taken into account when preparing amendments to the legislation?

    — Speaking about preliminary results, among the comments received there are proposals that we are ready to listen to. For example, the market suggests reducing the period for providing information to credit history bureaus. Currently, it is two days. We support this initiative. This will allow companies to track the receipt and repayment of loans in real time.

    Also, a number of MFIs pointed out excessively strict requirements for capital and investment attraction. We are ready to take these proposals into account and adjust individual prudential requirements (aimed at avoiding risks and ensuring stability. — Izvestia) taking into account the opinions of companies.

    — As I understood from the discussion of your proposals in the State Duma, the deputies are extremely determined and are ready to prepare and adopt a bill in the near future, almost in the autumn session. Will this be a separate law or will amendments be made to existing ones? When can we expect the bill to be adopted?

    — Changing the configuration of the MFI market will require a comprehensive revision of legislation and regulations. They will be introduced into the law on microfinance activities and microfinance organizations, the law on consumer credit (loan), the law on the Bank of Russia and about 20 more laws. It is assumed that this will take place in several stages over three years.

    First of all, measures aimed at protecting citizens will be implemented: the introduction of the “one loan per hand until repayment” rule, the establishment of a “cooling-off period” and a reduction in the maximum overpayment on consumer loans.

    “The ban will only apply to the most expensive loans”

    — Has the Central Bank already decided how the “one loan per person” rule will work? Will the restriction apply to all MFIs and will liabilities in banks, many of which now offer the “money until payday” product, be taken into account?

    — It is planned that the ban will apply only to the most expensive MFI loans, for which the total cost of credit (TCC) exceeds 100% per annum. A person will not be able to have two such obligations. The purpose of this measure is to protect citizens from excessive indebtedness. If a person already has one such loan, then until it is repaid, no MFI will have the right to issue him a second expensive loan. At the same time, if a person has a bank loan or a loan with TCC up to 100%, the ban will not apply.

    In addition, it is planned to establish a “cooling-off period” between receiving loans. This is done so that the borrower has the opportunity to take a more thoughtful and balanced approach to their obligations, and companies cannot issue new loans to pay off current debts.

    — What kind of “cooling off period” will this be?

    — We plan for it to be three days.

    — Recently, in a review of retail lending trends, the Central Bank indicated that many borrowers have both a bank loan and a loan from an MFI. The regulator has consistently tightened macroprudential measures for borrowers with a high debt burden, who, having been refused by a bank, went to refinance in an MFI, where money is more expensive. Doesn’t it make sense to also take into account obligations to banks when imposing restrictions?

    — Requirements for calculating the debt burden ratio (DBR) and macroprudential limits (MPL) for issuing loans to the most indebted borrowers are established not only for banks, but also for microfinance organizations. Yes, the limits were initially different — they were more lenient for microfinance organizations. But since the fourth quarter of this year, the same MPL values for loans with a high DBR have been in effect for microfinance organizations. This allows us to avoid regulatory arbitrage and limit the growth of indebtedness.

    When calculating the borrower’s DTI, MFIs are required to include in his monthly expenses all payments on existing loans and credits. If the DTI is more than 50%, MFIs will be able to issue such a person a loan only within the limits established by the MPL.

    — You recently said that restrictions on the maximum daily interest rate for microfinance organizations may be introduced. To what extent?

    — For several years, we have been systematically working to reduce the cost of loans for individuals. During this time, the APR has been reduced from more than 1000% to 292% per annum, and the maximum overpayment has been reduced from four times the loan amount to 130%. But even now, MFI loans remain quite expensive for individuals, since most of them are issued at the maximum possible rate. We see potential for further reduction of the daily interest rate; specific values are currently being worked out. We are also considering various options for prudential regulation to encourage MFIs to differentiate rates and provide more favorable conditions for quality clients.

    According to our estimates, a more effective measure to reduce debt load could be to limit the maximum amount of borrower overpayment. Currently, it is 130% of the loan amount. As an operational measure to reduce the cost of loans for citizens, we propose reducing the borrower overpayment to 100% of the amount. That is, conditionally: if you took a loan from an MFO for 1,000 rubles, then taking into account all interest, penalties, etc., you will still return no more than 2,000 rubles.

    — SRO “Mir” proposes to review the criteria for “loans until payday”, reducing them to 15 thousand rubles and shortening the term of issue, and only then introduce a limit on them. Do you agree with this proposal?

    — Indeed, the criteria for a payday loan — up to 30 thousand rubles and up to 30 days — are outdated. MFIs artificially extend loan terms or increase their amounts in order to circumvent regulatory restrictions. That is why a comprehensive review of consumer loan regulation is required, and restrictions should be introduced based not on formal criteria, but on the cost of the product. Therefore, we propose introducing stricter regulation for loans with an APR greater than 100%.

    “Companies that do not accept the new rules of the game will have to leave the market”

    — The head of the Central Bank Elvira Nabiullina has repeatedly said that usurious microfinance organizations should leave the market. What kind of organizations are these and what is their share?

    — In a number of cases, consumer loans from microfinance organizations remain quite burdensome for citizens. High-quality, conscientious borrowers receive money on the same terms as less reliable clients. Although, based on the risks, the conditions for the former should be more favorable. The current model creates an excessive burden on solvent citizens and does not encourage companies to more carefully select borrowers.

    Moreover, there is a practice of hidden loan refinancing on the market. Instead of stopping the accrual of interest when the overpayment reaches 130%, MFIs issue a new loan to a person and include previously accrued interest in its body. So-called loan chains are formed. As a result, the MFI client’s debt grows like a snowball.

    According to our estimates, about a third of all expensive consumer loans issued by MFIs are part of such “chains” that lead to an increase in the indebtedness of citizens. The introduction of a limit on one loan per person and a cooling-off period is aimed at curbing such practices. Companies that do not accept the new rules of the game will have to leave the market.

    — In your report, you indicated that many people have developed an “addiction to microfinance organization loans”; they borrow money to bet on sports or in online casinos. Are there any estimates of how much is borrowed for these purposes?

    — Based on the analysis of actual spending on bank cards of several million MFI clients, we conclude that up to 20% of the amount of issued loans is spent on these purposes. At the same time, for some companies, the share of such loans may significantly exceed the average value, and individual clients spend all the funds they borrowed from the MFI on these purposes.

    — Won’t it turn out that by squeezing unscrupulous players out of the market, you will simultaneously push MFIs and their clients into the “gray” and even “black” zone?

    — This question is asked every time there is a plan to strengthen regulation in the MFI sector. We expect that the market will hear our arguments and respond to them by changing approaches and eliminating negative practices. We expect that this will be a change in the essence of business models, product lines, approaches to assessing the quality of borrowers, and not a search for various options to bypass regulation. This is important both for the image of the market and for its future, given the constantly emerging initiatives to ban MFIs.

    As for “going into the shadows”, it is very important that citizens understand all the risks of turning to “black” creditors. Such companies operate outside the legal field and do not comply with the requirements established by law. Citizens are threatened with high rates, incorrect collection methods and other risks.

    The Bank of Russia is working to combat the activities of illegal lenders. Last year, almost 2,000 illegal lenders were identified, and in the first nine months of this year, more than 1,300. We publish information about them on our website, where there is a special section. This helps promptly warn citizens about the risks.

    We work closely with law enforcement agencies — we pass on all the data on the identified illegals. The organizers are brought to administrative responsibility. There are facts of initiating criminal cases. Together with the Prosecutor General’s Office and Roskomnadzor, we block the websites of illegal companies. Now this happens very quickly — within a few days.

    — Since you yourself mentioned the ban on microfinance organizations… A corresponding bill has been introduced for many years, but as far as I understand, it has not been seriously considered. Why can’t the idea of closing the microfinance organization market be realized?

    — We understand that MFIs are often associated with something dubious and semi-criminal. This image is largely formed by illegal lenders operating outside the legal field, as well as high rates and negative practices on the market, which I have already mentioned. But let’s look at the market as a whole. MFIs are an important part of the country’s financial market; they allow people to quickly and easily get money for a short period. It is also important to note that the MFI market is not only expensive loans, but also money for business, POS lending for large purchases. The rates on them are comparable to those of banks.

    We proposed a concept for changing this market to eliminate negative aspects, make it more transparent and regulated. MFIs will have to adapt to new restrictions, eliminate practices that lead to citizens becoming over-indebted.
