    Construction of a transport interchange at the intersection of the Central Ring Road and Dmitrovskoe Highway

    In the Moscow Region, construction is underway on a transport interchange at the intersection of the Central Ring Road and Dmitrovskoye Highway. At the site, they have begun to install the foundations of three overpasses of the future road structure complex, Deputy Prime Minister Marat Khusnullin reported.

    “When developing the road framework, it is important to link the highways together so that drivers can comfortably build the necessary routes. In addition, a single connection and a sufficient number of interchanges help to free up the most congested areas and save travel time. One of such interchanges is being built near the intersection of the third launch complex of the Central Ring Road and Dmitrovskoye Highway in the Moscow Region. It will improve the accessibility of nearby areas, will increase the capacity of the A-107 Moscow Small Ring Road by redistributing vehicle flows from this highway to the Central Ring Road. The new road facility will also eliminate the intersection of traffic flows at one level and improve traffic safety. Specialists have begun to build the foundations of three overpasses of the future interchange, are rebuilding utility lines, and are working on installing culverts and a roadbed,” said Marat Khusnullin.

    The Deputy Prime Minister added that the new infrastructure facility will meet all modern requirements, including being equipped with an automated traffic control system.

    On one of the overpasses, 66 m long, all the piles have already been driven in, and workers have begun to install grillages. For the second overpass, 166 m long, 70% of the piles have been driven in, and for the third, 72 m long, 60%.

    According to the Chairman of the Board of the state company Avtodor, Vyacheslav Petushenko, the construction of the transport interchange is divided into two stages.

    “The first stage is currently being implemented. It includes the construction of four exits with a total length of about 2.7 km with the construction of three overpasses, as well as the reconstruction of a section of the federal highway A-107 “Moscow Small Ring” with a length of about 2.3 km,” noted Vyacheslav Petushenko.

    Currently, there are about 150 people and about 60 units of special equipment and dump trucks involved in the project. The commissioning of the transport interchange is planned for 2026.

    In order to increase the ability of credit institutions to manage their own liquidity and maintain conditions for the formation of overnight money market rates close to the key rate, the Bank of Russia will hold a fine-tuning repo auction on March 27, 2025, with the first part of the transactions executed on the day of the auction and the second part on March 31, 2025.

    Deputy Prime Minister Dmitry Patrushev held a meeting with mineral fertilizer producers. It was attended by heads of leading industry companies and relevant departments.

    “The current indicators of the mineral fertilizer market allow us to say with confidence that the industry formed in Russia is one of the strongest in the world. In terms of mineral fertilizer production volumes, we occupy the second line of the global rating. Indeed, we have recorded annual growth. In 2024, production exceeded 63 million tons. This is 7% higher than the year before. And the forecast calculations for 2025 again include a systematic increase in indicators. Thus, we can fully meet our own needs, and this applies to both volumes and the range of products. Saturation of our market is our key task, since the availability of fertilizers directly affects the implementation of strategic plans for agriculture,” said Dmitry Patrushev.

    The Deputy Prime Minister recalled that in order to implement the decree of the President of Russia, according to which the agricultural industry should increase production by 25% by 2030, it is important to ensure stability in the domestic fertilizer market. Therefore, special regulatory measures have been in place for several years now.

    “Impressive volumes of fertilizer production allow Russia to increase export deliveries year after year. We have the status of one of the largest exporters. And this is our contribution to global food security. However, given the enormous opportunities, we need to develop further in a balanced manner, taking into account the needs of the state and the interests of business,” the Deputy Prime Minister said.

    Dmitry Patrushev noted that currently about 60 major investment projects are being implemented in the fertilizer industry and according to plans, more than 70 million tons of mineral fertilizers can be produced in Russia by 2027, and up to 80 million tons by 2030.

    Following the meeting, the participants outlined further steps for the development of the industry, which will allow taking into account the interests of the state and business.

  • MIL-OSI USA: ICE, law enforcement partners arrest 370 alien offenders during enhanced operation in Massachusetts

    BOSTON — U.S. Immigration and Customs Enforcement and federal law enforcement partners apprehended 370 illegal aliens in Massachusetts during an enhanced targeted enforcement operation focusing on transnational organized crime, gangs, and egregious illegal alien offenders March 18-23.

    “The Commonwealth is a safer place for our residents to live and work because ICE and our federal law enforcement partners arrested hundreds of alien offenders and removed them from the streets of Massachusetts,” said ICE Enforcement and Removal Operations Boston acting Field Office Director Patricia H. Hyde. “Throughout this enhanced enforcement operation, we targeted the most dangerous alien offenders in some of the most crime-infested neighborhoods in and around Boston. Our efforts resulted in 370 arrests throughout the commonwealth. ICE and our federal law enforcement partners are committed to protecting the homeland through the eradication of transnational criminal organizations, dismantling dangerous criminal gangs preying on the American public, locating and arresting criminal alien offenders, and making our communities a safer place to live.”

    During the six-day enhanced operation, ICE and federal law enforcement partners targeted egregious criminal alien offenders including transnational criminal organizations known to operate in and around Boston and throughout Massachusetts. These organizations include the notorious MS-13, Tren de Aragua, Trinitarios, and 18th Street gangs.

    “This week’s enhanced enforcement operations with our partners from the FBI, DEA, ATF, DSS and CBP prove that we are taking a whole of government approach to protecting our communities from foreign nationals involved in transnational gangs, drug traffickers, child predators, violent criminals and dangerous individuals living in New England,” said ICE Homeland Security Investigations New England Special Agent in Charge Michael J. Krol. “ICE will use every resource and authority we have to prioritize the safety and security of our communities.”

    “Everyone should agree that we cannot and will not tolerate individuals who not only violate our immigration laws but then commit crimes that endanger our communities. Those who enter and remain in this country unlawfully are breaking the law,” said U.S. Attorney for the District of Massachusetts Leah B. Foley. “My office remains committed to working alongside our law enforcement partners to ensure that dangerous individuals are identified, prosecuted, and removed, so that the people of Massachusetts can live and work in safe and secure communities.”

    205 of those arrested had significant criminal convictions or charges. Six were foreign fugitives currently facing charges or convictions for murder, drug trafficking, organized crime, and money laundering

    “Safeguarding the integrity of the immigration and citizenship process is critical. We simply can’t permit violent and dangerous criminals to enter or remain in the United States under false pretenses, with unknown allegiances and intentions. It’s a direct threat to public safety and our national security,” said Special Agent in Charge of the FBI Boston Division Jodi Cohen. “There’s no question our communities are safer today because of this enhanced, targeted operation. FBI Boston, like all our federal partners, will continue to support ICE with these efforts.”

    Law enforcement officials seized approximately 44 kilograms of methamphetamines, 5 kilograms of fentanyl, 1.2 kilograms of cocaine, three firearms and ammunition from illegal alien offenders during the operation.

    “DEA is proud to have worked with our federal partners in this successful enforcement effort using all of the resources of the federal government to remove violent criminal aliens from our communities, said DEA New England Field Division acting Special Agent in Charge Stephen Belleau. “DEA has prioritized investigations on those involving violent, illegal criminal aliens responsible for flooding our communities with deadly and dangerous drugs. DEA’s core mission is to keep the American public safe by seizing deadly and dangerous drugs before they get into our communities, and to bring justice to the criminals responsible for manufacturing, distributing, and supplying these drugs.”

    ICE and their federal law enforcement partners made many of the apprehensions after local jurisdictions refused to honor immigration detainer requests to turn over the offenders and instead chose to release aliens from custody, forcing officers and agents to make at-large arrests in Massachusetts communities.

    “The successful outcome of this immigration enforcement operation demonstrates the dedication and collaboration of our law enforcement partners,” said Special Agent in Charge of the ATF Boston Field Division James M. Ferguson. “By targeting individuals who pose a threat to public safety, we are reinforcing our commitment to protecting our communities and upholding the integrity of our nation’s immigration laws.”

    “The Diplomatic Security Service is fully committed to supporting the Administration’s priority to reduce illegal immigration and root out those who endeavor to exploit the U.S. travel system,” said Diplomatic Security Service Boston Field Office Special Agent in Charge Matthew O’Brien. “This enhanced operation definitively made our communities safer. DSS proudly coordinates with our U.S. and international law enforcement partners to conduct passport, visa fraud, and human trafficking investigations and assist in apprehending fugitives to protect the integrity of U.S. borders and prevent illegal immigration.”

    Among those arrested during the enhanced targeted operation include:

    • A Dominican alien who illegally re-entered the U.S. after removal charged with multiple drug distribution crimes, arrested in Boston.
    • A Dominican alien who illegally re-entered the U.S. after removal charged with trafficking fentanyl, arrested in Boston.
    • A Chilean alien convicted of 4 counts of indecent assault and battery on a child under 14 years old, arrested in Marlborough.
    • A Brazilian alien charged with manslaughter, homicide by a motor vehicle, homicide while under the influence of liquor, breaking and entering in the nighttime with intent to commit a crime, and larceny, arrested in Worcester.
    • A Honduran alien who illegally re-entered the U.S. after removal convicted of rape of a child, assault and battery of a person over 14 and failure to register as a sex offender, arrested in Salem.
    • A Brazilian alien wanted for murder and convicted for firearms trafficking in his native country, arrested in Milford.
    • A Brazilian alien wanted for homicide in in his home country, arrested in Lowell.
    • A Russian alien charged with unlawful possession of ammunition and wanted in his native country for armed robbery and membership in a criminal organization, arrested in Medford.
    • A Dominican alien wanted for homicide in his native country, arrested in Dorchester.
    • A Brazilian alien wanted in his native county for failure to serve a sentence after his convictions for homicide and illegal possession of a firearm arrested in Marlborough.
    • A Salvadoran alien previously deported from the U.S. and documented 18th Street gang member convicted of assault and battery and sentenced to two and a half years committed arrested in Wakefield.
    • A Guatemalan alien charged with rape and convicted of enticing a minor under the age of 16, released by the New Bedford District Court without the ICE detainer being honored, arrested in New Bedford.
    • A Jamaican alien previously deported from the U.S. convicted of possession with intent to distribute cocaine, armed robbery, possession of a firearm, and assault arrested in Pittsfield.
    • A Brazilian alien wanted for in his native country for drug trafficking, money laundering, membership in a criminal organization arrested in West Yarmouth.

    The energy system is a cornerstone of the United States (US) economy and competitiveness. The country’s energy mix in 2022 was well-diversified, consisting of two thirds natural gas and oil, with the rest almost equal proportions of coal, nuclear and renewables. By using its vast reserves in fossil fuels and applying new extraction technologies, the US has managed to increase its fossil fuel production significantly over the past 10 years and, since 2019, it has become a net energy exporter for the first time in decades. US fossil fuel exports have increased further since Russia’s full-scale invasion of Ukraine, at a time when the EU has looked to close the gap created by its ending imports from Russia. The US is also the world’s largest producer of nuclear power, accounting for about 30 % of worldwide generation of nuclear electricity. During the Biden administration, the EU and the US were close allies and shared values on energy and the importance of energy transition. In this context, they cooperated through several channels and forums. At the same time, however, their initiatives (the Inflation Reduction Act in the US, the European Green Deal in the EU) showed that, while the goal (decarbonisation and generation of energy from renewable sources) remained the same, the visions and means to achieve them differed between the US and the EU. This created the conditions for both cooperation and rivalry. Since then, the new Trump administration has shown that it intends to conduct a more aggressive, fossil fuel-based energy policy. This could reduce cooperation and create tensions in energy relations between the partners, as was the case during President Trump’s previous term.

    The six countries that make up the region known as the Western Balkans differ in terms of size, population, economy, energy mix and energy import dependency. At the same time, they share common elements because of their geographical proximity, and – in some cases – common policies adopted in the past. An example is their ageing infrastructure dating back to the 1970s, which was damaged during the conflicts in former Yugoslavia. Another common element (except for Albania) is their reliance on solid fossil fuels (mainly coal), and their dependency on imports of fossil fuels. The EU is the leading trade partner for the countries of the Western Balkans and an important investor in the region. In addition, it is the largest provider of financial assistance to the region, supporting the six countries’ development and reforms, as well as its transition towards sustainable energy, with financial and technical assistance. The EU provides assistance through the Instrument for Pre-accession Assistance, the Western Balkans Investment Framework and the European Investment Bank. While the EU has an important role in the region, Russia and China are major players, too. Russia has been active for decades in the Western Balkans, while China has started engaging more recently. Their strategy also differs, with Russia more focused on exporting its fossil fuels to the region, and China investing through its Belt and Road Initiative. Nonetheless, such involvement creates dependencies, which could hamper these countries’ integration into the EU – from both a political and an energy/economic perspective – as well as the functioning of the EU itself. In this context, experts have noted what steps the EU and the countries in the region could take to lessen these dependencies, while enhancing the Western Balkan countries’ energy security and helping them take the necessary steps towards the green transition.

  • MIL-OSI Europe: Briefing – EU and Ukraine: Potential for stronger energy cooperation on the path to integration – 24-03-2025

    Ukraine is the second largest country on the European continent after Russia. Its oil, coal and gas reserves, as well as its geostrategic position, ensured its important role in energy trade, both during the Soviet Union and after its collapse. However, Russia’s initial invasion of Ukraine (since 2014), followed by a full-scale war of aggression against the country, have had severe human and economic impacts. In the energy area, for example, Russia’s strategy has been to weaponise (e.g. the occupation of Zaporizhzhia nuclear power station) or destroy (hydro and coal-fired power plants, as well as electricity grid substations) energy infrastructure. As a result, Ukraine’s electricity generation capacity has been severely limited. Moreover, its choice to be less dependent on Russian energy, and to apply for EU membership, means that, within a short time frame, it must rebuild its energy grid and orient it towards a future with less fossil fuels; all this while being in a war. Energy relations between the EU and Ukraine are multifaceted (e.g. the Energy Community; the memorandum of understanding on energy in 2005, updated in 2016; the association agreement signed in 2014). In future, they are due to be reframed under the institutional arrangements for the enlargement talks (after Ukraine was granted EU candidate status in 2022). Since the Russian invasion in 2022, to help Ukraine cope with the multiple challenges its energy grid has been facing, the EU has used several mechanisms and initiatives, such as successfully synchronising the Ukrainian grid with the Continental European Synchronous Area; the EU civil protection mechanism; the Ukraine Facility; the Ukraine Energy Support Fund; and the European Investment Bank. The outcome of the war is uncertain, and some see recent statements by the new United States administration as a significant setback for Ukraine. Others focus instead on the possibilities for further collaboration between Ukraine and the EU. They bring as examples the country’s vast gas reserves and infrastructure both to transport and to store natural gas, nuclear power or green hydrogen, provided that the country engages in the development of relevant infrastructure.

    205 of those arrested had significant criminal convictions or charges. Six were foreign fugitives currently facing charges or convictions for murder, drug trafficking, organized crime, and money laundering

    “Safeguarding the integrity of the immigration and citizenship process is critical. We simply can’t permit violent and dangerous criminals to enter or remain in the United States under false pretenses, with unknown allegiances and intentions. It’s a direct threat to public safety and our national security,” said Special Agent in Charge of the FBI Boston Division Jodi Cohen. “There’s no question our communities are safer today because of this enhanced, targeted operation. FBI Boston, like all our federal partners, will continue to support ICE with these efforts.”

    Law enforcement officials seized approximately 44 kilograms of methamphetamines, 5 kilograms of fentanyl, 1.2 kilograms of cocaine, three firearms and ammunition from illegal alien offenders during the operation.

    “DEA is proud to have worked with our federal partners in this successful enforcement effort using all of the resources of the federal government to remove violent criminal aliens from our communities, said DEA New England Field Division acting Special Agent in Charge Stephen Belleau. “DEA has prioritized investigations on those involving violent, illegal criminal aliens responsible for flooding our communities with deadly and dangerous drugs.     ICE and their federal law enforcement partners made many of the apprehensions after local jurisdictions refused to honor immigration detainer requests to turn over the offenders and instead chose to release aliens from custody, forcing officers and agents to make at-large arrests in Massachusetts communities.

    “The successful outcome of this immigration enforcement operation demonstrates the dedication and collaboration of our law enforcement partners,” said Special Agent in Charge of the ATF Boston Field Division James M. Ferguson. “By targeting individuals who pose a threat to public safety, we are reinforcing our commitment to protecting our communities and upholding the integrity of our nation’s immigration laws.”

    “The Diplomatic Security Service is fully committed to supporting the Administration’s priority to reduce illegal immigration and root out those who endeavor to exploit the U.S. travel system,” said Diplomatic Security Service Boston Field Office Special Agent in Charge Matthew O’Brien. “This enhanced operation definitively made our communities safer. DSS proudly coordinates with our U.S. and international law enforcement partners to conduct passport, visa fraud, and human trafficking investigations and assist in apprehending fugitives to protect the integrity of U.S. borders and prevent illegal immigration.”

    Among those arrested during the enhanced targeted operation include:

    • A Dominican alien who illegally re-entered the U.S. after removal charged with multiple drug distribution crimes, arrested in Boston.
    • A Dominican alien who illegally re-entered the U.S. after removal charged with trafficking fentanyl, arrested in Boston.
    • A Chilean alien convicted of 4 counts of indecent assault and battery on a child under 14 years old, arrested in Marlborough.
    • A Brazilian alien charged with manslaughter, homicide by a motor vehicle, homicide while under the influence of liquor, breaking and entering in the nighttime with intent to commit a crime, and larceny, arrested in Worcester.
    • A Honduran alien who illegally re-entered the U.S. after removal convicted of rape of a child, assault and battery of a person over 14 and failure to register as a sex offender, arrested in Salem.
    • A Brazilian alien wanted for murder and convicted for firearms trafficking in his native country, arrested in Milford.
    • A Brazilian alien wanted for homicide in in his home country, arrested in Lowell.
    • A Russian alien charged with unlawful possession of ammunition and wanted in his native country for armed robbery and membership in a criminal organization, arrested in Medford.
    • A Dominican alien wanted for homicide in his native country, arrested in Dorchester.
    • A Brazilian alien wanted in his native county for failure to serve a sentence after his convictions for homicide and illegal possession of a firearm arrested in Marlborough.
    • A Salvadoran alien previously deported from the U.S. and documented 18th Street gang member convicted of assault and battery and sentenced to two and a half years committed arrested in Wakefield.
    • A Guatemalan alien charged with rape and convicted of enticing a minor under the age of 16, released by the New Bedford District Court without the ICE detainer being honored, arrested in New Bedford.
    • A Jamaican alien previously deported from the U.S. convicted of possession with intent to distribute cocaine, armed robbery, possession of a firearm, and assault arrested in Pittsfield.
    • A Brazilian alien wanted for in his native country for drug trafficking, money laundering, membership in a criminal organization arrested in West Yarmouth.

    Partner law enforcement participating in the operation were the Boston offices of the FBI, DEA, U.S. Customs and Border Protection, ATF, U.S. Marshals Service and DSS, as well as the U.S. Attorney’s Office for the District of Massachusetts.

    US President Donald Trump’s pivot toward Russia amid its war in Ukraine has collided with the stance of Italian Prime Minister Giorgia Meloni’s government, which has always shown unwavering support for Kyiv as well as loyalty to Washington. When Trump came to power, Meloni wanted to appear connected to his administration, hoping to play the role of a bridge with Europe while France and Germany were in unfavourable political cycles. Trump’s pivot led to a revival of France’s role in Europe, while Germany emerged from its electoral period with its likely next chancellor, Friedrich Merz, calling for European defence’s “independence from the USA”.

    Meloni’s position is not only weakening within the European context, where France, Germany and the UK play leading roles, but also in Italian politics, as US policy has created rifts within the three-part governing coalition. Meloni’s party, Fratelli d’Italia, supports Ukraine and Europe, as does Forza Italia. But the leader of Lega, Matteo Salvini, has come to embody Trumpism in Italy, taking an openly pro-Russian position and opposing European rearmament. If a break with Lega were to occur, it could call into question the viability of the government, as it would no longer hold an absolute majority in parliament.

    Anti-French rhetoric

    For her part, Meloni always tends to push back against any “European-only” defence solution proposed by France. This position is a way for Italy to avoid facing the fact that NATO has weakened. It also reactivates an anti-French rhetoric that is a classic refrain among Italian nationalists. Salvini has recently accused French President Emmanuel Macron of being “crazy” and calling for Europe to prepare for nuclear war.

    However, Macron has not made any significant missteps toward Italy. Since the first informal emergency meeting in Paris after Trump’s policy shift toward Ukraine (a gathering that included the UK, Germany, Italy, Denmark, the Netherlands, Spain and Poland), the Italian government has always been involved. Moreover, Macron’s policy convergence with UK Prime Minister Keir Starmer has dulled criticisms, because Rome is traditionally close to London.

    Both Meloni’s government and the opposition have put forward complicated if not unrealistic proposals for the war in Ukraine, such as a UN peacekeeping mission after a ceasefire, and repeatedly reaffirmed their commitment to NATO. In terms of public opinion, a poll published in mid-February – two weeks before Trump scolded Ukrainian President Volodymyr Zelensky during a White House visit – found that 69 percent of Italians “are favourable toward a common European army”.

    There is also a growing debate in Italy on nuclear deterrence. This issue had been taboo until now, with Italy benefitting from an arrangement in which US nuclear bombs are stored in bases on Italian soil. While Germany and Poland have expressed interest in an expansion of the French nuclear umbrella, Italian media and policymakers are also beginning to discuss it. The discussion may reflect doubts about US reliability within NATO, including Washington’s commitment to the alliance treaty’s Article 5, which holds that “an armed attack” on one member “shall be considered an attack against them all”.

    Defence ties to Europe

    There are also significant signals coming from Italian industry. While, in recent months, the Italian government appeared to want to use the telecommunications services of Starlink, the satellite network created by Elon Musk, for its defence needs, a contract no longer seems to be on the agenda. Musk’s fluctuating stance about the Starlink service provided to Kyiv, as well as the US decision that temporarily cut aid to Ukraine, introduced questions about reliability. This explains how, in just a few weeks, the French company Eutelsat, which owns the OneWeb constellation, has seen a resurgence of interest, as many countries assess its services as alternatives to Starlink. Following this turmoil, the Italian company Leonardo recently announced that it is planning to launch a constellation of 18 telecommunications satellites for defence purposes.

    These developments also tie into Italy’s industrial position in aerospace and defence, because Leonardo and Fincantieri, another large, publicly owned company, do not limit their markets to the Italian armed forces. As part of a European strategy, Leonardo concluded an agreement with the German company Rheinmetall in 2024 to jointly produce battle tanks, and recently announced an agreement with the Turkish company Baykar to produce drones. Leonardo is part-owner, along with French defence company Thales, of Telespazio and of Thales Alenia Space, and is also in discussions with Airbus to form a European satellite production group. In the missile sector, Leonardo’s participation in European joint venture MBDA allowed Italy and France to produce the SAMP/T anti-missile system, which could lead to further developments for the European missile-defence network. In shipbuilding, Fincantieri has expressed interest in merging its activities with the German group Thyssen Krupp Marine Systems. And in aircraft, Italy is participating in the Global Air Combat Programme, which includes the UK and Japan in the production of fighter jets. These examples show that Italian aerospace and defence development is intrinsically linked to European collaborations and export markets.

    Both in terms of industrial interests and politics, Italy is firmly anchored in the European camp. The positive stance that the Meloni government took toward Washington does not mean Rome is considering an alternative to EU affiliation. Italy is also facing continuous cyberattacks from Russian groups, which feeds a clear threat perception. The prime minister has stressed her differences with France and the UK during the recent European security summits, but while Italy may be reluctant to deploy peacekeeping troops in Ukraine, it cannot distance itself too much from the future defence architecture of Europe.

    From March 24 to 28, the 15th St. Petersburg International Educational Forum (SPIEF) is taking place in St. Petersburg — one of the leading professional events in the Russian education sector.     At the seminar “A New Generation of Engineers: Who and How Prepares Personnel?” Acting Director of the Center for Work with Educational Organizations Georgy Shkolnik presented advanced approaches and methods of working with educational institutions that have been successfully applied at the university. Particular attention was paid to additional education programs that allow students to delve deeper into their chosen field of activity even before entering the university.

    Senior teacher of additional education of the Higher Engineering School Maria Sinitsyna spoke at the seminar “Support for pre-professional self-determination of primary school students in the field of engineering professions and professions in the natural sciences.” She shared the successful experience of the Academy, aimed at developing the interest of schoolchildren in information technology and engineering. The programs allow children to gradually deepen their knowledge in the field of programming, robotics and other engineering disciplines, which helps them prepare for admission to in-demand IT and technical areas at the university.

    As part of the SPbGASU Career Day, a round table “Employers and Universities. Trends and Prospects” was held on March 20. Its participants discussed what is needed to train specialists who best meet modern industry requirements.

    Opening the meeting, Vice-Rector for Youth Policy Marina Malyutina said that holding a round table has become a tradition: it is important for the university to receive feedback from partners.

    A Proven Partnership

    Marina Viktorovna presented a letter of thanks to Nanosoft LLC and personally to the director of programs for the development of interaction with educational organizations “Nanosoft Development” Oleg Egorychev. “We express our deep gratitude for your active participation in organizing the “Career Day of SPbGASU” and training personnel for the construction industry. The company provides its software free of charge to universities, colleges and comprehensive schools; systematically and massively conducts training of the faculty of universities, teachers and mentors of colleges, teachers of comprehensive schools in the use of software. “Because the entry point to any educational process is not licenses at all. These are the teachers, teachers, mentors who lead this educational process,” he noted.

    Mutual benefit

    Marina Malyutina spoke in detail about the cooperation of SPbGASU with partners. The university practices traditional, well-proven forms of interaction: open lectures, seminars, master classes of specialists, excursions to enterprises, career days and job fairs. This also includes the work of company specialists as external part-time workers and members of the State Examination Commission, industrial practice, providing topics for course projects and final qualification works, access to knowledge bases.

    At the same time, innovative methods are being introduced: case championships, competitions with expert consultations. The most famous of them is the student TIM championship.

    Later, the university began to extend this format to secondary vocational education institutions, colleges, and schools, motivating students to enroll in SPbGASU by selecting a target applicant.

    Another new form introduced last year is mini-courses from partners. The university sees a certain gap between the competencies of graduates and those competencies that are in demand on the labor market. In order to reduce this gap, the university offers partners to conduct small special courses from specialists of companies that “grow” students. The courses are voluntary, the topic is a product approach, project activities.

    Marina Malyutina expressed confidence that technological sovereignty is achieved in various ways, including by cultivating innovative entrepreneurial thinking in young people. Since last year, the university has joined the Startup as a Diploma program and has become a participant in the TechnoPiter accelerator. Third place in this program was taken by a student of SPbGASU, who received 200 thousand rubles as a reward.

    SPbGASU expects mentors and experts from companies in the context of developing technological entrepreneurship. In addition, the university invites companies to place their symbols, information stands, and videos on how a future specialist can realize themselves in the university buildings.

    Targeted training

    The Vice-Rector for Youth Policy also focused on targeted training. The audience learned that targeted training comes in two forms: by quota – only for companies with state participation, and not by quota – for any companies, including individual entrepreneurs.

    Under the quota, the contract is concluded at the admission stage. There is a separate competition for such applicants. The training is conducted at the expense of the state budget. After admission, the company pays the students a stipend. But there are risks and difficulties here: the company cannot choose a specific student. In the event of the student being expelled or the employer refusing to employ him, the party that has not fulfilled its obligations pays a fine in the amount of the cost of training.

    A contract for non-quota training can be concluded at any stage of training. There are various options for paying for training – at the expense of the student, the company, at the expense of the state budget, if the contract is concluded with a student studying on a budget place. The positive effect for the company is that it is possible to choose a specific student: look at his academic performance, the topic of term papers and understand how suitable he is. The university is ready to help in this choice. There are fewer risks in this case: the student is already profiled, motivated, he is a target by definition, the probability of his expulsion is small. The company can provide him with support measures. Fines are paid in the same cases as with targeted training under a quota.

    At SPbGASU, quota-based targeted training is coordinated by the admissions committee, while non-quota-based training is coordinated by the student entrepreneurship and career center.

    Project-based learning

    First Vice-Rector Svetlana Golovina emphasized: SPbGASU is for practical orientation, but this entails some difficulties. Students start working from the third year and miss classes. The university makes every effort to ensure that they receive knowledge, including through the Moodle e-learning and testing system, where lectures and assignment texts are available at any time.

    Svetlana Gennadyevna reported on the development of curricula for project-based learning. Project-based learning is an approach in which students learn through independent planning and development of solutions to a problem or task. An expert council of employers has been created for this purpose under the educational and methodological council of SPbGASU. The transition to project-based learning is planned for 2027.

    The First Vice-Rector reported that the university is interested in systemic cooperation and invited employers to join in the development of project activities and student technological entrepreneurship. Partner support can be advisory: in the form of feedback on the quality of graduate training, participation in the development of programs. Expert: participation in the assessment of student projects, support for teams in competitions, olympiads, training. Informational: you can talk about projects on your resources. The company gets the opportunity to form a demand for competencies and influence the content and results of education, which develops the potential of current employees through mentoring and tutoring, and reduces the time and resources for the adaptation of young specialists.

    The roundtable participants completed a survey on new formats of interaction, discussed the importance of mentoring and acquiring fundamental knowledge, and expressed their willingness to join forces to ensure that graduates meet the requirements of the labor market.

    As part of the project “Theatrical Backstage” implemented by the State University of Management together with the Department of Education and Science of the City of Moscow and the Moscow Center for Educational Practices, a tour of the Moscow Academic Theatre named after Vl. Mayakovsky was held for Moscow schoolchildren.

    The excursion participants included children from the school theaters “Antre” from school No. 641 named after S. Yesenin, “Novaya Skazka” from the Zelenograd Palace of Children’s and Youth Creativity, “Litsedei” from school No. 656 named after A.S. Makarenko, and MART from school No. 2094.

    The tour guide was Roman Fomin, a theater employee with 16 years of experience. He shared interesting facts about the theater, its architecture and its importance in the cultural life of the city. The tour participants learned how the theater became a place where talents and creativity intersect.

    The schoolchildren were able to see what the theatre looks like from the inside and feel the atmosphere standing in the actors’ place. Roman Fomin told them about the work of lighting and sound, and also demonstrated various mechanisms used to change the scenery.

    Then, the tour moved to the backstage areas. The children visited the dressing rooms where the actors prepare for their performances.

    The behind-the-scenes tour not only expanded the children’s knowledge of theatrical art, but also inspired them to further develop in this area.

  • MIL-OSI Global: There’s a global tug-of-war for Greenland’s resources – but the new government has its own plans

    Greenland’s parliamentary election was held on March 11 against a backdrop of repeated calls from the Trump administration for America to annex the island. The poll delivered a momentous shift in Greenland’s political landscape as the pro-business Demokraatit (Democrats) emerged as the biggest winners overturning the two left-leaning parties which had formed the previous government.

    Securing nearly 30% of the vote and gaining seven seats for a total of ten in the Inatsisartut (parliament), the party now holds the strongest mandate it has ever had. Close behind was the nationalist Naleraq party, which secured 24.5% of the vote and gained four seats, bringing their total to eight.

    While both parties are united in their rejection of Trump’s ambitions and share a vision of Greenlandic independence, their approaches couldn’t be more different. Demokraatit advocates for a gradual, measured process, prioritising economic development. The party considers that economic self-sufficiency and strengthening domestic infrastructure are key preconditions to achieve independence. Naleraq, on the other hand, is pushing for a rapid break from Denmark. Its line is that Greenland will only be able to unleash its potential, economic and otherwise, once independent.

    Independence has long been the dominant theme of Greenlandic politics. Ever since the territory gained home rule in 1979, most political parties across the spectrum have championed the idea of full independence from the kingdom of Denmark. Even the two major challengers – the Inuit Ataqatigiit, which lost five seats at the election to drop to seven, and the once-dominant Siumut, which lost six and now holds just four seats – are pro-independence.

    But while independence remains a defining issue, the real story of this election is Greenland’s economy. The island is sitting on a treasure trove of rare earth elements, uranium, iron and other minerals critical to global industries. Yet despite decades of interest from foreign investors, strict regulations and environmental concerns have often slowed development.

    With Demokraatit’s rise, that could change. The party is pushing for pro-business policies, including tax incentives, streamlined regulations and reduced state intervention in key industries like mining, fisheries and tourism. If successful, these reforms could transform Greenland into a major player in the global supply chain.

    Despite its electoral gains, Demokraatit faces a challenge in implementing its economic vision. The party’s potential coalition partner, Naleraq, is deeply sceptical of foreign investment, at least when it comes from Denmark and Europe. While open to partnerships with the US, Naleraq is adamant that Greenland must retain full control over its resources, resisting any foreign influence that could compromise national sovereignty.

    This ideological divide could create friction within a potential coalition government. Will Demokraatit’s pro-business agenda be tempered by Naleraq’s nationalistic stance? Or will the promise of economic growth push both parties toward compromise?

    Global powers are watching

    Greenland’s election came at a time when it was already the focus of world attention. Its strategic location and vast resources have attracted growing interest from global superpowers – none more so than the US. Trump has repeatedly expressed interest in acquiring Greenland, a move widely considered unrealistic, but indicative of Washington’s strategic priorities.

    American interest in Greenland isn’t new. The island is home to the Pituffik Space Base, formerly Thule Air Base, since the 1950s as a critical part of North American missile defence and whose Arctic position makes it a key player in both American territorial defence and Nato’s security architecture. Pituffik is the only non-Danish military presence in the territory and is the northernmost American military base.

    But the White House’s rhetoric has taken a more insistent tone, raising questions about whether the US might attempt to exert greater influence over Greenland’s economic and political future. The interest in Greenland seems guided by at least two factors: its strategic position at the centre of the North Atlantic security complex and its economic potential with hard-to-access but abundant resources.

    In both cases, the growing involvement of both Russia and China in the Arctic seem to make the US wary of a potentially independent Greenland getting closer to unfriendly great powers.

    Denmark’s central government is walking a diplomatic tightrope when it comes to responding to the US government’s repeated intentions to annex Greenland. Copenhagen has sought to Europeanise the debate, floating the idea of Greenland joining the European Union. Taking this step would provide welcome economic support to the island but could also clash with Greenland’s scepticism toward European interference.

    Greenland now stands at a crossroads. Domestically, negotiations between Demokraatit and Naleraq will likely shape the trajectory of the island’s economic and independence ambitions. Internationally, major powers – including the US, the EU and possibly even China and Russia – are positioning themselves to engage with Greenland’s untapped potential.

    As the world’s focus on Greenland intensifies, one thing is clear: this Arctic nation is no longer a remote outpost. It is fast becoming a key battleground for economic, political and strategic influence in the North Atlantic.

    On March 22, 2025, the second stage of the Moscow Student Cheer League, organized by the Phoenix Sports Club in cooperation with our university, was held at the Sports Complex of the State University of Management.

    This large-scale and fascinating cheerleading and cheer-sport competition brought together 11 teams from different Moscow universities: GUU, Plekhanov Russian University of Economics, RANEPA, RGAU-MTAA, MSU and others.

    At this stage of the competition, participants competed in 10 disciplines, each of which required teams to be focused, coordinated, and professional. Our team showed excellent results and won second place in one of the disciplines.

    We thank the organizers, our fans and everyone who supported the team throughout this intense sports day.

    The Moscow Student Cheer League is an important platform for young talents, providing an opportunity for students not only to prove themselves, but also to strengthen ties between universities. We are looking forward to the next stage of the tournament and hope for new victories!

    The Russian Postdocs Program is aimed at attracting colleagues who have received a candidate of science or PhD degree to HSE. The competition is open to researchers under 39 years of age who have not previously worked or studied in HSE postgraduate studies.

    The program is aimed at retaining personnel in science and strengthening the practice of inter-university exchange. Winners of the competitive selection are employed as HSE research fellows for one year with the possibility of extending for a second year. They work on a research project and are involved in expanding the research agenda of departments. Colleagues can also, if they wish, teach and participate in expert-analytical projects. The postdoc will be provided with a workplace, access to information resources, databases and electronic subscriptions of HSE, as well as participation in scientific and educational events and programs for scientific advancement and career development.

  • MIL-OSI Global: How to have conversations with people who fall for misinformation this election campaign

    Canadians head to the polls on April 28. Like other recent general elections, both in Canada and around the world, this federal election campaign is sure to be characterized by polarized misinformation.

    We all have someone in our families or social circles who has political opinions grounded in false or misleading information. Whether the source of that information is Russian bots on social media, high-profile podcasters or Fox News, it’s easy to dread election-time conversations as misinformation strains our most important relationships.

    But perhaps we can approach these conversations as an opportunity to push back against growing polarization in our communities.

    My research shows that polarization and misinformation often go hand in hand, and when they do, the information being spread is strongly resistant to being corrected by way of evidence.

    But when we truly begin to listen to the people who believe misinformation, we can often help counter false claims. So in this upcoming election, how can we push back against election misinformation when we hear it? Let’s examine some strategies.

    The role of anxiety

    Most people think that others who believe misinformation will change their minds if provided with the right evidence, but that’s simply not true.

    People have good reasons for not wanting to change their minds, even when confronted with contradictory facts. One of the key personality traits linked to the belief in misinformation turns out to be anxiety. This can manifest in ways that resist correction.

    For example, most of us feel anxious when we have to hold two conflicting beliefs at the same time. So if we already believe misinformation and are confronted with evidence to the contrary, we may reject the evidence to avoid the dissonance of managing both beliefs.

    Additionally, people might believe something because others in their social group believe it, meaning there is social anxiety associated with rejecting the group’s belief, even if it’s wrong.

    Finally, anxiety about the future can drive people to accept misinformation that helps to relieve those fears.

    Taken together, this means that correcting political misinformation, which involves all three of the above triggers — self, social and future anxiety — cannot be accomplished solely by providing evidence. We need to mitigate these anxieties while engaging in gentle correction since outright correcting can make the anxieties worse.

    The ‘AIMS’ method

    Motivational interviewing is a proven method of pushing back against another type of polarizing misinformation: health misinformation.

    One particular approach to motivational interviewing, known as the AIMS method, has been successfully tested in Canada for countering vaccine misinformation.

    AIMS stands for Announce, Inquire, Mirror and Secure. It provides a way to address misinformation while building the sort of connection and trust that people need to reduce the anxiety that is the trigger for believing misinformation in the first place.

    The first step, Announce, is where the topic is approached. In the medical world, this usually occurs when a doctor announces that it’s time for a vaccine, but in the world of political misinformation, the announcement doesn’t have to come from a professional.

    Instead, Announce can occur when the person you are talking to announces a piece of political misinformation, like the claim that the government is vaccinating people for the purposes of controlling the population. Announce is basically where the process of addressing misinformation begins.

    Inquire is the step where motivational interviewing really begins to differ from a conventional approach of simply providing evidence to back up a false claim. In this second step, it’s important to ask questions, and approach the misinformation with a sense of curiosity.

    Basically, as you probe more and more deeply, you’re trying to understand the anxieties that are driving the misinformation belief.

    As you ask questions, you begin to also engage in the third step, Mirror. Mirroring means checking in, and repeating what you’re hearing so that the person you are talking to recognizes they’re being heard. At this stage, you can begin to introduce pieces of evidence that disprove the claims being made, but only after you truly understand the person’s concerns and can reflect them back.

    It’s also important to manage how you introduce contradictory evidence. It must be done with compassion and a gentle but reassuring manner.

    Finally, when all the concerns have been addressed, you can begin the final step, which is to Secure trust. Here you can follow up on the announcement that sparked the discussion — the original piece of misinformation — and see if the person you’re talking to now feels differently than they did before.

    Importantly, you may not be successful at securing this step in just one conversation, but if you have conducted the other steps properly, you will have built important trust that, over time, is more likely to help you counter future misinformation with the person you’re talking to.

    Preserving relationships

    Combating any misinformation, and especially political misinformation, is not a quick or easy process. It may have to take place in repeated discussions over a long period of time.

    Political misinformation is particularly difficult to counter because political views are often tied deeply to people’s self-identity, and also because political misinformation is often shared within social groups.

    But if you engage in motivated interviewing this election season, you may make a small difference. At the very least, you will help to preserve relationships with friends and loved ones that are often frayed when political misinformation enters the picture.

  • MIL-OSI Global: Ukraine will need major rebuilding when war ends − here’s why the US isn’t likely to invest in its recovery with a new Marshall Plan

    President Donald Trump wants Ukraine to repay the United States for helping to defend the country against Russia’s invasion.

    Since 2022, Congress has provided about US$174 billion to Ukraine and neighboring countries to assist its war effort. Trump inflated this figure to $350 billion in a March 2025 White House meeting with French President Emmanuel Macron. Separately, he has suggested Ukraine could reimburse the U.S. by giving America access to its minerals.

    Ukraine is rich in titanium, graphite, manganese and other rare earth metals used to produce electric vehicle batteries and other tech devices.

    Mining and refining these critical mineral resources would require major investment in infrastructure and economic development, including in parts of Ukraine severely damaged by fighting. Some analysts are calling for a return to the European Recovery Program, commonly known as the Marshall Plan.

    The Marshall Plan used $13.3 billion in U.S. funds – roughly $171 billion in today’s dollars – to rebuild war-torn Western Europe from 1948 to late 1951. It is often evoked as a solution for reconstruction following global crises. Yet as a military historian and curator, I find that the Marshall Plan is not well understood.

    For the U.S., the economic gains of the Marshall Plan did not come from European countries’ repaying loans or allowing the U.S. to extract their raw materials. Rather, the U.S. has benefited enormously from a half-century of goodwill, democratic stability and economic success in Europe.

    European nations turn inward

    After World War II ended in 1945, Western Europe faced a staggering burden of destruction and upheaval.

    Allied bombardment of major industrial areas and German cities such as Berlin, Hamburg and Cologne had created massive housing shortages. Meanwhile, fighting through agricultural areas and a critical manpower shortage had curtailed food production. What harvest there was could not get to hungry civilians because so many of Europe’s roads, bridges and ports had been destroyed.

    The United Kingdom, Italy, France, Germany and other European governments were buried in debt after so many years of war. They could not afford to rebuild on their own. Yet rather than cooperating on their mutual economic reconstruction, European nations looked inward, focusing primarily on their own political challenges.

    The continent was politically and militarily divided, too. Europe’s western half was influenced by the democratic, capitalistic forces led by the U.S. Eastern Europe was beholden to the communist, command-economy forces of the Soviet Union.

    In a 1946 speech at Westminster College in Fulton, Missouri, former British Prime Minister Winston Churchill articulated Europe’s growing postwar divide. Over the ruins of proud nations, he said, “an iron curtain” had “descended across the continent.”

    US looks abroad

    Unlike Europe, the U.S. emerged from World War II as the wealthiest nation in the world, with its territory intact and unharmed. Its steel and oil industries were booming. By 1947, the U.S. was the clear successor to Great Britain as the world’s superpower.

    But President Harry Truman feared the ambitions of the war’s other great victor – the Soviet Union. In March 1947, he announced a new doctrine to contain communist expansion southward across Europe by giving $400 million in military and economic aid to Greece and Turkey.

    Around the same time, U.S. Secretary of State George Marshall met with Soviet officials to plan Germany’s future. Following the Nazis’ surrender in May 1945, Germany had been divided into four occupied zones administered by U.S., British, French and Soviet forces.

    Each nation had its own goals for its section of Germany. The U.S. wanted to revitalize Germany politically and economically, believing that a moribund Germany would thwart the economic reconstruction of all of Europe.

    Marshall hoped that the Soviets would cooperate, but Soviet ruler Josef Stalin preferred extracting reparations from a prostrate Germany to investing in its recovery. A vibrant German economic engine, the Soviets felt, could just as easily rearm to attack the Russian countryside for the third time that century.

    The Truman administration chose to unilaterally rebuild the three western Allied sectors of Germany – and Western Europe.

    Marshall outlined his plan at a commencement address at Harvard University in June 1947. American action to restore global economic health, he said, would provide the foundation for political stability and peace in Europe. And an economically healthy Western Europe, in turn, would inhibit the spread of communism by plainly demonstrating the benefits of capitalism.

    “Our policy is not directed against any country,” Marshall said, “but against hunger, poverty, desperation and chaos.”

    Marshall’s plan

    Marshall invited all European nations to participate in drafting a plan to first address the immediate humanitarian aid of Europe’s people, then rebuild its infrastructure. The U.S. would pay for it all.

    For nearly bankrupt European nations, it was a lifeline.

    In September 1947, the new Committee for European Economic Co-operation, composed of 16 Western – but not Eastern – European nations, delivered its proposal to Washington.

    It would take a masterful legislative strategy for the Democratic Truman administration to persuade the Republican-led Congress to pass this $13 billion bill. It succeeded thanks to the dedicated effort of Republican Sen. Arthur Vandenberg, who convinced his isolationist colleagues that the Marshall Plan would halt the expansion of communism and benefit American economic growth.

    In April 1948, Truman signed the Economic Cooperation Act. By year’s end, over $2 billion had reached Europe, and its industrial production had finally surpassed prewar levels seen in 1939.

    NATO is born

    Along with economic stability, the Truman administration recognized that Europe needed military security to defend against communist encroachment by the Soviet Union.

    In July 1949, 12 European countries, the U.S. and Canada established the North Atlantic Treaty Organization. NATO committed each member country to the mutual defense of fellow NATO members.

    Since 1947, NATO has steadily expanded eastward to include Poland, Hungary, the Czech Republic and other former Soviet satellite states directly bordering Russia.

    Ukraine, which declared its independence from the Soviet Union in 1991, is not yet a NATO member. But it desperately wants to be.

    Ukraine applied for NATO membership in 2022 after Russia’s invasion. Its application is pending. Russian President Vladimir Putin has said any peace deal with Ukraine must bar NATO membership.

    Would a Marshall Plan work for Ukraine?

    Modern-day Ukraine mirrors the Western European countries of the Marshall Plan era in meaningful ways.

    It suffers from the physical devastation of war, with its major cities heavily damaged. The threat of military attack from hostile neighbors remains urgent. And it has a functional, democratic government that would – in peacetime – be capable of receiving and distributing aid to develop the nation’s economic growth and stability.

    U.S. global leadership, however, has changed dramatically since 1948.

    Outright American taxpayer financing of Ukraine’s reconstruction seems impossible. Any plan to reconstruct the country after war will likely require public funding from multiple nations and substantial private investment. That private investment could well include mineral extraction and refinement ventures.

    Ultimately, Ukraine’s recovery will most likely involve Ukraine and neighboring nations reaching agreement to restore its economic and military security. The European Union, which Ukraine also seeks to join, has the bureaucratic and economic resources necessary to reconstruct Ukraine, restore peace and ease tensions on the continent.

    Any future Marshall Plan for Ukraine will probably be European.

    U.S. and Russian delegations began a new round of talks in Saudi Arabia on Monday, eyeing a Ukraine settlement and Black Sea ceasefire deal before securing a broader agreement.

    The talks follow a meeting between the United States and Ukraine in Saudi Arabia on Sunday. Last week, Trump held phone talks with Russian President Vladimir Putin and Ukrainian President Volodymyr Zelensky on Tuesday and Wednesday, respectively.

    The U.S. delegation is led by Andrew Peek, a senior director at the White House National Security Council, and Michael Anton, a senior official from the State Department, according to local media Al Arabiya News.

    Russia is represented by Grigory Karasin, chair of the Federation Council’s Foreign Affairs Committee and a former diplomat, along with Sergei Beseda, an adviser to the director of the Federal Security Service, it said.

    World Water Day, established by the UN General Assembly, is celebrated annually on March 22. The date is intended to draw public attention to the importance of preserving fresh water and to emphasize the significance of sustainable management of this valuable resource.

    Rosneft was recognized as the leader in the field of rational use of water resources by the RAEX rating agency based on the results of 2024. The assessment considered the water use indicators of 144 companies from Russia, Kazakhstan and Mongolia. Rosneft became the only Russian oil and gas company that entered the top 10 participants in the rating with the highest level of assessment of rational water consumption indicators, as well as the quality of corporate policies and programs related to water use.

    Rosneft subsidiaries maintain high standards of environmental safety in the area of water resources management in all regions of their presence.

    Samotlorneftegaz is developing a modern technological system for maintaining reservoir pressure, which allows using groundwater and completely abandoning water from open sources. The produced water is thoroughly purified by gravity settling in special tanks and re-enters the reservoir. Thus, the reservoir pressure maintenance system operates in a closed technological cycle. The innovative method was introduced at Samotlor in 2020, which made it possible to reduce water intake from natural reservoirs by about 300 thousand m3.

    RN-Yuganskneftegaz has also made significant progress in optimizing water consumption. In 2024, the company reduced the total volume of water consumption and water intake from natural sources by 6% for the reservoir pressure maintenance system. Such results were achieved due to the effective replacement of traditional water sources with bottom water obtained during the extraction of oil-containing liquid. This not only saves natural resources, but also increases the efficiency of the production process.

    The implementation of environmental programs and the use of resource-saving technologies in the activities of Samaraneftegaz make a significant contribution to the conservation of water resources in the Samara Region. Today, the intake of water from surface water bodies to maintain reservoir pressure has been completely stopped, and the discharge of wastewater into water bodies has been eliminated. Recycled water is used to meet production needs.

    The Samara group of oil refineries – Kuibyshevsky, Novokuibyshevsky and Syzransky plants – provide about 95% of the total water consumption in recycled and repeated-sequential water. In particular, at the Kuibyshevsky Oil Refinery, as part of the environmental program, the recycled water supply units were modernized, the water intake and water pipelines were reconstructed. At the Novokuibyshevsky Oil Refinery, the commissioning of an innovative post-treatment unit with a membrane bioreactor ensured the return of part of the treated wastewater to the recycled water supply system.

    One of Rosneft’s key investment environmental projects in the Republic of Bashkortostan is the biological treatment facilities (BTF) complex of the Ufa group of oil refineries. Since its launch in 2019, 157 million m3 of wastewater have been processed. BTF services not only Bashneft’s oil refineries, but also purifies wastewater from more than 50 enterprises in the northern industrial zone of Ufa and stormwater. The treatment facilities provide the highest level of purification of industrial, stormwater and domestic wastewater, which increases the volume of reused water in technological processes by 2.5 times. Thanks to the membrane reactor technology, all impurities and microorganisms are removed from wastewater. As a result, the water quality meets the standards for water bodies used for fisheries.

    The Achinsk Oil Refinery is also optimizing the operation of the water recycling system, which includes modernizing the water supply network and cooling towers, and automating the operating modes of devices for cooling process water. Thus, over the past two years, the plant has halved its water intake from the Chulym River.

    At the Angarsk Petrochemical Company, due to circulating systems and reuse of water, the intake of water resources from the Angara River, on the banks of which the enterprise is located, amounts to only 11% of the annual consumption volume.

    RN-Yuganskneftegaz also pays special attention to the modernization of treatment facilities. Last year, modern treatment facilities were built at the Moskovtsev field. The new complex provides complete biological treatment of domestic wastewater from various production facilities, including control rooms, water treatment plants, checkpoints, repair and mechanical workshops, and a fire station. After cleaning and disinfection, wastewater is sent to a special reservoir, from where it is pumped back into the formation.   • MIL-OSI Africa: Minister leads G20 environment working group

    Minister of Forestry, Fisheries and the Environment, Dr Dion George, will this week lead the Group of Twenty (G20) Environment and Climate Sustainability Working Group (ECSWG) as part of South Africa’s Presidency of the G20. 

    “It is expected that the outcome of this first virtual G20 ECSWG meeting will provide strategic direction and a common understanding amongst G20 Member States on the key environmental and climate change priorities and deliverables,” the Minister said on Sunday.

    Taking place under the theme: “Solidarity, Equality, and Sustainability,” the Minister is expected to open the meeting on Tuesday, by setting the scene for South Africa’s Presidency of the G20 ECSWG, provide an opportunity to discuss the five priorities and deliverables, and also present the proposed work plan for the G20 ECSWG for 2025.

    The priority focus areas for South Africa’s Presidency of the G20 ECSWG include:

    • Biodiversity and Conservation – Implementation of the Global Biodiversity Framework and the Biodiversity Economy;
    • Land Degradation, Desertification and Drought – Land Degradation Neutrality targets;
    • Chemicals and Waste Management – Sustainable Chemicals Management; Circular Economy; Waste Management; Waste to Energy; Extended Producer Responsibility (EPR) implementation;
    • Climate Change and Air Quality – Just Transition; Loss and Damage; Adaptation, including Climate Resilient Development (CRD); Climate Finance and Air Quality; and
    • Oceans and Coastal Management – Marine Spatial Planning – ocean governance; combatting marine plastic pollution.

    The G20 ECSWG aims to enhance cooperation amongst all G20 members and invitees to address environmental and climate change priorities. 

    The G20 comprises 19 countries: Argentina, Australia, Brazil, Canada, China, France, Germany, India, Indonesia, Italy, Japan, Republic of Korea, Mexico, Russia, Saudi Arabia, South Africa, Türkiye, United Kingdom and United States, as well as two regional bodies, namely the European Union and the African Union.

    The G20 members represent about two-thirds of the world population, approximately 85% of the global GDP and over 75% of the global trade. 

    This platform is considered as the leading forum for international economic cooperation and plays an important role in shaping and strengthening global architecture and governance on all major international economic issues.

    South Africa’s Presidency of the G20 commenced on 01 December 2024 and will continue until 30 November 2025. 

    The Presidency will build upon on the achievements of India (2023 Presidency) and Brazil (2024 Presidency), to ensure continuity in advancing the developmental agenda within the G20. 

    “South Africa’s G20 Presidency provides a unique opportunity for the country to champion the aspirations of emerging market economies and lead the developmental agenda of the African Continent within the framework of the G20.”

    A total of three G20 ECSWG meetings and one ECSWG Ministerial meeting will be held in South Africa, with the first virtual meeting scheduled to take place from 25 – 28 March 2025; followed by the second meeting from 14-18 July 2025 at Kruger National Park, and the final meeting in October 2025 at Cape Town.

    The Ministerial meeting will be held back-to-back with the third ECSWG meeting in October 2025.

    The department will also roll out outreach and awareness activities in the buildup to the three G20 ECSWG meetings throughout the country to amplify the messaging on the focus areas for the G20 ECSWG.

    “The department will leverage South Africa’s Presidency of the G20 to market and showcase the Kruger-Kirstenbosch-iSimangaliso Icon Status Strategy (KISS).   • MIL-OSI Russia: VSKS and Katyusha held master classes on safety for children and people with disabilities at the State University of Management

    On March 21 and 22, the State University of Management hosted master classes by the All-Russian Student Rescue Corps and the Regional Public Organization “Society for Support of Parents with Disabilities and Members of Their Families “Katyusha”. Volunteers and instructors of the VSKS held master classes on first aid and fire safety for people with disabilities.

    The program included classes adapted to different age groups and characteristics of the participants: – first aid classes for people with disabilities and children aged 8–10 and 14–16; – fire safety classes, including practicing algorithms for action in an emergency and familiarization with protective equipment.

    The project is being implemented with the participation of VSKS instructors – trained volunteers and professional rescuers who provide training in basic skills that can save lives, and with the support of the State University of Management, which helps create an inclusive environment.

    Since 2010, the regional public organization “Katyusha” has been supporting parents with disabilities and their family members, and also works to create an accessible environment and involve people with disabilities in public life.

    VSKS and ROO PRI “Katyusha”, by combining efforts, contribute to the formation of an inclusive safety culture and expand opportunities for personal and professional self-realization of all program participants.

    Let us recall that the first part of the joint events of VSKS and Katyusha took place at the State University of Management from March 11 to 13.

    A strategic session of the Ministry of Science and Higher Education dedicated to strengthening Russia’s position in the international educational space was held in Moscow. The event was attended by rectors of major universities, vice-rectors responsible for international cooperation, representatives of a number of ministries that founded universities, the Russian Ministry of Foreign Affairs, the Ministry of Internal Affairs, the Ministry of Agriculture, Rossotrudnichestvo, Rosobrnadzor, other government bodies, and companies with interests abroad. The Polytechnic University was represented by Rector and Academician of the Russian Academy of Sciences Andrey Rudskoy and Vice-Rector for International Affairs Dmitry Arsenyev.

    Minister of Education and Science Valery Falkov focused on Russia’s strategic priorities in international education. He stressed the need to increase the number of foreign students to 500,000 by 2030 while simultaneously improving the quality of their training. Today, about 395,000 foreigners are studying in Russia. However, it is important not only to increase the number, but also to form a motivated contingent. It is better not to meet the indicators, but to take those who are truly striving for knowledge, the minister said. Valery Nikolaevich noted that some students from the CIS countries use educational visas to solve personal problems, which requires increased control.

    The Minister also touched upon the issue of creating a barrier-free system for foreign students, including simplifying migration procedures and developing employment programs. According to him, up to 10% of foreign graduates remain in Russia, and given the shortage of personnel, this potential must be used. Particular attention was paid to expanding cooperation with new markets – the BRICS countries, Africa, Latin America and Southeast Asia. Valery Falkov noted the importance of synchronizing educational programs with industry demands, citing as an example projects with Rosatom and Rusal corporations, which train foreign specialists for their enterprises.

    Speaking about foreign branches, the minister highlighted three conditions for their success: political support from the state, a clear definition of a niche for graduates, and partnership with large companies. Valery Falkov separately mentioned the project of Advanced Engineering Schools, which are already being replicated abroad. For example, two such schools have been opened in Uzbekistan at the request of local authorities.

    The minister announced the creation of a single digital profile for foreign students, a platform that will support students from enrollment to employment. In addition, by 2028, it is planned to increase the number of grants for talented foreign students from 2,000 to 5,000.

    Andrey Rudskoy, participating in the work of the group on new formats for promoting Russian universities, shared the experience of SPbPU. He noted that network structures such as the Slavic Universities in Armenia, Belarus and Kyrgyzstan, Tajikistan, as well as the Russian-African Network University (RAFU), have become drivers of education export. Over three years, RAFU has trained 535 students from 33 African countries. Andrey Ivanovich also spoke about projects with China, including joint institutes with Jiangsu Normal University and Xi’an University of Technology, where specialists are trained in the areas of automation of technological machines and equipment, materials science and materials technology, electric power engineering and electrical engineering.

    The rector of SPbPU spoke in favor of legislative changes, including the allocation of target quotas for network programs and the simplification of financial mechanisms for international cooperation.

    The 2023 methodological recommendations do not take into account work with foreign universities. This requires adjustments, he emphasized.

    Andrey Rudskoy also suggested focusing on representative offices and joint institutes instead of branches, citing the SPbPU Representative Office in Shanghai as an example. Its work has expanded partnerships and enabled communication with industry and government agencies using the “long arm” principle. Thanks to the work of the representative offices, the number of students from China at the Polytechnic has increased many times over, and the number of internships and short-term programs has increased.

    Speaking about the adaptation of foreign students, Andrei Ivanovich supported the idea of a single digital profile and the need to develop pre-university training centers abroad.

    The participants of the strategy session discussed issues related to strengthening effective international cooperation. The result of the two-day work of the expert university community was the presentation of proposals to strengthen Russia’s position in the international educational space.

  • MIL-OSI Russia: The qualifying round of the XVIII youth patriotic competition “Spring of 1945” was held at the State University of Management

    Last week, the State University of Management held the qualifying round of the 18th youth patriotic competition “Spring of 1945” in the “Patriotic Song” category.

    The main goal of the event is to revive the ideals of spiritual, moral and cultural traditions of centuries-old Rus’ among young people, to preserve the memory of the heroes of the multinational people who survived and won the Great Patriotic War. Amateur performers, youth student groups from Moscow, the Moscow region and all regions of Russia take part in the competition.

    The Director of the Institute of Distance Education of the State University of Management Sergey Lenshin addressed the participants of the competition with a welcoming speech, thanking the organizers and all participants of the competition on behalf of the university management for their active participation in preserving historical traditions, developing aesthetic taste in young people, and introducing them to cultural and historical heritage.

    The competition committee included teachers, professional performers, costume designers, fashion designers, directors, writers, heads of specialized universities and foundations, heads of historical clubs of Moscow, representatives of veterans’ councils, and the founding organizations of the Competition.

    The State University of Management held a selection in the nomination “Patriotic Song”, which includes four sub-nominations: – a song with patriotic content; – favorite songs of veterans; – an original song; – a song with a guitar.

    The following represent the State University of Management at the competition: the creative team “StuDos”, Alexandra Morozova and Ekaterina Mironova – students of the Institute of Correspondence Education.

    The Grand Prix winners, laureates and diploma winners in the nominations will be awarded diplomas of the Youth Patriotic Competition “Spring of ’45”. The winners will be awarded at the Gala Concert on April 16, 2025. The performance of the Grand Prix winner and laureates of the Competition will take place on May 9, 2025, as part of the annual citywide festive program “Victory Ball “At Six O’Clock in the Evening…”.

  • MIL-OSI China: US, Ukraine conclude ‘productive’ talks in Riyadh

    Ukrainian Defense Minister Rustem Umerov announced Sunday that the talks between U.S. and Ukrainian delegations have concluded in Saudi Arabia’s capital Riyadh, saying the discussion was “productive and focused,” with “key points including energy” addressed.

    In a post on social media platform X, Umerov, who led the Ukrainian delegation, emphasized that Ukrainian President Volodymyr Zelensky’s goal is “to secure a just and lasting peace” for Ukraine and Europe at large, claiming, “We are working to make that goal a reality.”

    The Ukrainian and U.S. teams met earlier in the day in Riyadh.

    According to the Ukrinform news agency, the Ukrainian delegation also included State Secretary of the Ukrainian Foreign Ministry Oleksandr Karasevych, deputy heads of the President’s Office, Pavlo Palisa and Ihor Zhovkva, as well as Deputy Energy Minister Mykola Kolisnyk.

    The talks came almost two weeks after a previous meeting between the two sides in the Saudi port city of Jeddah saw Ukraine okay a U.S.-proposed 30-day ceasefire plan in exchange for Washington lifting its pause on military aid to and intelligence sharing with Ukraine.

    Notably, the meeting precedes the talks between U.S. and Russian delegations scheduled for Monday. Media reported late Sunday that the Russian delegation has arrived in Riyadh. The delegation includes Grigory Karasin, chairman of the committee on international affairs in Russia’s upper house, and Sergey Beseda, adviser to the head of Russia’s Federal Security Service, Russian presidential aide Yuri Ushakov said earlier.
