  • MIL-OSI Security: IAEA Experts Find Evidence of Microplastic Pollution in Antarctica from NUTEC Plastics Research Mission

    The NUclear TEChnology for Controlling Plastic Pollution (NUTEC Plastics) initiative uses nuclear-derived tools and technology to fight global plastic pollution on two fronts: at point of source, by introducing new technologies to improve plastic upcycling; and to monitor plastic pollution in the ocean, where the bulk of plastic waste ends up. IAEA NUTEC experts work for and with countries to address this growing threat and ensure that they have the knowledge and capacity they need to assess, monitor and mitigate plastic pollution.

    Sharing preliminary findings at a side event of the 68th IAEA General Conference last week, NUTEC Plastics experts informed the delegates about the process of developing protocols and analysing these microplastic particles.

    “While microplastics have been studied for a few years now, we are now addressing the presence of microplastics even smaller than what previous research has been able to analyse. As the techniques and protocols have never been harmonized for microplastics of this size, it can take significant time to test or develop these methods and ultimately apply them”, said IAEA Research Scientist Marc Metian. “Preparation and analysis can take up to twenty days for just one sample.”

    Preliminary results show that every sample analysed to date, contained microplastics, namely Teflon, polyvinyl chloride (PVC), polypropylene (PP) and polyethylene terephthalate (PET). Once the analysis of all samples collected will have been completed, the results will be published and shared with the Scientific Committee for Antarctic Research, an interdisciplinary body of the International Science Council which provides scientific advisory to the Antarctic Treaty.

    Speaking at the side event, Argentine Foreign Minister Diana Mondino said: “Our country’s commitment to the Antarctic environment, as well as to international and scientific cooperation, is clearly demonstrated. We believe that the NUTEC Portal will be a valuable and effective tool to support the IAEA’s efforts to address shared challenges through the peaceful applications of nuclear energy”.

    Representatives of Australia, Malaysia, Peru and the United States of America also made speeches. IAEA experts shared progress made in both aspects of NUTEC, including an updated roadmap for upscaling regional and national capacity to use irradiation technology for recycling and a revamped NUTEC portal for Member States to access up-to-date information.

    The Antarctic mission is part of the IAEA’s ongoing action to build capacity in laboratories worldwide to generate information on plastic pollution levels and sources of plastic pollution through marine microplastic monitoring, and is a key step in advancing an overarching goal of developing a global marine monitoring network.

    Bern, 08.10.2024 – The Geneva Science and Diplomacy Anticipator (GESDA) foundation, co-founded by the Swiss Confederation, will hold its fourth summit from 9 to 11 October in Geneva, in presence of Federal Councillor Ignazio Cassis. The high-level political segment, focused on anticipatory science diplomacy, will centre on the theme of ensuring widespread access to the groundbreaking scientific advances that will shape our future.

    Since 2019, GESDA has brought together scientists, diplomats, representatives of the private sector and civil society to work together to anticipate the scientific breakthroughs that will impact our societies and develop solutions to best manage these developments. The foundation’s areas of action include artificial intelligence, quantum technologies, synthetic biology and neurotechnologies.

    These themes will be discussed from 9 to 11 October at the 4th GESDA summit in Geneva, one of the major events on the international science diplomacy calendar. Under the theme of scientific acceleration, the summit will examine how new technologies can impact food security, intellectual property and coral reef conservation, in particular through insights from the EPFL’s Transnational Red Sea Center, an initiative supported by the FDFA.

    The impact of scientific progress on peace and security

    Federal Councillor Ignazio Cassis, head of the FDFA, will attend the summit on 11 October 2024 and hold political discussions with various ministers and senior representatives. The main goal of this high-level political summit is to democratise access to the scientific advances that will shape the future. To advance this objective, Mr Cassis and GESDA will launch several concrete pilot projects.

    A training framework will be set up to equip decision-makers with the skills needed to anticipate and navigate a world rapidly transformed by scientific and technological advancements, primarily through regional workshops and online training programmes. An interactive exhibition, the Geneva Public Anticipation Portal, will also offer the public a gateway to the world of technological advances. This installation will be part of the Swiss pavilion at Expo 2025 in Osaka.

    GESDA, a tool of Swiss foreign policy

    GESDA was established in 2019 by the Swiss Confederation, the Canton of Geneva and the City of Geneva. The foundation is helping to strengthen Geneva’s role as a centre for international cooperation. In 2023, GESDA launched the Open Quantum Institute, now based at CERN, with the aim of putting quantum technologies at the service of the common good. Anticipatory science diplomacy is also one of the thematic objectives set out in the Federal Council’s Foreign Policy Strategy 2024–27.

  • MIL-OSI United Nations: New Permanent Representative of Panama Presents Credentials to the Director-General of the United Nations Office at Geneva

    Juan Alberto Castillero Correa, the new Permanent Representative of Panama to the United Nations Office at Geneva, today presented his credentials to Tatiana Valovaya, the Director-General of the United Nations Office at Geneva.

    Mr. Castillero Correa served as the Permanent Representative of Panama to the United Nations Office at Geneva from 2019 until June 2024.  He also held the same post from 2004 to 2009. He served as non-resident Ambassador to Qatar from 2008 to 2009, and as ad hoc and ad Honorem Ambassador of Panama in special mission from 1996 until 1999.

    Since 1975, Mr. Castillero Correa has worked as a lawyer, practicing public and private international law in relation to treaties and contracts, corporate law, maritime law, air law, privatisation, and tenders. 

    Mr. Castillero Correa was born in 1948. He holds a Bachelor of Science from the National Institute of Panama (1966) and a degree in law and political science from the University of Panama (1975).  He attended the French Language and Civilization School of the University of Geneva (1975), and studied private international law at the Faculty of Law of the University of Geneva (1976).  He is a member of the Panamanian Bar Association and the Maritime Law Association of Panama.

    HONOLULU — Governor Josh Green, M.D., today announced the appointment of Todd Apo to the Hawai‘i Tourism Authority (HTA) board of directors. Apo will serve in the position on an interim basis, pending confirmation by the state Senate. Apo’s term for the seat vacated by Sig Zane extends through June 30, 2028.

    “Todd is an accomplished leader with extensive experience in community development, public affairs and legal practice, making him ideal for the HTA board,” said Governor Green. “His diverse skill set and deep understanding of Hawai‘i’s unique cultural landscape will contribute significantly to advancing HTA’s goals.”

    Currently CEO of ‘Iole, a nonprofit focused on sustainability and resilience, Apo has previously served in senior roles at the Hawaiʻi Community Foundation and Howard Hughes Holdings Inc. (formerly the Howard Hughes Corp.), where he integrated cultural values into community initiatives. During his tenure as Honolulu City Council Chair, he oversaw significant legislative initiatives and budget management, strengthening community relationships and enhancing local governance.

    Apo earned a Juris Doctorate from the William S. Richardson School of Law and dual A.B. degrees in Computer Science and Economics from Brown University, and combines a strong academic background with a commitment to public service. He serves on numerous boards, including the Hawai‘i Special Olympics and Bishop Museum.

    A novel treatment for long-term pain management that could revolutionize post-operative care and eliminate the need for opioids for many, won the first-place, $30,000 grand prize at the Wolff New Venture Competition last week.

    Professors and esteemed UConn Health researchers Lakshmi Nair, Ph.D. and Yusuf Khan, Ph.D. say they were both surprised and thrilled that their startup, Soleia Biosciences, received the award. With the financial and business support they’ve received, they hope to advance the treatment that has been in development for 10 years.

    “This prize will really set the stage for everything else we need to do; without it we would have been stuck,’’ Khan says. “Now we can move forward with determining exactly what we need to do to show our product is both safe and effective, and get it into the hands of doctors so they can start treating patients as soon as possible.’’

    “Our job has always been to figure out how to solve medical problems that don’t have a good solution,’’ Khan says. “With the Wolff Prize, we are even closer to that reality.’’

    Competition Awarded $115,000 in Cash and Prizes

    The Wolff New Venture Competition is the School of Business’ pinnacle entrepreneurship challenge. The event on Tuesday night drew dozens of UConn entrepreneurs and their supporters to the Dunkin Park YG Club for a night of competition, camaraderie, networking, and socializing.

    This year marks the ninth anniversary of the Wolff event, which invites five outstanding UConn-affiliated startups to compete annually. Since its inception, the amount of the awards has risen from $15,000 to more than $$115,000 in cash and in-kind services.

    The five 2024 Wolff finalists have developed a diverse set of companies, from toys to e-commerce to a business-travel planning app. Preparation for the event begins in March when 10 startups are selected to participate in the Connecticut Center for Entrepreneurship & Innovation’s (CCEI) Summer Fellowship Accelerator, where they develop their businesses to become market ready.

    “This was by far the best Wolff New Venture Competition to date,’’ says Jennifer Mathieu, executive director of CCEI. “The room was packed with members of our entrepreneurial ecosystem including investors, community partners, dozens of CCEI’s entrepreneurs showcasing their startups, and many of our alumni just there to support.

    “There was an energy in the space; it was one of collaboration, community, and this level of overall excitement that everyone seemed to have about being there. I feel proud of what my team has accomplished in their support of the hundreds of startups that have participated in CCEI programs,’’ she says. “The five teams that pitched have made tremendous progress since working with CCEI. I can’t wait to see what impact they are going to have on the world.’’

    Medical Company Wins Grand Prize

    In addition to the grand prize, Soleia Biosciences also received the Legal Services Award valued at $10,000 and presented by Wiggin and Dana’s emerging companies division.

    The startup is on the cusp of a breakthrough pain-reduction treatment that can extend the duration of local anesthetics, enabling patients to be nearly pain-free and mobile. Nair says the $15 billion post-surgical pain management industry is ready for change.

    “Since opioid use can have such a negative impact on a person, it’s really critical to find non-addictive solutions for both short- and long-term pain,’’ Nair says. “This applies to everyone, young and old; nobody is exempt from these needs.  In younger people it may be part of recovering from a painful sports injury, and in older people more about managing something like osteoarthritis. Regardless of the age or disease, there is a critical need for opioid alternatives.’’

    The company already has patents and compelling pre-clinical data. The founders are looking to hire a consultant to help them begin the FDA approval process.

    Co-founder Kyle Mayers ’13 (BUS) says the company has something for everyone. “We have wheels for every car from a Honda Civic to a Ferrari,” he says.

    Mayers and co-founder Wally Namane ’13 (BUS), ’18 MBA, both car enthusiasts, met as students through mutual friends at UConn. “We’ve had a life-long obsession with cars,’’ Mayers says.

    Today they hope to become the number one marketplace for the 67 million car enthusiasts in the U.S. Globally, consumers spend $5 billion on wheels annually. They believe their easy-to-use platform and some high-tech features, now in development, will put them in the industry’s drivers’ seat.

    Business-Travel App Took Third Place

    Since the onset of the pandemic, the number of fully remote companies has grown 400%. And although their employees may be on different coasts, Vamos founder Niko Zurita ’10 (BUS) believes every growing business requires face-to-face meetings between colleagues. He is developing an app to tailor meetings and locations to company needs, while also saving them money.

    Vamos received the $7,500 Third Place Prize sponsored by Prime Materials Recovery Inc., and a Digital Surgeons brand consulting award, valued at $10,000.

    Toy Dinosaurs, Natural Food Preservative Captivated Audience

    Lyla Andrick ’24 (CAHNR), created Happy Dinosaur, a company that sells brightly colored dinosaur stuffed animals, from her dorm room at UConn. The plush animals have become so popular that the New England boutiques that stock them can’t keep them on the shelves. As part of her presentation, she passed around a half-dozen dinosaurs, and members of the audience were delighted.

    Happy Dinosaur won a ​$5,000 Community Impact Award, sponsored by Baystate Financial, that will help Andrick create books about the main characters and create a format for children to share imaginative stories about them.

    Meanwhile Atlas, formerly Atlantic Sea Solutions, a company using seaweed extracts as a tasteless, texture-less coating to preserve the shelf-life of peaches, berries and other produce, won a $5,000 Innovation Award, sponsored by Mark and Jamie Summers. The company plans to use the winning to purchase more equipment.

    “What I love about my work and what motivates me is using science and technology to do cool things with food,’’ says co-founder Anuj Purohit, a research associate in the Department of Nutritional Sciences in the College of Agriculture, Health and Natural Resources. “The world population is growing, and we all need good, nutritious food. That’s what drew me to agriculture and what keeps me going.’’

    Experienced Entrepreneurs Say Their Companies are Thriving

    The event also welcomed more than 25 previous Wolff participants who have made great strides with their startups. They were eager to cheer on the next wave of entrepreneurs.

    Jake Winter ’22 (ENG), co-founder and CTO of PatentPlusAI, a company using AI to generate comprehensive patent search reports in less than 24 hours, says the startup has grown exponentially in four years.

    “We’re hustling,’’ says Winter, noting that their client base includes corporate giant IBM. If he could offer advice to the newer entrepreneurs, it would be to “get ridiculously familiar with your market, and once you understand your customer, test as soon as you can,’’ he says.

    For graduate student Amelia Martin, the year since her participation in the Wolff competition has been one of extraordinary growth.

    “A year ago, I didn’t know what to expect. I had the mindset of a student,’’ she says. “Now I think like a CEO.’’

    Her company, Mud Rat, an eco-friendly alternative to the standard Styrofoam surfboard core, has participated in two business accelerators, won a small grant, and is completing its first protype this month. She’s also added to her team. Martin advises those who follow in her footsteps to just keep going when the going is tough. “If you stick with it, you’ll hit all your goals eventually,’’ she says.

    In the last year, alumna Hayley Segar, founder of onewith, a direct-to-consumer swimwear and accessory company, has been featured in People and InStyle magazines. She now employs four manufacturers to make her swimwear and this year sold 50,000 units. She hasn’t lost touch with her roots; her mom still packs her orders.

    She tells the new entrepreneurs to avoid distraction. “They need to be focused and heads-down in the early stages of their company,’’ she says. “It’s exciting, there is a lot of sacrifice, but in the end, owning your own business is extremely satisfying.’’

    She credits UConn for setting her up for success. As she speaks with entrepreneurs who attended other colleges, none of them had the expert entrepreneurial support that UConn offered, Segar says.

    Judges Were Impressed by What They Heard

    Competition judge Luke Steinberger, COO at Revyrie, a company that helps build and scale companies and a sponsor of the event, says he was very impressed with all the presentations.

    “They were well prepared, and I loved the diversity of ideas,’’ he says. “The program exceeded my expectations. I’m very happy to be involved and will be back next year.’’

    Judge Adam Silverman, partner at law firm Wiggin and Dana, says he didn’t know exactly what to expect before the competition. “It was great to be a part of the competition. I was impressed by the quality of the companies, the focus of the founders, and the exciting use of technology,’’ he says.

    School of Business Dean John A. Elliott spoke about how entrepreneurship has grown in the 13 years he has been here.

    “We used to think entrepreneurship was something for juniors and seniors to explore but now we welcome many students who begin their companies as freshmen,’’ he says. “The excitement around entrepreneurship has grown rapidly.’’

    Elliott also thanked the Wolff family, including Greg Wolff who was in attendance, for starting the competition and advocating for entrepreneurship at UConn. Elliott says their influence helped create additional competitions and great support for startups at UConn.

    Alycia Chrosniak, Assistant Director of Brand & Venture Development at CCEI, says working with the startups and watching them grow has been rewarding.

    “But my favorite part will be three months from now when I get the emails about what these new companies and their founders have accomplished,’’ she says. “What we do here is life changing.’’

    The Major Atmospheric Cherenkov Experiment (MACE) Observatory has been inaugurated by Dr. Ajit Kumar Mohanty, Secretary DAE & Chairman of the Atomic Energy Commission, at Hanle, Ladakh, on 4th October 2024. MACE is the largest imaging Cherenkov telescope in Asia. Located at an altitude of ~4,300 m, it is also the highest of its kind in the world. The telescope is indigenously built by BARC with support from ECIL and other Indian industry partners. The inaugural of MACE Observatory was a part of the Platinum Jubilee year celebrations of the DAE. The event commenced with the unveiling of commemorative plaques by Dr. Mohanty at the MACE site at Hanle, Ladakh, thereby officially inaugurating the MACE Observatory.

    In his inaugural address, DAE Secretary Dr. Mohanty applauded the collective effort that brought the MACE telescope to fruition. He stated that the MACE Observatory is a monumental achievement for India, and it places our nation at the forefront of cosmic-ray research globally. He further added that this telescope will allow us to study high-energy gamma rays, paving the way for deeper understanding of the universe’s most energetic events. Dr. Mohanty emphasised the significant role that MACE project plays not only in advancing scientific research but also in supporting the socio-economic development of Ladakh. Students were encouraged to explore careers in astronomy and astrophysics, with Dr. Mohanty expressing hope that the MACE project would inspire future generations of Indian astronomers, scientists, and engineers. Dr. Mohanty also paid tribute to India’s pioneering contributions to the field, including the work of Dr. Homi J. Bhabha, whose legacy continues to inspire India’s cosmic-ray research.

    Shri Sajjad Hussain Mufti, Chief Conservator of Forests, UT Ladakh, outlined the key features of the Hanle Dark Sky Reserve and the focus on community engagement. He reaffirmed the UT administration’s unwavering commitment to supporting DAE’s scientific activities.

This facility will also complement global observatories, strengthening India’s position in the field of multi messenger astronomy.

    The Central Ayurveda Research Institute (CARI), under the aegis of the Central Council for Research in Ayurvedic Sciences (CCRAS), Ministry of Ayush, has achieved significant milestones during the first 100 days of the current government. These accomplishments reflect CARI’s commitment to enhancing healthcare through Ayurveda and contributing to the broader Ayush ecosystem.

    1. Geriatric Care Program Exceeds Targets: In a special initiative to cater to the healthcare needs of the elderly, CARI set a target of covering 2,000 individuals from the geriatric population. The institute has surpassed this goal, reaching 2,272 elderly individuals through its dedicated OPD. The program provided consultations, therapies, and lifestyle modifications based on holistic Ayurveda practices. This initiative has not only addressed healthcare concerns but also improved the quality of life for senior citizens.

    2. Outreach under SCSP: As part of the Scheduled Caste Sub Plan (SCSP), CARI conducted 80 tours, organizing 8 camps and treating 1,500 patients within the first 100 days. The institute also conducted a comprehensive survey of 480 individuals to study their living conditions, dietary habits, and prevalent diseases. Through 1,980 screenings, lifestyle disorders were identified, marking a proactive approach to preventive healthcare in underserved communities.

    3. Establishment of Integrated Medicine at Lady Hardinge Hospital: CARI is spearheading the establishment of a Department of Integrated Medicine at Lady Hardinge Medical College and Hospital, New Delhi. This initiative aims to integrate Ayush systems with modern medical services, addressing the need for comprehensive healthcare as advocated by the National Health Policy (NHP) 2017. Baseline OPDs and Panchakarma procedures have already commenced, laying the groundwork for this pioneering department.

    4. Strategic Collaboration with Jawaharlal Nehru University (JNU) In a significant academic collaboration, CARI signed an MoU with JNU to initiate a research project on entrepreneurship and commercialization in the Ayush industry. The project aims to develop management principles for Ayush products and services. The project was successfully launched within the first 100 days, marking a new phase in Ayush’s research and industry growth

     

     

    5. Advancing Research and Publications CARI has completed two prestigious multi-center survey projects at Base Hospital Delhi Cantt and Air Force Hospital Hindon. 19 research projects are ongoing, with nine collaborative studies involving top institutions like AIIMS, Safdarjung Hospital, and JNU. During this period the institute also published a research article on allergic rhinitis in the Journal of Medical Internet Research (JMIR), indexed in PubMed, Scopus, and Web of Science, further enhancing the scientific credibility of Ayurvedic research.

    6. Promoting Patient Safety through Ayurveda : To mark Patient Safety Day, CARI organized a two-day national seminar in collaboration with NPvCC and AIIA, New Delhi. To address Patient safety day on September 17, 2024; a National Seminar was held at India International center, Lodhi Road focusing on the role of diagnostic practices in Ayush systems. It brought together 150 students, research scholars, and faculty members across India, fostering greater awareness of patient safety within Ayush practices.

     

    7. Accreditation and Empowerment Initiatives CARI became the first CCRAS institute to receive NABH accreditation and it also obtained NABL accreditation for its Pathology and Biochemistry labs. Additionally, the institute provided administrative training for Ayush officers, empowering them with crucial management skills for their capacity building on 3rd August 2024.

    8. Social Outreach CARI ensured the active participation of all staff and officials in national campaigns, including Swachhata Pakhwada and Poshana Maah, organizing public awareness programs, webinars, and cleanliness drives.

    9. 9th Ayurveda Day: This institute is committed to hold various activities in order to celebrate 9th Ayurveda Day on 29th October, 2024. Awareness seminars, webinars, public lectures along with other activities like distribution of medicinal plants, competitions in school, etc. will be covered under Ayurveda Day.

    Madrid, 8 October, 2024 – Hera, the European Space Agency’s (ESA) first planetary defence mission,  was successfully launched yesterday aboard a SpaceX Falcon 9 rocket, from Cape Canaveral in Florida. The satellite is now heading to a unique target among the 1.3 million known asteroids of our Solar System.

    If an incoming asteroid were to threaten Earth, what could be done to cope with the situation? On September 26th 2022, NASA’s Double Asteroid Redirection Test (DART) mission performed humankind’s first test of asteroid deflection by crashing into the Great-Pyramid-sized Dimorphos moonlet. This resulted in a shift of its orbit around the mountain-sized Didymos main asteroid.

    Next comes ESA’s own contribution to the international Asteroid Impact & Deflection Assessment (AIDA) collaboration: the Hera mission will travel to Dimorphos so as to gather vital close-up data regarding the deflected body and turn DART’s grand-scale kinetic impact experiment into a well-understood and potentially repeatable planetary defence technique. Hera will provide in particular accurate measurements concerning the asteroid’s mass, as well as crucial information about its make-up and structure, which are essential to interpret the outcome of the impact.

    The Hera mission, will also carry out the most detailed exploration to date of a binary asteroid system – although binaries make up 15% of all known asteroids, they have never been studied in detail. Hera will also perform technology demonstration experiments, including the deployment of ESA’s first deep space ‘CubeSats’ – shoebox-sized spacecraft to venture closer than the main mission then eventually land – and an ambitious test of ‘self-driving’ for the main spacecraft, based on vision-based navigation. The OHB System AG (Germany), as prime contractor of Hera, led the industrial consortium, including responsibility for the overall spacecraft design, development, assembly, and testing.

    Thales Alenia Space, a joint venture between Thales (67%) and Leonardo (33%), provided key technologies onboard Hera spacecraft. Thales Alenia Space in Spain was responsible for the communications subsystem, which allows to control and track the spacecraft from a distance up to 500 million kilometre away and to send all the information gathered by Hera back to Earth. Thales Alenia Space in Italy developed the state-of-art Deep Space Transponder, while Thales Alenia Space in Belgium developed the Travelling Wave Tube Amplifiers (TWTA), as well as the Power Conditioning and Distribution Unit (PCDU), which provides power to the spacecraft during all its lifetime.

    Safeguarding our planet

    Asteroids are bodies originated in the young stars nebulae that never grew to planets, formed of rock and metal. Among them, those that have an orbit that brings them close to Earth (within 45 million kilometres), known as near-Earth asteroids, represent a risk of hitting the Earth. There are plenty of such bodies in our Solar system, from tiny little ones measuring a few meters (there are 40-50 millions of them) up to larger ones, measuring more than 1 km but much more scarce (there’s less than 1000 of them).

    Neither the smaller near-Earth asteroids nor the larger ones represent a real threat to humanity. Small asteroids actually hit the Earth quite frequently (every two weeks) with no consequences. The larger ones, although potentially dangerous, are well known and tracked, and it takes millions of years to have one of them hitting the Earth. Actually, a 10km asteroid impact is the most accepted theory of the Cretaceous extinction around 66 million years ago, ending with three-quarters of the plant and animal species, among others the dinosaurs.

    The mid-sized class asteroids of more than 100 meters are the ones we need to worry about. There are about 30,000 near-Earth asteroids of the 100 to 300 meter size class, 82% of them still to be spotted, hitting the Earth every 10,000 years. The impact energy of such an asteroid is equivalent to around 50 megatons of TNT, the power of a “Tsar Bomba”. The effect of such an impact would be devastating if it reached a populated area, capable of destroying an entire city or to create a tsunami if it impacted a sea.

    The Didymos binary asteroid system is prototypical in terms of size of the thousands of asteroids that pose a hazardous risk of impact to our planet. Around the Dydimos main body, 780 meter in diameter, orbits the 150 meter Dimorphos moonlet, which is the first body in the Solar System to have had its orbit measurably changed through human action, by the DART impact, and it is also the smallest asteroid yet visited by humankind.

    The Hera spacecraft will reach the binary asteroid in October 2026, after a two-year cruise phase. The day Hera reaches Didymos, it will be 195 million km away from Earth.

A design kit will be available for early evaluation starting in November 2024, providing developers with the tools they need to explore and design using the platform. The first shuttle for prototyping is scheduled for April 2025, with full-scale production expected to follow.

    The UK is committed to strengthening a closer UK-Uganda partnership that supports mutual prosperity, ensures stability, reduces poverty, and strengthens democracy.

    The UK invests in strengthening its economic partnership with Uganda, supporting climate change adaptation efforts, building broader UK-Uganda connections, and supporting Uganda’s engagements that stabilise the region. Through all these efforts the UK has consistently used their science, innovation, and technology (SIT) strengths to partner with Uganda and deliver progress and impact.

    Through a focused 5-month campaign, the British High Commission (BHC) Kampala would like to better highlight breadth of the work of the UK in Uganda, by capturing the impact, diversity, and innovation of work over the years and creatively telling the story to the Ugandan people. While we would like to use the lens of SIT as a theme, we want the work of climate, growth, energy, stability, and other priority areas to be included as part of the storytelling.

    The UK is looking to strengthen its partnership with Uganda, by building new awareness of the work, new collaborations and strengthening existing ones, including but not limited to, Uganda’s young creators and innovators, women, and academic institutions around areas of research, innovation, and emerging tech.

    Objectives

    This Terms of Reference (ToR) is to enlist supplier(s) to:

    • support BHC Kampala in breaking down its broader policy and program work, achievements and impact into engaging narratives while understanding stakeholder perceptions and refining our outreach strategy

    • enhance and execute communication efforts through compelling storytelling, strategic content development – specifically using radio as the main platform

    Work packages

    Due to the breadth of the work and specialisations required in some areas, this ToR has been broken down into two packages (Package A and Package B). The supplier may bid for either one or both packages.

    Up to £21,750 is available to the winning bidder for each work package. With an overall total budget for both packages not exceeding £43,500, taxes inclusive. If you are planning to bid for both packages you should clearly separate your deliverables and budgets for both in a single return.

    Package ‘A’

    Scope of work

    The exact approach for this work will be discussed further with BHC Kampala and set out in the Supplier Proposal. However, it will require the consultant to engage in joint ideation and conceptualisation session(s) with the BHC, engage with the full breadth of the BHC’s policy and program work around areas of SIT, and proceed to breakdown the highlights and impact of this work into engaging and visually appealing content tailored for different audiences.     

    During the content gathering and creation process, the consultant may be required to travel up to two times outside of Kampala with responsible BHC staff in the field and produce content as required by the campaign implementation plan. The travel costs should be accounted for in the bid, with the many flexible to be re-allocated if not needed for travel.

    The entire work will cut across the following four areas:

    Content development

    • collaborate with our team to identify key projects and initiatives
    • extract impactful stories and results that highlight the organization’s impact

    Content processing and design

    • create multiple formats of content that may include articles and a series of human impact stories
    • develop visual assets such as infographics, motion graphics, and short videos
    • adapt content for various digital platforms, including social media, websites, and presentations

    Stakeholder mapping and analysis

    • identify and categorise key stakeholders based on their influence, interest, and impact on the BHC’s goals
    • develop stakeholder profiles and relationship dynamics to map engagement opportunities and risks
    • provide recommendations for targeted messaging and relationship-building strategies tailored to each stakeholder group

    Deliverables

    In close consultation and collaboration with the BHC, the consultant is expected to deliver the following:

    Content outputs

    Overall, the BHC would like to have a set of high-quality pieces of impact storytelling that highlight our different areas of work. This will include print, visuals, digital and other potential content. Pace of content creation can be discussed.

    Stakeholder Mapping Report

    • detailed stakeholder map, including profiles, influence, and interest levels
    • strategic recommendations on how to engage each stakeholder group more effectively

    Client responsibilities

    The BHC will be responsible for:

    • availing data and all information material needed by the consultant in their content generation and program production work
    • approving all content, broadcast or digital before it is aired or published
    • facilitating the consultant’s representatives with access to its program sites, activities, or project beneficiaries for purposes of gathering content as part of this partnership     
    • proven experience in content creation, storytelling, and digital strategy

    Timelines

    All work will need to be completed by end of February 2025 or not later than the 15th of March 2025 at the latest. Specific timelines will be agreed upon with the BHC at our first engagement meeting after which they will be spelt out in the engagement contract.

    Qualifications

    • expertise in conducting perception research and stakeholder mapping
    • ability to deliver high-quality outputs within tight deadlines
    • knowledge of Ugandan media consumption trends, preferences, and audience dynamics
    • demonstrable experience in Data and Information design and visualisation

    The following are desirable:

    • flexibility and adaptability: the consultant will have to work closely with the team from the BHC in the execution of this work, which may require them to be flexible in adapting to new deliverable dynamics during the duration of consultancy
    • experience working with the UK or similar development partners: demonstrating keen understanding of development work, programming, and impact assessment of the same will be an added advantage as it is an important first step towards communicating such work effectively
    • ability to speak at least 3 local languages intelligibly would be useful but is not essential

    Package ‘B’

    Scope of work

    The supplier will be expected to, in consultation with the British High Commission (BHC) Kampala, design and produce a 1-hour monthly radio program devoted to the BHC’s SIT policy work, which will be co-hosted by the British High Commissioner in Uganda and a co-host agreed upon by the two parties.

    The supplier will also be expected to report at least one weekly story on the BHC’s SIT-related work across its policy and program areas and do at least one ground activation from one of the areas where the BHC’s SIT-related interventions is taking place.

    The supplier will also be expected to promote all stories and programs delivered as part of this partnership on all its social media programs pre, during and after the said programs, and generally produce visually appealing multimedia content communicating the BHC’s SIT work to run on the radio partner and the BHC’s official media platforms. 

    Occasionally, especially during the content gathering and creation process, representatives of the supplier may be required to travel with responsible BHC staff in the field and produce content as required.

    Deliverables

    In close consultation and collaboration with the BHC, the supplier will be expected to:

    • design, produce and host a 1-hour monthly program devoted to the BHC’s SIT policy work, which will be co-hosted by the British High Commissioner in Uganda and a co-host agreed upon by the two parties
    • report/host at least one story or radio-discussion per week on the BHC’ SIT-related work across its policy and program areas
    • undertake at least one on-ground activation per month to report live on the impact of the BHC’s SIT-focused interventions on people and/communities
    • come up with social media promotion material for all stories and programs to be hosted and reported on the radio partner station as part of this partnership, pre, during and after the said programs
    • come up with a data and information visualisation strategy to complement the radio broadcasts of this partnership’s activities. This will involve producing appealing multimedia content communicating the BHC’s SIT work which will run on the supplier’s and the BHC’s official media platforms

    Budget and payment terms

    Any submissions in response to this ToR must include a technical and commercial proposal. The commercial proposal will need to include a budget with a comprehensive breakdown of costs per activity for the full duration of the work.

    The BHC will make available up to £21,750 to the winning bidder for each work package, with an overall total budget for both packages not exceeding £43,500, including taxes. Payments to the winning bidder(s) will be made in arrears following review of agreed deliverables in the stipulated timeframes. These will be agreed in detail with the winning bidder, prior to signing the contract with the BHC.

    Intellectual Property Rights

    The BHC will own all intellectual property rights to the final designs and materials created under this agreement. The designer may include the work in their portfolio with the BHC’s permission.

  • MIL-OSI Global: Trump and Harris are sharply divided on science, but share common ground on US technology policy

    For the first time in American history, quantum computing was mentioned by a candidate during a presidential debate, on Sept. 10, 2024. After Vice President Kamala Harris brought up quantum technology, she and former President Donald Trump went on to have a heated back-and-forth about American chipmaking and China’s rise in semiconductor manufacturing. Science and technology policy usually takes a back seat to issues such as immigration, the economy and health care during election season.

    What’s changed for 2024?

    From COVID-19 to climate change, ChatGPT to, yes, quantum computers, science-related issues are on the minds of American policymakers and voters alike. The federal government spends nearly US$200 billion each year on scientific research and development to address these challenges and many others. Presidents and Congress, however, rarely agree on how – and how much – money should be spent on science.

    With the increasing public focus on global competitiveness, the climate crisis and artificial intelligence, a closer look at Trump’s and Harris’ records on science and technology policy could provide a hint about how they’d approach these topics if elected this fall.

    Two distinct visions for science funding

    If politics can be described as “who gets what and when,” U.S. science and technology policy can be assessed through the annual budget process for R&D. By this measure, the differences between the Trump and Biden-Harris administrations couldn’t be starker.

    In his first budget request to Congress, in 2017, Trump spurned decades of precedent, proposing historic cuts across nearly every federal science agency. In particular, Trump targeted climate-related programs at the Department of Energy, the National Oceanic and Atmospheric Administration and the Environmental Protection Agency.

    Trump’s fiscal policy took a page from Reagan-era conservative orthodoxy, prioritizing military spending over social programs, including R&D. Unlike Reagan, however, Trump also took aim at basic research funding, an area with long-standing bipartisan support in Congress. His three subsequent budget proposals were no different: across-the-board reductions to federal research programs, while pushing for increases to defense technology development and demonstration projects.

    Congress rebuked nearly all of Trump’s requests. Instead, it passed some of the largest increases to federal R&D programs in U.S. history, even before accounting for emergency spending packages funded as part of the government’s pandemic response.

    In contrast, the Biden-Harris administration made science and innovation a centerpiece of its early policy agenda – with budgets to match. Leveraging the slim Democratic majority during the 117th Congress, Biden and Harris shepherded three landmark bills into law: the Infrastructure Investment and Jobs Act, the Inflation Reduction Act and the CHIPS and Science Act. These laws contain significant R&D provisions focused on environmental projects (IIJA), clean energy (IRA) and American semiconductor manufacturing (CHIPS).

    CHIPS set up programs within the National Science Foundation and the Department of Commerce to create regional technology hubs in support of American manufacturing. The act also set ambitious funding targets for federal science agencies, especially at NSF, calling for its budget to be doubled from $9 billion to over $18 billion over the course of five years.

    Despite its initial push for R&D, the Biden-Harris administration’s final two budget proposals offered far less to science. Years of deficit spending and a new Republican majority in the House cast a cloud of budget austerity over Congress. Instead of moving toward doubling NSF’s budget, the agency suffered an 8% decrease in fiscal year 2024 – its biggest cut in over three decades. For FY2025, which runs from Oct. 1, 2024, through Sept. 30, 2025, Biden and Harris requested a meager 3% increase for NSF, billions of dollars short of CHIPS-enacted spending levels.

    An emerging consensus on China

    On technology policy, Biden and Harris share more with Trump than they let on.

    Their approach to competing with China on tech follows Trump’s lead: They’ve expanded tariffs on Chinese goods and severely limited China’s access to American-made computer chips and semiconductor manufacturing equipment.

    Biden and Harris have also ramped up research security efforts intended to protect U.S. ideas and innovation from China. Trump launched the China Initiative as an attempt to stop the Chinese government from stealing American research. The Biden-Harris administration ended the program in 2022, but pieces of it remain in place. Scientific collaborations between the United States and China continue to decline, to the detriment of American scientific leadership.

    The Biden-Harris administration has also drawn from Trump-era policy to strengthen America’s leadership in “industries of the future.” The term, coined by Trump’s then-chief science adviser Kelvin Droegemeier, refers to five emerging technology areas: AI, quantum science, advanced manufacturing, advanced communications and biotechnology. This language has been parroted by the Biden-Harris administration as part of its focus on American manufacturing and throughout Harris’ campaign, including during the debate.

    In short, both candidates align with the emerging Washington bipartisan consensus on China: innovation policy at home, strategic decoupling abroad.

    Science advice not always a welcome resource

    Trump’s dismissal of and at times outright contempt for scientific consensus is well documented. From “Sharpiegate,” when he mapped his own projected path for Hurricane Dorian, to pulling out of the Paris climate agreement, World Health Organization and the Iran nuclear deal, Trump has demonstrated an unwillingness to accept any advice, let alone from scientists.

    Indeed, Trump took over two years to hire Droegemeier as director of the White House Office of Science and Technology Policy, or OSTP, doubling the previous record for the length of time a president has gone without a scientific adviser. This absence was no doubt reflected in Trump’s short-on-science budget requests to Congress, especially during the beginning of his administration.

    On the other hand, the Biden-Harris administration has promoted science and innovation as a core part of its broader economic policy agenda. It elevated the role of OSTP: Biden is the first president to name his science adviser – a position currently held by Arati Prabhakar – as a member of his Cabinet.

    By law, the president is required to appoint an OSTP director. But it is up to the president to decide how and when to use their advice. If the new White House wants the U.S. to remain a global leader in R&D, the science adviser will need to continue to fight for it.

  • MIL-OSI Global: How foreign operations are manipulating social media to influence your views

    Foreign influence campaigns, or information operations, have been widespread in the run-up to the 2024 U.S. presidential election. Influence campaigns are large-scale efforts to shift public opinion, push false narratives or change behaviors among a target population. Russia, China, Iran, Israel and other nations have run these campaigns by exploiting social bots, influencers, media companies and generative AI.

    At the Indiana University Observatory on Social Media, my colleagues and I study influence campaigns and design technical solutions – algorithms – to detect and counter them. State-of-the-art methods developed in our center use several indicators of this type of online activity, which researchers call inauthentic coordinated behavior. We identify clusters of social media accounts that post in a synchronized fashion, amplify the same groups of users, share identical sets of links, images or hashtags, or perform suspiciously similar sequences of actions.

    We have uncovered many examples of coordinated inauthentic behavior. For example, we found accounts that flood the network with tens or hundreds of thousands of posts in a single day. The same campaign can post a message with one account and then have other accounts that its organizers also control “like” and “unlike” it hundreds of times in a short time span. Once the campaign achieves its objective, all these messages can be deleted to evade detection. Using these tricks, foreign governments and their agents can manipulate social media algorithms that determine what is trending and what is engaging to decide what users see in their feeds.

    Adversaries such as Russia, China and Iran aren’t the only foreign governments manipulating social media to influence U.S. politics.

    Generative AI

    One technique increasingly being used is creating and managing armies of fake accounts with generative artificial intelligence. We analyzed 1,420 fake Twitter – now X – accounts that used AI-generated faces for their profile pictures. These accounts were used to spread scams, disseminate spam and amplify coordinated messages, among other activities.

    We estimate that at least 10,000 accounts like these were active daily on the platform, and that was before X CEO Elon Musk dramatically cut the platform’s trust and safety teams. We also identified a network of 1,140 bots that used ChatGPT to generate humanlike content to promote fake news websites and cryptocurrency scams.

    In addition to posting machine-generated content, harmful comments and stolen images, these bots engaged with each other and with humans through replies and retweets. Current state-of-the-art large language model content detectors are unable to distinguish between AI-enabled social bots and human accounts in the wild.

    Model misbehavior

    The consequences of such operations are difficult to evaluate due to the challenges posed by collecting data and carrying out ethical experiments that would influence online communities. Therefore it is unclear, for example, whether online influence campaigns can sway election outcomes. Yet, it is vital to understand society’s vulnerability to different manipulation tactics.

    In a recent paper, we introduced a social media model called SimSoM that simulates how information spreads through the social network. The model has the key ingredients of platforms such as Instagram, X, Threads, Bluesky and Mastodon: an empirical follower network, a feed algorithm, sharing and resharing mechanisms, and metrics for content quality, appeal and engagement.

    SimSoM allows researchers to explore scenarios in which the network is manipulated by malicious agents who control inauthentic accounts. These bad actors aim to spread low-quality information, such as disinformation, conspiracy theories, malware or other harmful messages. We can estimate the effects of adversarial manipulation tactics by measuring the quality of information that targeted users are exposed to in the network.

    We simulated scenarios to evaluate the effect of three manipulation tactics. First, infiltration: having fake accounts create believable interactions with human users in a target community, getting those users to follow them. Second, deception: having the fake accounts post engaging content, likely to be reshared by the target users. Bots can do this by, for example, leveraging emotional responses and political alignment. Third, flooding: posting high volumes of content.

    Our model shows that infiltration is the most effective tactic, reducing the average quality of content in the system by more than 50%. Such harm can be further compounded by flooding the network with low-quality yet appealing content, thus reducing quality by 70%.

    Curbing coordinated manipulation

    We have observed all these tactics in the wild. Of particular concern is that generative AI models can make it much easier and cheaper for malicious agents to create and manage believable accounts. Further, they can use generative AI to interact nonstop with humans and create and post harmful but engaging content on a wide scale. All these capabilities are being used to infiltrate social media users’ networks and flood their feeds with deceptive posts.

    These insights suggest that social media platforms should engage in more – not less – content moderation to identify and hinder manipulation campaigns and thereby increase their users’ resilience to the campaigns.

    The platforms can do this by making it more difficult for malicious agents to create fake accounts and to post automatically. They can also challenge accounts that post at very high rates to prove that they are human. They can add friction in combination with educational efforts, such as nudging users to reshare accurate information. And they can educate users about their vulnerability to deceptive AI-generated content.

    Open-source AI models and data make it possible for malicious agents to build their own generative AI tools. Regulation should therefore target AI content dissemination via social media platforms rather then AI content generation. For instance, before a large number of people can be exposed to some content, a platform could require its creator to prove its accuracy or provenance.

    These types of content moderation would protect, rather than censor, free speech in the modern public squares. The right of free speech is not a right of exposure, and since people’s attention is limited, influence operations can be, in effect, a form of censorship by making authentic voices and opinions less visible.

  • MIL-OSI Global: Why wildfires started by human activities can be more destructive and harder to contain

    Wildfires are becoming increasingly destructive across the U.S., as the country is seeing in 2024. Firefighters were battling large blazes in several states from California to North Dakota in early October 2024, including fires burning near homes and communities.

    Research shows wildfires are up to four times larger and three times more frequent than they were in the 1980s and ‘90s, with some consuming hundreds of thousands of acres in a single blaze.

    Lightning strikes are one cause, but the majority of wildfires that threaten communities are sparked by human activities.

    Metal from cars or mowers dragging on the ground can spark fires. So can power lines touching trees. Officials confirmed on Oct. 2 that a broken power line started the deadly 2023 Maui fire that destroyed the town of Lahaina, Hawaii. California’s largest fire in 2024 started when a man pushed a burning car into a ravine near Chico. The fire destroyed more than 700 homes and buildings.

    Although the number of fires in 2024 has not been unusually high, the acreage burned has far surpassed the 10-year average, displacing thousands of people, destroying homes and straining firefighting resources.

    What makes these wildfires so destructive and difficult to contain?

    The answer lies in a mix of changing climate, the legacy of past land-management practices, and current human activities that are reshaping fire behavior and increasing the risk they pose.

    Fire’s perfect storm

    Wildfires rely on three key elements to spread: conducive weather, dry fuel and an ignition source. Each of these factors has undergone pronounced changes in recent decades. While climate change sets the stage for larger and more intense fires, humans are actively fanning the flames.

    Climate and weather

    Extreme temperatures play a dangerous role in wildfires. Heat dries out vegetation, making it more flammable. Under these conditions, wildfires ignite more easily, spread faster and burn with greater intensity. In the western U.S., aridity attributed to climate change has doubled the amount of forestland that has burned since 1984.

    Compounding the problem is the rapid rise in nighttime temperatures, now increasing faster than daytime temperatures. Nights, which used to offer a reprieve with cooler conditions and higher humidity, do so less often, allowing fires to continue raging without pause.

    Fuel

    Fire is a natural process that has shaped ecosystems for over 420 million years. Indigenous people historically used controlled burns to manage landscapes and reduce fuel buildup. However, a century of fire suppression has allowed vast areas to accumulate dense fuels, priming them for larger and more intense wildfires.

    Invasive species, such as certain grasses, have exacerbated the issue by creating continuous fuel beds that accelerate fire spread, often doubling or tripling fire activity.

    Additionally, human development in fire-prone regions, especially in the wildland-urban interface, where neighborhoods intermingle with forest and grassland vegetation, has introduced new, highly flammable fuels. Buildings, vehicles and infrastructure often ignite easily and burn hotter and faster than natural vegetation. These changes have significantly altered fuel patterns, creating conditions conducive to more severe and harder-to-control wildfires.

    Ignition

    Lightning can ignite wildfires, but humans are responsible for an increasing share. From unattended campfires to arson or sparks from power lines, over 84% of the wildfires affecting communities are human-ignited.

    Human activities have not only tripled the length of the fire season, but they also have resulted in fires that pose a higher risk to people.

    Lightning-started fires often coincide with storms that carry rain or higher humidity, which slows fires’ spread. Human-started fires, however, typically ignite under more extreme conditions – hotter temperatures, lower humidity and stronger winds. This leads to greater flame heights, faster spread in the critical early days before crews can respond, and more severe ecosystem effects, such as killing more trees and degrading the soil.

    Human-ignited fires often occur in or near populated areas, where flammable structures and vegetation create even more hazardous conditions. As urban development expands into wildlands, the probability of human-started fires and the property potentially exposed to fire increase, creating a feedback loop of escalating wildfire risk.

    2024 fire season’s whiplash weather

    The record-breaking summer heat in 2024 intensified fire hazards, with vegetation rapidly drying out and leaving landscapes parched in many areas. In addition, a phenomenon known as whiplash weather, marked by unusually wet winters and springs followed by extreme summer heat, has been especially pronounced in Southern California.

    A wet spring fostered vegetation growth, which then dried out under scorching summer temperatures, turning into highly combustible fuel. Severe heat waves, along with the associated lack of nighttime cooling, created conditions where fires not only spread faster, but were also more difficult to contain.

    This cycle has fueled some of the biggest fires of the 2024 season, several of which were started by humans. Atmospheric instability during some of these fires also led to the formation of pyrocumulonimbus clouds – massive, fire-fueled thunderheads that can generate their own weather, including lightning and tornado-like winds that drive flames even further.

    As these factors converge, the potential for increasingly severe wildfires looms ever larger. Severe fires also release large amounts of carbon from trees, vegetation and soils into the atmosphere, increasing greenhouse gas emissions and exacerbating climate change, contributing to more extreme fire seasons.

  • MIL-OSI USA: ‘Hidden Gem’ at UConn Helps International Studies Scholars Find their Academic Home

    A decade ago, Sercan Canbolat ’17 MA ’23 Ph.D. was a graduate student in his home country of Turkey. His focus was studying the political psychology of leaders.

    What makes them think?

    How do they make decisions?

    What influences them in their decision making?

    His particular focus was on political leaders in the Middle East, where he had grown up and completed his undergraduate degrees.

    But as a master’s student at Bilkent University in Turkey’s capital city of Ankara, he knew first-hand some of the challenges he would face as he tried to present his research to a broader, international audience.

    “I’m from Turkey,” Canbolat says, “and I know in the broader Middle East and North Africa regions, we don’t have a lot of opportunities to get our work published, to present our work to top scholars in the field, and to get good feedback – to learn and acquire the best research skills and presentation skills.”

    It was during his master’s studies that his advisor, Özgür Özdamar, first introduced him to the International Studies Association, or ISA – one of the oldest interdisciplinary organizations dedicated to understanding international, transnational, and global affairs.

    “I was writing my MA thesis with him,” Canbolat explains, “and he offered for me to write a paper that we could present at ISA. But I couldn’t get a visa. So, my advisor went to the conference instead, and he presented our paper.”

    The following year, though – in 2014 – Canbolat was able to travel to the ISA conference in Toronto, where he put himself in front of a global audience for the first time to present his research.

    “I got some feedback from the chair and from the audience, and it was great,” he says. “It helped me to build self-confidence, and actually, through ISA, I met many scholars based in the U.S., Canada, and Western Europe. Those connections helped me to apply for and receive a Fulbright scholarship to come to the U.S. for my Ph.D.”

    That Fulbright Ph.D. grant led Canbolat to UConn in 2014, where he started his doctoral studies in political science.

    And in 2015, the organization that helped Canbolat make those connections and first share his research on a global stage – the International Studies Association – also came to UConn.

    Best-Kept Secret

    Founded in 1959, the ISA has long served as a central hub for the exchange of ideas, for networking, and for programmatic initiatives among those involved in the study, teaching, and practice of international studies.

    Through its international and regional conferences and its academic journals, the organization works to promote rigorous discussion, research, and writing on a broad range of topics, including foreign policy, environmental studies, global health, diplomacy, human rights, peace studies, law, and religion.

    ISA has been headquartered at UConn since 2015. Under agreements with UConn’s Office of Global Affairs, it will remain in residence at UConn until at least 2030.

    From 2015 to 2024, ISA was under the leadership of Mark Boyer, Board of Trustees Distinguished Professor Emeritus at UConn. As of July 1, 2024, Mike Bosia, professor of political science and international relations and director of gender and sexuality studies at Saint Michael’s College, took over the role of ISA’s executive director.

    “ISA is a hidden gem – one of the best kept secrets at UConn,” says Sarah Dorr, the ISA’s director of professional development. “We have over 7,000 members in 120 countries.”

    UConn and ISA are a good fit for each other, says Daniel Weiner, a professor of geography and UConn’s vice president for global affairs, because both the organization and the University share similar missions to foster a sense of global-mindedness and facilitate life-transformative educational and research experiences.

    “ISA is really a success story about the positive impact of international collaboration,” Weiner says. “One of our major goals in Global Affairs is to support interdisciplinary research and engagement on issues of worldwide importance and impact, so partnership with ISA here at UConn is really a natural pairing.”

    Evolving and Growing

    In a complex and ever-changing world, adapting to the needs of the time is important for any organization – ISA included.

    “Our organization is constantly evolving and growing,” says Dorr, “and we offer different levels of interaction to help people make connections and foster dialogue – something that we feel is particularly critical at this point in time in our increasingly polarized world.”

    The ISA publishes seven academic journals, co-sponsors an eighth, and partners with Oxford University Press to publish the International Studies Encyclopedia, the most comprehensive reference work of its kind for the fields of international studies and international relations.

    The organization has steadily grown its online and social media presence and, in response to the pandemic in 2020, launched a roster of unique virtual programs to broaden its reach to scholars who might not otherwise have the ability to take part in global opportunities.

Virtual programming allows people to interact with the association throughout the year, and it widens participation and increases accessibility to ISA’s pedagogical and research communities.”

    ISA’s virtual programming is available to all members of the UConn community, regardless of membership. To date in 2024, ISA has produced more than 30 programs, with additional virtual events scheduled for the remainder of the calendar year on topics including banal nationalism, Fulbright scholar opportunities, and the impending results of the 2024 U.S. Presidential Election.

    But what ISA has historically been known for are its national and regional conferences – gatherings where scholars from all walks of life and levels of experience come together to share their research, build new networks, and contribute to scholarship on a global level.

    An Academic Home

    Canbolat’s first ISA conference was in Toronto, but in the years since, ISA has taken him to San Francisco, Nashville, Atlanta, and even Hong Kong.

    “It was a great experience; my first time in that part of the world,” he recalls about the 2017 Hong Kong conference. “It was amazing. I really enjoyed it.”

    ISA supported Canbolat’s travel to its conferences through a grant program that assists junior scholars, senior graduate students, and scholars from low-income countries in attending conferences that would otherwise be out of reach.

    “Grad students don’t have a great budget to go to conferences, and it’s expensive,” Canbolat says. “Travel, accommodations – ISA is really great at providing financial help, especially to students and junior scholars. I benefitted a lot from my ISA travel grants. It really helped make it happen, to go and attend the conferences.”

    While on those trips, Canbolat says he had opportunities to meet eminent scholars in his field, network and build relationships with them, attend panel discussions, and meet and workshop with both journal editors and book publishers.

    “Even if you don’t present, it’s still a great experience to go to panels, listen to state-of-the-art research being presented by both prominent scholars and rising scholars,” he says. “I’ve really enjoyed meeting top scholars, prominent scholars, in a personal setting – not in a panel or in a workshop, but at a reception, and to really make personal connections. Tell them about my family. Tell them about my background. Tell them about my plans. And they were very helpful, listening and giving great feedback.

    “I think that stands out, meeting those big names. We always read their books, their articles, but it’s something else to meet them, especially in a personal setting, a relaxed environment. Having a coffee with them. That stands out,” he says.

    ISA holds a series of regional conferences throughout each year as well as an annual convention, which will be held in Chicago in 2025.

    “One of the major benefits of attending ISA regional conferences is they become a source of intellectual community,” says Dorr. “But ISA’s annual convention is where people go to find their ‘academic home.’”

    In June 2024, the ISA built on its long-standing collaboration with the Central and Eastern European International Studies Association, or CEEISA, to host a joint international conference at the University of Rijeka in Croatia.

    Focused on “Knowing the Global-Local: Imagining Pasts, Debating Futures,” the conference hosted 800 participants – including Weiner and UConn President Radenka Maric – from 65 countries to discuss global and local political science and international relations.

    The conference marked the largest gathering of experts in international relations in Croatia to date.

    Full Circle

    Canbolat wasn’t able to travel to Croatia in June, but earlier this year, he attended an ISA conference in San Francisco – to accept the ISA Foreign Policy Analysis Section Best Book Award for 2024.

    In 2023, Canbolat and his co-author, Özdamar, published their book, Leaders in the Middle East and North Africa: How Ideology Shapes Foreign Policy, through Cambridge University Press in 2023.

    The book is based on the initial research that Canbolat presented at his very first ISA conference in Toronto in 2014.

    “We published it as a journal article first,” he says. “After I presented at ISA, I got feedback. We published it in a good journal. It was well-received, and we got great feedback. And then, we discussed and decided to turn it into a book, into a larger project, and we worked on it for like five, six years. It was a blast, because it kept giving.”

    Also in 2023, Canbolat completed his Ph.D. at UConn. He’s now serving as the inaugural director of Abrahamic Programs at UConn Global Affairs, and he’s teaching as a postdoctoral lecturer in the Department of Political Science.

    He says he tells all his students about ISA – how it’s headquartered at UConn and how they can access the programs and opportunities ISA has to offer.

    And he tells other faculty at UConn as well.

    “I was surprised that some faculty don’t know that ISA is here at UConn,” Canbolat says. “I strongly suggest for anyone to try and at least give ISA a shot. Attend one year, and actually, they will be hooked.”

    I’d like to begin by saying a public thank you to you, Kamila, and, by extension, to your college. In opposition, we engaged in good-natured but robust debate on the things we disagreed on and, more often than not, found ourselves in violent agreement on the state of general practice today and our responsibility to rebuild general practice for a brighter tomorrow.

    That relationship, based on mutual respect and a spirit of partnership, means I come here today feeling that I am not only among friends, but among teammates – a theme I’ll build upon in my speech this morning.

    In that same spirit, can I also say a special thank you to Sunaina, Paula, Rumshia and Andy for those outstanding presentations.

    You are proof that, while the NHS may be in the midst of the worst crisis in its history, the biggest asset we have are the people who work in it. More than that, you provide hope to a country that is desperately looking for it, because you are showing us not only is reform possible, but it is already happening, and you are showing us what a reformed NHS could look like.

    I’m delighted to be the first Secretary of State personally addressing this conference in 7 years. I can’t imagine what the others were so worried about.

    I imagine some of you were quite happy to not have to hear from my 7 predecessors who held the job in that time. The good news is I’m here this year, the bad news is, whether you cheer or boo, I’ll be back for more next year. For 2 reasons:

    First, I always welcome challenge, and as you might have gathered by now, I love a good argument.

    More seriously, I recognise that the health service is in a deep hole, and it’s only by working together that we’ll get out of it.

    It’s my job to mobilise nearly 2 million people who work across the NHS to be the team that takes the NHS from the worst crisis in its history, gets it back on its feet, and makes it fit for the future.

    I can’t do it on my own. We can only do it as a team.

    The team spirit we need to build together starts with honesty.

    The NHS is broken. That’s what 2 in every 3 patients believe. I suspect a poll of NHS staff would find the same sort of result. I’m yet to speak to a GP who tells me – on many of the visits I’ve done in the last few years – everything going really well, my workload is entirely manageable, this is just what I signed up for.

    And I want to be clear about something else too: the NHS is broken, but GPs didn’t break it.

    And that’s not just my view – that’s effectively the conclusion of the Darzi investigation.

    I know he’s a surgeon. Sorry about that.

    But I think that, if you’ve read his report, the analysis is so stark and so clear that you might even forgive him for polyclinics.

    Lord Darzi found, “GPs are expected to manage increasingly complex care, but do not have the resources, infrastructure and authority that this requires.”

    Hospital resources have shot up, while primary care has been neglected. There are 1,500 fewer fully qualified GPs in the NHS today than 7 years ago.

    While hospital productivity has fallen, the reverse is true in general practice. Despite there being fewer of you, you’re delivering more appointments than ever before – squeezing the time you spend with each patient. And as RCGP’s research this week revealed, it’s the poorest areas hit the hardest.

    Cuts to capital investment mean that one in every 5 of you are working in buildings older than the NHS itself.

    In Lord Darzi’s words, “GPs were to all intents and purposes set up to fail.”

    We’re left with a status quo that isn’t working for anyone. Not for patients, 2 in 3 of whom aren’t satisfied with the service they receive – a record low.

    Nor does the status quo work for staff – you are working harder than ever before, pushing you to burn out and in too many cases pack it in.

    Patients are frustrated they can’t see you. You’re frustrated you can’t meet their demands. It’s not sustainable.

    The NHS is broken, but not beaten, and I think what unites all of us – staff, patients and, crucially, the evidence – is the shared conviction that continuity of care, what most people would call the ‘family doctor relationship’ really matters. It’s what drives patient satisfaction, your job satisfaction and better outcomes for patients.

    It will be at the heart of this government’s plan to reimagine the NHS as much as a neighbourhood health service as a national health service.

    We’ll shortly be embarking on a wide-ranging and deep engagement exercise to build our 10-year plan.

    That 10-year plan for the NHS will deliver 3 big shifts in the focus of healthcare:

    • from hospital to community
    • analogue to digital
    • sickness to prevention

    And general practice is fundamental to each one.

    Just look at what the GPs who introduced me today are already doing.

    Paula is using basic technology to meet demand for same-day appointments and giving patients a digital front door, leading the way on ending the 8am scramble.

    Advances in big data are going to transform the NHS’s ability to end the cruel postcode lottery of health inequality. Rumshia is already showing us how – by taking screening, checks and care directly to the communities most in need – intervening early and preventing ill health from worsening, what we can already do.

    And as Andy and Sunaina have shown, if we bring GPs together with colleagues from mental health services, community pharmacy and social care, all working in lockstep as one team, more patients can be treated in the comfort of their own home – where they want to be. That’s the neighbourhood health service we want to build. That’s the future of the NHS.

    And I think we’ve seen in the last 3 months we’ve started as we mean to go on.

    GPs were left qualifying into unemployment this summer. While patients can’t get a GP appointment, GPs couldn’t get a job.

    You asked us to act, so we did – in what might be the first example in history of someone signing a petition that actually led to action.

    I received RCGP’s petition, we cut red tape, found the funding and we’re recruiting an extra 1,000 GPs this year, our first step to fixing the front door of the NHS.

    In my first week as Health and Social Care Secretary, I pledged to increase the proportion of NHS resources going to primary care. And in our first month, the government made a down payment on that pledge, providing practices with their biggest funding increase in years.

    I’ve never pretended that one measure on GP recruitment or indeed the funding that was announced was a panacea. But given the £22 billion blackhole we inherited, and the painful cuts we’ve had to make and are having to make elsewhere, be in no doubt how hard we had to fight to deliver that extra funding. It was a serious statement of intent. A proof point. An early decision to demonstrate that we’re serious about rebuilding general practice.

    Not everything is about more money. It’s also about less waste.

    When I spend time shadowing GPs, one of the things they are dying to show me is the sheer amount of paperwork you are required to fill in to refer a patient.

    I was genuinely stunned to hear about one practice that has to complete more than 150 different forms to refer patients into secondary care services.

    Practices spend as much as 20% of their time on admin and work created by poor communications with secondary care.

    This is intolerable. That time should be spent with patients.

    That’s why today I can announce that Amanda Pritchard and I will launch a red tape challenge to bulldoze bureaucracy so GPs are freed up to deliver more appointments.

    The challenge will be led by Claire Fuller and Stella Vig, primary and secondary care leaders who have their bulldozers at the ready. Tell them what’s working well, but more importantly what needs to change. We will listen, act and solve this problem together.

    Amanda and I will receive the conclusion of this work in the new year. And NHS England will hold ICBs and trusts to account if they fail to act.

    The other frustration I hear from staff and patients alike are the pointless appointments you’re forced to hold and patients are forced to attend. You didn’t go through 5 years of medical school plus 5 years of training to tick boxes. So where there are appointments that can be cut out, with patients seen by specialists faster and GPs’ time freed up to do what only GPs can do, we will act.

    Starting in November, 111 online, which is available through the NHS app, will pilot directly referring women with a worrying lump to a breast clinic.

    That means faster diagnosis for cancer patients.

    And more GP appointments freed up.

    Better for patients and better for GPs.

    I suspect there are other cases that come across your desks every week, where a patient has been passed to you by someone else in the NHS to refer them on to someone else in the NHS. It is a waste of everyone’s time, including yours, and where you give us examples of patient pathways that can be simplified through appropriate patient self-referral or direct referral by other NHS services to save your time, we will act.

    It’s not just that I value your time, I respect your profession and your expertise.

    General practice is a specialism.

    That’s why I am committed to the creation of a single register of GPs and specialist doctors and this government will legislate to give the GMC the power to do it.

    It’s symbolic, but it’s also meaningful.

    It reflects the partnership I want to build with this profession.

    What I need from you in return, is goodwill and the same team spirit.

    When the BMA’s GPC returned their ballot result on collective action, I wasn’t remotely surprised.

    I know that after years of rising pressures, declining resources and a worsening service for patients, you feel it is your duty to sound the alarm.

    And trust me, you weren’t the only ones who wanted to punish the previous government.

    Capping appointments now will only punish patients and make the road to recovery steeper. Be in no doubt – it is shutting the door on patients.

    Their care will suffer, receptionists will bear the brunt of their frustration, and the rest of the NHS will be left to pick up the pieces.

    Worse still, our collective job will be made harder. Collective action really means collective failure.

    Your message has been received. Not from this one vote, but from all the time I’ve spent in general practice in the past 3 years, literally looking over GPs’ shoulders, seeing what you deal with and the state of the crisis for myself.

    There’s a reason that, back in July, I rejected the list of hospitals suggested to me for my first visit as Secretary of State, and instead went to Dr Ellie Cannon’s Abbey Medical Centre in North London.

    I wanted to send a message that I understand how bad things are, and I am determined to fix them. But I can’t do that alone. We can only do this together.

    So I ask GPs to stand down collective action and instead work with a new government that is serious about working with you, to rebuild our NHS together.

    There are some tricky issues we’ll need to navigate together.

    Take data.

    It’s the future of the NHS.

    Advances in genomics and data mean the NHS will be able to do things never before possible.

    From the moment a child is born, we will know their risk of disease, giving you the tools you need to keep them healthy.

    Cancer could be detected from its earliest signs, saving countless lives.

    And the NHS will be able to treat patients with personalised medicine – far more effective, with fewer side effects. 

    That’s the prize waiting for us.

    But beyond the day-to-day challenge of whether your machines reliably boot up and the number of passwords you have to enter across a range of applications, we don’t even share patients’ records across primary and secondary care.

    I know there are issues we need to work through together around information governance, risk and liabilities. There’s also, let’s be honest, some producer interest in play.

    But here’s the consequence of inaction.

    Keir and I met a family at Alder Hey earlier this year. Their baby had heart surgery to save his life. When they’d taken the baby home and visited their GP, they weren’t just surprised to find their GP didn’t have sight of the hospital records, they were frightened. Imagine how those parents felt: a tiny life in their hands in front of a medical professional who had only a partial sight on their experience. Imagine how the GP felt, having to ask basic questions about fundamental aspects of that baby’s medical history.

    So we need to work together to create a single patient record, owned by the patient, shared across the system so that every part of the NHS has a full picture of the patient.

    This applies as much to research as to care. The two go hand in hand.

    World-leading studies like the UK Biobank, Genomics England and Our Future Health are building up incredibly detailed profiles of our nation’s health.

    Patients have given their consent for their data to be shared with these studies.

    But we still see, far too often, that this data is not shared according to patients’ wishes.

    That’s why I am directing NHS England to take away this burden from you. Just like they did during the pandemic, if a patient explicitly consents to sharing their data with a study, NHS England will take responsibly for making this happen. In return, we will demand the highest standards of data security.

    My concern is that this isn’t just an information governance issue, it’s a culture issue that, unless addressed, will not only exacerbate the shortcomings of the system today, but also squander the potential of tomorrow.

    A world in which genomics, AI and machine learning will combine to change our entire model of care – not simply to drive earlier diagnosis and treatment, but to predict and prevent illness in the first place – is a world that we’ve got to embrace.

    The UK could lead the world in medical research.

    The NHS, created in 1948, a single payer system, is ideally placed to harness the benefits of the revolution in science and technology in a way that Attlee and Bevan could never have imagined 76 years ago.

    This isn’t just about the system, the model, but also the ethos. Why do we pay our taxes into an NHS that is free at the point of use? Of course it is because we all derive a personal benefit, but it is also because we are paying in for the common good. In this century, our data will be as valuable as our taxes: we contribute our data in the knowledge that it will lead to more personalised medicine, but also because it will contribute to better care for everyone.

    It is that collectivist ethos that created the NHS in 1948 to see us through the 20th century, that will underpin an NHS fit for the 21st century.

    Nothing I have seen or experienced in the last 3 months as our country’s Health and Social Care Secretary has weakened my conviction that, while the NHS may be broken, it is not beaten.

    But the future isn’t just in my hands, it’s in yours too.

    The 3 shifts that underpin this government’s reform agenda:

    From hospital to community.

    Analogue to digital.

    Sickness to prevention.

    Those shifts aren’t new ideas and they aren’t radical.

    But delivering them really would be.

    I can’t do it on my own.

    I need every part of the NHS to pull together as one team with one purpose:

    To be the generation that took the NHS from the worst crisis in its history, got it back on its feet and made it fit for the future.

    That’s the mission of this government and I’m confident that together we will rise to it.

Hodge Post Office Building” to honor the life and legacy of Jerry Hodge. Jerry Hodge was a businessman, rancher, and philanthropist who died peacefully in Amarillo, TX at the age of 81 on July 25, 2024.

    Jackson said: “Jerry Hodge’s legacy is a testament to his remarkable journey. His dedication and passion for Amarillo was unparalleled. From being elected as the youngest mayor in Amarillo’s history, to turning Maxor Drug into a national leader in pharmacy services, to playing a crucial role in bringing the Sod Poodles, the Texas Tech School of Pharmacy, and the Texas Tech School of Veterinary Medicine to Amarillo, Jerry Hodge’s leadership and vision left a permanent mark on the city. Beyond his professional achievements, Jerry cared deeply for his wife Margaret, his family, friends, and community, and I am proud to have called him a friend.     Biography of Jerry H. Hodge: Jerry Hodge was born on September 7, 1942, in Carnegie, OK. His family moved to Amarillo in 1957 where he went on to graduate from Tascosa High School in 1960. He earned a pharmacy degree from Southwestern Oklahoma State University in 1965. At 23, he purchased Maxor Drug, over the next 49 years, he grew Maxor from a single downtown location in Amarillo to a nationwide producer of pharmacy services across the country. At 30, Jerry was elected to the Amarillo City Commission and served two terms. At 34, he was elected as the youngest Mayor of Amarillo in 1977 and later won re­election by one of the most substantial total votes in the history of the city.

    In 1991, Jerry met Margaret, the love of his life. Jerry persuaded Margaret to move to Texas following their marriage on July 29, 1994. With Margaret by his side for nearly 30 years, they were an unstoppable team positively influencing the City of Amarillo. Jerry’s passions also included ranching, owning High Card Ranch in Clarendon, TX and Dos Rios Ranch outside of Springer, NM. Jerry was involved in the Coors Ranch Rodeo since it first began in 1988, and the High Card Ranch competes in the Coors Ranch Rodeo to this day.

    After 49 years, Jerry retired as CEO of Maxor in 2016 but continued to serve on the board for an additional 7 years. In 2019, he fulfilled a longtime passion by leading the effort to bring minor league baseball to Amarillo, resulting in the creation of Hodgetown Stadium, named in his honor. In Amarillo, Jerry also played a key role in establishing the Jerry H. Hodge School of Pharmacy, which is named in his honor, as well as the Texas Tech School of Veterinary Medicine. Additionally, he published his memoir, You’re On, Cowboy, in which he shared life lessons both good and bad with honesty and humor.

    Jerry is survived by his wife, Margaret Hodge, stepmother, Dolores Hodge, his children Heath Hodge (Donna), Ryan Hodge (Kim), Sunny Hodge-Campbell (Michael Flowers), Angela Serio Harney (Seth), former son-in-law Andrew Campbell, grandchildren Jerry Heath, Jordan, and Jacob Hodge; Josh Hodge; Ellen Campbell; Imogene, Geneva, and Violet Harney, and great-grandchildren Hollis, Lawrence, Cecille, Lola, Jett, Jayton, and River.

    “October 7, 2023, was one of the most horrific days in modern world history. It was the single deadliest day for Jewish people since the Holocaust. On that day, 1,195 men, women and children lost their lives, 251 were kidnapped and taken hostage, 101 of whom are still being held today. It made me sick to my stomach what was done by Hamas and other terrorist groups. 

    “Here at home, we awoke that morning in shock and horror, as videos of the atrocities spread across the internet. Young people at a music festival — dancing, singing, spreading joy and love, ambushed, murdered, kidnapped, and worse. Parents and children killed in their homes as they sat down to eat. It shocks the conscience of any decent human being. 

    “My Jewish constituents expressed their terror in the wake of October 7th. The ever-present specter of antisemitism rose its ugly head once again. I have seen pain in the eyes of my fellow New Jerseyans. That pain has manifested in many ways, from a deep fear, to an inconsolable grief, and an acute anger. 

    “I’ve been heartbroken and disgusted by the stories of hate that have been shared with me: Rabbis fear for the safety of their congregations, children afraid to wear the Star of David, and parents worried about safety and security. No one should have to live with that fear – not anywhere, but especially not in the United States. 

    “In the year since that heinous attack, I’ve worked with my colleagues, Democrats and Republicans, to secure our places of worship through expansion of the nonprofit security grant program, and to fight the rise in antisemitism through efforts to implement a U.S. National Strategy to Counter Antisemitism as introduced by my colleague, Congressman Jerry Nadler of New York.

  • MIL-OSI Global: We’ve worked out a way of understanding how microbial communities shape life on Earth

    Microbial communities – vast ecosystems teeming with millions of different cells from different species – play a fundamental role in life on Earth, from producing oxygen to aiding digestion. Despite their importance, it has been a challenge for scientists to fully understand how these intricate communities form and function.

    But in a new study, my colleagues and I have developed a new mathematical framework aimed at explaining how microbial relationships emerge. By better understanding these communities, we could better protect and manage them, which could have profound implications for the health of our planet.

    Most of our understanding of microbiomes – the collections of thousands of microbes that inhabit different environments and organisms – has come from studies on the differences between them. Researchers often investigate the ecological and evolutionary factors that appear to shape these microbial communities.

    But it has been hard to determine whether these factors are actually causing the differences or are merely coincidental. This is why understanding the true drivers behind microbiome formation is so important. It helps us see why these communities exist and how they function.

    If, like me, you’ve ever marvelled at the plants and animals thriving in nature, you’ve seen ecological and evolutionary forces in action, just as Charles Darwin did during the 19th century. The same principles that govern these larger ecosystems also apply to the microbial world.

    So, for our research, my colleagues and I took a leaf out of Darwin’s book. We examined the ecological and evolutionary factors that could lead to the formation of such diverse microbiomes across many multicellular organisms. These included marine sponges, insects, humans and squid. What we found was striking. Despite the vast differences between species, the same basic rules apply to their microbiomes.

    For example, the ability of microbes to move between environments and their rapid rate of evolution are important factors in determining where they live, whether in a plant’s roots or an animal’s gut. There are, of course, exceptions. In giant and red pandas, for instance, diet plays a vital role in shaping gut microbes, while certain plants, like the small brassica Arabidopsis, control their root microbiomes through chemical defences.

    Once we had identified these mechanisms, the challenge was to organise our insights into a coherent framework. This is similar to what Darwin did with his theory of evolution by natural selection. And this is where maths came into play.

    Maths is essential to our understanding of the world around us, whether we’re talking about quantum mechanics or the complexities of life itself. By applying mathematical models, we could make sense of the complex factors that shape microbiomes.

    A new model for microbial ecosystems

    Our framework helps explain puzzling observations, such as why some marine sponges are teeming with microbes while others harbour just a few. Our study is unique because it allows us, for the first time, to think about these intricate symbiotic relationships holistically. It integrates both ecological and evolutionary ways of thinking. We hope our framework will form the basis of future studies investigating other microbial ecosystems.

    We’re currently expanding our research into marine sponges by exploring how the exchange of metabolic products (like vitamins and amino acids) between microbes, affects their community structure. The flexibility of our framework means it can be adapted to study different systems. It could help provide a deeper understanding of the interactions between microbes and their hosts.

    This type of quantitative approach is crucial as humans continue to affect our natural ecosystems. It could help us come up with solutions to those problems.

    For example, we recently demonstrated how microbiome studies can improve coral reef conservation efforts by examining the microbial networks that support coral settlement. By manipulating these networks, we could help to restore coral populations more effectively.

    Of course, challenges remain. For example, we still don’t understand microbial dormancy, which is a strategy some microbes adopt when under stress. They reduce their activity while at the same time increasing resistance to harsh external conditions. It’s a bit like bears hibernating to avoid the winter.

    In spite of issues like those, we’re optimistic that mathematical frameworks like ours will pave the way for future discoveries. It could advance our understanding of ecosystems both large and small – from microbiomes to large ecosystems involving plants and animals. This in turn could help to unlock the secrets of the natural world. That knowledge could be used to preserve biodiversity for future generations.

  • MIL-OSI Global: Can Kemi Badenoch claim to have ‘become working class’ while working in McDonald’s – and why would she want to?

    Conservative MP Kemi Badenoch recently caused controversy by claiming that while she was born to a middle-class family, she “became working class” when working in McDonald’s to earn money while she was in college. In fairness to Badenoch, having a diversity of experience is an admirable attribute for an MP – something you wouldn’t associate with someone like recently deposed Tory MP Jacob Rees-Mogg for example.

    Badenoch, who was born in the UK but spent the first part of her life in Nigeria before returning as a teenager, said her time at the fast food chain helped her understand the life of “single mothers” struggling to make ends meet – insight that might have made her object to the policies enacted by her government that made life harder for the working classes. She said of the job:

    There’s a humility there as well. You had to wash toilets, there were no special cleaners coming in. You had to wash toilets, you had to flip burgers, you had to handle money.

    Badenoch’s assertion – during her bid to become leader of the Conservative party – raises several interesting questions, not least whether you can “become working class”. Part of the issue is that class is increasingly hard to define in 2024.

    Is class subjective and something that we feel (as Badenoch’s claim suggests) or is it something objective that we can measure? This is a question that has been troubling sociologists – and others – for years.

    In social sciences, the most widely used measure of social class is the Office for National Statistics’ (ONS) national statistics socioeconomic classification (NS-SEC). It is also the measure used by the UK government, most notably to measure social mobility – the movement of people between classes.

    The NS-SEC defines class by placing individuals in one of eight different classes according to their occupation. The scales runs from one (for higher managerial and professional positions) to eight (long-term unemployed).

    The classes are further simplified into three categories of professional/managerial (1 and 2), intermediate (3 and 4) and working class (5 to 7). It’s a hierarchy but it also shows that there is no easily identifiable dividing line between classes. Examples of those in professional/managerial would include directors of major companies, those teaching in higher education and journalists. Those in intermediate professions include travel agents, police officers (sergeant and below) and hotel managers. Those in the working class would include farm workers, building site labourers and workers in the service industry, such as in McDonald’s.

    Using the NS-SEC occupational coding tool, we can place both Badenoch’s parents (a GP and a professor) in social class 1. While she acknowledges that she is from a middle-class background, it is clear that both her parents occupy positions at the top of the social class hierarchy. As an MP, Badenoch herself is now also clearly social class 1. Her previous roles before entering politics, as a digital director for The Spectator and associate director at private bank Coutts return class 2 and 1 respectively. It is evident that Badenoch has lived, and continues to live, a very privileged, and middle-class, life. Given this, why would she claim to be working class?

    The first thing to note is that Badenoch is not unique in citing a working-class identity of some kind. The prime minister, Sir Keir Starmer, is by now notorious for his frequent references to his father’s job as a toolmaker. Nigel Farage, leader of Reform UK, is also regularly photographed in pubs while drinking a pint and smoking a cigarette – something that sociologist Pierre Bourdieu would define as him attempting to evidence a working-class habitus, those tastes and behaviours that we typically associated with members of a particular social class.

    The rationale for this is that Britain is quite unique in its perspective on class. People will often claim they are working class, or have working-class roots. This would be unheard of in other parts of the world, where claiming to be middle class is aspirational.

    People in Britain will continue to claim they are working class even when evidence indicates that they are, and have been, middle class for several generations. This largely seems to be an inheritance of Britain’s history as an industrial country and the national obsession with “getting on” as well as a the country having a reputation for being particularly divided by social class. British people want to prove that they have been successful on merit rather than because of unearned privilege.

    Large fries and a majority in 2029?

    Britain’s changing political landscape is also an important part of the picture, as we look back at Badenoch’s McDonald’s career.

    Throughout the 20th century the dividing line between political parties was evident. The working classes typically voted for the Labour party and the middle classes typically voted for the Conservative party. The dividing lines between political parties have become more complicated in the 21st century, particularly in the post-Brexit years; notably evidenced by Boris Johnson’s 2019 election win and the crumbling of the red wall.

    This helps us understand why Badenoch would want to find a way to show that she is in touch with working-class people – and how she was able to do it, at least according to her own reasoning.

    Votes are always on a politician’s mind – and the increasing willingness of voters to switch allegiances means more votes than ever are up for grabs. The nebulous nature of class and the difficulty we have in defining it, becomes the vehicle for appealing for those votes.

    Badenoch’s claim that she became working class appears to be a longer-term strategy. She is looking ahead to the next election. Nevertheless, it seems difficult to argue that a short period working in McDonald’s made Badenoch working class. An adulthood of privilege also makes her claim rather insulting to those who, in her own words, struggle to make ends meet.

    A number of Strategic Innovation Centers are designed to support R&D, innovation or entrepreneurship

    One of the recurring themes throughout Gov. Phil Murphy’s time in office has been an emphasis on building out what he calls the innovation economy with programs overseen by the New Jersey Economic Development Authority. At the core of that strategy has been a focus on assembling public-private partners from industry, academia and other stakeholders to collaborate and help catalyze economic growth.

    That effort has taken shape in a number of Strategic Innovation Centers, facilities that either directly support research and development, innovation or entrepreneurship. They can also help solve specific problems in new and innovative ways through a combination of services such as mentorship, networking opportunities, hands-on training, business support services, education opportunities and/or access to testing, fabrication, or manufacturing facilities and equipment.

    According to the NJEDA, the SICs can be accelerators, incubators or research centers – stressing that having a physical location where entrepreneurs can collaborate will help support new, diverse innovators as well as help drive long-term economic growth.

    A June report analyzed the impact of innovation centers and incubators, finding that the New Jersey BioScience Center Incubator – the largest incubator in the state dedicated to life sciences and biotechnology companies – supported companies that created an average of 2,744 jobs per year. In 2023, resident companies generated $32 million in state and local tax revenue.

    Situated on Route 1, that North Brunswick incubator is part of the 50-acre research park known as the New Jersey Bioscience Center, offering lab space and much more. “Located alongside New Jersey’s Route 1 Research Corridor, the Incubator at the New Jersey Bioscience Center leverages it close proximity to leading universities and corporations to attract, retain, and grow companies of the future that fuel our highly talented workforce,” said NJEDA Chief Executive Officer Tim Sullivan. “Since taking office, Gov. Phil Murphy has been committed to creating resources for biotech startups to help bring life-saving products to market, and further New Jersey’s legacy as a leader in innovation, especially within the life sciences sector.”

    “The BCI is one of many ways the NJEDA is supporting biotech and life sciences businesses and startups by providing them with the space and resources to grow their companies, while encouraging collaboration among like-minded entrepreneurs,” said NJEDA Chief Economic Transformation Officer Kathleen Coviello. “This report shows that New Jersey has what it takes to remain at the forefront of innovation.”

    Some examples of recent and impending SICs NJEDA has partnered or invested in include HAX, a Newark hard tech startup accelerator; the New Jersey Health & Life Science Exchange (HELIX) in New Brunswick; the NJ Fintech Accelerator at Stevens Institute of Technology (NJ FAST) in Hoboken; SciTech Scity on the Liberty Science campus in Jersey City; and the recently announced Aerospace Innovation Center in Egg Harbor Township.

    ‘We’ve got a lot to do’

    NJBIZ recently spoke with Coviello, who joined the agency in 2005 and is central to the state’s innovation economy efforts and ambitions. “Usually, a governor this late in his term, we start to soften the pace a little bit,” she said. “But that’s not the case here. It’s rush, rush – we’ve got a lot to do, before the end of the term.”

    Coviello noted that she has worked under several different administrations, stressing that there is a lot happening at NJEDA in a number of sectors — from the broader innovation efforts to clean energy/offshore wind, manufacturing, film and television, tech, life sciences and more.

    “The organization has put together tremendous toolkits – when you look at each of these segments of the economy that we are supporting, in response to really what we’ve heard from the market,” she explained. “I think, in general, most of what we’ve done has been really well-received. And, if and when needed, we’ll go back and tweak it and get it right. So, yeah, lots of activity.”

    Through the first six months of the year, New Jersey hit a major milestone in the innovation/startup space with a $9.8 billion investment in venture capital money, ranking as the No. 3 state in the nation during that stretch, according to PitchBook.

    “Timing is right for New Jersey. Some of the major hubs that you think of for innovation are struggling a bit more,” said Coviello. “We’ve got the talent. Certainly, when we talk about those Strategic Innovation Centers, we have the locations. When we think about life science, a lot is location-based. Particularly, we saw it during COVID and coming out of COVID. You can’t do genome predicting and drug discovery in your basement. So having all that lab space and all the talent in New Jersey is critical to that industry. We’re seeing it in film as a new resurgence of another innovation economy in the State of New Jersey. I think that the data around venture capital in New Jersey shows that we’re a good value for investors.”

    She said that some of the markets, such as the West Coast, Boston and New York, have “very frothy” deal terms that are overpriced. “But what we find traditionally in New Jersey is you get good value for your investment,” said Coviello. “And we have a lot of investors starting to see that. Of course, the Evergreen Fund, has attracted a lot of national attention. We have investors from California, New York. We just approved an investor from Mexico. Folks are saying – this is a tremendous opportunity to partner with the state and put more capital to work in New Jersey. The Angel Investor Tax Credit program continues to break all kinds of records. Lots and lots of great things going on anywhere you look in the state.”

    Growing life science companies

    Discussing the SICs, Coviello cited the Bioscience Center Incubator, which she described as the NJEDA’s first SCI – before that term was coined – and almost a proof of concept for the current efforts and projects.

    Since 2002, BCI companies have generated over $9 billion in total output and $4 billion in total labor income in the state, according to the recent study. “We’ve had the ability to really prove it out. And that facility came about because the life science industry in the state couldn’t invest in real estate,” she explained. “What I think we’ve proven out there – is the collision that happens when you bring like-minded, innovation-focused, smart people under one roof is really important.

    “We kind of took that and said – that’s a great anchor in the state to point to of where and how we grow life science companies in the state,” said Coviello.

    She reflected on when Murphy first ran for governor and noted that the state sits between two major metropolitan areas. “It’s the great thing about New Jersey – you have access to New York and the investors, and you have access to Philadelphia and D.C.,” she recounted. “But sometimes we get carved out as suburbs of those locations. And if we want to have our own identity, we need to put these pins in a map where we point to: This is where innovation happens in this part of our economy. What we have found as we have built these out is we really want to make sure we have an academic partner, a corporate partner and we have government. So, it’s all about this public-private partnership. And then part of the sauce, as well, is bringing in an activator – someone who’s going to pull all these pieces together; make sure that folks aren’t working in silos; make sure that there is collaboration.”

    Each of the SICs takes on their own identity, Coviello emphasized. “We’ve been very mindful about making sure we play to the strengths of that region,” she added.

    Coviello stressed there has been a deliberate process and focus behind the SICs and their different components and partners. “And that’s the only way it’s going to work. Each one has a very unique structure,” she explained. “Each one has very unique purposely articulated and curated partners – each one has a different focus.”

    Partners on these ventures include heavy hitters such as Nokia Bell Labs, Rutgers University, Hackensack Meridian Health, DEVCO, Plug and Play, Prudential Financial, Stevens, SOSV, RWJBarnabas Health, Bristol Myers Squibb, EY, Sheba Medical Center and others.

    She spoke about the power of partnerships – especially for ventures and initiatives such as these.

    “First off, we don’t have big enough pockets in government to do it alone – and it just wouldn’t be smart to do it alone,” said Coviello. “We don’t do everything. And adding that value in experience of the private sector is critical.”

    Recently, the first phase of HELIX reached a milestone with a topping off ceremony and NJ FAST held a launch event.

    As for other areas of emphasis and focus for Coviello and NJEDA, she pointed to life sciences continuing to be one of the leading sectors as well as technology, especially with Bell Labs at HELIX, and the resurgence of manufacturing. “I think the sky’s the limit. But again, playing to our strengths – fintech, aviation, life sciences, manufacturing,” she said. “And you’ll certainly hear announcements in the next six months about a few more of these centers. We’ve got, I think, 15 months left in the Murphy administration. The total funding pool for innovation centers was $250 million with all of the different appropriations over the years.”

    Sitting down with Sullivan

    With the anniversary in the backdrop, NJBIZ recently caught up with Sullivan to discuss how the agency has evolved, areas of focus under his leadership during the Murphy administration, what’s next and more.

    “Across the state, I think Gov. Murphy’s strategy of focusing on innovation, entrepreneurship, small businesses, and key sectors like film and television continues to pay huge dividends,” Sullivan told NJBIZ, noting the state’s third place ranking for VC capital dollars invested in the first six months of this year. “Largely through some of the success of sectors like AI, which Gov. Murphy has been really focused on, our teams are really focused on. Whether that’s continued momentum in film and television – you’re going to see a groundbreaking for the Lionsgate Studio in Newark. Netflix is making tons of progress – it’s sort of invisible – on their ambitions down in Monmouth County. You’re seeing the advancement in things like the 1888 Studios project in Bayonne. So – really good momentum across the board, while continuing to focus on things like our small businesses in our downtowns and the cannabis sector in places that are really core to our main street and our equity agenda.”

    Sullivan has led the NJEDA since 2018. He stressed how vital partnerships are to successful economic development. “It’s very rare, with regard to economic development, that you can pass a law or stand up a program – and just sort of leave it out on the stoop and hope something good happens,” he said. “You’ve got to really work closely with the private sector; with nonprofits; with academia; with investors – to structure transactions and bring them together.”

    He pointed to the recent groundbreaking of the New Jersey Performing Arts Center campus redevelopment project in Newark — a complicated deal that involves a number of stakeholders, partners and moving parts; as well as the recent topping of the New Jersey Health and Life Sciences Exchange (HELIX) in New Brunswick.

    Sullivan described both projects as a “big coalition of the willing.”

    “And that’s what usually brings these big, transformative projects together,” he explained. “In economic development, when it makes sense for us to act and be involved, and usually invest money, it’s because there’s either a market failure or because there is something where we are trying to sort of build or strengthen a competitive advantage for the state. And investment in real estate in our downtown communities, for example, is a good example of market failure – without tax credits, without some of the pretty highly structured stuff that the NJPAC project includes as does things like the HELIX and Loew’s Theater in Jersey City, and various other things.”

    He said that the NJEDA is trying to act on those opportunities, which requires coordination, collaboration and partnerships with a variety of entities. “And it’s not the kind of the thing where the government just waves a magic wand and sort of makes the economy better,” Sullivan said. “The economy is driven by the private sector. We know that. And that’s a critically important part of our approach.”

    Expanding the toolkit

    The CEO credited the governor and Legislature for the expansion of the resources and breadth of what the agency has been empowered to do. “Our toolkit was good – but it was a bit narrow in terms of who our typical partners were,” he explained. “And those are good partners to have. Those are large companies – big real estate developers. Those are important partners. But whether it’s looking at things like child care, food security, small business – broadly. The EDA has always had a small business effort – and that’s important. But we’ve put it on steroids and then some under Gov. Murphy’s leadership. We’re now supporting thousands of businesses, small businesses every year.”

    And whether the NJEDA and other state officials are in Paterson or Camden – or even Canada as was the sight of a recent Choose New Jersey-organized, Murphy-led economic trade mission – Sullivan stressed that the state’s toolkit is as good as any in the country for being able to solve whatever problem or opportunity might present itself.
    “Compared to 2018, we have custom-built tools – 10 or 12 – for small businesses, not just here’s a grant or here’s a loan,” he continued. “We’ve got different sorts of ways to intervene and be helpful. On innovation, we’ve probably got 20 to 25 programs that help companies at different stages of their life cycle. On real estate, we’ve got seven or eight really large-scale programs to support community development. We’ve got manufacturing tools. We’ve got child care supports. We’ve got food security interventions. And so, the range in depth and breadth of what Gov. Murphy and the Legislature have empowered the EDA to do – it’s pretty broad and it’s pretty striking.”

    In discussing the evolution of the agency, Sullivan stressed those efforts responding to the pandemic as well as some of the scrutiny agency faced a few years back, including audits, investigations and hearings into its tax incentive programs.

    “It forced us to get better and get our house in order,” he said. “In regard to how we do things like compliance and making sure that we know what bargain are we signing up for; what bargain is the applicant signing up for. In the comptroller’s audit, the very first sort of major critique of the EDA back in the early days, talked about that we didn’t have a good enough handle on – were the jobs that people said they were creating real, and could we really account for them?”

    That led to a strong technology partnership with the Department of Labor & Workforce Development to address that issue. Sullivan said that’s not only helped NJEDA as a whole, but especially during the pandemic when everything needed to be implemented at scale.

    “The work that was done and continues to happen every single day to make sure we are getting it right on the foundational elements of compliance and oversight and all that builds the foundation and gives us the ability to execute better on a bigger scale,” said Sullivan. “If you can’t do the foundational stuff right, you forfeit the right to do anything – but particularly, big, complicated things.”

    Another major recent development for the agency was moving the New Jersey Motion Picture & Television Commission under the NJEDA’s ambit and the hiring of Jon Crowley as its new executive director in March. The production industry has been growing here, with high-profile projects recently completed or in the works in the Garden State, including the “Happy Gilmore” sequel.

    “The film commission is a hugely important part of the strategy,” said Sullivan. “And the members of the commission are really great advisers to the governor and the state about the needs of the industry and the opportunities in film and TV industry.”

    He stressed that the state has done really well in the film and television industry over the last few years. “And the best is yet to come,” Sullivan said, noting how great it is for stars like Adam Sandler and others to be in New Jersey — and for crew and staff to be spending dollars here and frequenting local spots during production.

    “Because once Netflix, Lionsgate and 1888 are open, they’re going to work really hard to keep those things full – year-round, all-the-time, with permanent jobs. You’re going to have shows – hopefully filming multiple seasons in New Jersey, both inside the soundstage and also out in New Jersey’s locations. Unless you need to film a shot on the moon or in the Sahara, you can pretty much make New Jersey look like anywhere in the world. We’ve got main streets. We’ve got downtowns. We’ve got farms. We’ve mountains and hills. We’ve got the beach.”

    Sullivan, a New Jersey native, said that leading this organization during such a critical time has been a fun challenge to broaden and deepen what the NJEDA focuses on and how it approaches strategic challenges. He said it’s possible because of the governor’s focus and commitment to economic growth and development, especially from an equity standpoint.

    “We have the high-class challenge of more opportunities and more resources to accomplish them,” he said. “But we’re really fortunate to have a great team at the EDA. Some of those are folks that have been here a long time. Some are folks who have joined in the last few years. And we’re supported by a great board. We’ve got great leaders from the private sector and the public sector on our board. And it’s a challenge made possible – or made easier – by great colleagues and lots of support and resources from the governor.”

    Looking ahead

    As for the areas of focus, especially as the governor and his administration enter the final year in office, Sullivan said that Murphy intends to sprint through the tape. “And he means it – I promise. Because he’s working his butt off. And if anything, running harder and running faster in late ’24 than ever before,” Sullivan said. “We will continue to push forward and make sure we can get done and finish up – or kind of get to lift-speed a lot of the different initiatives. AI has been something that we have talked about in the last year or so. There’s a heck of a lot of work left to do on things like the Princeton AI Hub and getting that all buttoned up. Offshore wind will remain a major priority for Gov. Murphy and our team.”

    He said that the outcome of the election will affect the future of offshore wind one way or the other. Sullivan also cited issues like film and television production, child care, economic security, small businesses and more as other areas of focus in this stretch.

    “Making sure we deliver on all of the things we’ve said we were going to do will keep us more than busy for the next 15, 16 months for sure,” said Sullivan.

    He also addressed the agency’s continuing evolution. “I think as we look to the future, no matter who the governor is and no matter what party or ideology she or he might have – both the next governor and 10 to 15 governors to come – the economy’s always going to be incredibly important,” said Sullivan. “It’s the engine that fuels not just prosperity and quality of life in the state – but also the ability to pay for things. Go back to Gov. Murphy’s articulation of a stronger and fairer New Jersey. A stronger New Jersey begets a fairer New Jersey because you have more resources to pay for it – and ways to narrow those inequality gaps. I think that’s going to be a challenge and an opportunity for many, many governors to come.”

    He said the agency is trying to make sure it’s ready to deliver on whatever the strategy of the governor is at the time.

    The conversation closed with Sullivan reflecting on what it has meant to lead NJEDA in his native state during such a critical and notable time.

    “I’ve had the extraordinarily good fortune of a governor and a Legislature that wants to support what we’re doing – and not just in words, but with resources and with programs as well as the ability to work with some really great colleagues,” said Sullivan. “I’m really proud of the work we’ve done. Whether it’s the high-profile stuff or the behind-the-scenes, lower-profile stuff – that I think has just as big an impact as the high-profile stuff.”

    Sullivan said that he believes the Authority has made a huge difference – pointing to the addition of 250,000 jobs since the governor took office while turning the tide on a lot of longstanding challenges in the state economy.

    “But we have real work left to do. No one should expect to see a ‘mission accomplished’ sign on anything anytime soon,” Sullivan stressed. “The work of continuing to close yawning inequalities and disparities between folks who are doing great and folks who just need an opportunity to do great – that work goes on. It’ll take a lifetime of work. I’m really proud of the progress we’ve made – and very, very conscious of the work left to be done.”

    Getting small businesses through tough times

    NJEDA Chief Economic Transformation Officer Kathleen Coviello, who has served at the NJEDA since 2005 through the administrations of Govs. Codey (acting), Corzine, Christie, and Murphy, said that each governor puts their own on touch on things in terms of economic development.

    “And that’s the great thing about democracy. The people elect who the governor’s going to be. The governor sets the policy. The EDA administers the policy set by the governor,” Coviello told NJBIZ. “And have been fortunate to have a lot of governors that have entrusted quite a bit to the EDA. I think the pandemic was a real turning point for the organization.”

    She reflected on the agency working around the clock to step up and help small businesses during the throes of the pandemic.

    “And we’ve done that before as an organization. Superstorm Sandy – EDA was called upon to support those businesses,” she continued. “But it maybe was just starting to get us warmed up for what we saw during the pandemic. And I’m particularly proud of how the organization responded during that time. But what’s great is we now have a much broader view of what economic development is. We’ve really grown our scope.”

    Coviello said that when she joined the organization, it was primarily a lender.

    “Then, we started to get into venture and equity,” she said. “And then under Tim and Gov. Murphy, it’s really a holistic approach. They’ve secured a lot more federal funding. They’ve secured a lot more state funding, which has given us a considerable amount more flexibility.”

    Areas like workforce, child care and small business support, Coviello explained, require more than just a loan.

    “I think our vision has grown tremendously over the 50 years since the organization started,” said Coviello. “But no more so than in the last seven that I have seen.”

    High praise

    In a statement to NJBIZ, Murphy lauded Sullivan and the NJEDA team for their work throughout his administration.

    “Tim Sullivan’s record of achievement as CEO of the New Jersey Economic Development Authority ranks him as one of the finest leaders in the 50-year history of the Authority,” Murphy told NJBIZ. “Tim and his team have created good-paying jobs for New Jerseyans and have provided resources and created opportunities for small businesses to grow and thrive after the pandemic.     In January 2024, the SHERLOC instrument aboard NASA’s Mars 2020 Perseverance rover encountered a significant issue. A  fault in the instrument’s motor caused the dust cover and autofocus mechanism to become inoperative, putting the rover’s SHERLOC Raman spectroscopy capability at risk.

    Although Mars had posed an unexpected challenge, members of the SHERLOC operations team working together with the rover engineers refused to give up.

    Fortunately, a motion of the arm on Sol 1077, almost exactly two months after the original issue occurred, resulted in the dust cover moving to a nearly fully open position. As a result, the team began to look for ways to focus the optics and operate SHERLOC with the dust cover in this open position. These efforts involved many trials and errors, several rounds of diagnostic examinations, analyses, and troubleshooting around the clock.

    And as they say, “It does not matter how slowly you go so long as you do not stop”.

    After much hard work and persistence, the team successfully brought the SHERLOC instrument back online in June 2024 with a successful observation of the rock target Walhalla Glades. It was just the start of an exciting summer for SHERLOC.

    In July 2024, SHERLOC’s Raman capability, whose destiny was uncertain a month ago, performed multiple calibrations, scans, and observations on a rock named “Cheyava Falls” and the team was thrilled to discover the mission’s most compelling evidence for organics in the Jezero crater. Organic compounds can be formed through biological or non-biological processes and the organics that SHERLOC observed in Cheyava Falls would need to be studied in laboratories here on Earth for their origin to be determined. Regardless of how they formed, the Cheyava Falls organics could tell us a great deal about the Red Planet’s past and present carbon inventory, a possible early carbon cycle, and the precursor conditions to life as we know it.

    It is an important and exciting juncture in Mars exploration and astrobiology. This year, the SHERLOC instrument beat the odds and made one of the most exciting discoveries of the Mars 2020 mission. As the mission encounters and overcomes problems like that experienced by SHERLOC, we find that exploring Mars can also lead to discovering the team’s persistence and Perseverance.

  • MIL-OSI Security: World Cotton Day: The Role of Nuclear Science

    To mark World Cotton Day, the IAEA Director General has highlighted how nuclear science helps optimize the growth of the world’s most important natural fibre, at celebrations in Benin this morning. 

    In his recorded message to over 400 attendees at the World Cotton Day celebration, Rafael Mariano Grossi spoke of the Agency’s role in the international ‘Partnership for Cotton’ and the importance of the crop.  

    “Cotton really is a crop worth celebrating: It produces useful natural fibres. It alleviates poverty in some of the world’s least developed countries. It supports the income of women. And it removes harmful carbon from the atmosphere,” the Director General said. 

    The IAEA has over six decades of experience developing and sharing nuclear techniques that help get the best out of soil, water and crops like cotton, as part of the work carried out by the Joint FAO/IAEA Centre for Nuclear Techniques in Food and Agriculture

    The centre’s laboratories in Seibersdorf conduct applied research and through the Agency’s Technical Cooperation Programme, the developed technology is then transferred to countries and eventually to farmers to employ these techniques in the field.  

    For example, IAEA/FAO scientists use irradiation to speed up the evolution of cotton seeds and develop varieties that are more resilient to drought, heat or disease.  

    And in Pakistan, for example, this technique, known as mutation breeding (see Plant mutation breeding), has helped develop 32 new cotton varieties since 1970. Now, more than 40 per cent of the cotton-producing areas in Pakistan are benefiting from the use these new varieties with improved traits adapted to climate change. 

    THE SCIENCE Plant mutation breeding

    Plant mutation breeding is the process of exposing plant seeds, cuttings or other planting material to radiation, such as gamma rays or X-rays, and then planting the seeds or cultivating the irradiated material in a sterile rooting medium, which generates a plantlet. The individual plants are then multiplied and examined for their traits. Those exhibiting the desired traits continue to be cultivated. 

    Plant mutation breeding does not involve gene modification, but rather uses a plant’s own genetic material and mimics the natural process of spontaneous mutation.

  • MIL-OSI USA: GLOBE Eclipse and Civil Air Patrol: An Astronomical Collaboration

    The Civil Air Patrol (CAP) is a volunteer organization that serves as the official civilian auxiliary of the United States Air Force. The organization has an award-winning aerospace education program that promotes Science, Technology Engineering, & Mathematics (STEM)-related careers and activities. The total solar eclipse on 8 April 2024 was a unique opportunity to design a mission for cadets, senior members, and educators to collect atmospheric data in contribution the Global Learning and Observations to Benefit the Environment (GLOBE) Program’s GLOBE Eclipse protocol, for which a temporary tool in the GLOBE Observer app made it possible for volunteer observers to document and submit air temperature and cloud data during the eclipse.

    For the first time ever, the CAP had cadets and senior members participating in a mission from every wing (US state), in addition to two US territories and 2 Canadian provinces. Over 400 teams with over 3,000 cadets and over 1,000 senior members collected air temperature, clouds, wind, and precipitation for a total of 4 hours before, during, and after the eclipse. This work was led by Capt. Shannon Babb who organized the mission with the aerospace education team led from the Rocky Mountain Region.

    The collaboration between GLOBE Eclipse and CAP gave cadets the opportunity to do real, hands-on Earth science and be part of a mission alongside senior members. It also brought in over 40,000 students and more than 600 educators through the Civil Air Patrol’s education sites involving K-12 formal and informal educators at schools, youth organizations, museums and libraries. This unique collaboration was so successful, the CAP wants to continue doing missions alongside citizen science programs at NASA and the GLOBE Program. A 2025 mission is being formulated, focused on contrail formation using the strengths of the CAP in aeronautics and unique cloud observations made using the GLOBE Observer app. Results and announcements of 2025 mission plans were presented at the Civil Air Patrol National Conference on 16-17 August 2024 in San Antonio, Texas, USA.

  • MIL-OSI USA: NASA, Smithsonian Open New Exhibit to Showcase Our Dynamic Earth

    NASA Administrator Bill Nelson joined the director of the Smithsonian’s National Museum of Natural History in Washington and agency leadership to unveil the new Earth Information Center exhibit during an early preview on Monday.
    “NASA has studied Earth and our changing climate for more than 60 years. The Earth Information Center at the Smithsonian Museum of Natural History will expand access to NASA’s data and our decades of Earth observation to even more people,” said Nelson. “Together with the Smithsonian, we are providing detailed, usable, and scalable information to enable the public to better understand the climate crisis and take action in their community.”
    The exhibit includes a 32-foot-long, 12-foot-high video wall displaying Earth science data visualizations and videos, interpretive panels showing Earth’s connected systems, information on our changing world, and an overview of how NASA and the Smithsonian study our home planet. It opens to the public Tuesday, Oct. 8. 
    “The new Earth Information Center at the National Museum of Natural History will bring Smithsonian and NASA data on the Earth’s environment and climate to thousands of museum visitors every year,” said Kirk Johnson, the museum’s Sant director. “It is an honor to partner with NASA to bring this dynamic view of Earth to museumgoers and connect people more deeply with their home planet.”
    Visitors also can explore Earth observing missions, changes in Earth’s landscape over time, and how climate is expected to change regionally through multiple interactive experiences. The exhibit will remain on display through 2028.
    “The Earth Information Center allows people to see our planet as we at NASA see it – an awe-inspiring and complex system of oceans, land, ice, atmosphere, and the life they support,” said Karen St. Germain, division director, Earth Sciences Division at NASA Headquarters in Washington. “We are thrilled that this collaboration puts NASA’s Earth science at the fingertips of Smithsonian visitors for the benefit of all.”
    With more than two dozen missions in orbit, NASA observes our planet’s oceans, land, ice, and atmosphere, and measure how a change in one drives change in others. NASA develops new ways to build long-term data records of how our planet evolves. The agency freely shares this unique knowledge and works with institutions around the world.
    As part of NASA’s ongoing mission to better understand our home planet, NASA created the Earth Information Center which draws insights from across all NASA centers and its federal partners – the National Oceanic and Atmospheric Administration, U.S. Geological Survey, U.S. Department of Agriculture, U.S. Agency for International Development, Environmental Protection Agency, and Federal Emergency Management Administration. It allows viewers to see how our home planet is changing and gives decision makers information to develop the tools they need to mitigate, adapt, and respond to those changes.
    NASA’s Earth Information Center is a virtual and physical space designed to aid people to make informed decisions on Earth’s environment and climate. It provides easily accessible Earth information, enabling global understanding of our changing planet.
    The expansion of the physical Earth Information Center at the Smithsonian National Museum of Natural History makes it the second location in the Washington area. The first is located at NASA Headquarters in Washington at 300 E St., SW.
