  • MIL-OSI Analysis: Hidden gems of LGBTQ+ cinema: A League of Their Own was always queer

Source: The Conversation – UK – By Kate McNicholas Smith, Lecturer in Television Theory, University of Westminster

Sports comedy drama film, A League of Their Own, directed by Penny Marshall, was released in 1992. In the same year, professor and film critic B Ruby Rich coined the term “new queer cinema” to describe a wave of independent films which represented LGBTQ+ people in new and unapologetic ways.

Meanwhile on television, the decade saw some groundbreaking representations of LGBTQ+ characters. In 1997, US actor and TV presenter Ellen DeGeneres famously came out on and off screen.

Yet, as a teenager coming of age (and coming out) in late 1990s Britain, Section 28 (a law prohibiting the “promotion” of homosexuality by local authorities and schools) was still firmly in place and representation felt scarce. So, I did what queer audiences have always done and found representation in interpretation, reimagining and reading the subtext.

Queer viewers have long found pleasure and queer possibilities in popular culture. There are many examples of stars and screen characters who are not necessarily LGBTQ+ themselves but have come to be distinctly associated with queer culture. Take singer and actress Judy Garland, who is widely recognised as a gay icon (as depicted in the 2019 biographical film Judy).

So big was her LGBTQ+ fandom that she likely inspired the historical code term “a friend of Dorothy”. This code references The Wizard of Oz, in which Garland plays Dorothy, and was used within the LGBTQ+ community to discreetly identify each other.

This article is part of a series highlighting brilliant films that should be more widely known and firmly part of the canon of queer cinema .

Film theorist Patricia White traces such viewing practices back to the introduction of the Motion Picture Production (or Hays) Code. The Code heavily restricted what could be shown on screen and prohibited LGBTQ+ representation, but in doing so encouraged audiences to engage in queer codes and subtexts.

A League of Their Own tells the fictionalised true story of the All-American Girls Professional Baseball League. In 1988, Dottie Hinson (Geena Davis) is attending a celebration of the women at the Baseball Hall of Fame. We quickly flash back to 1943 and the formation of the league.

The second world war is in full thrust and the men are away fighting, which threatens the shut down of major league baseball. However, Chicago Cubs owner Walter Harvey persuades his fellow owners to bankroll a women’s league.

Making up the newly formed Rockford Peaches, there’s Davis as Dottie and Lori Petty as Kit, Dottie’s frustrated younger sister. Also on the team are “tomboy” Marla Hooch (Megan Cavanagh), “all the way” Mae Mordabito, played by Madonna (who once declared “I think everybody has a bisexual nature”), and Doris Murphy, played by lesbian comic, actor and talk show host, Rosie O’Donnell (although O’Donnell didn’t come out publicly until 2002).

Hidden gems of LGBTQ+ cinema: Saving Face is a complicated romcom that tenderly depicts the experiences of queer Asians

While the film remains determinedly heterosexual, the possibilities for queer readings abound. Characters like Dottie and Mae offer glamorous high femme looks and personas, while Kit and Marla represent outsiders who don’t quite fit in. The close relationship, styling and characterisations of best friends Doris and Mae (and the extra connotations of the actors) evoke a coded butch/femme couple. No surprise then that I am not alone in my love for the film. A League of their Own became a cult queer classic.

There may be, as reluctant Rockford Peaches manager Jimmy (Tom Hanks) shouts in one of the film’s most quoted lines, “no crying in baseball” – but the film never fails to leave me in tears.

Everytime I watch Dottie leaving the league to return to her husband Bob – a narrative resolve that firmly forecloses the queer possibilities of the character – my heart is broken. The melancholy of the ending perhaps reflects the seeming impossibility of a queer future – both in 1940s US and to me at school in 1990s Britain. Of course, queerness was far from impossible in either decade, although it was often, as in the film, hidden from those who did not know where to look for it.

Rockford Peach Dorothy “Dottie” Kamenshek was one of the inspirations for the fictional Dottie – she was also a lesbian and later married fellow player Margaret Wenzell. Another player in the women’s league at the time, Peoria Redwings catcher Terry Donahue, kept her relationship with Pat Henschel a secret for almost 70 years. In 2020, Netflix documentary, A Secret Love, told their story.

Maybelle Blair, who also played for a time with the Peoria Redwings, came out publicly at 95 years old in 2022. She reflected on the women of the league: “Out of 650, I bet you 400 was gay.”

In 2022, Amazon Prime released a television adaptation of A League of Their Own, co-created by Will Graham and Abbi Jacobson (Broad City). Like queer fan fiction come to life, the television show rewrites the central characters as canonically queer.

What’s more, unlike the film, the series offers a diverse take on the racism and homophobia, as well as the sexism, of the era. This time round, the central characters included Maxine Chapman (Chanté Adams) – a black lesbian player who is rejected from the racially segregated league – and her black transmasculine uncle Bertie (Lea Robinson).

In one episode, the queer teammates visit a lesbian bar run by none other than Rosie O’Donnell, now a 1940s butch with a wife. To gain entry they are asked: “Are you a friend of Dorothy’s?”

Thus, the queer subtext of A League of Their Own, which so captured my queer teen heart, emerged firmly into view in the television adaptation, which was sadly cancelled after only one series. Watching the series, however, was validating, as what secretly made the film mean so much to me was made visible. Queerness in the show, like in my own life, was no longer an impossibility.

Kate McNicholas Smith does not work for, consult, own shares in or receive funding from any company or organisation that would benefit from this article, and has disclosed no relevant affiliations beyond their academic appointment.

  • MIL-OSI Canada: Province, Vancouver, PavCo provide updated costs for FIFA World Cup 26

Source: Government of Canada regional news

With less than one year to go before Vancouver welcomes the FIFA World Cup 26, the Province, City of Vancouver and BC Pavilion Corporation (PavCo) have released updated estimates on costs and revenues.

“Hosting FIFA World Cup 26 is an extraordinary opportunity to showcase our province to the world, and we are determined to do it in a way that reflects who we are and what we value,” said Spencer Chandra Herbert, Minister of Tourism, Arts, Culture and Sport. “Working with Musqueam, Squamish and Tsleil Waututh peoples helps us deliver an even better FIFA World Cup reflective of where we are, and who we are.”

The economic benefits of hosting seven matches are estimated by the Province to include more than one million additional out-of-province visitors between 2026 and 2031, generating more than $1 billion in additional visitor spending. Over this same period, more than 18,000 jobs could be generated. Tourism is one of B.C.’s biggest industries and the FIFA World Cup 26 is a premier opportunity to promote B.C. on the world stage. Studies show that first-time visitors to B.C. are likely to return four times during their lifetime.

“The City of Vancouver’s direct costs, including security, transportation, the FIFA Fan Festival and upcoming milestones remain on track, with no major changes from 2024’s budget projections,” said Ken Sim, mayor of Vancouver. “With less than a year to go until the world’s biggest sporting event arrives in Vancouver, we’re working hard to deliver a safe, memorable experience for residents, fans and visitors. We remain committed to managing costs responsibly while maximizing the long-term benefits for our community.”

Walt Judas, CEO, Tourism Industry Association of BC, said: “We’re gearing up to leverage the opportunities for B.C.’s tourism sector. “Welcoming fans and visitors from around the globe before, during and after the tournament means real benefits for local tourism businesses and the skilled professionals who power our vibrant industry. We’re looking forward to showcasing unforgettable B.C. experiences and inspiring visitors to keep returning.”

FIFA’s own economic impact assessment covers the period June 2023 to August 2026 and estimates that preparing for and hosting the tournament could contribute $1.7 billion in economic benefits for B.C. That includes a $980-million increase to GDP and $610 million in labour income.

“FIFA World Cup 26 is more than a series of matches. It’s a catalyst for economic activity, international visibility, and community pride. Hosting seven games will energize our downtown core, including hotels, restaurants, venues, and surrounding neighbourhoods, and will build on Vancouver’s growing $9.6 billion annual visitor economy, which currently supports more than 63,000 jobs,” said Royce Chwin, president and CEO, Destination Vancouver. “It’s a strong vote of confidence in our city’s ability to deliver world-class experiences with real, lasting benefits for local businesses and communities.”

The Province is committed to maximizing the social and economic impacts of these matches and will work to ensure people throughout the province share the benefits.

The FIFA World Cup highlights and accelerates provincial priorities, including building a sustainable, clean economy, strengthening relationships with Indigenous communities and advancing reconciliation. Through collaboration among the Musqueam, Squamish and Tsleil-Waututh Nations, the Province and the City of Vancouver, there is a shared commitment to work together to deliver these matches.

“FIFA World Cup 26 provides an incredible opportunity for us at Sḵwx̱wú7mesh Úxwumixw (Squamish Nation) to share our culture, our teachings, and our history with the world,” said Sxwíxwtn Wilson Williams, spokesperson, Squamish First Nation. “We are looking forward to welcoming guests to our Territory next year to enjoy the tournament, and to working with all our partners to make FIFA World Cup 26 the best the globe has ever seen!”

Chief Jen Thomas, səlilwətaɬ (Tsleil-Waututh Nation), said: “Our səlilwətaɬ community (Tsleil-Waututh Nation) believes strongly in the power of sport and how it can inspire our people today and our next seven generations. We are proud to work hand-in-hand with our partners to co-create and deliver an incredible tournament with a lasting legacy that benefits everyone.”

The Province estimates the updated net core provincial cost of hosting seven FIFA World Cup 26 matches to be within a planning range of $85 million to $145 million, which is similar to the range estimated last year. This does not consider potential additional provincial tax revenues as identified in the Province’s estimates of economic impact benefits.

“Hosting the FIFA World Cup 26 in Vancouver is huge for British Columbia and Canada,” said Adam van Koeverden, Secretary of State (Sport), Government of Canada. “Sport brings us together like nothing else, and this world-class event will showcase British Columbia’s hospitality, culture and gorgeous landscapes. The FIFA World Cup 26 is about more than football: local businesses, workers, and communities across the province will all benefit from this exciting hosting opportunity. Canada is thrilled to welcome the world in 2026!”

Renovations and upgrades at the Killarney Park training site are underway and the city is advancing its planning for the FIFA Fan Festival and other activities. Renovations and upgrades to BC Place also continue. These improvements will make the stadium more accessible and help it remain modern and competitive so it can continue to attract and host the world’s best sports, music and events.

  • MIL-OSI Canada: Off-Road Vehicle Trail Fund supports projects throughout B.C.

Source: Government of Canada regional news

Off-road vehicle enthusiasts can soon enjoy improved trails and recreation infrastructure in several communities throughout B.C.

This year, $400,000 from the Province’s Off-Road Vehicle (ORV) Trail Fund will support 20 regional projects, such as building new trails, maintaining existing trails, or promoting safe and responsible use among riders.

“Outdoor recreation connects people to nature,” said Tamara Davidson, Minister of Environment and Parks. “It’s all about staying active, building community and respecting our natural spaces. The ORV Trail Fund helps keep our trail networks safe and provides space for people to come together to enjoy the outdoors.”

The projects are mainly led by volunteer groups and organizations that contribute thousands of hours to maintain and improve trails throughout the province. One of those groups is the Blue Mountain Motorcycle Club (BMMC), which received nearly $25,000 from the ORV Trail Fund to improve two key trails – Canterbury and the Pit – within the Blue Mountain riding area in Maple Ridge.

Established in the late 1980s, the historic trails serve as connectors through mature forest and rugged terrain, offering riders unique features, such as technical rock slabs. The project ensures the two trails meet modern sustainability standards, while preserving their historic and recreational values for riders.

“ORV Trail funding provides BMMC the opportunity to supplement our ongoing volunteer trail-maintenance projects with specific focus on erosion control, drainage, water crossings and trail tread hardening,” said Ryan Thom, president, BMMC. “Prioritizing these key practices allows BMMC to lead the charge in sustainable trail maintenance in coastal B.C., which is recognized as one of the most traditionally complex settings to build and maintain. Maintenance at Blue Mountain requires significant planning to bring our key trail improvement practices together with our team of volunteers and contractors, resulting in a long-lasting, sustainable, high-value recreation resource.”

In the Okanagan, the Kelowna Snowmobile Club received $25,000 from the ORV Trail Fund to launch a major safety and signage improvement project across the Graystokes and McCulloch trail systems. The two-phase project, which supports responsible year-round use by all outdoor recreationists, includes creating new digital maps and artwork, followed by the installation of kiosks, trail markers and hazard warnings.

“Receiving support from the ORV Trail Fund will allow us to improve trail safety, accessibility and signage across our network,” said Ashley McKillop with the Kelowna Snowmobile Club. “These upgrades will benefit both new and seasoned snowmobilers by creating a more informed and enjoyable riding experience.”

In the southeastern corner of B.C., the Kootenay Rockies ATV Club received $25,000 to support brushing and maintenance work on more than 22 kilometres of trail northeast of Cranbrook. Four key trail sections that form a scenic loop connecting the St. Mary River Valley, Angus Creek and Hell Roaring Forestry Service Road will be restored to improve access for ATV riders.

“The Kootenay Rockies ATV Club is excited to hear we will receive funding from the ORV Trail Fund to improve safety, promote responsible recreation and ensure long-term access to one of the region’s most beautiful trail networks,” said Bernie Ogonoski, chair, Kootenay Rockies ATV Trail Committee. “These trail sections connect to a larger trail network in the area, thus providing some great riding over a vast scenic area just outside of Cranbrook.”

Now in its eighth year, the ORV Trail Fund is a user-funded program administered by Recreation Sites and Trails BC in partnership with the BC Power Sports Coalition. Since its beginning in 2017, more than $2 million has supported 160 projects throughout the province, removing financial barriers for communities and volunteer groups.

  • MIL-OSI Global: Non-traditional sports like pickleball and bouldering are helping Canadians get active this summer

Source: The Conversation – Canada – By Sarah Woodruff, Professor, Director of the Community Health, Environment, and Wellness Lab, University of Windsor

While gym memberships and traditional sports will always have their place, more people are choosing leisure activities that are fun, flexible and social. (Shutterstock)

On a warm summer Canadian evening, you might hear the pop-pop of a pickleball game, spot someone scaling a climbing wall at a community centre or catch players rallying on a padel court — a fast-growing racquet sport that looks like a mix between tennis and squash.

What may once have seemed like fringe hobbies are now part of a growing movement. Canadians are seeking alternative ways to stay physically active, connect socially and improve their mental and physical well-being.

While gym memberships and traditional sports will always have their place, more people are choosing leisure activities that are fun, flexible and social.

Activities like pickleball, climbing, padel, disc golf, cricket, ultimate frisbee and stand-up paddleboarding are gaining momentum, offering a fresh approach to fitness that suits all ages, skill levels and motivations.

    Why are these activities booming?

The COVID-19 pandemic played a big role in reshaping how people get physically active. With gyms closed and organized sports on hold, people turned to parks, driveways and community spaces for movement.

What began as temporary adjustments soon evolved into permanent shifts for some. Many people realized that being active didn’t have to be rigid or repetitive; it could be more social and genuinely enjoyable. TikTok videos and Instagram reels showcasing everything from “how to videos” to “beginner fails” have also helped pique curiosity and increase participation in these activities.

According to Pickleball Canada, 1.54 million Canadians are playing the sport in 2025 — a 57 per cent increase in participation over the past three years. Meanwhile, Padel, which is already popular in Europe and Latin America, is gaining ground in major Canadian cities like Toronto and Vancouver because of how accessible and easy to learn it is.

Sales increases in paddleboards, the debut of sport climbing at the Tokyo 2020/2021 Olympics and the increase in popularity of spikeball (also known as roundnet) all signal a broader shift toward fun, accessible and social forms of physical activity.

    More than just exercise

The physical and mental health benefits of being physically active are well established, and yet many Canadians are still not active enough to meet the 24-Hour Movement Guidelines. The guidelines recommend that adults get at least 150 minutes of moderate-to-vigorous aerobic activity per week, perform muscle-strengthening activities twice a week, limit sedentary time and aim for seven to nine hours of quality sleep each night.

Alternative sports may help address this gap by offering new routes into physical activity. Beyond the well-known physical health benefits, such as cardiovascular health, strength, agility and co-ordination, these activities are equally effective at supporting mental health and social well-being.

For example, a recent study by Canadian researchers looked at 28 studies that investigated health and/or well-being of adult pickleball players. The results suggested positive social and psychological effects — in addition to health and fitness benefits — were evident, particularly for older adults.

Light exercise can yield significant cognitive benefits, new research shows

Sports like pickleball, padel and ultimate frisbee thrive on social connection, as players and partners often chat, laugh, build relationships and have potlucks or social time afterwards, all which help build community and foster a sense of belonging.

Other activities, such as bouldering and climbing, encourage mental concentration, resilience and problem-solving, as routes are often designed to be attempted several times before being successful. This helps get people stronger and more confident, as they learn to keep trying even when something feels hard at first. This sense of progress and enjoyment keeps people motivated.

When an activity is fun, social and rewarding, people are more likely to stick with it over time. When people want to be active, rather than feeling like they have to, they’re more likely to reap the long-term benefits of being active. This is known as intrinsic motivation, a key factor for maintaining long-term physical activity because people are more likely to do something they genuinely like.

Because these alternative sports are fun, low-pressure and easy to try at any level, they offer a great starting point for anyone, regardless of age, experience or ability.

    Embracing the movement

Across Canada, cities are increasingly investing in these growing recreational activities. Municipal parks and empty buildings are rapidly being repurposed for new pickleball and padel courts. According to an industry journal, the number of climbing gyms across Canada increased from 136 in 2021 to 169 in 2024.

Part of the appeal lies in accessibility. These types of activities are beginner-friendly. Unlike many traditional sports where skills and speed are expected upfront, there is no need to be in peak physical shape or have the best gear. Most people can try these activities with little more than a pair of shoes and a rental.

These activities are also adaptable and low-impact, making them accessible to a wide range of participants. They’re often intergenerational and focused more on enjoyment than competition.

Just as importantly, they support physical literacy — the confidence and competence to stay active throughout one’s life. Building physical literacy early and sustaining it throughout adulthood is a cornerstone of long-term health promotion and chronic disease prevention.

If you’ve been meaning to try one of these activities, this summer might be your chance. After all, fitness doesn’t have to be a chore; sometimes it starts with just showing up and saying yes to something different.

Sarah Woodruff receives funding from the Social Sciences and Humanities Research Council and We Spark Health Institute.

The National Football League (www.NFL.com) hosted a women’s flag football coach education clinic in Cairo, Egypt as part of an ongoing strategy to accelerate the development and growth of the game across Africa.

36 participants from Egypt, Nigeria and Morocco received both classroom and on-field learning, as the clinic looked to improve the skills of new and experienced coaches – helping to promote and enable further long-term flag football engagement and participation on the continent.

Expert coaches delivering the sessions included:

    • Ameena Soliman – Philadelphia Eagles’ Director of Football Operations and Pro Scout
    • Afia Law – NFL Flag international development lead
    • Elisa De Santis – French national flag team captain and IFAF and NFL Global Flag Ambassador
    • Kris Durham – Head of Development at the NFL Academy Europe-Africa
    • Jordan Mabin – Football Development Manager at the NFL and former NFL player

Fast-paced and accessible for all, flag football is spearheading extraordinary participation growth worldwide with more than 20 million players in 100 countries and women and girls driving some of the largest growth in participation.

The women’s flag football coach education clinic in Cairo follows one held in Ghana in April 2025, which saw 50 coaches and officials from Cameroon, Egypt, Ghana, Ivory Coast, Kenya, Morocco, Nigeria, South Africa, Tunisia, and Uganda attend the event as football development efforts continue to focus on engaging and upskilling more flag football coaches across the region.

The NFL also hosted a series of wraparound activities in Cairo including:

Led by two-time Super Bowl Champion and NFL Africa Lead Osi Umenyiora, the NFL hosted a football talent identification event with prospects from 5 different African countries, including Egypt, Nigeria, Cameroon, Kenya and South Africa. Athletes showcased their skills and abilities with the potential to advance to the NFL Academy Europe-Africa program in Loughborough, U.K. or the International Player Pathway (IPP) program — two core pillars of the NFL’s global football development initiatives.

In collaboration with the International Federation of American Football (IFAF) and the Egyptian Federation of American Football (EFAF), U13 teams of boys and girls from Africa competed in an NFL Flag Continental Championship. The tournament saw Egypt claim the title to become the first ever African youth continental champions.

Earlier in the week, 11 teams from eight nations, spanning the African continent, participated in Africa Flag – the first of IFAF’s continental championships series for 2025, with Nigeria crowned champions across both the men’s and women’s event. The tournament is the starting point for what will be the biggest and most important competition cycle in flag football history, culminating in the Olympic Games LA28.

At All iGaming, we apply a rigorous testing process to ensure only the crypto casinos make our list. Here’s how we evaluate each platform:

    • Licensing and Credibility

We reviewed licensing details for over 100 crypto-gambling sites, discarding 10 that lacked verifiable regulatory information. The remaining platforms displayed valid licenses from reputable jurisdictions like Curacao or Malta, ensuring player protection.

    • Platform Stability and User Experience

Our testers evaluated 90 platforms by:

    • Signing up on desktop and mobile.
    • Playing 20+ games per site.
    • Testing live chat responsiveness.
    • Processing deposits and withdrawals. Seventy platforms maintained smooth performance during stress tests, with average game load times of 2 seconds. The biggest crypto casinos use modern frameworks for faster navigation and mobile optimization, outperforming older platforms.
    • Bonus Clarity and Terms

Of the tested platforms, 50 provided clear bonus terms before opt-in. These sites offered wagering requirements of 20x-35x and reasonable bet limits ($5-$10). Transparent bonus tracking reduced disputes, making these platforms stand out as the greatest Bitcoin casinos.

    • Cashout Reliability

We tested withdrawal speeds across all platforms. Thirty processed payouts within 10 minutes, while five were delayed beyond 24 hours without explanation. The online crypto casinos verify identities upfront, ensuring smooth and fast withdrawals.

    • Innovative Features

Top platforms introduced unique features like blockchain-based game trackers, achievement systems, and volatility filters. These additions enhanced gameplay, setting these crypto casinos apart from traditional platforms.

    Regulatory Landscape for Crypto Casinos

The regulatory environment for crypto gambling is complex and varies significantly across jurisdictions. Unlike traditional online gambling, which is often subject to strict national regulations, crypto casinos operate in a more decentralized manner due to the nature of cryptocurrencies.

Here’s a detailed look at the regulatory landscape:

    • Global Variations:
      • In the United States, online gambling is regulated at the state level, with some states allowing crypto gambling while others impose restrictions. Players must check state-specific laws to ensure compliance.
      • In Europe, countries like the United Kingdom, Malta, and Gibraltar have established regulatory frameworks that include crypto gambling. The UK Gambling Commission, for instance, has guidelines for operators accepting cryptocurrencies (UK Gambling Commission).
      • In Asia, the situation is mixed. Japan has legalized online gambling, including crypto gambling, under strict regulations, while countries like China have comprehensive bans on all forms of gambling.
      • In Africa and South America, regulations are often less stringent, allowing offshore crypto casinos to operate freely in many regions.
    • Offshore Licenses:
Many crypto casinos obtain licenses from offshore jurisdictions known for their gambling-friendly regulations. Common licensing authorities include:
      • Curacao eGaming: Popular for its flexible licensing requirements, making it a go-to for new crypto casinos.
      • Malta Gaming Authority (MGA): Known for its rigorous standards, offering high credibility (Malta Gaming Authority).
      • Isle of Man Gambling Supervision Commission: A respected jurisdiction for online gambling operators.
These licenses ensure that the biggest Bitcoin casinos adhere to standards of fairness and security.
    • Player Responsibility:
Players must verify the legal status of crypto gambling in their country. Playing at unlicensed casinos can lead to risks like unfair games or delayed payouts. These new crypto casinos display their licensing information prominently, making verification straightforward.
    • Future Trends:
As cryptocurrencies gain mainstream acceptance, more countries are likely to develop specific regulations for crypto gambling. This could lead to increased clarity, enhanced player protections, and more opportunities for licensed operators. Blockchain technology may also play a role in creating transparent regulatory systems.

Players should always choose licensed platforms and stay informed about local laws to ensure a safe and legal gaming experience at crypto gambling sites.

  • MIL-OSI Asia-Pac: 2 teams selected for CE award

    Source: Hong Kong Information Services

Chief Executive John Lee today announced that two teams of civil servants were awarded the Chief Executive’s Award for Exemplary Performance.

They were the Hong Kong Special Administrative Region Search & Rescue Team to quake-stricken areas in Myanmar in March 2025 and the Inter-departmental Preparation Team for Kai Tak Sports Park (KTSP) Commissioning respectively.

Mr Lee congratulated the two teams and expressed pride in their performance and contributions.

“The two award-winning teams reflected the outstanding competence of the civil service of the Hong Kong SAR and the efficiency of the Government, and exemplified Hong Kong’s second-place global ranking in the ‘Government efficiency’ factor of the World Competitiveness Yearbook 2025. All these have confirmed and reinforced my belief in driving result-oriented policies for the Government,” he said.

Secretary for the Civil Service Ingrid Yeung said the Hong Kong SAR Search & Rescue Team demonstrated fearless professionalism and humanitarian care, while the Preparation Team for KTSP Commissioning displayed efficient collaboration and precise planning of the civil servants.

In March this year, a 7.6 magnitude earthquake struck Myanmar, resulting in serious casualties. The Hong Kong SAR Government quickly formed an interdepartmental search and rescue team.

Civil servants from the Security Bureau, the Fire Services Department and the Immigration Department, together with medical representatives from the Hospital Authority, rushed to Mantalay, one of the most devastated areas in Myanmar, to conduct search and rescue operations.

With professional training, fearlessness and perseverance, the team completed 61 search and rescue operations covering 57 locations amid the constant aftershocks and scorching heat in the disaster-stricken areas, the Civil Service Bureau (CSB) said.

The team also conducted joint operations with the China Search & Rescue Team and successfully rescued one survivor who had been trapped for more than 125 hours.

Meanwhile, the Inter-departmental Preparation Team for KTSP Commissioning comprised civil servants from the Culture, Sports & Tourism Bureau, the Security Bureau, the CSB, the Transport & Logistics Bureau, Police and the Transport Department.

In the face of multiple challenges such as the pressing schedule, the large scale of the project and complicated co-ordination work, the preparation team, with its innovative thinking, meticulous planning and interdepartmental collaborations, completed around 20 test events, including five large-scale drills, in just five months, mobilising 140,000 civil servants to participate in the stress tests to evaluate the capability of the KTSP and its surrounding facilities comprehensively.

Through continuous stress tests and optimisation of detailed arrangements, thorough preparation was made for the commissioning of the KTSP, the CSB added.

  • MIL-OSI United Kingdom: Care leavers show they are up for the cup in national finals

    Source: City of Wolverhampton

Organised by the City of Wolverhampton Council’s Reach Leaving Care Team in collaboration with Wolves Foundation, the inspiring six-a-side football tournament offered care experienced young people aged 16-24 the opportunity to compete, connect, and showcase their skills on Molineux’s hallowed turf.

Following a series of knock out matches involving 20 teams from as far afield as Yorkshire and Milton Keynes, Warwickshire County beat Redcar and Cleveland in the final to claim the coveted 2025 Championship Cup – but, in reality, all of the participants were winners.

Councillor Jacqui Coogan, Cabinet Member for Children, Young People and Education, said: “We were delighted to support this annual event which once again proved the old adage that football can be more than just a game.

“For some, it can be an escape and a breath of fresh air, and the day enabled these young people – who have already faced so many challenges in their lives – to not only showcase their talents on the pitch of one of England’s most prestigious sporting venues, but also to demonstrate their resilience and spirit off it.”

Tournament organiser Sam Neath, a Young Person Advisor with the council’s Children’s Services, said: “Some participants woke up at 4am, others couldn’t sleep because they were that excited. A young person that hadn’t engaged with me for six months found out about the tournament and came training; that’s the power of football.

“The National Championship Cup is getting bigger and better each year, and I want to take it to Wembley next year and for hundreds more young people to be able take part. I want Sky Sports and BBC to be there – I want these young people to be celebrated and championed.”

Young people explained how the tournament had helped them. Ubi, from Wolverhampton Warriors, said: “If you play in a team, it gives you life experience and it helps you to build confidence. Some of us aren’t that confident; playing sports gets me out of my comfort zone and gets me interacting with people that I wouldn’t usually talk to.”

Shahla, who travelled from Chesterfield to represent the Derbyshire team, added: “It definitely helps my mental health. Being a care leaver, you are quite singled out in life, so this helps us get out and feel less isolated.”

Warinder Juss, MP for Wolverhampton West, was on hand to help with the presentation of the cup and later celebrated the success of the tournament with his fellow MPs in Parliament, congratulating the young people, EFL in the Community, the council, Wolves Foundation and social impact company Spectra for supporting the event, and adding that “recognising and celebrating the potential of our young people in this way can empower them to thrive for themselves and for our communities.”

Robert Macpherson from the Department of Education said: “Congratulations on hosting such a great event – it must have taken so much time and effort to organise.”

A Redcar and Cleveland representative described it as a “day they will remember for a long time”, while a representative from the Stoke-on-Trent side added: “It was a fantastic experience for everyone involved, and we’re genuinely grateful to have been included.”

  • MIL-OSI Africa: SIU secures interim interdict against pension withdrawal

    Source: South Africa News Agency

The Special Investigating Unit (SIU) has secured an interim interdict preventing Sanele Dlamini, a former senior manager at the National Lotteries Commission (NLC), from withdrawing his pension benefits pending the outcome of ongoing litigation.

The interdict bars Dlamini from accessing his pension benefits until the SIU’s main case  – a civil recovery action tied to the misallocation of R6 million in NLC grant funds – is concluded.

The fourth respondent, Liberty’s Corporate Selection Umbrella Retirement Fund, has been directed to assess and disclose the value of Dlamini’s pension within 60 days.

This preservation is intended to ensure that funds remain available for potential recovery should the SIU succeed in its claim.

Dlamini, who held several senior positions at the NLC, including Provincial Manager for KwaZulu-Natal, Senior Manager: Grant Operations, and Acting Chief Operations Officer, was found guilty on four of six disciplinary charges related to misconduct during his tenure.

The charges included approving falsified progress reports, as well as gross negligence and dereliction of duty. His dismissal was finalised on 04 October 2024 following the disciplinary process.

The SIU’s investigation revealed that the NLC-funded project – a sports complex – was never initiated, and supporting documents, including progress reports and financial statements, were falsified.

Dlamini, who facilitated the irregular disbursement of R3 million to the Motheo Sports and Entertainment Foundation, co-signed the fraudulent progress report without verifying the site or documentation, enabling the unlawful payout.

“The SIU pursues a preservation order to limit the risk of a ‘hollow judgment’ if funds were released, noting concerns that Dlamini may lack sufficient assets to satisfy future claims.

“The order of the Special Tribunal implements SIU investigation outcomes and consequence management to recover financial losses suffered by State institutions because of corruption or negligence. The order forms part of a broader investigation into corruption involving NLC grants intended for community development projects,” the SIU said.

The SIU is empowered to institute a civil action in the High Court or a Special Tribunal to correct any wrongdoing uncovered during investigations caused by corruption, fraud, or maladministration.

In line with the Special Investigating Units and Special Tribunals Act 74 of 1996, the SIU refers any evidence pointing to criminal conduct it uncovers to the National Prosecuting Authority (NPA) for further action. – SAnews.gov.za

  • MIL-OSI United Kingdom: Work starts on wide range of improvements at Bushbury park

    Source: City of Wolverhampton

City of Wolverhampton Council and developers JP Landscapes & Construction Ltd have begun the transformation work at Northwood Park in Bushbury.

The work is taking place after the council consulted with residents and children’s groups. Improvements include the replacement of existing play equipment as well as the creation of a new multi-use games area (Muga).

The play area will include inclusive equipment designed to be used by children with restricted mobility, including swings, a seesaw and roundabout. There will also be seated springer rides, climbing equipment with slides and a springy surfboard.

The new Muga will be built next to the park’s existing skate park and basketball pitch, providing a high-quality, all-weather area for football, cricket and other ball games.

Other improvements include a fitness area towards the centre of the park, new fencing, new seats and litter bins, creation of a wildflower meadow and planting of 40 trees. A new paved path on the north-eastern corner of the park will also improve access and cater for activities such as dog walking.

The work is being funded under a Section 106 Planning Agreement which relates to the new Hampton Park development on land at the former Northicote School, near to the park. The development includes 178 new homes and is named after the school’s former head teacher, Sir Geoff Hampton.

Work will take place over the coming weeks and residents are advised that some areas of the park will not be accessible on a temporary basis while the improvements are being made.

Councillor Bhupinder Gakhal, City of Wolverhampton Council’s cabinet member for resident services, said: “How exciting to see that work has started at Northwood Park.

“We’ve got a wide range of improvements planned with exciting new play equipment and a new multi-use games area. We’re also spreading out the revamp with a fitness area and a real spruce up of the rest of the park.

“We’ve made sure that the views that were put forward in the consultation have been taken into account, and we’d like to thank people for sharing their thoughts. We’re really looking forward to delivering this great range of new attractions and refurbishments for local people to enjoy.”

  • MIL-OSI USA: A Vibrant Partnership: UConn Husky Nutrition & Sport and Hartford Public Schools Support Healthy Eating and Physical Activity for Over 20 Years

    Source: US State of Connecticut

UConn Husky Nutrition & Sport has been supporting Connecticut children, families, and educators for decades, promoting healthy eating and physical activity through impactful educational programs. Although the campus-community partnership has connections throughout the state, it has partnered with one Hartford elementary school since 2005. For the past nine years, that school has been Fred D. Wish Museum School, where UConn Husky Nutrition & Sport (UConn HNS) works alongside students, staff, families, and community partners to offer more than 600 educational program sessions a year.

“UConn HNS people bring such an impactful energy to our school community,” says principal Kesha Ryan. “They know our students, and our students know them, which is a real credit to the investments they make to build positive relationships. It’s an extensive partnership in that their presence is a part of our everyday activities. Our staff and families can depend on their staff and programs, our students have fun and learn about healthy eating and exercise, and we maintain regular collaboration in support of the students and community of Wish School.”

The hundreds of sessions at Wish School span all grade levels and are offered during the school day, after school, and as schoolwide initiatives. The educational sessions focus on a variety of topics: nutrition lessons based on the U.S. Department of Agriculture’s MyPlate initiative, hands-on healthy snack prep and tastings, active games, sport-sampling, and literacy skills.

UConn students receive hands-on experiential learning while leading programs at Wish School. (UConn HNS photo)

In addition, past schoolwide initiatives that UConn HNS has supported have included new recess equipment, indoor and outdoor recess campaigns, new policies such as healthy classroom checklists, the integration of positive behavioral interventions and supports, teacher appreciation days, family events, cultural celebrations, field trips to UConn, activities surrounding National Nutrition Month in March, and support for the growing Wish Media Club.

The vibrant partnership has a lot of moving parts that require collaboration to ensure everything continues to work effectively. Logistically, staff, schedules, school committees, and lesson plans all have to align, while also allowing time for feedback and evaluation to support improvement.

“We take a lot of pride in our ability to build meaningful relationships with individual people, while also maintaining lines of communication and systems that allow for us to serve as a strong and reliable partner,” says Patricia Bellamy-Mathis ’11 (BUS), ’13 MSW, who is UConn HNS’s director of partnerships and programs. “Being part of the fabric and culture of Wish School requires a great deal of time and investment, but the impacts show themselves every single day.”

The partnership doesn’t go just one way, however, as UConn students receive hands-on experiential learning while leading programs at Wish School. Every year, UConn HNS recruits and funds 10-12 graduate assistants completing master’s and doctoral degrees across multiple University programs. To date, more than 100 graduate students have benefited from professional development through UConn HNS.

“We bring together a group of graduate students who all show up every day at Wish School committed to cultivating an environment that is full of fun, connection, and learning,” says Veronica Jacobs ’16 (CLAS), who currently leads 12 graduate students at Wish School. “The strength of our team lies in our graduate assistants coming from several academic disciplines with varying career goals, and in our ability to challenge and support each other to become better professionals. One moment we are celebrating the successful delivery of a lesson and in another moment, we are critically reflecting on creative ways to improve our programs. The intention of our efforts shows in the joy of our Wish students as they walk the halls with us, compete against us in a relay race, or see us in the community.”

“Welcoming UConn students into our Wish family each year is always exciting,” Ryan says. “While they support our students with health education and bring positivity to our community, we are able to support their experiential learning and growth as future educators, social workers, health professionals, and more. As a team, we are shaping future professionals both at the elementary and collegiate levels. It’s a win-win partnership.”

UConn HNS is housed within the Neag School of Education and works closely with students in the School’s Integrated Bachelor’s/Master’s (IB/M) teacher preparation program. These future teachers gain practical experience working in Wish School, as well as the opportunity to conduct educational research.

“UConn HNS provides education students unique opportunities to grow in their community skills,” says Austina Lee, an assistant clinical professor at the Neag School who supports the IB/M program and its students. “The co-teaching model wherein they collaborate with peers from across specialties, the professional development sessions that inspire innovative approaches, and the community engagement that open their eyes to the lived experiences of students and their families all coalesce to inform robust inquiry and practical research. IB/M students who participate in HNS graduate with a depth and breadth of experiences that expand their instructional skills and enhance their expression through the art of teaching.”

Several special events throughout the year bring UConn and Wish students together and cultivate extra joy for the community. Every May, Wish School celebrates the UConn students who are graduating with the annual Grad Walk. Wish School students and staff line the hallways of the school to cheer on the graduating Huskies that worked there. Another annual tradition is Wish School Field Day, which involves the whole school every June and acts as an introduction to UConn HNS’s new summer team. UConn students lead and play alongside the children in such activities as relay races, tug-of-war, foursquare, parachutes, hula-hoop competitions, and soccer games.

New this year was the Healthy Wish School Walk-A-Thon, which was created to celebrate a year of fun, physical activity at the school. Led by UConn HNS staff and hosted in the outside play area of Wish School, all students and staff were invited to participate throughout the day in a one-mile walking course that included activities along the way for hydration, healthy snacks, and a jump rope challenge. By the end of the day, Wish School students and staff combined to walk more than 440 miles.

“UConn Husky Nutrition & Sport’s long-standing relationship with Hartford Public Schools, and specifically Wish School, exemplifies the potential and power of ‘town-gown’ partnerships,” says Neag School Dean Jason G. Irizarry. “I’m proud that UConn HNS’s ongoing efforts across the state recently earned them the 2025 Staff Team Award in the Provost’s Awards for Excellence in Community-Engaged Scholarship. I also congratulate them on their outstanding recent fundraising efforts, including winning the President’s and Provost’s Project Leaderboard Challenge during UConn Gives 2025. The dedication of UConn HNS’s staff and students changes lives across Connecticut, ensuring adults and children can access nutrition and physical activity education.”

Source: Moscow Government – Government of Moscow –

This year, territories in three districts of the capital’s Central Administrative District will be put in order. Thus, the spaces near the Alekseevsky Stavropegic Convent, in the courtyards on Butyrsky Val, Lesnaya and other streets, as well as in the 10th Anniversary of October Square will be transformed. This was reported in on your blog Sergei Sobyanin said.

    “IN

last year “We have tidied up the Trubetskoy Estate Park in Khamovniki, the exhibition space near the TASS news agency, the territory of the All-Russian Museum of Decorative Arts on Delegatskaya Street, and the school at the Alekseevsky Monastery. This year we will refresh several more territories,” the Moscow Mayor wrote.

    Pond, gazebo and memorials

In Krasnoselsky District, comprehensive improvements are already being carried out on the territory of the Alekseevsky Stavropegic Convent in 2nd Krasnoselsky Lane (Building 5, Building 1). This is the oldest convent in Moscow, the history of which begins in the 14th century.

“The improvements will add comfort, opportunities for outdoor recreation and will form a complete architectural appearance of the temple complex, which is visited by many parishioners,” noted Sergei Sobyanin.

An artificial pond will be built in the northern part, with walking paths made of granite screenings laid around it, benches installed along them, and a gazebo on one of the banks.

In addition, memorial zones will be created here. The first will contain cenotaphs – tablets with the names of people who were buried in the lost cemetery. The other zone will house a lapidarium – an exhibition of elements found on the territory of historical sites, fragments of tombstones and other items.

They will also build non-permanent pavilions for a dining room, guest house, laundry room, garage and storage room.

The fence will be made in the same style as the one located at the main entrance from the Third Transport Ring. Old paths will be renovated and new ones will be laid, flower beds will be laid out and new trees and bushes will be planted. In the evening, the territory will be illuminated by lanterns made in a historical style.

This year, a comfortable public space will appear in front of the capital’s building Committee on Architecture and Urban Development (Moskomarkhitektura), between 1st and 2nd Brestskaya streets. Work has already begun there.

The existing parking lot will remain in its original location, and new asphalt will be laid on it and in the driveways. The parking lot will be separated by bollards and barriers. The remaining space will be paved with granite tiles of the same color and shape as in the other part of the square.

On the side of the Moskomarkhitektura building, it is planned to make an original lawn with small hills, using geoplastics. It will be separated from the pedestrian part by a retaining wall made of architectural concrete, on which comfortable wooden seats will be installed. In addition, the territory will be additionally landscaped by planting spectacular white hydrangea.

Another green island with a lawn and a hedge closer to the roadway will be put in order. Landscape lighting will give both green areas a special charm in the evening hours.

Doshi played 33 Test matches for India between 1979 and 1983, taking 114 wickets at an average of 30.71, including six five-wicket hauls. He also featured in 15 One Day Internationals, picking up 22 wickets at an economy rate of 3.96.

A late entrant to international cricket, Doshi made his Test debut at the age of 32, following the era of India’s renowned spin quartet. He represented Saurashtra and Bengal in domestic cricket and played county cricket in England for Warwickshire and Nottinghamshire, finishing his first-class career with 898 wickets in 238 matches.

The BCCI, in a media advisory, described Doshi as “a true artist of spin bowling” and “a dedicated servant of Indian cricket.”

“He inspired a generation of cricketers with his skill and dedication,” BCCI President Roger Binny said. “His contribution to Indian cricket will always be remembered.”

BCCI Secretary Devajit Saikia said Doshi had “a calm demeanour and a fiercely competitive spirit,” calling him “a remarkable cricketer and a great human being.”

Doshi’s performance in the 1981 Melbourne Test, where he claimed a five-wicket haul, played a key role in one of India’s most notable overseas victories. He later authored an autobiography, Spin Punch, chronicling his cricketing journey. Garfield Sobers, the West Indies great, was among those who influenced Doshi during his time at Nottinghamshire.

Doshi is survived by his family, including his son Nayan Doshi, a former first-class cricketer.

  • MIL-OSI China: Beijing charts path to shape global consumer trends

Source: People’s Republic of China – State Council News

From the viral appeal of Winter Olympics mascot Bing Dwen Dwen and popular collectible toy Labubu to centuries-old pharmacy Tongrentang now serving up coffee, and smart “human-car-home” tech integrations in smartphones, electric vehicles, and appliances, Beijing is stepping up efforts to become a hub of cutting-edge trends.

The city recently rolled out its first-ever roadmap for the sector, and the three-year plan aims to transform the capital into a global leader in shaping the trends, the municipal economy and information bureau announced Monday.

The plan focuses on boosting tech-infused products, premium brands, wellness-focused goods, and creative designs to meet evolving consumer needs.

“As consumer preferences evolve, fashion now extends far beyond just apparel and cosmetics. Emotion-motivated, pleasure-oriented spending is increasingly driving demand, expanding the industry’s boundaries into home goods, automobiles, food, consumer electronics and more,” a bureau official said.

According to the roadmap, for tech-infused products, the city will support the development of wearables, AI-powered personal computers, immersive AR/VR entertainment, and smart home and vehicle ecosystems.

For premium brands, it will elevate local apparel and cosmetics brands while attracting luxury R&D and production centers.

For wellness-focused goods, the city will encourage the development of high-tech fitness gear, outdoor sports equipment, tradition-inspired gourmet offerings, and high-tech pet gear. And for creative designs, the city will reimagine traditional crafts and develop creative collectible toys.

To spur innovation, Beijing will launch five key initiatives, including AI-enhanced design, service-oriented manufacturing, sustainable products with reduced environmental impact, new retail experiences, and industry cluster development. A city-wide trendy experience map will be unveiled to guide consumers to curated hotspots.

  • MIL-OSI Asia-Pac: Xiaobaihua Yue Opera Troupe of Shaoxing to present three classic Yue opera performances for Chinese Culture Festival in July (with photos)

Source: Hong Kong Government special administrative region

Wu Fenghua, a two-time recipient of the China Theatre Plum Blossom Award, along with fellow Plum Blossom Award winners Wu Suying and Chen Fei, will lead outstanding performers from the Xiaobaihua Yue Opera Troupe of Shaoxing to Hong Kong in July. They will present three Yue opera classics “The Peacock Flies Southeast”, “The Aloeswood Fan” and “Mu Guiying Takes Command” for the Chinese Culture Festival (CCF) 2025, organised by the Leisure and Cultural Services Department (LCSD). Blending literary grace and martial splendour, the performances are a must-see for opera enthusiasts. This programme is also part of the 13th Chinese Opera Festival (COF).

Yue opera, also known as Shaoxing opera, originated in Shengzhou in Shaoxing city of Zhejiang Province, where the ancient kingdom Yue was located. It is mainly characterised by the Banqiang style (accompanied by small drum and wood clappers) and various schools of vocal styles. Over the years, each school has nurtured many renowned Yue opera performing artists such as Fan Ruijuan (Fan school), Fu Quanxiang (Fu school) and Lu Ruiying (Lu school), whose artistic accomplishments are widely recognised.

Details of the performances are as follows:

    “The Peacock Flies Southeast”
    —————————————–
Date and time: July 18 (Friday), 7.30pm

“The Peacock Flies Southeast”, dubbed the “Chinese Romeo and Juliet”, recounts the poignant tragedy of Jiao Zhongqing and Liu Lanzhi, who are forced to be separated and ultimately choose to die for love. This masterpiece stands as one of the signature works of Yue opera legends Fan Ruijuan and Fu Quanxiang. This performance stars Wu Fenghua of the Fan school and Chen Fei of the Fu school, perfectly embodying the Fan school’s profound simplicity and the Fu school’s unique graceful vivacity. The classic aria “The Lonely Chamber after That Person is Gone” poetically blends ancient verse with operatic lyrics, accompanied by the interplay of gongs, drums and strings, expressing the lovers’ yearning and resignation.

    “The Aloeswood Fan”
    —————————————–
Date and time: July 19 (Saturday), 7.30pm

“The Aloeswood Fan” is a romantic and witty play, starring Wu Fenghua and Wu Suying of the Lu School. The story depicts a cross-class love affair between Xu Wenxiu, a talented scholar from a humble background, and Cai Lanying, a daughter of a minister’s family. One of the most beloved scenes, “At the Study”, features a delightfully comedic interaction between the quick-witted Cai and the simple, honest Xu. With its melodious and graceful vocal artistry, the play showcases the distinctive artistic appeal of Yue opera.

    “Mu Guiying Takes Command”
    —————————————–
Date and time: July 20 (Sunday), 7.30pm

“Mu Guiying Takes Command” stands as a signature work of the Xiaobaihua Yue Opera Troupe of Shaoxing that consists of both civil and martial elements. It has remained popular for over 30 years and is deeply beloved by opera fans. The production tells the household legend of Mu Guiying and Yang Zongbao’s martial contest for marriage and her heroic breaking of the Heavenly Gate Formation, fusing Yue opera’s lyrical elegance with martial grandeur. Chen Fei’s portrayal of Mu Guiying masterfully balances strength and grace, with passionate and soaring vocals that fully capture the heroine’s indomitable spirit. Wu Fenghua, playing the young general Yang Zongbao, demonstrates her solid martial arts skills through her performance in a changkao wusheng (military male in full armour) role.

The Xiaobaihua Yue Opera Troupe of Shaoxing was established in 1986. Its productions, including “Li Huiniang”, “How a Dead Cat was Substituted for a New-born Prince”, “Qu Yuan” and others, have received numerous awards such as the Repertory Award at the China Theatre Festival, the Gold Award at China Yue Opera Arts Festival and the China Xiqu Society Award. The troupe is active in Jiangsu, Zhejiang, Shanghai and other regions, and has performed in Hong Kong, Taiwan, Thailand and Singapore.

The three performances will be held at the Auditorium of Kwai Tsing Theatre. Lyrics and dialogue are with Chinese and English surtitles. Tickets priced at $220, $320, $420 and $520 are now available at URBTIX (www.urbtix.hk). For telephone bookings, please call 3166 1288.
