  • MIL-OSI United Kingdom: Portsmouth Tennis Centre receives national award for inclusive programme

    Chosen from more than 2,000 nominations across 25 different categories, Portsmouth Tennis Centre was crowned the most inclusive tennis centre in the nation, attaining the prestigious Tennis Opened Up Award.

    Portsmouth Tennis Centre is owned by Portsmouth City Council, and is operated by registered charity and social enterprise BH Live.

    The LTA Tennis Awards recognises the vital work volunteers, coaches, officials, and players contribute to make tennis an enjoyable, safe, and accessible sport for all.

    BH Live’s tennis coaches work closely with the LTA and community partners to deliver an inclusive coaching framework for all.

    Currently more than 400 players attend weekly tennis sessions, including people with head injuries, dementia, Down’s Syndrome and visual impairments. Inclusive sessions are tailored to participants’ individual needs. Adjustments to facilitate play include smaller courts, raised court lines, smaller rackets, foam tennis balls, and games played at a slower pace. The centre is also completely accessible with ramps, automatic electric doors and accessible toilet facilities.

    The team actively encourages more young people to enjoy the game from an early age too. They do this by providing free to attend open days throughout the year for families to have a go at playing games and try out coaching drills. BH Live also funds and delivers coaching sessions to hundreds of school children across the city so they can try out the sport.

    Last year, the team welcomed more than 1,200 attendees to its school holiday camps, with half of the places provided through Portsmouth City Council’s HAF Fun Pompey programme, which is funded by the UK government. The programme providing hot meals and activity spaces for children whose families are in receipt of benefits and eligible for free school meals.

    Portsmouth Tennis Centre was also the LTA Tennis Awards 2023 Hampshire & Isle of Wight winner in the ‘Tennis For All Category’ in recognition for bringing tennis to under-represented groups and communities throughout the city.

    There will be a total of 15 field trips for the ICH Highlight Tours, which will visit Yau Tsim Mong, Tsuen Wan, Tai Po, Sha Tin, Eastern District, and Islands District respectively. With 20 participants per tour, the tour, conducted in Cantonese, will run for approximately two hours.     England Athletics, the development body for running and athletics in the England, as well as its official charity partner, the Personal Best Foundation has announced a new partnership with Citroën.

    The partnership comes on the back of research by Citroën to parents that found on average, British children spend 4.75 hours a week exercising, while the Chief Medical Officers recommend at least 60 minutes every day.

    The partnership was announced at Sowe Valley Primary school, Coventry with Team GB Paralympian and Personal Best Foundation Ambassador, Hannah Cockroft CBE, where pupils took part in a morning of sports and activities with the organisations.

    Cllr Dr Kindy Sandhu, Cabinet Member for Education and Skills, said: “This event was a wonderful example of what happens when education and sport come together to inspire young people. Giving every child, regardless of background or ability, the opportunity to be active, confident and included is at the heart of what we aim for in Coventry’s schools. It’s especially meaningful to see inclusive sport embedded in learning and I’m proud that our city is leading the way with programmes like this.”

This decision marks a pivotal step in enhancing the sports infrastructure in Samoa, aimed at fostering athletic excellence and providing state-of-the-art facilities for both athletes and spectators.

    1. Cessation of Usage: Effective immediately, the three grandstands located on the Western side of the Grand Stadium at Apia Park will cease to be used. This measure ensures the safety of all users and aligns with the recommendations from the recent inspection report.

    2. Demolition of Grandstands: The approved directive mandates the immediate demolition of these three grandstands. This action is a proactive measure to facilitate the construction of a new and improved sports stadium.

    There are views pointing out that the problems of insufficient manpower and recruitment difficulties of lifeguards in Hong Kong have remained unresolved for many years, which may lead to the chaotic situation of unlicensed lifeguards being employed, undermining the dignity of the industry’s workforce and jeopardising the lives and safety of swimmers. In this connection, will the Government inform this Council:
     
    (1) of the current number of vacancies of civil service lifeguards; whether the Government has assessed the impact of the vacancy situation on the services to the public;
     
    (2) whether it has studied if the Government has difficulties in recruiting lifeguards; if it has studied and the outcome is in the affirmative, of the support measures and proposals to resolve the problem;
     
    (3) as some members of the industry have relayed that at present, civil service lifeguards have limited promotion prospects and their remuneration packages are inadequate, and their posts are only included in the Artisan grade, but they have to obtain a number of certificates and regularly renew their licenses in order to be employed on a continuous basis, which has resulted in a high wastage rate and stifled the development of the industry, whether the Government will further review and adjust the grade structure of civil service lifeguards, thereby retaining talents and attracting new blood to join the industry;
     
    (4) of the respective numbers of (a) surprise and (b) non-surprise (i) inspections of private swimming pools conducted by the relevant government departments in the past three years, and the respective numbers of non-compliance cases found during such inspections in which (ii) there was insufficient manpower on duty at the swimming pools, and (iii) unqualified lifeguards were employed and on duty (set out in the table below); the actions taken by the Government to pursue such non-compliance cases;

    (5) as it has been reported that the Food and Environmental Hygiene Department (FEHD) will check the identity documents and Pool Lifeguard Awards (PLA) of the lifeguards on duty during inspections of private swimming pools and verify the validity of PLA with the Hong Kong China Life Saving Society (HKCLSS), of the specific procedures adopted by the FEHD for verifying the validity of the PLAs with the HKCLSS, including whether the FEHD has established a formal and regular liaison mechanism with the HKCLSS; if so, of the details; if not, whether it will consider establishing such mechanism; and
     
    (6) as it has been reported that the HKCLSS intends to introduce an online service for checking the qualifications of lifeguards, whether the Government will collaborate with the HKCLSS to establish a checking system for qualified lifeguards, so as to rigorously combat unlicensed lifeguards and, at the same time, facilitate employers in checking the qualifications of the lifeguards they employ?

    In consultation with relevant policy bureaux and government departments, the consolidated reply to the questions raised by the Hon Luk Chung-hung is as follows:
     
    (1) The Leisure and Cultural Services Department (LCSD) is responsible for managing 46 public swimming pools, 42 gazetted beaches (Note 1) and five water sports centres. As at May 1, 2025, a total of 1 308 civil service lifeguards were employed by the LCSD. The number of vacancies was 188 (Note 2) .
     
    During the swimming season every year (i.e. April to October), the LCSD needs to employ about 700 seasonal lifeguards. However, with increasing market demand for lifeguards due to the growing number of local private swimming pools in recent years, it has become more challenging for the LCSD to recruit seasonal lifeguards, which inevitably affects the provision of services at aquatic venues. The LCSD has all along flexibly deployed its serving lifeguards and other resources with a view to maintaining the services provided at aquatic venues as far as possible. The LCSD will arrange sufficient lifeguards to be on duty at aquatic venues that are open and deploy additional manpower when necessary, such as calling off-duty lifeguards to report for duty or arranging lifeguards to work overtime where practicable. Having regard to the usage of swimming pools and habits of swimmers, the LCSD will also temporarily close facilities with low usage rates during sessions with fewer attendees to optimise the use of manpower resources.
     
    (2) The LCSD proactively puts in place various measures to increase and stabilise the manpower supply of lifeguards, including improving the remuneration package of seasonal lifeguards, enhancing the flexibility of recruitment procedures and exploring the recruitment of more eligible persons to join lifesaving services, etc.
     
    The LCSD has recruited 110 full-year lifeguards on a two-year contract since 2023, and further employed 70 additional full-year lifeguards on a two-year contract in 2024 and 2025 respectively. Such relatively long contract period is conducive to stabilising the manpower supply of lifeguards. The LCSD has also taken into account market trends to further enhance the remuneration package of seasonal lifeguards, with monthly salary reaching as high as $23,000 (excluding end-of-contract gratuity) to reduce the salary gap between lifeguards in the public and private sectors.
     
    Furthermore, as contractors of outsourced services offer more flexibility on remuneration packages and working hours, which makes the recruitment arrangement more flexible and attractive, the LCSD has outsourced lifesaving and first aid services at six public swimming pools on a trial basis since September 2024. The relevant service contractor has been providing stable lifesaving and first aid services. The LCSD will continue to review and evaluate the effectiveness of outsourcing lifesaving and first aid services.
     
    As for expanding the new labour markets, the LCSD will continue to step up its publicity efforts for recruitment exercises, including extensively displaying recruitment posters and disseminating recruitment information/advertisements to reach out to more target groups. The LCSD will also proactively liaise with youth services organisations and schools to promote and encourage young people to pursue a career in lifeguarding, as well as to raise their interests in working as seasonal lifeguards, with a view to increasing the manpower supply of lifeguards. Besides, the LCSD launched the “Combined Seasonal Lifeguard Training Scheme” in 2023 and has so far organised six “Integrated Certificates Courses on Life Saving” to attract more people with no lifesaving qualifications to join the profession. In addition, the LCSD has collaborated with the Employees Retraining Board to organise specific lifesaving training programmes and provide relevant job opportunities with a view to increasing the manpower supply of lifeguards.
     
    (3) Under the prevailing policy of the Civil Service Bureau (CSB), when a specific civil service grade has proven and persistent recruitment and retention difficulties, or fundamental changes in the job nature, job complexity and responsibilities, the Government will consider conducting a grade structure review for the grade concerned. There have been no fundamental changes to the job nature, job complexity and responsibilities of civil service lifeguards. In the past three years, the average vacancy rate of civil service lifeguards was 5.28 per cent, which was lower than the rate of 9.38 per cent for the entire civil service in the same period. The LCSD will continue to monitor the situation with the CSB.
     
    (4), (5) and (6) In the past three years, the number of surprised inspections conducted by the Food and Environmental Hygiene Department (FEHD) on licensed swimming pools is provided below:

    As all inspections conducted by the FEHD on licensed swimming pools are surprise inspections, there is no record on non-surprise inspections.
     
    For the four cases in 2024 in which sufficient number of qualified lifeguards was not made available in accordance with the law or licensing conditions, the FEHD had taken prosecution or issued warnings to the licensees depending on the actual situation.
     
    The lifesaving qualifications required by lifeguards are assessed and awarded by the Hong Kong China Life Saving Society (HKCLSS) (Note 3). Starting from May 19, 2025, the FEHD will implement a number of measures to strengthen the monitoring of the qualifications of lifeguards at private swimming pools. These measures include stepping up inspections of swimming pools. Apart from checking the identity documents of lifeguards on duty and their Pool Lifeguard Awards (PLA) during each surprise inspection, the FEHD will also send all information of the PLA to the HKCLSS for verification. The FEHD and the HKCLSS have established a regular verification mechanism to handle the matter.
     
    Note 1: Lifesaving services are not provided by the LCSD at three of the gazetted beaches as beach facilities such as beach buildings and shark prevention nets are not available there.
    Note 2: With lifesaving and first aid services being outsourced at six public swimming pools under the LCSD on a trial basis since September 2024, the 98 civil service lifeguard vacancies in the venues concerned will not be filled for the time being.
    Note 3: The HKCLSS is the only national sports association recognised by the International Life Saving Federation for assessing lifeguard qualifications and awarding lifeguard certificates in Hong Kong.

    Scientists from the Institute of Public and Municipal Administration of the National Research University Higher School of Economics studied the environmental preferences of Muscovites. More than three thousand city residents over 18 years old, living in different administrative districts of the capital, took part in the study.

    “The study covered a wide range of issues related to the assessment by city residents of key environmental factors: noise, air purity, the state of green areas and others. In addition, experts studied in detail the influence of environmental factors on the choice of a house, place of residence, work and recreation. The results obtained will help us make effective management decisions, improve processes and achieve the goals of environmental policy to maintain a favorable environmental situation in the capital in the interests of our final beneficiaries – city residents,” said

    The experts used various assessment tools and carefully collected quantitative and qualitative data. The respondents were divided into 13 groups, and then the preferences of each were analyzed and environmental portraits were compiled. The survey showed that 78 percent of city residents want to improve their level of environmental literacy.

    Women aged 26 to 35 demonstrated high involvement in the environmental agenda. Sports enthusiasts were singled out as a separate group. They noted the need for clean air and water bodies in the city.

    Respondents also emphasized the importance of spending time in green areas. At the same time, within the city limits, most Muscovites prefer the development of eco-trails and a road-path network so that walks in nature are accessible and comfortable for everyone, including the elderly and parents with small children.

    The results of the study were presented at a scientific seminar with the participation of members of the expert council for the protection and use of green space in the city of Moscow.

    Question:
     
    It has been reported that a number of coastal provinces in the Mainland have set up inter-departmental co-ordination groups led by provincial governors to co-ordinate policies on marine economy. However, there are views pointing out that the development of marine economy in Hong Kong is taken forward in a piecemeal fashion without top-level planning. In this connection, will the Government inform this Council:
     
    (1) as there are views that development of marine economy involves various portfolios and it is difficult for a single-policy bureau to co-ordinate inter-departmental resources, whether the Government will make reference to the experience of the Mainland and set up a dedicated team led by officials at the decision-making level to co-ordinate the development of marine economy; if so, of the details and the implementation timetable; if not, the reasons for that;
     
    (2) as there are views that the existing policy focusing on regulation may hinder the development of marine economy, how the Government will promote the development of maritime industries, e.g. of the breakthroughs in terms of the introduction of the relevant legislative amendments and innovative policies, as well as the enhancement of cross-boundary co-operation and co-ordination; and
     
    (3) apart from the three tourism projects currently being taken forward by the Development Bureau under the large-scale land-disposal approach, whether the Government will consider selecting more islands and coastal areas with potential for tourism development to implement the large-scale land-disposal approach on a trial basis, so as to bring in social capital for participation in infrastructure development and operation, thereby enhancing the competitiveness of marine tourism in Hong Kong?

    International organisations and individual economies have different definitions for “marine economy”, and there is no unified global standard on which industries fall under the scope of marine economy. For Hong Kong, having made reference to the breakdown of the industry classification of the Mainland’s marine economy and roughly compared the industries covered therein with those in the Hong Kong Standard Industrial Classification Version 2.0 compiled by the Hong Kong Census and Statistics Department and other known industry classifications, the Government Economist considered that the marine economy-related activities in Hong Kong can be broadly categorised into the following six categories:
     One of the six categories, “maritime transportation and port industry” includes ports, shipping, and maritime commercial services. In 2022, this sector contributed 4.2 per cent to Hong Kong’s Gross Domestic Product (GDP) and accounted for 2.1 per cent of total employment. Besides, “marine utilisation, extraction, production, and related manufacturing”, along with “wholesale and retail of marine products”, are partially related to capture fisheries and mariculture. According to data from the Agriculture, Fisheries and Conservation Department (AFCD), the local capture fisheries and mariculture production in 2023 was approximately 87 000 tonnes, with a total value of about $2.4 billion, estimated to contribute less than 0.1 per cent to GDP. As for the remaining three categories, their value-added contributions could not be estimated due to limited data.
     
    Having consulted the Deputy Financial Secretary, the Transport and Logistics Bureau (TLB), Culture, Sports and Tourism Bureau (CSTB), the Innovation, Technology and Industry Bureau (ITIB), and the Development Bureau (DEVB), my consolidated reply to the question of the Hon Steven Ho is as follows:

    (1) Given the extensive scope of the marine economy, which encompasses a diverse range of industries and development models, multiple policy bureaux and departments within the Special Administrative Region (SAR) Government are responsible for related areas. Relevant bureaux and departments attach importance on these developments and have formulated and implemented strategies, action plans, or blueprints accordingly. Each policy bureau and department, in accordance with their professional functions, introduces targeted measures to advance the development of marine economy-related areas under its purview, which are in line with the overarching policy direction, strategies, and pace of development. This approach fosters synergies between marine economy development strategies and other initiatives within the respective bureaux and departments, thereby more effectively achieving their policy objectives. The Government believes that the current approach suits Hong Kong’s circumstances. Bureaux and departments will continue to review the development direction and progress of their respective areas, working collectively to drive the growth of marine economy. The SAR Government will also monitor progress across all fronts and, if necessary, explore ways to optimise the development approach. 
    On maritime services, apart from enforcing the relevant legislation to ensure marine safety, the Marine Department (MD) also endeavours to make maritime services more convenient. For instance, allowing the use of electronic certificates instead of paper-based certificates for ship-related matters. The MD also maintains close liaison and collaboration with Mainland maritime authorities at all levels.
     
    On marine tourism, the CSTB put forward in the Development Blueprint for Hong Kong’s Tourism Industry 2.0 to make more and better use of Hong Kong’s rich island and coastline tourism resources. As such, the CSTB encourages the development of more diverse tourism products with characteristics, and is ready to study and foster areas where removal of statutory and regulatory barriers are required. At the same time, the CSTB actively promotes development of island tourism and large-scale integrated resort projects focusing on eco-tourism, as well as continues to consolidate Hong Kong’s position as Asia’s hub for international cruise thereby promoting development of cruise tourism.
     
    The ITIB has all along been dedicated to enhancing Hong Kong’s innovation and technology ecosystem with a view to supporting the development of different technology industries (including marine technology) in various areas including capital, research and development, supporting tech start-ups and talent. At present, Hong Kong has one State Key Laboratory of Marine Pollution, contributing to the protection and management of the marine environment.
     
    On the fisheries front, the Environment and Ecology Bureau and the AFCD are actively taking forward the various initiatives under the Blueprint for the Sustainable Development of Agriculture and Fisheries, including designation of four new fish culture zones as well as introduction of modernised facilities to support development of mariculture, explore the streamlining of relevant legislations to promote development of leisure fisheries, and at the same time strengthen co-operation with the Mainland. To further enhance the competitiveness of local agricultural and fisheries products, the AFCD plans to establish a unified new brand for safe, low-carbon and premium local agricultural and fisheries products, and to establish production standards, farming methods as well as a certification and traceability system for these products, etc. The AFCD will continue to actively participated in the promotional activities in the Guangdong-Hong Kong-Macao Greater Bay Area to promote quality local products. In addition, the AFCD has designated three new marine parks in the past five years, and has also formulated new fishery management strategies in marine parks and implemented marine ecological enhancement measures. 
    Besides, the DEVB recently has also proposed to provide marina and land supporting facilities at two waterside areas, namely the Aberdeen Typhoon Shelter expansion area and the harbourfront site in the vicinity of the Hung Hom Station.
     
    As to whether there are other suitable sites for large-scale land disposal in the future, the DEVB is willing to listen to different views, and will consider the experiences gained from taking forward the above three projects.Issued at HKT 15:25

    The Moscow Aviation Center is completing its annual preparation of flight and engineering personnel, equipment and infrastructure facilities for the summer season. This was reported by the capital’s municipal services complex.

    The crews of the Moscow Aviation Center completed theoretical training, which ended with a traditional conference, and began practical training with passing tests for admission to the operation of helicopters in the warm period. Aircraft engineers and technicians refreshed their knowledge and are now conducting routine maintenance of the aircraft. The motorcade specialists switched the transport to summer mode, and the airfield service workers prepared the landing sites.

    “As climate conditions change, so do piloting methods. All crew members must understand many things. For example, they must be able to read a weather map to avoid dangerous weather conditions in the air, and know the habits of migratory birds to react correctly when meeting them in the sky. All pilots have good knowledge of mathematics and physics. Both during training and during the flight, we constantly make calculations: how much weight can be lifted depending on the air temperature, how to adjust the course taking into account the direction and strength of the wind, and much more,” said Alexey Didenko, commander of the Moscow Aviation Center flight squadron.

    According to the pilots of the aviation center, the probability of thunderstorms, heavy rain and squalls increases in spring and summer. In dry, warm weather, there is a risk of losing ground when landing a helicopter. This is a situation when air currents from the machine’s propeller raise dust from the surface of the site, causing visibility to drop to almost zero. Such factors significantly complicate helicopter control even for the most experienced pilots.

    “Often such situations occur during independent air-to-air landings, when crews have to land as close as possible to the scene of the incident, and the sides of roads, city courtyards, and even football fields can become landing sites. In such cases, the pilot hovers above the ground, “blowing up” everything beneath him, and watches carefully: when it becomes clear, he descends. In the summer, this is one of the most indispensable piloting techniques,” said Vyacheslav Kalenov, deputy commander of the second aviation squadron of the Moscow Aviation Center.

    All complex and possible abnormal situations are analyzed by the crews at the final stage of theoretical spring-summer training – the conference. At it, specialists exchange experiences, analyze various aviation incidents, develop scenarios for their prevention and summarize the information received.

    Now the flight crew has reported on the theoretical part of the seasonal program and has begun training flights. They will last until the end of May. As a result, the crews will receive permission to carry out aviation work in the warm season.

    Preparations are also being completed in other divisions of the Moscow Aviation Center. Employees of the aviation technical base conduct special maintenance of helicopters. They inspect the systems and units of all aircraft, the landing gear wheels of firefighting aircraft and the skis of medical aircraft, navigation equipment and communications equipment, and replace winter covers to protect the aircraft from exposure to subzero temperatures and snow with lightweight ones. The engines of rotary-wing aircraft are switched to a special summer operating mode.

    According to Yegor Zhigarev, head of the aviation and technical base of the Moscow Aviation Center, specialists always check the fire extinguishing system sensors and replace the lubricant. For example, in warm weather, more viscous compounds are used. If necessary, anti-corrosion treatment of helicopter fuselages is carried out. Specialists also analyze the specifics of operating equipment in the warm season and the impact of weather conditions on aircraft wear.

    The employees of the engineering and airfield service inspect 28 helicopter pads managed by the aviation center after winter. As its head Vladimir Makarov said, with the onset of spring, much attention is paid to the serviceability of the lighting systems and the condition of the road surface. When a stable positive temperature is established, the markings are updated, the paintwork of the fire-fighting equipment is refreshed, the facades are washed and the fences are repaired.

    The same restaurant, same risotto and same aggressive game — China’s superstar tennis ace Zheng Qinwen has regained her winning form in Rome by sticking to her routine in the Italian capital.

    And she sure hopes the momentum helps her pull off a different result at her seventh attempt at scaling a brick wall that, to date, has consistently proved a course too high.

    Three-time major winner and world No 1 Aryna Sabalenka awaits Zheng in an intriguing quarterfinal clash at the Internazionali BNL d’Italia. The reigning Olympic champion is chasing a first win in her seventh encounter with the mighty Belarusian, while trying to reach the final four for the first time at the WTA 1000 tournament, following two straight quarterfinal exits.

    Although having lost to Sabalenka six times in a row, all on hard courts, Zheng is motivated to buck that trend in their first battle on clay, counting on her newfound confidence on the tricky surface.

    “She’s an overwhelmingly attacking player. You need to hang in there, absorbing her first flurry of hits, until she makes some mistakes and allows you a chance,” Zheng explained her tactics for facing Sabalenka after beating Canada’s Bianca Andreescu in straight sets in the round of 16 on Monday.

    “Nobody hits every shot in with force. It’s quite hard, especially on clay. I need to play solid and defend well consistently, and attack when the opportunity comes.

    “She’s in a great form, and is the most consistent player, so far, on the tour this year. I am looking forward to playing her on clay, though.

    “Each surface requires a different style, and I’d really like to gauge my game on clay against her. Maybe I need to push harder in my first serve, trying wider, and, perhaps riskier, angles to dictate the play.”

    Known as an aggressive attacker in her own right, Zheng’s firepower has, multiple times, proved not powerful enough when facing Sabalenka hitting on all cylinders, a pattern underlined by the fact that the top-seed has broken Zheng 26 times, while conceding just six of her own service games, in their six previous encounters.

    Zheng’s last deep run at the WTA 1000 level was stopped by Sabalenka in quarterfinals at the Miami Open, where she dispatched the Chinese world No 8 in straight sets and went on to win the second of her three titles so far this year.

    A tough battle is guaranteed, for sure, and Zheng knows the only way to survive is to stay mentally strong, tactically sharp and physically poised.

    The balance between hitting hard and staying patient will be the key, she added.

    “I have to manage myself (mentally), not get too excited or be too aggressive,” said Zheng, who hasn’t advanced further than the quarterfinal stage at any event so far this year, with three last-eight appearances in Charleston, Miami and Indian Wells.

    “I need to find the right balance on clay, because from my experience in Madrid, I played a little bit too rushed. So, I told myself, whatever happens I have to stay solid, always be ready, and when I have the chance, go for it.”

    Hampered by a nagging right elbow injury that has affected her game since the Australian Open, Zheng has experienced an up and down season so far, with her second-round defeat to Russia’s unseeded Anastasia Potapova in Madrid last month casting a shadow on her prospects for Roland Garros, where she became a household name in China by winning Asia’s first Olympic tennis singles gold medal at Paris 2024.

    The sense of familiarity and warm reception she received in Rome seem like a timely respite, as Zheng regrouped, delivering three convincing wins, highlighted by the 7-5, 6-1 submission of Andreescu, the resurgent 2019 US Open champion.

    Zheng saved two set points in the 10th game of the opening set, having trailed 5-4 with Andreescu serving after letting a 3-1 lead slip away. But, Zheng quickly pulled herself together to finish the match by winning nine of the last 10 games.

    It also marked Zheng’s 20th career victory over major winners on the WTA Tour.

    “I still kind of lost my focus and made unnecessary mistakes midway through the first set, but, what I did best today was not panic. I stayed composed there, and fought back one point at a time,” said the 22-year-old Hubei province native.

    “Gradually, I felt much better, and the cheers from the crowd helped me close it out.”

    Apart from chants of “bravo Zheng” shouted her way, she also attributed, at least part of her feel-good campaign in Rome, to the delights of a local restaurant she visits every night.

    “I keep a strict diet, but at the same time I enjoy Rome,” Zheng told Channel Tennis after her second-round win against Serbia’s Olga Danilovic on Friday.

    “I go to the same restaurant every night. They have very good seafood, like the lemon fish and risotto. I think I can maintain my diet, but enjoy at the same time.”

He is an athletic kid. He loves to play and watch football with his father, Ronnie. Loves math and playing video games. He’s sweet and respectful. But last December, his mother noticed that Tony didn’t have the same energy, and on the morning of his football championship banquet, she took him to the emergency room, where, after several blood tests, he was diagnosed with leukemia.

    “Since then, Tony has been in and out of St. Joseph’s Children’s Hospital for chemotherapy, where he will be undergoing treatment for the next two years. Pauline, his mom, is a fifth-grade teacher, and she had to quit her job when Tony was diagnosed.

    “Now, it is a real struggle for them to pay their bills on Dad, Ronnie’s, electrician salary. When Pauline was forced to quit her job to take care of Tony, the family lost their health insurance that was tied to his mother’s teaching employer. But thankfully, St. Joe’s helped them enroll in Medicaid, which covers the whole family and helps provide all the chemotherapy that they need. Pauline feels hopeless, scared, and uneasy about the prospect of losing Medicaid. She said, ‘It’s not like I have a second option. Medicaid is the second option.’

    “Medicaid insures one out of every three children diagnosed with cancer in the United States, and without consistent Medicaid coverage, some children with cancer likely will die. Even a gap in coverage or costly red tape requirements will cost lives. Studies have shown that children who experience interruptions to health coverage before or during their cancer diagnosis are less likely to survive.

    “There is a new worry, though, for Pauline and Tony and the family, because the priority of the President and Republicans in Congress is to give a massive tax giveaway to Elon Musk and billionaires that’s going to be paid for with Medicaid cuts. It’s outrageous, and at a time of so much uncertainty driven by what the President has done and Elon Musk’s heartless actions. When the cost of living is so high, when cancer research is under attack, the last thing a parent with a child diagnosed with cancer needs is to worry about affordable health care.

    “Musk already torpedoed a bipartisan piece of legislation at the end of the year that would have helped children diagnosed with cancer by speeding the development of new drugs and treatments. Do he and all his billionaire buddies really need more in their bank accounts, while kids and the vulnerable and families across this country must deal with them ripping coverage away? Let’s not be the Committee that makes it more difficult for our neighbors to get medical care for children battling cancer, forcing them to make an impossible choice between paying for treatment, food, utility bills or housing. The bill before us today is heartless, cruel, and costly, and I will not stand for it. Let’s be the Committee that supports Pauline, Tony, and their entire family—affordable, consistent health coverage is the least we can do for a family going through such an unthinkable hardship.”

    There are approximately 432,000 children who rely on Medicaid and CHIP in the Tampa Bay area – children with complex medical conditions like cancer, children who need school-based services, military-connected children, and children who just need to visit their pediatrician.     Youth Week 2025 is happening between 19-23 May and as Porirua has one of the country’s youngest populations, it’s only right that there will be loads of activities for rangatahi.
    This year the nationwide theme of Youth Week is ‘Take Our Place – Whai Wāhitanga’. The theme was chosen by Aotearoa young people and those who work with young people.
    There will be plenty on offer in Porirua, from a street art competition, to sports, laser tag, free kai, health and wellbeing activities, and a jam session.
    “With about 35 per cent of Porirua residents aged 24 and under, one of our big priorities is to keep tamariki and rangatahi at the heart of this city,” says Porirua Mayor Anita Baker.
    “Porirua City is working with local youth-focused organisations such as Partners Porirua and the 502 to make these great events possible.”
    The week starts with a focus on hauora/health with a free event from 1.30pm on Monday 19 May at Te Whare Rangatahi o 502, 3 Cobham Court, organised by Partners Porirua and the 502.
    A Rangatahi Voices for Change Workshop will be held at Pātaka Art + Museum on Tuesday 20 May from 10am-3.30pm. This workshop offers advocacy training for rangatahi – provided by Te Whatu Ora, the Cancer Society and the Regional Kai Network Advocacy Group. Registration is required.
    Te Rauparaha Arena will be brimming with sporting activities on Wednesday 21 May as part of a Sports Day, running from 11.30am-3.30pm. Try your hand at something new, impress your mates with some ball skills, or bring your togs and pop a manu!

    The Olympic Games are a timeless symbol of peace and international concord, promoting respect, cooperation and solidarity between nations across the world. The Olympic Truce, which has its roots in ancient Greece, recalls the power of sport in bridging differences or at least in providing an arena of coexistence, even in times of war. The Games provide a framework for accord and the hope of a more peaceful world. As Greeks, we know that the periodically expressed European positions on excluding Russian and Belarusian athletes go against the Olympic spirit.

    On 14 June 2024, the Vice-President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy issued a statement on the alignment of certain countries on restrictive measures against Russia. The statement was part of the restrictive measures imposed by the EU on Russia.

    In October 2024, the relevant Vice-President of the European Commission stated that athletes from Russia and Belarus who have supported or participated in the aggression against Ukraine should not participate in international sporting events. At the same time, there is an exclusion of Russian and Belarusian athletes from most European events.

  • MIL-OSI Global: Have journalists skipped the ethics conversation when it comes to using AI?

    It’s become clear that many news organizations are still operating in the ethical equivalent of the Wild West when it comes to how they use artificial intelligence. (Shutterstock)

    Artificial intelligence (AI) is being used in journalistic work for everything from transcribing interviews and translating articles to writing and publishing local weather, economic reports and water quality stories.

    It’s even being used to identify story ideas from the minutes of municipal council meetings in cases where time-strapped reporters don’t have time to do so.

    What’s lagging behind all this experimentation are the important conversations about the ethics of using these tools. This disconnect was evident when we interviewed journalists in a mix of newsrooms across Canada from July 2022 to July 2023, and it remains a problem today.

    We conducted semi-structured interviews with 13 journalists from 11 Canadian newsrooms. Many of the people we spoke to told us that they had worked at multiple media organizations throughout their careers.

    The key findings from our recently published research:

    • AI literacy varies within the same newsroom and certainly within the industry as a whole.

    • There’s agreement that humans play an important role in supervising the use of AI, but there’s no agreement on where human journalists must be involved in the process — at the AI tool coding level? Before a piece is published?

    • Journalists believe professional practice and industry standards are being followed when using AI in journalism, but there is no agreed-upon “rule book” for how AI should be used.

    • There are issues with transparency about how and when AI is being used, both among journalists working in the same newsroom and in terms of what is revealed to audiences about whether the content they are consuming was created using AI tools.

    What journalists told us

    Some of what we heard was reassuring. One journalist told us:

    “The one thing that we are very particular about when we use this technology is that our editors always have the ability to override what the machine is doing.”

    At the same time, however, it became clear that many news organizations are still operating in the ethical equivalent of the Wild West.

    In many cases, journalists we spoke to talked about just following their gut when it came to deciding if using that AI tool to do that task was ethical. As one of our interviewees put it: “There’s a rule book in my head.”

    When we asked interviewees how they knew their colleagues at the same publication followed the same ethical code they did when using AI, most could not answer except to imply that their co-workers wouldn’t have been hired if they didn’t share the same principles. One journalist said:

    “I’ve worked there for 14 years now …I can’t think of anyone whose ethics I would disagree with.”

    Getting the ethics of AI right and being seen to be doing so is important because journalism has a growing trust problem and needs to do everything possible to reverse the trend.

    Multiple studies have shown that Canadian audiences want to know if AI tools are being used in newsrooms, and they aren’t sure if they want to pay for journalism created using AI.

    AI and news

    Audiences, meanwhile, are being fed a steady diet of examples that illustrate how using AI tools to create journalistic work can go very wrong. For instance:

    • The Winnipeg Free Press was forced to disavow its AI audio tool because it was mispronouncing the Manitoba premier’s name.

    • An article in the Los Angeles Times was accused of “softening the image of the Ku Klux Klan.”

    • An AI-generated poll about a report in The Guardian provoked outrage when it quizzed readers on how a woman who was featured in the article had died. The poll was created by a Microsoft news aggregator, but The Guardian stated that it damaged their reputation.

    • Sports Illustrated was caught creating fake bylines for AI-generated stories on their websites.

    Journalists and news organizations are still struggling to arrive at a shared understanding of how to use AI tools.

    News organizations might think they’re being transparent with audiences about how much content is being created using AI, but our research finds the evidence is mixed at best, especially in circumstances where AI generates the content and an editor approves it in the content management system before it is published.

    In one memorable Zoom interview, an editor walked us through the AI-generated content in an article posted online, saying that it was clearly identified as AI on the webpage.

    However, upon sharing the page, they were shocked to discover there was no information about the article being AI-generated anywhere. They said it would be fixed immediately, but when we last checked, the article still said nothing about the AI tool used to generate it.

    While we gathered data from interviews, newsrooms in Canada started releasing guidance through internal emails and public blog posts. It is hard to find any language in publicly accessible policies that refers explicitly to how AI is being used or the ethics surrounding such use. It’s also unclear who is involved in conversations about ethical AI use in newsrooms, and who is not.

    As one journalist we interviewed put it:

    “I think my frustration personally comes from again the lack of openness to have this conversation about AI, and the urgency of it, because I think … we’re so busy trying to survive, we don’t realize that having this conversation about AI will help us survive.”

    Our research suggests journalists and news organizations are still struggling in the midst of rapid technological change to arrive at a shared understanding of AI tools, their usage, the limitations of programming and best practices that build rather than erode trust.

One of these accelerometers is optimized for best resolution in activity tracking, with maximum range of ±16g, while the other can measure up to ±320g to quantify severe shocks such as collisions or high-impact events.

    By covering an extremely wide sensing range with uncompromised accuracy throughout, all in one tiny device, ST’s new AI MEMS sensor will let consumer and IoT devices provide even more features while retaining a stylish or wearable form factor. An activity tracker can provide performance monitoring within normal ranges, as well as measuring high impacts for safety in contact sports, adding value for consumers and professional/semi-pro athletes. Other consumer-market opportunities include gaming controllers, enhancing the user’s experience by detecting rapid movements and impacts, as well as smart tags for attaching to items and recording movement, vibrations, and shocks to ensure their safety, security, and integrity.

    With its wide acceleration measurement range, ST’s sensor will also enable new generations of smart devices for sectors such as consumer healthcare and industrial safety. Potential applications include personal protection devices for workers in hazardous environments, assessing the severity of falls or impacts. Other uses include equipment for accurately assessing the health of structures such as buildings and bridges.

    The sensor’s high integration simplifies product design and manufacture, enabling advanced monitors to enter their target markets at competitive prices. Designers can create slim, lightweight form factors that are easy to wear or attach to equipment.

    The 2.5mm x 3mm LSM6DSV320X integrates three micro-electromechanical systems (MEMS) sensors, comprising the ±16g and ±320g accelerometers and a MEMS gyroscope with ±4000dps range. The sensors are fully synchronized, making the modules easy to use and helping to simplify application development.

    In addition to the MLC, which handles energy-efficient context awareness, the LSM6DSV320X integrates a finite state machine (FSM) that helps perform motion tracking in the module. The digital circuitry also includes ST’s Sensor Fusion Low-Power (SFLP) technology for spatial orientation.

    Like other smart MEMS sensors in ST’s portfolio, the LSM6DSV320X features adaptive self-configuration (ASC) to optimize power consumption. Sensors with ASC can automatically adjust their settings in real-time upon detecting a specific motion pattern or signal from the MLC, without intervention from the host processor.

    To facilitate tracking high-intensity impacts and at the same time maximize the accuracy on low-g events, ST has also created and patented the Motion XLF software library which fuses data from the low-g accelerometer and high-g accelerometer. Customers’ engineering teams can use the software freely in their designs using the X-CUBE-MEMS1 package. ST also provides, free of charge, graphical design tools that help evaluate, configure, and test the LSM6DSV320X sensor and embedded AI and connect the projects with STM32 applications. These include MEMS Studio, part of the ST Edge AI Suite, and ST AIoT Craft, the web-based environment with tools for developing and provisioning node-to-cloud AIoT (Artificial Intelligence of Things) projects. The LSM6DSV320X is supported in ST Edge AI Suite now and will be added to ST AIoT Craft by the end of 2025.

    UK convenes European partners in London to continue collective action against “once-in-a-generation” security threat 

    The Foreign Secretary will host Foreign Ministers of the Weimar+ group for critical talks on repelling Russian aggression and bolstering European security.

    The Foreign Secretary will host Foreign Ministers of the Weimar+ group today (12 May 2025) at Lancaster House for critical talks on repelling Russian aggression and bolstering European security.   

    Representatives from France, Italy, Germany, Spain, Poland and the EU will join Foreign Secretary David Lammy in London.  It follows a historic visit on Saturday by the leaders of the UK, France, Germany and Poland to Kyiv during which, alongside the US, they called for Russia to agree to a 30-day ceasefire to allow for unfettered peace talks. 

    Hosted in the UK for the first time, today’s Weimar+ meeting is the sixth time these major European powers have come together in this format. 

    Ukraine’s rightful future is a just and lasting peace. Putin’s refusal to engage seriously in peace talks is forcing that future into improbability. This is a critical moment to secure the future of Ukraine. The Foreign Secretary will make clear at Weimar+ that Europe’s leaders must stand strong in our unwavering support for Ukraine’s right to peace and freedom.

    We are facing a once-in-a-generation moment for the collective security of our continent. The challenge we face today is not only about the future of Ukraine – it is existential for Europe as a whole.

    To further resist Putin’s attacks on Ukraine, the international order and peace, the Foreign Secretary is gathering Allies for discussions on both our joint efforts to strengthen European security and secure a just and lasting peace for Ukraine.    

    This builds on a drumbeat of collaboration between the UK and the EU on defence and security. On top of Saturday’s meeting attended by the Prime Minister, the Foreign Secretary on Friday joined European ministers in Lviv to announce the UK’s support for the establishment of a Special Tribunal, to hold those responsible for the crime of aggression against Ukraine to account. This followed the Foreign Secretary visiting Poland to join the Gymnich meeting, where he highlighted the need for a new, ambitious security relationship between the UK and Europe that will support economic growth, protect citizens, and support European collective security and defence. The Weimar+ is an important opportunity to continue driving forward these talks with EU member states.  

    The Weimar+ meeting comes days ahead of the UK-EU Summit (19 May), which will cover a range of UK-EU issues and look to foster a stable, positive and forward-looking relationship.

Schools like Espoir, which serves underprivileged children, struggle with offline-only learning, while villages like Barangay Pitogo face isolation due to unreliable communication networks.
