    WASHINGTON — Congressman Morgan Luttrell (R-TX) and Congressman Lou Correa (D-CA) introduced a bipartisan resolution expressing strong support for the designation of September 25th as “National Stop SuiSilence Day.” This initiative underscores the continued need to break the silence and stigma surrounding mental health struggles in America.

    “Every single day too many of our brothers and sisters are lost to suicide,” said Congressman Luttrell. “This resolution is a call to action. It’s time we stand shoulder to shoulder as a nation and confront this crisis head-on.”

    “Every year, we lose countless of our neighbors to the suicide epidemic. And even one life lost is far too many,” Correa said. “It’s past time Congress stood together—Republicans and Democrats alike—and encourage every American to step up, speak out, and take action to take on this crisis once and for all.”

    The resolution highlights alarming statistics from the Department of Veterans Affairs, the Centers for Disease Control and Prevention, and other leading institutions. Among the findings:

    • Suicide claims over 45,000 American lives each year.
    • Veterans continue to be disproportionately affected, with 17 to 18 suicides per day—and some studies estimating up to 44 when accounting for overlooked cases.
    • Each death leaves behind an estimated 135 people profoundly impacted—families, friends, and communities forever changed.

    By designating September 25th as National Stop SuiSilence Day, during Suicide Prevention Month, this resolution calls on all Americans — from individuals and families to local communities and our government — to step up, speak out, and take action. It’s about learning the signs, breaking the silence, and ending the stigma that keeps too many of our people from getting the help they need and deserve.

    Secrets We Keep (Reservatet), a Danish suspense series on Netflix created by Ingeborg Topsøe, delves into the disappearance of a Filipina au pair from an elite suburb of Copenhagen — and delivers a sharp social commentary on racial and class entitlements.

    Moving fluidly between English, Danish and Tagalog, the six-part drama is a nuanced indictment of the lack of moral accountability among the rich. On display are the prejudices and complicity of white women in enabling a culture of toxic masculinity that treats Filipina migrant women as sexualized and disposable commodities.

    The story starts with a tearful Ruby Tan — a Filipina au pair who works for the affluent Rasmus (Lars Ranthe) and Katarina (Danica Curcic) — asking for some help with her employers from her neighbour, Cecilie (Marie Bach Hansen).

Cecilie discovers a pregnancy kit by a trash bin where she had last seen Ruby. And she soon suspects Ruby’s employer, Rasmus, of raping her.

    While the series lacks true suspense due to its predictable story arc peppered with clues about Ruby’s disappearance, it is amply compensated by a sharp critique on the moral decay of modern society, systemic racism and the complicity of women in upholding white masculine privilege.

    Warped racist view of the world

    Secrets We Keep lays bare the warped world view of rich, white privilege, racism and the sexual fetishism of Asian women.

    At a dinner party one night, Rasmus and Katarina do not seem concerned about their missing au pair. Katarina labels Filipina au pairs as whores working in brothels. When discussing Ruby, Katarina says, “she probably ran off to do porn.”

    In one uncomfortable scene, Rasmus taunts Cecilia’s husband, Mike (Simon Sears), about his sexual preferences. Mike responds by saying: “I don’t have ‘yellow fever.’” Cecilia sits silently beside Mike.

    Katarina also calls Aicha (Sara Fanta Traore), the policewoman, “the little brown one.”

    At a formal dinner, Rasmus tells Cecilia: “We stick together. We are from the same world, and we are loyal to each other.”

    High rates of violence against women

    The reduction of Ruby into a sexual object in the show reflects the high rates of sexual violence against Filipina au pairs in Scandinavia.

    It led the Philippines to ban the participation of Scandinavian countries in its “informal labour” arrangement in 1998. Though the ban was lifted in 2010, Au Pair Network, an advocacy group, reveals that the program is still riddled with abuse.

    The Nordic Paradox is a term used to describe how Scandinavian countries, including Denmark, rank the highest in the Gender Equality Index yet suffer from very high rates of violence against women and intimate partner violence in Europe.

    At a recent gender studies conference in Stockholm, Ardis Ingvars, a sociologist at the University of Iceland who worked as an au pair for a year in the United States just after she turned 18, recalls her anxiety and apprehension as she moved to Boston.

    She said:

    “Au pairs hope to be lucky with the family turning out OK. What is difficult to take is the attitude of ‘ownership’ that the children and families display over the au pairs as an unquestioned entitlement.”

    Ingvars said asymmetrical power relations embedded within the au pair system reinforce racial and class hierarchies.

    This is reflected in Secrets We Keep. Midway during Aicha’s investigation, as she hits roadblock after roadblock, she cries out in frustration: “She’s a fucking nobody in their world.”

    Feminized labour exploitation

    Economic globalization, neoliberal policies and an increased dependence on the remittance economy fuses with the care gap in the Global North to fuel the feminized care migration from the Global South, many of them Filipino women.

    Au pairs are placed with host families who provide free board and meals in return for up to 30 hours a week of housework and child care as they learn the host language and customs. The au pairs are paid “pocket money” of Danish Kroner 5,000 per month (approx $1,000 Canadian) out of which they also pay local taxes.

    One scene shows one of Cecilie’s work meetings. A junior staff member expresses surprise that Cecilie has an au pair, labelling it a relic of colonial era racial hierarchies.

    Cecilie defends herself, and says the system survives because of the failure of men to keep up their domestic bargain and thus the need for women like her “to outsource care.”

    She argues the Filipina au pairs “are dependable” and she is “a much better mother” because of Angel. But Cecilie doesn’t acknowledge her privilege — that to be with her children and have a career is predicated on the exploitative extraction of care from Global South women.

  • MIL-OSI USA: Gross Domestic Product by State and Personal Income by State, 1st quarter 2025

    Real gross domestic product decreased in 39 states in the first quarter of 2025, with the percent change ranging from 1.7 percent at an annual rate in South Carolina to –6.1 percent in Iowa and Nebraska, according to statistics released today by the U.S. Bureau of Economic Analysis (table 1).

    Current-dollar gross domestic product (GDP) increased in 47 states and the District of Columbia, with the percent change ranging from 8.7 percent at an annual rate in North Dakota to –2.7 percent in Iowa.

    Personal income, in current dollars, increased in all 50 states and the District of Columbia in the first quarter of 2025, with the percent change ranging from 12.7 percent at an annual rate in North Dakota to 3.2 percent in Washington state (table 3).

    Real GDP

    In the first quarter of 2025, real GDP for the nation decreased at an annual rate of 0.5 percent. Real GDP decreased in 16 of the 23 industry groups for which BEA prepares quarterly state estimates. Finance and insurance; agriculture, forestry, fishing and hunting; and wholesale trade were the leading contributors to the decrease in real GDP nationally (table 2).

    • Agriculture, forestry, fishing, and hunting, which decreased in 39 states, was the leading contributor to the decreases in 11 states, including Nebraska, Iowa, Montana, and Kansas.
    • Mining, which decreased in 43 states, was the leading contributor to the decreases in eight states, including Wyoming, the state with the fifth-largest decline in real GDP.
    • Finance and insurance, which decreased in all 50 states and the District of Columbia, was the leading contributor to decreases in 18 states.
    • Real estate and rental and leasing, which increased in all 50 states and the District of Columbia, was the leading contributor to growth in South Carolina, the state with the largest increase in real GDP.

    Personal income

    In the first quarter of 2025, current-dollar personal income increased $407.3 billion, or 6.7 percent at an annual rate (table 3). Nationally, increases in earnings, transfer receipts, and property income (dividends, interest, and rent) contributed to the increase in personal income (chart 1).

    Earnings increased in all 50 states and the District of Columbia, while growing 5.0 percent nationally (table 4). The percent change in earnings ranged from 13.5 percent in North Dakota to 0.1 percent in Washington state. Earnings increased in 22 of the 24 industries for which BEA prepares quarterly state estimates and was the largest contributor to growth in personal income in 28 states (table 5).

    • Farm earnings was the leading contributor to increases in North Dakota, South Dakota, and Mississippi, the states with the three largest increases in personal income, due in part to government payments from the Emergency Commodity Assistance Program.
    • In South Carolina, the state with the fourth-largest increase in personal income, construction was the leading contributor to the increase in earnings.
    • In Oklahoma, the state with the fifth-largest increase in personal income, mining was the leading contributor to the increase in earnings.

    Transfer receipts increased in all 50 states and the District of Columbia, while growing 13.6 percent nationally. The percent change in transfer receipts ranged from 21.2 percent in Nevada to 9.1 percent in Florida (table 4). The increase in transfer receipts was due in part to an increase in Affordable Care Act premium tax credits and an annual cost-of-living adjustment for Social Security benefits.

    Property income increased in all 50 states and the District of Columbia, while growing 5.6 percent nationally. The percent change ranged from 7.8 percent in Idaho to 3.8 percent in Alaska (table 4).

    Update of state statistics

    Today, BEA also released revised quarterly estimates of personal income by state for the first through fourth quarters of 2024. This update incorporates new and revised source data that are more complete and more detailed than previously available and aligns the states with the national estimates from the National Income and Product Accounts released on June 26, 2025.

    New combined state news release

    On September 26, 2025, BEA will publish quarterly GDP and personal income by state along with annual personal consumption expenditures by state in a single news release. This combined release will provide a fuller picture of the economies of all states and the District of Columbia and will replace the publication of two separate releases issued on different days. BEA will release revised annual state GDP and personal income estimates for 2020 to 2024, along with revised quarterly estimates for the first quarter of 2020 through the first quarter of 2025 and preliminary estimates for the second quarter of 2025. An upcoming article in the Survey of Current Business will describe the results.

    Upcoming changes in the presentation of tables

    BEA’s ongoing modernization and streamlining of news release packages will include changes in the presentation of tables starting with the September 26, 2025 release of GDP, personal income, and personal consumption expenditures (PCE) by state.

    Data previously published as tables within the quarterly and annual news releases on GDP, personal income, and PCE by state will continue to be updated and available simultaneously with the release in BEA’s online Interactive Data Tables. However, tables will no longer be included in the body of the news release. This will reduce duplication, increase efficiency, and point data users directly to our most complete and flexible data tables, via links in the release. These customizable tables include full time series and can be downloaded as PDFs, in Excel, or in CSV format.

    ECB Convergence Report 2025

    On 4 June 2025 the ECB published its Convergence Report, prepared following a request by Bulgaria on 25 February 2025. The report examines Bulgaria’s state of economic convergence and the compatibility of its national legislation with the Treaties. It was approved by the General Council and published simultaneously with the report prepared by the European Commission as foreseen by the provisions of the Treaty on the Functioning of the European Union. The report is available on the ECB’s website, together with a related press release.

    Monetary policy

    Climate-related disclosures of the Eurosystem’s corporate bond holdings

    On 30 May 2025 the Governing Council authorised the publication of the third ECB report on the climate-related financial disclosures of Eurosystem assets held for monetary policy purposes and the ECB’s foreign reserves. The report provides information on the Eurosystem portfolios’ carbon footprint and exposure to climate risks, as well as on climate-related governance, strategy and risk management. A second report also provides information on the ECB’s euro-denominated non-monetary policy portfolios, including its own funds portfolio and its staff pension fund. Both reports, together with a related press release, were published on the ECB’s website on 12 June 2025.

    Market operations

    Postponement of reporting requirements of monetary policy counterparties for the first quarter of 2025

    On 6 June 2025 the Governing Council decided to postpone, on a one-off basis, the reporting requirements of counterparties for the first quarter of 2025 as spelled out in Article 158(3) of Guideline (EU) 2015/510 of the European Central Bank (General Documentation Guideline) with the transitional periods of the new supervisory reporting regime introduced by Commission Implementing Regulation (EU) 2024/3117. More specifically, the Governing Council decided to set the date for an automatic suspension on the grounds of prudence mentioned in Article 158(3) to 7 October 2025. The reporting requirements concerned relate to the transmission of own funds and leverage ratio data by eligible counterparties. A related announcement is available on the ECB’s website.

    Amendments to the third covered bond purchase programme (CBPP3) and pandemic emergency purchase programme (PEPP) Decisions

    On 11 June 2025 the Governing Council adopted Decision ECB/2025/20 amending Decision ECB/2020/8 on the implementation of the CBPP3, and adopted Decision ECB/2025/21 amending Decision ECB/2020/17 on a temporary PEPP. The amendments reflect the decisions taken by the Governing Council in April 2025 to amend, first, the provisions on counterparties eligible for the CBPP3 to allow Eurosystem central banks to participate in standard market transactions such as repurchase transactions by issuers of covered bonds (“buybacks”), and, second, the rules applicable to securities lending transactions of covered bonds held by the Eurosystem under the CBPP3 and the temporary PEPP to reflect risk management considerations.

    Market infrastructure and payments

    Decision confirming the go-live of the Eurosystem Collateral Management System (ECMS)

    On 16 May 2025 the Governing Council confirmed, following a positive assessment conducted by the Market Infrastructure Board, that the ECMS would go live on 16 June 2025. A related announcement was published on the same day on the ECB’s website. The ECB also issued a press release on 17 June 2025 confirming the successful launch over the weekend of 13-15 June 2025.

    Launch of a public consultation on a possible extension of T2 operating hours

    On 30 May 2025 the Governing Council decided to launch a public consultation on a possible extension of T2 operating hours and approved the related consultation paper and its publication on the ECB’s website. The primary objective of this consultation, which runs until 30 September 2025, is for the Eurosystem to understand current and upcoming market needs and identify any constraints that may arise if T2 operating hours were extended. Based on this feedback and a thorough analysis of the responses received, in the course of 2026 the Governing Council will discuss possible follow-up actions.

    Decision amending Decision (EU) 2025/222 on access by non-bank payment service providers to Eurosystem central bank operated payment systems and central bank accounts (ECB/2025/2)

    On 2 June 2025 the Governing Council adopted Decision (EU) 2025/1148 amending Decision (EU) 2025/222 on access by non-bank payment service providers to Eurosystem central bank operated payment systems and central bank accounts (ECB/2025/2) (ECB/2025/18). The amendment follows from the decision taken by the Governing Council to postpone amendments to the TARGET Guideline in order to avoid the legal uncertainty that would have ensued in relation to access by non-bank payment service providers to Eurosystem central bank operated payment systems, including TARGET components, as a result of delays in some euro-area Member States in transposing relevant amendments to Directive 98/26/EC on settlement finality in payment and securities settlement systems and Directive (EU) 2015/2366 on payment services in the internal market into national legislation.

    Progress report on the digital euro project

    On 3 June 2025 the Governing Council discussed the progress made on key digital euro design aspects (e.g. the sourcing of potential providers, preparation of the rulebook, experimentation and further analysis) and took note of the envisaged next steps, concluding that the project remained on track in terms of both budget and timing. More detailed information on the digital euro project is available on the ECB’s website.

    Eurosystem roadmap regarding distributed ledger technology (DLT) for wholesale central bank money settlement

    On 23 June 2025 the Governing Council approved a high-level roadmap for its two-track approach on DLT for wholesale central bank money settlement which the Eurosystem embarked on with its exploratory work in 2024. Under the first track, referred to as Pontes, the Market Infrastructure Board is mandated to deliver an operational short-term offering to settle DLT-based transactions in central bank money, for which a pilot is expected to be launched by the end of the third quarter of 2026. The second track, referred to as Appia, will focus on identifying a potential long-term approach for an innovative and integrated ecosystem in Europe that also includes international operations. A related press release with more detailed information will be published in due course on the ECB’s website.

    Report on Eurosystem’s exploratory work on new technologies for wholesale central bank money settlement

    On 25 June 2025 the Governing Council took note of a report, prepared by the Market Infrastructure and Payments Committee, on the Eurosystem’s exploratory work on new technologies for wholesale central bank money settlement. The report consolidates the key findings of this initiative, which attracted high interest with a total of 64 eligible participants, across nine jurisdictions, and almost €1.6 billion settled in 27 trials, and it showcases the various use cases identified. The report will be published in due course on the ECB’s website.

    Advice on legislation

    ECB Opinion on the composition of the decision-making bodies of the Magyar Nemzeti Bank, the treasury accounts managed by the Magyar Nemzeti Bank and the permitted activities of foundations established by the Magyar Nemzeti Bank

    On 27 May 2025 the Governing Council adopted Opinion CON/2025/12 prepared on the ECB’s own initiative.

    ECB Opinion on the pensions of the Nationale Bank van België/Banque Nationale de Belgique

    On 10 June 2025 the Governing Council adopted Opinion CON/2025/13 at the request of the Belgian Deputy Prime Minister and Minister of Finances and Pensions.

    ECB Opinion on access to cash and a constitutional right to payment in cash

    On 25 June 2025 the Governing Council adopted Opinion CON/2025/14 at the request of Magyar Nemzeti Bank. The Opinion will be available in due course on EUR-Lex.

    Corporate governance

    ECB Recommendation on the external auditors of the Deutsche Bundesbank

    On 2 June 2025 the Governing Council adopted Recommendation ECB/2025/19 to the Council of the European Union on the external auditors of the Deutsche Bundesbank.

    Membership of the ECB Audit Committee and the ECB Ethics Committee

    On 4 June 2025 the Governing Council appointed Gaston Reinesch as Governing Council member to the ECB Audit Committee to succeed Klaas Knot, whose mandate comes to an end on 1 July 2025. The Governing Council also appointed Federica Mogherini, the current Rector of the College of Europe, Director of the European Union Diplomatic Academy and former High Representative of the European Union for Foreign Affairs and Security Policy and Vice-President of the European Commission, as a new member of the ECB Ethics Committee, to succeed Virginia R. Canter, whose mandate comes to an end at the beginning of August 2025. These appointments, which start on 1 July and 1 August 2025, respectively, are for an initial term of three years, renewable once.

    Recommendation for amending Council Regulation (EC) No 2533/98 concerning the collection of statistical information by the ECB

    On 22 May 2025 the Governing Council adopted Recommendation ECB/2025/17 for a Council Regulation amending Regulation (EC) No 2533/98 concerning the collection of statistical information by the European Central Bank. The main objective of amending Regulation (EC) No 2533/98 is to address the significant changes in the collection, compilation, dissemination and use of statistical information by the European System of Central Banks (ESCB) owing to the digital transformation. These changes have led to demands for timelier, more frequent and more detailed statistical information but have also offered new possibilities for a more efficient collection of statistical information, therefore improving its cost-effectiveness and minimising the reporting burden.

    International and European cooperation

    Report on the international role of the euro

    On 15 May 2025 the Governing Council approved the June 2025 edition of the report on the international role of the euro and authorised its publication on the ECB’s website. The report, which presents an overview of developments in the use of the euro by non-euro area residents in 2024, is available, together with a related press release, on the ECB’s website.

    ESCB response to the European Commission targeted consultation on the integration of EU capital markets

    On 4 June 2025 the Governing Council, with the benefit of the observations received from members of the General Council, approved an ESCB response to the European Commission’s targeted consultation on the integration of EU capital markets. The ESCB response, which provides detailed views of the ESCB on specific aspects regarding simplification and burden reduction, trading, post-trading, horizontal barriers to trade and post-trade infrastructures, asset management and funds, topics for consultation on supervision, as well as horizontal questions on the supervisory framework, is available on the ECB’s website.

    ECB Banking Supervision

    Compliance with the European Supervisory Authorities’ (ESA) Joint Guidelines for the exchange of information relevant for fit and proper assessments

    On 16 May 2025 the Governing Council did not object to a proposal by the Supervisory Board to notify the European Banking Authority (EBA) that, for the significant institutions under its direct supervision, the ECB already complies with the Joint Guidelines on the system established by the ESAs for the exchange of information relevant to the assessment of the fitness and propriety of holders of qualifying holdings, directors and key function holders of financial institutions and financial market participants by competent authorities (JC/GL/2024/88). The Joint Guidelines aim at establishing consistent, efficient and effective supervisory practices within the European System of Financial Supervision, and at ensuring the common, uniform and consistent application of Union law with regard to the use of the system established by the ESAs for the aforementioned exchange of information.

    Compliance with the ESA Joint Guidelines on the estimation of aggregated annual costs and losses caused by major ICT-related incidents under Regulation (EU) 2022/2554

    On 19 May 2025 the Governing Council did not object to a proposal by the Supervisory Board to notify the EBA that, for the significant institutions under its direct supervision, the ECB intends to comply by 30 November 2025 with the Joint Guidelines on the estimation of aggregated annual costs and losses caused by major ICT-related incidents under Regulation (EU) 2022/2554 (JC/GL/2024/34).

    Compliance with the EBA Guidelines on environmental, social and governance (ESG) risks

    On 28 May 2025 the Governing Council did not object to a proposal by the Supervisory Board to notify the EBA that, for the significant institutions under its direct supervision, the ECB intends to comply by 11 January 2026 with the Guidelines on the management of ESG risks (EBA/GL/2025/01). These guidelines aim at enhancing the identification, measurement, management and monitoring of ESG risks by institutions, and at supporting their safety and soundness as they are confronted with the short, medium and long-term impact of ESG factors. They contain requirements as to the internal processes and ESG risk management arrangements that institutions should have in place, including specific plans to address the risks arising from the transition and process of adjustment to relevant sustainability legal and regulatory objectives.

    BEIJING, June 27 (Xinhua) — Thirty-two students from the International Kazakh-Chinese Language College recently completed a three-month internship on cross-border e-commerce at the China-Kazakhstan International Boundary Cooperation Center (ICBC) “Khorgos” in the city of the same name in northwest China’s Xinjiang Uygur Autonomous Region (XUAR), the city’s press service said.

    During the internship, students from Kazakhstan mastered the skills of presenting products live, and also learned how to manage accounts on short video platforms and cross-border logistics, and tried to present specific products to consumers in the two countries in Kazakh and Chinese.

    According to Arna Alibek, one of the interns, she managed to learn how to conduct cross-border e-commerce, present products via live broadcasts, shoot videos and disseminate this knowledge in Khorgos. She added that if there was such an opportunity, she would like to go to Hangzhou, known as China’s e-commerce hub, and try to promote Kazakhstan’s products to China there.

    In recent years, the fast-growing Central Asian e-commerce market has attracted increasing interest from global e-commerce merchants. For many Chinese companies looking to enter the Central Asian market, Kazakhstan is the first port of call.

    In 2024, the volume of the e-commerce market in Kazakhstan reached about 3.2 trillion tenge, accounting for 14.1 percent of all retail trade in the country during the reporting period, The Tenge reports, citing a source from the Bureau of National Statistics.

    In May of this year, the major Chinese online trading platform Taobao, which topped the ranking of the most downloaded mobile apps in many foreign countries, began operating in Kazakhstan, allowing consumers to receive information about products and their prices in Russian, as well as pay for purchases in the national currency, without resorting to online translators. Notably, this is the first time that Taobao has launched a multilingual app in a non-English-speaking country. -0-

    Personal income decreased $109.6 billion (0.4 percent at a monthly rate) in May, according to estimates released today by the U.S. Bureau of Economic Analysis. Disposable personal income (DPI)—personal income less personal current taxes—decreased $125.0 billion (0.6 percent) and personal consumption expenditures (PCE) decreased $29.3 billion (0.1 percent).

    Personal outlays—the sum of PCE, personal interest payments, and personal current transfer payments—decreased $27.6 billion in May. Personal saving was $1.01 trillion in May and the personal saving rate—personal saving as a percentage of disposable personal income—was 4.5 percent.

    The decrease in current-dollar personal income in May primarily reflected decreases in government social benefits to persons and in farm proprietors’ income that were partly offset by an increase in compensation.

    The $29.3 billion decrease in current-dollar PCE in May reflected a decrease of $49.2 billion in spending on goods that was partly offset by an increase of $19.9 billion in spending for services.

    From the preceding month, the PCE price index for May increased 0.1 percent. Excluding food and energy, the PCE price index increased 0.2 percent.

    From the same month one year ago, the PCE price index for May increased 2.3 percent. Excluding food and energy, the PCE price index increased 2.7 percent from one year ago.

    Technical Notes

    Changes in Personal Income and Outlays for May

    The decrease in personal income in May reflected decreases in government social benefits to persons and farm proprietors’ income that were partly offset by an increase in compensation.

    • The decrease in government social benefits to persons was led by Social Security payments, reflecting a decrease in payments associated with the Social Security Fairness Act.
    • The decrease in farm proprietors’ income primarily reflected the pattern of payments from the Emergency Commodity Assistance Program as part of the American Relief Act.
    • The increase in compensation was led by private wages and salaries, based on data from the Bureau of Labor Statistics (BLS) Current Employment Statistics (CES). Wages and salaries in services-producing industries increased $35.9 billion. Wages and salaries in goods‑producing industries increased $7.5 billion.

    Revisions to Personal Income

    Estimates have been updated for January through April, reflecting updated BLS CES data. The revision to Medicaid benefits for April reflects revised information from the Centers for Medicare & Medicaid Services and new Monthly Treasury Statement data.

  • MIL-OSI Economics: Developments in India’s Balance of Payments during the Fourth Quarter (January-March) of 2024-25

    Preliminary data on India’s balance of payments (BoP) for the fourth quarter (Q4), i.e., January-March 2024-25, are presented in Statements I and II.

    Key Features of India’s BoP in Q4:2024-25

    • India’s current account balance recorded a surplus of US$ 13.5 billion (1.3 per cent of GDP) in Q4:2024-25 as compared with US$ 4.6 billion (0.5 per cent of GDP) in Q4:2023-24 and against a deficit of US$ 11.3 billion (1.1 per cent of GDP) in Q3:2024-25.1
    • Merchandise trade deficit at US$ 59.5 billion in Q4:2024-25 was higher than US$ 52.0 billion in Q4:2023-24. However, it moderated from US$ 79.3 billion in Q3:2024-25.
    • Net services receipts increased to US$ 53.3 billion in Q4:2024-25 from US$ 42.7 billion a year ago. Services exports have risen on a y-o-y basis in major categories such as business services and computer services.
    • Net outgo on the primary income account, primarily reflecting payments of investment income, moderated to US$ 11.9 billion in Q4:2024-25 from US$ 14.8 billion in Q4:2023-24.
    • Personal transfer receipts, mainly representing remittances by Indians employed overseas, rose to US$ 33.9 billion in Q4:2024-25 from US$ 31.3 billion in Q4:2023-24.
    • In the financial account, foreign direct investment (FDI) recorded a net inflow of US$ 0.4 billion in Q4:2024-25 as compared to an inflow of US$ 2.3 billion in the corresponding period of 2023-24.
    • Foreign portfolio investment (FPI) recorded a net outflow of US$ 5.9 billion in Q4:2024-25 as against a net inflow of US$ 11.4 billion in Q4:2023-24.
    • Net inflows under external commercial borrowings (ECBs) to India amounted to US$ 7.4 billion in Q4:2024-25, as compared to US$ 2.6 billion in the corresponding period a year ago.
    • Non-resident deposits (NRI deposits) recorded a net inflow of US$ 2.8 billion in Q4:2024-25, lower than US$ 5.4 billion a year ago.

    BoP During 2024-25

    • India’s current account deficit at US$ 23.3 billion (0.6 per cent of GDP) during 2024-25 was lower than US$ 26.0 billion (0.7 per cent of GDP) during 2023-24, primarily due to higher net invisibles receipts.

    • During 2024-25, FPI recorded a net inflow of US$ 3.6 billion, lower than US$ 44.1 billion a year ago.

  • MIL-OSI Russia: China’s cultural industry revenue hits record high in 2024

    BEIJING, June 27 (Xinhua) — Revenues of major enterprises in China’s cultural and related industries are set to hit a record high in 2024, official data showed Friday.

    According to the National Bureau of Statistics (NBS) of China, the total income of such enterprises for the period was 19.14 trillion yuan (about 2.67 trillion US dollars), which is 7.1 percent more than a year earlier.

    The GSU data showed that all nine major sectors of the cultural industry achieved significant revenue growth in 2024. In particular, the cultural media production, news and information services, content creation and creative design services sectors saw rapid revenue growth of 11.2 percent, 8.6 percent, 8.4 percent and 7.2 percent, respectively, year-on-year.

    According to the NBS, the cultural industry revenue in the eastern and central regions of the country was 14.18 trillion yuan and 2.87 trillion yuan, up 7.8 percent and 7.3 percent year on year, respectively, higher than the national average.

    In 2024, the above-mentioned enterprises invested 162.5 billion yuan in R&D, up 1.7 percent year-on-year. -0-

    – having regard to the Council conclusions of 18 July 2022 on Enlargement – North Macedonia and Albania  and the Council conclusions on Enlargement of 17 December 2024,

    – having regard to the final report of 23 September 2024 of the Organization for Security and Co-operation in Europe (OSCE) Office for Democratic Institutions and Human Rights (ODIHR) Election Observation Mission on North Macedonia’s presidential election on 24 April 2024 and parliamentary elections on 8 May 2024,

    – having regard to the Berlin Process launched on 28 August 2014,

    – having regard to the Treaty of friendship, good neighbourliness and cooperation between Bulgaria and North Macedonia, signed on 1 August 2017 and ratified in January 2018;

    – having regard to the Final Agreement for the settlement of the differences as described in the United Nations Security Council resolutions 817 (1993) and 845 (1993), the termination of the Interim Accord of 1995, and the establishment of a strategic partnership between Greece and North Macedonia, agreed on 17 June 2018, also known as the Prespa Agreement,

    – having regard to the joint staff working document entitled ‘Objectives and Indicators to frame the implementation of the Gender Action Plan III (2021-25)’ (SWD(2020)0284) accompanying the joint communication of the Commission and the High Representative of the Union for Foreign Affairs and Security Policy of 25 November 2020 entitled ’EU Gender Action Plan (GAP) III – An ambitions vision for gender equality and women’s empowerment in EU external action (JOIN(2020)0017), as well as the Country Level Implementation Plan (CLIP) for North Macedonia,

    – having regard to the 2023 European Commission against Racism and Intolerance (ECRI) Report on North Macedonia, adopted on 29 June 2023 and published on 20 September 2023,

    – having regard to the declaration and joint recommendations adopted at the 23rd meeting of the EU-North Macedonia Joint Parliamentary Committee, held on 27 and 28 February 2025 in Skopje,

    – having regard to its previous resolutions on North Macedonia, and in particular its resolution of 24 October 2019 on opening accession negotiations with North Macedonia and Albania[4],

    – having regard to Rule 55 of its Rules of Procedure,

    – having regard to the report of the Committee on Foreign Affairs (A10-0118/2025),

    A. whereas North Macedonia has held EU candidate country status since 2005 and successfully completed the screening process in December 2023;

    B. whereas the aspirations of citizens of North Macedonia to become part of the EU have led to progress in terms of democracy and socio-economic reforms, while the EU accession process continues to experience regrettable delays for various reasons;

    C. whereas the EU has mobilised approximately EUR 210 million in macro-financial assistance loans since 2020, aimed at stabilising the Macedonian economy, aiding its recovery from the COVID-19 pandemic and accelerating its reform progress;

    D. whereas North Macedonia is a partner that is aligned with the EU’s common foreign and security policy in the vast majority of cases and has played a constructive role in the region; whereas North Macedonia’s recent abstention from United Nations General Assembly Resolution ES-11/7 of 24 February 2025 on Ukraine and its co-sponsorship of an alternative resolution led by the United States indicates an unexpected and regrettable shift in its foreign policy alignment;

    E. whereas North Macedonia participates in EU military crisis management operations, including EUFOR Althea in Bosnia and Herzegovina;

    F. whereas the Council reached new conclusions in July 2022 which mean that North Macedonia needs to adopt the outstanding constitutional changes, in line with its commitments, so that the opening phase of accession negotiations can be completed immediately;

    G. whereas the geopolitical changes, the war in Ukraine, disinformation and misinformation have a strong impact on all European countries, both politically and economically;

    H. whereas North Macedonia remains a target of foreign malign influence operations, including efforts to fracture the country’s social fabric and weaponise anti-EU sentiment, notably via Serbian-language tabloids and media outlets, which function as regional amplifiers of Kremlin narratives and enjoy considerable influence; whereas North Macedonia expelled 13 Russian diplomats between 2018 and 2023 for activities incompatible with their diplomatic status, suggesting an ongoing presence of covert influence networks; whereas China has sought to expand its influence through information control, investment diplomacy and coercive clauses in infrastructure loan agreements;

    I. whereas North Macedonia’s authorities have proposed solutions for constitutional change that did not meet the conditions of the July 2022 Council conclusions;

    J. whereas any accession country is expected to respect democratic values, the rule of law and human rights, and to abide by EU law;

    K. whereas the Council has not excluded unequivocally the adoption of further new conditions for the starting of accession negotiations;

    L. whereas the EU has consistently demonstrated its recognition of the Macedonian language and identity;

    1. Reiterates its full support for North Macedonia’s continued and persistent commitment to join the EU and for the necessary transformative changes that are required to fulfil the accession criteria; commends the country’s commitment to European integration and encourages continued efforts in advancing EU-aligned reforms, despite the challenges and setbacks that have tested the patience and trust of the Macedonian society;

    2. Underlines that EU accession remains a matter of political will in fulfilling the criteria and implementing the commitments undertaken, in terms of both making the necessary reforms and adopting the necessary constitutional amendments;

    3. Recalls the need to maintain the momentum and credibility of the EU integration process; notes that North Macedonia continues to demonstrate commitment to EU integration and alignment with EU policies; calls for the swift advancement of accession negotiations, while noting the importance of adopting the constitutional amendments; urges the European Council to signal, publicly and unequivocally, that the Council intends to swiftly and unconditionally take the positive decision to enter into the next phase of accession negotiations with North Macedonia once the conditions of its conclusions of 18 July 2022 have been fulfilled, while fully respecting the Macedonian language and identity; encourages all political parties in North Macedonia to engage in constructive dialogue to achieve the necessary consensus on these amendments, which would strengthen the country’s multi-ethnic character and accelerate its progress towards EU membership; believes that strengthening the links between the multiple ethnicities is essential for improving social cohesion and ensuring more effective governance; calls on the Member States, the Council and the Commission to safeguard the predictability and credibility of the accession process, also with a view to maintaining popular support for accession in enlargement countries;

    4. Welcomes the successful completion of the screening process for North Macedonia at the end of 2023; encourages North Macedonia to adopt the constitutional amendments that the country committed to making and implementing, as required by the Council, in order for the accession negotiation process to proceed;

    5. Commends the commitment of the Macedonian people to EU integration and the support they show to this project two decades on from starting the process; urges the Commission to do the utmost to help the authorities of North Macedonia accomplish the necessary steps before entering into the next negotiation phase as well as further along the negotiation process, to help deliver on the expectations of citizens and the country and to explore all measures for gradual integration into the EU structures, thus increasing trust in the EU and its democratic values;

    6. Recalls that the accession process should not be used to settle bilateral disputes, obstruct merit-based progress on the European path or outweigh the broader strategic interests of the Union, but that such disputes must rather be addressed through open dialogue and genuine cooperation; underlines that accession negotiations should follow a clear path, guided by objective criteria and solely based on merit and the fulfilment of the accession criteria (Copenhagen criteria), which require in-depth reforms across fundamental areas, as well as the presence of stable institutions that guarantee democracy, the rule of law, human rights and respect for and the protection of minorities;

    7. Affirms the importance of unequivocally recognising and respecting the Macedonian language and identity as an integral part of the nation’s heritage and constitutional order, but also of European values; notes that the European institutions, in country reports and official documents, consistently refer to the Macedonian language in line with international recognition and the implementation of the Prespa Agreement; reaffirms that the respect for linguistic, cultural and national identity is a fundamental component of the EU accession process and a cornerstone of democratic societies which will be further affirmed with the accession to the family of European nations;

    8. Repeats its calls for the EU’s capacity to act to be enhanced through a reform of its decision-making, including through the introduction of qualified majority voting on the intermediate steps in the accession process, in particular at the start of negotiations and the opening and closing of individual negotiating clusters and chapters;

    9. Welcomes the new Reform and Growth Facility for the Western Balkans which will provide EUR 750 million in grants and loans to North Macedonia when it meets the conditions set out in its Reform Agenda; welcomes, in this context, the excellent and ambitious Reform Agenda, which sets clear, transparent goals and targets, and calls on the authorities to focus on its rigorous implementation; underlines the need to focus on incentivising reforms and reinforcing economic stability as well as on public administration, governance, the rule of law and the fight against corruption, decarbonisation and the green transition, digitalisation, connectivity and human capital development, while addressing social challenges;

    10. Notes the funds being received by North Macedonia from individual Member States and the good cooperation between them; warns however about strengthening alliances with illiberal regimes;

    11. Commends North Macedonia on its continued commitment to the EU integration process and regrets the delays in the accession process; welcomes the stability of and encourages continued efforts to secure interethnic relations and the implementation of the Ohrid Framework Agreement;

    12. Encourages North Macedonia to achieve tangible results in complying with the EU’s expectations under the negotiating framework and the Council conclusions of July 2022, including relevant constitutional changes, in line with the country’s commitments;

    13. Urges North Macedonia to intensify efforts to strengthen the rule of law and judicial independence, including in judicial appointments and the functioning of the Judicial Council, to counter corruption, reform its public administration and improve the transparency and concentration of media ownership; encourages further implementation of systemic measures to ensure transparency and efficiency in governance;

    14. Expresses its profound sorrow and heartfelt solidarity following the tragic Kočani nightclub fire that led to the death of more than 50 young people and injuries to more than 150 others and offers its condolences to the victims and their families; commends the rapid use of the EU Civil Protection Mechanism and the help provided by the Member States to save as many lives as possible; commends neighbouring and EU countries, in particular Greece and Bulgaria, for the immediate support and solidarity they showed and the medical treatment they provided to victims;

    Functioning of democratic institutions

    15. Notes that, while democratic institutions in North Macedonia function satisfactorily, political polarisation remains a major stumbling block to necessary reforms; calls on the political parties represented in the country’s parliament to work together to reach an agreement on those reforms;

    16. Welcomes the adoption of new rules of procedure by the Assembly of the Republic of North Macedonia (Sobranie), facilitated by the European Parliament within the framework of the Jean Monnet Dialogue; stresses, however, that persistent political polarisation continues to delay important reforms and appointments; emphasises that cross-party collaboration and an improved political climate remain vital to accelerate the implementation of EU-related reforms and strengthen democratic institutions;

    17. Notes with concern that about half of all laws enacted by the Sobranie in 2023 were approved through shortened procedures; calls on the Sobranie to improve its legislative planning, coordination and quality through proper consultation procedures and parliamentary oversight, in particular with a view to the conclusions of the Jean Monnet Dialogue and to avoid fast-track procedures;

    18. Stresses that, while the 2024 parliamentary and presidential elections were competitive, and democratic and amendments to the Electoral Code have been made, comprehensive electoral reform is still needed; calls strongly for the implementation of the outstanding recommendations made by the OSCE/ODIHR and the Venice Commission through an inclusive revision of the Electoral Code, while underlining the importance of insulating future electoral processes from malign foreign interference and information manipulation, including through the adoption of robust cybersecurity and online campaign transparency rules;

    19. Calls for improved regulation of the financing of political parties and campaigns, including measures to increase transparency regarding the funds and expenses of political parties; urges a revision of the rules on state advertising in commercial media and paid political advertisement; emphasises the need for functioning oversight mechanisms to ensure integrity in party financing and for equal and adequate media access for political parties and independent candidates;

    20. Calls for the continued modernisation of a merit-based public administration, addressing systemic challenges of politicisation, strengthening transparent recruitment processes, and reforming local self-government to provide better social services for citizens and to develop tailor-made local and regional development strategies; urges the authorities to step up their efforts and adopt and implement the necessary legislation with a view to improving public trust in the administration and fostering a resilient and capable public service that can effectively respond to contemporary challenges and serve the needs of the community; commends the 2023-2030 public administration strategy and the related action plan for 2023-2026 adopted in July 2023; acknowledges that they cover all relevant reform areas and set out a clear baseline, objectives and targets, thus identifying crucial policy challenges; regrets, however that the implementation rate remains low;

    21. Calls for further steps to ensure the systemic accountability of public institutions through meaningful and public stakeholder consultations, including with regard to the implementation of the Reform Agenda, and to provide feedback from the consultations conducted; commends the law on general administrative procedures that is providing for simplification, but strongly recommends that it be implemented systematically across the administration;

    22. Urges the authorities of North Macedonia to refrain from opaque, politicised dismissals from, and appointments to, positions within independent bodies and agencies, as well as to ensure that the institutions are adequately funded and that decisions and recommendations are implemented consistently; notes with regret the continued lack of progress in strengthening the office of the Ombudsman;

    Media and civil society

    23. Welcomes North Macedonia’s steady progress in assuring media freedom; recalls however, the need for continued reforms to ensure an independent and resilient media landscape, including reforming the legal framework governing online and offline media to align fully with the European Media Freedom Act[5], addressing persistent challenges in media ownership transparency, digital media disclosure and media concentration; underlines the need for media reform that prioritises anti-concentration measures to safeguard journalistic integrity; emphasises the urgent need to counter malign foreign influence in the media landscape, including disinformation disseminated by actors linked to Russia and China;

    24. Calls on the authorities to adopt a legal framework that effectively protects journalists, human rights defenders, environmental activists and other stakeholders from strategic lawsuits against public participation (SLAPPs), and to implement the provisions of the EU Anti-SLAPP Directive[6];

    25. Urges the authorities to ensure full transparency and unimpeded access to information for citizens;

    26. Notes with concern the reinstatement of government advertising in commercial media in North Macedonia; stresses the heightened risk of this measure opening the media market to disruption and undue political influence, thus endangering media independence and media pluralism; reiterates its calls for the comprehensive reform of the rules governing state financing and political party advertising in the media, noting the lack of transparency, the ongoing misuse of state funds for political advertising, and the continued risk of compromising media independence through opaque funding mechanisms; calls strongly for these reforms to be adopted and implemented before the local elections planned for autumn 2025;

    27. Underlines the need to strengthen the independence and capacity of the media regulator, the public service broadcaster and the regulator of electronic communication;

    28. Encourages action to enhance the editorial and financial independence, impartiality and professionalism of public service broadcasters and media regulators, while noting the continued delay in appointing key oversight bodies and the need for comprehensive modernisation efforts; calls for stricter transparency and ownership rules to expose covert influence, including foreign-sponsored media content, and for the establishment of mechanisms to identify and disrupt coordinated foreign disinformation networks;

    29. Notes that certain Chinese diplomatic entities have financed paid content and opinion pieces in Macedonian media outlets without clear labelling; recalls that a 2023 analysis found that Russian state-affiliated actors had used Serbian media proxies to disseminate narratives hostile to NATO and to claim that the EU is pressuring North Macedonia to ‘abandon its identity’;

    30. Expresses concern over the ongoing threats and attacks against independent journalists and media professionals, including misogynistic online harassment targeting women journalists, often targeting those reporting on the rule of law, corruption and justice; welcomes the assignment of a dedicated prosecutor to monitor these attacks on journalists and oversee the establishment of cyberbullying reporting mechanisms; calls for stronger measures to protect media professionals from physical and non-physical threats, harassment and the inappropriate use of language by public figures;

    31. Encourages North Macedonia to continue the efforts to combat hate speech in all of its forms and targeting all groups, to proactively prevent and thoroughly investigate all instances of hate speech, hate crimes and intimidation, systematically prosecute related attacks, with a view to achieving convictions and ensuring the safety and security of their targets, such as journalists, people belonging to minorities, communities such as Bulgarians, and other vulnerable groups;

    32. Expresses concern about the rise in hate speech and growing threats from disinformation in online media, over which the national Agency for Audio and Audiovisual Media Services has no regulatory authority; calls for strengthened measures to support investigative journalism, fact-checking capabilities and media literacy and to improve the legal framework and interinstitutional capacity in order to combat hate speech, disinformation and foreign interference; is concerned by widespread disinformation campaigns which call into question democratic values and the country’s goal of EU membership; calls, in this regard, for the support of the EU institutions to help the country mitigate these malicious effects; welcomes civil society initiatives promoting media fact-checking, digital literacy in schools and the combating of the spread of hate speech, and notes that nearly 50 % of the citizens of North Macedonia have adopted false narratives about international events, particularly regarding the war in Ukraine, underscoring the urgency of reinforcing societal resilience against malign information manipulation;

    33. Underlines that civil society is vital in fostering democracy and pluralism and promoting good governance and social progress; welcomes the country’s vibrant and constructive civil society, which plays a very crucial and positive role in the reform process, and recalls that further efforts are needed to ensure inclusive, timely and meaningful consultation and transparency, as well as formal mechanisms for cooperation; welcomes, against this backdrop, the recent initiation of the process for re-establishing the Council for Cooperation with and Development of the Civil Society Sector and calls for enhanced cooperation between the government and civil society, especially in mitigating the implications for civil society of the recent ‘freeze’ of US Agency for International Development (USAID) funds; notes that, while civil society organisations operate in an overall enabling environment, legal and financial frameworks need to be implemented to ensure that their public funding is increased and that public funding mechanisms are transparent; is concerned about reports of an increase in hostile statements towards civil society and encourages the Ministry of Internal Affairs to work with civil society organisations to develop a security protocol for human rights defenders to ensure their protection against threats from non-state actors; calls strongly for further enhancement of the role of civil society by ensuring that it continues to be meaningfully included in the decision-making process and by consulting the Venice Commission before adopting future legislation related to non-governmental organisations (NGOs);

    Fundamental rights

    34. Commends North Macedonia for ratifying most international human rights instruments; expresses concern, however, about the level of implementation, the lack of progress in gender equality, the rise of anti-gender movements and the increase in their influence, which have a negative impact on legislative and policymaking processes; urges the government to fully implement the Istanbul Convention; calls on the authorities to adopt the new Law on Gender Equality and to strengthen formal government structures designed to promote gender equality and improve the status and rights of women at all levels, as well as to ensure the effective implementation of the gender equality strategy and the national action plan, notably by ensuring adequate funding, enhancing interinstitutional coordination and aligning national policies with the EU acquis;

    35. Urges the authorities to ensure the full and effective implementation of the existing legal framework for the protection of victims of gender-based and domestic violence, by allocating sufficient budgetary resources for prevention, and by improving access to support services, protection mechanisms and the enforcement of legally guaranteed social and economic rights of survivors; notes, against this background, the adoption in 2023 of the Law on Payment of Monetary Compensation to Victims of Violent Crimes, which integrates the standards of the Istanbul Convention to provide better protection for victims of gender-based violence; urges the authorities, furthermore, to strengthen their efforts to reduce and mitigate gender-based violence and domestic violence, and to increase shelter capacity and personnel, as well as the number of well-trained and gender-sensitive law enforcement officers, judges, medical personnel and social workers;

    36. Notes, with concern, the dire situation of young women in prison, including juvenile girls aged between 14 and 16, who lack education and job skills training and are often overmedicated, with insufficient healthcare; urges the authorities of North Macedonia to take urgent measures to improve the detention conditions for all inmates, to reduce corruption and stop inhuman treatment, and to enhance the probation and reintegration of ex-prisoners into society;

    37. Urges North Macedonia to fully implement the recommendations outlined in the 2023 ECRI report on North Macedonia in order to effectively address the human rights violations identified;

    38. Welcomes the fact that interethnic relations remain stable and the Ohrid Framework Agreement continues to be implemented; commends North Macedonia’s efforts in strengthening minority rights protections, while encouraging further financial support; calls for adequate funding and staffing for institutions protecting the rights of non-majority communities; calls on political representatives of minority communities to avoid promoting divisive ethnic narratives echoing policies that caused profound suffering and wars in the region’s recent past; urges North Macedonia to fully implement the recommendations of the Advisory Committee on the Framework Convention for the Protection of National Minorities as regards the ‘One society for all and interculturalism’ strategy; calls on North Macedonia to provide sufficient funding and staff for the Language Implementation Agency and the Agency for Community Rights Realization; regrets that North Macedonia did not ratify the European Charter for Regional or Minority Languages; awaits a final decision on the contested Law on the Use of Languages, which may have an impact on interethnic relations;

    39. Welcomes the progress the country has achieved in aligning its legislative and institutional framework for the rights of the child with the EU acquis and international human rights standards; notes the progress in implementing the strategy for deinstitutionalisation and welcomes the successful relocation of children from institutions to foster care or small group homes; notes with concern, however, the continued instances of child violence and discrimination, including against Roma children; calls, therefore, for the country to set up a national body responsible for coordinating all policies relating to the implementation of the UN Convention on the Rights of the Child and the optional protocols thereto;

    40. Encourages North Macedonia to take meaningful steps toward recognising and incorporating national minorities and communities into its constitution, fostering inclusivity, protecting diversity, fighting discrimination and strengthening social cohesion in line with European values and democratic principles; calls on North Macedonia to fully guarantee equal rights and opportunities for all ethnic communities in the country;

    41. Notes that persons with disabilities continue to face significant barriers as the country’s legislation is still not aligned with the UN Convention on the Rights of Persons with Disabilities; welcomes the national strategy for the rights of persons with disabilities for 2023-2030 and calls strongly for its proper implementation, including in regard to ensuring a sufficient number of educational assistants, in order to effectively and smoothly include children with disabilities in the education process;

    42. Welcomes the first court ruling on hate speech against the LGBTIQ+ community, but calls strongly for the systematic prosecution of all instances of hate speech, hate crimes and intimidation, as well as for the inclusion of hate speech in the Criminal Code and for the state institutions responsible to keep adequate statistics on cases of hate speech and hate crimes;

    43. Notes with concern the widespread hate speech on social media, particularly towards Roma, LGBTIQ+ persons and other marginalised groups; urges all political actors to amend the Law on Civil Registry and ensure swift and unimpeded legal gender recognition on the basis of self-determination, to uphold human rights, ensure dignity, and establish a clear and accessible legal process in line with international standards; recommends that the new Law on Primary Education maintain explicit protection against discrimination based on gender, sexual orientation and gender identity, ensuring alignment with national and international commitments; encourages the Assembly of North Macedonia to promptly (re-)establish an active interparliamentary LGBTIQ+ group to support and advance LGBTIQ+ rights;

    44. Calls on North Macedonia to strengthen migration management, improve alignment with the EU acquis and address persistent challenges in handling regular and irregular migration while upholding fundamental human rights; welcomes enhanced cooperation on border management and the strengthening of the country’s capacity to manage migration flows and combat migrant smuggling, human trafficking and other organised crime; encourages the continued development of asylum procedures and integration policies and the improvement of reception conditions, in alignment with EU migration frameworks; stresses the importance of regional cooperation in migration management and urges the EU to provide further support in terms of resources, technical assistance and capacity-building in order to address migration challenges effectively;

    45. Calls on North Macedonia to step up its efforts in the fight against human trafficking, notably by further aligning the Criminal Code with the EU acquis and its legislation on drugs;

    Rule of law

    46. Notes, with serious concern, that the country’s track record in fighting corruption, including high-level corruption, has worsened, as also evidenced by its decline in Transparency International’s Corruption Perceptions Index, particularly owing to Criminal Code amendments that have weakened the legal framework, resulting in the termination of many ongoing cases; reiterates that this decline underscores the urgent need for comprehensive reforms; calls strongly for the anti-corruption framework to be strengthened and for effective accountability to be ensured, in particular in high-level corruption cases, through proper investigation, prosecution and convictions; urges a review of recent amendments to the Criminal Code in relation to sentencing standards and the statute of limitations, in order to ensure that the prosecution of corruption, especially of complex and high-level cases, is not negatively affected;

    47. Recalls that sufficient financial and human resources are needed to ensure effective and consistent application of dissuasion, prevention, detection, investigation and sanction mechanisms for public office holders through broad measures covering conflicts of interest, lobbying, codes of ethics and whistle-blower protection;

    48. Notes that the perceived level of trust in the judiciary remains very low and that further efforts are needed to prevent undue influence and intimidation; underlines the lack of progress in the implementation of the 2020 strategies for human resources management in the courts and in the public prosecutor’s office; calls strongly for the critical shortage of judges and prosecutors, which impacts the quality and efficiency of justice, to be addressed; calls for the independence and transparency of judicial bodies to be strengthened and for the funds necessary for their effective functioning to be allocated;

    49. Calls for the strengthening of the Judicial Council and the Council of Prosecutors and for the allocation of necessary funds, while ensuring their independence; strongly urges political actors to cease interfering in judicial institutions;

    50. Notes, with concern, the lack of progress in preventing and fighting corruption, and that financial investigations remain problematic; underlines how corruption continues to severely affect crucial policy areas; calls for the operational capacity and cooperation of agencies responsible for fighting organised crime and financial crime to be significantly strengthened, including through ensuring the necessary financial resources; encourages the country to improve its fight against organised and economic crime and cybercrime through a strengthened partnership with Europol, the European Cybercrime Centre and Eurojust; calls on North Macedonia to enhance its efforts to combat money laundering;

    51. Calls for all necessary measures to be put in place to effectively counter organised crime; urges the authorities to improve coordination through the National Coordination Centre for the Fight Against Organised Crime as well as to allocate the necessary funds and staffing to the Office of the Basic Public Prosecutor for Organised Crime and Corruption; underlines the need to direct particular attention and resources towards uncovering money-laundering schemes;

    52. Notes, with concern, North Macedonia’s partial alignment with the EU acquis in the fight against organised crime; reiterates its call for further alignment with the EU acquis and for systematic financial investigations, stepping up the freezing, confiscation, management and disposal of illegally acquired assets;

    53. Calls for a thorough and transparent investigation of the Kočani nightclub fire on 16 March 2025, to bring to justice the persons responsible, and also for the legislation to be updated and thoroughly implemented to prevent similar tragedies and ensure better public safety and regulatory compliance to protect citizens;

    54. Calls for the swift implementation of the ongoing reforms in the security and intelligence sectors, and for the independence of security and intelligence bodies to be strengthened through the establishment of appropriate regulatory frameworks, while also enhancing democratic oversight mechanisms; notes, with concern, that the National Security Agency is still located on the premises of the Ministry of Internal Affairs, calling into question its status as an independent state administration body;

    55. Commends North Macedonia’s strong determination to counter hybrid threats; welcomes the government’s initiative to create a national strategic framework to counter disinformation as well as the adoption of the national cybersecurity strategy 2025-2028; calls for further efforts to build resilience against foreign interference and information manipulation; underlines the need to work on a national strategy to build resilience against disinformation as a security threat to the state, including through enhanced cybersecurity measures and strategic communication as well as education and media literacy; calls for the full operationalisation of EU mechanisms, such as the rapid alert system, to detect malign foreign influence in real time during key democratic processes, including elections;

    56. Is deeply concerned that North Macedonia and other EU accession countries in the Western Balkans are being particularly hard hit by foreign interference and disinformation campaigns, including hybrid threats, strategic corruption, opaque financial flows and coercive investment practices, notably originating in Russia and China; is alarmed by Hungary’s and Serbia’s roles in advancing China’s and Russia’s geopolitical objectives; notes, in this context, the risk of dependence on China caused by asymmetrical loan agreements, as well as the recent loan from Hungary, which  appears to be sourced from China;

    Socio-economic reforms

    57. Recommends that North Macedonia continue to pursue steps to improve the business climate and infrastructure, strengthen education and digital infrastructure, and enhance social protection systems and their connection to employment initiatives; welcomes the inclusion of human capital-related reforms in the Growth Plan Reform Agenda and calls on North Macedonia to dedicate sufficient effort to implementing these reforms to achieve sustainable results in the development of human capital for children and young people, as the foundation of resilient societies and sustainable growth;

    58. Welcomes the adoption of the Reform Agenda and the multiannual work programme under the Reform and Growth Facility for North Macedonia, which will provide support for small and medium-sized enterprises, cut red tape and digitalise the public system, and welcomes the steps provided for in the Reform Agenda regarding the digital infrastructure roll-out and the new Law on Electronic Communications, aligning the national legislation with the relevant EU acquis and keeping up with the digital transition worldwide;

    59. Encourages labour market activation strategies for young people, the long-term unemployed, and low-skilled individuals, as well as for women, persons with disabilities and Roma, and calls for these measures to be properly evaluated; takes note of the long-term improvement in unemployment rates, notes, however, that this must be accompanied by a rise in real wages, the improvement of working conditions and the protection of workers’ rights, including trade union rights; calls for the full implementation of the Law on the Peaceful Settlement of Labour Disputes;

    60. Encourages North Macedonia to advance its digital transformation, particularly by improving the digital skills of all citizens and by providing online access to public services; recognises the demographic challenges faced by North Macedonia, including population decline, the emigration of young professionals, and an ageing workforce, and underlines the need to address the brain drain, especially in the medical, technological and educational fields; calls for the implementation of targeted policies to reverse the brain drain, enhance family-friendly social policies and attract return migration; encourages cooperation with the EU on demographic resilience strategies, including labour market incentives, housing support for young families, and investment in education and skills development to align with future job market needs; calls for increased support for innovation and competitiveness;

    61. Welcomes the positive effects of the Youth Guarantee on the reduction of youth unemployment; calls on North Macedonia to intensify its efforts to reduce the unemployment rate of young people aged between 15 and 24, which remains high at 29.3 %; underlines the need to address social challenges, ensure quality employment policies, foster upward social cohesion and convergence towards EU standards and support progress on the principles of the European Pillar of Social Rights;

    62. Welcomes the efforts to amend the labour law; urges full alignment of the Law on Working Relations with EU directives to effectively guarantee the right to equal pay for equal work, ensure pay transparency and enhance protection against discrimination based on pregnancy and maternity; insists on the need to strengthen the competencies and capacities of the State Labour Inspectorate to ensure effective protection of workers’ rights, including safeguards against labour discrimination;

    63. Commends North Macedonia for joining the single euro payments area (SEPA), recognising this as an important step toward deeper financial integration with the European market and the facilitation of faster, more efficient cross-border transactions; urges North Macedonia to introduce structural reforms to strengthen the economy and secure the country’s debt sustainability;

    64. Welcomes the calls for the prompt integration of all of the Western Balkans into the EU’s digital single market at the earliest opportunity, which would crucially benefit the creation of a digitally safe environment;

    65. Urges the authorities to fully implement existing legal provisions to ensure access to primary healthcare services, with a particular focus on sexual and reproductive health for women, mothers and children, and eliminate barriers related to geography, finances or other hardships; calls for targeted measures to support vulnerable groups of women in accessing healthcare, including Roma women, rural women and those living in poverty;

    66. Welcomes the progress made in the implementation of the Strategy for Inclusion of Roma 2022-2030; regrets, however, that the strategy lacks a clear approach to participation, empowerment and capacity building; calls on the authorities to implement the respective action plans, ensuring proper monitoring and meaningful and transparent participation of civil society organisations, notably from the Roma community;

    Environment, biodiversity, energy and transport

    67. Welcomes the adoption of the Energy Law in 2025 and underscores its importance for guaranteeing a safe, secure and high-quality supply of energy as well as for creating an efficient, competitive and financially sustainable energy sector; encourages the authorities to continue on this ambitious path and recalls that additional efforts are needed to fully meet the targets for energy efficiency, renewable energy, security of supply and emissions reductions; urges the country’s authorities to align their environment and climate change legislation with the EU acquis and to ensure its enforcement; notes, with concern, the lack of progress on climate action and the pending adoption of key legislation; stresses the need to integrate gender equality and social inclusion into climate action planning so that women, low-income households and marginalised communities are actively consulted and benefit equitably from the transition;

    68. Welcomes the European Investment Bank’s continued financial and technical support in North Macedonia, including strategic infrastructure projects such as the Rail Corridor VIII, the Skopje wastewater treatment plant, and municipal water infrastructure development; calls for an inclusive and just transition which protects the socially vulnerable, by mobilising public and private financing for the green transition, fully operationalising dedicated funding mechanisms and leveraging EU and international support; stresses the need to address the problems of a lack of specialised staff and weak institutional and administrative capacity, which undermine quality control and the adequate performance of environmental impact assessments;

    69. Notes, with concern, that air and water quality and wastewater management remain particularly challenging issues for the country; urges the central government and local authorities to step up their efforts in order to improve air quality and reduce potentially lethal pollution; recalls that the situation is particularly alarming in Skopje, which has consistently been one of the most polluted cities in Europe;

    70. Recognises North Macedonia’s great potential as a regional hub with regard to the use of renewable energy sources; urges North Macedonia to fully align its environmental impact assessment with the EU acquis, with a particular focus on secondary legislation concerning small hydropower projects;

    71. Stresses the urgent need to prioritise environmental protection; strongly urges the authorities to adopt the necessary legislation and to step up measures on biodiversity, water, air and climate action, and regional waste management, including through comprehensive impact assessments, rigorous prosecution of environmental crime and proper public consultation that allows for the meaningful and transparent involvement of local communities, NGOs and scientific institutions;

    72. Calls on North Macedonia to establish legal protections for Emerald Sites designated under the Convention on the Conservation of European Wildlife and Natural Habitats (the Bern Convention) to safeguard them from environmentally harmful projects; encourages the country to expand its protected areas, with a view to fulfilling the Kunming-Montreal Global Biodiversity Framework targets; reiterates the urgent need to adopt the law on the re-proclamation of Mavrovo National Park to ensure the continuation and completion of its essential conservation efforts; encourages North Macedonia to include Jablanica on its list of protected areas, thus ensuring the conservation of habitats that are critical to the survival of species;

    73. Encourages the authorities of North Macedonia to implement stricter protection and management strategies for the habitats of endangered species, as well as for the species themselves, particularly the Balkan lynx, including rigorous enforcement of laws against wildlife crimes, specifically illegal killing and poaching, to safeguard biodiversity;

    74. Welcomes North Macedonia’s continued cooperation with Kosovo and Albania regarding the transboundary Sharr Mountains National Park; encourages North Macedonia to intensify and speed up collaborative efforts with its neighbouring countries to designate transboundary protected areas and establish coherent transboundary management plans;

    75. Stresses the need to tackle financial challenges faced by national parks to improve various aspects, including human resources and overall management, with the aim of strengthening their role in biodiversity conservation, providing recreational opportunities and supporting local economies;

    76. Welcomes the progress made in the construction of the Corridor VIII of the Trans-European Transport Network (TEN-T) and commends the completion of the Kriva Palanka–Dlabochica–Stracin expressway; urges, however, the authorities of North Macedonia to step up their efforts to prioritise sustainable transport and upgrade energy infrastructure work towards integration in European networks and regional connectivity as well as to address persistent delays in the development of critical infrastructure, including through bilateral negotiations; calls on the Commission to assist in these efforts where needed;

    77. Calls for additional efforts to accelerate progress on all priority sections of the core network for both rail and road, including by increasing the number of border crossings wherever possible; notes the strategic importance of Corridor VIII for the EU’s and NATO’s geostrategic autonomy, serving as a key logistics route along NATO’s southern flank;

    Regional cooperation and foreign policy

    78. Welcomes North Macedonia’s valuable and significant contributions to regional cooperation and stability via its engagement in regional economic and diplomatic initiatives such as the Berlin Process, the Growth Plan for the Western Balkans, and the implementation of common regional market agreements, underlining the importance of their inclusiveness;

    79. Welcomes the country’s commitment to nurturing good neighbourly relations and acknowledges its role as a model for the peaceful resolution of bilateral disputes through dialogue and mutual understanding; emphasises, in this regard, the importance of full implementation of international agreements with tangible results in good faith by all sides, including the Prespa Agreement with Greece and the Treaty of friendship, good neighbourliness and cooperation with Bulgaria; calls for consistent commitment to dialogue and cooperation with neighbouring countries to strengthen regional stability and foster mutual trust; calls for the further promotion of people-to-people contacts across south-eastern Europe;

    80. Expresses concern about the so-called ‘Serbian world’ project and that some representatives of the Government of North Macedonia have been advocating and promoting this concept; condemns the participation in meetings that attempt to establish a sphere of influence undermining the sovereignty of other countries and the stability of the region;

    81. Recalls the need to open up Yugoslav secret service archives (UDBA and KOS), kept in both North Macedonia and Serbia; emphasises the need to open these archives region-wide to deal with the totalitarian past in a transparent way, with a view to strengthening democracy, accountability and institutions in the Western Balkans;

    82. Welcomes North Macedonia’s continued commitment to Euro-Atlantic security; commends North Macedonia’s active role in the OSCE, in particular its chairmanship of the OSCE in 2023 in a complex geopolitical environment, and substantial contributions to EU crisis management missions and military operations; commends the country’s alignment with the EU’s foreign, security and defence policy, including its clear-cut response to  Russia’s war of aggression in Ukraine by aligning with the EU’s restrictive measures against Russia and Belarus and providing support to Ukraine; welcomes the signing of a security and defence partnership with the EU in 2024;

    83. Regrets, however, that North Macedonia, was the only country in the Western Balkans to abstain on the European resolution on Ukraine in the UN General Assembly in February 2025 and instead co-sponsored the US resolution, alongside countries such as Georgia and Hungary, representing a negative signal regarding North Macedonia’s alignment with the EU’s common foreign and security policy and with the collective European commitment to upholding peace, international law and democratic principles;

    84. Acknowledges North Macedonia’s NATO membership as a significant geostrategic contribution to regional security and Euro-Atlantic stability, including through the country’s active participation in NATO missions and operations and its strategic role in fostering peace and cooperation in the Western Balkans, as well as through the ongoing modernisation of its armed forces and reforms in the fields of crisis management, critical infrastructure and cyber defence; highlights the fact that NATO membership strengthens North Macedonia’s defence capabilities, enhances security coordination with EU and NATO allies, and serves as a deterrent against external destabilisation efforts; encourages North Macedonia to deepen cooperation with the EU and NATO on countering hybrid threats, including through cybersecurity coordination, joint disinformation tracking and resilience-building, and to pursue its efforts to deter external destabilisation attempts; encourages North Macedonia to continue its investment in defence modernisation and alignment with NATO strategic priorities in order to further solidify its role as a reliable security partner;

    85. Welcomes the agreement concluded at the EU-Western Balkans summit in Tirana on reduced roaming costs; calls, in this respect, on the authorities, private actors and all stakeholders to facilitate achieving the agreed targets of a substantial reduction of data roaming charges between the Western Balkans and the EU and further reductions leading to prices close to the domestic prices by 2027; welcomes the entering into force of the first phase of implementation of the roadmap for roaming between the Western Balkans and the EU;

    86. Instructs its President to forward this resolution to the President of the European Council, the Council, the Commission, the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy, the governments and parliaments of the Member States, and the President, Government and Assembly of the Republic of North Macedonia.

    Thousands of children with SEND to benefit from assistive tech

    Government launches innovative pilot with up to £1.7m available to help children with SEND achieve and thrive at their local school.

    Thousands of children with special educational needs and disabilities (SEND) will benefit from more support in the classroom, as government launches an innovative, new pilot to trial assistive technology in up to 4,000 schools.  

    Backed by up to £1.7m, ‘lending libraries’ will be set up in up to 32 local authorities and will enable schools in the area to borrow and trial a range of devices to suit their pupils’ needs. 

    The lending libraries will be stocked with a range of tools, including reading pens to scan text and read it aloud, dictation tools which convert spoken word into text, and tablets which leverage images to help non-verbal pupils communicate. 

    This will help schools support a wide range of needs, including dyslexia, autism and ADHD, as well as increasing independence and belonging and helping achieve the government’s mission of excellence everywhere for every child. 

    The lending libraries model adopts a ‘try before you buy’ approach. This gives schools the opportunity to measure the impact of different devices before making an upfront investment – building confidence in what works and reducing the risk of wasted expenditure. 

    The impact is clear among schools which have already introduced assistive technology alongside staff training, with 86% of school staff surveyed identifying a positive impact on behaviour and 89% witnessing greater confidence amongst pupils with SEND. 

    Minister for School Standards, Catherine McKinnell said: 

    We’re committed to reforming the SEND system to break down barriers to learning and achieve excellence everywhere for every child.  

    Assistive technology can play a key role in this and unlocks learning for so many children – so that attention difficulties, communication issues or struggles with literacy don’t stand in the way of children learning with their friends at their local school. 

    We’re committed to driving inclusivity across all schools and this pilot is a brilliant step towards making that happen, supporting teachers and giving all children the tools they need to achieve and thrive.” 

    The investment comes as new government statistics reveal that the number of children with EHCPs has increased by 11% to 638,700, clearly highlighting that needs are not being met early enough.  

    The government is committed to turning this around by ensuring schools are able to identify needs at the earliest point and have the expertise and resources to deliver the support that’s needed and reassure parents that their children can achieve and thrive in mainstream education.   

    Bryony Herbert, parent of a pupil at Leo Academy Trust, said:

    My son, Archie, has dyslexia and always used to struggle getting his thoughts down onto paper without getting frustrated and upset. He often found his homework too difficult as he did not understand certain words or what they meant, making him incredibly emotional.

    Now, he has access to a chrome book laptop provided by his school with talk to text functions. These functions allow him to have pieces of text read out to him, and he can respond back with the laptop noting his responses – massively benefitting him as he no longer relies on reading to access information.  

    Archie is now willing to sit down and do his homework whilst actually enjoying what he is learning because he doesn’t have to struggle anymore. He is also generally much happier as a result of the resources he has been given as he can properly express himself and his thoughts are no longer stuck in his head.

    The impact also extends to the workforce, with assistive technology helping free up teacher and support staff time. Pupils will still receive the additional assistance they need, while staff can focus on what they do best – the face-to-face teaching that transforms pupils’ life chances. 

    The pilot will help address the gap in awareness around assistive technology, with only 13% of mainstream school leaders surveyed having heard of augmentative and alternative communication (AAC) devices – which enable a child to click images or words on a touchscreen that the device reads aloud – and only 6% having introduced them. 

    Julaan Govier, Curriculum Lead and Digital Champion & Cheryl Shirley, Director of Digital Learning, at LEO Academy Trust schools, said:

    Assistive technology has been a fantastic way to promote innovative and creative ways to access learning.

    Before using assistive technology, we were recognising many challenges children were facing in being able to fully access the curriculum. A handful of our students with dyslexic tendencies often felt frustrated as they were unable to vocalise themselves and found it really difficult to communicate through traditional methods.

    The integration of assistive technologies, which offer screen masks, screen readers, picture dictionaries, and translators, along with voice-to-text features, has profoundly transformed student learning and well-being. These tools enable students to increase their focus by eliminating distractions and reducing cognitive overload, and to communicate and demonstrate their understanding in ways that best suit their individual preferences. All our students are now able to integrate into their classrooms, with their peers, giving them dignity and confidence by working privately and in ways that work best for them.

    The pilot builds on the recent extension of the PINS and ELSEC programmes, which upskill the teacher workforce and embed specialist support in mainstream settings, to ensure children with autism, ADHD or speech and language difficulties don’t go unnoticed.  

    These are critical steps on the government’s mission to break down barriers to opportunity for children with SEND and ensure all children have the support they need to thrive in a mainstream setting. More details of the government’s intended approach to SEND reform will be set out in a Schools White Paper in the autumn.

    At nasen we have seen the benefit of technology in the classroom. It’s useful for all and particularly beneficial for pupils with learning differences and SEND needs.

    Assistive technology (AT) tools are increasingly built into everyday technology, ready to be enabled, and likewise there is a growing range of tailored AT products and resources available.

    From our work on AT with schools, colleges and settings, we know that having an opportunity to test out resources would build confidence. That’s confidence of classroom staff and pupils alike, ensuring the best match of resources for the learning or access need.

    This is supported by wider investment to get more classes online and improve digital infrastructure, including £25 million to upgrade wireless networks this year and £20 million to complete delivery of fibre upgrades to 833 schools. Providing connectivity for more than 1.3 million pupils in 3,700 schools so far, as part of the government’s wide-reaching Digital Inclusion Action Plan which will give the most digitally excluded groups the confidence and skills to benefit from digitisation.   

    Assistive technology lending libraries form one part of the government’s work testing SEND reforms through a reformulated Change Programme, focused on early intervention and support in mainstream schools.  

    Local authorities participating in the pilot will be confirmed over the Summer, with pupils set to benefit from the start of the new school year. 

    The delivery partner CENMAC will work closely with the Department for Education and participating local authorities to bring the lending library model to life, drawing on over 50 years of experience in assistive technology and inclusion.

    BEIJING, June 27 (Xinhua) — Trade turnover between central China’s Henan Province and Central Asian countries increased 24.6 percent year-on-year in the first five months of this year, exceeding 4 billion yuan, the provincial government said, citing local customs data.

    In particular, the volume of trade in goods between this province and Kazakhstan during the reporting period reached 2.4 billion yuan, an increase of 31.2 percent.

    The most popular locally produced goods on the Central Asian market during the reporting period were electromechanical products and rolled aluminum.

    Exactly 20 years ago, the first Yutong buses, manufactured in Henan Province, were delivered to Kazakhstan. They are currently the best-selling Chinese bus brand in Central Asia.

    In addition, building materials including aluminum and rolled steel are also in high demand in the region.

    Statistics show that more and more agricultural products from Central Asia are entering the Chinese market. The volume of golden beans supplied from Uzbekistan to the province from January to April this year reached 180 million yuan, up 9.81 percent from a year earlier.

    The intensification of trade and economic cooperation between Henan Province and Central Asian countries was due to the development of transport. In September last year, the Zhengzhou-Almaty road freight service was launched within the framework of the TIR system. Currently, Henan and Central Asia are connected by six such routes. -0-

    UN humanitarians said Thursday that its partners delivering health aid in Gaza reported a spike in preventable diseases linked to a lack of clean water, sanitation and fuel.

    The UN Office for the Coordination of Humanitarian Affairs (OCHA) said that in the last two weeks, more than 19,000 cases of acute watery diarrhea were recorded, alongside more than 200 cases each of acute jaundice syndrome and bloody diarrhea.

    “These outbreaks are directly linked to the lack of clean water and sanitation in Gaza, underscoring the urgent need for fuel, medical supplies, and water, sanitation and hygiene items to prevent further collapse of the public health system,” the humanitarians said.

    The partners also reported yet another mass casualty incident for Al Aqsa Hospital following an airstrike in Deir al-Balah.

    They said the hospital received more than 20 people killed and 70 others injured. Additional wounded patients had to be transferred to Nasser Medical Complex and two other health facilities.

    “Civilians in Gaza continue to be killed or injured daily, whether in Israeli airstrikes, shelling, or while trying to find food for their families,” said OCHA. “These tragic events must not be normalized and must come to an immediate end.”

    On a more positive note, the World Health Organization (WHO) reported delivering its first medical shipment into Gaza since March 2, when Israel imposed a full blockade on the strip. Nine trucks carrying essential medical supplies, 2,000 units of blood, and 1,500 units of plasma were transported from the Kerem Shalom/Karem Abu Salem border crossing.

    The WHO said the supplies were being distributed to priority hospitals. The blood and plasma were delivered to the cold storage facility at Nasser Medical Complex in Khan Younis in southern Gaza, to be distributed to hospitals facing critical shortages amid a growing influx of injuries, many linked to incidents at the non-UN, militarized food distribution sites run by the United States.

    The WHO said the shipment of the badly needed medical supplies is only a drop in the ocean.

    OCHA said that to meet humanitarian needs and help reduce looting, it is essential to increase the flow of humanitarian and essential commercial goods into Gaza through multiple crossings and routes and facilitate their safe distribution across the strip.

    The office said that on Wednesday, six out of 17 attempts to coordinate humanitarian movements inside Gaza were rejected outright by the Israeli authorities. The planned UN missions included trucking water and repairing roads. Nine other coordination attempts, including the removal of solid waste and collection of cargo from the crossings, were facilitated by the Israeli authorities. Two additional attempts were not made.

    “The continued restrictions on humanitarian access are severely undermining life-saving operations,” the office said.

    OCHA said it is gravely concerned about escalating violence and Israeli settler attacks against Palestinians in the West Bank.

    The office said it documented an attack where three Palestinians were killed and several others injured when hundreds of settlers, some armed and accompanied by Israeli forces, raided the village of Kafr Malik and set fire to occupied homes on Wednesday. The Palestinian Central Bureau of Statistics in the Ramallah governorate reported that Kafr Malik has a population exceeding 3,000.

    OCHA said that in another attack on Wednesday, about 20 settlers set fire to farmland in Asira al Qibliya village in Nablus governorate.

    “Civilians continue to bear the brunt of this prolonged Israeli occupation,” the office said of violence in Gaza and the West Bank. “OCHA reiterates its call for the protection of civilians and humanitarian personnel, full respect for international law, and unfettered humanitarian access.”

  • MIL-OSI Australia: 2022-23 Taxation statistics released

    The Australian Taxation Office (ATO) has released its annual Taxation Statistics report for the 2022–23 year. The report contains data extracted from tax returns and related schedules, as well as other information provided to the ATO.

    Taxation Statistics provides detailed and valuable insights into the income tax position of individuals, companies, trusts, super funds and partnerships in Australia for the 2022-23 income year. The data generally follows trends from previous years, with the average taxable income and average superannuation account balance rising, reflecting a return to conditions from before COVID-19.

    This report also includes information relating to the 2023–24 financial or fringe benefits tax year, including for goods and services tax (GST), excise and fuel schemes and fringe benefits tax (FBT).

    What’s new in the 2022-23 data

    This year there are three new data sets:

    • A new table splitting company data by entity size and taxable income or loss range.
    • Additional data for GST, including monthly GST, wine equalisation tax (WET), and luxury car tax (LCT) data.
    • Additional data for excise, showing detailed historical excise collection figures from the Department of Home Affairs.

    Points of interest from the 2022-23 data

    • The total tax revenue collected by the ATO for 2022–23 was $577.4 billion:
      • 51.6% came from individual income tax ($298 billion)
      • 24.2% came from companies ($140 billion)
      • 14.2% came from GST ($81.7 billion)
      • 4.4% came from excise ($25.4 billion)
      • 4.2% came from super funds ($24 billion)
      • 0.7% came from PRRT, LCT and WET ($4.2 billion)
      • 0.7% came from FBT ($4.1 billion).
    • Work related expenses accounted for 50% of total deductions claimed by individuals, with 10.3 million individuals claiming a total of $28.3 billion in work-related expenses – an average of $2,739 per person.
    • The average superannuation account balance increased from $164,000 in 2021–22 to $173,000 in 2022–23.
    • The postcode with the highest average taxable income ($279,712) was 2027 in the eastern suburbs of Sydney, NSW.
    • Since reporting started in 2010–11, surgeons have remained the highest paid occupation with the 4,247 individuals reporting an average taxable income of $472,475 in 2022–23.
    • Net tax from companies for the 2022–23 income year increased by 9.2% to $140 billion (compared to $128 billion in 2021–22).
    • The biggest company tax liability came from the mining industry (39% of company net tax) with the industry’s net tax growing from $42.3 billion to $54.4 billion.
    • Luxury car tax increased by 17.9% to $1,153 million while wine equalisation tax continued to remain stable.

    Concerning studies and news reports have shown that state and federal courtrooms across the country consider race, ethnicity, and gender when calculating damages. In these instances, a person of color may, for example, be presumed to have less lifetime earning potential than a similarly situated white counterpart, leading to the low and unfair appraisal of damages. 
    The Fair Calculations in Civil Damages Act makes our legal system more just and equal by outlawing discriminatory damage calculations in federal courts and preventing courts from determining that victims in civil cases should be awarded less in damages on the basis of their actual or perceived race, ethnicity, sex, gender, or sexual orientation.

    The annual enterprise survey (AES) is New Zealand’s most comprehensive source of financial statistics covering more than 500,000 businesses. It provides annual information on the financial performance and financial position for industry groups operating in New Zealand.

    Key facts
    Provisional results for all AES industries are for the 2024 financial year, compared with the 2023 financial year.

    • Total income increased by $51 billion (5.5 percent) to $980 billion.
    • Total expenditure increased by $26 billion (3.1 percent) to $857 billion.
    • Businesses earned $121 billion in surplus before income tax – up $16 billion (15 percent). This increase was mainly driven by non-operating activity, with non-operating income increasing, and non-operating expenses decreasing.
    • Operating surplus (excludes non-operating income and expenses) increased by $5.0 billion (4.9 percent) to $108 billion. This was driven by a $12 billion increase in operating surplus for the financial and insurance services industries.
    • Total assets increased by $99 billion (3.5 percent) to $2.9 trillion.
    • Businesses made a 4 percent return on assets – unchanged from 2023.

  • MIL-Evening Report: Whatever happened to the Albanese government’s wellbeing agenda?

    The Albanese government devoted time and energy in its first term to developing a wellbeing agenda for the economy and society.

    It was a passion project of Treasurer Jim Chalmers, who wanted better ways to measure national welfare beyond traditional economic indicators such as growth, jobs and inflation.

    Chalmers developed the Measuring What Matters framework to try to better align economic, social and environmental goals as

    part of a deliberate effort to put people and progress, fairness and opportunity at the very core of our thinking about our economy and our society.

    As Labor settles into its second term, what has happened to its wellbeing agenda? And how much was a poor consultation process to blame for it apparently falling by the wayside?

    Measuring What Matters

    Measuring What Matters was badged as a wellbeing framework to improve the lives of Australians and help better inform policy-making across all levels of government.

    It tracked 50 indicators spread across five overarching themes:

    • healthy
    • secure
    • sustainable
    • cohesive
    • prosperous.

    There was also a standalone indicator on life satisfaction.

    The data is updated annually by the Australian Bureau of Statistics, with the Treasury due to report on outcomes every three years.

    The first Measuring What Matters statement in 2023 showed improvements across some indicators, such as life expectancy, job opportunities and accepting diversity. But it also revealed higher rates of chronic illness and problems with housing affordability.

    The fanfare surrounding the release has since fizzled, and wellbeing is now seldom mentioned.

    Furthermore, there is little evidence insights have been taken up by the government. The Australian National Audit Office recently noted the challenge of embedding Measuring What Matters in policy, as well as the absence of any evaluation work to gauge its effectiveness.

    The wellbeing agenda appears to have been sidelined for two reasons: an insufficient consultation process to properly develop the framework, and the cost-of-living crisis.

    Poor consultation

    Wellbeing frameworks have high potential to impact policy. But they need to be developed and implemented in the right way.

    One crucial factor is adequate community engagement, which would have helped ensure accurate representation of what people truly value in terms of wellbeing. Done properly, it could also have secured buy-in from the community, depoliticised the initiative, and even strengthened democracy.

    But adequate time was not taken to get the consultation process right, with the government in a rush to release Measuring What Matters. Announced in the October 2022 Budget, two consultation phases were undertaken.

    The first, mainly with technical experts, took three months. The second, which sought feedback from individuals and community groups, was even shorter. It was over in just one month.

    Measuring What Matters was released shortly after, in July 2023.

    Our research, recently published in the Australian Journal of Social Issues, analysed the public consultation phase. We found it was inadequate across four areas.

    Comprehensiveness: the timeframe for phase two was too short to allow organisations and communities to meaningfully engage.

    Reach: there was limited engagement with the general public.

    Transparency: the community was not informed how feedback would be incorporated in the framework and no consultation report was published.

    Genuineness: while some feedback was incorporated in the framework, key topics raised in the consultation were not acted on, including greater involvement of First Nations people.

    Greater community engagement would have ensured the framework, and any policy it produced, better reflected what Australians value for their wellbeing. It would have also promoted people’s ownership of the framework, helping to foster greater understanding and support for the initiative.

    Although Measuring What Matters is now established, it is not too late to realise proper community engagement.

    Taboo subject

    The other factor to run interference was the cost-of-living crisis, which dominated the government’s first term.

    Ministers were hesitant to talk about much else. Any references to wellbeing, which for some may elicit images of people meditating or practising yoga, might have been seen as risky.

    This is a shame. Wellbeing policies have the potential to improve people’s lives.

    We can draw some inspiration from an alliance of countries, including New Zealand, Scotland, Finland, Iceland and Wales, which have at various times put people’s wellbeing at the forefront of policy development and evaluation.

    For example, while progress has been slow and there have been key challenges to overcome, the Welsh Well-being of Future Generations Act has led to policy changes such as a moratorium on roads being built to improve people’s health and the environment.

    Perhaps if the Albanese government had leaned in to its own wellbeing framework to help navigate the cost-of-living crisis, people may have fared better.

    The agenda’s future?

    The Albanese government’s large majority gives it space to revitalise its wellbeing framework.

    Undertaking a national conversation, similar to the one rolled out in Wales, would help build grassroots support and ensure it truly “measures what matters” to people.

    A stronger Measuring What Matters would not only provide the electorate with a clear indication the government is listening, but would also help ensure policy improves people’s lives in a meaningful way.

  • MIL-OSI Economics: Goods barometer rises as imports surge in first quarter ahead of expected tariff hikes

    The Goods Trade Barometer is a composite leading indicator for world trade, providing real-time information on the trajectory of merchandise trade relative to recent trends. Barometer values greater than 100 are associated with above-trend trade volumes, while barometer values less than 100 suggest that goods trade has either fallen below trend or will do so in the near future.

    While the current barometer reading of 103.5 (represented by the blue line in the chart) exceeds both the baseline value of 100 and the quarterly trade volume index (represented by the black line), the decline in export orders and the temporary nature of frontloading suggest that trade growth may slow in the months ahead as enterprises import less and start to draw down accumulated inventories.

    The most predictive barometer component, the new export orders index (97.9), has dipped below its baseline value of 100 into contraction territory, signalling weaker trade growth later in the year. On the other hand, most other barometer components have risen above trend. Transport-related indices, including air freight (104.3) and container shipping (107.1), reflect increased movement of goods. The automotive products index (105.3) also is above trend due to resilient vehicle production and sales. The electronic components index (102.0) has climbed above trend after underperforming in 2023 and 2024. Finally, the raw materials index (100.8) shows only modest growth, just above baseline.

    World merchandise trade volume growth moderated in the fourth quarter of 2024 but it is likely to rebound in the first quarter of 2025 based on the goods barometer and preliminary trade data. The WTO Secretariat’s Global Trade Outlook and Statistics report of 16 April 2025 projected stable trade growth of 2.7% for 2025 under a low-tariff scenario reflecting policy conditions at  the start of the  year, and a ­‑0.2% contraction under actual policies in place as of mid-April. Subsequent developments, including US-China and US-UK trade agreements as well as higher tariffs on steel and aluminium, have nudged the forecast up and down slightly leaving the overall outlook basically flat at 0.1%.  However, trade contraction is possible, for example if US reciprocal tariffs are reinstated, or if trade policy uncertainty spreads globally.

    Secrets We Keep (Reservatet), a Danish suspense series on Netflix created by Ingeborg Topsøe, delves into the disappearance of a Filipina au pair from an elite suburb of Copenhagen — and delivers a sharp social commentary on racial and class entitlements.

    Moving fluidly between English, Danish and Tagalog, the six-part drama is a nuanced indictment of the lack of moral accountability among the rich. On display are the prejudices and complicity of white women in enabling a culture of toxic masculinity that treats Filipina migrant women as sexualized and disposable commodities.

    The story starts with a tearful Ruby Tan — a Filipina au pair who works for the affluent Rasmus (Lars Ranthe) and Katarina (Danica Curcic) — asking for some help with her employers from her neighbour, Cecilie (played by Marie Bach Hansen).

    Cecilie is a successful non-profit manager and mother of two married to a high-profile lawyer. She employs Angel (Excel Busano), a Filipina au pair. Cecilie tells Ruby she cannot get involved.

    The next day, Ruby vanishes without a trace.

    The series is propelled by Cecilie’s guilt in refusing to help Ruby. She is shocked at her neighbours’ apparent lack of concern for Ruby’s disappearance.

    Cecilie begins to sleuth for clues regarding Ruby’s disappearance and she eventually decides to assist Aicha, a racialized policewoman assigned to find the missing au pair. Cecilie discovers a pregnancy kit by a trash bin where she had last seen Ruby. And she soon suspects Ruby’s employer, Rasmus, of raping her.

    While the series lacks true suspense due to its predictable story arc peppered with clues about Ruby’s disappearance, it is amply compensated by a sharp critique on the moral decay of modern society, systemic racism and the complicity of women in upholding white masculine privilege.

    Warped racist view of the world

    Secrets We Keep lays bare the warped world view of rich, white privilege, racism and the sexual fetishism of Asian women.

    At a dinner party one night, Rasmus and Katarina do not seem concerned about their missing au pair. Katarina labels Filipina au pairs as whores working in brothels. When discussing Ruby, Katarina says, “she probably ran off to do porn.”

    In one uncomfortable scene, Rasmus taunts Cecilia’s husband, Mike (Simon Sears), about his sexual preferences. Mike responds by saying: “I don’t have ‘yellow fever.’” Cecilia sits silently beside Mike.

    Katarina also calls Aicha (Sara Fanta Traore), the policewoman, “the little brown one.”

    At a formal dinner, Rasmus tells Cecilia: “We stick together. We are from the same world, and we are loyal to each other.”

    High rates of violence against women

    The reduction of Ruby into a sexual object in the show reflects the high rates of sexual violence against Filipina au pairs in Scandinavia.

    It led the Philippines to ban the participation of Scandinavian countries in its “informal labour” arrangement in 1998. Though the ban was lifted in 2010, Au Pair Network, an advocacy group, reveals that the program is still riddled with abuse.

    The Nordic Paradox is a term used to describe how Scandinavian countries, including Denmark, rank the highest in the Gender Equality Index yet suffer from very high rates of violence against women and intimate partner violence in Europe.

    At a recent gender studies conference in Stockholm, Ardis Ingvars, a sociologist at the University of Iceland who worked as an au pair for a year in the United States just after she turned 18, recalls her anxiety and apprehension as she moved to Boston.

    She said:

    “Au pairs hope to be lucky with the family turning out OK. What is difficult to take is the attitude of ‘ownership’ that the children and families display over the au pairs as an unquestioned entitlement.”

    Ingvars said asymmetrical power relations embedded within the au pair system reinforce racial and class hierarchies.

    This is reflected in Secrets We Keep. Midway during Aicha’s investigation, as she hits roadblock after roadblock, she cries out in frustration: “She’s a fucking nobody in their world.”

    Feminized labour exploitation

    Economic globalization, neoliberal policies and an increased dependence on the remittance economy fuses with the care gap in the Global North to fuel the feminized care migration from the Global South, many of them Filipino women.

    Au pairs are placed with host families who provide free board and meals in return for up to 30 hours a week of housework and child care as they learn the host language and customs. The au pairs are paid “pocket money” of Danish Kroner 5,000 per month (approx $1,000 Canadian) out of which they also pay local taxes.

    One scene shows one of Cecilie’s work meetings. A junior staff member expresses surprise that Cecilie has an au pair, labelling it a relic of colonial era racial hierarchies.

    Cecilie defends herself, and says the system survives because of the failure of men to keep up their domestic bargain and thus the need for women like her “to outsource care.”

    She argues the Filipina au pairs “are dependable” and she is “a much better mother” because of Angel. But Cecilie doesn’t acknowledge her privilege — that to be with her children and have a career is predicated on the exploitative extraction of care from Global South women.

    The female au pairs in Denmark must be between 18-29 years of age, childless, never married and at the end of two years, return home. Almost 50 to 75 per cent of au pairs in Denmark are Filipino women

    Cecilie’s shock at finding out that Angel has a son whom she left behind in the Philippines is part of her denial. In the end, Cecilie is unable to confront her own complicity and decides to release Angel from their au pair arrangement.

    “You know nothing about my world…You are very lucky,” cries Angel in anguish as Cecilie hands her the return ticket and an extra three months’ pay to demonstrate her magnanimity.

    Secrets We Keep reveals the brutal reality for Global South au pairs as well as upper-class white women and their entitlements. It indicates that even though these white wealthy women may see mistreatment, they maintain their silence and participate in wilful gendered violence to hold onto that privilege, while maintaining a façade of compassion towards the disposable racial migrant other.

    Moscow, June 26 (Xinhua) — In May, passenger car production in Russia amounted to 35,000 units, which is 18.5 percent lower than the figure for May 2024, according to data published by the Federal State Statistics Service of the Russian Federation on Wednesday.

    At the same time, in the first five months of 2025, the production of passenger cars in Russia increased by 4% year-on-year and amounted to 281 thousand units. The number of new trucks produced in the country in January-May amounted to 58.5 thousand units, which is 20.1% less year-on-year.

    Overall, the industrial production index in Russia in January-May of this year grew by 1.3 percent year-on-year. –0–

    Welcome to the Flow Traders 2Q 2025 pre-close call, which is being conducted post the European market close on 26 June. During this call I will highlight relevant publicly available data and industry trends in our markets as well as previously published data by Flow Traders and relate these data points to their impact on our business for the quarter. The silent period for 2Q will begin on 30 June and we will publish our 2Q 2025 results on 31 July at 07:30 CEST.

    Market Environment

    Market trading volumes and volatility increased in the second quarter across most asset classes and regions, with the largest of the increases occurring in the first weeks of April and falling back to more normal levels in May and June. In Equity, market trading volumes and volatility in the quarter increased across all regions both when compared to the same period a year ago and to the first quarter. Within Fixed Income, market trading volumes increased when compared to the same period a year ago and the first quarter while volatility levels stayed relatively flat. In Digital Assets, trading volumes increased slightly compared to the same period a year ago but decreased meaningfully compared to the first quarter. Digital Assets volatility declined meaningfully both year-on-year and quarter-on-quarter.

    Diving deeper into each of the asset classes and regions:

    Equity

    In Equity, European exchange operators Euronext, Deutsche Börse and the London Stock Exchange all saw double-digit increases in trading volumes both year-on-year and quarter-on-quarter, with more of the increases occurring in April. In the Americas, volumes on both the Nasdaq and NYSE also increased by double-digits year-on-year and quarter-on-quarter, also with more of the increases occurring in April. Volumes in APAC also increased by double-digits in the quarter across the Hong Kong, Tokyo, and Shanghai Stock Exchange when compared to the same period a year ago, but to a lesser extent when compared to the first quarter.

    Volatility, as exemplified by the VSTOXX in Europe, VIX in the Americas and JNIV in Japan, increased by double-digits when compared to both the same period a year ago and to the first quarter. The VHSI in Hong Kong increased by double-digits year-on-year but was relatively flat quarter-on-quarter.

    FICC

    In Fixed Income, market trading volumes increased in the quarter by double-digits across most products on Tradeweb and MarketAxess when compared to the same period a year ago and the first quarter, though at a smaller magnitude when compared to the increases in the Equity asset class. Fixed income volatility, as indicated by the MOVE index, increased slightly both year-on-year and quarter-on-quarter.

    Within Digital Assets, trading volumes in Bitcoin, the barometer of the industry, increased slightly year-on-year but decreased by double-digits quarter-on-quarter. Bitcoin volatility declined by double-digits both year-on-year and quarter-on-quarter.

    ETP Market Volumes

    As per Flow Traders’ previously published monthly ETP Market Statistics, quarter-to-date, On and Off Exchange Value Traded was up 53% year-on-year in EMEA, up 43% in the Americas, up 78% in APAC, and up 48% globally. Average volatility, as indicated by the VIX, was up 77% quarter-to-date compared to the same period a year ago.

    Impact on Flow Traders

    Coming to Flow Traders’ second quarter performance, the increase in trading volumes and volatility in the quarter positively contributed to NTI when compared to the same period a year ago. When compared to the first quarter of this year, NTI performance was comparable given volumes and volatility subsided to more normal levels in May and June after the short-lived surge in early April as a result of the “Liberation Day” tariff announcements from the U.S. administration. It’s worth a reminder that the first quarter also saw increased market trading volumes and volatility as a result of the U.S. administration’s initial round of tariff announcements on Canada, Mexico and China. The greater, but short-lived, surge in Equity volatility in early April was offset by a muted May and June and lower contributions from Digital Assets in the quarter. Looking at the regional performance, all regions improved compared to the same period a year ago, while the Americas improved when compared to the first quarter of this year. On the cost front, Fixed Operating Expenses in the quarter were in-line with our previous guidance.

  • MIL-OSI Analysis: There is no loneliness epidemic – so why do we keep talking as if there is?

    Most people experience periods of loneliness, isolation or solitude in their lives. But these are different things, and the proportion of people feeling lonely is stable over time. So why do we keep talking about an epidemic of loneliness?

    Before the COVID pandemic, several studies showed that rates of loneliness were stable in England, the US, Finland, Sweden and Germany, among other places, over recent decades.

    While COVID changed many things, loneliness levels quickly returned to pre-pandemic levels. In 2018, 34% of US adults aged 50 to 80 years reported a lack of companionship “some of the time” or “often”. That proportion rose to 42% during the pandemic but fell to 33% in 2024.

    That’s a lot of lonely people, but it is not an epidemic. In some countries, such as Sweden, loneliness is in decline – at least among older adults.

    Despite these statistics, the idea that loneliness is increasing is pervasive. For example in 2023, the US surgeon general warned about an “epidemic of loneliness and isolation”. The UK even has a government minister with an explicit responsibility for addressing loneliness.

    Loneliness is a problem, even if it is not an epidemic. Social connection is important for physical and mental health. Many people feel lonely in a crowd or feel crowded when alone. In 2023, the World Health Organization announced a “Commission on Social Connection”. The WHO is right: we need to reduce loneliness in our families, communities and societies.

    But the idea that loneliness is an “epidemic” is misleading and it draws us away from sustainable solutions, rather than towards them. It suggests that loneliness is a new problem (it is not), that it is increasing (it is not), that it is beyond our control (it is not), and that the only appropriate reaction is an emergency one (it is not).

    In the short term, loneliness is an undesirable psychological state. In the long term, it is a risk factor for chronic ill health.

    Loneliness is not a sudden crisis that needs a short-term fix. It is a long-term challenge that requires a sustained response. An emergency reaction is not appropriate – a measured response is. Initiatives by the US surgeon general and WHO are welcome, but they should be long-term responses to an enduring problem, not emergency reactions to an “epidemic”.

    Medicalising normal human experience

    Conceptual clarity is essential if true loneliness is to be addressed. Pathologising all instances of being alone risks medicalising normal human experiences such as solitude. Some people feel alive only in crowds, but others were born lighthouse keepers. In a hyper-connected world, loneliness should be solvable, but solitude must be treasured.

    So, if there is no loneliness epidemic, why do we keep talking as if there is? Media framing of the issue and the human tendency to panic reinforce each other. We click into news stories based on subjective resonance rather than objective evidence.

    Human behaviour is shaped primarily by feelings, not facts. We dramatise, panic, and overstate negative trends. If trends are positive, we focus on minor counter-trends, ignore statistics and make things up.

    In the case of loneliness, the problem is real, even if the “epidemic” is not. Loneliness is part of the human condition, but alleviating each other’s loneliness is also part of who we are – or who we can become.

    Addressing loneliness is not about solving a short-term problem or halting an “epidemic”. It means learning to live with each other in new, more integrated ways that meet our emotional needs. Loneliness is not the problem. It is a consequence of living in societies that are often disconnected and fragmented.

    The solution? We cannot change the essentials of human nature – and nor should we try. But we can be a little kinder to ourselves, speak to each other a little more, and cultivate compassion for ourselves and other people.

    We need to connect with each other better and more. We can. We should. We will.

  • MIL-OSI United Kingdom: York has the fewest pregnant smokers in Yorkshire

    York has the lowest rate of pregnant women smoking in Yorkshire and the Humber at the time of delivery, new figures have revealed.

    According to new data published by NHS England Statistics on Women’s Smoking Status at Time of Delivery: Data tables – NHS England Digital only 4.6 per cent (65 women) smoked in York, at the time of their delivery. This shows a significant drop, when compared to figures in 2020, which were 10.4 per cent (167 women).

    Many women have been supported to help quit for good through help from the Health Trainers.

    Cllr Lucy Steels- Walshaw, Executive Member for Health, Wellbeing and Adult Social Care at City of York Council, said “Stopping smoking during pregnancy is a positive step you can take for the health of you and your baby.

    “Stopping smoking can be challenging, but you do not have to face this alone. The council’s health trainers can offer support tailored to your needs and look at techniques and strategies to keep you motivated on your journey to becoming smoke free”.

    The Health Trainers offer an incentive scheme of £170 in shopping vouchers which are offered, if they continue to quit during their pregnancy and quit for good.

    Lucy Evans, from Acomb, gave birth at full term to a 7lb 14oz healthy baby girl, Violet, 12 weeks ago. She stopped smoking a week after her first health trainer appointment early in her pregnancy, and received free nicotine gum and patches as well as one-to-one support sessions.

    She has just received her final voucher this week, which she plans to spend on clothes for Violet and a treat for herself.

    She said: “I wanted to quit to make sure my baby was healthy and would definitely recommend this scheme, you get so much support and help and it makes you want to quit even more.

    “I feel a lot healthier, I’m not coughing as much and am breathing better, and I feel like I can handle stress a lot better as I’m not relying on smoking.”

    Across the region, the Smoking at Time of Delivery (SATOD) data shows that 7.5 per cent (3,901) of pregnant women across Yorkshire and the Humber were recorded as smoking in 2024/25.

    This is 1.8 per cent lower than the previous year, when maternal smoking rates were 9.3 per cent across the region. This equates to 642 fewer women smoking compared to last year.

    This is the lowest rate of smoking during pregnancy recorded in Yorkshire and the Humber since data began to be collected. This also reflects improvement across England as a whole, where SATOD rates fell to 6.1 per cent from 7.4 per cent last year.

    Smoking during pregnancy significantly increases the risk of harm to both mother and baby. It increases the risk of stillbirth, miscarriage, and sudden infant death. Children born to parents who smoke are also more likely to experience respiratory illness, learning difficulties, and diabetes, and are more likely to grow up to be smokers when compared to children born into smoke-free households.

    As well as the health harms caused by smoking during pregnancy, it also adds to the cost of living and pushes families further into poverty. The average smoker spends £3,000 per year on tobacco, with younger women from the most deprived areas being the most likely to smoke and be exposed to second-hand smoke during pregnancy.

  • MIL-OSI Analysis: Israel-Iran war recalls the 2003 US invasion of Iraq – a war my undergraduate students see as a relic of the past

    After 12 days of trading deadly airstrikes, Israel and Iran confirmed on June 24, 2025, that a ceasefire is in effect, one day after President Donald Trump proclaimed the countries reached a deal to end fighting. Experts are wondering how long the ceasefire, which does not contain any specific conditions, will hold.

    Meanwhile, Republicans and Democrats alike have debated whether the Trump administration’s decision to bomb Iran’s three nuclear facilities on June 22 constituted an unofficial declaration of war – since Trump has not asked Congress to formally declare war against Iran.

    The United States’ involvement in the fighting between Iran and Israel, which Israel started on June 12, has also sparked concerned comparisons with the eight-year war the U.S. waged in Iraq, another Middle Eastern country.

    The U.S. invaded Iraq more than 20 years ago in March 2003, claiming it had to disarm the Iraqi government of weapons of mass destruction and end the dictatorial rule of President Saddam Hussein. U.S. soldiers captured Saddam in December 2003, but the war dragged on through 2011.

    A 15-month search by U.S. and United Nations inspectors revealed in 2004 that Iraq had no weapons of mass destruction to seize.

    The Trump administration, bolstered by the Israeli government, has claimed that Iran’s development of nuclear weapons represents an imminent, dangerous threat to Western countries and the rest of the world. Iran says that its nuclear development program is for civilian use. While the International Atomic Energy Agency, an independent organization that is part of the United Nations, monitors Iran and other countries’ nuclear development work, Iran has not complied with recent IAEA requests for information about its nuclear program.

    Trump has also called for regime change in Iran, writing on his Truth Social media platform on June 22 that he wants to “Make Iran Great Again”, though he has since walked back that plan. The case of U.S. involvement in Iraq might offer some lessons in this current moment.

    The start and cost of the Iraq War

    The conflict between Western powers and Iraq dragged on until 2011. More than 4,600 American soldiers died in combat – and thousands more died by suicide after they returned home.

    More than 288,000 Iraqis, including fighters and civilians, have died from war-related violence since the invasion.

    The war cost the U.S. over $2 trillion.

    And Iraq is still dealing with widespread political violence between rival religious-political groups and an unstable government.

    Most of these problems stem directly or indirectly from the war. The 2003 U.S. invasion of Iraq and the war that followed are defining events in the histories of both countries – and the region. Yet, for many young people in the United States, drawing a connection between the war and its present-day impact is becoming more difficult. For them, the war is an artifact of the past.

    I am a Middle East historian and an Islamic studies scholar who teaches two undergraduate courses that cover the 2003 invasion and the Iraq War. My courses attract students who hope to work in politics, law, government and nonprofit groups, and whose personal backgrounds include a range of religious traditions, immigration histories and racial identities.

    The stories of the invasion and subsequent war resonate with them in the same way that stories of other past events do – they’re eager to learn from them, but don’t see them as directly connected to their lives.

    A generational shift

    Since I started teaching courses related to the Iraq War in 2010, my students have shifted from millennials to Generation Z. The latter were born between the mid-1990s and early 2010s. There has also been a change in how these students understand major early 21st-century events, including the U.S. invasion of Iraq.

    I teach this event by showing things like former President George W. Bush’s March 19, 2003, televised announcement of the invasion.

    I also teach it through the flow of my lived experience. That includes remembering the Feb. 15, 2003, anti-war protests that took place in over 600 cities around the world as an effort to prevent what appeared to be an inevitable war. And I show students aspects of material culture, like the “Iraqi most wanted” deck of playing cards, distributed to deployed U.S. military personnel in Iraq, who used the cards for games and to help them identify key figures in the Iraq government.

    The millennial students I taught around 2010 recalled the U.S. invasion of Iraq from their early teen years – a confusing but foundational moment in their personal timelines.

    But for the Gen-Z students I teach today, the invasion sits firmly in the past, as a part of history.

    Why this matters

    Since the mid-2010s, I have not been able to expect students to enroll in my course with personal prior knowledge about the invasion and war that followed. In 2013, my students would tell me that their childhoods had been defined by a United States at war – even if those wars happened far from U.S. soil.

    Millennial students considered the trifecta of 9/11, the war in Afghanistan and the war in Iraq to be defining events in their lives. The U.S. and its allies launched airstrikes against al-Qaida and Taliban targets in Afghanistan on Oct. 7, 2001, less than a month after the Sept. 11 terrorist attacks. This followed the Taliban refusing to hand over Osama bin Laden, the architect of 9/11.

    By 2021, my students considered Bush’s actions with the same level of abstract curiosity that they had brought to the class’s earlier examination of the 1957 Eisenhower Doctrine, which said that a country could request help from U.S. military forces if it was being threatened by another country, and was used to justify U.S. military involvement in Lebanon in 1958.

    On an educational level, this means that I now provide much more background information on the first the Gulf War, the 2000 presidential elections, the Bush presidency, the immediate U.S. responses to 9/11 and the Afghanistan invasion than I had to do before. All of these events help students better understand why the U.S. invaded Iraq and why Americans felt so strongly about the military action – whether they were for or against the invasion.

    The Iraq invasion lost popularity among Americans within two years. In March 2003, 71% of Americans said that the U.S. made the right decision to use military force in Iraq.

    That percentage dropped to 47% in 2005, following the revelation that there were no weapons of mass destruction. Yet those supporters continued to strongly endorse the invasion in later polls.

    In 2018, just over half of Americans believed that the U.S. failed to achieve its goals, however those goals might have been defined in Iraq.

    A new set of priorities

    Older Americans age 65 and up are more likely than young people to prioritize foreign policy issues, including maintaining a U.S. military advantage.

    Younger Americans – age 18 to 39 – say the top issues that require urgency are providing support to refugees and limiting U.S. military commitments abroad, according to a 2021 Pew research survey.

    Generation Z members are also less likely than older Americans to think that the U.S. should act by itself in defending or protecting democracy around the world, according to a 2019 poll by the think tank Center for American Progress.

    They also agree with the statement that the United States’ “wars in the Middle East and Afghanistan were a waste of time, lives, and taxpayer money and they did nothing to make us safer at home.” They prefer that the U.S. use economic and diplomatic means, rather than military intervention, to advance American interests around the world.

    Israel’s conflict with Iran may not flare again and give way to more airstrikes and violence. If the countries resume fighting, however, their conflict threatens to draw in Lebanon, Qatar and other countries in the Middle East, as well as likely the U.S. – and to drag on for a long time.

  • MIL-OSI Analysis: Oil shocks in the 1970s drove rapid changes in transport. It could happen again if Middle East tensions continue

    As the world watches the US–Iran situation with concern, the ripple effect from these events are reaching global oil supply chains – and exposing their fragility.

    If Iran closes the Strait of Hormuz as it is considering, it would restrict the global oil trade and trigger energy chaos.

    Petrol in some Australian cities could hit A$2.50 a litre according to some economists. As global instability worsens, other experts warn price spikes are increasingly likely.

    What would happen next? There is a precedent: the oil shocks of the 1970s, when oil prices quadrupled. The shock drove rapid change, from more efficient cars to sudden interest in alternative energy sources. This time, motorists would likely switch to electric vehicles.

    If this crisis continues or if another one flares up, it could mark a turning point in Australia’s long dependence on foreign oil.

    What would an oil shock mean?

    Australia currently imports 80% of its liquid fuels, the highest level on record. If the flow of oil stopped, we would have about 50 days worth in storage before we ran out.

    Our cars, buses, trucks and planes run overwhelmingly on petrol and diesel. Almost three-quarters (74%) of these liquid fuels are used in transport, with road transport accounting for more than half (54%) of all liquid fuels. Australia is highly exposed to global supply shocks.

    The best available option to reduce dependence on oil imports is to electrify transport.

    How does Australia compare on EVs?

    EV uptake in Australia continues to lag behind global leaders. In 2024, EVs accounted for 9.65% of new car sales in Australia, up from 8.45% in 2023.

    In the first quarter of 2025, EVs were 6.3% of new car sales, a decline from 7.4% in the final quarter of 2024.

    Norway remains the global leader, with battery-electric passenger cars making up 88.9% of sales in 2024. The United Kingdom also saw significant growth – EVs hit almost 20% of new car registrations in 2024.

    In China, EVs made up 40.9% of new car sales in 2024. The 12.87 million cars sold represent three-quarters of total EV sales worldwide.

    One reason for Australia’s sluggishness is a lack of reliable public chargers. While charging infrastructure is expanding, large parts of regional Australia still lack reliable access to EV charging.

    Until recently, Australia’s fuel efficiency standards were among the weakest in the OECD. Earlier this year, the government’s new standards came into force. These are expected to boost EV uptake.

    Could global tensions trigger faster action?

    If history is any guide, oil shocks lead to long-term change.

    The 1970s oil shocks triggered waves of energy reform.

    When global oil prices quadrupled in 1973–74, many nations were forced to reconsider where they got their energy. A few years later, the 1979 Iranian Revolution caused another major supply disruption, sending oil prices soaring and pushing much of the world into recession.

    These shocks drove the formation of the International Energy Agency in 1974, spurred alternative energy investment and led to advances in fuel-efficiency standards.

    Much more recently, Russia’s invasion of Ukraine pushed the European Union to face up to its reliance on Russian gas and find alternatives by importing gas from different countries and accelerating the clean energy shift.

    Clearly, energy shocks can be catalysts for long-term structural change in how we produce and consume energy.

    The new crisis could do the same, but only if policy catches up.

    If fuel prices shot up and stayed there, consumer behaviour would begin to shift. People would drive less and seek alternate forms of transport. Over time, more would look for better ways to get around.

    But without stronger support such as incentives, infrastructure and fuel security planning, shifting consumer preferences could be too slow to matter.

    A clean-energy future is more secure

    Cutting oil dependency through electrification isn’t just good for the climate. It’s also a hedge against future price shocks and supply disruptions.

    Transport is now Australia’s third-largest source of greenhouse gas emissions. Now that emissions are falling in the electricity sector, transport will be the highest emitting sector emissions source as soon as 2030.

    Building a cleaner transport system also means building a more resilient one. Charging EVs on locally produced renewable power cuts our exposure to global oil markets. So do biofuels, better public transport and smarter urban planning.

    Improving domestic energy resilience isn’t just about climate targets. It’s about economic stability and national security. Clean local energy sources reduce vulnerability to events beyond our control.

    What can we learn from China?

    China offers a compelling case study. The nation of 1.4 billion faces real oil security challenges. In response, Beijing has spent the past decade building a domestic clean energy ecosystem to reduce oil dependency and cut emissions.

    This is now bearing fruit. Last year, China’s oil imports had the first sustained fall in nearly two decades. Crude oil imports fell 1.5%, while oil refinery activity also fell due to lower demand.

    China’s rapid shift to EVs and clean energy shows how long-term planning and targeted investment can pay off on climate and energy security.

    What we do next matters

    The rolling crises of 2025 present Australian policymakers a rare alignment of interests. What’s good for the climate, for consumers and for national security may now be the same thing.

    Real change will require more than sustained high petrol prices. It demands political will, targeted investment and a long-term vision for clean, resilient transport.

    Doing nothing has a real cost – not just in what we pay at the service station, but in how vulnerable we remain to events a long way away.

  • MIL-OSI Economics: Performance of Private Corporate Business Sector during 2024-25

    Today, the Reserve Bank released data on the performance of the private corporate sector during 2024-25 drawn from abridged financial results of 3,902 listed non-government non-financial (NGNF) companies. Corresponding data pertaining to 2023-24 are also presented in the tables to enable comparison.     Highlights

    Sales

    • During 2024-25, sales growth of listed private non-financial companies improved to 7.2 per cent from a low of 4.7 per cent during the previous year (Tables 1A).

    • Sales of manufacturing sector companies rose by 6.0 per cent during 2024-25 as compared to 3.5 per cent growth in the previous year, mainly led by automobiles, electrical machinery, food & beverages and pharmaceuticals industries. On the other hand, among the major industries, petroleum and iron & steel industries recorded contraction in their sales during 2024-25 (Tables 2A and 5A, Chart 1).

    • Despite global headwinds, sales growth of IT companies improved to 7.1 per cent during 2024-25 from 5.5 per cent in the previous year. Non-IT services companies recorded double digit sales growth during 2024-25, led by healthy performance of telecommunication, transport & storage services and wholesale & retail trade industries.

    Expenditure

    • In line with acceleration in sales, manufacturing companies’ expenses on raw material rose by 6.6 per cent during 2024-25; raw material to sales ratio increased to 55.7 per cent in 2024-25 from 54.2 per cent a year ago, pointing to input cost pressure (Table 2A and 2B).

    • Staff cost rose by 10.0 per cent, 4.4 per cent and 12.0 per cent during 2024-25 for manufacturing, IT and non-IT services companies, respectively; staff cost to sales ratio broadly remained stable for manufacturing companies while it moderated for services companies.

    Pricing power

    • With increase in the input costs, operating profit growth of manufacturing companies moderated to 6.0 per cent during 2024-25 from 12.4 per cent in the previous year; within services sector, profit growth moderated to 15.9 per cent in 2024-25 for the non-IT services companies, while it inched up to 6.1 per cent for IT companies (Table 2A).

    • During 2024-25, operating profit margin moderated by 20 basis points (bps), 80 bps and 30 bps to 14.2 per cent, 21.9 per cent and 22.1 per cent, respectively, for manufacturing, IT and non-IT services companies (Table 2B, Chart 2).

    BEIJING, June 26 (Xinhua) — The “China’s Xinjiang – Central Asia” media salon was held Wednesday at the scenic Hoshanhong Distillery tourist area in Turpan, northwest China’s Xinjiang Uygur Autonomous Region. Twenty-three media representatives from China, Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan and Turkey watched the documentary “Turpan – A Place I Dreamed About.”

    The event was attended by the film’s creator Muhammad Obidov, who is also the chairman of the Union of Journalists of the Fergana Region and the editor-in-chief of the Fergana Pravda newspaper. This film was shot under his supervision in Turfan in August 2024.

    As M. Obidov said, he came to Turpan in 2023, taking advantage of the opportunity to record an interview as a journalist. After spending just one day there, he was deeply impressed by the local culture, traditions and natural landscapes, and an idea to make a documentary about this place began to emerge in his head. In 2024, during a second visit to the city, he managed to realize his dream.

    According to M. Obidov, the documentary is currently available for viewing in Uzbek, Russian and Chinese. In Uzbekistan, the film was broadcast on several leading media structures and received a favorable response from the audience.

    “This is a touching documentary that faithfully tells the story of the development of Turpan’s grape industry, the rapidly renewing appearance of the city and the happy life of local residents, which contributes to the humanitarian exchanges between China and Uzbekistan,” said Song Tao, deputy head of the Propaganda Department of the CPC Committee of Turpan City.

    Turpan, located in the eastern Tianshan Mountains of Xinjiang, is a mountain basin. Despite the dry climate and sparse rainfall, thanks to the wisdom of local residents, it has become a green oasis and a famous wine-growing region in the country.

    According to statistics, by the end of 2024, the area of vineyards in Turpan exceeded 630 thousand mu /42 thousand hectares/, where more than 550 varieties of grapes are grown. It accounts for about 40 percent of the total grape production in Xinjiang. -0-
