    BEIJING, July 20 (Xinhua) — Residents of the southern Chinese island province of Hainan, one of the most popular destinations in China for Russian tourists, will have a new chance to enjoy magnificent Russian art. An exhibition of masterpieces by contemporary Russian artists opened at the Hainan Provincial Museum on Friday and will run until Oct. 8.

    According to the official website of the Hainan Provincial Department of Tourism, Culture, Broadcasting and Sports, as one of the highlights of the cultural exchange projects within the framework of the China-Russia Cross Culture Years, the exhibition features representative works by 10 outstanding contemporary artists from Russia, including the famous sculptor Andrei Kovalchuk and landscape artist Nikolai Kuznetsov.

    The exhibition’s organizer, Zhu Yufeng, hopes that residents of Hainan Province, for which Russia is one of the main sources of foreign tourists, will be able to actively visit the exhibition and personally experience the charm of remarkable Russian art.

    In the middle of the exhibition center in the museum stands the work of A. Kovalchuk – the easel sculpture “Ballerina Anna Pavlova”, which greatly attracted the attention of the tourist Zhong Hui, who arrived in Hainan for the first time.

    “How lovely the muscular texture and expression of the ballerina’s face are!” she said. “I have heard admiration from other young visitors, and I believe that such a masterpiece contributes to the aesthetic education and upbringing of children.”

    QINGDAO, July 20 (Xinhua) — Belarus-China cultural cooperation has become closer in recent years.     Khankendi /Azerbaijan/, July 20 /Xinhua/ — “We have reached one of the highest levels of interstate relations with the People’s Republic of China,” Azerbaijani President Ilham Aliyev said on Saturday, answering a question from a Xinhua correspondent during the third Shusha Global Media Forum held in the city of Khankendi.

    Speaking about the Azerbaijani-Chinese relations, President I. Aliyev emphasized that they are at the stage of “comprehensive strategic partnership”. “We have met with Chairman Xi Jinping several times – last year on the sidelines of the international summit and this year during the state visit. As a result, two key documents were signed: on strategic partnership and on comprehensive strategic partnership,” he said.

  • MIL-OSI Africa: President Museveni Calls for Household Census in Kampala to Refine Parish Development Model (PDM) Budgeting

    President Yoweri Kaguta Museveni has directed local authorities in Kampala’s five divisions to establish accurate data on the number of households within their jurisdictions to help in the equitable allocation of funds under the Parish Development Model (PDM).

    The call was made on Saturday, July 19, 2025, during his visit to Kyambogo Complex Parish in Nakawa Division, where he met with PDM beneficiaries, including a standout success story, Ms. Mbabazi Lillian.

    The President emphasized the need for a data-driven approach to planning and budgeting for the PDM program, highlighting that the uniform allocation of UGX 100 million per parish annually is insufficient for urban centers with dense populations and high demand for financial support.

    “So, this is the kibalo (calculation) I want in the town: to know how many parishes and how many homesteads are in each parish so that when we plan, we shall give over one million, plus some additional funding, based on the number of homes in that parish,” said President Museveni.

    He noted that urban parishes, like those in Kampala, are experiencing overwhelming demand for PDM funds, and the current funding structure fails to cater effectively to the high number of eligible households.

    During the meeting, President Museveni who was accompanied by the First Lady and Minister of Education and Sports, Maama Janet Kataaha Museveni, also toured the poultry enterprise of Ms. Mbabazi, a PDM beneficiary who used her UGX 1 million funding to launch a successful poultry business.

    Mbabazi initially purchased 125 broiler chicks with UGX 350,000 and invested the remaining funds in feed and poultry housing. After a month, she sold the broilers for UGX 1.5 million and reinvested in a second round, earning UGX 2.6 million. Her success did not stop there. She later bought 250 more chicks at UGX 700,000 and sold them for UGX 3.2 million. Eventually, she transitioned into layer chicken farming for egg production, purchasing chicks at UGX 6,500 each. After three months, her hens began laying, and she now collects six trays of eggs daily.

    Standing beside her husband, Mr. Samuel Rukundo, Mbabazi expressed gratitude to the President and the government for initiating the PDM.

    “Now I have some achievement because I was badly off due to COVID-19. My children now go to school, and we’re doing well. I have UGX 3 million in savings and have also started a small juice and chips business,” she said.

    Despite her success, she voiced concern over her lack of permanent land, stating that her current residence is on Kyambogo University property, which restricts her expansion.

    Moved by her story, President Museveni congratulated Mbabazi for exemplifying the benefits of PDM when effectively implemented.

    He offered her UGX 10 million to scale up her poultry business and pledged to buy her two acres of land for permanent settlement and farming.

    “When I come here and see that Rukundo and Mbabazi have implemented one of the seven items under the four-acre model, then I feel very happy,” President Museveni stated.

    Additionally, the President extended UGX 10 million in cash to each PDM beneficiary from the Kyambogo complex parish.

    President Museveni used the opportunity to reflect on Uganda’s economic transformation journey since independence. He underscored the challenge of transitioning the population from subsistence farming to a money economy, citing that in the 1960s, only 4% of households were integrated into the monetary system.

    He explained that Uganda’s traditional economy revolved around “3 Cs and 3 Ts”—cotton, copper, coffee, tobacco, tea, and tourism. While some communities, particularly in Buganda and Northern Uganda, engaged in commercial farming, the majority remained in subsistence agriculture.

    “In my district, Ntungamo, there were six shops for Indians and Arabs. But we had land, banana plantations, and cows, just for home consumption. This has been our struggle,” President Museveni said.

    To reverse this, he initiated the four-acre model, a strategic framework advocating for diversified farming focusing on items such as coffee, fruits, pasture for dairy, food crops, and backyard enterprises such as poultry, piggery, or fish farming.

    “Those who listened have moved. Masaka focused on coffee and is doing well. Poultry and dairy are also transforming lives,” he remarked.

    President Museveni narrated the historical evolution of government-led wealth creation initiatives, from the Entandikwa program through LC structures to NAADS and eventually Operation Wealth Creation (OWC). While OWC saw a marked improvement in integrating Ugandans into the money economy, reaching 61% by 2020, President Museveni expressed discontent over reports of favoritism by UPDF officers.

    “I started hearing stories that the soldiers were “baali beegabira bokka” (giving to friends and relatives), spoiling the name of the UPDF. I told them, let the army get out. Let’s give money directly to people at their parishes. If they misuse it, God is there; he will deal with them,” the President said.

    He cited the success of Mbabazi as a vindication of the shift to direct disbursement of funds under the PDM.

    Highlighting the case of Kawempe Division, President Museveni noted that with 22 parishes each receiving UGX 100 million annually, a total of UGX 6.6 billion has been injected into approximately 7,000 households over the past three years.

    “This money, if used wisely, can transform lives. You don’t need a moneylender who charges UGX 400,000 per month, UGX 5.8 million a year. With PDM, you return UGX 1 million plus UGX 120,000 interest in two years,” H.E. Museveni explained, further urging beneficiaries to understand the revolving nature of PDM and not expect lump-sum access to the fund, emphasizing that with patience, all will benefit.

    President Museveni’s visit to Kyambogo marked one of the penultimate events of his nationwide PDM sensitization tour, which has seen him crisscross the country to evaluate impact, inspire uptake, and recalibrate the program’s delivery.

    The grand finale will be held on Sunday, July 20, 2025, at Kololo Independence Grounds in Kampala, where a mega rally is expected to draw thousands of Kampala residents.

    The event in Kyambogo was also attended by key government figures, including Government Chief Whip Hon. Hamson Denis Obua, National PDM Coordinator Hon.     Union Home Minister and Minister of Cooperation Amit Shah on Saturday inaugurated and laid foundation stones for development projects worth ₹1,271 crore in Uttarakhand, during the ‘Uttarakhand Investment Festival 2025’ held in Dehradun. The event also marked the realization of ₹1 lakh crore worth of investment in the hill state, following commitments made during the 2023 Global Investors Summit.

    The event was attended by Uttarakhand Chief Minister Pushkar Singh Dhami, Assembly Speaker Ritu Khanduri Bhushan, Union Minister of State for Road Transport and Highways Ajay Tamta, and Yoga Guru Baba Ramdev, among other dignitaries.

    Speaking at the event, Shah praised the state government for successfully translating investment MoUs into action. “At the 2023 Global Investors Summit, Uttarakhand received MoUs worth ₹3.56 lakh crore. Today, ₹1 lakh crore worth of investments have materialized, creating over 81,000 jobs. Ancillary industries are expected to generate another 2.5 lakh employment opportunities,” he said.

    Shah lauded the Dhami-led administration for maintaining a balance between industrial growth and environmental sustainability. “Bringing investment to a landlocked, hilly state like Uttarakhand is no small feat. But the Chief Minister has achieved this by ensuring transparent policies, swift implementation, and strategic planning,” he added.

    Highlighting Uttarakhand’s spiritual and cultural importance, Shah described it as the “Dev Bhoomi,” and emphasized that no force could hinder its progress. “This is the land of one Jyotirlinga, three Shakti Peethas, the Char Dham, Panch Prayag, Panch Kedar, and Sapt Badri. Uttarakhand represents a confluence of nature, culture, and spirituality,” he said.

    He announced that infrastructure projects like the ₹2,700 crore Govind Ghat–Hemkund Sahib ropeway and the ₹4,000 crore Sonprayag–Kedarnath ropeway would further boost tourism. “Once the Char Dham all-weather road project is complete, tourists will visit Uttarakhand year-round,” he said.

    The home minister also targeted the opposition for allegedly obstructing development works. “The practice of disrupting state development must stop. When the state progresses, it is the responsibility of every political party to support it,” he remarked.

    On national development, Shah said that the Modi government had shattered the belief that industrial progress and welfare couldn’t go hand in hand. “From free food grains to over 80 crore people, to free medical treatment under Ayushman Bharat, to tap water and toilets for crores of households — these efforts prove inclusive growth is possible,” he said.

    Shah further added that Uttarakhand was benefiting from stable policies and sector-specific initiatives such as tourism, AYUSH, startups, film policy, and logistics. Ayurveda, yoga, organic farming, and natural therapies, he said, would form the four pillars of the state’s development.

    Drawing comparisons with the UPA era, Shah said that while the previous government provided ₹53,000 crore to Uttarakhand between 2004 and 2014, the Modi-led government had allocated ₹1.86 lakh crore from 2014 to 2024. “This includes ₹31,000 crore for roads, ₹40,000 crore for railways, and ₹100 crore for airport development. Overall, the funding has been more than four times higher,” he said.

    Shah said that Prime Minister Narendra Modi had laid the foundation for a developed India by 2047, and that dream would not be possible without the holistic development of small and eastern states, including Uttarakhand.

    WASHINGTON, July 20 (Xinhua) — The U.S. government on Saturday announced new restrictions on flights from Mexico, accusing Mexico of violating a bilateral aviation agreement on market access and fair competition.

    Mexico has been in non-compliance with the U.S.-Mexico Air Services Agreement, signed in 2015, since 2022 “after unilaterally revoking slots and then forcing U.S. cargo airlines to relocate their operations,” the U.S. Department of Transportation said in a statement.

    Then-Mexico President Andrés Manuel López Obrador argued that the capital’s Benito Juárez Airport (MEX) was overloaded and needed to be rebuilt ahead of the 2026 World Cup, which will be partly hosted in Mexico. He also claimed that a new airport 30 miles (48 km) from the capital would be able to handle the extra traffic.

    “By restricting slots and requiring cargo operations to be moved away from MEX, Mexico has violated its commitments, destabilized the market, and imposed millions of dollars in additional costs on U.S. companies,” the statement said.

    U.S. Transportation Secretary Sean Duffy announced three measures under the “America First” policy, which include requiring Mexican airlines to submit all U.S. flight schedules to the U.S. Department of Transportation, requiring pre-approval from the department before chartering large passenger or cargo aircraft to and from the U.S., and potentially waiving antitrust immunity for the joint venture between Delta Air Lines and Aeromexico, Mexico’s flag carrier, to address competition in the marketplace.

    Delta and Aeromexico, which began their partnership in 2016, have been fighting the ministry’s threats since early last year. The airlines argue that it is unfair to punish them for the Mexican government’s actions. They estimate that ending the partnership would impact nearly two dozen routes and result in a loss of about $800 million.

    The ministry said it reserves the right to reject requests for flights from Mexico if the country fails to take action.

    Mexico has been the most popular international destination for American tourists for many years, with about 45 million foreign tourists visiting the country in 2024, according to Mexico’s National Institute of Statistics and Geography. –0–

  • MIL-OSI China: Cambodia launches 1st Siem Reap-Shenzhen direct flight

    Cambodia’s national flag carrier, Air Cambodia, has launched its first direct flight between northwest Cambodia’s Siem Reap province and southern China’s Shenzhen city, the airline operator said in a press release.

    Air Cambodia flight K6929 landed at the Siem Reap Angkor International Airport (SAI) on Friday from Shenzhen, carrying a full load of passengers.

    “This marks the inauguration of the first direct flight route between Angkor Wat, a UNESCO World Heritage site, and Shenzhen,” the press release said.

    The SAI held a water salute to welcome the inaugural flight under the presence of Chea Aun, standing secretary of state at Cambodia’s State Secretariat of Civil Aviation, Siem Reap Deputy Governor Ngouv Sengkak, and Hang Sandap, undersecretary of state at Cambodia’s Ministry of Tourism, among others.

    Zhan David, vice chairman and chief executive officer of Air Cambodia, said the launch of this new route is expected to significantly boost tourist flows from China’s Guangdong-Hong Kong-Macao Greater Bay Area to Cambodia.

    “It not only facilitates tourism from the Greater Bay Area and beyond but also encourages large numbers of European and American tourists currently in Siem Reap to travel to China,” he said.

    Zhan added that the new route will also inject fresh momentum into the Cambodia-China Tourism Year 2025.

    According to the press release, the direct flight is operated weekly, departing Siem Reap every Thursday at 9:30 p.m. local time and returning from Shenzhen to Siem Reap at 6:20 a.m. on Friday.

    The flight includes both business and economy class, with a one-way journey time of approximately 2 hours and 30 minutes.

  • Death toll rises to 37 after cruise ship capsizes in Vietnam’s Ha Long Bay

    Tragedy struck northern Vietnam as a cruise ship carrying dozens of tourists capsized in Ha Long Bay, Quang Ninh province, following a sudden and severe storm. According to the Vietnam News Agency, the death toll has now risen to 37, with rescue operations still underway.

    The incident occurred on Saturday around 1:30 p.m. local time, when the vessel encountered a powerful storm that swept across the region. By 2:05 p.m., the ship had lost all contact with authorities and subsequently sank beneath the waters of the bay, officials confirmed.

    The cruise boat was carrying 48 passengers at the time — 24 men and 24 women — many of them reportedly young people and children.

    Local media outlet Tien Phong reported that most of the passengers were Vietnamese families visiting the UNESCO World Heritage site from the capital, Hanoi.

    Despite challenging weather conditions and heavy rainfall, rescue teams have managed to pull 11 people from the water alive. However, dozens remain missing, prompting a large-scale rescue effort that is expected to continue through the night.

    Prime Minister Pham Minh Chinh extended his heartfelt condolences to the families of the deceased and has called for a thorough investigation into the accident.

    In a statement, the government emphasised that any violations contributing to the incident would be “strictly handled.”

    Ha Long Bay, famed for its emerald waters and thousands of towering limestone islands, is one of Vietnam’s top tourist attractions. In 2019 alone, it welcomed over 4 million visitors, both domestic and international.

    As the search for survivors continues, the nation mourns the lives lost in one of its most iconic natural landmarks.

    Yizu Dage, a traditional folk art of the Yi ethnic group usually performed during festivals, weddings, funerals and other gathering occasions, has a history of about 10 centuries and was listed as a national-level intangible cultural heritage in 2008. Weishan is dubbed “cradle of Yizu Dage.”

    A total of 47 people have been recovered, including 10 survivors and 37 confirmed dead, after a cruise ship capsized in Ha Long Bay, northern Vietnam, Vietnam News Agency reported on Sunday.

    The wreck was salvaged and towed ashore on early Sunday morning for further investigation.

    The ship sank on Saturday afternoon while carrying 48 Vietnamese tourists on a sightseeing tour.

    Five crew members were also on board, according to the state-owned media.

    Under the direction of Vietnamese Deputy Prime Minister Tran Hong Ha, authorities in Quang Ninh province deployed four large vessels and core rescue forces to support the salvage operation.

    Rescue teams are now racing to search for missing people as Typhoon Wipha is approaching the area, local media VnExpress reported.

    The second meeting of the Russian-Vietnamese working group on tourism was held via videoconference on July 10. The Russian side was headed by Deputy Director of the Department of Multilateral Economic Cooperation and Special Projects of the Ministry of Economic Development of Russia Igor Maksimov, the Vietnamese side was headed by Deputy Chairman of the National Administration of Tourism of Vietnam Ha Van Sieu.     “The positive dynamics of growth in tourist flows is primarily due to the resumption of direct flights and the gradual easing of the visa regime. A visa-free entry regime for up to 45 days has been introduced for Russian tourists. Citizens of Vietnam, in turn, can apply for an electronic visa to Russia,” said Igor Maksimov.

    The Russian side separately thanked the Vietnamese partners for the initiative to sign an interdepartmental memorandum on cooperation in the field of tourism in May this year. The document is aimed at exchanging best practices in the field of tourism and hospitality, mutual promotion and further strengthening of business cooperation.

    Business cooperation between the two countries is developing: Russian and Vietnamese partners hold joint events, participate in international exhibitions and forums. The interaction of tourist aggregators is strengthening – the Ostrovok website offers about 26 thousand accommodation options available for booking in Vietnam.

    Following the meeting, the parties agreed to continue working together to create comfortable and safe conditions for tourists to stay in both countries.

    The Government has today confirmed its support for bids to host the 2029 World Athletics Championships and the 2029 World Para Athletics Championships; setting out our ambition to see the sport’s pinnacle events return to the UK for the first time since the summer of 2017.

    A bid would aim to boost the UK economy, further strengthen the country’s outstanding reputation for hosting the biggest and best events, and encourage more people to get involved in track and field.

    Prime Minister Keir Starmer said:

    Bringing the World Athletics Championships to the UK would be moment of great national pride, building on our global reputation for hosting memorable sporting events that showcase the very best talent.

    Hosting these championships would not only unlock opportunities for UK athletes but it would inspire the next generation to get involved and pursue their ambitions.

    The event would provide a boost for UK businesses and support jobs as well as bring our communities together. I’m delighted to support the bid.

    The London Stadium, etched into the public’s memory for hosting the iconic 2012 Olympic and Paralympic Games as well as the hugely successful 2017 World Championships, is the proposed venue for the 2029 World Athletics Championships.

    Meanwhile, the Government is committed to taking the World Paras beyond the capital, with a host city to be confirmed in due course.

    Summer in Yunnan is a vibrant tapestry of cool tourism and mushroom picking: from admiring breathtaking scenery to sampling wild mushroom delicacies and exploring the secrets of tropical forests. These diverse tourism industries combine to create a thriving summer economy that attracts tourists from both China and abroad.

    “Puzhehei is a dream, a serene place where dusk turns to dawn, where every taste and touch leaves traces too vivid to forget and too deep to describe,” wrote American Lia last year after visiting the famous Puzhehei scenic area in Yunnan Province.

    Almost a year later, Leah and her family returned to this small Chinese village and spent a few days enjoying another lazy summer.

    Yunnan’s reputation as a cool place on Earth goes back centuries. When asked why Yunnan residents rarely use air conditioning, the answer is almost universal: there is no need.

    According to climate data from national meteorological stations in Yunnan, the average July temperature in the province is 21.9 degrees Celsius, with 71 counties within the “comfortable” range for humans. Moreover, 55 percent of the province’s districts and counties are suitable for the development of “cool” tourism.

    More and more tourists are moving from “short stops” to “poetic living”, exploring the lifestyle that suits them best in places like Lijiang, Shangri-La and Qujing.

    Yunnan’s climate advantages are now turning into tangible economic benefits. According to the latest tourism statistics, Yunnan received 371 million visitors from January to June this year, up 10.8 percent year-on-year. Total tourism expenditure reached 658.4 billion yuan (about $92 billion), up 10.5 percent year-on-year.

    This year, Yunnan has been innovating in industry integration, creating new growth points such as staycations, overnight tours and inbound tourism. Data shows that in the first half of this year, the number of travelers choosing to stay in Yunnan exceeded 2.8 million, up 45.4 percent year-on-year.

    HANGZHOU, July 19 (Xinhua) — Lishui International Airport in southern east China’s Zhejiang Province officially opened for business on Friday.

    On the same day in the afternoon, the first flight, CA1873, from Beijing Capital International Airport arrived at the airport and landed successfully.

    BEIJING, July 19 (Xinhua) — In early summer, azure waves ripple gently across the Qinhuangdao Port in north China’s Hebei Province, reflecting the bustling skyline of a modern port.

    As an industrial port bay, the major port of Qinhuangdao, which specializes in the export of thermal coal, has previously faced significant pressure to combat pollution. However, a set of decisive measures, including environmental control at all stages of coal transportation through the port, the development of new energy areas, greening and the transformation of old industrial areas into tourist parks, have promoted the symbiosis and joint prosperity of the industrial port and the beautiful harbor.

    COAL PORT “WITHOUT A SPECKLE”

    The 27.66-kilometer coastline of Qinhuangdao Harbor runs from east to west, with much of it taken up by industrial port zones. This vital energy corridor handles about 500,000 tons of coal daily.

    Advanced environmental technologies are applied throughout the entire production cycle “unloading – storage – collection – loading” from the moment the coal train arrives until the cargo ship departs.

    In the eastern part of Qinhuangdao Port, a long train loaded with coal slowly pulls into a covered wagon dumper building. Three wagons with 240 tons of coal are instantly “caught” by the dumper, and after a 150-degree turn, the coal is completely unloaded. The entire process from the entry of the train to the completion of unloading takes less than 3 minutes, with virtually no coal dust visible in the air.

    “I didn’t expect that coal unloading could be so clean and efficient, without a speck of dust, so to speak,” said retired former port worker Sun Xiuben.

    After transportation on closed conveyor belts, the coal is delivered to warehouses enclosed by dust screens. Wang Shuai, senior manager of the environmental health department of Qinhuangdao Port JSC, explained that the main pollutants in the port area are large coal particles. To reduce the spread of dust, closed coal conveyors cover the entire area, and dust collection devices are installed at all transshipment points. Dust suppression systems on wagon dumpers, stackers and collecting machines work synchronously with intelligent watering and vacuuming machines running around the warehouses, preventing and suppressing dust.

    Monitoring data for 2024 show that the comprehensive air quality index of Qinhuangdao Port was 4.03, down 5 percent year on year; PM10 levels dropped 14.3 percent; and total suspended particulate matter decreased 10.1 percent.

    CREATION OF PORT-GARDENS

    Qinhuangdao Port is also betting on new energy and new landscapes, creating a garden port.

    In the eastern area of the port, containers with shore power supply systems have been installed. Large vessels can be connected directly to the terminal’s power grid after mooring, switching off auxiliary diesel generators, which significantly reduces emissions of pollutants into the atmosphere during berthing and increases energy efficiency.

    In addition, Qinhuangdao Port has built a 3.55MW distributed photovoltaic system, with an annual output of about 3 million kW. The port has also steadily increased the proportion of green electricity purchased. In 2024, Qinhuangdao Port purchased about 240 million kW of green electricity, accounting for 80% of the total consumption and equivalent to a reduction of 199,800 tons of CO2 emissions.

    Entering the Guanhai Garden /Sea Viewing Garden/ in the port area, you feel a fresh and pleasant atmosphere. Greenery, flowers, paths, benches made from recycled old parts create a comfortable green space for visitors and port staff.

    In 2018, Qinhuangdao Port established a comprehensive monitoring system covering the entire coastline of the port, which is responsible for coastal cleanliness, coastal ecology restoration, and promoting the construction of a garden port.

    SYNERGY OF ECOLOGY, INDUSTRY AND CULTURE

    During the May Day holiday this year, the Qinhuangdao Port Industrial and Tourism Zone received a record 254,700 visitors, up 247 percent from the same period last year and setting a new record for visits during the holiday.

    Former coal piers, old rails and industrial equipment have become tourist attractions. “It’s both a port and an industrial museum. These ‘steel monsters’ have an industrial aesthetic, every shot is a masterpiece,” said Huang Ying, an amateur photographer from Tianjin, northern China.

    The 127-year-old western area of Qinhuangdao Port is the founding site of the port and Qinhuangdao City itself, witnessing the birth and development of China’s modern industry. In the course of upgrading the port and optimizing its functional zoning, old buildings were reconstructed, greenery was planted, and an industrial and tourist zone was created.

    The historical appearance of the century-old port has been given a new lease of life by modern elements. The intertwining of old rails surrounded by flowers has created a unique sea of flowers; the pier for ships has been transformed into a bay for yachts and sailboats, where tourists can experience the joy of sailing; old warehouses have become cafes and exhibition halls; and such areas as themed products, local cuisine, photo sessions and guest houses are being developed.

    Li Xiuping, a resident of a neighborhood near the port’s industrial and tourist area, often takes walks by the sea with her family. “The old port is gradually turning into a fashionable tourist area, and more and more tourists are coming here. The port has not only given us a beautiful and comfortable coastal environment, but also given new impetus to the development of the city,” she said.

    A meeting of the subcommittee on the implementation of tourism investment projects of federal significance of the Government Commission for the Development of Tourism in the Russian Federation was held under the chairmanship of Deputy Prime Minister Dmitry Chernyshenko.

    The event was also attended by Deputy Minister of Economic Development of Russia Dmitry Vakhrukov, as well as representatives of the Ministry of Construction, the Ministry of Finance, the Ministry of Health, the Ministry of Energy, Rosreestr, JSC Corporation Tourism. RF and others.

    The meeting discussed the organization of work on the implementation of the project of federal year-round resorts “Five Seas and Lake Baikal”.

    Dmitry Chernyshenko emphasized that thanks to the implementation of the project, by 2030 an additional 10 million tourists will be able to vacation per year.

    “On the instructions of President Vladimir Putin, within the framework of the national project “Tourism and Hospitality”, we are working on the federal project “Five Seas and Lake Baikal” with a total funding volume for all projects until 2030 of 103 billion rubles. I would like to note that today we need to prioritize the objects, we will establish the order of projects, especially since there are instructions from the President and a number of initiatives to create resorts in other regions. Thus, the federal project “Five Seas and Lake Baikal” was supplemented by the project “Balaklava Bay” in Sevastopol,” the Deputy Prime Minister noted.

    Deputy Minister of Economic Development of Russia Dmitry Vakhrukov added that the implementation of the project of federal year-round resorts “Five Seas and Lake Baikal” will further increase the number of tourist trips around Russia, as well as expand the number of rooms.

    “Systematic work on the implementation of the federal project is carried out in strict accordance with the approved roadmaps. This indicates a high degree of involvement of the subjects and a clear understanding of the tasks. Most projects are being implemented within the planned timeframes. Work is constantly underway to balance the sources of financing the supporting infrastructure, attract and support investors. We are confident that this approach will contribute to the timely implementation of projects,” he said.

    Dmitry Vakhrukov reminded that the construction of resorts should become one of the priority tasks.

    Governor of Saint Petersburg Alexander Beglov called the Saint Petersburg Marina project significant for the city. To implement it, a structure for financing the construction of road facilities and, to a significant extent, engineering infrastructure has been defined to date. The plans include continuing work on including measures to create road infrastructure and street and road networks in the Infrastructure for Life.

    Deputy Governor of Zaporizhia Region Alexander Zinchenko presented a report on the Primorsk project, Governor of Irkutsk Region Igor Kobzev spoke about the Gates of Baikal and Baikal Sloboda, Deputy Chairman of the Government of the Republic of Buryatia Vyacheslav Sukhorukov – about Magic Baikal. Acting Minister of Resorts, Tourism and Olympic Heritage of Krasnodar Region Mikhail Zaritsky reported on the implementation of the New Anapa project, and Deputy Governor of Sevastopol Maria Litovko presented the Balaklava Bay project in Sevastopol.

    Information was also presented on the projects “Golden Sands” in the Republic of Crimea, “Caspian Coastal Cluster” in the Republic of Dagestan, “Primorye” in Primorsky Krai.

    There are several holiday destinations in southern Europe (e.g. Ibiza, Mallorca, Albufeira, Sunny Beach, Chersonissos, Kos, Split) known for their drinking culture and poor control of whether drinkers are of legal age. This is potentially causing a race to the bottom, with minors opting for holiday destinations which pay scant regard to laws governing minimum drinking age. Minors are encouraged to participate in these trips[1]. Such tourism is also a nuisance to local residents.

    • 1.Does the Commission share the WHO’s view that Europe needs to rethink the place of alcohol in society[2], and take the approach that regulation and supervision of this form of cross-border tourism should be a top priority in this context?
    • 2.Does the Commission share the view that holidays in which excessive underage drinking is encouraged, for example through contractual arrangements between international tour operators and stakeholders in the local hospitality industry, are difficult to reconcile with the EU alcohol strategy[3] and the Commission’s commitment to sustainable tourism, especially the social aspect thereof[4]?

    In the summer of 2025, travelers are most actively booking daily glampings in the Moscow region, Tatarstan, Karelia and Krasnodar Krai.

    According to the Russian Ministry of Economic Development and Avito Travel, the number of bookings in glamping sites has doubled year-on-year. Most often, such sites are rented this summer in the Moscow Region (14% of all bookings), Tatarstan (10%), Karelia (6%), Krasnodar Region (5%) and Nizhny Novgorod Region (4%).

    Among the most popular regions, the demand for glamping sites has grown the most in Samara (6.4 times), Voronezh (3.6 times) and Leningrad regions (2.7 times), Tatarstan (2.6 times), Bashkortostan, Tyumen and Nizhny Novgorod regions (2.4 times in each region). In Moscow region, 80% more such sites were booked than in the summer of last year.

    The largest selection of glamping sites in the summer of 2025 is presented in the Moscow Region: every fourth such facility is located here. The share of the Sverdlovsk Region is 7%, Tatarstan – 6%, Krasnodar Krai, Bashkortostan and Leningrad Region – 4% each. The most noticeable increase in the supply of glamping sites year-on-year was noted in the Saratov (2.7 times) and Samara Regions (2.4 times), Adygea, Voronezh and Chelyabinsk Regions (2.3 times), as well as Bashkortostan and Ryazan Region (2.2 times).

    “Interest in modular hotels in Russia continues to grow, and the state actively supports their creation. Such hotels can be located in popular tourist locations – nature reserves, national parks, near national tourist routes, as well as in special economic zones, which helps to attract investment. The popularity of the program among businesses and regions is due to the growing demand of tourists for outdoor recreation, where the bulk of modular hotels are concentrated. Over the past three years, about 60 regions have reported the implementation of more than 800 projects, putting into operation more than 13 thousand rooms. This confirms the demand for the program and its contribution to the development of the country’s tourism infrastructure,” said Alimbek Khidzev, Director of the Tourism Development Department of the Ministry of Economic Development of Russia.

    On average, Russians rent glampings for two days — this figure has not changed over the year. For longer periods, travelers stay in such facilities in Krasnodar Krai (three days), Karelia, Adygea, Tver, Saratov and Yaroslavl regions (three days each).

    “Glamping in Russia has ceased to be a niche format, which we can see from the multiple growth of bookings this summer. And the average number of guests, which is four people, allows us to say that this format is not only for couples and solo travelers who are looking for an option to get closer to nature and live in a photogenic interior with comfort, but also for a family audience. For entrepreneurs, the glamping format is good because such objects can be located in unique natural locations – on the coast, in a mountain valley or near a beautiful reservoir. So not only the object itself, but also the natural environment begins to work on the impressions of travelers. As a result, glamping is turning into a full-fledged alternative to hotels – but with an atmosphere of privacy and closeness to nature,” commented Artem Kromochkin, Director of Avito Travel.

    The criminal illegal alien fled the Newark facility and ICE captured him in Los Angeles after a month-long manhunt

    WASHINGTON – The Department of Homeland Security (DHS) today announced U.S. Immigration and Customs Enforcement (ICE) captured an illegal alien detainee who escaped the Delaney Hall Detention Facility in Newark, New Jersey. The individual—Andres Pineda-Mogollon—is one of four dangerous criminal illegal aliens who escaped Delaney Hall on June 12, 2025. He is the final detainee to be captured. 

    “We are tremendously grateful to our brave ICE agents and law enforcement partners for capturing Andres Pineda-Mogollon and the other three dangerous criminal illegal aliens who escaped Delaney Hall. Politicians and activists relentlessly try to smear ICE—but the facts remain true: Delaney Hall houses dangerous criminals, including these four fugitives who committed aggravated assault, burglary, theft and even threatened to kill law enforcement,” said Assistant Secretary Tricia McLaughlin. “Now, these slimeballs no longer pose a threat to public safety.” 

    CAPTURED:

    On July 17, 2025, Andres Pineda-Mogollon, an illegal alien from Colombia, was arrested by ICE in Los Angeles, California. He overstayed a tourist visa and entered the U.S. in 2023 under the Biden administration. On April 25, 2025, the New York City Police Department arrested Pineda-Mogollon for petit larceny. On May 21, 2025, the Union, New Jersey Police Department arrested Pineda-Mogollon for residential burglary, conspiracy residential burglary, and possession of burglary tools.

    On June 13, 2025, Joel Enrique Sandoval-Lopez, a criminal illegal alien from Honduras, was arrested by ICE, FBI, and Passaic Police in Passaic, New Jersey. During the arrest, Sandoval-Lopez kicked and threatened to kill the law enforcement officers. This criminal illegal alien’s criminal record includes unlawful possession of a handgun and aggravated assault.

    On June 13, 2025, Joan Sebastian Castaneda-Lozada, a criminal illegal alien from Colombia whose criminal record includes arrests for burglary, theft, and conspiracy to commit burglary, attempted to turn himself in to local authorities at the New Jersey State Police Bridgeton Station. Due to their sanctuary policies, the State Police refused to take him into custody because they do not work with ICE. On June 15, Castaneda-Lozada surrendered himself to Agents from FBI and ICE in Milleville, New Jersey. 

    Franklin Norberto Bautista-Reyes is an illegal alien from Honduras who illegally entered the U.S. in 2021 under the Biden administration. On May 3, 2025, the Wayne Township, New Jersey Police Department arrested Bautista for aggravated assault, attempt to cause bodily injury, terroristic threats, and possession of a weapon for unlawful purposes.

    “The Everglades is the crown jewel of Florida—a breathtaking natural treasure and a vital economic engine. It fuels tourism, sustains agriculture, provides drinking water for over 8 million people, supports thriving fisheries, protects property values, and powers job-creating restoration projects that pump billions into our economy each year.

    Turning this iconic ecosystem into a state-sponsored cages for migrants—many of whom have no criminal record, are seeking safety, and are already contributing to our communities—is as cruel as it is reckless. “Alligator Alcatraz” threatens decades of environmental restoration, violates Tribal sovereignty, and puts our public health and prosperity at risk.

    That’s why I joined Florida House Democrats to introduce the No Cages in the Everglades Act, which would:

    • Ban DHS and ICE from contracting with, funding, or operating any immigration detention facility in or near the Everglades;
    • Protect sacred tribal lands, endangered wildlife, and the fragile ecological balance of the Everglades;
    • Guarantee Members of Congress the right to inspect all immigration detention facilities—whether federally, state, or privately operated—to ensure accountability and compliance with the law;

    Mandate a DHS Inspector General investigation into the facility’s conditions, costs, and impacts on detainees, the environment, and neighboring tribal lands.

    What we need is real, bipartisan immigration reform that reflects our values and strengthens our economy—not cruel political theater at the expense of people and the environment.”

    With the rise of sustainable tourism (travelling in a way that minimises harm to the environment, and benefits local communities), words such as “sustainable”, “”eco” and “green” appear on countless holiday brochures. From five-star hotels promoting “eco luxury” to airlines pledging to reduce carbon emissions and destinations making various green claims, sustainability is increasingly being used as a marketing tool.

    But with so many green claims floating around, it’s hard to know who is really providing sustainable travel and who is just greenwashing. A recent report shows that 53% of green claims are vague, misleading, or unfounded – and half of all green labels offer weak or non-existent verification.

    So, how can travellers distinguish genuine sustainability from greenwash that exaggerates environmental claims to attract eco-conscious travellers?

    Sustainability certification is a voluntary, third-party assessment that verifies a product, service, or organisation meets certain environmental, social, or ethical standards. These certifications provide a structure to manage, improve and communicate sustainability performance.

    More than 100 sustainable certifications promise that they have vetted tourism businesses so you can have a satisfying and guilt-free holiday.

    Yet, not all certifications are made equal, as our recent research shows. Most certification schemes audit actions taken, rather than assessing how effective these are.

    They assure you that the hotel you are staying in has an environmental policy or that it is progressively reducing some of its negative effects on the environment, but not that their energy or water consumption is well below that of its competitors, for example.

    Choosing a sustainable holiday involves more than just travel to your destination.

    One major challenge is that consumers are not using these labels to inform their buying decisions. Next time you travel, select businesses certified by an organisation with a proven track record of verification and transparency. There are several things a strong certification should do:

    First, it should be third-party verified. This ensures that the green claims are independently checked.

    Second, it needs specific and clear criteria. Beware of vague sustainability claims, such as “eco-friendly”. Look for certifications that require transparent reporting on performance for specific environmental actions, such as waste management, or responsible sourcing.

    Third, it should go beyond eco-savings. Reducing energy and water consumption saves the hotel money. They should not get a prize for that. Seek evidence of the certification promoting best practice in complex issues like biodiversity conservation and dignity in the workplace.

    Examples of sustainable tourism certifications to keep an eye on include Green Key (the largest label in Europe); B Corp (which measures a company’s entire social and environmental impact); The Long Run (a promoter of nature conservation); and Fair Trade Tourism (a promoter of fair working conditions). These certifications require businesses to undergo regular audits to maintain them.

    In case you are thinking it’s not your responsibility to find out who is any good – you are right. The EU Green Claims Directive (due to be implemented by 2026) is a new legislation that requires companies to prove their environmental claims and labels, and ensure they are credible and trustworthy. This directive recognises the greenwash problem and will require certification to be based on assessment of actual performance – in tourism, and every other sector of the economy. The directive applies to any business anywhere in the world that sells to consumers from the EU. Expect fewer, but more respected and recognisable labels, that reduce consumer confusion.

    Beyond eco-labels

    Certification is only part of the picture. Your next holiday can make a greater contribution to local communities while minimising its harm to the environment. Take the time to consider how your trip can be part of a larger, positive contribution. Here are more ways to ensure that your holiday supports local communities and the environment:

    Make sure you travel shorter and stay longer. Research shows that transport is a major part of the carbon footprint of your trip. Fly less (if at all). Choose flights with lower carbon footprints – various booking sites now tell customers the carbon footprint for each flight at the time of purchase. And stay longer so you spend more locally, for that same flight.

    Choose tour operators that prioritise locally owned and small suppliers. Buy souvenirs that are made locally, and you can only find in that country. Travel slow – soak in where you are. Hike, cycle, use local transport. You will see more of the real place you are in.

    Choose buses and trains over private cars. Rent electric vehicles and select accommodation that provides charging facilities. And enjoy local and seasonal rather than imported food. Eat everything in your plate, rather than create food waste.
