         The Education Bureau held the National Geography Fun Fair today (February 15). The Under Secretary for Education, Dr Sze Chun-fai, officiated at the opening ceremony and presented awards to schools and students who actively participated in the Geography Online Game Platform for Understanding Our Motherland developed by the Education Bureau.      The fun fair was co-organised by the Education Bureau and the Hong Kong Geographical Association, and supported by the Department of Social Sciences and Policy Studies of the Education University of Hong Kong, the Department of Geography of the University of Hong Kong, the Department of Geography and Resource Management of the Chinese University of Hong Kong, and the Department of Geography of the Hong Kong Baptist University.      The fun fair, held at Lok Fu Place, aims to enhance students’ and the public’s understanding of national geography, as well as the developments and achievements of the country through display boards and booth games, thereby heightening the sense of national identity and national pride.      Speaking at the opening ceremony of the fun fair, Dr Sze pointed out that national geography education is an important element of national education. The study of national geography can help students understand the various geographical situations currently faced by the country and the world, the uniqueness of different regions in the country, and the interrelationships between the country and other nations. It can also assist students to extend their concern for geographical situations from a local and national scale to a global scale, enabling them to become responsible citizens with a global perspective. The opening ceremony also showcased the Education Bureau’s continued support and promotion of national geography education.      There were eight booth games and display boards in the fun fair to let students and the public understand the country’s administrative divisions, natural environment, the relationship between climate and daily life, exotic animals, tourist attractions, historical sites, energy and sustainable development, etc. The participants were engaged and excited. They said they felt that it was easier to learn about national geography through interaction and games, and that their impressions were more profound.      The Education Bureau will continue to develop learning and teaching resources and organise teacher training and student activities to enhance students’ understanding of the country, thereby fostering their sense of belonging, national identification and responsibility towards it.

    From every consideration, a convocation address is difficult because the expectations are high. There is obvious belief that the person imparting the convocation address will say something novel. My task has been rendered very difficult. It is daunting and formidable because the Honourable Chief Minister Omar Abdullah has with enormous talent focused on relevance of convocation. One of the best addresses on the point I have come across and let me tell you he comes in the same league as that of chancellor of Jawaharlal Nehru University, a former diplomat, former foreign Secretary, Kanwal Sibal.

    I am sure you would bestow full attention on what the Honourable Chief Minister has imparted to you, but I have been completely pre-empted by the Lieutenant Governor, who has traversed much beyond what I had in mind, his address is inspirational, motivational and gives you a direction. His focus has been on what we need to reflect, he has as a matter of fact made a clarion call that you before us today and your class, the class of young minds, boys and girls, you are the most vital stakeholders of democracy, and you are lucky. If I may quote Rabindranath Tagore. Rabindranath Tagore has visualised and envisioned, what Bharat should do. “Where the mind is without fear and the head is held high.” we missed this ecosystem for a very long time. But now, boys and girls, you are living in times where you can have mind without fear because our economy is blossoming. Bharat is witnessing economic upsurge unknown before, and we are without fear because the
    nation’s rise is being accoladed by global institutions as a favourite destination of investment and opportunity.

    Never before in the history of this country since independence, the voice of Indian Prime Minister was so resonant with global leaders. With his election for the third time after 60 years, as Prime Minister has put him in the big league of global leaders and now India’s prime minister is not noticed, he his epicentre of notice and that is the achievement which you have. Boys and girls, another big change, which we did not have during our times and the change is you have an ecosystem because of affirmative governance initiative, forward-looking policies, and a new education policy that allows you to fully exploit your talent and potential and realise your dreams and ambitions. And therefore, those who after getting the degrees I congratulate them, frog leaping into the larger domain, have enormous vistas before them to make themselves in satisfaction mode. Make the teachers and parents proud and contribute for the nation.

    And therefore, I have no hesitation in saying, I would not like to reiterate what has been said with great emphasis by the Honourable Lieutenant Governor and the Chief Minister. But for me, it’s a nostalgic moment, there are three visits to Jammu and Kashmir that I recollect. One was in early 80s. I visited places Gulmarg, Sonamarg, all places that could possibly be there along with my wife and our daughter. The second was a very painful experience. I was elected to Parliament in 1989. I was a Union Minister when I came to Srinagar as a member of the council of ministers. Boys and girls, you may not recollect because you have to look back into history. We did not see even dozens of people on the streets of Srinagar and the national scene was one of gloom.
    भारत जिसको सोने की चिड़िया कहते थे उसका सोना विदेशों में जहाज के द्वारा गिरवी रखा गया Switzerland के बैंक में। and why, because our foreign exchange was in doldrums. Around US$1 billion and look at where we are at the moment. It was a glorifying moment for me in Rajya Sabha when it was declared that in Jammu and Kashmir, more than two crore tourists had visited. The aspirations of generations found wings when the constitutional walls of separation crumbled in 2019 with the historic abrogation of Article 370. Article 370 was a temporary article in the Constitution. And to young minds, let me invite your attention to two aspects. Dr. B. R. Ambedkar, the architect of the Indian Constitution drafted all articles of the Constitution except Article 370.

    I would urge you to go into historical perspective to know the background why he declined. Another towering giant of Indian political firmament, Sardar Patel took upon himself the task of integrating princely states except the state of the Jammu and Kashmir. But now in 2019 a big change has taken place. In the sacred land of Mata Vaishno Devi, a new pilgrimage began. The journey from isolation to integration, the winds of change have brought peace and progress. For the first time, the region experienced true national integration.

    There was a demand by a great son of the soil. एक देश में एक निशान, एक प्रधान, एक विधान। That is accomplished. And what will happen? I am sure about it. Disturbance has yielded to order where we witness disorder as the normal order, we now have the real order. Jammu and Kashmir, witnessed the highest voter turnout in 35 years during the 2024 Lok Sabha polls and just take note of it. With a 30-point increase in Kashmir Valley participation, democracy has found its real voice, its real resonance. I reiterate it. In 2023, over 2 crore tourists visited Jammu and Kashmir. The result was boosting local economy. The heaven on earth is now full of hope and prosperity. It is a global attraction. Every investment proposal in New Kashmir isn’t just about capital, it’s about truth being restored, faith being rewarded.

    The change is not imperceptible; it is perceptible. Perception has changed, ground reality is changing, hopes of the people are soaring. Private investment proposals I am happy to share with you worth Rs 60000 crores were received in two years. They signal economic interest in the state of Jammu and Kashmir, in this area. Foreign direct investment entered Jammu and Kashmir for the first time after 2019 with multiple International companies showing interest. The area is no longer a story of conflict, but it is confluence of confidence and capital. The opportunity basket in Jammu and Kashmir is expanding and continues to bloom. There is no need now to leave the region. The call is be the architects of this new dawn. Education undoubtedly is the most impactful transformative mechanism. It brings about equality that is need of the society. It caps inequities. education defines democracy. And imagine educational institutions show significant growth. This being one, but IIT, IIM, AIIMS establishing campuses in the region. Post 2019 is a great signal.

    The change, boys and girls, with urge to have passion for a particular stream in academics at prestigious institutions, institutions of eminence in their area. The region’s first Multiplex opened in Srinagar in 2022 marking the return of cinema after three decades. When we look around infrastructural growth, the development in this area is standing out. Around thousand recognised start-ups and more significantly as I find in the audience also, amongst the youth, a gender balancing. One third of the start-ups are led by women. Jammu and Kashmir’s transformation is a part of a larger national revolution with everyone contributing to a new developed India. This is not just a change. It is a renaissance.

    I fully agree with the Lieutenant Governor when he reflected the history of industrial revolutions. We are at the cusp of no less than an industrial revolution on account of onslaught of disruptive technologies. There is paradigm shift every moment. we have to content with disruptive technologies, artificial intelligence, internet of things, machine learning, Blockchain, and the kind. And I’m happy to share with the young minds that the focus which India has bestowed by way of quantum computing, green hydrogen mission, 6G, the commercial exploitation of 6G in the second phase will start in 2025 to 2030. It is for the first time the country has seen development in sea, on sea surface, under the ground, on the ground, in the sky, in the space and that offers new opportunities to young minds. Space economy, blue economy, are the things that attract your attention. Your opportunity basket, you have to focus on it. The traditional groove, the silos of  government jobs, you must get detached because hand-holding policies of the government allows you to take a big leap.

    Let me tell you, this day is Dikshaant, it is not Sikshaant. Learning never stops. You cannot stop learning, it has to be with you lifelong. Let me make a reference to what a Pre-Socratic philosopher said, Heraclitus. The only constant in life is the change. He buttressed it by an illustration that the same person cannot enter the same river twice because neither the person is the same nor the river is the same.

    In addition to what the Honourable Chief Minister has imparted to you, I will just add fear of fear invites failure. Fear of fear is myth. Never hesitate to experiment if an idea occurs in your mind. This mind irrespective of technology of any nature, there is no substitute of this. Don’t allow it to be a parking space of an idea, experiment, as rightly pointed out by the Honourable Chief Minister. There is nothing like failure, a setback is a step towards success. Chandrayaan 3, which created history by landing India’s spacecraft on the South pole of moon, in ShivShakti point with Tiranga, owes its success to Chandrayaan 2. I wholly disagree with people who thought Chandrayaan was not a success, it was. But we believe in a mindset that success has to be hundred percent. No. If you look into historical innovations great creations, you can see. And therefore, I wish to convey to my young friends you are seeing a Bharat which is not a nation of potential, it is a nation fully exploiting its potential. A developed nation status is not our dream. It’s our goal, a definitive goal.

    I joined the LG when the Lieutenant Governor made a clarion call to you. ये यज्ञ है, इस यज्ञ में आप अपनी आहुति दीजिए । सामर्थ्य के अनुसार दीजिए क्योंकि youth से ज़्यादा प्रजातंत्र में और कोई stakeholder नहीं है ।You have to drive the engine of progress. Nothing stops you because we are proud Indians. हम भारतीय हैं, भारतीयता हमारी पहचान है, राष्ट्रवाद हमारा धर्म है। हमारा परम कर्तव्य है कि हर हालत में हम राष्ट्रहित को सर्वोपरि रखें। कोई भी ऐसा हित नहीं है, राजनीतिक और व्यक्तिगत, जो राष्ट्रहित से बड़ा है।अब समस्या आती है और कई नवयुवक मुझे कहते हैं कई नवयुवती कहती हैं हम क्या करें । I will call upon you on this particular day to focus on five points in particular. Each one of you boys and girls, you can do it, and you must do it. पाँच प्रान । ये पंच प्रण बहुत महत्वपूर्ण है। इनके अंदर है पारिवारिक मूल्य। परिवार के साथ जुड़ कर रहिए, माता पिता का सम्मान कीजिए, पड़ोसी का आदर कीजिए, समाज का अभिन्न अंग बनिए, पर्यावरण की चेतना करनी चाहिए। अपने पास धरती माँ के अलावा रहने की दूसरी जगह नहीं है। जब प्रधान मंत्री ने देश को आह्वान किया कि माँ के नाम एक पेड़ लगाओ, वो एक भावना को उजागृत करना था कि पाँच हजार की संस्कृति के अंदर जो ज्ञान है पर्यावरण के लिए उसका हमे बोध होना चाहिए। अब ये जन आंदोलन बन गया है इसका ध्यान दीजिए । India is nerve center of culture in the world, no country can take pride the way we can take because we have 5,000 years of civilisational ethos. हमारी सांस्कृतिक विरासत, सांस्कृतिक सभ्यता, ज्ञान का भंडार अद्वितीय है। ऐसी स्थिति में we must nurture our cultural values.

    आत्मनिर्भरता। महात्मा गांधी ने कहा था – स्वदेशी, एक शब्द था, उस समय की अर्थव्यवस्था को हिला कर रख दिया। खादी के उपयोग से शुरू हुआ। वर्तमान प्रधानमंत्री ने इसको एक नया आयाम दिया है – Vocal for Local। आपसे आग्रह करूँगा, गंभीरता से इसका पालन कीजिए। और हर व्यक्ति के कुछ कर्तव्य हैं। अधिकारों की बात हम करते हैं क्योंकि भारत के संविधान में हमें अधिकार मिले हैं—मौलिक अधिकार। पर भारत के संविधान में मौलिक दायित्व भी हैं, पर इसमें संविधान को देखने की आवश्यकता नहीं है। हमारी संस्कृति हमें सिखाती है कि हमारा दायित्व क्या है। We must discharge our civic duties diligently, और यह जब हम करेंगे तो नतीजे निकलेंगे। पहला – we will march, and the march will be fast-tracked for attaining a developed Bharat. We will unshackle ourselves from the colonial mindset। एक तो हम कर चुके हैं, हाल में बहुत बड़ा कदम उठाया गया है। पहले जो दंड विधान था, उसको न्याय विधान कर दिया गया है— unshackling the colonial mindset.

    हमे हमारी विरासत पर गर्व होना चाहिए, क्योंकि ये बेमिसाल है, जड़े मजबूत है । Lieutenant Governor focused कि ११ शताब्दी के आसपास कुछ भटकाव आ गया था, नालंदा गड़बड़ हो गया था, उसका  सृजन हो रहा है। But reflect back on our historical perspective and you will find we had educational institutions like Nalanda, Takshila and many more. People from all over the world took to these institutions for gaining wisdom, knowledge and also sharing it. हमारी एक ही पहचान है वसुधैव कुटुंबकम् । and that is the message we gave to the entire world. One family one planet one future. वसुधैव कुटुंबकम् G20 message.

    मेरा आपसे विनम्र आग्रह रहेगा कि आपको जो डिग्री मिली है  मैं आपको बधाई देता हूँ। a convocation as indicated by the Honourable Chief Minister is a milestone to be ever remembered. This moment will ever be etched in your memory. Please be in connect with people, your friends, all your lives that will be your nectar for the rest of your life. Make it a point. I would urge the vice chancellor that under the visionary guidance of the chancellor, the alumni association must be very vibrant. Institutions thrive on the strength of alumni confederations. I had indicated an idea for a long time that our institutions of eminence like IITs, IIMs, they must have a Confederation of alumni associations because these are natural think tanks. They can help us evolve policies for national interest. I am sure something will be done positive in that direction. I am particularly touched when honour was awarded to Shiv Dutt ji, Nirmoi Ji and Dr Ram Sevak ji.

    A society that recognises talent, a society that acknowledges unimpeachable credentials, a society awards those where the award is well earned by the person that is a signal to the rest of the people merit has a place because we have made exit of patronage. Patronage is no longer a password for opportunity, for success. But what struck me more fundamentally was look at doctorate in literature, doctorate in science. Two are fundamental, there has to be a synergy between the two. The two have to be in sync and that has to be our historical background. If you look at our history, you will find there has been a due regard to both, so I congratulate the chancellor and vice chancellor for being so thoughtful, for such thought-provoking choice that will ever stir our minds inviting our focus. And the address of both of them, though brief, was very illuminating.

    Boys and girls, समय का अभाव है । Time is always a constraint. I will give you 2-3 suggestions. One go for your aptitude. Don’t stress yourself. Don’t carry tension. Because for the first time you are living in an ecosystem, where you can fully utilise your talent, your exploitation of talent by yourself is unstoppable like the rise of Bharat. It is unstoppable now. Two, believe in the words of Vivekanand Ji “arise awake stop not till the goal is achieved”. These are words of Vivekanand Ji when you have to study who he was, he departed from mother India at what age, how he made global impact in that time zone, where travel was very difficult. May Mata Vaishno Devi ever bless you, ever enlighten you, ever guide you, and be a perennial source of inspiration and strength. To ensure your endeavours fructify and that you are always and ever committed to serving the Nation because when Bharat prospers it contributes to global peace.

    I am extremely grateful to the Chancellor, the Honourable Chief Minister and Vice Chancellor for affording me this opportunity. But I am conscious of the divine intervention of Maa Vaishno Devi. माँ का बुलावा आज आया था और माँ का नाम आते ही शरीर में एक संचार होता है sublimity का spirituality का religiosity का और सबके लिए शुभ सोचने का ।

    Orange residents are closer to seeing a new innovative water supply solution roll into town as a preliminary business case gets underway to look at constructing the first purified recycled water treatment demonstration plant in regional NSW.

    It’s thanks to a $400,000 partnership between the Albanese and Minns Labor Governments and Orange City Council to explore the feasibility of building pioneering new infrastructure that will showcase how this technology works and whether it will provide another option for long-term water security in the Central West.

    The plant will use cutting-edge technology to treat and recycle wastewater to an extremely high standard that will be used by the Cadia Gold Mine for industrial purposes.

    It’s estimated the plant will produce approximately 3.5 megalitres of water per day, which is roughly a quarter of Orange’s daily needs.

    Using purified recycled water (PRW) is a great way to increase water supply resilience and takes the pressure off existing water sources.

    The design will allow for future expansion down the track if the plant proves to be successful and the community supports this move.

    A learning centre is in scope to be built alongside the demonstration plant to enable locals to come along and get a better understanding of the benefits of recycled water and how the process works.

    If approved, the plant will be the second groundbreaking water security solution for the region following the introduction of stormwater harvesting in 2009 which can deliver up to a quarter of the town’s water needs.

    The funding for the preliminary business case includes $200,000 from the Australian Government’s National Water Grid Fund, $100,000 from the NSW Government and $100,000 from Orange City Council.

    Work will begin shortly and is expected to be complete by June 2025.

    The NSW Government’s draft Recycled Water Roadmap outlines actions to address barriers and pave the way for increased and expanded recycled water use in the future, including drinking and non-drinking purposes, where it is safe, beneficial and cost-effective.

    NSW Minister for Water Rose Jackson MLC said:

    “I’m proud to announce that we’ve come together with the Federal Government and Orange City Council to explore the possibility of using purified recycled water.

    “This is an ingenious solution that makes the most of the water we already have and increases our resilience to challenges such as drought and a changing climate.

    “Recycled water is already being used in 35 cities across the globe and is currently being tested at Quakers Hill in Sydney’s west.

    “It is still early days for New South Wales, and we have to do our due diligence first, but it’s exciting to think of the possibilities this cutting-edge technology could offer as we progress work on the draft Recycled Water Roadmap.”

    Member for Orange Phil Donato MP said:

    “Orange is one of the fastest growing regional towns in the state with tourism, agriculture and mining and that’s one of the reasons water security is so critically important for the Central West.

    “I’m pleased that this business case is progressing thanks to support from all levels of Government. If it goes ahead, this demonstration facility can play an important role in long-term work to improve regional water security and can also unlock jobs and greater economic development in the area.”

    Mayor of Orange City Council, Tony Mileto said:

    “Orange has proven it’s on the front foot when it comes to water solutions, such as our award-winning stormwater harvesting scheme – we’ve always been forward thinking when it comes to looking at alternative ways to secure and use water.

    “We’re looking forward to becoming the first regional city in NSW to look at trialing purified recycled water to safeguard our resources, and ensure our community is in a stronger position to withstand the next drought.

    “Because of our experience using stormwater harvesting for potable use, survey results show that residents are open to exploring the use of using recycled water, and having a demonstration plant will enable them to see how the technology works up close and in action.”

    DAN REPACHOLI: G’day all. I just want to start by acknowledging the Traditional Owners of the land on which we meet today and pay my respects to Elders past, present and emerging. Well, we’re here today with Minister Catherine King, Mayor Dan Watton of Cessnock, and what an announcement we’ve got today for you. We’ve got $14 million going to Apex Park, an amazing amount of money coming into the Cessnock region to really uplift this park and make a beautiful space for our kids, for adults to be here. And as you can see by the pool, the pool is chockers right now today, so there’ll be kids coming and playing in this park all the time. So, really looking forward to seeing what they can do. And I just want to say thank you to the Minister for seeing the value in this project and seeing the value in our area here in Cessnock, to make sure that we continue to deliver for the Hunter. And that’s what Labor does, and that’s why Labor is here. We’re here to deliver for the Hunter, and we will continue to do that as well. So, I’ll pass over to the Minister very shortly, then we’ll pass over to Dan as well. But this project only came about because of Cessnock City Council. They put this project forward to us so to see if they can get funding through a few different channels. So, we worked hard, we pushed extremely hard to make sure that we can get what we need for this project, and it’s going to be a $14 million project. And I can’t wait to see this get up and going. So, thank you all. Thank you to the Minister. Thank you to the Mayor and to council for all the work they’ve done on this. Now, I’ll pass to the Minister. 

    CATHERINE KING: Beautiful. Thanks very much. Catherine King, I’m the Federal Minister for infrastructure. And I’m here, of course, with the magnificent two Dan’s – Dan Repacholi, the Labor Member for Hunter, and Dan Watton, the Mayor of Cessnock. This is a great announcement for Cessnock today. The regional Precincts and Partnership Program that this funding is coming out of, I cannot think of a better example of what we are trying to do with this program than Apex Park. The regional Precincts and Partnerships Program is trying to take under-utilised areas of central business districts, towns, communities, larger centres, and reinvigorate them so that community can use them. And you can look around us here. Apex Park, you’ve got the sign and the gateway up there, 1930’s, honouring a former Mayor, this park really was put together for the community, is now really not a very well utilised space. The $14 million that the Albanese Labor Government is announcing today, budgeted part of the Regional Precincts and Partnerships Program, is going to see this space transformed. You will see more amenity for the local community – barbecue spaces, shade, seating, spaces, better parking, a kiosk which might provide the opportunity for a small cafe here. Really rewilding this magnificent- the creek that is here that has been concreted over for long peaks- a period of time. Rewilding it, trying to get, attract wildlife back into the area, but making it a beautiful place that is the gateway and part of the CBD. As I said, can I congratulate the Mayor, but also the staff at the city. As I said, we have been looking for projects that really take the CBD’s and those under-utilised areas that need repurposing, and lifting them up so you’re actually seeing the way in which your space is used in a city differently. The idea for the program actually came when Dan took me to Muswellbrook and showed me what had been done in the community of Muswellbrook. And that really is the catalyst for the idea of the regional Precincts and Partnerships Program. The Hunter was the catalyst for this program, and now it’s very much here in Cessnock, the beneficiary of this program – $14 million announced here today. I might hand over to the mayor to say a few words and then happy to take questions. 

    CESSNOCK MAYOR DAN WATTON: Well, absolutely excited to be here this morning. It’s fantastic news. I want to thank the Honourable Catherine King for coming up to Cessnock to make this announcement, and of course, our local Member, our Federal Member, Dan Repacholi. There’s been so much work go into this behind the scenes so, firstly, I want to acknowledge that, and thank Dan Repacholi for his hard work behind the scenes for advocating for this project. Absolutely fantastic work. There was a lot of blood, sweat and tears going into this, so I want to thank Dan for that. Also, really want to thank Council staff and I hope I don’t get in trouble for naming and shaming one particular staff member in particular, but Tony Chadwick worked really hard behind the scenes on this. So, I just want to really acknowledge Tony for his hard work. He had a vision for this. I believe there was a very slim chance of getting this grant, but combined with Dan’s hard work and working collaboratively with Council, that’s what it’s all about. We want to work together to get the best outcome for our community, and what an outcome we’re getting today. Fantastic – $14 million to revamp this area, the gateway to the Hunter as Catherine just mentioned before. Fantastic opportunity. We’re going to see this whole thing revitalised – parking, EV parking, disabled toilets. We’re going to see sandstone, it’s going to look beautiful – lighting, the whole thing. So, we welcome this. On behalf of Cessnock City Council, welcome this funding and thank you so much. 

    CATHERINE KING: Happy to take questions. Who would you like? 

    JOURNALIST: Either one. 

    JOURNALIST: Maybe one for Mayor Dan first? 

    CATHERINE KING: Yeah, let’s go. 

    JOURNALIST: Just some of the nitty gritty. Obviously, this been something that you’ve been working towards for quite a while. Do you have, at this point, a sort of a timeline of when you’re hoping to have it completed by? 

    DAN WATTON: A timeline? Well, I guess we’ll get the funding. So, at the moment, we’re going through a master plan review, so we’re hoping that all ties up well with their CBD master plan. So we’re looking at finishing that by this year, end of this year, so hopefully we can break some ground following 2026. 

    JOURNALIST: And obviously, how important is it in Cessnock to have these kind of third spaces for people where they can just come and just be, rather than having to pay to be somewhere, especially in a cost of living crisis? 

    DAN WATTON: Huge. Yeah, absolutely huge to have three free things like this to do. So go into a park, close to the pool as well, which runs at a very good cost as well. So having amenities like this available to our community to come to sit around, to relax, have some lunch, is fantastic. So yeah, if you don’t want to pay money. You can come and park your car. And great for tourists as well – you know, we’ve got wine country just down the road, so they can come up, park their car, have a swim and explore a bit of Cessnock as well. 

    JOURNALIST: I’m not sure if this is a question for Dan or the Minister – just clarification, is this only if Labor is re-elected? 

    CATHERINE KING: No, this is actually a budgeted program as part of the normal funding. We’re getting on with the business of government. I know there is an election not too far away. You’ll hear us making election commitments. This is a budgeted, locked in program. It will- the funding will be delivered via the New South Wales State Government to the local council to do the delivery of the project, which is a good way of doing things. We’re used to doing that together. And it’s really- this will be delivered, absolutely – of course, unless Peter Dutton gets elected and decides to cut things. And we’ve heard already that he’s planning to do that; I’ll be very disappointed if he cuts something like this. 

    JOURNALIST: I only have one [indistinct], Minister … we’ve seen this morning that it’s possible that you could travel from Newcastle to Sydney within an hour on the high-speed rail. 

    CATHERINE KING: Yep. So the business case for high-speed rail is now being delivered to government. And it is under the assessment of Infrastructure Australia. Be in no doubt, the Albanese Labor Government is very serious about the delivery of high-speed rail between Newcastle and Sydney, and high speed rail will be a game changer for this region. What it will deliver is- but first, of course, it is about jobs. Jobs in construction, jobs in helping people getting to the CBD of Sydney and a rail project. But it is also about getting high quality, high paid jobs out of Sydney into the Hunter. Absolutely what it is about – getting those jobs out of Sydney, because we know people want to come and live in this area. We know through the delivery of the Housing Support Program which has delivered, I think, about $22 million here in Cessnock to unlock 900 new homes. We know people want to come and live here, but they also have to be able to work here as well. And so, high speed rail provides that opportunity, that if you do have a job in the city, in Sydney, you can actually live and work here and get into the CBD. We’ll make some announcements about what the next steps of the project are, but be in no doubt, Labor is very serious about delivering high speed rail between Sydney and Newcastle, and also some stops along the way at Central Coast. 

    JOURNALIST: What would it mean for Newcastle and Hunter residents to be able to travel to Sydney that quickly? 

    CATHERINE KING: What it will mean- so one of the things that I have had the opportunity to go and have a look at is High Speed Rail Two over in the UK, which is transforming Birmingham, a really important city centre, and what [indistinct] has actually seen. So the travel times are important – so being able to get from Birmingham into London really quickly, being able to get from Newcastle into Sydney is really important. It means you can work, you can live here in the Hunter and then you can get into town in that really quick time frame. It means why would you drive your car? Like, you wouldn’t. You’d just – you’d save a massive savings on petrol, parking costs, toll – all the toll costs. You would use the train- absolutely be a game changer. But the thing that High Speed Rail Two has been – has done for Birmingham, and why I’ve been at pains to make sure that the High Speed Rail Authority opened an office in Newcastle, and people can go in to that office and have a look at what high speed rail will do, is you have seen major banks that had their headquarters in London moved to Birmingham. All of those jobs allowing people to live in Birmingham and surrounds and have those high paid, high quality jobs in the region. And that is really what high speed rail delivers. It’s not just about faster rail, it’s about growing the economy of Newcastle and the Hunter. The jobs that will be in construction, again, on High Speed Rail Two – I met people who had come off- had come out of mining, had come out of a hairdressing salon, had- was doing environmental approvals on High Speed Rail Two – huge jobs, great opportunities for people in construction, but then- and also in train manufacture, all of those jobs. So this is a really big economic development opportunity for Newcastle and the Hunter, and we’re very excited to be part of it. We’ll have more to say about the next stages of delivery now that the business case has been delivered to government. This is a long term project. You won’t see shovels in the ground tomorrow, but this is a long term project that requires a serious long term government that wants to invest in infrastructure in the Hunter, and that’s what the Albanese Labor Government is. 

    DAN REPACHOLI: Can I just add something to that if I can please? 

    CATHERINE KING: Yeah, you can- yeah. 

    DAN REPACHOLI: As you can see, we’ve just had our $14 million upgrade to this park that we’ve promised that we’re going to do. And we’re the gateway to Paradise here in the Hunter. We really are. We have the beautiful wine country just there. Within five minutes we’re in a vineyard, so we have so much to offer this place. We are- between us here at the Cessnock LGA and Maitland LGA, we’re the two fastest growing LGAs in New South Wales. So we know people want to come here. We know people want to experience this beautiful place, and that’s why we’re also helping and putting funding into projects like this. We’re looking into the high speed rail to make sure that we can give people what they need and what they want, to make sure they can have the best of both worlds and have a really good paying job in the city, and then live in amazing, beautiful place like here in the Hunter. So we’re making sure we’re doing that along the way, and we’ll continue to work with council, continue to work with our ministers to keep pushing these things so that the Hunter does not get left behind, because we are here to keep growing the Hunter and to keep pushing to get more and more residents here, and more businesses to come and enjoy this beautiful part of the world.

    Australia and the Republic of Palau enjoy a close relationship. Australia was one of the first countries to recognise Palau’s independence and establish diplomatic relations 30 years ago.

    Australia will continue to work in partnership with Palau, including to boost air connectivity with the Palau Paradise Express, promoting tourism, trade and stronger people to people links.

  • MIL-OSI China: Direct passenger flight links east China’s Xiamen with Dili in Timor-Leste

    XIAMEN, Feb. 15 — Flight 8G881, from Timor-Leste’s capital Dili, landed in Xiamen at 10:40 p.m. local time on Friday, marking the official opening of the first direct passenger flight route between China and Timor-Leste.

    Passenger routes between the eastern Chinese city of Xiamen and Dili will be operated by Dili Air, with two round-trip flights per month during the trial operation period from February to April this year. The one-way flight duration is about 5.5 hours.

    Starting May, there will be a weekly round-trip flight connecting the two destinations.

    Previously, Chinese passengers traveling to Timor-Leste tended to select transit travel via Indonesia or Singapore. This option took 10 hours or more, and sometimes as much as two days.

    Experts believe the opening of this direct passenger air route will boost economic and trade exchanges, as well as tourism ties, between the two cities.

    HARBIN, Feb. 15 — Chinese Premier Li Qiang on Saturday stressed stepping up the development of winter sports and related industries to create new opportunities for service consumption and a new growth driver for the economy.

    Li, also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, made the remarks during his inspection tour to northeast China’s Heilongjiang Province.

    He highlighted the need to utilize distinctive advantageous resources, enrich the supply of quality products, stimulate the vitality of the winter economy, and continuously improve the well-being of the people.

    While visiting the Harbin Songhua River Ice and Snow Carnival, Li said it was necessary to further tap into local resources to build snow and ice venues accessible to the public and create more engaging and entertaining winter activities.

    He urged the province to continue to develop new consumption scenarios and new forms of business, expand and improve service consumption, and leverage its distinctive advantages to strengthen development.

    The premier then visited a local ice sports center. Noting that the recently concluded 9th Asian Winter Games has further fueled public enthusiasm for winter sports, he called for efforts to leverage this opportunity to further promote mass participation in winter activities and develop industries related to winter sports equipment.

    While talking with designers at a local company engaged in culture and tourism, Li said more work should be done to continuously increase the appeal of ice and snow cultural products, reinforce the principal role of enterprises in innovation to create more products and services, and strengthen international exchanges and cooperation in the sector.

  • MIL-Evening Report: China deal ‘complements, not replaces’ NZ relationship, says Cook Islands PM

    Cook Islands Prime Minister Mark Brown says the deal with China “complements, not replaces” the relationship with New Zealand after signing it yesterday.

    Brown said “The Action Plan for Comprehensive Strategic Partnership (CSP) 2025-2030” provides a structured framework for engagement between the Cook Islands and China.

    “Our relationship and engagement with China complements, not replaces, our long-standing relationships with New Zealand and our various other bilateral, regional and multilateral partners — in the same way that China, New Zealand and all other states cultivate relations with a wide range of partners,” Brown said in a statement.

    The statement said the agreement would be made available “in the coming days” on the Ministry of Foreign Affairs and Immigration online platforms.

    Brown said his government continued to make strategic decisions in the best long-term interests of the country.

    He said China had been “steadfast in its support” for the past 28 years.

    “It has been respectful of Cook Islands sovereignty and supportive of our sustained and concerted efforts to secure economic resilience for our people amidst our various vulnerabilities and the many global challenges of our time including climate change and access to development finance.”

    Priority areas
    The statement said priority areas of the agreement include trade and investment, tourism, ocean science, aquaculture, agriculture, infrastructure including transport, climate resilience, disaster preparedness, creative industries, technology and innovation, education and scholarships, and people-to-people exchanges.

    At the signing was China’s Premier Li Qiang and the minister of Natural Resources Guan Zhi’ou.

    On the Cook Islands side, was Prime Minister Mark Brown and Associate Minister of Foreign Affairs and Immigration Tukaka Ama.

    Meanwhile, a spokesperson for New Zealand Minister for Foreign Affairs Winston Peters released a statement earlier on Saturday, saying New Zealand would consider the agreements closely, in light of New Zealand and the Cook Islands’ mutual constitutional responsibilities.

    “We know that the content of these agreements will be of keen interest to the people of the Cook Islands,” the statement said.

    “We note that Prime Minister Mark Brown has publicly committed to publishing the text of the agreements that he agrees in China.

    “We are unable to respond until Prime Minister Brown releases them upon his return to the Cook Islands.”

  • MIL-OSI United Nations: UNESCO promotes sustainable tourism and community conservation in Cameroon

    UNESCO is working with Cameroon’s Ministry of Forestry and Wildlife (MINFOF) to promote community-based sustainable tourism and conservation activities around UNESCO World Heritage sites in Cameroon.

    Cameroon has two natural sites on the World Heritage List: the Dja Faunal Reserve, inscribed on the World Heritage List in 1987, and the Lobeke National Park which is part of the Sangha Transnational, a transboundary site shared with the Central African Republic and Congo, inscribed in 2012. Both protected areas are renowned for their exceptional biodiversity and contain some of the most important tropical rainforests in the Congo Basin. Since 2023, UNESCO has been providing micro-grants in these protected areas to strengthen local capacity and provide direct funding for locally designed projects that benefit both people and biodiversity.

    In 2023–2024, UNESCO awarded nine micro-grants totalling $40,000, which helped build the capacity of 160 people including local authorities and community members, the majority of whom were women. This initiative provided hands-on training and experiential learning in project and business management, arts and crafts, local production of medicinal soap, mapping tourism potential, and the transfer of knowledge from elders to the younger generations on the cultures, traditions and interaction of Indigenous Peoples and local communities with the environment, among others. This exchange is essential, as traditions, Indigenous and local knowledge play a key role in promoting practices that enhance environmental stewardship.

    Building on this success, a second phase of the micro-grants programme was launched in December 2024 with a workshop to train participants in project management, and a total of 12 new local initiatives were selected for funding. These projects will support snail farming as an alternative source of protein, sustainable wild yam and honey harvesting by the Indigenous Baka people, and the organisation of traditional dances and ritual groups to promote community-based tourism, among others.

    The micro-grant initiative is a valuable step towards ensuring that local communities benefit from the conservation of World Heritage sites. Community conservation, an approach to protecting biodiversity with Indigenous People and local communities, is a key priority for UNESCO. It helps adapt conservation to people’s needs, and often leads to better outcomes for wildlife. Community-based conservation can also help align the World Heritage Convention with the Global Biodiversity Framework, the global agenda endorsed by the United Nations to sustain a healthy planet for people and nature. 

    The Government of Cameroon is actively promoting the inclusion of local communities in the management of the country’s protected areas. In addition, the Yaoundé Call for Action, adopted on 19 October 2022 during the regional celebration of the 50th anniversary of the World Heritage Convention in Central Africa emphasized the need to capitalize on the contribution of World Heritage to conservation, socio-economic development, and the well-being of communities.

    The micro-grants programme in Cameroon’s UNESCO World Heritage sites is made possible thanks to the financial support of the Government of Norway to the World Heritage Fund. With this support, UNESCO is implementing several programmes aimed at improving the conservation of African sites on the World Heritage List.

    To cater to the surge in market demand, the company had to adjust its production schedule, recalling over 500 employees to return to work during the Spring Festival, said Yang Zhenlin, assistant to the president of Sunny&Sandy.

    Currently, with nearly 60 production lines operating simultaneously, the firm’s monthly production capacity for Ne Zha-themed products has reached 6 to 8 million units.

    The craze reflects China’s consumption upgrade, where fans splurge beyond tickets. “Many consumers have commented on social media and livestream platforms that they loved our products,” Yang said.

    The debut, silver, nighttime and ticket office economies should seek substantial development to boost consumption demand, said Liu.

    Shopping carnivals will play an important role to boost consumption, according to Liu. “Shanghai Summer” International Consumption Season, which was inaugurated last year, will take place for the second time this summer to boost inbound consumption. Consumption activities related to the low-altitude economy will be held during this year’s “Shanghai Summer”, she said.

    Pudong New Area in eastern Shanghai is holding a shopping carnival from Jan 24 to Feb 28.     U.S. Senator Chuck Schumer today announced United Airlines will add a second daily flight between Syracuse Hancock International Airport and Denver International Airport during the summer. Schumer last year called United Airlines CEO Scott Kirby urging the airline to add a second daily flight for the route, which has been a Syracuse airport priority for years since their existing flight is fully booked almost every day. Schumer said this new flight will improve connectivity to key West Coast and international markets.

I called United Airlines CEO last year and told him how important it is to improve access between Central New York and the West Coast, and I’m thrilled he heeded my calls,” said Senator Schumer. “With Micron making historic investments in Onondaga County, this new daily flight is a critical step to connecting this region to the West Coast and other critical high-tech hubs.     The Commission is aware of the economic importance of hunting tourism. One of the objectives of the recast Regulation on import, export and transit of firearms is to facilitate and decrease the administrative burden for temporary import and re-export of firearms for hunting excursions in the EU.

    The full provision of the adopted text[1] quoted by the Honourable Member (Article 11(3) point c) reads as follows: The application for the import authorisation referred to in paragraph 2 shall include the following […] (c): the date and unique reference number of the authorisation, or equivalent, to own or possess a firearm and of the export authorisation from the third country, or where applicable, proof of the exception from that authorisation.

    The reference to the ‘proof of exception from that authorisation’ acknowledges the fact that some third countries do not require an authorisation for owning a firearm or for exporting a firearm. Hunters from countries with no requirement for a firearms licence can therefore request an authorisation by submitting this proof to the competent authorities.

    These rules will be applicable 48 months after the entry into force of the recast Regulation[2].

    Since its debut over a year ago, the Professional Women’s Hockey League (PWHL) has seen tremendous success, breaking attendance records and selling out arenas across North America. The next stop of the PWHL’s neutral-ground Takeover Tour will be in Edmonton, where two Canadian teams will battle at Rogers Place, the heart of Edmonton’s world-renowned Ice District.

    The hype around the PWHL proves the growing demand for women’s hockey and increasing support for professional women’s sport. Alberta’s government staunchly supports women’s sports, working to remove barriers women face and increase participation in sport and recreation. Each year, Alberta’s government commits $18 million to increase access to sport and recreation through the Every Kid Can Play program and Active Communities Initiative, as well as more than $50,000 to support women in sport leadership – helping Albertan women thrive, both on and off the ice.

    Sunday’s much-anticipated game is the direct result of conversations had during Minister Schow’s mission to New York this past fall, and will draw a sold-out crowd, injecting millions into the local economy as visitors book accommodations, eat at restaurants and shop at local businesses. As the PWHL continues to build its audience and consider expansion, Sunday’s game will highlight Alberta as a premier destination, with world-class sport infrastructure and the world’s best hockey fans.

    Sunday’s game will give four Albertan players the opportunity to play in front of a hometown crowd. This includes Ottawa Charge forward Danielle Serdachny, the second overall pick in the 2024 draft, along with her teammates: defender Stephanie Markowski from Edmonton and goaltender Emerance Maschmeyer from Bruderheim. Also featured in the game are Ottawa head coach Carla McLeod, from Spruce Grove, and Calgary’s Jessica Kondas, a defender for the Toronto Sceptres.

    Did you hear? There’s been another murder at a White Lotus hotel, this time the one in Thailand.

    Back for its third season, Mike White’s critically acclaimed and Emmy award-winning tragi-comedy series follows the terrible exploits of the White Lotus’s rich, primarily white holidaymakers, alongside the local employees.

    There is social satire, a lot of drama and always a death in paradise. In the first season there was death in Hawaii; the second in Sicily, Italy, and now, in the third, there’s death in Koh Samui.

    As someone who has researched on screen representations of Thailand I was intrigued to see how the show handled this locale. Disappointingly, the exoticness and beauty of Thailand is foregrounded, as is the mysticism of Buddhism.

    The series follows four groups of people, the majority of whom the audience are made to feel repulsed by in some way.

    The first is the Ratliff family. There’s father, Timothy (Jason Isaacs) who works in finance and mother, Victoria (Parker Posey), whose anxiety means she is heavily medicated and constantly falling asleep. Then the kids: daughter, Piper (Sarah Catherine Hook) who is studying Buddhism; son Lochlan (Sam Nivola) who has poor posture from being glued to his computer; and Saxon (Patrick Schwarzenegger), the eldest of the three, whose primary focus is having sex.

    The second group is three middle-aged women who are on a “girls’ holiday” who abandon their inhibitions as the series progresses. They are routinely referred to as cougars by Saxon. Then there is odd couple Chelsea (Aimee Lou Wood) and her older partner Rick (Walton Goggins), who seem to be going through a rocky patch.

    The one likeable person, Belinda (Natasha Rothwell), is a character previously seen working in the spa in the first season’s Hawaiian resort. She’s in Thailand on a research trip for her own wellbeing business.

    Terrible people

    As with previous series, the ignorance of the holidaymakers is clear. Thailand is referred to as Taiwan. Piper is told by her mother that she can’t possibly be a Buddhist because she isn’t Chinese. The stereotype of the older, rich, bald white male – referred to here as LBHs (losers back home) – who retires to Thailand with a much younger wife is hammered home in various episodes.

    Through these guests’ continued cultural ignorance and insensitivity, the few Thai characters we are introduced to are subservient and constantly smiling, always there to please. There’s never a sense of disgust at the exploits of the rich white customers. They are voiceless and for the most part, absent.

    Belinda, the only black character, is also the only one who converses in any meaningful way with a Thai person. The only sort of story that gives any space to Thai characters is about a blossoming love between the security guard Gaitok (Tayme Thapthimthong) and health expert Mook (Lalisa Manoban), but this is sidelined.

    There is a clear cultural, economic and racial split presented, one that fails to allow any Thai character the ability to air their criticisms of the guests or to be developed in a meaningful way. In the main, the focus is on whiteness – a criticism previous series have also garnered.

    An imaginary Thailand

    All these facets together create a version of Thailand that is seen through the lens of orientalism. This is a western way of looking at non-western places as full of mysticism, eroticism and exoticness, where nothing normal occurs.

    This lens is foregrounded by characters constantly saying things like: “Thailand is full of people either looking for something or hiding from something”, and “Whatever happens in Thailand, stays in Thailand”.

    There is a constant flow of alcohol, and drugs can be procured away from the resort. Incest is even hinted at in the first few episodes as the audience are shown Lochlan gazing upon the naked body of his brother. The country is portrayed as a playground for white debauchery, where anything goes – much like in The Hangover part II (2011), a trope I have written about in my research.

    The link to orientalism is further enhanced by the way in which Thai religion is shown as being mystical. Anytime a character engages in a spiritual practice it is accompanied by a tinkling score indicating something otherworldly is occurring. This isn’t limited to Western characters. When Gaitok, makes an offering at a shrine the visuals are presented in slow motion as candlelight flickers with a mythical aura pervading.

    The previous seasons have seen a boom in travel to filming locations in Sicily and Hawaii, driven by their onscreen depictions), and this season’s Thailand setting will likely lead to the same.

    The landscape is a constant focal point, exemplifying the British sociologist John Urry’s theory of the “tourist gaze”. Exotic portions of the landscape are lingered upon, from the jungle and palm trees to ocean vistas. Monkeys are continuously seen, alongside other “exotic” creatures.

    This is a recurring trait seen in Hollywood films set in Thailand, from Anna and the King of Siam (1946) to The Impossible (2012), situating it purely as an exotic locale.

    This series uses iconic tourist locations, such as the Buddhist temple Wat Pho which forms the background for a conversation in one scene. Also, what appears to be the Phi Phi Islands, known for their pristine beaches and clear waters, drift past during a luxury yacht trip. Sadly, Thailand in this series is reduced to a digestible set of iconic images for the audience.

    White Lotus engages in a double game. The series is clearly critical of the characters, presenting lifestyle and holidays as desirable and aspirational, all the while reinforcing antiquated orientalist stereotypes itself. You would hope a show trying to show the evils of a certain kind of tourism wouldn’t also be guilty of the thing it’s attempting to lampoon.

  • MIL-OSI USA: Two Free Weekends Announced for Out-of-State Snowmobilers

    Governor Kathy Hochul today announced two free snowmobile weekends for all out-of-state and Canadian snowmobilers to rev their engines and explore what New York has to offer. New York State will waive registration fees for out-of-state snowmobilers February 28-March 2 and March 7-9, 2025, encouraging out-of-state visitors to come ride the more than 10,000 miles of snowmobile trails in New York State.

    “New York is home to more than 10,000 miles of snowmobile trails, making it the perfect place to explore everything from snow peaked mountains and endless forests to pristine valleys and the Great Lakes,” Governor Hochul said. “I encourage everyone to take advantage of the beauty our state has to offer, and we’re making it easier with free snowmobiling weekends for adventurers to see it for themselves.”

    During the weekends, the registration requirement in New York is waived for already properly registered and insured out-of-state snowmobiling enthusiasts. Participants in these free snowmobiling events must operate a snowmobile that is registered in their home state/province and must carry any applicable insurance as required. Outside of this promotion, out-of-state and Canadian snowmobilers are required to register their snowmobiles with New York State before hitting the State’s trails — from the Hudson Valley to the North Country to Western New York.

    These free snowmobiling weekends, February 28-March 2 and March 7-9, 2025, help boost tourism for State and local economies, and reinforce New York’s commitment to the industry. New York State has made an ongoing commitment to snowmobile trail maintenance and our local grants program is funded by snowmobile registration fees collected by the State Department of Motor Vehicles and deposited into the Snowmobile Trail Development and Maintenance Fund. County and municipal governments distribute the grants to about 230 snowmobile clubs across the State, which in turn groom and maintain the trails.

    New York State Office of Parks, Recreation and Historic Preservation Commissioner Pro Tempore Randy Simons said, “New York State is fortunate to have many snowmobile clubs, counties, and municipalities who do great work to groom and maintain our trail network, ensuring a smooth ride and a safe, enjoyable journey for all. Our trails offer a thrilling escape into winter wonderlands—winding through pristine forests, across snowy fields, and offering breathtaking views at every turn. It’s not just a ride, it’s an adventure leaving visitors eager to return again and again and explore more of what the Empire State has to offer.”

    Empire State Development President CEO and Commissioner Hope Knight said, “New York’s free snowmobiling weekends are the perfect time for visitors to explore the state’s picturesque winter landscape and its vast network of snowmobile trails. Tourism is crucial to our regional economies, and opportunities like this help to welcome guests who stay, dine and shop in our vibrant communities, supporting local jobs and small businesses.”

    New York State Department of Motor Vehicles Commissioner Mark J.F. Schroeder said, “Our state is enjoying an exceptional snowmobiling season, and these free weekends are the perfect opportunity for non-New Yorkers to experience all that we have to offer. Remember that visitors who snowmobile here outside of designated free weekends must obtain a temporary snowmobile registration, while New Yorkers must renew their snowmobile registrations annually online. The registration fees go toward maintaining our beautiful trail network, which all snowmobilers must enjoy safely and responsibly. That means always wearing a helmet and never riding while impaired.”

    New York State Department of Environmental Conservation Interim Commissioner Sean Mahar said, “New York’s network of snowmobile trails provides extraordinary winter recreation for residents and visitors alike. I encourage the public to take advantage of these free weekends to enjoy some of the thousands of miles of trails the state has to offer and to ride safely and responsibly to protect themselves and others.”

    New York State Snowmobile Association President Rosanne Warner said, “The New York State Snowmobile Association and all of its member clubs would like to thank the Governor for promoting snowmobiling as an important part of the winter tourism economy. In-state snowmobilers as well as out-of-state visitors enjoy riding our trail system and are always pleased with the diversity of riding opportunities New York State has to offer. Snowmobilers are very important contributors to our local winter economy and we appreciate the support and recognition of Governor Hochul.”

    New York State reminds riders to observe trail conditions and safety procedures while snowmobiling. Trail conditions vary depending on snowfall amounts and other factors. Snowmobilers, fishermen, skiers and snowshoers should put safety first and to proceed with extreme caution before venturing on ice- or snow-covered bodies of water. Historically, the two leading causes of snowmobile injuries in New York State are excessive speed and operator intoxication.

    Top safety recommendations include:

    • INSPECT and properly maintain your snowmobile; carry emergency supplies
    • ALWAYS wear a helmet with DOT-certified standards and make sure you wear appropriate snowmobile gear including bibs, jackets, boots, and gloves to withstand the elements
    • ALWAYS ride with a buddy or group and tell a responsible person where you will be riding and your expected return time
    • SLOW DOWN. Ride within your ability
    • STAY ON MARKED TRAILS. Respect landowners and obey posted signs
    • NEVER drink alcohol or use drugs and ride
    • FROZEN BODIES OF WATER are not designated trails; if you plan to ride on ice, proceed with caution and be aware of potential hazards under the snow. If you choose to ride on ice, wear a snowmobile suit with flotation built-in and carry a set of ice picks as a precaution.

    Check the websites of area snowmobile clubs for information on trail conditions, including the status of grooming. Individuals operating a snowmobile should be familiar with safe riding practices and all applicable laws, rules and regulations. The New York State Snowmobile Association website provides information about snowmobiling and snowmobile clubs. Maps of the State snowmobile trail network are available on New York State Parks’ website.

    The DMV reminds New York riders that snowmobile registrations must be renewed annually. DMV allows snowmobilers to renew registrations online on the DMV website, by mail or in person at a DMV office. Snowmobile registration costs $100 but is decreased to $45 if the snowmobiler is a member of a local snowmobile club.

    Non-New Yorkers who wish to use a snowmobile in New York State before or after this promotional weekend can use the NYS Registration for Out-of-State Snowmobile service to get a 15-day registration and operate their snowmobile here immediately. DMV will send a permanent registration in the mail.

    The free snowmobile weekend complements Governor Hochul’s efforts to encourage outdoor recreation. The FY26 Executive Budget proposes $200 million for State Parks to invest in and aid the ongoing transformation of New York’s flagship parks and support critical infrastructure projects throughout the park system. The Governor’s new Unplug and Play initiative also earmarks $100 million for construction and renovation of community centers through the Build Recreational Infrastructure for Communities, Kids and Seniors (NY BRICKS), $67.5 million for the Places for Learning, Activity and Youth Socialization (NY PLAYS) initiative helping New York communities construct new playgrounds and renovate existing playgrounds; and an additional $50 million for the Statewide Investment in More Swimming (NY SWIMS) initiative supporting municipalities in the renovation and construction of swimming facilities.

  • MIL-OSI USA: “Legendary” Winter Adventure: 6 Friends Conquer 4 ND Ski Areas in One Day

    A group of six friends, deeming themselves the “Motley 701 Ski-A-Palooza,” recently embarked on an ambitious mission: to snowboard at all four North Dakota ski areas – Frost Fire Park, Bottineau Winter Park, Thrill Hills, and Huff Hills Ski Area – in a single day. Their successful 10-hour adventure highlights the unique winter recreation opportunities available across the state.

    “It started out as a ridiculous challenge, but it was amazing how everything came together to make this a reality,” says McVille resident Brent Huso. “When you get to a certain age, making plans and activities with old friends needs to be prioritized more. This was an opportunity to create a memorable experience, which is what life is all about.” 

    The “Ski-A-Palooza” group began their journey early on February 8, successfully conquering each slope and concluding their challenge with a nighttime ride at Huff Hills. 

    “When they reached out explaining what they wanted to do, I said ‘Hold on, what are you guys doing?’ This is one of the coolest ideas ever,’” said Andy Beck, Mountain Operations Manager at Huff Hills. “We were excited to be the last stop on their tour. We kept some staff on and turned on the lights to make sure they could finish out the challenge.” 

    Beck encourages more people to take on the challenge with the hopes of extending their trip to spend more time on the slopes and in the communities. “We’d love to hear from others wanting to do this. Maybe go over a weekend so they can spend more time at each area,” he says. “This has been a great season for us. Even if there isn’t snow in people’s backyards, we have snow, and that’s true for all four ski areas in the state this winter.”

    This successful adventure showcases the growing popularity of winter recreation in North Dakota. Recent investments in North Dakota’s ski areas through the state’s Destination Development Grants have resulted in significant enhancements to facilities, making them more attractive to visitors and residents alike.

    “With the long winter months here in North Dakota, there is still plenty of beauty to take in and explore,” says Huso. “We hope others get out to support our local winter sports and aren’t afraid of travel a bit to partake.”

  • MIL-OSI United Kingdom: Local businesses urged to take part in Freebie Fortnight

    Local small and medium-sized businesses can now apply to take part in a new city centre promotion designed to drive more people into the area – Freebie Fortnight.

    The promotion will run next month in co-ordination with local retail and hospitality businesses to boost city centre footfall, visitor numbers, and local spend.

    Council Co-Leader Councillor Ian Yuill said: “I’d urge local eligible businesses – particularly those near the current construction works at Union Street Central and the new market building – to apply and take part in the Freebie Fortnight promotion.

    “This initiative will help towards providing a truly vibrant city centre which attracts locals, visitors, residents and tourists to the area.”

    Finance and Resources Committee convener Councillor Alex McLellan said: “The Freebie Fortnight will be a help to local shops, cafes, and restaurants, in the city centre to further develop and diversify their offering to customers while taking part in a fun promotion.

    “Shifts in consumer behaviour, pandemic recovery, and rising energy and living costs have all had an impact on why and how often people visit their local high street. Promotions such as Freebie Fortnight will help to attract people into the city centre.”

    The Freebie Fortnight is to take place from 10 March to 23 March, dates which would avoid existing key events such as Aberdeen Restaurant Week and Mother’s Day.

    Each retailer will be asked to select an in-store offering of value up to either £5 or £10, to be made available to a set number of customers per day over the period, for free. Customers will need to use a verbal code to access the offering.

    The expectation around free in-store offerings, for up to £5, could be a hot drink or baked good for example. For up to £10, could be a lunch deal with soft drink in a restaurant, or a free gift in a retail setting. Participating businesses will have an opportunity to devise their own deal based on stock and deliverability.

    A variety of offerings will be ensured, from ‘grab and go’ options which may attract workers and commuters, to sit-down or browsing options which may attract visitors and increase dwell time spent in the city centre.

    Customers will be required to use a verbal code to access the offering will avoid cannibalisation of regular sales for the participating business. There is also the likelihood of additional spend, with customers purchasing extra items to ‘complement’ the free offering, ie a cake with a coffee. In a retail setting, it will be suggested that the free offering is attached to a minimum spend, ie customers spending £10 will receive a £10 voucher to spend next time they return.

    There will be a supporting marketing campaign to accompany the ‘Freebie Fortnight’ for participating retailers alongside support from Aberdeen Inspired, Business Gateway, Opportunity North East, Our Union Street, and the Federation of Small Businesses. 

    There will be a particular emphasis on targeting businesses near the current construction works at Union Street Central and the new market building.

    It is expected that funding will support up to 20 businesses to take part, and criteria will be set around these being local SMEs, with fewer than three stores, rather than national chains. Care will be taken to ensure that the participating businesses are representative of multiple sectors.

    Funding from UK Government administered by Aberdeen City Council will meet the cost of the promotion by reimbursing each participating business.

    HARBIN, Feb. 14 — Chinese Premier Li Qiang on Friday met with Mongolian Prime Minister Luvsannamsrai Oyun-Erdene in Harbin, capital city of northeast China’s Heilongjiang Province.

    Oyun-Erdene is here for the closing ceremony of the 9th Asian Winter Games.

    China and Mongolia are friendly neighbors connected by mountains and rivers, said Li, noting that close cooperation and joint development are in the common interests of both sides.

    China is willing to work with Mongolia to further implement the important consensus reached by the two heads of state, firmly grasp the right direction for the development of bilateral ties, consolidate political mutual trust, carry forward the traditional friendship, deepen mutually beneficial cooperation and bring more benefits to the two peoples, Li said.

    Li added that China is ready to strengthen the synergy of development strategies and policy coordination with Mongolia, maintain the positive momentum of bilateral cooperation, and boost cooperation in traditional fields such as mineral, energy, connectivity and infrastructure, as well as expand cooperation in emerging areas such as artificial intelligence and green development.

    Li called on both sides to deepen cooperation in fields such as culture, education and tourism, support youth exchanges, and consolidate public support for friendship between the two countries.

    China is ready to work with Mongolia and other Asian countries to uphold the common values of peace, unity and cooperation, closely coordinate and cooperate with each other, practice genuine multilateralism, jointly safeguard regional peace, stability and development, and better safeguard common interests, the premier noted.

    Oyun-Erdene extended his warm congratulations to China for successfully hosting the 9th Asian Winter Games, emphasizing that the event would further promote Asian values and amplify Asian voices.

    Noting that Mongolia and China are eternal neighbors, he said developing long-term, stable and friendly relations with China is Mongolia’s primary foreign policy focus.

    Oyun-Erdene said Mongolia firmly adheres to the one-China policy and looks forward to making joint efforts with China to strengthen high-level exchanges and strengthen the connection between Mongolia’s development strategy and the Belt and Road Initiative.

    Mongolia is ready to deepen practical cooperation with China in fields such as economy and trade, connectivity, energy, resources and infrastructure, and push comprehensive strategic partnership to a higher level, Oyun-Erdene added.

         The Chief Executive, Mr John Lee, met with the Chief Executive of the Macao Special Administrative Region (SAR), Mr Sam Hou-fai, at Government House today (February 14) to exchange views on further promoting Hong Kong’s co-operation with Macao and the high-quality development of the Guangdong-Hong Kong-Macao Greater Bay Area (GBA). Also attending the meeting were the Chief Secretary for Administration, Mr Chan Kwok-ki; the Financial Secretary, Mr Paul Chan; the Secretary for Constitutional and Mainland Affairs, Mr Erick Tsang Kwok-wai; the Secretary for Innovation, Technology and Industry, Professor Sun Dong; the Secretary for Transport and Logistics, Ms Mable Chan; the Secretary for Culture, Sports and Tourism, Miss Rosanna Law; and the Director of the Chief Executive’s Office, Ms Carol Yip.           Mr Lee welcomed Mr Sam and his delegation to Hong Kong. Noting that Hong Kong and Macao are the country’s special administrative regions that enjoy distinctive advantages under the “one country, two systems” principle, Mr Lee said that the two cities are as close as brothers, with frequent people-to-people and cultural exchanges, alongside solid economic and trade relations. The Hong Kong-Zhuhai-Macao Bridge (HZMB), has remarkably shortened the distance between Hong Kong and Macao, promoting closer communication and connections between the two cities. The Hong Kong Special Administrative Region (HKSAR) Government has long provided dedicated support to the cross-boundary transportation arrangements and measures of the HZMB to maximise the economic and transport benefits of the bridge. Besides, the “Mutual Use of QR Code between HKSAR and Macao SAR Clearance Service”, jointly launched by the HKSAR Government and the Macao SAR Government in July last year, provides a faster and more convenient immigration experience for residents of both cities and further facilitates their exchanges.           In promoting tourism, Mr Lee said that Hong Kong and Macao will work together to expand the market of twin-destination tourism of the two cities. Hong Kong will collaborate with other cities in the GBA, including Macao, to establish a regional and international tourism brand.           Mr Lee also welcomed Mr Sam’s visit earlier today to the Centre for Chinese Herbal Medicine Drug Development at Hong Kong Science Park and the Hong Kong Palace Museum to learn more about the research and development of traditional Chinese medicine and cultural tourism in Hong Kong. Mr Lee said he looks forward to working with Mr Sam in further enhancing exchanges and co-operation between Hong Kong and Macao in various aspects.

    The Heartfulness Lord Buddha Trination Tri-Services Motorcycle Expedition is a historic and unique initiative uniting Nepal, India, and Sri Lanka in a journey through their shared Buddhist heritage. Under the leadership of Convener Shri Rahul Laxman Patil, the expedition is organized in association with the International Buddhist Confederation (IBC) along with other partners.

    The journey will commence on 16th February 2025 from Lumbini, Nepal, the birthplace of Lord Buddha, symbolizing the historical spread of Buddhism and reinforcing the deep-rooted cultural and spiritual connections among these countries. The expedition will cover significant Buddhist heritage sites across Nepal, India, and Sri Lanka.

    The Indian chapter of the expedition is being organized with the support of the Land Port Authority of India (under the Ministry of Home Affairs) and Nalanda University, Rajgir (under the Ministry of External Affairs), with BIMSTEC as the strategic partner and IBC as the guiding institution. The route will include key Buddhist landmarks such as:

    • Sarnath, Uttar Pradesh – The site of Buddha’s first sermon
    • Bodhgaya, Bihar – The place of Buddha’s enlightenment
    • Nalanda, Bihar – The renowned ancient Buddhist university
    • Nagarjuna Sagar, Andhra Pradesh – An important Buddhist learning center
    • Udayagiri, Odisha – A significant Buddhist monastic site
    • Karnataka – Various Buddhist sites reflecting India’s rich Buddhist legacy

    The official flag-off will take place at Bodhgaya on 19th February 2025, led by Shri Ram Nath Kovind, Former President of India, at this iconic Buddhist pilgrimage site. The expedition will then proceed to Sri Lanka, where it will receive a ceremonial welcome in Jaffna, marking the culmination of this historic journey. The Sri Lankan leg of the event will highlight the enduring Buddhist ties between the three nations and further promote cultural diplomacy.

         The Hong Kong Economic and Trade Office, Jakarta (HKETO Jakarta) hosted a business seminar and luncheon entitled Building a Stronger Future: The Synergistic Power of Fintech and Logistics in Manila, the Philippines, today (February 14) to celebrate the Year of the Snake. Some 200 guests from the local government, business, academic, cultural and media sectors attended the event.      In her welcome speech, the Director-General of the HKETO Jakarta, Miss Libera Cheng, noted that commercial and people-to-people ties between Hong Kong and the Philippines have continued to develop. Bilateral trade in goods amounted to US$13.9 billion last year, and Hong Kong was the fifth-largest trading partner and third-largest export market of the Philippines.      “The Philippines is Hong Kong’s largest source of tourist arrivals from the Association of Southeast Asian Nations (ASEAN). We welcomed close to 1.2 million Filipino visitors last year, far exceeding pre-pandemic levels. Hong Kong International Airport (HKIA) is connected to five major cities in the Philippines, not only enabling tourists to visit Hong Kong with ease, but also serving as an important international gateway to the Philippines. As we press ahead with the Skytopia airport city plan, HKIA will become a new world-leading commercial and logistics landmark.”      Miss Cheng added that fintech and logistics are the economic pillars of the future. Their synergistic power has driven the rapid growth of e-commerce and other sectors. In this regard, the Chief Executive introduced in his 2024 Policy Address a series of relevant measures, including expanding the geographical coverage of “E‑commerce Easy” under the Dedicated Fund on Branding, Upgrading and Domestic Sales to ASEAN countries, and holding the Hong Kong Shopping Festival in the ASEAN market in due course to help small and medium-sized enterprises tap into the local e‑commerce sales market.      “We also welcome Philippine enterprises to make use of various business-friendly measures, such as the reduction in the duty rate for liquor last year and the world-class gold storage facilities at HKIA, to fully leverage Hong Kong’s role as an international financial and trade centre.”      The Acting Deputy Director (Commercial Relations) of the HKETO Jakarta, Ms Ida Ho, moderated the subsequent panel discussion to explore with local industry leaders the latest developments of the relevant sectors and explore opportunities for co-operation between the two places.      Dignitaries attending the dinner included the Chinese Ambassador to the Philippines, Mr Huang Xilian; the Undersecretary of the Department of Trade and Industry of the Philippines, Ms Mary Jean Pacheco; the Mayor of Taguig, Ms Maria Laarni Lopez Cayetano; the Regional Director of South East Asia and South Asia of the Hong Kong Trade Development Council, Mr Ronald Ho; and senior representatives from major local business chambers.      The HKETO Jakarta will be hosting events in Malaysia in the coming two weeks to celebrate Chinese New Year.

    It is an honour to join you all for this edition of SAMVAD in Thailand. Many distinguished institutions and individuals from India, Japan, and Thailand  are working to make this event possible. I commend all of them for their efforts and extend my greetings to all participants.

    I take this opportunity to remember my friend, Mr. Shinzo  Abe. In 2015, the idea of SAMVAD emerged from my conversations with him. Since then, SAMVAD has travelled across various countries, fostering debate, dialogue, and deeper understanding

    I am delighted that this edition of SAMVAD is taking place in Thailand. Thailand has a rich culture, history, and heritage. It stands as a beautiful example of the shared philosophical and spiritual traditions of Asia.

    India and Thailand share deep cultural ties that span over two thousand years. The Ramayana and Ramakien connect us. Our shared reverence for Bhagwan Buddha unites us. Last year,  when we sent holy relics of Bhagwan Buddha to Thailand, millions of devotees paid their respects. Our nations also share a vibrant partnership across multiple sectors. India’s ‘Act East’ policy and Thailand’s ‘Act West’ policy complement each other, promoting mutual progress and prosperity. This conference marks another successful chapter in our friendship.

    The theme of SAMVAD speaks of the Asian Century. When people use this term, they often refer to Asia’s economic rise. However, this conference highlights that the Asian Century is not just about economic value but also about social values. The teachings of Bhagwan Buddha can guide the world in creating a peaceful and progressive era. His wisdom holds the power to lead us towards a human-centric future.

    One of the core themes of SAMVAD is conflict avoidance. Often, conflicts arise from the belief that only our path is correct while all others are wrong. Bhagwan Buddha offers insight  into this issue:

    इमेसु किर सज्जन्ति, एके समणब्राह्मणा |

    विग्गय्ह नं विवदन्ति,

    जना एकंगदस्सिनो ||

    This means that some people cling to their own views  and argue, seeing only one side as true. But multiple perspectives can exist on the same issue. This is why the Rig Veda states:

    एकं सद्विप्रा बहु॒धा वदन्ति |

    When we acknowledge that truth may be seen through different lenses,  we can avoid conflict.

    Another cause of conflict is perceiving others as fundamentally different from ourselves. Differences lead to distance, and distance can turn into discord.To counter this, a verse from the Dhammapada states:

    सब्बे तसन्ति दण्डस्स, सब्बे भायन्ति मच्चुनो |

    अत्तानं उपमं कत्वा, न हनेय्य न घातये ||

    This means that everyone fears pain and death. By recognizing others as similar to ourselves, we can ensure that no harm or violence occurs. If these words are followed, conflict can be avoided.

    Many of the world’s issues stem from taking extreme positions rather than a balanced approach. Extreme views lead to conflicts, environmental crises, and even stress-related health problems. The solution to such challenges lies in the teachings of Bhagwan Buddha. He urged us to follow the Middle Path and avoid extremes. The principle of moderation remains relevant today and offers guidance in addressing global challenges.

    Today, conflicts extend beyond people and nations- humanity is increasingly in conflict with nature. This has led to an environmental crisis that threatens our planet. The answer to this challenge lies in the shared traditions of Asia, rooted in the principles of Dhamma. Hinduism, Buddhism, Shintoism, and other Asian traditions teach us to live in harmony with nature. We do not see ourselves as separate from nature but as a part of it. We believe in the concept of trusteeship, as advocated by Mahatma Gandhi. When using natural resources for progress today, we must also consider our responsibility to future generations. This approach ensures  that resources are used for growth, not greed.

    I hail from Vadnagar, a small town in western India that was once a great seat of Buddhist learning. In the Indian Parliament, I represent Varanasi, which includes Sarnath. Sarnath is the sacred place where Bhagwan Buddha delivered his first discourse. It is a beautiful coincidence that places associated with Bhagwan Buddha have shaped my journey.

    Our reverence for Bhagwan Buddha is reflected in the policies of our government. We have developed tourism infrastructure to connect important Buddhist sites as part of the Buddhist Circuit. The ‘Buddha Purnima Express’ special train has been launched to facilitate travel within this circuit. The inauguration of the Kushinagar International Airport is a historic step that benefits international Buddhist pilgrims. Recently, we have announced various development initiatives for Bodh Gaya to enhance its infrastructure. I warmly invite pilgrims, scholars, and monks from around the world to visit India, the land of Bhagwan Buddha.

    Nalanda Mahavihara was one of the greatest universities in history. It was destroyed centuries ago by the forces of conflict. But we have shown our resilience  by now reviving it as a center of learning. With the blessings of Bhagwan Buddha, I am confident that Nalanda University will regain its former glory. A significant step has also been taken to promote Pali, the language in which Bhagwan Buddha delivered his teachings. Pali has been declared a classical language by our government, ensuring the preservation of its literature. Additionally, we have launched the Gyan Bharatam mission to identify and catalog ancient manuscripts. This will encourage documentation and digitalization for the benefit of scholars of Buddhism.

    Over the past decade, we have collaborated with many nations to promote the teachings of Bhagwan Buddha. Recently, the First Asian Buddhist Summit was held in India under the theme ‘The Role of Buddha Dhamma in Strengthening Asia. Earlier, India hosted the First Global Buddhist Summit. I had the honor of laying the foundation stone for the India International Center for Buddhist Culture & Heritage at Lumbini, Nepal. India has also contributed to the construction of the Lumbini Museum. Further, the ‘Concise Orders’ of Lord Buddha, Mongolian Kanjur of 108 volumes, were reprinted in India and distributed to monasteries in Mongolia. Our efforts in conservation of monuments in many countries, reinforce our commitment to Bhagwan Buddha’s legacy.

    It is encouraging that this edition of SAMVAD is hosting a religious roundtable, bringing together diverse religious leaders. I am confident that valuable insights will emerge from this platform, shaping a more harmonious world. Addressing the gathering, he expressed his honor of joining the edition of SAMVAD in Thailand, commending the distinguished institutions and individuals from India, Japan, and Thailand for making the event possible.     The President of the United States of America, The Honorable Donald J. Trump hosted the Prime Minister of India, Shri Narendra Modi for an Official Working Visit in Washington, DC on February 13, 2025.

    As the leaders of sovereign and vibrant democracies that value freedom, the rule of law, human rights, and pluralism, President Trump and Prime Minister Modi reaffirmed the strength of the India-U.S. Comprehensive Global Strategic Partnership, anchored in mutual trust, shared interests, goodwill and robust engagement of their citizens.

    Today, President Trump and Prime Minister Modi launched a new initiative – the “U.S.-India COMPACT (Catalyzing Opportunities for Military Partnership, Accelerated Commerce & Technology) for the 21st Century” – to drive transformative change across key pillars of cooperation. Under this initiative, they committed to a results-driven agenda with initial outcomes this year to demonstrate the level of trust for a mutually beneficial partnership.

    Defense

    Highlighting the deepening convergence of U.S.-India strategic interests, the leaders reaffirmed their unwavering commitment to a dynamic defense partnership spanning multiple domains. To advance defense ties further, the leaders announced plans to sign this year a new ten-year Framework for the U.S.-India Major Defense Partnership in the 21st Century.

    The leaders welcomed the significant integration of U.S.-origin defense items into India’s inventory to date, including C‑130J Super Hercules, C‑17 Globemaster III, P‑8I Poseidon aircraft; CH‑47F Chinooks, MH‑60R Seahawks, and AH‑64E Apaches; Harpoon anti-ship missiles; M777 howitzers; and MQ‑9Bs. The leaders determined that the U.S. would expand defense sales and co-production with India to strengthen interoperability and defense industrial cooperation. They announced plans to pursue this year new procurements and co-production arrangements for “Javelin” Anti-Tank Guided Missiles and “Stryker” Infantry Combat Vehicles in India to rapidly meet India’s defense requirements. They also expect completion of procurement for six additional P-8I Maritime Patrol aircraft to enhance India’s maritime surveillance reach in the Indian Ocean Region following agreement on sale terms.

    Recognizing that India is a Major Defense Partner with Strategic Trade Authorization-1 (STA‑1) authorization and a key Quad partner, the U.S. and India will review their respective arms transfer regulations, including International Traffic in Arms Regulations (ITAR), in order to streamline defense trade, technology exchange and maintenance, spare supplies and in-country repair and overhaul of U.S.-provided defense systems. The leaders also called for opening negotiations this year for a Reciprocal Defense Procurement (RDP) agreement to better align their procurement systems and enable the reciprocal supply of defense goods and services. The leaders pledged to accelerate defense technology cooperation across space, air defense, missile, maritime and undersea technologies, with the U.S. announcing a review of its policy on releasing fifth generation fighters and undersea systems to India.

    Building on the U.S.-India Roadmap for Defense Industrial Cooperation and recognizing the rising importance of autonomous systems, the leaders announced a new initiative – the Autonomous Systems Industry Alliance (ASIA) – to scale industry partnerships and production in the Indo-Pacific. The leaders welcomed a new partnership between Anduril Industries and Mahindra Group on advanced autonomous technologies to co-develop and co-produce state-of-the-art maritime systems and advanced AI-enabled counter Unmanned Aerial System (UAS) to strengthen regional security, and between L3 Harris and Bharat Electronics for co-development of active towed array systems.

    The leaders also pledged to elevate military cooperation across all domains – air, land, sea, space, and cyberspace – through enhanced training, exercises, and operations, incorporating the latest technologies. The leaders welcomed the forthcoming “Tiger Triumph” tri-service exercise (first inaugurated in 2019) with larger scale and complexity to be hosted in India.

    Finally, the leaders committed to break new ground to support and sustain the overseas deployments of the U.S. and Indian militaries in the Indo-Pacific, including enhanced logistics and intelligence sharing, as well as arrangements to improve force mobility for joint humanitarian and disaster relief operations along with other exchanges and security cooperation engagements.

    Trade and Investment

    The leaders resolved to expand trade and investment to make their citizens more prosperous, nations stronger, economies more innovative and supply chains more resilient. They resolved to deepen the U.S.-India trade relationship to promote growth that ensures fairness, national security and job creation. To this end, the leaders set a bold new goal for bilateral trade – “Mission 500” – aiming to more than double total bilateral trade to $500 billion by 2030.

    Recognizing that this level of ambition would require new, fair-trade terms, the leaders announced plans to negotiate the first tranche of a mutually beneficial, multi-sector Bilateral Trade Agreement (BTA) by fall of 2025. The leaders committed to designate senior representatives to advance these negotiations and to ensure that the trade relationship fully reflects the aspirations of the COMPACT. To advance this innovative, wide-ranging BTA, the U.S. and India will take an integrated approach to strengthen and deepen bilateral trade across the goods and services sector, and will work towards increasing market access, reducing tariff and non-tariff barriers, and deepening supply chain integration.

    The leaders welcomed early steps to demonstrate mutual commitment to address bilateral trade barriers. The United States welcomed India’s recent measures to lower tariffs on U.S. products of interest in the areas of bourbon, motorcycles, ICT products and metals, as well as measures to enhance market access for U.S. agricultural products, like alfalfa hay and duck meat, and medical devices. India also expressed appreciation for U.S. measures taken to enhance exports of Indian mangoes and pomegranates to the United States. Both sides also pledged to collaborate to enhance bilateral trade by increasing U.S. exports of industrial goods to India and Indian exports of labor-intensive manufactured products to the United States. The two sides will also work together to increase trade in agricultural goods.

    Finally, the leaders committed to drive opportunities for U.S. and Indian companies to make greenfield investments in high-value industries in each other’s countries. In this regard, the leaders welcomed ongoing investments by Indian companies worth approximately $7.35 billion, such as those by Hindalco’s Novelis in finished aluminum goods at their state-of-the art facilities in Alabama and Kentucky; JSW in steel manufacturing operations at Texas and Ohio; Epsilon Advanced Materials in the manufacture of critical battery materials in North Carolina; and Jubilant Pharma in the manufacture of injectables in Washington. These investments support over 3,000 high-quality jobs for local families.

    Energy Security

    The leaders agreed that energy security is fundamental to economic growth, social well-being and technical innovation in both countries. They underscored the importance of U.S.-India collaboration to ensure energy affordability, reliability, and availability and stable energy markets. Realizing the consequential role of the U.S. and India, as leading producers and consumers, in driving the global energy landscape, the leaders re-committed to the U.S.-India Energy Security Partnership, including in oil, gas, and civil nuclear energy.

    The leaders underscored the importance of enhancing the production of hydrocarbons to ensure better global energy prices and secure affordable and reliable energy access for their citizens. The leaders also underscored the value of strategic petroleum reserves to preserve economic stability during crises and resolved to work with key partners to expand strategic oil reserve arrangements. In this context, the U.S. side affirmed its firm support for India to join the International Energy Agency as a full member.

    The leaders reaffirmed their commitment to increase energy trade, as part of efforts to ensure energy security, and to establish the United States as a leading supplier of crude oil and petroleum products and liquified natural gas to India, in line with the growing needs and priorities of our dynamic economies. They underscored the tremendous scope and opportunity to increase trade in the hydrocarbon sector including natural gas, ethane and petroleum products as part of efforts to ensure supply diversification and energy security. The leaders committed to enhance investments, particularly in oil and gas infrastructure, and facilitate greater cooperation between the energy companies of the two countries.

    The leaders announced their commitment to fully realize the U.S.-India 123 Civil Nuclear Agreement by moving forward with plans to work together to build U.S.-designed nuclear reactors in India through large scale localization and possible technology transfer. Both sides welcomed the recent Budget announcement by Government of India to take up amendments to the Atomic Energy Act and the Civil Liability for Nuclear Damage Act (CLNDA) for nuclear reactors, and further decided to establish bilateral arrangements in accordance with CLNDA, that would address the issue of civil liability and facilitate the collaboration of Indian and U.S. industry in the production and deployment of nuclear reactors. This path forward will unlock plans to build large U.S.-designed reactors and enable collaboration to develop, deploy and scale up nuclear power generation with advanced small modular reactors.

    Technology and Innovation

    The leaders announced the launch of the U.S.-India TRUST (“Transforming the Relationship Utilizing Strategic Technology”) initiative, which will catalyze government-to-government, academia and private sector collaboration to promote application of critical and emerging technologies in areas like defense, artificial intelligence, semiconductors, quantum, biotechnology, energy and space, while encouraging the use of verified technology vendors and ensuring sensitive technologies are protected.

    As a central pillar of the “TRUST” initiative, the leaders committed to work with U.S. and Indian private industry to put forward a U.S.-India Roadmap on Accelerating AI Infrastructure by the end of the year, identifying constraints to financing, building, powering, and connecting large-scale U.S.-origin AI infrastructure in India with milestones and future actions. The U.S. and India will work together to enable industry partnerships and investments in next generation data centers, cooperation on development and access to compute and processors for AI, for innovations in AI models and building AI applications for solving societal challenges while addressing the protections and controls necessary to protect these technologies and reduce regulatory barriers.

    The leaders announced the launch of INDUS Innovation, a new innovation bridge modeled after the successful INDUS-X platform, that will advance U.S.-India industry and academic partnerships and foster investments in space, energy, and other emerging technologies to maintain U.S. and India leadership in innovation and to meet the needs of the 21st century. The leaders also reinforced their commitment to the INDUS-X initiative, which facilities partnerships between U.S. and Indian defense companies, investors and universities to produce critical capability for our militaries, and welcomed the next summit in 2025.

    The leaders also committed, as part of the TRUST initiative, to build trusted and resilient supply chains, including for semiconductors, critical minerals, advanced materials and pharmaceuticals. As part of this effort, the leaders plan to encourage public and private investments to expand Indian manufacturing capacity, including in the U.S., for active pharmaceutical ingredients for critical medicines. These investments will create good jobs, diversify vital supply chains, and reduce the risk of life-saving drug shortages in both the United States and India.

    Recognizing the strategic importance of critical minerals for emerging technologies and advanced manufacturing, India and the United States will accelerate collaboration in research and development and promote investment across the entire critical mineral value chain, as well as through the Mineral Security Partnership, of which both the United States and India are members. Both countries have committed to intensifying efforts to deepen cooperation in the exploration, beneficiation, and processing as well as recycling technologies of critical minerals. To this end, the leaders announced the launch of the Strategic Mineral Recovery initiative, a new U.S.-India program to recover and process critical minerals (including lithium, cobalt, and rare earths) from heavy industries like aluminum, coal mining and oil and gas.

    The leaders hailed 2025 as a pioneering year for U.S.-India civil space cooperation, with plans for a NASA-ISRO effort through AXIOM to bring the first Indian astronaut to the International Space Station (ISS), and early launch of the joint “NISAR” mission, the first of its kind to systematically map changes to the Earth’s surface using dual radars. The leaders called for more collaboration in space exploration, including on long duration human spaceflight missions, spaceflight safety and sharing of expertise and professional exchanges in emerging areas, including planetary protection. The leaders committed to further commercial space collaboration through industry engagements in conventional and emerging areas, such as connectivity, advanced spaceflight, satellite and space launch systems, space sustainability, space tourism and advanced space manufacturing.

    The leaders underscored the value of deepening ties between the U.S. and Indian scientific research communities, announcing a new partnership between the U.S. National Science Foundation and the Indian Anusandhan National Research Foundation in researching critical and emerging technologies. This partnership builds on ongoing collaboration between the U.S. National Science Foundation and several Indian science agencies to enable joint research in the areas of semiconductors, connected vehicles, machine learning, next-generation telecommunications, intelligent transportation systems, and future biomanufacturing.

    The leaders determined that their governments redouble efforts to address export controls, enhance high technology commerce, and reduce barriers to technology transfer between our two countries, while addressing technology security. The leaders also resolved to work together to counter the common challenge of unfair practices in export controls by third parties seeking to exploit overconcentration of critical supply chains.

    Multilateral Cooperation

    The leaders reaffirmed that a close partnership between the U.S. and India is central to a free, open, peaceful and prosperous Indo-Pacific region. As Quad partners, the leaders reiterated that this partnership is underpinned by the recognition of ASEAN centrality; adherence to international law and good governance; support for safety and freedom of navigation, overflight and other lawful uses of the seas; and unimpeded lawful commerce; and advocacy for peaceful resolution of maritime disputes in accordance with international law.

    Prime Minister Modi looks forward to hosting President Trump in New Delhi for the Quad leaders’ Summit, ahead of which the leaders will activate new Quad initiatives on shared airlift capacity to support civilian response to natural disasters and maritime patrols to improve interoperability.

    The leaders resolved to increase cooperation, enhance diplomatic consultations, and increase tangible collaboration with partners in the Middle East. They highlighted the importance of investing in critical infrastructure and economic corridors to advancing peace and security in the region. The leaders plan to convene partners from the India-Middle East-Europe Corridor and the I2U2 Group within the next six months in order to announce new initiatives in 2025.

    The US appreciates India’s role as a developmental, humanitarian assistance and net security provider in the Indian Ocean Region. In this context, the leaders committed to deepen bilateral dialogue and cooperation across the vast Indian Ocean region and launched the Indian Ocean Strategic Venture, a new bilateral, whole-of-government forum to advance coordinated investments in economic connectivity and commerce. Supporting greater Indian Ocean connectivity, the leaders also welcomed Meta’s announcement of a multi-billion, multi-year investment in an undersea cable project that will begin work this year and ultimately stretch over 50,000 km to connect five continents and strengthen global digital highways in the Indian Ocean region and beyond. India intends to invest in maintenance, repair and financing of undersea cables in the Indian Ocean, using trusted vendors.

    The leaders recognized the need to build new plurilateral anchor partnerships in the Western Indian Ocean, Middle East, and Indo-Pacific to grow relationships, commerce and cooperation across defense, technology, energy and critical minerals. The leaders expect to announce new partnership initiatives across these sub-regions by fall of 2025.

    The leaders also resolved to advance military cooperation in multinational settings to advance global peace and security. The leaders applauded India’s decision to take on a future leadership role in the Combined Maritime Forces naval task force to help secure sea lanes in the Arabian Sea.

    The leaders reaffirmed that the global scourge of terrorism must be fought and terrorist safe havens eliminated from every corner of the world. They committed to strengthen cooperation against terrorist threats from groups, including Al-Qa’ida, ISIS, Jaish-e Mohammad, and Lashkar-e-Tayyiba in order to prevent heinous acts like the attacks in Mumbai on 26/11 and the Abbey Gate bombing in Afghanistan on August 26, 2021. Recognizing a shared desire to bring to justice those who would harm our citizens, the U.S. announced that the extradition to India of Tahawwur Rana has been approved. The leaders further called on Pakistan to expeditiously bring to justice the perpetrators of the 26/11 Mumbai, and Pathankot attacks and ensure that its territory is not used to carry out cross-border terrorist attacks. The leaders also pledged to work together to prevent proliferation of weapons of mass destruction and their delivery systems and to deny access to such weapons by terrorists and non-state actors.

    People to People Cooperation

    President Trump and Prime Minister Modi noted the importance of advancing the people-to-people ties between the two countries. In this context, they noted that the more than 300,000 strong Indian student community contributes over $8 billion annually to the U.S. economy and helped create a number of direct and indirect jobs. They recognized that the talent flow and movement of students, researchers and employees, has mutually benefitted both countries. Recognizing the importance of international academic collaborations in fostering innovation, improving learning outcomes and development of a future-ready workforce, both leaders resolved to strengthen collaborations between the higher education institutions through efforts such as joint/dual degree and twinning programs, establishing joint Centers of Excellence, and setting up of offshore campuses of premier educational institutions of the U.S. in India.

    Both leaders emphasized that the evolution of the world into a global workplace calls for putting in place innovative, mutually advantageous and secure mobility frameworks. In this regard, the leaders committed to streamlining avenues for legal mobility of students and professionals, and facilitating short-term tourist and business travel, while also aggressively addressing illegal immigration and human trafficking by taking strong action against bad actors, criminal facilitators, and illegal immigration networks to promote mutual security for both countries.

    The leaders also committed to strengthen law enforcement cooperation to take decisive action against illegal immigration networks, organized crime syndicates, including narco-terrorists human and arms traffickers, as well as other elements who threaten public and diplomatic safety and security, and the sovereignty and territorial integrity of both nations.

    President Trump and Prime Minister Modi pledged to sustain high-level engagement between our governments, industries, and academic institutions and realize their ambitious vision for an enduring India-U.S. partnership that advances the aspirations of our people for a bright and prosperous future, serves the global good, and contributes to a free and open Indo-Pacific.
