  • MIL-OSI NGOs: Whether Biden Or Trump, US’ Latin American Policy Will Be Contemptible

    With Donald Trump as the new US president, pundits are speculating about how US policy towards Latin America might change.

    In this article, we look at some of the speculation, then address three specific instances of how the US’s policy priorities may be viewed from a progressive, Latin American perspective. This leads us to a wider argument: that the way these issues are dealt with is symptomatic of Washington’s paramount objective of sustaining the US’s hegemonic position. In this overriding preoccupation, its policy towards Latin America is only one element, of course, but always of significance because the US hegemon still treats the region as its “backyard.”

    First, some examples of what the pundits are saying. In Foreign Affairs, Brian Winter argues that Trump’s return signals a shift away from Biden’s neglect of the region. “The reason is straightforward,” he says. “Trump’s top domestic priorities of cracking down on unauthorized immigration, stopping the smuggling of fentanyl and other illicit drugs, and reducing the influx of Chinese goods into the United States all depend heavily on policy toward Latin America.”

    Ryan Berg, who is with the thinktank, Center for Strategic and International Studies, funded by the US defense industry, is also hopeful. Trump will “focus U.S. policy more intently on the Western Hemisphere,” he argues, “and in so doing, also shore up its own security and prosperity at home.”

    According to blogger James Bosworth, Biden’s “benign neglect” could be replaced by an “aggressive Monroe Doctrine – deportations, tariff wars, militaristic security policies, demands of fealty towards the US, and a rejection of China.” However, notwithstanding the attention of Trump’s Secretary of State, Marco Rubio, Bosworth thinks there is still a good chance of policy lapsing into benign neglect as the new administration focuses elsewhere.

    The wrong end of the telescope

    What these and similar analyses share is a concern with problems of importance to the US, including domestic ones, and how they might be tackled by shifts in policy towards Latin America. They view the region from the end of a US-mounted telescope.

    Trump’s approach may be the more brazen “America first!,” but the basic stance is much the same as these pundits. The different scenarios will be worked out in Washington, with Latin America’s future seen as shaped by how it handles US policy changes over which it has little influence. Analyses by these supposed experts are constrained by their adopting the same one-dimensional perspective as Washington’s, instead of questioning it.

    Here’s one example. The word “neglect” is superficial because it hides the immense involvement of the US in Latin America even when it is “neglecting” it: from deep commercial ties to a massive military presence. It is also superficial because, in a real sense, the US constantly neglects the problems that concern most Latin Americans: low wages, inequality, being safe in the streets, the damaging effects of climate change, and many more. “Neglect” would be seen very differently on the streets of a Latin American city than it is inside the Washington beltway.

    Who has the “drug problem”?

    The vacuum in US thinking is nowhere more apparent than in responses to the drug problem. Trump threatens to declare Mexican drug cartels to be terrorist organizations and to invade Mexico to attack them.

    But, as academic Carlos Pérez-Ricart told El Pais: “This is a problem that does not originate in Mexico. The source, the demand, and the vectors are not Mexican. It is them.” Mexican President Claudia Sheinbaum also points out that it is consumption in the US that drives drug production and trafficking in Mexico.

    Trump could easily make the same mistake as his predecessor Clinton did two decades ago. Back then, billions were poured into “Plan Colombia” but still failed to solve the “drug problem,” while vastly augmenting violence and human rights violations in the target country.

    A foretaste of what might happen, if Trump carries out his threat, occurred last July, when Biden’s administration captured Ismael “El Mayo” Zambada. That caused an all-out war between cartels in the Mexican state of Sinaloa.

    Sheinbaum rightly turns questions about drug production and consumption back onto the US. Rhetorically, she asks: “Do you believe that fentanyl is not manufactured in the United States?…. Where are the drug cartels in the United States that distribute fentanyl in US cities? Where does the money from the sale of that fentanyl go in the United States?”

    If Trump launches a war on cartels, he will not be the first US president to the treat drug consumption as a foreign issue rather than a concomitantly domestic one.

    Where does the “migration problem” originate?

    Trump is also not the first president to be obsessed by migration. Like drugs, it is seen as a problem to be solved by the countries where the migrants originate, while both the “push” and “pull” factors under US control receive less attention.

    Exploitation of migrant labor, complex asylum procedures, and schemes such as “humanitarian parole” to encourage migration are downplayed as reasons. Biden intensified US sanctions on various Latin American countries, which have been shown conclusively to provoke massive emigration. Meanwhile Trump threatens to do the same.

    Many Latin American countries have been made unsafe by crime linked to drugs or other problems in which the US is implicated. About 392,000 Mexicans were displaced as a result of conflict in 2023 alone, their problem aggravated by the massive, often illegal, export of firearms from the US to Mexico.

    Costa Rica, historically a safe country, had a record 880 homicides in 2023, many of which were related to drug trafficking. In Brazil and other countries, US-trained security forces contribute directly to the violence, rather than reducing it.

    Mass deportations from the US, promised by Trump, could worsen these problems, as happened in El Salvador in the late 1990s. They would also affect remittances sent home by migrant workers, exacerbating regional poverty. The threatened use of tariffs on exports to the US could also have serious consequences if Latin America does not stand up to Trump’s threats. Economist Michael Hudson argues that countries will have to jointly retaliate by refusing to pay dollar-based debts to bond holders if export earnings from the US are summarily cut.

    China in the US “backyard”

    Trump also joins the Washington consensus in its preoccupation with China’s influence in Latin America. Monica de Bolle is with the Peterson Institute for International Economics, a thinktank partly funded by Pentagon contractors. She told the BBC: “You have got the backyard of America engaging directly with China. That’s going to be problematic.”

    Recently retired US Southern Command general, Laura Richardson, was probably the most senior frequent visitor on Washington’s behalf to Latin American capitals, during the Biden administration. She accused China of “playing the ‘long game’ with its development of dual-use sites and facilities throughout the region, “adding that those sites could serve as “points of future multi-domain access for the PLA [People’s Liberation Army] and strategic naval chokepoints.”

    As Foreign Affairs points out, Latin America’s trade with China has “exploded” from $18 billion in 2002 to $480 billion in 2023. China is also investing in huge infrastructure projects, and seemingly its only political condition is a preference for a country to recognize China diplomatically (not Taiwan). Even here, China is not absolute as with Guatemala, Haiti, and Paraguay, which still recognize Taiwan. China still has direct investments in those holdouts, though relatively more modest than with regional countries that fully embrace its one-China policy.

    Peru, currently a close US ally, has a new, Chinese-funded megaport at Chancay, opened in November by President Xi Jinping himself. Even right-wing Argentinian president Milei said of China, “They do not demand anything [in return].”

    What does the US offer instead? While Antony Blinken proudly displayed old railcars that were gifted to Peru, the reality is that most US “aid” to Latin America is either aimed at “promoting democracy” (i.e. Washington’s political agenda) or is conditional or exploitative in other ways.

    The BBC cites “seasoned observers” who believe that Washington is paying the price for “years of indifference” towards the region’s needs. Where the US sees a loss of strategic influence to China and to a lesser extent to Russia, Iran, and others, Latin American countries see opportunities for development and economic progress.

    Remember the Monroe Doctrine

    Those calling for a more “benign” policy are forgetting that, in the two centuries since President James Monroe announced the “doctrine,” later given his name, US policy towards Latin America has been aggressively self-interested.

    Its troops have intervened thousands of times in the region and have occupied its countries on numerous occasions. Just since World War II, there have been around 50 significant interventions or coup attempts, beginning with Guatemala in 1954. The US has 76 military bases across the region, while other major powers like China and Russia have none.

    The doctrine is very much alive. In Foreign Affairs, Brian Winter warns: “Many Republicans perceive these linkages [with China], and the growing Chinese presence in Latin America more broadly, as unacceptable violations of the Monroe Doctrine, the 201-year-old edict that the Western Hemisphere should be free of interference from outside powers.”

    Bosworth adds that Trump wants Latin America to decisively choose a side in the US vs China scrimmage, not merely underplay the role of China in the hemisphere. Any country courting Trump, he suggests, “needs to show some anti-China vibes.”

    Will Freeman is with the Council on Foreign Relations, whose major sponsors are also Pentagon contractors. He thinks that a new Monroe Doctrine and what he calls Trump’s “hardball” diplomacy may partially work, but only with northern Latin America countries, which are more dependent on US trade and other links.

    Trump has two imperatives: while one is stifling China’s influence (e.g. by taking possession of the Panama Canal), another is gaining control of mineral resources (a reason for his wanting to acquire Greenland). The desire for mineral resources is not new, either. General Richardson gave an interview in 2023 to another defense-industry-funded thinktank in which she strongly insinuated that Latin American minerals rightly belong to the US.

    Maintaining hegemonic power against the threat of multipolarity

    Neoconservative Charles Krauthammer, writing 20 years ago for yet another thinktank funded by the  defense industry, openly endorsed the US’s status as the dominant hegemonic power and decried multilateralism, at least when not in US interests. “Multipolarity, yes, when there is no alternative,” he said. “But not when there is. Not when we have the unique imbalance of power that we enjoy today.”

    Norwegian commentator Glen Diesen, writing in 2024, contends that the US is still fighting a battle – although perhaps now a losing one – against multipolarity and to retain its predominant status. Trump’s “America first!” is merely a more blatant expression of sentiments held by his other presidential predecessors for clinging on to Washington’s contested hegemony.

    The irony of Biden’s presidency was that his pursuit of the Ukraine war has led to warmer relations between his two rivals, Russia and China. In this context, the growth of BRICS has been fostered – an explicitly multipolar, non-hegemonic partnership. As Glen Diesen says, “The war intensified the global decoupling from the West.”

    Other steps to maintain US hegemony – its support for Israel’s genocide in Gaza, the regime-change operation in Syria and the breakdown of order in Haiti – suggest that, in Washington’s view, according to Diesen, “chaos is the only alternative to US global dominance.” Time and again, Yankee “beneficence” has meant ruination, not development.

    These have further strengthened desires in the global south for alternatives to US dominance, not least in Latin America. Many of its countries (especially those vulnerable to tightening US sanctions) now want to follow the alternative of BRICS.

    Unsurprisingly, Trump has been highly critical of this perceived erosion of hegemonic power on Biden’s watch. Thomas Fazi argues in UnHerd that this is realism on Trump’s part; he knows the Ukraine war cannot be conclusively won, and that China’s power is difficult to contain. Accordingly, this is leading to a “recalibrating of US priorities toward a more manageable ‘continental’ strategy — a new Monroe Doctrine — aimed at reasserting full hegemony over what it deems to be its natural sphere of influence, the Americas and the northern Atlantic,” stretching from Greenland and the Arctic to Tierra del Fuego and Antarctica.

    The pundits may not agree on quite what Trump’s approach towards Latin America will be, but they concur with Winter’s judgment that the region “is about to become a priority for US foreign policy.” His appointment of Marco Rubio is a signal of this. The new secretary of state is a hawk, just like Blinken, but one with a dangerous focus on Latin America.

    However, the mere fact that such pundits hark back to the Monroe Doctrine indicates that this is only, so to speak, old wine in new bottles. Even in the recent past, an aggressive application of the 201-year-old Monroe Doctrine has never seen a hiatus.

    Recall US-backed coups that deposed Honduran President Manuel Zelaya (2009) and Bolivian Evo Morales (2019), plus the failed coup against Daniel Ortega in Nicaragua (2018), along with the parliamentary coup that ousted Paraguayan Fernando Lugo (2012). To these, US-backed regime change by “lawfare” included Dilma Rousseff in Brazil (2016) and Pedro Castillo in Peru (2023). Currently presidential elections have simply been suspended in Haiti and Peru with US backing.

    Even if Trump is more blatant than his predecessors in making clear that his policymaking is based entirely on what he perceives to be US interests, rather than those of Latin Americans, this is not new.

    As commentator Caitlin Johnstone points out, the main difference between Trump and his predecessors is that he “makes the US empire much more transparent and unhidden.” From the other end of the political spectrum, a former John McCain adviser echoes the same assessment: “there will likely be far more continuity between the two administrations than meets the eye.”

    Regardless, Latin America will continue to struggle to set its own destiny, patchily and with setbacks, and this will likely draw it away from the hegemon, whatever the US does.

Since then, 41 States as well as the Council of Europe have joined the Coalition in a collective commitment to bring Ukrainian children home.

    The self-declared region of Transnistria was cut off from its gas supply in January 2025. Russian gas is no longer reaching the region following Ukraine’s suspension of Russian gas supplies through its territory. Transnistria, which has a population of 465 000, has been plunged into an energy, economic and potentially humanitarian crisis. Naturally, Russia’s propaganda is attributing the ‘guilt’ for this to Ukraine and the EU.

    In the light of the foregoing:

    • 1.Does the Commission have measures in place to deal with this particular crisis in early 2025?
    • 2.Is there a systematic plan to fortify the democratic process in Moldova, in view of Russia’s hybrid attacks and the critical elections in summer 2025?
    • 3.What steps does the Commission envisage to integrate Transnistria into Moldova’s pro-European path, or has the Commission abandoned the region to Russia’s influence and ‘tutelage’?

    Europe must double down on its efforts to crush Putin’s war machine as Russia’s economy shows signs of weakening, the Prime Minister will warn tomorrow [Monday 3 February].

    As he travels to Brussels for defence and security talks, he will urge the UK’s closest allies to step up and shoulder more of the burden in order to keep Europe safe against Russia’s increasing campaign of sabotage and destruction on our continent. 

    Putin is facing mounting domestic pressure as a result of his struggling economy, having ploughed billions into bankrolling his war machine – leading to skyrocketing inflation and soaring interest rates in Russia.  

    The recent sanctions imposed on Putin’s shadow fleet and energy companies have dealt a severe blow to Russia’s oil trade. Russian oil and gas revenues were down 29% in 2024 compared to 2022, and the sanctions have led to a sharp rise in shipping costs, with the majority of sanctioned vessels left unable to trade. 

    The UK and its allies have introduced the most punishing sanctions ever imposed on any global economy, with Putin himself admitting that these are causing a “colossal number of difficulties”. 

    The UK alone has sanctioned more than 2,100 individuals and entities under the Russia sanctions regime, over 1,900 of which were imposed since Putin’s full-scale invasion. This includes more than 100 ships for transporting Russian energy, including 93 oil tankers.  

    The Prime Minister will call on Europe to keep up the pressure on Putin, alongside sustained military support to Ukraine, to put them in the strongest possible position this year.  

    The Prime Minister will say today:

    We need to see all allies stepping up – particularly in Europe. 

    President Trump has threatened more sanctions on Russia and it’s clear that’s got Putin rattled. We know that he’s worried about the state of the Russian economy. 

    I’m here to work with our European partners on keeping up the pressure, targeting the energy revenues and the companies supplying his missile factories to crush Putin’s war machine. 

    Because ultimately, alongside our military support, that is what will bring peace closer. 

    The Prime Minister has prioritised security as a foundation for his Plan for Change, believing every mission relies on a strong security base, from ensuring the UK’s Armed Forces have the cutting-edge equipment they need, to securing medical supply chains and increasing diversification in energy supplies.

    Tomorrow afternoon, he will meet with NATO Secretary General Mark Rutte, before travelling to meet with the leaders of the 27 EU Member States at an informal meeting of the European Council. 

    There, the Prime Minister will set out his pitch for an ambitious UK-EU defence and security partnership with a number of steps to increase co-operation on shared threats, and go further on cross-border crime and illegal migration, while delivering growth and security at home. 

    The session of the Informal European Council is part of the Prime Minister’s ongoing commitment to strengthen our partnership with the European Union in order to drive growth, boost living standards and keep the UK safe and secure. 

    The Prime Minister is committed to making Brexit work better for the British people while keeping within his red lines – no return to freedom of movement and no re-joining the customs union or single market.

    The leaders began by reflecting on the progress made between the UK and Germany in recent months, including through the signing of the Trinity House Agreement on defence, and Joint Action Plan on irregular migration. They agreed on the importance of maintaining the momentum towards an even stronger bilateral partnership. 

    Turning to the situation in Ukraine, the Prime Minister updated on his recent visit and reiterated that it was important to ensure the country was in the strongest possible position in the coming months, so that peace could be achieved through strength.

    Russia’s full-scale invasion of Ukraine had underscored the importance of scaling up and coordinating defence production across Europe, the leaders agreed. 

    Updating on the government’s Strategic Defence Review, which would be published later this year, the Prime Minister said it would encompass the lessons learned in Ukraine, and the need to out-manoeuvre Putin’s ongoing aggression and hostile activity across Europe.  

    Reflecting on the ceasefire between Israel and Gaza, the leaders welcomed the ongoing release of hostages and underscored the importance of seeing through all phases of the deal through. 

    A two-state solution that ensured a safe and secure Israel alongside a viable and sovereign Palestine was key, the Prime Minister added. 

    The leaders also discussed the Prime Minister’s visit to the EU Council tomorrow, and the reset between the UK and the European Union.

    The leaders began by reflecting on the progress made between the UK and Germany in recent months, including through the signing of the Trinity House Agreement on defence, and Joint Action Plan on irregular migration. They agreed on the importance of maintaining the momentum towards an even stronger bilateral partnership. 

    Turning to the situation in Ukraine, the Prime Minister updated on his recent visit and reiterated that it was important to ensure the country was in the strongest possible position in the coming months, so that peace could be achieved through strength.

    Russia’s full-scale invasion of Ukraine had underscored the importance of scaling up and coordinating defence production across Europe, the leaders agreed. 

    Updating on the government’s Strategic Defence Review, which would be published later this year, the Prime Minister said it would encompass the lessons learned in Ukraine, and the need to out-manoeuvre Putin’s ongoing aggression and hostile activity across Europe.  

    Reflecting on the ceasefire between Israel and Gaza, the leaders welcomed the ongoing release of hostages and underscored the importance of seeing through all phases of the deal through. 

    A two-state solution that ensured a safe and secure Israel alongside a viable and sovereign Palestine was key, the Prime Minister added. 

    The leaders also discussed the Prime Minister’s visit to the EU Council tomorrow, and the reset between the UK and the European Union.

    The Prime Minister said he was committed to strengthening the UK’s relationship with the EU to drive greater growth and closer security ties, which he believed would benefit all sides.

    The UN Children’s Fund (UNICEF) has expressed deep alarm over relentless attacks on populated areas in Ukraine and their devastating impact on children.

    “I’m devastated by the ongoing attacks hitting heavily populated areas and killing and injuring many people, including children,” said Munir Mammadzade, UNICEF Representative to Ukraine, in a statement on Saturday.

    In Poltava, a missile strike on a residential building reportedly injured three children, while at least four others were reportedly wounded in Kramatorsk, Sumy and Synelnykove in recent days.

    The violence has left children not only with physical wounds but also deep psychological scars.

    “These brutal attacks do not only cause physical and mental harm but strike at the holistic development of children,” Mr. Mammadzade stressed.

    Schools damaged

    The attacks are also taking a devastating toll on education.

    In Odesa, two schools were reportedly damaged – one of which had received shatter-resistant film from UNICEF, preventing major interior damage. Two other schools in Nikopol and Zaporizhzhia also suffered damage.

    UNICEF reiterated its call for the protection of children and the infrastructure they rely on such as schools, health facilities, social services and energy systems.

    “Hitting heavily populated areas with explosive weapons must be avoided for the sake of every child, every civilian,” Mr. Mammadzade urged.

    He also emphasised the need for a sustained peace, one in which children can recover from war, regain their education and rebuild their futures.

    Health system under strain

    The violence has exacerbated the already dire humanitarian situation, amid widespread destruction of homes, hospitals and other critical infrastructure.

    Fighting has intensified along the Donetsk and Kharkiv frontlines, leading to mass displacement. In the first two weeks of January alone, over 1,600 people, including children, fled their homes, with mandatory evacuations ordered for families in high-risk areas, according to the Health Cluster.

    Authorities reported the evacuation of 132 people, including 12 children, from Donetsk oblast on 11 January, while on 23 January, 267 children were evacuated from high-risk areas in Kharkiv oblast.

    Responding to the situation, Health Cluster partners, in collaboration with local authorities, continue to deploy mobile medical teams to provide essential healthcare services and mental health and psychosocial support.

    In January alone, teams delivered essential health services to 578 people in two designated transit centers in Kharkiv and Dnipro oblasts.

    Led by UN World Health Organization (WHO), the Health Cluster coordinates the efforts of over 900 partners globally to address health needs in humanitarian emergencies, providing expertise, capacity-building and technical guidance to ensure effective and life-saving responses in crisis-affected regions.

  • MIL-OSI United Kingdom: Liverpool to host British Chess Championships

    Liverpool will play host to the prestigious 2025 British Chess Championships alongside a wider chess festival this summer as organisers hope to put on the strongest event in its 121-year history.

    Britain’s top chess players will converge on Liverpool from July 31 to August 10 as the English Chess Federation’s flagship annual event comes to the city for only the second time, it was announced on Friday.

    It will culminate in new British champions being named at all age groups.

    A series of tournaments featuring the cream of Britain’s chess talent, including the Open and Women’s championships, will be held in Liverpool’s landmark St George’s Hall. A weekend congress for amateurs will also be held at the nearby Liverpool Holiday Inn in Lime Street.

    Alongside the competitive events, Liverpool will host a festival and programme of social and cultural activities organised in association with the city’s historic Liverpool Chess Club.

    This will be the 111th British Chess Championships—a series that has run almost unbroken since 1904.

    The last two British Chess Championships, held in Leicester and Hull, have seen record numbers competing. Continuing growth is expected this year.

    UK chess has also been experiencing a boom in participation among amateurs and success at the top level. In 2024, two new English grandmasters were named: teenage sensation Shreyas Royal and England’s newest grandmaster Ameet Ghasi.

    The event is being put on by the English Chess Federation in partnership with Liverpool City Council and St George’s Hall, with support from the Chess Trust and the John Robinson Chess Trust.

    Liverpool City Council’s Cabinet Member for Health, Wellbeing and Culture, Councillor Harry Doyle, said: “Liverpool has a long and rich connection with chess and it’s a hugely popular activity in schools and communities so we are delighted to be hosting the British Chess Championships later this summer.

    “St George’s Hall, with its incredible architecture and acoustics, will offer the perfect backdrop, lending itself perfectly to quiet, focused gameplay, which is sure to result in a thrilling competition for contestants and spectators alike.

    “This is yet another coup for Liverpool, as we continue to position ourselves as a versatile events city, and we look forward to working closely with the English Chess Federation and Chess In Schools and Communities to give a warm Liverpool welcome to the best of the best from the chess world.”

    It is a welcome return to Liverpool, a city steeped in chess culture. Liverpool boasts a thriving local league and, in Liverpool Chess Club, one of the oldest chess clubs in the world founded in 1837. Atticus Chess Club, based in the Cross Keys Pub in Earle Street, is also a former winner of the national club championships.

    Chess was also a key theme as the city hosted the 2023 Eurovision Song Contest for Ukraine with school children encouraged to learn the game to honour the link with Liverpool’s sister city, Odesa. Schools were tasked with producing Eurovision-themed chess pieces and a unique chess event featuring players from Liverpool and Ukraine was held at St Luke’s Bombed Out Church.

    Liverpool last hosted the British in 2008, the year the city was named the European Capital of Culture. That year, Grandmaster Stuart Conquest emerged victorious as the 2008 Open champion while International Master Jovanka Houska won the first of her nine Women’s titles.

    Nigel Towers, the English Chess Federation’s Director for Home Chess, said: “2008 was recognised as a strong event with many titled players. However, we expect the return visit in 2025 to provide an even more competitive championship and one of the strongest British tournaments ever given the increasing numbers of active British grandmasters and international masters and the current generation of top-level juniors.”

    Amos Burn, one of the world’ strongest chess players in the 19th century, was a member of the Liverpool Chess Club from 1867 until his death in 1925, serving as its president for many years.

    Among the top players Liverpool has produced are four-time British Women’s champion Sheila Jackson, the 15th Correspondence World Championship winner John Carleton and International Masters Gary Quillan and Malcolm Pein, a former British junior champion. Nearby Southport has also produced two grandmasters in Nigel Davies and Stuart Haslinger.

  • MIL-OSI United Nations: IOM Chief Visits Jordan, Highlighting Syrian Returns and Gaza Humanitarian Response

    Amman, 1 February 2025 — During her visit to Jordan today, IOM Director General Amy Pope met with Prince Rashid bin Hassan, Chairman of the Board of Trustees of the Hashemite Charity Organization (JHCO), Jordan’s Minister of Interior, Mazen Al-Faraya, the director of the Border Security Directorate, and representatives of the Jordanian Armed Forces to highlight IOM’s critical humanitarian work in Syria and Gaza.   

    “With vital and continued funding from the United States, IOM is able to work in close partnership with various stakeholders and partners, including the Jordanian government and JHCO, to deliver life-saving assistance to those in urgent need in Gaza and to support displaced Syrians,” she said. 

    Through close collaboration with the Jordanian government, as well as the support of the United States government and other humanitarian partners, IOM is delivering life-saving assistance to those most in need while facilitating safe voluntary returns for populations displaced by conflict in the region. 

    The visit began at the Jaber-Nassib border crossing, a key gateway between Jordan and Syria, where the Minister of Interior accompanied DG Pope. They discussed ongoing efforts to support returning Syrians and manage the border effectively.  

    Minister Al-Faraya stressed the importance of continued international cooperation, stating, “Jordan has demonstrated long-standing solidarity by hosting large numbers of refugees. We remain committed to our humanitarian responsibilities, but stronger international support is essential to sustain these efforts. Jordan has been a meeting point for Syrians and their families coming from all over the world.” 

    At the Border Security Directorate, DG Pope received a briefing on the Civil-Military Coordination Center’s role in facilitating the flow of humanitarian aid through the Jordanian corridor, commending the coordination efforts to ensure timely delivery to those in need. 

    DG Pope also visited IOM’s warehouse operations, which are crucial for delivering humanitarian aid to Gaza. The warehouse contains nearly four million life-saving supplies, including tents, tarps, hygiene kits, and latrines, all ready for immediate dispatch to support displaced communities in Gaza. 

    In her meeting with HRH Prince Rashid bin Hassan, DG Pope reaffirmed the importance of continued collaboration between IOM and the JHCO in regional humanitarian efforts.  

    IOM has been active in Jordan since 1994, working with the government, international partners, and local communities to support migrants, refugees, and host populations. Since October 2023, IOM has utilized its global expertise in emergency response to internal displacement, drawing on its experience from major humanitarian crises in Sudan, the Democratic Republic of the Congo, and Ukraine to deliver life-saving aid and shelter to displaced people in Gaza, in collaboration with UN and humanitarian partners.

  • MIL-Evening Report: NZ Palestinian network advocate Janfrie Wakim praises ‘heroic Gaza’, calls for more action

    One of the key early leaders of a national Palestinian solidarity network in Aotearoa New Zealand today praised the “heroic” resilience and sacrifice of the people of Gaza in the face of Israel’s ruthless attempt to destroy the besieged enclave of more than 2 million people.

    Speaking at the first solidarity rally in Auckland Tāmaki Makaurau since the fragile ceasefire came into force last Sunday, Janfrie Wakim of the Palestine Solidarity Network Aotearoa (PSNA) also paid tribute to New Zealand protesters who have supported the Palestine cause for the 68th week.

    “Thank you all for coming to this rally — the first since 7 October 2023 when no bombs are dropping on Gaza,” she declared.

    “The ceasefire in Gaza is fragile but let’s celebrate the success of the resistance, the resilience, and the fortitude — the sumud [steadfastness] — of the heroic Palestinian people.”

    Wakim was formerly a member of Palestine Human Rights Campaign (PHRC) in Auckland which began in the 1970s. This was later absorbed into the nationwide movement PSNA at a conference in 2013.

    “Israel has failed,” she continued. “It has not achieved its aims — in the longest war [15 weeks] in its history — even with $40 billion in aid from the United States.

    “It has failed to depopulate the north of Gaza, it has a crumbling economy, and 1 million Israelis [out if 9 million] have left already.”

    Wakim said that the resistance and success in defeating Israel’s “deadly objectives” had come at a “terrible cost”.

    “We mourn those with families here and in Gaza and now in the West Bank who made  the ultimate sacrifice with their lives — 47,000 people killed, 18,000 of them children, thousands unaccounted for in the rubble and over 100,000 injured.

    “We grieve for but salute the journalists and the humanitarian workers who have been murdered serving humanity.”

    She said the genocide had been enabled by the wealthiest countries in the world and the Western media — “including our own with few exceptions”.

    “Without its lies, its deflections, its failure to report the agonising reality of Palestinians suffering, Israel would not have been able to commit its atrocities,” Wakim said.

    “And now while we celebrate the ceasefire there’s been an escalation on the West Bank — air strikes, drones, snipers, ethnic cleansing in Jenin with homes and infrastructure being demolished.

    “Checkpoints have doubled to over 900 — sealing off communities. And still the Palestinians resist.

    “And we must too. Solidarity. Unity of purpose is all important. Bury egos. Let humanity triumph.”

    90-year-old supporter
    During her short speech, Wakim introduced to the crowd the first Palestinian she had met in New Zealand, Ghazi Dassouki, who is now aged 90.

    She met him at a Continuing Education seminar at the University of Auckland in 1986 that addressed the topic of “The Palestine Question”. It shocked the establishment of the time with Zionist complaints and intimidation of staff which prevented any similar academic event until 2006.

    Wakim called for justice for the Palestinians.

    “Freedom from occupation. Liberation from apartheid. And peace at last after 76 years of subjugation and oppression by Israel and its allies,” she said

    She called on supporters to listen to what was being suggested for local action — “do what suits your situation and energy. Our task is to persist, as Howard Zinn put it”.

    “When we organise with one another, when we get involved, when we stand up and speak out together, we can create a power no government can suppress,” she said.

    “We don’t have to engage in grand, heroic actions to participate in the process of change. Small acts, when multiplied by millions of people, can transform the world.”

    As a symbol for peace and justice in Palestine, slices of water melon and dates were handed out to the crowd.

    Calls to block NZ visits by IDF soldiers
    Among many nationwide rallies across Aotearoa New Zealand this weekend, were many calls for the government to suspend entry to the country from soldiers in the Israeli Defence Forces (IDF).

    “New Zealand should not be providing rest and recreation for Israeli soldiers fresh from the genocide in Gaza,” said PSNA national chair John Minto.

    “We wouldn’t allow Russian soldiers to come here for rest and recreation from the invasion of Ukraine so why would we accept soldiers from the genocidal, apartheid state of Israel?”

    As well as the working holiday visa, since 2019 Israelis have been able to enter New Zealand for three months without needing a visa at all.

    This visa-waiver is used by Israeli soldiers for “rest and recreation” from the genocide in Gaza.

    Minto stressed that IDF soldiers had killed at least 47,000 Palestinians — 70 percent of them women and children.

    The International Court of Justice (ICJ) has declared Israeli actions a “plausible genocide”; Amnesty International, and Human Rights Watch have branded the continuous massacres as genocide and extermination; and the latest report from UN Special Rapporteur on Human Rights in the Occupied Palestine Territories Francesca Albanese has called it “genocide as colonial erasure”.

    War crimes red flags
    Also, the International Criminal Court (ICC) has issued arrest warrants for Israeli Prime Minister Benjamin Netanyahu and former Israeli Defence Minister Yoav Gallant for war crimes and crimes against humanity.

    “All these red flags for genocide have been visible for months but the government is still giving the green light to those involved in war crimes to enter New Zealand,” Minto said.

    Last month, PSNA again wrote to the government asking for the suspension of travel to New Zealand for all Israeli soldiers and reservists.

    Meanwhile, 200 Palestinian prisoners held in Israeli jails have been set free under the terms of the Gaza ceasefire deal between Israel and Hamas. Seventy of them will be deported to countries in the region, reports Al Jazeera.

    Masses of people have congregated in Ramallah, celebrating the return of the released Palestinian prisoners.

    A huge crowd waved Palestinian flags, shouted slogans and captured the joyful scene with their phones and live footage shows.

    The release came after Palestinian fighters earlier handed over four female Israeli soldiers who had been held in Gaza to the International Red Cross in Palestine Square.

    The smiling and waving soldiers appeared to be in good health and were in high spirits.

    WASHINGTON – In case you missed it, U.S. Senator Chris Coons (D-Del.) sat down with The Counteroffensive’s Tim Mak to encourage continued western support for Romania and Moldova, both of which are victims of intensive Russian coercion campaigns in eastern Europe amid the ongoing invasion of Ukraine.
    Last month, Senator Coons led a congressional delegation to Moldova and Romania, where he saw firsthand Russia’s attempts to undermine the independence and democracy of both countries. Romania, a crucial NATO ally, faced widespread Russian interference in their November presidential election that propelled pro-Russia NATO-skeptic candidate Calin Georgescu to first place before the election was annulled. Meanwhile, Moldova also faced intensive Russian interference, including disinformation and vote-buying campaigns, in its October presidential election and a referendum on joining the European Union, which ultimately passed despite Russia’s efforts. The country is also dealing with an energy crisis, as Russia started off the year by cutting off gas supplies to Moldova’s only power plant, with devastating consequences for Moldovan civilians now struggling through the winter. 
    In the interview, Senator Coons also encouraged President Trump and Republicans not to abandon Ukraine nearly three years into Russia’s full-scale invasion of the country.
    The Counteroffensive: TOP DEM SENATOR: DON’T TAKE EYES OFF MOLDOVA, ROMANIA 
    As violent as the war in Ukraine is, there are broader Russian threats that the United States needs to pay attention to, said Sen. Chris Coons, a senior Democrat on the Senate Foreign Relations Committee.
    Coons recently returned from a Congressional delegation to Moldova and Romania, and gave an exclusive interview with The Counteroffensive to share lessons learned.
    “Russia has a playbook, and it has a set of plays that it’s running,” and not just in Ukraine, he said, referring to hybrid warfare techniques that include threats to Moldova’s energy security and influence operations in Romania.
    “Their sabotage operations are continuing right now across Central and Western Europe: fires and attacks and assassinations; and that their influence operations using social media; cyber attacks; good old fashioned bribery – are actually having an influence on politics,” he warned. “These are not isolated.”

  • MIL-OSI United Nations: Committee on the Rights of the Child Closes Ninety-Eighth Session after Adopting Concluding Observations on Reports of Ecuador, Eritrea, the Gambia, Honduras, Peru, Saint Kitts and Nevis, and Slovakia

    The Committee on the Rights of the Child this afternoon concluded its ninety-eighth session after adopting concluding observations on the periodic reports under the Convention on the Rights of the Child of Ecuador, Eritrea, the Gambia, Honduras, Peru, Saint Kitts and Nevis, and Slovakia.  The concluding observations will be made available on the session’s webpage on Thursday, 6 February.

    In closing remarks, Ann Marie Skelton, Committee Chairperson, said that the Committee had worked steadily to hold States to account where they were failing to uphold children’s rights.  The Committee had observed staggering levels of violence against children, including sexual violence, in several of the States reviewed.  Further, the Committee had also seen a normative pushback against gender equality, happening against a backdrop of high rates of teenage pregnancy, which the Committee also noted in many of the countries reviewed this session.

    Over the three weeks in which the session was held, Ms. Skelton noted, many children around the world had continued their daily struggle to survive.  Over this period, the war in Sudan had raged on, with children bearing the brunt of it.  At least 23 children were reported to have died in January.  Tensions had also increased in the Democratic Republic of the Congo and there had been a surge in children who were separated from or not accompanied by their parents.

    Ms. Skelton thanked the Committee’s many partners for their cooperation during the session, including United Nations agencies, non-governmental organizations, national human rights institutions, children, Committee members, members of the Office of the High Commissioner for Human Rights, the Secretariat and other persons who had contributed to the session.

    Francisco Vera-Francisco, a young child rights advocate from Colombia, also addressed the Committee, saying that this was a crucial moment for children’s rights across the world.  In Colombia, the internal conflict continued to impact children’s wellbeing and rights, he said.  Several thousands of children had been displaced near the border with Venezuela. The same situation was seen around the world, with children’s rights violated in Sudan, Yemen and Gaza, where many thousands of children were killed.  The violence needed to stop now.  He concluded by calling on the Committee to continue fighting for children.

    During the meeting, five Committee Experts whose mandates are coming to an end – Mikiko Otani (Japan), Luis Ernesto Pedernera Reyna (Uruguay), Velina Todorova (Bulgaria), Ratou Jean Zara (Chad), and the Chair, Ann Marie Skelton (South Africa) – made statements of thanks and reflection on their tenure.

    The Committee adopted the report of its ninety-eighth session.

    ANN MARIE SKELTON, Committee Chairperson, said that the Committee had worked steadily to hold States to account where they were failing to uphold children’s rights.  The Committee had observed staggering levels of violence against children, including sexual violence, in several of the States reviewed.  There appeared to be widespread impunity regarding violence in the home and in communities and religious institutions.  In some States, children were in the grip of chaos caused by gang violence and organised crime.

    Over the last few years, Ms. Skelton said, the Committee had also seen a normative pushback against gender equality, which threatened to prevent adolescent girls from accessing reproductive health rights and services.  This was happening against a backdrop of high rates of teenage pregnancy, which the Committee also noted in many of the countries reviewed this session.

    Poverty stalked children’s lives in most of the States reviewed this session, and massive inequality left so many children behind.  Some States were also ambivalent about seeing children as independent rights holders.  Children were often not consulted and their views not considered in decisions that affected their lives.

    Over the last three weeks in which the session was held, Ms. Skelton noted, many children around the world had continued their daily struggle to survive. Over this period, the war in Sudan had raged on, with children bearing the brunt of it.  At least 23 children were reported to have died in January.  Tensions had also increased in the Democratic Republic of the Congo and there had been a surge in children who were separated from or not accompanied by their parents.

    On a more positive note, Ms. Skelton said, during the past three weeks, a ceasefire had been announced in Gaza.  Some detained teenagers had been released, and hostages were being released, which hopefully would include the two remaining child hostages.

    Ms. Skelton announced that one of the Committee’s decisions in a case concerning Finland had been voted as the top United Nations treaty body case of 2024 by the Hertie School Centre for Fundamental Rights.  The case concerned three Sami indigenous girls who challenged the permission for a mining exploration permit that threatened their way of life.  The Committee was happy to know that its decisions were attracting attention and having an impact on the lives of children.

    War was the most regrettable act that human beings could engage in, Mr. Vera-Francisco said.  In war, young soldiers killed each other for the sake of old men.  He said that, for him, children were the present, and killing children amounted to killing the present.  Countries needed to not lose hope and continue fighting for children’s rights.

    Countries declared a war on children when they made environmental issues worse, he said. More than seven trillion United States dollars had been dedicated to subsidising fossil fuels last year. Almost 30 per cent of global finances had been used to finance military activities.  In the latest Conference of the Parties, developed countries decided to dedicate only 300 billion United States dollars to climate financing, even though developing States had asked for 1.2 trillion dollars.

    All children had the right to live in a peaceful world, Mr. Vera-Francisco stressed.  Countries needed to continue fighting for peace, children’s rights and their well-being. States made many inspiring statements, but these needed to be backed up with actions.  Countries needed to make peace with nature and life.  Mr. Vera-Francisco concluded by calling on the Committee to continue fighting for children.

    ANN MARIE SKELTON, Committee Chairperson, reported that, as of 22 May, there were 196 States parties to the Convention on the Rights of the Child, with the United States having not ratified; 173 States parties to the Optional Protocol on the involvement of children in armed conflict; 178 States parties to the Optional Protocol on the sale of children, child prostitution and child pornography; and only 52 States parties to the Optional Protocol on the communications procedure.  There had been no new ratifications/accessions since the beginning of this session.

    Ms. Skelton said that during the session, the Committee had conducted 90 hours of meetings.  In addition to reviewing the reports of seven States parties, the Committee adopted decisions on eight individual communications received under the Optional Protocol on a communications procedure, concerning the child justice system, separation of children from parents subject to criminal sentences, and access to health services for children with disabilities being returned to their country of origin.  The Committee found no violation of the Convention in two cases against Switzerland, and declared the communications inadmissible in a case against Belgium and a case against Ecuador.  The Committee also discontinued the consideration of four cases after they had become moot.  Finally, the Committee adopted its report on follow up to individual communications, deciding to close the follow up dialogue in nine additional cases.

    During the session, the Committee also discussed inquiries under article 13 of the Optional Protocol.  It was currently dealing with four inquiries.  It had published the report of its second inquiry against Paraguay on the killing of two 11-year-old girls by security forces, which concluded that there had been a grave violation of the right to life.  The Committee had also adopted its latest inquiry report, which it would send to the State party concerned for their observations.

    Further, during the session, the Committee had received briefings from the United Nations Working Group on Discrimination against Women and Girls, the United Nations Children’s Fund and Child Rights Connect.  Ms. Skelton thanked the Committee’s many partners for their cooperation during the session, including United Nations agencies, non-governmental organizations, national human rights institutions and children. 

    She announced that the Committee had continued its work on the next general comment, concerning children’s rights to access to justice and effective remedies.  A first round of consultations on the general comment had gathered more than 300 submissions from different parts of the world, including children’s groups.  Ms. Skelton called on interested parties to look out for the second draft of the general comment and provide feedback.

    Also, during the session, the Committee held its sixteenth informal meeting with States at the Palais des Nations.  Sixty States participated and seven took the floor for observations and questions.

    In closing, Ms. Skelton expressed thanks to Committee members, members of the Office of the High Commissioner for Human Rights, the Secretariat and other persons who had contributed to the session.

    Ms. Skelton then invited the outgoing Committee Experts to make statements.

    MIKIKO OTANI, Committee Expert, said that during her time as Chair of the Committee, the Committee issued 37 public statements on country-specific issues concerning children.  She had also worked to mainstream child rights in the wider United Nations system and had contributed to the Secretary-General’s guidance note on child rights mainstreaming. She had advocated for child participation in major conferences and had invited children to speak in the public openings of the Committee’s sessions.  The diversity of the Committee had tremendously deepened her knowledge of children’s rights.  She expressed hope that the Committee would continue to use its voice to advocate for child rights in every possible way.

    LUIS ERNESTO PEDERNERA REYNA, Committee Vice-Chair, said that over the last eight years, the Committee had launched four general comments, adopted more than 100 decisions on individual communications, reached out to other treaty bodies and special procedures mandate holders, and increased its workload without budget increases.  There had also been attacks against the Convention in the name of family values on behalf of conservative and religious groups.  The Committee’s work was more necessary than ever, and it was vital to ensure that there was no backsliding.  Mr. Pedernera Reyna said that he had learned much from fellow Committee Experts.  He expressed thanks to the governments that understood the Committee’s mandate and opened their doors to the Committee, to civil society, which had made the Committee’s work easier, and to the children and adolescents who had shared their stories with the Committee. 

    VELINA TODOROVA, Committee Expert, thanked the States parties that elected her to the Committee.  She said she was grateful to the Committee and its secretariat, non-governmental organization partners, and children.  Her eight years on the Committee had been a time of progress for children but also frustration with the slow process of implementation of the Convention, coupled with an increase in hate and polarisation in societies and a lack of protection for human rights.  She expressed hope that the Committee would continue to work to protect children’s rights.

    RATOU JEAN ZARA, Committee Expert, said that the work that the Committee had accomplished over her time on it had been very important.  She had learned much each day and shared each member’s common aim of upholding children’s rights.  She had warm memories of her time on the Committee that she would incorporate into her daily work in Chad.  She wished the Committee all the best in its important work in upholding children’s rights.

    ANN MARIE SKELTON, Committee Chairperson, said that chairing an 18-member group had been challenging at times.  Listening to different voices from different countries made the Committee able to engage with States around the world while holding true to the Convention.  Members came and went, but the Committee remained.

    Ms. Skelton expressed concern about backsliding in children’s rights.  The Committee needed to be tough in this regard. It had a collective heart that needed to be big enough to think about all the children in the world.  The Committee had kept its finger on the pulse, reviewing the situation of children in situations of war around the world, including those in Ukraine, Sudan and Israel.  It was important that even States parties in conflict had interacted with the Committee.

    Children needed to grow up in an environment of happiness, love, understanding and peace, Ms. Skelton said.  She said she was proud of the jurisprudence that the Committee had built up over her time on it.

    BRAGI GUDBRANDSSON, Committee Vice Chair, on behalf of the remaining Committee members, expressed admiration for the outgoing members’ wonderful contributions to protecting children’s rights.  They had held States parties to account, and contributed to the Committee’s jurisprudence and general comments.  Further, they had been leaders in developing and promoting children’s rights globally. Their departure from the Committee represented a great loss.  They had set high standards that the remaining Experts needed to work to meet. He called on them to continue sharing their wisdom with the Committee after they left.

    FRANCISCO VERAFRANCISCO, child rights advocate from Colombia, also expressed thanks to the outgoing Experts on behalf of all children.  It was the responsibility of all to fight for children’s rights.  Everyone needed to stay focused to fight violence and hate, and keep fighting for children’s rights.

  • MIL-OSI USA: Senator Coons decries President Trump’s freeze on almost all foreign assistance in speech on Senate floor

    WASHINGTON – U.S. Senator Chris Coons (D-Del.), a member of the Senate Appropriations and Foreign Relations Committees, condemned President Donald Trump’s executive order (EO) to pause almost all U.S. foreign assistance in a speech on the Senate floor yesterday, calling it unconstitutional and harmful to U.S. security and values.

    Last week, following the Trump EO, the State Department issued a “stop-work” order that halted all current foreign assistance and paused new projects, with narrow exceptions. This abrupt action created widespread confusion, further complicated by the White House budget office’s decision to send and then rescind a separate memo that had ordered a freeze on all federal grant spending. The actions have left essential aid programs and global partnerships in a state of uncertainty, weakening the United States’ standing around the world.

    In his remarks, Senator Coons emphasized that foreign assistance is not charity, but an investment that strengthens our security and economy. The Trump EO by contrast, harms our allies and friends, and benefits adversaries like China. It has halted payments to contractors rebuilding Ukraine’s electrical infrastructure in the wake of Russian attacks and frozen support that is critical to ensuring Taiwan’s defense. This pause has halted vital pandemic surveillance work that keeps us safe from lethal diseases and rapidly emerging pandemics, at a time when we are seeing new outbreaks of highly transmissible diseases like Ebola in Uganda and Marburg in Tanzania. The pause has impacted critical global health funding, including PEPFAR, which provides HIV treatment for more than 20 million people living with HIV globally. U.S. institutions that monitor global elections like the National Democratic Institute and International Republic Institute are also frozen in the run-up to elections in nations like Moldova and Romania that are expected to be targets of Russian interference. This reckless step harms U.S. credibility and economic stability and creates long-term consequences that weaken our allies and empower our adversaries.

    Senator Coons also underscored that while foreign assistance accounts for less than 1 percent of the federal budget, its strategic significance is crucial.

    Senator Coons: Mr. President, I’m speaking today in strong opposition to President Trump’s illegal executive order of last Friday night that pauses all of our foreign assistance and development assistance. Let’s be clear: our development assistance, our foreign aid, isn’t about charity. It’s about security, and it’s about values. We have alliances and partnerships around the world that are undergirded by our soft power – by our partnerships and investment in helping make our world safer, more stable, and more secure. What happened last Friday night, at the end of the workday and there was no one there to answer urgent questions – was a freeze on all foreign assistance, with a very narrow exception for food aid, and it has caused chaos in the global community that delivers aid and assistance around the world. 

    For days, there were questions unanswered. What did this mean in Ukraine, in Lebanon, where there are wars and ceasefires, where critical grant funding and work by contractors helps put the lights back on after Russian attacks on the electrical infrastructure in Ukraine, where ceasefire implementation in Lebanon was ongoing. In parts of the world where we were continuing to bring home to the United States those who served alongside us in Afghanistan, Afghan SIVs waiting for processing, abandoned in Qatar and here in the United States. 

    A halt on drug supplies that helped keep 20 million people living with HIV through the program PEPFAR, long supported by presidents and Congresses of both parties. A freeze on activity to counter fentanyl and narcotics trafficking, to push back on Chinese and Russian disinformation, and to promote democracy. With urgent upcoming elections, the International Republican Institute and the National Democratic Institute are frozen in their activities and forced to lay off or furlough their workforce. Let me thank Secretary Rubio for responding to urgent calls to broaden the aperture for humanitarian waivers for this freeze, but let me also say that with dozens and dozens of the most senior people at USAID put on furlough, implementing this got harder, and with thousands of contractors who work for USAID in countries around the world dismissed or laid off, the consequences will be severe. 

    I’ll just give you one example. I suspect everyone listening has heard of the disease Ebola. I suspect not everyone has heard of the disease Marburg. They are related. They’re highly transmissive and deadly viruses. There is a new outbreak of Ebola in the capital of Uganda. There’s an ongoing outbreak of Marburg in the neighboring country of Tanzania. This freeze pauses the pandemic surveillance work, the urgent public health work, the assistance we provide that makes sure that we are safe from a rapidly emerging and lethal global pandemic that we put in place after the last pandemic. 

    When we halt foreign assistance, it has consequences. It’s just one percent of our total budget. Most Americans think it’s a big percent of our spending, but it’s one percent, actually, less than one percent of the total federal budget. And there’s a winner here, and it’s not the American taxpayer. Freezing programs like this causes chaos and often costs more to restart them after a review. The winner is China. Our biggest global competitor and adversary is delighted that we’ve handed them an opportunity to say to communities and countries around the world that we are not a reliable partner – that despite contracts and promises, commitments, and programs, they now have months to crow about how we have abandoned our partnerships with county after country around the world. China is delighted when we layoff, or furlough, or cut the resources that help fuel the work of our diplomats and our development professionals. And China has seen its opportunity to expand its influence through programs like the Belt and Road Initiative. They’ve spent a trillion dollars on projects across the Global South in the last decade, and our ability to counter Chinese influence, to make strategic investments, has been put gravely at risk by putting on hold the workforce and the contracts that help deliver them. 

    The administration may be claiming that this pause is temporary, but its effects will not be. The lasting impacts on small businesses, on contractors, on NGOs and loss of expertise, loss of their workforce, loss of their credibility I think will be lasting, dangerous, and harmful.

  • MIL-OSI Global: How should Keir Starmer handle Donald Trump – and how’s it going so far?

    The pairing of British prime minister Keir Starmer and US president Donald Trump connotes many imponderables. The only certainty happens to be the most significant: they will be in office together for four years.

    It is rare for a prime minister and a president to have the luxury of knowing – barring extreme unpredictabilities, such as death or incapacity – they have a full term in harness. And personal chemistry matters.

    Trump emphasises (rather too much for the liking of America’s allies) the deal, the handshake, the gaze; the bond that only the lonely, only those who lead, can have. Starmer emphasises level-headedness (although his government has not been particulary conspicuous in evincing it).

    Opposites may well attract, but the precedents for coterminous presidents and prime ministers are not encouraging. John Major and Bill Clinton, elected seven months apart, spent 1992 to 1997 together. But in the very definition of what not to do before an election, London had made its preference for the result of the election in America known – and the other guy won. The Conservative and the Democrat were no more than coolly cordial thereafter.

    On his re-election in 2001, Tony Blair knew he had George W. Bush for at least four years – it turned out to be eight – but the consequences for him were disastrous once the two decided to partake in a war on “terror”.

    In 1964, Harold Wilson and Lyndon Johnson were elected almost simultaneously, and spent 1964 to 1968 together. Though they were Labour and Democrat, and therefore from sister parties, it was not a harmonious pairing. Wilson’s meddling in, but lack of support for, Johnson’s war in Vietnam was a source of unbridled irritation in the White House.

    Trump and May

    The last time Trump became president, Theresa May was prime minister and she travelled with undisguised haste to the White House. There she achieved a highly untypical diplomatic coup in getting Trump to commit publicly to Nato (that bars should be so low was a general feature of the presidency).

    Their subsequent relationship was, however, toxic. No prime minister has been less likely to gaze, to bond (despite pictures of them holding hands), and the president held her as having mangled Brexit, a bid for freedom with which he was keen to associate himself.

    Before the US election, Starmer displayed a unfamiliar deftness of touch, and banked some credit. His immediate phone call to candidate Trump following an attempt on his life in July was both bold and smart. There followed the fabled Trump Tower two-hour chicken dinner.

    It was more typical for Starmer that when it emerged, in a most unfortunate echo of 1992, Labour activists – and Starmer’s own pollster – were working on the Kamala Harris campaign, Trump’s people cried foreign interference and threatened legal action.

    And the two in Starmer’s team who will have the most exposure to the new administration have both been publicly rude about Trump. David Lammy, now foreign secretary, called him “deluded, dishonest, xenophobic [and] narcissistic” in 2019.

    Peter Mandelson, nominated but not yet confirmed as the UK ambassador to the US, has made comments about Trump being a “bully” and a “danger to the world”. To appease opposition in DC on his appointment, Mandelson has since turned on a sixpence (or perhaps a dime).

    This is, at root, about Trump. No other president would have attracted such comments from frontline politicians. But from TV studio to TV studio, Lammy and Mandelson will have those quotes hung about their necks as if they were modern-day ancient mariners. Starmer’s innate caution in public utterance, in this area at least, has inured him.

    Indeed, the repercussions of his unusual boldness in picking Mandelson over a career diplomat may discourage Starmer from ever thinking imaginatively again.

    Most members of the Trump administration would be naturally hostile to a Labour government even without its leading figures insulting their boss or campaigning for his opponent. Certainly, the grounds for disagreement are great: the threat of tariffs, demanded increases in defence spending, the sovereignty of the Chagos Islands, co-operation with China and support for Ukraine.

    Thus Morgan McSweeney – architect of Labour’s 2024 victory, planner of its re-election and Starmer’s chief of staff – flew out to meet Susie Wiles, his equivalent in the White House. (It did not, a person privy to such information told me, go well. Voices were raised.)

    Elon Musk, this moment’s most prominent presidential acolyte inveighed on X, “Starmer must go”, adding for good measure, “He is a national embarrassment.” It is indeed embarrassing – for Starmer – but he will be consoled with the well-founded suspicion that the life-expectancy of Musk and Trump’s tech bromance will be much less than four years.

    Cause for self-reflection

    The return of Trump, emboldened and more powerful than before, has effectively forced the posing of the age-old question: over which expanse of sea should Britain gaze – the Channel or the Atlantic? Churchill thought it should – and that only Britain could – do both.

    Hence, perhaps, Trump’s own public statement about the possible destination of his first international trip: “It could be UK. Traditionally, it’s been UK.”

    It hasn’t. Only Jimmy Carter, in 1977, and Joe Biden, in 2021, visited the UK first – and then because of summits. More than a few presidents (most recently Ford and Johnson) didn’t visit at all.

    But even what might have been a supportive comment was laced with arsenic: “Last time, I went to Saudi Arabia because they agreed to buy 450 billion dollars’ worth of United States merchandise … And if that offer were right, I’d do that again.” Which at least may free the British government to be as unsentimentally transactional.

    Trump and Starmer achieved big victories, albeit when painted in the most flattering terms. Starmer’s came on a historically low combination of vote share and voter turnout, Trump’s with fewer votes than Biden. But Trump will like that Starmer won a large majority. When May managed to lose hers in 2017, what little respect Trump had for her went with it.

    Starmer would much rather have had four years with Biden, and even more with Harris, another public prosecutor of the left. But he has to deal with the transatlantic relationship as it is, rather than as he would wish it to be, and this one is most unlikely to be special.

    Starmer is, moreover, a realist. Which is why he’ll also know that the second Trump presidency will be much more consequential than the first. Caution may have limited effect.

    The International Chamber of Commerce (ICC) has appointed new co-editors-in-chief and editorial board members of the ICC Dispute Resolution Bulletin. The Bulletin is ICC’s flagship, triannual journal focused on arbitration and other methods of dispute resolution. Editorial board members are highly-regarded dispute resolution practitioners from around the world, with diverse backgrounds. With their involvement, the Bulletin will remain one of the most essential go-to resources on dispute prevention and resolution.

    Since the first edition in 1990, the Bulletin has been at the forefront of providing up-to-date developments in international arbitration and commentaries on ICC dispute resolution and arbitral awards. The Bulletin offers legal updates, expert insights and studies, best practices and analysis of ICC awards. It also reports on ICC events and trainings, and features book reviews for dispute resolution practitioners.

    Claudia Salomon, President of the ICC International Court of Arbitration, said:

    Innovation and a strong reform drive have strengthened Benin’s resilience to regional and global challenges and supported progress toward meeting the Sustainable Development Goals.

    Benin faced a number of negative spillovers in 2022: a deteriorating regional security situation at its northern border, the lingering scars of COVID-19, and higher living costs amid the war in Ukraine. To help counter those headwinds, the country tapped IMF support, including a $650 million blended Extended Fund Facility (EFF) and Extended Credit Facility (ECF) arrangement, complemented by a $200 million Resilience and Sustainability Facility (RSF) in 2023. Development partners’ confidence in the country’s reform program has been reflected in budget support consistently exceeding expectations. Moreover, Benin was among the first countries to re-access the international capital market last year, following a two-year hiatus, with several sovereign credit rating upgrades in recent years.  

    Despite challenges, there are promising signs of economic transformation. Among other achievements, growth has been strong, fiscal adjustment is proceeding while allowing for a significant increase in social spending, and efforts to strengthen governance are gaining ground.

    Following the combined Fifth Review of the ongoing EFF/ECF arrangement and Second Review of the RSF, IMF Country Focus discussed the country’s economic performance with Romuald Wadagni, Senior Minister of State of Economy and Finance for Benin, and Constant Lonkeng, IMF Mission Chief for Benin.

    How is the current reform program affecting the daily lives of Beninese people?

    Finance Minister Wadagni: First and foremost, our ongoing reform program has allowed us to navigate an episode of severe and repeated shocks, with technical and financial support from our development partners. As a result, our economy has shown remarkable resilience, with growth averaging more than 6.5 percent in recent years.

    Economic resilience is helping harness the potential of Benin’s people. A key focus of our reform program is enhancing human capital, as articulated under our people-centric Government Action Program (PAG 2021–26).

    Our Integrated School Feeding Program currently provides free meals to students in 95 percent of elementary schools in rural areas (more than 1.3 million children), with full coverage targeted this year. Lower education is now tuition-free for girls across all of Benin’s 77 communes (estimated 2 million girls), with an ongoing pilot to extend to upper secondary school. We are also putting emphasis on technical education and vocational training to prepare our large youth population to seize job opportunities in high value-added activities.  

    More broadly, our flagship Insurance for Human Capital Enhancement (ARCH) seeks to foster social resilience through various programs including micro-credits, access to healthcare, and pensions. The social registry—established early on under the EFF/ECF with World Bank technical support—is an essential tool for targeting our support to the most vulnerable.  

    How has IMF engagement supported the authorities’ policy agenda?

    IMF Mission Chief Lonkeng: One key design consideration of Benin’s IMF-supported program was balancing financing and fiscal adjustment in a shock-prone environment. Considering Benin’s established track record in macroeconomic management, we opted for a flexible design—a vote of confidence from the IMF.  

    Frontloaded financing supported the country’s appropriately strong counter-cyclical policy response to severe shocks—the IMF disbursed more than 40 percent of the total financing envelope of about 400 percent of Benin’s quota in the first 6 months of the 42-month program to smooth out fiscal adjustment. The EFF/ECF was subsequently complemented by an RSF (120 percent of Benin’s quota) to help enhance the country’s overall socio-economic resilience.  

    The authorities have since been re-building policy space, with domestic revenue mobilization being a key part of this effort and, more broadly, the cornerstone of the authorities’ reform program. A frontloaded tax policy reform under the program complemented efforts to digitalize the tax system to boost revenue collection. As the chart shows, Benin’s tax-to-GDP ratio increased by more than 2 percentage points during 2022–24, far exceeding the average improvement of other countries in this timeframe. 

    There are promising signs of economic transformation. How are you achieving this and what lessons did you learn along the way?

    Finance Minister Wadagni: We first conducted an in-depth diagnostic of our economic and financial situation about a decade ago. We then embarked on a first wave of reforms to lay the foundations for structural transformation, cognizant of the fact that sound public finances, reliable energy, and infrastructure—including digital—are key prerequisites for sustained economic expansion.  

    The ongoing second wave of reforms seek to consolidate our initial achievements and climb up value chains by processing commodities locally. The Glo-Djigbé Industrial Zone—which is dedicated to the local transformation of agricultural products including cotton, cashews, and soybeans—plays a strategic role in this regard. We intend to further develop the zone and, more broadly, pursue the structural transformation of our economy, including through continued modernization and enhanced resilience of agriculture. We will also step up investment in unlocking Benin’s tourism potential and modernizing the Port of Cotonou.

    In doing all of the above, we will expand the social safety nets to reach as many vulnerable people as possible. A key lesson from our experience so far is that sound governance is critical in economic transformation.  

    Benin innovated with the issuance of the first Social Development Goal (SDG) bond in the region – and is now extending this framework to catalyze private climate finance. Can you elaborate?

    Finance Minister Wadagni: We developed an SDG bond framework around the country’s social and climate priorities as an integral part of our development finance strategy. The framework was initially used to issue a €500 million SDG bond in 2021, a first in the region. It has since facilitated the financing of key social and energy transition projects. We intend to leverage the SDG bond framework to catalyze financing for climate change adaptation, resilient agriculture, sustainable ecosystem management, and the energy transition.

    Relatedly, we secured climate financing pledges from our partners during the recent COP29, following the climate finance roundtable that we co-convened in Cotonou with the IMF and the World Bank.

    What has been the key to program engagement in your view, and what do you see as the main challenges ahead?   

    IMF Mission Chief Lonkeng: First and foremost, program ownership has been key. Benin has an established tradition of public consultation around the country’s reform agenda—under the National Development Plan and the Government Action Program. The Fund-supported program therefore had a solid homegrown foundation to build on.  

    Going forward, continued expansion of the tax base, drawing on the country’s recently developed medium-term revenue strategy, would help fund Benin’s large development needs (the country’s median age is 18), and improve the country’s capacity to carry debt and preserve debt sustainability.  

    On the structural front, a continued move away from the traditional transit-centered growth model—supported by a balanced social contract—would foster private sector job creation in higher value-added activities for the large youth population. Enhancing resilience to climate change and maintaining the digitalization drive would also support overall socio-economic resilience in the long-term. All of this would help raise the living standards of the Beninese in a sustained and inclusive manner.

    Innovation and a strong reform drive have strengthened Benin’s resilience to regional and global challenges and supported progress toward meeting the Sustainable Development Goals.

    Benin faced a number of negative spillovers in 2022: a deteriorating regional security situation at its northern border, the lingering scars of COVID-19, and higher living costs amid the war in Ukraine. To help counter those headwinds, the country tapped IMF support, including a $650 million blended Extended Fund Facility (EFF) and Extended Credit Facility (ECF) arrangement, complemented by a $200 million Resilience and Sustainability Facility (RSF) in 2023. Development partners’ confidence in the country’s reform program has been reflected in budget support consistently exceeding expectations. Moreover, Benin was among the first countries to re-access the international capital market last year, following a two-year hiatus, with several sovereign credit rating upgrades in recent years.  

    Despite challenges, there are promising signs of economic transformation. Among other achievements, growth has been strong, fiscal adjustment is proceeding while allowing for a significant increase in social spending, and efforts to strengthen governance are gaining ground.

    Following the combined Fifth Review of the ongoing EFF/ECF arrangement and Second Review of the RSF, IMF Country Focus discussed the country’s economic performance with Romuald Wadagni, Senior Minister of State of Economy and Finance for Benin, and Constant Lonkeng, IMF Mission Chief for Benin.

    How is the current reform program affecting the daily lives of Beninese people?

    Finance Minister Wadagni: First and foremost, our ongoing reform program has allowed us to navigate an episode of severe and repeated shocks, with technical and financial support from our development partners. As a result, our economy has shown remarkable resilience, with growth averaging more than 6.5 percent in recent years.

    Economic resilience is helping harness the potential of Benin’s people. A key focus of our reform program is enhancing human capital, as articulated under our people-centric Government Action Program (PAG 2021–26).

    Our Integrated School Feeding Program currently provides free meals to students in 95 percent of elementary schools in rural areas (more than 1.3 million children), with full coverage targeted this year. Lower education is now tuition-free for girls across all of Benin’s 77 communes (estimated 2 million girls), with an ongoing pilot to extend to upper secondary school. We are also putting emphasis on technical education and vocational training to prepare our large youth population to seize job opportunities in high value-added activities.  

    More broadly, our flagship Insurance for Human Capital Enhancement (ARCH) seeks to foster social resilience through various programs including micro-credits, access to healthcare, and pensions. The social registry—established early on under the EFF/ECF with World Bank technical support—is an essential tool for targeting our support to the most vulnerable.

  • MIL-OSI Global: How Trump’s suggestion to ‘clean out’ Gaza sent shockwaves through the Middle East

    Hundreds of thousands of civilians returned to the northern Gaza Strip this week after checkpoints were reopened in line with the ceasefire agreement. Many will have found their homes destroyed after months of heavy fighting and bombardment – something the new US president, Donald Trump, has pointed out.

    In an exchange with reporters last weekend, Trump said: “I’m looking at the whole Gaza Strip right now and it’s a mess, it’s a real mess.” He then went on to suggest Palestinians there should be “evacuated” to Egypt and Jordan where “they could maybe live in peace for a change”. “You’re talking about a million and a half people … we just clean out that whole thing,” he continued.

    Trump is seemingly no stranger to airing whatever thoughts come into his head. At his inauguration he claimed – without providing evidence – that “China is operating the Panama canal”. And he has since called Vladimir Putin’s war in Ukraine “ridiculous”. But even by these standards, his suggestion to evict Gazans from their land is brash to say the least.

    As Karin Aggestam of Lund University reports, Trump’s proposal has been met with disbelief across the Middle East. It has been widely criticised throughout the region as a potential “second Nakba” – referring to the displacement of Palestinians after Israel’s unilateral declaration of statehood in 1948.

    The proposal has also been rejected outright by Egypt and Jordan. Egypt’s ministry of foreign affairs released a statement on Sunday objecting to any forced displacement of Palestinians. And Jordan’s minister of foreign affairs, Ayman Safadi, said his country was committed to “ensuring that Palestinians remain on their land”. The Arab League regional bloc has accused Trump of advocating ethnic cleansing.

    Aggestam says it’s not yet certain if moving Palestinians out of Gaza will become an official US policy position, or whether it is yet another example of Trump speaking his mind. But, in her view, Trump’s latest pronouncement will further complicate the already fragile ceasefire.

    The idea of relocating Palestinians to other countries has thrilled Israel’s extreme ultra-nationalist parties. The Israeli finance minister and leader of the Religious Zionist party, Bezalel Smotrich, and the former national security minister, Itamar Ben-Gvir, have both previously encouraged the return of Israeli settlers to the Gaza Strip.

    Ben Gvir, who recently resigned from his ministerial position in protest at the Gaza ceasefire, asserted in October that “encouraging emigration” of Palestinian residents of Gaza would be the “most ethical” solution to the conflict.

    According to Leonie Fleischmann of City, University of London, the pair share an anti-Arab ideology and a messianic belief in the Jewish people’s right to what they call “Greater Israel”. This refers to a Jewish state that would also include the West Bank, which they referred to as “Judea and Samaria”, as well as Gaza and part of Jordan, Lebanon, Egypt, Syria, Iraq and Saudi Arabia.

    As Fleischmann explains, the West Bank and the Gaza Strip were the sites of many key events in biblical times and were the home of a number of Israelite kingdoms. In the Bible, God even promises this land to the descendants of Abraham – the Jewish people. This, Fleischmann writes, is the reason behind Smotrich and Ben Gvir’s belief that the Jewish people have the God-given right to settle the whole of Greater Israel.

    This is not a position held by the majority of Israelis. But Israel’s ultra-nationalists wield considerable political power, with Prime Minister Benjamin Netanyahu’s government dependent on their support to remain in power. Indeed, days after Trump suggested clearing out Gaza, Smotrich spoke of turning it into an actionable policy.

    Speaking with reporters on Monday, he said: “There is nothing to be excited about the weak opposition of Egypt and Jordan to the plan. We saw yesterday how Trump [imposed his will on] Colombia to deport immigrants despite its opposition. When he wants it, it happens.”

    The events Smotrich was referring to in Colombia were certainly extraordinary. Outraged at the repatriation of Colombian migrants in military planes, Colombian president Gustavo Petro refused to allow the flights to land.

    Trump immediately vowed tariffs on Colombian goods and sanctions on government officials, which drew a furious social media response out of Petro and the start of a (very brief) trade war. But within a few hours, Petro had backed down and Colombia announced it would start receiving migrants, including on US military aircraft.

    The White House hailed the agreement as a victory for Trump’s hardline immigration strategy. However, according to Amalendu Misra of Lancaster University, Trump’s punishing tariff threats and foul rhetoric toward illegal immigrants may only damage the power and position of the US in the region.

    His willingness to wage a trade war with countries in Latin America could encourage others to speed up their search for alternative trade partners. And, worse still, he may even push them towards closer relations with governments and ideologies that are inimical to US interests, writes Misra.

    Choppy waters ahead

    Back in the Middle East, the ceasefire in Gaza has offered the region a break from war. This has included a pledge by Houthi militants in Yemen not to attack commercial ships travelling through the Red Sea.

    These attacks have halved the number of ships passing through the Suez Canal, a crucial route for goods moving between Asia and Europe, with many diverting around the southern tip of Africa.

    This route adds thousands of miles to the journey, so supply chains have had to deal with higher shipping costs, product delivery delays and increased carbon emissions. In the view of Gokcay Balci, a logistics expert at Leeds University, this disruption is likely to continue.

    The situation in the Red Sea remains unpredictable, he writes. The leader of the Houthis, Abdul-Malik al-Houthi, said on Monday that the group was “ready to return to escalation again alongside our brothers, the fighters in Palestine”, and warned: “We have our finger on the trigger.” Shipping companies have, unsurprisingly, announced that they will continue to prioritise alternative routes.

    The Houthis seem unconvinced that the ceasefire in Gaza will hold. But, at least for now, it is providing civilians with some much-needed respite after more than a year of relentless violence.

  • MIL-OSI United Nations: UNECE advances digital transformation of multimodal data and document exchange in Moldova and Ukraine

    UNECE has joined hands with the Economic Council to the Prime Minister of the Republic of Moldova to help integrate Moldova and Ukraine in a seamless multimodal digital data and document exchange using the e-business standards of UNECE subsidiary body – the UN Centre for Trade Facilitation and Electronic Business (UN/CEFACT).

    With Moldova and Ukraine becoming a bridge between two large UNECE subregions – the European Union and Central Asia – and with UN/CEFACT standards becoming a digital lingua franca for cross-border trade and transport, digital connectivity is key to enhancing regional trade and economic integration. This is particularly relevant as total trade between the European Union and Central Asia has grown by 38.8% over the last decade, from €34.2 billion in 2012 to €47.5 billion in 2022, with two-thirds of total trade being imports to the European Union.

    To advance on this goal, UNECE and the Economic Council recently organized a seminar in Chisinau, Moldova, on the practical application of such UN/CEFACT standards. Intended for Moldovan and Ukrainian policymakers and experts, as well as international specialists and representatives of development partners (European Commission, GIZ, the Transport Community, UNCTAD – ASYCUDA), the seminar advanced the understanding on the practical steps to implement the UN/CEFACT standards, which underpin the European Union’s Electronic Freight Transport Information Regulation (eFTI) and the SPECA Trans-Caspian Roadmap on Digitalization of Multimodal Data and Document Exchange.

    Participants also reviewed progress on the implementation of the pilot project led by TRACECA (Transport Corridor Europe-Caucasus-Asia) on the digital transformation of the railway consignment note in the Trans-Caspian Corridor. Moldovan and Ukrainian railways representatives, along with international experts agreed to work on aligning the exchange of railway consignment notes with UN/CEFACT standards.

    Other key initiatives discussed include:

    • Launching additional pilot projects in Moldova and Ukraine;
    • Customizing the eFTI dataset, based on the UN/CEFACT Multi-Modal Transport Reference Data Model, in Moldova and Ukraine;
    • Training national implementers on using relevant UN/CEFACT standards; and
    • Developing a module on integrating data from business documents accompanying goods transported by different modes, into the Automated System for Customs Data (UNCTAD-ASYCUDA).

    UNECE’s ongoing work in Moldova and Ukraine strengthens the digital connectivity of transit corridors through standardized information exchange. By enabling uniform and seamless electronic data exchange across trade, transport and logistics sectors, these standards help significantly reduce cost, speed up transactions, and minimize errors. This is particularly relevant in the context of UN/CEFACT’s ongoing efforts to develop a policy recommendation aimed at enhancing digital connectivity along transit corridors while addressing gaps in soft infrastructure. As a result, regional economies can integrate more effectively into global value chains, fostering growth and sustainable development.

    A strategic session was held at the Military Innovation Technopolis (VIT) “Era” under the leadership of First Deputy Prime Minister Denis Manturov.

    The event was attended by Deputy Prime Minister Dmitry Chernyshenko, Deputy Minister of Defense Alexey Krivoruchko, representatives of the Ministry of Industry and Trade and the Ministry of Digital Development, members of the board of the Military-Industrial Commission, heads of military command bodies, representatives of enterprises of the defense industry complex and the national defense industry complex.

    During the meeting, issues of the influence of artificial intelligence on increasing the combat effectiveness of units in combat zones and increasing the combat capabilities of weapons, equipment, and control systems were considered.

    “All leading countries of the world are aware of the growing role of artificial intelligence technologies, big data processing and cloud computing, having included their development among their strategic priorities. In fact, we can talk about another race of technological competition, comparable to the arms race and space exploration programs. Russia as a whole is following in the wake of global trends. Russian companies are developing technological products, including large language models, computer vision, machine learning, based on neural network tools. Most of the existing and planned developments have dual-use potential. Our task is to use them in solving applied military problems,” Denis Manturov noted.

    Artificial intelligence is used for automatic processing and analysis of intelligence data, can improve information support for combat operations, increase the ability to predict threats and the course of conflict development. Digital technologies are the basis for the mass introduction of robotic systems and swarm interaction of unmanned aerial vehicles.

    “Artificial intelligence is a breakthrough and fast technology that is important for both civilian and military needs. In the coming years, we will increase the volume of funding for AI research. We plan to accumulate these resources within the framework of a single AI research program. It is planned to allocate 5% of the state budget for funding scientific research in the field of AI and 15% of the state budget for funding research in other areas, but with the mandatory use of AI tools. Consolidation of these resources in the field of AI and training of specialists are extremely important for achieving technological sovereignty and other goals set by the President of Russia,” said Dmitry Chernyshenko.

    “It is also important to use the capabilities of AI analytics for a deep analysis of the conflict in Ukraine and further training of domestic intelligent systems,” Denis Manturov emphasized.

    The session participants discussed the formation of information and computing systems for the trusted use of elements of artificial intelligence for military purposes, as well as the experience of transitioning to a new generation of drones on neuroprocessors.

    An exhibition of new samples and technologies developed by residents of innovative scientific and technological centers and innovative development funds of the Russian Federation was opened for the participants of the strategic session. A number of samples using AI technologies were selected by the Main Directorate for Innovative Development of the Ministry of Defense of Russia together with the People’s Front for use in the special military operation zone.

    In particular, control modules for receiving video images, analyzing, capturing and automatically tracking targets, semi-autonomous underwater robotic systems (RTS) for reconnaissance, technical control of underwater objects, delivery and manipulation of cargo in difficult underwater conditions, unified consoles for simultaneous control of a group of RTS (several unmanned boats, ground-based RTS or a swarm of UAVs) were presented.

    Manufacturers also presented universal flight controller control units based on technical vision. In particular, in complex electronic environments, these devices retain full functionality of video analytics and allow you to hit a target when you lose control of the drone or return to the base on your own.

    In addition, the participants of the strategic session considered unmanned aircraft systems for intercepting air targets. Interceptor control systems with artificial intelligence allow for automatic detection and capture of targets for subsequent neutralization with a net, special pellets or kinetic damage.

    Fourth-Quarter 2024 Financial Results
    Reported earnings were $8 million for the fourth quarter of 2024 versus $346 million in the third quarter. Fourth-quarter earnings included pre-tax special item adjustments of $67 million in the Marketing and Specialties segment, $35 million in the Chemicals segment, $(35) million in the Midstream segment, $(16) million in the Refining segment, and $(4) million impacting the Corporate and Other segment. Adjusted losses for the fourth quarter were $61 million versus earnings of $859 million in the third quarter.
    Midstream fourth-quarter 2024 adjusted pre-tax income increased compared with the third quarter mainly due to higher NGL margins and volumes.
    Chemicals adjusted pre-tax income decreased mainly due to lower margins, as well as higher turnaround and maintenance costs.
    Refining adjusted pre-tax loss increased primarily due to a decline in realized margins largely driven by lower market crack spreads and accelerated depreciation associated with the planned ceasing of operations at the Los Angeles Refinery, partially offset by a higher clean product yield.
    Marketing and Specialties adjusted pre-tax income decreased primarily due to seasonally lower margins.
    Renewable Fuels pre-tax results increased primarily due to higher margins at the Rodeo Complex and stronger international results.
    Corporate and Other adjusted pre-tax loss decreased mainly due to lower net interest expense and employee-related costs, partially offset by depreciation expense.
    As of Dec. 31, 2024, the company had $1.7 billion of cash and cash equivalents and $4.6 billion of committed capacity available under credit facilities.

    Executing world-class operations by achieving 2% higher than industry-average crude utilization and targeting annual adjusted controllable costs of $5.50 per barrel in Refining, excluding adjusted turnaround expense;
    Delivering disciplined growth and returns by growing Midstream and Chemicals mid-cycle adjusted EBITDA $1 billion in total by 2027; and
    Maintaining financial strength and flexibility by reducing total debt to $17 billion.

    Poland holds the Presidency of the Council until the end of June 2025. This text will be updated regularly as the hearings take place.

    Environment, Climate and Food Safety

    On 23 January, Paulina Hennig-Kloska, Minister of Climate and Environment, highlighted the need for climate adaptation measures, combating climate disinformation, and to advance key legislative files such as the waste framework directive on textiles and food, the European soil monitoring law, and the “One Substance, One Assessment” chemicals package. The Presidency also plans to secure agreement with Parliament on plastic pellet losses, water pollutants, and detergents rules.

    MEPs asked about the Presidency’s stance on the new emissions trading system ETS II, the 2040 emissions target, renewable energy, and soil monitoring. They also debated the impact of climate regulations on competitiveness, and raised concerns about agricultural pollution and the role of genomic technologies.

    Security and defence

    On 27 January, Secretary of State at the Ministry of National Defence Paweł Zalewski said the Presidency’s first priority is to strengthen EU support for Ukraine by using all the tools at the EU’s disposal, including the European Peace Facility and the profits from frozen Russian assets or loans guaranteed from Moscow. He also highlighted the need to reinforce the EU’s defence industries by ensuring adequate financing as well as deepening EU-U.S. cooperation, including between the EU and NATO.

    MEPs quizzed Mr Zalewski on several issues, including the EU’s role in possible future peace talks between Ukraine and Russia, developing an EU defence pillar, reforming the EU Investment Bank to allow for more investment in the defence sector and establishing viable “European champions” (i.e. large corporations) in the defence sector.

    Women’s rights and gender equality

    On 28 January, Minister for Equality Katarzyna Kotula emphasised enhancing digital security for women and girls, particularly in the context of the rapid development of AI, as a Presidency priority. She pledged to follow up on the Digital Services Act to make sure that AI accelerates rather than undermines gender equality. The Presidency is also determined to advance the work on the Anti-discrimination Directive.

    MEPS welcomed her commitment on strengthening the digital protection of women and girls, particularly concerning deepfakes, revenge porn and hate speech. They also raised women’s sexual and reproductive health and rights, the protection of LGBTQI+ communities, the challenges faced by ageing women and the prospect for an EU-wide definition of rape including the notion of consent.

    Internal market and consumer protection

    On 28 January, Economic Development and Technology Minister Krzysztof Paszyk focused on the need to eliminate the remaining barriers in the single market, as well as highlighting issues around security, competitiveness, and reducing red tape. The Presidency will look for a compromise on the e-declaration of posted workers file, on late payments, and on the travel package proposals. They will also, he said, try to reach political agreements on toy safety, the Green Claims Directive and on the alternative dispute resolution file.

    On digital policy, Secretary of State, Ministry of Digitalisation Dariusz Standerski outlined plans for an informal meeting on cybersecurity to focus on defence, the application of the Artificial Intelligence Act, and new initiatives on AI factories and the “AI Apply Strategy”. On customs, Undersecretary of State, Ministry of Finance Małgorzata Krok stated the Presidency’s intention was to reach a common position in the Council on the reform of the Union Customs Code.

    MEPs asked about reducing reporting obligations, e-declarations of posted workers, the implementation of digital services act and the AI Act, including in the context of EU-US relations. Several members wanted to hear more about cutting red tape, unblocking progress on late payments, and the need for an AI liability act. Questions also focused on issues around unfair trading practices, single market on defence and climate disinformation.

    Fisheries

    On 28 January, Jacek Czerniak, Secretary of State at the Ministry of Agriculture and Rural Development, which includes fisheries, identified improving EU fisheries competitiveness and defending EU interests in regional fisheries organisations and international agreements as Presidency priorities. Poland will also launch discussions on the review of the Common Fisheries Policy (CFP) and start negotiations to introduce measures against non-EU countries that allow unsustainable fishing practices.

    MEPs questioned Mr Czerniak on addressing the critical state of fish stocks in the Baltic Sea, in addition to issues of security and reducing the complexity of regulations. Others supported a reform of the CFP to better balance the interests of the fishery sector with the EU’s environmental goals. MEPs also argued that trade policies should be aligned with fisheries policies.

    Employment and social affairs

    On 28 January, Minister of Family, Labour and Social Policy Agnieszka Dziemianowicz-Bąk and Minister of Senior Policy Marzena Okła-Drewnowicz said the Presidency would focus on the future of employment in the digital transformation, a Europe of equality, cohesion and inclusion, and the challenges prompted by the EU’s aging population.

    MEPs quizzed the ministers on their plans for the regulation on the coordination of social security systems, emphasising the importance of finalising negotiations on the file. They also raised the impact of AI in the workplace, and the importance of addressing demographic issues in the EU. MEPs also raised the importance of social dialogue, upcoming negotiations on European Work Councils, and the expected Commission initiative on the “Right to Disconnect”.

    Transport and tourism

    On 29 January, Dariusz Klimczak, Minister of Infrastructure, said the Presidency will focus on resilience and competitiveness in the transport sector, the protection of transport operators, dual use infrastructure, and military mobility. He committed to reaching a deal with Parliament on new railway infrastructure, road and maritime safety rules as well advancing negotiations on air passenger rights rules that have been stalled in the Council since 2013. Piotr Borys, Secretary of State at the Ministry of Sport and Tourism added that the Presidency will focus on making Europe a safe and more popular destination for tourism despite Russia’s war in Ukraine and the challenges posed by climate change.

    MEPs asked the Presidency to secure adequate financing for transport policies within the next EU long-term budget, and want them to secure a Council position on the maximum weights and dimensions directive, and address labour shortages and working conditions in all transport modes. Completing Trans-European transport networks, developing high speed rail, and ensuring connectivity for Europe’s islands were also raised.

    Constitutional affairs

    On 29 January, Minister for European Affairs Adam Szłapka said the Presidency wants to promote institutional reforms, stressing at the same time that EU Treaties could prove difficult to revise. The Presidency wants to complete work on the new rules on European political parties and foundations and the electoral rights of mobile citizens. They will work on the transparency of interest representation and on the EU’s accession to the European Convention on Human Rights.

    Most MEPs asked questions about the need to reform the EU’s institutional architecture, especially in light of imminent enlargement, with many of them highlighting the need to overcome what they saw as the obstacle of unanimity in key policy areas either through Treaty revision or using existing rules. Some called for progress on Parliament’s right of initiative, its right of inquiry, and rules on European elections.

    Agriculture and Rural Development

    On 29 January, Czesław Siekierski, Minister of Agriculture and Rural Development said that the Council will discuss the future shape of the Common Agricultural Policy (CAP) beyond 2027. The Presidency wants to simplify the green architecture of the CAP and assess the impact of current EU trade agreements on agriculture.

    Questions from MEPs focused on ensuring fair income for farmers and adapting the CAP to the future enlargement of the EU. A number of MEPs also asked about the position of the Presidency on the EU-Mercosur Partnership Agreement and stressed the need to invest in European food sovereignty.

    International trade

    On 29 January, Krzysztof Paszyk, Minister of Economic Development and Technology, said the Presidency will continue working on ambitious, sustainable and mutually profitable trade agreements. He hopes to finalise the legislation on the screening of foreign direct investment and resume talks on the Generalised System of Preferences (GSP) scheme, the EU’s preferential trade arrangement with developing countries. On Ukraine, Mr Paszyk said support for Ukraine remains steadfast, while the Presidency prefers not to extend the current temporary trade liberalisation measures with the country, but rather reach a new agreement.

    MEPs asked about possible timelines for the adoption of trade deals with Mercosur and Mexico, possible shift in US trade policy as well as on trade with Ukraine and safeguards for the agricultural market. Some MEPs argued that GSP should not be a migration tool, others demanded a clear link between migration and the scheme.

    Industry, Research and Energy

    On 29 January, Minister of Economics, Development and Technology, Krzysztof Paszyk said the Presidency’s priorities include boosting Europe’s industrial competitiveness with a new instrument and advancing the Clean Industry Act to support businesses, address high energy prices, and cut red tape and tax burdens for SMEs. They also plan to maximize the use of spaceimaging and AI algorithms for crisis management, and improve cooperation during natural disasters.

    During the debate, MEPs stressed the need to support innovative businesses through a unified capital market, and to combine environmental policies with industrial policies to achieve the ecological transition. Others focused on the importance of transatlantic relations and the need to secure European tech sovereignty.

    Dariusz Stenderski, Secretary of State in the Ministry of Digital Affairs, said that his key focus areas would be cyber security, with a revised blueprint for coordinated EU response to cyber attacks and an informal Council on its civilian and military aspects.He also referred to the boosting of AI development through shared investment and simplified rules to support startups.

    On 30 January Marcin Kulasek, Minister of Science and Higher Education, outlined three main focus areas: openness and inclusivity, synergies between EU and national programs, and AI and science.He stressed the need to develop EU cooperation networks without losing top talents, and the value of synergies between EU and national research programs.

    MEPs called for the full implementation of the 5G toolbox and for the simplification of administrative procedures to foster innovation. Others highlighted the need to improve EU cooperation in research and innovation, retain top talent, and ensure an inclusive access to funds. The discussions also covered the need for ethical standards in AI, a strong support for scientists, as well as academic freedom and the free flow of scientific knowledge.

    Culture, Education, Youth and Sport

    On 30 January, Education Minister Barbara Nowacka said the Presidency wants to include young people – as part of a new cycle of the EU Youth Dialogue – in EU-level debates and projects to strengthen EU values of democracy, freedom and rule of law, thereby making them more resilient against the risk of disinformation and manipulation. Providing better support to teachers is also a priority, she said, and EU education ministers will gather in May to discuss what they can do to improve this.

    The Presidency wants to advance work on the “European degree” – a degree awarded jointly by several universities in different EU countries – by adopting a roadmap to implement it. A European quality assurance system to guarantee trust among universities and improve the recognition of higher education diplomas will also be discussed, Minister of Science and High Education Marcin Kulasek said.

    Culture Minister Hanna Wróblewska said the Presidency will present proposals to support young artists and creators, and will launch discussions on the future of the Creative Europe programme beyond 2027. Audiovisual and intellectual property rights, security and AI, and a possible revision of the Audiovisual Media Services Directive are also among the Presidency’s priorities, she said.

    Piotr Borys, Secretary of State of Sport, will focus on pushing EU countries to better promote sport in schools, address mental health, and adopt a common methodology to gather statistics on sport.

    MEPs questioned the ministers on countering Russian disinformation under the European Media Freedom Act, as well as on delays in the creation of the European degree, pleading for EU-wide recognition of diplomas, including Erasmus+ and vocational education training. MEPs also raised concerns about possible reductions in Erasmus+ funding, which ensures the financial sustainability of the European Education Area, which in turn is essential for the “Union of Skills”.

    On the afternoon of January 17, President Lai Ching-te met with former Vice President of the United States Mike Pence. In remarks, President Lai thanked former Vice President Pence for his contributions to the deepening of Taiwan-US relations, noting that he actively helped to strengthen Taiwan-US cooperation and facilitate the normalization of military sales to Taiwan, and did his utmost to deepen the Taiwan-US economic partnership. The president indicated that former Vice President Pence also spoke up for Taiwan on numerous occasions at international venues, backing Taiwan’s international participation. President Lai expressed hope for a stronger Taiwan-US partnership to maintain peace and stability throughout the world, and that the two sides can advance bilateral exchanges in such areas as the economy, trade, and industry. A translation of President Lai’s remarks follows: I am delighted to welcome former Vice President Pence and Mrs. Karen Pence to the Presidential Office. Former Vice President Pence is not only an outstanding political leader in the US, but also a staunch supporter of Taiwan on the international stage.     President Lai meets delegation to 60th Inaugural Ceremonies of US president and vice president
    On the morning of January 16, President Lai Ching-te met with Taiwan’s delegation to the 60th Inaugural Ceremonies of the President and Vice President of the United States. In remarks, President Lai stated that democratic Taiwan stands united, working hard to deepen Taiwan-US ties together. He then entrusted the delegation with three missions: to convey best wishes from the people of Taiwan, convey our firm commitment to democracy, and help Taiwan-US relations reach a new milestone. A translation of President Lai’s remarks follows: The 60th Inaugural Ceremonies of the President and Vice President of the US will be held on January 20. I want to thank Speaker Han Kuo-yu (韓國瑜), president of the Legislative Yuan, for accepting my invitation to lead our nation’s representative delegation to the event. Second, clearly convey the firm commitment of the people of Taiwan to democracy. The theme of these inaugural ceremonies is “Our Enduring Democracy: A Constitutional Promise.” Taiwan and the US share the universal value of democracy and are staunch allies. I hope that the delegation can faithfully convey the firm commitment to democracy that the people of Taiwan have, which will not change even in the face of authoritarian threats. Taiwan is willing to stand side by side with the US and other members of the democratic community to defend the sustainable development of global democracy and prevent the expansion of authoritarianism. Third, help Taiwan-US relations reach a new milestone. In recent years, Taiwan-US relations have continued to grow, with the first agreement under the Taiwan-US Initiative on 21st Century Trade having formally taken effect last month. This morning, the House of Representatives also passed the US-Taiwan Expedited Double-Tax Relief Act. I hope that the delegation can help Taiwan-US relations reach a new milestone through these exchanges so that our relations continue to grow, our cooperation expands even more, and so that we can achieve even greater success after the new administration takes office. Four years ago, Taiwan’s representative to the US inaugural ceremonies was Vice President Hsiao, who was then our representative to the US. Everyone has a lot to learn from her. I have specially invited everyone here to converse so that you can draw from Vice President Hsiao’s experience and ensure an even smoother visit. Washington, DC was also hit by a rare blizzard recently, and the weather has been very cold, so make sure to stay warm. I am sending everyone off with hand warmers and thermoses so that you can bring some warmth from Taiwan with you on your journey. And I ask that Speaker Han exercise his wisdom to help generate some warmth between the ruling and opposition parties through cooperation, which they can then bring back to Taiwan. Let us unite to give our all for diplomacy so that we can unite to give our all for Taiwan. I wish the delegation a smooth and safe trip, and hope your missions can be carried out successfully. Speaker Han then delivered remarks, stating that it was an honor to be invited by President Lai to organize a delegation to represent our nation at the 60th Inaugural Ceremonies of the President and Vice President of the US in Washington, DC, and express the Republic of China’s sincere and cordial best wishes. The Legislative Yuan’s president has assumed this important task numerous times in the past, he said, not only to represent the government of the Republic of China, but also to take on the mission of conveying the voices of 23 million people. He went on to say that he is honored to take up the baton, lead eight legislators to the US to attend this celebration that will attract global attention, and express sincere best wishes to newly elected President Trump, Vice President Vance, and the new administration’s team. As enjoined by President Lai, he hopes the delegation’s trip will help open a new chapter in Taiwan-US exchanges. Speaker Han stated that the US is the most free and democratic country in the world. He noted that in 1776 in the US Declaration of Independence, founding father Thomas Jefferson propounded the concept of “unalienable rights,” and emphasized that the people have a right to freedom and the pursuit of happiness, democratic ideas that have long been rooted in the people’s hearts. Today, he said, democracy is also embedded in the DNA of Taiwan’s 23 million people, and this hard-won democratic achievement is a result of the concerted efforts of our pioneering predecessors, thinkers, and activists over the past 100 years. Speaker Han stated that during this visit, the Legislative Yuan delegation hopes to convey the voice of Taiwan as a democratic country. Taiwan’s security, he said, is like the four legs of a table: The first leg is defending the Republic of China, the second is defending freedom and democracy, the third is maintaining Taiwan-US relations, and the fourth is maintaining cross-strait peace.     President Lai confers decoration on former Lithuanian Foreign Minister Gabrielius Landsbergis
    On the morning of January 14, President Lai Ching-te conferred the Order of Brilliant Star with Special Grand Cordon upon former Minister of Foreign Affairs Gabrielius Landsbergis of the Republic of Lithuania in recognition of his remarkable contributions to deepening Taiwan-Lithuania relations. In remarks, President Lai thanked former Minister Landsbergis for standing firmly with Taiwan and remaining a staunch defender of democratic values, yielding fruitful cooperative results. The president expressed hope that the two countries will engage in even more cooperation and exchanges in such areas as the economy, trade, technology, and culture, and continue to advocate for the values of freedom and democracy so that together we can contribute even more to our nations’ development and to peace and prosperity throughout the world. He noted that only partially can he accept the honor, as there have been many people who worked together with him in the ministry and in the whole country who support the people of Taiwan and see the benefit of supporting democracy in Taiwan. He often says that in Lithuania they remember well the fight for their freedom, and just today, he mentioned, he was shown the permanent exhibition in the Presidential Office, where he saw similar pictures of Taiwanese people fighting for democracy. He emphasized that not even one generation has passed since these events took place here in Taipei or similar events took place in Vilnius. Former Minister Landsbergis said that decision-makers in the Lithuanian government are either people who were themselves fighting for freedom, or, as in his case, those who were sitting on the shoulders of parents who were fighting for freedom. So for them, he underlined, freedom, democracy, liberty, and sovereignty are very real concepts that they cherish, not just things read about in a history book. He said that this is the main connector between Lithuania and Taiwan, a feeling of freedom and support for each other. Former Minister Landsbergis stated that in the face of authoritarians who do not wish us prosperity, who do not wish us freedom and future achievements, what he expects from the future is that the friendship, collaboration, and mutual support between Lithuania and Taiwan will inspire others to join in. This, he said, will make other countries not be afraid to support freedom and democracy, and will allow our group of friends to continue to grow. Lithuanian history, the former minister said, is difficult, and a big part of it was fighting for their freedom. He explained that during the 19th century when Lithuania was part of Russia’s empire, they had several revolutions and uprisings with the aim of becoming free, and that they were fighting for that freedom alongside Poland and Belarus. He then applied a phrase that they used in the revolution of 1864 – “for your freedom and ours,” meaning that they will continue to fight for their freedom while helping Taiwan fight for ours.     Presidential Office thanks White House for its statement on enduring US commitment to Indo-Pacific region
    On January 10 (US EST), the US White House released a statement on the United States’ Enduring Commitment to the Indo-Pacific Region, in which it reaffirms its position of using a range of methods to help Taiwan maintain a sufficient self-defense capability so as to maintain peace and stability in the Indo-Pacific region and across the Taiwan Strait. Presidential Office Spokesperson Karen Kuo (郭雅慧) on January 11 expressed sincere gratitude to the US government for taking concrete actions to fulfill its security commitments to Taiwan, advancing the close Taiwan-US security partnership, and supporting Taiwan in its efforts to enhance its self-defense capabilities and resilience. Spokesperson Kuo stated that the deepening Taiwan-US security partnership is a critical cornerstone for peace and stability in the Indo-Pacific region.     President Lai meets Ronald Reagan Presidential Foundation and Institute delegation
    On the morning of January 9, President Lai Ching-te met with a delegation from the Ronald Reagan Presidential Foundation and Institute (RRPFI). In remarks, President Lai thanked RRPFI President David Trulio and members of RRPFI for remaining undaunted by China’s threats and sanctions, and lending great support to Taiwan. He emphasized that facing the continued expansion of authoritarianism, Taiwan will actively implement the Four Pillars of Peace action plan to preserve regional peace and stability, safeguard the values of democracy and freedom, and advance worldwide prosperity and development. President Lai expressed hope that they can continue to collaborate to promote the development of Taiwan-United States relations and put RRPFI’s principles into practice. A translation of President Lai’s remarks follows: First, let me warmly welcome President Trulio, who is leading this delegation from RRPFI to Taiwan. And on behalf of all the people of Taiwan, I want to extend our heartfelt condolences in wake of the ongoing fires in California. I hope that they can be put out swiftly so that harm is reduced, and I hope that those who are injured are able to receive timely help. President Reagan was a staunch friend of Taiwan. The Six Assurances he put forward in 1982 and the Taiwan Relations Act passed by Congress in 1979 form the bedrock of Taiwan-US relations. The incorporation of the Six Assurances into the Asia Reassurance Initiative Act of 2018 further established bipartisan, bicameral, and cross-agency US support for Taiwan.     President Lai delivers 2025 New Year’s Address
    On the morning of January 1, President Lai Ching-te delivered his 2025 New Year’s Address, titled “Bolstering National Strength through Democracy to Enter a New Global Landscape,” in the Reception Hall of the Presidential Office. President Lai stated that today’s Taiwan is receiving international recognition for its performance in many areas, among them democracy, technology, and economy. In this new year, he said, Taiwan must be united, and we must continue on the right course. The president expressed hope that everyone in the central and local governments, regardless of party, can work hard together, allowing Taiwan sure footing as it strides forward toward ever greater achievements.  President Lai emphasized that in 2025, we must keep firm on the path of democracy, continue to bolster our national strength, make Taiwan more economically resilient, enhance the resilience of supply chains for global democracies, and continue working toward a Balanced Taiwan and generational justice, ensuring that the fruits of our economic growth can be enjoyed by all our people. The president said that Taiwan will keep going strong, and we will keep walking tall as we enter the new global landscape. A translation of President Lai’s address follows: Today is the first day of 2025. With a new year comes new beginnings. I wish that Taiwan enjoys peace, prosperity, and success, and that our people lead happy lives. Taiwan truly finished 2024 strong. Though there were many challenges, there were also many triumphs. We withstood earthquakes and typhoons, and stood firm in the face of constant challenges posed by authoritarianism. We also shared glory as Taiwan won the Premier12 baseball championship, and now Taiwanese people around the world are all familiar with the gesture for Team Taiwan. At the Paris Olympics, Wang Chi-lin (王齊麟) and Lee Yang (李洋) clinched another gold in men’s doubles badminton. Lin Yu-ting (林郁婷) took home Taiwan’s first Olympic gold in boxing. At the International Junior Science Olympiad, every student in our delegation of six won a gold medal. And Yang Shuang-zi’s (楊双子) novel Taiwan Travelogue, translated into English by King Lin (金翎), became a United States National Book Award winner and a tour de force of Taiwan literature on the international level. Our heroes of Taiwan are defined by neither age nor discipline. They have taken home top prizes at international competitions and set new records. They tell Taiwan’s story through their outstanding performances, letting the world see the spirit and culture of Taiwan, and filling all our citizens with pride. My fellow citizens, we have stood together through thick and thin; we have shared our ups and downs. We have wept together, and we have laughed together. We are all one family, all members of Team Taiwan. I want to thank each of our citizens for their dedication, fueling Taiwan’s progress and bringing our nation glory. You have given Taiwan even greater strength to stand out on the global stage. In this new year, we must continue bringing Taiwan’s stories to the world, and make Taiwan’s successes a force for global progress. In 2025, the world will be entering a new landscape. Last year, over 70 countries held elections, and the will of the people has changed with the times. As many countries turn new pages politically, and in the midst of rapid international developments, Taiwan must continue marching forward with steady strides. First, we must keep firm on the path of democracy. Taiwan made it through a dark age of authoritarianism and has since become a glorious beacon of democracy in Asia. This was achieved through the sacrifices of our democratic forebears and the joint efforts of all our citizens. Democracy’s value to Taiwan lies not just in our free way of life, or in the force driving the diverse and vigorous growth of our society. Democracy is the brand that has earned us international trust in terms of diplomacy. No matter the threat or challenge Taiwan may face, democracy is Taiwan’s only path forward. We will not turn back. Domestic competition among political parties is a part of democracy. But domestic political disputes must be resolved democratically, within the constitutional system. This is the only way democracy can continue to grow. The Executive Yuan has the right to request a reconsideration of the controversial bills passed in the Legislative Yuan, giving it room for reexamination. Constitutional institutions can also lodge a petition for a constitutional interpretation, and through Constitutional Court adjudication, ensure a separation of powers, safeguard constitutional order, and gradually consolidate the constitutional system. The people also have the right of election, recall, initiative, and referendum, and can bring together even greater democratic power to show the true meaning of sovereignty in the hands of the people. In this new year, the changing international landscape will present democratic nations around the world with many grave challenges. Russia’s invasion of Ukraine and conflict between Israel and Hamas rage on, and we are seeing the continued convergence of authoritarian regimes including China, Russia, North Korea, and Iran, threatening the rules-based international order and severely affecting peace and stability in the Indo-Pacific region and the world at large. Peace and stability in the Taiwan Strait are essential components for global security and prosperity. Taiwan needs to prepare for danger in times of peace. We must continue increasing our national defense budget, bolster our national defense capabilities, and show our determination to protect our country. Everyone has a responsibility to safeguard Taiwan’s democracy and security. We must gather together every bit of strength we have to enhance whole-of-society defense resilience, and build capabilities to respond to major disasters and deter threats or encroachment. We must also strengthen communication with society to combat information and cognitive warfare, so that the populace rejects threats and enticements and jointly guards against malicious infiltration by external forces. Here at home, we must consolidate democracy with democracy. Internationally, we must make friends worldwide through democracy. This is how we will ensure security and peace. The more secure Taiwan, the more secure the world. The more resilient Taiwan, the sounder the defense of global democracy. The global democratic community should work even closer together to support the democratic umbrella as we seek ways to resolve the war in Ukraine and conflict between Israel and Hamas. Together, we must uphold stability in the Taiwan Strait and security in the Indo-Pacific, and achieve our goal of global peace. Second, we must continue to bolster our national strength, make Taiwan more economically resilient, and enhance the resilience of supply chains for global democracies. In the first half of 2024, growth in the Taiwan Stock Index was the highest in the world. Our economic growth rate for the year as a whole is expected to reach 4.2 percent, leading among the Four Asian Tigers. Domestic investment is soaring, having exceeded NT$5 trillion, and inflation is gradually stabilizing. Export orders from January to November totaled US$536.6 billion, up 3.7 percent from the same period in 2023. And compared over the same period, exports saw a 9.9 percent increase, reaching US$431.5 billion. Recent surveys also show that in 2024, the average increase in salaries at companies was higher than that in 2023. Additionally, over 90 percent of companies plan to raise salaries this year, which is an eight-year high. All signs indicate that Taiwan’s economic climate continues to recover, and that our economy is growing steadily. Our overall economic performance is impressive; still, we must continue to pay attention to the impact on Taiwan’s industries from the changing geopolitical landscape, uncertainties in the global economic environment, and dumping by the “red supply chain.”  For a nation, all sectors and professions are equally important; only when all our industries are strong can Taiwan be strong as a nation. Our micro-, small-, and medium-sized enterprises (MSMEs) are the lifeblood of Taiwan, and the development of our various industrial parks has given Taiwan the impetus for our prosperity. We must carry the spirit of “Made in Taiwan” forward, bringing it to ever greater heights. Thus, beyond just developing our high-tech industry, our Executive Yuan has already proposed a solution that will help traditional industries and MSMEs comprehensively adopt technology applications, engage in the digital and net-zero twin transition, and develop channels, all for better operational structures and higher productivity. Taiwan must continue enhancing its economic resilience. In recent years, Taiwan has significantly increased its investments in the US, Japan, Europe, and the New Southbound countries, and such investment has already surpassed investment in China. This indicates that our efforts in diversifying markets and reducing reliance on any single market are working. Moving forward, we must keep providing assistance so that Taiwan industries can expand their global presence and market internationally from a solid base here in Taiwan. At the same time, Taiwan must use democracy to promote economic growth with the rest of the world. We must leverage our strengths in the semiconductor and AI industries. We must link with democratic countries so that we can together enhance the resilience of supply chains for global democracies. And through international cooperation across many sectors, such as UAVs, low-orbit communications satellites, robots, military, security and surveillance, or biopharmaceuticals, renewable energy technology, new agriculture, and the circular economy, we must keep abreast of the latest cutting-edge technology and promote diverse development. This approach will help Taiwan remain a leader in advancing global democratic supply chains, ensuring their security and stability. Third, we must continue working toward a Balanced Taiwan and generational justice, ensuring that the fruits of our economic growth can be enjoyed by all our people. Democracy means the people have the final say. Our nation belongs to all 23 million of us, without regard for ethnic group, generation, political party, or whether we live in urban or rural areas. In this new year, we must continue to pursue policies that promote the well-being of the nation and the people. But to that end, the central government needs adequate financial resources to ensure that it can enact each of these measures. Therefore, I hope that the ruling and opposition parties can each soberly reconsider the amendments to the Act Governing the Allocation of Government Revenues and Expenditures and find a path forward that ensures the lasting peace and stability of our country. For nine consecutive years, the minimum wage has continued to rise. Effective today, the minimum monthly salary is being raised from NT$27,470 to NT$28,590, and the hourly salary from NT$183 to NT$190. We hope by raising the pay for military personnel, civil servants, and educators for two consecutive years, coupled with benefits through wage increases and tax reductions, that private businesses will also raise wages, allowing all our people to enjoy the fruits of our economic growth. I know that everyone wants to pay lower taxes and rent. This year, we will continue to promote tax reductions. For example, unmarried individuals with an annual income of NT$446,000 or less can be exempt from paying income tax. Dual-income families with an annual income of NT$892,000 or less and dual-income families with two children aged six or younger with an annual income of NT$1,461,000 or less are also exempt from paying income tax. Additionally, the number of rent-subsidized housing units will also be increased, from 500,000 to 750,000 units, helping lighten the load for everyone. This year, the age eligibility for claiming Culture Points has been lowered from 16 to 13 years, so that now young people aged between 13 and 22 can receive government support for experiencing more in the arts. Also, our Taiwan Global Pathfinders Initiative is about to take effect, which will help more young people in Taiwan realize their dreams by taking part in education and exchange activities in many places around the world. We are also in the process of establishing a sports ministry to help young athletes achieve their dreams on the field, court, and beyond. The ministry will also be active in developing various sports industries and bringing sports and athletics more into the lives of the people, making our people healthier as a result. This year, as Taiwan becomes a “super-aged society,” we will launch our Long-term Care 3.0 Plan to provide better all-around care for our seniors. And we will expand the scope of cancer screening eligibility and services, all aimed at creating a Healthy Taiwan. In addition, Taiwan will officially begin collecting fees for its carbon fee system today. This brings us closer in line with global practices and helps us along the path to our goal of net-zero emissions by 2050. We will also continue on the path to achieving a Balanced Taiwan. Last month, the Executive Yuan launched the Trillion NT Dollar Investment National Development Plan and its six major regional flagship projects. Both of these initiatives will continue to expand the investment in our public infrastructure and the development of local specialty industries, narrowing urban-rural and wealth gaps so that all our people can live and work in peace and happiness. My fellow citizens, today’s Taiwan is receiving international recognition for its performance in many areas, among them democracy, technology, and economy. This tells us that national development is moving in the right direction. In this new year, Taiwan must be united, and we must continue on the right course. We hope that everyone in the central and local governments, regardless of party, can work hard together to ensure that national policies are successfully implemented, with the people’s well-being as our top priority. This will allow Taiwan sure footing as it strides forward toward ever greater achievements. In this new year, we have many more brilliant stories of Taiwan to share with the world, inspiring all Taiwanese, both here and around the world, to cheer time and again for the glory of Taiwan.   • MIL-OSI United Kingdom: 2025 Presidential Elections in Belarus: joint statement to the OSCE

    The UK and other members of the Informal Group of Friends of Democratic Belarus deliver a joint statement on elections in Belarus and the deteriorating human rights situation.

    I am delivering this statement on behalf of the following participating States, who are members of the Informal Group of Friends of Democratic Belarus:  Belgium, Bulgaria, Canada, Croatia, Czechia, Cyprus, Denmark, Estonia, Finland, France, Greece, Iceland,  Ireland, Italy, Latvia, Lithuania, Luxembourg, Montenegro, the Netherlands, Norway, Poland, Portugal, Romania, Slovenia, Spain, Sweden, Ukraine, the United Kingdom and my own country, Germany.  

    The following participating States are also joining this statement: Albania, Andorra, Austria, Bosnia, Liechtenstein, Malta, San Marino, Switzerland and North Macedonia.    

    At Copenhagen in 1990, all OSCE participating States declared that “the will of the people, freely and fairly expressed through periodic and genuine elections, is the basis of the authority and legitimacy of all government”.  

    The presidential elections in Belarus on 26 January fell far short of this shared standard. Instead of reflecting multi-party democracy, accountability of government to the electorate or the free and fair expression of citizens’ will, this election outcome was pre-determined by the Belarusian government. The poll was carried out in a climate of fear and repression where opposition was silenced. Moreover, Belarusians were denied access to information from independent, pluralistic media.  

    Repression intensified in the pre-election period. While some political prisoners have been released, Belarus continues to detain many more. Over 1,250 people remain incarcerated. Many political prisoners face isolation, mistreatment and lack of medical treatment. The UN Committee against Torture reported that torture in these prisons is systemic, habitual, widespread and deliberate with a pattern of impunity for perpetrators. Last year, four political prisoners died behind bars.   

    The arrest and persecution of journalists and media professionals has also reached an all-time high; the Belarusian Association of Journalists notes that 42 media workers were imprisoned in the run up to election day.  

    We deplore Belarus’ involvement and complicity in Russia’s unprovoked, unjustifiable and illegal war of aggression against Ukraine and condemn the serious, ongoing human rights violations committed by the Belarusian authorities. We reiterate our call for the Belarusian authorities to release all political prisoners, immediately and unconditionally, and to ensure their rehabilitation. 

    No election can be considered as free and fair or meeting international standards when it is held in a climate of ongoing repression, marked by continuous pressure on civil society, arbitrary detentions and widespread human rights violations, as well as restrictions of any genuine political participation and a lack of credible opposition candidates.   

    We recall that ODIHR made efforts in recent months to engage with the Belarusian authorities on election observation, in line with Belarus’ commitment at Copenhagen in 1990.     

    The Belarusian authorities’ late invitation – delivered only ten days before the presidential elections – prevented ODIHR’s access to key stages of the election process, making meaningful observation impossible. It stands as further proof that this electoral process lacked transparency and credibility.     

    Sadly, this approach to OSCE commitments is wholly consistent with earlier decisions by Belarus. As well as preventing meaningful observation of these elections, Belarus failed to invite OSCE observation of the February 2024 parliamentary elections. Nor has Belarus made progress on the recommendations of either the 2020 or 2023 Moscow Mechanism reports, or responded meaningfully to the questions raised in the 2024 Vienna Mechanism.  

    Indeed, since the fraudulent presidential election of 2020, Belarusian authorities have engaged in a brutal crackdown on opposition figures, human rights defenders, civil society representatives, journalists, and other citizens who dare voice any opposition or dissent. Human rights defenders report over 70,000 cases of repression since 2020. These range from interrogations, detentions or searches to legislative amendments, labelling and prosecuting some human rights defenders as so-called “extremists” and closing NGOs as well as forced exile and confiscation of property.   

    In the face of this utter disregard of OSCE principles and commitments by the Belarusian authorities, we underscore the right of Belarusians to determine their own future in a genuinely free and fair manner, and to be able to do so without fear, oppression and external interference. In this Council and beyond, we will continue to support the Belarusian people’s hope for a free, democratic and independent Belarus.

    One of United States President Donald Trump’s more startling claims since taking office for his second term – and there have been many – is his insistence that the US will take control of Greenland.

    Both prior to taking office and since, Trump has spoken about a desire for the US to acquire Greenland, an autonomous territory that is part of Denmark. This revives a proposal he floated in 2019, and is now being advanced with serious intent.

    Trump’s interest in Greenland is framed around US security. The island is strategically located in the GIUK (Greenland-Iceland-United Kingdom) Gap. The gap gained prominence during the Cold War as an area where Soviet nuclear submarines could operate in the Atlantic Ocean proximate to the US and its NATO partners. Denmark’s limited naval capacity meant these Soviet submarine incursions were uncontested.

    Washington has always appreciated the strategic significance of Greenland. It was used during the second world war as a US military staging point due to its relative safety from the European theatre of war and its capacity as a stopover for aircraft to refuel.

    Later, during the Cold War, the Thule US Airbase was constructed on its northwest coast, later becoming the Pituffik Space Base.

    Trump is particularly concerned about Russian and Chinese ships operating offshore near Greenland in the Arctic Ocean, and with ensuring US access to rare earth minerals on the island.

    All of these are legitimate US security and strategic interests. It is often forgotten that the US is an Arctic nation by virtue of Alaska, and Greenland is adjacent to North America.

    However, Greenland is not terra nullius ripe for American colonisation. It is recognised as Danish territory. Any dispute over a Danish claim to the island was resolved by an international court in 1933, and since that time Denmark has overseen Greenlandic affairs without challenge. Any suggestion Denmark’s sovereignty over Greenland is contested has no foundation.

    While Denmark has been a colonial power, there has been an active process underway to grant the 57,000 Greenlanders increased autonomy from Copenhagen. Home rule has been granted, a legislature has been created, and a road map exists for self-determination that may eventually see the emergence of an independent Greenland.

    Seeking to honour the responsibility Copenhagen feels for ushering Greenlanders through this process, Denmark has made clear that Greenland is not for sale.

    The most breathtaking aspect of Trump’s Greenland territorial ambitions has been the refusal to rule out the US using economic or military means to acquire it.

    This ignores the fact that Greenland is part of Denmark (a NATO member) and that indigenous Greenlanders possess a right of self-determination. Moreover, any use of US military force to take Greenland would be in violation of both the 1949 North Atlantic Treaty on which NATO is founded and the 1945 United Nations Charter.

    Respect for territorial integrity was one of foundations on which the UN Charter was built. The intention of the UN’s founders during the San Francisco Conference was to ensure military force could not be used to acquire territory through an act of aggression resulting in the annexation of territory.

    Article 2 of the charter reflects this core principle. Its violation has repeatedly been seen as an egregious breach of international law. Iraq’s 1990 invasion and annexation of Kuwait and Russia’s 2022 full-scale invasion of Ukraine are examples of the international community uniting to condemn blatant uses of military force for territorial gain.

    Other than Denmark, its Scandinavian neighbours and some NATO members, Trump’s Greenland territorial ambitions have been met with diplomatic silence. What is taking place behind closed doors and in the foreign ministries of US allies and partners can only be imagined.

    For Australia, this raises fundamental issues regarding the US alliance. Would Australia be prepared to stand beside the US if it used its economic and military might to acquire Greenland?

    Australia has a bipartisan position of both supporting the American alliance and the “rules-based” international order on which the UN is based. AUKUS is founded on these assumptions. Any US economic or military aggression over Greenland may force Australia into making a choice between America or the rule of law.

    MARY DOYLE, MEMBER FOR ASTON: Well hello everyone, and welcome here to Boronia Heights Primary School and where Matt is the, I was about to say Premier. Where Matt is the boss of the school, that’s right. So thank you, and what a warm welcome Matt’s given us here this morning. And I’d like to also welcome Premier Jacinta Allan, Prime Minister, Anthony Albanese, Federal Education Minister, Jason Clare, and also the State Education Minister, Ben Carroll. Thank you guys for coming here on this very auspicious occasion too, the signing of the agreement that just happened. Now I’d like to introduce our Prime Minister of Australia, Anthony Albanese. Thank you.

    ANTHONY ALBANESE, PRIME MINISTER: Well, thanks very much, Mary, and it’s fantastic to be back here in the electorate of Aston that you so ably represent with such passion and commitment. And there’s nowhere that it’s more important to be in Australia than in a school, particularly when we’re talking about education.

    Before speaking about why we’re here today, I do want to address the joint counter terrorism major investigation in Dural in Sydney. The AFP Commissioner and ASIO Director-General are continuing to work with New South Wales Police. It is critical that the police are able to continue to conduct this investigation. It remains an active one. We know that some people are in custody over issues related to this investigation. There’s zero tolerance in Australia for hatred and for antisemitism. And I want any perpetrators to be hunted down and locked up – it’s as simple as that. They have no place in this sort of engagement. It’s designed to create fear and terror in the community, and it will not succeed. Because our community is stronger than the cowards who engage in this sort of activity.

    Can I say about why we’re here today – for Labor, nothing is more important than education. It is in our DNA. And what we are doing today here in Victoria is so important. Working in cooperation with Jacinta Allan and her Government, including Minister Ben Carroll. And I want to give a big thank you to Jacinta and Ben for the leadership that they have shown in bringing this arrangement to a conclusion. Of course, it’s not about politicians and it’s not about government. It’s actually about the kids who we sat down with today. Them being able to have access to the best opportunities in life that come from a great start in life. And a great start in life means best quality public education and it means making sure that no child falls behind.

    What this agreement does is not just inject $2.5 billion of additional funding into Victorian schools, but in addition to that, it’s an agreement, quite frankly, Jacinta and her Government are doing it already, which is how do we address some of the concerns that parents have had over a period of time about things like learning and phonics and the basics of literacy and numeracy? How do we lift people up? What this funding will do is enable for testing to not have to wait for NAPLAN, not have to wait until a child is 8, but make sure that in the early years, if someone needs extra assistance, they can get it. They can get that smaller group tutoring or indeed one on one learning as well. This is so important, that every child has the opportunity to be the best that they can. To lift them up, which is what good quality schools and good quality learning will do. And a shout out as well to our teachers, many of whom are here. They do fantastic work. No one goes into teaching because of the salary that it provides. They go because of the satisfaction that they get from watching a young mind expand and grow and watching people learn. The young people we met in there this morning, were telling myself and the Premier, that the best thing about school is learning. How good is that? To hear that from a six year old really brightens your day because it is so important as we move forward. We have a great partnership with the Allan Government here in Victoria. Fair funding for schools has been talked about for a long period of time. 14 years ago, David Gonski brought down his report. What we’re doing here is actually delivering, doing in the best tradition of Labor Governments, in the best tradition as well of Australia helping out our youngest Australians.

    JACINTA ALLAN, PREMIER OF VICTORIA: Thanks, Prime Minister. Thank you. Well, I’d like to echo the Prime Minister and Mary’s thanks for Boronia Heights Primary School for their really warm welcome to us here this afternoon and thanks to Mat for your leadership of this great school and thanks to the school leaders as well to Zoe and Samuel, Mackenzie and Ryan who have led us around this school so beautifully. And along with Ben and Mary and Jason, I’d also like to acknowledge Jackson Taylor, the local State Member for this fabulous local community.

    And as you can see, this week in Victoria, it’s back to school week. It’s back to school for tens of thousands of students and their families as we gear up for another school year. And I know families just want the very best start in life for their kids. And that best start comes from getting a good, strong education. And that good, strong education can be found in any one of our great government schools here in Victoria. And that’s why, that’s why this agreement that we have signed today – been negotiating for a little while – but signed today, this agreement is about demonstrating that federal Labor governments, state Labor governments are going to continue to back, back the work that principals like Mat do in our great government schools, back teachers, back staff, most importantly back the students as well so that they can get and continue to receive that top quality education. And it was back to school week for my own family as well. And as I dropped my kids off to school this morning in Bendigo, I could see the excitement, I could see the energy and I can see firsthand what a difference Labor governments make when they invest in our government schools. And that’s why this announcement today and this agreement today is just so important. $2.5 billion over the next 10 years of additional funding.

    And I want to thank the Prime Minister, thank Jason and thank Ben for reaching this agreement. Because this is going to go directly to supporting students, supporting teachers, but also those families I talked about earlier who just want the best for their kids, regardless of their background, regardless of what part of the state they’re from, they know they can get that opportunity at our government schools. Also too, I think it’s important to note that this investment comes on top of the existing investment that Victorian Labor Governments have been making in our government schools here in Victoria. $17 billion in new school buildings right across the state. And if I can make the point, since 2018, 50 per cent of all new schools in Australia have been built right here in Victoria. We’ve worked hard to support our teachers and staff with a whole range of initiatives. We’re also supporting the teachers of the future with free uni degrees, supporting that pipeline of teachers for the year ahead. The work that Ben has done on phonics has been so important. We also, though, focus on the whole student as well and the wellbeing and cost of living pressures that we know families are experiencing. And that’s why the rollout of the School Saving Bonus. Ben’s just told me that today it’s just ticked over $100 million has been redeemed through the school saving bonus. That’s $100 million that supported families, $100 million that stayed in families’ pockets because we’ve supported them with some of those essential back to school costs. That’s what Labor Government investment looks like. Teachers, staff, school, buildings and supporting families with those cost of living pressures. And that’s why this agreement is just so important. Because it means for the decade ahead we can continue to plan, continue to support the great work of our schools here in Victoria and continue to support families as they want the best for their kids. So, does Federal and State Labor governments and we’re going to continue to support them every step of the way.

    JASON CLARE, MINISTER FOR EDUCATION: Well, this is a big deal and this is a big day for public schools in Victoria. You want to know what this is about? It’s about the young people sitting behind these desks just out of shot here at the moment. And it’s about those year one students that we saw in the classroom just a moment ago and the ones that will follow them and kids who aren’t even born yet. This is about the future. This is about making sure that every child gets a great start in life, what every parent wants for their child, a great education. And what every Australian child deserves. That’s what this is about. And I tell you what, this is real leadership in action. Prime Minister, this wouldn’t have happened without your leadership and I want to thank you for it. Premier, I want to thank you for your leadership as well. As you said, this is a classic example of two Labor governments working together in the interests of Australian children and the future of our country. You get it. You know how to get things done and you get how important what’s happening in that classroom really is.

    The power of education to change lives, the power of a great education system to change nations. And that’s what this fundamentally is about. And I want to thank my dear friend Ben Carroll, a real reforming Education Minister who’s doing the heavy lifting here in Victoria already. And these reforms will help to fund and resource more of what Ben is already driving here in Victoria. You know, this is $2.5 billion. But more important than that, this is tied to real reform. This is about making sure that kids who fall behind at school when they’re little catch up and keep up and that more kids finish high school. We’ve seen over the last 10 years across the country a decline in the number of kids finishing high school in public schools. We’ve got to turn that around. It’s more important to finish high school today than when we were kids. And if we’re going to turn that around, it means early intervention, it means phonics checks and numeracy checks when kids are little in year one. The sort of things that we were seeing in that classroom a minute ago. And it’s about early intervention, providing more individual support for those children, perhaps out of a classroom of 30 into a classroom of three to help them to catch up and then they keep up, then more kids will finish high school and go on to TAFE if they want, or uni if they want, get the job of their dreams. So, fundamentally, that’s what it’s all about. It’s about making sure that every child in Australia gets a great start in life. What every mum and dad wants and what every Australian child deserves.

    BEN CARROLL, DEPUTY PREMIER OF VICTORIA AND MINISTER FOR EDUCATION: Thank you to all my colleagues that are here today. I also just want to give a shout out to Justin Mullaly from the Australian Education Union because the Australian Education Union have played a pivotal role in getting us where we are today. And $2.5 billion in Commonwealth additional funding for the State of Victoria, the Education State. We know public education is the most important investment in our future. We also know that 73 per cent of disadvantaged kids are in the public education system and this funding will go straight to them to support them going on to live their dreams and their life of purpose. This is a big day in the Education State. I think Anthony Albanese, today, has got the mantle of the Education Prime Minister. Also Premier Allan, who has led from the front, been with me every day working very hard to get this deal done. And I thank Premier Allan for not only her leadership in the schools agreement, but the work she’s done championing children that focus on early intervention through pre-prep, the Free TAFE, the free university degrees for teachers. This is a game changer for our education system. To Jason Clare, we’ve worked incredibly hard over the journey on this. It’s been a 12 month journey. But I’ve got to say, Jason, we’ve always been on the unity ticket when it comes to what’s best for our kids. World’s best practice in the classroom. And as the Prime Minister and Jason alluded to, the funding is one big important component and it will go to those public school kids. But there’s the other elements to it. There’s bringing in world’s best practice inside the classroom. The phonics literacy checks, the mathematics checks, the support for wellbeing. We are so proud as a Labor Government that every school is getting the mental health support and the nursing program being rolled out. That is so really, really important. I thank Premier Allan, Prime Minister, Jason Clare. For the very first time, Gonski, now, that had that vision of a needs based, sector blind education system is coming true today. No longer will a young child in any part of the State of Victoria start schooling in grade prep and go right through to year 12 without full and fair funding. We have ended that and that is a credit to the Federal Labor Government and the State Labor Government and it shows you great federalism working very well in the national interest and for our future, which is our children. Thank you.

    PRIME MINISTER: Thanks, Ben. We’re happy to take questions.

    JOURNALIST: Can I just ask you about the incident in New South Wales. When were you first briefed on the caravan incident?

    PRIME MINISTER: I get briefed regularly by the national security agencies. We don’t talk about operational matters, obviously, for obvious reasons.

    JOURNALIST: Chris Minns has said when he was briefed, can you say when you were?

    PRIME MINISTER: Well, what I do, is I don’t comment on operational matters. There are two issues that are my priority. The first is making sure that people are kept safe. The second, which is related to that, is making sure that any investigations aren’t undermined and that the police and national security agencies are able to do their work. I get ongoing briefings. Every day I get a national security briefing. And indeed, just this morning, we had a full meeting of the National Security Committee.

    JOURNALIST: Prime Minister, just asking you about the Toorak dinner that was on the paper today. Was that a fundraiser for Labor?

    PRIME MINISTER: Well, I have dinner with people. Although it was reported as a lunch, my recollection is it was a dinner. It was nowhere near as long as it’s been reported either, I’ve got to say. But I engage with people. And I’m having a dinner tonight too, and I’ll have lunch at some stage today. That’s what you do. And I had breakfast this morning as well.

    JOURNALIST: So, Prime Minister, back on the caravan. Just following on from what Simon was saying, so, with the timeline of this Premier Minns was saying he was briefed on the 20th, you had a National Cabinet meeting on the 21st to discuss matters to do with antisemitism. So, was this something that was raised at the National Cabinet meeting? And if it wasn’t, isn’t it something that should have been raised, given that all the First Ministers were dealing with their own problems?

    PRIME MINISTER: Well, I’ve been asked this before. And I repeat, I don’t intend to go through operational matters, nor do we go through the detail of what’s discussed at Cabinet meetings or National Cabinet meetings or National Security Committee meetings.

    JOURNALIST: The Opposition Leader says it’s entirely predictable that the nation has seen this escalation in antisemitic incidents. What’s your response to that?

    PRIME MINISTER: This is a time for unity and for the country to come together against these atrocities and these appalling acts. Not a time to look for political partisanship or to make political points. I don’t intend to do so. I intend to do my job, which is to work with the police and national security agencies. I must say they do an extraordinary job. We want people hunted down and put in the clink. That is what we want. And there have been a range of arrests made. Some of those have been made public, were made public on the 21st. I take the advice of the police and national security agencies for when those matters become public so that we ensure that ongoing investigations are not undermined. There is a common sense approach to this and I note that the New South Wales Police Commissioner has made comments on that this morning as well.

    JOURNALIST: Prime Minister, do you have any update on the status of Oscar Jenkins?

    PRIME MINISTER: We continue to request the Russian authorities to provide more information. They have provided information at this point, but we don’t take anything we hear off the Putin regime at face value. So, we want to – we have made it very clear that we think Mr. Jenkins should be released. We don’t think that he should have to suffer from ongoing incarceration and will continue to make representations, but we’ll also continue to work as we will with Ukraine as well, on ascertaining further information.

    JOURNALIST: Are there any certain under which you’d consider a prisoner swap for Oscar Jenkins?

    PRIME MINISTER: No, well, Australia doesn’t have prisoners in those circumstances –

    JOURNALIST: There aren’t a couple of suspected Russian spies in Brisbane?

    PRIME MINISTER: What we want is for Mr Jenkins to be able to return home.

    JOURNALIST: Do you have any message for the Jenkins family?

    PRIME MINISTER: My heart goes out to you. This is a really difficult time for you. And the fact that some information has been made available, will be a difficult time. And we stand with you and we continue to offer every assistance that we can to these families.

    JOURNALIST: Prime Minister, do you intend to fund both Melbourne Victoria’s Suburban Rail Loop and the Airport Rail Link?

    PRIME MINISTER: Well, there’s no link between the two things. We have funding available here for Victorian infrastructure. Suburban Rail Loop is an important project for a growing city. And I’ve been in consultation with the Premier. Minister King is looking after infrastructure. But one of the things about our cities and people will see this when Melbourne Metro opened. When I was the Infrastructure Minister some time ago, there was $3 billion from the Commonwealth for Melbourne metro. It was cut by Tony Abbott. For Sydney, Melbourne and Brisbane, both – all suffered, all three Eastern capitals suffered from a clogging in the centre. Now, the keys to that have been in Sydney, the metro, in Brisbane, the Cross River Rail project and in Melbourne, Melbourne metro. But the next stage is how do you get around this growing city that will be Australia’s largest without having to go into the city and out again? That’s what Suburban Rail Loop is about.

    JOURNALIST: So the $2.2 billion will be given to Victoria before the Federal election? I mean, it was committed at the last election. Will it be handed over to Victoria before?

    PRIME MINISTER: It’s in our Budget and we are working through those issues for early works. Because one of the things about Suburban Rail Loop that I know, as well, is it’s not just about a rail line. It’s about housing and it’s about infrastructure more broadly as well, and about making this great city of Melbourne more liveable, more sustainable and more productive.

    JOURNALIST: Could an airport rail be built sooner?

    PRIME MINISTER: Well, airport rail – I’m not the infrastructure Minister for Victoria.

    JOURNALIST: But you’re in charge of the money. Is it a priority or is SRL, for you?

    PRIME MINISTER: No, it’s not a matter of either or. That’s like saying, is Boronia Heights Public School a priority or is the school down the road a priority? We regard – they’re two very different projects. All of Victorian infrastructure is a priority. I’ll give you the big tip on the difference between us and the former Government. The former Government reduced Victorian infrastructure funding to about eight per cent of the national funding. Under my Government, that won’t happen. Under my Government, Victoria will always get its fair share.

    JOURNALIST: Just on the railway link. Is there currently an additional $2 billion on offer for the Commonwealth to build the airport rail link?

    PRIME MINISTER: I’m not sure what you’re referring to.

    JOURNALIST: Well, previously there’s been $5 billion. (Inaudible). This is a lot of money, and it’s important.

    PRIME MINISTER: Negotiations are taking place.

    JOURNALIST: Is there $2 billion on the table, in addition to the $5 billion from both the Commonwealth and the state that’s been previously committed to?

    PRIME MINISTER: Well, I suggest you ask Minister King. Those discussions take place between, with due respect, as Prime Minister, we run a big Budget across a whole lot of portfolios. I’m here today announcing significant funding for public schools. The Infrastructure Minister deals with state and territory jurisdictions on specifics of the infrastructure program.

    JOURNALIST: Do you think it’s possible to have Suburban Rail Loop work happening in one side of the city and then Melbourne Airport happening at the same time, or would they have to be separate?

    PRIME MINISTER: There’s lots of projects happen across lots of cities. You know, I’m a Canberran these days. There’s a light rail project under construction and there’s roads under construction around Canberra, let alone in a city the size of Melbourne. You need to deal with the growth in the West of this great city and the growth in the East of this great city, and indeed the growth in the North. I note you haven’t mentioned there’s a pretty significant road project here in the North East that has how much Commonwealth funding? That has $5 billion. And I’ve been to that project that’s under construction right now. We will do a range of projects here in Victoria. And can I say this as well, not just in Melbourne, but in regional Victoria as well.

    JOURNALIST: It is a point of quite some contention in Victoria whether we can afford to do both. Are you saying we can afford to do both? Will you tell taxpayers if you’ll prioritise one over the other?

    PRIME MINISTER: I’m saying that Victoria will get its fair share of infrastructure funding from my Government, unlike what the former Government did. That, for reasons unbeknown really, ripped that $3 billion out of Melbourne Metro, ripped money out of Victorian road projects and never put anything back.

    JOURNALIST: Can we return to the caravan and particularly the broader issues of antisemitism? I’m not drawing a direct link here, but there was an interesting speech Richard Marles made at the Sydney Institute the other night, two nights ago. And he said, ‘questioning the right of Israel to exist strikes at the heart of global Jewry. It is antisemitic’. He said, ‘denying Israel’s right to defend itself is an attempt to delegitimise Israel’s existence and has dangerous real world consequences, including here in Australia’. And the reason I ask is I think it talks about the thing that’s been the heart of the pro-Palestinian protest in many forms has been this delegitimisation of Israel. Do you agree that we are seeing the real world consequences of that and somehow this has got to stop because it’s gotten out of control?

    PRIME MINISTER: Well, of course I agree that antisemitism has to stop, full stop. People need to be put, people need to be hunted down as is occurring. People are being arrested, they’re being charged, and they’re in the clink without release, without bail. That is occurring. If you go back to the resolution that was passed with the support of both major parties in the Parliament after the October 7 terrorist atrocities – that spoke about Israel’s right to defend itself, I spoke about that on the Sunday as well. I support what has been Australia’s long standing bipartisan position. The UN decision in 1947 for 1948 wasn’t for the creation of one state, it was for the creation of two – the state of Israel and the state of Palestine. I support a two state solution where both Israelis and Palestinians are able to live in peace and security. Now to do that, in order to achieve that, clearly there needs to be as well some reform on the Palestinian side. Hamas can play no role in any future state. I go back to that resolution which I looked at it the other day. Quite frankly, history treats it well. The fact that the Parliament came together at that time and overwhelmingly, with the exception of the Greens who can speak for themselves, they overwhelmingly, the Parliament passed that resolution. That was a good thing. Thanks very much.

    JOURNALIST: Prime Minister, the Labor Party was right there. I mean you make the point, I mean Doc Evatt was right there. Formation of Israel played a crucial path to his role in the UN. The question I had for you, and I was hoping you could answer it, is whether or not this continuing question of Israel’s existence is fuelling antisemitism?

    PRIME MINISTER: We support the right of Israel to exist.

    JOURNALIST: But the question about whether you agree that it’s fuelling antisemitism?

    PRIME MINISTER: That what is? Sorry, you’re not being clear about your question.

    JOURNALIST: The continual questioning of Israel’s right to existence. Whether that fuels antisemitism?

    PRIME MINISTER: Well, I can speak for myself. I think that one of the issues that I certainly always say very clearly is that it is in the interests of Israelis, obviously, that Israel has a right to exist with security. It’s also in the interest of Palestinians that Israel has a right to exist with security as well. You need a solution that stops a cycle of violence. The solution that is being negotiated out, if you actually take a bit of a step back, look at what a solution looks like. And it looks like, as has been advocated by the United States and others such as Antony Blinken, is the creation of is Israel firstly being recognised by countries such as Saudi Arabia and others in the region. It is then Palestine being able to step forward with a path towards security for Palestinians as well. Obviously, the international community has a role to play in that. Thanks very much.

  • MIL-OSI USA: Chairman Wicker Leads Senate Armed Services Committee in Secretary of the Army Nomination Hearing

    WASHINGTON – U.S. Senator Roger Wicker, R-Miss., the Chairman of the Senate Armed Services Committee, today led his committee colleagues in a hearing examining the nomination of Mr. Daniel P. Driscoll, President Trump’s nominee to serve as the next Secretary of the Army.
    In his opening remarks, Chairman Wicker recounted the many challenges facing the United States Army in its effort to modernize and develop new ways of deterring our adversaries.
    The Army, Chairman Wicker noted, is failing to realize the full potential of recruitment opportunities.  He also noted the Army’s need to refocus on transforming its material readiness to ensure it can properly support conflict in Europe or the Western Pacific. Specifically, Chairman Wicker called for Mr. Driscoll to improve army initiatives on small unmanned aerial systems (UAS) and counter unmanned aerial systems (C-UAS).
    “I believe Mr. Driscoll’s record, his Army service, his legal background, and financial experience have prepared him to handle the myriad responsibilities of Army Secretary. If he’s confirmed, Mr. Driscoll will face the challenges I’ve already outlined. He will be handed a budget that has not kept pace with inflation. He’ll also take the helm at a time of increasing danger around the world,” Chairman Wicker said. “…[The Army] must choose to remain relevant in today’s complex threat environment, the Army should accelerate its transformation efforts and focus on new portions of the defense industrial base. It should expand its work on small unmanned aerial systems, or UAS, and counter-UAS.”
    Chairman Wicker previously met with Driscoll, commenting that the nominee that “would bring relevant combat experience, a decorated military career, and a proven track record at the highest levels of law and business to keep the Army focused on its mission.”

    The hearing will come to order. We thank the witnesses for being here, and those in attendance.
    Certainly, all of us are concerned and saddened by the tragedy which occurred near Reagan National Airport last night, and I ask that the committee observe a moment of silence before we begin the hearing.
    Thank you very much.
    The Committee on Armed Services has convened this hearing to consider the pending nomination of Mr. Dan Driscoll to be the 26th Secretary of the Army. In support of Operation Iraqi Freedom, Mr. Driscoll served our country in Iraq, spending four years with the Army. So, we thank him, and the entire Driscoll family: his wife Dr. Cassie Driscoll, and their two children, Daniel and Lila, who could not be with us today, for their willingness to serve this country again, by accepting this new assignment.
    After his military service, Mr. Driscoll received his law degree from Yale and has worked in private equity and venture capital, all the while he’s retained many ties to his former service.
    The Army faces a complex array of challenges. Recruitment and retention improved last year, but the Army still has more than 10,000 fewer recruits than it did in 2023. Since the beginning of the Biden administration, the service is down 36,000 soldiers. On top of that, the Army is not taking full advantage of opportunities to nurture interest in military service. Almost 300 high schools sit on a waiting list to get their own Army Junior Reserve Officer Training Corps unit. These units mean more than potential individual recruits. They represent communities where the Department of Defense can put down roots, developing the Army of leaders for tomorrow, as well as excellent citizens for our entire society.
    As the service catches up on recruitment, it must also ensure that those who do enlist are equipped for the mission. The nature of large-scale combat operations is changing. The world sees this every week in Ukraine. To be ready for potential combat in the Western Pacific, the Army must expedite modernization efforts.
    On top of recruitment and modernization projects, the next Secretary of the Army must address the service member quality of life issues that afflict this, the largest service. In the Fiscal Year 2025 budget, the Army increased funding for barracks maintenance problems, but the effects of decades of neglect cannot be fixed overnight. The Army has a facility backlog of more than $100 billion. I offered an amendment which passed the most recent NDAA requiring all of the service to adopt minimum annual facility sustainment levels. My colleagues and I need to see evidence that this change has been embraced within the service.
    I believe Mr. Driscoll’s record, his Army service, his legal background, and financial experience have prepared him to handle the myriad responsibilities of Army Secretary. If he’s confirmed, Mr. Driscoll will face the challenges I’ve already outlined.
    He will be handed a budget that has not kept pace with inflation. He’ll also take the helm at a time of increasing danger around the world.
    The Army is playing a largely quiet but crucial role in the Western Pacific. It is deepening partnerships with our allies and partners in Southeast Asia. Meanwhile, the service is helping us maintain deterrence against the Chinese Communist Party, and it ensures that our South Korean allies are postured to prevent North Korean aggression.
    Soldiers from across the United States remain stationed in Europe. Their presence helps deter Russia and helps assure our NATO allies.
    In the Middle East, the Army continues to play a lead role in combating Iranian aggression.
    Clearly, the Army’s work has been instrumental in these theaters. It must choose to remain relevant in today’s complex threat environment, the Army should accelerate its transformation efforts and focus on new portions of the defense industrial base. It should expand its work on small unmanned aerial systems, or UAS, and counter-UAS. And I say that even as I recognize and appreciate the chief of staff the Army’s focus in this area.
    In the Western Pacific theater, the Army’s contribution to sensing and shooting remains in its infancy. The service has the chance to realize its key logistics role for the joint force in contested areas, but it can do so with significant investment and focus.
    So, I look forward to this hearing on how Mr. Driscoll will work to change the culture around the issues I have listed, as well as other pressing matters. And I now recognize my friend, the ranking member of the committee, Senator Jack Reed for any opening remarks he may offer.
