    “This Saturday is the annual Royal Landing festival in Carrickfergus. Carrickfergus is a town very proud of its rich culture, heritage and history.

    “It is a long-running Orange pageant which marks the arrival of King William on his way to the Battle of the Boyne in 1690. Over 40 bands and lodges are expected to partake in the parades in the famous east Antrim costal town.

    “The Royal Landing is a wonderful day where history and heritage come alive in the historic walled town of Carrickfergus. It is a proud day for the town and everyone is invited to join in for what is sure to be a positive family fun day out with live music, dancing and history. There will also be ample food stalls available.

    “Given this is a family event for everyone, it is expected that all who attend will help to create a safe, respectful and positive day celebrating our culture.

    “I want to place on record my thanks to Mid and East Antrim Borough Council for helping to fund this event along with other contributors. Without their generosity this event would not be possible.

    “Whatever the weather, it is sure to be a day to remember.”

    Sickle cell patients to get better treatment after £9 million boost

    Patients living with rare blood disorders to benefit from increased access to treatment and availability of services, thanks to £9 million investment.

    Patients with sickle cell disease are set to benefit from quicker and more accessible treatment thanks to major upgrades to life-saving technology.

    Backed by a £9 million investment from NHS England, the government is set to transform apheresis services – a specialised set of treatments which remove harmful components from a patient’s blood – by funding more specialist treatment centres, as well as expanding access to cutting-edge technology.

    Funding will ensure that Spectra Optia machines, which perform automated cell exchanges, are more widely available to patients with sickle cell disease. This process involves removing a patient’s sickled red blood cells, and replacing them with healthy donor cells.

    As well as helping patients benefit from more convenient care, this technology has the potential to save the NHS up to £12.9 million annually thanks to a reduction in time spent in hospital for patients and the reduced need for other treatments.

    Improvements will also be made to expand the availability of this treatment nationwide, which will include increased availability of out-of-hours services. This investment will also see an expansion of the specialist workforce to manage this advanced technology.

    This latest commitment comes as the government sets out how it is harnessing new innovations during London Tech Week, which shines a spotlight on the latest tech out there to improve our everyday lives.

    Health and Social Care Secretary, Wes Streeting, said:

    People living with rare conditions like sickle cell disease face immense everyday challenges, and can sometimes struggle to get the specialised care they need.

    To make our health service fit for the future, we have to harness the power of new technologies, and these machines provide a shining example of how ours is starting to make huge advancements in digital healthcare.

    Through our Plan for Change, this government will be the one that removes the barriers to getting the latest and best tech to our NHS frontline, so patients can access the best care available, closer to home.

    In England, there are around 17,000 people living with sickle cell disease – an inherited blood disorder, with 250 new cases a year. It is generally more common in people of Black African, Caribbean, Middle Eastern and South Asian heritage.

    Spectra Optia machines operate in hospitals across the country, with more than 20 NHS trusts currently supported to offer treatment using this technology for sickle cell. The technology works by automatically replacing affected red blood with healthy donor cells and has proved to be a lifeline for patients.

    The treatment lasts longer in the patient than simple transfusions and has been shown to be highly effective in reducing complications such as iron overload.

    Robert Ojeer, 35, from west London has lived with sickle cell disease his entire life. Receiving care at Hammersmith Hospital, part of Imperial College Healthcare NHS Trust, Robert receives automated red cell exchanges every 4 weeks. He said:

    I’ve been on the regular exchange programme since 2015. Before then I would only have had exchanges in emergency situations, when I had more complex sickle cell crises. But now I go more often, when the amount of sickle cells in my blood increases.

    Having access to automated exchange improves my quality of life. I have 2 children, and it means that I can play a bigger part in their lives. It means I can work and that I can just have a sense of normality – I can do things that everyday people would take for granted.

    I hope that every sickle cell sufferer in England can access these services. I’ve been really lucky, living only a 20-minute walk from the hospital with these machines, however, I realise this isn’t the case for everyone, so this is really great news for the sickle cell community as a whole.

    The red cell exchange service at Imperial College Healthcare runs a 24/7 service for adults and children and was the first in the country to provide automated red cell exchange for children.

    Spectra Optia delivers substantial value for money and improved patient experience, as fewer follow-up appointments are needed. By replacing simple top-up and manual exchange transfusions with the latest technology, it is estimated that the NHS will save almost £19,000 per patient, per year.

    Professor Bola Owolabi, NHS England Director of Healthcare Inequalities, said:

    This is great news for people living with sickle cell disease – a condition that disproportionately affects Black African and Black Caribbean communities.

    Sickle cell patients have needed new treatment options for decades and this additional funding will provide greater access to this life-changing technology which has the potential to significantly improve patients’ quality of life.

    Alongside this important step, the recent approval of a new gene-editing therapy for patients with severe sickle cell disease showcases the NHS’s clear commitment to improving outcomes for the 17,000 people living with the condition in England.

    Richard Stubbs, Chair of the Health Innovation Network and CEO of Health Innovation Yorkshire and Humber, said:

    Sickle cell disease disproportionately impacts people from West African and Afro-Caribbean communities, many of whom live in the most socio-economically deprived areas.

    These patients are at higher risk of hospital re-admissions and of dying in a hospital, making timely and accessible care vital.

    This new funding announced today will enable the technology to be used on a longer-term basis, supporting frontline staff and ensuring sickle cell patients receive more regular care closer to where they live, as well as continuing our focus on tackling healthcare inequalities.

    Alongside this, advances are being made through clinical trials to offer an expanded range of treatments for people with this condition.    

    In January, the National Institute for Health and Care Excellence recommended a groundbreaking gene-editing treatment for sickle cell disease, which has been hailed as a ‘functional cure’ for sickle cell disease.

    The Prime Minister spoke to the President of France, Emmanuel Macron, and the German Chancellor, Friedrich Merz, this morning following the developments in the Middle East overnight. 

    The leaders discussed the long-held grave concerns about Iran’s nuclear programme, and called on all sides to refrain from further escalation that could further destabilise the region.

    The leaders reaffirmed Israel’s right to self-defence, and agreed that a diplomatic resolution, rather than military action, was the way forward.

    They looked forward to speaking again soon.

  • MIL-OSI United Kingdom: Plymouth celebrates Better Transport Week

    There will be a chance to look around one of Plymouth’s new electric buses on Tuesday 17 June as part of an information event celebrating Better Transport Week.

    The annual national celebration of sustainable travel is organised by Campaign for Better Transport and this year’s theme is connecting communities and bringing people together.

    In support of the week the Council, Plymouth Citybus and Stagecoach South West (as representatives of the enhanced bus partnership) will be joined by organisations including Access Plymouth, Bikespace, British Cycling, Plymouth Active and Sustrans for an all-day event in the city centre showcasing some of the many sustainable transport options in Plymouth.

    The event, being held on the Armada Way piazza from 9.45am to 4pm will feature a ribbon-cutting on one of the new Plymouth Citybus zero-emission electric double-deckers at 10am before members of the public get the chance to hop aboard and look around.

    The buses, which will enter service this summer, are the result of a partnership project led by Plymouth Citybus, part of the Go-Ahead Group, with the support of Plymouth City Council, Cornwall Council, and the Department for Transport. The project will replace almost half of the Plymouth Citybus fleet with brand new electric vehicles.

    Richard Stevens, Managing Director of Plymouth Citybus and Go Cornwall Bus, will cut the ribbon with Councillor John Stephens, Plymouth City Council’s Cabinet Member for Strategic Planning and Transport. They will be joined by representatives from Campaign for Better Transport.

    Councillor Stephens said: “Better Transport Week is a great opportunity to find out more about the many greener travel options in Plymouth and try some out. With a full week’s programme of activities there really is something for everyone – whether you prefer walking, cycling, buses, ferries or trains. Come along on the 17th to see what’s on offer and take a look around the new electric buses.”

    Richard Stevens added: “Better Transport Week is a valuable moment to shine a light on the importance of sustainable, inclusive, and forward-thinking travel for our communities. As someone deeply committed to the future of our city, I believe better, cleaner transport is essential to Plymouth’s continued growth and wellbeing.

    “We’re proud to serve a city that values clean air, access to green spaces, and a strong sense of community. The introduction of our new electric buses is just one part of our ongoing commitment to delivering quieter, cleaner, and more accessible journeys. It’s about protecting what makes Plymouth special and connecting people to the lives they lead every day.”

    Ben Plowden, Chief Executive of Campaign for Better Transport, said: “Good public transport networks, shared travel, walking, wheeling and cycling help connect us to the people we love, the things we need and the places that matter. That’s why we are delighted that Plymouth CityBus, Plymouth City Council and the Plymouth and South East Cornwall Zero Emission Bus Regional Area partners are using the week to launch Plymouth’s new electric bus fleet, which will help improve public transport journeys across the city and beyond.”

    There will be various stands at the event, where people can get travel planning advice, find out more about The Big Green Trail (which returns on Saturday 21 June), learn about led walks, bike rides and cycle maintenance, pick up walking and cycling maps and much more.

    Oxford businesses to receive goodwill payments for Botley Road disruption

    Some small businesses in Oxford most affected by works at Botley Road station may be eligible to receive goodwill payments, following the government today (13 June 2025) confirming up to £850,000 of Network Rail funding to acknowledge the local disruption.   The funding was confirmed today as the Rail Minister, Lord Hendy, visited the site to see Network Rail’s progress on the major improvements to the city’s railway station and Botley Road as part of the Oxford Station Enhancements Project.  

    The one-off goodwill payments are being offered in recognition of the disruption resulting from delays to the scheme, which businesses can apply to Network Rail for.

    Network Rail will write to the affected businesses this week who qualify for this financial support and a process is being developed to take discussions further.

    However, following a reset of the project in January, progress has been made and Network Rail are on track to deliver the new cycle and walkway in August 2025 and will fully reopen Botley Road in August 2026. 

    Rail Minister, Lord Hendy, said: 

    I’m pleased that Network Rail can now offer payments to those eligible small, local businesses affected and while it can’t undo all the hardship businesses have faced, it recognises the trouble the delays have caused. 

    I’m glad the project is now on track. I will continue to hold Network Rail to account and engage with the local community.  

    I look forward to the scheme being completed, so Oxford can benefit from more frequent and accessible transport links to boost growth in this bustling city.

    Following delays owing to the discovery of a large Victorian arch under Botley Road and difficulties moving water pipes, Network Rail launched a new plan to keep the project moving forward early this year.  

    Since the reset, the project has hit key milestones, including the early completion of a new clean water pipe by Thames Water. The next big step is to divert the sewer system, which is on track to finish later this year. 

    Marcus Jones, Network Rail’s Western Route Director, said: 

    We know the delays to this project have been frustrating, and we’re sorry for the disruption they’ve caused. The good news is that the project is now firmly back on track, and we’re making strong progress. We’re committed to keeping the community informed as we deliver a safer, more accessible Oxford station for everyone.

    Network Rail has been keeping the community informed through monthly public events and business workshops, offering updates and support. New banners, posters and digital screens have also been put up around the station and Botley Road to keep everyone updated and remind people that local businesses are open as usual. The free Botley Flyer bus service now runs 7 days a week, helping people get to the city centre and extra security measures have been put in place to keep pedestrians safe. 

    Additional support includes new disabled drop-off bays, an audio guide map for easier navigation and improved lighting and CCTV around the station. 

    Network Rail will set out the process for applying in the coming weeks.

  • MIL-OSI Global: Sam Fender’s music offers a vision of masculinity that is complex, conflicted and deeply human

    By the end of June 2025, Sam Fender will have played four stadium shows to nearly 250,000 people across the UK, with three of those in his native north east. With three albums and over 2 billion streams, his music has earned widespread acclaim. Yet, Fender is no ordinary rock star.

    His songs provide a powerful connection to place and a lens through which to reflect on social, cultural and political dynamics. Deeply rooted in north-east England, Fender’s lyrics reference his hometown of North Shields and use local vernacular.

    As a researcher of the links between popular culture and politics who lives less than a mile from his hometown, I find his work particularly powerful in the way it mobilises emotive issues at scale. Fender explores themes such as masculinity, poverty and everyday struggle, forging a direct emotional connection with his audience.

    This connection is reinforced by his activism. Fender supports local food banks, the Teenage Cancer Trust, and campaigns for poverty reduction and men’s mental health.

    To my mind, this work is not performative celebratory activism, but is grounded in his own community and personal experiences. This combination of commercial success rooted in honesty, vulnerability and community action led to him being named “freeman of North Tyneside” in May 2025.



    Boys and girls are together facing an uncertain world. But research shows they are diverging when it comes to attitudes about masculinity, feminism and gender equality.

    Fender’s teenage years were marked by personal challenges, including his parents’ separation and his mother’s fibromyalgia. These experiences, and the state’s failure to support those in need, are captured in his song Seventeen Going Under (2021): “I came home and you were on the floor / Floored by the letters and the council rigmarole.”

    His latest album, People Watching (2025), continues this critique. The title track, inspired by the death of a close friend in a care home, laments:

    The place was fallin’ to bits

    Understaffed and overruled by callous hands

    The poor nurse was around the clock

    And the beauty of youth had left my breaking heart.

    For Fender, these stories reflect a Britain in decline. In Crumbling Empire, he sings: “Road like the surface of the moon / A Detroit neighbourhood left to ruin.” The song further critiques a society that fails to honour those who have given everything:

    My mother delivered most the kids in this town

    My step-dad drove in a tank for the crown

    They left them homeless, down and out

    In their crumbling empire.

    His message is clear: hard work, even by midwives and war heroes, no longer guarantees dignity or reward.

    Fender’s most poignant observations are rooted in his locality. In Nostalgia’s Lie, he sings: “These streets break my heart / There’s pain unfurling and desperate yearning / For all my friends who are gone.”

    North Shields has some of the highest rates of child poverty in the UK. According to the North East Child Poverty Commission (March 2025), 31% of children in the region lived below the poverty line between 2021 and 2024.

    In this context, Fender places mental health – especially male mental health – at the core of his work, made even more powerful by his honesty about his own struggles.

    Dead Boys reflects both personal loss and the epidemic of male suicide in North Tyneside: “We close our eyes, learn our pain / Nobody ever could explain / All the dead boys in our hometown.”

    In Something Heavy, he adds: “My friends reached for the rope and tied / Oh, God, how can we keep missing signals?”

    Fender’s engagement with mental health is deeply personal. He wrestles with confusion, despondency, and his own sense of self-esteem: “Though I am a soundboard to some / With myself I am not so forgiving” (Last to Make it Home), and “Sometimes I wanna die, sometimes” (Paradigms).

    In Good Company, he confesses: “Sometimes I cry until there’s no sound,” and in Arm’s Length: “Do you have to know me, know me, inside out / I’m selfish, and I’m lonely.”

    Yet, like many artists, Fender feels guilt that success has uprooted him. In Wild Long Lie, he reflects: “Oh, I’ve got so much pain here, yet so much love / But it’s drownin’ every inch of my soul.” He questions whether he can still authentically raise these issues now that fame has distanced him from his past. As he puts it in Crumbling Empire:

    I’m not preaching, I’m just talking

    I don’t wear the shoes I used to walk in

    But I can’t help thinking where I’d be

    In this crumbling empire.

    Fender’s work helps us understand political and social phenomena by reflecting unfolding events. His songs can be seen as giving life and voice to what political theorist Michael Shapiro calls an “aesthetic subject”.

    The characters in his songs, whether autobiographical or imagined, give voice to communities which are so often ignored. They allow exploration of the structures of power that deny working-class people opportunities, contributing to mental health crises, suicide and spiralling drug use within those communities.

    Even though Fender acknowledges he no longer walks in the same shoes, his songs still speak truth to power. They give voice to experiences that are often ignored and expose the increasing struggle of everyday life in the UK and beyond.

    He also offers a nuanced reflection on masculinity. Fender challenges traditional ideals – rational, authoritative, emotionally restrained – while rejecting simplified portrayals of men as weak or unstable. His songs reveal a masculinity that is complex, conflicted and deeply human.

    While Fender is not alone in using music for social commentary, what sets him apart is his ability to channel the spirit of his local community to explore universal themes. His work critiques the failures of contemporary capitalism to provide dignity, respect, and cohesion – issues that resonate deeply amid today’s cultural, political and economic challenges.

  • MIL-OSI Global: Marine fungi could help feed the world and fight disease

    Fungi are nature’s recyclers and chemists, turning waste into useful products and creating an array of enzymes and compounds. By harnessing this potential through fungal biotechnology (using fungi to develop products and technologies for various applications), we can create sustainable materials, food and processes that help solve global challenges like food shortages, pollution and climate change.

    Fungal biotechnology supports a “circular economy”, where resources are reused instead of wasted. Fungi can help make our food supply more stable and eco-friendly, while cutting greenhouse gas emissions. But to fully unlock what is possible, we need to better understand different fungi and develop new tools to work with them to find solutions.

    The marine environment is home to a rich diversity of fungi. However, marine fungi were once overlooked and not widely considered for their biotechnological potential.

    This article is part of a series, Secrets of the Sea, exploring how marine scientists are developing climate solutions.

    In collaboration with the BBC, The Conversation’s senior environment editor, Anna Turns, travels around the West Country coastline to meet ocean experts making exciting discoveries beneath the waves.


    Now, my team of scientists at the Marine Biological Association, a research institution based in Plymouth on the south-west coast of England, has changed that. By gathering over 500 fungal strains from seawater, sediments and seaweeds, we have created a comprehensive marine fungi culture collection.

    These fungi are stored at -80°C and studied at temperatures similar to the local shoreline they are from. This unique collection is already helping us learn more about marine fungi, including how they grow and adapt to different environments.

    My colleagues and I are now exploring how these marine fungi, especially those from seaweed, can be used in biotechnology to create more useful, sustainable products in the future.

    The European seaweed industry is growing fast and could be worth up to €9.3 billion (£7.8 billion) by 2030. Seaweed farming doesn’t need land, fresh water or fertiliser, and it can support ocean health.

    Marine fungi, especially those originally isolated from seaweed, could recycle seaweed into valuable products.

    At the Marine Biological Association, we are testing many combinations of different seaweeds and fungi to discover new uses. This approach could help make the seaweed industry stronger, more efficient and better for the environment.

    The future is fungal

    Feeding the world’s growing population is a major challenge, especially with nearly a billion people unable to afford nutritious food and the environmental consequences of high meat consumption. One promising alternative protein source involves using seaweed and fermenting it with marine fungi to create a nutritious protein source called mycoprotein – similar to what’s found in some current commercial products.

    Antimicrobial resistance – the development of superbugs that become resistant to antibiotics as a result of their overuse – is a global health threat. This makes it harder to treat infections. Fungi naturally produce chemicals to protect themselves from other microbes, and several antibiotics come from fungi, including penicillin. Marine fungi could be a valuable new source of antibiotics and drug treatments to fight resistant infections and protect public health.

    Pests and the diseases they spread cause major crop losses worldwide, threatening food security. Traditional chemical pesticides are becoming less effective and can harm helpful species like pollinators, while also leading to pest resistance.

    Scientists are now exploring ways to target pests by using microbes without damaging the environment. One promising but unexplored source is marine fungi. Marine fungi and the arsenal of chemical compounds they produce may hold the key to developing new, eco-friendly pest control methods that protect crops while supporting wildlife and sustainable farming practices.

    Our marine fungi culture collection is helping unlock the potential for finding new solutions to many of the world’s biggest challenges.

    The Women’s prize was founded in 1991 in bold riposte to the year’s all-male Booker prize shortlist. It’s funny to think how male-dominated the industry once was when you look at it now. There has been a real renaissance in literary fiction by women since then. Take last year’s Booker prize shortlist where the only male writer nominated was Percival Everett for his brilliant book James.

    That women dominate the literary landscape has not diminished the need for the Women’s prize, however. In fact, I would say it has grown in boldness and depth, now taking on non-fiction, a world still dominated by men. The prize has also launched their first outstanding contribution award, which this year was won by the inimitable Bernadine Evaristo.

    This year’s shortlisted books are a testament to the depth and variety of fiction being written by women. From a multi-generational tale of one Iranaian family to a daring and laugh-out-loud comedy about the rehabilitation of Isis brides by a researcher who worked for the UN doing just that. It serves as a perfect summer reading list. I have read four of the books so far and have loved every single one for very different reasons.

    This year’s winner, The Safekeep by Yael van der Woeden, is a queer romance exploring the lesser-documented consequences of the second world war in the 1980s Netherlands. It’s a book I have gifted several times already and might be my favourite book of 2024. I would also recommend reading last year’s winner, Brotherless Night by V.V. Ganeshananthan, which has made its way slowly around The Conversation newsroom.

He’s been banished to the basement to lead a new cold case unit.

    Surprisingly, instead of being the fool’s errand his commander thinks Dept. Q will be, Mork and his rag tag team find themselves suited to this sort of work. Rather than throw him completely off his game, his new obsessive qualities and hyper-awareness of negative stimuli actually make him better at his job. Our reviewer, an expert in psychological vulnerabilities, analytical thinking patterns and cognitive processing styles, thoroughly enjoyed the show and found it really chimed with his research into how trauma can change the brain.

    From a Scottish detective crime thriller series to a Scottish samurai-western film. Yes, you read that right. Tornado is a revenge tale about a young samurai performer on the run from a gang of bandits in 18th-century Scotland. It might seem like an odd splicing of genres, but in his review film studies scholar Jonathan Wroot argues that the two have a long-shared history. Both westerns and samurai films envision a world full of lone warriors, greedy gangs, wild landscapes, epic struggles and, of course, violence.

    This year marks the 250th birthday of Jane Austen and JMW Turner. Though the pair never met, both were great documenters of Regency England. A new exhibition at Leeds’s Harewood House explores the common threads in their work in relation to the cultural and societal significance of British country houses and their landscapes.

    At Austen and Turner: A Country House Encounter, visitors will be able to look upon rarely seen paintings and manuscripts, including the unfinished manuscript of Austen’s last work, Sanditon. Our reviewer, an expert in literature, found it wonderfully brought to life the reality of the landed aristocracy of the time. It’s sure to move anyone who has an interest in art and history.

    Our final recommendation is our own podcast. This week a series of Conversation products were nominated at the Publisher podcast and newsletter awards, including Something Good. While we didn’t win, The Conversation did take home the big podcast prize, being named podcast publisher of the year.

    Nuclear safeguards and the NPT: AUKUS Side Event, May 2025

    Australian statement as delivered by Vanessa Wood, Ambassador for Arms Control and Counter-Proliferation

    Thank you all for joining us today. And thanks to my colleague Ambassador Larsen for his introduction.

    As many of you may recall, and as Ambassador Larsen noted in his introductory remarks, the AUKUS partners held a side event on naval nuclear propulsion at the 2023 and 2024 NPT PrepCom meetings. Following on from the updates provided at last year’s side event, I would like to further update you on progress with Australia’s naval nuclear propulsion (NNP) programme.

    First, an overview of the Optimal Pathway.

    What we call the ‘Optimal Pathway’ is a phased approach for Australia to acquire conventionally armed, nuclear-powered submarines.

    Phase 1 of the Optimal Pathway is currently underway, focused on building capacity and familiarity for Australia to safely operate and steward nuclear-powered submarines. This phase is supported by increased port visits to Australia by UK and US nuclear-powered submarines – which are already occurring.

    Under Phase 2, from the early 2030s Australia plans to acquire three Virginia-class submarines from the US – with an option to seek approval for a further two boats, if needed. Our objective is to ensure there is no capability gap during the retirement of Australia’s existing fleet of diesel-electric submarines.

    We will simultaneously progress Phase 3 to develop next generation submarines known as SSN-AUKUS, a UK design incorporating technology from all three AUKUS partners. The United Kingdom will deliver its first British-built SSN-AUKUS in the late 2030s, and the first Australian-built SSN-AUKUS will be completed in the early 2040s.

    It is important to highlight two points. First, this is a replacement capability for our existing submarines. Australia is transitioning from six diesel-electric submarines to eight conventionally armed, nuclear-powered submarines. It is a sovereign decision Australia has taken in response to more challenging strategic circumstances in our region.

    Second, this is about acquiring a naval nuclear propulsion capability. The submarines will be conventionally armed. The only nuclear element is the propulsion system.

    Now to briefly address naval nuclear propulsion in the context of Australia’s obligations under the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). 

    Australia’s NNP programme is fully consistent with its nuclear non-proliferation obligations and commitments, including under the NPT, the South Pacific Nuclear Free Zone Treaty (Treaty of Rarotonga) and our safeguards agreements with the International Atomic Energy Agency (IAEA).

    NNP was foreseen by the drafters of the NPT. Indeed, a mechanism was provided for this in Article 14 of the IAEA’s model Comprehensive Safeguards Agreement (CSA). As IAEA Director General Grossi has stated, Article 14 was developed with the specific intent to address the use of nuclear material for NNP – whether produced domestically or imported.

    The model CSA – which contains this Article – was approved by the IAEA Board of Governors in 1971. This is the basis for CSAs agreed with Member States over more than 50 years, including Australia’s CSA.

    The NPT, the IAEA Statute, the CSA and, in Australia’s case also the Additional Protocol (AP), provide a firm legal basis and obligation for the IAEA Director General and Secretariat to engage directly with Member States – and confidentially to protect sensitive information – in the development and implementation of safeguards.

    Australia’s non-proliferation approach for NNP is being developed on this basis and it will operate within the framework of Australia’s CSA and AP.

    As part of developing a non-proliferation approach for Australia’s NNP programme, we commenced formal technical consultations with the IAEA Secretariat in May 2023. These consultations are ongoing. Topics being discussed in the consultations include:

    Legal and technical aspects of an Article 14 arrangement for Australia, including the arrangement’s structure and content;

    Provisions for advance notification, reporting and verification prior to the entry of nuclear material into an Article 14 arrangement;

    The circumstances under which the Article 14 arrangement applies, its duration and the point at which safeguards under Australia’s CSA and AP re-apply;

    Ways to facilitate verification and monitoring activities, as well as additional voluntary transparency measures;

    And discussions regarding the structure of material balance areas, facilities and sites at relevant locations in Australia, within the framework of Australia’s CSA and AP.

    Our consultations follow the longstanding practice of the IAEA engaging bilaterally with Member States on their own safeguards and verification arrangements, in accordance with the Agency’s statutory mandate and authority, which I touched upon earlier. All IAEA Member States share a strong interest in protecting their fundamental right to engage bilaterally, and in-confidence, with the IAEA on the establishment and implementation of their safeguards and verification arrangements.

    Turning to Australia’s approach to non-proliferation.

    We are working to make sure Australia’s Article 14 arrangement sets the highest non-proliferation standard. But to be clear, this does not mean we intend to create or impose a model arrangement on others.

    The objective is to develop a robust approach that ensures that the IAEA continues to meet its technical safeguards verification objectives for Australia throughout the submarines’ lifecycle. That is, for the IAEA to have confidence that there has been no diversion of declared nuclear material; no misuse of nuclear facilities; and no undeclared nuclear material or activities.

    This is what we see as fundamental to our non-proliferation approach.

    In developing an Article 14 arrangement, the IAEA will need to account for factors that are specific to Australia’s NNP program. In Australia’s case, a number of these program-specific factors also offer important non-proliferation advantages. For example: 

    Australia will not undertake enrichment, reprocessing or fuel fabrication for NNP;

    Australia will receive the nuclear fuel for propulsion in complete, welded power units: and;

    The nuclear fuel Australia will receive cannot be used in nuclear weapons without further chemical processing – requiring facilities that Australia does not have and will not seek.

    Our commitment to the non-proliferation regime is reflected in the trilateral AUKUS Agreement for Cooperation Related to Naval Nuclear Propulsion (ANNPA), which entered into force on 17 January this year. ANNPA stipulates the transfer of nuclear material and equipment from the UK and the US to Australia can occur only after Australia has an Article 14 arrangement in place with the IAEA.  My American colleague, Paul, will address this topic in more detail.

    We support the IAEA Director General’s commitment that, once Australia’s Article 14 arrangement is developed, it will be transmitted to the IAEA Board for appropriate action, guided by the Director General’s technical assessment of the arrangement’s non-proliferation provisions.

    In November last year, IAEA Director General Grossi issued his third report on Australia’s NNP programme (the previous reports were issued in 2022 and 2023). At our request, this report, and the previous two reports, have been published on the IAEA website. I commend the reports to all who are interested in how the IAEA and Australia have been working together to support the non-proliferation element of Australia’s NNP program. 

    The Director General’s report confirms we have kept the Secretariat informed of all relevant developments and have continued to fulfil all reporting requirements under Australia’s CSA, AP and subsidiary arrangements, in keeping with our impeccable non-proliferation record. The report outlines relevant developments since 2023 including:

    That the Agency has continued to conduct its independent verification activities in relation to Australia’s NNP programme within the framework of Australia’s safeguards agreements, and

    How Australia has been supporting this work, including by facilitating the IAEA’s collection of environmental samples, and enabling a transparency visit to a naval base that will be used for the maintenance of nuclear-powered submarines.

    To recap other key developments since our last side event at the 2024 PrepCom:

    In October 2024, we announced a plan to establish a naval shipbuilding and sustainment precinct at Henderson in Western Australia. In due course, this will be the home of depot-level maintenance and contingency docking of Australia’s future conventionally armed, nuclear-powered submarines.

    In late August-early September 2024, a maintenance activity was conducted on a US Virginia class nuclear-powered submarine at HMAS Stirling naval base in Western Australia. Australian personnel participated in planned maintenance and repairs on the non-nuclear components of the submarine. This marked a significant step forward in supporting Australia’s development of necessary workforce skills. Australia engaged with the IAEA to ensure transparency ahead of this activity.

    In conclusion, I want to express my thanks for your attendance at this event, and your interest in this matter. This is the third side event we have convened in the context of the NPT PrepCom process, as part of our continued commitment to engage regularly and transparently on Australia’s NNP program. 

    AUKUS partners will keep providing updates on relevant developments at the IAEA Board of Governors and General Conference – as we have done consistently since AUKUS was announced in September 2021.

    We fully support the Director General’s commitment to continue to report to the IAEA Board of Governors on Australia’s NNP program, as he judges appropriate. We welcome constructive discussions in the Board based on his reports.

    An important recent development is the entry into force of the ANNPA, which my American colleague Paul will discuss next.

    Thank you, Ambassador Wood.

    As you just heard from my Australian colleague, the entry into force of the AUKUS Naval Nuclear Propulsion Agreement (ANNPA) in January was an important step toward Australia’s acquisition of a conventionally armed, nuclear-powered, submarine capability. Specifically, ANNPA permits the continued communication and exchange of information related to naval nuclear propulsion, as well as the transfer of naval nuclear propulsion plants, related equipment, and material to Australia for a conventionally armed, nuclear-powered submarine capability. ANNPA cements AUKUS partners’ non-proliferation commitments in accordance with the NPT by making them legally binding on Australia, the United Kingdom, and United States. As we have prioritised since the start of the AUKUS partnership in 2021, this is yet another way that we are demonstrating our commitment to setting the highest standard of non-proliferation in an open and transparent manner.

    Significantly, ANNPA reaffirms partners’ respective commitments under the NPT: those of the US and UK as Nuclear Weapon States, and those of Australia as a Non-Nuclear Weapon State. ANNPA allows the US and UK to provide information, material, and equipment to Australia solely for a conventionally armed, nuclear-powered submarine capability, not for nuclear weapons. Additionally, ANNPA reaffirms Australia’s commitment as a Non-Nuclear Weapon State to not receive the transfer of nuclear weapons or other nuclear explosive devices or control of nuclear weapons. Under the Agreement, Australia is prohibited from enriching uranium, producing nuclear fuel, or reprocessing spent nuclear fuel for naval nuclear propulsion. ANNPA also makes clear that the United Kingdom and United States will only provide Australia with nuclear fuel in complete, welded power units. Ambassador Kitsell will go into further detail on this point later.

    I would now like to cover some of the major provisions of ANNPA, which provides a legal framework to enable the parties to continue sharing naval nuclear propulsion information and for the United States and United Kingdom to transfer nuclear material and equipment to Australia. Most importantly, ANNPA requires that a satisfactory arrangement meeting the highest non-proliferation standard under Article 14 of Australia’s Comprehensive Safeguards Agreement be in place between Australia and the IAEA before any transfer of nuclear material under the Agreement. The safeguards arrangement must not only be satisfactory to Australia and the IAEA in this regard, but the AUKUS partners must have a shared view that safeguards arrangement meets the highest non-proliferation standard. The AUKUS partners have affirmed that they understand that this means that the Article 14 arrangement must allow the IAEA to fulfil its core technical objectives at all stages of the lifecycle of Australia’s conventionally armed, nuclear-powered submarine programme.

    Despite the AUKUS partners’ continued dedication to non-proliferation, ANNPA has been the subject of deliberate disinformation. To be clear:

    First, ANNPA requires Australia and the IAEA to reach an agreement on safeguards. ANNPA authorizes the transfer of nuclear material only when a satisfactory safeguards and verification arrangement is in place between Australia and the IAEA.

    Second, neither ANNPA – nor any provisions within it – constitute a substitute or alternative for IAEA safeguards. Indeed, claims that the Agreement allows the Parties applying our own verification mechanisms instead are incorrect. The Article (VII.E) in question is commonly contained in agreements for civil nuclear cooperation – including in most from the US, UK, and Australia – and provides a mechanism to ensure that safeguards measures, obligations, principles, procedures and assurances will continue to be applied in all circumstances. We believe that not having such a mechanism would be irresponsible.

    Third, ANNPA’s requirements are consistent with Australia’s Comprehensive Safeguards Agreement with the IAEA. ANNPA obligates the partners to protect naval nuclear propulsion information and related classified information from disclosure, including disclosure to the IAEA, but the partners are committed to developing a safeguards and verification arrangement that protects such information from disclosure while allowing the IAEA to complete its technical objectives. As noted, this is consistent with Article 14 of Australia’s Comprehensive Safeguards Agreement, which specifically provides that such arrangements with the IAEA “shall not involve any approval or classified knowledge of the military activity or relate to the use of the nuclear material therein.” Importantly, the ANNPA specifically obliges the UK and US to ensure that Australia provides the IAEA with other information and access necessary to fulfil Australia’s safeguards obligations to the IAEA.

    We value sessions such as this one to openly offer clarity on how we are developing our approach consistent with our respective international obligations. I have spoken to you about an important step in our partnership, the ANNPA, and will now turn to Ambassador Kitsell to cover wider areas of misinformation that have unfortunately persisted about the AUKUS partnership.

    Thank you, Paul.

    It is excellent to see so many delegates in the room for this discussion, and a pleasure to join my US and Australian colleagues on this panel.  You’ve already heard from Ambassador Wood and Mr Watzlavick about the AUKUS programme, our non-proliferation approach, and how the entry into force of the ANNPA bolsters our non-proliferation commitments. 

    My aim today is to address some common misconceptions about the AUKUS endeavour. I hope to offer clarity and reassurance on some of the issues we are asked most frequently. 

    AUKUS is still a relatively new partnership, and it is natural and expected that there are questions about the work we are undertaking. That is why, since AUKUS began in September 2021, all three partners have engaged openly and transparently with the international community.

    My aim today is to ensure you are equipped with the facts about the work we are undertaking in relation to nuclear non-proliferation and to ensure our dialogue, at this meeting and others, remains grounded in truth. This includes underlining four important points, that: 

    First, AUKUS is fully in line with our respective international obligations;

    Second, the transfer of Highly Enriched Uranium (HEU) between Nuclear Weapon States (NWS) and Non-Nuclear Weapon States (NNWS) does not contravene the NPT;

    Third, Australia’s Article 14 arrangement will not remove nuclear material from IAEA oversight, and;

    Fourth, why attempts to legitimise a parallel intergovernmental discussion on AUKUS should be rejected.

    First, AUKUS is fully in line with all three partners’ respective international obligations. Including the NPT and Australia’s obligations under the Treaty of Rarotonga. Some have made claims to the contrary, often based on conjecture or disregard for our commitment to our international obligations. Accordingly, it is worth reiterating again that our cooperation under AUKUS has nothing to do with nuclear weapons. 

    Australia’s nuclear-powered submarines will use nuclear material solely as a power source for propulsion. All three AUKUS partners take our obligations under the NPT extremely seriously. As per Article 2 of the Treaty, Australia does not have and will not seek to acquire nuclear weapons. Consistent with their obligations under Article 1, neither the UK nor the US will provide any assistance, encouragement or inducement for Australia to do so. 

    Relatedly, we recognise that there is interest in the safety of nuclear-powered vessels. Some have also inquired about the management of spent fuel from Australia’s submarine programme. I can reassure you that nuclear safety and stewardship are fundamental to our cooperation under AUKUS. For over 60 years, the UK and the US have operated more than 500 naval nuclear reactors. Collectively, they have travelled over 240 million kilometres without a reactor accident or release of radioactive material that adversely affected human health or the environment. Our approach to AUKUS is underpinned by this unmatched safety record, as well as Australia’s experience operating nuclear research reactors and conducting nuclear science activities. 

    Claims that AUKUS will undermine the South Pacific Nuclear Free Zone – either in terms of the presence of nuclear weapons or the dumping of radioactive waste at sea – are incorrect. Naval nuclear propulsion is not prohibited by the Treaty of Rarotonga, and Australia’s acquisition of a conventionally-armed, nuclear-powered submarine capability is entirely consistent with the Treaty. As a responsible nuclear steward, Australia will be responsible for the management, disposition, storage, and disposal of any spent nuclear fuel and radioactive waste from their programme. The Australian Naval Nuclear Power Safety Act 2024 also reaffirms that Australia will not manage, store, or dispose of spent nuclear fuel or reactors from decommissioned UK or US submarines. 

    Second, Australia’s submarine fuel will be subject to a robust package of safeguards and verification measures. We know that much has been made of the fact that Australia’s submarines will be powered by Highly Enriched Uranium. Let me be clear – the HEU fuel that will power Australia’s submarines will be subject to a robust package of safeguards and verification measures developed in consultation with the IAEA. The fuel for Australia’s nuclear-powered submarines will be provided to Australia by the UK and US in complete, welded power units that will not require refuelling in their lifetime. This has several advantages, including:

    Eliminating the need for Australia to enrich uranium;

    Reducing the production of spent fuel, and;

    Avoiding the need to maintain a stockpile of fresh nuclear fuel.

    Removing nuclear material from these sealed units is a complex and highly visible process. This would also render the power unit, and hence the submarine, inoperable. There is no incentive for Australia to pursue such a course of action.

    Additionally, the nuclear fuel Australia will receive cannot be used in nuclear weapons without further chemical processing. This would require facilities that Australia does not have and will not seek. The IAEA will be able to verify the absence of these facilities, including by use of Australia’s Additional Protocol.

    Separately, you may have heard that the transfer of HEU from a NWS to a NNWS is unprecedented or contravenes the NPT. Both claims are incorrect. The transfer of nuclear material at any enrichment level among States Parties is not prohibited by the NPT, provided the transfer is carried out in accordance with relevant safeguards obligations. Such transfers can and do take place between Nuclear Weapon States and Non-Nuclear Weapon States. Like many Member States here, AUKUS partners remain fully committed to HEU minimisation for civilian nuclear applications.

    Third, naval nuclear propulsion was foreseen by the drafters of the NPT and will not remove nuclear material from IAEA oversight. As Ambassador Wood has already made clear, naval nuclear propulsion was foreseen by the drafters of the NPT and discussed during the negotiations to develop the model CSA. This has been repeatedly confirmed by the IAEA Secretariat, including by Director General Grossi in September 2022 and March 2023.  Article 14 is the specific provision included in the IAEA’s model CSA to provide a mechanism for activities including naval nuclear propulsion.

    The development and use of this technology, and the application of Article 14, is therefore not a ‘loophole’ – and calling it such is often a deliberate attempt to mislead. As DG Grossi noted in May 2023, and I quote, “the Agency’s role in this process is foreseen in the existing legal framework and falls strictly within its statutory competences”.

    And let me be clear, Australia’s Article 14 arrangement will not remove nuclear material from IAEA oversight. The Agency will be enabled to continue meeting its technical objectives throughout the lifecycle of Australia’s submarines. Verifying that there has been no diversion of nuclear material; no misuse of nuclear facilities; and no undeclared nuclear material or activities in Australia. 

    Fourth, the IAEA has the authority to negotiate directly and in-confidence with Member States. The IAEA has the clear authority under its Statute, and extensive precedent, to negotiate directly and in-confidence with individual Member States on the establishment and application of safeguards and verification arrangements.

    You may encounter attempts to legitimise a so-called intergovernmental discussion on AUKUS. If you do, we urge you to remember the following: Australia’s current engagement with the IAEA is not a new phenomenon. As DG Grossi has stated, the IAEA already conducted bilateral discussions with another Member State on an Article 14 arrangement in the past. Many will be aware that the IAEA is also engaging with Brazil on an arrangement for the use of nuclear material under safeguards in naval nuclear propulsion under Article 13 of the Quadripartite Safeguards Agreement. 

    The international safeguards system relies on the IAEA’s ability to carry out its verification mission independently and impartially – free from political deliberations. Interference would politicise the IAEA’s independence, mandate, and technical authority, and establish a deeply harmful precedent.

    Any suggestion that the IAEA Board of Governors, or the opportunity for proper deliberation, will somehow be bypassed in the case of AUKUS is also false. DG Grossi has committed to report, as appropriate, on naval nuclear propulsion programmes to the Board, as he last did last in November 2024. AUKUS partners welcome discussion of such programmes at the Board, under apolitical agenda items put forward by the DG and informed by his reporting. Once Australia and the IAEA Secretariat have agreed an Article 14 arrangement, it will be transmitted to the Board for appropriate action. AUKUS partners fully support this. 

    To summarise, Australia, the UK, and US strongly support the NPT as the cornerstone of the global non-proliferation regime. We remain committed to setting the highest non-proliferation standard for naval nuclear propulsion under an Article 14 arrangement. I hope you will leave here today clear in the knowledge that AUKUS is fully in line with our international obligations, including those in the NPT, and confident in the principles and legitimacy of our approach and our engagement with the IAEA. We will continue to engage openly and transparently with the international community on good faith queries. In that spirit, I will pass back to Ambassador Larsen for any questions from the audience.

    The latest programme of exciting, free entertainment has been announced at the newly reopened Derby Market Hall.

    The iconic Grade II listed building has undergone a significant £35.1 million restoration, creating a vibrant venue that brings together the best of the region’s independent shopping, eating, drinking, and entertainment under one beautiful roof.

    It officially opened on Saturday 24 May, drawing in over 34,500 visitors in its first three days, and hosted a week-long celebration packed with live music and workshops.

    The fun continues for the rest of June, with a range of events to enjoy including live music sessions, an open mic, quiz night and celebrations for the King’s Birthday and Trooping the Colour parade.

    Plymouth is to be the national centre for marine autonomy, the Defence Minister has announced in a keynote address at a major networking event in the city today.

    The city is already making waves in this area of marine technology, but the announcement made by the Right Honourable Maria Eagle, Minister of State (Defence Procurement and Industry) will catapult the city and its expertise into the spotlight.

    The timing of the news could not have been better – it came as the Plymouth City Council in partnership with the South West Regional Defence and Security Cluster, hosted an event in Devonport involving key figures from the world of marine and defence connecting with local companies to explore opportunities for future projects and investment.

    Council Leader Tudor Evans OBE said: “This is superb news. We knew Plymouth was creating something special in the blue/green skills sector, but it is always great to see others endorse what you believe.

    “We have some extraordinary businesses and organisations here in Plymouth who are at the cutting edge of this incredibly exciting sector. The world is waking up to all the possibilities marine autonomy offers and we are very keen indeed to help connect Plymouth businesses to the right people and the right organisations.

    “Investing in Plymouth’s businesses for testing and developing marine autonomy will enable UK PLC to build sovereign capabilities and secure a significant share in this growing market, particularly in the fields of defence, renewables, and oil and gas.”

    MP for Plymouth Sutton and Devonport Luke Pollard told the delegates that the nature of defence is changing. He said: “We have a strategic defence review that sets out that we will have fighting structure which includes marine autonomy.

    “Defence is an engine for growth. This an opportunity to develop, scale up and test marine autonomy. This sector is incredible, innovative and the work we are doing in the city is cutting edge.

    “There is a place for investment and that’s Plymouth.”

    Professor Richard Davies, Vice-Chancellor of the University of Plymouth, said: “This acknowledges the key role Plymouth is already playing in the development and delivery of marine autonomy.

    “But being recognised as the national centre of excellence represents a once in a lifetime opportunity that will open new doors for the University and our partners.

    “Working across existing and new collaborations, we can now push forward with ambitious plans to grow a sector that is critical to our nation’s defence and security, and has the potential to benefit the environment, business, health and much more besides. Together, we have the skills and expertise to deliver on those ambitions, fostering new opportunities that benefit the city, region and country in the long-term.”

    Plymouth and its surrounding area has a rich ecosystem of private sector businesses and world-renowned research capabilities across marine autonomy.

    It is a global centre of excellence for marine science and technology, with one of the largest clusters of expertise in the world and over 7,100 skilled people in marine manufacturing. Blue tech/marine sector accounts for 21 per cent of the national employment in this field and 11.3 per cent of the city’s total employment.

    Global research partners include Plymouth Marine Laboratory, Marine Biological Association, the University of Plymouth and marine autonomy companies already based in Plymouth include Thales, M Subs, Oshen, Zero USV, Sonardyne and Fugro.

    In 2020 M Subs successfully sailed the first autonomous vessel across the Atlantic.

    The Mayflower Autonomous Ship (MAS400) was the world’s first full-sized, fully autonomous, unmanned ship to cross the ocean. The revolutionary vessel set sail from Plymouth and arrived at Plymouth, Massachusetts via a pit stop in Halifax in Nova Scotia.

    The industry predicts a global marine autonomy market worth £103 billion by 2030, with the UK adopting a 10 per cent market share.

    Key speakers at the event included Sir Chris Gardner KBE Chief Executive Officer of the Submarine Delivery Agency and the Royal Navy’s Vice Admiral Andrew Burns.

    There were also representatives from Thales, Atlas Electronics as well as a themed discussion on advanced marine technology and how Plymouth will drive innovation in dual-use technology for UK Security by representatives from the University of Plymouth and PML.

    The Met Office has issued further yellow warnings for heavy rain and thunderstorms covering Plymouth (and much of the country) today and tomorrow, following yesterday’s torrential downpours.

    It warns that spray and sudden flooding could again lead to difficult driving conditions and some road closures, as well as the possibility of public transport disruption and power cuts.

    Our highways team have a regular gully inspection and maintenance programme and pay particular attention to known flooding hotspots, especially when heavy rain is forecast.

    However, exceptional levels of rainfall will always create an extra challenge, with South West Water’s combined sewer systems often becoming quickly overwhelmed and flash flooding much more likely.

    Yesterday teams worked hard to clear flooding in around 30 locations across the city, as well as deal with around a dozen blown manhole covers. In some cases this also involved closing roads and redirecting traffic.

    Crews are on standby again today and tomorrow to deal with any further issues that may arise and clear sites as quickly as possible, prioritising key routes and areas that affect homes and businesses. They also carry out checks to ensure there are no underlying drainage issues.

    To celebrate Learning Disability Awareness Week, Monday 16 June to Friday 20 June, Health and Care Jersey’s Adult Learning Disability Service are partnering with Mencap, Haute Vallée School and other organisations to highlight the support available for adults with a Learning Disability. 

    There are approximately 280 Islanders with a learning disability known to the Adult Learning Disability Service with the level of support dependent on their individual needs. With the right support, tailored education plans, assistive technology and understanding environments, people with learning disabilities can lead rewarding, fulfilling and independent lives in areas such as: 

    • Household tasks 
    • Managing time and organisation 
    • Social skills and communication 
    • Making decisions 
    • Understanding information 
    • Independent living 
    • Managing finances. 

    To help increase awareness of the services available in Jersey, the Learning Disability Service will be hosting a number of sessions within the week as follows: 

    • Monday 16 June – offering a drop-in session at the Enid Quenault Health and Wellbeing reception for the public to find out more about the Learning Disability Service and what support is available on-Island. 
    • Wednesday 18 June – adults with a Learning Disability join pupils at Haute Valleé School to participate in a joint art class. 
    • Thursday 19 June – partnering with Jersey Mencap at the Radisson Blu Waterfront Hotel to meet with parents of adults with a Learning Disability for a workshop focusing on the new Sexuality and Relationships Policy and Guidelines. Information will be provided on services that support parents to better understand relationships and sexuality. 
    • Friday 20 June, from noon – celebratory picnic at Howard Davis Park. There will be music, and an opportunity for Islanders to come together to celebrate Learning Disability Awareness Week with a Zumba session led by Jersey Mencap. 

    Also, the Learning Disability Physiotherapist Team along with AquaSplash, provide small group exercise sessions for individuals with learning disabilities. Each session promotes exercise adapted to meet individual goals with the aim to improve physical mobility, boost confidence, improve wellbeing and promote social inclusion through the therapeutic benefits of aquatic exercise.

    Perth became the first city in Scotland to host the Knife Angel at the end of 2024 and since then Perth and Kinross Council has been working with partner agencies including the Scottish Prison Service, charity Aid and Abet and Police Scotland to raise awareness of the issues around knife crime.

    On Wednesday 11 June, Perth Grammar School became the latest venue to host a workshop following successful events in Bertha Park High School and St John’s Academy in May.

    As well as presentations from Perth and Kinross Council’s Community Justice Team and Aid and Abet, staff and prisoners from HMP Perth and HMYOI Polmont have also participated by sharing videos and recordings for use in the sessions, detailing their own personal experiences of knife crime and its consequences.

    Councillor Tom McEwan, convener of Perth and Kinross Council’s Housing and Social Wellbeing Committee, said: “Although there has been an overall reduction in knife crime over the past 15 years, recent tragedies have shown this is not a problem that has gone away.

    “It is important that young people realise that there are very real consequences for using a knife, or other blade.

    “The simple truth is that every injury, every death is one too many.”

    Perth and Kinross Learning and Families convener Councillor John Rebbeck said: “Knife crime can take lives and destroy families – both of the victim and the perpetrator who is likely to end up behind bars for several years.

    “Hearing these stories first-hand leaves a powerful impression and I thank everyone who has worked hard to run these workshops. I’m sure our children and young people will take a great deal from these workshops.”

    Bailie Chris Ahern, chair of the Perth and Kinross community justice and safety partnership added: “These are really powerful events and show children and young people the damage knives can cause to victims and the people who use them.

    “Young people are disproportionately affected by knife crime so it is important we all work together to reduce knife crime as much as we can.”

    Tom Martin, Head of Offender Outcomes at HMP Perth said: “We are committed to doing all we can to support people, reduce the risk of crime, and help build safer communities.

    “We were delighted to work with partners in Perth and Kinross Council and Police Scotland on this important initiative, and particularly pleased that some those in our care had an opportunity to share their stories, so young people can learn from their experiences.”

    Police Scotland Sergeant Allan Neary, of Partnerships, Interventions and Preventions, said: “Recently, we supported in various engagements around knife crime awareness, along with our partners at Perth and Kinross Council, Scottish Prison Service and Aid and Abet.

    “Working closely together ensures that we get the message across about the dangers of carrying knives and the impact this has. We know the effect that violent crime has on individuals, families, and local communities, and we remain commitment to keeping our communities safe.”

    The Knife Angel, also known as the National Monument Against Violence & Aggression, was on display on King Edward Street throughout December.

    Created by the British Ironwork Centre, the statue is made up of 100,000 seized weapons.

  • MIL-OSI United Kingdom: Ratho nursery pupils enjoy Julia Donaldson adventure

    Ratho primary and nursery pupils were treated to a special reading from Charlie Cook’s Favourite Book written by Julia Donaldson and illustrated Axel Scheffler at Ratho Library on Wednesday (11 June).

    The children were also each gifted a copy of the classic story, which has inspired a special artwork inside the new Ratho Library. This was unveiled when the library opened its doors in March.

    A quote from the book was chosen by the local community in 2023, when a public vote was held to select words for the artwork from a range of beloved children’s books. The winning quote is now displayed above the children’s library section, alongside illustrations of Rowena frog and other characters from the book.

    Each child who attends the early years centre adjacent to the new library was given a copy of Charlie Cook’s Favourite Book by publishers Macmillan Children’s Books to celebrate its opening.

    Culture and Communities Convener Councillor Margaret Graham said:

    It’s wonderful to see some of our youngest library-goers enjoying the new space at Ratho, and even better, their very own copies of Charlie Cook’s Favourite Book!

    I recently visited the library and was really impressed with all that’s on offer, including this striking artwork, which clearly has the community at its heart. Their involvement, along with our dedicated team at the library and Macmillan Children’s Books, has helped to create a design which will inspire young minds for years to come.

    Thanks to Julia Donaldson, Axel Scheffler and Macmillan for their support throughout this process, including the gift of these books to our local nursery pupils, which I know will be well-loved.

    I have long campaigned on the valuable role that public libraries play in communities and in developing a love of books, and I am very pleased that there is now this new library in Ratho.     Ratho Library offers a broad range of services to customers, including access to a wide variety of digital and printed books, free public access to computers, free public Wi-Fi, collection of NHS hearing Aid batteries, support with National Entitlement Cards alongside an exciting programme of events and activities for children and adults.

    REAL ale, vegan beers and a range of ciders will all be flowing at the Leicester CAMRA Beer Festival this month.

    Taking place in a marquee in the grounds of the Abbey Pumping Station, the three-day festival will be serving up more than 50 beers from independent brewers from Thursday 26 June.

    Some indoor seating will be provided, with additional picnic tables and gazebos outside, but festival goers can make sure they sit with their friends by bringing their own picnic blankets and camping chairs.

    Tickets – which must be booked online – are available for afternoon sessions or evening sessions each day.

    Prices start at £7 for the Thursday afternoon session and the Saturday evening session, rising to £9.50 on Friday night and Saturday afternoon. Generous discounts are available for CAMRA members and all tickets include a commemorative glass.

    Doors open for the afternoon sessions at 12 noon on Thursday 26 and Friday 27 June, and at 11am on Saturday 28 June, with the evening sessions starting at 5.30pm on 26-27 June and at 6pm on 28 June.

    EW YORK – New York Attorney General Letitia James today announced that the Office of the Attorney General (OAG) will make its Election Protection Hotline available for the June 24, 2025 primary election and during the early voting period, which runs from Saturday, June 14 through Sunday, June 22. The hotline will be available to troubleshoot and resolve a range of issues encountered by voters, including issues voting by absentee ballot, early mail ballot, or in-person at their polling place. A guide addressing frequently asked questions is also currently available to assist voters with, among other things, the absentee and early mail ballot process and voter registration issues.

    “New Yorkers deserve to feel safe about casting their ballots when they head to the polls for this month’s primary,” said Attorney General James. “Free and fair elections are foundational to our democracy. Whether you choose to vote absentee, during early voting, or on election day, my office’s Election Protection Hotline is here to help voters every step of the way.”

    New Yorkers are protected from voter intimidation, deception, suppression, and obstruction under state and federal law. Attorney General James urges voters experiencing election-related problems while voting to call the OAG hotline at (866) 390-2992 or submit a complaint online to request assistance. The telephone hotline will be open between 9 a.m. and 6 p.m. during early voting (Saturday, June 14 through Sunday, June 22), and between 6 a.m. and 9 p.m. on Election Day, Tuesday, June 24. The hotline will also be available on the day before and after Election Day, Monday, June 23 and Wednesday, June 25, between 9 a.m. and 6 p.m. Written requests for assistance may be submitted at any time through the online complaint form. Hotline calls and written requests for assistance are processed by OAG attorneys and staff.

    The OAG has operated its Election Protection Hotline since November 2012. During previous elections, OAG fielded hundreds — and sometimes thousands — of complaints from voters across the state and worked with local election officials and others to address issues. The OAG has also taken legal action to protect against voter registration purges and to ensure that voters have adequate and equitable access to vote early as required by law.

    All registered voters have the right to accessible elections. On Election Day, polls are required to be continuously open from 6 a.m. to 9 p.m., and if voters are in line before closing, they must be allowed to vote. In addition, all registered voters have the right to vote free from coercion or intimidation, whether by election officials or any other person.

    The OAG will receive and respond to election complaints relating to any of the statutes that OAG enforces, including the New York Voting Rights Act, which upholds fair, open, and accessible elections.

    The city’s school and college staff were recognised at an awards ceremony for the profession at Portsmouth Guildhall on Thursday 12 June.

    The Teach Portsmouth Awards celebrated outstanding achievements across 12 categories, while also recognising dedicated professionals who have worked in education for over 20 years.

    Councillor Nick Dorrington, Cabinet Member for Children, Families and Education at Portsmouth City Council said:

    “The Teach Portsmouth Awards are a fantastic opportunity to celebrate excellence in education, highlight best practice, and recognise the incredible staff who make a real difference to the lives of children and young people.

    The volunteer award category showcased individuals who give their time for free using their own life experiences to support pupils in different ways. The community award highlighted partnership working between schools, colleges and other organisations.

    Andrew Beecher won the volunteer award supporting pupils in gardening club at Admiral Lord Nelson School.

    The judges said that he enables pupils to learn new life skills and helps foster self-belief. Andrew said:

    “I was blown away when I was nominated as it was unexpected. The journey from being shortlisted to winning has been a rollercoaster ride but one I have enjoyed immensely.

    “Winning the award is also a recognition for the pupils I work with. Their efforts are my successes too. I would like to thank everyone who put me forward for the award – it has given me a real boost.”

    Sharon Hartt and Jasmine Hewett were joint winners for the wellbeing award for their work supporting families with bereavement. As a result of their efforts, Highbury Primary School is one of only three schools in Hampshire to be awarded ‘Simon Says Champion Status.’

    The shortlisting panel said their efforts to train staff to help bereaved families was inspirational. Sharon said:

    “It was an honour to win the award on the night. Wellbeing in schools has become more important.

    “Our work as Simon Says Champions has been a collaborative effort with staff across the school. Winning the award showcases the impact this is having across our community.”

    School holiday meals for more children who are most in need thanks to transformative support package

    Children most in need across the country will be kept from going hungry during the school holidays thanks to funding announced in the Spending Review.

    • Major support package will help ensure the poorest children don’t go hungry in the school holidays and give vital support to communities.
    • Latest pledge builds on existing commitments to help children including breakfast clubs and extension to free school meals entitlement. 
    • Funding announced in Spending Review and forms package to build financial security for communities as part of Government’s Plan for Change.

    Children most in need across the country will be kept from going hungry during the school holidays thanks to funding announced in the Spending Review. 

    This latest support for children will be delivered under a new £1 billion package – including Barnett consequentials funding – to reform crisis support, including the launch of a new Crisis and Resilience Fund. 

    As a multi-year deal, the Fund will for the first time give councils much needed certainty to protect households from falling into crisis and to provide vital support to those who need it most.  

    Local authorities will be empowered to best target support in their areas – including allocating funding to ensure children receive meals outside of term time. 

    Other examples could include bringing together existing services to deliver joined-up support such as on debt advice, income maximisation, budgeting and welfare support.

    The ambition to ensure no child goes hungry builds on the government’s pledge to ensure 500,000 more children become eligible for free school meals following the major expansion to breakfast clubs in England.  

    Children who are most in need already receive meals out of term time via the government’s Holiday Activities and Food (HAF) programme and the latest funding will extend this even further. 

    This marks a significant step in the government’s ambition to reduce child poverty and to end the mass dependence on emergency food parcels. 

    Work and Pensions Secretary Liz Kendall said: 

    No child should be left to go hungry and we are determined to do whatever it takes to tackle this issue. 

    Our commitment to feeding children most in need builds on measures like our expansion of free school meals – and we will be going further in our Child Poverty Strategy.

    The funding we have secured is a major part of our Plan for Change and will help ensure left behind families across the country can look forward to a brighter future.

    Education Secretary Bridget Phillipson said:

    This government is committed to delivering excellence for every child. 

    That is why, as part of our Plan for Change, we are rolling out free breakfast clubs and extending free school meals to deliver better life chances for all of our children. 

    The only hunger a child should have is a hunger to learn – we will make sure children’s backgrounds should not determine where they end up.

    The new Crisis and Resilience Fund will replace the Household Support Fund and launch from April 2026 – incorporating Discretionary Housing Payments. 

    The funding represents a total of £1 billion including Barnett consequentials – with £842 million allocated to England. 

    An allocation will go towards food support and meals to children during the holidays. Details will be set out in due course. 

    This comes alongside wider action to tackle poverty and make everyone better off – including increasing the National Minimum Wage for those on the lowest incomes and uprating benefits. 

    The government has also introduced a cap on how much Universal Credit can be taken for debt repayments – helping 1.2 million households become up to £420 better off. 

    Alongside this, the best route out of poverty for struggling families is well paid, secure work. That’s why the Government is delivering on its Get Britain Working reforms, to support people into good jobs, boost living standards and put money back into families’ pockets. 

    Additional Information:

    Winchester City Council is inviting residents to attend a public engagement event about the next steps for the former leisure centre site.

    Earlier this year, the city council received confirmation that the University of Southampton were no longer taking forward their planned investment in the site. Therefore, the council is proposing to begin an open process of finding a partner to invest in the site, subject to cabinet approving the proposed process at a meeting on 15 July.  

    Councillor Kathleen Becker, Cabinet Member for Healthy Communities, said:  

    “We really encourage people to come along and find out more and let us know their thoughts about the planned process and potential future uses of the site. This drop-in event will give local people the opportunity to hear the proposed approach, understand the process and timeline for finding a new partner to invest, learn about the opportunities and constraints of the site, ask the project team questions and have their say.  

    “This council is one that listens, and we’ve been clear that there must be opportunity for the public to have a proper say in what happens at this site.” 

    Winchester City Council committed to finding a new partner to invest in the site, on a long lease basis, as long as the following three conditions were met:  

    • The green space – whether park, sports or play area, tennis courts or access through the site – is wholly out of scope 
    • The public have a proper say during the process 
    • Provision of the skate park and indoor bowling must be absolutely protected

    Hosted by Canterbury BID, the third annual Best Bar None awards took place on Wednesday 11 June, recognising the efforts of 33 venues in Canterbury.

    Best Bar None is a national accreditation scheme that recognises excellence in the hospitality industry, promoting safer and more welcoming nights out. Canterbury remains the leading location for accredited venues in Kent.

    The scheme was introduced by Kent Police, Canterbury City Council and Canterbury BID in 2022 and provides businesses with an official, independent, accreditation that shows customers how hard they work to provide a safe and welcoming place to visit while they are out socialising.

    This year’s ceremony took place at The Lounge Bar & Kitchen, with 33 businesses receiving their awards, along with 14 Special Achievements awards for those venues and individuals that have gone above and beyond in keeping our community safe.

    The event was opened by the Lord Mayor of Canterbury, Cllr Keji Moses, District Commander CI Paul Stoner and BID CEO Lisa Carlson.

    Awards for top scoring assessments were given to The Venue, Woody’s, Tokyo Tearoom and The Cricketers, while staff from Club Chemistry, McDonald’s, Boom Battle Bar, The Shakespeare and The Foundry BrewPub also received individual and special awards.

    “The Secretary of State’s decision to appoint Baroness Nuala O’Loan as an assessor to the Pat Finucane public inquiry is highly questionable and fundamentally undermines public confidence in a process which is already highly suspect in the eyes of many.

    “Baroness O’Loan has been personally and publicly invested in the Finucane case for nearly two decades. As Police Ombudsman her office produced Operation Ballast in 2007, a report that investigated alleged collusion between the RUC and loyalist paramilitaries, including in relation to the Finucane murder. That report formed a key part of the narrative that ultimately led to sustained political pressure for a public inquiry.

    “On her departure from the Ombudsman role, The Guardian noted that her work had been dominated by collusion cases, and highlighted her personal frustration that no prosecutions had followed, singling out the Finucane case. This was not the dispassionate stance of an investigator concluding her work — it was the expression of someone who clearly regarded the Finucane case as unfinished business.

    “More than a decade later, in December 2020, she publicly criticised the UK government for its refusal to initiate a public inquiry, continuing to advocate for the very process she has now been appointed to help direct. Her comments made clear she had already formed a view on the need for such an inquiry and on the alleged failures of state agencies.

    “To now place her in a formal advisory role — after so many years of active and vocal involvement — compromises the credibility of the inquiry before it has even begun. This is not a matter of legal competence, but of perceived impartiality, which is essential if justice is to be seen to be done.

    “At a time when countless victims of terrorist violence have never had so much as a day in court, let alone a public inquiry, the decision to proceed with this case in this manner, and with this appointment, will be seen by many as confirmation of a two-tier approach to victims.

    “I have therefore today written to the Secretary of State to formally challenge the appointment of Baroness O’Loan.

    “I am not questioning Baroness O’Loan’s professionalism, but nonetheless this is not the case for her talents.”

    GAD’s advice supports pensions announcements

    GAD advice and analysis supports a raft of new pension measures introduced by the Department for Work and Pensions.

    The government has recently published a range of pensions announcements which have been supported by advice and analysis from the Government Actuary’s Department (GAD). This includes the response to the consultation on options for Defined Benefit (DB) schemes and the subsequent publication of the Pension Schemes Bill.

    Options for Defined Benefit schemes

    On 29 May 2025 the government published its response to the consultation on Options for Defined Benefit schemes. This confirmed that it will be making changes to the rules on how surpluses are extracted from DB schemes, and that it is also continuing to consider a government consolidator for DB schemes run by the Pension Protection Fund.

    These measures on surplus extraction were included within the new Pension Schemes Bill which was published on 5 June 2025. This Bill introduced a range of measures across the pensions landscape, including a number of other areas where GAD has provided support as mentioned in separate news articles:

    GAD has worked extensively with the Department for Work and Pensions (DWP) throughout the last year to support the work on these new announcements. This has included:

    • helping analyse the industry responses to the consultation
    • advising on the framework for withdrawing surplus from DB schemes
    • various aspects around establishing a government consolidator
    • issues around the Virgin Media judgment
    • supporting development of the Pension Schemes Bill

    We expect to continue working extensively with DWP in these areas over the year ahead, providing further analysis and modelling to help better understand the costs and benefits of the various proposals and the implications on DB schemes, employers and scheme members.

    From July, Jersey will follow NHS England and the recommendations from the UK National Screening Committee, to offer a more personalised cervical screening service. 

    The more accurate Human Papillomavirus (HPV) testing has enabled this change in line with major clinical evidence. 

    Cervical screening detects HPV, these are types of viral infection which are the main cause of cervical cancer. If HPV is detected, the screening sample will then be checked for any changes to the cells in the cervix. If caught early, these can be treated before they turn into cervical cancer. 

    Since December 2019, all cervical screening samples taken in Jersey have been tested for high-risk HPV, which is more accurate than the previous method of cytology testing, known as a ‘smear test’. 

    From July, younger women and people with a cervix, aged 25 to 49, who test negative for HPV or who have previously tested negative for HPV and are therefore known to be at very low risk of cervical cancer over the next 10 years and will safely be invited by their GP for their free screening appointment at five-year intervals rather than three. This is in line with major clinical evidence and follows the UK National Screening Committee’s recommendation. 

    Those women and people with a cervix whose sample indicates the presence of HPV or who have a recent history of HPV, which causes nearly all cervical cancers, will continue to be invited to more frequent screenings to check whether HPV has cleared and if not, if any cell changes have developed. This approach is already used for women and those with a cervix aged 50 to 64 and follows robust evidence on how often those eligible need to be safely screened. 

    The body often clears the infection itself within 36 months. By testing those who have tested positive for HPV every year, cell changes can be picked up very quickly. If abnormal cells are found, the patient will be referred for another examination called a colposcopy which takes a closer look at the cervix. 

    Dr Fiona Nelson, Clinical lead for Cervical Screening, said: “Since 2019 all cervical samples have been tested first for high-risk HPV which is a more accurate test then previous cytology testing. This change has allowed us to move to a more personalised programme in Jersey. Cervical cancer is preventable and curable, and we now have the ability to make the disease a thing of the past. The cervical screening programme, together with our HPV vaccination programme and treatment, helps us move towards our goal of eliminating cervical cancer in Jersey. 

    “The reason we have decided to follow England, Wales, Scotland and Ireland with this change is because the new test used in cervical screening picks up problems earlier than the older screening test that was previously used by the programme. Women and people with a cervix who test negative for HPV are very low risk and those who have a recent history of HPV will be invited more frequently. 

    “The HPV test is an objective test which means the sample is not dependent on a person looking at cells and making a judgment and this means there are fewer missed cases. The HPV test is very good at picking up if someone has HPV and because it typically takes 10-15 years for cancer to develop after an HPV infection a five-year interval for those who are HPV negative is safe.” 

    The Jersey Screening Board added: “This change aligns Jersey with the latest evidence-based guidance. HPV testing offers greater accuracy, enabling safer and more personalised screening. It marks a significant step towards the prevention and eventual elimination of cervical cancer.”​​

    UK and Scottish governments join forces to boost Scottish growth

    Scottish Secretary and Minister for Business co-chair business forum

    • Business and trade union groups working with governments to grow Scotland’s economy faster
    •  Murray urges new collaboration for Scotland’s defence industry

    For the first time in more than two years, the Scottish Business Growth Group was convened in Edinburgh today, bringing the UK and Scottish governments together with business leaders to discuss how they can deliver economic growth.

    The forum, jointly chaired by the Scottish Secretary Ian Murray and the Scottish Government’s Minister for Business Richard Lochhead, brings together officials from both of Scotland’s governments alongside business representatives and the Scottish Trades Union Congress. With economic growth the UK Government’s number one priority, Murray used a speech in March at the University of Edinburgh to announce that this group would be reconvened, with a fresh focus on collaboration across governments and sectors.

    During the meeting, the Scottish Secretary provided updates on recent and upcoming announcements from the UK Government and outlined their significance for businesses in Scotland. This includes the Spending Review, the Strategic Defence Review and economic opportunities for the Scottish supply chain, the recent trade deals agreed with the EU, US and India – and the modern Industrial Strategy which will be announced shortly.

    Recognising there are already a  range of areas in which the UK and Scottish governments work constructively with business, the Scottish Secretary called for collaboration in new areas which could yield significant economic benefits, such as defence.

    Murray has also been working with business groups as part of his Brand Scotland programme and last week announced that the Scotland Office will fund the Scottish Chambers of Commerce to launch a new international trade initiative. This collaboration will be supported by a grant of £100,000, to promote Scottish goods and services and bring foreign direct investment into Scotland.

    Following the meeting, Mr Murray said: 

    “Scotland has two governments and most Scots rightly expect their politicians to work in partnership wherever possible, especially on something as important as economic growth. Political differences aside, I have always sought to engage constructively with Scottish Government ministers and I was delighted to co-chair this important forum today with Richard Lochhead.

    “The business and trade union groups which joined our discussion challenged us to go further and faster in helping businesses and workers feel the benefits of economic growth. I am determined to meet that challenge and want the Scottish Government to work with me in areas where we have not previously collaborated.

    “With the UK Government committing to significant increases in defence spending, there are huge opportunities for Scottish workers and defence firms, but only if both governments fully commit to giving our young people the skills they need and backing our world class defence industry.

    “On nuclear power, the announcement this week of UK Government investment for Sizewell in England is a reminder of the huge potential of nuclear power. Thousands of skilled jobs and billions of pounds of investment could come to Scotland, but only if both governments work in partnership with industry to unlock those opportunities.

    “Boosting Scottish exports and selling the best of Scotland overseas is a key lever in delivering economic growth at home. Our Brand Scotland programme, boosted by £2.25 million in the Spending Review, will do just that. I am delighted to be working with the Scottish Government and businesses of all sizes to deliver trade missions and sell our goods and services to the world.”

    Protections secured by the CMA are no longer needed after Google stepped back from plans which could have favoured its business in multi-billion-pound online advertising sector.

    The Competition and Markets Authority (CMA) has today launched a consultation on releasing Google from commitments after the tech firm announced in April it was abandoning plans to prompt users to decide if they want to block third party cookies from Chrome – the popular browser used by millions of users.

    The CMA commitments were put in place to ensure that Google’s Privacy Sandbox was developed in a way that benefits consumers. Without the CMA’s oversight, Google’s original plan to deprecate third-party cookies could have weakened competition in the digital advertising sector – an industry worth billions to the UK economy – harming consumers who ultimately pay for the cost of online advertising.

    The commitments protected competition by ensuring that Google designed and developed the Privacy Sandbox in a way that did not favour its own ad-tech services over those of its competitors.

    The CMA believes the commitments are no longer necessary and is now consulting before it takes a decision  on whether to release them later this year.

    Adult social care services in Stoke-on-Trent have been rated GOOD by the Care Quality Commission (CQC).

    It follows a CQC Assurance assessment carried out earlier this year of how well the city council, working with partners, has ensured people have access to adult social care and support under the Care Act (2014).

    In their report published today (Friday, 13 June), CQC inspectors said: “Provision of adult social care was a clear priority within Stoke-on-Trent, and there was a positive energy among staff and members to do the best for people and make Stoke-on-Trent a great place to live and work.

    It added: “There was an open culture that embraced challenges and supported people to take risks and try new things. There were clear and accountable leadership and governance arrangements, and everyone knew what was happening across adult social care and were pulling in the same direction to support people in the community.”

    It also found that there was trusted leadership and that staff were motivated to deliver.

    The assessment focussed on nine areas across four key themes – “Working With People”, “Providing Support”, “How the Local Authority Ensures Safety Within the System” and “Leadership”.

    These were assessed against quality statements, with each being scored from 1 (inadequate) to 4 (outstanding). Across the scoring, no service area in Stoke-on-Trent received a 1, with the majority scoring 3 (good).

    However, the council has said it will not stand still and will continue to add to the improvements that have already been put into place to help enhance the service for residents – particularly in areas such as assessing needs and helping people lead healthier lives.

    Councillor Duncan Walker, Cabinet Member for Adult Social Care and All Age Commissioning, said: “This is tremendous news for the city and shows a real drive and commitment to deliver safe, effective, caring and responsive services for the people of Stoke-on-Trent.

    “Whilst I am so proud of what we have achieved together, we will not rest on our laurels. Our aim is to always strive for continual improvement. So, we will continue to listen and work with the public, staff and partners so that we can continue to develop and improve.”

    Around 100 frontline staff from across Adult Social Care and All Age Commissioning were involved in the Assurance process – meeting with inspectors and sharing their experiences of working in Stoke-on-Trent.

    The CQC has a new duty under the Care Act to assess how local authorities work with communities and partners to meet their responsibilities. As a result, it was part of the first round of Assurance assessments carried out with local authorities, nationally, in more than a decade.

    In their report, CQC inspectors highlighted several key factors. They said that people’s feedback to the Care Act assessment was positive, and carers said they received good early intervention and support.

    People had access to information and advice in their communities through the council’s Community Lounges service, which were valued, inspectors said.

    Meanwhile, people had a good experience of discharge from hospital and felt supported – and people who used services said they felt safe and felt that the safeguarding process had met their preferred outcomes.

    Councillor Jane Ashworth, Leader of Stoke-on-Trent City Council, said: “The whole Adult Social Care workforce did a fantastic job in demonstrating the pride we have in the city and the services we deliver which make a huge difference to so many members of the community.

    “Adult Social Care is, and always will be, a key priority of this authority and we are continuing to strive to deliver the best services we can – listening to residents and shaping services accordingly.”

  • MIL-OSI United Kingdom: How breast tissue density affects your risk of cancer

    Breast density is a significant yet often overlooked factor in breast cancer awareness, risk assessment and screening practices. Understanding what breast density is, how it affects breast cancer risk and what it means for screening can help women make informed decisions about their health.

    Breast density refers to the proportions of glandular and connective tissue compared to fatty tissue in the breast, as seen on a mammogram. Simply put, dense breasts have more glandular and fibrous tissue and less fat.

    On a mammogram, both dense tissue and tumours appear white, making it harder to detect abnormalities in women with dense breasts. This masking effect can lead to cancers being missed during routine screening, which is why breast density is not just a risk factor for developing breast cancer, but also for having it go undetected until it is more advanced.

    Recent large-scale studies have confirmed that women with dense breasts face a higher risk of developing breast cancer compared to women with less dense, fattier breasts. For example, a major study involving more than 33,000 women found that those with dense breasts were nearly twice as likely to develop breast cancer than those with low breast density.

    This increased risk is seen across both pre-menopausal younger women and post-menopausal older women, although the proportion of women with high breast density tends to decrease with age.

    In practical terms, women with the lowest breast density have about a 6% lifetime risk of developing breast cancer after age 50, while those with the highest density face a risk closer to 15%.

    The impact of breast density on cancer detection is also significant. Mammography, the standard screening tool, is less sensitive in women with dense breasts. While mammograms can detect about at least nine out of 10 cancers in women with mostly fatty breasts, the sensitivity drops to about seven out of 10 in women with extremely dense breasts.

    This means that tumours can be missed, leading to what are known as “interval cancers”, cancers that are diagnosed between regular screenings, often at a more advanced stage.

    Supplemental screening methods, such as MRI scanning, can help detect cancers that mammography might miss in women with dense breasts, and some pilot studies have shown that additional cancers are found this way.

    Breast density is now recognised as one of the most important risk factors for breast cancer, even as much as family history or other commonly discussed risk factors.

    About 40% of women fall into the higher density categories, and dense breasts are common in younger women, those taking hormone replacement therapy, and those with certain genetic backgrounds and ethnicities. However, breast density can also be influenced by lifestyle and hormonal factors, and it tends to decrease with age and higher body mass index and obesity.

    Given the importance of breast density, there has been a growing movement to ensure women are informed about their own breast density after mammograms, and to address this appropriately. A recent UK survey showed that most women aren’t aware of their breast density.

    In the US, new regulations require that all women undergoing mammography be notified if they have dense breasts and be advised about the associated risks. This aims to empower women to have more informed discussions with their healthcare providers about their personal risk and the potential need for additional screening.

    Despite the increased risk, it is important to remember that the majority of women with dense breasts will not develop breast cancer. Breast density is just one factor among many, and decisions about screening and risk reduction should be made on an individual basis.

    For women with dense breasts, discussing options for supplemental screening with their doctor is recommended. While there is currently no widely accepted intervention to reduce breast density, in my own research, I’m exploring new ways to address this risk factor.

    In summary, breast density is both a common and significant risk factor for breast cancer, and it can complicate the detection of cancer through standard mammography.

    Women should be aware of their breast density status, understand its implications for both risk and screening, and work with their doctors to determine the best approach for their individual situation. As awareness grows and screening practices evolve, the hope is that more cancers will be detected earlier, improving outcomes for all women.

    Advice issued ahead of City Cemetery Blessing of the Graves

    Preparations are underway for the annual Blessing of the Graves service at the City Cemetery and with thousands of people expected to attend, Council is advising that visitors familiarise themselves with the arrangements for the day.

    The event will take place at 3pm on Sunday June 22nd, and a number of measures are being introduced to ensure the event runs smoothly.

    A limited number of parking spaces are still available on site for blue badge holders who must register their details in advance via www.derrystrabane.com/cemeterysunday Please note that anyone booking will need to provide a NameMobile numberVehicle Registration NumberBlue Badge Number and email address – any submissions without this information will be considered invalid.

    Those who have booked can access their parking via the Lone Moor Road entrance – gates will open at 1pm until 2pm to allow time for cars to park.

    Anyone planning to prepare graves for the service in the coming days are advised that the cemetery will be busy, particularly on Saturday June 21st.   It’s recommended that preparations are made earlier in the week if possible if visitors wish to avoid busier times and any congestion. Please follow the traffic directions and be mindful of other pedestrians and visitors accessing the site. With later opening visits can be spread throughout the day.

    The City Cemetery will be closed to the general public on the day itself, except for burials. Those with a pre-booked parking space must be in place by 2pm, as there will be no access for vehicles after this time. Parking spaces will be allocated on a first come first served basis and it will not be possible to reserve a space in a particular area. Please keep in mind that you may still have to walk some distance to reach family graves and make provision for this.

    Once on site, vehicles will remain there until the crowds have dispersed which, it’s estimated, will be approximately 30 minutes after the service finishes. 

    Other car parking is being made available for blue badge holders at St Mary’s Church, Creggan, St Cecilia’s College and Celtic Park. There is no prior booking for these sites, access will only be given to vehicles that display a current Disability Blue Badge Permit on arrival and these too will be filled on a first come basis first served basis.
