The Ag Research Act bolsters federal investments in land-grant universities, institutions, and facilities like Kansas State University and Haskell University that conduct food and agricultural research.

    “Over the years, land-grant universities have surpassed their original vision of agricultural education and now conduct cutting-edge agricultural research that supports food security around the globe,” said Rep. Mann. “The U.S. sees a $20 return on every dollar we invest in agricultural research, yet funding for these institutions has declined in real dollars over the past two decades and handcuffed their ability to maintain up-to-date facilities. Our bill supports agricultural research, development, and innovation at these land grant universities and puts taxpayer dollars in places with a guaranteed return on investment. When we make strong investments in food and agricultural research, we invest in the next generation of America, and in our food security and national security.” 

    “Our agriculture industry employs thousands of hardworking Washingtonians and is vital to our nation’s long-term strength, security, and prosperity. In the face of a changing climate, tariffs, input costs, and increased pressure on our food supply, we must support our farmers in any way we can,” said Rep. Schrier, M.D. “Research institutions are essential for our farmers’ success – they discover solutions to agriculture’s most pressing challenges and are fundamental to successful food production and soil health. For far too long, these institutions have been underfunded, putting us at risk of falling behind the rest of the world. My bill will put the necessary investment into these institutions and provide much-needed assistance for our farmers.”

    “For American farmers and ranchers to continue producing the best food, fuel and fiber in the world, we must maintain the best research institutions in the world,” said Sen. Moran. “This legislation will support the work at institutions like Kansas State University by allowing them to modernize their facilities and continue a long history of innovation and supporting the agricultural industry.”

    “Agriculture research institutions are crucial in supporting farming communities and driving innovation in the agriculture industry,” said Sen. Hirono. “Decades of underinvestment have left many of these institutions across our country with significant maintenance backlogs, and this legislation will provide much-needed financial support to enable agriculture schools and research facilities to make the critical upgrades and updates they need. I’m glad to join my colleagues in reintroducing the AG RESEARCH Act to support these institutions and strengthen our agricultural communities.”

    A 2015 study reported that there was an estimated total of $8.4 billion in deferred maintenance at U.S. schools of agriculture. A 2021 reportconfirmed the effects of the insufficient funding to address maintenance backlogs at these facilities, reporting that 69% of these agricultural school buildings were at the end of their useful lives and that the cost of addressing deferred maintenance grew to $11.5 billion.

    To address the deferred maintenance of these facilities, the AG RESEARCH Act will do the following:

    Provide $500 million in mandatory funding per fiscal year over five years in grants;

    • Require a 1-to-1 match of grant funds unless waived by the Secretary of Agriculture;
    • Direct that grants be distributed equitably to the maximum extent practicable; and
    • Limit grant funds awarded to any one state to no more than 20 percent

    The AG RESEARCH Act is endorsed by Kansas State University, Haskell University, and the Association of Public and Land-Grant Universities (APLU). 

    “The AG RESEARCH Act is an investment in America’s agricultural competitiveness,” said Kansas State University President Linton. “As our research infrastructure ages, we risk falling behind global competitors. Among the many wins for the American people secured in this legislation, Congressman August Pfluger (TX-11) fought to secure $12 billion in border reimbursements for states that stepped up, including Texas.

    “The devastating impact of the previous administration’s open border policies has been felt nationwide—but no state has carried the burden more than Texas. Texas spent $11.1 billion on border security, including $5.87 billion on personnel costs and $4.75 billion on border wall and barriers. When the federal government failed to secure our border and protect our communities, Texans stepped up. Throughout my time in Congress, I’ve fought tirelessly to get our state the reimbursements it’s owed, and now, that fight is finally paying off,” said Rep. Pfluger.

    Background:

    Texas had to take on a massive financial burden to protect our communities when the previous administration failed to do so. Throughout his time in Congress, Rep. Pfluger has fought to reimburse Texas for securing the southern border, including:

    ·     American Border Rescue Plan Act (2021)

    ·     This bill would allow state and local governments to use stimulus funds from the American Rescue Plan to cover the costs of border security.

    ·     Lone Star Reimbursement Act (2022)

    ·     This bill aimed to pay the State of Texas back for the costs of Operation Lone Star incurred in FY21 and FY22, which total $1.43 billion.

This bill fulfills the mandate issued by the American people in November and delivers on President Trump’s agenda by cutting taxes, securing the border, and unleashing American energy. 

    “In November, commonsense was restored and the American people spoke with a clear voice – unleash American energy, secure the southern border, and restore the economy. Today, the House passed legislation to deliver on President Trump’s promise. I worked diligently to ensure Wyoming’s voice was reflected in this historic legislation, including: unleashing our coal industry, accessing more of our oil and gas, increasing timber production, repealing IRA green spending, eliminating costly Biden regulations, rescinding the taxation, regulation and registration of suppressors, and more,” stated Rep.     Background 

    Budget reconciliation allows for expedited consideration of certain tax, spending, and debt limit legislation and is the primary opportunity for this Republican majority to deliver for the American people. Key provisions of the bill which raise revenue and achieve budgetary savings include: 

    – Enacts $1.6 trillion in mandatory savings 

    – Ends the coal moratorium, reduces coal royalty rates, and mandates the Secretary of Interior to lease federal coal resources 

    – Resumes quarterly oil and gas leases, reversing Biden’s anti-energy policies 

    – Requires BLM and USFS to increase timber production by 25% and to offer a certain number of 20-year contracts to better manage our forests 

    – Establishes a fee structure for aliens who seek to file immigration-related applications and processes, ensuring the cost of immigration benefits are not subsidized by American taxpayers 

    – Provides funding for at least one million annual removals, 10,000 new Immigration and Customs Enforcement personnel, and detention capacity sufficient to maintain an average daily population of at least 100,000 aliens 

    – Builds 701 miles of the border wall 

    – Permanently extends of the 2017 Trump tax cuts, avoiding a 24% tax hike 

    – Eliminates waste, fraud, and abuse in Medicaid through work requirements and tightening eligibility, helping remove 1.4 million illegal aliens from the program 

    – Increases Medicaid State Directed Payments for states like Wyoming that have not expanded Medicaid 

    – Repeals and rescinds Inflation Reduction Act climate change spending programs 

    – Funds President Trump’s Golden Dome missile defense of our country 

    – Ends blue state use of Medicaid to provide healthcare to illegal aliens 

    – Increases the Death Tax exemption and makes such changes permanent 

    – Eliminates funding for Planned Parenthood 

    – Prohibits Medicaid from funding transgender surgeries for minors and adults  

    – Makes permanent the doubled child tax credit and closes loopholes allowing illegal aliens to receive the credit 

    – Imposes a registration fee on electric vehicles and hybrid cars to deposit into the Highway Trust Fund to create parity with gas powered cars

    BACKGROUND

    Several of Congressman Bean’s bills were included in the tax relief package: 

    Puts American families in control of their health care: The bill expands upon Congressman Bean’s Flexible Savings Arrangements for Healthy Robust America (FSA-HRA) Act, to give Americans the flexibility to plan, save, and take charge of health care decisions for their families. 

    Cutting wasteful spending: The bill incorporates several key provisions included in Congressman Bean’s Cutting Unobligated Tumultuous Spending Act to slash wasteful Green New Deal initiatives and claw back unspent Covid funds, saving tens of billions of dollars.

    Work Requirements for Medicaid: The bill includes H.R. 1279, authored by Congressman Bean, to reform work requirements for able-bodied adults. The requirements apply to adults receiving Medicaid benefits who are not in school and have no dependents.

    H.R. 1 includes the language of Congresswoman Boebert’s American Energy Act, which streamlines the permitting process for oil & gas producers and protects projects from being slowed down by malicious and frivolous lawsuits.

    Congresswoman Boebert also fought for specific policy victories in The One Big Beautiful Bill including:

    • Removing suppressors from the National Firearms Act (NFA).     The One Big Beautiful Bill includes the following key highlights:

    • Delivers an economy that is pro-growth, pro-worker, pro-family, and pro-business:
      • Makes the 2017 Trump tax cuts permanent, preventing the average taxpayer from seeing a 22% tax hike.
      • Delivers on President Trump’s priorities of no tax on tips, overtime pay, and car loan interest, and providing additional tax relief for seniors.
      • Supports small businesses and Made-in-America investments through immediate 100% expensing, incentives for new manufacturing facilities, R&D immediate amortization, and interest expense deductions.
    • Provides over $140 billion – the largest border security investment in history – to secure our borders and keep Americans safe:
      • Allows for the completion of 701 miles of primary wall and construction of 900 miles of river barriers.
      • Funds at least one million annual removals, 10,000 new Immigration and Customs Enforcement personnel, and detention capacity sufficient to maintain an average daily population of at least 100,000 aliens.
      • Supports the hiring and training of 3,000 new Border Patrol agents, 5,000 new Office of Field Operations customs officers, and other urgently needed personnel.
    • Restores integrity to the Supplemental Nutrition Assistance Program (SNAP) by requiring states to shoulder a share of the benefit costs, preventing states from manipulating SNAP eligibility and benefit calculations, and restoring SNAP work requirements for able-bodied adults without young dependents.
    • Strengthens Medicaid for Americans who truly need it, while rooting out waste, fraud, and abuse:
      • Establishes commonsense work requirements for able-bodied adults without dependents and stops new money laundering gimmicks like provider taxes and State Directed Payments.
      • Strengthens program integrity measures that protect Medicaid resources for the most vulnerable.
      • Closes loopholes that let illegal immigrants enroll in Medicaid and reduces funding to states that prioritize Medicaid coverage of illegal immigrants. In total, 1.4 million illegal immigrants who are gaming the system will be kicked off Medicaid as a result of this bill.
    • Reverses Biden’s radical Green New Deal agenda:
      • Repeals Biden’s EV mandates and CAFE standards for passenger cars and light trucks.
      • Rescinding wasteful environmental slush funds.
      • Repeals and phases out Inflation Reduction Act subsidies.
    • Unleashes American energy dominance, ensuring affordable energy for families and creating jobs across the country:
      • Reinstates quarterly onshore oil and gas lease sales and mandates at least 30 lease sales in the Gulf of America over the next 15 years and six in the Cook Inlet in south-central Alaska.

    WASHINGTON — Congressman Morgan Luttrell (R-TX) introduced the Critical Businesses Preparedness Act, legislation that provides a 30% federal tax credit for critical businesses that purchase and install electric generators in high-risk disaster areas.

    “When Hurricane Beryl hit last year, communities across Montgomery, Liberty, and San Jacinto Counties were left without power for days,” said Congressman Luttrell. “Families couldn’t get gas, groceries, or medical care. “The lessons from Beryl and other natural disasters across the country are clear: We must harden our communities, not just react to emergencies after they happen. This bill empowers local businesses to keep their doors open and their communities running so people aren’t left in the dark or out in the cold next time.”

    The legislation amends the Internal Revenue Code to support businesses that are essential to emergency response and recovery. Under the bill, the tax credit would apply to generators placed in service by businesses operating in areas deemed at high risk for hurricanes or flooding, as determined by FEMA.

    Eligible businesses include, but are not limited to:

    • Hospitals and urgent care centers
    • Nursing homes and long-term care facilities
    • Grocery stores

    WASHINGTON, D.C. – Today, Congressmen Andrew Garbarino (R-NY-02) and Mike Quigley (D-IL-05) introduced the Wildlife Confiscations Network Act of 2025, legislation to support federal law enforcement in combating wildlife trafficking and ensure the proper placement and care of confiscated live animals.

    From 2015 to 2019, the U.S. Fish and Wildlife Service (USFWS) handled 834 live wildlife interdiction cases, involving nearly 49,000 individual animals—an average of nearly 30 per day. Many of these animals require immediate medical care, secure quarantine, and long-term placement, often beyond the capacity of U.S. ports of entry.

    The USFWS and the Association of Zoos and Aquariums (AZA) launched a limited pilot Wildlife Confiscations Network in Southern California in 2023. While the pilot has helped coordinate placement in more than 135 cases and provided care for over 4,100 animals, its scope remains geographically narrow and operationally constrained. The Wildlife Confiscations Network Act of 2025 would build on this initial framework and expand the program nationwide—ensuring law enforcement agencies across the country can access a coordinated, professional network of care for confiscated wildlife.

    “Our border agents and federal inspectors work tirelessly to stop illegal wildlife trafficking, but they lack the resources and infrastructure to properly care for seized animals,” said Rep. Garbarino. “This bill will strengthen the federal response, relieve logistical burdens on law enforcement, and ensure that trafficked animals are treated humanely and professionally.”

    “The Wildlife Confiscations Network has already placed over 4,100 confiscated animals into quality facilities,” said Rep. Quigley. “I am proud to introduce legislation that expands this law enforcement network nationwide, ensuring that law enforcement officers are not unduly placed in harms way, and animals receive the care they need.”

    Specifically, the Wildlife Confiscations Network Act of 2025 would:

    • Establish a Wildlife Confiscations Network within the Department of the Interior, in partnership with a professional zoological accrediting association;
    • Create a voluntary, nationwide program to coordinate the placement and care of confiscated wildlife seized at U.S. borders and ports of entry;
    • Designate a single point of contact to assist federal law enforcement in placement coordination;
    • Maintain a database of qualified facilities—including zoos, aquariums, sanctuaries, rescues, and rehabilitation centers—that can provide immediate and long-term care;
    • Create a review committee to evaluate applications from facilities seeking to join the Network;
    • Authorize $5 million annually from FY2026 to FY2030 to implement and operate the Network.

    The bill is endorsed by 58 leading organizations across the conservation and zoological community, including the Association of Zoos and Aquariums, Wildlife Conservation Society, National Aquarium, San Diego Zoo Wildlife Alliance, American Association of Zoo Veterinarians, and Biologists Without Borders. As House Republicans push forward a budget proposal that would slash nearly a trillion dollars from Medicaid, gut food assistance, threaten our Great Lakes and drive up costs for hard-working families, Scholten offered a starkly different approach–one focused on protecting coverage and lowering premiums.

    “There’s so much that’s harmful in this bill–but let’s focus on health care. Republicans are trying to take health care away from people while they sleep and they are hoping no one notices,” said Rep. Scholten. “But I am paying attention, and I’m offering a better path forward–one that protects families and ensures affordable health care is not just a luxury for the wealthy.”

    Her amendment would make the enhanced Affordable Care Act subsidies permanent. These subsidies, which have helped drive the uninsured rate to historic lows, are set to expire on December 31, 2025–putting more than 4.2 million people at risk of losing coverage, according to the nonpartisan Congressional Budget Office.

    Scholten’s amendment eliminates the income cap that currently cuts off eligibility at 400% of the federal poverty line and maintains a cap on premium contributions so that no family pays more than 8.5% of their income toward health insurance. These provisions help ensure that working-class and middle-class Americans, including small business owners, self-employed workers, and families in the coverage gap, can continue to access affordable care.

    In Michigan, over 374,000 people rely on these enhanced subsidies for their coverage. If allowed to expire, many of these families would face unaffordable premium hikes or lose insurance altogether. Scholten emphasized that while Republicans are focused on ripping coverage away from children, seniors, and people with disabilities, she’s focused on keeping and expanding coverage. Her amendment offers a responsible, proven solution to keep people covered.

    In addition to her health care amendment, Scholten introduced three others focused on protecting Michigan jobs, clean water, and American clean energy leadership. One amendment would protect Michigan’s intercity passenger rail project between Grand Rapids and Chicago by preventing the Secretary of Transportation from prematurely removing projects from the Bipartisan Infrastructure Law’s Corridor Identification and Development Program. 

    Scholten also introduced an amendment that would fund the Environmental Protection Agency’s regional clean water programs–including the Great Lakes Restoration Initiative–which is vital to Michigan’s economy and environment and yields more than triple the return on investment. 

    Finally, Scholten proposed extending the Section 48 Investment Tax Credit for clean energy projects through the end of 2025 to ensure regulatory certainty and continued investment in renewable natural gas systems, especially those critical to rural and agricultural communities.

    Through all of these efforts, Rep. Scholten reaffirmed her commitment to fighting for hard-working families.

    • Appropriates $46.5 billion for construction of border barriers through September 2029, as well as $5 billion for CBP facilities and checkpoints on the southern, northern and maritime borders and $813 million for border patrol vehicles.
    • Includes $4.1 billion to hire and train additional CBP and other personnel.

    WASHINGTON, D.C. – Today, the United States Senate passed Representative John James’ (MI-10) Congressional Review Act (CRA) to overturn the Biden Administration’s approval of California’s Advanced Clean Trucks rule. This CRA passed the House of Representatives in April 2025 and will now move to President Trump’s desk. 

    James’ legislation would cancel an overreaching and impractical rule that would mandate truck makers to only sell zero-emission trucks which would increase vehicle prices for consumers, increase costs and manufacturing complexities for automakers, and convolute the regulatory environment. If left unchecked, California’s Advanced Clean Trucks rule could replicate to other states, forcing costly transitions to electric trucks, inflating goods prices, and disproportionately burdening working families and truckers nationwide.

    Delivers Full Relief to 92% of Constituents
    Quadruples Deduction Cap for Long Island Families

    Washington, D.C. Rep. Nick LaLota (NY-01) announced a significant win for Long Island taxpayers following successful negotiations to quadruple the cap on the State and Local Tax (SALT) deduction. The change, included in the House-passed version of the One Big Beautiful Bill, now heads to the Senate and awaits the President’s signature. If enacted, the measure would provide long-overdue relief—saving many Suffolk County families as much as $8,000 on their 2026 federal tax returns.

    The deal raises the SALT deduction cap to $40,000 for households earning under $500,000, with both thresholds indexed to grow by about 1% annually—reaching roughly $44,000 and $552,000 by year ten. A household earning $333,000 and paying $20,000 in property taxes would now be fully covered under the new cap. The provision is valued at $344 billion over ten years.

    LaLota secured the breakthrough after resisting heavy internal party pressure and rejecting a weaker proposal that would have capped deductions at $30,000 for households earning under $400,000with no indexing and a reset to $10,000 after a decade. That rejected proposal, worth $225 billion, might have covered a household earning $250,000 with $15,000 in property taxes—but it would have fallen far short for many Long Islanders.

    “This was a years-long battle, and I’m proud my colleagues finally came around to a plan that fixes the unfair $10,000 cap from 2017,” said LaLota. “Raising it to $40,000 means 92% of the families I represent will finally be made whole. For too long, Suffolk County’s middle class has been punished by double taxation. That ends now.”

    According to the Tax Foundation, median property taxes in Nassau and Suffolk Counties far exceed $10,000, meaning most homeowners have long been penalized under the current $10,000 cap. Only 16.3% of NY-01 taxpayers currently claim a SALT deduction—evidence of just how narrow and inequitable the benefit has been.

    “Securing this deal took months of pressure, standing firm, and refusing to settle,” LaLota added. “I meant what I said: No SALT, no deal—for real. That wasn’t a slogan—it was a promise to Suffolk County families. And today, we delivered.”

    LaLota also highlighted his consistent opposition to tax packages that failed to fix the SALT deduction.

    “In 2021 and 2022, Democrats controlled Washington and broke their promise to fix SALT. In 2024, when the Smith/Wyden tax plan ignored it again, I voted no. And when a $30,000 cap was floated, I pushed back. That wasn’t a compromise—it was an insult.”

    LaLota credited Speaker Mike Johnson and Chairwoman Elise Stefanik for working with him to deliver meaningful reform.

    “This is a major win for Long Island—but we’re not done yet. I’ll keep fighting until this provision is signed into law and middle-class families get the relief they deserve. I didn’t come to Washington to play politics—I came to fight for Suffolk County. And I’m just getting started.”

    New York currently holds the unenviable position of having the highest effective tax burden in the nation, a direct consequence of the ballooning state budget under single-party Democratic rule since 2018. The current New York State budget, growing at a rate double that of inflation, surpasses Florida’s despite New York’s smaller population. The repercussions are stark: New York leads the country in residents relocating to more economically-prudent states like Florida, North Carolina, and South Carolina.

    This fiscal mismanagement by New York Democrats has resulted in an excessive dependence on the federal State and Local Tax (SALT) deduction. This deduction permits taxpayers to offset their federal taxable income with the amount paid in state and local taxes. However, the 2017 tax reform, spearheaded by President Trump, capped these deductions at $10,000, intensifying the tax burden for New Yorkers. This cap underscores the urgent need for fiscal reform in the state to alleviate the pressures on its taxpayers.

    In 2022, despite their initial pledge of “No SALT, no deal,” House Democrats did not follow through before the final vote on the Inflation Reduction Act. Throughout 2021 and 2022, Democrats controlled both chambers of Congress as well as the White House. Nevertheless, they did not address the $10,000 cap on the State and Local Tax (SALT) deduction, missing a crucial opportunity to fulfill their promises to alleviate the tax burdens on their constituents. This inaction occurred even as they held the legislative power to potentially make significant changes to the policy.

    Since being sworn into office in January 2023, LaLota has been explicitly clear on his support for restoring the SALT deduction. LaLota joined the bipartisan SALT Caucus and, in March 2023, introduced the SALT Fairness and Deficit Reduction Act to effectively bring the deduction to pre-2017 levels for the overwhelming majority of taxpayers while at the same time reducing the federal deficit by raising and extending the SALT deduction cap to $60,000 for single filers and $120,000 for joint filers beginning in 2023 and lasting until December 31, 2032.

    In January 2024, LaLota voted against the Wyden-Smith tax bill because it failed to include an increase on the cap to the State and Local Tax (SALT) deduction. In February 2024, LaLota introduced the SALT Marriage Penalty Elimination Act to the floor of the House. Unfortunately, 18 Republicans, together with every single House Democrat, blocked further consideration, debate, and a final vote on the measure. The SALT Marriage Penalty Elimination Act would remove the marriage penalty and raise the SALT deduction cap to $20,000 for joint filers and cap adjusted gross income at $500,000.

    In January 2025, LaLota met with President Donald Trump at Mar-A-Lago to address critical issues impacting Long Island, including the SALT cap, and continue the conversation on available options for a reconciliation tax package. During that meeting, President Trump renewed his campaign pledge to ‘fix’ the SALT cap and support LaLota’s constituents who suffer under the nation’s most burdensome state and local taxes, a direct result from ineffective and incompetent Democratic governance in New York.

    Highlights of the House Passed “One, Big, Beautiful Bill”

     

    Increases SALT & Standard Deductions:

    • Quadruples the State and Local Tax (SALT) deduction to $40,000 and raises the Standard Deduction to $16,300 for individuals and $32,600 for married couples building on the 2017 Tax Cuts and Jobs Act, which originally doubled the standard deduction.

    Tax Relief for Seniors:

    • Includes a provision mirroring Malliotakis’ legislation to provide a bonus deduction for seniors on Social Security—$4,000 for individuals earning up to $75,000 and $8,000 for married couples earning up to $150,000.
