  • MIL-OSI USA: In Bipartisan Push, Congressman Mfume, Maryland, Virginia Lawmakers Call on President to Address Venezuelan Crab Imports

    WASHINGTON, D.C. – Today, U.S. Congressman Kweisi Mfume (D-Md.), Senators Chris Van Hollen, Ben Cardin (both D-Md.), Mark Warner, and Tim Kaine (both D-Va.) along with U.S. Representatives Dutch Ruppersberger (D-Md.), John Sarbanes (D-Md.), Rob Wittman (R-Va.), Andy Harris (R-Md.), , David Trone (D-Md.), and Glenn Ivey (D-Md.) wrote to President Joe Biden outlining their concerns with the recent surge of crabmeat imports from Venezuela and its impact on the Chesapeake Bay region’s seafood economy as well as public health. In their letter, the lawmakers urge the President to launch an investigation through the International Trade Commission into the harm that these imports pose to our domestic seafood industry, and press the Administration to encourage a fairer seafood trade relationship. 

    “We write to express our significant concerns with the influx of crabmeat from Venezuela, which has threatened the viability of local fisheries across the Chesapeake Bay. Domestic seafood producers in Maryland and Virginia have experienced significant strain due to the influx of imported Venezuelan crabmeat, some of which is mislabeled and contaminated. In 2018, Venezuelan crabmeat mislabeled as originating from Maryland caused an outbreak of foodborne illnesses, resulting in multiple hospitalizations,” the lawmakers began.

    Highlighting the economic damage caused by Venezuelan imports, they wrote, “Since then, the supply of imported crabmeat has increased, threatening the future livelihood of domestic industry and creating the conditions for a 62 percent decrease in the domestic supply. This has harmed crab fishing industries throughout the Chesapeake Bay, which produces 50 percent of the United States’ total blue crab harvest, a proportion that is now diminishing year over year. There are now fewer than 20 Maryland crab picking and seafood processing companies, down from 53 in 1995.”

    They go on to urge the President to:

    1. Direct the United States International Trade Commission to conduct an investigation, per Section 201 of the Trade Act of 1974, looking into the harm caused by Venezuelan crabmeat imports and recommending remedies.

    2. Use the full array of informal actions available to you to address this trade issue, including through negotiations, utilization of World Trade Organization Committees, bilateral dialogues, and other activities.

    Chesapeake Bay crab fisheries and processors follow a strict set of regulations to ensure that the Bay remains one of the most sustainable crab fisheries in the world, that the blue crabs harvested there are of the highest quality, and that the industry does no harm to other species. Foreign competitors often confront little or no such regulation. Not only does this imbalance put local fisheries and seafood businesses at a steep disadvantage, it can also put consumers at increased risk. Consumers are often misled about what they are eating, and sometimes even made sick, as was the case when imported Venezuelan crabmeat was linked with multiple cases of Vibrio parahaemolyticus infections.

    We urge your Administration to use all of the tools at its disposal to remedy this unsustainable situation. Specifically, we urge you to:

    1. Direct the United States International Trade Commission to conduct an investigation, per Section 201 of the Trade Act of 1974, looking into the harm caused by Venezuelan crabmeat imports and recommending remedies.

    2. Use the full array of informal actions available to you to address this trade issue, including through negotiations, utilization of World Trade Organization Committees, bilateral dialogues, and other activities. 

    The Chesapeake Bay crab industry has faced numerous challenges, and the region has worked hard to preserve the blue crab population over the years. This industry carries unique cultural importance for the broader Mid-Atlantic region, enriching and enhancing the regional culinary landscape. Without the federal government stepping in to protect American manufacturers from unfair competition, they might not make it through this crisis. If they do not, Maryland, Virginia, and the country, will be all the poorer for it.

    New federal investment in South Coast comes on top of $25 million announced last week

    WASHINGTON, D.C. – Today, U.S. Representative Val Hoyle, U.S. Senator Ron Wyden, and U.S. Senator Jeff Merkley, announced $29,751,615 in federal funding for the Pacific Coast Intermodal Port (PCIP) Coos Bay Rail Line (CBRL) Upgrades Planning Project. The investment comes from the U.S. Department of Transportation’s Consolidated Rail and Infrastructure Safety Improvements (CRISI) grant program.

    “Today’s award makes long overdue investments in the Coos Bay Rail Line and will improve sections of the line that have fallen into disrepair,” U.S. Representative Val Hoyle said. “Upgrades and repairs to rail line will help to move products across Oregon and the country faster. A renovated Coos Bay Rail Line is a key part of setting the Port of Coos Bay up to be the first ship-to-rail port on the west coast.” She went on to say, “I would like to thank Secretary Buttigieg, the U.S. Department of Transportation, the White House, and all members of the Oregon delegation for their continued support for bring this project one step closer to reality.”

With the potential to bring over 8,000 jobs back to the region, this project also makes good on the long-forgotten promise of creating new pathways to the middle class for South Coast residents.

    WASHINGTON – U.S. Congressman Jay Obernolte (R-CA) and Congressman Jimmy Panetta (D-CA), who together co-chair the bipartisan Advanced Air Mobility (AAM) Caucus, applaud the decision by the Federal Aviation Administration (FAA) to issue a final rule for powered lift operations. The Integration of Powered-Lift: Pilot Certification and Operations Special Federal Aviation Regulation (SFAR) provides a comprehensive framework for certifying the initial cadre of powered-lift instructors and pilots, a major step forward for the growing AAM industry.  

    “I commend the decision by the FAA to approve powered lift as a new category of civil aircraft, the first in over 80 years, and their continued efforts to promote innovation in America’s aviation industry,” said Rep. Obernolte. “This rule will allow these aircraft to provide services such as air taxi, cargo delivery, and an array of other operations within the United States.     Due to the concerted efforts of Rep. Obernolte, Rep. Panetta, members of theAAM Caucus, and FAA Administrator Whitaker, powered lift will be the first completely new category of civil aircraft since helicopters were introduced in the 1940s. The rule makes changes to existing regulations, establishes an SFAR for instructor and pilot certification and training, applies helicopter operating requirements to some phases of flight, adopts a performance-based approach to certain operating rules, and allows powered-lift pilot training with a single set of flight controls instead of two.

  • MIL-OSI USA: Hageman Protects Private Landowners Through PASTURES Act

    Washington, D.C.  – Today Congresswoman Harriet Hageman introduced the Protecting Agricultural Spaces Through Effective Ranching Strategies (PASTURES) Act which will safeguard landowners with property adjacent to federally leased land from federal enforcement actions related to livestock trespassing. 

    “The Biden-Harris Administration continues to reduce grazing opportunities for livestock producers who hold federal grazing leases. This administration is making it increasingly difficult for ranchers on public and private lands to adjust to sudden changes in allocations – often creating circumstances where livestock cross into unfenced land, which ultimately results in heavy penalties for the rancher. My bill will prohibit federal land management agencies from enforcing a trespass after permits or leases are adjusted or rescinded – until the relevant land management agency constructs a fence to keep the livestock out.” Hageman stated. “Livestock grazing is an important land management tool that we should be using more, not less, on our federal lands. This legislation would help ranchers while also requiring our agencies to be better neighbors on our public lands by applying these appropriate fencing protocols.”

    Margaret Byfield, Executive Director of American Stewards of Liberty, stated “The Pasture Act will prevent the misuse of regulatory authorities by federal land management agencies and increase protections for American landowners. It is common for allotments on federal lands to be unfenced even when bordering other properties. These operations were designed to have as few barriers as possible to facilitate open corridors for livestock and wildlife. Yet, this responsible stewardship practice can too easily be used to entrap landowners when unfenced allotments are canceled by the agency. Congress needs to reign in federal agencies powers, and this Act is a key step towards this end.”

    The PASTURES Act provides ranchers with the security and stability needed to continue their operations after significant federal decisions are made regarding the surrounding land. The bill has the support of the American Stewards of Liberty, Wyoming Farm Bureau, Wyoming Stock Growers Association and R-CALF USA.

  • MIL-OSI USA: Sorensen Returns Over $3.2 Million to Illinois Neighbors

    ROCK ISLAND, IL – Congressman Eric Sorensen (IL-17) is announcing that his office has returned more than $3.2 million to his neighbors through federal casework services since he was sworn into Congress. 

    “My number one job as the representative for Central and Northwestern Illinois in Congress is to make sure the federal government is working on behalf of my neighbors,” said Sorensen. “I know how stressful it can be when you need help from the government and all you get is the runaround. That is where I can step in to get you the help you need. I am proud of the work we have done to put more than $3.2 million of my neighbor’s hard-earned cash back in their pockets. If you need any help dealing with a federal agency, know that I have your back.” 

    The more than $3,263,230 secured for his neighbors across Central and Northwestern Illinois comes as a result of Sorensen and his staff’s work to help constituents get the refunds and benefits they are owed from federal agencies, which include overdue tax returns and delayed Social Security, veterans, and worker’s compensation benefits.

After many failed attempts to get a certain individual to return my calls, as well as several conversations with the Chicago and Maryland offices with no results, I contacted your office. I spoke with staff in your office about my difficulties with this matter on August 31st, 2023, and within three days, our local office received a letter or document from your office, and they got me signed up for Part B on September 15th, 2023, to be effective on September 1st, 2023. Staff were caring and showed extraordinary expedience in helping me get this issue resolved.” 

    Melissa from Rock Island reached out to get help with a refugee family: “Staff assisted me in the process of rescheduling USCIS appointments for a refugee family in Moline. Her assistance has allowed a constituent and her family the opportunity to continue the immigration process more easily.   • MIL-OSI USA: Rep. Young Kim, Colleagues Demand Answers on U.S. Sending Damaged Arms to Taiwan

    Washington, DC – As first reported in Washington Examiner, yesterday, U.S. Representative Young Kim (CA-40) led a letter to the Defense Security Cooperation Agency and the State Department’s Bureau of Political-Military Affairs demanding answers about damaged defense arms being sent to Taiwan.

    On September 11, 2024, the Department of Defense Office of the Inspector General (OIG) published a troubling report on damaged equipment provided to Taiwan under the U.S. Presidential Drawdown Authority (PDA).

    The members ask several questions about the Department of Defense’s and State Department’s improper handling and delivery of defense equipment to Taiwan.

    Rep. Kim was joined in sending the letter by Reps. Joe Wilson (SC-02), Chris Smith (NJ-04), Brian Mast (FL-21), James Moylan (GU-AL), Cory Mills (FL-07), Mike Lawler (NY-17), Keith Self (TX-03), Rich McCormick (GA-06), and Darrell Issa (CA-48).

    As of September 2024, Taiwan has yet to receive $24.24 billion worth of equipment and munitions. In the 117th Congress, Rep. Kim introduced the bipartisan Arms Exports Delivery Act (H.R. 8259), which became law through the FY23 NDAA, to track transfers and ensure efficient and timely delivery of U.S. defense equipment already sold to Taiwan and other Indo-Pacific allies. However, efforts to expedite arms delivery through PDA are meaningless if the products are inoperable.

    “On September 11, 2024, the Department’s Office of the Inspector General (‘OIG’) published a troubling report on damaged equipment provided to Taiwan under the PDA. The report finds that Taiwan received moldy body armor and expired munitions after loosely packaged bundles of equipment endured poor weather conditions for months; more than two-thirds of the equipment were left ‘unserviceable’. From November 2023 to March 2024, the Department failed to ‘effectively or efficiently implement accountability and quality controls’ for military equipment transfers to Taiwan, resulting in more than $730,000 in labor and replacement costs. This is unfair to Taiwan who already purchased the equipment and American taxpayers who must ultimately pay for the Department’s negligence,” the members wrote.

As the Chinese Communist Party ramps up its hostile rhetoric and provocations in the Taiwan Strait, timely deliveries of operational equipment that Taiwan has already purchased from the U.S. are imperative.

    On September 11, 2024, the Department’s Office of the Inspector General (“OIG”) published a troubling report on damaged equipment provided to Taiwan under the PDA.     Foreign Military Sales (“FMS”) and the U.S. Presidential Drawdown Authority (“PDA”) process are key to equipping Taiwan, yet delivery backlogs undermine Taiwan’s deterrence posture and the U.S. commitment to the island’s defense.  As of September 2024, Taiwan has yet to receive $24.24 billion worth of equipment and munitions, with $9.82 billion of pending deliveries being delayed. This sends the wrong message to Xi Jinping who is closely watching for the right opportunity for “reunification” with Taiwan. Commonsense and bipartisan legislation like H.R. 8259, the Arms Exports Delivery Solutions Act, signed into law through the FY23 NDAA, provides necessary Congressional oversight of FMS to U.S. allies and partners. Further, the Biden administration recently announced another $567 million in defense aid for Taiwan under the PDA.6 However, efforts to expedite delivery times are meaningless if the products are inoperable.

    Section 506(a)(3) of the Foreign Assistance Act of 1961 grants the Secretary of State the authority to direct the presidential drawdown of defense articles to Taiwan. The Defense Security Cooperation Agency (“DSCA”) is then responsible for executing presidential drawdown activities. We respectfully ask DSCA and the State Department’s Bureau of Political-Military Affairs to provide written responses to the questions below. We also request a classified briefing on steps taken by both agencies to ensure this never happens again. Taiwan and our allies are counting on the United States to deliver on our promises.

    Questions for Defense Security Cooperation Agency:

    1) From November 2023 to March 2024, please describe in detail DSCA’s role in executing and supervising delivery of presidential drawdown items to Taiwan.

    a. What were DSCA’s main priorities and goals during this process?

    b. Did DSCA face any challenges to effectively carrying out arms delivery to Taiwan?

    2) Prior to the OIG’s September 2024 report, was DSCA aware of damaged equipment and

    expired munitions being sent to Taiwan?

    a. If so, what immediate steps did DSCA take to mitigate this?

    3) Did DSCA fully implement OIG’s recommendations outlined in the September 11 report?

    a. If so, please describe in detail the specific changes made or in progress.

    b. Were there any recommendations that DSCA rejected or proposed an alternative

    to, and if so, why?

    4) What other measures is DSCA implementing to prevent delivery of defective and damaged equipment and regain the confidence of our allies?

    Questions for Bureau of Political-Military Affairs:

    Citing severe damages to Central and Eastern Oregon, state lawmakers’ letter asks President Biden: “to swiftly provide the federal resources for our communities to recover and rebuild.” 

    WASHINGTON D.C. – Oregon’s entire congressional delegation today urged President Biden to grant Governor Kotek’s request that Oregon receive a major disaster declaration in response to record-setting wildfires that burned about three times the average acreage this year.

    “The 2024 wildfire season has been one of the most devastating and costly fire seasons on record,” U.S. Sens. Ron Wyden and Jeff Merkley as well as U.S. Reps. Earl Blumenauer, Suzanne Bonamici, Cliff Bentz, Val Hoyle, Andrea Salinas and Lori Chavez-DeRemer wrote in their letter to the president. “Central and Eastern Oregon experienced intense heat waves this summer, which dried out vegetation and created extreme fire risk on the landscape.  Severe lightning storms ignited a large number of fires, and windy conditions allowed many of these fires to spread rapidly.”

    “Over 1.9 million acres burned, making it the largest wildfire season by acreage in Oregon’s history.  For context, the state’s 10-year average acres burned is 640,000 acres,” they wrote. “The estimated damages and cost to public infrastructure exceeds $650 million, and this figure does not account for the long-term loss in revenue local businesses will experience as a result of these fires.“

    This year’s extreme infernos and severe storms hit Gilliam, Grant, Jefferson, Umatilla, Wasco, and Wheeler counties hardest, the delegation wrote.  

    “The fires destroyed 42 homes and 132 additional buildings and structures, damaged critical infrastructure and the natural environment, interrupted schools, care facilities, and social services, injured 26 civilians and fire responders, and led to the death of an air tanker pilot,” they wrote. “These fires have also created profound hardship for our ranchers, as they destroyed private and public grazing lands and cut off access to essential resources for livestock.” 

    Governor Kotek declared a statewide emergency from July 12 through October 1, 2024, to mobilize emergency response across rural central and eastern Oregon.  In their letter supporting the governor’s request for federal disaster assistance, the Oregon lawmakers asked the Biden-Harris administration to ensure state, local, and tribal governments have access to all available resources through the Federal Emergency Management Agency and that the state’s cost-share be waived due to a lack of available state funding. 

    “Oregonians now require federal support and assistance to navigate the aftermath of this unprecedented fire season.  The back-to-back incidents and lack of basic services had a devastating effect on the safety and stamina of our fire crews,” the delegation wrote. “We urge you and your administration to swiftly provide the federal resources for our communities to recover and rebuild.”

    (STATEN ISLAND, NY) – Today, Congresswoman Nicole Malliotakis was joined by a bipartisan group of local elected officials to call on the U.S. Department of Education to hold New York City accountable for violating federal law by failing to provide non-public school students with developmental disabilities the Individualized Education Services Program (IESP) accommodations they are entitled to under the 1975 Individuals with Disabilities Education Act (IDEA).

    One of the most prominent cases involves a deaf fifth grade student whose listening device, which she had used all summer and which the city had already paid for, was taken away. Her mother, Marisa Jones, has been advocating for the city to immediately reinstate her daughter’s accommodation, as without this device she struggles to hear and cannot participate fully in her education.

    “It not only unconscionable that students across our city are being denied the accommodations they are legally entitled to, but it’s plain cruel to take away an already paid for listening device from a deaf 5th grade student. If another kid in the classroom were to walk up to her and snatch her device, you’d call it bullying, and that’s exactly what the City of New York, our own government, is doing,” said Congresswoman Nicole Malliotakis. “The city needs to stop playing games with children’s education and immediately reinstate these essential accommodations that they are legally required to provide under both state and federal laws immediately to prevent further learning loss by disabled students.”

    “Without this [hearing device] my daughter can’t hear the teacher in the classroom she is effectively denied her right to an education.” said Marisa Jones, parent of a deaf student at St. Joseph Hill Academy. “It’s been two months since she hasn’t had these services, how do you make up for the regression? How do you make up for the lost time?”

    “This year’s implementation of the IESP law is having an unjust impact on students with disabilities. The requirement to submit a written request by June 1st has caught many families off guard, as they were not properly informed. As a parent and a member of the Disabilities Committee, my priority is ensuring that these students have their necessary services reinstated. The financial burden on families to cover these essential services out of pocket is overwhelming, and we must ensure that every student receives the support they are entitled to.” said New York State Senator Jessica Scarcella-Spanton.

    “We continue to receive numerous calls from private school parents regarding the DOE’s lack of concern or action taken regarding their children’s IEP’s (Individualized Educational Plans) and the services that are not being provided. This is unacceptable. These are mandated services that private school children, like public school children, are entitled to from the DOE. These children have been without their required services for almost two months. DOE needs to find the solution and provide the services needed to these children immediately. We support any and all efforts to get these students the services they need, and we thank Congresswoman Malliotakis for doing what she can to get it done.” said Staten Island Borough President Vito Fossella.

    “As we have been saying from the beginning of this entirely preventable situation, NYC Public Schools knows our students need and are entitled to these critical services, yet the City recklessly deprives them of these services. Now, they must reap what they have sown. I applaud Congresswoman Malliotakis’ leadership and join her and my colleagues in calling on the U.S. Department of Education to hold New York City accountable for failing to provide our students with their legally prescribed IESP accommodations.     “As we approach the third month of school and end of first marking period, children in need of valuable services are being denied because of an arbitrary date that has never been enforced before.     “The decision by our local government to deliberately refuse to notify parents of the necessary paperwork for their IESP children is abhorrent. Students with special needs are refused access to services which are essential for their education simply because they are enrolled in private schools.     Congresswoman Monica De La Cruz introduced the Lance Corporal Dustin Sekula Congressional Gold Medal Act on Friday (October 18th). The bill would posthumously award the Congressional Gold Medal to Edinburg, Texas, native Lance Corporal Dustin Sekula. The legislation seeks to honor Sekula’s courageous service and ultimate sacrifice for his country.

    Lance Corporal Sekula was the first Edinburg native to be killed during Operation Iraqi Freedom. He was just 18 years old when he died on April 1, 2004, after sustaining injuries from enemy fire in Iraq. A proud Marine, Sekula had turned down an agriculture college scholarship to join the military at the age of 17, driven by a desire to serve and protect the United States.

    The medal would be presented to Sekula’s family in recognition of his heroic life and the lasting impact he has had on his community and his country. His legacy continues in Edinburg, where the Dustin Sekula Memorial Library stands as a tribute to his memory.

    • The Senator Elizabeth Dole 21st Century Veterans Healthcare and Benefits Improvement Act (H.R. 8371), which will be the flagship veterans’ package for the 118th Congress. It includes a number of bipartisan and bicameral proposals to reform and improve the delivery of healthcare, benefits, and services at the Department of Veterans Affairs (VA) for veterans, their families, and their survivors. This includes your effort to reauthorize the VET-TEC program.    

    • The Expanding Access for Online Veterans Student Act (H.R. 5702), which increased housing stipends for student veterans attending classes online.    

    • The Veteran Exam Expansion Act (H.R. 5938), which expands the pool of providers eligible to cross state lines when conducting disability exams for veterans.   

    • The Coordinating Care for Senior Veterans and Wounded Warriors Act (H.R. 9399) to improve healthcare coordination and management for veterans who receive services through Medicare and the Department of Veteran Affairs (VA).   

    Through casework, the Congressman’s team has returned over $5 million to constituents, including $1.9 million to the veterans of Arizona’s 6th Congressional District. This is money and benefits that were owed to constituents but were stuck in the bureaucracy of a federal agency.

  • MIL-OSI USA: After Miller-Meeks Letter, CMS Approves Bettendorf Facility for Seniors

    Davenport – Today, U.S. Rep. Mariannette Miller-Meeks, M.D. announced the Centers for the Medicare and Medicaid Services (CMS) approved UnityPoint Health’s application to open a new Program of All-Inclusive Care for the Elderly (PACE) facility in Bettendorf. 

    The approval comes after Miller-Meeks led  the Iowa delegation in urging CMS to approve UnityPoint Health’s application. Approval of the Bettendorf location is critical for Iowa seniors as UnityPoint Health plans to submit applications for additional PACE locations in Waterloo and Hiawatha.

    “I am thrilled CMS heeded our calls to approve UnityPoint Health’s Bettendorf location,” said Rep. Miller-Meeks. “PACE centers are a vital lifeline for Iowa seniors who wish to live on their own while still having access to nursing home and healthcare services. In Congress, I will continue to fight for Iowa seniors to ensure they receive the quality healthcare they deserve.”  

    “We are thankful that CMS approved our application to open a new PACE facility in Bettendorf,” said Matt Swanstrom, Executive Director of UnityPoint Health PACE Senior Care. “We look forward to providing coordinated health and wellbeing care for eligible seniors living in the area to help them live at home for as long as safely possible.”

  • MIL-OSI USA: Deluzio Helps Police Dog Find a Home with Coraopolis Police Department

    CARNEGIE, PA – Last week, Congressman Chris Deluzio (PA-17) announced he had delivered more than $2.2 billion in federal dollars back to the people and communities of Western Pennsylvania. As of this week, Congressman Deluzio adds something priceless to that tabulation: his office helped the Coraopolis Police Department secure a new police dog—at no cost to the department. 

    In August 2023, Congressman Deluzio announced funding for a K-9 unit in the North Hills. After hearing that other police departments in Pennsylvania’s 17th Congressional District also had interest in securing K9 units, his office worked to try and find resources to help. The Coraopolis Police Department was one that Congressman Deluzio’s office has been working with to secure funding for a police dog. 

    Following reporting that the Tarentum Police Department was gifted an 18-month-old police dog that they did not accept, Congressman Deluzio and his team alerted the Coraopolis PD—hoping that the K-9, named Ikon, might be a fit for their department. Following that connection, the Coraopolis department reached out to the dog’s donor, and now the German Shepherd Ikon is safely in Coraopolis, bonding with his new partner Officer Dan McMurtrie. Ikon is the police department’s second K-9 and will be certified in dual-purpose narcotics. 

    “My office is always on the lookout for ways to support public safety and police in Western PA,” said Congressman Deluzio. “When we heard that the Coraopolis Police Department was seeking a police dog, we began working on ways to try and help. I am so glad that my team was able to help facilitate bringing this police dog to Coraopolis. This is a win for the safety of the whole region, and this is what my work is all about.”

    This bill will provide tax and carbonation parity for craft cider producers, simplify the tax code, and make craft producers more competitive within the industry at large.

    Representative Hoyle heard from 2 Towns owners Lee Larsen, Aaron Sarnoff-Wood and Head Cider-Maker and Owner Dave Takush about the production and distribution of their ciders as well as demands from customers for fully carbonated cider products. The owners sat down with Representative Hoyle to detail how outdated, overcomplicated, and punitive tax measures mean certain cider products cannot be fully carbonated to meet customer preferences.

    “It’s crucial to understand that this isn’t a tax break—it’s about removing the barriers that stifle creativity in the craft cider industry,” says Dave Takush, head cidermaker at 2 Towns Ciderhouse. “The ‘champagne’ or ‘bubble’ tax pushes hard ciders and perries into higher tax brackets when additional fruit beyond apples or pears are added, especially as carbonation levels rise. These tax implications significantly limit cidermakers’ ability to innovate and simply meet consumer demands. This bill will bring desperately needed changes to the cider industry.”

    “In Roswell today, we assessed the damage that this weekend’s 500-year flood event caused. We walked through the muck that destroyed people’s homes and cars, Roswell businesses, and the artwork in its famous museum. We heard stories of families stranded on tops of trucks, hanging on to trees and watching in horror from the convention rooftop. But we also heard stories of  neighbors saving each other from danger.     Richmond, VA – Today, Representatives Jennifer McClellan (D-VA-04), Abigail Spanberger (D-VA-07), and Rob Wittman (R-VA-01) announced Richmond International Airport (RIC) will receive $2,250,000 to design a consolidated Passenger Screening Checkpoint to improve passenger flow and reduce congestion. 

    In September, McClellan led a bipartisan push supported by Spanberger and Wittman to the Federal Aviation Administration (FAA) calling for increased federal funding to support the design and construction of a consolidated passenger screening checkpoint to meet current and projected capacity requirements. 

    “Richmond International Airport has incredible impacts on the Central Virginia economy. Last year, the airport reported record passenger traffic, which will continue to grow in the coming years,” said McClellan. “We must ensure we modernize and upgrade existing infrastructure to support current and future needs. I’m thrilled by today’s funding announcement to build a new consolidated passenger screening checkpoint, which will increase capacity and efficiency.”

    “For the second year in a row, Richmond International Airport is on track to serve a record number of passengers,” said Spanberger. “The airport is integral to the continued growth of our Commonwealth’s economy and Virginians’ ability to get where they’re going through the air. I’m proud to have worked alongside Representatives McClellan and Wittman to bring this funding home.”

    This grant funding was awarded through the Department of Transportation (DOT) FAA’s Airport Terminals Program. Established by the Infrastructure Investment and Jobs Act, the Airport Terminals Program provides competitive grants for airport terminal development projects that address the aging infrastructure of the nation’s airports.

    WASHINGTON – U.S. Representatives Juan Ciscomani (AZ-06), Dave Joyce (OH-14), Susie Lee (NV-03) and Chris Pappas (NH-01) introduced a bipartisan bill to strengthen cooperation and law enforcement operations at the southern border.  

    Specifically, the Advanced Border Coordination Act (H.R. 10027) would establish Joint Operations Centers to promote cooperation, enhance coordination between federal, state, local, and tribal law enforcement agencies, and provide officers and agents the tools and resources they need to combat illicit activity along the southern border.  

     A companion bill was previously introduced in the Senate by Senators Catherine Cortez-Masto (D-NV) and Marsha Blackburn (R-TN). 

     “For the last three and a half years, border-districts, like mine, have been on the frontlines of the crisis at the southern border,” said Ciscomani. “As a result, our communities are less safe and Customs and Border Protection agents and local law enforcement officers are overwhelmed and overworked. This bipartisan legislation will address this issue by establishing joint operation centers to enhance coordination between federal, state, local, and tribal law enforcement and provide officers and agents the tools they need to combat drug traffickers, human smugglers, and other bad actors.” 

    “I’ve visited the southern border, including in Arizona’s Sixth Congressional District with Congressman Ciscomani, and seen the crisis unfolding there firsthand,” said Joyce. “For the safety of our communities, we have to restore the rule of law and secure our borders, and DHS must take serious steps to improve its coordination with partner agencies. This bill will help us do just that. As a former prosecutor, I know how successful joint operations centers can be, especially when it comes to detecting drug and human trafficking, and have no doubt they will help us address the national security crisis that has exploded at our southern border. I’m proud to join colleagues in this bipartisan effort and will continue to provide our law enforcement officers with the resources and tools they need to effectively defend and maintain our borders.” 

    “Border Patrol officers need all the help they can get to protect our southern border, and Joint Operation Centers are a proven way to make that happen,” said Lee. “I’ve consistently voted to secure the resources and reforms we need to fix our broken immigration system, and this bipartisan bill is a big step in the right direction. I’ll continue working with Republicans and Democrats to get this much-needed legislation signed into law.”  

    “Strengthening border operations coordination will bolster efforts to crack down on drug trafficking, help enforce our immigration laws, and keep our communities safe. I’m helping introduce the Advanced Border Coordination Act, which will do just that,” said Pappas. “This bipartisan bill would establish joint centers along the southern border to serve as centralized hubs to coordinate border operations between Border Patrol personnel and federal, state, and local law enforcement. I’ll keep fighting to support the work of our law enforcement, provide them the resources they need, and address the root causes of the issues at the southern border.” 

    The Advanced Border Coordination Act would help address these national security concerns by:  

    • Directing DHS to establish at least two joint operations centers along the southern border. These hubs would help law enforcement from multiple Federal, State, local and Tribal agencies coordinate their efforts and better work together.  

    • Requiring these centralized hubs to serve as resources to improve field operations and intelligence sharing, help detect and deter criminal activity like drug and human trafficking, and support workforce development and training coordination between participating agencies.  

    The bill has been endorsed by the National Border Patrol Council, National Immigration Forum, the Texas Border Coalition, and the Major Cities Chiefs Association.

    Pakistan’s 2024 National Assembly elections saw an historic level of irregularities

    WASHINGTON – Today, U.S. Representatives Greg Casar (D-Texas), Jim McGovern (D-Mass.), and Summer Lee (D-Penn.), along with 59 other Members of Congress, are calling on President Joe Biden to center human rights in U.S. policy towards Pakistan following the country’s Feb. 2024 National Assembly elections, and on Pakistani authorities to release political prisoners, including former Pakistan Prime Minister Imran Khan.

    This is the first letter from U.S. Members of Congress calling for political prisoners in Pakistan, including Khan, to be released. Casar authored the letter as a follow-up to the nearly unanimous passage of H.Res. 901, which called for the U.S. to support democracy and human rights in Pakistan.

    In February 2024, the Pakistani elections saw a historic level of irregularities, including widespread electoral fraud, state-led efforts to disenfranchise voters, the arrest and detention of political leaders, journalists, and activists, and the continued imprisonment of Khan. That month, Casar and 30 other members urgedBiden and U.S. Secretary of State Antony Blinken to investigate pre- and post-poll rigging in Pakistan’s parliamentary elections. Many of those concerns are reiterated in today’s letter.

    “We echo the calls for Khan’s immediate release and for an end to widespread arbitrary detention of party members and activists in Pakistan,” the members wrote. “We ask your Administration to urgently secure the guarantees from the Pakistani government for Khan’s safety and well-being and urge U.S. embassy officials to visit him in prison.”

    “More broadly, developments since the February vote point to a clear turn towards authoritarianism in the country,” the members continued. “The government has intensified its crackdown on social media and the internet as part of a broader effort to suppress political activism, which it deems to be ‘anti-state propaganda’ and ‘digital terrorism.’ These repressive measures [are] an attack on fundamental human rights… In addition, Pakistani authorities are increasingly engaging in transnational repression… We join our Pakistani American constituents, as well as community leaders and elected officials throughout our country and around the world, in standing in solidarity with the people of Pakistan and their struggle to rebuild a genuinely representative democracy.”

    WASHINGTON, DC – Today, Congressman Eric Sorensen (IL-17) along with seven of his colleagues called on the Secretary of the Department of Homeland Security (DHS) Alejandro Mayorkas to make sure that surveillance cameras along the U.S.-Mexico border are working properly. A recent report from NBC stated that nearly 30 percent of surveillance cameras along the border are broken.   

    “Surveillance technologies allow DHS to enforce the law and protect the homeland effectively and efficiently,” Sorensen and the Members wrote. “As Members of Congress, we have consistently and robustly funded programs for smart border technologies for DHS, and as a result, unauthorized border crossings have dropped significantly to the lowest levels in years. The reports of failing technology have left us concerned about the effectiveness of our border security operations.”  

    Sorensen has been a strong advocate for securing our southern border by proposing legislation to increase the number of U.S. Customs and Border Protection (CBP) officers at legal points of entry, introducing the bipartisan Stop Fentanyl at the Border Act to provide CBP with the funding and technology they need to combat the growing fentanyl crisis, and helping launch the Democrats for Border Security Task Force.

    Dear Secretary Mayorkas and Acting Commissioner Miller, 

    We write to you expressing concern over reports that 30 percent of surveillance cameras along the border are non-functioning. Surveillance technology systems, particularly those that use autonomous and artificial technologies, play a critical role in keeping our border secure. It is unacceptable that such a high percentage of our border technology is inoperable. 

    Surveillance technologies allow DHS to enforce the law and protect the homeland effectively and efficiently. At a time when U.S. Customs and Border Protection (CBP) has struggled to meet recruitment and retention targets, the need to maximize valuable manpower resources is critical, and smart surveillance technologies have been a game-changer. As Members of Congress, we have consistently and robustly funded programs for smart border technologies for DHS, and as a result, unauthorized border crossings have dropped significantly to the lowest levels in years. 

    However, these recent reports have outlined that 150 of the 500 Border Patrol surveillance towers along the southwest U.S.-Mexico border are not operational. This number is staggering and unacceptable. We are gravely concerned that this lapse in functioning surveillance technology will compromise border security operations. In order to keep our nation’s border secure, we request the following information: 

    1. What is the average length of time each camera has been inoperable? 
    1. How many miles of the southwest border are affected by these outages 
    1. How much manpower has been diverted to address this issue? 
    1. What is the cost estimate to get all surveillance towers back online? 
    1. What steps are being taken to remediate this issue and prevent future mechanical failures? 

    As Members of Congress, we have a responsibility to ensure that appropriated funds are being used effectively and that all necessary measures are being taken by CBP to improve border security operations. The reports of failing technology have left us concerned about the effectiveness of our border security operations. We thank you for your attention to our concerns.

Our students should be given every opportunity to learn about our democratic process, share their perspectives, and have their voices heard,” said Congresswoman McClellan. “Throughout my career in public office, I have worked to demystify our political processes, inform my constituents, and empower them to participate.     Open to all high school students currently residing or attending school in Virginia’s Fourth Congressional District, the Youth Advisory Council consists of monthly meetings with members of McClellan’s Washington, D.C. and District staff. Council members will also have the opportunity to engage directly with McClellan, culminating in a policy discussion and volunteer oppo​​unity with the Congresswoman.

    “With our national debt at more than $35 trillion, it is essential that lawmakers are made aware of how much legislation will affect the total debt-per-citizen ratio before voting on it,” said Congressman Josh Brecheen. “Every child born today owes more than $104,000 as their share of our national debt. It is long past time we reverse this curse and stop stealing prosperity from our children and our grandchildren.”

    “The national debt has reached an unsustainable $35+ trillion dollars and it is beyond time for some accountability to the American people. When you break it down, that works out to over $104,000 per child born today—we cannot continue to saddle our next generation with this debt.   • MIL-OSI USA: McClellan Announces Over $5 Million to Virginia Passenger Rail Authority to Modernize Virginia Rail and Improve Accessibility

    Washington, D.C. – Today, Congresswoman Jennifer McClellan (VA-04) announced the Virginia Passenger Rail Authority (VPRA) will receive $5,836,000 through the U.S. Department of Transportation’s (DOT) Consolidated Rail Infrastructure and Safety Improvements (CRISI) Program. The funding will support upgrades to the Staples Mill Station and improve accessibility, safety, and passenger experience.

    The federal funding will help VPRA finalize improvements to two platforms, one platform canopy, and accessible route improvements at the Staples Mill Station to ensure compliance with Americans with Disabilities Act (ADA) standards and enhance the safety and passenger experience. VPRA will also use the grant award to support future increased Intercity Passenger Rail (IPR) service, with plans for an additional 10 trains per day to run through the station on top of the current 20 Amtrak trains per day.

    “Staples Mill is the Richmond region’s busiest Amtrak Station and a critical rail hub for Virginia’s Fourth and beyond,” said Congresswoman McClellan. “Thanks to this award, the VPRA can now ensure Virginians have reliable, accessible, and enjoyable transportation. I commend the Biden-Harris Administration and the Department of Transportation for their ongoing investments in our nation’s rail system.”

    CRISI supports projects aimed at improving safety, efficiency, and reliability of intercity passenger and freight rail. CRISI has made more than $2.4 billion available in CRISI grants for the 2023 and 2024 fiscal years.

    “New Mexico’s economy depends on immigrant workers, whether it’s the farmworkers in Deming, the health care professionals in Albuquerque, or the teachers shaping the future of our state. If we want New Mexico to thrive, we need policies that reflect the realities of our workforce,” said Vasquez. “In Congress, I am committed to finding common sense solutions to meet the moment and create more opportunities for our communities.”

    Vasquez emphasized his Strengthening Our Workforce Act, a bill that would create a pathway for immigrants working in essential industries to remain in the U.S. legally. In addition to workforce challenges, the discussion touched on humane immigration policies. Vasquez also spoke about his Humane Accountability Act, which would hold detention centers accountable and ensure that families seeking asylum are treated with dignity.  

    Outdoor equity was also a prominent theme in the discussion. Vasquez strongly believes that everyone deserves access to the outdoors. Throughout his career in public service, Vasquez has led efforts to protect our lands, water and wildlife. That’s why, before serving in Congress, he created the nation’s first Outdoor Equity Fund, a program that is getting more Latinos outdoors all across New Mexico.

    “Just a few weeks ago, I finally received my work permit through the Labor Based Deferred Action program (DALE). For the first time, I felt like I had control over my future. I now have the freedom to explore opportunities. I can go to school, start a business, and even join a union,” said Ruben Munoz, DALE work permit recipient. “I can also start a pre-apprenticeship with the New Mexico Building Trades as early as December. Their promise is to train me up so I can fulfill one of these clean energy jobs as a union apprentice and one day, union member. We need more programs like DALE and DACA to give people these opportunities. Everyone should have the right to work, to live without fear, and to contribute to their community.” 

    “We already have the workers New Mexico needs, and they are ready to be trained. Our real problem is not a labor shortage problem, it’s a worker authorization shortage problem,” said Janyce Cardenas, Campaign Manager at Organized Power in Numbers. “We, at Organized Power in Numbers believe the answer is to create more pathways to worker permits and citizenship so that the union good jobs with good pay and benefits that will be created by the clean energy industry are not only providing stability for workers and their families, but also will ensure New Mexico thrives for generations to come.”

    LAS CRUCES, N.M. – U.S. Representative Gabe Vasquez (NM-02) applauded the U.S. Department of Agriculture (USDA) for its new initiative to enhance wildlife habitat connectivity on farms and ranches. This commitment aligns closely with the provisions in his bipartisan Habitat Connectivity on Working Lands Act. This announcement underscores the importance of collaboration between the USDA and private landowners, a core tenet of Vasquez’s legislation.

    “USDA’s announcement to prioritize habitat connectivity and support private landowners directly aligns with the measures I proposed in my bipartisan Habitat Connectivity on Working Lands Act,” said Vasquez. “I introduced this bill to create meaningful partnerships between conservation efforts and agricultural producers, and I’m proud to see the USDA heeding my call to action. This framework not only protects our vital wildlife corridors but also uplifts those who steward our land.”

    USDA’s new directive includes several key initiatives that echo the goals of Vasquez’s bill, such as enhanced inter-agency coordination to improve communication between USDA and state, Tribal and federal partners. This will facilitate better management of wildlife corridors and animal movement, addressing jurisdictional boundaries that have hindered conservation efforts. 

    Additionally, USDA will allow farmers to participate in multiple conservation programs simultaneously, such as the Environmental Quality Incentives Program (EQIP) and Grassland Conservation Reserve Program (CRP), without the penalty of losing eligibility. This change will help farmers tackle critical issues like invasive species and erosion while enhancing wildlife habitats.

    Furthermore, USDA is providing financial assistance for innovative practices, such as virtual fencing, enabling farmers to implement effective wildlife protection measures. Conventional fencing across the West results in wildlife entanglement, which is often lethal. These efforts align with Vasquez’s commitment to ensuring that agricultural practices are compatible with wildlife conservation, a crucial step for the ecological health of New Mexico and beyond.

    Vasquez’s bill is endorsed by Backcountry Hunters and Anglers, Center for Large Landscape Conservation, Montana Wildlife Federation, National Audubon Society, National Cattlemen’s Beef Association, National Parks Conservation Association, National Wildlife Federation, New Mexico Wildlife Federation, North American Grouse Partnership, Pheasants Forever, Public Lands Council, Quail Forever, Rocky Mountain Farmers Union, The Pew Charitable Trusts, Theodore Roosevelt Conservation Partnership, Western Landowners Alliance and the Wildlands Network.

    The Habitat Connectivity on Working Lands Act builds on Vasquez’s longtime support for connecting wildlife corridors. In December, Vasquez announced a $480,000 investment for the Mescalero Apache Tribe from the Department of Transportation’s (DOT) new Wildlife Crossings Pilot Program to improve wildlife crossings along US-70. 

    Recognizing the vital role of working lands and the dedicated farmers and ranchers who steward them, Vasquez is fighting to ensure conservation and agriculture work hand in hand. Vasquez looks forward to working closely with USDA to further these goals and ensure that New Mexico’s natural resources are preserved for future generations.

    ALBUQUERQUE, N.M. – On Thursday, October 24, U.S. Representative Gabe Vasquez (NM-02) celebrated the groundbreaking of Homewise Inc.’s first all-electric development project in Albuquerque. The project, consisting of 72 townhomes, marks a significant step forward in expanding affordable, high-quality housing opportunities for New Mexicans.

    “Housing is a human right, and when we invest in homes, we invest in the health, well-being and future of our communities,” said Vasquez. “Homewise’s project is about more than just putting roofs over people’s heads—it’s about creating stability, dignity and a sense of belonging. Every family deserves that.”

    The groundbreaking celebrates the construction of 72 townhomes, including 55 three-bedroom and 17 two-bedroom units. The project will meet the needs of first-time homebuyers with additional subsidies to assist low- and moderate-income families along with units at market-rate. The development also benefits from $500,000 in down payment assistance funding from the Mortgage Finance Authority and $550,000 in state capital outlay for infrastructure.

    “At Homewise, we’ve seen first-hand that homeownership is the foundation for building stronger communities,” said Mike Loftin, CEO of Homewise. “We are proud to partner with U.S. Representative Gabe Vasquez to bring much-needed housing options to Albuquerque and support more families in achieving the dream of owning a home.”

    Homewise, a nonprofit organization focused on housing access, is a leader in affordable housing initiatives across New Mexico, primarily in Santa Fe and Albuquerque. Their services include homebuyer education, mortgage lending and financial coaching, all aimed at helping families achieve homeownership. The townhomes are expected to begin construction by early summer 2025.

    “We are excited to help individuals and families become homeowners by building new high quality starter homes that help meet the deep need for homeownership opportunities in Albuquerque,” said Lisa Huval, Senior Director of Real Estate Development at Homewise.

    Vasquez also highlighted his efforts in Congress to address housing affordability. He is a champion of the HOME Act, which stops corporate landlords from price-gouging and taking advantage of renters and first-time buyers. He is also a leader in advancing the Family Stability and Opportunity Vouchers Act, which would create 250,000 new housing vouchers to help low-income families move to communities with better schools and opportunities. Vasquez is committed to working to create more affordable housing opportunities for hard-working New Mexicans.
