  • MIL-OSI USA: Kamlager-Dove, Salazar Introduce Legislation to Simplify Visa Processing

    WASHINGTON, D.C. – Today, Congresswoman Sydney Kamlager-Dove (CA-37) introduced H.R. 9545, the Visa Processing Improvement and Paperwork Reduction Act alongside Representative María Elvira Salazar (FL-27).

    Currently, our visa application and processing systems are outdated, duplicative, and waste crucial resources. This legislation will save the State Department countless hours of labor and thousands of dollars in postage and paper by keeping federal communications about visa applications online. It will also reduce requirements on families to mail physical copies of documents that have already been submitted online.

    The Visa Processing Improvement and Paperwork Reduction Act streamlines the visa processing system by eliminating the requirement to mail all signed communications from the applicant and from the Agency that are already sent electronically.

    “Excessive visa wait times have long plagued our broken immigration system, causing unnecessary heartache for many applicants,” said Congresswoman Kamlager-Dove. “Digitizing more aspects of the visa application process will eliminate redundant paperwork, speeding up visa processing times and reducing burdens on applicants. Simple reforms like this legislation can have outsized impacts on the immigration process. I am proud to partner with Representative Salazar to advance commonsense solutions in our immigration system.”

    Previously, Reps. Kamlager-Dove and Salazar collaborated on the GRATEFUL Act, which was signed into law in 2023. This policy provided visas for locally employed U.S. embassy staff to immigrate to the U.S. after a career of service to the United States. These staff are critical to our diplomacy abroad, and securing this reform allows us to continue retaining and rewarding the best and brightest that serve the United States and advance our interests abroad.

  • MIL-OSI USA: Salinas, Wyden, Merkley Announce Nearly $1 Million to Support Affordable Housing for Oregon Farmworkers

    Washington, DC — Today, U.S. Congresswoman Andrea Salinas (OR-06), along with Oregon’s U.S. Senators Jeff Merkley and Ron Wyden, announced that the U.S. Department of Agriculture (USDA) awarded $956,333 for a project to rehabilitate Villa Del Sol, a multifamily affordable housing complex in McMinnville that serves farmworkers and their families.

    “Despite being the backbone of our agricultural economy, many farmworkers still can’t afford to feed their families or put a roof over their heads. As the daughter of a former farmworker, I’m committed to changing that reality – which is why I am so proud to announce this federal funding for Community Home Builders in Yamhill County,” said Rep. Salinas. “These dollars will be used to deliver safe, affordable housing for farmworkers and their families here in the mid-Valley. It’s a critical step in the right direction, and I’ll keep fighting for investments just like this one that will help us make housing more accessible and affordable for Oregonians.”

Wyden. “I’m gratified this McMinnville housing complex has earned nearly $1 million in federal funds to provide that housing for farmworkers and their families.     “Under the Biden-Harris Administration, USDA Rural Development has invested over $1 billion in creating safe, affordable housing options for rural Oregonians,” said USDA Rural Housing Administrator Joaquin Altoro. “We are proud of our partnership with Community Home Builders and it is an honor to see these investments increase the health and wellbeing of Oregon’s farm workers.”

    The funding comes from USDA Rural Development’s Off-Farm Labor Housing Program, which helps property owners make health and safety repairs, accessibility improvements, energy efficiency upgrades, and more to benefit their tenants. Across five states, the Off-Farm Labor Housing Program is awarding a total of $18 million in grants and loans to improve approximately 500 homes, including Villa Del Sol in Oregon.

    Community Home Builders in Yamhill County will use the $956,333 federal award to significantly rehabilitate eight two-bedroom, 12 three-bedroom, and four four-bedroom units at Villa Del Sol. The improvements will not only enhance living conditions for the 24 tenants who are expected to benefit from the project, but all future farmworkers and their families who will call the housing complex home.

  • MIL-OSI USA: ICYMI: Subcommittee Chair Bean, Committee Chair Foxx Work to Protect Career and Technical Education Programs

    WASHINGTON—In case you missed it, last week Early Childhood, Elementary, and Secondary Education Subcommittee Chairman Aaron Bean (FL-04) and Education and the Workforce Committee Chairwoman Virginia Foxx (NC-05) questioned the Department of Education’s (ED) attempt to circumvent Congress and mire key career and technical education (CTE) programs in red tape. The two called on ED to withdraw its ill-advised changes to the State Plan Guide and Consolidated Annual Report for the Carl D. Perkins Career and Technical Education Act of 2006 (Perkins V).

    Upon questioning the ED, Congressman Bean said, “The most valuable part of America’s job market is its skilled workforce. That’s why the Department of Education should empower local and state CTE programs, not drown them in paperwork. In Northeast Florida, we’ve consistently underscored the value of career and technical education and continue to prove how to do CTE right as we actively prepare young students for success in the modern economy. Now more than ever, we must work to strengthen the public education system and help employers access a pipeline of talented workers.”

    In the letter, the lawmakers write: “The proposed revisions to the Department of Education’s (Department) State Plan Guide and Consolidated Annual Report for the Carl D. Perkins Career and Technical Education Act of 2006 (Perkins V) are problematic and we write to express our significant concerns with the Department’s action. These proposed revisions make substantive policy changes that exceed the Department’s authority under the law and will pose a significant and unjustified burden on state career and technical education (CTE) agencies, institutions of higher education, school districts, and CTE programs.”

  • MIL-OSI USA: Congressman Alford Statement on the Passing of Sergeant Sarah Roque

    RAYMORE, Mo. – Today, U.S. Congressman Mark Alford (MO-04) released the following statement on the passing of Sergeant Sarah Roque.

    “We send our deep condolences to the family, friends, and loved ones of Sergeant Sarah Roque and to the entire Fort Leonard Wood community. Sergeant Roque was a dedicated solider whose patriotic service earned her multiple awards and decorations, including the Army Commendation Medal and the National Defense Service Medal. We mourn with all those affected by this tragedy, and we stand alongside them during this horrible time,” said Congressman Alford.

    On Tuesday, Fort Leonard Wood announced that Sergeant Sarah Roque, 23, had been found deceased. Sergeant Roque, of Ligonier, Indiana, was a bridge crewmember, serving as a Mine Dog Handler with the K9 Detachment, Headquarters and Headquarters Company, 5th Engineer Battalion.

    She enlisted in 2020 and attended Basic Combat Training at Fort Leonard Wood. Sergeant Roque’s awards and decorations include the Army Commendation Medal, National Defense Service Medal, Good Conduct Medal, and the Army Service Ribbon.

  • MIL-OSI USA: Ezell and Wicker Announce $1 Million Grant for Gulfport-Biloxi International Airport Infrastructure Improvements

    Today, Congressman Mike Ezell (MS-04) and Senator Roger Wicker (R-MS) announced a $1,000,000 grant to Gulfport-Biloxi International Airport to replace and install a passenger boarding bridge that has reached the end of its useful life. This crucial funding will enhance the airport’s infrastructure, improving both efficiency and safety for travelers.

    The NEST (Next-Generation Equity Savings Tool) Act would assist first-time homebuyers in overcoming financial barriers, especially the challenges related to down payments and closing costs. Individuals and families could save money on a pre-tax basis, with no tax upon withdrawal, if the funds are used to purchase a first home.  

    High home prices in many markets have created barriers for first-time buyers, which is why dedicated savings vehicles for home purchases can assist and encourage those seeking to enter the market and stimulate the economy.

  • MIL-OSI USA: Van Hollen, Cardin, Ivey Highlight $1.15 Million in Direct Federal Investments for Youth Services and Restoration Projects in Prince George’s County

    Recently, U.S. Senators Chris Van Hollen and Ben Cardin and Congressman Glenn Ivey (all D-Md.) were in Prince George’s County to highlight $1,150,000 in direct federal investments they secured for youth services and environmental restoration projects in the community. The lawmakers fought for these investments in the federal funding bills passed and signed into law for Fiscal Year 2024.

    “We fought for these direct investments in Prince George’s County with key goals in mind: building stronger communities and empowering our future leaders. Funding for the Laurel Boys & Girls Clubs will enable them to maintain safe spaces for after-school activities, and resources for restoring the Laurel Dam ruins will preserve the historic landmark that this City was built around while enhancing outdoor recreational opportunities. These are investments in the preservation of our local history and the wellbeing of Marylanders today and for generations to come,” said Senator Van Hollen.

    Senators Van Hollen, Senator Cardin and Congressman Ivey were joined by Laurel Council President James Kole to celebrate $850,000 in direct federal funding they secured to stabilize, protect, and restore the Dam Ruins at the City’s Riverfront Park. The project involves renovating the observation deck, improving drainage to control erosion, and repairing signage around the dam.

    “I am thankful and  thrilled to receive this funding, which will help us preserve and enhance the Laurel Dam Ruins, an important piece of our town’s history. This investment ensures that future generations can appreciate its significance while improving safety and access for our community. Our goal is to make the Ruins a destination place  for all to enjoy,” said City of Laurel Mayor Keith Sydnor.

    The lawmakers then visited the Boys and Girls Club of Laurel to highlight $300,000 for renovations at the clubhouse. The funds will allow the Boys and Girls Club to continue providing after-school activities and a positive, safe learning environment for middle and high school students.

    “We are so thankful for the continued support and leadership by Senator Van Hollen, Senator Cardin, and Congressman Ivey. This federal funding will enable us to make some of the critical renovations to our center and continue providing the care and services that impact the lives of our community’s children every day,” said Adrian Rousseau, President of the Laurel Boys and Girls Club.

  • MIL-OSI USA: Kean Advocates for Over $1.6 Million in Funding for Bernards Township Police

    (October 22, 2024) BERNARDS TOWNSHIP, NJ – Yesterday, Congressman Tom Kean, Jr. (NJ-07) toured the Bernards Township Police Department ahead of the FY25 appropriations discussion to gain insight into local law enforcement needs and priorities. Congressman Kean is advocating for $1,626,100 in the FY25 appropriation process to benefit Bernards Township. This funding would be used for improving the communications capabilities of the Bernards Police Department and partner emergency response agencies within the Township. 

    “I will continue to advocate for the return of as many federal funds as possible to the Bernards Township Police Department,” said Congressman Kean. “This funding for Bernards Township has already passed the House Appropriations Committee. With these resources, local police officers will be able to upgrade their radio communication system, significantly enhancing their ability to communicate and coordinate deployments. This investment is crucial for ensuring the safety and security of this community.”

  • MIL-OSI USA: Salazar Joins Honduran Leaders in Denouncing Socialist President Xiomara Castro de Zelaya

    MIAMI, FL – Today, Western Hemisphere Subcommittee Chairwoman María Elvira Salazar (R-FL) joined Rep. Carlos A. Giménez (R-FL) and several leaders of the Honduran opposition in a press conference to denounce Honduran President Xiomara Castro de Zelaya’s corrupt administration.

    Since 2021, the Castro administration in Honduras has trampled on the liberties of ordinary Hondurans while affiliating herself with the tyrannical regimes of Cuba, Venezuela, and Nicaragua. With over 1 million Hondurans living in the United States, the Castro government represents a serious threat to the U.S.–Honduras relationship, especially after it announced its intention to cancel our shared extradition treaty.

    “Unfortunately, there is currently a President in Honduras who may have came to power through democratic means, but who has trampled on that same democratic system,” said Chairwoman Salazar. “My message to President Castro de Zelaya: Don’t listen to your husband Mel. Don’t heed the socialist tendencies that he has always maintained. Protect Honduras’ democracy because we in the United States are committed to preserving a solid democracy in Honduras.”

    Chairwoman Salazar has been at the forefront of calling out the Castro administration for permitting corruption within her ranks, cozying up to dictators, and embracing China. She first called attention to the Castro administration’s recognition of China over Taiwan in a hearing in October 2023 detailing growing Chinese influence over political and economic institutions in Latin America.

    Later that month, Salazar exposed Xiomara Castro for not only leading Honduras into dangerous alliances with the dictatorships in Cuba, Venezuela, and Nicaragua and threatening to expropriate private property, but also for colluding with local officials in the Choluteca region to extort desperate migrants passing through the country by forcing them to pay illegal tolls. Worse yet, the Chairwoman revealed that this extortion scheme was personally enriching President Castro and her partners in the government.

    The socialist Castro administration is also guilty of pushing harmful antisemiticnarratives about the Jewish State of Israel and its war against Hamas terrorism after the October 7th terrorist attack. Furthermore, she allowed 100 Cuban doctors who are victims of forced labor and human trafficking to work in the country against the will of the Honduran people. Showing her true colors as an ally of the worst dictators in the region, she awarded the highest honor Honduras can bestow, the Order of Francisco Morazán, to the dictator Nicolás Maduro. She also established Chávez-like colectivos to enforce her ideology, following in Maduro’s example.

    The inauguration of Xiomara Castro was attended by Vice President Kamala Harris with much fanfare.

    Congresswoman Salazar proudly represents the city of Miami in Congress, home to more than 22,000 constituents of Honduran heritage.

    Washington, D.C. — U.S. Congresswoman Lauren Boebert (CO-03), House Committee on Natural Resources Chairman Bruce Westerman (AR-04), and Western Slope Oil & Gas Association Executive Director Chelsie Miera released the following statements opposing the latest Colorado-Utah land grab by the Biden-Harris Administration’s Bureau of Land Management (BLM).

    “Once again, the Biden-Harris Administration and the radical progressives in charge of BLM are attempting to lock up our public lands from critical uses like oil & gas exploration. Instead of putting Coloradans first, they’re continuing to bend the knee to Green New Deal worshippers who want to destroy Colorado’s oil & gas industry and the tens of thousands of good-paying jobs that support families across the state. Our children will lose out on millions of dollars for education from this tyrannical seizure of our land and there is nothing balanced about it. Obama, Biden and Harris have tried to use the Gunnison Sage-Grouse’s ugly, non-endangered cousin, the Greater Sage-Grouse, to lock up more than 183 million acres in the West. This new land grab attempt doubles down to lock up tens of millions of acres more of surface and subsurface mineral rights. There was no consideration by this regime of what is actually best for all Coloradans. I will fight this newest land grab just like I’ve done for every ridiculous attempt from the Biden-Harris Administration and BLM to damage our economy.” said Congresswoman Boebert.

    Background:

    This week, the Biden-Harris Administration unleashed another massive land grab in Colorado and Utah when the agency released Records of Decision for the Big Game Resource Management Plan (RMP) Amendment, the Gunnison Sage-Grouse Resource Management Plan Amendment, and plans for the Grand Junction and Colorado River Valley Field Offices.

    Establishing a one-mile buffer completely around this Gunnison Sage-Grouse’s habitat and drastically reducing surface disturbances in the bird’s habitat is ridiculous and unnecessary.

    The BLM’s record of decision for oil and gas management that amends resource management plans in Colorado significantly changes the management plans and could hinder responsible energy production on six million surface acres managed by BLM and 16 million acres of BLM-managed sub-surface mineral estate and closes off low and medium potential oil and gas areas.

    In this land grab, BLM also amended 11 Resource Management Plans in Colorado and Utah to lock up land for Gunnison sage-grouse habitat on more than two million acres of BLM-managed public land and nearly three million acres of public subsurface mineral estate.

    Changes to the Colorado River Valley and Grand Junction Field Office RMPs also close off low and medium potential oil and gas areas. These bureaucratic seizures also designate new wilderness areas that contribute to catastrophic wildfires as they prevent active forest management and mechanical thinning.

    “My husband was a Vietnam veteran. He was very, very sick, and he died in Texas because that’s where they sent him, and I waited and waited for my benefits. Every time I contacted the VA, they told me they’re working on it, but it never moved. I came here, filled out paperwork. Congressman Vasquez’s office sent it. On Thursday, your office sent me a letter saying that you heard from them, and on Saturday, I got my money. I can’t thank you enough for what you’ve done,” said Karen of Las Cruces.

    “My husband and I are both veterans. I started getting heart issues in 1998. Recently, I was told I needed a transplant, and they told me I needed to go to Utah. My husband and I are pretty close to retirement and by us having to temporarily move and lose our employment, would mean our house and our car would be gone. All of the things that we’ve worked for for retirement in a few years would be out the window. I called Congressman Vasquez and within the same week, the doctor called me back with an option to stay in state. It’s amazing how fast things worked for us. I really appreciate your intervention, because without that, I would have been dead within a week or two” said Cyprina of Alamogordo. 

    “Congressman Vasquez helped me with a Post Office issue,” said John of Las Cruces. “Our mailbox on our block got vandalized, and for months, we had to pick up our mail at the Post Office. I contacted the office and within days we got a new mailbox. It was crazy!” 

    In addition to casework success, Vasquez highlighted over $14.2 million he has secured for Community Project Funding. Vasquez’s submission of fifteen CPF projects for Fiscal Year 2024 marked the first time that New Mexico’s second congressional district has participated in the CPF process in recent years. For nearly 40 years, Casa de Peregrinos has been a lifeline for families in our community, helping put food on the table,” said Vasquez. “Today, we’re taking another big step in that fight against food insecurity, ensuring that more families have access to the support they need here in Chaparral.   • MIL-OSI USA: Congressman Keith Self Demands President Biden Rescind Threats Against Israel by Secretary Blinken and Secretary Austin

    Today, Congressman Keith Self sent a letter to President Biden admonishing Secretary of State Antony Blinken and Secretary of Defense Lloyd Austin for threatening to withhold military aid in a letter to Israeli officials. 

    By way of background, on October 2, Congressman Self sent a letter to President Biden demanding a change in policy in the United States’ response towards Israel’s war against Iran and its terrorist group proxies. Joined by five Republican cosigners, Congressman Self requested that the President unlock all Congressionally approved foreign aid to Israel and enforce all sanctions against Iran. Then, on October 13, Secretary Blinken and Secretary Austin issued an ultimatum to Israel to meet certain humanitarian aid requirements for Gaza or to lose military aid in their war on terror.

    “While the Israel Defense Forces (IDF) is on the cusp of dismantling enemies committed to the destruction of Israel, the Biden administration is again seeking to impede their progress,” said Congressman Keith Self. “I demand the Biden administration cease dictating the rules of engagement and threatening to remove aid for Israel. The President should instead release all Congressionally approved aid to Israel, direct his criticism to the remnants of Hamas, and demand the safe release of all the hostages.”

    To date, the remaining vestiges of Hamas combat units continue to fire rockets at Israel and hold approximately 101 hostages in captivity, including Americans. President Biden must let Israel finish its war on terror until all enemy forces have ceased hostilities.

    KEY PROVISIONS OF THE DIGNITY ACT

    Securing the Border and Restoring Law and Order

    • Provides $25 billion to fully secure the border.
    • Mandates 100% nationwide E-verify to ensure all American businesses are hiring legal workers.

    • Decides asylum cases within 60 days. Asylum-seekers will undergo an initial credible fear interview within 15 days of their arrival and further screening by trained asylum officers for final determination within an additional 45 days.
      • *Complex cases may be referred to case management to await a hearing before an Immigration Judge.
    • Creates five additional immigration centers in Latin America to stop migrant caravans and prevent individuals from making the dangerous land journey to the United States.
      • The centers will offer asylum pre-screening, child reunification services, and employment counsel to determine eligibility for work visas in the United States.
    • Implements a security and development strategy to address instability in Central America. This will help bring stability and economic development to Guatemala, El Salvador, and Honduras.
    • Increases U.S. authorities to target transnational criminals, smugglers, human traffickers, drug traffickers, and gangs like MS-13.
    • Cracks down on asylum fraud by increasing penalties for those that make false statements or provide false documentation.

    Giving Dignity and Redemption to Undocumented Immigrants

    • Creates immediate protected status and streamlined path for Dreamers and TPS recipients, as outlined in the Dream and Promise Act.
    • Establishes the Dignity Program, a practical solution for undocumented immigrants who have been in the U.S. for more than five years.
      • Recipients will be offered a chance to work, pay restitution, get right with the law, and earn legal status.
      • Applicants must comply with all federal and state laws, pass a criminal background check, and pay outstanding taxes or debts.
      • Dignity participants will also pay $5,000 in restitution during the seven years of the program, check in with DHS every two years, and remain in good public standing.
      • Individuals in the Dignity Program will not have access to federal means-tested benefits or entitlements.
    • Establishes two options after successful completion of the Dignity Program – Dignity Status or the Redemption Program:
      • Dignity Status: Dignity recipients who choose this option will immediately receive a five-year Dignity Status, which provides full work authorization, the ability to live in the U.S., and travel authorization outside the U.S. They will also remain ineligible for citizenship, means-tested benefits, and entitlements. Dignity Status can be renewed an indefinite number of times as long as the individual remains in good standing with the law.
      • Redemption Program: The Redemption Program (+5 years) requires completion of the seven-year Dignity Program. It offers Dignity recipients a chance to redeem themselves and earn permanent legal status. Redemption Program participants must learn English and U.S. civics and contribute to their local community either through community service or an additional $5,000 in restitution payments. Successful completion of the Redemption Program provides legal permanent resident status and eligibility for existing pathways to citizenship. Participating individuals would go to the back of the line.

    Dignity for American Workers

    • Creates a new American Worker Fund, using restitution payments from the Dignity and Redemption Programs. This fund will provide workforce training, upskilling, and education for unemployed American workers.
      • For every participant in the Dignity Program, their restitution payments will be able to train or retrain at least one American worker.
      • The American Worker Fund provides grants for workforce education initiatives, apprenticeship programs, higher education, and Career and Technical Education to give opportunities for Americans to enter new careers.
        • *This will ensure Americans can secure employment in in-demand careers.

    American Agricultural Dominance

    • Streamlines the H-2A application process by allowing employers to file with relevant agencies in a single platform, reducing regulatory burden for farmers and businesses.
    • Creates a year-round Agricultural workforce, removing “seasonal” requirements on the H-2A program and expanding it to year-round labor.
    • Combats price hikes so families can access affordable groceries and a large variety of U.S.-based produce.
    • Repeals the complicated and unpredictable Adverse Effect Wage Rate (AEWR) formula to calculate wages for farmers set by the Department of Labor. It replaces it with either 125% of the federal minimum wage or the applicable state/local minimum wage.
    • Allows Staggered Entry for advanced planning so employers can have workers start at different dates of the year to meet their specific needs.
    • Opens the H2A program to apple cider pressing on farms, aquaculture, the equine industry, forestry activities, conservation, forest management, and wild fish and shellfish processors.
    • Includes special procedures regulations for shepherding and goat herding, shearing, bee keeping, and custom combining.
    • Creates a Certified Agricultural Workers (CAW) program, as established in the Farm Workforce Modernization Act, with renewable five-and-a-half year visas available only to undocumented workers that have been working in agriculture for several years previously.
      • Foreign workers could apply for lawful permanent residence (LPR) after successfully maintaining either eight years of CAW status or four years of CAW status plus ten years of previous agricultural work experience in addition to making restitution payments and paying owed back taxes.
    • Includes the Returning Worker Exception Act, which Reforms the H-2B program by exempting returning workers from the visa caps of the three previous fiscal years. It also improves the H-2B application process, requiring the DOL to maintain a publicly accessible online job registry, and strengthening program integrity measures and anti-fraud provisions to protect American workers and guest workers.

    Unleashing American Prosperity and Competitiveness

    • Modernizes our legal immigration system and fixes backlogs.
      • Cuts the legal immigration backlog at ten years, ensuring anyone that has been waiting for a legal visa (either family-based or employment-based) for ten years or more (calculated by priority date) will be provided with that visa.
      • Raises the per-country cap set in the Immigration Act of 1990 from 7% to 15%.
      • Allows STEM PhD graduates from American universities, including medical students, to be eligible for an O visa. This allows “Individuals with Extraordinary Ability or Achievement” to stay and work in the U.S. if they choose to.
      • Increases high-skilled employment visas opportunities by only counting the principal applicant and excluding derivatives (children and spouses) from counting towards the annual Employment-Based visa caps. It does not raise the caps.
      • Includes the H-4 Work Authorization Act, allowing spouses of H-1B immigrants to automatically be granted work authorization upon receiving their H-4 visa.
      • Includes the American Families United Act, which authorizes discretion if an undocumented child or spouse of a U.S. citizen is denied a visa or has received a deportation order, affording families relief on a case-by-case basis.
      • Includes the Temporary Family Visitation Act, which creates a new, 90-day visitor visa that can be used by foreigners to travel to the United States for business, pleasure, or family purposes.
      • Ensures that children legally present in the United States do not age out of receiving certain visas due to USCIS processing delays.
      • Requires students working in the United States as part of the Optional Practical Training (OPT) program to pay FICA (Social Security and Medicare) taxes.
      • Modernizes student visas by changing the F visa to be “dual intent.”
      • Creates an Immigration Agency Coordinator position to oversee and streamline immigration functions at USCIS, the State Department, and the Department of Labor.
      • Surges resources to USCIS operations, the Bureau of Consular Affairs and Visa Service at the State Department, and the Office of Foreign Labor Certification at DOL to reduce delays and improve visa processing.

    No taxpayer funds will be used to pay for the Dignity Act.

    • The border infrastructure, improved ports of entry infrastructure, new humanitarian campuses, increased personnel, and all other associated costs in this bill are paid for by an “Immigration Infrastructure Levy.”
      • A 1.5% levy will be deducted from the paychecks of individuals given work authorization under the Dignity Program. These levies will be deposited into the Immigration Infrastructure Fund to be used to carry out the provisions of this act.
    • The American Worker Fund, used to provide workforce development for American workers, will be funded by restitution payments from the Dignity and Redemption Programs.

    CARNEGIE, PA — Today, Congressman Chris Deluzio (PA-17) announced that since taking office in January 2023, the people, businesses, and workers of Pennsylvania’s 17th Congressional District have received more than $2.29 billion dollars of federal grants and contracts. This is an increase of more than $655 million from the data collected as of July 2024 ($1.63 billion). 

    “Since I was sworn in to the Congress, I’ve been laser focused on bringing home federal money for projects that will make life better for the people of Western Pennsylvania,” said Congressman Deluzio. “Today, I’m proud to announce that since I’ve been our Congressman, we’ve seen more than $2.2 billion in federal grants and contracts back into our community. From defense contracts creating work for local manufacturers, to grants for highways, or funding law enforcement, this federal funding is making a real impact in the lives of my constituents.” 

    At an event on Neville Island, PA highlighting his Administration’s bridge repair efforts, Governor Josh Shapiro took the time to highlight Congressman Deluzio’s dedication to bringing home federal investments for the people of Western Pennsylvania.

  • MIL-OSI USA: Hageman Introduces Expedited Appeals Review Act Allowing Challengers of an Agency Decision an Expedited Verdict by a Neutral Arbiter

    Washington, D.C. – Today, Congresswoman Hageman introduced the Expedited Appeals Review Act (EARA), which provides entities before the Department of the Interior’s Board of Land Appeals (IBLA) the opportunity to file for an expedited review so they can quickly go to court in front of a neutral arbiter.

    Under current law, challengers of an agency decision within the Department of Interior (DOI), must appeal to the IBLA, an administrative court that is also housed within the DOI.  The use of administrative courts pose a variety of constitutional issues, including in relation to the separation of powers, as the agencies who adopt the regulations seek to enforce them through their in-house court system, such as the IBLA.  Over 90% of these cases are typically resolved in the agency’s favor, while often taking years for the case to be decided.

    “We are a government ‘of, by and for the people’ and every agency and their employees should be accountable to the people. It is no wonder that the current construct of in-house courts ruling on cases where the agency’s policies are in question tend to fall on the side of the government almost exclusively.

    “In my 3 decades of practicing law I witnessed cases argued before agency-appointed judges on numerous occasions and then waited as the IBLA delayed issuing a decision. Not only does this leave the non-agency party in limbo as to the outcome of their case, but also costs them significantly in potential fees and penalties waiting for their cases to be considered.

    “This broken system needs to be fixed so that American citizens and companies have a fighting chance against the DOI’s ongoing agenda against our legacy industries.  My bill gives these parties the opportunity to expedite the process and pursue an impartial route in those circumstances where the IBLA is refusing to timely address the matter in front of it.  

    The Expedited Appeals Review Act ensures that if IBLA fails to make a decision within 18 months of the appeal being filed, the applicant can demand an expedited review. The IBLA then has 6 months to resolve the case. Failure to do so allows for that non-agency party to proceed to district court where they will be granted the opportunity to conduct discovery and develop the administrative record.

    Background:

    • The IBLA is a regulatorily constructed, pseudo-judicial, administrative court within the Department of the Interior. It oversees appeals of agency actions, including those from the Bureau of Land Management, Bureau of Ocean Energy Management, Bureau of Safety and Environmental Enforcement, Office of Natural Resources Revenue, and Office of Surface Mining Reclamation and Enforcement.
    • Currently, there are seven administrative judges, four of which were appointed in the last year. · There are over 650 appeals sitting before the IBLA, many of which have been pending for over five years.
    • During an appeal, the agency establishes the administrative record. Frequently, the record is heavily redacted and purposefully excludes documents that favor the appellant. In fact, IBLA judges have explicitly found that the Department compiled administrative records in bad faith and in a biased manner.
    • In FY ’23, IBLA decided only 36 cases on the merits, 34 (94%) of which upheld the Department’s decision. Once a case is finally decided, the administrative record is set and the agency’s decision receives deference, only being overturned if it is found to be arbitrary and capricious. And even if a party wins in District Court, the Court will remand the decision to the agency, restarting the entire process.
    • As a member of the House Judiciary Committee, Rep. Hageman spearheaded an oversight hearing titled “Reining in the Administrative State: Agency Adjudication and Other Agency Action” which exposed the unconstitutionality of administrative courts, including their denial of due process and jury trial rights as well as infringement on the separation of powers
    • Prior to taking office as Wyoming’s lone congressional member, Harriet Hageman was an attorney defending individuals and entities against government agencies, winning cases opposing several of the agencies that are within the Department of Interior.

Lori Chavez-DeRemer (OR-05), Jim Costa (CA-21), and Doug LaMalfa (CA-01) have introduced the Rural Homeownership Continuity Act (H.R. 9814), a bipartisan proposal that would help families attain federal loans at lower interest rates. The goal is to make homeownership more affordable in rural America.

    “Oregon is ranked the fifth-most unaffordable state for local homebuyers, and all of our communities – urban, suburban, and rural – have felt the effects of this affordability crisis. Too many Oregonians are forced to work multiple jobs just to afford their mortgages,” Chavez-DeRemer said. “That’s why I’ve been working to find bipartisan solutions that will make a direct, lasting impact. By streamlining the process of loan transfer, this legislation makes it easier for rural families to get the financing they need to own a home,” said LaMalfa. 

    The Section 502 Single Family Housing Loan Guarantee Program is a mortgage assistance program within the U.S. Department of Agriculture (USDA) that helps with lending for low- and moderate-income households buying homes located in eligible rural areas. 

    In rural communities, where access to affordable housing is often limited, the Rural Homeownership Continuity Act would amend the Housing Act of 1949 to permit loan assumption under Section 502 to release departing borrowers from liability when their loans are assumed by new borrowers. 

    Right now, when someone sells a home that has a USDA Section 502 Guaranteed Loan, the buyer can’t transfer the seller’s low interest rate. Instead, they often must settle for higher rates from private lenders. In contrast, existing USDA loans can offer rates as low as 3-4.5 percent, and even down to 1 percent for very low-income buyers. This difference can save families a lot of money over time.

    Last month, Chavez-DeRemer introduced a bipartisan bill to ensure more people experiencing homelessness can access the resources they need to get back on their feet. She recently helped secure a $5 million federal grant to help Bend build more affordable homes. Chavez-DeRemer is also leading the bipartisan Choice in Affordable Housing Act to help more low-income families access affordable housing. Additionally, she has backed bipartisan legislation like the Affordable Housing Credit Improvement Act and the Neighborhood Homes Investment Act that would help build more affordable homes.

    Washington, D.C. –Congressman Jonathan Jackson today called for an immediate stay of execution for Robert Roberson, who is scheduled to be executed in Texas. 

    Congressman Jackson emphasized the urgent need for a thorough review of Roberson’s case, citing significant concerns about the fairness of his trial and the 

    evidence used to convict him.

    “Robert Roberson’s case raises serious questions about the integrity of our justice system,” said Congressman Jackson. 

    “We cannot allow an execution to proceed when there are substantial doubts about the validity of the conviction. It is imperative that we ensure

  • MIL-OSI USA: Deluzio Secures $800,000 to Repair Failing Section of Old William Penn Highway in Penn Hills

    PENN HILLS, PA — Today, Congressman Chris Deluzio (PA-17) announced he secured a $800,000 federal investment to repair a partially collapsed section of Old William Penn Highway in Penn Hills and stave off further collapse and structural failure. The federal funds will support a safer road and easier traffic flow for residents, commuters, and worshippers at the nearby Sri Venkateswara Hindu Temple.   

    “Whether it’s people getting on the Parkway for their work commute, kids taking buses to school, or worshippers heading to the Sri Venkateswara Temple, the good folks in Penn Hills depend on Old William Penn Highway,” said Congressman Deluzio, “I’m proud to announce I secured $800,000 in federal funding to repair Old William Penn Highway, fix up the structural issues caused by the landslide, and make it a safer and better road for all of us.” 

    The section of Old William Penn that is currently failing is due to a landslide that is slowly eroding the roadway. Municipal estimations project one more functional winter before the unsafe conditions would force the road to close. The federal funds Deluzio announced today will keep the road functional while the construction takes place. Work has already begun at the site, with workers this week performing geotechnical services in coordination with PennDOT engineers. Photos of the worksite and today’s event can be found here.     Old William Penn Highway serves as a main artery in the region, connecting Penn Hills to the Parkway East as well as to the Sri Venkateswara Temple, a major Hindu temple in the region with thousands of members. Residents, local businesses, and commuters support this construction.

    This project in Penn Hills is one of fifteen community projects that Congressman Chris Deluzio successfully got funded for Pennsylvania’s 17th Congressional District through the annual congressional funding bills. His funded projects also included local police departments, fire stations, downtown revitalization, street and water system repairs, and more. 

    State Senator Jay Costa, Penn Hills Mayor Pauline Calabrese, Councilperson Joanne Fascio, and Municipal Manager Scott Andrejchak joined Congressman Deluzio today to highlight these funds, visit the site on Old William Penn Highway, and accept a large check for the project.
