  • MIL-OSI Security: SDTX continues efforts to secure the border with 209 more charged with immigration-related crimes

    HOUSTON – A total of 209 cases have been filed in immigration and border security-related matters from May 9-15, announced U.S. Attorney Nicholas J. Ganjei. 

    As part of the cases, 78 face allegations of illegally reentering the country. The majority have prior felony convictions for narcotics, violent crime, sexual offenses, prior immigration crimes and more. A total of 124 people face charges of illegally entering the country, while seven cases allege various instances of human smuggling.

    Three of those charged this week had unlawfully attempted to reenter the country after being removed less than one month ago, according to allegations. Authorities had allegedly removed Honduran national Erick Nahun Orellana-Ramos and Mexican national Alejandro De La Vega-Loyola April 21, while Mexican national Luis Cibrian-Gonzalez was removed May 5. However, the alleged convicted felons were once again allegedly discovered in the United States unlawfully, according to their charges.

    Criminal complaints further allege Eleno Martin Velazquez-Hernandez and Edwin Vazquez-Perez both have prior convictions for sexual assault and were previously removed from the United States in 2021 and 2019, respectively. However, law enforcement allegedly found the men in the Rio Grande Valley and are now charged with illegal reentry after removal. 

    Similarly, Heriberto Garcia-Robles was allegedly discovered near Mission. The criminal complaint charging him alleges the Mexican male had been previously removed Jan. 10, 2023, following a conviction for aggravated assault with a deadly weapon.  

    In addition to the new cases, two Tango Blast gang members were sentenced for conspiring to transport illegal aliens. Eusebio Regalado was ordered to serve 66 months while Eric Grajeda had previously received 36 months. Both had led law enforcement on multiple vehicle pursuits during human smuggling attempts. 

    “With these sentencings, two less gang members are out on the streets, and a human smuggling operation has been dismantled,” said Ganjei. “Securing the border is the Southern District’s top priority, and we’re delivering.”

    In Brownsville, Felix Raymundo Mora-Gonzalez received a 70-month sentence for possession of child sexual abuse material (CSAM). He was originally arrested Feb. 21, 2023, for harboring illegal aliens. However, the investigation uncovered a cell phone at the stash house that belonged him. A forensic examination of the cell phone revealed Mora-Gonzalez knowingly possessed 29 videos and nine images of CSAM. He had also previously pleaded guilty to the smuggling charges and received 15 months.

    Also announced was another criminal alien who had unlawfully reentered the United States. Hector Castillo-Molina has a lengthy criminal history to include five felonies such as burglary, drug possession, felon in possession of a firearm and illegal reentry into the United States. In handing down the sentence, the court called Castillo-Molina’s extensive record “concerning,” noting that if he kept coming back, he would just be spending all his time jail.

    In Corpus Christi, Eusebio Cavazos received the maximum of 60 months for smuggling 36 illegal aliens in a tractor trailer. All were from the countries of Guatemala, Honduras, Mexico and El Salvador. Five had previously been removed from the United States and now face additional charges for illegal reentry. Cavazos admitted he was paid to drive the group from near Donna to Houston and expected to earn $1,000 per person.

    Following a one-day bench trial in McAllen, an illegal alien was convicted of unlawfully reentering the United States for the eighth time. Enrique Melendez-Saldivar attempted to resist and evade arrest as authorities struggled to apprehend him in the South Texas brush. He faces up to 20 years in federal prison.

    In Houston, another illegal alien pleaded guilty in a large-scale wire fraud conspiracy involving more than 550,000 fraudulent Texas paper license plates. Former fugitive Emmanuel Padilla Reyes admitted he used stolen identities to obtain used car dealer licenses and created two fictitious dealerships to access the state’s secure tag portal. Authorities said he and his co-conspirators advertised the tags on social media and issued them without selling any vehicles. The fake tags allowed buyers to avoid registration, safety inspections and insurance, and enabled criminals to conceal their identities while committing crimes ranging from fraud to robberies and drive-by shootings. He faces up to five years in federal prison and is expected to face removal proceedings following his sentence. 

    These cases were referred or supported by federal law enforcement partners, including Immigration and Customs Enforcement (ICE) – Homeland Security Investigations, ICE – Enforcement and Removal Operations, Border Patrol, Drug Enforcement Administration, FBI, U.S. Marshals Service and Bureau of Alcohol, Tobacco, Firearms and Explosives with additional assistance from state and local law enforcement partners.

    The cases are part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces and Project Safe Neighborhood.

    Under current leadership, public safety and a secure border are the top priorities for the Southern District of Texas (SDTX). Enhanced enforcement both at the border and in the interior of the district have yielded aliens engaged in unlawful activity or with serious criminal history, including human trafficking, sexual assault and violence against children.  

    The SDTX remains one of the busiest in the nation. It represents 43 counties and more than nine million people covering 44,000 square miles. Assistant U.S. Attorneys from all seven divisions including Houston, Galveston, Victoria, Corpus Christi, Brownsville, McAllen and Laredo work directly with our law enforcement partners on the federal, state and local levels to prosecute the suspected offenders of these and other federal crimes. 

    An indictment or criminal complaint is a formal accusation of criminal conduct, not evidence. A defendant is presumed innocent unless convicted through due process of law.

  • MIL-OSI Africa: SIU further cracks down on Lotteries Commission corruption

    The Special Tribunal has granted an order to the Special Investigating Unit (SIU) allowing the anti-corruption unit to freeze assets worth some R24.8 million related to alleged misappropriation of a National Lotteries Commission (NLC) grant.

    According to the SIU, the order freezes two vehicles and a high-value Powerstar vehicle allegedly bought with money that was intended to fund the 2016 Rio Olympics “Roadshow Send-Off” campaign.

    “The judgment follows an SIU investigation that uncovered a coordinated scheme involving the Mshandukani Foundation NPO, registered just four months before receiving the grant.

    “In July 2016, the South African Sports Confederation and Olympic Committee [SASCOC] applied for funding on behalf of Mshandukani Foundation, claiming it would support Olympic awareness events nationwide. Despite the foundation’s lack of track record, the NLC approved R24.98 million within six days,” the SIU said.

    The money was then transferred to the non-profit organisations (NPO’s) accounts in three tranches.

    Within days those funds were allegedly diverted to entities linked to NLC officials, including:

    •    R15.35 million to Ironbridge Travel Agency, linked to former NLC chief operations officer (COO) Phillemon Letwaba, used for cars, goats, and personal expenses.
    •    R7.23 million to Mshandukani Holdings controlled by foundation member Mashudu Shandukani.
    •    Direct payments of R450 000 to Letwaba and R600 000 to former NLC legal manager, Tsietsi Maselwa.

    “The order of the Special Tribunal is part of implementing SIU investigation outcomes and consequence management to recover financial losses suffered by State institutions because of corruption or negligence.

    “The SIU is empowered to institute a civil action in the High Court or a Special Tribunal to correct any wrongdoing uncovered during investigations caused by corruption, fraud, or maladministration. 

    “In line with the Special Investigating Units and Special Tribunals Act 74 of 1996, the SIU refers any evidence pointing to criminal conduct it uncovers to the National Prosecuting Authority (NPA) for further action,” the SIU said. – SAnews.gov.za

  • MIL-OSI USA: ICE Los Angeles arrests 2 individuals for interfering in law enforcement operations

    LOS ANGELES — U.S. Immigration and Customs Enforcement special agents arrested two males May 13 for criminal conspiracy offenses related to impeding an officer.

    Gustavo Torres, 28, and Kiara Jaime-Flores, 34, both from Los Angeles, were arrested for conspiracy to impede or injure a federal officer.

    The arrests stem from an incident that occurred Feb. 28 that involved ICE Homeland Security Investigations and U.S. Border Patrol agents who were serving four criminal search and arrest warrants to a known transnational criminal organization allegedly involved with international human smuggling. As the agents were departing the area in identifiable government vehicles, Torres and Jaime-Flores were observed following the agents, then allegedly using their vehicle to cut off the agents by conducting blocking maneuvers, then speeding up, pulling in front of the government vehicles, and stopping abruptly in what was thought to be an attempt to cause a collision.

    “Impeding law enforcement activity is not only dangerous, it’s illegal,” said acting ICE HSI Los Angeles Special Agent in Charge John Pasciucco. “HSI is committed to carrying out their law enforcement duties in a professional manner without being incumbered by those looking to impede lawful enforcement actions.”

    This is an ongoing ICE investigation.

    If convicted, Torres and Flores would face a statutory maximum sentence of six years in federal prison.

    Indictments contain allegations that a defendant has committed a crime. Every defendant is presumed innocent until and unless proven guilty beyond a reasonable doubt.

  • MIL-OSI Security: 295 New Immigration Cases in Western District of Texas This Week

    SAN ANTONIO – Acting United States Attorney Margaret Leachman for the Western District of Texas announced today, that federal prosecutors in the district filed 295 new immigration and immigration-related criminal cases from May 9 through May 15.

    Among the new cases, Mexican nationals Juan Jose Medrano-Escobedo and Rosendo Dominguez-Morales were arrested after allegedly entering the U.S. illegally through the Texas National Defense Area (Tx-NDA) less than half a mile west of the Paso Del Norte Port of Entry in El Paso. Medrano-Escobedo has been previously removed from the U.S. to Mexico twice, most recently July 30, 2024. He has been convicted of three felonies, including evading arrest in 2017 and aggravated assault with a deadly weapon in November 2023. Dominguez-Morales was last removed on Aug. 20, 2024, following an Aug. 18, 2024 felony conviction for assault while displaying a dangerous weapon. Medrano-Escobedo and Dominguez-Morales are each charged with two counts related to violating defense property security regulation and one count of illegal re-entry.

    Also in El Paso, two U.S. citizens are charged with conspiracy to transport illegal aliens after being arrested by U.S. Border Patrol agents in Fabens. Jared Isai Ramirez and Jesus Alberto Soriano, driving separate vehicles, allegedly attempted to flee from USBP. A criminal complaint alleges Ramirez lost control of his vehicle and collided into a rock wall. He and four passengers allegedly exited the vehicle and attempted to flee on foot before being apprehended. The four passengers were determined to be illegal aliens and were transported with Ramirez to the Clint Border Patrol Station for further investigation. Soriano eventually stopped the vehicle he was driving and was also transported to the Clint Border Patrol Station. The criminal complaint alleges that Ramirez admitted that he would be paid $300 for each of the four illegal aliens he was transporting. Soriano allegedly stated that he had agreed to scout the area for law enforcement during the smuggling scheme. 

    A Mexican national was encountered at the Bastrop County Jail and charged with illegal re-entry in Austin. Elisandro Enriquez-Sanchez has been removed from the U.S. to Mexico four times in addition to a voluntary return. He had been arrested in Bastrop and charged with driving while intoxicated with an open alcohol container. Enriquez-Sanchez’s lengthy criminal record includes two convictions for illegal re-entry as well as taking a weapon from an officer, assault causing bodily injury to a family member, and three DWIs in a two-year span.

    In Presidio County, Honduran national Angel Daniel Vasquez was arrested and charged with illegal re-entry. Vasquez has four prior removals, the last one being to Honduras May 27, 2024. He’s also a twice-convicted felon with a criminal record that includes assault causing bodily injury in Nashville, Tennessee in 2023 and a 2015 illegal re-entry conviction in Phoenix, Arizona. He was also convicted of a misdemeanor in Nashville for driving under the influence in April 2024.

    These cases were referred or supported by federal law enforcement partners, including Homeland Security Investigations (HSI), Immigration and Customs Enforcement’s Enforcement and Removal Operations (ICE ERO), U.S. Border Patrol, the Drug Enforcement Administration (DEA), the Federal Bureau of Investigation (FBI), the U.S. Marshals Service (USMS), and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), with additional assistance from state and local law enforcement partners.

    The U.S. Attorney’s Office for the Western District of Texas comprises 68 counties located in the central and western areas of Texas, encompasses nearly 93,000 square miles and an estimated population of 7.6 million people. The district includes three of the five largest cities in Texas—San Antonio, Austin and El Paso—and shares 660 miles of common border with the Republic of Mexico.

  • MIL-OSI Security: Prior sex offender from North Dakota who groomed a child online and sexually assaulted her after traveling to Wisconsin receives 30 years in federal prison

    Richard G. Frohling, Acting United States Attorney for the Eastern District of Wisconsin, announced that on May 15, 2025, Senior United States District Judge William C. Griesbach sentenced Kelly J. Rosemore (age: 43) to 30 years’ imprisonment, to be followed by life on supervised release, after Rosemore pled guilty to child enticement and committing a felony sex offense against a minor as a registered sex offender, in violation of Title 18, United States Code, Sections 2422 and 2260A.

    According to court records, in late 2023, Rosemore was living in North Dakota where he was required to register as a sex offender based on a prior felony sex offense against a minor from 2010. Before December 2023, Rosemore met a 14-year-old female from Wisconsin in an online platform. Unknown to the child’s family, Rosemore groomed her for months, including by sending her sexually explicit chats and photos. In March and April 2024, despite knowing the child was 14 years old, Rosemore twice traveled to the Green Bay area where he rented hotel rooms and sexually assaulted her, which included violent acts, restricting her breathing, restraining her wrists, and taking sexually explicit pictures of her while she was blindfolded.

    The child subsequently reported the sexual assaults to the Brown County Sheriff’s Office. Meanwhile, Rosemore had returned to North Dakota and sent the child a sexually explicit photo of her that she did not know he had taken, threatening to extort her. The Brown County Sheriff’s Office coordinated its investigation with the North Dakota Bureau of Criminal investigation, which arrested Rosemore and obtained incriminating evidence from his phone and vehicle.

    Rosemore was extradited to Wisconsin by the Brown County District Attorney’s Office, and he has remained in continuous custody as state and federal prosecutors worked collaboratively toward the outcome.

    At the sentencing hearing, Judge Griesbach emphasized that Rosemore was previously convicted and sentenced to prison for the same conduct, and that he had again targeted a child, whom he repeatedly and cruelly sexually assaulted. The judge said that Rosemore’s conduct called for a lengthy prison term to achieve just punishment, deterrence, and protecting the public.

    The investigation was spearheaded by the Brown County Sheriff’s Office Internet Crimes Against Children Task Force, with critical assistance from the North Dakota Bureau of Criminal Investigation. It was prosecuted by Assistant United States Attorney Timothy Funnell.

    Below are tips for preparing for Hurricane season

    If severe weather is predicted, stay alert to weather warnings and comply with local official evacuation orders

    What to do During Severe Weather:Use a weather radio to monitor evacuation orders

    Should local officials recommend manufactured housing occupants find sturdier shelter, evacuate immediately

    Survivors living in travel trailers must leave the trailer in place

    Never take shelter in a travel trailer or manufactured housing unit during high winds, ice storms, freezing rain, sleet or floods

     Please use weather affiliated with Florida StormsDirect Housing: How to Protect Your Family Before, During and After Severe WeatherOccupants in FEMA temporary housing units are not to board up windows, move the unit or alter the units in any physical way

    Individuals are only required to evacuate with their personal belongings when instructed to do so by state and local emergency management officials

     FEMA strongly encourages applicants to get renters insurance while they are in FEMA units

    Applicants in FEMA temporary housing units should develop their own evacuation and emergency communication plans

  • MIL-OSI Security: Repeat Sex Offender Who Held Standoff with SWAT Team Found Guilty of Federal Child Exploitation Crimes by South Florida Jury

    MIAMI – This week, a federal jury sitting in Fort Pierce, Florida found Michael Gordon Douglas, 48, of Escondido, California guilty of seven counts of Distribution of Child Sexual Abuse Material (“CSAM”) and one count of Attempted Enticement of a Minor to Engage in Sexual Activity.

    Federal prosecutors proved the following during the five-day trial: In October 2023, South Florida law enforcement learned that Douglas was active in an online chat room focused on incest and other sexual taboo. Douglas communicated with someone he believed was the mother of an eight-year-old girl. During months of chats, Douglas bragged about his sexual experiences with children and posted dozens of sexually explicit photos and videos. He repeatedly instructed the mother on how to gradually sexualize her child so that she would be ready, willing, and able to have sex with him. At one point, Douglas tried to set up a Halloween sex party where he offered to take the child’s virginity “in front of a meth-fueled orgy.”

    On the day of a planned meet-up with the child, Douglas spotted law enforcement and erratically drove away. Agents stopped the vehicle, and a female passenger jumped out screaming, “He’s got a grenade, he’s going to kill us!” Douglas then pulled the pin out of what looked like a real grenade and held a standoff with a SWAT team.  Douglas eventually put down the replica grenade and was arrested.

    Inside Douglas’s car, law enforcement discovered sex toys, personal lubricant, extra-small lingerie, a small speculum, and a unicorn stuffed animal. During planning chats, Douglas said he would bring those very items to his encounter with the child. The trial evidence showed that Douglas purchased most of these items online the day before the meeting with rush delivery.

    Sentencing is currently set for August 25 at 10 a.m. before U.S. District Judge Aileen M. Cannon. Douglas faces a minimum of 15 years and up to life in federal prison.

    HSI Miami and HSI San Diego Field Divisions investigated the case. U.S. Attorneys Justin Chapman and Adam McMichael are prosecuting it.

These cases were brought as part of Project Safe Childhood, a nationwide initiative to combat the epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice.   • MIL-OSI Security: Montgomery Man Sentenced on Federal Firearm Charge Following High-Speed Vehicle Pursuit and Shooting Incident

    MONTGOMERY, AL – Acting United States Attorney Kevin Davidson announced today that a Montgomery man has been sentenced to prison following his conviction in federal court. On May 15, 2025, 38-year-old Lorenzo Anterrio Monta received a sentence of 180 months in prison for being a felon in possession of a firearm. Upon completion of his 15-year prison term, Monta will serve three years of supervised release. As with all federal sentences, there is no parole.

    According to court records, on March 21, 2024, officers with the Montgomery Police Department (MPD) identified a vehicle traveling near Eastdale Road and Atlanta Highway that had been reported stolen earlier that day. When officers attempted a traffic stop, the driver refused to pull over and instead accelerated, initiating a high-speed pursuit.

    During the chase, a passenger in the vehicle—later identified as Monta—leaned out of the car window and fired multiple shots toward the pursuing MPD patrol vehicle. The pursuit ended when the driver brought the vehicle to a stop, and both occupants, including Monta, fled on foot. Officers quickly apprehended both individuals in the surrounding area. When Monta was taken into custody, officers recovered a handgun from his pocket.

    Monta has prior felony convictions and is prohibited from possessing a firearm or ammunition. On December 20, 2024, he pleaded guilty in federal court to one count of being a felon in possession of a firearm.

    “Lorenzo Monta’s actions showed a complete disregard for public safety and law enforcement,” said Acting United States Attorney Davidson. “Firing a weapon during a high-speed pursuit placed countless lives at risk. The sentence imposed was the maximum allowed by statute and reflects the seriousness of the offense. Our office remains committed to holding armed, violent felons accountable and we will continue working with our local and federal partners to protect our communities from gun violence.”

    This case was investigated by the Montgomery Police Department and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). Assistant United States Attorney Eric M. Counts prosecuted the case.

  • MIL-OSI Security: Defendant Sentenced to Prison in Domestic Violence Case

    ALBUQUERQUE – A Dulce man was sentenced to 24 months in prison for assault with a dangerous weapon following a violent domestic incident.

    There is no parole in the federal system.

    According to court documents, on November 16, 2021, Jicarilla Apache Police responded to a report of domestic violence at a residence within the Jicarilla Apache Nation. Upon arrival, officers found an adult female victim visibly distressed and injured. Officers observed fresh abrasions and other signs of physical harm.

    The investigation revealed that an argument between Orlyn Vigil, 49, an enrolled member of the Jicarilla Apache Nation, and the victim escalated into violence. Vigil physically assaulted the victim, including strangling, dragging, and throwing her to the ground. As the victim attempted to leave the area, Vigil struck her with a vehicle, causing further injury.

    Vigil pleaded guilty to assault with a deadly weapon. Upon his release from prison, Vigil will be subject to three years of supervised release.

    U.S. Attorney Ryan Ellison made the announcement today.

    The Jicarilla Apache Police Department investigated this case. Assistant United States Attorneys Mia Ulibarri-Rubin and Nicholas J. Marshall are prosecuting the case.

    BEAUMONT, Texas – A Beaumont man has been sentenced to federal prison for violent crime violations in the Eastern District of Texas, announced Acting U.S. Attorney Abe McGlothin, Jr.

    Patrick Lee Bridgewater, 22, pleaded guilty to Hobbs Act robbery and was sentenced to 63 months in federal prison by U.S. District Judge Marcia A. Crone on May 16, 2025.

    According to court documents, on April 14, 2023, local law enforcement officers responded to a report of an armed robbery in progress at the Speedy Stop on College Street in Beaumont.  Witnesses reported two men entered the store and demanded money from the clerk at gunpoint. A description of the men and the vehicle they fled in was broadcast to law enforcement.  The vehicle was quickly located traveling eastbound on College Street. A traffic stop was initiated, but the vehicle evaded police resulting in a high-speed chase eventually ending in Nederland.  Bridgewater was a passenger in the vehicle, which had been reported stolen and was being driven by a minor.  Evidence from the robbery was found in the vehicle.

    This case was sentenced as part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

    This case was investigated by FBI’s Beaumont field office and the Beaumont Police Department and prosecuted by Assistant U.S. Attorney Rachel Grove.

    Headline: Sustainability discussions focus on trade policy considerations and practices

    Richard Tarasofsky of Canada, a co-convener of TESSD, together with Costa Rica, thanked the facilitators of the working groups for advancing the outcome documents.  “I encourage all of you to engage actively, (as) we are now less than one year away from MC14 ,” he said.
    The four TESSD working groups held technical discussions on their respective topics and exchanged views on the first drafts of possible outcome documents in line with guidance provided by the high-level plenary meeting on 4 December 2024.
    In the Working Group on Subsidies, members explored the role of trade policy and international cooperation in decarbonizing maritime transport. They focused in particular on subsidies and other policy incentives for sustainable marine fuels, port infrastructure and green corridors, as well as on the role of financing and technical assistance to support developing economies in this regard.
    Setting the scene, the International Maritime Organization (IMO) introduced the new IMO Net-Zero Framework with mandatory emission limits. The European Union presented its policies and measures to support sustainable marine fuels, while DNV, a Norwegian private company, and the Global Maritime Forum (GMF), a not-for-profit organization, introduced their work in supporting the establishment of green shipping corridors. MSC Group presented the actions being taken to decarbonize their global fleet and the necessity for regulatory certainty and clarity for private sector investments related to decarbonization. Regarding a possible working group outcome, members considered key design elements in subsidies, including considerations for effective subsidy design and related practices among members.
    The Working Group on Circular Economy – Circularity heard about technical assistance projects offering insights into trade and circular economy, including from the International Trade Centre (ITC) and Mauritius on trade policy and regional cooperation in recycling lithium-ion batteries of electronic vehicles. UN Trade and Development (UNCTAD) also shared perspectives on trade-related aspects of circular economy in developing economies, highlighting opportunities for technology transfer for water treatment and textile circularity. In terms of a possible working group outcome, members focused on trade-related practices in priority sectors, such as textiles, batteries, electronics and renewable energy.
    In the Working Group on Environmental Goods and Services (EGS), members shared experiences of identifying and facilitating trade in EGS. Jaime Coghi Arias from Costa Rica, Chair of the Joint Initiative on Services Domestic Regulation, highlighted the link between good regulatory practices and environmental services. Switzerland introduced approaches used for identifying EGS under the Agreement on Climate Change, Trade and Sustainability (ACCTS) undertaken by Costa Rica, Iceland, New Zealand and Switzerland. The United Kingdom shared insights into EGS for climate adaptation in the water sector, and Argentina outlined its work in relation to sustainable agriculture. Members also reviewed suggestions on the working group’s draft outcome document.
    In the Working Group on Trade-Related Climate Measures (TrCMs), members heard presentations on border carbon adjustments (BCAs), with a focus on carbon standards and measurement methodologies. The International Institute for Sustainable Development (IISD) introduced its work on interoperability in its “Global Stakeholder Dialogues”. The Organisation for Economic Co-operation and Development (OECD) highlighted the importance of cross-border data-sharing through digitalization and customs cooperation. With regard to the first draft for an outcome, members brainstormed on how to compile policies in relation to climate objectives.
    Concluding the two-day meetings, Ana Lizano of Costa Rica, co-convenor of TESSD, said: “It was very encouraging to see the participation of the private sector and the sharing of experiences by developing economies across all four groups, even from non-co-sponsors. Looking ahead, we have made significant progress on the outcome documents, reflecting members’ inputs. We look forward to your collective support in refining the documents to ensure they are fit for purpose.”

    Guided by their 2021 Ministerial Statement, TESSD seeks to complement the work of the WTO Committee on Trade and Environment and advance discussions at the intersection of trade and environmental sustainability towards identifying concrete actions that members could take individually or collectively.   • MIL-OSI Global: What is a downburst? These winds can be destructive like tornadoes − we recreate them to test building designs

    From a distance, a downburst can look like a torrent of heavy rain. But at ground level, its behavior can be far more destructive.

    When a downburst’s winds hit the ground, they shoot out horizontally in all directions, sometimes with enough force to shatter windows and overturn vehicles.

    These winds behave in complicated ways, particularly in cities, as our latest research shows. Downburst winds can deflect off tall buildings, increasing the pressure on neighboring buildings’ windows and walls. The result can blow out glass and chip off facade. Even buildings designed to survive hurricanes can suffer major damage in a downburst.

    As engineers, we study downbursts with the goal of designing buildings, components such as solar panels and windows, and infrastructure such as power lines that can stand up to that powerful force. To do this, informed by field measurements, we create our own powerful downbursts using a hurricane simulator known as the Wall of Wind at Florida International University.

    What is a downburst?

    Downbursts can be as destructive as tornadoes, but their winds develop in a very different way.

    A downburst forms when a thunderstorm pulls cooler, heavier air down from high in the atmosphere. As this rain-cooled air rushes downward, it gains speed. Once it slams into the ground, it has nowhere to go but outward, sending strong winds in all horizontal directions.

    The wind speed in a downburst can reach over 150 miles per hour. That’s the strength of a Category 4 hurricane and strong enough to knock down trees and power lines, damage buildings and flip vehicles.

    These winds also rotate, but not in the same way tornadoes do. Downburst winds are typically considered straight-line winds, but they rotate around a horizontal axis as the wind curls upward after hitting the ground. Tornadoes, in contrast, spin around a vertical axis.

    Powerful storm systems known as derechos are often made up of multiple downburst clusters, each containing many smaller downbursts, sometimes called microbursts.

    On May 16, 2024, a derecho hit Houston with a downburst that was so strong, it blew out windows in several high-rise buildings that had been built to survive Category 4 hurricanes. The winds also pried off chunks of buildings’ facades.

    Two months later, Hurricane Beryl hit Houston with similar wind speeds, yet it left minimal damage to the downtown buildings.

    When a downburst hit downtown Houston on May 16, 2024, it shattered windows on some sides of buildings but not others, and not always in the line of the storm. The damage offered clues to how downbursts interact with tall buildings.

    To understand how a downburst like this can be so much more destructive – and what cities and building designers can do about it – we simulated both the Houston downburst winds and Hurricane Beryl’s winds in the Wall of Wind.

    The test facility is equipped with a dozen jet fans, each almost as tall as the workers who run them and powerful enough to simulate a Category 5 hurricane. Our team used these fans to recreate powerful downburst winds that hit horizontally with the maximum wind speeds near ground level. Then, we put several models of buildings to the test to see how roofs, windows, facades and the structures of power lines reacted under that force.

    In the Houston derecho, a downburst hit downtown with 100 mph winds. It cracked some lower windows, likely with blowing debris, but it also caused widespread unexpected damage midway up some of the buildings.

    The Chevron Building Auditorium actually suffered the most damage on a side that wasn’t directly in the line of the storm but was facing another tall building. That left some intriguing questions. It suggested that the way the buildings channel the wind may have created a strong suction that blew out windows midway up the tower. Another burning question is whether building design codes are outdated when it comes to how well their cladding can stand up to these localized winds.

    Using the Wall of Wind, we were able to test those pressures on models of the Houston buildings and see how downburst winds increased the pressured on a tall building model with excessive forces near the ground level.

    The ability to simulate these winds is important for improving engineers’ understanding of the differences in how downbursts and other wind events exert force on buildings. The results ultimately inform building standards to help create more resilient and better-protected communities.

    Building better power lines

    Big storms, like downbursts, can also take down power lines.

    Power lines extend hundreds of miles between cities and states, making them more susceptible to a hit from a localized severe storm, such as a downburst. If one of the towers falls, it can cause a chain reaction, like dominoes falling one after another. That can knock out power for large numbers of people.

    With colleagues, we have been testing transmission towers and multispan power-line systems under downburst and hurricane winds to understand how these structures respond, with the goal of developing better construction techniques. That work has helped to update the American manual for the design of power lines, which engineers use for designing safer, more storm-resilient transmission towers.

    What’s next

    Low-rise and mid-rise buildings are also vulnerable to downbursts, but the effects are less well understood. Downburst winds are most intense between 10 and 300 feet above the ground, meaning the roofs and walls of some low-rises can be hit with intense horizontal wind.

    Recent building codes have offered design guidelines to help ensure these buildings can withstand tornadoes. However, the way downbursts rotate in a short time around a building or a community of buildings puts pressure on the walls and the roof in different ways. Similar to straight-line winds, we expect high suction on the roof. Due to their short duration, varying wind direction and intense wind speed, downbursts may also cause excessive vibrations and varying pressure distribution on the roof components.

    How microbursts form.

    We’re now testing downburst damage to low- and mid-rise buildings to better understand the risks and help highlight changes that can make buildings more resilient.

    As populations grow, cities are adding more buildings. At the same time, powerful storms are becoming more frequent and more intense. Understanding the effects of different types of storms will help engineers construct high-rises, low-rises and power lines that are better able to withstand extreme weather.

  • MIL-OSI USA: Work resumes on SR 500 pedestrian bridge project following winter break

    Construction set to finish this summer, opening bridge to the public

    VANCOUVER – The final push to open a new pedestrian bridge crossing over State Route 500 in Vancouver began the week of May 5. 

    The Washington State Department of Transportation’s contractor, Cascade Bridge LLC, is building a new overcrossing that will shorten travel and reconnect neighborhoods.

    For the last several years, people walking, biking, or rolling across SR 500 at Northeast Stapleton Road and Northeast 54th Avenue have had to take the long way around. But not for much longer! 

    Warmer weather has allowed crews to resume ramp closures and occasional overnight single-lane closures along SR 500. These closures allow crews to advance work to finish the project.

    Remaining work

    This spring and summer, crews are finishing the following items:

    • Removing the traffic islands, which are small areas in the middle of the road that help separate cars going in different directions.
    • Pave the pathway leading up and over the bridge.
    • Repave the eastbound lanes of SR 500.
    • Bridge painting.
    • Install safety fencing along both sides of the bridge.
    • Paint roadway striping. 

    During construction, people who walk, bike, and roll can continue to use a free, on-demand shuttle service provided in partnership with C-TRAN to cross the highway. Call 360-695-0123 to book a ride.

    In 2024, crews built walls, the bridge, new sidewalks and pathways leading up to the bridge. Additionally, curb ramps were added for better access to newly completed sidewalks connecting to SR 500 on nearby cross streets.

    Once complete, the project will bring safer, easier travel for everyone in the community.

    ATLANTA – In response to an amended Presidential disaster declaration, the U.S. Small Business Administration (SBA) announced the availability of low interest federal disaster loans to small businesses, nonprofits and residents in additional Kentucky counties affected by the severe storms, straight-line winds, flooding, landslides and mudslides occurring Apr. 2.

    The amended declaration covers the newly designated counties of Breckinridge, Bullitt, Calloway, Daviess, Garrard, Grayson, Hancock, Hart, Henderson, Henry, Jefferson, LaRue, Lincoln, McLean, Meade, Muhlenberg, Nelson, Ohio, Oldham, Pendleton, Powell, Trimble, Warren and Webster, in Kentucky, which are eligible for both physical damage loans and Economic Injury Disaster Loans (EIDLs) from the SBA. SBA EIDLs are also now available to small businesses and private nonprofit (PNP) organizations in the adjacent counties of Allen, Barren, Campbell, Casey, Crittenden, Green, Harrison, Kenton, Lee, Marion, Menifee, Metcalfe, Pulaski, Rockcastle, Simpson, Taylor, Union and Wolfe in Kentucky, Clark, Crawford, Floyd, Perry, Posey, Spencer, Vanderburgh, and Warrick in Indiana, as well as Clermont in Ohio.  

    SBA customer service representatives will be on hand at the Business Recovery Centers (BRCs) to answer questions about SBA’s disaster loan program, explain the application process and help individuals complete their application.     Businesses and nonprofits are eligible to apply for business physical disaster loans and may borrow up to $2 million to repair or replace disaster-damaged or destroyed real estate, machinery and equipment, inventory, and other business assets.

    Homeowners and renters are eligible to apply for home and personal property loans and may borrow up to $100,000 to replace or repair personal property, such as clothing, furniture, cars, and appliances. Homeowners may apply for up to $500,000 to replace or repair their primary residence.  

    Applicants may also be eligible for a loan increase of up to 20% of their physical damage, as verified by the SBA, for mitigation purposes. Eligible mitigation improvements include strengthening structures to protect against high wind damage, upgrading to wind rated garage doors, and installing a safe room or storm shelter to help protect property and occupants from future damage.  

    “One distinct advantage of SBA’s disaster loan program is the opportunity to fund upgrades reducing the risk of future storm damage,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “I encourage businesses and homeowners to work with contractors and mitigation professionals to improve their storm readiness while taking advantage of SBA’s mitigation loans.”

    SBA’s EIDL program is available to eligible small businesses, small agricultural cooperatives, nurseries, and PNPs with financial losses directly related to this disaster. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for aquaculture enterprises.

    EIDLs are for working capital needs caused by the disaster and are available even if the business or PNP did not suffer any physical damage. They may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster.

    Interest rates are as low as 4% for small businesses, 3.62% for PNPs, and 2.75% for homeowners and renters, with terms up to 30 years. Interest does not begin to accrue, and payments are not due until 12 months from the date of the first loan disbursement. The SBA sets loan amounts and terms based on each applicant’s financial condition.

    Disaster survivors should not wait to settle with their insurance company before applying for a disaster loan. If a survivor does not know how much of their loss will be covered by insurance or other sources, SBA can make a low-interest disaster loan for the total loss up to its loan limits, provided the borrower agrees to use insurance proceeds to reduce or repay the loan.

    With the changes to FEMA’s Sequence of Delivery, survivors are now encouraged to simultaneously apply for FEMA grants and the SBA low-interest disaster loan assistance to fully recover. FEMA grants are intended to cover necessary expenses and serious needs not paid by insurance or other sources. The SBA disaster loan program is designed for your long-term recovery, to make you whole and get you back to your pre-disaster condition.

    The data doesn’t lie: It’s fun to ride the train

    DENVER – The final numbers are in, and the data shows that the first season of expanded Winter Park Express service has been a roaring success.

    The train, operated through a partnership between Winter Park Resorts and Amtrak, runs from Denver to the Winter Park Resort and the Winter Park-Fraser station during the ski season. Final data shows that ridership in 2025 increased by 153% to a total of 43,919 riders over the same period last winter.

    Trains averaged 89% full and most weekends were regularly running at 95% or more capacity.

    “Historic ridership increases on the Winter Park Express prove that when Coloradans have more   affordable, reliable and safe transportation options to get to the mountains, we flock to it,” said Gov. Jared Polis. “Thanks to this year’s state investment, more Coloradans than ever skipped the I-70 traffic and took the train to the mountains. Expanding this service and delivering Mountain Rail in this corridor will continue this historic growth, reducing traffic and pollution and saving people time and money.”

    Service for the Winter Park Express, known colloquially as the “ski train,” expanded in January from three days a week to five days a week. Meanwhile, fares were cut by more than 40%.

    Where passengers previously had only been able to take the train on Friday, Saturday and Sunday, they could now take it on Thursday and Monday as well. The ski train operates from  mid-December through the end of March for the winter season.

    “We believe that increased ridership at this level is helping to take cars off congested roadways and make everyone safer,” said CDOT Acting Director Sally Chafee. “It also means much lower emissions per passenger mile, so there’s a huge environmental benefit here.”  

    Amtrak officials were similarly satisfied with the first season’s results.

    “Our train crews and our team of volunteers rose to the challenge of unprecedented ridership for the Winter Park Express, delivering the service safely and successfully,” said Jennifer Mitchell, Amtrak executive vice president, strategy and planning. “Thanks to Gov. Polis and Colorado DOT for their support and to our operating partners at Union Pacific, BNSF Railway and Denver RTD for a sensational season.”

    The increased schedule and the decreased fares were made possible by revenue from the first year of the state’s new Congestion Impact Fee on rental cars, administered by the Colorado Transportation Investment Office. In addition to overseeing the state’s Express Lanes, CTIO is funding surface transportation projects that include rail.

    “CTIO couldn’t be happier with the results of the first season of expanded service for the ski train,” said CTIO Director Piper Darlington. “We believe ridership will continue to grow as more people learn about the additional days and lower fares.”

    With the fare reductions, one-way tickets for the Winter Park Express start at $19 or $9.50 for kids.

    In addition to being able to purchase food and beverages aboard the Winter Park Express, passengers can enjoy panoramic views of the Rockies from the Sightseer Lounge car.

    “The Winter Park Express has been a popular way for decades for skiers and snowboarders to easily get to the slopes. As there continues to be more and more pressure on our local roads and highways, the train provides a great alternative for people to get to Winter Park. We’re grateful to CDOT and Amtrak for their continued partnership, helping to make the train more affordable and accessible for everyone,” said Winter Park Resort President Sky Foulkes.

    The final numbers for ridership on the ski train come just as Colorado and Union Pacific Railroad have signed an historic agreement to allow UP to continue operations through the state-owned Moffat Tunnel while also permitting the state to operate expanded passenger rail service on Union Pacific rails. CDOT is in the process of planning the re-establishment of passenger rail service from Denver to Craig, connecting communities in the Yampa Valley with the state’s largest metro area.

    Service is expected to start in phases over the next several years, with train service eventually serving Granby, Steamboat Springs, Hayden, Craig and other communities.

    overnor Kathy Hochul today announced awards for a total of 19 transformational projects in the Mohawk Valley as part of two economic development programs: the Downtown Revitalization Initiative and NY Forward. Eight projects were announced for Herkimer, the Round 7 winner of a $10 million DRI award; six projects were announced for Boonville, a Round 2 winner of a $4.5 million NY Forward award; and five projects were announced for Richfield, also a Round 2 winner of a $4.5 million NY Forward award.

    “Revitalizing our towns and villages is about giving communities the tools they need to grow and thrive — that’s why I’m announcing 19 new investments in the Mohawk Valley that will transform neighborhoods for people who count on them,” Governor Hochul said. “The Mohawk Valley is home to an extraordinary array of small businesses and hubs of arts and culture, and by supporting them through these projects, we’re helping our communities write the next great chapter of their history.”

    Village of Herkimer
    The Village of Herkimer has represented itself as “A Jewel with Multiple Facets.” The Village’s DRI projects focus on workforce generation and economic development through investments in the downtown; streetscape enhancement and walkability; enhancing the downtown cultural experience; connecting the downtown to recreational assets; and improving downtown gateways that welcome businesses, residents and visitors.

    The 8 Herkimer DRI projects, totaling $9.7 million, include:

    • Enhance Village Streetscapes ($2,900,000): Enhance streetscapes in the “Diamond District” by creating a gateway arch at the intersection of Main Street and Albany Street to welcome visitors, improving multimodal transportation networks, and adding streetscape amenities.
    • Revitalize the Masonic Temple for Food and Commercial Business ($2,000,000): Complete a full renovation of the former masonic temple on Main Street to create a modern, multi-purpose incubator space with NYS-certified commercial kitchen for food startups, co-working and tenant office space, and community and event space.
    • Revitalize and Update Myers Park ($1,900,000): Construct a multi-purpose building with an outward facing performance space and restrooms in Myers Park; enhance outdoor seating; lighting, and landscaping; restore the historic fountain; and improve walkways and connectivity to surrounding neighborhoods.
    • Transform Heritage Access at the Herkimer County Historical Society ($1,208,000): Upgrade the Historical Society buildings to create accessible, functional spaces that protect historical artifacts and enhance community engagement. The project will install an elevator, improve storage and access to historic collections, and complete interior renovations to support events and programming.
    • Create a Herkimer DRI Small Project Fund ($600,000): Provide small businesses, non-profits, and property owners in the DRI Area with small grants for business assistance, technical assistance, public art, façade restoration and/or building renovation for commercial and mixed-use spaces.
    • Establish the Downtown Diamond District ($500,000): Establish a unique local branding and marketing campaign for Herkimer’s “Diamond District”, with unified signage, branding elements, and public art throughout the DRI Area as well as an online marketing presence.
    • Renovate Mixed-Use Building at 120 West Albany Street ($442,000): Revitalize a mixed-use downtown building through interior and exterior improvements to ensure the small business’s continued viability as a key service provider for Herkimer’s residents as well as area businesses and institutions.
    • Expand Local Dental Practice to Better Serve Veterans and Patients ($150,000): Build an addition on a local dentist office at 314 North Prospect Street to create new operatories and facilities that will improve access to dental care for residents and veterans in the region.

    Village of Boonville
    The Village of Boonville seeks to transform its downtown into an attractive destination for tourists and residents alike, building on its reputation as a hub for tourism and recreation, as well as the Gateway to the Adirondacks. Through the NY Forward projects, the Village envisions improved pedestrian-friendly infrastructure, expanded small business opportunities, and mixed-use building development.

    The 6 Boonville NY Forward Projects, totaling $4.5 Million, include:

    • Discover Boonville- Amplifying Gateways into Historic Downtown ($1,531,000): Improve the northern gateway, southern gateway and NYS Route 12-D (Main Street). Improvements include wayfinding signage, rebuilt sidewalks, pedestrian scale lighting, and landscaping and new sidewalk edges to better delineate the pedestrian and vehicular realms.
    • Rebuild the Mixed-Use Boone Building ($1,000,000): Construct a three-story, 25,500 square-foot mixed-use building, including three new retail spaces on the first floor and nine apartments on the upper floors.
    • Rebuild the Historic Slim’s Restaurant ($840,000): Rebuild the historic Slim’s Restaurant in the heart of the NYF Area. Project activities include the creation of a restaurant on the first floor and the addition of two apartments on the second floor.
    • Revive Manufacturing in Boonville ($600,000): Upgrades including a partial roof replacement, exterior painting, landscaping, exterior lighting, two new ADA-compliant restrooms, and some interior wall construction. A portion of the funding will be used toward improving site aesthetics and screening adjacent residential uses from the warehouse.
    • Restore Greenhouses and Expand Flower Hill Farm ($385,000): Flower Hill Farm will implement a multi-phase renovation project of its retail facility. Proposed improvements include the renovation of its existing greenhouse spaces, the rehabilitation of an underutilized barn into a retail venue with a commercial kitchen, and the installation of a botanical garden.
    • Renovate Restore Forward Building ($144,000): Renovate the interior and exterior to the building at 181 Main Street, including the addition of a co-working space, commercial kitchen and woodworking shop. Additionally, the building facade will be improved–making it more attractive to passersby.

    Town of Richfield
    The Greater Richfield Springs Downtown Area — located in the Town of Richfield and Village of Richfield Springs — is a small community with an outsized passion for the revitalization of its Main Street. NY Forward projects identified focus on adaptive re-use of existing buildings; increased sustainability and decreased greenhouse gas emissions; support for small business growth in the downtown area; and increase awareness of, and appreciation for, its diverse cultural backgrounds.

    The 5 Richfield NY Forward Projects, totaling $4.5 Million, include:

    • Revive Elk Opera House for Mixed-Use, Commercial & Residential ($1,552,000): Rehabilitate this historic structure with an updated facade while displaying its original name and year of construction. The five second-floor apartments will be redesigned for a more cohesive flow, while the third floor will be transformed into five apartments with generous loft spaces that take advantage of the high ceilings. Energy-efficient upgrades, including the installation of a new boiler will ensure the building is environmentally friendly.
    • Revitalize Historic Spring Park ($976,000): Revitalize Spring Park, honoring its historical significance and original design. The plan will ensure the park is welcoming, accessible, and engaging for people of all ages and abilities, while also visually reconnecting it to the downtown area. The project will reestablish formal walkways between allées of trees, create new meandering pathways, restore significant structures and install interpretive signage to tell the story of the park, the Sulphur springs and their connection to Native Americans.
    • Revamp Cornerstone Commercial/Residential Mixed-Use Structure ($826,000): Renovate the exterior of the building, five apartments on the front side of the building, and the four street-level commercial spaces. All the renovated spaces will get new heating and LED lighting.
    • Implement the Small Project Fund ($600,000): The Small Project Fund will provide financial support to small businesses and property owners within the Richfield NY Forward Area to help cover building renovations, business assistance and soft costs.
    • Expand 140 Main Street for Co-Op Commercial Kitchen and New Apartments ($546,000): Construct a commercial kitchen to support the growth and expansion of the Richfield Springs Community Food Cooperative, the construction of three new apartment units and the rehabilitation of the building’s facade.

    In the FY2025 Enacted Budget, Governor Hochul made the “Pro-Housing Community” designation a requirement for cities, towns and villages to access up to $650 million in State discretionary programs, including the Downtown Revitalization Initiative and New York Forward. To date, more than 300 municipalities across the State have become certified. To further support localities that are doing their part to address the housing crisis, Governor Hochul is creating a $100 million Pro-Housing Supply fund for certified Pro-Housing Communities to assist with critical infrastructure projects necessary to create new housing, such as sewer and water infrastructure upgrades.

    Empire State Development President, CEO, and Commissioner Hope Knight said, “The Downtown Revitalization Initiative and NY Forward programs are transforming communities across New York State by turning local visions into bold investments to generate place-based economic development.     DRI and NY Forward communities developed Strategic Implementation Plans (SIPs), which create a vision for the future of their downtown and identify and recommend a slate of complementary, transformative and implementable projects that support that vision. The SIPs are guided by a Local Planning Committee (LPC) comprised of local and regional leaders, stakeholders and community representatives, with the assistance of an assigned consultant and DOS staff, all of whom conduct extensive community outreach and engagement when determining projects. The projects selected for funding from the SIP were identified as having the greatest potential to jumpstart revitalization and generate new opportunities for long-term growth.

    About the Downtown Revitalization Initiative
    The Downtown Revitalization Initiative was created in 2016 to accelerate and expand the revitalization of downtowns and neighborhoods in all ten regions of the state to serve as centers of activity and catalysts for investment. Led by the Department of State with assistance from Empire State Development, Homes and Community Renewal and NYSERDA, the DRI represents an unprecedented and innovative “plan-then-act” strategy that couples strategic planning with immediate implementation and results in compact, walkable downtowns that are a key ingredient to helping New York State strengthen its economy, as well as to achieving the State’s bold climate goals by promoting the use of public transit and reducing dependence on private vehicles. Through nine rounds, the DRI has awarded a total of $900 million to 91 communities across every region of the State.

    About the NY Forward Program
    First announced as part of the 2022 Budget, Governor Hochul created the NY Forward program to build on the momentum created by the DRI. The program works in concert with the DRI to accelerate and expand the revitalization of smaller and rural downtowns throughout the State so that all communities can benefit from the State’s revitalization efforts, regardless of size, character, needs and challenges.

    NY Forward communities are supported by a professional planning consultant and team of State agency experts led by DOS to develop a Strategic Investment Plan that includes a slate of transformative, complementary and readily implementable projects. NY Forward projects are appropriately scaled to the size of each community; projects may include building renovation and redevelopment, new construction or creation of new or improved public spaces and other projects that enhance specific cultural and historical qualities that define and distinguish the small-town charm that defines these municipalities. Through three rounds, the NY Forward program has awarded a total of $300 million to 60 communities across every region of the State.

    Here are five reasons why President Donald J. Trump’s One, Big, Beautiful Bill is a generational opportunity to deliver the long-term changes Americans voted for:

    1. It’s the largest tax cut in American history.

    • It delivers PERMANENT tax cuts and bigger paychecks. This means an extra $5,000 in Americans’ pockets with a DOUBLE-DIGIT percent DECREASE to their tax bills. Americans earning between $30,000 and $80,000 will pay around 15% less in taxes.
    • It includes NO TAX ON TIPS and NO TAX ON OVERTIME. This makes good on two of President Trump’s cornerstone campaign promises and benefits hardworking Americans where they need it the most — their paychecks.
    • It provides historic tax relief to Social Security recipients. It slashes taxes on seniors’ Social Security benefits.

    2. It protects Medicaid for Americans by removing 1.4 million illegals.

    • It kicks illegal immigrants off taxpayer-funded Medicaid benefits. This bill eliminates waste, fraud, and abuse by ending benefits for at least 1.4 million illegal immigrants who are gaming the system.

    3. It makes President Trump’s border security permanent.

    • It funds President Trump’s border wall. As a result, 701 miles of primary wall, 900 miles of river barriers, 629 miles of secondary barriers, and 141 miles of vehicle and pedestrian barriers will be constructed — along with cutting-edge technology that will secure our homeland for generations to come.
    • It boosts Border Patrol and ICE agents on the frontlines. It will empower border officials with adequate resources to finally carry out their core mission by funding at least one million annual removals and hiring 10,000 new ICE personnel, 5,000 new customs officers, and 3,000 new Border Patrol agents.

    4. It finally modernizes air traffic control.

    • It fulfills President Trump’s plan to completely overhaul the systems that keep Americans flying safely and efficiently. This will allow President Trump to update our air traffic control systems and act where the Biden Administration failed (despite repeated warnings).

    5. It ends taxpayer-funded sex changes for minors.

    • The One, Big, Beautiful Bill restores sanity to government. It prohibits Medicaid funding for gender transition procedures for minors.

  • MIL-OSI Security: 128th Air Refueling Wing Hosts Joint Tactical Training with U.S. Marshals and Milwaukee Police

    Milwaukee, WI – The 128th Air Refueling Wing partnered with the U.S. Marshals Service and the Milwaukee Police Department to conduct a two-day combined training event, April 16–17, 2025, on base at General Mitchell Air National Guard Base.

    The joint training brought together 128 ARW Security Forces personnel and local law enforcement agencies for a series of advanced tactical exercises designed to strengthen interagency coordination, improve tactical response, and enhance mission readiness across all organizations involved. The event was led by instructors from the U.S. Marshals Service and featured realistic, hands-on training scenarios.

    Training events kicked off inside one of the Wing’s aircraft hangars with vehicle operations, where teams practiced high-risk vehicle approaches, tactical maneuvers, and suspect extraction techniques in confined spaces. The realistic environment allowed both military and civilian law enforcement personnel to work side by side, learning and refining techniques for use in operational settings.

    The second portion of the training focused on vehicle ballistics using paint rounds. This exercise provided participants with a safe but realistic simulation of weapons engagement around vehicles, emphasizing the effectiveness of cover, angles of fire, and decision-making under pressure.

    The final segment took place in an open-air environment and included instruction on coordinated movement, suspect pursuit and apprehension, and communication strategies between agencies. The training highlighted the importance of interoperability and real-time decision-making in complex, evolving situations.

    “Joint training events like this one with the Wisconsin Air National Guard allows our agency to utilize additional training venues and strengthen inter-agency relationships that enhance community law enforcement initiatives,” said Anna Ruzinski, U.S. Marshal for the Eastern District of Wisconsin. “We are very grateful to the WI ANG for their support in providing an excellent training location and the opportunity to collaborate with their security forces personnel, as well as for support from the city of Cudahy Emergency Medical Services in conducting a realistic medical response scenario.”

  • CAQM implements Stage-I of GRAP in Delhi-NCR to curb worsening air quality

    The Commission for Air Quality Management (CAQM) in the National Capital Region (NCR) and adjoining areas has invoked Stage-I of the Graded Response Action Plan (GRAP) with immediate effect on Friday, following a noticeable deterioration in air quality over the past two days. The decision was taken during a meeting of the Sub-Committee on GRAP held on May 16, after a sudden spike in the Air Quality Index (AQI) was recorded, primarily attributed to the long-range transport of dust and strong surface winds.
     
    Delhi’s average AQI stood at 278 on May 16, placing it in the ‘Poor’ category, according to the Central Pollution Control Board (CPCB). This marked a marginal increase from the previous day, despite forecasts predicting improvement. Based on current IMD and IITM forecasts, the air quality is expected to remain in the lower range of the ‘Poor’ category on May 17 as well.
     
    In response, CAQM has directed the immediate implementation of all measures outlined under Stage-I of the GRAP across the entire NCR. These actions aim to prevent any further degradation of air quality and will be enforced and monitored by all concerned agencies. The commission has urged the public to cooperate and strictly follow the Citizen Charter associated with Stage-I.
     
    Among the key advisories for citizens are maintaining properly tuned vehicles, ensuring up-to-date Pollution Under Control (PUC) certificates, avoiding vehicle idling at traffic lights, refraining from the use of old diesel or petrol vehicles beyond 10–15 years, and using eco-friendly alternatives during festivities. People are also encouraged to report polluting activities via mobile apps such as the 311 App, Green Delhi App, and SAMEER App.
     
    The 27-point action plan under Stage-I includes stringent dust mitigation at construction and demolition sites, regular lifting of municipal and hazardous waste, increased mechanized road sweeping, intensified use of anti-smog guns and water sprinkling, and strict enforcement of pollution norms across industries and vehicular traffic. Notably, all construction projects on plots of 500 square metres or more must be registered on the relevant state portals and comply with dust mitigation rules.
     
    Agencies have also been directed to stop illegal waste dumping, enforce emission standards in thermal power plants, prohibit the use of diesel generators as regular power sources, and ensure only clean fuels are used in eateries. Additional measures involve minimizing power cuts, managing traffic congestion, discouraging the use of firecrackers, and encouraging collective commuting among office-goers.
     
    Information dissemination will be stepped up through bulk SMS, social media, and mobile apps to keep citizens informed about pollution levels, complaint redressal mechanisms, and government actions.
     
    CAQM has assured that it will continue to closely monitor the air quality in the region and take further decisions based on upcoming forecasts and ground-level implementation of the prescribed measures.

    Imagine stepping onto a steamship along the Hudson River in 1900, setting off on a transatlantic journey that will take a full week. You turn to a fellow passenger and say, “In just a few decades, this same trip will take seven hours—and we’ll do it in the sky.” You’d likely be met with polite disbelief, maybe even a chuckle. The idea would sound more like fantasy than foresight. And yet, that’s exactly what happened. What once seemed impossible quickly became the new normal.

    And that’s about to happen with AI and business, but with once unimaginable progress compressed into a few years instead of decades. Many organizations are in the initial phase of AI transformation, with humans tapping AI as an assistant. Some have already reached the second phase, forming teams of humans and agents working together toward common goals.  

    But phase three, the Frontier Firm, where humans empower AI to become the operational engine of business—and agents become the primary producers of work—is harder to envision. It’s “imagining the impossible” territory. And the main barrier to getting there is not the limits of technology; it’s the challenge of imagining a totally new way to work and structure organizations, then figuring out how to execute that transformation. 

    The three phases of AI transformation 

    As we said last month in the 2025 Work Trend Index Annual Report, we see organizations moving through three phases on their way to becoming entirely new businesses, powered by intelligence on demand. Knowledge workers will no longer handle all knowledge work, with agents executing more and more of it. Human roles will refocus around vision, strategy, relationship building, and managing agents. 

    At Microsoft, we’re not just talking about this transformation—we’re living it. Our sales organization is actively navigating all three phases at once. By testing and scaling new tools like Microsoft 365 Copilot, Sales Chat, and our autonomous Sales Agent, we’re learning what works, where the friction points are, and how to evolve both our technology and our ways of working. These internal experiences are helping us refine the path forward—not just for ourselves, but for every organization on this journey.  

    “The core of what makes a good seller hasn’t changed,” says Pam Maynard, our Chief AI Transformation Officer for Microsoft Commercial. “They deeply understand the customer’s context, priorities, and pain points, and then map our solutions to those needs.” Increasingly, that will come from hybrid teams of humans + agents. 

    Phase 1: Human with assistant 
    Every employee uses AI as a personal assistant to work better and faster—writing, analyzing data, generating code. This is about productivity on a personal level rather than team or organizational. At scale, the impact means organizations working in the same way, using the same processes but more efficiently. In phase one, humans still drive the work. 

    For our sales organization, this step has focused on high-volume tasks: the administrative work that sellers often repeat dozens of times a day, like updating CRM records or taking meeting notes. “Copilot tackles the administrative minutiae so sellers can spend more time connecting with customers,” Maynard says. 

    The results? One sales team of nearly 700 people has already reported 9.4% higher revenue per person and 20% more deals closed compared to their peers with lower Copilot usage1—concrete gains that show how AI is driving real business outcomes. 

    Phase 2: Human-agent teams 
    Agents join the team as digital colleagues, taking on specific tasks at human direction—triaging support tickets, handling project management, facilitating meetings, contributing to brainstorming sessions. Agents boost efficiency and productivity at the team level, augment employees with new skills, and free them up to take on new, more valuable tasks. 

    At Microsoft, this shift is embodied in Sales Chat, an extension of Copilot that brings rich CRM and sales context directly into the seller’s workflow. Instead of toggling between dozens of tools to prepare for a customer meeting, sellers can now get instant access to detailed account and opportunity information, including licensing details, renewal timelines, and key decision-makers. It also surfaces high-level account summaries and revenue breakdowns, gives real-time coaching, and provides predictive insights to forecast deal outcomes and suggest next steps. “Before Sales Chat, sellers had to swivel between 20 different tools just to get the full picture,” Maynard says. “Now they can simply ask, ‘What do I need to know before my meeting with this customer?’ and get everything in one place. It points them straight to the highest-value action they can take.”  

    Phase 3: Human-led, agent-operated
    Humans define strategy and assign goals to agents. These agents work mostly with other agents to perform complex operations, escalating issues to humans for guidance when necessary. Agents will design workflows and even evaluate one another. Humans will monitor their progress through dashboards that summarize agentic activities, intervening only for critical decisions. We’ll see the emergence of a new career opportunity for humans in the AI age: agent manager, charged with building, delegating to, and supervising digital colleagues.  

    Progress through these phases won’t necessarily be linear—many companies will find themselves in more than one at the same time—and there will be a “jagged frontier” of AI transformation as you roll out phase three approaches across projects and teams. That’s part of progress, after all—people crossed the Atlantic via steamship well beyond the dawn of the aviation age. 

    The phase 3 frontier 

    Letting go of a more hands-on human role in day-to-day operations will feel daunting—especially in these early days. And being the first mover will always feel risky, but granting machines such unprecedented autonomy requires a new level of trust in our tools, and an understanding of what they can and cannot do well. 

    But with a little imagination you can move forward boldly and with manageable risk by taking a step-by-step approach: experimenting on low-stakes projects, verifying that they’re working well, documenting your learnings, and then scaling them. 

    For example, many companies hire sales development representatives to do the necessary but repetitive work of prospecting potential customers. An agent can take on that entry-level job in a territory where you weren’t planning to hire a human anyway. It’s the difference between hiring a digital worker—and finding value in an otherwise uncovered market—or no worker at all. 

    Our sales team uses our new Sales Agent to handle exactly that type of work. It can research leads, set up meetings, and email customers. A human seller takes over when it’s time to close the deal, just like they would with any early-in-career sales development rep. (Eventually, the agent will be able to close the deal itself.)

    Phase three is still early days for us. Even so, the shift is already giving rise to a new concept: the AI territory. “In a traditional territory, you assign a seller. In an AI territory, you assign an agent that can operate independently and deliver value,” Maynard says. “It’s a new business model for scale.”  

    A new perspective on AI and trust 

    It’s well established that we readily accept the risks that come with human mistakes while holding machines to a much higher standard (self-driving cars, for example). In the context of business, we worry AI might say or do the wrong thing, though we tolerate these same flaws in people every day. This asymmetric risk tolerance deserves examination, especially since AI systems can already do much more than we let them.  

    Consider how OpenAI o3’s ability to reason has brought breathtaking progress on key intelligence benchmarks. With AI developing so rapidly, is it more of a risk to take a leap or to keep waiting? Remember: companies have countless systems in place to mitigate risk caused by humans, and they can and will develop them for AI as well. 

    What’s more, no company is traveling the path to becoming a Frontier Firm for its own sake. Phase three–style transformation won’t just impact organizational structures; it will also drive growth. As you progress through this journey, the cost of human labor will decrease while digital labor costs rise, albeit marginally. Over time, new revenue streams will emerge, leading to an overall increase in profit margins. 

    Phase three means moving from directing people to designing systems. Leadership, meanwhile, shifts beyond managing people to orchestrating performance. To get started, test a new approach: choose one process in an area of low risk and strong potential, and try making it agent-led.  

    Worrying about the unknown is understandable. But the real risk here is inaction. The groundbreaking Frontier Firms that will reimagine knowledge work and dominate their industries in the coming decade are already pulling ahead.

    An indictment unsealed today in the Western District of Texas is the first in the nation to charge a Mexican national with providing material support to a designated foreign terrorist organization based on her involvement with the Cartel de Jalisco Nueva Generación (CJNG), including providing the cartel with grenades and engaging in alien smuggling, firearms trafficking, bulk cash smuggling, and narcotics trafficking on its behalf.

    “Cartels like CJNG are terrorist groups that wreak havoc in American communities and are responsible for countless lives lost in the United States, Mexico, and elsewhere.” said Attorney General Pamela Bondi. “This announcement demonstrates the Justice Department’s unwavering commitment to securing our borders and protecting Americans through effective prosecution.”

    According to court documents, Maria Del Rosario Navarro-Sanchez, 39, of Mexico, conspired with others to provide and did attempt to provide grenades to CJNG, a designated foreign terrorist organization. Additionally, Navarro-Sanchez, is charged with conspiracy to smuggle and transport aliens in the United States, straw purchasing and trafficking in firearms, bulk cash smuggling conspiracy, and conspiracy to possess a controlled substance with intent to distribute. Co-defendant Luis Carlos Davalos-Lopez, 27, of Mexico, is charged with conspiracy to smuggle illegal aliens into and transport aliens in the United States, straw purchasing and firearms trafficking. Co-defendant Gustavo Castro-Medina, 28, of Mexico, is charged with straw purchasing and firearms trafficking, conspiracy to possess a controlled substance with intent to distribute, and possession of a controlled substance with intent to distribute.

    On Feb. 20, the U.S. Department of State announced the designation of eight international cartels, including CJNG, as Foreign Terrorist Organizations (FTOs) and specially designated global terrorists. This designation makes available much stronger criminal charges in the fight to secure our nation’s borders. CJNG is a transnational criminal organization that controls a significant portion of the narcotics trafficking trade and has a presence in nearly every part of Mexico and dozens of other countries, including the United States. In addition to trafficking fentanyl, CJNG engages in money laundering, bribery, extortion of migrants, taxing of migrant smugglers, and other criminal activities, including acts of violence and intimidation. According to the State Department, CJNG has conducted attacks on Mexican military and police with military grade weaponry, the use of drones to drop explosives on Mexican law enforcement, and assassinations or attempted assassinations of Mexican officials.

    On Jan. 20, President Trump directed the Justice Department and other agencies to pursue total elimination of cartels and transnational criminal organizations because they pose extremely serious threats to the United States, including by jeopardizing a stable and secure border.     Cars.net was launched in 2021 and helps consumers obtain the best prices for new vehicles whilst simultaneously introducing qualified buyers to automotive dealerships across the United States.

    The proposed acquisition includes the software, database, intellectual property and coveted Cars.net domain name.

    Marbanc International plans to expand Cars.net globally via joint venture partners in the automotive industry, with a focus in United States, United Kingdom and Australia. The group has already forged relationships with experienced automotive industry professionals who have expressed interest in formalizing commercial arrangements with Cars.net.

    Industry giant Cars.com, the NYSE-listed automotive company, is widely recognized as owning the world’s most valuable domain name (Cars.com) which in 2016 was valued at US$872 million according to regulatory filings. The Cars.com domain name valuation is consistent with the growth in high-value domain names in recent years including CarInsurance.com which last sold for $49.7 million, PrivateJet.com for $30.18 million and Voice.com for $30 million.

  • Akashteer: the invisible shield behind India’s new-generation air defence

    In a defining moment for India’s defence preparedness, the indigenous Akashteer system played a pivotal role in neutralising Pakistan’s most intense coordinated air assault in recent times. During the night of May 9 and 10, when multiple drones and missiles targeted Indian military and civilian installations, it was Akashteer—the country’s automated Air Defence Control and Reporting System—that intercepted and eliminated every incoming threat.
     
    Unlike traditional air defence responses, this was not about visible firepower or headline-making strikes. Akashteer worked silently and decisively. Designed and developed under the Atmanirbhar Bharat initiative, the system proved its mettle in real-time warfare, offering automated detection, tracking and engagement capabilities. It delivered a rapid response, integrating multiple radar and sensor platforms to assess threats and neutralise them without delay or error.
     
    This advanced air defence solution stands in sharp contrast to Pakistan’s imported HQ-9 and HQ-16 systems, which reportedly failed to counter Indian offensives during Operation Sindoor. In that operation, Indian forces demonstrated an unprecedented level of coordination and speed, largely enabled by Akashteer’s battlefield intelligence and real-time decision-making ability.
     
    Akashteer is more than just a defence system—it is the embodiment of a strategic shift in India’s military doctrine. From passive defence models to proactive, technology-driven retaliation, India has entered a new phase of warfare preparedness. The system provides a shared, real-time air picture to all units involved, from command centres to ground-based defence units. It allows precise engagement with hostile targets while ensuring complete safety for friendly forces operating in contested airspace.
     
    What distinguishes Akashteer is its integration into India’s larger defence command infrastructure. As part of the C4ISR framework—Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance—Akashteer functions in synergy with the Indian Army, Navy and Air Force.     The system links seamlessly with the Indian Air Force’s IACCS and the Navy’s TRIGUN network, creating a unified and coordinated defence front.     Akashteer is a product of India’s growing defence manufacturing ecosystem. Under the Make in India programme, the country is rapidly moving towards self-reliance in defence production. India has set a target of ₹3 lakh crore in defence production by 2029. Currently, 65% of defence equipment is manufactured domestically—a reversal from earlier trends where imports dominated the sector. This transformation is powered by contributions from 16 Defence Public Sector Undertakings (DPSUs), over 430 licensed companies, and nearly 16,000 MSMEs, alongside private sector participation accounting for 21% of the output.

  • MIL-OSI USA: SBA Relief Still Available to Louisiana Small Businesses, Nonprofits and Residents Affected by March Storms

    SACRAMENTO, Calif. – The U.S. Small Business Administration (SBA) is reminding eligible small businesses, nonprofits, and residents in Louisiana of the June 16 deadline to apply for low interest federal disaster loans to offset physical damage caused by severe storms and flooding occurring March 29–April 2.

    The disaster declaration covers the Louisiana parishes of Acadia, Evangeline, Jefferson Davis, Lafayette, St. Landry and Vermilion.

    Small businesses and nonprofits are eligible to apply for business physical disaster loans and may borrow up to $2 million to repair or replace disaster-damaged or destroyed real estate, machinery and equipment, inventory, and other business assets.

    Homeowners and renters are eligible to apply for home and personal property loans and may borrow up to $100,000 to replace or repair personal property, such as clothing, furniture, cars, and appliances. Homeowners may apply for up to $500,000 to replace or repair their primary residence.

    Applicants may also be eligible for a loan increase of up to 20% of their physical damage, as verified by the SBA, for mitigation purposes. Eligible mitigation improvements include strengthening structures to protect against high wind damage, upgrading to wind rated garage doors, and installing a safe room or storm shelter to help protect property and occupants from future damage.

    “One distinct advantage of SBA’s disaster loan program is the opportunity to fund upgrades reducing the risk of future storm damage,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “I encourage businesses and homeowners to work with contractors and mitigation professionals to improve their storm readiness while taking advantage of SBA’s physical damage loans.”

    SBA’s Economic Injury Disaster Loan (EIDL) program is available to eligible small businesses, small agricultural cooperatives, nurseries and private nonprofit (PNP) organizations impacted by financial losses directly related to this disaster. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for aquaculture enterprises.

    Interest rates can be as low as 4% for small businesses, 3.62% for nonprofits, and 2.75% for homeowners and renters, with terms up to 30 years. Interest does not begin to accrue, and payments are not due until 12 months from the date of the first loan disbursement. The SBA sets loan amounts and terms, based on each applicant’s financial condition.

  • MIL-OSI Security: Stephenville — Campbells Creek man charged by Bay St. George RCMP for flight from police and dangerous operation

    Criminal charges have been laid by Bay St. George RCMP against 32-year-old James Marche of Campbells Creek.

    On May 14, 2025, Bay St. George RCMP attempted to conduct a traffic stop on a vehicle in Stephenville. The driver failed to stop for police and fled at a high rate of speed and in a dangerous manner, passing a number of vehicles, including a school bus. In the interest of public safety police did not pursue. In continuing the investigation, police confirmed the identity of the driver as James Marche.

    With the assistance of RCMP Police Dog Services, Marche was arrested on May 16 by Bay St. George RCMP without further incident.

    Marche is charged with the following offences:

    • Dangerous operation
    • Flight from police
    • Breach of release order

    Additionally, he was ticketed under the Highway Traffic Act for improper passing.

    Marche appeared in court this morning and was remanded into custody. His next court appearance will take place on Tuesday.

    Bay St. George RCMP looks to identify possible witnesses or those having dash cam or surveillance footage of the incident. The dangerous driving occurred in the areas of the Hansen Highway, West Street and Kippens Road in Stephenville between 2:20 p.m. and 2:35 p.m. on Wednesday, May 14, 2025.

    The investigation is continuing.

  • MIL-OSI Security: Mission Man Sentenced to More Than 6 Years in Federal Prison for Assault With a Dangerous Weapon

    PIERRE – United States Attorney Alison J. Ramsdell announced today that U.S. District Judge Eric C. Schulte has sentenced a Mission, South Dakota, man convicted of Assault With a Dangerous Weapon. The sentencing took place on May 13, 2025 .

    Charles Fast Horse Jr., age 22, was sentenced to six years and six months in federal prison, followed by three years of supervised release, and ordered to pay a $100 special assessment to the Federal Crime Victims Fund.

    Fast Horse was indicted by a federal grand jury in August 2024. He pleaded guilty on February 12, 2025.

    The conviction stems from an incident that occurred in April 2024 within the boundaries of the Rosebud Sioux Indian Reservation. On April 28, 2024, Fast Horse was riding in a vehicle with a group of individuals that included the victim. When the vehicle stopped at a residence in Mission, Fast Horse produced a knife and threatened the victim. The victim exited and fled the vehicle, but Fast Horse picked up an axe from the yard and chased after the victim. He then struck the victim multiple times with the axe, inflicting life-threatening injuries.

    This case was investigated by Rosebud Sioux Tribe Law Enforcement Services. Assistant U.S. Attorney Kirk Albertson prosecuted the case.

    Fast Horse was immediately remanded to the custody of the U.S. Marshals Service.

  • MIL-OSI USA: Congresswoman Tenney Honors Fallen Police Officers from NY-24 During National Police Week

    Washington, DC – Congresswoman Claudia Tenney (NY-24) shared remarks on the House floor during National Police Week to honor the lives of two fallen police officers from New York’s 24th Congressional District, Sergeant Thomas A. Sanfratello of the Genesee County Sheriff’s Office and Deputy Cailee Campbell of the Oswego County Sheriff’s Office.

    Sergeant Sanfratello served his beloved community as a police officer for 32 years, was twice recognized as officer of the year, and was heavily involved with the New York State Sheriffs Association, Stop DWI, and Shop with a Cop. He was tragically killed while responding to a call in the early hours of March 10, 2024.  

    Deputy Campbell began her career in law enforcement with the Onondaga County Sheriff’s Office as a corrections officer before attending the Syracuse Police Academy. In April 2023, she joined the Oswego County Sheriff’s Office as a patrol deputy. On September 25, 2024, she was tragically struck in a T-bone collision and later succumbed to her injuries.

Their bravery and sacrifice will never be forgotten, and we remain forever indebted to them.
