    England Athletics, the development body for running and athletics in the England, as well as its official charity partner, the Personal Best Foundation has announced a new partnership with Citroën.

    The partnership comes on the back of research by Citroën to parents that found on average, British children spend 4.75 hours a week exercising, while the Chief Medical Officers recommend at least 60 minutes every day.

    The partnership was announced at Sowe Valley Primary school, Coventry with Team GB Paralympian and Personal Best Foundation Ambassador, Hannah Cockroft CBE, where pupils took part in a morning of sports and activities with the organisations.

    Cllr Dr Kindy Sandhu, Cabinet Member for Education and Skills, said: “This event was a wonderful example of what happens when education and sport come together to inspire young people. Giving every child, regardless of background or ability, the opportunity to be active, confident and included is at the heart of what we aim for in Coventry’s schools. It’s especially meaningful to see inclusive sport embedded in learning and I’m proud that our city is leading the way with programmes like this.”

    England Athletics’ purpose is to inspire individuals of all ages, abilities and backgrounds to take up running and athletics, fulfil their potential and develop a lifelong love of the sport.

    According to Sport England’s annual Active Lives survey 2023/24, only 47% of children are meeting the UK’s Chief Medical Officer’s recommended daily activity levels**, with children from low-income families and underserved communities the least likely to be active.

    According to Citroen’s own research, it found that a lack of time and interest were cited by over a third of parents as the main barriers to getting their children to exercise. Around one in eight toddlers and primary school-aged children in England are categorised as obese.

    In year 6, the prevalence of obesity alone in children is 22.7% and for those living in the most deprived areas this increases to 30.2%.

    The UK has some of the poorest child mental health outcomes globally, with the cost of living crisis further limiting opportunities for physical activity. Inequality and poverty put the opportunity for organised exercise and activity beyond the reach of around 4 million children and young people across the UK.

    The partnership between Citroën, England Athletics and Personal Best Foundation will help to change this, as initially 15 primary schools – prioritising those with the greatest need and children most at risk of inactivity – in Coventry, Warwickshire and Ellesmere Port, close to Citroen Headquarters, will benefit from free weekly after-school athletics programmes. In addition, free training for the teachers in the schools will allow the programme to be continued and ensure that running, jumping and throwing have a place in the curriculum.

    The partnership will also support young, up and coming athletes in England through England Athletics’ National and Age group championships and its Talent Pathway Programme, which aims to help gifted young athletes progress to be the international athletics stars of the future.

         It is learnt that the demand for electric vehicle (EV) charging facilities has continued to increase in recent years, and the Government will launch the Fast Charger Incentive Scheme (the Incentive Scheme) to subsidise the installation of fast charging facilities by the private sector. Furthermore, the community also hopes that more fast charging facilities can be provided in government premises. In this connection, will the Government inform this Council:
     
    (1) given that the Government is retrofitting charging facilities for about 7 000 additional parking spaces in government premises, of the progress of the relevant works and the number of quick chargers to be retrofitted; whether it will launch a new scheme to install quick chargers in government premises; if so, of the details; if not, the reasons for that;
     
    (2) given that the EV-charging at Home Subsidy Scheme (EHSS), which subsidises the installation of EV charging facilities in car parks of private housing estates, has ceased to accept applications since the end of 2023, whether the Government will make further funding injection to re-launch the EHSS; if so, of the details; if not, the reasons for that; and
     
    (3) whether it will increase the amount of subsidy under the Incentive Scheme to encourage commercial organisations to install fast charging facilities in districts where there are fewer EV chargers, so that chargers will be more evenly distributed among the 18 districts across the territory; if so, of the details; if not, the reasons for that?

         To improve air quality and reduce carbon emissions, the Government is committed to promoting the use of electric vehicles (EV). In recent years, Hong Kong has achieved remarkable results in the popularisation of EV. The number of EV was eightfold from about 14 000 five years ago to about 110 000 at the end of last year. Currently, about seven out of every 10 newly registered private cars are electric private cars (e-PC), and the growth rate is among the highest in the world.
     
         Charging network is very important in promoting the popularisation of EV. It would be most convenient for e-PC and light vehicles to be charged at the car owners’ residence, workplace, or frequently visited parking spaces. Due to their longer parking time, fast charging is not necessary. As for commercial EV, such as electric taxis, a quick or even fast charging network is necessary. As of March 2025, Hong Kong had nearly 100 000 parking spaces equipped with charging infrastructure. There are 11 180 public charging facilities, of which about 2 000 are quick or fast charging facilities. We will continue to adopt a multi-pronged approach to increase charging facilities, including converting conventional petrol filling stations (PFS) into fast charging stations or retrofitting PFS with fast charging facilities.
     
         My responses to the Hon Jimmy Ng’s three questions are as follows:
     
    (1) The Chief Executive’s 2022 Policy Address proposed to provide charging facilities in 7 000 additional parking spaces in government premises. As of March 2025, 4 158 chargers have been installed. Relevant departments have reviewed the progress of the remaining works, and the target can be achieved by the end of 2025.
     
         The Government adding EV charging facilities in its car parks mainly to facilitate charging of EV parked there. Vehicles parked in car parks generally have a longer time to charge. The cost of fast chargers is much higher than that of medium chargers. To make optimal use of resources, the EV charging facilities currently added to government car parks are mainly medium chargers. Among the 4 158 chargers, there are 27 quick or fast chargers which are mainly used as pure charging spaces rather than parking spaces.
     
    (2) The EV-charging at Home Subsidy Scheme (EHSS) was launched in October 2020 with two phases, with a total funding subsidy of $3.5 billion. The Environmental Protection Department completed the vetting of all applications in the first quarter of 2024, with a total of 724 applications approved. As of the end of April 2025, 42 020 parking spaces have completed the installation of EV charging infrastructure. It is expected that the number of parking spaces with installation works completed will increase to about 77 000 by the end of this year. Through the EHSS and by the end of the 2027-28 financial year, EV charging infrastructure will be installed in about 140 000 parking spaces in the carparks of existing private residential buildings or housing estates.
     
         In order to prepare for the large-scale use of EV in the future, the Government began as early as in 2011 to encourage the installation of EV charging infrastructure in parking spaces in newly built private housing estates by tightening the exemption for calculating the gross floor area of ​​buildings. To date, more than 93 700 relevant parking spaces have been approved. Together with the EHSS, it is estimated that more than 200 000 private building parking spaces will be equipped with charging infrastructure by mid-2027. As the number of EV increases, there are already services in the market to provide installation of EV charging facilities in housing estates, so there is no need to inject funds to extend the EHSS.
     
    (3) There are currently 169 PFS distributed across the territories in Hong Kong, with the number in each district varying significantly. For example, there are 26 PFS in Yuen Long, the number of which is about nine times of that of Tsuen Wan of three PFS only. Hong Kong is not a large place, and today’s fuel vehicles can refuel across regions with no difficulties. For EV users, it is more practical to increase the number of charging facilities as soon as possible. Therefore, the Government’s strategy at this stage is to make the most use of the market in installing fast charging facilities as soon as possible, improve the convenience of EV users, and at the same time promote market competition to keep the price of EV charging at a reasonable level.
     
         In this regard, the Environment and Ecology Bureau has set up an interdepartmental working group to co-ordinate and resolve difficulties encountered by various parties in setting up charging facilities, with a view to expanding Hong Kong’s EV charging network as soon as possible. In addition, to help EV drivers find the most convenient location to charge their vehicles, we will provide real-time information on public charging facilities through various mobile applications.
     
         The Chief Executive’s 2024 Policy Address announced that the Government will earmark $300 million for a fast charging facility incentive scheme, with the target of providing 3 000 fast chargers to support some 160 000 EV additionally. It is expected that all fast chargers will be put into service gradually from 2026 to the end of 2028.
     
         We consulted the Panel on Environmental Affairs of the Legislative Council on the scheme on January 20 this year, and further optimised the scheme in response to Members’ views, including simplifying the application procedures to reduce administrative costs and shorten approval time. Under the scheme, each newly installed fast charger can receive a subsidy of $100,000, and each applicant can receive a maximum subsidy of $20 million, or subsidy for a maximum of 200 chargers. The applicants are required to arrange land and electricity supply on their own and bear the relevant costs. Subsidised fast chargers must provide electronic payment options and adopt an energy-based fee-charging mode. In addition, subsidised organisations are required to provide real-time information on the usage of relevant chargers and charging fees, and purchase public liability insurance, etc. We are now finalising the implementation details of the scheme and expect to launch and start accepting applications starting from next month.

  • MIL-OSI Australia: E-scooter trial extension to be considered at next week’s Council meeting

    Council will next week consider if the share hire e-scooter trial in Greater Bendigo should be extended for another 12 months.

    The City of Greater Bendigo appointed Beam Mobility (Beam) following a public Request for Quote process to operate the trial until May 23, 2025 at no cost to the City.

    The trial was developed in consultation with the City to assess the success of shared hire e-scooters as an alternative mode of transport for residents and visitors.

    Beam has been operating a small trial area in urban Bendigo to provide better links between precincts and encourage a shift away from cars for shorter trips.

    The purple e-scooters are only available for hire between 5am and 11pm, 7 days a week. The maximum speed limit is set at 20km/h, and 15km/h in some busy areas, and e-scooters are only allowed to ride on roads, bicycle lanes, and shared cycle paths in line with Victorian road rules.

    It is illegal to ride e-scooters on footpaths and significant penalties apply. The Victorian Police enforce fines.

    Manager Strategic Planning Anthony Petherbridge thanked community members and external stakeholders who provided valuable feedback about the trial.

    “824 people contributed to our Let’s Talk Greater Bendigo survey and the results indicated mixed sentiment from the community with 66.88% expressing some level of dissatisfaction with the trial, 17.9 per cent offered solutions to improve the trial, 8.5 percent found it to be good and 6.6 per cent said it was excellent,” Mr Petherbridge said.

    “The City also collaborated with internal and external stakeholder groups throughout the trial to improve it. They support the proposal for a trial extension with further recommendations in place. This includes expanding the area to include Golden Square, Long Gully and White Hills to align with shared walking/cycling networks. They also want to see improved operator patrols and a faster response to incidents if the trial extends.

    “The trial demonstrated that e-scooters continue to have potential as an alternative transport option that is sustainable. However, community and stakeholder feedback has informed a set of recommendations.

    “A 12-month trial extension in an expanded urban Bendigo is recommended with improved trial requirements. This would allow the share hire scheme’s full potential to be assessed over a larger area and incorporate important lessons from the initial trial. This phase may also explore integrating e-bikes and technological improvements for e-scooters to curb illegal footpath riding.”

    The feedback collected through the survey and insights from key stakeholders has contributed to the overall evaluation of the trial in a Council report. It will be presented at the next Council meeting at The Capital on Monday May 19.

    Jasmin Shupper, founder and president of Greenline Housing Foundation, is a passionate advocate for housing justice, focused on repairing the long-term harms of redlining and race-based discrimination. Through her foundation, Jasmin has provided over $1 million in down payment grants, financial education, and home maintenance assistance to Black and Hispanic families, all without public funding. After the Eaton Fire devastated Altadena, a historically Black homeownership hub, Jasmin quickly mobilized to support displaced families.     BEIJING, May 14 (Xinhua) — China has successfully completed a full-scale test of a 140-ton liquid oxygen-methane propellant engine that will power the country’s reusable launch vehicles, the engine’s maker said Tuesday.

    The rocket engine, developed by the Academy of Aerospace Propulsion Technology under the China Aerospace Science and Technology Corporation, has the highest thrust among China’s existing open-cycle liquid oxygen and methane engines.

    It is intended to be used as a critical power source for reusable rockets and will play a vital role in future space-to-Earth transportation systems, reusable launch vehicles and the development of heavy-lift rockets.

    The academy said the latest successful test marks a breakthrough in the country’s development of 100-ton liquid oxygen and methane engines. The entire process from the official start of engine development to the completion of testing took just seven months.

    In December 2024, the Academy of Aerospace Propulsion Technology tested its 90-ton reusable liquid oxygen-kerosene engine for commercial spacecraft, a major achievement since it began focusing on commercial spaceflight in 2023.

    China’s 2024 government work report called commercial space exploration “a new engine of economic growth.”

    “Often such situations occur during independent air-to-air landings, when crews have to land as close as possible to the scene of the incident, and the sides of roads, city courtyards, and even football fields can become landing sites. In such cases, the pilot hovers above the ground, “blowing up” everything beneath him, and watches carefully: when it becomes clear, he descends. In the summer, this is one of the most indispensable piloting techniques,” said Vyacheslav Kalenov, deputy commander of the second aviation squadron of the Moscow Aviation Center.

    The quake was at a depth of 83 km (52 miles), GFZ said.

    Residents in Egypt also felt the quake with the country’s National Research Institute of Astronomy and Geophysics reporting no casualties or property damage.

    The institute said it recorded a quake of 6.4 magnitude 431 km off Egypt’s northern coasts.

    The sustained targeting of recidivist thieves has resulted in another significant reduction in shop theft offences in South Australia, the latest crime statistics have revealed.

    The March rolling year crime statistics reveal shop theft has declined for the fifth successive period, recording an eight per cent reduction – 1,511 offences – from 18,783 to 17,272 reported incidents.

    The reduction follows the previous eight per cent reduction in the February period, a five per cent decline in January, three per cent in December and two per cent in November.

    Acting Assistant Commissioner (metropolitan Operations Service) John de Candia said the reduction in offending corresponded with the continuing efforts of officers involved in Operation Measure across all policing districts.

    “We continue targeting the hardcore, recidivist offenders we know are committing large numbers of shoplifting offences and that is having an impact,’’ he said.

    “Some of these offenders are committing literally dozens of offences across the metropolitan area, often endangering innocent members of the community.’’

    While Operation Measure teams continue to target individual offenders, operations are also held at specific locations that record high levels of offending. One such two-day operation at an eastern suburbs liquor outlet in March resulted in the arrest of four offenders.

    Significant arrests in March included a Christie Downs man, 27, who was charged with 19 counts of shop theft committed across multiple districts, a Renown Park man, 22, charged with 22 counts of shop theft mostly committed in the western suburbs and an Elizabeth South man, 37, who was charged with 14 counts of shop theft committed in the northern suburbs.

    The March rolling year statistics also reveal house break-ins have dropped for the ninth successive period, while car theft and robbery and related offences have also continued to decrease significantly.

    The figures reveal house break-ins declined by eight per cent in the period from 5,873 to 5,378 reported offences. This followed a seven per cent decline in the February period, a five per cent decline in the January period and a six per cent decline in the December period.

    The number of non-residential break-ins declined by five per cent from 3,672 to 3,476 reported offences. This followed an identical decline in the February period.

    Car theft and theft from a vehicle have again recorded decreases in the March period. Car theft dropped by nine per cent or 340 offences – from 3,814 to 3,474 offences. This followed an 11 per cent decline in the February period, 12 per cent in January and an 11 per cent drop in the December period.

    Theft from a motor vehicle declined by 23 per cent – from 10,082 to 7,796 offences. This followed a 22 per cent decline in February, a 20 per cent drop in January and a 19 per cent decrease in the December and November periods.

    Robbery and related offences also continued to decrease in the March period with a 13 per cent decline reported. Within that category aggravated robbery declined by 16 per cent or 80 offences – from 503 offences to 423 offences – while non-aggravated robbery declined by six per cent – from 81 offences to 76 offences.

    The number of homicides committed in South Australia has continued to decrease with a 52 per cent decline recorded in the March period – from 23 to 11 offences.

    While a majority of offence categories showed decreases in the March period, increases were recorded in offences including serious assaults not resulting in injury, common assault, aggravated sexual assault, property damage and graffiti.

    The legislation is endorsed by the American Ambulance Association, the International Association of Fire Fighters, the International Association of Fire Chiefs, the National Association of Emergency Medical Technicians, and the National Rural Health Association.
    Last year, Senator Collins’ bipartisan Supporting and Improving Rural EMS Needs (SIREN) Reauthorization Act, which she coauthored with Senator Dick Durbin (D-IL), was signed into law. The legislation will extend funding for five additional years for SIREN Act grants to rural fire and EMS agencies nationwide, which support rural EMS agencies in training and recruiting staff, conducting certification courses, and purchasing equipment, including naloxone to address the opioid overdose epidemic.

    China has successfully completed the full-engine testing of a 140-tonne liquid oxygen-methane engine that will power the country’s reusable carrier rockets, the engine’s maker said on Tuesday.

    Developed by the China Aerospace Science and Technology Corporation’s Academy of Aerospace Propulsion Technology, the rocket engine boasts the largest thrust among China’s current open-cycle liquid oxygen-methane ones.

    It is designed to serve as a crucial power source for reusable rockets and will play a vital role in future space-Earth transportation systems, reusable launch vehicles and heavy-lift rocket development.

    The academy said that the latest successful test marks a breakthrough in the production of China’s hundred-tonne-class liquid oxygen-methane engines. It also highlighted the efficiency of the development process, noting that it was completed in just seven months.

    In December 2024, the state-owned rocket engine developer tested its 90-tonne reusable liquid oxygen-kerosene engine for commercial spacecraft — a milestone achievement since it began focusing on the commercial space sector in 2023.

    The commercial space sector was listed in the country’s 2024 government work report as a “new engine of economic growth.”

    The academy said that more efforts will be dedicated to developing heavier engines, specifically targeting reusable 200-tonne liquid oxygen-methane engines.

    WASHINGTON – U.S. Senate Democratic Whip Dick Durbin (D-IL), a member of the Senate Committee on Agriculture, Nutrition, and Forestry, introduced Mrs. Megan Dwyer, an Illinoisan and the Director of Conservation and Nutrient Stewardship at the Illinois Corn Growers Association, at today’s Senate Agriculture Committee hearing.  The hearing, entitled “Perspectives from the Field, Part 4: Conservation,” focused on farm conservation programs to promote soil health, water quality, air quality, and wildlife habitats. 
    “This hearing on conservation has brought some wonderful talent and resources to the Committee room this afternoon.  One of them is my special guest, Mrs. Megan Dwyer, of Coal Valley, Illinois.  A fourth-generation farmer, Megan, along with her husband Todd, run crop and livestock operations with their families in both Coal Valley and Geneseo, [Illinois],” Durbin said as he introduced Mrs. Dwyer.  “Megan also serves as Director of Conservation and Nutrient Stewardship for the Illinois Corn Growers, and her expertise in conservation makes her an especially valuable witness today.”
    “She will be sharing her expertise with the Committee – just like she has shared her knowledge with my staff, members of the Illinois delegation, farm groups, and many other on farm conservation practices,” Durbin said.

    Following the introduction of Mrs. Dwyer, Durbin asked questions of the Committee’s witnesses.  He began by recalling a deadly 72 car pile-up in Central Illinois in 2023, which was caused by a dust storm, and noted that conservation funds are critical to supporting farmers in planting cover crops that mitigate these dust storms.  He then asked Mrs. Dwyer why Illinois, despite its position as a top agricultural state, receives a disproportionately low level of conservation funds from the U.S. Department of Agriculture (USDA).
    “Two years ago, my wife was visiting family and called me and told me that something was happening on I-55, which is just south of Springfield.  She said, ‘I’ve been diverted… Must have been an accident.’  It sure was.  In May 2023, on I-55, south of Springfield, there was a 72 vehicle pile-up that took the lives of eight people.  The reason? A dust storm.  The University of Illinois recently completed a study that concluded the lack of ground cover and dry conditions were contributing to that,” Durbin said.
    “Mrs. Dwyer… you indicated that Illinois ranks very low in conservation dollars sent by USDA.  We need more.  Can you explain why we [receive] so few [conservation funds]?” Durbin asked.
    Mrs. Dwyer agreed that Illinois should receive more conservation funds from USDA, but she advocated for more holistic support for farmers, including assistance in completing complex paperwork to request conservation funds as farmers are continually denied funding from the Environmental Quality Incentives Program (EQIP).
    “Are we dealing with the commitment being there to move forward, but a lack of resources [for farmers]?” Durbin followed up.
    Mrs. Dwyer affirmed Durbin’s line of thinking, and she spoke about the difficult decision for farmers to convert usable land to be used for conservation programs like the Conservation Reserve Program (CRP).  Mrs. Dwyer explained that USDA must consider new and innovative programs to incentivize farmers to plant cover crops on their land.

    Durbin has advocated for Illinois to receive USDA conservation funding that is proportionate to Illinois’ ranking as a top agricultural state.  Last August, Durbin led members of the Illinois delegation in writing to USDA, urging the agency to allocate additional conservation funds to Illinois. In her opening statement, Mrs. Dwyer shared that Illinois received an additional $15 million in EQUIP funds last year due to outreach by Durbin and others members of the Illinois delegation to USDA.
    Durbin has also written about the importance of providing farmers with conservation funding, which allows farmers to plant cover crops to mitigate dangerous, and sometimes deadly, dust storms in Central Illinois.

    The CFS is responding to a shed fire at Canowie Belt, approximately 18 kilometres east of Jamestown, in the Mid North of South Australia.

    CFS volunteers on 8 trucks are on scene working to extinguish the fire and prevent the fire spreading to nearby fields.

    Smoke will be visible for some distance.

    Roads are currently open around this incident, however, this may change at short notice. Continue to monitor at: traffic.sa.gov.au

    Sitting at his desk, turning on his computer and entering his password, Indian Joseph begins his working day.

    Joseph is an electric drive assembly and testing engineer. This is his third year with Chinese electric vehicle company NIO and his 13th year in China.

    For Joseph, the rapid technological changes in the EV industry are an opportunity to constantly learn new things. “Unlike the traditional automotive industry, there are so many new, constantly improving technologies in EVs. As someone who works at the forefront of R&D, I am constantly exposed to new things, and my technical knowledge and skills are constantly being enriched,” says Joseph.

    Hu Bo, Joseph’s colleague and also an electric drive assembly and testing engineer, praises him: “Joseph has more than ten years of experience in the electric vehicle industry. He is an excellent engineer and has unique methods for solving complex technical problems.”

    “As a global company, overseas engineers are an important part of NIO’s technology ecosystem, helping us better interact with the global market. In order for China’s EV industry to maintain its leading position, it is necessary to attract global innovation resources,” Hu Bo said.

    Thirteen years ago, Joseph, a graduate in automotive engineering from Coventry University in the UK, came to China with hope and excitement.

    Joseph’s initial work was not as an automotive engineer, but at a consulting firm specializing in the automotive industry. “At the time, the Chinese EV industry was in its infancy, and we were mostly doing market analysis,” Joseph says.

    In 2022, Joseph moved to Hefei, Anhui Province, and became an electric vehicle engineer. He believes that, like many Chinese electric vehicle companies, NIO has strong innovation capabilities, and he enjoys challenging and creative work. “Here, I don’t have to follow a template, and I can always implement my ideas.”

    Having worked in China for over a decade, Joseph has witnessed the rapid development of China’s electric vehicle industry: “When I first came here, I never imagined that electric vehicles would develop so quickly in China and would be in every home within a few years.”

  • MIL-OSI Australia: Five involved in Aggravated robbery – Coconut Grove

    Three of five alleged offenders have been arrested in relation to an aggravated robbery along Bagot Road yesterday.

    About 3:30pm, police received reports of a male having his scooter stolen after being physically assaulted and threatened by five offenders allegedly carrying knives.

    Dog Operations Unit, Strike Force Trident and Casuarina general duties members attended and arrested three males, aged 15, 17 and 18-year-old, nearby.

    The 18 and 17-year-old have since been charged with Aggravated robbery and the 15-year-old has been charged with Breach bail.

    Strike Force Trident has carriage of the investigation, and two suspects remain outstanding.

    Police would like to thank the member of the public that reported the incident to police after passing in a vehicle.

    Police intercepted six trail bike riders during a targeted operation in Launceston on Saturday.
    Members of Launceston Police and Road Policing Services conducted the operation in bushland across several northern suburbs of Launceston, targeting the unlawful use of recreational vehicles and trail bikes.
    During the operation, police intercepted the six riders operating trail bikes who were in close proximity to residential houses.
    Three riders will face proceedings for offences committed, including unlicensed driving and breaches of the Environmental Management and Pollution Control (Noise) Regulations 2016.
    Tasmania Police remind users of recreational vehicles and trail bikes that they cannot operate within 500 metres of another residence that is not their own, nor within 500 metres of another residence if they are on their own land.

    A Kingston man responsible for burnouts in the gravel car park of the Bruny Island hotel will be prosecuted for hooning offences and driving without a licence.Tasmania Police used CCTV footage to help identify the driver from the incident on Monday and say they are disappointed in the behaviour shown by the 30-year-old man, who was a visitor to the island.Senior Constable Ashley Hopwood said the man was leaving the Hotel Bruny, at Alonnah on Bruny Island, about 5pm and proceeded to do burnouts in his vehicle in the gravel carpark of the hotel.The incident was reported to local police by members of the community.A review of CCTV footage helped identify the vehicle and the owner.“This sort of driving behaviour is reckless, and it puts innocent people at risk,” Senior Constable Hopwood said.“Police are committed to keeping our roads as safe as possible and hoons should be warned that this type of behaviour can lead to loss of licence, vehicle confiscation, vehicle destruction and significant fines.”“Anyone who witnesses dangerous driving on our roads should contact police on 131 444, or Triple-Zero (000) in an emergency.”“If you can’t call at the time, but you have dash cam or other footage, you can upload it to our evidence portal at police.tas.gov.au/report.”This week, May 12 to 16, is National Road Safety Week.

    WASHINGTON – U.S. Senator Brian Schatz (D-Hawai‘i), a senior member of the Senate Foreign Relations Committee, today took to the Senate floor to condemn a luxury airplane gift, valued at $400 million, that President Donald Trump announced he will receive from the government of Qatar. According to reports, Trump intends to designate the plane as Air Force One while in office and then transfer it to a foundation for personal use following the end of his term. Schatz also announced he will be asking for a vote in the Senate to condemn this action.

    “I cannot believe I have to say this, but a president should not take a $400 million gift from a foreign country,” said Senator Schatz. “The Emoluments Clause. It’s a fancy phrase, but a simple idea: No foreign gifts.”

    “Air Force One is not just a random luxury airplane,” continued Senator Schatz. “It is a symbol of — and a projection of — American power… It represents not just the weight of the presidency, but America itself — generations of history and international leadership. But in one fell swoop, Donald Trump is selling out one of the most iconic symbols of American power that we have.”

    “This week, several of my colleagues and I will be asking the Senate to vote to condemn this action,” concluded Senator Schatz. “There should be 100 of us that agree on this fundamental principle: No president should take free stuff from a foreign government. And certainly nothing worth $400 million.”

    I cannot believe I have to say this, but a president should not take a $400 million gift from a foreign country.

    It doesn’t matter which president, what party. It doesn’t matter which foreign country. It doesn’t matter if there is or is not a legal justification. No president should take a $400 million gift from a foreign country.

    I shouldn’t have to explain why — but it is a high principle literally enshrined in the Constitution because people who we have representing us should know, not think, but know, that their representatives are focused on them and this country only, that our loyalties not be divided, that our minds are not wandering elsewhere.

    The Emoluments Clause. It’s a fancy phrase, but a simple idea: No foreign gifts.

    If a foreign government offers you anything — but especially something close to half a billion dollars—the answer is, ‘No, thank you.’ End of story. Very simple. End of story. ‘I cannot take that.’

    First of all, because I cannot take that because I cannot have divided loyalties. I’m going into the region; I cannot take a $400 million gift before I begin negotiations with you. But it is explicitly prohibited by the United States Constitution. And the gift in is that the country of Qatar is going to literally provide a luxury aircraft — not just any luxury aircraft to the President of the United States, but Air Force One.

    And why does this matter? Air Force One is not just a random luxury airplane. It is a symbol of — and a projection of — American power. It has flown 15 different presidents. It carried President John F. Kennedy’s body after his assassination, and saw President Johnson be sworn in under unprecedented circumstances, it rushed President George W. Bush back to Washington after the Twin Towers were struck, and just two years ago, it flew President Joe Biden for a secret trip to Ukraine during the war.

    When people see Air Force One on TV, when they see it land in other countries— whether in London, or Tokyo, or Brazil — they immediately know that America has arrived. It represents not just the weight of the presidency, but America itself — generations of history and international leadership.

    But in one fell swoop, Donald Trump is selling out one of the most iconic symbols of American power that we have, and what people will now see is the most powerful man on Earth flying around in a plane paid for by a foreign government. It is disgusting. It is wildly corrupt. And just because they are doing the corruption in plain sight does not make it any less damning or sad or gross.

    This week, several of my colleagues and I will be asking the Senate to vote to condemn this action. There should be 100 of us that agree on this fundamental principle: No president should take free stuff from a foreign government. And certainly nothing worth $400 million.

    Ladies and Gentlemen,

    Friends,

    It gives me great pleasure to meet so many old and new friends from Latin American and Caribbean (LAC) countries in Beijing. On behalf of the Chinese government and people, I extend a warm welcome to you all.

    In 2015, LAC delegates and I attended the opening ceremony of the First Ministerial Meeting of the China-CELAC Forum in Beijing, which marked the launch of the China-CELAC Forum. Ten years on, with dedicated nurturing of both sides, the Forum has grown from a tender sapling into a towering tree. This fills me with deep pride and satisfaction.

    Although China and the LAC region are geographically distant, the bonds of our friendship stretch back through centuries. As early as in the 16th century, Nao de China, or “Ships of China,” laden with friendship, shuttled across the Pacific, marking the dawn of interactions and exchanges between China and the LAC region. From the 1960s onward, as New China established diplomatic ties with some LAC countries, exchanges and cooperation between the two sides became closer and closer. Since the turn of the century and in particular in recent years, China and LAC countries have ushered in a historic era of building a shared future.

    We stand shoulder to shoulder and support each other. China appreciates the long-standing commitment of LAC countries that have diplomatic ties with China to the one-China principle. China firmly supports LAC countries in pursuing development paths suited to their national conditions, safeguarding sovereignty and independence, and opposing external interference. In the 1960s, mass rallies and demonstrations took place across China in support of the Panamanian people’s rightful claim to sovereignty over the Panama Canal. In the 1970s, during the Latin American campaign for 200-nautical-mile maritime rights, China voiced its resolute and unequivocal support for the legitimate demands of developing countries. For 32 consecutive times since 1992, China has consistently voted for the United Nations (U.N.) General Assembly resolutions calling for an end to the U.S. embargo against Cuba.

    We ride the tide of progress together to pursue win-win cooperation. Embracing the trend of economic globalization, China and LAC countries have deepened cooperation in trade, investment, finance, science and technology, infrastructure, and many other fields. Under the framework of high-quality Belt and Road cooperation, the two sides have implemented more than 200 infrastructure projects, creating over a million jobs. The China-LAC satellite cooperation program has set a model for high-tech South-South cooperation. The inauguration of Chancay Port in Peru has established a new land-and-sea connectivity link between Asia and Latin America. China has signed free trade agreements with Chile, Peru, Costa Rica, Ecuador, and Nicaragua. Last year, trade between China and LAC countries exceeded US$500 billion for the first time, an increase of over 40 times from the beginning of this century.

    We unite in tough times to conquer challenges through mutual support. China and LAC countries have collaborated on disaster prevention, mitigation and relief and on joint response to hurricanes, earthquakes and other natural disasters. Since 1993, China has dispatched 38 medical teams to the Caribbean. When the pandemic of the century struck, China was among the first to offer assistance to LAC countries, providing over 300 million doses of vaccines and nearly 40 million units of medical supplies and equipment, and sending multiple teams of medical experts. All this helped protect the lives of hundreds of millions across the region.

    We uphold solidarity and coordination and rise to global challenges with resolve. Together, China and LAC countries champion true multilateralism, uphold international fairness and justice, advance global governance reform, and promote multipolarization of the world and greater democracy in international relations. We have worked together to address global challenges like climate change, and advance progress in global biodiversity governance. China and Brazil jointly issued a six-point common understanding on the political settlement of the Ukraine crisis, which has been endorsed by more than 110 countries, contributing our wisdom and strength to resolving international hotspot issues.

    Facts have shown that China and LAC countries are advancing hand in hand as a community with a shared future. This community of ours is founded upon equality, powered by mutual benefit and win-win, invigorated by openness and inclusiveness, and dedicated to the people’s well-being. It exhibits enduring vitality and holds immense promise.

    The century-defining transformation is accelerating across the globe, with multiple risks compounding one another. Such developments make unity and cooperation among nations indispensable for safeguarding global peace and stability and for promoting global development and prosperity. There are no winners in tariff wars or trade wars. Bullying or hegemonism only leads to self-isolation. China and LAC countries are important members of the Global South. Independence and autonomy are our glorious tradition. Development and revitalization are our inherent right. And fairness and justice are our common pursuit. In the face of seething undercurrents of geopolitical and bloc confrontation and the surging tide of unilateralism and protectionism, China stands ready to join hands with our LAC partners to launch five programs that advance our shared development and revitalization, and contribute to a China-LAC community with a shared future.

    The first is Solidarity Program. China will work with LAC countries to support each other on issues bearing on our respective core interests and major concerns. We must enhance exchanges in all fields, and strengthen communication and coordination on major international and regional issues. In the next three years, to facilitate our exchanges on national governance best practices, China will invite 300 members from political parties of CELAC member states every year to visit China. China supports the efforts by LAC countries in increasing their influence on the multilateral stage. We will work with LAC countries to firmly safeguard the international system with the U.N. at its core and the international order underpinned by international law, and to speak with one voice in international and regional affairs.

    The second is Development Program. China will work with LAC countries to implement the Global Development Initiative. We will resolutely uphold the multilateral trading system, ensure stable, unimpeded global industrial and supply chains, and promote an international environment of openness and cooperation. We should foster greater synergy between our development strategies, expand high-quality Belt and Road cooperation, and bolster cooperation in traditional areas such as infrastructure, agriculture and food, and energy and minerals. We should expand cooperation in emerging areas such as clean energy, 5G telecommunications, the digital economy and artificial intelligence, and carry out the China-LAC Science and Technology Partnership. China will increase imports of quality products from LAC countries, and encourage its enterprises to expand investment in the LAC region. We will provide a RMB66 billion yuan credit line to support LAC countries’ development.

    The third is Civilization Program. China will work with LAC countries to implement the Global Civilization Initiative. We should uphold the vision of equality, mutual learning, dialogue, and inclusiveness between civilizations, and champion humanity’s common values of peace, development, fairness, justice, democracy, and freedom. We should enhance China-LAC civilizational exchanges and mutual learning, including through a conference on China-LAC inter-civilizational dialogue. We should deepen cultural and artistic exchanges and cooperation, and hold the Latin American and Caribbean Arts Season. We should strengthen exchanges and cooperation in cultural heritage fields such as joint archaeological projects, conservation and restoration of ancient and historic sites, and museum exhibitions. We should also carry out collaborative studies of ancient civilizations and enhance cooperation to combat illicit trafficking of cultural property.

    The fourth is Peace Program. China will work with LAC countries to implement the Global Security Initiative. China supports the Proclamation of Latin America and the Caribbean as a Zone of Peace and the Declaration of Member States of the Agency for the Prohibition of Nuclear Weapons in Latin America and the Caribbean. The two sides should cooperate more closely in disaster governance, cybersecurity, counterterrorism, anti-corruption, narcotics control and combating transnational organized crime so as to safeguard security and stability in the region. China will organize law enforcement training programs tailored to the needs of CELAC member states, and do our best to provide equipment assistance.

    The fifth is People-to-People Connectivity Program. In the next three years, China will provide CELAC member states with 3,500 government scholarships, 10,000 training opportunities in China, 500 International Chinese Language Teachers Scholarships, 300 training opportunities for poverty reduction professionals, and 1,000 funded placements through the Chinese Bridge program. We will initiate 300 “small and beautiful” livelihood projects, actively promote vocational education cooperation programs such as Luban Workshop, and support CELAC member states in developing Chinese language education. We will also launch an exhibition of Chinese films and TV programs under The Bond, and work with LAC countries to translate and introduce 10 premium TV dramas and audiovisual programs annually to each other. China will host the China-LAC tourism dialogue with LAC countries. To facilitate friendly exchanges, China has decided to implement a visa exemption for five LAC countries as the first step, and will expand this policy coverage at proper times.

    As an 11th-century Chinese poet wrote, “Life’s greatest joy comes from finding kindred spirits.” Latin America has a similar proverb which goes, “The one who has a friend has a treasure.” No matter how the world changes, China will always stand by LAC countries as a good friend and a good partner. Let us march forward together on our paths toward modernization, working together to write a new chapter in building a China-LAC community with a shared future.

    Detectives from the Major Crash Unit are currently investigating a fatal crash in Palmerston this morning.

    Around 5:10am, police received reports that a Nissan X-trail carrying 3 people had collided with a Toyota Corolla carrying one person on Kirkland Road, Durack.

    Emergency services attended the scene and a female occupant of the vehicle carrying 3 people was declared deceased.

    Two occupants, one from each vehicle, had to be extracted by emergency services.

    Both lanes of Kirkland Road, have been closed between Elrundie Avenue and Wishart Road. It is expected closures will remain in place until midmorning.

    Investigations into the cause of the crash remain ongoing.

    WASHINGTON — U.S. Senator Martin Heinrich (D-N.M.), a member of the Senate Select Committee on Intelligence, sent a letter to President Trump in advance of the president’s upcoming travel to the Middle East next week, urging him to take an active role in pressing for humanitarian aid and a return to ceasefire negotiations between Israel and Hamas in order to ensure Israel’s security and end more than 15 months of devastating conflict in Gaza.
    When Trump took office, the January 15 ceasefire deal negotiated under the presidential transition of the Biden administration was in effect — 30 Israeli hostages were reunited with their families, Hamas’ military capacity had been effectively obliterated, and humanitarian aid was reaching Gaza. In the months since Trump’s inauguration, however, negotiations towards long-term regional security have collapsed, and dozens of hostages remain imprisoned by Hamas.
    Before next week’s visit, the senators wrote to President Trump that, “The United States is not providing much needed leadership to drive peace forward in the region.” President Trump’s planned visit to the region does not include a stop in Israel.  He has chosen to conclude a truce with Houthi terrorists even as they pledge to continue striking Israel. He also appears to be turning a blind eye towards the core task of ensuring Israel’s security for today and for the long term.
    In the letter, the senators described Gaza’s catastrophic humanitarian crisis under a months-long blockade of aid. More than 116,000 metric tons of food assistance have been stuck outside Gaza, and an estimated 90 percent of Gaza’s population face high levels of acute food and water insecurity. According to the United Nations, most civilians face emergency or crisis levels of hunger.
    This week, Israel also announced its intent to expand military operations and pursue a long-term occupation of Gaza. “The announcement has already escalated tensions in the Middle East, once again threatening to engulf the volatile region in conflict,” the senators wrote. “The Houthis struck Israel’s Ben Gurion airport on May 4 and have vowed to further retaliate against the proposed occupation. Jordan, one of our most important regional security partners, is facing intensifying pressure amid continued public anger over Gaza. Saudi Arabia has made it clear there can be no progress towards normalization with Israel without a pathway toward Palestinian statehood.”
    “Israel’s proposed occupation plans take us further away from permanently ending the Israel-Gaza war and upholding Israel’s security, both goals that you have promised to achieve under your administration,” the senators added.
    Specifically, the senators asked Trump to press all parties to agree to a deal that: 

    Secures the immediate release of all remaining hostages;

    Ushers in a ceasefire;

    Works towards the creation of a security force backed by Arab partners to administer Gaza without Hamas; and

    Creates a path toward a lasting solution that will allow the Israeli and Palestinian people to live in security, dignity, and prosperity.

    Dear President Trump:

    When you took office in January 2025, we were on a path to peace in the Israel-Gaza conflict, thanks in part to your team’s efforts during the Presidential transition. A ceasefire was in effect and 30 hostages were reunited with their families. Hamas’s military capacity had been effectively obliterated, with the IDF calling it a “guerilla terror group” that could no longer mount a sustained military operation against the people of Israel – a testament to both Israel’s military prowess and the United States’ unflinching support. But today, the United States is not providing critically needed leadership to drive peace forward, which is why we write to express our deep concern in advance of your upcoming travel to the Middle East.
    Since March of this year, the situation on the ground has deteriorated dramatically. Fighting in Gaza has resumed, negotiations towards long-term regional security have collapsed, and dozens of hostages remain imprisoned by Hamas. In fact, we have not had a single hostage return home since February 26. In addition, we are witnessing a humanitarian catastrophe in the third month of Israel’s full blockade of food, water, and medicine into Gaza. This is the longest closure Gaza has ever faced. While the World Food Program ran out of food stocks inside Gaza on April 25, they report that more than 116,000 metric tons of food assistance – enough to feed one million people for up to four months – has been positioned outside Gaza at aid corridors, unable to enter. According to the United Nations, an estimated 90 percent of Gaza’s population faces high levels of acute food and water insecurity, with most civilians facing emergency or crisis levels of hunger. Against this backdrop, the Israeli government’s new aid proposal is simply not viable. It would limit aid distribution to just a few sites in southern Gaza secured by private U.S. contractors, and nearly all aid groups operating in the region note this would only increase insecurity and displacement. Roughly half of Gaza’s 2.1 million people are children; a generation of starving children today would prevent a secure and peaceful Israel tomorrow.
    This week, the Israeli government announced a plan to expand military operations and pursue a sustained, long-term occupation of Gaza. This is a dangerous inflection point for Israel and the region, and while we support ongoing efforts to eliminate Hamas, a full-scale reoccupation of Gaza would be a critical strategic mistake. The announcement has already escalated tensions in the Middle East, once again threatening to engulf the volatile region in conflict. The Houthis struck Israel’s Ben Gurion airport on May 4 and have vowed to further retaliate against the proposed occupation. Jordan, one of our most important regional security partners, is facing intensifying pressure amid continued public anger over Gaza. Saudi Arabia has made it clear there can be no progress towards normalization with Israel without a pathway toward Palestinian statehood. In this context, Israel’s planned actions would severely undermine Jerusalem’s path to a more secure, stable and regionally integrated future, which you championed in your first term through the Abraham Accords.
    Israel’s proposed occupation plans take us further away from permanently ending the Israel-Gaza war and upholding Israel’s security, both goals that you have promised to achieve under your administration. As such, in advance of your upcoming visit, we urge you to oppose a permanent reoccupation of Gaza and to press for the immediate resumption of neutral and impartial humanitarian assistance, access, and distribution that fully meets the needs of innocent Palestinian civilians in Gaza.
    You also have a unique opportunity to press the parties to agree to a deal that:
    (1) secures the immediate release of all remaining hostages;
    (2) ushers in a ceasefire;
    (3) works towards the creation of a security force backed by Arab partners to administer Gaza without Hamas; and

    Production in Uzbekistan

    The Company operates under a production enhancement services contract with JSC Uzbekneftegaz in Uzbekistan to increase the production, ultimate recovery and overall system efficiency from an integrated cluster of eight conventional natural gas-condensate fields (the “PEC Project”). Production for the first quarter of 2025 averaged 11,179 boe/d comprised of 10,819 boe/d (64,917 Mcf/d) of natural gas and 360 bopd of condensate, which is a 6% increase from the average production rate of 10,511 boe/d for the fourth quarter of 2024. Since assuming operations in March 2024, the Company has flattened the natural production decline rates, which previously exceeded twenty percent annually.

    The Company’s multi-well workover campaign continued during the first quarter of 2025 within the eight gas fields. The highly capital efficient workover activities include perforating newly identified pay intervals, installing proven artificial lift equipment, performing downhole stimulation treatments, and installing new production tubing. Three recent workovers generated a combined production increase of 1,950 boe/d, based upon initial seven-day production rates.

    The Company is finalizing a drilling rig and associated support services contracts to begin a multi-well drilling program in the third quarter of 2025 that will target numerous play types within a diverse prospect inventory. A combination of vertical, horizontal and Uzbekistan’s first multi-lateral wells will penetrate under-developed reservoirs in the existing fields. Wells are planned to be completed with modern stimulation techniques to further increase production rates.

    In the fourth quarter of 2024, the Company commissioned Uzbekistan’s first in-field flowline water separation system which separates water from the gas streams at the field gathering network rather than at the production facility. This reduces pipeline flow pressure that can lead to higher reservoir flow rates. Three additional separation units have since been installed and are being commissioned. The existing pipeline and facilities infrastructure are also being evaluated to optimize water-handling, determine long term field compression requirements, and to enhance in-field gathering networks.

    LNG in Kazakhstan

    Condor is constructing Kazakhstan’s first LNG facilities to produce, distribute, and sell LNG to offset industrial diesel usage in the country. LNG applications include rail locomotives, long-haul truck fleets, marine vessels, mining equipment, municipal bus fleets, and other heavy equipment and machinery with high-horsepower engines. These applications have all successfully used LNG fuel in other countries.

    In May 2025, the Company purchased a modular LNG facility (the “First Facility”) for its Saryozek plant site, capable of producing 48,000 gallons (80 MT) of LNG per day. The purchase price of USD $6.5 million (CAD $9.3 million) is due as to USD $1.6 million (CAD $2.3 million) within ten business days and the remaining payments are due in a combination of time and milestone-based instalments until the First Facility is commissioned. Construction of the First Facility is ongoing, and fabrication works are expected to be completed in the fourth quarter of 2025. The First Facility and supporting equipment will then be shipped to Saryozek, Kazakhstan for assembly and commissioning with LNG production expected in the second quarter of 2026. The estimated additional cost to complete the First Facility construction and commissioning is USD $18.6 million (CAD $26.7 million). The Company is finalizing LNG off-taker agreements and advancing several financing solutions for the First Facility.

    In April 2025, the Company secured its third natural gas allocation that will provide LNG feed gas for the First Facility. Two additional 48,000 gallon modular LNG facilities are planned to be constructed at the First Facility site to fully utilize the third natural gas allocation.

    Concurrently, engineering design continues for additional modular LNG facilities that will utilize the two other existing natural gas allocations for the Alga and Kuryk sites. The final investment decision for the first Alga site LNG facility is planned for the fourth quarter of 2025 with Alga LNG production of 100,000 gallons (168 MT) of LNG per day planned to commence in the second quarter of 2027. Timing for the first Kuryk site LNG facility, which is targeting 125,000 gallons (210 MT) of LNG per day, is being evaluated. Based on the Company’s three feed gas allocations, the total LNG fuel produced will have an energy-equivalent volume of over 1.5 million litres of diesel daily, while also reducing CO2 emissions by 390,000 MT per year, which is equivalent to removing more than 85,000 cars from the road annually.

    Condor’s modular LNG facilities will be instrumental to supplying a stable, economic and more environmentally friendly fuel source for the Transcaspian International Transport Route (“TITR”) expansion, which is currently the shortest, fastest and most geopolitically secure transit corridor for moving freight between Asia and Europe. The Government of Kazakhstan and Kazakhstan’s national railroad are making significant investments in TITR infrastructure, including expanding the rail network, constructing a new dry port at the Kazakhstan – China border, and increasing the container-handling capacities at various Caspian Sea ports.

    Critical Minerals Licenses in Kazakhstan

    The Company holds a 100% working interest in two contiguous critical minerals mining licenses which provide subsurface exploration rights for solid minerals, including lithium and copper, for respective six-year terms. The 37,300- hectare Sayakbay license was awarded in July 2023 and the nearby 6,800-hectare Kolkuduk license was awarded in February 2025.

    A prior well drilled in the Kolkuduk license territory for hydrocarbon exploration encountered and tested brine deposits with lithium concentrations of up to 130 milligrams per litre as reported by the Ministry of Geology of the Republic of Kazakhstan. A 1,000-meter column of tested and untested brine reservoir has been identified from historical wireline log and core data. At Sayakbay, a prior legacy well drilled for hydrocarbon exploration encountered and tested brine deposits with lithium concentrations of 67 milligrams per litre in Carboniferous-aged intervals as reported by the Ministry of Geology of the Republic of Kazakhstan. A 670-meter column of tested and untested brine reservoir has been identified from historical wireline log and core data. Other critical minerals identified at the Kolkuduk and Sayakbay licenses include rubidium, strontium and cesium.

    The Company is not treating these historical estimates as current mineral resources or mineral reserves as additional drilling and testing is necessary, and a qualified person has not done sufficient work to classify the historical estimates as current mineral resources or mineral reserves. It is uncertain if further drilling will result in either area being delineated as a mineral resource or reserve. The historical lithium concentration estimates should not be relied upon as indicative of the actual lithium concentration or the likelihood that the Company will be able to achieve similar production results.

    The initial development plan for Sayakbay includes drilling and testing two wells to verify deliverability rates, confirming the lateral extension and concentrations of lithium in the tested and untested intervals, conducting preliminary engineering for the production facilities, and preparing a mineral resource or mineral reserves report compliant with National Instrument 43-101 Standards of Disclosure for Mineral Projects. The initial development plan for the Kolkuduk license acquired in February 2025 has yet to be determined.

  • MIL-OSI New Zealand: Diversions in place following Bay of Plenty crash

    Diversions are in place following a serious crash near the intersection of Hamurana Road and Tauranga Direct Road this morning.

    The crash, involving a truck and car, was reported to Police at 9.15am.

    One person is reported to have sustained critical injuries, and one person has serious injuries.

    The road is partially blocked and motorists are asked to follow the directions of emergency services staff.
