  • MIL-OSI New Zealand: Local News – Children’s Day in Porirua celebrating all things heroic

    Heroes can be found in the most unlikely places, and on Sunday 2 March you’ll be able to find loads of them at Porirua City Council’s free Te Rā o Ngā Tamariki/Children’s Day event.
    Celebrations of the annual day recognising our tamariki will run from 11am-3pm at Ngāti Toa Domain. The theme for the day is all things heroic – this could be everyday heroes, superheroes or community heroes, and hopefully the event will inspire some heroes of tomorrow.
    Visitors of all ages are encouraged to dress up as their favourite type of hero, with lots of cool prizes to be won.
    “Children are such an important part of our city, and as about 40 per cent of Porirua’s population is younger than 25, it’s only fair that we use this day to put them first,” says Porirua Mayor Anita Baker.
    “Celebrating all things heroic will give tamariki the chance to meet everyday heroes from our community, such as those who work hard for our emergency and health services, and our environmental heroes too.”
    Attendees can meet and chat with representatives from Plunket, Bee Healthy, Ora Toa, surf lifesavers, Predator Free, and Nonstop Solutions.
    There will also be loads of opportunities for tākaro/play activities for all ages. Porirua City kindy gym instructors will be at the dedicated preschool area for younger tamariki, which will also feature a baby bouncer, soft play area and bubble house.
    If bouncing around is your thing, there will be an inflatable obstacle course, bouncy castles, inflatable sports arcade and a big blue slide.
    You can try your hand at the inflatable target shootout, ten pin bowling, baseball and rugby.
    The fabulous Rainbow Circus will also be there on the day, ready to create face painting works of art.
    There will be some food trucks on site on the day. There is also a supermarket and other eateries nearby to help satisfy any rumbling tummies.

    SANTA FE, N.M. – Today, U.S. Senator Martin Heinrich (D-N.M.) addressed a Joint Session of the New Mexico Legislature at the Roundhouse, New Mexico’s State Capitol in Santa Fe.

    “Serving you and representing this great state in the halls of our nation’s Capitol is a privilege that I will never take for granted,” said Heinrich. “The same goes for the mandate New Mexicans entrusted me with this last election: To deliver for the people and places of our great state. To fight for the freedoms, safety, opportunities, and dreams of our families, our communities, and our country. I will never shrink from that work.”

    Heinrich started his remarks by calling for elected leaders to unify around delivering for New Mexicans: “I have always been struck by New Mexicans’ acute understanding of what it means to put individual differences aside in service to the greater good. In our most challenging times, New Mexicans show up for each other. From the darkest days of the Hermit’s Peak/Calf Canyon fire to last year’s flooding in Roswell, from North to South, and East to West, New Mexicans understand our shared commitment to one another.”

    Heinrich promised: “Let me be clear: My commitment, my only commitment, is to you, New Mexico. I will work — day and night — to defend the programs, funding, resources, and public lands our communities, local economies, and families rely on. Because, as elected leaders, we serve all of our constituents, from our neighbors and closest family friends to those in our community we’ve never met, or who disagree with us on nearly every issue. All of these New Mexicans are counting on us – all of us here in this room – to lead, to care, to keep our communities safe. Simply put, they are counting on us to deliver.”

    Heinrich commended the Legislature for its successful efforts to stand up permanent funds that generate revenues now and into the future — from the Early Childhood Trust Fund to the Land of Enchantment Legacy Fund — and praised legislators’ efforts in the current session to pass bills to reduce crime, expand behavioral health services, scale investments in work-based learning opportunities, career and technical education, and the Outdoor Equity Fund, establish a statewide water quality permitting program, and reform New Mexico’s Game and Fish Department and Game Commission.

    Heinrich concluded: “Working together, we can deliver the future our kids deserve. We can fight for their freedoms: the freedom to grow up to make their own health care decisions, the freedom to marry who they love, the freedom to be who they are, the freedom to be safe in their classrooms, and the freedom to pursue a fair shot at success. Let’s also keep working to protect our kids’ clean air, clean water, and public lands that will sustain their communities, economies, and sense of identity as New Mexicans. We can uphold this Democracy, commit to the Republic set out in our Constitution, and comply with our oaths of service to put ‘We the People’ first.”

    Below are Heinrich’s full remarks as prepared for delivery:

    Speaker Martinez, Senate President Pro Tempore Stewart, Lieutenant Governor Morales, members of the New Mexico Senate and House of Representatives.

    It is an absolute honor to be here with you this afternoon. 

    I am very pleased to be joined by my wife, Julie, several honored guests, and two of my colleagues and friends in the New Mexico Congressional Delegation, Senator Ben Ray Luján and Congresswoman Teresa Leger Fernández.

    I stand before you, today, at the start of my third term in the United States Senate.

    Serving you and representing this amazing state in the halls of our nation’s Capitol is a privilege that I will never take for granted.

    The same goes for the mandate New Mexicans entrusted me with this last election:

    To deliver for the people and the places of our incredible state.

    To fight for the freedoms, safety, opportunities, and dreams of our families, our communities, and our country.

    I will never shrink from that work.

    And make no mistake:

    Republican leadership in the White House and in the United States House and Senate will have very real impacts on our state and on individual New Mexicans.

    Some of you will agree with those, and others won’t agree with any of them.

    The same will probably be true of many of our constituents.

    Still, I have always been struck by New Mexicans’ acute understanding of what it means to put individual differences aside in service to the greater good.

    In our most challenging times, New Mexicans look out for each other.

    From the darkest days of the Hermit’s Peak/Calf Canyon Fire to last year’s flooding in Roswell.

    From North to South, and East to West, New Mexicans understand our shared commitment to one another.

    So let me be clear: My commitment, my only commitment, is to you, New Mexico.

    And I will lift up your voices in the most powerful halls of our Republic.

    Whether you are Mark from Albuquerque, a polio survivor who wrote to me about the life and death consequences of vaccines,

    Gary, a retired Air Force intelligence officer in Tularosa who wrote to me about the importance of defending our national security,

    Or Ashleigh from Truth or Consequences, a school social worker who called my office with deep concerns about how cuts at the Department of Education would impact her students.

    I will elevate New Mexicans’ voices and demand action, accountability, and the future our kids deserve.

    And I will work–day and night–to defend the programs, funding, resources, and public lands our communities, local economies, and families rely on.

    Because, as elected leaders, we serve all of our constituents.

    From our neighbors and closest family members to those in our community we’ve never met, or even who disagree with us on nearly every issue.

    All of these New Mexicans are counting on us here in this room – to lead, to give a damn, to keep our communities safe.

    Simply put, they are counting on us to deliver.

    And that requires grappling with difficult decisions.

    It requires solving real problems that impact real people.

    And it requires us to bridge the gap between what is, and what is possible.

    Always with New Mexicans front and center.

    You know, we live in an era of loyalty pledges.

    From the right and the left, frankly.

    From Presidents and from rank-and-file activists.

    From one elected leader to another, I want to implore you NOT to sign pledges, but to solve problems.

    Our only loyalty pledge should be to this incredible state and to this country, and the incredible people who call it home.

    Whether it’s to protect our nation from foreign terrorist threats or to just provide the support our kids need to learn to read —

    Whether it’s fixing roads that countless New Mexicans drive on every day or cutting crime in our communities –New Mexicans expect us to put them first, and we must.

    They should be able to count on us – at the federal, state, and local level – to ensure their roads, kids, food, water, and air are safe.

    And that includes ensuring that the agencies charged with doing this work are staffed, funded, and functional.

    Whether that’s at New Mexico’s Children, Youth and Families Department or the United States Environmental Protection Agency.

    Here, in the Land of Enchantment, we want our kids to be happy and healthy, with a fair shot at success, no matter what bathroom they use, how they dress, what color their hair is, or whether they have an IEP.

    We want New Mexico women to know that we trust them to make their own health care decisions, AND we will work to get them the quality health care they deserve in their own communities.

    We want New Mexico’s immigrant families to know we see them, we value them, and we will not turn our backs on them.

    And we want hardworking folks to know that “lowering costs,” “creating jobs,” and “growing the middle class” aren’t just campaign slogans.

    They require action.

    These are the pledges that we must work to deliver on.

    So let’s talk a little bit about what it means to put New Mexicans first:

    Your work to stand up permanent funds that generate revenues now and into the future—from the Early Childhood Trust Fund to the Land of Enchantment Legacy Fund—these put New Mexicans first.

    Your work to make our communities safer, increase access to mental health care, and tackle substance abuse puts New Mexicans first.

    When it comes to public safety, my own strategy has been straightforward: Solve crimes, support survivors, hold criminals accountable.

    But too many of our law enforcement agencies don’t have the basic tools they need to solve crimes.

    And when crimes go unsolved, those who commit them keep committing them.

    Since joining the Senate Appropriations Committee, I have worked to deliver federal resources to our partners in law enforcement.

    I’ve been able to appropriate funds for new ballistics testing machines in Las Cruces, Farmington, Gallup, and Roswell, so we can solve the first gun crime before a second one is committed.

    I’ve helped our local law enforcement purchase technology that detects gunshots and runs rapid DNA checks.

    This technology can mean solving a crime before it’s too late.

    In some cases, this may even be the difference between life and death for the victims of gun crimes.

    And I’ve helped local law enforcement purchase equipment to detect fentanyl and other illegal drugs, so they can hold drug traffickers accountable and get this poison out of our communities.

    But more is needed.

    If your car is stolen, the person who stole it should be found and held accountable.

    If your home is broken into, the person who did it should be found and held accountable.

    If your daughter is assaulted, the person who did it should be found and held accountable.

    It’s simple, but right now that’s not happening in far too many cases.

    We can all do better on this front.

    And I urge all of you to use your leadership to deliver strong public safety legislation that will make this happen.

    As many of you recognize, it does not have to be a choice between improving public safety and supporting our communities’ mental health care.

    We can walk and chew gum at the same time.

    I am speaking with a little bit of experience here.

    After the horrific mass shooting in Uvalde, I sat down with colleagues from both sides of the aisle, and we crafted what became the Bipartisan Safer Communities Act.

    That legislation tackled firearm safety, increased criminal penalties on firearm offenses like gun trafficking, AND it provided federal investments in community and school-based mental health services.

    Silver Consolidated Schools was the first school district in New Mexico to receive a $6 million School-Based Mental Health Services Grant under that law.

    These federal resources have helped the district hire psychologists, counselors, and other mental health professionals at all of their schools.

    These types of school-based mental health services are an essential piece of our overall behavioral health puzzle.

    If we could find this bipartisan pathway to improve public safety and mental health care at the federal level, I have every faith that you can do it here, too. 

    And, after last week’s votes on behavioral health in the Senate and the crime package in the House, you have created some much-needed momentum.

    Thank you.

    I applaud the Senate for your work to resource and restructure our state’s behavioral health system.

    We all know it’s a lot easier to tear down a system over a couple of years than it is to rebuild that system.

    And I applaud the House for negotiating and passing a crime package that takes on pressing issues in our communities from fentanyl to auto-theft, to gun crimes.

    Let’s keep this momentum going.

    There’s so much more that can and must be done at the state and federal levels to support the victims of crimes, and to support law enforcement as they work to hold accountable the perpetrators of crimes.

    Because, when it comes to making our communities safer, supporting victims and solving crime is a common ground we should all be able to support.

    And, in fact, it’s one our communities are depending on us to get right.

    We all want New Mexico to be the best possible place for our kids to grow up, to raise their families, and to build careers and families in their home communities.

    That means not only taking our crime epidemic seriously, but it also means investing in our kids, from cradle to career.

    The investments that this Legislature and New Mexico voters unlocked two years ago are helping our state lead the nation in making high-quality early childhood education and childcare accessible to all of our families.

    In the last few years, you have given our public school educators the pay raises they have long deserved.

    And we are scaling up a statewide network of full-service community schools.

    All of these investments are already beginning to deliver results.

    When you account for state and federal investments in our kids, from Medicaid to the state child tax credit, we don’t rank 50th in child poverty.

    We rank 17th.

    Better than the national average, not good enough, but we are far from finished.

    And I applaud you for looking to increase the child tax credit.

    This money will put resources right back into the pockets of New Mexico families who will invest it in their children.

    We should also be expanding apprenticeships and paid internships as early as high school.

    That’s how we will prepare the next generation of New Mexicans for career success.

    Here with me are Arnaldo Miramontes and Sandy Juarez, two young people who have found their career paths thanks to highly successful programs in our state.

    While in high school, Sandy had a paid internship at Christus Saint Vincent Hospital through Future Focused Education.

    She got hands-on experience in phlebotomy and now she’s preparing at Santa Fe Community College for a career in health care.

    Arnaldo is in his fifth and final year as an apprentice with the UA Local 412, and on his way to an incredible career with licenses in both plumbing and pipefitting.

    Both will be meeting demands in high needs industries right here in New Mexico.

    I encourage all of us to continue investing in career and technical education, paid internships and apprenticeships, and work-based learning opportunities for our young people.

    As I work to pass my Apprenticeship Pathways Act in the Senate, I hope that you will continue to identify targeted, sustained funding at the state level.

    We should look at everything from offering credit, to restructuring our school days to help students get more hands-on experiences in the workplace.

    This is critical to successfully building the workforce of the future.

    Finally, I hope you will continue to grow our state’s Outdoor Equity Fund and the opportunities it has unlocked for so many young New Mexicans.

    I am so proud that New Mexico is grounding more of our kids in the incredible lands that are their American birthright.

    Before I was ever an elected official, I was a guide and an educator. 

    And I saw time and again the remarkable difference it makes when children and teens spent time in the outdoors.

    I’ve invited as my guest today Ruben Apodaca a twelfth grader with the Honey Badger Conservation Crew at the Albuquerque Sign Language Academy.

    I visited their beekeeping and honey harvesting operation last year, which is receiving critical support from the Outdoor Equity Fund.

    Students who are deaf, hard of hearing, and with disabilities are managing their own beehives and bringing the honey products from those hives to market.

    This kind of hands-on experience is deeply valuable.

    I strongly encourage you to continue making transformational opportunities like this possible by scaling up the Outdoor Equity Fund.

    Finally, as we invest in the people of this great state, we must also invest in the lands, waters, and wildlife that are the fabric that we build our identities upon.

    Most of you have heard of the Supreme Court case that stripped federal protections from 90% of New Mexico’s surface waters.

    New Mexicans want our water and our watersheds protected.

    My guest Mark Allison from New Mexico Wild is one of the folks here advocating for two bills that would establish essential state-level protection of these waters that are now void of federal stewardship.

    I am also encouraged by the proposals that are moving forward to reform our state’s outdated and underfunded Department of Game and Fish and Game Commission.

    Brittany Fallon from Western Resource Advocates and Jesse Deubel from the New Mexico Wildlife Federation are here with me today.

    They are advocating for reforms that will ensure wildlife management decisions are based on biology rather than politics.

    These reforms account for the voices of farmers, ranchers, hunters, anglers, biologists, and wildlife conservationists.

    And they also include the sustainable funding needed to help our Game and Fish Department effectively do their work.

    There is nothing I enjoy more than packing into a spike camp during elk season.

    Our wild game has literally been the primary protein on my family’s dinner table for the last 20 years.

    So, I know full well the importance of the work needed to manage New Mexico’s wildlife.

    We need a 21st century wildlife conservation approach that leverages resources to manage all of our wild creatures—not just our game animals.

    We also need to make our Game Commission more representative and more accountable.

    And we need to make sure that we are leveraging the biology and resources to protect fish and wildlife so that they never become listed as threatened or endangered.

    While we address all of these needs for our communities, we must stay focused on our true North Star.

    That’s our kids.

    Working together, we can deliver the future our kids deserve.

    We can fight for their freedoms:

    The freedom to grow up to make their own health care decisions,

    The freedom to marry who they love,

    The freedom to be who they are,

    The freedom to feel safe in their classrooms,

    And the freedom to pursue a fair shot at success.

    Let’s also keep working to protect our kids’ clean air, clean water, and public lands that will sustain their communities, economies, and sense of identity as New Mexicans.

    We can uphold this Democracy, recommit to the Republic set out in our Constitution, and comply with our oaths of service to put “We the People” first.

    That doesn’t mean we will always agree on how to get that done.

    In fact, I’m pretty confident we will always find something to disagree on.

    Even if it’s just “red or green.”

    But if we always put “We the People” first,

    If we always pledge our loyalty to the people we serve, above all else:

    We will deliver the future our kids deserve.

  • MIL-OSI New Zealand: Police appeal for sightings of missing man Travis Langford

    Police are continuing to search for Travis Langford, who has been missing since 17 January.

    Travis travelled from Wellington to the Waikato region, where his vehicle was located burnt out on a Tolley Road farm in Ngaroma on 18 January.

    Police coordinated a search of that area where his vehicle was located, utilising SAR staff, police and the Eagle helicopter. Private searches have also been carried out by family and friends of the same area and into the South Waikato region.

    Some personal items belonging to Travis were found during the initial search.

    In recent weeks, there have been sightings of a man in the Waipapa and Mangakino areas who fits the description of Travis.

    Police would like to hear from anyone who has seen or heard from Travis, or who has any more information about the man seen in the South Waikato area wearing long pants, no shoes and carrying a backpack.

    We’re also asking people to check any outbuildings, sheds, barns and abandoned buildings on their properties for Travis or any sign of disturbance.

  • MIL-OSI New Zealand: Fatal crash, Bannockburn Road, Nevis

    One person has died following a single-vehicle crash involving a motorcycle on Bannockburn Road, Nevis, Central Otago.

    Emergency services were alerted to the crash around 10pm.

    The rider was located in a critical condition and later died at the scene.

    The Serious Crash Unit completed a scene examination, and enquiries into the circumstances of the crash are ongoing.

    The road remained closed till around 2am this morning when it reopened.

  • MIL-OSI New Zealand: REMINDER: Keeping State Highway 6 in tip top shape – night closures begin next week

    Regular users of State Highway 6 between Rai Valley and Hira need to be ready for three weeks of night closures starting next week.

    Resurfacing and maintenance work is scheduled for the Whangamoa Saddle from 23 February until 13 March.

    During this time State Highway 6 between Hira and Rai Valley will be closed from 8 pm to 5.30 am, Sunday to Thursday nights. No work will be done on Friday and Saturdays.

    To take advantage of this closure and reduce disruption on the route, the Pelorus Bridge on State Highway 6 between Havelock and Rai Valley will  also be closed on the night of 23 February from 8 pm until 5.30 am to allow one of its deck panels to be replaced. The bridge will be open for traffic at 12:30 am.

    Road crews will be carrying out road resurfacing and other essential maintenance work including

    clearing drains, replacing a culvert, completing resilience improvements, and other general works.

    All the work has been deliberately timed to happen at night and outside peak summer holiday traffic to ensure it affects as few road users as possible.

    Full closures are being used because of narrowness of the road and the equipment being used. It is not feasible or safe for road users or workers to run stop/go traffic management. The closures will allow the work to be completed faster and with lower traffic management costs.

    The highway will be opened once per night at 12:30 am to let traffic through. Road users, particularly freight operators are urged to plan carefully to ensure they meet this schedule.

    Drivers also need to be aware of other state highway maintenance work planned for the region in February and March, and to check road conditions before they travel.

    Other State Highway maintenance works:

    • SH6 Havelock – Nighttime works: Asphalting
      • Tuesday, 11 February to Sunday, 6 March, 7 pm to 7 am. Stop/go with delays of up to 10 minutes.
    • SH6 Pelorus – Day time work: Area Wide Pavement Treatment
      • Monday, 10 February to Tuesday, 11 March, 7 am to 7 pm. Stop/go with delays of up to 10 minutes.

    SH6 Whangamoa Saddle – works schedule and location:

    • 23 February to 13 March. Sunday to Thursday nights, 8 pm – 5:30 am.
    • No work will be done on Friday and Saturday nights. The highway will be open, but traffic management and temporary speed limits will apply at work areas.
    • There will be one nightly opening of the road at 12:30 am to allow vehicles through. Drivers must be at the closure points (at the weighbridge in Hira, and on the Rai Valley straight at Rai Engineering & Mechanical) by 12:30 am.
    • Bad weather may see works delayed or extended.
    • There will be other areas of work on our state highways across the top of the South during February. Please plan ahead when travelling.

    SH6 Pelorus Bridge – works schedule and location:

    • Sunday 23 February, 8 pm – 5:30 am with one opening of the road at 12:30 am to allow vehicles to cross the bridge.
    • Drivers must be at the closure points at the Pelorus Bridge by 12:30 am.
    • Contractors will return to the site to complete maintenance work on SH6 Pelorus Bridge from 3 March to 6 March, 8 pm – 5:30 am. Expect delays of up to 10 minutes.
    • Bad weather may see works delayed or extended.
    • There will be other areas of work on our state highways across the top of the South during February. Please plan ahead when travelling.

    Detour Route:

    • The alternate route for drivers wanting to travel over night between Blenheim and Nelson is via State Highway 63 and St Arnaud.
    • This is a much longer route and will add to travel times.

    Explosive ordnance continues to claim lives across Syria, with more than 430 deaths and injuries reported since December, nearly a third of them children, according to Stéphane Dujarric, the Spokesperson for the Secretary-General 

    “Mine action partners continue to report casualties due to explosive ordnance, and that is happening sadly on an almost daily basis,” Mr. Dujarric explained in a press briefing on Monday in New York.

    Farmers and shepherds are particularly vulnerable. Since January, more than 60 people have been killed and over 90 injured, many while tending to their land or grazing animals. 

    Clearance efforts underway 

    With hostilities subsiding in some areas, humanitarian partners have been expanding mine action work in newly accessible regions.

    Since December, over 1,400 unexploded ordnance items have been safely disposed of, and 138 minefields and contaminated areas identified in Idleb, Aleppo, Hama, Deir-ez-Zor and Lattakia.

    On Monday, UN partners visited a farm in Darayya, Rural Damascus, that had been cleared with support from the Syria Humanitarian Fund. This work is critical to enabling farmers to safely return to their land.

    Aid and diplomacy continue 

    Meanwhile, humanitarian aid operations remain uninterrupted.

    Over the weekend, 40 trucks carrying nearly 1,000 metric tonnes of food from the World Food Programme (WFP) crossed from Türkiye into northwest Syria through the Bab Al-Hawa border crossing – assistance sufficient for more than 270,000 people.

    UN partners have also increased the import of food and other aid from Jordan since the start of the year.

    On the diplomatic front, UN Special Envoy for Syria Geir Pedersen is set to visit Damascus this week following meetings at the Munich Security Conference. 

    There, he stressed the need for an inclusive, Syrian-led political process and urged all parties to uphold their commitments on women’s rights. 

    “[The UN] calls on all parties in Syria to uphold their international commitments, respect the rights and dignity of women, and to ensure their full participation in shaping the country’s future,” Mr. Dujarric said.  

    This includes ensuring access to education, freedom of movement, political representation and protection from violence and exploitation.

    Today, Governor Stein provided updates as North Carolina prepares for winter weather this week. Governor Stein is advising North Carolinians to plan ahead for snow, ice, and strong winds, and to follow safety guidance from local officials.  

    “As North Carolinians brace for another winter storm this week, we encourage all North Carolinians to listen to their local weather forecast and have a plan to stay safe,” said Governor Josh Stein. “We are monitoring the situation closely and have activated the State Emergency Response Team. I am mobilizing the Department of Transportation, the North Carolina National Guard, and the State Highway Patrol. Our utilities and local officials are also preparing. Our most important goal is to keep North Carolinians safe this week.” 

    “This winter storm will affect much of the state with winter weather, which will impact roadways and possibly cause power outages in areas where significant ice accumulates,” said Director of Emergency Management Will Ray. “The State Emergency Response Team remains in close coordination with our local communities, state agencies, and utility partners to quickly address any needs. Please limit your travel and stay off the roads to allow NCDOT and first responders to work safely.” 

    The State Emergency Response Team is activated this morning and is ready to respond. The State Emergency Operations Center and Regional Coordination Centers remain in close communication with local emergency management officials to ensure that all resources are available and ready to quickly respond to any needs that arise.    

    The North Carolina National Guard (NCNG) remains a ready force, prepared to support our state in times of need. NCNG leadership has communicated to the force the possibility of inclement winter weather in the coming days, and our Soldiers and Airmen are actively preparing to respond when called. 

    Officials with the N.C. Department of Transportation are preparing for potentially hazardous travel. Maintenance crews in NCDOT highway divisions from the mountains to the coast have started spreading a saltwater mixture called brine on interstates and plan to continue with other highways and primary routes before moving to secondary roads throughout Monday and Tuesday. Brine helps prevent ice from bonding to the pavement. The agency has about 2,500 specially trained employees and contract crews, and hundreds of trucks that can be equipped with plows and spreaders used to pretreat roads and remove snow and ice after a storm hits.  

    The probability is increasing that a winter storm will impact much of North Carolina Wednesday and into Thursday. The eventual track and strength of a low-pressure system will determine precipitation types and amounts. With the current forecast, the best chance for accumulating snow is across the mountains and northern portions of central and eastern North Carolina. Impactful ice accumulations may be possible for portions of central and eastern North Carolina. With any ice accumulations of a quarter of an inch or greater, tree limbs can snap, and power outages may occur. It is important that all North Carolinians remain weather aware over the next day as the forecast will change and be fine-tuned as we get closer to Wednesday.  

    To prepare for winter weather, North Carolina Emergency Management officials recommend these tips: 

    • Pay close attention to your local forecast and be prepared for what’s expected in your area. Use a National Oceanic and Atmospheric Administration weather radio or a weather alert app on your phone to receive emergency weather alerts.  

    • Stock up on water and non-perishable food. 

    • Keep cell phones, mobile devices, and spare batteries charged. 

    • Stay home and off the roads if you can. 

    • Dress warmly if you go outside. Wear multiple layers of thin clothing instead of a single layer of thick clothing.  

    • Store an emergency kit in your vehicle in case you must travel. Include scraper, jumper cables, tow chain, sand/salt, blankets, flashlight, first-aid kit, and road map.  

    • Gather emergency supplies for your pet including leash and feeding supplies, enough food for several days, and a pet travel carrier.  

    • Do not leave pets outside for long periods of time during freezing weather.  

    • Check in on your friends and neighbors, especially the elderly, during winter weather. 

    If your power goes out: 

    • Only operate generators outside and away from open windows or doors to prevent carbon monoxide poisoning.  

    • Never burn charcoal indoors or use a gas grill indoors. 

    • Properly vent kerosene heaters. 

    • Use battery-powered sources for light, instead of candles, to reduce the risk of fire.

    The Election Commission of India today bid farewell to Shri Rajiv Kumar who will be demitting the office of Chief Election Commissioner on 18.02.2025.

    Shri Rajiv Kumar had joined ECI as Election Commissioner on September 1st, 2020 and assumed charge as the 25th Chief Election Commissioner of India on May 15, 2022. His tenure spanning 4.5 years in the Commission was characterized by silent yet deep-rooted reforms across various domains spanning structural, technological,        capacity development, communication, international cooperation and administration. Shri Kumar during his tenure has completed one full electoral cycle with conduct of elections in 31 States/UTs, the Presidential and Vice-Presidential elections 2022, Lok Sabha elections 2024 and Rajya Sabha renewals -a rare and monumental feat in electoral management. The elections were conducted peacefully with near zero repolls and incidents of violence.

    In his farewell address, CEC Shri Rajiv Kumar thanked the 15 million polling officials for their dedication to uphold democratic values. He asserted that the trust of close to nearly a billion voters is unfazed by motivated and uncorroborated attacks on India’s democratic institutions. As a proponent of technology, Shri Kumar outlined a path for strengthening conduct of elections while guarding against the threats of cyber-attacks and misinformation on social media. He lauded the voters for their vibrant participation especially women voters and said that the electoral process is marching towards more inclusivity. His full speech is annexed.

    The Election Commissioners Shri Gyanesh Kumar and Dr. Sukhbir Singh Sandhu conveyed their appreciation for the inclusive, transformative and purpose driven leadership of CEC Shri Rajiv Kumar, that has strengthened electoral processes and has raised India’s stature globally in the field of election management.

    CEC Shri Kumar’s tenure was marked by a slew of electoral reforms, including operationalizing four qualifying dates for voter registration with advanced application facility for 17+ youngsters; simplified forms for voter registration; redefining electoral boundaries with delimitation in Assam;

    ensuring voting by polling personnel at Voter Facilitation Centre to avoid any intimidation, delays and wrong doing. These initiatives were aimed at empowering every eligible citizen while modernizing election administration.

    Shri Kumar championed technology-driven electoral reforms to enhance efficiency, transparency, and accessibility. Under his leadership, ERONET 2.0, managing largest electoral databases, strengthened voter roll management with multi-layered security, seamless, and real-time application processing. Shri Kumar also established mechanisms to tackle the challenge of misinformation and fake news on social media platforms. A myth vs reality register was launched during Lok Sabha Elections 2024.

    Shri Kumar’s contributions were both systemic and profoundly human. His hands-on leadership was evident in his actions. On the global stage, his efforts amplified India’s voice in advancing democratic values, with the Election Commission spearheading ‘Cohort on Election integrity’ and training officials from many election management bodies.

    Beyond institutional reforms and global leadership, his tenure was defined by deeply personal and compassionate gestures that embodied the human spirit of democracy. He believed every voter, regardless of age or ability, deserved recognition and respect. For an inclusive election, efforts were made to enrol marginalised sections like PVTGs and third genders. While conveying his respect, he wrote personalized letters to over 2.5 lakh centenarian voters for their contribution to democracy. He also called upon Youth and Urban voters to get inspired and engage actively in the electoral process.  He consistently raised and pursued innovative measures like establishment of polling stations in high rise societies to address the rising trend of youth and urban apathy in the election process.

    A passionate trekker, he undertook a strenuous journey to one of India’s most remote polling stations to understand challenges faced by polling personnel, inspired innovations like specially designed EVM carry bags for easier transport in tough terrains. Route rationalization and near removal of P-3 polling stations. Known for his poetic expressions, CEC Kumar used shayari to make complex electoral issues relatable, engaging the public and reinforcing trust in the democratic process. A lover of Indian vocal classical and devotional music, Shri Kumar also practices meditation.

    Executive summary:

    Unwavering faith in democracy and the wisdom of close to a billion Indian voters is a guarantee that democratic values will only grow stronger. The commitment of 15 million polling personnel ensures free and fair elections, reinforcing public confidence in the system. Motivated and uncorroborated attacks on democratic institutions will not shake their trust, which is paramount and is a legacy built over 75 years. The increasing participation of women voters, surpassing male turnout in many states, marks a historic shift, strengthening democratic engagement. However, urban voter apathy remains a pressing concern despite outreach efforts. For a more inclusive electoral engagement, remote voting mechanisms for migrants and enabling NRIs to vote must be prioritized.

    Technology is transforming conduct of elections. Innovations like biometric authentication and the totalizer system will strengthen the process. AI can revolutionize conduct of elections, but safeguards against cyber threats and disinformation are crucial. Social media companies must introspect and act responsibly by not letting their algorithms propagate fake narratives. Media and social media platforms must ensure that truth prevails over misinformation.

    1. transparency in the functioning of political parties is essential. The Integrated Election Expenditure Management System has been a step forward, but mandatory e-compliance for political party funding and expenditure is necessary. Misuse of Registered Unrecognized Political Parties (RUPPs) for tax evasion must be curbed with vigilant monitoring. Political parties must ensure that promises in manifestos are backed by clear financial disclosures to prevent fiscal mismanagement and timely court order will facilitate.

    The Model Code of Conduct has upheld electoral fairness, ensuring responsible campaigning without restricting political debate. However, political parties must take accountability for their star campaigners’ rhetoric and strive for constructive, issue-based debates.

    The rising trend of misleading narratives during peak polling or counting hours is a deliberate attempt to distort facts and mislead voters. Casting doubt on outcomes after active and full participation in the process is undesirable. While the Commission exercises constitutional restraint, such tactics are better avoided in the interest of a mature democracy. The judiciary’s role in upholding electoral integrity remains vital. In the course of judicial proceedings, due consideration to election timelines must be maintained.

    India’s expertise in election management system is globally respected and is one of the biggest soft-power of the country. As the leadership transitions, the Election Commission remains committed to strengthening democracy through transparency, innovation, and inclusivity.

    As I bid farewell to this esteemed institution, which has been nothing short of a place of worship, I extend my deepest gratitude to all those who have been part of this incredible journey.

    First and foremost, my heartfelt thanks to the Indian voters, whose numbers have surged to almost a billion. Their unwavering faith in democracy has been the cornerstone of my strength. It is always inspiring to witness democracy in action, the strength of inclusivity and demographic diversity at the polling stations with diverse mosaic of electors including women, youngsters, PwDs, elderly voters, PVTGs, third genders, etc. This also reflects a profound message of hope in Indian democracy. The very essence of democracy lies in its inclusivity, ensuring that every voice, regardless of age, gender, or ability, is heard and valued.

    The sight of long voter queues in places like Jammu and Kashmir and Left-Wing Extremism-affected areas speaks volumes about the people’s faith in the electoral process.  A peaceful, violence free election in these regions is not just an achievement; it is a testament to the power of the vote in shaping the nation’s future, victory of ballot over bullet.

    Our voters are our biggest asset.  I salute the wisdom and maturity of our voters, who can discern truth from misinformation. Their awareness and commitment to democratic values reflect their readiness to shape a just and progressive future. I firmly believe that our voters’ wisdom and active engagement at all layers of democracy guarantee that our nation will prosper, democratic values will only grow stronger, designed and uncorroborated attacks on democratic institutions will not shake their trust. India will continue to create democratic surpluses for the democracy’s world over.

    I also want to convey my gratitude to the women voters who turned out in large numbers, surpassing male turnout in many states, and finally in 2024 Lok Sabha election as well. They have created a new chapter in electoral history, showcasing their vital role in shaping the future of this nation.

     I thank the young and first-time voters who came out to vote, as they are the future and the true ambassadors of our democracy.  Your participation is not just a right but a responsibility. It can bring change, build a better future, and make a real impact. Exercise your franchise wisely, for every vote contributes to a stronger democracy. It becomes an anxiety if you do not step forward.

    While the nation takes pride in conducting one of the largest elections in the world, the lack of voter participation in major urban center’s raises pressing concerns. The trend of urban voter apathy is highly disconcerting. The vibrant hustle of city life often masks a troubling silence at polling booths reflecting a democracy deficit in making. Despite massive outreach and better access to polling stations, facilities, and even scheduling of elections mid-week, urban voters often neglect their responsibility to vote. Continued engagement with urban voters is a must.

    A heartfelt gratitude to the vast family of polling personnel and security staff, the foot soldiers of the Election Commission of India. Their numbers surged to an incredible 15 million during the last Lok Sabha elections, yet their dedication to upholding democracy has never wavered. Their relentless efforts ensure the seamless conduct of elections, time and again. And I am confident that as long as our foot soldiers continue to perform their duties with transparency and impartiality, engaging political parties and the media at every step, no one can weaken the strong democracy of our country regardless of any insinuations that come their way.

    I extend my gratitude to my fellow Commissioners, past and present, whose wisdom and collaboration have enriched the Commission’s work. To my colleagues at Nirvachan Sadan and Chief Electoral Officers across states, your commitment has been instrumental in carrying forward the mission of free and fair elections. Conducting elections in the world’s largest democracy is no small task, and it has been an honor to work alongside such dedicated and selfless colleagues.

    Internationally, it has been an honour to engage with Election Management Bodies worldwide, exchanging ideas to strengthen democratic processes across borders. I was overwhelmed by the respect that India attracts in conduct of free, and fair elections in the largest democracy in the world and the expectations that global election management community has to learn from the Indian experience.

    Conducting elections in the world’s largest democracy is an immense responsibility, one that requires constant innovation and vigilance. As I pass the baton to my successors, leaving the commission in experienced and competent hands, I acknowledge the evolving challenges ahead. The future of elections will be shaped by a complex and multifaceted blend of technological advancements, voter engagement, influx of fake narratives and the balancing of transparency with privacy. The Election Commission has to remain steadfast in preserving the trust of voters while adapting to these new realities.

    The Model Code of Conduct has played a crucial role in maintaining a delicate balance between allowing robust political debate and ensuring responsible campaigning. While it has been leveraged effectively to uphold electoral fairness, we must remain mindful that any overreach could stifle genuine political expression, just as unchecked violations could undermine the sanctity of elections. The challenge ahead lies in carefully calibrating the MCC’s enforcement, ensuring it remains an effective tool for ethical campaigning without becoming an undue constraint on democratic expression. The Commission on many occasions in the past tread upon a fine line which required the balancing of proactive actions with constitutional wisdom and restraint in the interest of allowing for the fullest and vibrant electoral participation by parties and candidates alike, while not overrun the legal judicial process. Political Parties and their presidents must also take responsibility for the utterance of their star campaigners and leaders.

    Technology has been a powerful enabler in our electoral processes, helping refine voter rolls, streamline operations, and engage citizens more effectively. We are at the forefront of adopting technology in our electoral operations. The suite of more than 20 applications provides the perfect ecosystem for rolling the giant wheel of the electoral system from Registration to Results.

    ERONET is a web-based platform for Electoral officials, supporting 14 languages and 11 scripts to manage the country’s largest electoral database safely. It standardizes form processing, database structure, and E-Roll printing while automating voter registration, verification, and decision support. Used across all States/UTs, it ensures a seamless, integrated electoral roll management system on a national-level infrastructure. Using facial recognition software’s, our electoral rolls have been further purified.

    However, innovations like biometric authentication may further help prevent impersonation and multiple voting, ensuring that every vote belongs to the rightful voter. Additionally, emerging technologies hold great potential for more efficient management of movement of man and material, AI enabled capacity building modules, enhancing transparency and security in elections, etc.

    Presently in the system of counting of votes, the result is retrieved from each EVM, then the votes polled in respect of each candidate is totaled and result is declared. The demerit of this system of counting is that the candidates can know from where they have received how much vote. This leads to the problem of post-election violence, victimization and exclusion of the supporters of opposition parties from developmental activities. To address this, technologies like the totalizer, already developed by the Commission would ensure that the votes polled by each candidate- polling station wise is not disclosed. I believe that this matter should be explored, political consensus attempted and tested on a pilot basis to enhance voter secrecy and protect the integrity of the electoral process.

    The Election Commission has always worked to make elections more inclusive, ensuring that every voter can exercise their franchise. However, with nearly 300 million electors not engaging in the electoral process, due to reasons including migration- domestic and external, it is imperative to move forward with pilot programs for Remote Voting Mechanisms.  ECI has explored the option of using a modified version of the existing model of M3 EVMs to enable voting at remote polling stations i.e. polling stations outside home constituency, for domestic migrants. A Concept Note for on the matter of improving voter participation of domestic migrants using remote voting was also shared with all Recognized National and State Political Parties, ahead of all party consultation held on 16.01.2023. Efforts to build consensus among various stakeholders must continue to bring the ballot closer to those who cannot reach polling stations.

    India’s growing aspirations for its rightful place in world order, require to show deep commitment to Commission’s moto of “ No voter to be left behind”. It is right time to enable our Non-Resident Indians to vote from outside the country. Commission has developed necessary mechanisms required. The Government should take a final decision swiftly to enfranchise those who contribute significantly to our nation from afar.

    Financial transparency in elections remains a vital pillar of democratic integrity and level playing field. The introduction of the Integrated Election Expenditure Management System (IEMS) has been a significant step for an online compliance framework for financial reporting by political parties. However, as the compliance was voluntary, most of the major parties continue to use offline mode, despite IEMS being user friendly with lots of pre-populated data fields and facility to directly upload csv files. Therefore, Commission in future may consider bringing the full political party compliance and engagement ecosystem online and making e-compliance mandatory in future.

    Political parties must uphold transparency in both fundraising and expenditure. Certain RUPPs had become instruments for tax evasion by way of bogus donation rackets and thereby misused enabling provisions of the Income-tax Act and R.P. Act. The Commission while doing the massive verification exercise of RUPPs also verified the financial compliance status of RUPPs. The exercise not only resulted in delisting/ declaring inactive of non-compliant RUPPs, it also flagged the issue of misuse of exemption provision under the income-tax Act. CBDT, since then has been taking necessary enforcement actions to curb this misuse of RUPPs. However, as the RUPPs make their compliance before respective CEOs, the offices of CEOs need to be more sensitized towards various aspects of financial compliances by political parties. Transparency and accountability must remain at the heart of political financing reforms.

    The Commission remains steadfast in its commitment to addressing concerns surrounding unchecked freebies and overpromising manifestos. While the matter related to freebies is currently sub-judice, and I hope for a timely decision from the court, it is imperative in the interim that political promises are backed by clear disclosures on their financial viability and their effect on the fiscal health of the state.  We had also prescribed formats to ensure that political parties transparently display the financial implications of their promises against well-defined, quantifiable parameters like quantum of funds required to fulfill promise, availability of fiscal space, means to fulfill promise by cutting expenditure or augmenting revenue,  revenue deficit, fiscal deficit, requirement of any additional borrowings, impact on fiscal deficit, etc. to let voter know the feasibility of fulfilling the promise within the available State or Union financial space.

    Additionally, emerging technologies hold great potential for more efficient management of polling logistics and operation, AI-enabled capacity building modules and enhancing transparency and security in elections. AI can inter alia be leveraged to ensure that voter information, and voting instructions are available in multiple languages and that voting mechanisms are accessible to all voters.

    While the integration of AI and digital tools holds great promise, we must also guard against their misuse. The rise of cyber threats and disinformation campaigns necessitates stronger safeguards and strategic countermeasures. The unchecked use of bots, fake SM content, and AI-generated content during campaigns can distort public opinion and polarize societies. The Election Commission of India’s has recently issued advisory to political parties mandating the clear labeling of AI-generated content on social media. This is a significant step in the direction of protecting democratic discourse.

    Social media companies must introspect on their role in upholding free speech while ensuring it does not become a casualty of their own algorithmic shortcomings. The very freedom they champion should not be compromised by their failure to detect even the most obvious fake content. Timely detection and labeling of misinformation are crucial before it spreads unchecked.

    We have also seen many digital portals propagating misleading narratives and half-truths. While the Commission is generally restrained in reaction, I urge CEOs of various states to not only respond to such issues but also to preempt and actively dispel such notions.

    As a nation celebrating 75 years of its Republic, it is worth reflecting on the nature of election campaigns. A concerning trend has emerged in recent years, with political discourse increasingly becoming such that scars are left even after campaign period. This not only lowers the quality of debate but also risks disillusioning our youth with the electoral process. Should we not strive for a more constructive and dignified dialogue? Should political parties not focus on issue-based debates? Should political parties not take responsibility for encouraging youth participation through their campaigns? These are the questions political parties must introspect.

    I have observed a pattern in the timing of certain narratives. During peak polling or counting hours, a wave of fake allegations and rumors begins to spread across media and social media, misleading people and creating confusion. Narratives are deliberately set to distort facts. However, the Commission follows a policy of restraint, choosing not to respond while the election process is underway, ensuring that focus remains on the integrity and smooth conduct of the elections. The live reporting of hearing of the long pending cases at critical junctures, sometimes fuel distrust that the petitioner intends to create. It would be beneficial if such proceedings are scheduled with due consideration to the election period, ensuring that the electoral process remains smooth and undisturbed. This is a specific expectation of India’s esteemed constitutional Courts. I say this while recording my gratitude for the higher judiciary of the country which has consistently acted as the guardian spirit of India’s electoral process and system.

    The Commission, as an institution, often finds itself unfairly blamed by those unwilling to accept electoral outcomes. A pressing concern is the growing tendency to target election officials in the aftermath of electoral contests. It is perceived as a convenient scapegoat. All candidates and parties are involved in every stage of the process with utmost transparency. Having participated in each step, without raising objections or filing appeals during the process, then attempting to create doubt afterward is undesirable.  Dialogue should always be the preferred approach and while the Commission reacts with sagacity, stoicism and restraint, this is a disturbing trend and should be abandoned soon. 

    The media is playing a crucial role in ensuring transparency and accountability in the electoral process. All out efforts must continue to involve them at every stage of electoral cycle so that in the rush to break news first, misinformation and false narratives do not gain undue prominence. 

    India stands as a global beacon of democracy with one of the largest and most transparent election systems, India’s democratic framework has the quality to inspire nations worldwide and thus a soft power to be adequately leveraged.

    Lastly, as I step away, I do so know that the responsibility we carry is greater than of any one individual but is upheld by each of you every day. I hope the Commission continues to strengthen this great institution, uphold its values. I am confident that I am leaving Commission in more competent, committed and professional hands.

    India and Qatar are set to strengthen their economic and trade ties with the India-Qatar Joint Business Forum, scheduled for February 18, 2025, in New Delhi.Joint Business Forum will be organized by the Confederation of Indian Industry (CII) in collaboration with the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce & Industry, Government of India, which will convene top business leaders, policymakers, and industry stakeholders to explore investment opportunities, technological collaboration, and economic partnerships.

    The event takes place on the sidelines of the visit of H.H. Sheikh Tamim bin Hamad Al Thani, the Amir of Qatar, to India from February 17-18, 2025. The business forum will be graced by H.E. Sheikh Faisal bin Thani bin Faisal Al Thani, Hon’ble Minister of Commerce and Industry, State of Qatar, and Shri Piyush Goyal, Hon’ble Minister of Commerce and Industry, Government of India, who will deliver keynote addresses.   • MIL-OSI Asia-Pac: Text of Vice-President’s Address at Indian Institutes of Science Education and Research (IISER), Mohali (Excerpts)

    Good afternoon all of you. If there has been some disruption in your normal activity, because as Vice-President of the country, I take it as my prime obligation to connect with young minds and important institutions. It is from that perspective I solicited this invitation.

    I am grateful that it was accepted. Professor Anil Kumar Tripathi, Director IISER, a man who brings on the table huge experience, commitment, and in his brief address he has revealed the object, the performance and the potential. Professor Renu Vig, Vice-Chancellor, Punjab University, has two distinctions.

    One, she is the first ever woman Vice-Chancellor of the Punjab University, a very prestigious university. I am sure we can applaud her, and, she is the 14th Vice-Chancellor, appointed by a Chancellor, who happens to be the 14th Vice-President of the country, that’s myself. Both of us missed number 13 very narrowly. Professor R.P. Tiwari, Vice-Chancellor, Central University of Punjab. Have you noticed something unique here? There are three Vices. So, Professor Anil Kumar Tripathi can be happy and delighted. Unless he says that prefix of Vice does not mean vice as it is defined in the dictionary, I would not reflect upon myself. But I can assure you, Vice-Chancellor Renu Vig and Vice-Chancellor R.P. Tiwari have no Vices.

    This is a unique Institution and 7 being in number. Having been Governor in the State of West Bengal for three years, I am aware of these Institutions and the seminal role they play in the evolution of the heart. Every institution is defined by the faculty, and I greet members of the faculty who are very distinguished and are futuristic in their outlook, whatever little I have gathered. We as a nation can take pride that we have an unparalleled legacy unknown to other nations. That long, and if we traverse our civilisational journey of 5000 years, we will find Bharat had been glory of the world,epicenter of knowledge and culture. People from all over the world flocked in pursuit of knowledge. That is your motto. What a motto you have picked up. Nalanda, Taxila, people came from all over the world in search of knowledge, shared knowledge and wisdom.

    We at the moment are at a very critical juncture, and I say so with some amount of nostalgia. I got into the seat of governance 35 years ago when I was elected to Parliament (Lok Sabha) and had the good fortune to be a Minister. I know the situation there. The mood of the nation. Our worrisome foreign exchange disturbed Jammu and Kashmir. I saw it all around, and our government didn’t last long, not because of me. And what I see now, 180 degree difference. The nation has an environment of hope and possibility. Our global image is very high.

    Leadership of the Prime Minister is globally acknowledged. And we have traversed against heavy winds. Difficult terrain. From fragile five economies to the world’s largest five economies at the moment. Ahead of those who ruled us for centuries, the Great Britain. It is a matter of time. That we will be marching ahead of Japan and Germany also to be the third largest in about a year or so. Such a jump. When I was elected first in parliament I had no courage to dream. Then that was the time, young boys and girls, where a Member of Parliament felt really an authority because he or she could give 50 gas connections or 50 telephone connections in a year. Imagine where we have come. In the shortest possible time, 550 million people of the country benefited from banking inclusions. They never had that account.

    Over 100 million households have toilets. Cooking gas in every house, electricity in every house, internet in every remote corner, health centres and education centres around, road connectivity, everything is happening. World class infrastructure we are seeing of global benchmark, and therefore, as I said this morning also, no nation in the world has grown as fast in the last 10 years as Bharat. This has created a challenge. A challenge of aspirational youth. They want more. They are entitled to more because they have tasted development. They see it on the ground. They know that per capita internet consumption of India is more than that of US and China taken together, that speaks of our access to technology and adaptability of technology.

    When it comes to direct transfers, a service delivery driven by technology, our direct digital transactions are four times the combined transactions of USA, UK, France and Germany. We are a nation where global entities, International Monetary Fund, World Bank are appreciating us. I recall my days in 1990 as a minister.

    Our gold had to be shipped in an aeroplane to be placed to two banks in Switzerland because our foreign exchange was around 1 billion US dollars. Now it is 700 times. And not a cause of concern, and therefore, the challenge is how do we meet aspirations of our young minds and my message to young minds. Seriously, look around, the opportunity basket which for you is getting larger and larger by the day. Come out of these silos and groove that are defined jobs only with the government or working in a corporate.

    Startups, unicorns are doing wonders. Let me tell you, IITs and IIMs have given these unicorns. But about 50% are from other institutes. I know the potential this country has because I have been to ISRO. Seen for myself. I have seen emerging space economy, there I came to learn for the first time when our rocket had to be put in space. It was not from Indian soil, and now we put rockets of other countries, USA also, developed countries also, Singapore also, from our and make money. Good value for money. Chandrayaan, Gaganyaan – They are defining us.

    I had the good occasion to have discussion with S. Somnathan, ISRO chairman, he was till recently, now V. Narayanan. Their fire, their zeal, their commitment, very different. In Bangalore, Govindan Rangarajan, Indian Institute of Science, and Dr. Clyde Shelby. I had the occasion to see personally what kind of innovations are being done for larger public welfare by scientific and industrial research. I say so because a country’s reputation, image, power is to be defined by research.

    Research is the bedrock of economic supremacy and global distinction. There was a time when we did not bestow attention on research and we thought somebody will give it to us with a price. And that someone will decide how much to give, on what terms to give but now, we have changed that. Nations that lead in research have global respect in economy, in strategy. And countries depend on them. Just imagine how far we have gone when it comes to meteorological predictions. We are one of the best in the world. As Governor-General of West Bengal, and the state is prone to cyclones, super cyclones, there was no mortality on high seas. The prediction was very accurate. Scientific prowess defines strategic prowess. Conventional wars are gone.

    And we have an ancient legacy of having been researchers, discoverers, giving to the world right from zero in arithmetic or mathematics. Aryabhatta, Brahmagupta laid foundations of global mathematics. Our scientific pantheon, Raman known by Raman effect, Bose, Sarabhai, Chandrasekhar, Shah, Bhatnagar, and our former president, they define India’s research mind, orientation. They exemplify commitment to research. And look at those days, we were in colonial shackles. Raman effect discovered against colonial scepticism.

    It stands as a testament to our Indian scientific beliefs. Cutting edge research is demand of the times. And the research has to correlate to fulfil the needs of the society. A research that is to be put on the shelf, a research that is for the self, a research that embellishes the profile, a research that contributes only to credentials is not the research. A research that only scratches the surface is not the research. The research has to be authentic.

    The research must create a wave. It must have positive, cascading impact on the lives of the people. Industries, business, trade and commerce are driven by research. At the moment, boys and girls, we are living in times we never imagined. You are facing those times as much as I am doing. We call them Artificial Intelligence, Internet of Things, Blockchain, Machine Learning and the kind. Blockchain for some may be Blockchain. Machine Learning may be Machine Learning only. But look at the power these technologies have.

    And these technologies are known as disruptive technologies. But these technologies come with enormous challenges that can uproot us. But they come also with a basket of opportunities. And we must focus on unleashing opportunity out of these disruptive technologies. Our research has to come up to that mark. It is our good fortune that the government is alive to the situation.

    And we as a nation, home to one sixth of humanity, are at the moment focussing on these technologies. Our quantum computing. There is a reflection by the director. About 6 lakh or 8 lakh jobs will be created out of investment of 6 lakh crores. Quantum computing, there is allocation of 6,000 crores and 18,000 crores for green hydrogen mission. These are the opportunities for you people. Space economy, blue economy. These are the opportunities for you.

    And therefore research has to facilitate life of the ordinary person. To improve our industry, our administration. A nation of 1.4 billion and a rich human resource unrivalled in the world. If it is catalysed and activated by temperament of research, the results will be exponential, geometric and revolutionary. Because now Bharat is no longer a nation with a potential. Our rise is unstoppable for last few years.

    It is incremental. And therefore, there has to be a greater commitment that research in the country is in the big league, in the Platinum category. And for that, the faculty has to brainstorm. We cannot have satisfying moments. As reflected by a Greek philosopher much before Socrates’ era, Heraclitus, Boys and Girls, now we are having change every moment. Paradigm shift.

    We are virtually at an industrial revolution. Unknown to the humanity before. And if nations have to go ahead of others, we have to focus on research. There was a time in Silicon Valley otherwise we could hardly see an Indian. And there is now hardly a global corporate that doesn’t have an Indian man or woman at the peak. Our demographic dividend now requires universalist engineering, mathematics. And that is why, after more than three decades, a game-changing education policy was introduced. And that was to give you enough room so that you can go after your aptitude and distance from the package of just degrees.

    I will take the occasion to appeal to corporates that they must come forward to drive the engines of research. Liberally contribute because ultimately they are the beneficiaries. Alongside the government they should be making liberal contributions beyond their CSR funds. If you look at the global corporates, how much they invest you will be surprised. We take pride in the last five years. We have increased our research fiscal commitment in the corporates to 50% above.

    From 0.89% of their revenue to 1.32% of their revenue. I find it deficient. Investment has to be many times more. We take pride also because earlier things were not moving. Now things are moving. When things are moving, we notice a change. Patents have nearly more than doubled in the last ten years. But our patents must be in consonance with our demographic participation in the world. One-sixth we must have. Because we are one-sixth of humanity. And this one-sixth of humanity qualitatively is very different than one-sixth. And therefore, taking note of technology access and adaptability, we need to be in optimal performance mindset.

    Imagine a country where 100 million farmers, three times a year, get direct banking transfers. Young boys and girls were not aware, there was a time when corruption was the password for opportunity, recruitment or business licence. Power corridors were leveraged by lies and agents. All this neutralised. And neutralised also through technological applications. Because middlemen have been shown the door. So when I look at your institute, Director, science, education and research, the triangle, this defines your role. Pursuit of knowledge. It starts with education. Because education as a transformative vehicle is very powerful. It brings about equality. Any one of you can have unicorn and be in the big league of industry. You don’t have to look to the situation. That yes, my father was in the industry, that’s true. We need to fight by technology. That’s the sin we are facing. So education. In education, science is important.

    Because science unfolds your mind to generate creativity, innovation. And then the next step is research. A combination of these will unlock the enormous potential of Indian mind. Will make available avenues and vistas to our population. Every nation hopes to be self-reliant. But we as a nation are very large. Complex on occasions. When the nation is growing so fast, some of us, the number is very small. The traction is large. Put personal interest, commercial interest, political interest, above national interest. This can’t be allowed. This is unfair to boys and girls.

    This is unfair to everyone, because if in our democracy there is someone as a class more serious, significant stakeholder in democracy and growth, than any one of us sitting here, is the youth of the country. Because as we march for Viksit Bharat after 2047, you are the driving force behind engines of growth. And therefore we have to give new dimension now. Make in India, start up India. And look at technology. It has to get into healthcare.

    Technology has to get into education. Technology can catalyse that quality health and quality education is available to one and all. And if that happens, Bharat will be what it has been for centuries.Our lean period started in 12th century. Then marauders came, invaders came, recklessly destroyed our culture. They sacrileged our religious places to an extent that they put their own at the same place. Then came the Britishers who did not give us the education to rule ourselves. They gave us education and taught us history as suited to them. Now things have changed. We are much ahead of UK in economy. We have a bunch of institutions now all over the country. IITs, IIMs, Institutions like yours, and therefore we must have this ecosystem with ears and eyes on the ground. The litmus test is changing the life of the ordinary man. We all stand committed to that because that is our preamble.

    We the people of India want these things. I conclude for time constraint. What Vivekananda said, “Arise, awake, stop not till the goal is achieved”. A motto which you must have. From my side I can give it to you. Have no tension, Have no stress, Never fear failure. Failure is natural. Sometimes you will be surprised, Oh he has succeeded, he should not have succeeded, take it in stride. System is transparent, there will be aberrations. Sometimes you will find, Oh! my own success is unjustified. These are situations natural to us, and then Dr. Kalam whose heart was always in education. I recollect when he met his maker. He was with the students in the North East, and what he said I quote,

    “Dreams transform into thoughts, and thoughts result in action” and therefore my ultimate plea with you, If an idea occurs to you don’t allow your mind to be a parking ground for that idea because you fear you may fail. Get rid of it. Failure is a myth because there is no one who has not failed but they never took failure as failure. Chandrayaan 2 was failure for some who are critics, who are recipe for negativity. Chandrayaan II did not fail, It went that far, and Chandrayaan III did the rest. Let your innovations catalyse India’s scientific renaissance, and advance human progress because we are a country that believes in ‘Vasudhaiva Kutumbakam’ – One Earth, One Family, One Future, that was our motto to the entire world.

    Panchamrit: India’s Five Point Pledge Towards Climate Change

    1. India will take its non-fossil energy capacity to 500 GW by 2030

  • MIL-OSI New Zealand: Inner city spruce up planned for State Highway 1, Wellington CBD

    State Highway 1, Karo Drive in the Wellington CBD will be getting some much-needed TLC next week.

    Mark Owen, Regional Manager Lower North Island / Top of the South, say it will be the latest piece of urban State Highway 1 in the capital to feel the benefits of the state highway summer maintenance programme.

    “People heading in and out of the city will have seen the work we have done on the urban motorway. The highway route through the city is another well used road, and that is why the northbound lanes of Karo Drive between Taranaki and Victoria Streets are our next priority.”

    “Over 25,000 use this stretch of highway daily. The more a road is used, the more important maintaining it is,” Mr Owen says.

    Road crews will be on the job on the nights of Sunday, 23 February, and Monday 24 February, between 9 pm and 4:30 am, weather permitting. There will be noise disruption throughout the night, but the noisiest part of the work will be done between 9 pm and 11 pm.

    Mr Owen says the timing of the work is carefully chosen.

    “Traffic volumes in Wellington’s CBD are at their busiest during the day, which is why we do this sort of work at night when fewer vehicles are on the road. It inconveniences fewer people and makes the job easier, and safer, to complete.”

    “We will have to close all the northbound lanes on Sunday night, then run lane closures on Monday night. It means there will be just one night where there will be a full directional closure,” Mr Owen says.

    Local road detours will be available for the Sunday night closure, via Taranaki St, Jervois/Waterloo/Aotea Quay to the Aotea Quay Northbound onramp. This will add to travel times and drivers should allow extra time for their journeys.

    Mr Owen appreciates state highway roadworks in the city will cause disruption and delays.

    We ask drivers to please be patient, follow all traffic management in place, while our contractors work hard to get this job finished.”

    • Sunday, 23 February. 9 pm to 4:30 am
      • SH1 Karo Drive CLOSED to all northbound traffic between Taranaki  and Victoria Streets
      • Detour available via Taranaki St, Jervois/Waterloo/Aotea Quay to the Aotea Quay Northbound onramp

      • Northbound lane closures, SH1 Karo Drive, between Cuba Street and Willis Street.
      • Victoria Street will be shut at the SH1 intersection

  • MIL-OSI Security: Stephenville — Bay St. George RCMP investigates vehicle arson in Piccadilly, seeks public’s assistance

    Bay St. George RCMP is investigating an arson that occurred in Piccadilly shorty after midnight today, February 17, 2025.

    Shortly after 12:30 a.m. on Monday, Bay St. George RCMP were called to the parking lot of the Our Lady of Fatima Catholic church on the Main Road in Piccadilly where a truck was on fire. Firefighters attended the scene and extinguished the blaze, which completely destroyed the vehicle. Evidence gathered at the scene suggests that the fire was intentionally set. A set of footprints was observed in the snow that led from the vehicle and continued into a wooded area behind the church. The footprints eventually led back onto the Main Road where it is believed the suspect was picked up by a motorist.

    The investigation is continuing.

    Bay St. George RCMP asks area residents to check for any possible surveillance footage and to report any suspicious activities around the time of the arson.   • MIL-OSI Security: Tisdale — Tisdale RCMP: three arrested after fleeing from police

    On February 11, 2025 at approximately 4:55 p.m., Tisdale RCMP received a report of an intoxicated driver on Main Street in Tisdale, SK.

    Officers responded and located the suspect vehicle, which was exiting a parking lot in Tisdale, SK. Officers activated their emergency equipment and initiated a traffic stop, but the vehicle fled at a high rate of speed. Officers followed the vehicle.

    The suspect vehicle exited town and turned down a dead-end grid road. At the end of the road, the suspect vehicle slid into the ditch and became stuck in a field. The vehicle occupants exited the vehicle. An adult female was arrested at the scene while two males fled on foot into a nearby treed area.

    As a result of continued investigation and searches by Tisdale RCMP, Melfort RCMP, and Saskatchewan RCMP’s Police Dog Services, two adult males were located and arrested later that same day. One of the adult males was taken to hospital by EMS with weather-related injuries.

    Charges have not been laid at this time. Tisdale RCMP continue to investigate.

  • MIL-OSI USA: Travel Advisory: RIDOT to Reduce Travel Lanes on Route 113 over I-95 and I-295 in Warwick as Bridge Replacement Project Begins

    Starting on Friday night, February 21, RIDOT will reduce the number of travel lanes on both directions of Route 113 (East Avenue) in Warwick where the road passes over I-95 and I-295, located between the Route 5 intersection and the main entrance to the Community College of Rhode Island (CCRI) Knight Campus. The changes are the first steps in a project to replace two structurally deficient bridges over the Interstates along this important transportation corridor.

    The temporary traffic pattern requires the closure of the left lane in both directions of Route 113 so RIDOT can set up a work zone to begin demolition of the existing median barrier. There will be one through lane for Route 113 east and west traffic as well as a lane for merging traffic coming onto and off of the Interstate. All ramps will remain open.

    The traffic pattern will be in place until mid-spring, when RIDOT will shift traffic onto the eastbound side of the bridges while it begins demolition and reconstruction of the other side. The second phase of this work for the westbound side of the bridges will take place from mid-summer to late fall. By the end of the year all travel lanes will be restored to their original configuration.

    If adverse weather occurs on February 21, RIDOT will shift the traffic pattern change to the following Friday, February 28.

    The bridges were built in 1965 and carry up to 33,000 vehicles per day on Route 113, a major east-west corridor for Warwick that links large residential and commercial areas including access to CCRI.

    The bridge replacements are part of the new $102.4 million Warwick Corridor Project. In addition to the bridge work, RIDOT will improve several other important corridors and intersections, with paving, sidewalk work, ADA accessibility, new traffic signal upgrades, and new pedestrian crossing and other safety features. Specifically, RIDOT will pave sections of East Avenue, Route 2 (Bald Hill Road), East Avenue, Main Avenue, West Shore Road and Post Road.   • MIL-OSI United Kingdom: Leuchars Station medical and dental centre marks major construction milestone

    Around 3,700 armed forces personnel and their families will benefit from the new building at Leuchars Station.

    A ceremony has been held to mark the topping out of a new medical and dental centre at Leuchars Station in Fife. 

    The Defence Infrastructure Organisation (DIO) is managing the build on behalf of the British Army, and contracted the £22 million facility to Graham Building North who began construction in October. 

    The new building will replace the current medical and dental centre which was built in 1936. Around 3,700 personnel at the British Army establishment and their dependents will benefit from the new building, which will house physical rehabilitation and mental health facilities as well as GP and dental services. Leuchars Station is to become the army’s hub in Scotland, and the new building has been designed to cater for this increase in personnel .

    The building has been carefully designed to be as sustainable as possible, including through thermal efficiency, solar panels, air source heat pumps and 4 electric vehicle charging stations. Building materials have been selected not only on the basis of suitability but also to reduce carbon impact on the environment. It is hoped that the building can be an example of sustainability in construction of future MOD medical and dental centres.

    Reaching this milestone, with completion of the structure, means it’s easy for both the medical staff and other personnel at Leuchars to see the scale of this new facility and how well-suited it will be for their needs. Our focus now moves to the interior of the building as we look forward to the completion of the building in the coming months.

  • MIL-OSI USA: Bowman, Brief Remarks on the Economy and Accountability in Supervision, Applications, and Regulation

    Thank you for the invitation to join you here in Phoenix at the ABA’s Conference for Community Bankers.1 For the past seven years, this conference provided an excellent forum for me and bankers to meet and interact with a range of state and federal regulators, policymakers, service providers, and other stakeholders. Today I would like to share a brief update on my views on monetary policy and the economy, before I turn to bank regulatory issues, and describe how I think that regulators should approach the important work of “maintenance” of the regulatory framework.
    Economic Outlook and Monetary PolicyToward the end of last year, the Federal Open Market Committee (FOMC) began the process of moving the target range for the federal funds rate to a more neutral setting to reflect the progress made since 2023 on lowering inflation and cooling the labor market. At our September meeting, the FOMC voted to lower the target range, for the first time since we began tightening monetary policy to combat inflation, by 50 basis points to 4-3/4 to 5 percent.
    You may remember that I dissented from that decision, the first time a Fed Governor dissented from an FOMC rate decision in nearly 20 years. I preferred a smaller initial cut to begin the policy recalibration phase. I explained my reasoning in a statement published after the meeting noting that the strong economy and a healthy labor market did not warrant a larger cut. In addition, moving the policy rate down too quickly could unnecessarily risk stoking demand, potentially reigniting inflationary pressures, and could be interpreted as a premature “declaration of victory” on our price-stability mandate.
    At the most recent FOMC meeting last month, my colleagues and I voted to hold the federal funds rate target range at 4-1/4 to 4‑1/2 percent and to continue to reduce the Federal Reserve’s securities holdings. I supported this action because, after recalibrating the policy rate by 100 basis points through the December meeting, I think that policy is now in a good place, allowing the Committee to be patient and pay closer attention to the inflation data as it evolves.
    In my view, the current policy stance also provides the opportunity to review further indicators of economic activity and get further clarity on the administration’s policies and their effects on the economy. It will be very important to have a better sense of these policies, how they will be implemented, and establish greater confidence about how the economy will respond in the coming weeks and months.
    For now, the U.S. economy remains strong, with solid growth in economic activity and a labor market near full employment. Core inflation is still somewhat elevated, but has appeared to resume its downward path, and my baseline expectation has been that it will moderate further this year. Even with this outlook, there are upside risks to my baseline expectation for the inflation path.
    In 2023, the rate of inflation declined significantly, but it has taken longer to see further meaningful declines since that time. The latest consumer and producer price index reports suggest that the 12-month measure of core personal consumption expenditures inflation—which excludes food and energy prices—likely moved down to around 2.6 percent in January, which would represent a noticeable stepdown from its 2.8 percent reading in December and 3.0 percent at the end of 2023. Progress had been especially slow and uneven since the spring of last year mostly due to rising core goods price inflation.
    After increasing at a solid pace, on average, over the first nine months of last year, gross domestic product appears to have risen a bit more moderately in the fourth quarter, reflecting a large drop in the volatile category of inventory investment. In contrast, private domestic final purchases, which provide a better signal about underlying growth in economic activity, maintained its strong momentum from earlier in the year, as personal consumption rose robustly again in the fourth quarter. Following strong readings in December, retail sales and sales of motor vehicles softened in January. However, these data can be noisy around this time of the year and sales were likely affected by the cold and wintery weather last month.
    Payroll employment gains have picked up since the summer of last year and averaged a strong pace of about 240,000 per month over the past three months, with last month’s gains likely held back by the Los Angeles wildfires and the harsh winter weather. The unemployment rate edged down further to 4.0 percent in January and has moved sideways since the middle of last year, remaining below my estimate of full employment.
    The labor market appears to have stabilized in the second half of last year, after it loosened from extremely tight conditions. The rise in the unemployment rate since mid-2023 largely reflects weaker hiring, as job seekers entering or re-entering the labor force are taking longer to find work, while layoffs have remained low. The ratio of job vacancies to unemployed workers has remained close to the pre-pandemic level in recent months, and there are still more available jobs than available workers. The labor market no longer appears to be especially tight, but wage growth remains somewhat above the pace consistent with our inflation goal.
    The recent revision of the Bureau of Labor Statistics labor data further vindicates my view that the labor market was not weakening in a concerning way during the summer of last year. Although payroll employment gains were revised down considerably in the 12 months through March 2024, job gains were little revised, on net, over the remainder of last year. It is crucial that U.S. official data more accurately capture structural changes in labor markets in real time, so we can confidently rely on these data for monetary and economic policymaking. But in the meantime, given conflicting economic signals, measurement challenges, and significant data revisions in recent years, I remain cautious about taking signal from only a limited set of real-time data releases.
    Assuming the economy evolves as I expect, I think that inflation will slow further this year. As the inflation data since the spring of last year show, its progress may be bumpy and uneven, and progress on disinflation may take longer than we would hope. I continue to see greater risks to price stability, especially while the labor market remains strong.
    With encouraging signs that geopolitical tensions may be abating in the Middle East, Eastern Europe, and in Asia, I will be monitoring global supply chains which could continue to be susceptible to disruptions, and lead to inflationary effects on food, energy, and other commodity markets. In addition, the release of pent-up demand following the election could lead to stronger economic activity, which could also influence inflationary pressures.
    Having entered a new phase in the process of moving the federal funds rate toward a more neutral policy stance, there are a few considerations that lead me to prefer a cautious and gradual approach to adjusting policy, as it provides us time to assess progress in achieving our inflation and employment goals.
    Given the current policy stance, I think that easier financial conditions from higher equity prices over the past year may have slowed progress on disinflation. And I am watching the increase in longer-term Treasury yields that has occurred since the start of policy recalibration at the September meeting. Some have interpreted it as a reflection of investors’ concerns about inflation risks and the possibility of tighter-than-expected policy that may be required to address inflationary pressures.
    There is still more work to be done to bring inflation closer to our 2 percent goal. I would like to gain greater confidence that progress in lowering inflation will continue as we consider making further adjustments to the target range. We need to keep inflation in focus while the labor market appears to be in balance and the unemployment rate remains at historically low levels. Before our March meeting, we will have received one additional month of inflation and employment data.
    Looking forward, it is important to note that monetary policy is not on a preset course. At each FOMC meeting, my colleagues and I will make our decisions based on the incoming data and the implications for and risks to the outlook and guided by the Fed’s dual-mandate goals of maximum employment and stable prices. I will also continue to meet with a broad range of contacts to help me interpret the signals provided by real-time data and as I assess the appropriateness of our monetary policy stance.
    Bringing inflation in line with our price stability goal is essential for sustaining a healthy labor market and fostering an economy that works for everyone in the longer run.
    Maintenance of the Regulatory FrameworkI will now turn to bank supervision, the bank applications process, and regulation. Community banks experience the burden of the regulatory framework most acutely when it is not appropriately tailored to their size, risk, complexity, and business model. While promoting safety and soundness in the banking system—particularly among community banks—is an important and necessary regulatory objective, we must also be cautious to ensure that the framework does not become an impediment to their operations, preventing them from providing competitive products and services, innovating, and engaging in appropriate risk-taking.
    During my tenure at the Board, I have laid out a wide range of issues and concerns that I see as critical components that are necessary to build and maintain an effective regulatory framework.2 While I will only address a subset of these issues today, I’d like to begin by clarifying what I mean by this.
    Our work to maintain an effective framework is never really complete. Just as complacency can be fatal to the business of a bank, complacency can also prevent regulators from meeting their statutory obligation to promote a safe and sound banking system that enables banks to serve their customers effectively and efficiently.
    System maintenance is not something that we should shy away from. In our everyday lives, we invest significant time in maintenance. We schedule regular oil changes for our cars, and we invest in the infrastructure that allows our economy to function. Devoting resources to maintenance often prevents more costly issues down the road—it’s easier to get oil changes than it is to rebuild an engine.
    So, what does maintenance look like in practice? To address this question, I think it’s helpful to look at three core areas in the bank regulatory framework: Supervision, Bank applications, and Regulation.
    Approach to SupervisionLet’s start with supervision. Supervision operates almost entirely outside of the public view. Much of the work involves the review of proprietary business information from banks, and the preparation of examination reports shielded from public scrutiny under the auspices of protecting confidential supervisory information. But confidentiality should not be used to prevent scrutiny and accountability in the assignment of ratings.
    So, today, I am going to dig a bit deeper into the realm of supervision to discuss supervisory ratings, accountability, and the troubling trend of inaction and opacity within the supervisory toolkit.
    Rational Standards & RatingsWhile there is some public disclosure of supervisory information, it is often difficult to get a true understanding of supervision based on data that may be released. In fact, this data often sends confusing and conflicting signals. For example, the Board’s Supervision and Regulation Report presented information stating that only one-third of large financial institutions maintained satisfactory ratings across all relevant ratings components in the first half of 2024.3 At the same time, this report noted that most large financial institutions met supervisory expectations with respect to capital and liquidity.4
    The odd mismatch between financial condition and overall supervisory condition as assessed by the prudential regulators raises a more significant issue, whether subjective examiner judgment—those evaluations based on subjective, examiner-driven, non-financial concerns—is driving the firm’s overall rating. Are ratings trends based on the materiality of the identified issues, or do they imply that the regulators see widespread fragility in the banking system?
    While this example highlights a large bank ratings framework issue, it is symptomatic of a broader issue that warrants scrutiny—whether the approach to supervision has led to a world in which core financial risks have been de-prioritized, and non-core and non-financial risks—things like IT, operational risk, management, risk management, internal controls, and governance—have been over-emphasized. These issues are important, and certainly worthwhile topics for examiners to consider, but their review should not come at the expense of more material financial risk considerations—and they should not drive the overall assessment of a firm’s condition. There is evidence that supervision has undergone such a shift, not only among large banks, but among regional and community banks as well.5 For all institutions, financial metrics are not among the primary findings determined from the examination process, and arguably they have been de-emphasized when assigning supervisory ratings.
    Prioritization is valuable in the supervisory process, both to inform how examiners allocate their time, but also in helping banks allocate resources to remediate issues identified during the supervisory process. The frequency of supervisory findings related to non-financial metrics may be a byproduct of how long it takes to remediate these issues, like longstanding issues with IT systems that have not been enhanced over many years of growth. However, we should also be vigilant and deliberate about any shift in supervisory focus from financial risk toward non-financial risks and internal processes, as this shift is not focused on fundamental safety and soundness issues and it is not cost-free.
    We should also not expect every firm to coalesce around a single set of products, internal processes, and risk-management practices. Variety in banking models is a strength and a necessity of the U.S. banking system, relying on management and boards of directors to determine bank strategy, rather than a bank’s business model effectively being set by supervisory directives.
    Supervisory practices like horizontal reviews can create examiner incentives to expect uniformity and “grade on a curve,” but this approach perversely punishes variation among bank practices, stifling competition and innovation. Supervisory findings also inform bank ratings, which can have follow-on effects like limiting options for mergers and acquisitions (M&A); raising the cost of liquidity; or diverting resources away from other, more important bank management priorities.
    Diagnostic AccountabilityTo maintain strong and appropriate supervisory standards and practices, we need to take a step back and diagnose the bank regulatory system in its entirety: what is working, what is broken, and what needs to be updated. When things go wrong, having an impartial check on subjective judgments can lead to a better diagnosis. Of course, a better diagnosis can produce more efficient and targeted improvements, and better promote accountability. Accountability is critical to maintaining an effective regulatory system, and yet it can be difficult to establish a regulatory culture that includes mechanisms to promote accountability for supervisors and regulators.6
    At every organizational level, from examiners to agency leadership, judgments are made that contribute to the overall effectiveness of the supervisory process. Reserve Bank examiners play a critical role in examining Fed-regulated institutions, both banks and holding companies. The Federal Reserve exercises its supervisory responsibilities by supervisory portfolio, with each portfolio relying on a combination of Board and Reserve Bank staff.7 But this split allocation of responsibility should not diminish the accountability for supervisory decision making. Responsibility for supervisory decisions must be coupled with accountability for these decisions. The misalignment of responsibility and accountability limits our ability to conduct effective supervision.
    This division of responsibility can pose a challenge to accountability. In the aftermath of the bank failures in 2023 and the broader stress to the banking system, the Board and other agencies proposed a variety of regulatory reform measures to remediate and address identified issues, based on internal reviews of the failures and banking stress. While I applaud efforts to hold ourselves accountable, we must ensure that self-reviews are credible, both in the causes they identify and in the reform agenda that they are used to support. An internal review process poses the temptation to avoid responsibility by assigning blame elsewhere, even when the review may be motivated by good intentions and with the outward appearance of impartiality.
    Many of the core problems in the lead-up to the bank failures involved well-known, core banking risks—interest rate risk, liquidity risk, and poor risk management. But if we look at the subsequent reform agenda, we see that the policy emphasis has been on broader regulatory changes rather than addressing supervisory program deficiencies. In my mind, this highlights the need to have a process that challenges the subjective judgments of those that were involved in oversight, not only in performing the diagnostics, but evaluating how identified issues can best be remediated.
    Purging Inaction and Opacity from the Supervisory ToolkitSupervision differs significantly from the regulatory process. Implementing new regulations, or amending existing ones, requires a public notice and comment process established by the Administrative Procedure Act. When done appropriately, regulations require regulators to “show their work” by providing extensive analytical and factual support for proposals and final rules and soliciting comment from the public and addressing those comments before finalizing a regulation. In contrast, the execution of bank examinations and the issuance of supervisory guidance lack these procedural safeguards, instead relying heavily on discretion and judgment with far lower standards for justifying actions taken with factual and analytical support under the veil of confidential supervisory information. The greater flexibility afforded in the supervisory process can lead to poor outcomes, often caused by the temptation to use inaction and opacity as supervisory tools. In my view, these tools, inaction and opacity, are not appropriate and must be subject to appropriate scrutiny or purged from the toolkit altogether.
    First let’s consider inaction. The exam process requires open communication between examiners and banks. Often interpretive questions arise during the exam process; how do existing rules and statutes apply in a particular circumstance? These questions arise when existing rules and guidance are unclear, which is a frequent occurrence. For example, how can a bank operate in a safe and sound manner while offering a new product or service, or when serving customers in particular business lines with unique needs? Banks go to great effort to meet all applicable requirements and regulatory expectations, and regulators should welcome banks seeking supervisory input and relying on a compliance-focused mindset.
    Open communication with regulated banks is a hallmark of good supervision, but regulators must live up to their end of the bargain by not leaving banks in “limbo” for extended periods of time. When a bank requests feedback and engages in good faith to provide information and respond to reasonable questions, regulators have an obligation to provide a clear response. Banks should not be left to wonder whether an interpretation of existing laws, regulations, and guidance is consistent with the understanding of regulators.
    Next, let’s consider opacity. Questions raised in the supervisory channel often result from supervisory expectations that lack sufficient clarity or the application of rules and regulations to new and emerging products and services. While regulators should not form an opinion without understanding the relevant facts and circumstances, they must also strive to provide clarity—not just to the bank being examined, but to all banks. Supervisory expectations should not surprise regulated firms, and yet transparency around expectations is often challenging to achieve.8
    The problem of opacity in supervisory expectations is exacerbated by the umbrella of confidential supervisory information, or CSI, which is the label given to most materials developed in the examination process. The rules designed to protect CSI limit the public’s visibility into shifting priorities and expectations in the supervisory process.9 Changes in supervisory expectations frequently come without the benefit of guidance, advance notice, or published rulemaking. In the worst-case scenario these shifts, cloaked by the veil of supervisory opacity, can have significant financial and reputational impacts or can disrupt the management and operations of affected banks.
    Opacity in supervisory expectations, or in the interpretation of applicable laws and regulations, should not be discovered only at the conclusion of an examination with the issuance of deficiencies, matters requiring attention, matters requiring immediate attention, or other shortcomings.
    Approach to ApplicationsSunshine is the best disinfectant when it comes to an approach that fosters transparency and accountability. So, I would like to spend a few minutes discussing how we can better shine a light into the dark corners of the bank applications process.
    De Novo FormationDe novo formation has essentially stagnated over the past several years. While many factors have contributed to the decline in the aggregate number of banks in the United States, one key factor has been the lack of new bank formation to replace banks that have been acquired or closed their doors. This lack of de novo bank approvals does not necessarily indicate a lack of demand for new charters though, particularly in light of ongoing demand for bank “charter strip” acquisitions where banks have been acquired just for their charters, the growing demand for banking-as-a-service partnerships, and the shift of activities outside of the banking sector into the non-bank financial system.10 We should consider whether the applications process itself has become an unnecessary impediment to de novo formation.
    How can we improve the process of de novo formation? As fewer applications come in, institutional muscle memory for how to deal with new bank charters erodes, and it becomes difficult to navigate and ultimately to overcome institutional inertia. A few steps like developing specialized expertise, streamlining the application process, and improving transparency can yield significant improvements.
    First, de novo formations are very different from other bank applications where there are existing institutions with established supervisory ratings and examination records. A de novo formation has no supervisory record of performance on which to base a decision or inform judgments about whether an application is consistent with approval. Instead, regulators must evaluate the proposal based on applicable statutory requirements: Is the business plan sound? Is appropriate bank leadership in place? Does the bank have a viable business plan and strategy? Is the bank’s proposal supported by sufficient capital? Should there be an expectation that all of these questions are answered exhaustively often well over a year before the bank would be formed, if it is approved?
    In recent years de novo formations have been rare, and therefore staff tasked with evaluating these proposals do not have a recent perspective or deep well of experience from which to draw. Under our current approach, regional Reserve Banks are the primary point of contact for de novo applicants. We should consider creating a specialized resource that can be utilized by any reserve bank to assist them during the pre-filing conversations with de novo applicants. Our goal should be to facilitate new bank creation—identifying and finding achievable pathways to yes, instead of expecting and insisting on increasing requirements to unachievable levels or those that are intended to deter applicants from filing or moving forward.
    We should also consider whether there are ways to streamline the application process, including, if needed, by recommending statutory changes. While the agencies use some common forms, de novo formations currently involve a range of regulatory approvals. A de novo applicant must apply for a bank charter from the Office of the Comptroller of the Currency or a state banking authority, deposit insurance from the Federal Deposit Insurance Corporation, and potentially membership or a parallel holding company formation application with the Federal Reserve.
    Each regulator may be focused on different aspects of the application, and each has the right to ask for additional information as part of the application review and analysis potentially significantly extending the review timeframe. We should have clear standards of review and approval—and coordinated actions—among the state and federal regulators involved in any application. This should include clear timelines for the point at which a regulator forfeits their opportunity to object due to inaction, delay, or stalling tactics.
    But standards for de novo approval are not always clear to applicants, which can lead to lengthy back-and-forth discussions with banking agency staff even after an applicant has prepared the information required by the appropriate application forms. The need for extensive additional information from de novo applicants can be caused by a failure to provide information requested in the application form, but I suspect the submission of incomplete information is often a product of forms that do not include all necessary information.
    We should not need to constantly supplement application forms with ad hoc information requests. If additional information is needed, we should modify the required application forms. One area where the lack of transparent and clear standards is most evident is with the amount of capital required to establish a de novo bank. Discussions around required capital often hinge on subjective assessments based on planned business model and growth, but they rarely involve regulators providing a minimum required capital amount. Standards for approval should not be shrouded in mystery.
    Reform of the de novo applications process should not be thought of as a deregulatory exercise. Clear and transparent standards do not imply “low” or inadequate standards. At the same time, if we want to encourage a pipeline of de novo bank formations, we should also be comfortable with the uncertainty that accompanies any new business, including the risk that some de novo banks will not succeed.
    The cost of eliminating the failure of de novo banks—or really of any banks at any time—is simply too great. Banking is fundamentally about appropriately managed risks, and regulators play a key role in promoting a system that is safe and sound while also serving to support the banking needs of customers and broader economic growth. Our goal should not be to create a banking system that is safe, sound, and ultimately irrelevant.
    Mergers and AcquisitionsThe issues with the banking applications process extend beyond de novo formations, but involve some of the same concerns, whether there are clear standards, and we are able to act in a timely manner. As a threshold matter, if regulators are clear about the information they need to process an application—for example, by updating applications forms to include the full set of information needed to analyze each statutory approval requirement—then we should also hold ourselves to fixed approval timelines. In my view, the purgatory of a long application process is another form of regulatory “inaction” that must be eliminated.
    We should also address aspects of the applications process that contribute to delay, including both the approach to competition and the public comment process.
    The banking agencies have long relied on competitive “screens” to evaluate the pro forma effect of a merger. This process looks at the standalone institutions, imagines a merger in which their operations are combined, and then looks at how measures of competition will change in the areas served by the merged institutions. Where there is overlap in markets served, there is the potential for tripping competitive screens and triggering additional scrutiny. At the Federal Reserve, when a competitive screen is triggered the application process takes more time, as staff reviews the conflict, and the matter is removed from the Reserve Bank-delegated processing track.
    Perversely, many banks that trigger additional scrutiny operate in rural markets and have less aggregate banking business over which institutions can compete. In these concentrated markets, the analytical approach may involve a counterfactual in which only two future states of the world exist—the banks continue to operate on a standalone basis, or the banks merge and operate as a consolidated whole. However, this framing ignores a possible third option, that one or both of the institutions will cease being viable and shut its doors, or be acquired by a credit union, similarly leading to an erosion of market competition and potentially greater disruption to the communities served. This analytical approach to evaluating competition no longer remains appropriate, and it needs to be reformed to better reflect actual market realities. This must include competition from credit unions, the farm credit system, internet banks, financial technology firms and other non-banks.
    Finally, many M&A applications come to the Board due to the receipt of an adverse comment from the public about the past supervisory record of one or both of the institutions involved in a merger. The receipt of an adverse comment causes substantial delays in the processing of an application, as this too removes an application from the “delegated” processing by the local Federal Reserve Bank, escalating the matter to the Board of Governors in D.C. While it is important that regulators take into account public feedback—and indeed, is required by applicable law—we should also be concerned about comments that may lack factual support or may solely rely on matters always considered in the review of a proposal, like the existing supervisory records of the acquirer and the target institution, and may be negated by the regulator’s own examination report.
    Approach to Regulation – Cleanup and the Statutory Regulatory ReviewSince the passage of the Dodd-Frank Act nearly 15 years ago, the body of regulations that all banks are subject to has increased dramatically. Many of the reforms made after the 2008 financial crisis were important and essential to ensuring a stronger and more resilient banking system. Yet, a number of the changes are backward looking—responding only to that mortgage crisis—not fully considering the potential future unintended consequences or future states of the world.
    With well over a decade of change in the banking system now behind us post-implementation, it is time to evaluate whether all these changes continue to be relevant. Some of the regulations put in place immediately after that financial crisis resulted in pushing foundational banking activities out of the banking system into less regulated corners of the financial system. We need to ask whether this is appropriate. These tradeoffs are complicated, and we must consider not only the changes that were made but also the evolution of and differences in the banking system today.
    Driving all risk out of the banking system is at odds with the fundamental nature of the business of banking. Banks, after all, are businesses. And they must be able to earn a profit and grow while also managing their risks. Adding requirements that impose more costs must be balanced with whether the new requirements make the correct tradeoffs between safety and soundness and enabling banks to serve their customers and run their businesses. The task of policymakers and regulators is not to eliminate risk from the banking system, but rather to ensure that risk is appropriately and effectively managed.
    In a well-functioning and appropriately regulated banking system, banks serve an indispensable role in credit provision and economic stability. The goal is to create and maintain a system that supports safe and sound banking practices, and results in the implementation of appropriate risk management. No efficient banking system can eliminate all bank failures. But well-designed and well-maintained systems can limit bank failures and mitigate the harm caused by any that occur.
    Maintenance of the regulatory framework is necessary to ensure that our regulations continue to strike the right balance between encouraging growth and innovation, and safety and soundness. One easily identifiable way to achieve this is using the Economic Growth and Regulatory Paperwork Reduction Act (EGRPRA) review process, which the agencies initiated in February last year.
    Although to-date it has not done so, the EGRPRA review requires the federal banking agencies to identify any outdated, unnecessary, or overly burdensome regulations and eliminate unnecessary regulations and take other steps to address the regulatory burdens associated with outdated or overly burdensome regulations. As I noted, prior iterations of the EGRPRA process have been underwhelming in their ability to result in meaningful change, but it is my expectation that this review, and eventually the accompanying report to Congress, will provide a meaningful process for stakeholders and the public to engage with the banking agencies in identifying regulations that are no longer necessary or are overly burdensome. It is also my expectation that regulators will be responsive to concerns raised by the public.
    Another area that is ripe for review are several of the Board’s rules that address core banking issues—from loans to insiders, to transactions with affiliates, to state member bank activities, and holding company requirements. Many of the Board’s regulations have not been comprehensively reviewed or updated in more than 20 years. Given the dynamic nature of the banking system and how the economy and banking and financial services industries have evolved over that period, it is imperative that we update and simplify many of the Board’s regulations, including thresholds for applicability and benchmarks.
    Finally, I want to address the unintended consequences of anti-money laundering requirements in the provision of banking services. I think we can agree that fighting money laundering, terrorist financing, and other illicit activities is not only a statutory responsibility of the banking system but it also serves important public policy goals. But while the regulatory framework prescribing how banks fulfill this role is not within the Federal Reserve’s responsibilities, it is important to consider how these requirements affect the ability of banks to serve customers. For example, the threshold for currency transaction reports (CTR) was established more than 50 years ago and has not been updated or indexed to inflation during that time. Just as an example, at the time it was implemented, a fully loaded Cadillac cost less than the CTR threshold. We’ve come a long way since 1972.
    It has also created a regime of more extensive and invasive reporting of customers’ transactions that may pose little actual risks related to tracking illicit activities. This reporting regime is also not cost-free, as banks may opt to avoid banking customers that trigger high volumes of CTR reporting, or that otherwise trigger the filing of suspicious activity reports. The calibration of reporting requirements, their effect on bank customers, and the growing problem of customer “de-banking,” warrant greater public attention.
    The Federal Reserve should review the supervisory messages given to banks and their holding companies about how supervisors will evaluate and consider the bank’s risks associated with customers that are caught in the Bank Secrecy Act or Anti-Money Laundering reporting web. I am concerned that this framework is being used to downgrade a bank’s condition based on a disproportionate weighting of its compliance with these requirements in comparison to its overall condition. There are separate examinations conducted for this purpose, and they should be viewed separately, not as a cudgel for downgrading a bank’s condition through the governance and controls mechanism or management assessment.
    Closing ThoughtsThe banking system can be an engine of economic growth and opportunity, particularly when it is supported by a bank regulatory framework that is rational and well-maintained. The work of rationalizing and maintaining this system is an ongoing cycle. While my remarks today have touched on a wide range of issues that require rationalization and “maintenance,” this is by no means an exhaustive list.
    Maintaining an effective framework is not only about ensuring the existing plumbing continues to work (and making it more efficient where possible) but it also must include promoting a system that is responsive to emerging threats and the needs of the banking system. As an example, the significant increase in fraud over the past few years has not generated the strong regulatory and governmental response necessary, even though fraud can become a source of material financial risk, particularly to smaller institutions.

  • MIL-OSI United Kingdom: Madagascar’s WTO Trade Policy Review: UK Statement

    UK Statement at Madagascar’s World Trade Organization Trade Policy Review. Delivered on 12 February 2025.

    1. Let me begin by offering a warm welcome to the delegation from Madagascar led by Her Excellency Priscilla Andrianarivo. I thank Madagascar for the significant preparations and work which I know go into a Trade Policy Review and we express our gratitude to colleagues from the WTO Secretariat for their respective reports, and as ever, to our Discussant, Her Excellency Ms Clara Delgado Jesus, for their insightful comments.

    2. Chair, we are grateful for the Reports provided by this Trade Policy Review, which have given us important insights into Madagascar’s own economic efforts, and reforms, over the review period.

    3. As we have heard this morning regarding Madagascar’s aspirations on trade, the Reports highlights the growth in trade Madagascar has seen over the period of review, initially accounting for just under half of GDP to now over two thirds.

    4. We welcome continued efforts to integrate into global supply chains and note that this is key to addressing the severe levels of poverty that are present. The Reports note the importance of Madagascar realising its growth potential through improving the economy and tackling corruption; we look forward to supporting Madagascar to go further and faster on this.

    5. We hope to also see further growth in Foreign Direct Investment; Madagascar’s location and array of resources make it an attractive destination for this and we hope to see the recent reforms to the Mining Code and the introduction of the new Investment Law create even more opportunities here. In this context it would be remiss of me not to mention the opportunities that the International Foodservices Distribution Association (IFDA) could afford here and we encourage Madagascar to consider their participation.

    6. Chair, the UK and Madagascar have a positive and longstanding relationship. As well as being the first official diplomatic partner Madagascar ever had, the UK and the English language has been a consistently trusted and regular feature in Madagascar.  We are particularly pleased to see this relationship marked last November by Lord Collins, FCDO Minister for Africa, meeting with General Ravalomanana.

    7. This was a valuable conversation and we were particularly pleased to hear of the focus on deforestation and the importance of raising awareness on its impact. One of the first things most people picture when thinking of Madagascar is your beautiful landscapes. These initiatives are crucial in preserving Madagascar’s natural environment, ensuring its beauty and biodiversity remain intact for future generations, as well as visitors.

    8. In this conversation we also encouraged Madagascar to interrogate the decline in per capita income since independence in 1960 and promoted the need for national industrialisation to tackle extreme poverty. We discussed economic diversification and the value of new partnerships. We look forward to seeing increased efforts to deliver regulatory reforms and the types of government-backed initiatives that make Madagascar a more accessible and easier-to-navigate option for foreign investors.

    9. Our relationship recently reached another significant milestone with Madagascar entering into our regional Economic Partnership Agreement. This will offer better access to the UK market, stimulate growth through foreign investment and increase development cooperation, which can support infrastructure, natural resources, and environmental projects in Madagascar. We hope this year we can propel our technical engagement in order to see trade between our countries flourish.

    10. There are also some exciting engagements to look forward to. Next week, the International Trade Centre and the UK Trade Partnerships Programme bring together operators in the textile industry to prepare Malagasy enterprises on the new sustainability regulations for UK market and the EU.

    11. I also welcome Madagascar’s efforts to support women in trade and gender equality, in particular its work to meet AfCFTA protocols [the African Continental Free Trade Area]. The UK encourages Madagascar’s engagement in the important work happening here in Geneva too, to which they can make valuable contribution, not least the Informal Working Group on Trade and Gender, of which my Ambassador co-chairs, along with our esteemed discussant today.

    12. As a member of several negotiation groups at the WTO, such as the G90, the African Group, ACP, the LDC group and the G33, we hope Madagascar continues to make the most of support available to LDC Members. For example, the Enhanced Integrated Framework, providing in-country technical assistance and the Advisory Centre on WTO Law which provides legal support on WTO issues, both of which the UK is very pleased to support.

    13. As we consider participation in activities here in Geneva, and the opportunities, I would also like to take this opportunity to encourage Madagascar to ratify the ‘Fish 1’ agreement, as well as to consider their participation in the e-commerce JI, and on domestic regulation, in addition to the aforementioned IFDA.

    14. Chair, Trade Policy Reviews are an important time of reflection. It is a time to both take stock of successes and to set goals. In this regard, it is positive to hear that the government has expressed willingness to liberalise the market and to attract more investors, notably with the promotion of the Special Economic Zone and the new Investment Law.

    15. We encourage Madagascar to address barriers around monopolies and dominance in certain markets. We look forward to proactive steps to encourage competition, particularly in the telecommunications, vanilla, lychee, and renewables industries.

    16. I’d also like to take this chance to underline the valuable potential for expansion in renewable energy in Madagascar and say that the UK is committed to accelerating the global clean power transition and to work with countries who share our ambitions on this.

    17. Finally, Chair, I wanted to end with a few words of Malagasy wisdom, from the epic poem Ibonia: “So long as this tree is green and healthy, I will be all right”. Cultivating an economy aligned with the international rules-based order of which the WTO is part of will mean not just Madagascar, or the WTO blossoms: we all do.

    18. Again, I would like to thank the WTO Secretariat, the discussant and Madagascar for the huge amount of work that goes into a Trade Policy Review, and for the informative answers to our questions. We hope this will be a valuable exercise in transparency.

  • MIL-OSI United Nations: Secretary-General Strongly Condemns Attack on United Nations Peacekeepers Near Beirut Airport

    The following statement was issued today by the Spokesman for UN Secretary-General António Guterres:

    The Secretary-General strongly condemns the attack on a United Nations Interim Force in Lebanon (UNIFIL) convoy near Rafik Hariri International Airport, Beirut on 14 February, in which several peacekeepers were injured by a group of protestors on the main road to the airport.  A UNIFIL vehicle was also set ablaze.

    Such attacks are absolutely unacceptable.  The perpetrators must be held accountable.  The safety and security of UN personnel and property must be respected at all times.  Attacks against peacekeepers are in breach of international law, including international humanitarian law as applicable, and may constitute war crimes.

    Our blue helmets are continuing to work in Lebanon to support the parties to uphold their obligations under Security Council resolution 1701 (2006).

    Pursuant to resolution 1701 (2006), UNIFIL must be allowed unrestricted freedom of movement throughout Lebanon in the implementation of its mandated activities.

    The Secretary-General again urges the parties to uphold their obligations and work towards the full implementation of  resolution 1701 (2006) and its ultimate goal, a permanent ceasefire between Lebanon and Israel.

  • MIL-OSI Global: The biggest threat in the Ontario election isn’t Donald Trump, it’s voter disengagement

    Ontario Premier Doug Ford has justified his early election call on the need to respond to United States President Donald Trump’s threat to impose 25 per cent tariffs on Canadian imports.

    While the threat of tariffs on all Canadian imports has been paused — although Trump has since slapped levies on all steel and aluminum imports into the U.S. — Ontario voters need to reflect more than ever on the province’s circumstances and the performance of its government as they prepare to head to the polls next week.

    The Ford government’s approach to the environment and climate change, as well as its policies on a range of other issues like housing, health care and education, is best understood in the context of its overall “market populist” approach to governance.

    Several defining features of this model have emerged over the past six and a half years under Ford’s rule.

    Unaffordable proposals

    First, issues that require long-term perspectives on environmental, social and economic costs — like climate change — have tended to be disregarded. To the extent that the government has provided any sort of long-term vision, it has been focused on grandiose infrastructure projects.

    That includes a proposal to bury the Highway 401 highway in Toronto — an undertaking with a potential cost of anywhere between $60 and over $200 billion. But even that expense would pale in comparison to a recent proposal for a 10,000-megawatt nuclear power plant near Wesleyville, between Toronto and Kingston.

    The costs for the project based on recent experiences in the U.S., could easily top the $200 billion mark as well.

    The Ford government’s drive to “get it done” has also, at times, invoked a near-Trumpian disdain for democratic norms and limits on executive authority. This has been illustrated by, among other things, the first invocation of the notwithstanding clause of the Canadian Charter of Rights and Freedoms in Ontario history.

    Power has been increasingly concentrated in the premier’s office. Provisions for public participation, transparency and accountability under the guise of eliminating red tape in decision-making processes have been systemically eliminated.

    Processes for the meaningful environmental and economic review of major projects have suffered the same fate.

    Another defining issue is the Ford government’s approach to managing the province’s finances, with even the consistently pro-business Fraser Institute raising concerns.

    The disregard of financial responsibility has perhaps been most powerfully demonstrated by issuing of $200 rebates to Ontario residents. These are expected to cost to the provincial treasury more than $3 billion.

    Fewer revenue streams

    The Ford government has also displayed a willingness to eliminate billions a year in stable, long-term revenue streams, like vehicle licencing fees and fuel taxes. Major long-term costs and liabilities have been embedded at the same time, especially in relation to questionable infrastructure projects.

    All of this has taken place amid ongoing crises, attributed to provincial underfunding in areas like schools and post-secondary institutions, affordable (especially rental) housing and health care.

    In the longer term, liabilities are accumulating from the government’s failure to deal with the impacts of a changing climate.

    A final feature of the government’s market populist governance model has been an approach to decision-making based on connections, access and political whim rather than evidence or analysis.

    This pattern was perhaps most evident during the $8.3 billion Greenbelt land removal scandal involving well-connected developers. But the same pattern extends to the energy, for-profit health and resource extraction sectors as well.

    The province’s major opposition parties ran unsuccessfully in the 2022 election on the basis of platforms emphasizing adherence to what had been thought to be core principles in Ontario politics — moderation, managerial competence, and basic democratic values.

    Opposition parties

    This time, all three have turned to more populist themes.

    Liberal Leader Bonnie Crombie promises even more tax cuts than Ford. The NDP proposes to remove tolls from the 407 highway at an unknown cost to the provincial treasury and other programs.

    Even the Green Party, which has previously drawn praise for the content and imagination of its platforms, has picked up on populist themes, with an emphasis on affordability and a Ford-topping promise — and likely an even more ambitious — to build two million new homes.

    Vulnerabilities for the Ford government abound. Recent polling suggests that despite the apparently strong Conservative lead, Ford himself is deeply unpopular, particularly among women voters. Sixty per cent of Ontario residents think the province is on the “wrong track.”

    The early election call itself is widely seen as costly, unjustified and opportunistic. The distraction of the election may well have weakened the province’s immediate capacity to deal with the Trump administration.

    Still disengaged?

    In calling an early election, the Ford government has provided Ontario voters with an unexpected opportunity to reflect on its record, and the potential paths forward for the province.

    Hopefully Ontario voters will engage more deeply with these questions than they did in the 2022 election, which had the lowest voter turnout in the province’s history.

    Three years ago, the government emerged with an overwhelming majority in the legislature on the basis of the ballots of less than 18 per cent of the province’s eligible voters. The stakes are far too high in 2025 for a repeat of that level of disengagement.

    Boat-owner fined for “disgraceful” behaviour during Thames regatta

    An appalling incident of river rage on the River Thames at Kingston-upon-Thames in July 2024 has ended with £4,334.54 in fines, compensation and costs at Staines magistrates’ court on 28 January 2025.

    The perpetrator had navigated his boat dangerously and used abusive language at other river users. He was also found guilty of obstructing a boat race and interfering with the safety of persons gathered, failing to comply with a harbour master’s notice, and failing to register his boat for use on the Thames.  

    Scott Keen, of Morden, Surrey, steered his boat, Barney McGrew, along the Thames into a closed area of the river being used for Kingston Amateur Regatta, an event established in 1852, narrowly avoiding colliding with and swamping rowers.  

    Foul-mouth tirade

    The court heard how Keen was advised by an umpire that the river ahead was closed and he should return to a navigation channel. He ignored the request and continued past the umpire, cutting across the racing line and narrowly missing one of the boats, which had to take last-minute evasive action to avoid a collision. His cruiser than caught the anchor rope of a race stake boat, before he stopped and launched a foul-mouthed tirade against participants, yelling that ‘they did not own the (expletive) water.’  

    His actions and the way he navigated his vessel endangered the safety of those present at the Regatta, included young scullers in rowing boats. An eyewitness captured the full extent of the drama on a mobile phone. 

    Environment Agency officers carried out a detailed investigation into the incident and discovered that Barney McGrew was also an unregistered vessel. Keen was invited to a voluntary interview but failed to attend. A summons was subsequently issued for his appearance at Staines magistrates’ court on 28 January 2025. Again, he failed to attend. 

    Incident ‘was a disgrace’

    Maria Herlihy, operations manager at the Environment Agency and harbour master of the Thames, said:

    “This incident was a disgrace. Keen showed no regard for the safety of other river users and could easily have caused a tragedy. Quite frankly, it was no surprise to discover that his boat was unregistered, and we are happy with the court result.

    “We hope that this serves as a clear warning to all – anti-social and dangerous behaviour on our rivers will not be tolerated, and we will take robust action to deal with those who disregard the rules and regulations for boating on the River Thames.” 

    The magistrates fined Keen the maximum penalty of £1,000 for interfering with the boat race and navigating his boat without due care and attention. The court explained that it used its discretion to go outside the sentencing guidelines to deal with the matter robustly.

    The court heard the incident was shocking in its totality, with clear criminality that endangered the safety of other people, including the young people involved in the regatta.

    The court also complimented the Environment Agency’s investigation, and the evidence submitted.  

    Also charged in court, on the same day, for separate and unrelated incidents was Paul Campbell of West Molesey, who was found guilty in his absence of having not registered his boat, Enigma, for 2024 and failing to comply with directions to move his vessel from its location at West Molesey riverbank. He received a total of £2024.24 in fines, compensation and costs to be paid within 28 days.

    Ms Herlihy added:

    “As these prosecutions show, we have no hesitation in bringing offenders to court who avoid their obligations and responsibilities to lawful river users. Just one day in court has resulted in more than £6,000 of fines and compensation, which should serve as a major deterrent.” 

    Last year’s crackdown on unregistered vessels in the Thames resulted in 40 boaters having to pay a combined total of over £55,000 for their offences. 

    Renewal invitation letters for 2025 registrations on the River Thames were sent in November last year to everyone that registered their boat in 2024, and owners were encouraged to register early to ensure their boats were compliant by 1 January when the new season began.  

    The Environment Agency’s approach to non-registration on the Thames has changed – boat owners are given ample opportunity to register their boat. However, once a summons has been issued, it won’t stop court proceedings, even if the boat owner subsequently pays their registration fee. 

    Similar to excise duty for road vehicles, boat registration fees allow the Environment Agency to manage and maintain more than 600 miles of inland waterways across England, keeping them open and safe for thousands of boaters to enjoy.

    • Owners of powered or non-powered boats, including paddleboards, must register their boats annually with the Environment Agency for use on the non-tidal River Thames.  

    • Boat registration on the Thames starts on 1 January every year. Any boats found on the water after that date, without having registered, may be liable to a fine. 

    • In mid-September 2024, during a river-wide census, Environment Agency officers recorded the locations of 10,890 boats on the river.

On 13 July 2024, being the master of the vessel Barney McGrew, in the vicinity of Ravens Ait and Kingston Bridge on the River Thames, Keen navigated his vessel in a manner as would risk obstructing impeding or interfering with such boat race regatta or function or endangering the safety of persons assembling on the river or preventing or interfering with the maintenance of order thereon, contrary to byelaw 52 and 86(a) of the Thames Navigation Licensing & General Byelaws 1993 – found guilty in absence and fined £1,000. 

    3. On 13 July 2024, being the master of the vessel Barney McGrew, in the vicinity of Ravens Ait and Kingston Bridge on the River Thames, Keen used abusive, threatening and language towards officials and volunteers involved in the regatta and conducted himself in a threatening or offensive manner contrary to 63(a) and 86(a) of the Thames Navigation Licensing & General Byelaws 1993 – found guilty in absence and fined £440. 

    4. On 13 July 2024, being the master of the vessel Barney McGrew, in the vicinity of Ravens Ait and Kingston Bridge on the River Thames, Keen failed to navigate with care and caution and at such a speed and in such a manner as not to endanger the lives of others of cause injury to person or endanger the safety of or cause damage to other vessels or any moorings or to the banks of the Thames or other property, contrary to section 97 of the Thames Conservancy Act 1932 – found guilty in absence and fined £1,000. 

    5. On 17 July 2024, at Riverside Walk, near Kingston-upon-Thames, being the owner or master of a vessel named Barney McGrew, Keen failed to register the vessel with the Environment Agency in accordance with article 4(1)(a) of the Environment Agency (Inland Waterways) Order 2010, contrary to article 18(1)(a) of the Environment Agency (Inland Waterways) Order 2010 – found guilty in absence and fined £220. 

    A total of £2,710 in fines, £275 costs, £265.54 compensation and a £1,084 victim surcharge. A grand total £4,334.53. 

    • Paul David Campbell on Enigma, was found guilty in absence of the following charges 

    • Not registering his vessel Enigma, contrary to article 4(1) and article 18(1) of the Inland Waterway Order 2010. 

    • Failure to adhere to an officer’s directions to move, byelaw 58, Thames Navigation and General Byelaws 1993. 

    • He received £440 in fines – £220 for each charge – £275 costs, £1,593.40 compensation and £176 victim surcharge. Total: £2,024.24

  • MIL-OSI United Kingdom: City prepares for Everton FC’s historic first game at new stadium

    The first Everton Stadium test event takes place today (Monday, 17 February) in front of a capacity of 10,000 spectators.

    Kick off for this historic game at Bramley Moore Dock (an Under-18s friendly fixture against Wigan Athletic) will be 7pm, with road closures around the £500m venue to begin at 5pm (see below).

    To coincide with the venue hosting its first match, a new experimental parking zone for the area around the 52,888 capacity stadium and the city’s north docks (see the map here) also goes live today.

    Established under an Experimental Traffic Regulation Order (ETRO), the zone is subject to a public consultation to gain feedback from residents and businesses.

    Although it goes live today, the new parking scheme becomes fully operational when the 2025/26 football season begins in August.

    There are two key points about the ETRO:

    1. It allows the Council to monitor and evaluate the scheme’s effectiveness, and modify it, if necessary, before making the measures permanent.
    2. These measures can run for a maximum of 18 months (expiring in August 2026) but that does not mean changes have to wait until then.

    For example, although it states the number of permits per business will be set at 10, we will consider any request for more permits on a case-by-case basis.

    All travel options for today’s first test game are outlined below.

    A second test game is being scheduled for March, which will see 25,000 fans use all four stands of the waterfront stadium.

    ROAD CLOSURES:

    Road closures will be in place two hours before kick-off on the main approach roads to the stadium: Waterloo Road, Regent Road, Ten Streets Area, roads surrounding Wellington Employment Park, and roads south of Bankfield Street.

    These roads will also be closed from final whistle until crowds have dispersed. Sandhills Lane will be closed following the final whistle at Sandhills Station to assist in crowd management.

    Supporters travelling by car are advised to avoid these closure areas.

    WALKING to the stadium:

    Road closures in place on surrounding streets will create a safe walking route for supporters on approach to Everton Stadium.

    Both Regent Road and Waterloo Road will be closed to general traffic between the city centre and Bankfield Street to assist pedestrian safety, as well as much of the Ten Streets area.

    Sandhills Lane will also be closed to traffic in the post-match period to assist with crowd movement.

    Supporters crossing the Bascule Bridge on Regent Road will be managed by stewards in attendance, with a flow-system in place for safety reasons.

    BY TRAIN:

    Merseyrail services will be running to normal timetables.

    The closest station is Sandhills, which is approximately a 15-minute walk from the stadium entrance.

    Please note: The Old Hall Street entrance of Moorfields station in Liverpool city centre is only open until 7pm on Monday 17 February.

    A new fan management area will be in operation adjacent to Sandhills in the post-match period, to aid the expected increase in numbers of rail users.

    Sandhills Lane will be closed to general vehicle traffic in the post-match period to assist with crowd movement.

    BY SHUTTLE BUS:

    There will be three commercially-operated shuttle bus services operating for the first test event, running from two hours before kick-off and from 15 minutes from the final whistle, but not during the match. The fare is a standard £2 single fare, and these routes are as follows:

    A free shuttle bus service will operate for supporters with accessible needs between Sandhills Station (Sandhills Lane) and Boundary Street (around 175 metres from Everton Stadium), before and after the first test event. This service must be booked in advance by contacting the Accessibility Team at Everton on 0151 556 1878 (option 1, then 2, followed by 3).

    The 919, 929 and 939 shuttle buses, outlined above, also stop at stadium bus stops and Boundary St (at Royal Crest Hotel), for those with limited mobility.

    There will be three nearby taxi ranks. All three ranks lie outside of the road closures (outlined below) and are for black/Hackney cabs only. These are located at:

    · Sandhills Station

    · Boundary Street, near junction with Shadwell Street

    · Dublin Street

    BY BICYCLE:

    Cycle parking stands are available for supporters to use. These are located along the Regent Road/dock wall inside the stadium footprint. Bikes are left at the owner’s risk.

    No access to the stadium for supporters to collect their cycles will be possible once the stadium closes post-match.

    Supporters are advised not to cycle within the road closure areas through crowds of supporters.

    BY CAR:

    Supporters are advised that road closures and parking restrictions will be in place in the vicinity of the stadium for the first test event and are advised not to drive directly to the stadium.

    Please DO NOT park on residential and industrial streets surrounding the stadium, as parking enforcement will be in operation. Any illegally parked cars will incur a fine.

    Supporters travelling by car are advised to use car parks in the vicinity of the city centre or Bootle Strand for onward travel to Everton Stadium by train, shuttle bus, or on foot. The Strand Shopping Centre Multi-Storey Car Park, located at Vermont Way, Bootle, L20 4XZ, will be open late to accommodate supporters attending the test event.

    There is limited accessible car parking on site at Everton Stadium, which is now fully booked. Supporters with accessibility requirements who have already been allocated car parking for the first test event are advised to arrive no later than one hour before kick-off as access through closed roads will be denied.

  • MIL-OSI Global: How Thailand’s TV lesbian romances captured a global audience

    While dramas about male same-sex romance (known as “boys’ love”, or BL) have been popular in Asia since 2010, “girls’ love” (GL) dramas are only now seeing a meteoric rise in popularity – and they are coming out of Thailand.

    On January 23 2025, Thailand became the first country in south-east Asia to legalise same-sex marriage. Although the country is often imagined as a “gay paradise”, Thai society remains largely conservative and homophobia is still commonplace. Against this social backdrop, the rise of LGBTQ+ storytelling is intriguing – perhaps revealing the emergence of more tolerant and progressive attitudes.

    In Thailand, these BL and GL dramas are known as series “Y”, an industry estimated to be worth 3 billion baht (approximately £72 million) in 2024. Thailand’s GL dramas now reshaping sapphic storytelling and bringing it to the mainstream.

    Besides the central romance plotline, GL stories often explore pertinent issues such as family expectations and societal pressure, coming-out struggles, and age and class differences. Adding depth to the narrative, these issues chime with young queer audiences seeking more realistic, relatable experiences.

    A hub for BL series since the mid-2010s, Thailand only produced its first full-length GL series in 2022. Despite investor doubts, the producer of a then-small production house financed a pioneering series called Gap, telling the story of an office romance between a royal-descendant CEO and a junior member of staff.

    Airing on domestic TV and later uncut on YouTube with multilingual subtitles, Gap amassed over 850 million views by January 2025, proving a global appetite for queer women-oriented stories. By February 2025, more than 20 GL series had aired, with at least 30 more in production.

    Series like Blank, 23.5, The Secret of Us, Affair, and The Loyal Pin illustrate the genre’s growing popularity, with uncut versions available on platforms like YouTube and Netflix, complete with subtitles in various languages such as English, Korean, Vietnamese, Spanish, Portuguese and Turkish.

    Thailand’s GL dramas have adopted successful practices from their BL counterparts: adapting novels, scouting and training actors, incorporating product placement, hosting fan events and appearing on variety shows. One notable practice is the making of khu-jin (imagined couple), where celebrities perform same-sex intimate moments on stage or social media to serve fans’ fantasies.

    “Shipping” culture – the practice of imagining or supporting a romantic relationship between fictional or real individuals – is pivotal to GL’s success. The two Gap leads, Freen Sarocha and Becky Armstrong have created the “FreenBecky” ship, and each have more than four million Instagram followers. Actresses of other “ships” such as LingOrm, EngLot, and FayeYoko, command similarly devoted followings. Their fan meetings across Asia regularly draw tens of thousands, blending fiction and reality to create an immersive fan ecosystem.

    Celebrating Girls Love

    As we discussed in our recent research, Thai GL series also emphasises joy and resilience, unlike the tragic endings often seen in western LGBTQ+ narratives. US-produced content has been criticised for the “bury your gays trope”, where LGBTQ+ characters are frequently killed off in tragic or unnecessary ways.

    Another objection is “dead lesbian syndrome”, where lesbian and bisexual characters are even more likely to be killed on screen. Notorious examples include Killing Eve and The 100.

    In contrast, Thai GL stories celebrate love and acceptance, despite the challenges experienced by protagonists. Series like Gap, The Secret of Us, and Mate feature grand wedding finales with the blessing of parents and friends, portraying queer love overcoming obstacles and thriving.

    GL series also speak directly to the queer women’s community. Many actresses, such as Engfa Waraha in Show Me Love and Petrichor, and Faye Malisorn in Blank, are openly queer or vocal queer allies.

    Although many GL series have male directors, love scenes are respectful, focusing on sensuality and desire rather than being graphic and exploitative. This contrasts with films such as Blue is the Warmest Colour, in which love scenes were criticised as being exploitative, and where actresses have reported problematic practices during filming.

    Opportunities and challenges

    From their inception, Thai GL dramas have aired locally but have quickly been made available on streaming platforms with multilingual subtitles for a global audience. Social media platforms amplify their reach, with production houses curating trends and fostering interactive fan experiences.

    Recognising the potential for cultural export, the Thai government has partnered with BL and GL production companies to promote Thai culture and products. It is unusual for governments to embrace queer culture as a vehicle for soft power, which highlights the growing cultural and economic significance of these series. Though this development has sparked concerns over the intentions behind such support, it signals a future where queer narratives hold global, cultural and political relevance.

    Despite its success, GL entertainment faces challenges. Many series are still adaptations of novels, limiting thematic diversity. While themes like schoolyard dramas and sweet romances such as Love Senior, Unlock Your Love, and Us prevail, some series are pushing boundaries with themes like disability (Pluto), supernatural power (Reverse 4 You), and crime (Petrichor).

    GL romances provide a vital space for queer women’s stories, connecting audiences across borders through global visibility and fan culture. Most remarkably, this shift isn’t coming from Hollywood.

    As the genre evolves, it holds the potential to continue redefining representation and amplifying underrepresented voices. It’s not just reshaping how queer women’s stories are told and viewed globally, it’s proving to be commercially viable and culturally transformative.

    In the face of rising global reactionary politics and growing hatred against the LGBTQ+ community following Trump’s re-election, Thai GL series offers not only a safe escape and fantasy, but also a sense of solidarity through their worldwide fandom.

  • MIL-OSI Asia-Pac: District initiatives followed up

    Deputy Chief Secretary Cheuk Wing-hing today chaired the seventh meeting of the Task Force on District Governance to follow up on the implementation details and progress of four district initiatives endorsed by the Steering Committee on District Governance.

     

    On improving the waiting environment at public transport interchanges, the Transport Department, in collaboration with the Highways Department (HyD), the Architectural Services Department (ArchSD), and the Electrical & Mechanical Services Department, has selected a covered public transport interchange in each of the 18 districts for enhancement works.

     

    The enhancement works include upgrading the lighting, improving the ventilation system, and refurbishing the walls and ceilings to provide a more comfortable waiting environment for passengers. Such works have commenced this year with 11 for completion in 2025 and the remaining in 2026.

     

    As regards combatting air-conditioner water dripping, the Food & Environmental Hygiene Department (FEHD) will strengthen inspections and enforcement actions against about 30 air-conditioner dripping blackspots from May to September this summer.

     

    The FEHD will also launch a publicity and public education campaign to appeal to residents to address the issue of air conditioners dripping water as a means to avoid affecting environmental hygiene in public places and causing a nuisance to citizens.

     

    To improve Hong Kong’s cityscape, starting from this month, the FEHD has deployed mini street-washing vehicles equipped with pressure washer surface cleaners and high-pressure hot water cleaners at about 80 blackspots across the city on a regular basis to step up street scrubbing and remove stains or moss.

     

    Additionally, the Development Bureau, along with the Leisure & Cultural Services Department, the HyD, the ArchSD, the Civil Engineering & Development Department and the Housing Department, will enhance thematic planting in selected development projects and venues to beautify the cityscape.

     

    The task force also followed up on the performance of the 1823 Enhanced Complaint Handling Mechanism and received reports from relevant departments on their work progress regarding the eight key issues identified at the first three meetings of the steering committee.

     

    Mr Cheuk urged all departments to continue advancing these initiatives and enhancing district governance efficacy, so that the Government can deliver district services more effectively, leading to a more comfortable and better life for citizens.

     

    Moreover, Mr Cheuk thanked the departments for their efforts over the past two years in implementing the directives of the steering committee and the task force, which has brought significant achievements in combatting hygiene blackspots for the benefit of the public.

     

    He added that relevant departments should critically review the situation of all 738 hygiene blackspots and continue to actively follow up on those requiring improvement while identifying others that are suitable for removal from the blacklist.

     

    The hygiene blackspot website will be updated in the first quarter to reflect the actual situation.

    Investigation into a fatal accident involving a child at Bourneview footpath crossing, Kenley, London Borough of Croydon, 23 January 2025.

    At around 08:04 on 23 January 2025, a child was struck by a train and fatally injured while crossing the railway on Bourneview footpath crossing, situated between Whyteleafe and Kenley in the London Borough of Croydon.  The train involved was travelling at about 50 mph (80 km/h) at the time of the accident.

    Bourneview footpath crossing provides access for pedestrians between two residential areas of Kenley. The crossing has gates on either side of the railway and is provided with signage which instructs users how to cross.  

    Our investigation will determine the sequence of events that led to the accident and will include consideration of:

    • the factors which may have affected the decisions and actions of the child as they used the crossing
    • any previous incidents at Bourneview footpath crossing and how these may be relevant to this accident
    • the management of risk at this crossing and Network Rail’s wider strategy for assessing and mitigating risks at footpath crossings
    • any relevant underlying factors

    Our investigation is independent of any investigation by the railway industry or by the industry’s regulator, the Office of Rail and Road.

    We will publish our findings, including any recommendations to improve safety, at the conclusion of our investigation. This report will be available on our website.

    DTEP funding is advancing innovation in defence through collaboration with higher-tier partners

    Rotherham based SME Magtec has been awarded funding through the latest rounds of the Defence Technology Exploitation Programme (DTEP). They will collaborate with a higher-tier supplier who will mentor them over the duration of a forthcoming defence project. They will receive a government grant worth 50 percent of the project value with the aim of developing innovative new solutions that meet UK defence challenges and increase capability in the UK defence supply chain.

    Magtec is a leading UK designer, manufacturer and integrator of electric and hybrid drive systems for customers in the defence, rail and commercial sectors. The company is a member of the British Army’s programme to develop technologies for battlefield electrification and holds an Armed Forces Covenant Bronze Award in the Employer Recognition Scheme. Founded in 1992, Magtec is privately owned and headquartered at a bespoke design and manufacturing facility in Rotherham, South Yorkshire.

    The firm was recently visited by Secretary of State for Defence John Healey MP who described Magtec as “deeply impressive” and said that they have the “long established manufacturing skills and creative flair to improve the battlefield performance and the environmental performance of military vehicles.”

    The DTEP programme, which seeks to improve the competitiveness of the UK Defence supply chain, is sponsored by the MOD’s Directorate of Industrial Strategy and Exports (DISE) and delivered through the Defence and Security Accelerator (DASA), Innovate UK, and ADS.

    Congratulations to Magtec

    Magtec’s innovative Permanent Magnet Motors (PMM) will provide superior power to submarine systems with significantly reduced size and weight. This will in turn reduce maintenance costs substantially while increasing submarine availability and operational capacity. Magtec will be working with higher tier partner MacTaggart Scott on developing and producing the PMM.

  • MIL-OSI USA: Observing non-earthquake signals on the Yellowstone Seismic Network

    Yellowstone Caldera Chronicles is a weekly column written by scientists and collaborators of the Yellowstone Volcano Observatory. This week’s contribution is from Jamie Farrell, associate research professor with the University of Utah Seismograph Stations and Chief Seismologist of the Yellowstone Volcano Observatory.

    It is well-known that the Yellowstone region, with an average of 1,500-2,500 earthquakes per year, is one of the most-seismically active areas in the western U.S.  The Yellowstone Seismic Network is designed to record the ground shaking from these earthquakes and send the data back to the University of Utah in real time for analysis.  There are a lot of other things that cause the ground to shake, however, and this shaking is recorded by seismic stations in and around Yellowstone.  Most of the time, it is easy to differentiate these signals from those of real earthquakes.

    So, what else besides earthquakes makes the ground shake in Yellowstone?

    Some of the most common causes of non-earthquake ground shaking are humans and the vehicles that they drive.  As a general guideline, seismic stations are located far away from roads to avoid these signals, but there are some that are close enough to record every car/truck/bus/RV that drives by.  A seismic station that is located near the Madison-West Entrance Road, designated YMR, is notorious for recording road noise. In addition, a seismic station that is located in the Norris Geyser Basin Museum (designated YNM) records the thousands of visitors that walk by it every day during the summer.  Signals that are related to human activity can be identified by their prevalence during the daytime hours and their absence during nighttime hours.

    Signals recorded at station YDD in Yellowstone National Park from the 2022 Hunga Tonga–Hunga Haʻapai volcanic eruption. The seismometer at YDD recorded both the direct seismic phase (top left) as well as the atmospheric Lamb Wave that coupled to the ground as it propagated (top right).  The infrasound microphone at YDD recorded the atmospheric disturbance from the Lamb wave (bottom right) that arrived in Yellowstone ~9 hours after the eruption.  Seismic waves travel through the earth much faster than sound waves travel through the atmosphere, which explains the long delay in timing between when the two signals were recorded.

    Signals related to non-earthquake geologic events far from Yellowstone can sometimes be seen as well.  An example of this is the 2022 Hunga Tonga–Hunga Haʻapai volcanic eruption in the south Pacific.  The volcano is located about 9,742 km (6,053 miles) from Yellowstone National Park, but the signals from that violent eruption are clearly seen on many stations in the Yellowstone Seismic Network.  In fact, that eruption produced two signals that are evident in the Yellowstone seismic record.  The first signal is the direct P-wave (seismic phase) that traveled through the earth from the eruption site to Yellowstone—the wave arrived ~27 minutes after the eruption occurred.  The eruption also produced very powerful atmospheric waves.  The most energetic of these atmospheric waves was something called a Lamb wave, which travelled through the atmosphere but along the Earth’s surface. The Lamb waves from the eruption traveled around the earth 4 times over 6 days.  The first of these arrived in Yellowstone ~9 hours after the eruption—moving at the speed of sound, which is much slower than the speed of earthquake waves through the ground—and is evident on both seismometers and infrasound microphones. This shows that as the Lamb wave propagated along the Earth’s surface, not only did it cause an atmospheric disturbance (as recorded by the infrasound microphone) but energy was also transferred into the Earth (as recorded by the seismometer).  In this sense, the wave was similar to a sonic boom or thunderclap.

    Other non-earthquake signals are sometimes recorded on seismometers around rivers due to ground shaking from large floods in Yellowstone, like those that occurred in June 2022.  Near Yellowstone Lake, seismometers record “icequakes” from cracking of the ice cover during winter, and when the lake is free of ice during summer months ground shaking can be caused by wave action on the lake during daytime hours.  In addition, seismometers record signals related to hydrothermal activity and even hydrothermal explosions.

    Even though these non-earthquake signals are not what the Yellowstone Seismic Network was originally designed to record, they still provide valuable insights into the Yellowstone volcanic and tectonic system.  Scientists are increasingly using these data to better understand the dynamic nature of geologic activity in the Yellowstone region.
