The Deputy Chief Secretary for Administration, Mr Cheuk Wing-hing, chaired the seventh meeting of the Task Force on District Governance today (February 17) to follow up on the initiatives endorsed by the Steering Committee on District Governance. The meeting co-ordinated various departments in formulating specific implementation measures on issues of local concern and continuously reviewed the work progress and performance.
Mr Cheuk said, “The Task Force will continue to adhere fully to the overall strategies set by the Steering Committee and actively respond to community concerns about district issues by taking practical actions to improve the living environment, and to enhance people’s quality of life through cumulative results achieved, for building a better community together.”
The Steering Committee chaired by the Chief Secretary for Administration formulated at its fourth meeting strategies on four more district issues to further enhance the community environment and facilities. The Task Force followed up at this meeting the implementation details and the progress of the relevant items, including:
1. Improving the waiting environment at public transport interchange to enhance travel experience
The Transport Department, in collaboration with the Highways Department (HyD), the Architectural Services Department (ArchSD), and the Electrical and Mechanical Services Department, has selected a covered public transport interchange in each of the 18 districts for enhancement works. These include upgrading the lighting, improving the ventilation system, refurbishing the walls and ceilings to provide a more comfortable waiting environment for passengers. These works have commenced this year with 11 for completion in 2025 and the remaining in 2026.
2. Combating air-conditioner water dripping to improve community environment
The Food and Environmental Hygiene Department (FEHD) will strengthen inspections and enforcement actions against about 30 air-conditioner dripping blackspots from May to September this summer. The FEHD will also launch a publicity and public education campaign to appeal to residents to address the issue of air conditioners dripping water, in order to avoid affecting environmental hygiene in public places and causing a nuisance to citizens.
3. Cleaning pedestrian walkways to improve cityscape
Starting in February this year, the FEHD has deployed mini street-washing vehicles equipped with pressure washer surface cleaners and high-pressure hot water cleaners at about 80 blackspots across the territory on a regular basis to step up street scrubbing and remove stains or moss, with a view to continuously improving the walking environment and enhancing the cityscape.
4. Strengthening thematic plantings
The Development Bureau, along with the Leisure and Cultural Services Department, the HyD, the ArchSD, the Civil Engineering and Development Department and the Housing Department, will enhance thematic planting in selected development projects and venues, such as planting species with conspicuous flowers or thematically planting a single type of tree or shrub across a district to create impact, thereby beautifying the cityscape.
In addition to the four district issues above, the Task Force also followed up on the performance of the 1823 Enhanced Complaint Handling Mechanism and received reports from relevant departments on their work progress regarding the eight key issues identified at the first three meetings of the Steering Committee, including (1) expanding after-school care services and enhancing support for parents; (2) caring for the elderly and enhancing community support; (3) fostering clean markets and mobilising the community to participate in anti-rodent work; (4) enhancing public order and combating crimes on all fronts; (5) improving pedestrian facilities and ensuring road safety; (6) enhancing the community environment and strengthening local characteristics; (7) improving the environment of public housing estates and creating comfortable homes; and (8) caring for the elderly and promoting digital inclusion. Mr Cheuk urged all departments to continue advancing these initiatives and enhancing district governance efficacy, so that the Government can deliver district services more effectively, leading to a more comfortable and better life for citizens.
Moreover, Mr Cheuk thanked the departments for their efforts over the past two years in implementing the directives of the Steering Committee and the Task Force, which has brought significant achievements in combating hygiene blackspots for the benefit of the public. He added, “We should not permanently classify places that have seen long-term environmental improvements as blackspots. Relevant departments should critically review the situation of all 738 hygiene blackspots and continue to actively follow up on those requiring improvement while identifying others that are suitable for removal from the blacklist. If the conditions of a blackspot have not recurred after improving for two years, it should be removed from the blackspot list. The hygiene blackspot website will be updated in the first quarter this year to reflect the actual situation.”
Matsya-6000: India’s Fourth-Generation Deep-Ocean Submersible successfully Completes Wet Testing 500-Meter Depth Demonstration by end of 2025

Under the Government of India’s Deep Ocean Mission initiatives, the Ministry of Earth Sciences has entrusted the National Institute of Ocean Technology with the ambitious task of designing and developing the 4th Generation deep-ocean human scientific submersible named “Matsya-6000,” as part of the Samudrayan Project. This cutting-edge submersible is engineered to accommodate three humans within its compact 2.1-meter diameter spherical hull, marking a significant milestone in India’s ocean exploration capabilities.
Following the completion of the design phase, various subsystems vital to Matsya-6000’s functionality were identified and developed. The submersible features a comprehensive array of components: a main ballast system for diving, thrusters for movement in all three directions, a battery bank for power supply, and syntactic foam for buoyancy. It also includes a sophisticated power distribution network, cutting edge control hardware and software, along with advanced underwater navigation devices. Communication systems include an acoustic modem, underwater telephone, and VHF for surface communication, supplemented by underwater acoustic positioning and GPS for precise surface location tracking.
Inside the spherical hull, careful attention has been given to the integration of human life-support systems, displays of various environmental/critical parameters, navigation joysticks for manoeuvrability, as well as various oceanographic sensors, underwater lighting and cameras outside the hull. All these subsystems have been indigenously designed and are currently undergoing thorough integration and qualification testing.
To ensure a seamless integration of all systems within its exo-structure, the Matsya underwent a comprehensive series of integrated dry tests over a 500-meter operational range. Following the successful completion of these tests, Matsya was transported to the L&T Shipbuilding facility located at Kattupalli Port, near Chennai during 27 Jan to 12 Feb, 2025 for conducting wet tests and demonstrating the submersible functionality.
The tests aimed to meticulously assess Matsya’s performance across several critical parameters. Evaluations focused on the robustness of power and control networks, floatation and stability of the vehicle, human support and safety systems, and maneuverability within limited degrees of freedom, specifically forward and reverse motion. Additionally, navigation and communication capabilities were scrutinized. The scientific payloads, which included multiple sophisticated oceanographic sensors, were thoroughly tested and demonstrated to confirm their intended functionality. This demonstration phase featured eight dives in total, comprising five unmanned dives and five manned dives. Each manned dive was rigorously qualified, ensuring the reliability of the life support system.
Due to the restricted water depth in the harbour, underwater voice communication was less effective, highlighting the necessity for further testing at greater depths to enhance confidence in shallow-water operations. In certain areas, additional efforts are needed to achieve optimal performance and completeness. Nevertheless, the successful wet test of the Matsya6000 at the harbour bolstered confidence for conducting shallow-water demonstrations at depths reaching up to 500 meters by the end of 2025.

On 17 February, in a joint ENVI-IMCO committee meeting, the Members will consider a draft report on circularity requirements for vehicle design and on management of end-of-life vehicles.
On 13 July 2023 the Commission proposed a Regulation on Circularity requirements for vehicle design, to facilitate the sector’s transition to zero-emission vehicles.
The report consisting of 210 amendments, proposes to improve the clarity and consistency of the proposal, remove unnecessary administrative burden for economic operators while maintaining achievable ambition and improving harmonization objectives. A key priority is to ensure that the valuable raw materials contained in end-of-life vehicles, such as steel, aluminium, copper, and plastics, are retained and recycled within Europe. The report supports realistic targets and it advises to review the feasibility of the plastic targets according to an impact assessment based on technology, availability and quality of recycled plastic. It also proposes to limit unnecessary reporting obligations; to better align the proposal with other legislation to ensure a coherent global approach and to facilitate cross-border trade compliance.

Cook Islands Prime Minister Mark Brown hopes to have “an opportunity to talk” with the New Zealand government to “heal some of the rift”.
Brown returned to Avarua on Sunday afternoon (Cook Islands Time) following his week-long state visit to China, where he signed a “comprehensive strategic partnership” to boost its relationship with Beijing.
Prior to signing the deal, he said that there was “no need for New Zealand to sit in the room with us” after the New Zealand Foreign Affairs Minister raised concerns about the agreement.
Responding to reporters for the first time since signing the China deal, he said: “I haven’t met the New Zealand government as yet but I’m hoping that in the coming weeks we will have an opportunity to talk with them.
“Because they will be able to share in this document that we’ve signed and for themselves see where there are areas that they have concerns with.
“But I’m confident that there will be no areas of concern. And this is something that will benefit Cook Islanders and the Cook Islands people.”
He said the agreement with Beijing would be made public “very shortly”.
“I’m sure once the New Zealand government has a look at it there will be nothing for them to be concerned about.”
Not concerned over consequences Brown said he was not concerned by any consequences the New Zealand government may impose.
The Cook Islands leader is returning to a motion of no confidence filed against his government and protests against his leadership.
“I’m confident that my statements in Parliament, and my returning comments that I will make to our people, will overcome some of the concerns that have been raised and the speculation that has been rife, particularly throughout the New Zealand media, about the purpose of this trip to China and the contents of our action plan that we’ve signed with China.”
The New Zealand government wanted to see the agreement prior to Brown going to China, which did not happen.
A spokesperson for New Zealand’s Foreign Minister Winston Peters said Brown had a requirement to share the contents of the agreement and anything else he signed under the 2001 Joint Centenary Declaration.
‘Healing some of the rift’ Brown said the difference in opinion provides an opportunity for the two governments to get together and “heal some of the rift”.
“We maintain that our relationship with New Zealand remains strong and we remain open to having conversations with the New Zealand government on issues of concern.
“They’ve raised their concerns around security in the Pacific. We’ve raised our concerns around our priorities, which is economic development for our people.”
Brown has previously said New Zealand did not consult the Cook Islands on its comprehensive strategic partnership with China in 2014, which they should have done if the Cook Islands had a requirement to do so.
He hoped people would read New Zealand’s deal along with his and show him “where the differences are that causes concern”.
Meanwhile, the leader of Cook Islands United Party, Teariki Heather, said Cook Islanders were sitting nervously with a question mark waiting for the agreement to be made public.

“That’s the problem we have now, we haven’t been disclosed or told of anything about what has been signed,” he said.
“Yes we hear about the marine seabed minerals exploration, talk about infrastructure, exchange of students and all that, but we haven’t seen what’s been signed.”
However, Heather said he was not worried about what was signed but more about the damage that it could have created with New Zealand.
Heather is responsible for filing the motion of no confidence against the Prime Minister and his cabinet.
The opposition only makes up eight seats of 24 in the Cook Islands Parliament and the motion is about showing support to New Zealand, not about toppling the government.
“It’s not about the numbers for this one, but purposely to show New Zealand, this is how far we will go if the vote of no confidence is not sort of accepted by both of the majority members, at least we’ve given the support of New Zealand.”
Heather has also been the leader for a planned planned today local time (Tuesday NZ).
“Protesters will be bringing their New Zealand passports as a badge of support for Aotearoa,” he said.
“Our relationship [with New Zealand] — we want to keep that.”

Summary
At around 05:40 on Monday 4 March 2024, a passenger train struck a section of redundant rail that had been left foul of the track on the approach to Walton-on- Thames station. At the time of the collision with this rail, the train was travelling at around 85 mph (137 km/h). The front coach derailed, and the train came to a stand around 500 metres beyond the point of derailment.
The redundant rail had inadvertently been left there by a team that had completed work in the area over the previous weekend. Checks undertaken after the work was completed did not identify that a section of redundant rail was in a potentially hazardous position before the railway was handed back for normal operation. This was because no person in charge had supervised the work and because a track handback engineer had not been effectively briefed as to what work had been undertaken before they inspected the track.
RAIB found that the arrangements in place for planning and delivering the work did not effectively manage the risk of a section of rail being left foul of the running line and that the process for inspecting the railway after the work was completed did not provide staff with clear guidance on which areas should be checked. Additionally, the relevant railway rules and standards do not clearly define the roles and responsibilities required to safely deliver work on complex work sites like the one involved in the accident.
Recommendations
As a result of its investigation, RAIB has made two recommendations. The first is addressed to Colas Rail (in consultation with Network Rail), to review its processes related to collecting redundant material when working on or near the line. The second is addressed to Network Rail (in consultation with the Rail Safety and Standards Board) to review the rules and standards relating to how tasks delivered in complex work sites should be co‑ordinated and supervised and to create a coherent process for confirming that the line is safe for the passage of trains after the work is complete.
Additionally, two learning points have been identified. The first reinforces the importance of infrastructure maintainers arranging adequate site lighting. The second concerns the importance of railway organisations ensuring that guidance material relating to superseded standards is removed from resource libraries when new standards are issued.
Andrew Hall, Chief Inspector of Rail Accidents said:
Following a passenger train striking redundant rail on the track in 2018, RAIB issued Urgent Safety Advice to Network Rail regarding safety of the line after engineering work. Since this advice was issued, RAIB has examined a number of further accidents caused by objects, including temporary road-rail access points and a trolley, being left on the track after the completion of maintenance work. These accidents caused damage to the railway infrastructure, the trains involved and resulted in temporary closures to the affected lines. This most recent accident at Walton-on-Thames resulted in a passenger train derailing at speed. Although no one was hurt on this occasion, the train could easily have deviated from the line of the track and struck other trains or objects.
Maintenance work is often carried out at night which makes ensuring the line is subsequently safe for the passage of trains particularly challenging. The risk is very clear. Unfortunately, this accident happened because that risk was not effectively managed. This, following other similar recent incidents, should serve as a stark reminder of the importance of effectively managing the risk of objects being left on the track after overnight maintenance.

This is the best day of the past five months for me … This is my home … I am not afraid of anything and I urge you not to be afraid of anything either.
These were Alexei Navalny’s words after landing at Moscow’s Sheremetyevo Airport on January 17 2021. Russia’s leading opposition figure had spent the past months recovering in Germany from an attempt on his life by the Russian Federal Security Service (FSB). Minutes after making his comments, Navalny was detained at border control. And he would remain behind bars until his death on February 16 2024, in the remote “Polar Wolf” penal colony within the Arctic Circle.
“Why did he return to Russia?” That’s the question I’m asked about Navalny most frequently. Wasn’t it a mistake to return to certain imprisonment, when he could have maintained his opposition to Russia’s president, Vladimir Putin, from abroad?
But Navalny’s decision to return didn’t surprise me. I’ve researched and written about him extensively, including co-authoring Navalny: Putin’s Nemesis, Russia’s Future?, the first English-language, book-length account of his life and political activities. Defying the Kremlin by returning was a signature move, reflecting both his obstinacy and bravery. He wanted to make sure his supporters and activists in Russia did not feel abandoned, risking their lives while he lived a cushy life in exile.

Besides, Navalny wasn’t returning to certain imprisonment. A close ally of his, Vladimir Ashurkov, told me in May 2022 that his “incarceration in Russia was not a certainty. It was a probability, a scenario – but it wasn’t like he was walking into a certain long-term prison term.”
Also, Navalny hadn’t chosen to leave Russia in the first place. He was unconscious when taken by plane from Omsk to Berlin for treatment following his poisoning with the nerve agent Novichok in August 2020. Navalny had been consistent in saying he was a Russian politician who needed to remain in Russia to be effective.
In a subsequent interview, conducted in a forest on the outskirts of the German capital as he slowly recovered, Navalny said: “In people’s minds, if you leave the country, that means you’ve surrendered.”

Outrage, detention and death
Two days after Navalny’s final return to Russia, the Anti-Corruption Foundation (ACF) – the organisation he established in 2011 – published its biggest ever investigation. The YouTube video exploring “Putin’s palace” on the Black Sea coast achieved an extraordinary 100 million views within ten days. By the start of February 2021, polling suggested it had been watched by more than a quarter of all adults in Russia.
Outrage at Navalny’s detention, combined with this Putin investigation, got people on to the streets. On January 23 2021, 160,000 people turned out across Russia in events that did not have prior approval from the authorities. More than 40% of the participants said they were taking part in a protest for the first time.
But the Russian authorities were determined to also make it their last time. Law enforcement mounted an awesome display of strength, detaining protesters and sometimes beating them. The number of participants at protests on January 31 and February 2 declined sharply as a result.
Between Navalny’s return to Russia in January 2021 and his death in February 2024, aged 47, he faced criminal case after criminal case, adding years and years to his time in prison and increasing the severity of his detention. By the time of his death, he was in the harshest type of prison in the Russian penitentiary system – a “special regime” colony – and was frequently sent to a punishment cell.
The obvious intent was to demoralise Navalny, his team and supporters – making an example of him to spread fear among anyone else who might consider mounting a challenge to the Kremlin. But Navalny fought back, as described in his posthumously published memoir, Patriot. He made legal challenges against his jailers. He went on hunger strike. And he formed a union for his fellow prisoners.
He also used his court appearances to make clear his political views, including following Russia’s full-scale invasion of Ukraine in February 2022, declaring: “I am against this war. I consider it immoral, fratricidal, and criminal.”
Navalny’s final public appearance was via video link. He was in good spirits, with his trademark optimism and humour still on display. Tongue firmly in cheek, he asked the judge for financial help:
Your Honour, I will send you my personal account number so that you can use your huge salary as a federal judge to ‘warm up’ my personal account, because I am running out of money.
Navalny died the following day. According to the prison authorities, he collapsed after a short walk and lost consciousness. Although the Russian authorities claimed he had died of natural causes, documents published in September 2024 by The Insider – a Russia-focused, Latvia-based independent investigative website – suggest Navalny may have been poisoned.

Whether or not Putin directly ordered his death, Russia’s president bears responsibility – for leading a system that tried to assassinate Navalny in August 2020, and for allowing his imprisonment following Navalny’s return to Russia in conditions designed to crush him.
Commenting in March 2024, Putin stated that, just days before Navalny’s death, he had agreed for his most vocal opponent to be included in a prisoner swap – on condition the opposition figure never returned to Russia. “But, unfortunately,” Putin added, “what happened, happened.”
‘No one will forget’
Putin is afraid of Alexei, even after he killed him.
Yulia Navalnaya, Navalny’s wife, wrote these words on January 10 2025 after reading a curious letter. His mother, Lyudmila Navalnaya, had written to Rosfinmonitoring – a Russian state body – with a request for her son’s name to be removed from their list of “extremists and terrorists” now he was no longer alive.
The official response was straight from Kafka. Navalny’s name could not be removed as it had been added following the initiation of a criminal case against him. Even though he was dead, Rosfinmonitoring had not been informed about a termination of the case “in accordance with the procedure established by law”, so his name would have to remain.
This appears to be yet another instance of the Russian state exercising cruelty behind the veil of bureaucratic legality – such as when the prison authorities initially refused to release Navalny’s body to his mother after his death.
“Putin is doing this to scare you,” Yulia continued. “He wants you to be afraid to even mention Alexei, and gradually to forget his name. But no one will forget.”

Today, Navalny’s family and team continue his work outside of Russia – and are fighting to keep his name alive back home. But the odds are against them. Polling suggests the share of Russians who say they know nothing about Navalny or his activities roughly doubled to 30% between his return in January 2021 and his death three years later.
Navalny fought against an autocratic system – and paid the price with his life. Given the very real fears Russians may have of voicing support for a man still labelled an extremist by the Putin regime, it’s not easy to assess what people there really think of him and his legacy. But we will also never know how popular Navalny would have been in the “normal” political system he fought for.
What made Navalny the force he was?
Navalny didn’t mean for the humble yellow rubber duck to become such a potent symbol of resistance.
In March 2017, the ACF published its latest investigation into elite corruption, this time focusing on then-prime minister (and former president), Dmitry Medvedev. Navalny’s team members had become masters of producing slick videos that enabled their message to reach a broad audience. A week after posting, the film had racked up over 7 million views on YouTube – an extraordinary number at that time.
The film included shocking details of Medvedev’s alleged avarice, including yachts and luxury properties. In the centre of a large pond in one of these properties was a duck house, footage of which was captured by the ACF using a drone.

Such luxuries jarred with many people’s view of Medvedev as being a bit different to Putin and his cronies. As Navalny wrote in his memoir, Medvedev had previously seemed “harmless and incongruous”. (At the time, Medvedev’s spokeswoman said it was “pointless” to comment on the ACF investigation, suggesting the report was a “propaganda attack from an opposition figure and a convict”.)
But people were angry, and the report triggered mass street protests across Russia. They carried yellow ducks and trainers, a second unintended symbol from the film given Medvedev’s penchant for them.
Another reason why so many people came out to protest on March 26 2017 was the organising work carried out by Navalny’s movement.
The previous December, Navalny had announced his intention to run in the 2018 presidential election. As part of the campaign, he and his team created a network of regional headquarters to bring together supporters and train activists across Russia. Although the authorities had rejected Navalny’s efforts to register an official political party, this regional network functioned in much the same way, gathering like-minded people in support of an electoral candidate. And this infrastructure helped get people out on the streets.
The Kremlin saw this as a clear threat. According to a December 2020 investigation by Bellingcat, CNN, Der Spiegel and The Insider, the FSB assassination squad implicated in the Novichok poisoning of Navalny had started trailing him in January 2017 – one month after he announced his run for the presidency.
At the protests against Medvedev, the authorities’ growing intolerance of Navalny was also on display – he was detained, fined and sentenced to 15 days’ imprisonment.
The Medvedev investigation was far from the beginning of Navalny’s story as a thorn in the Kremlin’s side. But this episode brings together all of the elements that made Navalny the force he was: anti-corruption activism, protest mobilisation, attempts to run as a “normal” politician in a system rigged against him, and savvy use of social media to raise his profile in all of these domains.
Courting controversy
In Patriot, Navalny writes that he always “felt sure a broad coalition was needed to fight Putin”. Yet over the years, his attempts to form that coalition led to some of the most controversial points of his political career.
In a 2007 video, Navalny referred to himself as a “certified nationalist”, advocating for the deportation of illegal immigrants, albeit without using violence and distancing himself from neo-Nazism. In the video, he says: “We have the right to be Russians in Russia, and we’ll defend that right.”
Although alienating some, Navalny was attempting to present a more acceptable face of nationalism, and he hoped to build a bridge between nationalists and liberals in taking on the Kremlin’s burgeoning authoritarianism.
But the prominence of nationalism in Navalny’s political identity varied markedly over time, probably reflecting his shifting estimations of which platform could attract the largest support within Russia. By the time of his thwarted run in the 2018 presidential election, nationalist talking points were all but absent from his rhetoric.
However, some of these former comments and positions continue to influence how people view him. For example, following Russia’s annexation of Crimea in 2014, Navalny tried to take a pragmatic stance. While acknowledging Russia’s flouting of international law, he said that Crimea was “now part of the Russian Federation” and would “never become part of Ukraine in the foreseeable future”.
Many Ukrainians take this as clear evidence that Navalny was a Russian imperialist. Though he later revised his position, saying Crimea should be returned to Ukraine, some saw this as too little, too late. But others were willing to look past the more controversial parts of his biography, recognising that Navalny represented the most effective domestic challenge to Putin.
Another key attempt to build a broad political coalition was Navalny’s Smart Voting initiative. This was a tactical voting project in which Navalny’s team encouraged voters to back the individual thought best-placed to defeat the ruling United Russia candidate, regardless of the challenger’s ideological position.
The project wasn’t met with universal approval. Some opposition figures and voters baulked at, or flatly refused to consider, the idea of voting for people whose ideological positions they found repugnant – or whom they viewed as being “fake” opposition figures, entirely in bed with the authorities. (This makes clear that Navalny was never the leader of the political opposition in Russia; he was, rather, the leading figure of a fractious constellation of individuals and groups.)
But others relished the opportunity to make rigged elections work in their favour. And there is evidence that Smart Voting did sometimes work, including in the September 2020 regional and local elections, for which Navalny had been campaigning when he was poisoned with Novichok.
In an astonishing moment captured on film during his recovery in Germany, Navalny speaks to an alleged member of the FSB squad sent to kill him. Pretending to be the aide to a senior FSB official, Navalny finds out that the nerve agent had been placed in his underpants.
How do Russians feel about Navalny now?
It’s like a member of the family has died.
This is what one Russian friend told me after hearing of Navalny’s death a year ago. Soon afterwards, the Levada Center – an independent Russian polling organisation – conducted a nationally representative survey to gauge the public’s reaction to the news.
The poll found that Navalny’s death was the second-most mentioned event by Russian people that month, after the capture of the Ukrainian city of Avdiivka by Russian troops. But when asked how they felt about his death, 69% of respondents said they had “no particular feelings” either way – while only 17% said they felt “sympathy” or “pity”.
And that broadly fits with Navalny’s approval ratings in Russia. After his poisoning in 2020, 20% of Russians said they approved of his activities – but this was down to 11% by February 2024.

Of course, these numbers must be taken for what they are: polling in an authoritarian state regarding a figure vilified and imprisoned by the regime, during a time of war and amid draconian restrictions on free speech. To what extent the drop in support for Navalny was real, rather than reflecting the increased fear people had in voicing their approval for an anti-regime figure, is hard to say with certainty.
When asked why they liked Navalny, 31% of those who approved of his activities said he spoke “the truth”, “honestly” or “directly”. For those who did not approve of his activities, 22% said he was “paid by the west”, “represented” the west’s interests, that he was a “foreign agent”, a “traitor” or a “puppet”.
The Kremlin had long tried to discredit Navalny as a western-backed traitor. After Navalny’s 2020 poisoning, Putin’s spokesman, Dmitry Peskov, said that “experts from the United States’ Central Intelligence Agency are working with him”. The Russian state claimed that, rather than a patriot exposing official malfeasance with a view to strengthening his country, Navalny was a CIA stooge intent on destroying Russia.
Peskov provided no evidence to back up this claim – and the official propaganda wasn’t believed by all. Thousands of Russians defied the authorities by coming out to pay their respects at Navalny’s funeral on March 1 2024. Many, if not all, knew this was a significant risk. Police employed video footage to track down members of the funeral crowd, including by using facial recognition technology.
The first person to be detained was a Muscovite the police claimed they heard shouting “Glory to the heroes!” – a traditional Ukrainian response to the declaration “Glory to Ukraine!”, but this time referencing Navalny. She spent a night in a police station before being fined for “displaying a banned symbol”.
Putin always avoided mentioning Navalny’s name in public while he was alive – instead referring to him as “this gentleman”, “the character you mentioned”, or the “Berlin patient”. (The only recorded instance of Putin using Navalny’s name in public when he was alive was in 2013.)
However, having been re-elected president in 2024 and with Navalny dead, Putin finally broke his long-held practice, saying: “As for Navalny, yes he passed away – this is always a sad event.” It was as if the death of his nemesis diminished the potency of his name – and the challenge that Navalny had long presented to Putin.
Nobody can become another Navalny
Someone else will rise up and take my place. I haven’t done anything unique or difficult. Anyone could do what I’ve done.
So wrote Navalny in the memoir published after his death. But that hasn’t happened: no Navalny 2.0 has yet emerged. And it’s no real surprise. The Kremlin has taken clear steps to ensure nobody can become another Navalny within Russia.
In 2021, the authorities made a clear decision to destroy Navalny’s organisations within Russia, including the ACF and his regional network. Without the organisational infrastructure and legal ability to function in Russia, no figure has been able to take his place directly.
More broadly, the fate of Navalny and his movement has had a chilling effect on the opposition landscape. So too have other steps taken by the authorities.
Russia has become markedly more repressive since the start of its war on Ukraine. The human rights NGO First Department looked into the number of cases relating to “treason”, “espionage” and “confidential cooperation with a foreign state” since Russia introduced the current version of its criminal code in 1997. Of the more than 1,000 cases, 792 – the vast majority – were initiated following Russia’s full-scale invasion of Ukraine in 2022.
Russian law enforcement has also used nebulous anti-extremism and anti-terrorism legislation to crack down on dissenting voices. Three of Navalny’s lawyers were sentenced in January 2025 for participating in an “extremist organisation”, as the ACF was designated by a Moscow court in June 2021. The Russian legislature has also passed a barrage of legislation relating to so-called “foreign agents”, to tarnish the work of those the regime regards as foreign-backed “fifth columnists”.
Mass street protests are largely a thing of the past in Russia. Restrictions were placed on public gatherings during the COVID pandemic – but these rules were applied selectively, with opposition individuals and groups being targeted. And opportunities for collective action were further reduced following the full-scale invasion of Ukraine.
Freedom of speech has also come under assault. Article 29, point five of the Russian constitution states: “Censorship shall be prohibited.” But in September 2024, Kremlin spokesperson Peskov said: “In the state of war that we are in, restrictions are justified, and censorship is justified.”
Legislation passed very soon after the 2022 invasion of Ukraine made it illegal to comment on the Russian military’s activities truthfully – and even to call the war a war.
YouTube – the platform so central to Navalny’s ability to spread his message – has been targeted. Without banning it outright – perhaps afraid of the public backlash this might cause – the Russian state media regulator, Roskomnadzor, has slowed down internet traffic to the site within Russia. The result has been a move of users to other websites supporting video content, including VKontakte – a Russian social media platform.
In short, conditions in Russia are very different now compared to when Navalny first emerged. The relative freedom of the 2000s and 2010s gave him the space to challenge the corruption and authoritarianism of an evolving system headed by Putin. But this space has shrunk over time, to the point where no room remains for a figure like him within Russia.
In 2019, Navalny told Ivan Zhdanov, who is now director of the ACF: “We changed the regime, but not in the way we wanted.” So, did Navalny and his team push the Kremlin to become more authoritarian – making it not only intolerant of him but also any possible successor?
There may be some truth in this. And yet, the drastic steps taken by the regime following the start of the war on Ukraine suggest there were other, even more significant factors that have laid bare the violent nature of Putin’s personal autocracy – and the president’s disdain for dissenters.
Plenty for Russians to be angry about
How can we win the war when dedushka [grandpa] is a moron?
In June 2023, Evgeny Prigozhin – a long-time associate of Putin and head of the private military Wagner Group – staged an armed rebellion, marching his forces on the Russian capital. This was not a full-blown political movement against Putin. But the target of Prigozhin’s invective against Russia’s military leadership had become increasingly blurry, testing the taboo of direct criticism of the president – who is sometimes referred to, disparagingly, as “grandpa” in Russia.
And Prigozhin paid the price. In August 2023, he was killed when the private jet he was flying in crashed after an explosion on board. Afterwards, Putin referred to Prigozhin as a “talented person” who “made serious mistakes in life”.
In the west, opposition to the Kremlin is often associated with more liberal figures like Navalny. Yet the most consequential domestic challenge to Putin’s rule came from a very different part of the ideological spectrum – a figure in Prigozhin leading a segment of Russian society that wanted the Kremlin to prosecute its war on Ukraine even more aggressively.

Today, there is plenty for Russians to be angry about, and Putin knows it. He recently acknowledged an “overheating of the economy”. This has resulted in high inflation, in part due to all the resources being channelled into supporting the war effort. Such cost-of-living concerns weigh more heavily than the war on the minds of most Russians.
A favourite talking point of the Kremlin is how Putin imposed order in Russia following the “wild 1990s” – characterised by economic turbulence and symbolised by then-president Boris Yeltsin’s public drunkenness. Many Russians attribute the stability and rise in living standards they experienced in the 2000s with Putin’s rule – and thank him for it by providing support for his continued leadership.
The current economic problems are an acute worry for the Kremlin because they jeopardise this basic social contract struck with the Russian people. In fact, one way the Kremlin tried to discredit Navalny was by comparing him with Yeltsin, suggesting he posed the same threats as a failed reformer. In his memoir, Navalny concedes that “few things get under my skin more”.
Although originally a fan of Yeltsin, Navalny became an ardent critic. His argument was that Yeltsin and those around him squandered the opportunity to make Russia a “normal” European country.
Navalny also wanted Russians to feel entitled to more. Rather than be content with their relative living standards compared with the early post-Soviet period, he encouraged them to imagine the level of wealth citizens could enjoy based on Russia’s extraordinary resources – but with the rule of law, less corruption, and real democratic processes.
‘Think of other possible Russias’
When looking at forms of criticism and dissent in Russia today, we need to distinguish between anti-war, anti-government, and anti-Putin activities.
Despite the risk of harsh consequences, there are daily forms of anti-war resistance, including arson attacks on military enlistment offices. Some are orchestrated from Ukraine, with Russians blackmailed into acting. But other cases are likely to be forms of domestic resistance.
Criticism of the government is still sometimes possible, largely because Russia has a “dual executive” system, consisting of a prime minister and presidency. This allows the much more powerful presidency to deflect blame to the government when things go wrong.
There are nominal opposition parties in Russia – sometimes referred to as the “systemic opposition”, because they are loyal to the Kremlin and therefore tolerated by the system. Within the State Duma, these parties often criticise particular government ministries for apparent failings. But they rarely, if ever, now dare criticise Putin directly.
Nothing anywhere close to the challenge presented by Navalny appears on the horizon in Russia – at either end of the political spectrum. But the presence of clear popular grievances, and the existence of organisations (albeit not Navalny’s) that could channel this anger should the Kremlin’s grip loosen, mean we cannot write off all opposition in Russia.
Navalny’s wife, Yulia, has vowed to continue her husband’s work. And his team in exile maintain focus on elite corruption in Russia, now from their base in Vilnius, Lithuania. The ACF’s most recent investigation is on Igor Sechin, CEO of the oil company Rosneft.
But some have argued this work is no longer as relevant as it was. Sam Greene, professor in Russian politics at King’s College London, captured this doubt in a recent Substack post:
[T]here is a palpable sense that these sorts of investigations may not be relevant to as many people as they used to be, given everything that has transpired since the mid-2010s, when they were the bread and butter of the Anti-Corruption Foundation. Some … have gone as far as to suggest that they have become effectively meaningless … and thus that Team Navalny should move on.
Navalny’s team are understandably irritated by suggestions they’re no longer as effective as they once were. But it’s important to note that this criticism has often been sharpest within Russia’s liberal opposition. The ACF has been rocked, for example, by recent accusations from Maxim Katz, one such liberal opposition figure, that the organisation helped “launder the reputations” of two former bank owners. In their response, posted on YouTube, the ACF referred to Katz’s accusations as “lies” – but this continued squabbling has left some Russians feeling “disillusioned and unrepresented”.
So, what will Navalny’s long-term legacy be? Patriot includes a revealing section on Mikhail Gorbachev – the last leader of the Soviet Union, whom Navalny describes as “unpopular in Russia, and also in our family”. He continues:
Usually, when you tell foreigners this, they are very surprised, because Gorbachev is thought of as the person who gave Eastern Europe back its freedom and thanks to whom Germany was reunited. Of course, that is true … but within Russia and the USSR he was not particularly liked.
At the moment, there is a similar split in perceptions of Navalny. Internationally, he was nominated for the Nobel Peace Prize, awarded the Sakharov Prize by the European Parliament, and a documentary about him won an Oscar.
But there are also those outside of Russia who remain critical: “Navalny’s life has brought no benefit to the Ukrainian victory; instead, he has caused considerable harm,” wrote one Ukrainian academic. “He fuelled the illusion in the west that democracy in Russia is possible.”

Inside Russia, according to Levada Center polling shortly after his death, 53% of Russians thought Navalny played “no special role” in the history of the country, while 19% said he played a “rather negative” role. Revealingly, when commenting on Navalny’s death, one man in Moscow told RFE/RL’s Russian Service: “I think that everyone who is against Russia is guilty, even if they are right.”
But, for a small minority in Russia, Navalny will go down as a messiah-like figure who miraculously cheated death in 2020, then made the ultimate sacrifice in his battle of good and evil with the Kremlin. This view may have been reinforced by Navalny’s increasing openness about his Christian faith.
Ultimately, Navalny’s long-term status in Russia will depend on the nature of the political system after Putin has gone. Since it seems likely that authoritarianism will outlast Putin, a more favourable official story about Navalny is unlikely to emerge any time soon. However, how any post-Putin regime tries to make sense of Navalny’s legacy will tell us a lot about that regime.
While he was alive, Navalny stood for the freer Russia in which he had emerged as a leading opposition figure – and also what he called the “Beautiful Russia of the Future”. Perhaps, after his death, his lasting legacy in Russia remains the ability for some to think – if only in private – of other possible Russias.

China’s auto industry witnessed a steady start to the year, with both production and sales posting year-on-year increases in January, industry data showed on Monday.
Total auto output reached 2.15 million units last month, up 3.3 percent year on year, while sales grew 0.8 percent year on year to top 2.13 million units, according to the China Association of Automobile Manufacturers.
New energy vehicles performed strongly, with sales surging 29.4 percent year on year to 944,000 units in January — accounting for 38.9 percent of total new vehicle sales last month.

China’s first privately-funded aeroengine test facility has begun construction in Chongzhou, Sichuan Province. The groundbreaking ceremony on Feb. 13 marked the official launch of the 2.25-billion-yuan (about 314 million U.S. dollars) project, led by ZhongFaTianXin (SiChuan) Aviation Technology Co., Ltd, which aims to address long-standing challenges in high-altitude testing for small and medium-sized aircraft engines, according to the publicity office of the Chongzhou municipal government. Slated for completion by 2027, the facility, also a light aircraft engine production base, will provide critical research and development support for next-generation aircraft, including drones, flying cars, and low-altitude vehicles, while advancing China’s burgeoning low-altitude economy, said Liu Chen, chairman of ZhongfaTianxin. Aeroengines, often dubbed the “heart of aircraft,” require rigorous testing under extreme conditions to ensure reliability. In recent decades, China has invested heavily in high-altitude simulation infrastructure to develop indigenous engines. Li Tao, head of the regional cooperation department of the Chongzhou economic development zone, said that there are currently limited high-performance testing platforms for aeroengines in the country, and those available for the civil market are even rarer. “A high-performance testing platform that serves all society will provide significant support for the development of Chongzhou’s low-altitude aviation economy and facilitate the gathering of upstream and downstream industries. This will become the testing ground for the ‘heart of aircraft,’” said Li. The Chongzhou facility will enable manufacturers to test engines for thrust, durability, and safety without relying on foreign technology. “This facility is 100 percent domestically designed and controlled, with performance reaching international standards,” said Liu, noting that the project timeline has been shortened from five to three years to accelerate innovation. Additionally, Feb. 13 also marked a major milestone for the Hongyuan aviation power industrial park project in Chongzhou. With a total investment of 600 million yuan, the project aims to establish a research, manufacturing, and maintenance base for large turbofan engine components. The base will also see the completion of drones, small aeroengines, as well as carbon fiber prepregs and composite structural components, according to the publicity office of the Chongzhou municipal government. These projects underscore Chongzhou’s ambition to build a “Sky City” by 2027 — a vision of integrated manufacturing, testing and urban air mobility services.
Police are investigating after a Dog Operations vehicle was set alight over the weekend.
Just before 10.30pm on Sunday 16 February, police were called to Sussex Court at Oakden in response to a disturbance.
A Dog Operations patrol was called in to assist and the officer parked the vehicle on Sussex Court.
PD Jax and his handler exited the car and began searching the area, while PD Gus remained in the rear of the vehicle.
About 15 minutes later the officer noticed a dark figure near the rear of the vehicle and saw something impact the rear open tailgate and burst into flames.
The officer quickly approached the vehicle and put the fire out. Thankfully, PD Gus did not require treatment and was unaffected by the fire.
MFS crews attended and checked the utility and advised only minor damage was caused and it was safe to continue driving.
Crime Scene officers attended to examine the car and the scene.
Police are investigating the incident and ask anyone who saw any suspicious activity in the area, has CCTV or dashcam footage or has information that may assist to please contact Crime Stoppers.

Thanks very much, Natarsha.
Belling:
Surely you are hoping for a rate cut tomorrow.
Chalmers:
Because I respect the independence of the Reserve Bank, its governor, and its board, I try not to make predictions or pre‑empt the discussions that are going on right now in Sydney about future movements in interest rates. I know that the independent Reserve Bank has a job to do and some issues to consider. I’m focused on my job. And because we’ve been working so hard on the cost of living and fighting inflation, what we’ve been able to do in Australia is get inflation down and wages up and keep unemployment low. That’s my job and I’m focused on that.
Belling:
Inflation is down now, but it certainly hasn’t been. And wages may be increasing, but the cost of living is hurting millions of Australians. Surely you have to admit that.
Chalmers:
I do, Australians are under pressure. That is still the case. Even though we have made very substantial progress together on inflation and now sustained progress on inflation, we know that Australians are still doing it tough and that’s why the cost of living is the Albanese government’s primary focus. But when it comes to inflation, even just last week a couple of the major bank economists released new forecasts for inflation. They lowered them substantially. So, we have made that very significant progress together as Australians when it comes to inflation. We have been delivering lower inflation, higher wages and low unemployment. But we know that the job’s not done and people are still under the pump.
Belling:
So, in regards to inflation at the moment, if inflation is coming under control and if there is a cut to the official rate tomorrow, we know that is going to take a long time to actually really dent into those family budgets. If people do have a mortgage, it will take many months to take effect and they’re still dealing with skyrocketing costs.
Chalmers:
First of all, again, I don’t want to engage in a hypothetical. We’ll know tomorrow afternoon whether the independent Reserve Bank’s decided to cut interest rates or not. But I do accept your broader point and that is that these cost‑of‑living pressures are pretty widespread and that’s why we’ve got the tax cuts rolling out, the energy bill relief, cheaper medicines, cheaper early childhood education, it’s why we’re getting wages moving again, more rent assistance, fee‑free TAFE – all of these things are about recognising that people are under substantial pressure. The government’s got a role to play in easing that pressure wherever it responsibly can. And that’s what we’ve been doing, really, over the course of the 2 and a half years, almost 3 years that we’ve been in office. The cost of living has been the number one focus of this government. And that will continue to be the case no matter what the Reserve Bank decides independently tomorrow.
Belling:
Now, the cost‑of‑living crisis is number one at the top of the agenda with how Australians will vote on the upcoming federal election. Do you concede that they won’t vote you in because they are having to deal with this cost‑of‑living crisis?
Chalmers:
Look, I don’t obsess over the polls, and that’s because my job is to – my job is to focus on a different set of numbers in the economy. And to the extent they’re related, I think it just reflects the fact, as you and I have been talking about today, that people are under pressure and they express that sometimes in the political system. But my focus as the Treasurer, our focus as the government, is on a different set of numbers in the economy: inflation, unemployment, wages, all of the things that you and I have been talking about today.
Belling:
Ok, Treasurer, there is speculation that you have been privately telling MPs not to speculate on what the Reserve Bank may do. Is that true?
Chalmers:
I say the same thing to my colleagues behind closed doors that I say publicly, and that is not to take any outcome from the Reserve Bank for granted, and I mean that. I have so much respect for the Reserve Bank, its governor and its board, that I don’t engage in a running commentary on what they might decide. I don’t predict or pre‑empt those discussions that are underway right now, I say that to my colleagues as well. They will announce their decision in due course. Our job as the Cabinet in the Albanese Labor government is to alleviate the cost‑of‑living pressures wherever we responsibly can, to work around the clock as we have been, on getting inflation down at the same time as we get wages up and keep unemployment low. And we have made some really good progress there, but we don’t pretend that there isn’t more work to do.
Belling:
Treasurer, a Budget is scheduled for March, but can you commit to that at this stage? Surely you’ll then have some more sweeteners and then go into a May election. So, can you say that Budget is locked and loaded for March?
Chalmers:
That’s what we’re working towards. The final decision on the timing of the election will be up to the Prime Minister, as is always the case. But Katy Gallagher and I are working very hard with the Expenditure Review Committee to put together that Budget for March. And what people can expect in our fourth Budget is what they saw in the first 3. We will continue to take the right economic decisions for the right reasons. We’ll continue to prioritise getting on top of inflation without ignoring the risks to growth in our economy. It’s been that combination, that balance that we’ve struck in the first 3 Budgets that has helped us get inflation down and wages up and keep unemployment low. And that’s the approach that we’ll continue to take in the fourth Budget.
Belling:
Treasurer, if Labor does lose the federal election, will you be the next Labor leader?
Chalmers:
I’m not even thinking about that – 100 per cent of my time is spent putting together the Budget, putting together our economic policies with our colleagues, working around the clock not just to see the return of the Albanese Labor government, but also to make sure that we can continue to make progress in the economy. The alternative to that, the big risk posed to progress in the economy, would be a change of government. We know that Australians would already be thousands of dollars worse off if Peter Dutton had his way, worse off still if he wins the election. And so my job is to work as hard as I can as Anthony Albanese’s Treasurer in this Labor government to keep making the right economic decisions to win the next election so we can continue to deliver for the Australian people, particularly when it comes to the cost of living.

The Minns Labor Government has marked the 60th anniversary of the 1965 Freedom Ride with the announcement of funding to complete a community pavilion in Walgett and a new program to commemorate significant steps along the Freedom Ride route.
Minister for Heritage Penny Sharpe and Minister for Aboriginal Affairs and Treaty David Harris are in Walgett today to announce the grant for the Walgett Aboriginal Medical Service to complete the Freedom Ride Pavilion in Freedom Ride Memorial Park in Walgett.
The Ministers also unveiled a blue plaque in the town, to formally recognise the Freedom Ride. It’s one of several blue plaques to be installed in key locations along the Freedom Ride route. NSW Blue Plaques are a popular heritage program recognising the events, groups and people who contributed to the rich history of NSW.
The 1965 Freedom Ride was instrumental in raising awareness of racial injustice and building momentum for reconciliation action in Australia.
Inspired by a set of bus trips by the civil rights movement in the US, a group of 30 University of Sydney students hired a bus, hung a banner across the front and set off on a two-week journey through regional NSW.
Led by Indigenous rights activist Charles Perkins, the group rode through Wellington, Gulargambone and Walgett, before passing Moree, Boggabilla, Tenterfield, Lismore, Grafton, Bowraville and Kempsey.
Their efforts were not well-received by locals, who pelted them with fruit and stones, and even chased the bus in a convoy of cars. In one town, police officers had to escort the students to safety.
The Freedom Ride Blue Plaque Trail will capture the stories and events that took place at the key stops on the Freedom Ride journey. In Walgett, they protested a ban on Indigenous ex-servicemen entering the Returned Services League (RSL) Club. In Moree and Kempsey, they called out local laws barring Indigenous children from swimming pools. In Bowraville, they attempted to ‘gatecrash’ the cinema to protest the inequity in ticketing for Indigenous people.
The widely publicised Freedom Ride contributed significantly to changes in Australians’ attitudes towards Aboriginal rights. Subsequently, in 1967, more than 90% of Australians voted ‘Yes’ in a landmark referendum that gave Indigenous Australians full rights as citizens.
The Minns Labor Government is committed to reconciliation and working together with Aboriginal communities and organisations to improve the lives of and opportunities for Aboriginal people living in NSW.
The community will be consulted on the locations of future plaques.

Smart driving, which has until recently been reserved for premium brands, will soon become as standard as safety belts: BYD is making the feature available in cars priced less than $10,000.
China’s largest electric vehicle manufacturer announced last week that it is equipping its entire lineup with advanced intelligent driving systems. Among other things, it enables vehicles to drive on expressways and park automatically.
The most affordable of its first 21 models with the feature on the market is the Seagull, priced at 69,800 yuan ($9,551). Models with similar functions in the Chinese market are usually priced from 150,000 yuan, according to consulting firm McKinsey.
BYD’s move, considering its sales of more than 4 million units in 2024, is expected to accelerate the adoption of high-level assisted driving in the mass market.
One day ahead of BYD’s announcement, State-owned Changan, which is a partner of Ford and Mazda, unveiled its smart strategy.
Chairman Zhu Huarong said it will equip vehicles priced around 100,000 yuan with LiDAR technology this year.
BYD and Changan are expected to be joined by Geely, which is scheduled to announce its smart strategy in early March.
BYD said its move aims to offer volume car owners access to intelligent driving features to increase safety. It said 21 percent of traffic accidents in China are attributable to fatigued drivers, which can be prevented by automatic emergency braking or steering.
“We believe that intelligent driving should not be a luxury but a standard feature for all consumers,” said Wang Chuanfu, chairman and president of BYD.
“By making high-level driver assistance available across our range, we are accelerating the transition toward smarter, safer mobility,” said Wang.
The move is widely seen as a strategic bet on the future of software-defined vehicles, in which intelligent driving capabilities play a central role.
Analysts argue that BYD’s decision will force competitors to reconsider their positioning, potentially triggering a wave of industry-wide adoption of Advanced Driver Assistance Systems as standard equipment.
BYD’s scale gives it an enormous advantage in data collection and real-world driving feedback, which are crucial for refining intelligent driving systems, they said.
This will put pressure on both domestic startups and international automakers operating in China to accelerate their own ADAS deployment.
Traditionally, advanced features such as lane-keeping assistance, adaptive cruise control and automatic emergency braking have been reserved for premium vehicles.
Tesla, Xpeng and Nio have offered high-level ADAS as part of their differentiation strategy, with some, like Tesla, charging thousands of dollars for its Full Self-Driving package.
Automotive executives are divided on the trend of smart driving’s availability in volume cars.
Yu Chengdong, head of Huawei’s smart driving solutions, said there is a big difference between ‘it manages to work’ and ‘it works well’, in a thinly veiled jab at BYD, which develops its own smart driving system.
Huawei is widely accepted as a top-level smart driving solution provider in China, which has attracted partners including traditional carmakers BAIC and JAC.
But Xpeng Chairman and CEO He Xiaopeng has applauded carmakers including BYD on Sina Weibo, saying that they are helping to popularize smart driving in China and across the world.
He was echoed by Zhu Jiangming, chairman of startup Leapmotor, which has partnered with Stellantis. He said Leapmotor is set to benefit from the moves by BYD and Changan, as they make more aware about the features.
The strategic shift of those carmakers is expected to have broad implications for China’s automotive supply chain. ADAS relies on a complex ecosystem of sensors, chips and computing power. Their mass adoption will likely drive demand for domestic suppliers.
Companies like Horizon Robotics, Black Sesame and Huawei, which develop AI chips and autonomous driving solutions, are poised to benefit.
“BYD’s scale will create a domino effect, accelerating the entire intelligent driving supply chain in China,” said an executive at a leading automotive semiconductor firm. “This will not only make ADAS more affordable but will also push the industry toward deeper software and hardware integration.”
At the same time, regulatory discussions surrounding high-level autonomous driving could gain momentum.
While China has been cautious in approving Level 3 and 4 autonomous driving regulations, a large-scale rollout of ADAS could encourage policymakers to accelerate the development of legal frameworks for more advanced self-driving features.
Xpeng said it is to launch quasi-L3 software in mid-2025, and full L3 capabilities are to be revealed at the end of the year.
Changan said it aims to achieve full-scenario L3 autonomous driving in 2026, with aspirations to reach L4 capabilities by 2028.

HONOLULU – The days of storing equipment in Kapolei or in volunteers’ garages for an ocean sports program, are coming to an end, thanks to the state Board of Land and Natural Resources (BLNR).
The board today approved a Revocable Permit (RP) for the nonprofit AccesSurf, well known for adaptive surfing, swimming, and paddling programs for people with disabilities. The RP allows AccesSurf to utilize 1,200 square feet of land at the Ala Wai Small Boat Harbor for parking and storage.
Ann Yoshida, a trainer, and innovation specialist for the organization told the board, “As a person in a wheelchair, understanding the challenges that we have in accessing natural environments, such as the ocean, gives people choices.” Each year AccesSurf hosts what it calls 5,000 experiences, reaching thousands of disabled people.
Eric Walton, who has a prosthetic leg, said he’s been with the group for 16 years, starting as a volunteer, then a participant, as a competitive adaptive athlete and as a board member. “The impact that AccesSurf has had on my life has been monumental,” he said.
Now, the large and expensive equipment and devices needed for adaptive programs are spread across numerous locations, none of them close to Waikīkī, where much of the training and experiences are conducted. “That’s the big thing,” said AccesSurf Executive Director Cara Short. “We have all this equipment that is quite literally stored in a ton of different places, different vehicles, different homes, and storage containers far away from Waikīkī,” she said. Short told the BLNR that the organization explored numerous storage places that could accommodate its large, heavy equipment, but the cost was prohibitive. Her nonprofit will pay the DLNR $40 a month and the area will have several shipping containers donated by Pasha Hawaii, along with room to park vehicles.
From the outset, board members were clearly in support of approving the RP and asked if AccesSurf is going to expand its programs beyond O‘ahu. Short said it has just expanded to Maui, has had programs on Kaua‘i and Hawai‘i Island, and hopes to replicate its offerings statewide. All programs are free to participants and dozens of volunteers donate their time and talents to the cause.
After the unanimous decision to approve the permit, board members and AccesSurf staff and volunteers shook hands and hugged. BLNR Chair Dawn Chang said it felt good to have something positive come out of a board meeting and it’s a positive for the Ala Wai Small Boat Harbor and the greater Waikīkī area. She and AccesSurf thanked the DLNR Division of Boating and Ocean Recreation (DOBOR) for facilitating and being so supportive of the plan.

What you need to know: California’s work to pre-deploy resources ahead of this week’s major storms paid off with successful rescue efforts and no major damage reported.
SACRAMENTO — Governor Gavin Newsom today praised the proactive emergency response efforts that helped save lives and prevent significant impacts from the latest major winter storms. Thanks to California’s advanced planning, coordination and strategic pre-deployment of state and local emergency resources, the storm resulted in only minor debris flows, with no major structural damage or significant injuries reported.
The Governor directed the pre-deployment of resources earlier in the week, ahead of the storm. Specifically, the California National Guard cleared debris basins near burn scars ahead of this week’s rain event. CalGuard proactively removed 298,335 cubic yards of debris and materials from the Sierra Madre Villa Basin and Eaton Canyon Reservoir which worked as intended to protect homes from debris runoff.
Additionally, the California Governor’s Office of Emergency Services (Cal OES) Watershed and Debris Flow Task Force deployed over 120 miles of protective measures in an unprecedented effort to protect vulnerable communities.
In the face of another severe weather event, California once again demonstrated the power of preparation. Our pre-storm efforts saved lives and kept our communities safe. We continue to be grateful to our first responders for running into danger and saving countless lives and property.

Pre-deployed personnel, equipment, and resources in 20 counties across the state led to life-saving efforts:
In Los Angeles County, urban search and rescue teams and swiftwater rescue teams worked to support 12 flood related incidents. One incident included a LAFD member who was swept off the road and into the ocean near Malibu.
In Orange County, prepositioned swiftwater rescue teams and a prepositioned helicopter were instrumental in the rescue of 2 individuals.
In San Bernardino County swiftwater rescue teams rescued multiple unhoused individuals along HWY 330 from rising water.
In Riverside County, swiftwater rescue teams conducted multiple rescues of individuals including one individual and two dogs holding onto a tree in rising waters.
In Mendocino County, Caltrans and State Parks personnel supported a U.S. Coast Guard helicopter conducting a rescue of a stranded motorist whose vehicle became stranded by rising waters.

319,000 sandbags and 5,600 super sacks were deployed to Southern California locations through the Department of Water Resources (DWR).

California leverages investments in real-time intelligence systems
The state-of-the-art ALERTCalifornia wildfire and disaster monitoring system operated by the University of California San Diego in partnership with Cal OES, CAL FIRE and other agencies provided real-time access to over 1,000 cameras strategically positioned across California.
During the storm, ALERTCalifornia played a critical role in situational awareness by enabling first responders and the public to assess rain conditions, debris flows, and make data-driven decisions to protect communities.
Californians are encouraged to sign up for emergency alerts, review their evacuation plans, and heed warnings from local officials.

Improving the resilience of state highways in the South Island continues, with State Highway 65 at Higgins Bluff near Murchison set for improvements.
Contractors will be onsite on the Shenandoah Highway near Ariki, from Monday, 10 March, when they will begin rock scaling work on a five-kilometre section of the state highway.
Rob Service, System Manager Nelson/Tasman says contractors will remove overhanging rock and debris from the cliff face above the highway.
“Rock falls can pose a serious risk to road users and sometimes result in lengthy road closures. Reducing their risk is a priority for us.”
“Improving the resilience of State Highway 65 is critical. We have seen from severe weather events in recent years how crucial it is to invest in works that help prevent and reduce the risks harsh weather brings,” Mr Service says.
He says, because rock scaling can only be done safely during the day the work will require daytime road closures.
“Rock scaling simply can’t be done at night as it is too unsafe for work crews,” Mr Service says.
The work will be completed using a full highway closure, between 7 am and 7 pm, from Monday,10 March to Friday 14 March.
While it is underway Mr Service says road users will have to detour via State Highway 6 O’Sullivan’s Bridge to Inangahua Junction, then via State Highway 69 to Reefton and State Highway 7 to Springs Junction.
“This is a significant detour and will require extra travel time. However, it is unavoidable as it is not safe to have traffic driving through the project site when rocks are being removed from the cliff face. Having unstable boulders above vehicles is not a good mix.”
“Please bear with us. This project is all about making State Highway 65 safer and more reliable in the future. There will be some inconvenience next month, but it is all about trying to prevent bigger hassles in the future,” Mr Service says.
Following the road closures, work will continue under stop/go and 30 km/hr temporary speed limits from 7 am to 7 pm, Monday to Friday, until March 28. During this time anchors and mesh rock-protection will be installed on the bluff face.
NZTA/Waka Kotahi is working with the freight industry, the local community, and the local school to ensure those affected by this work can make arrangements in advance.
Works Schedule:
Full road closure. Monday, 10 March, to Friday, 14 March, 7 am – 7 pm.
The road will reopen to two lanes outside of work hours.
During work hours the detour route will be via State Highway 6 O’Sullivan’s Bridge to Inangahua Junction, then via State Highway 69 to Reefton and State Highway 7 to Springs Junction.
Allow an extra 45 minutes travel time when travelling on the detour route.
Emergency services will be accommodated through the closure.
Following the closures, work continues under stop/go and temporary speed limits, Monday to Friday, 7 am – 7 pm, between Monday, 17 and Friday, 28 March 2025.

You could be forgiven for thinking you’re in America when driving the roads of Taranaki this week.
Americarna – the celebration of classic American cars, hits the streets of the region from Wednesday.
It’s one of a number of big events this month, with Te Matatini and WOMAD to follow.
NZ Transport Agency Waka Kotahi is reminding people making their way to these events over the next month to plan their journeys.
“There are some great events coming up in Taranaki over the next month, which will see a lot of people visiting Taranaki. More people in the region means there will be more traffic on the state highway network,” says NZTA Taranaki Journey Manager Mike Dickson.
“With more people on our roads it may take a bit longer than usual to get around. We recommend giving yourself plenty of time during the events to ensure you get where you’re going on-time.”
To minimise disruption to people travelling for these events we started our state highway renewals and maintenance season in Taranaki in September – a month earlier than usual – to get our most disruptive work completed before these big events kick off.
“So far this season we’ve completed the majority of our renewal programme, including our most disruptive works. But because we have such a large programme to complete before the season is out, we will still have some works underway over the coming weeks. There will also be ongoing project work underway, mainly on SH3,” says Mr Dickson.
“Our roading crews will manage traffic through these sites as quickly as they can but it’s important that drivers follow the temporary traffic management and adhere to all speed restrictions in place for the safety or road users and crews alike.”
During Americarna, the following road closures will be in place:
SH 3 & SH3A Inglewood
These sections of road will be closed in both directions on Thursday 20 February between 1pm and 3pm. Plan your journey accordingly allowing extra time for travel.

Last time when I attended the ET Summit, elections were just around the corner. At that time, I had humbly said that Bharat would work at a new speed in our third term. I am satisfied that this speed is now visible, and the country is also supporting it. After the formation of the new government, the BJP-NDA has been continuously receiving the blessings of the people in various states across the country! In June, the people of Odisha accelerated the resolution of a ‘Viksit Bharat’ (Developed India), then the people of Haryana extended their support, and now the people of Delhi have given us overwhelming support. This is an acknowledgment of how the people of the country are standing shoulder to shoulder in pursuit of the goal of a ‘Viksit Bharat’.

As you mentioned, I just returned last night from my visit to the U.S. and France. Today, whether it’s the world’s major countries or global forums, the level of trust they have in Bharat is unprecedented. This was also reflected in the discussions during the AI Action Summit in Paris. Today, Bharat is at the centre of global discussions about the future, and in some areas, it is even leading. Sometimes, I wonder—if in 2014, the people of this country had not blessed us, just think—if a new wave of reforms had not begun in Bharat, would we have seen this transformation? I don’t think so, not at all. And I am sure you would not be convinced otherwise either. Would so many changes have taken place? Those of you who understand Hindi must have immediately grasped my point. The country was functioning before as well. But back then, Bharat witnessed two things—the Congress speed of development and the Congress speed of corruption. If that had continued, what would have happened? A crucial time period for the country would have been wasted. In 2014, the Congress government had set a target—that by 2044, they would make Bharat the third-largest economy. That means they were thinking in terms of a 30-year timeline. That was the Congress speed of development. And now, you have also seen the speed of development of a ‘Viksit Bharat’. In just one decade, Bharat has made it to the top five economies of the world. And friends, I say this with full responsibility—you will see Bharat becoming the world’s third-largest economy in the next few years. Just do the math—2044 vs. today’s speed. A young nation like ours needs this very speed, and today, Bharat is moving forward with exactly that momentum!

Previous governments avoided reforms, and we must not forget this. The ET folks may forget, but I remind them. The reforms that were eventually implemented in the past were not out of conviction but out of compulsion. Today, the reforms happening in Bharat are being carried out with conviction. The earlier mindset was—why put in so much effort? Why bother with reforms? We’ve been elected, let’s just enjoy, complete five years, and think about elections when they come. There was hardly any discussion about how major reforms could transform the country. You all belong to the business world. You don’t just deal with numbers—you review your strategies, discard old methods, even if they were profitable once. No industry moves forward by carrying the burden of outdated practices—it lets them go. Unfortunately, governments developed a habit of living under the burden of colonial rule in Bharat. Therefore, British-era policies and systems were carried forward mindlessly even after independence. We often hear a phrase—Justice delayed is justice denied. It’s spoken like a sacred mantra. We’ve been hearing this for years, but did anyone work seriously to fix it? No. Over time, we became so accustomed to these inefficiencies that we stopped noticing the need for change. And then, there’s an ecosystem—some of them may be present here too—that actively prevents discussions on positive developments. Their entire energy is spent on blocking progress. But in a democracy, it’s equally important to discuss and reflect on good things as it is to critique the negatives. Yet, a mindset has been created where spreading negativity is considered democratic, and if positive developments are highlighted, democracy is labelled as weak. It’s critical to break free from this mentality. Let me give you some examples…

Until recently, the penal codes in Bharat were from 1860. Yes, 1860! The country became independent, but we never thought of changing them because we had developed a habit of living with a colonial mindset. What was the purpose of these 1860 laws? Their aim was to strengthen British rule in Bharat and punish Indian citizens. When a system is built with punishment at its core, how can justice be delivered? That’s why, justice used to take years under this system. We made a massive change. It wasn’t easy—it took tremendous effort, millions of human hours—but we finally brought in the Bharatiya Nyaya Sanhita (BNS). The Indian Parliament approved it, and now, even though it has been only 7–8 months since its implementation, the changes are already visible. You may not see it in newspapers, but if you go among the people, you’ll notice it. Let me share some real examples of how justice delivery has transformed since Nyaya Sanhita has been introduced. It took just 14 days to solve a triple murder case —from FIR to final judgment! The accused was sentenced to life imprisonment. In one such case, a minor’s murder case was resolved within 20 days. In regard to a gang rape case in Gujarat —FIR was filed on October 9, the charge sheet was submitted by October 26, and today, February 15, the court has convicted the accused. In Andhra Pradesh, the court sentenced the accused to 25 years of imprisonment in a crime against a 5-month-old child. Digital evidence played a crucial role in this case. In another case of rape and murder, the suspect was tracked through the e-prison module. Similarly, a rape and murder case was registered in another state, which revealed that the accused had already been jailed for another crime in a different state. His arrest happened without delay. There are countless such cases where justice is being delivered swiftly.

A major reform has also been undertaken in property rights. A UN study has identified the lack of property rights as a major challenge for people in many countries. Across the world, millions of people do not have legal documents for their property. But having clear property rights helps in reducing poverty. Earlier governments didn’t even realize this, and even if they did, who would take on the headache? Who would put in the effort? After all, this kind of work doesn’t make it to ET headlines, so why bother? But this is not how nations are run or built! That’s why we launched the Svamitva Yojana. Drone surveys have been conducted in over 3 lakh villages under the Svamitva Yojana. More than 2.25 crore people have received property cards. And today, I’m giving ET a headline: I know writing about Svamitva might not be easy for ET, but with time, even habits change!
Due to the Svamitva Yojana, property worth 100 lakh crore rupees has been unlocked in rural areas of the country. This means that these properties worth 100 lakh crore rupees already existed in villages, belonging to the poor, but it could not be utilized for economic development. Since people in villages did not have property rights, they could not avail loans from banks. However, this issue has now been permanently resolved. Today, reports from across the country highlight how property cards under the Svamitva Yojana are benefiting people. A few days ago, I spoke to a sister from Rajasthan who had received a property card under this scheme. Her family had been living in a small house for 20 years. As soon as they got the property card, they were able to secure a loan of 8 lakh rupees from the bank. With this money, she started a shop, and the income from it is now helping her family support their children’s higher education. This is how change happens! In another state, a person in a village used his property card to get a loan of 4.5 lakh rupees from the bank. With that money, he purchased a vehicle and started a transportation business. In yet another village, a farmer took a loan against his property card and set up modern irrigation facilities in his fields. There are many such examples where new earning opportunities are emerging for villagers and the poor. These are the real stories of reform, perform, and transform—stories that don’t make it to newspaper headlines or TV channels.

After independence, there were many districts in our country where governments failed to bring development. This was a failure of governance—not a lack of budget. Funds were allocated, announcements were made, and even stock market reports were published about rising and falling indices. But what should have been done was a focused effort on these districts. Instead, these districts were labelled as backward districts and left to fend for themselves. No one was willing to work on them. Even government officials posted there considered it a punishment posting.

Amidst this negativity, I took this challenge head-on and completely changed the approach. We identified more than 100 districts across the country, which were once called backward districts, but I called them Aspirational Districts—not backward. We started assigning young officers to these districts and worked on improving governance at the micro level. We focused on the indicators where these districts lagged the most. Then, we implemented the government’s flagship schemes in these areas in mission mode through special camps. Today, many of these aspirational districts have transformed into inspirational districts.
I want to talk about some of the Aspirational Districts in Assam—those that previous governments labelled as backward—and I want to highlight their transformation. Take Barpeta district in Assam, for example. Back then in 2018, only 26% of elementary schools had the correct student-to-teacher ratio. Only 26%. Today, that number has reached 100% in that district, ensuring that every school meets the required teacher-student balance. Similarly, in Begusarai, Bihar, only 21% of pregnant women were receiving supplementary nutrition, despite the availability of budget and resources. But despite that only 21% women were receiving supplementary nutrition. In Chandauli, Uttar Pradesh, the figure was even lower at 14%. But today, this number has reached 100% in both districts. We’ve also made remarkable progress in child vaccination campaigns. In Shravasti, Uttar Pradesh, vaccination coverage has increased from 49% to 86%. In Ramanathapuram, Tamil Nadu, it has improved from 67% to 93%. Seeing these successes, we realized that this grassroots transformation model was highly effective. So, after successfully identifying and working on 100 Aspirational Districts, we have now taken this mission to the next level. We have identified 500 Aspirational Blocks, where we are now focusing on rapid development. Just imagine—when these 500 blocks experience fundamental improvements, the entire nation’s development indicators will transform!

Here, we have a large number of industry leaders present. You have seen multiple decades and have been in business for a long time. The kind of business environment Bharat should have was often part of your wish list. Now, think—where were we 10 years ago, and where are we today? A decade ago, Bharat’s banking system was in crisis. It was fragile, and millions of Indians were outside the formal banking network. As Vineet ji just mentioned about Jan-Dhan accounts, Bharat was one of the few countries where accessing credit was very difficult.

We worked on multiple levels simultaneously to strengthen the banking sector. Our strategy has been: Banking the unbanked, Securing the unsecured and Funding the unfunded. Ten years ago, the argument was that financial inclusion was impossible because there weren’t enough bank branches. But today, nearly every village in Bharat has a bank branch or banking correspondent within 5 km. One example of how credit access has improved is the MUDRA Yojana, which has provided 32 lakh crore rupees to those who would have never qualified for loans under the old banking system. This is a huge change. MSME loans have become much easier to access. Today, even street vendors are getting collateral-free loans, and loans for farmers have more than doubled. We are not only disbursing more loans with bigger amounts but also ensuring that our banks remain profitable. A decade ago, even Economic Times was publishing headlines about banking scams and record NPAs (Non-Performing Assets). Editorials were filled with concerns about the fragility of our banking system. And today what is being published? Between April and December, public sector banks have recorded over 1.25 lakh crore rupees in profits! Friends, this is not just a change in headlines. This is a change in the system, driven by our banking reforms. It proves that the pillars of our economy are growing stronger than ever.

In the past decade, we have transformed the fear of business into the ease of doing business. With GST, Bharat now has a Single Large Market, which has significantly benefited industries. Our unprecedented infrastructure development has reduced logistics costs and increased efficiency. We have eliminated hundreds of unnecessary compliances and are now further reducing them through Jan Vishwas 2.0. I firmly believe that government intervention should be minimized. To achieve this, we are also setting up a Deregulation Commission to streamline regulations even further.

Today, Bharat is witnessing another major transformation—one that is preparing us for the future. When the First Industrial Revolution began, Bharat was sinking deeper into colonial rule. During the Second Industrial Revolution, while the world was witnessing new inventions and factories, Bharat’s local industries were being destroyed. Raw materials were being exported out of Bharat, leaving us behind. Even after independence, the situation didn’t change much. When the world was moving toward the computer revolution, Indians had to get a licence just to buy a computer! Bharat missed out on the benefits of the first three industrial revolutions, but in the Fourth Industrial Revolution, we are ready to move forward alongside the world!

In its journey toward becoming a ‘Viksit Bharat’, our government considers the private sector a key partner. The government has opened several new sectors for private participation, including the space sector. Today, many young entrepreneurs and start-ups are making significant contributions in this space sector. Similarly, the drone sector, which was once closed to the public, now offers huge opportunities for youth. We have also opened up commercial coal mining for private firms, making auctions more liberalised. The private sector has played a major role in the country’s renewable energy achievements, and now, we are also expanding private participation in the power distribution sector to enhance efficiency. One of the biggest reforms in this year’s budget is something that no one dared to do before—we have opened the nuclear sector for private participation as well!

Today, our politics has also become performance-oriented. The people of Bharat have made it clear—only those who stay connected to the ground and deliver real results will survive. A government must be sensitive to people’s problems—that is the first requirement of good governance. Unfortunately, those who handled policy-making before us often lacked both sensitivity and willpower to bring real change. Our government, however, has listened to people’s problems with empathy and taken bold, decisive steps to solve them with passion and commitment. Various global studies confirm that because of the basic facilities provided to citizens and their empowerment in the last decade, 25 crore Indians have moved out of poverty. This massive shift has created a new neo-middle class, which is now aspiring to buy their first two-wheeler, first car, and first home. To support the middle class, we made a significant change in this year’s budget—we increased the zero-tax limit from 7 lakh rupees to 12 lakh rupees. This decision will strengthen the middle class and further boost economic activity across the country. This is possible only with a government that is both proactive and sensitive to the needs of the people!

Our government is working tirelessly to strengthen this trust among the people. We are creating an environment of confidence for innovators, where they can incubate their ideas freely. The Prime Minister Shri Narendra Modi addressing the gathering at the ET Now Global Business Summit 2025 in New Delhi today, recounted that in the last edition of ET Now Summit, he had humbly stated that India would work at a new speed in their third term. He expressed satisfaction that this speed is now evident and receiving support from the country. He thanked the people of Odisha, Maharashtra, Haryana and New Delhi for showing immense support for the commitment to Viskit Bharat. He acknowledged this as a recognition of how the citizens of the country are shoulder-to-shoulder in the pursuit of the goal of a developed India.
“Today, be it major nations or global platforms, the confidence in India is stronger than ever”, exclaimed Shri Modi, who returned yesterday from his visit to France and the USA. He added that the sentiment was reflected in the AI Action Summit in Paris as well. The Prime Minister remarked, “Today, India is at the center of the Global Future Discussions and also leading in some as well”. He added that this was a consequence of a new revolution of reforms in India since 2014. Shri Modi highlighted that India entered in the top 5 largest economies in the world in just the last decade, denoting the speed of development of Viksit Bharat. He added that people would soon witness India becoming the 3rd largest economy in the world in a few years. He emphasized that this was the necessary pace for a young country like India and stressed that India was moving ahead with this very speed.
Prime Minister remarked that previous dispensations avoided reforms, with a mindset of not wanting to undertake hard work. He added that today the reforms being undertaken in India was with full conviction. He highlighted that there was rarely any discussion about how major reforms could bring significant changes to the country. He pointed out that living under the burden of colonialism had become a habit in India. Even after independence, remnants of the British era continued to be carried forward. He cited an instance where phrases like ‘justice delayed is justice denied’ were heard for a long time, but no concrete steps were taken to address this issue. The Prime Minister highlighted that over time, people became so accustomed to these things that they didn’t even notice the need for change. He added that there was an ecosystem that doesn’t allow discussions about good things to take place and puts energy into preventing such discussions. Shri Modi emphasized that in a democracy, it is crucial to have discussions and debates about positive things. However, he added that a narrative has been created that saying something negative or spreading negativity is considered democratic, whereas if positive things are discussed, democracy is labeled as weak. He stressed that it was essential to come out of this mentality.
Highlighting that until recently, the penal codes in India dated back to 1860 which aimed at strengthening colonial rule and punishing Indian citizens, Shri Modi noted that a system rooted in punishment could not deliver justice, leading to prolonged delays. He remarked that since the implementation of the new Indian Judicial Code 7-8 months ago, noticeable changes have occurred. For example, a triple murder case was resolved in just 14 days from FIR to sentencing, resulting in life imprisonment. Similarly, a case of a minor’s murder was concluded within 20 days. The Prime Minister pointed out that in Gujarat, a gang rape case registered on October 9, 2024 saw a charge sheet filed by October 26, and today, the court has convicted the accused. He cited another example from Andhra Pradesh, wherein a crime involving a 5-month-old child, the court sentenced the perpetrator to 25 years, with digital evidence playing a crucial role. In another case, the e-prison module aided in locating a rape and murder suspect who had previously served time for a crime in another state, leading to a swift arrest. He said now there were numerous instances where people are now receiving timely justice.
Pointing to a major reform undertaken related to property rights, Shri Modi referred to a UN study indicating that the lack of property rights in a country is a significant challenge. He pointed out that millions worldwide lack legal property documents, and having property rights helps reduce poverty. He noted that previous governments were aware of these intricacies but avoided such challenging tasks. He emphasized that this approach doesn’t build or run a country. Shri Modi said the Swamitva Yojana was initiated, in which over 3 lakh villages in the country underwent drone surveys, and over 2.25 crore people received property cards. He remarked that due to the Swamitva Yojana, property worth ₹100 lakh crore has been unlocked in rural areas. This property existed earlier but couldn’t be utilized for economic development due to the lack of property rights, he added. Shri Modi highlighted that due to the absence of property rights, villagers couldn’t obtain loans from banks. He added that this issue has now been permanently resolved and today, there are numerous reports from across the country on how people benefit from Swamitva Yojana property cards. The Prime Minister shared a recent conversation with a woman from Rajasthan who received a property card under the scheme, and her family had been living in a small house for 20 years, and after receiving the property card, she secured a loan of around ₹8 lakh from a bank. With this money, she started a shop, and the income now supports her children’s higher education. Recounting another instance from another state, he said that a villager used his property card to obtain a loan of ₹4.5 lakh from a bank and bought a vehicle to start a transportation business. In another village, a farmer used a loan against his property card to set up modern irrigation facilities on his land. The Prime Minister highlighted many such examples where villages and the poor have found new income avenues due to these reforms. He termed these as real stories of reform, perform, and transform that don’t usually make headlines in newspapers and TV channels.
Remarking that after independence, numerous districts in the country were left untouched by development due to poor governance, Shri Modi said instead of focusing on these districts, they were labeled as backward and left to their fate. No one was willing to address their issues, and government officers were sent there as punishment postings, he noted. “We changed this approach by declaring over 100 districts as Aspirational Districts”, said the Prime Minister. He added that young officers were sent to these districts to improve governance at the micro-level, who worked on indicators where these districts lagged behind and implemented flagship government schemes in mission mode. “Today, many of these aspirational districts have become inspirational districts”, he said. Citing an instance, Shri Modi said that in 2018, only 26% of elementary schools in Barpeta, Assam, had the correct student-to-teacher ratio, which is now 100%, He added that in Begusarai, Bihar, the number of pregnant women receiving supplementary nutrition was 21%, and in Chandauli, UP, it was 14%, while today, both districts have achieved 100%. The Prime Minister also noted the remarkable improvement in child immunization campaigns. In Shravasti, UP, the percentage increased from 49% to 86%, while in Ramanathapuram, Tamil Nadu, it rose from 67% to 93%. He highlighted that seeing such successes, 500 blocks in the country have now been declared aspirational blocks, and rapid work is underway in these areas.
Acknowledging the decades of experience in business of the industry leaders at the summit, the Prime Minister recalled how the business environment in India used to be a part of their wish list and emphasized the progress made in the last 10 years. He highlighted that a decade ago, Indian banks were in crisis, and the banking system was fragile, with millions of Indians outside the banking system. “India was among the countries with the most challenging access to credit”, he added. “Government’s strategy to strengthen the banking sector: Banking the unbanked, Securing the unsecured, and Funding the unfunded”, outlined Shri Modi. He noted that financial inclusion has significantly improved, with nearly every village now having a bank branch or banking correspondent within a 5-kilometer radius. He cited the example of the Mudra Yojana, which has provided around ₹32 lakh crore to individuals who couldn’t obtain loans under the old banking system. He highlighted that loans for MSMEs have become much easier, and even street vendors have been linked to easy loans while the loans given to farmers have more than doubled. The Prime Minister remarked that while the Government is providing large numbers and amounts of loans, the banks’ profits are also increasing. He contrasted this with 10 years ago, when reports of record bank losses and editorials of newspapers expressing concern over NPAs were common. He added that today, from April to December, public sector banks have recorded a profit of over ₹1.25 lakh crore. Shri Modi emphasized that this isn’t just a change in headlines but a systemic change rooted in banking reforms, demonstrating the strengthening pillars of the economy.
“Over the past decade, our Government has transformed the ‘fear of business’ into ‘ease of doing business’, underscored the Prime Minister. He highlighted the benefits industries have gained from the establishment of a Single Large Market through GST. He emphasized that there has been unprecedented development in infrastructure over the past decade, leading to reduced logistics costs and increased efficiency. Shri Modi pointed out that the Government has eliminated hundreds of compliances and is now further reducing compliances through Jan Vishwas 2.0. To reduce Government interference in society, a Deregulation Commission is also being established, he added.
Highlighting that India is witnessing a significant transformation related to future preparedness, Shri Modi remarked that during the first Industrial Revolution, India was under the grip of colonial rule. He added that during the second Industrial Revolution, while new inventions and factories emerged worldwide, local industries in India were being destroyed, and raw materials were being taken out of the country. He pointed out that even after independence, conditions did not change much. When the world was moving towards the computer revolution, in India, one had to obtain a license to buy a computer, he noted. “Although India couldn’t benefit much from the first three Industrial Revolutions, the country is now ready to match steps with the world in the Fourth Industrial Revolution”, the Prime Minister emphasized.
“Our Government considers the private sector a crucial partner in the journey towards a Viksit Bharat”, exclaimed the Prime Minister. He noted that many new sectors have been opened up for the private sector, such as the space sector, where many young people and startups are making significant contributions. He highlighted that the drone sector, which was closed to the public until recently, now presents vast opportunities for the youth. The commercial coal mining sector has been opened to private firms, and auctions have been liberalized for private companies, he added. The Prime Minister remarked that the private sector plays a significant role in the country’s renewable energy achievements, and the Government is promoting private sector participation in the power distribution sector to enhance efficiency. He also underlined that a significant change in the recent budget is the opening of the nuclear sector for private participation.
Prime Minister remarked that today’s politics has become performance-oriented and the people of India have clearly stated that only those connected to the ground and delivering results will sustain. He emphasized that the Government must be sensitive to people’s problems and noted that previous policymakers lacked sensitivity and willpower. He added that their Government has understood people’s issues with sensitivity and taken necessary steps with passion and enthusiasm to resolve them. Shri Modi cited global studies showing that over the past decade, the provision of basic amenities and empowerment has helped 25 crore Indians rise out of poverty. He added that this large group has become part of the neo-middle class, now dreaming of their first two-wheeler, first car, and first home. He further added that to support the middle class, the recent budget increased the zero tax threshold from ₹7 lakh to ₹12 lakh, strengthening the entire middle class and boosting economic activity. “These achievements are possible due to a proactive and sensitive government”, exclaimed Shri Modi.
“The true foundation of a developed India is trust and this element is essential for every citizen, every government, and every business leader”, emphasised Shri Modi. He highlighted that the Government is working with full strength to instill confidence among the citizens. He added that Innovators were being provided with an environment where they can incubate their ideas, while businesses were assured of stable and supportive policies. The Prime Minister concluded by expressing hope that the ET Summit will further strengthen this trust.
From every consideration, a convocation address is difficult because the expectations are high. There is obvious belief that the person imparting the convocation address will say something novel. My task has been rendered very difficult. It is daunting and formidable because the Honourable Chief Minister Omar Abdullah has with enormous talent focused on relevance of convocation. One of the best addresses on the point I have come across and let me tell you he comes in the same league as that of chancellor of Jawaharlal Nehru University, a former diplomat, former foreign Secretary, Kanwal Sibal.
I am sure you would bestow full attention on what the Honourable Chief Minister has imparted to you, but I have been completely pre-empted by the Lieutenant Governor, who has traversed much beyond what I had in mind, his address is inspirational, motivational and gives you a direction. His focus has been on what we need to reflect, he has as a matter of fact made a clarion call that you before us today and your class, the class of young minds, boys and girls, you are the most vital stakeholders of democracy, and you are lucky. If I may quote Rabindranath Tagore. Rabindranath Tagore has visualised and envisioned, what Bharat should do. “Where the mind is without fear and the head is held high.” we missed this ecosystem for a very long time. But now, boys and girls, you are living in times where you can have mind without fear because our economy is blossoming. Bharat is witnessing economic upsurge unknown before, and we are without fear because the nation’s rise is being accoladed by global institutions as a favourite destination of investment and opportunity.
Never before in the history of this country since independence, the voice of Indian Prime Minister was so resonant with global leaders. With his election for the third time after 60 years, as Prime Minister has put him in the big league of global leaders and now India’s prime minister is not noticed, he his epicentre of notice and that is the achievement which you have. Boys and girls, another big change, which we did not have during our times and the change is you have an ecosystem because of affirmative governance initiative, forward-looking policies, and a new education policy that allows you to fully exploit your talent and potential and realise your dreams and ambitions. And therefore, those who after getting the degrees I congratulate them, frog leaping into the larger domain, have enormous vistas before them to make themselves in satisfaction mode. Make the teachers and parents proud and contribute for the nation.
And therefore, I have no hesitation in saying, I would not like to reiterate what has been said with great emphasis by the Honourable Lieutenant Governor and the Chief Minister. But for me, it’s a nostalgic moment, there are three visits to Jammu and Kashmir that I recollect. One was in early 80s. I visited places Gulmarg, Sonamarg, all places that could possibly be there along with my wife and our daughter. The second was a very painful experience. I was elected to Parliament in 1989. I was a Union Minister when I came to Srinagar as a member of the council of ministers. Boys and girls, you may not recollect because you have to look back into history. We did not see even dozens of people on the streets of Srinagar and the national scene was one of gloom. भारत जिसको सोने की चिड़िया कहते थे उसका सोना विदेशों में जहाज के द्वारा गिरवी रखा गया Switzerland के बैंक में। and why, because our foreign exchange was in doldrums. Around US$1 billion and look at where we are at the moment. It was a glorifying moment for me in Rajya Sabha when it was declared that in Jammu and Kashmir, more than two crore tourists had visited. The aspirations of generations found wings when the constitutional walls of separation crumbled in 2019 with the historic abrogation of Article 370. Article 370 was a temporary article in the Constitution. And to young minds, let me invite your attention to two aspects. Dr. B. R. Ambedkar, the architect of the Indian Constitution drafted all articles of the Constitution except Article 370.
I would urge you to go into historical perspective to know the background why he declined. Another towering giant of Indian political firmament, Sardar Patel took upon himself the task of integrating princely states except the state of the Jammu and Kashmir. But now in 2019 a big change has taken place. In the sacred land of Mata Vaishno Devi, a new pilgrimage began. The journey from isolation to integration, the winds of change have brought peace and progress. For the first time, the region experienced true national integration.
There was a demand by a great son of the soil. एक देश में एक निशान, एक प्रधान, एक विधान। That is accomplished. And what will happen? I am sure about it. Disturbance has yielded to order where we witness disorder as the normal order, we now have the real order. Jammu and Kashmir, witnessed the highest voter turnout in 35 years during the 2024 Lok Sabha polls and just take note of it. With a 30-point increase in Kashmir Valley participation, democracy has found its real voice, its real resonance. I reiterate it. In 2023, over 2 crore tourists visited Jammu and Kashmir. The result was boosting local economy. The heaven on earth is now full of hope and prosperity. It is a global attraction. Every investment proposal in New Kashmir isn’t just about capital, it’s about truth being restored, faith being rewarded.
The change is not imperceptible; it is perceptible. Perception has changed, ground reality is changing, hopes of the people are soaring. Private investment proposals I am happy to share with you worth Rs 60000 crores were received in two years. They signal economic interest in the state of Jammu and Kashmir, in this area. Foreign direct investment entered Jammu and Kashmir for the first time after 2019 with multiple International companies showing interest. The area is no longer a story of conflict, but it is confluence of confidence and capital. The opportunity basket in Jammu and Kashmir is expanding and continues to bloom. There is no need now to leave the region. The call is be the architects of this new dawn. Education undoubtedly is the most impactful transformative mechanism. It brings about equality that is need of the society. It caps inequities. education defines democracy. And imagine educational institutions show significant growth. This being one, but IIT, IIM, AIIMS establishing campuses in the region. Post 2019 is a great signal.
The change, boys and girls, with urge to have passion for a particular stream in academics at prestigious institutions, institutions of eminence in their area. The region’s first Multiplex opened in Srinagar in 2022 marking the return of cinema after three decades. When we look around infrastructural growth, the development in this area is standing out. Around thousand recognised start-ups and more significantly as I find in the audience also, amongst the youth, a gender balancing. One third of the start-ups are led by women. Jammu and Kashmir’s transformation is a part of a larger national revolution with everyone contributing to a new developed India. This is not just a change. It is a renaissance.
I fully agree with the Lieutenant Governor when he reflected the history of industrial revolutions. We are at the cusp of no less than an industrial revolution on account of onslaught of disruptive technologies. There is paradigm shift every moment. we have to content with disruptive technologies, artificial intelligence, internet of things, machine learning, Blockchain, and the kind. And I’m happy to share with the young minds that the focus which India has bestowed by way of quantum computing, green hydrogen mission, 6G, the commercial exploitation of 6G in the second phase will start in 2025 to 2030. It is for the first time the country has seen development in sea, on sea surface, under the ground, on the ground, in the sky, in the space and that offers new opportunities to young minds. Space economy, blue economy, are the things that attract your attention. Your opportunity basket, you have to focus on it. The traditional groove, the silos of government jobs, you must get detached because hand-holding policies of the government allows you to take a big leap.
Let me tell you, this day is Dikshaant, it is not Sikshaant. Learning never stops. You cannot stop learning, it has to be with you lifelong. Let me make a reference to what a Pre-Socratic philosopher said, Heraclitus. The only constant in life is the change. He buttressed it by an illustration that the same person cannot enter the same river twice because neither the person is the same nor the river is the same.
In addition to what the Honourable Chief Minister has imparted to you, I will just add fear of fear invites failure. Fear of fear is myth. Never hesitate to experiment if an idea occurs in your mind. This mind irrespective of technology of any nature, there is no substitute of this. Don’t allow it to be a parking space of an idea, experiment, as rightly pointed out by the Honourable Chief Minister. There is nothing like failure, a setback is a step towards success. Chandrayaan 3, which created history by landing India’s spacecraft on the South pole of moon, in ShivShakti point with Tiranga, owes its success to Chandrayaan 2. I wholly disagree with people who thought Chandrayaan was not a success, it was. But we believe in a mindset that success has to be hundred percent. No. If you look into historical innovations great creations, you can see. And therefore, I wish to convey to my young friends you are seeing a Bharat which is not a nation of potential, it is a nation fully exploiting its potential. A developed nation status is not our dream. It’s our goal, a definitive goal.
I joined the LG when the Lieutenant Governor made a clarion call to you. ये यज्ञ है, इस यज्ञ में आप अपनी आहुति दीजिए । सामर्थ्य के अनुसार दीजिए क्योंकि youth से ज़्यादा प्रजातंत्र में और कोई stakeholder नहीं है ।You have to drive the engine of progress. Nothing stops you because we are proud Indians. हम भारतीय हैं, भारतीयता हमारी पहचान है, राष्ट्रवाद हमारा धर्म है। हमारा परम कर्तव्य है कि हर हालत में हम राष्ट्रहित को सर्वोपरि रखें। कोई भी ऐसा हित नहीं है, राजनीतिक और व्यक्तिगत, जो राष्ट्रहित से बड़ा है।अब समस्या आती है और कई नवयुवक मुझे कहते हैं कई नवयुवती कहती हैं हम क्या करें । I will call upon you on this particular day to focus on five points in particular. Each one of you boys and girls, you can do it, and you must do it. पाँच प्रान । ये पंच प्रण बहुत महत्वपूर्ण है। इनके अंदर है पारिवारिक मूल्य। परिवार के साथ जुड़ कर रहिए, माता पिता का सम्मान कीजिए, पड़ोसी का आदर कीजिए, समाज का अभिन्न अंग बनिए, पर्यावरण की चेतना करनी चाहिए। अपने पास धरती माँ के अलावा रहने की दूसरी जगह नहीं है। जब प्रधान मंत्री ने देश को आह्वान किया कि माँ के नाम एक पेड़ लगाओ, वो एक भावना को उजागृत करना था कि पाँच हजार की संस्कृति के अंदर जो ज्ञान है पर्यावरण के लिए उसका हमे बोध होना चाहिए। अब ये जन आंदोलन बन गया है इसका ध्यान दीजिए । India is nerve center of culture in the world, no country can take pride the way we can take because we have 5,000 years of civilisational ethos. हमारी सांस्कृतिक विरासत, सांस्कृतिक सभ्यता, ज्ञान का भंडार अद्वितीय है। ऐसी स्थिति में we must nurture our cultural values.
आत्मनिर्भरता। महात्मा गांधी ने कहा था – स्वदेशी, एक शब्द था, उस समय की अर्थव्यवस्था को हिला कर रख दिया। खादी के उपयोग से शुरू हुआ। वर्तमान प्रधानमंत्री ने इसको एक नया आयाम दिया है – Vocal for Local। आपसे आग्रह करूँगा, गंभीरता से इसका पालन कीजिए। और हर व्यक्ति के कुछ कर्तव्य हैं। अधिकारों की बात हम करते हैं क्योंकि भारत के संविधान में हमें अधिकार मिले हैं—मौलिक अधिकार। पर भारत के संविधान में मौलिक दायित्व भी हैं, पर इसमें संविधान को देखने की आवश्यकता नहीं है। हमारी संस्कृति हमें सिखाती है कि हमारा दायित्व क्या है। We must discharge our civic duties diligently, और यह जब हम करेंगे तो नतीजे निकलेंगे। पहला – we will march, and the march will be fast-tracked for attaining a developed Bharat. We will unshackle ourselves from the colonial mindset। एक तो हम कर चुके हैं, हाल में बहुत बड़ा कदम उठाया गया है। पहले जो दंड विधान था, उसको न्याय विधान कर दिया गया है— unshackling the colonial mindset.
हमे हमारी विरासत पर गर्व होना चाहिए, क्योंकि ये बेमिसाल है, जड़े मजबूत है । Lieutenant Governor focused कि ११ शताब्दी के आसपास कुछ भटकाव आ गया था, नालंदा गड़बड़ हो गया था, उसका सृजन हो रहा है। But reflect back on our historical perspective and you will find we had educational institutions like Nalanda, Takshila and many more. People from all over the world took to these institutions for gaining wisdom, knowledge and also sharing it. हमारी एक ही पहचान है वसुधैव कुटुंबकम् । and that is the message we gave to the entire world. One family one planet one future. वसुधैव कुटुंबकम् G20 message.
मेरा आपसे विनम्र आग्रह रहेगा कि आपको जो डिग्री मिली है मैं आपको बधाई देता हूँ। a convocation as indicated by the Honourable Chief Minister is a milestone to be ever remembered. This moment will ever be etched in your memory. Please be in connect with people, your friends, all your lives that will be your nectar for the rest of your life. Make it a point. I would urge the vice chancellor that under the visionary guidance of the chancellor, the alumni association must be very vibrant. Institutions thrive on the strength of alumni confederations. I had indicated an idea for a long time that our institutions of eminence like IITs, IIMs, they must have a Confederation of alumni associations because these are natural think tanks. They can help us evolve policies for national interest. I am sure something will be done positive in that direction. I am particularly touched when honour was awarded to Shiv Dutt ji, Nirmoi Ji and Dr Ram Sevak ji.
A society that recognises talent, a society that acknowledges unimpeachable credentials, a society awards those where the award is well earned by the person that is a signal to the rest of the people merit has a place because we have made exit of patronage. Patronage is no longer a password for opportunity, for success. But what struck me more fundamentally was look at doctorate in literature, doctorate in science. Two are fundamental, there has to be a synergy between the two. The two have to be in sync and that has to be our historical background. If you look at our history, you will find there has been a due regard to both, so I congratulate the chancellor and vice chancellor for being so thoughtful, for such thought-provoking choice that will ever stir our minds inviting our focus. And the address of both of them, though brief, was very illuminating.
Boys and girls, समय का अभाव है । Time is always a constraint. I will give you 2-3 suggestions. One go for your aptitude. Don’t stress yourself. Don’t carry tension. Because for the first time you are living in an ecosystem, where you can fully utilise your talent, your exploitation of talent by yourself is unstoppable like the rise of Bharat. It is unstoppable now. Two, believe in the words of Vivekanand Ji “arise awake stop not till the goal is achieved”. These are words of Vivekanand Ji when you have to study who he was, he departed from mother India at what age, how he made global impact in that time zone, where travel was very difficult. May Mata Vaishno Devi ever bless you, ever enlighten you, ever guide you, and be a perennial source of inspiration and strength. To ensure your endeavours fructify and that you are always and ever committed to serving the Nation because when Bharat prospers it contributes to global peace.
I am extremely grateful to the Chancellor, the Honourable Chief Minister and Vice Chancellor for affording me this opportunity. Repairs to a major storm-related slip on Duck Creek Road, a crucial access road during the construction of O Mahurangi – Penlink, the new seven-kilometre highway between Whangaparaoa Road and State Highway 1, are complete.
“Last year Duck Creek Road began slumping at the site of an under slip on a corner near the northern side of the road, which was a worry because this local road is the only link to Stillwater from East Coast Bays Road,” said Alan Wallace, Auckland Transport’s GM Road Asset Maintenance & Renewals.
“While the road usually caters for around 2000 vehicle movements per day, the additional trucks carrying materials and machinery for the Penlink project put the road under extra stress. It was also crucial to fix the slip fast while widening the road and accommodating through-traffic during the on-site construction.”
“The urgency of this project was paramount, as further slips could have cut community access and disrupted the Penlink build.”
AT contractors, Fulton Hogan team, built three retaining walls (two long and one short), installed improved drainage facilities, made improvements to driveway entrances and laid new pavement.
They did this by working on one side of the road then switching to the other, in tandem with Vector retaining a power pole on top of the southern bank – at one stage the pole was held by a 55 tonne crane while works could proceed below it.
Early this year road pavement works was laid, a guard rail installed and landscaping completed before the road was fully opened on 7 February.

Construction of Takitimu North Link Stage 1, a new four lane expressway connecting Tauranga and Te Puna, has passed the halfway point, which is great news for economic growth and productivity in the western Bay of Plenty, Transport Minister Chris Bishop says.
“This is a huge undertaking, with two thousand people having worked on the project to date and 1,500,000m3 of earthworks moved so far”, Mr Bishop says. “Four of 10 bridges are already completed (Minden Road, Minden Gully off-ramp, Wairoa Road, Cambridge Road) and traffic is using the new bridges at Minden, Wairoa and Cambridge Roads.
“Earthwork crews have now broken under the Cambridge Road and Minden Road bridges, meaning it’s now possible for the project team to ‘drive through’ the full length of the future expressway for the first time.
Eight beams were installed at the Wairoa Awa (River) bridge recently, with 32 of a total of 80 beams now in place, spanning the awa and flood plains. 24 beams have been installed at the SH29/Takitimu Drive Toll Road flyover bridge this summer, with nine left to install in the next two months.
“At SH2/Fifteenth Avenue, crane pads are being built and piling will soon be underway to build the new bridge connection – this is the final structure to get underway on the project.
“In other positive news for local road users, congestion is set to improve between Fifteenth Avenue and Welcome Bay in the near future, with $10.3 million of funding confirmed by the NZTA Board for Tauranga City Council (TCC) to design extra traffic capacity between the Tauranga CBD and the growing suburbs of Welcome Bay, Hairini, Ohauiti and Maungatapu.
“These suburbs house 29,000 people and the local population is set to keep increasing. All these people need to cross the harbour to access services such as high schools, supermarkets and employment.
“This project being led by TCC will help road users get there more quickly, by adding another traffic lane to the bridge by removing the footpath from the main structure, re-locating the path to a lightweight clip-on structure and utilising a dynamic lane system – the first of its kind in the Bay of Plenty. Sections of 15th Avenue will also be widened, adding capacity as a T2 lane.
“It’s all about saving people travel time. By reducing congestion that extends onto the state highway, modelling shows it will save more than 750 vehicle-hours of congestion per day, which is an average of 2-3 minutes of peak travel time saving per vehicle.”

The Takitimu North Link Stage 1 project is a Road of National Significance supporting economic growth and productivity in the western Bay of Plenty, by providing a reliable, resilient and safe expressway connection between Tauranga and Te Puna. Tolling was confirmed for the project in December 2024. Current expected completion date is 2028.

The Minns Labor Government is continuing work to build better regional communities and address concerning rates of regional youth crime with a new partnership with the National Rugby League and PCYC to help keep kids on the right track.
Over $270,000 is being invested into the program which will see senior NRL players including Brad Fittler, PCYC staff and NSW Police representatives engaging with young people across a series of events including Schoolboy and Schoolgirl Cup games, PCYC centre events and Fit for Life sessions.
Designed to support social cohesion, collaboration and skills building, the program will also engage young people in important conversations about mental health, physical fitness and nutrition.
As the Government continues to pull every lever to increase community safety across regional NSW these programs will be rolled out in all corners of regional New South Wales, including Dubbo, Cessnock, Queanbeyan, the Central Coast, Wagga Wagga, Albury, Coffs Harbour and Tamworth.
This is part of the Minns Labor Government’s ongoing work to engage young people and crackdown on crime across the state, which has included:
Amending the Bail Act to include an additional bail test for young people between 14 and 18 charged with committing a ‘serious break and enter offence’ or motor vehicle offence while on bail for a similar offence.
Creating a new ‘post and boast’ offence under the Crimes Act, criminalising the filming and disseminating of footage of certain serious offences to publicise or advertise the commission of that offence.
Paying recruits to attend the Goulburn Police Academy and welcoming 294 probational constables to the NSWPF ranks in December, the largest class to graduate in a decade.
Passing and enacting ‘Jacks Law’ which provides NSW Police with powers to scan people for knives without a warrant and raised the age from 16 to 18 for the sale of knives to young people.
Doubling the maximum penalty for certain knife crimes.
Further, this follows the launch of Project Pathfinder last year, a partnership between the NSW Police Force, National Rugby League and Youth Justice NSW which provides at risk teenagers from regional areas with mentorships and opportunities to reach their full potential.
