  • MIL-OSI Security: Jamestown Man Pleads Guilty to Methamphetamine Charge

    BUFFALO, N.Y. – U.S. Attorney Trini E. Ross announced today that Willie C. Graham, 43, of Jamestown, NY, pleaded guilty before U.S. District Judge John L. Sinatra, Jr to possession with intent to distribute methamphetamine, which carries a mandatory minimum penalty of five years in prison, a maximum of imprisonment of 40 years, and a fine of $5,000,000.

    Assistant U.S. Attorney Donna M. Duncan, who is handling the case, stated that on September 6, 2023, Jamestown Police officers initiated a traffic stop on a car that Graham was a passenger in. Officers located numerous items of drug paraphernalia in the car, as well as a quantity of fentanyl on Graham’s person.

    On March 2, 2024, Graham was a passenger in a car that fled from law enforcement officers trying to conduct a traffic stop. A subsequent search of the vehicle resulted in the recovery of 11.6 grams of methamphetamine drug paraphernalia, and $1,134.00 cash.

    On April 30, 2024, Jamestown Police officers located and arrested Graham. At the time of his arrest, he was in possession of 10 assorted bank and benefit cards, some of which were issued to individuals other than Graham, a quantity of methamphetamine, drug paraphernalia, and $185.

    The plea is a result of an investigation by the Jamestown Police Department, under the direction of Chief Timothy Jackson, and the Federal Bureau of Investigation, under the direction of Special Agent-in-Charge Matthew Miraglia.

    Sentencing is scheduled for February 20, 2025, at 11:00 a.m. before Judge Sinatra.

  • MIL-OSI USA: Pallone Delivers $54.9 Million Federal Boost for Zero-Emission Ferry Project, Driving Cleaner Transit Solutions for Highlands and Central New Jersey

    Major Investment Made Possible Through Historic Inflation Reduction Act Championed by Pallone

    Highlands, NJ – Congressman Frank Pallone, Jr. has announced a major win for central New Jersey with $54.9 million in federal funding from the Environmental Protection Agency’s (EPA) Clean Ports Program to advance zero-emission high-speed ferries through Seastreak, LLC. This award will support the deployment of zero-emission ferries and essential charging infrastructure, aimed at cutting dangerous pollution and easing travel between New Jersey and Manhattan. Pallone, who helped author the Inflation Reduction Act as the top Democrat on the House Energy and Commerce Committee, championed Seastreak’s proposal as a model for clean, efficient transit in coastal communities.

    “Bringing these federal dollars back to New Jersey means cleaner air, less traffic on our busiest routes, and a long-term boost for communities like Highlands,” said Pallone. “This project is about more than cutting dangerous pollution; it’s about strengthening our local economy and supporting sustainable transit solutions that benefit residents and businesses alike. Projects like this put New Jersey on the cutting edge of homegrown, clean energy.”

    Headquartered in Atlantic Highlands, Seastreak operates a vital ferry service for thousands of central New Jerseyans daily. This funding allows the company to take a critical first step in its fleet overhaul, advancing zero-emission technology and setting a national example in coastal air quality improvement. The project also includes workforce development initiatives, such as training partnerships with local schools and industry groups.

    “Seastreak is committed to being the one of the most environmentally friendly passenger ferry operators in the country,” said James D. Barker, Seastreak Vice President. “High-speed electric ferry technology is a new and quickly evolving space. With this grant, we are excited to contribute to a new frontier in maritime technology while continuing our efforts to improve air quality within the communities we serve. We’re grateful for Congressman Pallone’s work in Congress to make this project possible.”

    Additionally, the Port Authority of New York and New Jersey (PANYNJ) will receive $344 million to expand zero-emission equipment across port operations. Programs like the ZE Equipment for Ports (ZEEP) Voucher Incentive Program and Green Drayage Accelerator (GDA) will help replace polluting cargo vehicles and install new charging stations to reduce harmful port emissions affecting neighboring communities.

    EPA announced the selection of 55 applicants across 27 states and territories to receive nearly $3 billion nationwide through EPA’s Clean Ports Program.

    “Our nation’s ports are critical to creating opportunity here in America, offering good-paying jobs, moving goods, and powering our economy,” said EPA Administrator Michael S. Regan. “Today’s historic $3 billion investment builds on President Biden’s vision of growing our economy while ensuring America leads in globally competitive solutions of the future. Delivering cleaner technologies and resources to U.S. ports will slash harmful air and climate pollution while protecting people who work in and live nearby ports communities.”

    The EPA’s Clean Ports Program, funded by the Inflation Reduction Act, reduces climate pollution from our nation’s ports.  It aims to cut harmful diesel pollution, including criteria pollutants, greenhouse gases, and air toxics, both at ports and in near-port communities by funding transformative infrastructure deployment and air quality planning. The EPA will work closely with Seastreak and PANYNJ to finalize agreements, ensuring these projects fulfill their commitment to cleaner, healthier communities across the New Jersey region.

  • MIL-OSI Global: From a scream to a whisper – ‘quiet horror’ novels are making a comeback

    Ever since its inception with Horace Walpole’s novel The Castle of Otranto (1764), a delirious mixture of violent death and familial conspiracy, gothic literature has been a restless cultural form, constantly mutating and assuming new guises but always exploring the darker side of life. Sometimes, its fashions are those of the historical moment. Sometimes they are initiated by a book enjoying unprecedented commercial success.

    One of these was Thomas Harris’s The Silence of the Lambs (1988). After the film adaptation scooped five Oscars in 1991, the deviant genius became the villain of choice for gothic films and novels. For a time, the violent merging of the crime thriller with the “body horror” of 1980s cinema ensured that the genre was dominated by such characters. Usually (though not always) men with high IQs, elevated artistic taste and ingenious ways of torturing and killing their fellow human beings, Hannibal Lecter and his ilk became modern icons.

    In the wake of such influences, crime novels (and films) got bloodier and horror novels grew longer. John Connolly’s first novel, EveryDeadThing (1999), for example, spent 470 pages documenting the murderous activities of a serial killer who mutilated his victims in the style of Renaissance anatomical drawings.

    In recent years however, there has been a reaction against these excesses. So-called “quiet horror” has become increasingly popular on both sides of the Atlantic. Perhaps taking its name from a 1965 collection of short stories by Stanley Ellin, which was literally called “quiet horror”, this is a genre that prizes suspense and subtlety over graphic bodily violence.

    The novelist Selena Chambers characterises quiet horror as exploring “the unexplained, the suppressed, the supernal [otherworldly], the material, the cosmic, and the secular … everything we cannot see, or verbalise and fail to feel concretely”. As she implies, suggestion is crucial.

    Readers need to be patient and imaginative, sensitive to the nuances and implications of language and willing to respond to spooky ambiguities rather than being startled by jump scares or “gross out” imagery.

    Slasher movies usually treat their characters as no more than fodder for the next brutal killing. Quiet horror, by contrast, takes character development far more seriously and imbues its stories with greater psychological depth. This in turn can enhance readers’ involvement. Put simply, those who dislike “splatter fiction” are more likely to care what happens to a well-rounded, sympathetic character than a stereotypical US teenager about to be put under a steam hammer.

    Women and quiet horror

    Female novelists have been at the forefront of this style of writing since the Victorian period. Elizabeth Gaskell’s tales, including The Old Nurse’s Story (1852), a chilling tale of a family curse, are foundational works.

    A long line of women writers have explored how the familiar, the domestic, the marital and the homely can be imbued with subtle terrors, from loneliness and isolation to paranoia, alienation, captivity and psychological trauma.

    The haunted house does not need to contain a typical ghost. From Elizabeth Bowen’s The Demon Lover (1945) to Shirley Jackson’s The Haunting of Hill House (1959), to Sarah Waters’ The Little Stranger (2009) and beyond, the complex and fraught relationships between a dwelling and its occupants have frequently engaged women writers’ imaginations.

    The continuing success of Susan Hill’s The Woman in Black (1983) in its literary, theatrical and cinematic incarnations has helped ensure that quiet horror, particularly tales which recall the golden age of the ghost story a century or so ago, are once again much in vogue. This can be seen in the bestselling novels of Michelle Paver, such as Dark Matter (2010) and in anthologies such as The Haunting Season (2021).

    At the same time, readers are increasingly rediscovering forgotten practitioners of the genre. One such figure is Elizabeth Walter (1927-2006). As a writer (and the editor of Collins Crime Club for 30 years from the mid-1960s) Walter recoiled from sadistic violence, cardboard characterisation and haphazard plotting.

    After five collections of stories, beginning with Snowfall and Other Chilling Events (1965), she retired from writing supernatural fiction in the mid-1970s as the traits she didn’t like were becoming dominant within Anglo-American gothic. Many of her stories are set in the border country between England and Wales and draw upon folklore and a sensitivity to landscape to create creepily unnerving works such as The Sin Eater (1967) and Telling the Bees (1975).

    I edited a collection of Walter’s writing titled Let a Sleeping Witch Lie (2024). Spanning the ten years from Snowfall to her final collection, Dead Woman and Other Haunting Experiences (1975), the stories within anticipate some elements of Phil Rickman’s Merrily Watkins novels which also involve Welsh border settings, supernatural elements, and police procedural, though they lack Rickman’s religious dimension.

    There is no sense of providence at work in Walter’s borderlands, only ancient and mysterious menace. Marriages tend to be unhappy, families harbour terrible secrets, and the old ways continue to overshadow the present. Fifty years since her final collection, Walter’s work might be more relevant than ever before.

    Quiet horror has never really been away, but it seems to finding a new audience, one which both looks to its past and relishes its present.

    Gen Z is poised to become the most populous generation on the planet, and their influence is already shaping the future of work. As one of the most educated and racially and ethnically diverse generations, they bring fresh perspectives and new expectations for how we work and lead.

    Known as the first truly “digital native” generation, Gen Z grew up immersed in a world of technology and social media, giving them a natural edge in navigating the modern world. But there is more to Gen Z than their digital fluency.

    What truly sets them apart is their ambition, entrepreneurial spirit, financial savviness, commitment to ethical consumption and strong sense of social responsibility. For Gen Z, work is more than just a paycheck — it’s about committing to a higher purpose. They do best in people-centred organizations that value their contributions, prioritize well-being and align with their sense of mission.

    Gen Z is redefining leadership by choosing to lead through expertise rather than relying on formal positions of authority. One of the most striking trends is their growing reluctance to step into middle management roles — a phenomenon being called “conscious unbossing.”

    This powerful shift is catching many in the business world by surprise.

    Where strategy meets execution

    Middle managers play a vital role in organizations, acting as the crucial link between a company’s big-picture strategy and its day-to-day operations.

    Unlike supervisors, who primarily focus on overseeing day-to-day tasks, middle managers are responsible for both their team’s performance and the implementation of broader organizational strategies. It’s a dynamic role where strategic vision meets practical execution.

    However, research shows that over half of Gen Z have no interest in pursuing middle management roles. There is an understandable reason for this: these roles are known for their high levels of burnout and may initially seem at odds with Gen Z’s values of autonomy, flexibility and personal well-being.

    It is true that middle managers face real challenges. Over the past decade, their responsibilities have grown significantly. They manage competing priorities while contending with a polarized and rapidly shifting workplace. However, with the right approach, these roles can be deeply fulfilling and transformative, as my doctoral thesis research found.

    Why middle management matters

    Despite being highly ambitious, self-confident and driven by personal growth, Gen Z may be overlooking the valuable learning opportunities and influence that come with middle management.

    Middle management roles serve as a crucial stepping stone for those seeking to make a real, systemic and lasting impact, offering a platform to advocate for the values Gen Z cares deeply about, such as social responsibility, sustainability and equity.

    Additionally, middle management provides important opportunities to develop essential technical and human skills, including emotional intelligence, strategic thinking and complex decision-making. Embracing these roles can unlock the potential to lead change and inspire transformation.

    How to find joy in middle management roles

    If you are part of Gen Z and are unsure about middle management, reframing these roles to align with your values and aspirations can help you see it as a rewarding opportunity rather than a burden. This three-step framework can help you make the most of these roles while staying true to your values:

    1. Use it as a vehicle to increase self-awareness

    Middle management offers a unique environment to enhance self-awareness. By reflecting on how you respond to challenges, interact with others and make decisions under pressure, you can gain valuable insight into your strengths, areas for growth and leadership style.

    For example, self-awareness can help you delegate more effectivelyempowering your team, preventing burnout, and freeing up time to focus on what matters most to you.

    Gracias por acoger esta importante sesión, aquí en Cali – un microcosmos de la rica biodiversidad de nuestro planeta.

    Excelencias, queridos amigos,

    La naturaleza es vida.

    Y, sin embargo, estamos librando una guerra contra ella.

    Una guerra donde no puede haber vencedores.

    Cada año, vemos las temperaturas subir más y más.

    Cada día, perdemos más especies.

    Cada minuto, vertemos un camión de basura de desechos plásticos en nuestros océanos, ríos y lagos.

    No se equivoquen.

    Así es como se ve una crisis existencial.

    Last month, UN Member States adopted the Pact for the Future.

    The Pact recognizes the need to accelerate efforts to restore, protect, conserve and sustainably use the environment.

    It emphasizes the importance of halting and reversing deforestation and forest degradation by 2030, and other terrestrial and marine ecosystems that act as sinks and reservoirs of greenhouse gases.

    This means conserving biodiversity, while ensuring social and environmental safeguards – in line with the Paris Climate Agreement and the Kunming-Montreal Global Biodiversity Framework.

    When the Framework was adopted two years ago in Montreal, the world made bold commitments to living in harmony with nature by mid-century.

    Its goals and targets require robust monitoring, reporting, and review arrangements to track progress, as well as a resource mobilisation package to increase finance for biodiversity from all sources – mobilizing at least USD 200 billion per year by 2030.

    But we must now turn these promises into action in four vital ways.

    First – at the national level, all countries must finally present clear, ambitious and detailed plans to align with the Framework’s targets.

    These national plans should be developed in coordination with Nationally Determined Contributions and National Adaptation Plans – with positive outcomes in the Sustainable Development Goals.

    We must shift to nature-positive business models and production: renewable energies and sustainable supply chains… zero-waste policies and circular economies… regenerative agriculture and sustainable farming practices…

    These must become the default for governments and businesses alike.

    Second – we must agree on a strengthened monitoring and transparency framework.

    This is not only vital for accountability but also about enabling course corrections and driving ambition.

    Third – finance promises must be kept and support to developing countries accelerated.

    We cannot afford to leave Cali without new pledges to adequately capitalize the Global Biodiversity Framework Fund, and without commitments to mobilize other sources of public and private finance to deliver the Framework – in full.

    And we must bring the private sector on board.

    Those profiting from nature cannot treat it like a free, infinite resource.

    They must step up and contribute to its protection and restoration.

    By operationalizing the mechanism on the sharing of benefits from the use of Digital Sequence Information on Genetic Resources, we will give them one clear avenue to do so, bringing more equity and inclusivity.

    Finally – in the spirit of this “COP de la gente”, we must engage all parts of society, in particular Indigenous Peoples, people of African descent, and local communities.

    Too often, they have been on the sidelines of global environmental policy.

    Too often, environmental defenders have been threatened and killed.

    Indigenous Peoples, people of African descent, and local communities are guardians of our nature.

    Their traditional knowledge is a living library of biodiversity conservation.

    They must be protected.

    And they must be part of every biodiversity conversation.

    The establishment of a permanent subsidiary body within the Convention on Biological Diversity would mark a significant step forward, ensuring Indigenous voices are heard at every stage of the process.

    Peace with nature means peace with those who protect it. 

    We must defend the people who defend nature.

    Excellencies,

    Across all these areas, we know progress is possible.

    Many countries around the world are stepping up to lead the way.

    Brazil, Colombia, Indonesia and Malaysia are leading by example by ramping up efforts to curb deforestation.  

    The Congo Basin is intensifying efforts to increase protected area coverage.  

    The European Union’s Nature Restoration Law is a step toward halting and reversing biodiversity loss.

    Mobilizing all countries – each with different levels of wealth and capacities – is challenging.

    But swift global cooperation can provide the defense we so desperately need – against wildfires, floods, extreme weather, and pandemics.

    Last year’s Agreement on Marine Biodiversity of Areas beyond National Jurisdiction demonstrated our determination for every hectare of the planet. 

    We need the same determination later in the year as countries come together to conclude negotiations on a landmark treaty to tackle plastic pollution.  

    Let us be inspired and lifted by these examples.

    Excellences, Chers amis,

    And yet we are waging a war against it.

    A war where there can be no winner.

    Every year, we see temperatures climbing higher.

    Every day, we lose more species.

    Every minute, we dump a garbage truck of plastic waste into our oceans, rivers and lakes.

    Make no mistake.

    This is what an existential crisis looks like.

    No country, rich or poor, is immune to the devastation inflicted by climate change, biodiversity loss, land degradation and pollution.

    These environmental crises are intertwined. They know no borders.

    And they are devastating ecosystems and livelihoods, threatening human health and undermining sustainable development.

    The drivers of this destruction are embedded in outdated economic models, fueling unsustainable production and consumption patterns.

    They are multiplied by inequalities – in wealth and power.

    And with each passing day, we are edging closer to tipping points that could fuel further hunger, displacement, and even armed conflicts.

    We have already altered 75% of the Earth’s land surface and 66% of its ocean environments.

    Dear friends,

    Biodiversity is humanity’s ally.

    We must move from plundering it to preserving it.

    As I have said time and again, making peace with nature is the defining task of the 21st century.

    That is the spirit of today’s Declaration of the World Coalition for Peace with Nature:

    A call for action to enhance national and international efforts towards a balanced and harmonious relationship with nature – protecting nature and conserving, restoring and sustainably using and sharing our global biodiversity.

    A call to recognize the vital knowledge, innovations and practices of Indigenous people, people of African descent, farmers and local communities.

    Finally – in the spirit of this “COP de la gente”, we must engage all parts of society, in particular Indigenous Peoples, people of African descent, and local communities.

    Too often, they have been on the sidelines of global environmental policy.

    Too often, environmental defenders have been threatened and killed.

    Indigenous Peoples, people of African descent, and local communities are guardians of our nature.

    Their traditional knowledge is a living library of biodiversity conservation.

    They must be protected.

    The establishment of a permanent subsidiary body within the Convention on Biological Diversity would mark a significant step forward, ensuring Indigenous voices are heard at every stage of the process.

    It emphasizes the importance of halting and reversing deforestation and forest degradation by 2030, and other terrestrial and marine ecosystems that act as sinks and reservoirs of greenhouse gases.

    This means conserving biodiversity, while ensuring social and environmental safeguards – in line with the Paris Climate Agreement and the Kunming-Montreal Global Biodiversity Framework.

    When the Framework was adopted two years ago in Montreal, the world made bold commitments to living in harmony with nature by mid-century.

    Its goals and targets require robust monitoring, reporting, and review arrangements to track progress, as well as a resource mobilisation package to increase finance for biodiversity from all sources – mobilizing at least USD 200 billion per year by 2030.

    But we must now turn these promises into action in four vital ways.

    First – at the national level, all countries must finally present clear, ambitious and detailed plans to align with the Framework’s targets.

    These environmental crises are intertwined. They know no borders.

    The drivers of this destruction are embedded in outdated economic models, fueling unsustainable production and consumption patterns.

    They are multiplied by inequalities – in wealth and power.

    And with each passing day, we are edging closer to tipping points that could fuel further hunger, displacement, and even armed conflicts.

    We have already altered 75% of the Earth’s land surface and 66% of its ocean environments.

  • MIL-OSI USA: Carissa Arillo: Testing Spacecraft, Penning the Owner’s Manuals

    Flight operations engineer Carissa Arillo helped ensure one of the instruments on NASA’s PACE mission made it successfully through its prelaunch testing. She and her group also documented the work rigorously, to ensure the flight team had a comprehensive manual to keep this Earth-observing satellite in good health for the duration of its mission.

    What do you do and what is most interesting about your role here at Goddard?
    I developed pre-launch test procedures for the HARP-2 instrument for the Phytoplankton, Aerosol, Cloud and Ecosystem (PACE) Mission. HARP-2 is a wide angle imaging polarimeter designed to measure aerosol particles and clouds, as well as properties of land and water surfaces.
    I also developed the flight operations routine and contingency procedures that governed the spacecraft after launch. It is interesting to think about how to design procedures that can sustain the observatory in space for the life of the mission so that the flight operations team that inherits the mission will have a seamless transition.
    What is your educational background?
    In 2019, I got a Bachelor of Science in mechanical engineering from the University of Maryland, College Park. I am currently pursuing a master’s in robotics there as well.
    Why did you become an engineer?
    I like putting things together and understanding how they work. After starting my job at NASA Goddard, I became interested in coding and robotics.
    How did you come to Goddard?
    After getting my undergraduate degree, I worked at General Electric Aviation doing operations management for manufacturing aircraft engines. When I heard about an opening at Goddard, I applied and got my current position.
    What was involved in developing pre-launch test procedures for the HARP-2 instrument?
    I talked to the instrument manufacturer, which is a team from the University of Maryland, Baltimore County, and asked them what they wanted to confirm works every time we tested the instrument. We kept in constant communication while developing these test procedures to make sure we covered everything. The end product was code that was part of the comprehensive performance tests, the baseline tests throughout the prelaunch test campaign. Before, during, and after each prelaunch environmental test, we perform such a campaign. These prelaunch environmental tests include vibration, thermal (hot and cold), acoustic and radio frequency compatibility (making sure that different subsystems do not interfere with each other’s).
    What goes through your head in developing a flight operations procedure for an instrument?
    I think about a safe way of operating the instrument to accomplish the goals of the science team. I also think about not being able to constantly monitor the instrument. Every few hours, we can communicate with the instrument for about five to 10 minutes. We can, however, recover all the telemetry for the off-line time.
    When we discover an anomaly, we look at all the history that we have and consult with our contingency procedures, our failure review board and potentially the instrument manufacturer. Together we try to figure out a recovery.
    When developing a fight operations procedure, we must think of all possible scenarios. Our end product is a written book of procedures that lives with the mission and is updated as needed.
    New cars come with an owner’s manual. We create the same sort of manual for the new instrument.
    As a Flight Operations Team member, what else do you do?
    The flight operations team runs the Mission Operations Center — the “MOC” — for PACE. That is where we command the spacecraft for the life of the mission. My specialty is the HARP-2 instrument, but I still do many supporting functions for the MOC. For example, I helped develop procedures to automate ground station contacts to PACE. These ground stations are positioned all over the world and enable us to talk with the spacecraft during those five to 10 minutes of communication. This automation includes the standard things we do every time we talk to the spacecraft whether or not someone is in the MOC.

    How does it feel to be working on such an amazing mission so early in your career?
    It is awesome, I feel very lucky to be in my position. Everything is new to me. At times it is difficult to understand where the ship is going. I rely on my experienced team members to guide me and my robotics curriculum in school to equip me with skills.
    I have learned a lot from both the flight operations team and the integration and test team. The flight operations team has years of experience building MOCs that serve the needs of each unique mission. The integration and test team also has a lot of experience developing observatory functional procedures. I wish to thank both teams for taking me under their wings and educating me on the fly to support the prelaunch, launch and post-launch campaigns. I am very grateful to everyone for giving me this unbelievable opportunity.
    Who is your engineering hero?
    I don’t have one hero in particular but I love biographical movies that tell stories about influential people’s lives, such as the movie “Hidden Figures” that details the great endeavors and accomplishments of three female African-American mathematicians at NASA.
    What do you do for fun?
    I love to go to the beach and spend time with family and friends.
    Who is your favorite author?
    I like Kristen Hannah’s storytelling abilities.
    What do you hope to be doing in five years?
    I hope to be working on another exciting mission at Goddard that will bring us never-before-seen science.

FEMA assistance is available to replace disaster-damaged essential tools, supplies, equipment and items required for employment or for self-employment.Coverage for Tools and EquipmentFamily-owned farms typically have a variety of equipment needed to conduct business. These include, but are not limited to, tractors, plows, seeders or planters, harvesters, sprayers, hay balers and utility vehicles.     PAWTUCKET, RI – Highlighting the importance of well-maintained rail networks, U.S. Senators Jack Reed and Sheldon Whitehouse and Congressmen Seth Magaziner and Gabe Amo today announced that the U.S. Department of Transportation will award $19,524,497 to upgrade key segments of freight rail tracks owned by Providence & Worcester Railroad (P&W) and New England Central Railroad (NECR).  The overall project is expected to cost about $26 million, with $19.5 million in federal funding and a $6.5 million local match.  Approximately 55.5 percent of the work will be done along P&W tracks in the Ocean State at a total cost of roughly $14.46 million.

    The improvements will replace up to 48,000 feet of older, lighter rail, install 7,900 ties, and rebuild fourteen public grade crossings on the Providence & Worcester Railroad main line in Rhode Island, and reconfigure the tracks and replace nine track turnouts in the Valley Falls, Rhode Island P&W freight yard.  The improved track turnouts will increase spacing and allow for more clearance for hazardous material shipments.

    When it is completed the new track should result in enhanced operational efficiency with fewer delays and faster travel times.

    The federal funding is administered by the Federal Railroad Administration’s (FRA) and made possible through the Consolidated Rail Infrastructure and Safety Improvements (CRISI) Program, which funds projects that improve the safety, efficiency, and reliability of both passenger and freight rail.

    These CRISI program funds are made possible through a combination of annual appropriations and the Infrastructure Investment and Jobs Act of 2021 (Public Law 117–58), also known as the Bipartisan Infrastructure Law.

    Today, the White House Task Force on AI Datacenter Infrastructure convened experts from power companies, grid operators, software companies, NGOs, and other stakeholders to explore how advanced computing and software solutions, including artificial intelligence (AI), can accelerate grid integration of clean energy. Maintaining U.S. leadership of AI globally is a national security and an economic imperative. That is why the Biden-Harris Administration is focused on maintaining the strongest AI ecosystem in the world here in the United States and ensuring AI datacenters run on clean energy and without raising costs for American consumers. Secretary of Energy Jennifer Granholm, National Economic Advisor Lael Brainard, Senior Advisor to the President for International Climate Policy John Podesta, and National Climate Advisor Ali Zaidi encouraged participants to invest in innovative solutions that further accelerate deployment and ensure we reliably meet our energy needs, keep electricity costs low, and achieve U.S. climate targets.
    Participants discussed efforts underway to get more sources of supply on the grid by addressing the backlog of projects to power the grid currently waiting in “interconnection queues,” situations where additional computing solutions can make the biggest difference, and strategies on how to pursue those opportunities.
    Federal Energy Regulatory Commission Chairman Willie Phillips joined the convening and explained how stakeholders would benefit from the Commission’s July 2023 rule on interconnecting new generation resources.
    The Department of Energy (DOE) announced a forthcoming new program that will use AI to help clean energy project developers submit applications that grid operators can evaluate more quickly. DOE also highlighted an investment announced earlier this month to help transmission owners and grid operators replace fragmented data management systems with a standardized, cloud-based software solution that supports a faster interconnection process.
    Moreover, participants discussed DOE initiatives unveiled earlier this year as part of its novel Interconnection Innovative e-Xchange, or i2X, program, highlighting roadmaps with recommended solutions to implement a simpler, faster, and fairer interconnection process and opportunities for stakeholders to get involved.
    The Biden-Harris Administration’s Investing in America agenda has accelerated hundreds of billions of dollars of investments in clean electricity generation across the country and enabled historic actions to get energy projects funded, permitted, and deployed across the country – fueling over 250,000 new, good-paying energy jobs in 2023, which are growing at twice the rate of the rest of the economy. Applications for nearly 2,600 gigawatts of generation and battery storage capacity – twice current U.S. generation capacity – are waiting in interconnection queues to be connected to the grid. Accelerating the process by which grid operators study, determine, and approve needed grid upgrades to interconnect projects will enable clean energy to come online faster – energy America needs to fuel our economic growth, from our expanding manufacturing sector to datacenters that ensure U.S. leadership in AI to electric vehicles and more.

  • MIL-OSI Asia-Pac: The Taichung Port Technology Industrial Park’s Disaster Drill enhances regional joint emergency response capability.

    To improve the safety protection capabilities of the Taichung Port Technology Industrial Park (TPTIP), the Bureau of Industrial Parks (BIPs) of the Ministry of Economic Affairs (MOEA) teamed up with the Chemicals Administration (CHA) of the Ministry of Environment to hold a joint “Muti-Hazard Emergency Response and Regional Cooperation Drill” on October 23. Representatives from the CHA, the CTSP Bureau of the Ministry of Science and Technology, the Taichung City Government, and several industrial parks participated. The spirit of “collaborative cooperation” demonstrated in this drill is key to responding to large-scale disasters. Whether it’s adjusting water and electricity supply or supporting fire rescue resources, inter-agency collaboration between agencies is essential. Regular drills focusing on disaster reduction, response, and recovery are designed to ensure rapid resource integration during an actual disaster to effectively prevent escalation.
    The drill simulated a scenario where a strong earthquake caused an organic solvent leak, sparking a fire inside a factory, while toxic chemicals splashed onto personnel, creating a complex disaster. In addition to simulating on-site disaster reporting, personnel evacuation and headcount, emergency response division of labor, casualty rescue, and follow-up efforts, the drill also showcased the regional joint defense capability of Taichung Port and the Technology Industrial Parks. Various public and private entities worked together to adjust the power and water supply, dispatch fire trucks, and provide emergency equipment, demonstrating efficient teamwork in controlling the disaster.
    The Bureau of Industrial Parks (BIPs) emphasized that the drill focuses on the response efficiency and safety practices of various rescue support units. For example, when the Taichung Harbor Fire Brigade arrived at the disaster site, factory managers immediately provided critical rescue information, including the types, quantities, and locations of chemicals in the factory, and assigned personnel to assist. Additionally, a firefighting robot was also sent to the fire scene for extinguishing operations, reducing the need for rescue personnel to enter high-risk areas and thereby lowering rescue risk. Furthermore, the Central Taiwan technical team sent dispatched response vehicles and personnel to monitor chemical concentrations at the accident site, ensuring that rescue efforts were properly contained and that the disaster’s impact was minimized.
    This drill has once again enhanced the safety protection capabilities of the Taichung Port Technology Industrial Park, and has also strengthened the independent emergency response capabilities of companies within the park when facing complex disasters. In the future, the BIP will continue to deepen collaboration with various units, aiming to optimize the park’s joint defense and emergency response mechanism through more disaster drills to ensure that companies within the park can effectively protect personnel safety and minimize economic losses during major disasters.

  • MIL-OSI Security: Harrison County Man Sentenced for Firearms Charge

    CLARKSBURG, WEST VIRGINIA – Brock Corel Pearson, 42, of Meadowbrook, West Virginia, was sentenced today to 115 months in prison for the possession of a short-barreled shotgun.

    According to court documents, officers stopped Pearson’s vehicle in Harrison County, conducted a search, and found a backpack with an unregistered short-barreled shotgun. Pearson is prohibited from having firearms because of prior drug convictions in West Virginia and Mississippi.

    Pearson will serve three years of supervised release following his prison sentence.

    The Bureau of Alcohol, Tobacco, Firearms, and Explosives investigated.

    Assistant U.S. Attorney Jennifer Conklin prosecuted the case on behalf of the government.

    Chief U.S. District Judge Thomas S. Kleeh presided.

  • MIL-OSI Security: KAMANDAG 8 Combined HA/DR Drill Increases Allied Response Capabilities

    A peaceful coastal town in Ilocos Norte, Philippines, showcases a blend of natural beauty and rural charm. Stretching along the northernmost coast of Luzon, it is bordered by the blue waters of the western Pacific Ocean. During October, Burgos became the location where the proverbial rubber met the road as three different nations trained together to accomplish one common goal.

    Members of the Amphibious Rapid Deployment Brigade (ARDB), Japan Ground Self-Defense Force (JGSDF), trained side-by-side with the Philippine Marine Corps (PMC) 4th Marine Brigade (4MBDE) and Bureau of Fire Protection (BFP), along with support from U.S. Marines and Sailors from Marine Rotational Force-Southeast Asia (MRF-SEA), elements of Marine Medium Tiltrotor Squadron (VMM) 165 (Reinforced), 15th Marine Expeditionary Unit (15th MEU), and Combined Task Force – 76 (CTF 76) to share knowledge and experiences while participating in various subject matter expert exchanges leading up to a final humanitarian aid and disaster relief (HA/DR) demonstration on Camp Cape Bojeador during the annual Philippine Marine Corps exercise, KAMANDAG 8.

    The expert exchanges included classes on Small Unmanned Aerial Systems (sUAS); medical care, triage and casualty evacuation; small boats; and operational planning, which were vital to the final execution of the HA/DR demonstration between the combined forces.

    Marines and Sailors from MRF-SEA played a key role in the planning for the HA/DR demonstration, coordinated by the JGSDF Logistics Support Brigade (LSB). U.S. Marine involvement comes on the heels of a successful bilateral response to Typhoon Krathon (Julian) in Northern Luzon and the Batanes Islands, which occurred less than a week before the commencement of KAMANDAG. This experience provided MRF-SEA with valuable insights that enhanced the overall planning process.

    “This is one of the first major evolutions where you have a combined effort between the Japanese Ground Self-Defense Force, the Philippine Marine Corps, and the United States Marine Corps,” said U.S. Marine Corps Capt. Matthew Demaso, the Air Naval Gunfire Liaison Company officer in charge for Marine Rotational Force-Southeast Asia.

    Leading up to the execution of the HA/DR mission demonstration, leaders from the JGSDF, 4MBDE, and MRF-SEA engaged in extensive planning over four days at Camp Cape Bojeador in Burgos. The Operational Planning Team developed a comprehensive and integrated response strategy for the simulated disaster scenario. Concurrently, participating forces conducted multilateral training in key areas, including amphibious landings, search and rescue operations, medical triage and patient evacuation, engineering clearance procedures, and sUAS operations with an RQ-20 PUMA.

    The U.S. Marines manning the PUMA were able to showcase the abilities of an unmanned aerial vehicle in assisting with search and rescue missions in the event of a natural disaster.

    “The information that I’ve been sharing with their personnel is focused on search and rescue, specifically how the sUAS systems could help both the military and the civilian sector for any humanitarian aid or disaster relief mission,” said U.S. Marine Corps Sgt. Marcos Lopez, a sUAS operator with ANGLICO Detachment 1.

    Lopez served as the lead instructor for the sUAS SMEE, demonstrating how to properly launch a PUMA and showcasing the information that the unmanned aircraft can provide, such as grid location, altitude, distance, and live video footage of the surrounding area.

    Leveraging the PUMA’s reconnaissance capabilities enables combined forces to identify citizens impacted by natural disasters ahead of time, allowing rescue personnel to prepare accordingly before arriving on-site.

    While MRF-SEA Marines shared insights into the capabilities of the sUAS, medical personnel at Camp Cape Bojeador exchanged knowledge on best medical practices for responding to natural disasters as they prepared for the HA/DR demonstration. Nurses with the JGSDF, service members with the Philippine BFP, and U.S. Navy Hospital Corpsman 2nd Class David Doyle, a preventative medicine technician with MRF-SEA, led the majority the medical SMEE focusing on taking a mass influx of patients and triaging them promptly, monitoring vitals, and documenting injuries to ensure the best patient care during their admission to a higher echelon of medical care.

    “If we can continue to educate each other on the multitude of possible medical scenarios that can happen after a natural disaster, we will enhance our ability to assist in a real-life scenario,” said Doyle.

    As the training progressed, the collaborative efforts among the combined forces highlighted the importance of real-world preparedness in the face of potential disasters. Elements of the 15th MEU provided air support with MV-22 Ospreys to aid in transporting supplies and conducting casualty evacuations, including medical personnel from 4MBDE and JGSDF. The demonstration also featured over-the-horizon ship-to-shore movements and coordination with local agencies.

    This comprehensive approach not only facilitated skill-building in search-and-rescue tactical operations and patient triage, but also fostered a deeper understanding of each nation’s roles and capabilities, emphasizing the significance of scenario-based training.

    MRF-SEA, along with the 15th MEU and CTF 76/3, played a crucial role in the success of the HADR demonstration as it was one of the defining events of KAMANDAG 8. “We did a tabletop exercise through the humanitarian aid disaster response to walk through the plan and rehearse it, and then we were able to execute the plan for the demonstration, near flawlessly, on time, effectively, and safely,” said Demaso.

    Elements from the LSB and the 4MBDE conducted their ship-to-shore movement using two MV-22 Ospreys attached to Marine Medium Tiltrotor Squadron (VMM) 165 (Reinforced) 15th MEU, launched from the USS Miguel Keith, an expeditionary staging base assigned to CTF-76/3.

    Simultaneously, an amphibious insertion involving combined military forces and Philippine relief agencies was executed using small boats, ensuring rapid notional link-up with local government officials. This set the stage for the rapid deployment of forces and assistance in the simulated disaster response.

    In the days leading up to the demonstration, Marines and Sailors of MRF-SEA used the RQ-20 PUMA to showcase its capabilities in the search-and-rescue component of a HA/DR mission.

    Additionally, MRF-SEA’s tactical air control party conducted successful pick-up and landing zone operations, allowing for the safe and efficient unloading of relief supplies and multilateral disaster relief teams. These efforts also expedited the evacuation of casualties, who were transported to a higher echelon of medical care aboard U.S. Navy vessels.

    In a major step toward enhancing multilateral cooperation in the Indo-Pacific region, MRF-SEA, in collaboration with CTF-76/3 and the 15th MEU, successfully integrated with the PMC and JGSDF, testing the readiness of the multinational forces to respond to real-world emergencies.

    “This successful execution of this HADR training and demonstration marks a significant launch of the Philippines and Japan Reciprocal Access Agreement (RAA), which was enacted just three months ago,” said Capt. Will Thomas, a joint terminal attack controller with MRF-SEA.

    The Philippines and Japan RAA is a defense cooperation agreement that allows for the increased presence of Japanese troops in the Philippines and vice versa for humanitarian missions, disaster response, and other scenarios. This agreement streamlines coordination between the two nations during combined operations or mutual defense needs.

    Unified efforts between U.S., Philippine, and Japanese forces demonstrated their ability to conduct effective disaster response operations in challenging environments, further strengthening regional preparedness for real-world scenarios.

    The annual Philippine Marine Corps exercise highlighted MRF-SEA’s key role in strengthening multilateral cooperation within the U.S. Indo-Pacific Command and reinforced future cooperation with U.S. allies and regional partners, enhancing collective readiness against environmental and security challenges.

    Police responded to SH2 following the two vehicle crash involving a portaloo and a ute around 3:40pm.

         To advance the development of a digital government, the Hong Kong Special Administrative Region (HKSAR) collaborates with Guangdong Province to promote the Cross-boundary Public Services initiative. The Digital Policy Office (DPO) announced today (October 29) the setting up of a Hong Kong Cross-boundary Public Services self-service kiosk in Foshan. It will help residents and enterprises in Mainland cities of the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) access public services of Hong Kong without the need to travel to Hong Kong in person.      Starting today, the public can use the Hong Kong Cross-boundary Public Services self-service kiosk located on the first floor of the Foshan Nanhai District Administrative Service Center to access various public services of Hong Kong. The kiosk is available for use during the opening hours of the Center (i.e. 8.30am to noon and 2pm to 5.30pm, Monday to Friday except public holidays on the Mainland).     In the lead up to the strategy announcement, the Group has set up the organisation so that customer orientation is strengthened throughout the value chain and efforts and resources are efficiently channelled to where it benefits the customers the most and contributes the most to the Group’s profitability.     Long-term financial targets
    Jyske Bank expects a return on tangible equity of 10% in 2028 based on a presupposed common equity tier 1 capital ratio at the lower end of 15%-17%, a cost/income ratio below 50, and a normalised cost of risk of 8bp p.a. The ambition to distribute approx. 30% of shareholders’ result supplemented by share buy-backs is maintained. In the coming years, the Danish economy is expected to be dominated by lower interest rates and balanced growth with high levels of employment and moderate inflation.

    The targets reflect an underlying improvement in profitability aimed at mitigating expectations of significantly lower interest rates over the coming years. The targets will be achieved through stronger customer-orientation and focus on capital-light income as well as structural cost measures, ensuring continued investment in new technology and higher efficiency.

    Other initiatives
    Prior to the update of its strategy, Jyske Bank changed its organisation to obtain stronger client orientation, higher professionalism in the Group’s control set-up and higher development and implementation efficiency. Subsequently, the Group Executive Board will consist of the CEO and Managing Director, a Managing Director of Corporate Clients and Capital Markets, a Managing Director of Personal Clients and Wealth Management, a Managing Director of Digitization and Operations as well as a Chief Risk Officer.

    In continuation of the organisational change, Erik Gadeberg was appointed new member of the Group Executive Board as Managing Director, Corporate Clients and Capital Markets. Erik Gadeberg has prior to this held the position as Managing Director of Capital Markets at Jyske Bank. He joined Jyske Bank in 1990 and has primarily been employed in functions associated with Capital Markets, including large corporates and institutional clients.

    Managing Director Per Skovhus retired at the end of June 2024. Jacob Gyntelberg will take office on 6 December 2024 as Managing Director, Chief Risk Officer (CRO) and new member of the Group Executive Board. Since 2021, Jacob Gyntelberg has been Director of Economic and Risk Analysis at the European Banking Authority (EBA). During the period 2019-2021, Jacob Gyntelberg was Deputy Chief Risk Officer at Nordea, and previously he held executive positions at Danske Bank, Bank for International Settlements (BIS), Nykredit and Danmarks Nationalbank.

    In 2023, Jyske Bank acquired PFA Bank, and the integration was in the first half of 2024 successfully completed according to plan. The IT migration to Bankdata from BEC was implemented in the second quarter of 2024 when also administration and management of PFA Invest were taken over by BankInvest to ensure smooth transfer for the clients. The approach underlines Jyske Bank’s focus on client requirements which contributed to Jyske Bank’s Private Banking clients having been Denmark’s most satisfied clients for the past nine years running according to the research company Voxmeter.

    In September 2024, Jyske Finans, which manages the Group’s leasing activities, announced the acquisition of a leasing portfolio from Opendo. The acquisition supports Jyske Finans’ leading position in the structurally growing leasing market with higher volume to the portfolio of cars on operational leasing contracts.

The flexible mortgage loan, Jyske Prioritet+, was highlighted by TÆNK, the Danish Consumer Council, with the rating ’Recommend’. Clients’ credit cards were also improved through travel insurance and purchase warranty as well as VISA’s loyalty programme with approx. 1,500 stores and web shops.

    Jyske Bank’s target is to be an active and constructive part of the green transition and Jyske Bank’s target is net zero CO2 emission across business-oriented activities in the form of loans and investments not later than in 2045 and 2050, respectively. In addition, Jyske Bank aims at lending growth contributing to offset climate changes, and the CO2 emission from Jyske Bank’s own activities must be reduced by 65% from 2020 to 2030.

    Earnings per share DKK 60.5 in Q1-Q3 2024
    Earnings per share were DKK 60.5 against DKK 62.0 the previous year, corresponding to a net profit of DKK 2,623m or a return of 11.8% p.a. on equity against DKK 2,488m and 13.5% p.a., respectively in Q1-Q3 2023. Despite a lower pre-tax profit, the tax expense increased due to a higher special tax.

    The reason for the lower results is particularly higher costs as a result of sector-wide, collectively prescribed salary increases and the acquisition of PFA Bank as well as lower gains from the sale of leasing cars. The development in Q1-Q3 2024 reflects a Danish economy growing moderately with continued high employment. The economy withstood interest rate hikes in 2022 and 2023, and an improved inflation outlook in June 2024 paved the way for Danmarks Nationalbank’s first interest rate cut for several years, followed up by further cuts in September and October.

    Jyske Bank’s business volume showed an overall declining development in loans and deposits in Q1-Q3 2024, supplemented by a sizeable increase in the investment area. Bank loans decreased 5% due to lower loans to personal clients compared with end-2023. Bank deposits fell by 2% due to lower time deposits from corporate clients. Nominal mortgage loans were roughly unchanged since lower lending to personal clients were offset by a higher amount of lending to corporate clients. Assets under management rose by 14% due to a favourable development in the financial markets and net sales of investment solutions.

    Core income rose by 1% relative to Q1-Q3 2023 due to a slight increase in most income items. Net interest income rose by 1% due to the higher level of interest rates. Net fee and commission income was up by 1% due to the acquisition of PFA Bank and a higher amount of assets under management. Value adjustments still contributed positively due to the development in the financial markets. Other income increased due to higher share dividends whereas a gradual normalisation of favourable sales conditions in the leasing car market caused a decline in income from operating lease (net).

    Core expenses rose by 6% compared to Q1-Q3 2023. The increase can primarily be attributed to sector-wide, collectively prescribed salary increases of 3.7%, the derived effect from the abolishment of All Prayers Day and the effect from the acquisition of PFA Bank. In addition, the level of one-off items was at an elevated level.

    Loan impairment charges amounted to DKK 13m in Q1-Q3 2024 compared with DKK 96m in Q1-Q3 2023. Management’s estimates relating to loan impairment charges were in Q1-Q3 2024 reduced by DKK 151m to DKK 1,783m as the result of lower macroeconomic risks. The credit quality is still solid with a low level of non-performing exposures.

    At the end of Q1-Q3 2024, Jyske Bank’s common equity tier 1 capital ratio was 17.2%, which is above the targeted range of 15%-17%. In Q1-Q3 2024, Jyske Bank distributed a dividend of DKK 500m or DKK 7.78 per share and executed a share buy-back programme of DKK 1.5bn which was completed in early October. The share buy-back programme was the first since the acquisition of Handelsbanken Denmark and reflects a restored capital base supported by two capital issues in the first quarter of 2024. The issues contributed to an increase in the total capital ratio to 22.6%, above the targeted range at 20%-22%.

    2024 outlook
    For 2024, Jyske Bank estimates a net profit in the range of DKK 5.0bn-5.3bn, corresponding to earnings per share in the range of DKK 75-80. The outlook was in October 2024 upgraded from a net profit in the upper end of the range of DKK 4.3bn-5.1bn, corresponding to earnings per share in the upper half of the range of DKK 64-76. The upward revision was attributed to favourable financial markets and a solid credit quality.

    Core income is expected to decline in 2024, in particular as a result of lower value adjustments which were at a historically high level in 2023. Expectations mirror moderate growth in the Danish economy and a reduction of Danmarks Nationalbank’s deposit rate at 1.0 percentage point in 2024. Core expenses inclusive of non-recurring costs are expected to be slightly higher in 2024 compared with 2023. Non-recurring expenses for the integration of Handelsbanken Denmark and PFA Bank are expected to total DKK 0.1bn.

    As in 2023, loan impairment charges are expected to be at a low level in 2024. The expectations involve uncertainty and depend, for instance, on macroeconomic circumstances and the development in the financial markets.

    In 2022, 12.1% of the population lived in a household with at least one arrear. The most common arrears were for taxes and health insurance premiums. The most common type of debt was vehicle leases, with 14.5% of the population living in a household leasing a vehicle. Next came mortgages financing real estate other than main residence, at 12.6%. The main reasons for people taking out a loan vary depending on their income. These are some of the findings from the Survey on Income and Living Conditions (SILC) conducted by the Federal Statistical Office (FSO).

  • MIL-OSI NGOs: MSF outraged by killing of our colleague in north Gaza

    Médecins Sans Frontières is outraged by the repeated killings of our staff in Gaza, Palestine, and calls for an immediate halt on attacks against medical personnel, humanitarian workers, and civilians. 

    Israeli forces killed Hasan Suboh on the night of 24 October after an airstrike hit his relative’s house, where he was staying in Khan Younis, northern Gaza. According to the Ministry of Health, this attack hit several houses and killed 38 people, including 14 children and four members of Hasan’s family.

    Hasan joined MSF as a skilled labourer in April 2019. He was 41 years old and is survived by his wife and seven children.  In this tragic moment, our thoughts are with his family and all colleagues mourning his death.

    Hasan’s tattered MSF vest, which he wore all the time, was found under the rubble. This vest symbolises Hasan’s commitment to helping people in distress, but more globally it also symbolises healthcare and humanitarian assistance. To see it destroyed is representative of how in this war, Israel, the US government, and the rest of Israel’s allies, have disregarded the protection of healthcare workers, and ripped the rules of war to shreds. The claim that humanitarian workers are protected, that civilian lives are protected, has once again been exposed as a lie for all the world to see.

    This attack happened only two weeks after the killing of our colleague  Nasser Hamdi Abdelatif Al Shalfouh on October 10, who died after being injured by shrapnel following relentless attacks by Israeli forces in Jabalia, northern Gaza. Eight of our colleagues have been killed in Gaza since the beginning of the war. 

    We denounce these killings in the strongest possible terms and are revolted by the fact that in over one year of war, Israel has acted with total impunity. Israel’s repeated direct attacks, which do not distinguish between military objectives and civilians, must be investigated independently. 

    All over Gaza, people continue to be killed and injured by relentless fighting and bombings. Israel’s all-out war on the people of Gaza and its complete disregard of civilian lives must stop now.

         Hong Kong Customs detected two dangerous drugs cases in Hong Kong International Airport, Fanling and Tai Po on October 27 and yesterday (October 28) and seized a total of about 8 kilograms of suspected cocaine and about 20kg of suspected cannabis buds with a total estimated market value of about $10 million. Three persons suspected to be connected with the cases were arrested.     The first case involved one male passenger and one female passenger, aged 64 and 59, who arrived in Hong Kong from Paris, France, on October 27. During customs clearance, Customs officers seized a total of about 8kg of suspected cocaine concealed in their check-in suitcases. The two persons were subsequently arrested.     In the second case, during an anti-narcotics operation conducted in the vicinity of Fanling yesterday afternoon, Customs intercepted a 28-year-old man and found about 1.5kg of suspected cannabis buds inside two recycle bags carried by him. He was then arrested. Customs officers later further seized about 15kg of suspected cannabis buds from his private vehicle parked nearby. Upon a follow-up investigation, the man was brought to a village house rented by him in Tai Po for a search, and about 3.5kg of suspected cannabis buds and a batch of drug packaging paraphernalia were uncovered. About 20kg of suspected cannabis buds in total were seized in the operation.     All arrestees in the two cases claimed to be unemployed. The arrested man and woman in the first case have been jointly charged with one count of trafficking in a dangerous drug and will appear at the West Kowloon Magistrates’ Courts tomorrow (October 30), while the man arrested in the second case has been charged with three counts of trafficking in a dangerous drug and will appear at the Fanling Magistrates’ Courts tomorrow.     Customs reminds members of the public to stay alert and not to participate in drug trafficking activities for monetary return. They must not accept hiring or delegation from another party to carry controlled items into and out of Hong Kong.      Customs will continue to apply a risk assessment approach and focus on selecting passengers from high-risk regions for clearance to combat transnational drug trafficking activities.     Under the Dangerous Drugs Ordinance, trafficking in a dangerous drug is a serious offence. The maximum penalty upon conviction is a fine of $5 million and life imprisonment.     Members of the public may report any suspected drug trafficking activities to Customs’ 24-hour hotline 1828080 or its dedicated crime-reporting email account (crimereport@customs.gov.hk) or online form (eform.cefs.gov.hk/form/ced002).

  • MIL-Evening Report: View from The Hill: ‘identity politics’ has challenged the Labor Party to define its identity

    Saturday’s Queensland result provides the latest evidence of the dual tugs on the modern Labor Party, coming from its different constituencies.

    The smallest swing against the Miles government was in inner Brisbane; the swing became bigger in the outer suburbs, and larger again in the regions. The broad state figures were: south-east Queensland 6.3%; rural/regional Queensland 9.2%. The awings in the city were: inner Brisbane 5.0%; outer Brisbane 7.7%.

    This sort of divide reflects a challenge, first recognised decades ago, that’s highlighted by former Labor senator and minister Kim Carr, in his just-published A Long March. In a scathing critique of Labor’s problems, Carr calls this a “cultural crisis.”

    “The Labor ship has struck the rock of identity politics,” Carr writes, “with too many of its spokespeople adopting a censorious tone to those who fail to embrace their particular social policy agendas”.

    From the left, old school and former factional heavyweight, Carr argues Labor has sought to build a new constituency without paying sufficient attention to its traditional support base.

    Over decades, the once-working class party has taken up causes that appeal to the wealthier, better-educated middle- class voters, and these people have moved their support to it. The cost has been an erosion of outer suburban votes, the people now being aggressively targeted by opposition leader Peter Dutton.

    Meanwhile, in inner urban areas Labor has come under increasing pressure from the Greens. The danger for the ALP, Carr believes, is by trying to compete with the Greens on identity politics it will inevitably be outmanoeuvred.

    “The profound challenge for the Labor Party in the 2020s is to find a way to bind together its more affluent and educated support base in the inner and middle suburbs of the big cities with its less well-off and less formally educated supporters in the outer suburbs and regional cities,” Carr says.

    Political historian Paul Strangio, however, warns that while obviously Labor has to straddle constituencies, “there is no returning to an imagined ‘heartland’. The outer suburbs Carr seems to want Labor to focus upon are themselves radically changing. They are not a repository of old-fashioned working class values and priorities, and nor on their own are they sufficient to provide a basis for the party to hold government.”

    Carr says the issue is how to build Labor’s primary vote in its heartland communities.

    On what we’ve seen in recent politics, this appears a formidable, if not insurmountable, hope for any time soon.

    Voters don’t trust parties, let alone join them. The popularity of “community candidates” has seen a record-sized crossbench in the House of Representatives, with an expanded Greens presence and disillusionment with the Liberals making a strong contribution to the number in 2022. Next year’s election will test whether this trend is entrenched.

    Carr points out that Labor has a party membership that’s wealthier and older than the general community. Its membership is “thin” in the outer suburbs and the regions compared with the inner areas.

    Among the consequences is that the messages coming up through the party may not gell with the preoccupations of the broader community, he says.

    Over the years the ALP rank and file has not just shrunk numerically but been deprived of most of the not-inconsiderable power it once had within the party.

    In terms of clout, Labor’s national conference, which sets the platform, is a diminished beast, though massively swollen numerically. The party membership’s power over preselections has been greatly reduced, thanks to factional deal-making and frequent intervention by the party’s national executive. In just one significant way has the rank and file gained power: it now has a 50% voice in electing the party’s leader, so far exercised once, in 2013, when Bill Shorten and Anthony Albanese faced off.

    Given the shrinkage and balkanisation of the party, there is currently not the interest in internal party reform that erupted periodically and often heatedly in earlier years.

    Labor veteran Race Mathews’ career, documented by his wife Iola in Race Mathews: A Life in Politics, has an extraordinarily broad political CV: a staffer for federal and state leaders, MP for the federal seat of Casey (elected on the 1972 Whitlam wave and defeated in the 1975 post-dismissal rout), and a Victorian state minister. An enduring preoccupation for Mathews, who was part of an influx of young, well-educated middle-class activists attracted to Labor in the 1960s and early 1970s, was fighting to make the Labor Party fit for purpose and more internally democratic.

    Serving on Gough Whitlam’s staff in the late 1960s, Mathews was in the thick of the then-opposition leader’s tumultuous battle with the troglodytes of the Victorian party, who preferred political impotence to the power of government. Whitlam knew that unless the ALP organisation was reformed, Labor’s road to office would be obstructed.

    Way back when, the party’s organisation, in which the left flexed a lot of muscle, liked to signal that the MPs were under its thumb. In 1963, then-opposition leader Arthur Calwell and Whitlam, his deputy, were embarrassed when photographed outside a Canberra hotel waiting for the party’s special national conference (to which they were not delegates) to decide Labor’s attitude to the North West Cape joint facility. The ultimate decision was not the problem – the line it was made by “36 faceless men” was.

    Mathews later highlighted the significance of the 1970 federal intervention in Victoria, saying it had led to important reforms in that state and elsewhere. “Good people were brought into parliament and membership was a rewarding experience.” But then factionalism “ossified” the party and “if you weren’t part of the factions, you were marginalised”.

    In his 70s Mathews (who is now aged 89 and suffering from Alzheimer’s Disease) was still fighting for democratisation of Labor’s organisation, which he described as “archaic and decrepit”. While party leaders and others were supportive in principle, the quest for a new wave of change ultimately brought only limited outcomes.

    Iola Mathews quotes her husband’s Facebook answer to those who wondered why he, at 80, he was still in these trenches.

    He wrote: “The fact is that nobody ever changed the party other than from inside it, or ever will. And shaping it closer to our heart’s desire is the only game in town.”

    The truth is, however, it’s a game those who run the Labor Party these days have no serious interest in pursuing. As Strangio observes, “the age of the mass party has passed”.

    I am pleased to welcome the participants and organizers of the 30th anniversary International Industrial Exhibition “Metal-Expo”.

    Over three decades, it has become an important platform for exchanging experience and holding negotiations between leading steel companies and consumers of their products, equipment manufacturers and technological innovators. This year, about a thousand enterprises from the CIS and far abroad countries, including China, India, Iran, Turkey and the European Union, are represented here.

    Today, the domestic metallurgical industry, having successfully adapted to the sanctions pressure, is implementing large-scale plans and is actively developing. According to the results of last year, its growth exceeded 3 percent. High demand for products is largely due to housing and road construction, modernization of public infrastructure and utility networks. This year, the Moscow-St. Petersburg high-speed railway project was launched, the expansion of the BAM and the Trans-Siberian Railway, the federal highway M-12 “East” continues, dozens of river and sea vessels for various purposes are being built at shipyards across the country. The restoration of automobile production is gaining momentum – from January to June, the output of trucks increased by 21 percent, cars – three times more. And this is an additional hundreds of thousands of tons of various types of rolled and cast products.

    In many ways, these results were facilitated by the implementation of the Strategy for the Development of the Metallurgical Industry until 2030, prepared on the instructions of the head of state. Work is being carried out in three main areas – deepening processing and mastering high value added processes, providing critical raw materials and stimulating domestic demand, as well as reorienting exports to the markets of friendly countries.

    The President emphasized that the industry is becoming more and more high-tech year after year. Advanced engineering and production solutions are being actively implemented, and unique alloys are being developed that allow for the creation of materials with special properties. All this opens up new and broad opportunities in various fields – from aviation and cosmonautics to electronics and medicine.

    I am confident that the exhibition and the professional competitions, conferences and seminars planned within its framework will allow us to find answers to the most difficult questions, discuss new challenges and opening prospects.

    I wish all participants and organizers constructive discussions and success.

    Today, President Biden will travel to the Port of Baltimore to announce a $3 billion investment from his Inflation Reduction Act to improve and electrify port infrastructure, support an estimated 40,000 good-paying and union jobs, reduce pollution, and combat the climate crisis.  The announcement includes $147 million in awards for the Maryland Port Administration, which will support over 2,000 good-paying and union jobs by enabling the purchase and installation of zero-emission port equipment, charging infrastructure, and power improvements. During the visit, President Biden will highlight how his Investing in America agenda is making an historic impact on communities and workers in Baltimore and across the country.

    $3 Billion Investment to Strengthen Port Infrastructure

    Today, President Biden is announcing $3 billion in Environmental Protection Agency Clean Ports grants, funded by the Inflation Reduction Act, to 55 selectees across 27 states and territories, including $147 million in implementation and planning grants for the Maryland Port Administration. The nation’s ports are the lynchpin of our nation’s supply chains and employ over 100,000 union workers across the United States.

    This funding will protect and create good-paying and union jobs and better working conditions by upgrading port operations and infrastructure to cleaner equipment, while ensuring cleaner air for port workers and nearby communities. The Clean Ports program will support an estimated 40,000 jobs across the economy, including over 6,500 manufacturing jobs, and is expected to increase demand for American manufactured electric cargo handling equipment at least six-fold over the life of the program.

    While a major economic driver, our nation’s ports are a major source of pollution for workers and surrounding communities. Communities living near ports and other transportation corridors are exposed to toxic pollution which can cause respiratory and cardiovascular harm, especially in children. The Clean Ports program will improve air quality at ports across the country by installing clean, zero-emission freight and ferry technologies along with associated infrastructure, eliminating more than 3 million metric tons of carbon pollution over the first ten years of implementation, equivalent to 391,220 homes’ energy use for one year. The funds announced today will support the purchase of battery-electric and hydrogen-powered human-operated and human-maintained equipment, including over 1,500 units of cargo handling equipment, 1,000 drayage trucks, 10 locomotives, and 20 vessels, as well as shore power systems for ocean-going vessels, battery-electric and hydrogen vehicle charging and fueling infrastructure, and solar power generation. The Clean Ports program advances the President’s Justice40 Initiative and aligns with the Biden-Harris Administration’s goal for a zero-emission freight sector.

    Investing in the Port of Baltimore

    President Biden will announce the funding at the Port of Baltimore in Maryland. The Port of Baltimore is one of the busiest ports on the East Coast and is a major hub for the import and export of vehicles. More than 20,000 workers support daily Port operations, including unionized longshoreman and truckers. Each day the Port’s economic impact represents $192 million or more than $70 billion a year, representing 13% of Maryland’s gross domestic product.

    The Maryland Port Administration’s Equipment Electrification and Terminal Decarbonization project has been selected to receive over $145 million to purchase zero-emission cargo handling equipment and drayage trucks and facilitate the transition of the port to a zero-emission facility, as well as a nearly $2 million planning grant to help the port chart a path to greater emissions reductions in the future, delivering cleaner air for the port and neighboring communities. The port is a major economic engine for the region, providing thousands of jobs and contributing billions of dollars to the local economy—and this new investment will support over 2,000 jobs, including more than 350 manufacturing jobs.

    Creating Good Paying, Union Jobs in Baltimore and Across the Country

    President Biden is the most pro-union president in history. He’s the first and only president to walk a picket line, and under his Administration, unions have secured historic labor wins. Last month, President Biden signed an Executive Order that calls on agencies to promote strong labor standards such as family-sustaining wages, workplace safety, and the free and fair choice to join a union, and encourages agencies to implement these standards through their Investing in America programs. This builds on a record of pro-worker accomplishments throughout the Biden-Harris Administration. For example:

    • Workers are filing for union representation at twice the rate they were at the start of the Biden-Harris Administration—the first Administration in five decades to have an increase in union petitions. In Maryland, union petitions increased by 55% percent. The National Labor Relations Board has met this historic moment by reducing unnecessary delays in union representation elections and by expanding remedies available to workers when their employers engage in unionbusting.
    • The vast majority of Investing in America programs require grantees to pay Davis-Bacon prevailing wages for workers. The Administration also published the first update to Davis-Bacon prevailing wages in nearly 40 years, which will increase pay for one million construction workers over time.
    • The Department of the Treasury finalized a rule implementing prevailing wage and apprenticeship bonus credits for certain clean energy projects funded by the President’s Inflation Reduction Act to ensure clean energy workers are paid good wages and that these projects create equitable pipelines to these good jobs.

    Building on Historic Investments in Maryland’s Infrastructure and Economy

    Today’s announcement builds on a historic investment in the state of Maryland under the Biden-Harris Administration. To date, the Investing in America agenda has delivered over $13 billion for over 970 projects in Maryland, spurring over $3 billion in private sector investments.

    This includes a number of projects in Baltimore, for example:

    • $4.7 billion for Amtrak’s Frederick Douglass Tunnel—which will replace the 150-year-old Baltimore and Potomac tunnel that is currently one of the largest rail bottlenecks on the Northeast Corridor;
    • $213 million to replace the Maryland Transit Administration’s entire fleet of 52 aging light rail vehicles with new, modern rail cars;
    • $80 million for interchange improvements at the I-895 Baltimore Harbor Tunnel;
    • $68 million for upgrades at Baltimore Washington International Thurgood Marshall airport;
    • $43 million to identify and replace toxic lead pipes across Maryland;
    • $31 million to rehabilitate a section of the Dundalk Marine Terminal at the Port; and
    • $9 million to Baltimore City Public Schools for clean school buses.

    Baltimore was also named an Investing in America Workforce Hub, where the Administration is bringing together industry, government, educators, non-profits and unions to help workers in Maryland access good jobs created by private and public sector investments in the state. In November 2023, Hub partners announced new efforts to train and hire local residents to support major infrastructure projects. These commitments include one from the State of Maryland to incorporate a Project Labor Agreement in the bidding process for nine projects covering $9 billion in investment and 11,000 jobs—including 7,000 construction jobs. One of these commitments includes Amtrak promising to invest at least $5 million in funding received through the Bipartisan Infrastructure Law to create recruitment and training programs for new jobs for Baltimore residents as part of the Frederick Douglass Tunnel Program.

    The Department of Commerce also awarded the Maryland Department of Labor $23 million through the Economic Development Administration’s Good Jobs Challenge to create a new apprenticeship model for the growing offshore wind industry in Maryland, working with leading employers and local unions to develop a training model focused on underserved populations. The Maritime Administration is further supporting the Maryland offshore wind industry through a $47 million grant to Sparrows Point Steel to retool, a former Bethlehem Steel mill in Baltimore, to establish an offshore wind logistics and manufacturing hub in partnership with the United Steelworkers.

    The Biden-Harris Administration’s Investing in America agenda has also unleashed $3 billion in private sector manufacturing and clean energy investments in Maryland, including:

    • A $350 million investment by United Safety Technology in Baltimore to produce critical medical supplies, including personal protective equipment.
    • A $300 million investment by AstraZeneca in a state-of-the-art facility in Rockville to launch life-saving cell therapy platforms for cancer trials.
    • A $230 million investment by Catalent to expand its advanced gene therapy manufacturing campus in Harmans.

    The Administration’s Investing in America agenda continues to make critical investments that will improve the lives and futures of all Marylanders.

    The Biden-Harris Administration’s Ongoing Support for Baltimore

    President Biden was last in Baltimore in the immediate aftermath of the tragic collapse of the Francis Scott Key bridge, which claimed the lives of six construction workers and closed ship traffic in and out of the Port of Baltimore. There, he said his Administration would move heaven and earth to reopen the Port of Baltimore as quickly as possible to support Maryland’s workers and economy. A Unified Command led by the United States Coast Guard and the Army Corps of Engineers cleared 50,000 tons of wreckage from the channel, allowing the Port to fully reopen 78 days after the bridge collapse. The Department of Labor and Small Business Administration mobilized quickly to support workers and small businesses impacted by the port closure, including thousands of Longshoremen and Teamsters who rely on the port for their livelihood. And the Department of Transportation and the Supply Chain Disruptions Task Force worked to limit supply chain disruptions, keep costs down, and ensure cargo quickly returned to the Port once it reopened. Today, port workers are back on the job, once again moving more than 100,000 tons of cargo per day.

    The President also committed to rebuilding the bridge as quickly as possible. Thanks to close collaboration with the Department of Transportation, Maryland is on the fast track to rebuild the bridge. In July, the Federal Highway Administration issued a Categorical Exclusion, allowing the project to clear a critical permitting milestone. And in August, Maryland selected a contractor to design and build the new bridge.  Immediately following the bridge collapse, President Biden called on Congress to fully fund the replacement bridge and his Administration reiterated this request in July.

    The Biden-Harris Administration also committed to holding the owners of the DALI cargo ship accountable for the disaster. Just last week, the Department of Justice announced a settlement of over $100 million with the owners of the DALI to cover federal government costs incurred in responding to the collapse. While the State of Maryland continues to pursue a separate lawsuit for damages incurred to the local economy, community, and families impacted by the collapse, the Biden-Harris Administration remains committed to working with Baltimore and the State of Maryland to ensure the city’s long-term recovery and success.

    Welcome to my hometown.

    I grew up right here in Fremantle. My primary school is around the corner on Henry Street. My childhood home on the same road as Fremantle Prison, a building now on the World Heritage List. Back then, home to 337 of Western Australia’s prisoners.

    I enjoyed the freedom of a social media free childhood. The only technology that terrified me was the Swan Blimp, roaring in the skies above Esplanade Park, while Fremantle boomed with the America’s Cup. So technology can scare us, but also enable us to achieve greatness.

    I now live in North Perth. The Australia II still lives in Fremantle at the Maritime Museum. It was first launched in 1982, a year away from its history-making America’s Cup win. With a winged keel and the 1980s best 3D design.

    As the TELEX message that was sent amongst the designers said:

    “ABOUT TO TAKE YACHT DESIGN INTO THE SPACE AGE. 
    DARTH VADER LOOKS GOOD IN COMPUTER IN 3 DIMENSION WILL TEST ON WEDNESDAY 10th JUNE, BEN SKYWALKER”

    That was designer Ben Lexcen’s cryptic Telex message of May 1981. The Australia II team did enter the yacht race space age. And far away down in Hobart, an eccentric politician made a bold prediction.

    Barry Jones had just published a book, called ‘Sleepers, Wake!’ exploring the potential impacts of the ICT Revolution on society. The book suggested that technological innovation would be a major component of economic growth, that the increased accessibility of information would transform our lives in almost every conceivable way. The book was ridiculed by some and its claims were regarded by many as wildly exaggerated.

    Barry Jones delivered his famous prediction in a speech to a public meeting in Hobart. He predicted that by the year 2000 there would be more computers in Tasmania than cars. This prediction was considered laughable. The Mercury newspaper suggested he had lost his grip on reality. But he was right.

    Many of us start our days by turning off the alarm blaring out of our small handheld smartphone computers. We get up and dressed and put on our smart watches. We get into our car and use our GPS systems to get to work, where we log on to our work computers for a long day ahead before we can watch some TV on our smart TVs at home.

    Few in 1982 would have had the foresight to make this prediction, and few had the foresight to take it seriously.

    So, what technological advancements are we in danger of overlooking in 2024? The obvious answer is of course Artificial Intelligence.

    The age of AI

    The age of AI is now here. AI is no longer the stuff of science fiction, it is here and it is already embedding itself into our daily lives. The names are cute. Inoffensive. Co-pilot. Chat GPT. Gemini. Cyber Dynamics Model 101.

    Well, that last one is the official name of The Terminator, but I am sure the others are harmless. Australians are already using AI in the workplace. Teachers are now providing students with personalised AI chatbots to help provide additional tutoring to students needing support. AI is assisting medical doctors to scan vast data sets and gather medical insights that were previously not possible. In the public sector, the Australian Government recently conducted a six-month trial of Co-pilot for Microsoft 365. And of course, AI is also impacting the legal sector.

    Recent surveys suggest that a majority of lawyers are already using AI in their work. They are also optimistic for the potential for AI to bring significant innovation to the sector. AI tools are being developed to assist lawyers with document review, legal research and more. Most of us wish we had time to be an incredible professional, as well as an accomplished artist, writer and musician.

    Generative AI is that best version of our imagined selves. Producing music, art and video that has already won artistic competitions when submitted anonymously alongside the work of human artists.

    AI Regulation

    This is where wonder and risk collide. There are serious risks associated with the development and deployment of AI. AI has implications in copyright law, where vast amounts of data and creative work have been scraped for the training of AI models from web sources. AI generative content can also be created to mimic the works of existing Australian artists and creatives. This raises serious concerns for Australian artists and creatives, about the future of their work and livelihoods.

    As Australian Artist Ben Lee said on AI:

    “I don’t think art has ever succeeded in trying to fight technology…
    [but] we have to consider what we will lose if we put all our eggs in that basket.”

    And even if we aren’t recording artists – every Australian has eggs in this basket. We know the risks of having our sensitive data harvested and used. Your information could be training AI without your knowledge or consent.

    AI creates potential challenges in the areas of law enforcement and criminal behaviour, notably in relation to cybercrime. So we must consider the role of regulation and legislative frameworks for the development of AI.

    I am aware I am in a room of legal experts. I expect many of you may have an interest in AI. Equally, the current opportunities for law reform in the age of AI.

    It is worth noting that Barry Jones, when he made his famous prediction, was no great scientist. He studied arts and law. He had been a schoolteacher. It was deep thinking about Australian society and the road ahead of us. He couldn’t avoid the impacts of emerging technologies.

    Similarly, you all witness the iterative way in which law and society steadily adapt to each other, every day in the course of your work. Like Barry, you are in a position to see and understand the transformative impacts of new technology on how a society and its legal framework function. I hope you engage with and contribute to the current conversation about the safe and effective development and implementation of AI in Australia.

    Law reform in the age of AI

    Things are changing. Fast.

    Our regulatory approach is engaged with those changes. It is the role of law makers to balance risk with opportunity. To shield the Australian public from the dangers of AI, while not restricting the potential for AI to deliver positive and profound improvements in living standards.

    Later this month the Susan McKinnon Foundation will release new research on AI. Its report, ‘Partisanship, polarisation and social cohesion in Australia’ surveyed 3,000 Australians. It found familiar divides across many issues amongst progressives and conservatives.

    Surprisingly in one area they found agreement from left and progressive, centre and moderate, right and conservative. They all had similar results on the increased use of AI in daily life, and they all opposed the AI intrusion. Negative 15 per cent support from the left and progressives. Negative 20 per cent support from the right and conservatives.

    So Australians are looking for leadership on how best to protect themselves from potential harms. When conducting law reform we must keep front of mind the rights and needs of those who are most subject to vulnerability. To make sure those who are most disadvantaged are not put to further disadvantage.

    Some legislation is developed for specific technologies, like gene technologies or nuclear technologies. Other legislation is crafted to be technology neutral.

    The Australian Government is continually working to ensure that our robust system of existing legislative frameworks is fit-for-purpose. Capable of responding to harms, including harms enabled by AI.

    Australians know that the regulation of AI is a challenging issue. They recognise the potential dangers and benefits and the importance of getting it right. Where the community has expectations, law reform must respond to and uphold those community expectations. The laws of Australia, are ultimately, a mirror held up to our society. Our laws must reflect those expectations and beliefs of the collection of diverse individuals that make up this country.

    International developments

    The questions Australia faces are not ours alone. The United Nations has alerted the world to the growing energy demands of AI.

    Noting:

    “A request made through ChatGPT, an AI-based virtual assistant, consumes 10 times the electricity of a Google Search, reported the International Energy Agency.

    While global data is sparse, the agency estimates that in the tech hub of Ireland, the rise of AI could see data centres account for nearly 35 per cent of the country’s energy use by 2026.”

    Then there is the European Union Artificial Intelligence Act – designed to specifically address unique high-risk considerations associated with AI.

    By assigning AI systems and applications to three risk categories:

    1. unacceptable risk
    2. high-risk, and
    3. minimal risk.

    In this framework, unacceptable risk systems and applications are prohibited.

    Last year in the UK, an AI white paper was released which argues for a risk-based approach to AI regulation. The paper classifies AI systems based on the level of risk they pose. It emphasises the development of AI systems that are human-centric and trustworthy, whilst also promoting innovation through the development of AI innovation hubs to support research and development.

    In the United States, the first state-based AI legislation has been passed. Known as the Colorado AI Act, it will come into effect from February 2026. The Act requires developers of high-risk artificial intelligence systems to use reasonable care to protect consumers from foreseeable risks of algorithmic discrimination.

    Canada has proposed legislation, the Artificial Intelligence and Data Act, which is broadly aligned with the EU AI Act. The Bill established initial classes of high-impact AI systems and parameters for government to deem further classes of systems as high-impact systems. It would also require developers and deployers of general-purpose high-risk AI systems to establish accountability frameworks. It also provides new enforcement powers for the AI and Data Commissioner.

    These are all developments that the Australian Public Service is monitoring closely.

    AI regulation in Australia

    I began this speech talking about the 1980s here in Fremantle. The 1980s in Canberra saw computers occupy the desk real estate of the public service. Forty years ago, the Attorney-General’s Department assisted with the Copyright Amendment Act 1984, clarifying copyright protection for computer programs.

    The same year the Standing Committee of Attorneys-General “agreed on the desirability of uniform legislation to penalise the appropriation or use of computer data without lawful authority or excuse”.

    Forty years on the technology changed, but the work continues. The Minister for Industry and Science recently held consultations on proposals for introducing mandatory guardrails for AI in high-risk settings. This process is informing the Government’s consideration of how we can most effectively regulate the development and deployment of AI.

    The Senate Select Committee on Adopting AI is currently investigating opportunities and impacts for Australia arising out of the uptake of AI technologies. The Committee is scheduled to present its final report on the 26th of November.

    The Australian Public Service is also working to ensure that government serves as an exemplar for the responsible use of AI. On the 1st of September 2024, the Digital Transformation Agency introduced a policy for responsible use of AI in government, providing a framework for the safe and responsible use of AI by public servants.

    Attorney-General’s Department – AI law reform

    I would like to also talk specifically about some of the law reform being led by the Commonwealth Attorney-General relevant to AI regulation. This reform crosses a number of policy areas, including privacy, copyright, automated decision making, cybercrime, and technology facilitated abuse.

    Privacy reforms

    In the privacy space, Australians are becoming increasingly aware that the advent of AI technologies has introduced the potential for new privacy risks. While AI has the potential to provide major economic benefits, we know Australians are also cautious about the use of AI to make decisions which may affect them.

    In a survey by the Office of the Australian Information Commissioner, respondents made clear they want conditions in place before AI is used in this way. 
    In particular – they want to be told when this is the case. Our Government believes that entities have a responsibility to protect Australians’ personal information and ensure individuals have control and transparency over how it is used.

    On 12 September 2024, the Attorney-General introduced legislation to Parliament to reform the Privacy Act. The Bill implements a first tranche of reforms, agreed by Government in its response to the Privacy Act Review, ahead of consultation on a second tranche of reforms. The Bill will amend the Privacy Act to enhance its effectiveness, strengthening the enforcement tools available to the privacy regulator, while better facilitating safe overseas data flows.

    The Bill will also introduce a statutory tort for serious invasions of privacy, and criminal offences for the malicious release of an individual’s personal data online, otherwise known as ‘doxxing.’ Importantly, the Bill will provide individuals with transparency about the use of their personal information in automated decisions which significantly affect their interests. Entities will need to specify the kinds of personal information used in these sorts of decisions in their privacy policies.

    The Government is approaching this important reform work carefully. Ensuring increased privacy protections are balanced alongside other impacts, so that we deliver the fairest outcome for all Australians.

    Copyright and AI

    AI and copyright issues are another complex global challenge needing to be worked through in an Australian context. The Attorney-General’s Department is considering complex and contested AI and copyright issues in a careful and consultative way. This approach is consistent with advice from industry stakeholders that participated in a series of Copyright Roundtables in 2023.

    The Government is conscious of the need for balance. Between – on the one hand – the urgency with which the rapid development and adoption of AI demands a policy response.And on the other – the importance of taking the time necessary to get that response right, avoiding harmful repercussions.

    In December 2023, the Attorney-General established the Copyright and AI Reference Group as a standing mechanism for engagement with stakeholders. These stakeholders represent a wide range of sectors, including the creative, media and technology sectors. The Reference Group’s role is to consider copyright and AI issues. The Attorney-General’s Department’s ongoing consultation with the Reference Group is informing the development of policy for Government’s consideration.

    This work on copyright is part of the Government’s broader engagement on AI-related matters. It complements the work being led by the Minister for Industry and Science on the safe and responsible use of AI.

    Automated decision-making

    Automated decision making (or ‘ADM’) has long been part of administrative processes, inside and outside of government. When implemented thoughtfully and responsibly – which is the majority of cases – we can all benefit from faster, more efficient, and more accurate service delivery. From e-Gates at airports through to faster processing of claims, these benefits can meaningfully improve the services individuals receive from Government.

    However, where ADM is used to make decisions that adversely affect people’s rights or wellbeing, the community is understandably concerned. In particular, concerns centre on how these automation and artificial intelligence technologies are governed. When assurance processes fail, there can be life-altering impacts on individuals. As many of you would recall, this was this was vividly and painfully illustrated in the ‘Robodebt’ scandal and resulting Royal Commission.

    The Royal Commission made several recommendations to improve governance and safeguards around the use of ADM in administrative decision-making. The Government has fully accepted those recommendations and work is well underway in the Attorney-General’s Department to develop stronger safeguards.

    Australia learnt many lessons from the Robodebt scandal. We heard that individuals were able to successfully challenge particular decisions. However, most individuals did not feel they were in a position to challenge the assessments they received.

    Considerable harm across a large number of individuals was done before the system was brought to an end. The legal system was able to compensate individuals for what had happened.

    A key focus for better governing ADM, including systems that use AI, is therefore to ensure that systems and processes are sufficiently robust. To ensure that flaws in ADM design and implementation are identified and addressed before decisions are made that affect individuals. This could include ensuring that any use of ADM systems in administrative processes is consistent with the principles of administrative law.

    Cybercrime and technology-facilitated abuse

    Generative AI is being rapidly adopted by criminal actors in a range of contexts. For example, artificial intelligence is already being used to generate hyper realistic deepfakes. These can be used as a tool for sexual exploitation, abuse and harassment online.

    It is essential that the Australian Government keeps our laws under constant review. To ensure they remain fit-for-purpose in responses to rapid changes in technology – such as the emergence of AI.

    Earlier this year, the Attorney-General led legislative reform through the Criminal Code Amendment (Deepfake Sexual Material) Act 2024. The Act introduces new offences and strengthens the current criminal law framework. Ensuring the non-consensual transmission of sexual material developed or altered by such technologies is criminalised and subject to significant penalties. This came into force in September 2024.

    Partnership with the states and territories is also important, to ensure a cohesive national approach. In September, the Police Ministers Council agreed to a review of Commonwealth, state and territory frameworks. The review seeks to ensure they adequately address the issue of technology-facilitated abuse, including deepfakes.

    In March 2024, the Joint Standing Committee on Electoral Matters commenced an inquiry into civics education, engagement and participation in Australia. This came from a referral from Government. The inquiry is considering how governments and the community can prevent or limit inaccurate or false information influencing electoral outcomes. Particularly with regard to AI, foreign interference, social media, and mis- and disinformation.

    As AI technologies continue to evolve and transform, it is critical that Australia harnesses the opportunities arising from the uptake of AI technologies. To bolster Australia’s economic and social prosperity, as well as ensuring our legal frameworks remain fit for purpose. Making sure we combat the misuse and abuse of AI for criminal purposes.

    Conclusion

    I started this speech talking about the excitement of the America’s Cup. What it did to my hometown of Fremantle. The joy that win gave the nation.

    I see that excitement again in the possibility of Artificial Intelligence. To unlock the potential of our people, wherever they live. Powered by a publicly owned National Broadband Network.

    The age of AI is now here. This is a time of great excitement, where the bounds of human creativity and imagination are currently being pushed. But it is also, a time to stop, and to carefully consider the potential hazards and pitfalls, as we move forward.

    The Australian Government is working hard to ensure our legislative framework shields Australians from the potential harms of AI technologies.

(NASDAQ: PFIE) (“Profire”), a technology company providing solutions that enhance the efficiency, safety, and reliability of industrial combustion appliances, today announced a definitive agreement where CECO will acquire Profire, in an all-cash transaction.

    Profire is a leader in burner management technology and combustion control systems that provide mission-critical combustion automation and control solutions and services to improve environmental efficiency, safety and reliability for industrial thermal applications globally. Profire estimates its 2024 sales to be greater than $60 million with adjusted EBITDA margins of approximately 20 percent.​

    Transaction Details and Timing

    Under the terms of the agreement, a subsidiary of CECO (“Merger Sub”) will commence a tender offer to acquire all issued and outstanding shares of Profire common stock at a price of $2.55 per share, in cash, without interest and subject to applicable withholding tax.  The tender offer will initially remain open for 20 business days from the date of commencement of the tender offer, subject to extension under certain circumstances. The transaction, which has been unanimously approved by Profire’s Board of Directors, implies an equity value of approximately $125 million and a total enterprise value for Profire of approximately $108 million.

    The tender offer is subject to customary closing conditions, including that at least a majority of the outstanding shares of Profire’s common stock are tendered and not withdrawn in the tender offer and the expiration of the waiting period under the Hart-Scott-Rodino Antitrust Improvements Act of 1976.

    The price represents a 46.5% premium over Profire’s closing share price of $1.74 on October 25, 2024 and a premium of 60.3% to Profire’s 30-day volume weighted average share price on October 25, 2024. 
    Following a successful completion of the tender offer, including the satisfaction of certain customary conditions, CECO will acquire all remaining untendered shares of Profire common stock at the same price of $2.55 per share in cash through a merger of Merger Sub with Profire, with Profire continuing as the surviving corporation.

    Upon completion of the transaction, Profire will become a wholly-owned subsidiary of CECO and shares of Profire’s common stock will no longer be listed on any public market. The parties anticipate that the combination will be completed in the first quarter of 2025.

  • MIL-OSI: Friday afternoons in December are the most dangerous time to drive, Allstate Canada data shows

    MARKHAM, Ontario, Oct. 29, 2024 (GLOBE NEWSWIRE) — Winter weather in Canada can present drivers with unique and challenging conditions. In fact, recent collision claims data from Allstate Insurance Company of Canada (“Allstate”) reveals December, January, and November are respectively the top three highest volume months for insurance claims due to a collision. Friday afternoons in December are particularly problematic when the company analyzed its data from the last two years.

    It’s possible the increase in collisions is the result of drivers navigating multiple factors. These can include stress from work near the end of the year, excitement to start the weekend, holiday preparations, fewer daylight hours, slippery roads, reduced visibility, or a combination of factors can create a challenging time for many Canadian drivers.

    “Anyone can get a little rusty from one year to another, and even forget to apply some basic adjustments while at the wheel as the weather becomes colder,” said Odel Laing, Agency Manager at Allstate. “Combine that with a packed holiday schedule and the risk of a collision can rise. We’re releasing this data to help drivers be aware of the increased risks on the road as we approach the end of 2024. The holiday season is busy enough without the added task of dealing with a collision.”

    While not all provinces mandate winter tires, Allstate recommends them. The performance of all-season tires can begin to drop when the temperature is below 7 degrees Celsius, which can affect stopping distances and vehicle control.

    Car Collision Data
    Allstate claims data shows that colder weather conditions contribute to a significant increase in road accidents, for instance:

    • Fridays, followed by Thursdays, are the days of the week with the highest number of incidents that result in customers submitting a claim.
    • December is the worst month for car collisions, followed by January and then November.
    • Half of all incidents (50%) occur in the afternoon, between noon and 6 pm.
    • The three most common reasons for making a collision-related claim are due to rear-end crashes, hit to a parked car, and changing lanes.

    An ‘Annual Learning Curve’ for Canadian Winter Drivers
    Regardless of skill level or how much experience one has on the road, Canadian winters require an adjustment to driving routines year after year. Here are five reminders to put into practice this winter:

    • Keep an eye on weather reports and have winter tires installed before the temperature drops to below 7 degrees Celsius.
    • Slow down and keep a reasonable distance from the vehicle in front of you.
    • Always signal turns and lane changes early so other vehicles know your intentions.
    • Understand your car’s safety systems, but avoid relying on them by practicing defensive driving.
    • Review your car insurance policy and roadside assistance coverage.

    The Prime Minister Shri Narendra Modi addressed the Rozgar Mela and distributed more than 51,000 appointment letters to newly appointed youth in Government departments and organizations via videoconferencing today. Rozgar Mela highlights the Prime Minister’s commitment to prioritizing employment generation. It will empower the youth by providing them with meaningful opportunities to contribute to nation-building.

    Addressing the occasion, the Prime Minister noted the auspicious occasion of Dhanteras and conveyed his best wishes on the occasion. Underlining that this year’s Diwali would be a special one, the Prime Minister said that it is the first Diwali since Lord Shri Ram has been seated in his magnificent temple in Ayodhya after 500 years. He said that several generations have waited for this Diwali, while many have sacrificed their lives for it or faced adversities. The Prime Minister  emphasized that the present generation is extremely fortunate to witness and become a part of such celebrations. In the atmosphere of festivity, said the Prime Minister, 51,000 youth are being handed out recruitment letters for government jobs. He congratulated the new recruits and conveyed his best wishes to them.

    The Prime Minister highlighted that offering permanent Government jobs to lakhs of youths has been a legacy which is continuously going on. He added that lakhs of youths were handed appointment letters even in the states being governed by BJP and NDA allies. Shri Modi emphasized that in Haryana there is a festive atmosphere with 26,000 youths getting jobs by the newly formed government . Shri Modi said their Government in Haryana had a special identity of giving jobs without any expense or recommendation. He greeted the 26,000 youths of Haryana who will be handed over their appointment letters today apart from 51,000 jobs in today’s Rozgar Mela. 

    The Prime Minister reiterated the government’s commitment that the youth of the country should get maximum employment. Noting that the policies and decisions of the government have a direct impact on job creation, the Prime Minister highlighted the development of expressways, highways, roads, rail, ports, airports, laying of fiber cables, setting up of mobile towers and expansion of new industries in all parts of the country. Referring to laying of water and gas pipelines, establishing of new schools, colleges and universities and reducing logistics cost by spending on infrastructure, Shri Modi said that it is not only benefitting the citizens but also creating new job opportunities. 

    Recalling his visit to Vadodara in Gujarat yesterday, the Prime Minister mentioned inaugurating an aircraft manufacturing facility for the defence sector. He said that thousands of citizens would get direct employment while MSME industries would hugely benefit from the manufacturing of spare parts and other equipment, creating a huge network of supply chains. Noting that a single aircraft comprises 15,000 to 25,000 parts, Shri Modi emphasized that thousands of smaller factories would play an active role in fulfilling the demands of a mega factory, thereby benefiting India’s MSMEs. 

    The Prime Minister remarked that whenever a scheme is launched, the focus is not just only on the benefits accrued to the citizens, but also develop an entire ecosystem of employment generation using it as a medium by thinking in a broader scope. Citing an example of PM Suryaghar Muft Bijli Yojana, he said  in the last 6 months, around 2 crore customers had registered for the scheme, more than 9,000 vendors were associated with scheme, solar panels were already installed in more than 5 lakh houses and in the near future, there was a plan to create 800 Solar villages as model under this scheme. He also noted that 30,000 people had undergone training for roof-top solar installation as well. Therefore, he added, this one scheme of PM Suryaghar Muft Bijli Yojana has created a host of employment opportunities for manufacturers, vendors, assemblers and repairers across the country.

    Noting that the Khadi industry of India has been transformed by the policies of the government in the last 10 years and impacted the people in the villages, the Prime Minister informed that Khadi Gram Udyog’s business has surpassed 1.5 lakh crores today. Drawing parallels from 10 years ago, the Prime Minister exclaimed that the sale of Khadi has grown up to 400 percent, thereby benefiting artists, weavers and businesses and also creating new employment opportunities. Shri Modi also touched upon the Lakhpati Didi scheme where new employment and self-employment opportunities are provided to rural women. “More than 10 crore women have joined self-help groups in the last decade”, he added, noting that 10 crore women are now engaged in economic activities. He credited the support provided by the government in every step and reiterated the commitment to creating 3 crore lakhpati didis. “More than 1.25 crore women have already become Lakhpati Didis so far making their annual income above Rs 1 lakh”, he added.

    The Prime Minister stated that India is moving towards becoming the world’s third-largest economy. Reflecting on the country’s progress, he noted the inquisition by the youth of India who often ask why the country didn’t achieve this pace earlier. Underlining that the answer lies in the lack of clear policies and intent in previous governments, the Prime Minister pointed out that India had been lagging behind in several sectors, particularly technology. He recalled that India used to wait for new technologies from around the world and what was considered outdated in the West would eventually reach the nation. He pointed out the long withstanding belief that modern technology could not be developed in India not only set India back in terms of growth but also deprived the country of crucial job opportunities. 

    Highlighting the steps taken to free the country from this old thinking, the Prime Minister stated that efforts were initiated to break free from this old mindset in sectors like space, semiconductors, electronics and electric vehicles by promoting Make in India. The Prime Minister underscored the importance of technological advancement and investment, adding that the PLI scheme was launched to bring new technology and foreign direct investment to India, which has accelerated job creation when combined with the Make in India initiative. He noted that every sector is now receiving a boost providing opportunities for youth across different fields. “Today, India is witnessing massive investment, and record opportunities are being created”, he said, adding that in the last eight years, over 1.5 lakh startups have been launched, making India the world’s third-largest startup ecosystem. He further added that these sectors are offering our youth a chance to grow and gain employment.

    The Prime Minister reiterated that the government is very focused on skill development today to increase the capacity of the youth of India. Therefore, he added, Government started missions like Skill India and youth were being trained in many skill development centers. Shri Modi remarked that arrangements were made to ensure that India’s youth need not have to wander for experience and opportunity. Citing the Pradhan Mantri Internship Yojana, Shri Modi said provisions were made for paid internships in the top 500 companies of India, where every intern would be given Rs 5,000 per month for one year. He added the Government’s target  was to ensure one crore youth get internship opportunities in the next 5 years. This, he said, would give the youth a chance to connect with the real-life business environment in different sectors and add a beneficial experience to their career.

    The Prime Minister remarked that the Indian government was creating new opportunities to make it easier for Indian youth to get jobs abroad. Citing the recently released Germany’s  Skilled Labour Strategy for India, Shri Modi informed that Germany had increased the number of visas given to skilled Indian youth every year from 20 thousand to 90 thousand. He added that India’s youth will benefit greatly from this. Shri Modi also mentioned that India had signed agreements related to migration and employment with 21 countries in recent years, including countries like Japan, Australia, France, Germany, Mauritius, Israel, UK and Italy, apart from Gulf countries. He noted that every year 3 thousand Indians can get a 2-year visa to work and study in the UK while 3 thousand Indian students will get the opportunity to study in Australia. “India’s talent will not only give direction to India’s progress but also to the world’s progress”, exclaimed Shri Modi. He added that India was moving ahead in that direction.

    Shri Modi emphasized that the role of the government today was to create a modern system where every youth gets an opportunity and can fulfill their aspirations. Therefore, he urged the newly appointed youths in various positions that their goal should be to provide maximum facilities to the youth and citizens of India.

    The Prime Minister emphasized the crucial role of taxpayers and citizens in securing government jobs and stated that the government exists because of the citizens and is appointed to serve them. He reiterated that the primary duty is to serve the nation, be it in the position of a postman or a professor. Shri Modi underlined that the new recruits have joined the government at a time when the country has resolved to become developed. Therefore, said the Prime Minister, to achieve this goal, we must excel in every sector and contribute fully. He urged the new recruits to not only perform well but to strive for excellence. “Government employees in our country should set an example recognized worldwide”, he asserted. The Prime Minister stressed that the nation has high expectations from them and said that these expectations must be met to deliver on the commitments.

    Rozgar Mela is being organized at 40 locations across the country with new recruits joining the Central Government across various Ministries and Departments such as the Department of Revenue, Department of Higher Education, Ministry of Home Affairs, Ministry of Defence, Ministry of Health and Family Welfare among others.

    Newly appointed recruits will have the opportunity to undertake foundational training through ‘Karmayogi Prarambh,’ an online module available on the iGOT Karmayogi portal. Over 1400 e-learning courses are available which will equip recruits with essential skills to serve in their roles effectively and work towards building a Viksit Bharat.

On one side, we have the celebration of ‘Sanskriti’ (culture); on the other, a celebration of ‘Vikas’ (progress)—this is the new mark of Bharat. The work of ‘Virasat’ (preserving heritage) and ‘Vikas’ (fostering development) goes hand in hand. Today, I had the opportunity to lay the foundation and inaugurate several development projects related to Gujarat. Before coming here, I was in Vadodara, where we inaugurated Bharat’s first factory of its kind, which will produce ‘Made in India’ aircraft for our Air Force right here in Gujarat, in Vadodara. Our Amreli belongs to the Gaekwads, and Vadodara also belongs to the Gaekwads. It’s a moment of pride! And today, here, I had the chance to inaugurate Bharat Mata Sarovar, and from this platform, we have laid the foundation stones and inaugurated multiple long-term projects related to water, roads, and railways. All these projects are intended to ease the lives of people in Saurashtra and Kutch and these projects will propel development forward. The projects that we inaugurated and laid the foundation for today are for the welfare of our farmers, for the prosperity of those in agriculture, and for job opportunities for our youth. My best wishes to all my brothers and sisters in Kutch, Saurashtra, and Gujarat for these many projects.

    The land of Saurashtra and Amreli has given birth to many gems. Whether historically, culturally, in literature, or politics, Amreli’s past has been glorious. This is the land that gave us Yogi ji Maharaj, the same land that gave us Bhoja Bhagat, and it is rare for a single evening to pass in Gujarat without the mention of Dula Bhaya Kag. Every folk tale and poetry remembers Kag Bapu. And today, the soil here, which holds memories of poet Kalapi and his famous line रे पंखीडा सुखथी चणजो (Fly freely, little bird), finds fulfillment with the arrival of water. This is Amreli, a magical land that has produced K. Lal, poet Rameshbhai Parekh, and our first Chief Minister of Gujarat, Jivrajbhai Mehta. The children here have faced challenges and have stood strong in the face of adversities. Those who choose the path of strength instead of bowing to natural disasters are the children of this earth. Some of them have emerged as entrepreneurs who not only made their district proud but also Gujarat and Bharat. And they have tried to do whatever they can for the society. And our Dholakia family continues to carry forward this legacy.

    With the government’s 80/20 water scheme, the BJP government in Gujarat has prioritised water from the very beginning. These efforts include 80/20 scheme and public participation, building check dams, building farm ponds, deepening lakes, building water temples, digging ponds, etc.  I remember when I would go to attend meetings in Delhi as Chief Minister and mention how a significant portion of our budget goes toward water resources, chief ministers and leaders from other states would look at me with surprise. I would tell them that Gujarat has many people who are awash with talents and if we get water once, Gujarat will flourish. This tradition belongs to our Gujarat. Many people have joined the 80/20 scheme. Everyone, including communities and villages, participated; my Dholakia family adopted it on a large scale, bringing the rivers to life. And this is the way to keep the rivers alive. We were connected to 20 rivers from the Narmada River. And the idea came to our minds to create small ponds in the rivers, so we could conserve water for miles. And once the water seeps into the ground, it will not remain without turning into nectar, brothers. The people of Gujarat, Saurashtra or Kutch don’t need books to explain the importance of water; they have experienced the hardships firsthand. They know exactly their problems; they know what types of problems there are. We have seen people from Saurashtra and Kutch migrating due to lack of water. We have seen the days when eight-eight people were forced to share a room in the cities. And now, we have created the country’s first Ministry of Jal Shakti because we know its importance. Today, we see the fruits of years of effort as the water from Narmada reaches every village.

    I remember a time when one would gain ‘punya’ from the Narmada Parikrama (circumambulation). The era has changed, and Mother Narmada herself is going from village to village, distributing ‘punya’ and water. The water conservation schemes, such as the SAUNI Yojana, which I launched, were met with disbelief and skepticism. Nobody was ready to believe that it could be possible. Some crooked people even criticised it as a publicity stunt by Modi ahead of elections. But all these schemes have breathed new life into Kutch and Saurashtra, allowing people to witness their dreams of green fields come true. This is an example of how a resolution made with sacred spirit gets fulfilled. I remember when I talked about laying pipes large enough for a Maruti car to pass through; people were astonished. Today, those pipes carry water throughout Gujarat.  This is what Gujarat has accomplished. We need to increase the depth of the river, so we have to build check dams, or at the very least, create barrages. We need to go to that extent to save water. The people of Gujarat have wholeheartedly embraced water conservation, and this has led to improvements in drinking water quality, health, and the ambitious goal of supplying water to every home and farm. This is a fact which is very satisfying. The 18-20-year-olds today may not even realize how difficult life was without water. Turning on the tap to shower is routine for them, unlike the past when mothers had to walk several kilometers with utensils to fetch water.

    The work done by Gujarat is now proving to be an example for the entire country. The campaign to bring water to every home and every field in Gujarat is still being carried out with such dedication and purity. Today, projects are being inaugurated and their foundations laid with hopes of benefiting millions. The Navda-Chavand Bulk Pipeline Project will bring water to around 1,300 villages and over 35 towns. People from Amreli, Botad, Rajkot, Junagadh, and Porbandar will benefit from an additional 30 crore liters of water every day. Today the foundation stone for the second phase of the Pasvi Augmentation Water Supply Scheme has also been laid. Mahuva, Talaja, and Palitana are the three talukas which will benefit largely from this scheme. Palitana is a significant pilgrimage and tourist site that sustains the state’s economy. Over 100 villages will directly benefit from these projects.

    Today, the inauguration and foundation laying of water projects symbolize the partnership between government and society. This is a remarkable example, and we emphasize public participation because water initiatives will only succeed through collective efforts. When we celebrated 75 years of independence, the government could have organized numerous events, placing boards with Modi’s name on them, but we chose not to. Instead, we launched a plan to create “Amrit Sarovars” (lakes) in villages, aiming to build 75 lakes in each district. As per the latest information, work is underway on nearly 75,000 such lakes, with over 60,000 lakes already brimming with life. Serving future generations in this way has significantly helped raise the water table in neighbouring areas. We ran the “Catch the Rain” campaign.  When I went to Delhi, this experience was very useful.  Today it has become a successful model. To encourage water conservation, be it at the family, village, or colony level, people must be inspired to save water. We are fortunate to have C.R. Patil in our cabinet now, who brings his expertise in water management from Gujarat. Now this is being followed in the entire country. He has made “Catch the Rain” one of his key initiatives, and thousands of recharge wells have already been constructed with public involvement in states like Gujarat, Rajasthan, MP, and Bihar. Recently, during a video conference program in Surat, South Gujarat, we saw people building recharge wells in their ancestral villages, that restores some family wealth to the village. This is an exciting new initiative: keeping the village’s water within the village and the border’s water within the border. These campaigns are significant steps forward.  These efforts to retain local water are part of a broader mission, as seen in other countries with minimal rainfall, where they conserve every drop of water. If you visit Mahatma Gandhi’s home in Porbandar, you’ll find a 200-year-old underground water storage tank, showing how our ancestors valued water centuries ago.

    The availability of water has made farming easier. Our motto is “Per Drop More Crop.” In Gujarat, we promoted micro-irrigation, especially sprinklers, which farmers of Gujarat welcomed. Today, wherever Narmada water has reached, farmers can reap three crops in areas where cultivating even one crop was once difficult. This has brought happiness and prosperity to households. Amreli district is advancing in agriculture, with crops like cotton, peanuts, sesame, millet, and bajra (pearl millet) from Jafrabad. I appreciate this initiative during my meetings in Delhi. Amreli’s Kesari mango has now received a GI tag, giving it a unique identity worldwide. Amreli is also gaining recognition for its natural farming, and our governor is working on this mission mode. Farmers in Amreli are dedicated to this experiment, committed to producing quick, viable crops. In our Halol, different universities for natural farming have been developed. The first college for natural farming under that university has been established in Amreli. The reason for this is that the farmers here are committed to this new experiment. Therefore, if they conduct experiments here, their crops will be ready immediately. Our goal is for farmers to engage more in animal husbandry, particularly cattle farming, benefiting from natural farming. In our Amreli, regarding the dairy industry, I remember that there used to be laws that considered setting up a dairy as a crime. We removed restrictive laws on dairy farming, facilitating the establishment of the dairy industry in Amreli, leading to rapid growth through cooperative efforts. I remember when Amar Dairy was founded in 2007, only 25 cooperative societies were part of it. Today, over 700 villages have joined, collecting around 1.25 lakh liters of milk daily, reflecting a true revolution and the adoption of various development pathways.

    I have another joy; I mentioned this many years ago, said it in front of everyone, and I called for a white revolution, a green revolution, but now we need to have a sweet revolution. We need to produce honey; honey should not just be something to talk about at home, brothers. We need to produce honey in the fields so that farmers can earn more. Our Dilip Bhai and Rupala ji raised this issue in the Amreli district, and now beekeeping has started in the fields, and people have learned about it. Now, the honey here is establishing its own identity. This is a joyful thing. Environmental efforts, like tree planting under the ‘Ek Ped Maa Ke Naam’ campaign, have been embraced nationwide and even globally, with admiration for this unique approach. Everybody is associating with this campaign. This is a great effort as far as environment is concerned. And second important work relating to environment is that we are striving to eliminate electricity bills by implementing the PM Surya Ghar Muft Bijli Yojana, a free solar electricity scheme that can save families Rs. 25,000 to Rs. 30,000 annually. Not only that they are earning additional income by selling the electricity which they are saving. Nearly 1.5 crore families have registered for this initiative, and over 200,000 homes in Gujarat now have rooftop solar panels, producing electricity and selling the surplus electricity. Amreli district has also made significant progress in energy, with Dudhda village, led by Govindbhai, close to becoming a solar-powered village. Six months ago, Govindbhai told me that he has to make his village ‘Surya Ghar’ (solar-powered village) and this is nearing completion. This initiative is expected to save the village Rs. 75,000 per month in electricity bills, with each household saving Rs. 4,000 annually. Congratulations to Govindbhai and Amreli for making Dudhda the first solar village in the district.

    Water and tourism are closely linked; where there is water, tourism naturally follows. Just now, while looking at Bharat Mata Sarovar, I thought that migratory birds that usually visit Kutch may find a new address here this December. When the Flamingos start coming here, it will attract more tourists. Amreli district is blessed with several pilgrimage sites that people visit with devotion. We saw the potential in the Sardar Sarovar Dam, which was initially built for water storage. By adding the world’s tallest statue of Sardar Patel, we created a monument that attracted nearly five million visitors last year, not just for the dam but to pay homage to the statue. With Sardar Patel’s 150th birth anniversary approaching on October 31, I will return to Gujarat soon to pay my respects. I will return to Delhi today, but will come back again day after tomorrow to pay my obeisance at the feet of Sardar Sahab. As usual, we celebrate his birth anniversary with a Unity Run, but this year, as Diwali falls on October 31, we have scheduled it for October 29. I hope that the Unity Run events will be held widely across Gujarat, and I will be attending the National Unity Parade in Kevadia.

    In the coming days, the newly established Kerly Recharge Reservoir is set to become a significant centre for eco-tourism, as I predict today. I see a great potential for adventure tourism there. Kerly Bird Sanctuary will gain international recognition, attracting birdwatchers and nature lovers from across the globe. Birdwatchers often spend days with cameras in hand, immersed in forests, creating an income source through tourism. Gujarat’s coastline, once known for its salty waters and seen as a challenge, is being transformed into a gateway to prosperity. We are prioritizing work to make Gujarat’s coastline not only a regional asset but a national hub for wealth and development. Our fishing communities will benefit greatly, as will our ports, steeped in centuries of heritage, which we are revitalizing. Lothal—an ancient city, over 5,000 years old— has not gained prominence after Modi came to power. It has always held a special place in my vision since I became Chief Minister of Gujarat, and I wanted to bring it to the world map of tourism. And now we are establishing the world’s largest maritime museum there. When we go from Amreli to Ahmedabad, it comes on the way, it is not very far, we have to go a little further.

    Our attempt is to showcase Bharat’s maritime heritage to the world, highlighting the legacy of our ancient seafarers. Our efforts are also aligned with the Blue Revolution to enhance marine resource development, and port-led development is playing a crucial role in advancing the vision of a ‘Viksit Bharat’ (Developed India). Infrastructure in places like Jafrabad and Shiyal Bet is being enhanced, turning Amreli into a prominent regional hub. The modernization of Pipavav port has opened new avenues for thousands of jobs and increased capacity for handling over a million containers and thousands of vehicles. We aim to connect all of Gujarat’s ports with the rest of the country, fostering a seamless network that benefits the economy nationwide.

    On the other hand, there is equal concern about the life of a common man. Our infrastructure initiatives extend to providing affordable housing, electricity, railways, roads, gas pipelines, telecommunications, optical fibers, and hospitals. In our third term, because after 60 years the country has given an opportunity to any Prime Minister to serve as Prime Minister for the third time. I cannot be thankful enough for the cooperation with Gujarat in this. We have seen this holistic approach to connectivity has already yielded tremendous results in Saurashtra, attracting large-scale industries. As the infrastructure improves, large-scale industries come in; we have seen the benefits of the RoRo ferry service. I used to hear about it in school: ‘Goga’s ferry, Goga’s ferry,’ but no one had done anything about it. We got the opportunity, and now over 700,000 people have used this RoRo ferry service. More than 100,000 vehicles and over 75,000 trucks and buses have benefited from it. It has saved countless people time and money, and so much petrol smoke has been avoided. If you calculate that, we would all be surprised why such a significant work wasn’t done earlier. I believe such good works were destined for me.

    Today, the work is underway to create the Amritsar-Bhatinda Economic Corridor from Jamnagar. The biggest benefits will be gained from it. The states from Gujarat to Punjab will also benefit from it. There are large economic zones being established along that route. Major projects are coming up, and with the inauguration of the road project, the Jamnagar-Morbi area is being developed. I have always said that the Rajkot-Morbi-Jamnagar triangle has the potential to be recognized as Bharat’s manufacturing hub. It has the power to be a mini Japan. When I mentioned this 20 years ago, everyone was mocking it. But today it is happening, and the connectivity work is now associated with it. As a result, the connectivity of the cement manufacturing area will also improve. In addition to this, the pilgrimage sites of Somnath, Dwarka, Porbandar, and the Gir Lions are set to become more accessible and magnificent as tourism destinations. Today, the rail connectivity in Kutch has expanded; this connectivity project for Saurashtra and Kutch has made Kutch a national attraction for tourism. People across the country are worried that there will be delays for tourism and industries in Kutch, and they are rushing to explore it.

    As Bharat develops, its pride in the world is increasing. The entire world is looking at Bharat with new hope, and a new perspective is emerging to view Bharat. People are beginning to recognize Bharat’s potential. Today, the whole world is listening to Bharat seriously and attentively. Everyone is discussing the possibilities within Bharat. Gujarat plays a significant role in this; Gujarat has shown the world how much potential lies in the villages of Bharat’s cities. A few days ago, I attended the BRICS summit in Russia, where I had the opportunity to engage in peaceful conversations with many prime ministers and presidents from different countries. The common sentiment among all was that they want to connect with Bharat and be partners in Bharat’s journey of development. All the countries are asking about the investment possibilities in Bharat. When I returned from Russia, the Chancellor of Germany came to Delhi with a large delegation. He brought along industrialists from Germany who invest across Asia. He told them to listen to Modi ji and decide what they want to do in Bharat. This means that Germany is also eager to invest significantly in Bharat. Not only that, he made an important announcement that will benefit our youth. Previously, Germany issued 20,000 visas; he announced that they will now issue 90,000 visas and that they need young people for their factories. The strength of Indian youth is immense, and the people of Bharat are law-abiding and live peacefully together. They stated that they need 90,000 people here and have announced the issuance of 90,000 visas every year. Now it is an opportunity for our youth to prepare according to this need. Today, the President of Spain was here, and Spain plans to invest significantly in Bharat. This will greatly benefit small industries in Gujarat, especially with the establishment of a transport aircraft manufacturing factory in Vadodara. The small factories in Rajkot that produce various tools will also contribute to this aircraft production. People working on small lathe machines from every corner of Gujarat will provide small parts, as thousands of components are needed in an aircraft, and each factory specialises in specific parts. This work will be beneficial for the entire Saurashtra region, where the structure of small industries exists. This opens up numerous employment opportunities.
