  • MIL-OSI Security: Jackson Man Pleads Guilty to Illegal Possession of a Machinegun after High Speed Chase and Collision with a Train Car

    Jackson, Miss. – A Jackson man pled guilty to illegal possession of a machinegun.

    Johnny Ragsdale, 20, pled guilty on October 24, 2024 in U.S. District Court in Jackson.

    According to court documents, Ragsdale was found in possession of an illegal machinegun after an attempted traffic stop on a vehicle in Jackson. Ragsdale, the driver, failed to yield to law enforcement and led Capitol Police on a high-speed chase. The chase ended after Ragsdale collided with a train car on Mill Street. A Glock pistol was recovered from the vehicle, and a machinegun conversion device, also known as a switch, was attached to the pistol.

    The U.S. Attorney’s Office has seen an increase in cases involving illegal firearm conversion devices, commonly known as “switches” or “auto sears,” which convert semi-automatic handguns into fully automatic weapons (i.e., machineguns) in a matter of seconds. The rapid fire of firearms converted to machineguns presents a significant danger in our community to both the public and law enforcement.  According to a 2023 report by the Bureau of Alcohol Tobacco, Firearms and Explosives (ATF), there was a 570% increase in the number of machinegun conversion devices taken into ATF custody between 2017 and 2021.

    Ragsdale is scheduled to be sentenced on February 25, 2025, and a maximum penalty of 10 years in prison. A federal district judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    U.S. Attorney Todd W. Gee and Special Agent in Charge Joshua Jackson of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) made the announcement.

    The ATF and the Capitol Police Department are investigating the case.

    Assistant U.S. Attorney Amber S. Jones is prosecuting the case.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. On May 26, 2021, the department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.

  • MIL-OSI United Kingdom: Corran Ferry annual refit supported by the Maid of Glencoul from 31 October 2024

    The MV Corran will shortly be heading for its planned annual refit and the support vessel the Maid of Glencoul will begin servicing the route from 31 October 2024.

    The Maid of Glencoul will operate to the normal timetable, however the public should be aware that the vessel does not currently have a dangerous goods license, those carrying such items will not be permitted travel.  We apologise for any inconvenience that this may cause.

    Maid of Glencoul – Vehicle carrying restrictions are as follows:

    • Weight- 38 Tonnes
    • Height – 16 Feet
    • Length – Rigid – 39`6” (12m) overall – Arctic – 49` (15m) overall

    The MV Corran’s annual refit will include scheduled maintenance, and the programme of works is planned to be completed before the end of the year, however we will keep the public updated to any changes to programme that may arise from full inspection of the vessel once in dry dock.

    The Maid of Glencoul is a smaller vessel carrying 14 vehicles compared to 28 on the MV Corran.  Please bear this in mind and support the service by avoiding peak times where possible.

  • MIL-OSI United Kingdom: Inverness Bonfire and Fireworks display

    The Inverness Events and Festivals Working Group are excited to confirm that Highland Council’s Civic Bonfire and Fireworks display will be held at Bught Park, Inverness on Tuesday 5 November 2024.

    The evening will start at 5pm with the opening of the catering village, followed by a performance around the base of the bonfire by Fly Agaric Fire Display Team at 5.30pm. The bonfire will be lit at 6pm by Provost of Inverness and Area Councillor Glynis Campbell Sinclair followed by 20-minute spectacular fireworks display at 7pm.

    Provost Campbell Sinclair said: “It is a real pleasure for the Working Group to provide a community bonfire and fireworks display which is a key event supported by the Inverness Common Good Fund and which is free to attend.”

    “Scottish Fire and Rescue Service bonfire safety advice ‘is to always attend an organised bonfire and firework display’ and we are pleased to be able to provide this event in Inverness which supports SFRS advice.”

    She added: “We hope the many thousands of anticipated spectators have a fun-filled, safe and enjoyable evening.”

    Constructed by The Highland Council, the bonfire is one of the largest erected in Scotland, thanks to support from the local business community who donate hundreds of pallets. This year the pallets have kindly been donated by Whyte and Mackay.

    The 20-minute musical fireworks display will be staged by the award winning Fireworx Scotland team and will start at approximately 7pm, after a short delay to allow spectators to move to the riverside area of Bught Park pitches to view the fireworks (which will be set off in front of the Grandstand). Spectators should note that there will be no access to the shinty field, and there will be no seating available in the Grandstand as both the shinty field and Grandstand are out of commission due to ongoing works at the Bught.

    Pedestrians are asked to note that the Infirmary footbridge will be closed on bonfire night (Tuesday 5 November) at 4pm and will reopen at 9pm. Infirmary Bridge is routinely closed during events for public safety and to reduce the likelihood of serious damage to the footbridge.

    Drivers are reminded that parking restrictions will be in place around the Bught area on Tuesday night (5 November) with priority access maintained for the emergency services, disabled drivers, and local residents throughout the night. A disabled parking area for Blue Badge holders will be located at the city centre end of the grandstand at Bught Park and drivers are asked to enter by the entrance close to the junction of Torvean Avenue and Dunachton Road. All other drivers are asked to use the 2,800 plus car parking spaces available in the city centre and to park considerately if choosing to leave their vehicle elsewhere.

    The importance of spectators parking away from the site was demonstrated last year when over 15,000 spectators visited Bught Park, and families are asked to help the Council once again by setting off early and walking to the show.

    The Prime Minister, Shri Narendra Modi laid the foundation stone and inaugurated various development projects worth over Rs 4,900 crores in Amreli, Gujarat today. Today’s development projects comprise rail, road, water development and tourism sectors. They will benefit the citizens of Amreli, Jamnagar, Morbi, Devbhoomi Dwarka, Junagadh, Porbandar, Kachchh and Botad districts of the state.

    Addressing the gathering, the Prime Minister highlighted the festive spirit of Dhanteras and Diwali noting that while these festivals celebrate culture, the ongoing progress in development is equally significant. He shared updates on several major projects across Gujarat mentioning his visit to Vadodara where he inaugurated India’s first factory dedicated to manufacturing Made in India aircraft for the Indian Air Force. The Prime Minister mentioned inaugurating Bharat Mata Sarovar in Amreli earlier today and said that several large projects related to water, roads and railways have been inaugurated and the foundation laid here. He said that these projects would ease the lives of people in Saurashtra and Kutch, accelerate regional development, enrich local farmers and create new employment opportunities for the youth. He congratulated everyone on the development projects of today.

    Remarking that the land of Amreli in Saurashtra had given many gems to India, the Prime Minister said that Amreli has a glorious past in every way, historically, culturally, literary- related and politically. He added that Amreli is the karmabhoomi of Shri Yogiji Maharaj and Bhoja Bhagat as well as folk singer and poet Dulabhayya Kag, poets like Kalapi, world-famous magician, K Lal and the leader of modern poetry, Ramesh Parekh. He further added that Amreli has also given Gujarat its first Chief Minister, Shri Jivraj Mehta ji. Shri Modi noted that the children of Amreli have also earned a big name in the business world with huge contributions to the society. He added that this tradition has been strengthened by the Dholkaiya Family, which was associated with the 80/20 schemes related to water conservation of the Gujarat government. The Prime Minister also noted that the changes were evident due to the continuous efforts in the last two and a half decades.

    The Prime Minister emphasized the importance of water, particularly for the people of Gujarat and Saurashtra who have long faced water-related challenges. He reflected on the past when Saurashtra was known for migration due to water scarcity and said, “Today, the situation has transformed. Now, Narmada water reaches villages” as he lauded government initiatives like Jalsanchay and the Sauni scheme that have significantly raised groundwater levels. He said that the issue of floods can be mitigated and rainwater can also be stored effectively with river deepening and the construction of check dams. He further added that issues related to drinking water in surrounding areas would also be addressed benefitting millions of people.

    The Prime Minister highlighted Gujarat’s remarkable progress over the past two decades in ensuring water reaches every household and farm, setting an example for the entire nation. He said that the state’s continuous efforts to provide water to every corner are ongoing and today’s projects will further benefit millions of people in the region. Shri Modi informed that the Navda-Chavand Bulk Pipeline project would benefit nearly 1,300 villages and over 35 cities impacting districts like Amreli, Botad, Junagadh, Rajkot, and Porbandar.  He said that the initiative would supply an additional 30 crore liters of water every day to these regions. Referring to the foundation stone laying for the second phase of the Pasvi Group Saurashtra Regional Water Supply Scheme, the Prime Minister said that it would address the needs of Talaja, Mahuva, and Palitana talukas. “Once completed, around 100 villages will directly benefit from this project”, he informed.

    The Prime Minister said that the water projects of today exemplify the collaborative power of government and society with public participation at the core. He highlighted the success of linking India’s 75th year of independence with water conservation initiatives through the creation of at least 75 Amrit Sarovars in each district. Shri Modi expressed happiness over 60,000 Amrit Sarovars constructed across villages leaving behind a legacy for future generations. He praised the Catch the Rain campaign, which is gaining momentum under the leadership of Shri C R Patil. The Prime Minister informed that the campaign is making significant strides in states like Rajasthan, Madhya Pradesh, and Bihar with thousands of recharge wells being constructed through community participation. Shri Modi also acknowledged the enthusiasm of people coming forward to build recharge wells in their ancestral villages, stressing how the initiative ensures local water retention in villages and fields. He noted the commencement of hundreds of projects today, aimed at promoting agriculture and livestock through water conservation.

    The Prime Minister underscored that now due to the availability of more water, farming had become easier and with the water of Narmada, three-season farming was now possible in Amreli. “Today, Amreli district has emerged as a leader in the field of farming”, exclaimed the PM. He noted that cultivation of crops like cotton, groundnut, sesame and millet was getting a boost and Amreli’s pride, Kesar mango, had received a GI tag. He added that GI tag status meant Amreli’s identity was associated with Kesar mango, wherever it was sold in the world. The Prime Minister also emphasized that Amreli was rapidly emerging as a major center of natural farming and the country’s first Natural Farming University was being built in Halol. He added that under this university, Amreli had got Gujarat’s first Natural Farming College. Shri Modi said that the effort was to ensure more and more farmers can engage in animal husbandry and also be benefitted from natural farming. Highlighting that Amreli’s dairy industry has grown tremendously in recent years, Shri Modi said it was possible only due to the joint efforts of the government and cooperatives. Reminiscing the inception of Amar Dairy in 2007 when government committees of 25 villages were associated with it, Shri Modi said “Today more than 700 cooperative societies were associated with Amar Dairy and about 1.25 lakh liters of milk was being collected every day”.

    Touching upon Amreli’s rise to fame in the sweet revolution, Shri Modi said honey production had given the farmers an additional source of income. He noted that hundreds of farmers of Amreli had started businesses related to honey after being trained in beekeeping.

    Speaking about the PM Surya Garh Yojana to eliminate electricity bills and generate income from electricity ensuring an annual savings of ₹25,000 to ₹30,000 for each family, the Prime Minister informed that approximately 200,000 solar panels have been installed on rooftops across Gujarat in just a few months since its implementation. He highlighted that Amreli district is rapidly advancing in solar energy exemplified by Dudhala village, where hundreds of households have solar panels installed. As a result, the Prime Minister said, the village is saving around Rs 75,000 per month in electricity bills with each home benefiting from an annual saving of ₹4,000. “Dudhala is quickly becoming Amreli’s first solar village”, he added.

    Noting that Saurashtra is a significant hub for tourism hosting numerous sacred sites and places of faith, the Prime Minister emphasized the importance of Sardar Sarovar Dam as a major tourist attraction. He informed that over 50 lakh visitors came to see the world’s tallest statue of Sardar Patel last year. He spoke about visiting the site in two days for Sardar Saheb’s Jayanti and witnessing the Rashtriya Ekta Parade.

    The Prime Minister emphasized that Kerly Recharge Reservoir would become a major centre of eco-tourism in the times to come and Adventure tourism will get a big boost. He further added that it would also give a new identity to Kerly Bird Sanctuary in the world.

    Highlighting the long coastline of Gujarat, Shri Modi remarked that the development along with preservation of  heritage was the priority of the Government. Therefore, he added, that the centuries-old heritage related to fisheries and ports was being revived. The Prime Minister noted the approval of the construction of the National Maritime Heritage Complex in Lothal by the Government and said that the move would introduce and inspire the country and the world to India’s glorious maritime heritage.

    “Our endeavor is that the blue water of the ocean should give impetus to the blue revolution”, stated Shri Modi. He added that Port-led development should strengthen the resolve of a developed India. The Prime Minister informed that better infrastructure was being expanded for fishermen in Jafrabad, Shiyalbet; while the modernisation of the Pipavav port in Amreli had created new employment opportunities for thousands of people today along with the capacity to handle more than 10 lakh containers and thousands of vehicles. Shri Modi emphasized the Government’s endeavor to modernize the connectivity of Pipavav port and every such port in Gujarat with other parts of the country.

    The Prime Minister reiterated that infrastructure such as pucca homes for the poor, electricity, roads, railways, airports and gas pipelines is essential for building a Viksit Bharat. He affirmed that the government in its third term is working swiftly on infrastructure development. He highlighted that the benefits of improved infrastructure connectivity in Saurashtra have significantly boosted industrial growth. “Launch of the ro-ro ferry service has simplified connectivity between Saurashtra and Surat with over 7 lakh people benefiting from it in recent years. More than 1 lakh cars and over 75,000 trucks and buses have been transported, saving both time and money”, he added.

    The Prime Minister also mentioned the rapid progress in constructing the economic corridor from Jamnagar to Amritsar-Bhatinda, stating, “This project will benefit all states from Gujarat to Punjab. Today’s inaugurations and foundation-laying of road projects will improve connectivity for major industrial centers like Jamnagar and Morbi, enhancing access to cement factories as well as facilitating easier pilgrimages to Somnath and Dwarka.” He further added that the expansion of railway connectivity in Kutch will further strengthen tourism and industrialization in Saurashtra and Kutch.

    “As India is developing rapidly, India’s pride in the world is also increasing continuously”, said the Prime Minister. He added that today the world was looking at India with a new perspective and recognizing India’s potential and listening to India seriously. Noting that everyone was discussing India’s possibilities these days, Shri Modi emphasized that Gujarat had a huge role in it. He remarked that Gujarat had shown the world about the potential India has in every city and village. Mentioning his recent visit to the BRICS conference in Russia, Shri Modi emphasized that everyone wanted to connect and invest in India. The Prime Minister also mentioned the recent visit of the Chancellor of Germany and the signing of many agreements with him. He added that Germany had now increased the annual visa quota to 90 thousand as against the current 20 thousand which would benefit the Indian youth. Shri Modi also highlighted today’s visit of the President of Spain to Gujarat and the huge investment of Spain in the form of a transport aircraft manufacturing factory in Vadodara. He added that it would give a boost to thousands of small and micro industries in Gujarat along with the development of a complete ecosystem for aircraft manufacturing leading to creation of lakhs of new employment opportunities.

    Concluding the address, the Prime Minister said, “When I was the Chief Minister of Gujarat, I used to say that the country develops through the development of Gujarat. A Viksit Gujarat will strengthen the path to a Viksit India”, as he congratulated everyone for the development projects of today.

    Governor of Gujarat, Shri Acharya Devvrat, Chief Minister of Gujarat, Shri Bhupendra Patel, Union Minister of Jal Shakti, Shri C R Patil and Member of Parliament, Shri Parshottam Rupala were present on the occasion among others.

     

    Background

    The Prime Minister inaugurated the Bharat Mata Sarovar in Dudhala, Amreli. This project was developed through a collaboration between the Government of Gujarat and the Dholkaiya Foundation under the Public-Private Partnership (PPP) model. Dholkaiya Foundation improved a check dam, which originally, the dam could hold 4.5 crore litres of water but after deepening, widening, and reinforcing it, the capacity has increased to 24.5 crore litres. This improvement has raised water levels in nearby wells and bores which will help local villages and farmers by providing better irrigation.

    Further, the Prime Minister inaugurated and laid the foundation stone of projects worth around Rs 4,900 Crore at Amreli, Gujarat. These projects will benefit the citizens of Amreli, Jamnagar, Morbi, Devbhoomi Dwarka, Junagadh, Porbandar, Kachchh, and Botad districts of the state.

    The Prime Minister inaugurated and laid the foundation stone for various road projects worth more than Rs 2,800 crores. The projects include four-laning of various sections of NH 151, NH 151A and NH 51 and the Junagadh bypass. The foundation stone for the four-laning project of the remaining section from the Dhrol bypass in Jamnagar district to Amran in Morbi district, will also be laid.

    The Prime Minister dedicated to the nation Bhuj-Naliya Rail Gauge Conversion Project, completed at a cost of around Rs 1,100 crores. This extensive project features 24 major bridges, 254 minor bridges, 3 road overbridges and 30 road underbridges, and will play a crucial role in enhancing the socio-economic development of Kachchh district.

    The Prime Minister inaugurated and laid the foundation stone for various development projects worth over Rs 700 crore of the water supply department from Amreli district. Projects inaugurated include Navda to Chavand bulk pipeline which will provide an additional 28 crore litres of water to approximately 67 lakh beneficiaries across 36 cities and 1,298 villages of Botad, Amreli, Junagadh, Rajkot, and Porbandar districts. The foundation stone of Pasavi Group Augmentation Water Supply Scheme Phase 2 in Bhavnagar district will also be laid which will benefit 95 villages in the Mahuva, Talaja, and Palitana talukas, in Bhavnagar district.

    The Prime Minister also laid the foundation stone for tourism-related development initiatives which includes transforming the Karli Recharge Reservoir at Mokarsagar in Porbandar district into a world-class sustainable eco-tourism destination, among others.

    NCR States Directed to Boost Mechanized Sweeping, Anti-Smog Measures, and Enforce Firecracker Ban as per SC order

    Enhanced Coordination and Inspections Ordered by CAQM to Control Pollution from Multiple Sectors

    With an aim to ensure strict enforcement of measures to control air pollution in the National Capital Region (NCR) especially during the current period of Graded Response Action Plan (GRAP) in-force, the Sub-Committee on Safeguarding & Enforcement of the Commission for Air Quality Management in NCR and Adjoining Areas (CAQM) held a meeting on Friday, to monitor and review status of sector specific enforcement actions taken by the concerned NCR State Governments/ GNCTD and Punjab to abate air pollution in the NCR.

    A special emphasis was laid on the following aspects during the meeting:

    • Status of monitoring and enforcement actions taken by the State Governments, in respect of control on paddy stubble burning
    • Status of implementation of CAQM Directions / Guidelines in respect of Transport Sector and Vehicular Pollution
    1. Action taken on liquidating EOL / overaged vehicles during 2024, in accordance with RVSF Rules, 2021 and extant policies
    2. Status of capacity utilization of RVSFs with respect to scrapping of impounded vehicles.
    3. Effectiveness of PUCC regime – challans issued against vehicles with invalid PUC, visibly polluting vehicles, uncovered vehicles carrying C&D materials etc.
    4. Status on enforcement of Direction No. 78 dated 19.10.2023 regarding cleaner intercity buses from NCR States to Delhi and other areas in NCR.
    5. Status of migration of clean inter-city bus services to Delhi-NCR from the States of Uttarakhand, Himachal Pradesh, Madhya Pradesh, Punjab and UT of J&K targeted latest by 31.12.2024 in terms of Direction No. 81 dated 14.06.2024.
    6. Action by Urban Local Bodies in Delhi for enhancement parking charges in terms of Direction No.82 dated 20.08.2024.
    7. Status of augmentation of City Bus services (as per respective procurement plans) in Delhi, Gurugram, Faridabad, Ghaziabad, Meerut, Noida and Greater Noida
    •  Status of implementation of CAQM Directions / Guidelines in respect of Industries
    1. Compliance of Direction No. 65 dated 23.06.2022 and addendum dated 03.04.2023 related to standard list of approved fuels for NCR.
    2. Compliance of prescribed standards of emissions by industries.
    3. Inspections conducted by the SPCBs / DPCC.
    4. Action initiated in respect of gross non-compliances during such inspections.
    • Prohibition/ restriction on Manufacturing, Storage, Sale and Use of Firecrackers in NCR and Adjoining Areas
    • Pending issues under the project for abatement of air pollution from Dispersed Sources in Delhi and other identified NCR cities
    1. Status of resolution of all pending short-term issues.
    2. Plan of action for liquidating long-term issues.

    The Commission has issued a revised schedule under GRAP in September, 2024 extensively capturing the preventive and restrictive actions to be taken across various air pollution causing sectors depending upon the different stages of adverse air quality in Delhi. 

    The GRAP envisages 27 actions under Stage – I; 11 under Stage – II; 11 under Stage – III and 08 under Stage – IV. They inter-alia include intensifying mechanized sweeping, use of anti-smog guns, water sprinklings, enforcement of PUC norms for vehicles, control and regulated use of DG sets, ensure uninterrupted power supply by DISCOMs, restrictions on the plying of end-of-life vehicles and BS III and BS IV petrol and diesel vehicles, etc.

    The compelling necessity for ensuring strict and efficient implementation of GRAP Stage-II presently invoked for abatement of air pollution from different sectors was reiterated by the Commission as GRAP is a comprehensive document enlisting all major actionable steps to control pollution depending upon the stage of air quality.

    The Commission directed all concerned agencies to work in coordination to ensure that the AQI levels in the region do not compel the necessity to invoke further Stages of GRAP in days to come. Further, NCR State Governments/ GNCTD were directed to intensify inspections for violations across different sectors and take strict and necessary actions against the concerned for flouting the Statutory directions of the Commission.

    Moreover, NCR States/ GNCTD were also directed to further augment the capacity and intensify use of mechanized road sweeping and sprinkling of water, identify more high-rise buildings for installation of Anti-Smog Guns, and deploy Nodal Officers specifically to address air pollution from hotspots, as per the Plan of action. The strict implementation of Orders of the Hon’ble Supreme Court and related orders on fire crackers was highlighted, in view of the fact that festivals this year coincide with the peak paddy harvesting season in northern India.

    It was committed at the meeting by various implementing agencies that they will regularly review air pollution control measures and take strict and effective action across various sectors as well as those listed under GRAP.

    The Human Rights Campaign’s Congressional Scorecard for the 118th Congress is out, and it reflects both “an unprecedented onslaught of anti-LGBTQ+ legislation” and resistance from pro-equality lawmakers, HRC President Kelley Robinson says.
    The scorecard, released Monday, covers the 2023-2024 session of Congress and rates every U.S. senator and representative on their support for LGBTQ+ rights or lack thereof. “Amidst the Human Rights Campaign’s first ever National State of Emergency, anti-equality Members of Congress decided to echo the anti-LGBTQ+ extremist policies pioneered in the states,” Robinson writes in the scorecard’s introduction. “The 118th Congress had an unprecedented number of anti-LGBTQ+ votes, the majority of which specifically targeted the transgender community.

    “Republican leadership in the House of Representatives decided to use the annual appropriations bills and the National Defense Authorization Act to advance dozens of anti-LGBTQ+ provisions. These anti-equality measures threatened to restrict transgender health care, prohibit enforcement of civil rights protections, ban Pride flags and drag performances, eliminate diversity, equity, and inclusion programs, and allow licenses to discriminate against LGBTQ+ people. House Republican leaders largely refused to allow floor votes on amendments to strike these provisions. Fortunately, despite House Republicans’ best attempts, we have prevented more than 100 anti-LGBTQ+ riders from being signed into law, a true testament to our organizing power.” The Senate, with a slim Democratic majority, saw far fewer attacks on LGBTQ+ people.
    The forces behind homophobic and transphobic legislation during the session included many of the usual suspects, all Republicans. Rep. Marjorie Taylor Greene of Georgia tried to reduce Assistant Secretary for Health Rachel Levine’s annual salary to $1, and it was clear Levine was being targeted because she is transgender. Rep. Lauren Boebert of Colorado tried to do the same with another trans official, Assistant Secretary of Defense Shawn Skelly. Rep. Chip Roy of Texas sought to keep the Defense Department from celebrating Pride Month. The full House rejected all these proposals.
    The House did approve a version of the National Defense Authorization Act, a must-pass funding bill, that would have banned gender-affirming care, books about transgender people, drag performances, and Pride flags. However, after negotiations between the House and Senate, the anti-LGBTQ+ provisions were stripped from the bill.
    “To an unprecedented extent, House Republican lawmakers tried to use the traditionally bipartisan, must-pass annual defense bill as a vehicle to attack LGBTQ+ service members and their families — but because of the work of champions in Congress, HRC’s supporters, and our partners in the movement, they failed,” HRC Vice President of Government Affairs David Stacy said in a statement at the time. “The public supports the ability of LGBTQ+ and trans people to live lives free from discrimination, and they have the strong support of the Biden administration and pro-equality lawmakers. Continued efforts by the anti-equality fringe to use every legislative vehicle they can to attack our communities will not succeed. We hope they learn their lesson.”
    In the Senate, Republican Tommy Tuberville of Alabama proposed an amendment that would have denied federal funds to schools that allow transgender girls to participate in sports under their gender identity. It was rejected thanks to Senate Democrats and independents. Republican Sen. Roger Marshall of Kansas tried to use the defense bill to ban the display of Pride flags in public buildings, but this too was defeated.
    Besides the rejection of much anti-LGBTQ+ legislation, bright spots in the federal government over the past two years included an increase in out lawmakers, judges, and ambassadors. California’s Laphonza Butler, a Democrat appointed to fill out the Senate term of the late Dianne Feinstein, was the first Black lesbian U.S. senator. Butler, who is not running in this year’s election, joined Sen. Tammy Baldwin of Wisconsin, a lesbian and a Democrat, and Sen. Kyrsten Sinema of Arizona, a bisexual woman and former Democrat, now an independent, to make a record number of out U.S. senators. Sinema, who has taken some conservative positions, also is not running this year, but Baldwin is seeking reelection.

    SACRAMENTO, Calif. – The State/Federal Disaster Recovery Center in Edgard will convert to a U.S. Small Business Administration’s Disaster Loan Outreach Center on Monday, Oct. 28. The center will continue to operate at the Westbank Library from 8:30 a.m. to 5:00 p.m. Mondays through Fridays.

    “At this stage of the recovery process, the emphasis for assistance is to meet the long-term needs of businesses and individuals that were impacted by Hurricane Francine that occurred Sept. 9-12,” said Francisco Sánchez Jr., associate administrator for the Office of Disaster Recovery and Resilience at the Small Business Administration. “The transition of the Edgard Disaster Recovery Center to an SBA Disaster Loan Outreach Center will better meet the current needs of St. John the Baptist Parish residents.

    “When disasters strike, our Disaster Loan Outreach Centers are key to helping business owners and residents get back on their feet,” Sánchez continued. “At these centers, people can connect directly with our specialists to apply for disaster loans and learn about the full range of programs available to rebuild and move forward in their recovery journey.”

    “SBA customer service representatives will continue to answer questions, explain the application process and help businesses and individuals apply for a low-interest disaster loan,” Sánchez added. The Disaster Loan Outreach Center will be open on the days and times indicated. No appointment is necessary.

    SBA’s low-interest federal disaster loans are available to businesses of all sizes and private nonprofit organizations may borrow up to $2 million to repair or replace damaged or destroyed real estate, machinery and equipment, inventory and other business assets.

    For small businesses, small agricultural cooperatives, small businesses engaged in aquaculture and most private nonprofit organizations of any size, SBA offers Economic Injury Disaster Loans to help meet working capital needs caused by the disaster. Economic injury assistance is available regardless of whether the business suffered any property damage.

    “SBA’s disaster loan program offers an important advantage–the chance to incorporate measures that can reduce the risk of future damage,” Sánchez said. “Work with contractors and mitigation professionals to strengthen your property and take advantage of the opportunity to request additional SBA disaster loan funds for these proactive improvements.”

    SBA provides federal low-interest disaster loans up to $500,000 to homeowners to repair or replace damaged or destroyed real estate. Homeowners and renters are eligible for up to $100,000 to repair or replace damaged or destroyed personal property, including personal vehicles.

    Interest rates can be as low as 4 percent for businesses, 3.25 percent for private nonprofit organizations and 2.813 percent for homeowners and renters with terms up to 30 years. Loan amounts and terms are set by SBA and are based on each applicant’s financial condition.

    Interest does not begin to accrue until 12 months from the date of the first disaster loan disbursement. SBA disaster loan repayment begins 12 months from the date of the first disbursement.

    To be considered for all forms of disaster assistance, survivors must first contact the Federal Emergency Management Agency at https://www.disasterassistance.gov.

    On October 15, 2024, it was announced that funds for the Disaster Loan Program have been fully expended. While no new loans can be issued until Congress appropriates additional funding, we remain committed to supporting disaster survivors. Applications will continue to be accepted and processed to ensure individuals and businesses are prepared to receive assistance once funding becomes available.

    Applicants are encouraged to submit their loan applications promptly for review in anticipation of future funding.

  • MIL-OSI USA: Law Enforcement Plan Crack Down Through Halloween

    Governor Kathy Hochul today announced that State Police and local law enforcement will increase patrols through Halloween, targeting impaired and reckless drivers. The enforcement period begins on Friday, Oct. 25, and runs through Thursday, Oct. 31, and is funded by the Governor’s Traffic Safety Committee.

    “Responsible choices are key to ensuring that all New Yorkers have a safe and fun Halloween,” Governor Hochul said. “If you’re planning to celebrate, plan to have a sober ride home. I thank the New York State Police and our local law enforcement for keeping our children, communities and celebrations safe and fun.”

    During the enforcement period, drivers can expect several sobriety checkpoints and additional DWI patrols. In addition to targeting impaired drivers, law enforcement officers will also be looking for drivers that are distracted or speeding.

    During last year’s initiative, law enforcement officers issued 32,866 citations and 1,182 drivers were arrested for impaired driving and 6,495 drivers were ticketed for speeding.

    The National Highway Traffic Safety Administration reports Halloween is a particularly deadly night due to the high number of impaired drivers on the roads and a significant increase in pedestrians. In 2022, 72 people died in traffic crashes during Halloween night. Of those fatalities, 46 percent occurred in alcohol-related crashes.

    Children out trick-or-treating, and those who accompany them, are also at increased risk. According to AAA Northeast, from 2007 to 2021 federal crash data shows Halloween is the deadliest day for child pedestrians under the age of 18. A total of 49 children across the country were killed on Halloween during that period, nearly double the next deadliest day.

    The Governor’s Traffic Safety Committee and the State Department of Health are sharing the following helpful safety guidance for parents, caregivers and drivers to help avoid injuries and ensure a safe and happy Halloween.

    Safety Tips for Pedestrians

    • Walk on a sidewalk if one is available and use crosswalks. In areas without sidewalks, walk facing traffic.
    • Look left, right and left again and continue looking as you cross the street.
    • Watch for cars backing up and never dart out between parked cars.
    • Before the Halloween festivities begin, create a “buddy system” to get each other home safely and prevent walking alone. Stick to areas that are well lit and familiar.
    • To be safest, join other families and walk together. Walking in groups always makes you more visible.
    • In selecting costumes for children, make sure the child will be fully visible. Wear reflective clothing such as wristbands and shoes, carry a flashlight or glow sticks, or place reflective tape on costumes or trick-or-treat bags.
    • Be sure that shoes, hats and costumes fit well. A costume that is too long can be a danger for tripping while walking. Hats and masks should not block vision.
    • Do not use mobile phones or wear headphones. Always stay aware of your surroundings.

    Safety Tips for Drivers

    • Give yourself extra time to get to your destination. You may have to stop for trick-or-treaters, which may add to your travel time.
    • Slow down and continuously scan the road in areas where trick-or-treaters are likely to be or where visibility is limited. Slower speeds save lives.
    • Stay alert for pedestrians who may emerge from between parked cars or behind shrubbery. Stop and wait for them to pass.
    • Look for pedestrians, especially before turning at a green light and making a right turn on red.
    • Pay attention! Don’t look at your phone when driving. Always keep your attention on the road.
    • If you see a drunk driver, contact law enforcement.

    New York State Department of Motor Vehicles Commissioner Mark J.F. Schroeder said, “Enforcement periods like this are necessary to raise awareness about the dangers of impaired and reckless driving. We want everyone to be safe and enjoy Halloween festivities. Children and parents should never have to worry about getting home safely when they are out trick-or-treating.”

    New York State Police Superintendent Steven G. James said, “Halloween is meant to be a fun day, but it can turn deadly when someone makes the wrong choice to drink and drive. Drivers should exercise extreme caution and be mindful of extra pedestrian traffic as children and their parents will be out walking our streets. Together, we can work to make our roads safer for all who travel and walk them.”

    New York State Health Commissioner Dr. James McDonald said, “Halloween is the highlight of the fall season for many children and their families and it’s important to ensure avoid injuries when out trick-or-treating by practicing safe pedestrian rules. Pay attention to traffic signs and keep an eye out for drivers and for each other.”

    Delaware County Sheriff and President of the NYS Sheriffs’ Association Craig DuMond said, “There is plenty to fear this spooky time of year, but trick-or-treaters shouldn’t have to worry about dangerous drivers. Law enforcement will be out to make sure everyone is safe as families are enjoying Halloween, and sometimes the days before and after. Drivers need to be on the lookout for pedestrians. It is hard to see ghouls and goblins if you are speeding or driving impaired. The Sheriffs of New York State want you to enjoy your tricks and treats safely, so obey the speed limit and drive sober.”

    New York State Association of Chiefs of Police President and City of Batavia Police Department Chief Shawn Heubusch said, “Stay safe this Halloween: watch for pedestrians, don’t drive impaired, and slow down for trick-or-treaters. Let’s keep our communities safe and enjoyable for everyone.”

    In addition to offering safety tips ahead of Halloween, the State Department of Health promotes pedestrian safety all year long through its See! Be Seen! Pedestrian safety initiative, which recently included a Safe Street: Walking with Daisy campaign to teach kids in Grades K-5 some simple rules of the road to help them cross the street safely.

    For drivers who might find themselves in need of a way home after Halloween parties, the Governor’s Traffic Safety Committee and the New York State STOP-DWI Foundation’s “Have a Plan” mobile app, is available for Apple and Android smartphones. The app enables New Yorkers to locate and call a taxi service and program a designated driver list. It also provides information on DWI laws and penalties, and a way to report a suspected impaired driver.

  • MIL-OSI Security: Deer Lake — Prolific offender arrested by Deer Lake RCMP and charged with multiple offences

    Prolific offender, 36-year-old Archibald Billard, was arrested by Deer Lake RCMP on October 24, 2024. He attends court today, charged with a number of new offences.

    Billard was arrested yesterday, October 24, after he fled from police on foot from a house on Middle Road in Deer Lake.

    On October 23, 2024, Billard, who is known to evade the police, was operating a vehicle while prohibited on the Trans-Canada Highway near St. Judes. He was observed traveling in excess of 170 kms/hr by RCMP Traffic Services West. Billard failed to stop for police and continued driving in a dangerous manner. A second officer attempted to stop Billard in the community of St. Judes, who again failed to stop for police and was driving at high speeds and in a dangerous manner. In the interest of public safety, police did not pursue.

    Billard is currently before the court in relation to a long list of charges and is on a number of court-ordered conditions following his recent release from custody. On October 15, 2024, Billard was released by the court in Grand Falls-Windsor in relation to fifteen charges of criminal offences that occurred on October 12, 2024, in Deer Lake and Grand Falls-Windsor. The charges include impaired operation, prohibited operation, flight from police, dangerous operation, possession of a controlled substance for the purpose of trafficking, possession of a controlled substance and breaches of probation. Following his release, Billard was ordered to report in person at Bay St. George RCMP and has failed to fulfill that condition.

    He attends court today charged with seven new counts of criminal offences:

    • Dangerous operation of a motor vehicle/conveyance – two counts
    • Flight from police – two counts
    • Operation of a motor vehicle/conveyance while prohibited
    • Breach of a court release order – two counts

  • MIL-OSI Security: Two Maryland Men Convicted At Trial After Violent Crime Spree

    Greenbelt, Maryland – After a 9-day trial, a federal jury returned verdicts against Thaddeus Lamont Wills, age 51, and Keionta Shawn Hagens, age 44, both of Waldorf, Maryland, of interference with interstate commerce by robbery, conspiracy to interfere with interstate commerce by robbery, using, carrying, and brandishing a firearm during a crime of violence, carjacking, and of murder.

    The conviction was announced by Erek L. Barron, U.S. Attorney for the District of Maryland; Special Agent in Charge William J. DelBagno of the Federal Bureau of Investigation, Baltimore Field Office; Chief Malik Aziz of the Prince George’s County Police Department; Chief Troy D. Berry of the Charles County Sheriff’s Office; and Chief Peter Newsham of the Prince William County, Virginia Police Department.

    Evidence presented at trial established that on November 12, 2020, conspirators, including Wills and Hagens, while armed with firearms, robbed an employee of Business-1 of cash and merchandise, and a customer of Business-1 of personal property.  To facilitate their escape from Business-1, conspirators, including Wills and Hagens, forcefully, and using firearms, took a 2016 Dodge Ram pickup truck from the victim customer.

    Trial evidence further established that on or about November 17, 2020, conspirators, including Wills and Hagens used a stolen 2014 Ford F-150 pickup truck to drive to Business-2 for the purpose of robbing Business-2.  Wills and Hagens thereafter, while using at least one firearm, robbed an employee of Business-2 of cash and merchandise as well as a customer of personal property.  During the robbery, Wills and Hagens zip tied the hands of the employee.  In addition, Between November 12, 2020, and November 26, 2020, conspirators, including Wills and Hagens, stored and concealed the stolen Dodge Ram pickup and stolen Ford F-150 pickup in the area of Brandywine, Maryland.  

    On January 6, 2021, in Waldorf, Maryland, conspirators, including Wills, while armed with firearms, forcefully took a 2008 Honda Pilot Sport Utility Vehicle from a victim. On January 6 and January 7, 2021, conspirators, including Wills, used the 2008 Honda Pilot to travel from Maryland into Virginia.  Then, on January 7, 2021, in Woodbridge, Virginia, conspirators, including Wills, while armed with firearms, robbed customers, agents and employees of Business-3 of cash, merchandise, and personal property.  After driving the 2008 Honda Pilot back from Virginia to Maryland on January 7, 2021, Wills and a co-conspirator burned the vehicle in the area of Brandywine, Maryland. 

    Finally, on January 18, 2021, conspirators, including Wills and Hagens, robbed Victim-8, the owner of Business-4, of merchandise while using at least two firearms, and shot and killed the business owner during the robbery.  In order to escape after the robbery and murder of the victim, Wills used a firearm to forcefully take a 2019 Lexus RX350 Sport Utility Vehicle from a separate victim.

    Wills faces a maximum sentence of life in federal prison for the murder of victim-8 during the robbery on January 18, 2021; a mandatory minimum sentence of 7 years and a maximum sentence of life for each count of using, carrying, brandishing a firearm during the robbery on November 17, 2020, the carjacking on January 6, 2021, and the carjacking on January 18, 2021. Wills faces a maximum sentence of 20 years in federal prison each for conspiracy to interfere with interstate commerce by robbery and interference with interstate commerce by robbery related to the robberies on November 17, 2020 and January 18, 2021, as well as a maximum sentence of 15 years in prison for each carjacking.

    Hagens faces a mandatory minimum sentence of 5 years and a maximum sentence of life in federal prison for using and carrying a firearm during the robbery on November 17, 2020.  Hagens also faces a maximum sentence of 20 years each for conspiracy to interfere with interstate commerce by robbery and interference with interstate commerce by robbery for the robberies on November 17, 2020 and January 18, 2021.

    U.S. District Judge Theodore D. Chuang has scheduled sentencing for Wills on February 7, 2024 at 9:30 a.m. and for Hagens on February 14, 2024 at 9:30 am.  Actual sentences for federal crimes are typically less than the maximum penalties.  A federal district court judge will determine any sentence after taking into account the U.S. Sentencing Guidelines and other statutory factors.

    This case is part of Project Safe Neighborhoods (“PSN”), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone.  On May 26, 2021, the Department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.

    U.S. Attorney Barron commended the FBI, PGPD, Charles County Sheriff’s Office, and the Prince William County, Virginia Police Department for their work in the investigation.  Mr. Barron thanked Assistant U.S. Attorneys William Moomau and Patrick D. Kibbe, who are prosecuting the federal case.

  • MIL-OSI Global: Hamas at a crossroads: Sinwar’s death leaves a vacuum; Israeli actions make it harder to fill with a moderate

    Hamas will soon begin the process of deciding who will next head the militant Palestinian organization following the Oct. 16, 2024, killing of former leader Yahya Sinwar – but the task won’t be easy, or quick.

    What makes his replacement as chairman of Hamas’ political bureau a hard one is that since the Oct. 7, 2023, attack – for which, Sinwar was seen as the main architect – Israel has killed many of the senior political and military commanders that would be in line to replace him, or at least be tasked with determining the future direction of Hamas.

    Just two months before Sinwar’s death, his predecessor in the role, Ismail Haniyeh, was assassinated in Tehran, purportedly in an Israeli operation. Meanwhile, Hamas’ military chief, Mohammed Deif, was killed in July and Saleh Arouri, a senior Hamas official and deputy of Haniyeh, was earlier killed in a Beirut drone strike.

    As an expert on Palestinian politics, I believe the death of Sinwar will leave a vacuum in Hamas that will likely last for many months, if not years. The question is whether the group eventually opts for a leader who continues Sinwar’s hard-line legacy or tries to moderate Hamas’ approach.

    Sinwar’s legacy

    Sinwar’s uncompromising stance has shaped not only Hamas but also the Palestinian cause.

    Born and raised in the Gazan refugee camp Khan Younis, Sinwar joined Hamas in the early days of the organization, which was established in 1987. He quickly rose through the ranks and was responsible for establishing Majd, a security agency within the military wing of Hamas responsible for apprehending and executing Palestinian collaborators with Israel.

    Sinwar confessed to Israeli interrogators to have killed and buried 12 suspected collaborators – earning him a life sentence in Israeli jail. He served 22 years before being released in a prisoner-swap deal in 2011, which also saw the release of Israeli soldier Gilad Shalit.

    A few years later, he made it to the top of Hamas, serving as chairman of Hamas’ political bureau in Gaza since 2017. After Haniyeh’s assassination in late July, 2024, Sinwar assumed overall leadership.

    Throughout, Sinwar has been a proponent of Hamas’ hard-line stance on Israel – an approach that won him respect within the organization.

    Less than a year after assuming power in Gaza, Sinwar endorsed the “Great March of Return and Breaking the Siege” protests of March 2018 along Israel-Gaza borders. The demonstrations – during which Israeli troops shot dead scores of Palestinian protesters – succeeded in galvanizing international support for the Palestinian cause.

    The protests may have also contributed to Israel’s decision in August of that year to allow Qatar to begin making monthly payments of millions of dollars to Hamas and Gaza in an attempt to defuse and de-escalate tensions.

    More concessions came as Israel tried to satisfy Sinwar and avoid the further escalation of unrest in Gaza, including allowing Gazan laborers to work in Israel for the first time since Israel’s disengagement from Gaza in 2005.

    But Sinwar had less success in getting Israel to agree to releasing the fellow Hamas members he had left behind in Israeli jails and had vowed to get out. He tried many times to strike a deal for the bodies of two Israeli soldiers and two civilians, but Israel was not interested. That failure probably contributed to Hamas’ decision to attack Israel on Oct. 7, 2023.

    How Hamas reacts to blows

    The killing of Sinwar has weakened Hamas, but Hamas as an idea and an ideology is harder to kill.

    Israel knows this. In March 2004, an Israeli missile struck and killed Hamas’ founder and spiritual leader Sheikh Ahmed Yassin; a month later, his successor Abdel Aziz Rantisi was also killed.

    But those deaths did not weaken Hamas. On the contrary, the organization grew more radical. A younger and more defiant leadership took over the organization, which fought Israel repeatedly from 2008 onward, culminating int the Oct. 7 attacks.

    Hamas’ reaction to that double blow may give an insight into the current decision-making process now.

    The killing of Yassin was an opportunity for Hamas to revise its military tactics against Israel – which then mainly consisted of suicide bombings against Israeli civilians.

    But in the end, Hamas vowed to continue the violent struggle against Israel.

    Moderation or radicalization?

    Hamas is again at a crossroad. It is weakened, alienated from Arab moderate governments and increasingly unpopular among Gazans.

    But throughout the last year of conflict it has remained defiant. Footage of an injured Sinwar, fighting to the last and trying to down an Israeli drone with a stick, has only added to his legacy, making him a legend to many supporters.

    The new leadership will have to chose between continuing down the road of radicalization that Sinwar represented or opting for moderation.

    But Israel is not making that second option any easier.

    Israeli Prime Minister Benjamin Netanyahu’s only offer to Hamas is total surrender – he has not left the group any face-saving exit.

    So it seems likely that Hamas will choose to continue the fight.

    As such, one of the most likely candidates for post-Sinwar leadership of Hamas is Khalil al-Hayya, a Palestinian politician who has served as the deputy chairman of the Hamas political bureau since August 2024.

    Al-Hayya is known for his hawkish attitude toward the idea of Hamas’ reconciliation with rival Palestinian group Fatah, and his hawkish statements on Israel. After Sinwar’s death, he vowed to continue the fight against Israel, an indication that the spirit of Sinwar will continue to guide Palestinian resistance in the coming years.

    His main challenger for the role of leader is Khaled Mashaal, who served as chairman of Hamas’ political bureau from 1996 to 2017 and currently serves as its chairman in exile.

    Mashaal, who has a large network of regional and international allies, is considered a more moderate option. He was responsible for drafting Hamas’ 2017 manifesto – seen as a departure from the earlier, more radical and blatantly antisemitic 1988 charter.

    Collective leadership: Room for maneuver?

    But a decision on who will assume the role of leader is not expected immediately. Hamas appears more inclined toward collective leadership until scheduled elections in March 2025, if conditions permit.

    In the meantime, a five-member committee that was formed in August following the assassination of Haniyeh will take over decision-making. The committee is tasked with “governing the movement during the war and exceptional circumstances, as well as its future plans,” and the new committee is authorized to “make strategic decisions,” according to Hamas sources who spoke to Agence France-Presse reporters.

    Collective leadership of this sort would seemingly indicate that at present Hamas sees no single person as being able to fill the vacuum left by Sinwar.

    It would also give Hamas potentially more room to maneuver regarding negotiations with Israel and regional players, as some members of the committee are seen as acceptable faces to moderate Arab governments.

    Collective leadership also provides Hamas with a survival mechanism, making it harder for Israel to claim the type of success it has so far achieved in assassinating named Hamas “leaders.”

    No doubt, Israel has weakened Hamas with this strategy – notably with the killing of Sinwar. And while the assassination of leading Hamas figures does not constitute “total victory” over the group, as Israel wants, it does make the choice in choosing the next leader that much harder for Hamas.

  • MIL-OSI Security: Texas Couple Sentenced to Prison for Assaulting Law Enforcement and Other Charges During January 6 Capitol Breach

               WASHINGTON – A Texas couple was sentenced to prison after they were previously convicted of assaulting law enforcement and other charges during the Jan. 6, 2021, breach of the U.S. Capitol. Their actions and the actions of others disrupted a joint session of the U.S. Congress convened to ascertain and count the electoral votes related to the 2020 presidential election.

               Mark Middleton, 55, and Jalise Middleton, 54, both of Forestburg, Texas, were sentenced to 30 and 20 months in prison, respectively, by U.S. District Judge Randolph D. Moss. Mark Middleton was additionally sentenced to 36 months’ supervised release, and a $2,000 fine. Jalise Middleton was additionally sentenced to 30 months’ supervised release, and a $2,000 fine.

               A federal jury previously convicted the Middletons of two counts of assaulting, resisting, or impeding certain officers, as well as civil disorder and obstruction of an official proceeding.  In addition to the felonies, the Middletons were convicted of misdemeanor offenses of entering and remaining in a restricted building or grounds, disorderly and disruptive conduct in a restricted building or grounds, engaging in physical violence in a restricted building or grounds, disorderly conduct in the Capitol grounds or building, and act of physical violence in the Capitol grounds or building.

               Following the Supreme Court’s decision in Fischer v. United States, the government voluntarily moved pre-sentencing to dismiss the Middleton’s conviction on obstruction of an official proceeding.

               According to evidence presented during the trial, on Jan. 6, 2021, Metropolitan Police Department (MPD) officers responded to the West Front of the U.S. Capitol building to assist U.S. Capitol Police officers with protecting the Capitol building and grounds from a group of amassed rioters. At about 2:09 p.m., MPD officers struggled against rioters who had refused repeated orders to step back from the police line and bike rack barricades.

               According to trial evidence and police body-worn camera footage, as the officers struggled with the group of rioters, a man, later identified as Mark Middleton, called the officers “traitors” and then pushed against the barricades and the police line with his body. Officers are heard on body-worn camera footage repeatedly ordering Mark Middleton and others to “Get back!” In response, Mark Middleton is heard yelling “f— you!” as he continued to push against the police barricades. Evidence showed that Mark Middleton resisted MPD officers, grabbed onto an MPD officer’s left arm, and pulled the officer forward over the barricades and towards the crowd.

               At the same time, a woman, later identified as Jalise Middleton, is seen on body-worn camera footage repeatedly grabbing and striking the same officer over the barricade with her hand, striking him in the face, chest, and arms. Another officer stepped in to assist, and Jalise Middleton struck that officer as well. Mark Middleton then used his flagpole to strike the second officer in the head. Video footage shows that the couple continued to grapple with and strike at the officers and attempted to pull the first officer into the crowd, as rioters jabbed, slashed, and swung flag poles at officers.

               The Middletons only broke off their assault when the first officer sprayed them in the face with chemical irritants, forcing them to retreat from the barricaded line. Both defendants later posted social media messages touting their key role in helping to breach the barricades by fighting officers and that they had only stopped due to pepper spray.

               Mark and Jalise Middleton were arrested on April 21, 2021, in Forestburg, Texas.

               This case is being prosecuted by the U.S. Attorney’s Office for the District of Columbia and the Department of Justice National Security Division’s Counterterrorism Section. Valuable assistance was provided by the U.S. Attorney’s Office for the Eastern District of Texas.

               This case is being investigated by the FBI’s Dallas and Washington Field Offices with substantial assistance from the Frisco Resident Agency Additional valuable assistance was provided by the United States Capitol Police and the Metropolitan Police Department.

               In the 45 months since Jan. 6, 2021, more than 1,532 individuals have been charged in nearly all 50 states for crimes related to the breach of the U.S. Capitol, including more than 571 individuals charged with assaulting or impeding law enforcement, a felony. The investigation remains ongoing.

    $15 million from the Government of Canada enables start-to-finish manufacturing of electric and hydrogen fuel-cell transit buses in Canada, creating green jobs and expanding the Green Prairie Economy

    Creating more clean mass transit options gets Canadians around their communities quicker and helps in our fight against climate change.

    Today, the Honourable Dan Vandal, Minister for PrairiesCan, announced a federal investment of $15 million for NFI Group to expand operations and fully manufacture New Flyer transit buses in Winnipeg, Manitoba. This investment will enable NFI Group to competitively respond to growing demand for Canadian-made zero-emission transit buses, adding hundreds of skilled jobs to the company’s Canadian operations with more opportunities for local suppliers, and growing Manitoba’s role in the green Prairie economy.

    Canadians want greener options, and municipal governments are responding. By increasing bus manufacturing capacity in NFI Group’s Winnipeg-based facilities, Canadian public transit authorities will be able to purchase more Canadian-made zero-emission buses to address their fleet renewal needs. The funding will ensure NFI Group can meet Canadian standards and will support the development of workforce training specific to zero-emission vehicle manufacturing including a proposed “Zero-Emission Pre-Apprenticeship Program.”

    In 2023, Minister Vandal dedicated $100 million of existing PrairiesCan funding over three years to support projects aligned with priorities of the Framework to Build a Green Prairie Economy, which include growing our manufacturing sector and capitalizing on clean electricity to seize new opportunities in the net-zero future. The Framework and funding are intended to encourage greater collaboration among governments and industry, leverage additional funding, and attract new investments across the Prairies.

    On Oct.18, 2024, CPS were called to a report of a disturbance at a McDonald’s restaurant located at 5222 130th Avenue SE Calgary. The responding CPS officer arrived and observed a male acting erratically. The CPS officer exited his vehicle, and the man started to approach him shouting about already being told he was free to go by another officer. The officer took hold of the man and told him to calm down and get on the ground. The man resisted and was taken to the ground while refusing commands to comply. Following a brief struggle handcuffing was completed and the man was secured in custody. A pat-down search of the man was completed, with nothing of concern being found. The man was examined by emergency medical services (EMS) at the scene and cleared medically.

    He was then transported to the CPS Arrest Processing Section (APS) where a secondary pat-down search was conducted. During this search, a small baggie with a green substance believed to be heroin or fentanyl was located. The man had criminal warrants for his arrest, including ones for possession of drugs. Given this, he was subject to a strip search during which nothing further was found. The man then spoke with the APS’ paramedic on site. He advised that he had used methamphetamine and fentanyl within the past six hours. Nothing of concern was noted by the paramedic. The man was then placed in a cell at approximately 8:30 a.m.

    ASIRT reviewed the APS logs as they relate to safety monitoring of detainees. The CPS uses a card key system, which requires the monitoring person to swipe a pad outside of each cell. This allows for a log of who conducted the physical check of the cell and when. Based on the logs, ASIRT was able to confirm that safety checks were conducted on the man at regular intervals in compliance with CPS policy.

    ASIRT reviewed the CCTV video of the cell the man was in. At approximately 3:44 p.m., the man sits on the toilet and is noted reaching between his legs, appearing to retrieve something, and immediately moving his hand to his mouth. He then flushes the toilet and moves from the toilet to lay down on the bench. At 4:33 p.m., the man appears to have problems breathing as his throat is moving up and down in exaggerated movements. At 4:35 p.m., the man appears to go unconscious. At 4:36 p.m., two CPS officers enter the cell. A sternum rub is applied with no response. The man is moved to the ground, further sternum rubs are given, again with no response observed. The APS medic enters the cell, and he too gets no response from the man. The medic does a pulse check, and then leaves the cell. At 4:37 p.m. a CPS officer, who was previously a paramedic, begins CPR. At 4:39 p.m. the APS medic returns with medical gear. An automated external defibrillator is applied, and the man is given oxygen. At 4:52 p.m., EMS arrives and continues medical treatment of the man. At 5:31 p.m., EMS stops treatment of the man and pronounces him deceased.

    On Oct. 21, 2024, an autopsy was conducted on the man. The medical examiner found no obvious cause of death. The medical examiner is awaiting further toxicology and other information to determine the cause of death. While this is so, there is no evidence that any officer caused or contributed to his death. Further, all the evidence supports that while in custody, the man was cared for in a proper fashion. No officers were designated as subject officers in this investigation and the ASIRT investigation is closed.

    ASIRT’s mandate is to effectively, independently and objectively investigate incidents involving Alberta’s police that have resulted in serious injury or death to any person, as well as serious or sensitive allegations of police misconduct.

    The Manitoba government is investing in the clean energy economy by supporting the creation of hundreds of new low-carbon, blue-collar jobs through NFI Group Inc.’s All-Canadian Build expansion in Winnipeg, Premier Wab Kinew and Economic Development, Investment, Trade and Natural Resources Minister Jamie Moses announced today. 

    “This project is about putting a ‘Made in Canada’ stamp on the low-carbon economy,” said Kinew. “Here in Manitoba, blue-collar workers are part of the transition to a net zero future and it’s companies like NFI that are leading the charge. We’re pleased to partner with the federal government to get this All-Canadian Build facility done so we can continue to put Manitoba at the cutting edge of zero emission transportation technology.” 

    A leading provider of zero-emission buses and coaches, NFI’s global headquarters in Winnipeg employs nearly 3,000 Manitobans, noted the premier. The $23.4-million investment from the Manitoba government will support NFI’s plans to establish an All-Canadian Build facility while creating 250 direct jobs in Winnipeg and hundreds more indirect jobs. The facility will expand production capacity and have the ability to manufacture, finish and service zero-emissions buses for the Canadian market. 

    “NFI is the leader in North America’s evolution to zero-emission buses and coaches,” said Moses. “Investing in this new facility will create good jobs for Manitobans in electric transit manufacturing while reducing emissions.” 

    NFI will be co-investing in the project alongside the Manitoba government and the federal government through Prairies Economic Development Canada (PrairiesCan) Business Scale-up and Productivity program. 

    “This is a significant step forward by NFI Group,” said federal Northern Affairs Minister Dan Vandal, minister responsible for Prairies Economic Development Canada (PrairiesCan). “Increasing manufacturing capacity in the zero-emission heavy-duty vehicle sector is good news for Canada and solidifies Manitoba’s leadership in this field. This project is an example of collaboration under the Green Prairie Economy Framework to deliver solutions to build a strong and sustainable economy across the Prairies.” 

    Demand for zero-emission transit buses in NFI’s core markets is at record levels, driven by the transition of transit fleets to battery-electric, fuel cell-electric and trolley-electric buses in Canada’s major cities to meet national emission reduction goals, noted the premier. 

    “Today’s announcement is a major milestone for NFI as it allows us to complete full buses in Canada for the first time in over twenty years,” said Paul Soubry, president and CEO, NFI. “I would like to thank our partners at the Province of Manitoba and PrairiesCan for their commitment and financial support that will help enhance Manitoba’s green economy. These funds will be strategically invested alongside our own capital to expand our production capacity and increase our zero-emissions transit bus offerings, which will create new jobs and help create more livable North American communities.” 

    Facility construction is expected to be complete by the end of 2025 with construction activities starting in 2024, added the premier.

  • MIL-OSI USA: $215 Million to Replace Livingston Avenue Railroad Bridge

    Governor Kathy Hochul today announced the award of $215.1 million in federal funding to support the replacement of the aging Livingston Avenue Rail Bridge spanning the Hudson River between the cities of Albany and Rensselaer. The funding was provided under the Federal Railroad Administration’s Consolidated Rail Infrastructure and Safety Improvements Program and will facilitate the ongoing project to replace the Civil War-era structure with a modern bridge that will improve passenger and freight rail service throughout the Empire Corridor and also provide a much-needed Hudson River crossing for pedestrians and cyclists. The federal grant was part of nearly $2.5 billion recently awarded by the FRA.

    “New York State is making historic progress toward revitalizing our infrastructure to meet the demands of the 21st Century but getting it done requires a team effort,” Governor Hochul said. “I applaud the actions of our federal partners in providing this critically important funding, which will help ensure that train passengers – as well as pedestrians and cyclists – enjoy the benefits of a new, modern Livingston Avenue Bridge as quickly as possible.”

    Replacement of the Livingston Avenue Bridge – which is a critical link for passenger rail service along the Empire Corridor – is a signature project exemplifying Governor Hochul’s commitment to investing in projects that reconnect communities, enhance quality of life and foster growth and economic opportunity for all New Yorkers. In addition to the federal grant, funding for the $634.8 million project is also being provided from the New York State Department of Transportation’s historic, $33 billion, five-year capital plan. Site preparation work began during the summer and major construction of the new structure is expected to begin in early 2025.

    The project will construct a seven-span, lift-type bridge meeting modern standards for height, width and speeds. It will also be wider and designed to carry heavier freight train loads, as well as two passenger trains at the same time. The structure will also be able to handle taller rail cars, allowing for more freight, and will more reliably accommodate marine traffic on the Hudson River.

    The original structure over the Hudson River opened in 1865 and its original piles were used in the construction of the current Livingston Avenue Bridge in 1901. The bridge, owned by CSX and leased to Amtrak, is nearing the end of its serviceable life and does not meet current standards related to load, speed, and height clearance; forcing passenger and freight trains operating over the bridge to abide by weight and speed restrictions. This also limits the types of carriages and freight that can traverse the span. As a result, the two-track bridge can be used only by one train at a time at maximum speeds of 15 mph, contributing to delays in the movement of freight and passengers throughout New York State. The current service across the bridge includes twelve Amtrak passenger trains and roughly two to six freight trains daily.

    The new bridge will be constructed alongside the existing structure before shifting train traffic to the new bridge upon its completion, which is expected sometime in 2028. The current Livingston Avenue Bridge will remain in use until that time, thus limiting disruptions before being removed.

    New York State Department of Transportation Commissioner Marie Therese Dominguez said, “The Livingston Avenue Bridge is a relic of the 19th century that has been causing hardships for rail passengers in New York State for far too long. I am grateful to all our federal partners for their assistance and support of this transformational project that will improve passenger and freight rail service throughout the corridor and will also provide new recreational opportunities for pedestrians and cyclists enjoying the beauty of the Capital Region.”

    Senate Majority Leader Charles Schumer said, “The Livingston Avenue Bridge provides the only viable passenger rail passage across the Hudson River, between Albany and Rensselaer, but it is approximately 125 years old and rests on piers from the Civil War-era and has deteriorated significantly, putting upstate passenger rail and rover traffic at risk. This whopping $215+ million in federal funding will help replace the bridge, improving service and reliability along the Empire Corridor, ensure river traffic flow, and provide a long desired pedestrian link as well. It’s a good day to have the Senate Majority Leader represent the Capital Region. This bridge is the key link that allows passenger travel between New York City and points west of Rensselaer, across Upstate, and north to Montreal. I’ve fought tirelessly to deliver the resources necessary to make this project possible, from fighting to increase funding for the Consolidated Rail Infrastructure and Safety Improvements Program in the federal Bipartisan Infrastructure & Jobs Law and then personally calling Transportation Secretary Buttigieg to secure this grant. I’m proud that the program is delivering BIG – the largest award in the history of the program – for the Capital Region and all of Upstate today.”

    Senator Kirsten Gillibrand said, “Investing in infrastructure is critical to connect communities, boost our economy, and improve quality of life in New York. The Livingston Avenue Bridge is vital to transporting people and goods throughout Albany, Rensselaer, and beyond, and its revitalization is greatly needed. I’m proud to have helped secure this funding, and I will continue fighting to bring federal dollars to New York to improve our state’s infrastructure.”

  • MIL-OSI Global: The Apprentice: Trump biopic is riddled with perfect examples of a man with the ‘dark triad’ of personality traits

    The Apprentice is a thought-provoking and chilling film that depicts a young Donald Trump on his journey from naive, malleable, nepo-baby to cold, dark and narcissistic businessman. During the film, Trump, meets his mentor and father figure, Roy Cohn. Cohn shapes his young apprentice (reminiscent of Palpatine and a young Anakin Skywalker from Star Wars), teaching a young Trump his “three rules of life” and the power of deception and misinformation.

    Trump has been critical of the film, calling it a “politically disgusting hatchet job”. Regardless of the authenticity of the film’s depictions, as an expert in psychology, I was struck by how perfect its illustration of some the darker sides of human psychology were.

    Psychological research in the past 20 years has highlighted that certain personality traits are indicative of the dark side of human behaviour, such as callous manipulation – a grandiose sense of self-importance, and a lack of empathy. Pyschologists Delroy Paulhus and Kevin Williams found evidence to suggest that three personality traits, known now as the “dark triad”, existed which exemplified the darkest parts of human psychology. The three traits are machiavellianism, narcissism and psychopathy.

    While these are separate traits, it has been found that it is likely that someone who presents with high levels of one may also present with high levels of one of the other traits.

    Machiavellianism

    Machiavellianism is the manipulative personality trait. Individuals who show machiavellianism are more likely to “behave in a cold and manipulative fashion”. The name of the trait comes from Italian philosopher and writer, Niccolo Machiavelli. In his famous 16th-century political treatise, The Prince, Machiavelli discuses how princes (or apprentices), gain and keep power.

    In The Prince, Machiavelli states that “it is better to be feared than loved, if you cannot be both”. He writes that if you have the power to subordinate another person, they can stop loving you, but they can never stop fearing you.

    Cohn in the film provides many examples of machiavellian behaviour. In one scene, for example, he shows a young Trump recordings/photos he has that he can use to blackmail and manipulate powerful people to gain favour and ensure that a decision regarding a tax break goes their way.

    Cohn’s three rules of success are also good examples: “Number one: attack, attack, attack. Number: admit nothing, deny everything. Number three: always claim victory, never admit defeat.” These rules are machiavellian to their core: attack to promote fear and gain power. Rules two and three: admit nothing and claim victory, help the person to control and manipulate the narrative.

    Narcissism

    The film also highlights narcissism. Key components of narcissism are a sense of “grandiosity, entitlement, dominance and superiority,” according to Paulhus and Williams. The final scene of the film perfectly encapsulates this, here Trump discusses with Tony Schwartz, the journalist co-writer of his business book The Art of the Deal, how he is superior. Trump explains how you are either born to make deals or not, how Trump does “not just like making deals”, he “loves them”.

    In the film, Trump speaks about his abilities with such confidence and pleasure that it gives a key insight into his grandiose perception of himself. A sense of entitlement and dominance rear their heads in one of the darkest scenes where Trump is shown to rape his then wife, Ivana. The scene suggests that Trump feels superior to Ivana and is entitled to use her body. The rape in the film even seems like a gesture to reaffirm his dominance in the relationship. In real life, the allegation that Trump raped Ivana has never been proved in court.

    Psychopathy

    Finally, the film also features examples of psychopathy, which is characterised by key elements such as high impulsivity, thrill seeking and low empathy.

    Trump’s impulsive and thrill-seeking streak is exemplified in the film by his need to build the Taj Mahal casino in Atlantic city. He pursues its construction contrary to the advice of Cohn. His impulsivity later in the film leads to his downfall as he becomes mired in debt and faces threats from debt collectors.

    Trumps lack of empathy also shines through in how he treats Cohn, once his father figure. Towards the end of the film Cohn is dying from Aids-related complications. During this time, the film suggests that Trump won’t speak to him, he makes jokes at his expense and publicly embarrasses Cohn at a private party. At one point, he even shouts mockingly in the street to Cohn: “you do not look too well.”

    By the end of the film, the humanity and empathy that Trump had has been stripped away. What is left is someone who has an inflated sense of self, a lack of empathy for others, and the ability to use misinformation to get what they want. It is a strong case study of someone possessed of the dark triad of personality traits.

    A switch dealer who shot a machinegun out the window of a moving vehicle on a public highway pleaded guilty to a federal firearm crime, announced U.S. Attorney for the Northern District of Texas.

    Juan Angel Rendon, 18, was charged via criminal complaint in September and indicted the following month. He pleaded guilty on Wednesday to illegal possession of a machinegun.

    “As we said when we launched Operation Texas Kill Switch, machinegun conversion devices are putting our communities in danger. This defendant’s conduct – shooting a switch-equipped handgun out of a moving vehicle for no apparent reason – is case in point,” said U.S. Attorney Leigha Simonton. “Weapons of war belong on the battlefield, not the streets North Texas streets. The U.S. Attorney’s Office will relentlessly pursue anyone who manufactures, sells, or possesses machinegun conversion devices.”

    “The brazenness of Mr. Rendon shown here does not surprise me. We are seeing similar videos all around the country which is why ATF is doubling down on our unwavering commitment to stopping the spread of machinegun conversion devices. We commend all our law enforcement partners across the region as we work together in this fight. Firing a machinegun wildly in public, while being filmed, may have made Mr. Rendon feel like a gangster that evening. However, he will now have plenty of time in prison to think about how isn’t a modern-day Capone” stated ATF Dallas Field Division Special Agent in Charge Jeffrey C. Boshek II.

    According to court documents, Mr. Rendon sold a 9mm Glock pistol equipped with a machinegun conversion device, colloquially known as a “switch,” to an undercover ATF agent on Aug. 27, 2024.

    During the purchase, which occurred at his mobile home, Mr. Rendon explained to the undercover agent how to install and operate the machinegun conversion device so the gun would fire full auto.

    At a detention hearing last month, agents testified that Mr. Rendon advertised Glock switches for sale on his Instagram. At the hearing, prosecutors played a video from Mr. Rendon’s Instagram account showing him firing a switch-equipped Glock out the window of a moving vehicle on a public highway, with cars visibly passing by in the distance.

    When he was arrested in September, agents recovered nine firearms, including two equipped with switches, and seven additional switches or switch parts.

    A query of the National Integrated Ballistic Information Network (NIBIN) linked firearms he possessed to two shootings in the Fort Worth area.

    Mr. Rendon now faces up to 10 years in federal prison.

    The Bureau of Alcohol, Tobacco, Firearms, & Explosives’ Dallas Field Division – Fort Worth Resident Agency conducted the investigation with assistance from the Fort Worth and Haltom City Police Departments and the Department of Public Safety. Assistant U.S. Attorney Justin Beck is prosecuting the case.

    This case is part of “Operation Texas Kill Switch,” a statewide initiative taking aim at machinegun conversion devices, also known as “switches,” which transform commercially available semi-automatic firearms into fully-automatic weapons capable of firing faster than military-grade machine guns. Spearheaded by U.S. Attorneys Leigha Simonton, Alamdar Hamdani, Damien Diggs and Jaime Esparza, Operation Texas Kill Switch relies on partnerships with state and local law enforcement as well as rewards offered by Crime Stoppers.

    U.S. Senate Majority Leader Charles E. Schumer and U.S. Senator Kirsten Gillibrand announced $11,709,995 to greenlight a major modernization project at the Ogdensburg Bridge and Port Authority (OBPA) which will upgrade over 14 miles of rail, stretching across St. Lawrence County communities from Lisbon to Norwood, equipping the railroad to handle modern, industry standard 286,000-pound freight cars, improving rail safety and reliability, bolstering North Country commerce and good-paying jobs, and much more. The federal funding comes from the U.S. Department of Transportation’s Consolidated Rail Infrastructure and Safety Improvements (CRISI) Program.

    “The feds just greenlit major modernizations for freight rail by the Ogdensburg Bridge and Port Authority. Many of the rail tracks in the Ogdensburg area are decades old and in need of major upgrades. I am proud to deliver this nearly $12 million fed investment that will help the port do more business by allowing them to more goods quickly and efficiently,” said Senator Schumer. “New modern rail infrastructure will allow for more commerce to flow in the North Country.     According to Schumer, this longstanding North Country transportation priority will modernize over 14 miles of OBPA track operated by the New York & Ogdensburg Railway nearing the end of its useful life, stretching across the Town of Lisbon, Town of Madrid, Town of Potsdam, and Village of Norwood. Schumer explained that, currently, this stretch of OBPA rail is only equipped to handle legacy 263,000-pound rail carts, severely limiting its utility, capacity, efficiency and more. Now, thanks to this boost of federal funding, the OBPA will be able to proceed with long-sought upgrades equipping the railroad to handle a larger fleet of modern, industry-standard rail cars. 

    The Bipartisan Infrastructure & Jobs Law included $5 billion over five years for the CRISI program. The program invests in various projects within the United States to improve railroad safety, efficiency, and reliability; mitigate congestion at both intercity passenger and freight rail chokepoints to support more efficient travel and goods movement; enhance multi-modal connections; and lead to new or substantially improved Intercity Passenger Rail Transportation corridors.

    Schumer and Gillibrand have long fought to support various projects for the Ogdensburg Bridge and Port Authority. Last month, Schumer announced that the U.S. Department of Transportation named Breeze Airways as Ogdensburg International Airport’s new Essential Air Service carrier. Over the last two years, Senators Schumer and Gillibrand secured awards of $2,100,000 and $1,000,000 for the OBPA’s new 15,000 square foot childcare center.     Today, Governor Cooper visited Green River Cove in Polk County to assess storm damage to the Green River and surrounding areas, meet with local officials and speak with those impacted by the storm. In the afternoon, the Governor joined First Lady of the United States Jill Biden at a World Central Kitchen site in Asheville where they packed and served food and thanked volunteers. This morning, the Governor signed Senate Bill 743 into law, which allocates more than $600 million in Helene disaster relief and recovery funds.

    “Today I traveled to Green River Cove in Polk County to survey storm damage and meet with local officials and then helped with relief efforts in Asheville alongside First Lady Jill Biden,” said Governor Cooper. “Folks on the ground in western NC are working hard to help communities build back from this storm and get help to those in need. I’m thankful for our federal, state, local and volunteer partners who are pitching in as we continue our recovery efforts.”

    The Green River and other waterways in Western North Carolina sustained significant damage from Helene, affecting surrounding homes, communities and businesses. The World Central Kitchen works to provide fresh meals to communities impacted by natural disasters and other crises.

    This week, Governor Cooper recommend an initial $3.9 billion package to the General Assembly to begin rebuilding critical infrastructure, homes, businesses, schools, and farms damaged during the storm. Initial damage estimates are $53 billion, roughly three times Hurricane Florence estimates in 2018 and the largest in state history. The funding put forward by legislative Republicans this week represents just 1/6 of this recommendation and included no funds for small business grants and other key needs. The Governor urged legislators to return in November and pass a more comprehensive package.

    “Western North Carolina needs significant investments to recover fully from the worst storm our state has ever seen. Legislators have taken a small step here and should follow it with a more comprehensive package to help families, businesses and communities build back stronger,” said Governor Cooper.

    North Carolina National Guard and Military Response

    Over 1,700 Soldiers and Airmen are working in Western North Carolina. Joint Task Force- North Carolina, the task force led by the North Carolina National Guard is made up of Soldiers and Airmen from 12 different states, two different XVIII Airborne Corps units from Ft. Liberty, a unit from Ft. Campbell’s 101st Airborne Division, and numerous civilian entities are working side-by-side to get the much-needed help to people in Western North Carolina.

    The U.S. Army Corps of Engineers is helping to assess water and wastewater plants and dams. Residents can track the status of the public water supply in their area through this website.

    FEMA Assistance

    Approximately $168.4 million in FEMA Individual Assistance funds have been paid so far to Western North Carolina disaster survivors and more than 226,000 people have registered for Individual Assistance. Over 7,100 people have been helped through FEMA’s Transitional Sheltering Assistance. Nearly 5,900 registrations for Small Business Administration Loans have been filed.

    Nearly 1,700 FEMA staff are in the state to help with the Western North Carolina relief effort. In addition to search and rescue and providing commodities, they are meeting with disaster survivors in shelters and neighborhoods to provide rapid access to relief resources. They can be identified by their FEMA logo apparel and federal government identification.

    North Carolinians can apply for Individual Assistance by calling 1-800-621-3362 from 7am to 11pm daily or by visiting www.disasterassistance.gov, or by downloading the FEMA app. FEMA may be able to help with serious needs, displacement, temporary lodging, basic home repair costs, personal property loss or other disaster-caused needs.

    Help from Other States

    More than 1,750 responders from 39 state and local agencies have performed 153 missions supporting the response and recovery efforts through the Emergency Management Assistance Compact (EMAC). This includes public health nurses, emergency management teams supporting local governments, veterinarians, teams with search dogs and more.

    Beware of Misinformation

    North Carolina Emergency Management and local officials are cautioning the public about false Helene reports and misinformation being shared on social media. NCEM has launched a fact versus rumor response webpage to provide factual information in the wake of this storm. FEMA also has a rumor response webpage.

    Efforts continue to provide food, water and basic necessities to residents in affected communities, using both ground resources and air drops from the NC National Guard. Food, water and commodity points of distribution are open throughout Western North Carolina. For information on these sites in your community, visit your local emergency management and local government social media and websites or visit ncdps.gov/Helene.

    Storm Damage Cleanup

    Power Outages

    Across Western North Carolina, approximately 4,200 customers remain without power, down from a peak of more than 1 million. Overall power outage numbers will fluctuate up and down as power crews temporarily take circuits or substations offline to make repairs and restore additional customers.

    Road Closures

    Some roads are closed because they are too damaged and dangerous to travel. Other roads still need to be reserved for essential traffic like utility vehicles, construction equipment and supply trucks. However, some parts of the area are open and ready to welcome visitors which is critical for the revival of Western North Carolina’s economy. If you are considering a visit to the area, consult DriveNC.gov for open roads and reach out to the community and businesses you want to visit to see if they are welcoming visitors back yet.

    NCDOT currently has approximately 1,400 employees and 900 pieces of equipment working on thousands of damaged road sites.

    Fatalities

    Ninety-eight storm-related deaths have been confirmed in North Carolina by the Office of Chief Medical Examiner. This number is expected to rise over the coming days.     Three people have been sentenced today for their role in the large scale importation and distribution of unregulated pharmaceutical drugs into the UK from India where they were then repackaged and distributed internationally.

    The three defendants were found guilty during a 6 week trial and were sentenced today at Southwark Crown Court with the following:

    • Salman Ansari, 33, of Central Road, Wembley, was found guilty of 12 counts of possession with intent to supply drugs (Class A, B and C), one count of conspiracy to supply Class C and one count of money laundering. Salman Ansari received a six year sentence.
    • Waqas Saleem, 33, Sylvia Gardens, Wembley, was found guilty of 12 counts of possession with intent to supply drugs (classes A, B and C), one count of conspiracy to supply Class C and one count of money laundering. Waqas Saleem received a sentence of two and a half years.
    • Juhi Ansari, 32, of Central Road Wembley, was found guilty of one count of money laundering and received a suspended sentence but will be required to complete100 hours unpaid work and 25 days rehab.

    Over 730kg of drugs were seized during the operation. This included strong opioids such as tapentadol and tramadol, and benzodiazepines including zolpidem, zopiclone and nitrazepam. Both types of drugs are commonly misused for their sedation effect and can be fatal when combined. In total there were more than 1,000,000 tablets seized.

    In total, there were nine different drugs that were categorised as being Class C (zolpidem, zopiclone, nitrazepam, tramadol, etizolam, pregabalin, flubromazolam, bromazolam, alprazolam), one Class B (cannabis resin) and one Class A (tapentadol).

    Detective Constable Syed Shah, from the Serious Organised Crime Team, City of London Police said:

    “Today’s result is the culmination of numerous law enforcement agencies, working together from across the world, over a period of more than three years.

    “The illegal importation of drugs has a devastating impact on the public These drugs in particular are subject to an emerging trend of misuse due to their availability and affordability. Many of the drugs seized are unregulated products for the UK market, with the investigation team encountering counterfeited brands such as Xanax with flubromazolam where the pills dose and potency unknown. The withdrawal from drugs such as pregabalin can be more severe than opiate withdrawal and presents the user with a risk to life.

    “This investigation involved partnership working with colleagues from  UK Border Force, as well as crucial support overseas from US law enforcement, principally the Homeland Security Investigations (HSI), Customs and Border Patrol and the Food & Drug Administration (FDA). From everyone at City of London Police, we thank you all for your hard work.

    “To those individuals which have assisted or benefitted financially from this criminal enterprise, you all now become the focus of future investigations with law enforcement targeting you in the UK and overseas.”

    Special Agent Fernando McMillan, FDA Office of Criminal Investigations, New York Field Office said:

    “Selling and importing unapproved pharmaceutical drugs across international borders and into the United States puts the public health at risk. FDA is grateful for the partnership with the City of London and multiple law enforcement agencies to bring these criminals to justice.”

    “Maintaining vigilance and collaboration with our counterparts in the U.K. remains critical to safeguarding public health and safety, and we will continue to enhance international cooperation and enforcement strategies to combat the illegal shipment of regulated products.”

    Special Agent Michael J. Krol, Homeland Security Investigations (HSI), New England said:

    “This pharmaceutical smuggling ring was systematically disrupted and dismantled through the hard work of law enforcement on both sides of the Atlantic working together towards the same goal: a safe supply chain the public can trust. We live in a global society and crimes do not confine themselves to one country. We must work together to tackle transnational threats to ensure a safer world for all.”

    The investigation can be traced back to October 2020 where US Customs and Border seized numerous shipments sent from the UK found to contain illicit pharmaceutical drugs. A referral was then made to the City of London Police’s Serious Organised Crime Team (SOCT). By tracing the packages being sent from the UK, SOCT were able to identify Salman Ansari and Waqas Saleem being responsible for the shipment of the drugs and the location they were storing the drugs. Information sharing with US counterparts the Food and Drug Administration (FDA)  led to successful warrants being executed in June 2021 in Vermont, USA, where pharmaceutical drugs were found at a property.

    By tracing the packages being sent from UK airports to JFK, officers were able to identify drop-off locations of the drugs, as well as vehicles used by Salman Ansari and Waqas Saleem. This led City of London Police officers to a storage unit in Wembley.

    Following a focused and in-depth proactive investigation , Salman Ansari and Waqas Saleem were arrested in July 2021and both were arrested within the storage unit for conspiracy to supply controlled drugs and money laundering.

    Contained within the storage unit were a significant quantity of large cardboard boxes which contained thousands of blister packs of what purported to be pharmaceutical grade drugs. These included Tramadol, Zopiclone, Atizolam, Xanax, Nitrazepam, Zolpidem, Pregabalin as well as what was believed to be cannabis resin. A total of 175 exhibits were seized from the storage location.

    At the same time, SOCT officers attended the Ansari home address and arrested Salman’s wife Juhi Ansari for money laundering.

    Financial investigations revealed that Salman Ansari had over 11 bank accounts in his name, with a credit turnover of £1.09m, which vastly outweighed any declared or legitimate income expressed to HMRC. Between March 2018 and September 2021, over 158 transactions were made from Salman Ansari to his wife Juhi Ansari, totalling more than £265,0000 and during the same time frame Juhi Ansari sent over £147,000 to Salman Ansari. It was also established that Salman Ansari sent Waqas Saleem over £7,000 during April 2021 and July 2021.

    Additionally, various complex money laundering techniques were utilised, where funds from illicit sales were made in various cryptocurrencies such as Bitcoin and USD and transferred to individuals in India. Additionally, Salman sent funds to India approximating to $62,120 (around £46,458) and similarly, Juhi Ansari sent approximately $55,050 (around £41,194) also to India.

    All defendants put in a plea of not guilty, however during the 6 week trial extensive evidence was put to the jury which outlined the global drug network that Ansari and Saleem had orchestrated. The jury were unanimous in the their verdict of guilty on all counts for all three defendants.

    Unregulated drugs can have a devastating impact on people’s wellbeing, as without thorough testing and regulation by registered drug distributors, they can have potentially fatal results.

  • MIL-OSI Security: Alaska — Concerned neighbour calls PEI RCMP regarding break-and-enter at private residence, Police Dog assaulted while tracking suspects

    PEI RCMP have arrested three people thanks to a 9-1-1 call from a concerned neighbour alerting police to a possible break and enter in progress.

    After receiving a 9-1-1 call regarding a possible break-and-enter in progress, West Prince RCMP attended a private residence in Alaska, PE. Flashlight beams had been seen moving around in the residence which was unoccupied. As Police arrived a 54-year-old Mont Carmel man, was quickly apprehended. Two other people involved in the incident had earlier fled on foot.

    RCMP Police Dog Services attended the scene, and after a short track, the dog located the two people – a 53-year-old man from St. Chrysostome, PE, and a 33-year-old woman from Cape Wolfe, PE. Based on their behaviours, the police dog team was deployed and both the man and woman were bitten by the dog. Through the course of her arrest the woman did assault the police dog. “Any time a police dog is deployed it is under the control of its handler,” says Corporal Gavin Moore, Media Relations Officer with PEI RCMP. “Police provide many opportunities for suspects to cooperate and turn themselves in before a dog is used, and it is used in cases where the dog can help improve police and public safety,” adds Cpl. Moore.

    A vehicle used by the individuals, found at the scene, was towed as it had stolen licence plates, was not insured or registered. All three individuals were charged and later released. They will appear in court at a later date. The investigation into this incident is ongoing.

    This is the second break-and-enter West Prince RCMP have responded to in two weeks, and in both instances have arrested the suspects involved. PEI RCMP thank the public who called 9-1-1 to report this incident and remind all Islanders to call 9-1-1 any time you suspect an emergency requiring police, fire or medical assistance.

Ross, United States Attorney for the Eastern District of Arkansas, announced the sentence, which was handed down on Thursday, October 24, 2024, by United States District Judge Lee P. Rudofsky.

          On August 8, 2022, Hart, 38, of North Little Rock, pleaded guilty to being a felon in possession of a firearm. Judge Rudofsky also sentenced Hart to four years supervised release. Hart was indicted on December 8, 2021, on one count of being a felon in possession of a firearm.

          An investigation revealed that on June 7, 2021, officers from the Little Rock Police Department conducted a traffic stop. During the stop, officers located a Glock, model 23, .40 caliber semi-automatic pistol wedged between the driver’s seat and the center console of the vehicle Hart was driving. Additionally, officers located marijuana, two digital scales, and a glass pipe in the center console. During a search of the vehicle’s trunk, officers recovered an extended Glock magazine loaded with ammunition that functioned with the firearm found in Hart’s possession.

          Hart is classified as an armed career criminal offender due to his criminal history that includes multiple convictions for attempted delivery of cocaine, possession with intent to deliver marijuana, possession of drug paraphernalia, possession of methamphetamine, and possession of cocaine. There is no parole in the federal system.

          The investigation was conducted by the Federal Bureau of Investigation with assistance from the Little Rock Police Department. The case was prosecuted by Assistant United States Attorney Amanda Fields.

  • MIL-OSI Security: New Orleans Man Guilty of Violating Federal Gun Control and Federal Controlled Substances Acts

    NEW ORLEANS, LOUISIANA – LYNDELL MIMS (“MIMS”), age 34, a resident of New Orleans, pleaded guilty on October 25, 2024, before United States District Judge Carl J. Barbier to violating the Federal Gun Control and the Federal Controlled Substances Acts, announced U.S. Attorney Duane A. Evans.

    According to court records, New Orleans Police Department officers stopped MIMS while he was in a vehicle, detected a strong odor of marijuana and got a search warrant.  During the search of the vehicle, the officers found a Diamondback Firearms Model DB15, 5.56-millimeter pistol, bearing serial number DB2907140, a Glock Model 22, .40 caliber pistol, bearing serial number CML528, as well as a third gun in his female passenger’s purse.  MIMS was a convicted felon and was not allowed to possess firearms.

    Officers also found several types of drugs and three digital scales.  The drugs, included 21.08 grams of methamphetamine; 30 grams of a mixture of cocaine, heroin, and fentanyl; 2.22 grams of methamphetamine; 4.46 grams of cocaine; 1.55 grams of cocaine; 10.66 grams of psilocyn; approximately 300 grams of marijuana in over 100 smaller bags; 31 Tramadol pills; 75 packets of Buprenorphine/suboxone; 175 Tapentadol pills; 1.52 grams of a heroin/fentanyl mixture; 2.21 grams of fentanyl; several oxycodone pills; several pills that tested positive for fentanyl; 50.64 grams of methamphetamine; and additional miscellaneous pills.       

    The federal indictment against MIMS states that he possessed the various drugs found during the search with the intent to distribute them, possessed the firearms in furtherance of drug trafficking, and was a felon in possession of firearms.

    Judge Barbier set sentencing for January 30, 2025.  On the drug count, MIMS faces a maximum term of twenty years imprisonment, a fine of up to $1,000,000, and at least three years of supervised release.  On the possession of a firearm in furtherance of drug trafficking count, MIMS faces a mandatory minimum of five years up to life, which must run consecutively to any other term of imprisonment, a fine of up to $250,000, and up to five years of supervised release.  On the felon in possession of a firearm count, MIMS faces a maximum term of fifteen years imprisonment, a fine of up to $250,000, and up to three years of supervised release.  As to each count, MIMS also faces payment of a mandatory special assessment fee of $100.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone.  On May 26, 2021, the Department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.

    The case was investigated by the Federal Bureau of Investigation and the New Orleans Police Department.  It is being prosecuted by Assistant United States Attorney David Haller, who is Senior Litigation Counsel and PSN Coordinator.

  • MIL-OSI Security: Waterbury Man Sentenced to More Than 4 Years in Federal Prison for Role in Drug Trafficking Ring

    Vanessa Roberts Avery, United States Attorney for the District of Connecticut, announced that JESUS MALDONADO, also known as “Zeus,” 34, of Waterbury, was sentenced today by U.S. District Judge Michael P. Shea in Hartford to 51 months of imprisonment, followed by three years of supervised release, for trafficking narcotics.  

    According to court documents and statements made in court, the FBI’s Waterbury Safe Streets Gang Task Force and other law enforcement agencies investigated two drug trafficking organizations based in the city of Waterbury.  One organization operated in the area of William Street and the other operated in the area of Maple Avenue.  The investigation, which included court-authorized wiretaps on multiple phones, video surveillance, GPS tracking of vehicles, and numerous controlled purchases of narcotics, revealed that the two organizations distributed cocaine, crack, and fentanyl through a network of sellers.  The organizations shared sources of supply and worked together to further their operations.

    During the investigation, Maldonado, who was involved in the William Street organization, was intercepted multiple times over a wiretap discussing the distribution of narcotics.  On November 16, 2023, he was captured on video engaging in a 500-gram cocaine transaction.

    Seventeen individuals were charged with federal offenses as a result of the investigation.  Maldonado and several codefendants were arrested on November 29, 2023.  In association with the arrests, investigators executed multiple search warrants and seized approximately 700 grams of crack cocaine, more than 900 vials (“caps”) of crack, approximately 200 grams of loose fentanyl, more than 1,600 dose bags of fentanyl/heroin, two stolen firearms, numerous rounds of ammunition, and more than $39,000 in cash.

    Maldonado has been detained since his arrest.  On June 24, 2024, he pleaded guilty to conspiracy to distribute and to possess with intent to distribute controlled substances.

    The FBI’s Waterbury Safe Streets Gang Task includes members from the FBI, the Waterbury Police Department, the Naugatuck Police Department, and the Connecticut Department of Correction.  The DEA, U.S. Marshals Service, Homeland Security Investigations (HSI), Connecticut State Police, Wolcott Police Department, and Meriden Police Department have assisted the investigation.

    This case is being prosecuted by Assistant U.S. Attorneys Natasha Freismuth and Shan Patel through the Organized Crime Drug Enforcement Task Forces (OCDETF) Program.  OCDETF identifies, disrupts, and dismantles drug traffickers, money launderers, gangs, and transnational criminal organizations through a prosecutor-led and intelligence-driven approach that leverages the strengths of federal, state, and local law enforcement agencies.  Additional information about the OCDETF Program can be found at https://www.justice.gov/OCDETF.

    WASHINGTON – Today, Congressman David G. Valadao (CA-22), co-chair of the Sikh American Congressional Caucus, introduced a resolution to formally recognize and commemorate the Sikh Genocide of 1984. California is home to the largest Sikh population in the U.S., with the majority residing in the Central Valley.

    Background:

    In June 1984, Indian Prime Minister Indira Gandhi ordered a military assault on Sri Darbar Sahib, a sacred place of worship more commonly known as The Golden Temple. During Operation Blue Star, the Indian Army used heavy artillery and tanks to lay siege on The Golden Temple complex, murdering thousands of civilians as an attempt to suppress Sikh religious rights and freedoms. This tragedy is considered by many as the beginning of the Sikh Genocide.

    Following the death of Indian Prime Minister Indira Gandhi on October 31, 1984, the Indian government launched a multi-day campaign of state-sponsored violence and repression against Sikhs that included disappearances, targeted killings, and coordinated mass violence. Political unrest in India throughout 1984 resulted in the loss of thousands of Sikh lives. Today, transnational repression is still a widespread issue impacting the Sikh community.

  • MIL-OSI Asia-Pac: CHANAKYA DEFENCE DIALOGUE 2024 CULMINATES AT NEW DELHI

    The second edition of the Indian Army’s flagship international seminar, the Chanakya Defence Dialogue, culminated on 25th October at the Manekshaw Centre in Delhi. This two-day event brought together policymakers, strategic thinkers, academia, defence personnel, veterans, scientists, and subject matter experts from India and abroad to examine India’s strategic directions and developmental priorities.

    The Chanakya Defence Dialogue 2024, themed “Drivers in Nation Building: Fueling Growth Through Comprehensive Security,” sparked essential discussions on the integration of security dynamics within the broader context of national and international policymaking. Prominent speakers from India, the United States, Russia, Israel, and Sri Lanka, offered a global perspective on how security influences our nation’s developmental trajectory toward Viksit Bharat @2047. The dialogue aimed not only to analyse the current landscape but also to formulate visionary strategies for sustainable and inclusive growth.

    On the second day, the dialogue featured two special addresses. Dr S Somanath, Chairman of ISRO, emphasised on the pivotal role India’s space sector plays in strengthening national security. The ISRO Chief discussed the significance of space in modern times, especially given the growing congestion and competition within the realm of satellite communication, navigation, space science, and earth observation. He noted that space has become a crowded and contested field, with natural, accidental, and intentional hazards like jamming, anti-satellite (ASAT) threats, manoeuvering vehicles, and directed energy weapons creating complex operational risks. Addressing these issues, ISRO is focusing on Space Situational Awareness (SSA), a comprehensive approach involving observation, analysis, and mitigation, to ensure the safety of its assets and national interests in space.

    He highlighted advancements in satellite technology, space-based surveillance, and communication systems critical for enhancing the country’s defence capabilities and growth in the sector.

    Furthermore, the ISRO Chief discussed the importance of enhancing observation capabilities, underscoring the need for satellites with low revisit times and high refresh rates for military use. Privatisation and the launch of additional satellites were also identified as crucial to strengthening India’s strategic posture in space. He also emphasised the growing use of indigenous components in India’s space sector, with rockets now comprising 95% and satellites 60% domestically sourced materials. This shift is supported by stringent mechanisms for thoroughly inspecting any foreign-imported components, ensuring quality and security in all equipment. These advancements mark a substantial step toward achieving ‘Atmanirbharta’ (self-reliance) in the space domain. As ISRO advances its SSA initiatives and satellite deployment, it is committed to bolstering both national and global space security through innovation and collaboration, ensuring preparedness against emerging space challenges.

    The second special address by Ms Ruchira Kamboj, Former Permanent Representative of India to the UN, was on India’s evolving and influential role in shaping today’s multilateral world. The lecture covered six important themes: India’s historical role as a UN founding member; its tenure on the UN Security Council under the 5S framework articulated by the Hon’ble Prime Minister Narendra Modi; a strong anti-terrorism stance; significant contributions to UN peacekeeping; the call for essential reforms in the UNSC; and India’s soft power stance , which supports the Global South through initiatives like yoga, climate-resilient crops, and a commitment to peace and multilateralism. She highlighted nation’s consistent advocacy for reforming global governance structures to make them more representative and equitable. She also underlined India’s leadership in addressing pressing global challenges such as climate change, sustainable development, and global health crises, while also championing the rights of developing nations. She stressed upon the importance of safeguarding India’s strategic interests by leveraging its diplomatic clout, actively participating in peacekeeping operations, and fostering global partnerships. Additionally, she pointed to India’s push for a permanent seat in the UN Security Council, showcasing its growing stature as a responsible and constructive global actor, committed to promoting a rules-based international order and ensuring the voices of the Global South are heard in shaping future multilateral frameworks.

     The second day of Chanakya Defence Dialogue 2024 was structured into three sessions, covering key aspects of comprehensive security, with prominent speakers sharing their insights: –

    Session 1: Social Cohesion and Inclusive Growth: Pillars of a Secure Nation. 

    The session was chaired by Shri RR Swain (IPS), Former DGP, Jammu & Kashmir Police, in his Address, he emphasised the vital link between a secure environment and economic growth, investment and social progress. He shed light on separatist politics, noting that false narratives spread by terrorist factions are part of a “well-oiled machine” aimed at destabilising India through a “battle of narratives.”

    Swain highlighted the significant improvements in governance over the past decade, emphasising efforts toward equality and fairness across communities without discrimination. Yet, he acknowledged ongoing challenges, particularly in promoting social growth, countering substance abuse, and dispelling terrorist propaganda that suggests nothing positive can come from the region. These remain critical areas of focus to ensure sustained peace and progress in Jammu and Kashmir.

     This session delved into internal security, legal frameworks, and the importance of societal unity. Panelists Dr. Sudhanshu Trivedi (MP), Ms. Meenakshi Lekhi (Former MP and lawyer), and Gen. V K Singh (Retd) discussed how India can strengthen its security structures through enhanced social unity, equitable economic development, and fostering institutional trust. Dr. Trivedi highlighted the role of a cohesive society, emphasising that India’s nationalistic spirit bolsters resilience in its armed forces and strengthens individual resolve. He cited the Kargil War as an example of India’s unified approach, in contrast to other nations, and underscored the Agnipath scheme’s role in fostering cohesion. Ms. Lekhi spoke to the role of law enforcement and justice as pillars of stability, noting challenges like political interference, resource limitations, and the need for technology enhancements. Advocating for accountability, equality, and community engagement, she reinforced India’s zero-tolerance approach to terrorism, describing state-sponsored activities like the Khalistan movement as serious threats. Gen. V K Singh emphasised the need for synergy across security agencies to prevent fragmented efforts, proposing a framework for convergence that includes timely intelligence integration, resource coordination, and capability building. He highlighted the need for control over false narratives on social media and deliberated upon the internal security as every citizen’s responsibility.

    The panel collectively underscored that India’s security requires a robust integration across social, legal, and defense domains, each reinforcing the other to strengthen India against internal and external threats. The panel also proposed evidence-based policies for equitable resource distribution and inclusive economic growth, addressing disparities and reinforcing national unity. Best practices for reforming law enforcement and judicial systems were discussed, including community-engaged policing, judicial impartiality, and anti-corruption measures to boost public trust. Strategies for cultivating a shared national identity, enhancing social cohesion through inclusive education, and balancing security with social development were also explored. Finally, the session addressed ways to tackle insurgency and terrorism through socio-economic and political reforms, improve intelligence sharing, and enhance coordination between security agencies.

    Session 2: Blurring Frontiers: The Convergence of Technology & Security. 

    Chaired by Lt Gen Raj Shukla (Retd), this session explored the intersection of technology and security. Panelists Dr. Chintan Vaishnav (NITI Aayog), Brig Gen Eran Ortal (SIGNAL Group, Israel), and Mr. Dmitry Stefanovich (IMEMO, Russia) discussed emerging technologies—such as artificial intelligence, quantum computing, IoT, and blockchain—and their role in enhancing security through better threat detection, operational efficiency, and data integrity, while also addressing the new vulnerabilities and ethical challenges they bring. The panel provided evidence-based policy recommendations to strengthen cyber resilience, protect critical infrastructure, and tackle emerging technological threats. They also examined how to balance technological innovation with strong security measures, and proposed ethical guidelines for AI in security applications, ensuring alignment with societal values and privacy concerns.

    Session 3: Groundbreakers: Shaping Land Warfare, Reflections for the Indian Army.

    The final session, Chaired by Vice Admiral A B Singh (Retd), examined the Indian Army’s integration of advanced technologies to enhance battlefield readiness. Panelists Dr. Konstantin Bogdanov (IMEMO, Russia), Prof. Amit Gupta (University of Illinois, US), and Dr. Patrick Bratton (US Army War College) discussed how emerging technologies – such as artificial intelligence, unmanned systems, cyber warfare tools, and autonomous weapons – can strengthen the Indian Army’s capabilities by improving surveillance, precision strikes, and multi-domain operations, while also addressing new vulnerabilities and ethical concerns. The discussion highlighted the dual challenges of rapid technological advancements and evolving security threats, emphasizing the need to balance innovation with strong defense strategies.

    The panel explored ways to integrate these technologies into the Army’s infrastructure, enhance the resilience of critical military assets, and ensure protection against sophisticated threats. The session also stressed the importance of fostering indigenous defense technologies in line with the Atmanirbhar Bharat initiative, reducing reliance on foreign technologies, and encouraging strategic partnerships between the military, technology experts, and industry leaders to drive innovation and develop responsible solutions for current and future challenges.

    In his closing address, Lt Gen N S Raja Subramani, Vice Chief of the Army Staff (VCOAS), highlighted the Indian Army’s dedication to a secure and prosperous Bharat, emphasising on critical themes spanning geopolitics, economics, environmental concerns, space, multilateral issues, technology and the shifting dynamics of land warfare. He emphasised the intrinsic link between economic growth and national security, underscoring the military’s central role in a “Whole of Nation” approach to defence. Strategic partnerships with other nations were noted as essential for deterring larger adversaries, with a balanced blend of hard and soft power deemed crucial – acknowledging that soft power alone cannot secure victory in conflicts. He highlighted the India’s leadership as a voice for the Global South, calling for reliable and resilient supply chains as vital for stability. He also stressed the importance of including local communities in border area development, which not only benefits the armed forces but also promotes regional economic and community growth. With the nature of warfare evolving, he concluded by underscoring the importance of training and technological proficiency as essential tools for addressing modern security challenges.

    The CDD 2024 served as a landmark platform for strategic thinkers, policymakers, and security specialists to forge resilient frameworks for India’s future. Through its diverse discussions, the dialogue fostered collaborative problem-solving and explored solutions that can influence India’s strategic direction on National Security and endeavours towards Viksit Bharat @2047.

    At a meeting in Gandhinagar, European Investment Bank (EIB) Vice-President Nicola Beer and Director of Finance of Karnataka Rail Infrastructure Development Company Ltd (KRIDE) Awadhesh Mehta formally announced a €300 million loan to build a new suburban railway network covering four dedicated rail corridors in Bengaluru. The network will stretch over a total of 149 km and include 58 stations and two depots.

    Home to around 14 million people (expected to reach 20 million by 2030), Bengaluru is India’s third most populous city. The EIB has already supported the city’s transportation sector with a €500 million loan to build the 23 km Bengaluru Metro R6 line and purchase a fleet of about 96 metro cars.

    The EIB’s support for transport in India includes the financing of metro investment in Agra, Bengaluru, Bhopal, Kanpur, Lucknow and Pune, with a total of €3.25 billion committed since 2016. This makes India the largest beneficiary of EIB transport financing outside Europe.

    The Bengaluru suburban railway is expected to unlock significant synergy effects with the existing rail operation, as well as with the metro system, by creating multimodal transport hubs with several interconnecting stations to facilitate a seamless transfer between different public transport modes. The project promotes a modal shift from road to rail and addresses congestion, air and noise pollution, road safety and greenhouse gas emissions, while providing an affordable mobility solution to improve access to jobs and study opportunities.

    Once the project is fully operational, the Bengaluru transport system will see a 43% drop in CO2 emissions. Estimated daily ridership will be approximately 400 000 trips per day in 2029, the first year of full operation, and is expected to increase to about 1.4 million trips per day in 2040, largely aligned with the projected population growth.

    EIB Vice-President Nicola Beer said: “The European Investment Bank is honoured to finance the Bengaluru suburban railway network with a €300 million loan. This funding complements the €500 million we allocated for the construction of the Bengaluru Metro R6 line, addressing Bengaluru’s mobility challenges by developing a clean, modern and efficient public transport system. The two projects we are financing in Bengaluru aim to create India’s most integrated rail network, providing seamless connectivity with all other modes of public transport in the city. The Bengaluru suburban railway network includes design features to enhance access, safety and security for women, and supports women’s participation in construction works. The project is therefore expected to have a significant positive impact for women in Bengaluru, especially in terms of affordable, safe and secure access to economic and social functions.”

    EU Ambassador to India and Bhutan Hervé Delphin said: “Over the past two decades, the EIB has invested nearly €5 billion in sustainable projects across India, with an impressive 90% focused on climate action. A significant portion of this support has been dedicated to sustainable transport, including substantial investments in metro projects across six cities: Agra, Bengaluru, Bhopal, Kanpur, Lucknow and Pune. Today’s announcement, part of the EU Global Gateway Initiative, will enable the people of Bengaluru, a thriving technology and manufacturing hub, to commute faster and greener.     To address India’s urgent urban mobility challenges, the EIB recently established the Urban Mobility Competence Hub, a strategic partnership with Deutsche Bahn Engineering & Consulting. The aim is to support urban transformation by building on Europe’s best practices and extensive technical expertise to develop effective urban mobility solutions for Indian cities. The initiative leverages the EIB’s financial and technical capabilities and Deutsche Bahn’s expertise in the rail sector from concept to commissioning. Experts from international and local backgrounds work together, mostly in the fields of environmental and social safeguards and procurement. This technical assistance hub will further empower implementation agencies and urban transport entities to develop sophisticated urban mobility solutions effectively and in a timely manner.

    WASHINGTON, DC – U.S. Senator Gary Peters (D-MI) led a group of 21 colleagues in urging Stellantis to keep promises it made to its autoworkers. In a letter to Stellantis CEO Carlos Taveras, the senators expressed the need for the automotive manufacturing company to honor the collective bargaining agreement signed last year with the United Auto Workers (UAW) and deliver on its commitments to strengthen and expand good-paying union jobs in America.
    “We are writing to express our growing concerns about the failure of Stellantis, under your leadership, to honor the commitments it made to the United Auto Workers (UAW) in last year’s collective bargaining agreement,” wrote the senators. “We urge Stellantis not to renege on the promises it made to American autoworkers and to provide details on the timelines for these investments.”
    In the contract ratified last year, Stellantis committed to: 
    Make nearly $19 billion in new investments and product commitments in the U.S.
    Continue to manufacture the Dodge Durango in Detroit through 2025.
    Manufacture the next generation Dodge Durango in Detroit starting in 2026.
    Re-open the plant in Belvidere, Illinois that was “indefinitely idled” last year.
    Establish a parts and customer care Mega Hub in Belvidere.
    Instead, Stellantis has taken actions that undermine the obligations made to the UAW and leave “behind thousands of American workers who built the company into the auto giant it is today,” wrote the senators. These actions may include plans to move production of the next generation Dodge Durango out of the U.S. and into “low-cost” countries like Mexico, as well as delaying planned investments to reopen and expand the Belvidere assembly plant. 
    This year, Stellantis has spent over $8 billion on stock buybacks and dividends to benefit its wealthy executives and stockholders. During the first six months of this year, Stellantis has generated over $6 billion in profits, making it one of the most profitable auto companies in the world. The company has also benefited from billions of dollars in financial assistance from American taxpayers and the federal government. In July, the Department of Energy announced Stellantis would receive nearly $335 million in federal dollars to support Belvidere Assembly Plant’s conversion to electric vehicle production.
    “We believe that if Stellantis can afford to spend over $8 billion this year on stock buybacks and dividends, it can live up to the contractual commitments it made to the UAW,” wrote the senators. “This is especially true given the billions of dollars in financial assistance American taxpayers have spent to support your company and the enormous sacrifices autoworkers have been forced to make over many decades.”
    Joining Peters on the letter are Senators Bernie Sanders (I-VT), Tammy Baldwin (D-WI), Richard Blumenthal (D-CT), Sherrod Brown (D-OH), Laphonza Butler (D- CA), Bob Casey (D-PA), Tammy Duckworth (D-IL), Richard Durbin (D-IL), Kirsten Gillibrand (D-NY), Mazie Hirono (D-HI), Amy Klobuchar (D-MN), Ed Markey (D-MA), Chris Murphy (D-CT), Jack Reed (D-RI), Debbie Stabenow (D-MI), Chris Van Hollen (D-MD), and Tina Smith (D-MN).
    Peters grew up in a union household, where his mother was a Service Employees International Union (SEIU) steward and his father was a member of the National Education Association (NEA). Peters is a proud cosponsor of and has urged Congress to pass the Protecting the Right to Organize (PRO) Act, which would strengthen the federal laws that protect workers’ right to form a union freely and fairly. During UAW negotiations last year, Peters met with United Auto Workers (UAW) members in Lansing to show his support and discuss priorities that are important to autoworkers. Peters also joined UAW members on the picket line across Michigan as they negotiated for better wages, benefits, and job security. Following the UAW’s historic contracts last fall, Peters led his colleagues in sending a letter to 13 non-unionized automakers urging them not to illegally block UAW unionization efforts at their manufacturing plants. Peters was joined by UAW Region 1 Director LaShawn English as his guest for President Biden’s State of the Union Address earlier this year.

    Dear Mr. Tavares:
    We are writing to express our growing concerns about the failure of Stellantis, under your leadership, to honor the commitments it made to the United Auto Workers (UAW) in last year’s collective bargaining agreement.
    In that contract, ratified by UAW members, Stellantis committed to “establish long-term stability and job security” for its workforce. The agreement includes nearly $19 billion in new investment and product commitments in the United States, including promises to:
    · Re-open the plant in Belvidere, Illinois that was “indefinitely idled” last year;
    · Establish a parts and customer care Mega Hub in Belvidere;
    · Continue to manufacture the Dodge Durango in Detroit through 2025; and
    · Manufacture the next generation Dodge Durango in Detroit starting in 2026.
    We are deeply concerned that Stellantis is not keeping the promises it made to strengthen and expand good paying-union jobs in America.
    Specifically, Stellantis is now delaying planned investments to reopen and expand the Belvidere assembly plant, leaving behind thousands of American workers who built the company into the auto giant it is today. We are also concerned with reporting that Stellantis is planning to move production of the next generation Dodge Durango out of the United States, after previously announcing layoffs that threaten the economic security and well-being of thousands of autoworkers. Moreover, Stellantis has stated publicly that it plans to source 80% of supply from “low-cost countries” like Mexico. By your own admission, Stellantis’s growth plan hinges on shifting “industrial production into cost competitive countries” like Mexico, where workers are making substandard wages. These actions violate the obligations Stellantis made to the UAW. We urge Stellantis not to renege on the promises it made to American autoworkers and to provide details on the timelines for these investments.
    This year, Stellantis has spent over $8 billion on stock buybacks and dividends to benefit its wealthy executives and stockholders. Last year, while blue collar auto workers in Belvidere were being laid off indefinitely, you were able to receive a 56 percent pay raise boosting your total compensation to $39.5 million, which made you the highest paid executive among traditional auto companies. During the first six months of this year, Stellantis has generated over $6 billion in profits, making it one of the most profitable auto companies in the world.
    We believe that if Stellantis can afford to spend over $8 billion this year on stock buybacks and dividends, it can and it must live up to the contractual commitments it made to the UAW. This is especially true given the billions of dollars in financial assistance American taxpayers have spent to support your company and the enormous sacrifices autoworkers have been forced to make over many decades.
    For example, the Department of Energy announced in July that nearly $335 million in federal dollars would be going to supporting Belvidere Assembly Plant’s conversion to electric vehicle production. With hundreds of millions of dollars of federal support going towards ensuring strong union jobs stay in the U.S., Stellantis must honor the promises it made to UAW workers and the Belvidere community.
    We urge you to deliver on the commitments you made to the UAW in your 2023 national agreement without further delay.
