    18 drivers caught illegally using phones while driving

    Officers from Southern Road Policing Services conducted a mobile phone detection operation on Friday morning around the fringes of the Hobart CBD.
    Sergeant Andy McShane said officers issued 18 infringements for mobile phone use in little over an hour.
    “Amid the wet conditions and traffic congestion on Friday, drivers were still clearly taking real risks on our roads,” he said.
    “These 18 drivers will be given three demerit points, and will face fines of more than $400.”
    “Other offences were also detected including unregistered vehicles and a person driving despite having with their licence suspended.”

    Drink driver caught on Bass Highway after travelling from Hobart

    Monday, 21 October 2024 – 9:54 am.

    A 45-year-old Devonport man has had his licence disqualified for another two years after being caught drink driving while disqualified on Saturday afternoon.
    Acting Sergeant Chris Rockliff said the man was intercepted by a police motorcyclist for speeding on the Bass Highway near Sassafras about 1:30pm.
    “The man had reportedly set off from Hobart that morning following a night of drinking, and after being breath tested, returned a reading of 0.172,” he said.
    “That reading is more than three times the legal limit, and he will appear in court later this year.”
    In a separate incident that afternoon, police motorcyclists intercepted a red Holden Commodore on the Midland Highway at Perth, following reports it was being driven erratically near Epping Forest.
    “After being intercepted, a 24-year-old unlicenced Campbell Town man tested positive for illicit drugs,” Acting Sergeant Rockliff said.
    “His vehicle was not registered and had significant defects, including a misaligned front wheel which caused the tyre to burn as the vehicle was being driven.”
    “He was also charged and will appear in court at a later date.”
    “The risk posed by these two individuals driving on our main highways was significant, and police want to thank the members of the community who notified police about the dangerous driving behaviour.”
    “Anyone who sees dangerous driving on our roads should contact police on 131 444, or Triple Zero (000) in an emergency.”

    Attribute to Detective Senior Sergeant David Thompson

    Police have launched a homicide investigation after a man was located deceased in a building at Muaūpoko Park, Lake Horowhenua on Thursday 17 October.

    The postmortem and a scene examination were completed yesterday.

    Members of the deceased’s family and Muaūpoko iwi were present at the conclusion of the scene examination, where a karakia was performed.

    A rāhui has been placed on the Lake Domain by Muaūpoko, with the support of the Lake Trust and Lake Domain Board. The rāhui will remain in place until further notice.

    Police would like to hear from anyone who was in the lake area on Wednesday 16 October and Thursday 17 October.

    This includes any vehicles or people seen in the area around the old Rowing Club and Sea Cadets buildings over those two days.

    We would also like to see any dashcam footage from people who were in the Lake Domain area across Wednesday and Thursday.

    The area is a popular spot for members of the public to drive or walk through.

  • MIL-OSI New Zealand: Stretch of SH51 at Awatoto to close for Iron Maori event

    A stretch of State Highway 51 between Ellison Street and Waitangi Road will be closed at the beginning of next month for the Iron Maori triathlon event. The road, near Awatoto, will be closed between 6am and 1pm on Saturday 2 November.

    A detour will be in place. Southbound vehicles will be detoured down Te Awa Avenue and into Waitangi Road before rejoining SH51.

    Northbound vehicles will be detoured down Te Awa Avenue, right onto Awatoto Road, right onto Meeanee Road and onto State Highway 2 / Hawke’s Bay Expressway.

    Please allow extra time for your journey and plan accordingly, given the area will already be busy with spectators and participants.

    NZ Transport Agency Waka Kotahi would like to thank road users for their patience during the closure.

  • MIL-Evening Report: What makes Chinese students so successful by international standards?

    There is a belief widely held across the Western world: Chinese students are schooled through rote, passive learning – and an educational system like this can only produce docile workers who lack innovation or creativity.

    We argue this is far from true. In fact, the Chinese education system is producing highly successful students and an extremely skilled and creative workforce. We think the world can learn something from this.

    In a viral video earlier this year, Apple CEO Tim Cook highlighted the unique concentration of skilled labour that attracted his manufacturing operations to China:

    In the US, you could have a meeting of tooling engineers, and I’m not sure we could fill the room. In China you could fill multiple football fields.

    To which Tesla CEO Elon Musk quickly responded on X: “True”.

    When South African President Cyril Ramaphosa visited the Shenzhen headquarters of electric vehicle manufacturer BYD earlier this year, he was surprised to learn the company was planning to double its 100,000-strong engineering taskforce within the coming decade.

    He might not have been so surprised had he known Chinese universities are producing more than ten million graduates every year – the foundation for a super-economy.

    The ‘paradox of the Chinese learner’

    Chinese learners achieve remarkable success levels compared to their Western – or non-Confucian-heritage – counterparts.

    Since Shanghai first participated in the PISA educational evaluation in 2009, 15‑year-olds in China have topped the league table three out of four times in reading, mathematics and science.

    How can a supposedly passive and rote Chinese system outperform its Western counterparts? A number of Australian scholars have been studying this “paradox of the Chinese learner” since the 1990s.

    Their research shows those common perceptions of Chinese and other Asian learners are wrong. For example, repetition and meaningful learning are not mutually exclusive. As one Chinese saying goes:

    书读百遍其意自现 – meaning reveals itself when you read something many times.

    What can Western education learn?

    An emphasis on education is a defining feature of Chinese culture. Since Confucianism became the state-sanctioned doctrine in the Han Dynasty (202BCE–220CE), education has entered every fabric of Chinese society.

    This became especially true after the institutionalisation of the Keju system of civil service examinations during the Sui Dynasty (581CE–618CE).

    Today, the Gaokao university entrance examination is the modern Keju equivalent. Millions of school leavers take the exam each year. For three days every July, Chinese society largely comes to a standstill for the Gaokao.

    While the cultural drive for educational excellence is a major motivation for everyone involved in the system, it is not something that is easily learned and replicated in Western societies.

    However, there are two principles we believe are central to Chinese educational success, at both the learner and system levels. We use two Chinese idioms to illustrate these.

    The first we call “orderly and gradual progress” – 循序渐进. This principle stresses patient, step-by-step and sequenced learning, sustained by grit and delayed gratification.

    The second we call “thick accumulation before thin production” – 厚积薄发. This principle stresses the importance of two things:

    • a comprehensive foundation through accumulation of basic knowledge and skills
    • assimilation, integration and productive creativity only come after this firm foundation.

    Knowledge, skill and creativity

    The epitome of orderly and gradual progress is the way calligraphy is learned. It goes from easy to difficult, simple to complex, imitating to free writing, technique to art. Since 2013, it has been a mandatory weekly lesson in all primary and middle schools in China.

    The art of Chinese writing embodies patience, diligence, breathing, concentration and an appreciation of the natural beauty of rhythm. It teaches Chinese values of harmony and the aesthetic spirit.

    “Thick accumulation” can be illustrated in the way students study extremely hard for the national Gaokao examination, and also during tertiary education. This way they accumulate the basic knowledge and skills required in a modern society.

    “Thin production” refers to the ability to narrow or focus this accumulated knowledge and skill to find and implement creative solutions in the workplace or elsewhere.

    Ways of learning

    On the face of it, the emphasis on gradual and steady progress, and on accumulation of basic knowledge and skills, may look like a slow, monotonous and uninspiring process – the origin of those common myths about Chinese learning.

    In reality, it boils down to a simple argument: without a critical mass of basic knowledge and skills, there is little to assimilate and integrate for productive creativity.

    Of course, there are problems with Chinese learning and education, not least the fierce competitiveness and overemphasis on examinations. But our focus here is simply to show how two basic educational principles underpin Chinese advances in science and technology in a modern knowledge economy.

    We believe these principles are transferable and potentially beneficial for policymakers, scholars and learners elsewhere.

    The 2024 Paris Motor Show concluded on Sunday, with electric vehicle (EV) manufacturers from China, Europe and the United States showcasing their latest models as competition in the global EV market intensifies.

    Automakers from these regions displayed their vehicles side by side at the event, offering attendees the chance to compare technologies, pricing, and quality firsthand.

    “People are ready to fight against climate change and drive EVs, but not at any cost,” said Serge Gachot, director of the Paris Motor Show, stressing that prices are a major concern.

    He added that Chinese manufacturers are using innovation to bring down costs, making them formidable competitors globally.

    Amid ongoing trade tensions and concerns over potential tariffs on imported Chinese EVs, demand for affordable, high-quality EVs has outpaced protectionist sentiment. Test drives of Chinese models were popular among European attendees, with many praising their advanced features and value for money.

    Cost competitiveness

    Several major European carmakers unveiled low-cost EVs, which analysts say is a response to the cost competitiveness posed by Chinese competitors. French carmaker Renault presented its Twingo E-Tech electric prototype, set to debut in 2026 at a price below 20,000 euros (21,748 U.S. dollars).

    Renault also showcased its R4 and R5 electric models, while its Dacia brand promoted the Spring model, price said to be under 20,000 euros (21,748 dollars). BMW introduced budget-friendly MINI models, including a Chinese-made version, alongside premium options like the 5-door Aceman.

    Data from research firm JATO show the average retail price of a battery EV in China was around 31,000 euros (33,710 dollars) in the first half of 2023, compared to 66,000 euros (71,770 dollars) in Europe and 68,000 euros (73,945 dollars) in the United States.

    While European manufacturers work to lower prices, Chinese EV makers are attracting attention with their cutting-edge technology, high-quality vehicles and luxurious interiors offered at more competitive prices. A standout moment at the show was the AITO 9 model, which completed a 15,000-kilometer journey from Chongqing to Paris over 38 days, crossing 12 countries.

    Maxime, a 15-year-old French attendee, marveled at the vehicle’s design and high-end entertainment systems. “The car feels like a world of technology. I could sleep here all day,” he said.

    At BYD’s booth, another attendee called Vanessa was particularly impressed by the luxury Yangwang U8 SUV and the Sealion 7 model. She mentioned that she used to drive a Renault, but after seeing Chinese EVs, she said that Chinese EVs offer superior quality, advanced technology, and stylish interiors compared to European models in the same price range.

    Cooperation over competition

    Despite geopolitical risks, many automakers emphasized the importance of cross-border collaboration in an increasingly competitive market. The Paris Motor Show provided a platform for industry players to exchange ideas and explore partnerships.

    In recent years, cooperation between Chinese and Western companies has expanded. Tesla’s Shanghai Gigafactory has become a global production hub, while Renault’s Dacia Spring, developed in China, is a top seller in Europe.

    At the motor show, Leapmotor, in collaboration with Stellantis, unveiled the B10-a compact electric SUV that will be produced in Poland for European consumers.

    Carlos Tavares, CEO of Stellantis, said that the global automotive industry stands to gain from the collaboration, highlighting the significant demand for affordable, high-quality EVs and how their partnership would help meet this need.

    Leapmotor International CEO Xin Tianshu noted that such collaboration leverages each company’s strengths. “Leapmotor brings technology and cost advantages, while Stellantis offers global sales and manufacturing capacity,” he said.

    “The debut highlights Leapmotor’s rapid growth in Europe, with over 200 dealers already established across 13 markets, aiming to reach 500 sales points by 2025,” Leapmotor revealed.

    Nicolas Caillault, CEO of Car East France and a dealer for China’s Hongqi brand, emphasized the crucial role of international cooperation. “The United States needs China, and Europe needs China. It is a must for us to cooperate,” he said.

    FEMA to hire Community Liaisons across the state to aid in recovery

    More than $300 million approved for North Carolina survivors and state recovery efforts

    Following Hurricane Helene’s devastating impacts across the Southeast and Appalachia, the Biden-Harris Administration continues its robust Federal efforts to help communities recover and rebuild, including in heavily impacted communities in North Carolina. Across the state, the Administration is working alongside state and local officials to continue surging resources and assisting families, business owners, farmers, and other impacted communities receive the support and assistance they need and deserve.

    To continue supporting recovery efforts, today the Administration is announcing that the Federal government will create a brand-new program and hire Community Liaisons to assist impacted communities with their recovery and rebuilding efforts. These dedicated Community Liaisons will interface between the people of North Carolina and FEMA to ensure their needs are met and serve as trusted messengers for survivors.

    Thus far, the Administration has approved more than $300 million in assistance across the state, including $118 million in individual assistance to more than 87,600 households, and more than $189 million for debris removal and other emergency efforts. In total, across all impacted states in the Southeast and Appalachia, the Administration has approved nearly $2 billion in hurricane recovery assistance.

    These new efforts to support North Carolina’s recovery supplement additional resources and funding, including:

    • More than 1,500 Federal personnel remain deployed supporting the response and recovery operations. This includes more than 400 Disaster Survivor Assistance Team members, who are visiting neighborhoods to connect with survivors, assess damage, and offer access to Federal resources that support recovery and rebuilding.
    • Fourteen Disaster Recovery Centers are operating in impacted areas and have served more than 5,700 visitors. More centers will be opening in the coming days. Survivors can visit Disaster Recovery Centers in the following cities/towns: Asheville, Bakersville, Boone, Brevard, Hendersonville, Jefferson, Lenoir, Marion, Morgantown, Newland, Old Fort, Sparta, Sylva, and Waynesville.
    • FEMA is providing temporary hotel stays to more than 2,500 households through Transitional Sheltering Assistance.
    • FEMA inspectors have performed more than 21,000 home inspections to help survivors assess damage and apply for financial assistance.
    • Active-duty troops and National Guard members remain on the ground in their state capacity to support search-and-rescue operations, route clearance, and commodities distribution across western North Carolina. The Department of Defense is also employing additional capabilities to assist with increasing situational awareness across the remote terrain of Western North Carolina. The Army Corps of Engineers continues missions supporting debris removal, temporary emergency power installation, water and wastewater assessments with the Environmental Protection Agency.
    • Power has been restored to 99 percent of impacted North Carolina customers due to thousands of utility personnel working around the clock.
    • Commodity distribution, mass feeding, and hydration operations continue in areas of western North Carolina. FEMA continues to send commodity shipments and voluntary organizations are supporting feeding operations with bulk food and water deliveries coming in via truck and aircraft. Mobile feeding operations are reaching survivors in heavily impacted areas, including three mass feeding sites in Buncombe, McDowell and Watauga counties.

    Biden-Harris Administration’s Continuous Commitment to Being on the Ground

    Following Hurricane Helene’s devastating impacts across North Carolina, President Biden committed to helping impacted communities recover and rebuild, no matter how long it takes. On October 2, less than one week after landfall, President Biden visited North Carolina to survey the damage, meet with first responders and impacted communities, and receive an operational briefing. As part of that visit, he also directed up to 1,000 active-duty troops to partner with the North Carolina National Guard on the ground at the request of the Governor. Days later, to surge additional resources and capacity at the request of the Governor, President Biden ordered another 500 active-duty troops to move into western North Carolina. On October 5, Vice President Harris also visited North Carolina to survey the damage, receive briefings, and meet with first responders.

    The President and Vice President and senior leaders across the Administration have spoken with and coordinated closely with Governor Cooper throughout the response. President Biden talked with Governor Cooper at least twice immediately following Helene’s landfall, and Governor Cooper joined him to survey damage and receive briefings during his visit. They have stayed in close contact in the ensuing weeks.

    At the President’s direction, FEMA Administrator Criswell has been on the ground in North Carolina for multiple days and nights to lead the Federal response since Helene’s landfall. She has traveled across the state to meet with survivors and communities, identify resource needs, and continue ensuring a swift and coordinated recovery effort.  She will return again this evening and remain in place to direct additional measures to speed response and recovery.  Many other Administration leaders, including Secretary Pete Buttigieg, Secretary Michael Regan, and Secretary Alejandro Mayorkas, have also visited North Carolina to support recovery efforts and others will do so in the coming days and weeks, including Secretary Tom Vilsack on October 25.

  • MIL-OSI Australia: Man Arrested After Absconding from Mandated Facility in Alice Springs

    Northern Territory Police have charged a 27-year-old man who absconded from a facility he was required to reside at in Alice Springs over the weekend.

    Just after 3:30pm on Saturday, the man fled the facility, cutting off his electronic monitoring device (EMD) before making his escape.

    CCTV footage reviewed by police showed a Toyota Prado, driven by a female associate, arriving at the scene. Shortly after, the man was seen entering the vehicle and fleeing the area.

    An arrest team, including members from General Duties, Crime, and the Dog Operations Unit, was dispatched to locate the offender, who actively evaded apprehension throughout the evening.

    The following day, Darwin Traffic Operations members, while conducting patrols south of Katherine, received an automatic number plate recognition alert on the vehicle of interest, which was travelling northbound towards Katherine.

    In response, a coordinated plan was enacted, involving Katherine General Duties and Road Policing units, who deployed tyre deflation devices.

    Despite attempts to evade capture, the vehicle was successfully stopped, and both the man and the female driver were arrested. The female, also in breach of her bail conditions for cutting off her EMD, was taken into custody.

    The man was charged with:

    • Failing to obey the direction of a police officer
    • Driving unlicensed
    • Driving with a prohibited drug in his body

    He is due to appear in Katherine court today.

    China is vrooming to shape the future of intelligent connected vehicles, with creation of a new industry road map underway, and is aiming for greater advancements in autonomous driving, high-end supply chains and global cooperation, according to government officials, company executives and industry experts.

    Jin Zhuanglong, minister of industry and information technology, said the country will draft a comprehensive development plan for the intelligent connected vehicle, or ICV, industry, with the aim of harmonizing vehicle-road integration and enhancing software and hardware collaboration in the sector.

    The term “intelligent connected vehicles” basically refers to “smarter” cars equipped with advanced technologies like artificial intelligence that enable them to communicate with other vehicles, the cloud and infrastructure like roads.

    “Now, China has basically formed a comprehensive industrial system spanning chips, sensors, computing platforms, chassis control and vehicle-cloud connection for the ICV industry,” Jin said at the 2024 World Intelligent Connected Vehicles Conference, which ended on Saturday in Beijing.

    Jin also said that accelerated steps will be taken to formulate a regulatory system for high-level autonomous driving.

    Another official of the Ministry of Industry and Information Technology said at the conference that China’s self-driving cars are “nearing readiness for public roads”, with a group of autonomous driving vehicles awaiting evaluation and permission for the final rollout.

    The remarks came as President Xi Jinping said that science and technology should spearhead the advancement of Chinese modernization, during a recent inspection tour of East China’s Anhui province, where he took a close look at high-tech products including intelligent connected vehicles at an exhibition of scientific and technological innovations.

    Buoyed by such accelerated efforts in developing high-tech and intelligent connected vehicles, Lei Jun, founder of tech heavyweight Xiaomi Corp, said at the conference that the company is expected to meet its goal of delivering 100,000 Xiaomi SU7s — electric vehicles launched by the company as a venture into the ICV sector — by November, which is ahead of its year-end target.

    Li Shufu, chairman of Chinese automaker Geely Holding Group, said that Chinese automakers are racing into a new stage of development with intelligence as their core competitiveness. Like many leading car companies, Geely has made progress in human-machine interaction, intelligent driving, chips and low-orbit satellites, he said.

    Such confidence was also expressed by international players. Ralf Brandstaetter, chairman and CEO of Volkswagen Group China, said, “China is the future of the global automotive industry, and we are committed to being part of this journey in the era of intelligent connected vehicles.”

    In addition to building its largest development center outside Germany in Hefei, the capital of Anhui province, Volkswagen is strengthening cooperation with Chinese manufacturers like Xpeng and local high-tech companies such as Horizon Robotics, operating system provider Thundersoft and battery maker Gotion High-Tech Co, he said in a video speech to the conference on Thursday.

    By 2027, the German automobile manufacturer will launch 40 new models in China across all brands, including more than 20 new energy vehicles, which clearly demonstrates its commitment to the Chinese market, he emphasized.

    The latest data from the Ministry of Industry and Information Technology showed that China is home to nearly 400 “little giant “companies in the intelligent connected vehicle sector. The term “little giant companies” refers to small and medium-sized enterprises that typically specialize in niche sectors, command high market share and boast strong innovative capacity.

    To support the rapid expansion of the sector, more than 50 cities across China have designated over 32,000 kilometers of test routes for ICVs and upgraded 10,000 kilometers of roads with smart technologies.

    Despite China’s momentum in the ICV industry, some company executives still see room for improvement. Yu Chengdong, executive director of Huawei Technologies Co, said that while the 5G smartphone penetration rate has reached over 85 percent in China, less than 10 percent of the nation’s passenger vehicles use 5G.

    “The integration of 5G into the ICV sector should be put into place, as it will generate economic growth and enhance the global competitiveness of the sector as a whole,” he said.

    Police have arrested and charged a man following a firearms incident in Wiri on the weekend.

    At about 1am on Sunday morning, Police were called to an address on Felicia Place following a report of a disorder incident involving two groups of people.

    Detective Senior Sergeant Kevin Tiernan, Counties Manukau CIB, says shots were reportedly fired from an address before one of the groups left in a vehicle.

    One person was transported to hospital with minor injuries.

    On attendance, Police located and seized a sawn-down shotgun and ammunition.

    “This morning, following a number of enquiries by our team, we located and arrested the alleged offender,” Detective Senior Sergeant Tiernan says.

    “There is no doubt this incident would have been deeply concerning for people who live nearby, so this arrest is a great result for the community.

    “Police take these matters extremely seriously and will continue to hold people to account,” he says.

    A 32-year-old man will appear in Manukau District Court today charged with wounding with reckless disregard and firearms charges.

    Oxfam condemns in the strongest terms the killing in Gaza today of four water engineers and workers from the Khuzaa municipality who were working with our strategic partner the Coastal Municipalities Water Utility (CMWU).  

    The four men were killed on their way to conduct repairs to water infrastructure in Khuzaa, east of Khan Younis. Despite prior coordination with Israeli authorities their clearly-marked vehicle was bombed. Oxfam stands in solidarity with the CMWU, their partners and the families of the victims.  

    Their deaths deepen the catastrophic humanitarian crisis in Gaza where access to clean water is already severely compromised.  

    Dozens of engineers, civil servants and humanitarian workers have been killed in Israeli airstrikes throughout this war. They were all working on essential services to keep Gaza’s fragile infrastructure running. Despite their movements being coordinated with the Israeli authorities by the CMWU and the Palestinian Water Authority, to ensure their safety, they were still targeted.  

    Attacks on civilian infrastructure and those who maintain it are clear violations of international humanitarian law. Those responsible must be held to account. Such attacks are part of the crime of using starvation as a weapon of war.   

    Oxfam demands an independent investigation into this and other attacks on essential workers. We reiterate our calls for a ceasefire, an immediate halt to arms transfers to Israel, and the international community to ensure Israel is held accountable for its continued assault on civilians and those working to deliver life-saving services.

  • MIL-OSI Security: Lexington Man Sentenced for Armed Fentanyl Trafficking

    LEXINGTON, Ky. – A Lexington man, Jago Clay, 24, was sentenced to 108 months, on Friday, by U.S. District Judge Karen Caldwell, for possession with intent to distribute fentanyl and possession of a firearm in furtherance of drug trafficking. 

    According to his plea agreement, on June 17, 2022, law enforcement conducted a traffic stop of Clay’s vehicle, due to an upside-down license plate affixed to the wrong vehicle.  During the stop, officers found a large bag containing approximately 256 pressed fentanyl pills, a digital scale, and two loaded handguns. Clay admitted to knowingly possessing the fentanyl pills, with the intent distribute them, and to possessing the firearms in furtherance of his drug trafficking.

    Under federal law, Clay must serve 85 percent of his prison sentence.  Upon his release from prison, he will be under the supervision of the U.S. Probation Office for five years.

    Carlton S. Shier, IV, United States Attorney for the Eastern District of Kentucky; Shawn Morrow, Special Agent in Charge, ATF, Louisville Field Division; Col. Phillip J. Burnett, Jr., Commissioner of the Kentucky State Police; and Chief Lawrence Weathers, Lexington Police Department, jointly announced the sentence.

    The case was investigated by the ATF, KSP, and Lexington Police Department.  Assistant U.S. Attorney Paco Villalobos prosecuted the case on behalf of the United States.

    This case was prosecuted as part of the Department of Justice’s “Project Safe Neighborhoods” Program (PSN), which is a nationwide, crime reduction strategy aimed at decreasing violent crime in communities.  It involves a comprehensive approach to public safety — one that includes investigating and prosecuting crimes, along with prevention and reentry efforts.  In the Eastern District of Kentucky, U.S. Attorney Shier coordinates PSN efforts in cooperation with various federal, state, and local law enforcement officials.

    Around 3:05am, police received reports of a vehicle attempting to ram the front doors of a business on Bishop Street, before being confronted by the owner and fleeing the scene.

    The vehicle used by the alleged offenders was later reported stolen.

    Previously, average speed cameras have only been used in NSW to monitor the speed of heavy vehicles. Road safety benefits will be evaluated when a trial of average speed cameras for light vehicles is conducted from next year.

    Legislation that passed NSW Parliament has enabled their use for all vehicles, bringing the state into line with all other Australian mainland states and the ACT where the technology is an integral part of their speed enforcement programs.

    The NSW Government will now trial the lifesaving benefits of average speed cameras as part of efforts to combat the rising road toll which today stands at 271 – two more than at the same date in 2023.

    The average speed camera trial will build on road safety initiatives introduced by the Minns Labor Government, including:

    • Seatbelt enforcement by the existing mobile phone camera detection network
    • Removing a loophole to force all motorists driving on a foreign licence to convert to a NSW licence within six months
    • The demerit return trial that rewarded more than 1.2 million drivers for maintaining a demerit-offence-free driving record during the initial 12-month period up to 16 January 2024
    • Doubling roadside enforcement sites used for mobile speed cameras, with the addition of 2,700 new locations where a camera can be deployed. Enforcement hours will remain the same
    • Hosting the state’s first Road Safety Forum of international and local experts
    • Signed National Road Safety Data Agreement with the Commonwealth

    Speeding is the biggest killer on NSW roads, contributing to 41 per cent of all fatalities over the past decade.

    Regional NSW is home to a third of the population but is where two-thirds of all road deaths happen.

    Two trials will be conducted on limited stretches of highway in regional NSW to assess whether these measures reduce speeding at these locations, improving safety and preventing injuries and fatalities. The trial areas are:

    • Pacific Highway between Kew and Lake Innes (Port Macquarie) – 15kms between cameras
    • Hume Highway between Coolac and Gundagai – 16kms between cameras

    There were a combined total of six fatalities and 33 serious injuries between 2018 and 2022 at these locations.

    Road safety experts have backed the use of average speed cameras and the NRMA will be part of the assessment process to ensure drivers have a voice in the review of the trial. 

    Transport for NSW will now work on the technical elements and deliver a communications campaign to inform motorists about the trial to begin mid-2025.

    Trials are proposed to begin with a 60-day period in which speeding drivers will receive a warning letter rather than a fine before normal enforcement, including fines and demerit points, begin.

    Minister for Roads John Graham said:

    “This is the right time to investigate whether lives can be saved by the use of average speed cameras for all vehicles, not only trucks.

    “This technology has been found to be effective in other states and in the UK, Norway, Italy and the Netherlands.

    “It is our responsibility to properly evaluate whether they are effective in preventing another family and another friendship circle from being devastated – which is the sad result every time someone dies on NSW roads.

    “Before trials begin next year, the NSW Government will conduct a comprehensive awareness campaign so the public is aware of average speed cameras and a 60-day warning letter period will give motorists time to adjust to their use in these limited locations.”

    Minister for Regional Transport and Roads Jenny Aitchison said:

    “In 2023, over two thirds of the deaths on our roads were in regional NSW. Our goal is to assess how effective the cameras can be in changing speeding habits and reducing needless deaths.

    “The NSW Government will continue to inform all drivers but particularly the regional communities around these trial sites about how it will work.

    “Unfortunately, on Tuesday night we saw Nationals in the Legislative Council cynically voting against the average speed camera trial, putting politics above the safety of the people they purport to represent.

    “There have been a few times in this Parliament that the Leader of the Nationals has torched the Coalition agreement allegedly on a matter of principle – but saving lives on our roads in the bush? The Nationals are clearly confused about what is important.”

    Work has kicked off on the Hawke’s Bay Expressway Road of National Significance (RoNS) as the Government continues to move at pace to deliver infrastructure that enables Kiwis and freight to get to where they want to go quickly and safely, Transport Minister Simeon Brown says.

    “The Government is keeping its promise to New Zealanders to deliver a new generation of RoNS across the country that reduce congestion, unlock land for thousands of new houses, and boost economic growth as we rebuild the economy to reduce the cost of living. Delivering the infrastructure this country needs is a key part of our plan to rebuild the economy and boost productivity,” Mr Brown says. 

    “Early works have now started on the Hawke’s Bay Expressway RoNS to four-lane this critical corridor that carries 29,000 vehicles a day and links freight to one of New Zealand’s largest ports. The growing population and economy mean that the central section of this road is reaching capacity at peak times. Starting work now allows the NZTA to maximise the 2025/2026 construction season and bring forward the construction of this project by 12 to 15 months.”

    The Government is prioritising 17 RoNS which were highlighted in the Government Policy Statement on Land Transport, with seven new projects to begin procurement, enabling works and construction in the next three years.

    “New Zealand has an infrastructure deficit, and our Government is taking action to fix it. It’s not enough to just talk about projects and write endless business cases. Kiwis voted for a Government that would get on and build the infrastructure that our country needs. That is what we are doing, and we’re pleased to be able to show action within our first year. 

    “Four-laning the Hawke’s Bay Expressway will unleash national and regional economic growth and productivity by reducing travel times, increasing resilience, and improving safety for motorists. 

    “The Hawke’s Bay Expressway was critical to the resilience of the region during Cyclone Gabrielle, with other routes being cut off. This Road of National Significance will increase capacity, resilience, support residential growth, and provide a boost to the local economy by helping move freight more quickly to the Napier Port. 

    “NZTA is prioritising the Taradale Road to Pākowhai Road section of the Hawke’s Bay Expressway as it is the most congested part of the road, and will help ensure more reliable journey times for commuters and freight operators in the Bay. 

    “The Government will be delivering the benefits of better road infrastructure to Kiwis and businesses across the country, as progress ramps up on several other Roads of National Significance projects. Takitimu North Link Stage 1 is already underway, Ōtaki to North of Levin will begin construction next year, and the Northland Expressway is currently undergoing geotechnical work. 

    “The RoNS projects previously built by National are some of New Zealand’s most successful State Highway corridors, reducing congestion and improving safety. Moving at pace to build a new generation of RoNS signals our Government’s focus on prioritising investments that deliver real value to commuters and businesses.”

         The Transport Department (TD) announced today (October 21) that the HKeToll has participated in the SMS Sender Registration Scheme under the Office of the Communications Authority to help the public verify SMS messages issued by the HKeToll. Starting from noon next Monday (October 28), the HKeToll will use “#HKeToll” for issuing messages to local subscribers of mobile services who are HKeToll users, ceasing the use of the sender ID without prefix “#” at the same time.     A spokesman for the TD said that the HKeToll has been progressively implemented at government-tolled tunnels and Tsing Sha Control Area since May 2023. The overall operation has generally been smooth to date, and motorists have been extensively using and adapting to the system. The registered sender ID “#HKeToll” with prefix “#” will enable users to authenticate messages and guard against scams and loss.     The TD reiterated that the HKeToll will not send SMS messages or emails with hyperlinks to vehicle owners for carrying out transactions. Vehicle owners must log in to the HKeToll website (hketoll.gov.hk) or mobile app to pay outstanding tolls online.     Police investigating a hit and run incident in Pukekohe last week, which left a man critically injured, are appealing to the public for information.

    At about 2.47am on Friday morning, Police were called after a member of the public located a man injured and unconscious lying on Wellington Street.

    Detective Senior Sergeant Simon Taylor, Counties Manukau South CIB, says the victim was transported to hospital in a critical condition, where he remains.

    “As part of Operation Gain, our investigations team is actively making enquiries to identify and locate the driver and vehicle involved.

    “We are asking for the public’s assistance for any information which may help us to help us locate the driver or the vehicle involved.

    “Anyone in the area who may have witnessed this incident or who has any information – including CCTV – is asked to contact Police immediately.”

    Detective Senior Sergeant Taylor says it’s likely the vehicle would have been damaged during this incident.

    “If you are the owner of this vehicle, please contact us.

    “A number of people have come forward with information and spoken to Police since this incident, and we ask anyone who has not yet spoken to us to get in touch.”

    A 20 hectare scrub fire is burning in swampland off Island Block Road, Waikato this afternoon.
    Fire and Emergency New Zealand was alerted to the fire around 1.15pm.
    Incident Commander Shane Bromley says four fire trucks, five tankers and two helicopters are responding to the fire, with another helicopter on its way.
    “The fire is semi-contained but not controlled and we’ve put fire trucks in place to protect three houses as a precaution,” Shane Bromley says.
    “We are also working to protect the nearby Whangamarino Wetland and expect to have a crew at the fire ground overnight.”
    There will be another update at 7pm tonight.

    Police recovered a stolen car and seized firearms during an investigation at Kilburn last night.

    About 7.30pm on Sunday 20 October, police located a stolen Holden Commodore station wagon in the car park of a Kilburn licensed premises.

    The alleged occupants of the stolen car were identified by police nearby.

    A 31-year-old Manningham man and a 25-year-old Paralowie woman were arrested and charged with illegal use of a motor vehicle.

    The stolen car was towed away for forensic examination.

    Following these arrests, Western District Police and Serious and Organised Crime Branch detectives searched addresses linked to the arrested people.

    At a Kilburn property, three firearms, firearm parts and ammunition were found.  Some of the firearms are suspected to have been stolen and inquiries are continuing.

    A 39-year-old Kilburn man was arrested and charged with serious firearm offences.

    The arrested men will appear in the Adelaide Magistrates Court today, Monday 21 October.

    The woman was bailed to appear in the Adelaide Magistrates Court on 3 December.

  • MIL-OSI Australia: Call for information – Traffic offences and vehicle fire – Alice Springs

    Northern Territory Police Fire and Emergency Services are calling for information after a traffic incident involving a vehicle fire occurred in Alice Springs early Saturday morning.

    Around 2:25am, Joint Emergency Services Communications Centre received reports of a vehicle fire at the Stuart Highway and Wills Terrace intersection.

    CCTV footage reviewed by police showed a silver Holden Commodore travelling outbound on Willis Terrace when it approached the Stuart Highway intersection and a red Holden Commodore contacted the rear of the vehicle, causing the silver Holden to lose control and crash.

    A group of people exited the crashed vehicle and fled the scene on foot.

    The occupants in the red holden commodore then approached the crashed vehicle and began causing further damage before they also fled the scene on foot.

    A short time later, the silver Holden Commodore became engulfed in flames.

    Police and Fire and Rescue Services attended the scene, and the vehicle fire was extinguished.

    A 21-year-old male later approached the officers in attendance and informed them he was the owner and driver of the red commodore.

    He has since been transported to Alice Springs Hospital for treatment and blood testing.

    Police urge anyone with information about the incident to make contact on 131 444 and quote reference NTP2400105383.

    BEIJING, Oct. 20 — Walking through the Chaoyangmen South and North streets spanning 2.8 km in downtown Beijing, clean streets adorned with delicately designed miniature gardens, well-refurbished restaurants and convenience stores bustle with life as residents bask in the sun on a late autumn day.

    First established in ancient China’s Yuan Dynasty (1271-1368), the streets over 700 years old have defied age by constantly renewing themselves, where businesses are thriving and original residents and newcomers mingle and pursue life and work goals.

    Not far away from the neighborhood is Qianmen, a hotspot for tourists. From here, the attention-catching antique buses called “dang dang che” move slowly as tourists on these buses enjoy learning about the history and culture of the Beijing Central Axis, a newly recognized UNESCO World Heritage Site.

    As the refurbished antique bus travels on its routine path, modern clean-energy double-deckers and dual-carriage buses hurtle by, conjuring up a city image that showcases both the history and modern-day development of Beijing.

    As China’s political and cultural center, the city receives people from around the world for important meetings and its many historical attractions such as the Forbidden City and the Great Wall. But apart from that, the megacity with a population of around 22 million is also one of the most modern, vibrant, and technologically advanced Chinese cities, providing a window to look at and digest the historical changes brought about by economic and social development in China.

    ANCIENT CITY WITH RENEWED IMAGE

    In the Chinese capital, clean energy public buses accounted for nearly 95 percent of the city’s public buses as of the end of 2023, per capita GDP ranked first compared to other Chinese regions and people’s average life expectancy reached 82.51 years in the same cited year, according to data from local authorities.

    For An Zhifeng, a resident living in the Chaoyangmen South and North streets area, her life after retirement focuses on leading a healthy lifestyle. “The streets have become wider and more beautiful now. There are seats everywhere along the streets and we can sit down for some rest after a walk or exercise.”

    An was referring to an already completed urban renewal project for the streets that started at the end of 2023, through which the functions of the streets were analyzed and redesigned by removing traffic barriers that used to be set up to prioritize fast-moving vehicles, setting up new slow-traffic lanes for the passage of pedestrians and bicycles, and renovating municipal facilities to improve the streets’ image and residents’ life quality in the area.

    “Before the renewal, the hutongs were very narrow and residents parked cars in quite a limited space, and they often quarreled for parking. With this newly built multi-level parking facility in our neighborhood, we have more parking lots and it helped strengthen the harmony and unity within our community,” said Jiang Xiuping, another resident.

    Sun Yang, deputy head of the Dongcheng district government, said that the renewal project lasted for nearly a year, and is an example of Beijing’s practice in upholding the “people’s city” concept and responding to the people’s needs.

    The changes in Chaoyangmen South and North streets epitomize city-wide urban renewal projects conducted across various districts based on local conditions. In terms of urban renewal, data from the Beijing municipal government shows that the city has completed the renovation of 565 residential communities from 2021 to 2023, with more such projects being carried out.

    The city also promotes digitalization and green transformation for major projects during urban renewal. For instance, the Liangma River region in eastern Beijing’s Chaoyang district has become a bustling commercial hub for its robust night activities and light shows, while the Beijing South Central Axis Culture and Innovation Park in Fengtai district, once the site of a major clothing wholesale market, has now transformed into a hub where high-tech firms gather.

    GLOBAL HIGH-TECH HUB AMBITION

    Apart from its roles as China’s political, cultural and international exchange centers, the city also aims to become a hub for key engines driving high-quality development as well as a global hub of science and technological innovation.

    The Dongsheng Industrial Park in the city’s Haidian district is a hub where high-tech firms concentrate. “After years of development, Dongsheng Town is now home to nearly 4,000 enterprises, including 1,879 technology enterprises, 16 listed enterprises, and 7 unicorn enterprises…the advantages of large-scale industrial agglomeration are significant,” according to Ren Yiding, deputy mayor of the town.

    With its success in electric mobility products, the Ninebot company based in the park has in recent years developed products such as smart lawn mower robots that meet the user needs in the global market. “The lawnmowers have been exported to European and American markets and are well received, further establishing the Made-in-China brand,” said Gao Lufeng, founder and CEO of Ninebot.

    In the first half of this year, retail sales of its scooters reached 518,100 units and the sales volume of electric motorbikes exceeded 1.2 million units. In addition, sales of all-terrain vehicles stood at 12,100 units, and the emerging business of lawn mowing robots also achieved remarkable results, according to the company’s 2024 half-year report.

    These products enabled the company to realize a net profit growth of 168 percent year on year during the period as its business revenues reached nearly 6.7 billion yuan (about 940 million U.S. dollars), up 52.2 percent, according to the report.

    As an early explorer of computer vision and AI technology applications, Beijing Deep Glint Technology Co., Ltd., also based in the park, has rolled out AI-enabled services that can be used in some sports tests for students. Company founder Zhao Yong said that its AI-enabled system can automatically count students’ sit-ups during the test while recognizing unqualified body moves.

    Zhao said that in May this year, the company’s integrated sports training and test system was applied in many test sites for sixth-grade students who were about to enroll at junior high schools. “In the future, we will use this technology in physical education and promote it nationwide.”

    Data from the municipal government shows that, from January to August this year, investment in high-tech manufacturing and high-tech services grew by 72.7 percent and 19.4 percent year on year, respectively, driven by policies aimed at accelerating the development of new quality productive forces. This surge has fostered deeper integration between technological and industrial innovation, aligning with the national push for new quality productive forces.

    OPTIMIZED PUBLIC SERVICES FOR THE PEOPLE

    The development level in a city is reflected to some extent by the sophistication of its public service system. At the Fengtai District Government Service Center, hundreds of counters occupied by working staff provide varied services for individuals and companies.

    Launched in April 2021, the center has gathered 23 sub-centers in profession categories, which can offer services on more than 1,500 district-level matters, such as establishing a company, property transactions, marriage registration, medical insurance and social security, passports and driving licenses, among others.

    The concentration of these varied services means individuals or companies can settle all their matters at the same place without the need to go to different government venues, which greatly improves efficiency and people’s satisfaction levels.

    Data from the local government shows that over the past five years, the 12345 citizen hotline service has picked up 140 million complaints and inquiries from the public, with 96.5 percent of them settled. The public’s satisfaction rate on the service reached nearly 97 percent.

    Yang Junyao, an employee with 12345, said that the hotline service, first set up as the “mayor hotline” in the 1980s with only one telephone and three operators, has now grown into a center with hundreds of service desks and nearly 1,700 operators.

    The 12345 service, which serves both individuals and companies and offers foreign language services, also relies on Internet portals and other platforms such as WeChat and Weibo in handling inquiries and complaints from the public, with itself becoming a driving force that pushes the modernization of megacity governance by addressing people’s needs.

    Apart from advising the public to stay alert when receiving messages without the prefix “#” but purportedly issued by the HKeToll, it elucidated that people should not reply directly, visit suspicious websites or disclose any personal information to avoid being directed to fraudulent websites.

    The department reiterated that the HKeToll will not send SMS messages or emails with hyperlinks to vehicle owners for carrying out transactions. Users must log in to hketoll.gov.hk or the HKeToll mobile app to pay tolls online.

  • MIL-OSI Africa: Nigeria: African Development Bank Approves $100 Million to Support Youth and Women-led Micro, Small and Medium Enterprises (MSME)

    The African Development Bank (www.AfDB.org) has approved a $100 million loan to increase access to finance for youth and women-led small and medium enterprises, under the Nigeria Youth Entrepreneurship Investment Bank (YEIB) initiative.

    The Nigeria YEIB is a pioneering institution designed to foster economic growth and job creation in the country by acting as an ecosystem anchor and convener, bringing together relevant financial and non-financial stakeholders to collaborate more effectively in support of youth entrepreneurs.

    The Bank is leading the coordination among key Nigeria YEIB anchor investors and partners, including the Federal Government of Nigeria through the Ministry of Finance Incorporated, the Nigeria Sovereign Investment Authority (NSIA), and the Development Bank of Nigeria (DBN). The Bank Group’s $100 million investment will be bolstered by an additional $25 million from DBN and $5 million from NSIA.

    The project has two main pillars: establishing the YEIB Investment Management Company to oversee three special purpose vehicles – an Equity Investment Fund (EIF), an Ecosystem Development Fund (EDF), and a Credit Guarantee Facility (CGF) – and creating these vehicles to support youth and women-led businesses. The EIF will invest in early-stage and high-growth enterprises, while the EDF will provide grants for business development service providers and reimbursable grants to youth-led businesses. The CGF will offer risk mitigation to improve access to credit for SMEs, managed by the Development Bank of Nigeria’s subsidiary, Impact Credit Guarantee Limited.

    By de-risking young entrepreneurs and fostering talent, the Bank’s YEIB initiative aims to provide the patient capital and ecosystem support needed to turn ideas into sustainable businesses, offering a long-term solution to Africa’s youth unemployment crisis.

    The Nigeria YEIB project aims to create over 161,000 direct jobs, 40% of which will be for women, and 1.4 million indirect jobs, with 35% allocated to women. It will also support more than 38,000 youth-led enterprises through financial services, and an additional 38,000 through non-financial services, with at least 40 percent of beneficiaries being women.

    Following the approval, the Bank’s Director General for Nigeria, Dr Abdul Kamara, emphasised the transformative nature of the project. “This initiative will be a game-changer for Nigeria’s economy, addressing youth unemployment and closing gender gaps through targeted entrepreneurship support,” Kamara said.

    The Director of the Bank’s Financial Sector Development Department, Mr Ahmed Attout said, “The YEIB is a transformative initiative that moves beyond project-based approaches to systemic, institutional solutions for entrepreneurship development across all sectors. By positioning Nigerian youth entrepreneurs as a high-potential investment asset class, it brings together key stakeholders to unlock financial opportunities, open new avenues for public and private sector investors, and tackle the structural challenges facing young entrepreneurs.”

    The Nigeria YEIB project is the third to be approved, with efforts ongoing to establish YEIBs in several African countries. In July 2023, the Bank approved $16 million (http://apo-opa.co/3NEU25L) for the establishment of a YEIB in Liberia, and in May 2024, approved $43 million for a project in Ethiopia (http://apo-opa.co/3Ytx8Vg) that includes the design and establishment of the country’s YEIB.

    The African Development Bank Group (www.AfDB.org) has celebrated the 30th anniversary of  the Policy and Human Resource Development Grant (PHRDG), a bilateral trust fund created by Japan  in 1994.The initiative has contributed significantly to the development of Africa’s human capital, supporting over 100 transformational projects across various sectors.

    Presenting a commemorative publication on the trust fund at the Ministry of Finance in Tokyo on Wednesday, 16 October, Dr Akinwumi Adesina Adesina, African Development Bank Group President said the publication highlights three decades of successful collaboration and the impactful projects funded by the Policy and Human Resource Development Grant, as well as the critical role the grant has played in Africa’s socioeconomic development.

    Over the past three decades, Japan has contributed JPY 5.3 billion ($ 37.4 million) to the PHRDG, supporting 107 projects, with 96 completed and 11 ongoing as of September 2024. In recent years, the trust fund has seen a notable increase in contributions, underscoring Japan’s renewed commitment to fostering a climate-smart, resilient, inclusive, and integrated Africa.

    Japan’s Vice Minister of Finance for International Affairs, Atsushi Mimura, said he was pleased the country’s partnership with the African Development Bank Group was going well. He pledged continued support, particularly for the African Development Fund, the private sector, and Japanese and African start-ups

    “We look forward to deepening Japan’s relationship with the African Development Bank,” he said.

    Mimura described the African Development Bank Group’s partnership with the World Bank’s plan to bring electricity to 300 million Africans (Mission 300) as a powerful narrative that draws attention to the continent’s energy needs.

    Since its establishment, the PHRDG has been a vehicle for Japan to share its expertise and experience in human resource development, empowering Africans to lead the transformation of their societies and economies. The grant has supported a wide range of projects aligned with Japan and the African Development Bank Group’s shared objective of human capital development. Officials said the projects have laid the groundwork for accelerated economic growth in Africa.

    In a foreword to the Policy and Human Resource Development Grant at 30 publication, Deputy Vice Minister of Finance for International Affairs Daiho Fujii, expressed Japan’s pride in celebrating the 30th anniversary of the PHRDG.

    “Japan is leading the international community’s efforts to overcome global challenges, particularly those affecting vulnerable populations. Through the PHRDG, we provide technical cooperation to develop the human resources that will drive Africa’s socioeconomic transformation. Our partnership with the African Development Bank Group is key to realizing a more resilient and prosperous Africa.”

    As the Policy and Human Resource Development Grant enters its fourth decade, the African Development Bank Group and Japan have expressed eagerness to expand their partnership. With six new projects in the 2024–2025 pipeline, including initiatives in higher education, debt management, and climate-smart agriculture, the trust fund remains a critical tool for delivering impact across Africa, officials said.

    Both parties pledged to continue to work hand in hand to unlock the potential of Africa’s human capital, fostering innovation and economic development for generations to come.

    Japan–Africa Dream Scholarship Program: Investing in the Future

    Among the most impactful PHRDG-funded initiatives is the Japan-Africa Dream Scholarship Program (JADS), launched in 2017. This program aims to develop Africa’s human capital by offering scholarships to high-achieving African students for master’s studies in fields such as agriculture, development economics, energy, and public health. To date, the program has awarded scholarships to 23 students from 10 African countries, two-thirds of whom are women.

    Graduates of the JADS program have gone on to make significant contributions to their home countries.  Alumni include Mary Yeboah Asantewaa from Ghana, who now works at SORA Technology in Accra, leveraging drone technology to control infectious diseases, and Glory Sibale from Malawi, who joined Tokyo’s Taiyo-Yuka recycling company, focusing on sustainable agricultural project management.

    As part of his mission to Japan, Adesina also met with Nobumitsu Hayashi, the Governor of the Japan Bank for International Cooperation, to expand collaboration in key areas, including agriculture, healthcare, energy access, support for youth entrepreneurs, critical minerals, and regional corridors.

    Later Wednesday, Adesina met with the leadership of the Association of African Economic and Development Japan, where both parties discussed potential collaborations for impactful projects. He continued with meetings with Kanetsugu Mike, Chairman of Mitsubishi UFJ Financial Group, and Ken Shibuya, Co-Chairman of the Global South Africa Committee of Keizai Doyukai (Japan Association of Corporate Executives).

    The African Development Bank president invited  business leaders to the 2024 Africa Investment Forum to be held in Rabat in December. Adesina also hosted representatives of the African diplomatic corps, development partners, and the private and public sectors, where they discussed leveraging co-creative relationships with Japanese companies and institutions.

    Three people are being treated in hospital following a serious crash at Kapunda this afternoon.

    Just after 2.30pm on Monday 21 October, Police responded to a two-car crash on Thiele Highway.

    The driver of a Honda SUV, a 54-year-old local woman, was taken to hospital where she is being treated for serious injuries.  The passenger, a 56-year-old woman from Kapunda, was flown to hospital where she is being treated for serious injuries.

    The driver of a Toyota Kluger, a 38-year-old local woman, and single occupant of the car suffered minor injuries and was taken to hospital.

    Both cars were towed from the scene and police are investigating the incident.

    The highway was closed for a few hours but has since reopened.

    Since its launch in 2018, Be Internet Legends has been a cornerstone of online safety education, reaching over 9 million children across the UK and over 100 million globally. Now, recognising the growing importance of AI literacy, we’re expanding the programme to equip children with the knowledge and skills they need to thrive in a world with AI.

    This week, our new “Understanding AI” assembly was streamed live to 152 schools and reached 22,800 students. The assembly aims to explain AI to children in an engaging and accessible way.

    The assembly explains what AI is and how it works in simple terms that children can easily understand. It helps them identify AI in their daily routines, from voice assistants in their homes to the traffic lights that manage the flow of cars on the roads. It also encourages them to think critically about AI, question AI-generated information and understand its limitations.

    Importantly, the assembly emphasises that AI is a tool that can complement human abilities and creativity, not replace them. It introduces children to the concept of ethical AI and encourages them to consider when AI should be used — and to always check app and other services’ age ratings.

    The “Understanding AI” assembly was developed in close collaboration with a diverse group of experts, including leading AI researchers, online safety specialists and educators. This collaborative approach, combined with insights from a pilot in eight schools, ensures the assembly’s content is accurate, age-appropriate, and engaging.

    The assembly reinforces the core principles of Be Internet Legends, particularly the “Alert” pillar, which encourages children to be mindful of their online surroundings and potential risks. By integrating AI literacy into the programme, we aim to give children the tools they need to be informed and responsible digital citizens.

    Today (21 October 2024) the Department for Transport has confirmed that Richard Judge has been appointed as the new Chair of the Vehicle Certification Agency (VCA).

    Richard has extensive experience as a non-executive director, chair and former CEO of government agencies including the Health and Safety Executive and at the Insolvency Service. He has also worked with UK regulators and private sector businesses, delivering high value commercial and public services.

    Operating at senior levels in government, Richard brings a strong track record of leading organisational transformation while embracing innovation and collaboration to improve how the Civil Service works.

    Richard will be replacing Clive Scrivener, who has been Non-Executive Chair of the VCA since August 2018.

  • MIL-OSI Global: AI could transform film visual effects. But first, the technology needs to address copyright debate

    While many people in the creative industries are worrying that AI is about to steal their jobs, Oscar-winning film director James Cameron is embracing the technology. Cameron is famous for making the Avatar and Terminator movies, as well as Titanic. Now he has joined the board of Stability.AI, a leading player in the world of Generative AI.

    In Cameron’s Terminator films, Skynet is an artificial general intelligence that has become self-aware and is determined to destroy the humans who are trying to deactivate it. Forty years after the first of those movies, its director appears to be changing sides and allying himself with AI. So what’s behind this?

    Valued at around a billion dollars, Stability.AI was, until recently at least, headquartered above a chicken shop in Notting Hill. It is famous for Stable Diffusion, a text-to-image tool that creates hyperreal pictures from text requests (or prompts) by its users. Now it is moving into AI-created video.

    Cameron appears to see their work as a potential game changer in film visual effects: “I was at the forefront of CGI over three decades ago, and I’ve stayed on the cutting edge since. Now, the intersection of generative AI and CGI image creation is the next wave,” he commented in a media release from Stability.AI.

    Filmmakers supplement the live action reality that they shoot with two kinds of effects: special effects (SFX) and visual effects (VFX). They come at two different stages of film production. During the shoot, SFX are all the physical effects used to create spectacle – explosions, blood squibs, vehicle crashes, prosthetics, mechanical movement of sets.

    During postproduction, VFX are the digital systems that add new elements to live-action filmed images – computer-generated imagery (CGI), compositing, motion capture rendering. They also combine separately shot images together.

    A recent development of film technology, Virtual Production, has brought some VFX techniques into the film shoot. This process uses what are known as “games engines” – a technology developed for the creation of video games. Actors are filmed in front of sophisticated LED walls, which screen dynamic, pre-produced virtual worlds around the performer.

    The real-world physicality of SFX means that artificial intelligence will have very limited impact here. It is in VFX where AI may have a transformative effect. I’ll be talking about the subject of deepfakes and AI in film at a public lecture on October 30, 2024: ‘Deepfakes and AI in film and media: seeing is not believing’.

    We are also investigating the subject through the Synthetic Media Research Network, a group that I co-lead which brings together film creatives, academic researchers and AI developers. I spoke to a member of this collective, Christian Darkin, a VFX artist who now works as Head of Creative AI for Deep Fusion Films.

    He sees the impact of generative AI on VFX as creating infinite choice in post-production. In future, filming the actors will be just the beginning. “You’ll put in the background later, you’ll change the camera angles, you’ll change the expressions, you’ll ramp up the emotion in the acting, you’ll change the voices, the costumes, the people’s faces, everything,” Christian told me.

    One key motive for the film industry’s incorporation of AI into VFX is simple: the expense of traditional VFX. If you have watched the end credits of a blockbuster movie, you’ll have seen the number of VFX technicians that they employ. Generative AI offers a cheaper way to achieve spectacular screen images, potentially with no loss of quality.

    The implication is that a lot of VFX technicians will lose their jobs as a result. However, in conversations that I have had with people working in these roles there’s a sense that, being highly skilled and technologically savvy, they will probably move into new roles in emerging areas of tech.

    The ethics of AI technology

    Media creatives are now presented with a huge selection of generative AI Tools that offer new ways of creating images, text, voices and music. However, a key problem related to the technology still needs to be addressed: have these AI tools been created ethically?

    Each generative AI tool, from ChatGPT to Midjourney to Runway, rests on a foundation model that has been exposed to vast amounts of data, often from the internet, in order to help it improve at what it does. This process is called “training”.

    AI developers build huge reservoirs of training data by using “crawlers”, bots that scour the internet for useful material and download trillions of files for their own use. This can include books, music, images, the spoken word and videos, created by artists who retain copyright over their material.

    Stability.ai has been involved in a legal action over copyright in the UK courts. Getty Images, holder of a huge collection of pictures and photographs, is currently suing the company.

    A former executive at Stability.ai, Ed Newton-Rex, resigned in November 2023 over the company scraping for creative content to train the model, without payment and claiming it is “fair use”.

    Perhaps Cameron thinks that the AI developers will win the court cases against them and continue their technological trajectory. I asked Stability.ai if, before Cameron joined the company, they had scraped any of his creative material from the internet to use as training data for their foundation models – and did they ask his permission?

    Their response was: “We’re not able to comment on the source of Stability
    AI’s training data.”

    Cameron’s Terminator films warned about the potential catastrophic effects of rogue AI. Yet the director now clearly thinks that he is now sitting on a winning horse.

  • MIL-OSI Global: Donald Trump is planning more trade barriers if he becomes president – but they didn’t work last time

    Donald Trump loves tariffs. Making things more expensive if they come from foreign countries is at the heart of his bid for a second term in the White House.

    “Tariffs are the greatest thing ever invented,” he said in September 2024 at a town hall event in Michigan. And he has promised that if he becomes US president again, he will impose an across-the-board tariff of up to 20% on imports – and even 200% on cars from Mexico – in a bid to encourage American manufacturing.

    This is familiar ground for Trump, who showed he was fond of tariffs during his 2017-2021 presidency. Back then, he claimed his policy would address the trade imbalance with China, bring manufacturing jobs back to the US and raise revenues.

    Tariffs were then imposed on a wide range of goods, from imported steel and aluminium, to solar panels and washing machines.

    But did they work? Our research suggests not.

    In fact, we found that imposing tariffs actually made the US even more reliant on foreign suppliers – and failed to stimulate the domestic job market. They also raised costs for US consumers and provoked retaliatory tariffs from trading partners including China, the EU, Canada, Mexico, India and Turkey.

    China for example, responded by trebling tariffs on American cars. The EU filed a dispute with the World Trade Organisation and substantially raised tariffs on US exports including Harley Davidson motorcycles, jeans and bourbon whiskey.

    And Trump’s tariffs did not lead to a boost for US manufacturing either. After tariffs were imposed, our research shows US manufacturing supply chains evolved to have fewer suppliers – but it was often US firms that got forced out of those supply chains, not their competitors from overseas.

    We found that US manufacturers appeared to reduce their global reach, while actually increasing their dependence on a select few foreign companies – further evidence that Trump’s tariffs failed to produce the intended outcome.

    Our research also suggests that “reshoring” – bringing production and manufacturing back to a company’s home country – is not feasible without an established ecosystem of suppliers, intermediaries and customers. So introducing trade barriers without adequate support for the development of regional supply chains is unlikely to result in stronger local economies or more jobs.

    Essentially, for reshoring to work, the domestic economy needs to have the capacity to match demand. But the US (like the UK) has lost manufacturing capability in many areas, and rebuilding it is not going to happen overnight.

    Establishing a new industry requires buildings, skilled staff and supply chains – and a very specific approach is required for each industry. Getting the right skills and labour is often the trickiest part and may require immigration.

    However, even this may not work in the most complex industries. In the case of computer chips, for example, there are generous incentives in the US under the Biden administration to encourage chip manufacturing. Yet Taiwan still massively dominates the market, raising questions over whether the US could ever really compete.

    Other industries that can use automation and robotics in manufacturing (such as chemicals and transportation equipment) might be easier to reboot, but they may not generate the expected number and range of jobs. And often reshoring strategies involve higher investment in automation, machinery and robotics, rather than jobs. Trump’s focus may have been bringing back manufacturing jobs back to the US, but the truth is that many of these jobs may be gone forever.

    Trading places

    Overall then, imposing tariffs without adequate domestic support mechanisms in place has led to US manufacturers increasing their dependence on foreign suppliers and reducing their dependence on local ones.

    Yet tariffs are not exclusively favoured by Trump – or even right-wing politics. And there seems to be a fairly common view among politicians in the west that some tariffs can be an effective economic tool.

    Trade barriers against China for instance, have continued under Joe Biden’s administration (although he has somewhat relaxed tariffs for imports from the EU, Canada and Mexico). And recently, Canada imposed 100% tariffs on Chinese cars and 25% on Chinese steel and aluminium, while the EU has also imposed tariffs on Chinese goods.

    One of the few voices speaking out against tariffs belongs to former US vice-president Mike Pence. He recently proposed scrapping tariffs, saying they just made products more expensive for consumers – and failed to improve prosperity.

    His old boss clearly disagrees. And if Trump does win a second term in office, it seems certain that imposing international tariffs will be high up on his “to do” list. But if their impact is anything like the last time, they will be of little benefit to the US economy or the voters who depend upon it.
