  • MIL-OSI Security: New tartan created for INTERPOL

    GLASGOW, United Kingdom – A new tartan has been created for INTERPOL by one of the world’s leading tartan designers.

    The traditional patterned cloth was commissioned by the United Kingdom, in advance of INTERPOL’s 92nd General Assembly which will be held in Glasgow from 4 to 7 November.

    The General Assembly is INTERPOL’s supreme governing body, made up of representatives from each of its 196 member countries. It is the largest global gathering of senior law enforcement officials.

    The INTERPOL tartan

    The design was loosely based on the tartan of Scotland’s Black Watch Regiment, formed in 1739 to “Watch upon the braes”, meaning “to guard the hills”.  The infantry battalion was tasked with keeping the peace in the Scottish Highlands and was described by designer Brian Wilton MBE, also known as Scotland’s “Tartan Ambassador, as “a very worthy forerunner of today’s international police body”.

    Colin Brown, Managing Director of Ingles Buchan which produced the INTERPOL tartan said:

    “Tartan is woven into fabric of our nation. It is part of Scotland’s history.

    “It is lovely to see tartan being used for an organization like INTERPOL, and this will be very unique for the delegates to have and to take back to their country as something with meaning to them.”

    The bespoke tartan features the blue of INTERPOL interwoven with the colours of the UK flag. A wide navy-blue band comprised of 92 threads represents the 92 INTERPOL General Assemblies.

    On either side of the navy band, are the threads of 7, 9, 19 and 23 signifying 7 September 1923, the precise date of the 1923 Congress which marked the foundation of INTERPOL.

    The unique INTERPOL tartan has now been added to the official Scottish Register of Tartans in Edinburgh.

    What is tartan?

    Tartan is a design of coloured stripes woven to form a repeated textile pattern, usually consisting of two or more solid stripes running both horizontally and vertically in differing proportions, repeating in a defined sequence.

    The roots of this famous chequered pattern, which has become synonymous with Scotland around the world, date back to the 3rd or 4th century.

    The importance of statistics in the digital age is reaching a new level. Most decisions at the state level and in business are made based on data analysis. However, the attitude towards official statistics is ambiguous, and this negatively affects the level of trust in government policy. How to change this was discussed by the heads of statistical agencies of the BRICS countries in Kazan. A representative of the Higher School of Economics also took part in the forum.

    The 16th meeting of heads of national statistical services of the BRICS countries was held in Kazan on October 28–29 as part of the BRICS Summit. Representatives of various government agencies and experts from Russia, South Africa, the UAE, Brazil, China, Ethiopia, Iran, Egypt, India, the Republic of Belarus and the Republic of Azerbaijan participated in it.

    The special session “Development of the statistical community in Russia and the BRICS countries” was organized at the initiative of the Russian delegation. The experts discussed issues of cooperation between statistical professional and expert communities, modernization of statistical production, interaction of state statistical services with the public and increasing statistical literacy of the population.

    Professor of the National Research University Higher School of Economics, Chairman of the Board of the Russian Association of Statisticians Alexey Ponomarenko said that in Russia, starting in 2023, the subject “Probability Theory and Statistics” has become a mandatory part of the school curriculum. In grades 7–11, there is at least one lesson on statistics per week. Thus, about 6 million schoolchildren receive knowledge and skills in statistical thinking. They will be able to understand and competently apply information containing statistical data.

    Meanwhile, today school teachers need the help of professional statisticians. Moreover, targeted efforts are needed to develop literacy and education in this area. One of the centers of such work could be the National Research University Higher School of Economics, where a team of statisticians with extensive experience in practical work and scientific research has been formed.

    “We are ready to cooperate with both Russian teachers and colleagues from the BRICS countries, especially since the statistical community of many BRICS countries is well developed and there is much to learn from our colleagues,” emphasized Alexey Ponomarenko.

    Teachers and researchers of the Department of Statistics and Data Analysis of the Faculty of Economic Sciences of the National Research University Higher School of Economics fully support the idea of cooperation with statisticians of the BRICS countries, confirmed the Director of Statistical Research at the HSE, Head of the Department of Statistics and Data Analysis of the National Research University Higher School of Economics Department of Statistics and Data Analysis FEN Alexander Surinov. “We have many common problems with such huge BRICS countries as China, India or Brazil. For example, subnational studies of indicators of socio-economic development of regions taking into account local specifics. I think that if such projects are implemented, HSE statisticians will take an active part in them,” he concluded.

  • MIL-OSI Russia: Polytechnic University presented the project “Russian-African Network University” (RAFU) in Tanzania

    The first meeting of the Joint Intergovernmental Russian-Tanzania Commission on Trade and Economic Cooperation was held in Tanzania. The parties agreed to begin work on a whole range of issues, including science and higher education, and also emphasized the importance of developing a regulatory framework for cooperation.

    The Russian Center for Science and Culture (Russian House) in Tanzania hosted a Russian-Tanzanian inter-university meeting, organized by the Ministry of Science and Higher Education of the Russian Federation. The Deputy Director of the Department of International Cooperation of the Ministry of Education and Science of Russia Stepan Sokolov gave a welcoming speech, thanking the Embassy of the Russian Federation in Tanzania and the Russian House for their assistance in organizing our meeting.

    Today we have an excellent opportunity to discuss current issues of developing cooperation between Russian and Tanzanian universities. The Russian Ministry of Education and Science attaches great importance to strengthening educational cooperation with Tanzania. It is worth noting that, as part of the training of national personnel for Tanzania for the 2024-2025 academic year, within the quota of the Government of the Russian Federation, 90 places for study in Russian higher education institutions have been allocated for Tanzanian citizens, as well as for the 2023-2024 academic year, – said Stepan Sokolov.

    Cooperation between Russia and Tanzania will be able to significantly expand the scope of interests and practical results in science, educational and methodological work, will improve the quality and versatility of professional training of personnel, and will also contribute to the familiarization of the peoples of Russia and Tanzania with the peculiarities of national cultures.

    From the Tanzanian side, the meeting was attended by representatives of the University of Dodoma, the University of Dar es Salaam (UDSM), Dar es Salaam Tumaini University (DarTU), and the State University of Zanzibar (SUZA).

    The Russian side included representatives from Peter the Great St. Petersburg Polytechnic University, Sevastopol State University, Samara State Technical University, Bauman Moscow State Technical University, Patrice Lumumba Peoples’ Friendship University of Russia, Russian State Humanitarian University, and A. A. Kadyrov Chechen State University.

    SPbPU was represented by Maxim Zalyvskiy, head of the project office of the Russian-African Network University (RAFU), which is coordinated by the Polytechnic University on behalf of the Russian Ministry of Education and Science.

    Russian participants spoke about the activities of their universities, areas of professional training, and academic exchange programs.

    Representatives of Tanzanian universities received information about the Consortium “Russian-African Network University” (RAFU), which is the flagship project of the Russian Ministry of Education and Science to create a single Russian-African educational space.

    At the moment, more than 80 Russian universities and more than 30 African organizations from 12 countries have joined the consortium. Such African countries as Malawi, Gambia, Lesotho, Sudan, and the Central African Republic are currently considering their participation in RAFU. Through RAFU, we are already inviting African countries to actively participate in our events, especially in such events as the Summer Multidisciplinary University, which is being held for the third time this year, noted Maxim Zalyvsky.

    This year, from July to September, 19 Russian universities conducted 19 educational programs for African students in various fields: geology and meteorology, ecology and sustainable development, computer science and artificial intelligence, medical and biotechnology, agriculture and water management, as well as Russian language, culture and traditions. During the Summer University in 2024, about 290 African citizens studied.

    On October 29, agreements between Russian and Tanzanian universities were signed in the Pushkin Hall of the Russian House in Dar es Salaam. The Russian-African Network University Consortium signed memorandums of accession to RAFU with Tumaini University (Dar es Salaam) and the Association of Graduates of Russian and Soviet Universities in Tanzania.

    In addition, representatives of Russian universities took part in the opening ceremony of an exhibition at the Russian Center of Science and Culture dedicated to the contribution of the USSR to the liberation of African peoples from colonial oppression.

    Together with employees of the Russian Ministry of Education and Science, Maxim Zalyvskiy spoke at a business forum on strengthening business ties between Russia and Tanzania. The Russian delegation was headed by the head of the Ministry of Economic Development Maxim Reshetnikov.

    The importance of cooperation with Tanzania is difficult to overestimate. The country occupies an advantageous position on the African continent, it could become for Russia, as well as in the global logistics chain, a continuation of the development of the North-South transport corridor. Now the parties are actively discussing the prospects for cooperation between Russia and Tanzania in the field of agriculture, digitalization of the economy, and tourism. There is great potential in the energy sector, the development of peaceful nuclear energy, and the extraction of minerals. I am confident that the busy program of the first meeting of the Joint Intergovernmental Russian-Tanzania Commission on Trade and Economic Cooperation and the agreements signed in Tanzania, including between educational organizations, will give an additional impetus to the development and strengthening of Russian-Tanzanian economic, tourist, and educational ties, Maxim Zalyvsky emphasized.

    The election of Kemi Badenoch as leader of the Conservatives is an alarm bell for Scotland, says Scottish Greens co-leader Patrick Harvie MSP.

    After a nasty and divisive leadership contest with many unanswered questions, Badenoch is now at the helm of the Tory Party.

    Patrick Harvie says: “I’d congratulate Kemi Badenoch on her new position, but I’d be one of the few doing so. This contest has proved beyond doubt that the few remaining voices of moderate, centre-right Conservatism are now utterly marginalised in the modern Conservative Party. They seem determined to emulate the gutter politics of Farage’s far–right Reform.

    “While neither of the final leadership hopefuls gave much for their party to put their faith in, it is truly depressing to see the Tory Party now led by someone as unashamedly divisive as Kemi Badenoch.

    “She has based her campaign on a nasty culture war agenda, fuelling division and pitting communities against one another. LGBTQ+ people in particular will be deeply worried that a major party is now in the hands of someone so hostile to our human rights.

    “Her scaremongering on net zero targets, at a time when extreme weather events and climate impact on the world’s food system are wreaking havoc,  underlines why the Tories cannot be trusted with our climate.

    “She takes credit for Rishi Sunak’s decision to push back banning petrol and diesel cars to 2035. Most voters know that we don’t have time to spare, and they want Governments to show leadership and make the transition to Net Zero fair and fast.

    “She’s been elected by appealing to the worst instincts of the Conservative Party. We know that the politics she represents is no basis for building a fairer society – we have just endured 14 years of them. I’m confident that Scotland will continue to reject the politics of the Tories, no matter who’s in charge.”

    Dmitry Grigorenko took part in the plenary session of the All-Russian Forum of Control Bodies in Kaliningrad

    Deputy Prime Minister – Chief of Staff of the Government of Russia Dmitry Grigorenko took part in the plenary session of the All-Russian Forum of Control Authorities in Kaliningrad. During his speech, the Deputy Prime Minister presented key areas for improving the control and supervisory sphere.

    In 2019, by decree of the President, a reform of control and supervisory activities was launched in the country. The risk-oriented approach formed the basis for building a modern system of state control. As Dmitry Grigorenko, who oversees the reform, noted, during this time, inspectors across the country have done a lot of work to make the inspection system effective. Today, the accuracy rate of inspections based on risk indicators is 87%. At the same time, the annual number of inspections over 5 years has decreased almost 5 times from 1.5 million inspections in 2019 to 353 thousand inspections in 2023. At the same time, against the background of a multiple reduction in the number of inspections, the overall level of safety is maintained.

    “At the plenary session, colleagues shared proposals on how to further improve the system of risk assessment and management in inspections. The government will carefully consider the possibility of their legislative consolidation. Such initiatives are a good sign and today it was important to record that the regions are ready to continue to take the most active part in the reform of control activities and improve the risk-oriented approach,” said Dmitry Grigorenko.

    The Deputy Prime Minister noted that the work on improving the control and supervisory sphere is moving to a new stage. It is no longer about reformist changes, but about high-quality systemic fine-tuning of the decisions taken. For this, it is extremely important that control bodies throughout the country take an active part in developing proposals for improving and simplifying the control system.

    Among the innovations from the forum participants was a proposal to legislatively enshrine the possibility of using the Inspector mobile application to conduct remote inspections.

    During the forum, Dmitry Grigorenko also held a meeting with business representatives from the Kaliningrad Region. The entrepreneurs gave the Deputy Prime Minister feedback on the progress of the reform and proposed to legislatively enshrine the possibility of lowering the risk category through the service of pre-trial appeal of decisions of regulatory authorities. This service is currently implemented on the State Services portal. The risk category is revised on the condition of conscientious fulfillment of mandatory requirements and compliance with a number of conditions of regulatory authorities. Lowering the risk category allows for a reduction in the scheduled visit of the inspection facility by the inspector or even eliminating it.

    Dmitry Grigorenko emphasized that it is necessary to explain to businesses what grounds the control bodies use to appoint inspections. This will allow entrepreneurs to adjust their activities without the direct participation of inspectors and eliminate the risks of violations of norms and rules.

    The Forum of Control Authorities is being held for the fifth time and has brought together about 700 participants. The anniversary venue was chosen to be the Baltic Federal University named after I. M. Kant in Kaliningrad. Over the course of three days, controllers from all over the country, experts, businessmen and public figures discussed current issues of development of control and supervisory activities at the present stage: digitalization of control, practices of introducing a risk-oriented approach, development of a pre-trial appeal system, prevention and others. The mission of the forum is to expand the horizons of professional skills of specialists. The forum was organized by the Ministry of Economic Development of Russia jointly with the Government of the Kaliningrad Region with the support of the Center for Strategic Research.

    Dmitry Chernyshenko: The “SHUM” forum brought together young people from 87 regions of the Russian Federation and 86 foreign countries

    The results of the All-Russian Youth Educational Forum “Noise” of the platform “Rosmolodezh.Sobytiya” have been summed up. The forum was held in Svetlogorsk from October 4 and consisted of four educational programs.

    The final event was the closing ceremony, where the results of the educational program “Noise. Industry Journalism 5.0” were also summed up.

    “This year, 12 new educational centers were opened by decree of President Vladimir Putin. On the basis of one of them – “Shum” in the Kaliningrad region – the youth forum brought together more than a thousand participants from 87 regions of Russia and 86 foreign countries. Such forums give children the opportunity to create international projects, which teaches them to build partnerships and mutually beneficial relations with representatives of other countries,” emphasized Deputy Prime Minister Dmitry Chernyshenko.

    The head of the Federal Agency for Youth Affairs Grigory Gurov commented on the importance of supporting and developing the younger generation: “Rosmolodezh works in constant dialogue with the participants of our projects. Young people from Russia and other countries are full-fledged co-authors of the meanings and ideas that we implement in our activities. It is fundamentally important for us to support the initiatives of young people, listen to their opinions and go hand in hand, developing a single space of opportunities for self-realization.”

    Special thanks were expressed to the forum partners and customers – state and public organizations, commercial companies and corporations. A total of 54 cases were generated from 47 customers. During 4 educational rounds, the teams of participants created marketing strategies, websites, photo, video and other content, and offered various solutions to the tasks set before them. As a result of the forum, 64 solutions were successful and were taken into work by customers, and were also included in the post-support program.

    “The All-Russian Youth Educational Forum “Noise” has become a platform for international dialogue of 300 media representatives from 86 countries. An open conversation about the profession and the challenges facing media professionals, an exchange of experience – all this has become another step towards creating a multipolar world. This international program has shown that young journalists, bloggers and communicators from different countries want to be co-authors of a polycentric information field, where commitment to journalistic principles such as honesty, impartiality, and working with reliable facts are at the forefront. And in conditions when they are trying to turn the media field into a space for various manipulations, it is extremely important to create such platforms to unite representatives of the media industry who are not indifferent to their profession and to our common future,” said Daniil Bisslinger, Advisor to the Head of Rosmolodezh for International Cooperation, General Director of the World Youth Festival Directorate.

    After the forum, the work of teams whose results were liked by customers and require further development before a full release of the product for use will continue in the format of post-support. Participants will be offered internships, conclude special agreements to continue working on cases. The results of the post-support program will be summarized at the end of December this year. The best participants also received an offer to participate in production programs from the year-round youth educational center of Rosmolodezh “Shum”.

    A woman has appeared in court charged with the murder of Efthyia Constantinou in Enfield.

    Zaneta Peto, 55 (27.03.69) of Charles Street, Enfield, also known as Maria Peto, appeared at Highbury Magistrates’ Court on Saturday, 2 November, charged with murder.

    An investigation was launched following a dropped call to police made from an address in Westerham Avenue just after 17:00hrs on Thursday, 30 October.

    Officers attended the location and found 62-year-old Efthyia suffering stab injuries. Despite their efforts, Efthyia was pronounced dead at the scene.

    Zaneta Peto was arrested in the early hours of Friday, 31 October, and charged as above.

    Detective Chief Inspector Sarah Lee, from the Specialist Crime Command, said: “Our sincerest condolences are offered to Efthyia’s family, friends and the wider community who are so deeply saddened by her death.

    “The investigation is at an early stage, but I can confirm that Zaneta was known to the victim and that we are not seeking anyone else in relation to this incident.

    “Efthyia’s family continue to be supported by specially trained officers.”

    A teenager has been jailed for the manslaughter of a young woman on Christmas Eve.

    The then 16-year-old male was found guilty at the Old Bailey on Friday, 26 July of the manslaughter of Kacey Clarke at her home in Bermondsey.

    On Friday, 1 November, the now 17-year-old was sentenced at the same court to six-and-a-half-years’ imprisonment.

    Detective Inspector Adam Clifton was one of the senior investigators who investigated the death. He said: “Through a thorough investigation we were able to disprove many assertions made about Kacey, leading to the jury rejecting the defendant’s claim to have been acting in self-defence. I am pleased that we have been able to secure justice for her.

    “Reducing violence against women and girls remains a key priority for the Met and I would urge anyone who is suffering abuse to reach out for help.”

    Police had been called at 22:03hrs on 24 December 2023 to reports of a stabbing at a flat on Jamaica Road, SE16.

    Officers attended along with paramedics from the London Ambulance Service and London’s Air Ambulance. They provided emergency first aid to 22-year-old Kacey Clarke, however she sadly died at the scene.

    The subsequent post-mortem examination gave cause of death as a single sharp force trauma to the chest.

    The youth was arrested near to the scene by police officers responding to the incident. He was known to Kacey but he cannot be named due to his age.

    When questioned by police, the youth claimed that Kacey was the aggressor and had confronted him with a knife.

    Some three weeks later, workmen found a blood-stained knife in nearby Rail Sidings Road. This was recovered and forensic examination found it to be stained with Kacey’s blood.

    Deputy Prime Minister – Head of the Government Staff Dmitry Grigorenko visited the laboratory for user testing of public services in Kaliningrad. The Deputy Prime Minister was presented with a new service “life situation” for planning and implementing a move to another region. Thanks to the service, people who change their permanent place of residence can receive all the necessary public services in one place – comprehensively on the public services portal according to the “life situation” principle.

    The “life situation” service for planning and implementing a move allows you to use the government services portal to:

    – submit an application for registration at the place of residence,

    — renew your compulsory medical insurance policy,

    – register with a clinic,

    – enroll children in school and kindergarten,

    — re-register pensions and social benefits,

    — register with the military registration and enlistment office.

    “Moving to another region involves completing a large number of documents – from changing your registration at your place of residence to registering your children in school and kindergarten. The “life situation” service for moving will help people complete all the documents more easily and quickly, and instead of visiting departments, focus on solving more important issues,” said Dmitry Grigorenko.

    Also, within the framework of the service for moving to another region, reference information is provided on how to ensure a comfortable move for people with special needs, choose a transport company for transporting things, how to transport pets, what documents are required for moving by car and what else needs to be taken into account with this type of move. Information is also available that will help you find a job after moving to another region.

    It is expected that in 2025, thanks to the “life situation” for moving to another region, the time for processing the necessary documents will be halved – from 20 to 10 days. The number of necessary documents is planned to be reduced threefold – from 15 to 5. The number of face-to-face visits to departments will also decrease – from 8 to 4.

    Provision of services based on the principle of “life situations” is part of the federal project “State for People”. Services for the provision of state services based on the principle of “life situations” represent models of the most common events that people encounter.

    At the moment, 16 federal “life situations” have been launched on the portals of public services and “MSP.RF”. Among them are such services as “Large family”, “Participation in sports competitions”, “Hunting and fishing trips”, “Getting into an emergency situation”, “Organization of cargo logistics”, “Opening a private school”, “Opening a pharmacy”, “Opening a tourist facility”.

    To date, about 1.5 million people have used the “life situations” services. By the end of 2024, it is planned to launch 34 “life situations” at the federal level.

    Work on the implementation of “life situations” is also underway at the regional level. It is planned that 85 regional “life situations” will be launched by the end of 2024.

    In user testing laboratories, specialists check government services for compliance with customer-centricity standards and evaluate their convenience and ease of use.

    Since the launch of the federal project “State for People” in 2021, more than 100 federal services have been improved based on the recommendations that ministries and departments received as a result of laboratory studies.

    These include state cadastral registration and state registration of rights to real estate and transactions with it, registration of fire safety declarations, licensing of activities for the technical maintenance of medical devices, and licensing of pharmaceutical activities.

    User testing laboratories operate in Lipetsk, Nizhny Novgorod, Tula, St. Petersburg, Kazan, Krasnoyarsk, Kaliningrad, Stavropol and Vladivostok. Two more such laboratories operate in Moscow.

    The tests are conducted using domestically produced neurophysiological equipment and additional methods such as in-depth interviews and usability testing.

    These methods and devices allow us to analyze the needs and habits of the target audience and identify user barriers. Based on the research results, recommendations are sent to government agencies to improve the operation of services and their implementation is further monitored.

    The federal project “State for People” is included in the list of initiatives for the socio-economic development of Russia; its implementation has been carried out at the federal and regional levels of government since 2021.

  • MIL-OSI USA: Attorney General James Helps Secure $49.1 Million from Drug Companies over Illegal Coordination to Inflate Prices

    NEW YORK – New York Attorney General Letitia James today joined a bipartisan multistate coalition of 50 attorneys general in announcing settlements with Heritage Pharmaceuticals (Heritage) and Apotex Inc. (Apotex) totaling $49.1 million for their roles in a massive, long-running scheme to artificially inflate and manipulate prices, reduce competition, and restrict trade for dozens of generic prescription drugs. The companies in the scheme, some of which increased prices by 1,000 percent, manufactured essential medications to treat diseases ranging from diabetes to cancer to ADHD. As part of the settlements, both companies have agreed to cooperate in ongoing multistate investigations against 30 corporate defendants and 25 individual executives. Both companies have also agreed to implement internal reforms to ensure fair competition and compliance with antitrust laws. 

    “Affordable generic drugs are a lifeline for millions of New Yorkers who rely on them every day to treat everything from diabetes to heart conditions,” said Attorney General James. “The companies involved in this scheme engaged in a massive conspiracy to illegally coordinate prices, driving up costs for consumers as much as 1,000 percent. These two settlements will help enable the victims of this scheme to get compensation, and will hopefully ensure this type of illegal price fixing will not happen again. I thank my fellow attorneys general for their hard work and collaboration to protect consumers from this unfair anticompetitive conduct.” 

    The settlements are the result of two lawsuits filed by the Office of the Attorney General and a coalition of attorneys general against some of the nation’s largest pharmaceutical companies. The first complaint, filed in 2016, included Heritage and 17 other corporate defendants, two individual defendants, and 15 generic drugs. Two former executives from Heritage Pharmaceuticals, Jeffrey Glazer and Jason Malek, have since entered into settlement agreements and are cooperating with the states’ investigations. The second complaint was filed in 2019 against Teva Pharmaceuticals and 19 of the nation’s largest generic drug manufacturers. The complaint names 16 individual senior executives as defendants. The third complaint was filed in 2020 against Sandoz and 18 other of the nation’s largest generic drug manufacturers, in addition to 10 individual defendants.

    The lawsuits allege these companies engaged in a broad, coordinated, and systematic conspiracy to fix prices, avoid competition, and rig bids for more than 100 different generic drugs. The companies maintained an interconnected web of industry executives where these competitors met with each other during industry dinners, “girls’ nights out,” lunches, cocktail parties, and golf outings, and communicated via frequent telephone calls, emails, and text messages that sowed the seeds for their illegal agreements. Defendants used terms like “fair share,” “playing nice in the sandbox,” and “responsible competitor” to describe how they unlawfully discouraged competition, raised prices, and enforced an ingrained culture of collusion. 

    The drugs included in the scheme span all types, including tablets, capsules, creams, and ointments; and classes, including antibiotics, anti-depressants, contraceptives, and non-steroidal anti-inflammatory drugs. They treat a range of diseases and conditions from basic infections to diabetes, cancer, epilepsy, multiple sclerosis, HIV, ADHD, and more. In some instances, the coordinated price increases were over 1,000 percent. Digoxin, an essential heart medication manufactured by Heritage, tripled in price, causing patients to pay hundreds of dollars more for the drug. 

    The cases stem from an investigation built on evidence from several cooperating witnesses at the core of the conspiracy, a massive database of over 20 million documents, and a phone records database containing millions of call detail records and contact information for over 600 sales and pricing individuals in the generics industry. 

    A motion for preliminary approval of the $10 million settlement with Heritage was filed yesterday in the United States District Court for the District of Connecticut in Hartford. A settlement with Apotex for $39.1 million is contingent upon obtaining signatures from all necessary states and territories and will be finalized and filed in the U.S. District Court.

In October 2023, Attorney General James secured $4.5 million from one of the nation’s largest title insurance companies for using illegal no-poach agreements with competitors to keep employees from switching jobs. Attorney General James has now ended the use of no-poach agreements by the five largest commercial underwriters in the United States, including First American, Fidelity, Old Republic, Stewart, and Amtrust. In 2022, Attorney General James sued a ski resort company in Syracuse for buying its main competitor and shutting it down in order to monopolize the local market.

    Washington, DC – Congressman Dan Goldman (NY-10) joined Congresswoman Nikema Williams (GA-05) and 59 of his Democratic colleagues in sending a letter to U.S. Attorney General Merrick Garland and Deputy Attorney General Lisa Monaco urging the Department of Justice (DOJ) to take additional steps to protect election officials, workers, and volunteers in their workers as they carry out their duties during the 2024 election.

    “With our concerns about threats increasing on and around Election Day itself, we request more information about the Department and the Election Threats Task Force’s rapid response plans to ensure election workers are able to safely, effectively, and securely carry out the 2024 election,” the Members concluded.

    We write to express our support of the Department of Justice’s Elections Threats Task Force amidst the severe and concerning attacks levied against election workers around the United States, and to call on the Department to take additional steps to protect election officials, workers, and volunteers: the people responsible for ensuring the success of our democracy.

    According to recent surveys, more than one in three election officials have experienced threats, harassment, or abuse, and more than half who received threats were threatened in person. Additional research has tied this pervasive hostility to concerning levels of turnover among election workers, leading to increased strain on the expertise of those responsible for facilitating our elections. This turnover is more acute in the most competitive states, where election officials have been particularly targeted for harassment, and where the perception of effective and efficient election administration is particularly important given the scrutiny their results will likely receive.

    We are concerned that the attacks on election workers will continue and increase as we approach the 2024 elections, and we are especially concerned about threats, harassment, and violence in the immediate run-up to Election Day, on Election Day, and throughout the counting, reporting, and certification process. In 2021, the Department acknowledged that their response to threats on election officials post-2020 election was “inadequate,” and we are grateful for the focus the Department has placed on ensuring a stronger response this election cycle.

    With our concerns about threats increasing on and around Election Day itself, we request more information about the Department and the Election Threats Task Force’s rapid response plans to ensure election workers are able to safely, effectively, and securely carry out the 2024 election. We kindly request answers to the following questions:

  • MIL-OSI Security: Appeal for witnesses to serious collision in Wandsworth

    Police are appealing for witnesses following a serious collision in Wandsworth.

    Police were called at about 22:30hrs on Friday, 1 November to reports of a collision involving a van and a cyclist on Tooting Bec Road at the junction with Franciscan Road, SW17.

    Officers and the London Ambulance Service attended. The cyclist has been taken to hospital where they remain in a life-threatening condition.

    The 50-year-old driver of the van was arrested on suspicion causing serious personal injury by dangerous driving, failing to stop at an accident and unfit through drink. He remains in custody at this time.

    Detectives from the Roads and Transport Policing Command are investigating.

    Breakthrough deal struck on sharing the benefits from Digital Sequence Information (DSI) at CBD COP16 in Colombia

    Negotiations on Digital Sequence Information (DSI) have concluded today (2 November) at CBD COP16 in Cali, Colombia.

    DSI is genetic information that has been sequenced from the natural world, with the DNA code then made available online for use in research. This is the type of data used by companies across the world for the creation of new medicines, vaccines and other products. By continuing to ensure it is freely available digitally, it will enable scientists to share information and develop the products that we rely on, whilst supporting the conservation of nature. 

    This research can be applied to medicine, agriculture, conservation and public health, with benefits such as the development of vaccines or adapting plants to be more resilient to climate change.

    The deal reached means businesses have the option of voluntarily contributing to a new fund – known as the Cali Fund – if they use this genetic information from nature. 

    This Fund will then support further use of DSI and the conservation and sustainable use of nature, with a significant proportion flowing to Indigenous People and local communities.

    Nature Minister Mary Creagh said:

    We have seen the many benefits of DSI, including identifying infectious diseases, predicting which plants will survive in a warming climate, or helping protect threatened species.

    More than half of the global economy is estimated to be dependent in some way on the ecosystem services that nature provides, so this latest deal is critical in supporting future growth and development.

    I would like to thank the UK negotiating team and all those involved who helped conclude these important negotiations.

    Nature underpins every aspect of our economy. The benefits of natural resources – including through digital sequencing – must be valued and shared fairly, which is why this deal is so important.

    ATLANTA (November 2, 2024) — Today, Senate Committee on Economic Development and Tourism Chairman Brandon Beach (R – Alpharetta), Senate Committee on Public Safety Chairman John Albers (R – Roswell) and Senate Committee on Rules Chairman Matt Brass (R – Newnan) issued statements following the decision by unelected and interim Fulton election bureaucrats on opening four election offices for the purpose of collecting absentee ballots and denying election observers and poll watchers.

    After 19 days of early voting, the Fulton County Board of Elections, without the knowledge of the Secretary of State’s office, violated the spirit of free and fair elections and the will of the General Assembly by opening four government buildings in order to receive absentee ballots,” said Sen. Brandon Beach. “This decision raises serious questions regarding the chain of custody of ballots, posing a threat to transparency in our elections. We must do everything we can to promote trust among the electorate. The recent actions of the Fulton County Board of Elections have eroded that trust.”

    “I am deeply concerned by the recent decisions made by unelected and interim Fulton elections workers. These actions were taken without the approval of the Fulton Elections Board, Fulton County Commissioners or the Secretary of State. These same unelected Fulton elections workers then, in writing, told each other they were not allowed to have observers, clearly subverting the law and removing transparency,” said Sen. John Albers. “When we questioned the interim Elections Director, she misrepresented facts and was uncooperative. We will continue to monitor this ongoing situation and have been in contact with the Secretary of State’s office and legal counsel regarding these issues. It is paramount that we ensure public trust and promote transparency in our election process.”

    “Transparency on the front end of the election process is how to prevent confusion on the back end. Our state laws are designed to do just that and must be followed, Fulton County is no exception,” said Sen. Matt Brass.

  • MIL-OSI Asia-Pac: HK youth shine at ‘Skills Olympics’

    The WorldSkills Competition took place in Lyon, France, in September. This year, the Construction Industry Council sent seven competitors to participate in six categories.

    One of them was Wesley Fong, 20, who graduated from the Hong Kong Institute of Construction in 2022. He won the championship in the 2nd Hong Kong Construction Skills Competition last year, earning the qualification to compete as a finalist in joinery at the WorldSkills Competition, after training and assessment.

    “It typically takes five to six years to train a competitor in other countries or regions, but we only had about one year, which necessitated intensive training and precise planning,” Mr Fong’s instructor, Hong Kong Institute of Construction Supervising Instructor Terence Lam explained.

    “Initially, Wesley struggled with some of the skills, leaving him frustrated. We needed to push him, even scold him, but sometimes he just needed a bit of encouragement. As Wesley was willing to spend time on weekends to practise, of course we wanted to help him.”

    Facing challenges

    The 19 joinery trade competitors were required to carry out the requested project within 22 hours over four days. They were given a sketch and asked to create a one-to-one drawing. Working from the drawing, the joiner would measure and cut joints then assemble, install, and finish a door with its frame to a high standard.

    Even with adequate preparation, Mr Fong admitted that the road to success did not come easy.

    “I made some mistakes in the drawing and felt a little discouraged on the first night of the competition,” he said.

    “The next day I made improvements, so I was able to make up for the mistakes and they did not affect me too much. When I saw the competitors next to me working so hard, I was inspired to raise my game.”

    Mr Fong’s hard work paid off and he was awarded a medallion for excellence, an outcome he said he never anticipated. The final result has boosted his confidence and he is now determined to continue with a career in the construction industry.

    Meanwhile, his instructor Mr Lam, who has been teaching for nearly 30 years, wishes to pass on his knowledge to his students and expressed hope for a sustainable industry.

    Family skills

    Ricky Chow, 22, also won a medallion for excellence at WorldSkills Lyon 2024 in welding – a skill taught to him by his father, which he was proud to showcase to the world.

    Like Mr Fong, he made it on to the WorldSkills team after winning the Hong Kong Construction Industry Skills Competition last year.

    The welding competitors had to complete four modules that involved working on carbon steel, a pressure vessel, aluminium and stainless steel within 18 hours. Mr Chow found welding the pressure vessel to be the most challenging task, as it required utilising all welding techniques to ensure it was watertight.

    “Initially, most of my pressure vessels leaked, with only one or two being watertight. After practising for six months to a year, I gradually learnt the necessary techniques. Welding a pressure vessel is also physically demanding and time-consuming.”

    But Mr Chow stayed focused and recalled his instructor’s advice to pull him through the tough moments of the competition.

    “My instructor advised me to stick to my usual methods and once I completed all the modules, I would proceed to the stage where I could receive an award.”

    Rigorous training

    He missed out on the top three awards, but received a medallion for excellence. His instructor, Hong Kong Institute of Construction Instructor Charles Li attributed Mr Chow’s success to his perseverance.

    “Despite training for only one year, compared to Ricky’s competitors from other places who trained for three to five years, he worked diligently. His schedule was demanding, training from 8am to 10pm, including weekends and public holidays.

    “Ricky may not have been the most skilled of all the trainees, but he certainly was the most persistent. He was the only one to complete the training.”

    Organised biennially by WorldSkills International, the WorldSkills Competition is the largest skills competition globally and hailed as the “Skills Olympics”. This year, the Construction Industry Council sent seven competitors, with two winning medallions for excellence – achieving the best ever results by Hong Kong construction industry players.

    URUMQI, Nov. 2 — Edil Mohammed, who commutes daily for about an hour by bus from Yarkent, Kazakhstan, to Horgos, China, has adapted to the lifestyle of cross-border work.

    As the head of a branch of Kazakhstan’s Bank CenterCredit, which is located in the China-Kazakhstan International Border Cooperation Center in Horgos, northwest China’s Xinjiang Uygur Autonomous Region, he is part of a pioneering group of foreign banks that entered Xinjiang following the establishment of the China (Xinjiang) Pilot Free Trade Zone (FTZ) in November 2023.

    The Xinjiang pilot FTZ, which encompasses three iconic areas — Urumqi, Kashgar and Horgos — stands as the first FTZ in China’s northwestern border regions and the 22nd nationwide. As it embraces its first anniversary, the zone has shown promising results.

    As the Belt and Road Initiative (BRI) continues to forge ahead, Xinjiang has committed to building itself into an important corridor linking Asia and Europe and to serving as a gateway for China’s opening-up efforts in the west.

    “Global investors are seizing opportunities in the pilot FTZ, and many jobseekers have found satisfying positions, such as in cross-border e-commerce, international live-streaming, translation and diverse agents,” said Mohammed, adding that the growth of new business models and expanding trade will attract even more international financial institutions and enterprises.

    SUPPORTIVE POLICIES

    Qin Xiaoyu, a customs declarer at a foreign-trade enterprise specializing in the import and export of daily consumer goods to five Central Asian countries, has benefited from enhanced services following the establishment of a dedicated market procurement window at the FTZ’s Urumqi area.

    “The consultation and whole process only take a few minutes,” said Qin. “The dedicated service window can save both time and costs. Enterprises benefit from policies such as value-added tax exemptions, simplified declaration processes and flexible foreign exchange collection, all of which improve export efficiency.”

    The service window is part of a broader set of measures rolled out by the Xinjiang pilot FTZ to boost foreign trade, providing a low-cost, high-efficiency export channel for small and micro enterprises, as well as individual businesses, according to Ju Ning, an official at the Urumqi Economic & Technological Development Zone.

    “The ‘green channel’ for the rapid customs clearance of agricultural products at the border ports between China-Kazakhstan, China-Tajikistan and China-Kyrgyzstan has been fully implemented, cutting the customs declaration time for agricultural exports from five days to just one day,” said He Yadong, a spokesperson for the Ministry of Commerce.

    Statistics show that from January to August, Xinjiang’s import and export volume increased by 30.9 percent to 285.32 billion yuan (about 40.11 billion U.S. dollars).

    “The pilot FTZ prioritizes institutional innovation, actively exploring reforms in government functions, management models, and the facilitation of trade and investment. It effectively plays a leading role in deepening reform and expanding opening up,” said Buvejer Abula, a researcher of economic and social development with the Xinjiang Agricultural University.

    RISING INDUSTRIAL CLUSTERS

    In the FTZ’s Horgos area, refrigerated trucks loaded with fruit and vegetables pass through a fast-track customs clearance “green channel” destined for Kazakhstan, Uzbekistan, Russia and beyond.

    Yu Chengzhong’s trade company exports over 500 tonnes of fruit and more than 300 tonnes of vegetables daily. This fresh produce can reach markets in Almaty in Kazakhstan within just a few hours.

    “The establishment of the FTZ has given our company a unique opportunity for growth,” said Yu, adding that the company has established sales networks in the five Central Asian countries, and this year, the company built a 66-hectare warehouse in Kazakhstan to further penetrate local markets.

    In the production workshop of a lithium battery enterprise called Shengyuehengchang, two automated production lines, each capable of producing 200,000 Ah lithium batteries per day, are running smoothly, fulfilling orders for its clients in Kyrgyzstan.

    The company normally manufactures small-capacity batteries but is now transitioning towards high-rate energy storage and power battery production. These batteries are primarily sold to the Central Asian market and are widely used in products such as electric motorcycles, drones, power tools and solar-energy products.

    “Leveraging the FTZ’s geographical advantages and favorable opening up policies, local companies are increasingly eyeing overseas markets for diverse development paths,” said Bo Yinjiang, an official with the Kashgar Economic Development Zone.

    The zone has already attracted 28 enterprises related to lithium batteries, covering the areas of lithium battery materials, manufacturing and supply chains. The annual output value of the enterprises is expected to exceed 10 billion yuan upon full operation, forming a burgeoning lithium battery industry cluster.

    “Since the pilot FTZ’s inception, a number of business associations and companies have visited Xinjiang to seek market opportunities and collaboration. There is also a rise in foreign-invested enterprises,” said Li Xuan, from the regional commerce department.

    “The pilot FTZ offers a significant historical opportunity for pursuing high-level opening up and high-quality development in Xinjiang. It must actively align with high-standard international trade and economic rules, integrate into the dual circulation of domestic and international markets, and support the development of the core region of the BRI,” Li added.

    The Ministry of Commerce will promote the industrial exchange and cooperation between the Xinjiang pilot FTZ and the central and eastern regions of the country, and support the FTZ in prioritizing key industries and fostering integrated innovation throughout the entire value chain, according to He, the ministry spokesperson.

    ANDREW CLENNELL: Well, joining me live now from Adelaide, where Anthony Albanese is giving that speech, is the Education Minister, Jason Clare. Jason Clare, thanks for joining me. Let’s start with today’s announcement. Why have you decided to cut the debt that these students would have expected to pay by 20%?

    JASON CLARE, MINISTER FOR EDUCATION: G’day, mate. This is massive help for 3 million Australians right across the country with a student debt. People have got a university degree, or a TAFE qualification and it’ll cut their debt by 20 per cent. 

    The average debt at the moment is about $27,000, so that will cut their debt by more than $5,000. 

    For somebody that’s got a student debt of about $50,000, and there’s plenty of people like that out there, then this will cut their debt by $10,000. 

    When you and I were at university, back last century, university was a lot cheaper than it is today. Even in the early 2000s, it was cheaper. Back then, students contributed, on average, about 30 per cent to the cost of the degree, and taxpayers, the Government, contributed the other 70 per cent. 

    Now it’s more like a bit over 40 per cent that on average students contribute and the taxpayer, or the Government, contributes about 60 per cent. This fixes that. It fixes that for this generation of Australians, 3 million Australians who’ve got uni and TAFE qualifications over the last decade or so.

    CLENNELL: Someone has to pay for this, and I assume it’s taxpayers.

    CLARE: This is the thing, whether it’s TAFE or whether it’s university, the individual benefits and the country benefits as well. That’s why it’s always been the case that we both chip in. It’s why we’ve rolled out about half a million fee free TAFE places. Free TAFE places for Australians. But it’s also why Australian taxpayers and the Government contributes to investing in our universities as well. 

    The bottom line here is a lot of young Australians are doing it tough at the moment. They’re just starting out, they’ve just finished their uni degree or just finished their TAFE qualifications, just leaving home, starting to pay rent, paying the bills, they’ve got to pay this bill, too. This will cut the cost of that bill and what we announced yesterday will make it easier to pay that off as well.

    CLENNELL: Indeed. But if this is such a great initiative, why not? I mean, Parliament sits this week. Why not introduce the legislation now? Jason Clare, why say it’s contingent on an election win? I mean, it effectively looks like an electoral bribe to younger people.

    CLARE: We’ve got legislation in the Parliament right now that cuts student debt by $3 billion for 3 million Australians. That fixes the indexation formula. Everyone watching will remember that when inflation spiked last year, so did student debt. We’re fixing that and wiping out what happened last year, making sure that it doesn’t happen again. So, that legislation is in the Parliament right now. We want to see that done and finished and fixed by the end of the year. 

    That bill also includes other big reforms like paid prac. So, for the first time ever, we’re going to provide financial support for teaching students and nursing students and social work students while they do their practical training. That bill also includes something else that’s important. Massively expanding the free courses that are effectively bridging courses for students between school and starting a university degree…

    CLENNELL: Okay, but why save this for the election? Why tie this to an election?

    CLARE: Just important to make the point that we’re making changes to student debt in the Parliament right now. What Anthony will say today is that if we are re-elected, this will be the first piece of legislation that we introduce to the Parliament after the election. And it’ll make a massive difference for a lot of young Australians right across the country. Not just young Australians, though. Everybody that has a student debt cut by 20 per cent.

    CLENNELL: All right, a lot of young Australians would just like to see HECS fees cut, full stop. So, this obviously affects those who’ve accumulated the debt, who’ve graduated or are graduating. You spoke about when we went to university, my HECS debt was $9,500. Now, an arts degree can cost you 50 grand. Medicine or law degree can cost you 80 grand. Why not just cut those fees?

    CLARE: There’s more to do here as well, mate, that’s the truth. As I said, there’s legislation in the Parliament to help students at university right now with that paid prac that financial support while they do their training and those free courses. 

    But what we’ve also said we would do is create an Australian Tertiary Education Commission to help us set those fees, fix the funding model for universities, and also provide universities with extra funding for students who are more likely to drop out to help them complete their degrees. And I hope to be in a position later this year to provide more detail on all of that.

    CLENNELL: And lifting the threshold for paying it back from $54,000 a year to $67,000. What difference will that make? Because ultimately it means it takes longer to pay your debt back, doesn’t it?

    CLARE: Not necessarily. It always depends on the individual. And remember, this is the minimum that you have to pay if you want to pay more off you can. The bottom line with this reform, and this is a reform recommended by the Universities Accord Panel, recommended in fact by Bruce Chapman, who’s the architect of HECS back in the 80s, is that it’s designed to make sure that you start to pay off your university degree when university starts to pay off for you.

    For a lot of young people, they’re straight out of uni, they’re on a low income, they’re paying the rent, paying the bills, trying to save for a mortgage, trying to start a family, and they already have to start paying off their HECS bill. This gets them a little bit of relief, takes the pressure off, means that they don’t have to start paying back that debt until they’re earning $67,000 a year, which is about three quarters of the average graduate salary. And it means for somebody that might be on say $80,000 a year, that they’re paying about $850 less a year than they have to at the moment. So, that’s more money in their pocket rather than being in the Government’s pocket to help them pay the rent and pay the bills.

    CLENNELL: Well, just on that, is this policy a sign of how expensive housing and rents are that you’ve had to do this? And are you trying to take votes back or off the Greens here by appealing to younger people?

    CLARE: I think it’s just a simple fact that a lot of young people are doing it tough, doing it tougher than many other Australians. If they’re straight out of uni and they’re into the workforce and they’ve moved out and they’ve got to pay the rent and they’ve got this bill as well, then cutting that debt by 20 per cent and making it easier to pay off is going to help them. But it’s also part of a bigger plan that we’ve got to build Australia’s future. 

    Back when Hawke and Keating were running the country, we saw a jump in the number of young people finishing high school from 40 per cent to almost 80 per cent. And that was nation changing stuff. It’s made us smarter and stronger and wealthier as a country. And this Universities Accord report tells us that by the middle of this century, it’s not going to be just 80 per cent of people that finish school. We’re going to need a workforce where 80 per cent of people have finished school and then gone to TAFE or gone to university. And if we’re going to build that workforce, then we’ve got to reform our education system, make it better and make it fairer. That’s what the reforms in the Parliament are about. And this will help as well.

    CLENNELL: Whose idea is 20 per cent? A 20 per cent cut? Is it yours? Is it the Prime Minister’s? Did you look at 30 per cent? Did you look at 40 per cent? Did you look at 10 per cent?

    CLARE: We looked at a range of different options, but they’re decisions that are made by Cabinet, made by the ERC, and I’m not going to go into that detail.

    CLENNELL: Did you want a greater cut? Did you want a bigger cut as Education Minister?

    CLARE: No. Very, very simple here. I’m the education minister. I put this recommendation to my colleagues, and they’ve backed it, and I’m glad they have.

    CLENNELL: All right, We’ve revealed Labor’s slogan to be announced today is ‘Building Australia’s future’. In 2022 it was ‘A better future’. Has Australia seen a better future between 2022 and 2024, particularly in light of 12 interest rate increases?

    CLARE: We’ve made real progress on a number of important fronts. We’ve created a million new jobs in just over two years. That’s more than any government ever has. We’ve cut inflation in half. When we came to office, inflation was high and going up. Now it’s low and coming down back into the band that we’ve delivered two surpluses in a row, something the Liberal Party could only have ever dreamed of. And now we’re starting to see real wages grow again. So, that’s real progress, but it’s just the start. 

    What we’ll be talking about today is what we want to do if we’re privileged enough to win a second term, and that’s building Australia’s future. A big part of that is building the workforce, building the skills that we’re going to need to build the next generation of Australians, to build Australia for the years ahead.

    CLENNELL: Let me ask you about this issue of flight upgrades. I looked through your register. You declared a $15 bottle of wine and a phone charger at one stage. Jason Clare. But you did also declare – And do you really have to declare…

    CLARE: …a pineapple I think.

    CLENNELL: Okay. All right. But you did also declare an upgrade with Qantas in 2019 on a flight from Sydney to Singapore. Was that personal travel and how did that happen?

    CLARE:  Yeah, good pickup, mate. That was a personal trip. And that was a situation where I had just got out of hospital, I had surgery on my leg and I asked for upgrade and I was assisted by Qantas.

    CLENNELL: So, who do you ask in that scenario? 

    CLARE: I remember picking up the phone and asking for a bit of assistance there, but I can’t remember all of the details.

    CLENNELL: Was it a government relations person or…?

    CLARE: Probably. I don’t want to mislead you, but I definitely asked for that, just to help me after the surgery.

    CLENNELL: What do you make of this? Just on this. I don’t want to labour too much time on this. Was your family on that trip with you? Did they also get an upgrade?

    CLARE: No.

    CLENNELL: Okay. It was a personal trip. Okay. By yourself? Or were they on another section of the flight? Were they with you?

    CLARE: No, I had to go into hospital. You might remember that. I had a melanoma on my leg. I had to get it cut out. My family were overseas, I caught up with them as soon as I was allowed to. 

    CLENNELL: Sure, ok. What do you make of this Joe Aston claim that Anthony Albanese got the upgrades from Alan Joyce? Obviously, a claim that the Prime Minister disputes.

    CLARE: He said that that’s not right. The bottom line here is declare it. And you’ve just gone through my declarations. If you get an upgrade or you’re given anything else, you declare it, you fill out a form, you whack it on the internet and it’s there for everybody to see.

    CLENNELL: Why do you think it took the PM so long to shut this issue down? He could have easily come out that first press conference to say, no. I never contacted Alan Joyce about this. I mean, has it been a bad distraction for the government?

    CLARE: He’s gone out of his way to check and make sure that all of the questions that he answers are correct here, over more than a decade, to do the due diligence that you’re supposed to do to make sure that you answer the questions correctly. You just asked me a question I didn’t know the answer to. You’ve got the choice there that you make it up or you check. And that’s what Anthony has done. It’s a bit of a difference to what Peter Dutton did this week, when he was asked whether he’d asked Gina Rinehart to use the private plane, he said no, and then a couple of days later had to say that in fact, he had.

    CLENNELL: And finally, Jason Clare what do you expect to happen in the US election this week? What would a Donald Trump win mean to Australia? Because on things like climate change, the US would be running in a whole separate direction, perhaps on Ukraine as well.

    CLARE: This is a decision for the American people. If the polls are right, it’s likely to be a very close result. Whatever happens would be good if it’s a clear result for the United States. Whoever wins, though, it doesn’t change the relationship between Australia and the United States. The United States is our closest ally, and that is a matter of bipartisan support. I’m sure Simon will tell you the exact same thing in a couple of minutes time. Whether it’s a Labor government or a Liberal government in Australia or a Republican government or a Democratic government in the United States, we are the best of friends and closest of allies and that will continue.

    CLENNELL: Education Minister Jason Clare, thanks so much for your time.

    David Lammy will begin a visit to Nigeria and South Africa today (3rd November), his first trip to the African continent as Foreign Secretary and the first to visit South Africa since 2013.

    Committing to a fresh approach to Africa that works productively from Morocco to Madagascar, the Foreign Secretary will announce the start of a five-month consultation process, to ensure African voices inform and sit at the very heart of the UK’s new approach to the continent. Accommodating the diverse needs and ambitions of 54 countries, the consultation will guarantee the UK’s relationships across Africa are based on mutual respect and partnership.

    Foreign Secretary David Lammy said:

    Africa has huge growth potential, with the continent on track to make up 25% of the world’s population by 2050.  

    Our new approach will deliver respectful partnerships that listen rather than tell, deliver long term growth rather than short term solutions and build a freer, safer, more prosperous continent. I want to hear what our African partners need and foster relationships so that the UK and our friends and partners in Africa can grow together. 

    Growth is the core mission of this government and will underpin our relationships in Nigeria, South Africa and beyond.

    This will mean more jobs, more prosperity and more opportunities for Brits and Africans alike.

    In Nigeria, the Foreign Secretary will sign a modern and progressive Strategic Partnership – the first of its kind between the UK and Nigeria. This new dialogue will cover the breadth of the UK-Nigeria areas of shared cooperation from growth and jobs to national security, tackling the climate and nature crisis to strengthening our people-to-people ties. 

    Nigeria will be the world’s fifth largest economy by 2075 – the Foreign Secretary will advocate for further collaboration on mutual growth via the UK-Nigeria Enhanced Trade and Investment Partnership, signed earlier this year. This partnership is the key vehicle for driving trade and market access between the UK and Nigeria and plays a vital role in the UK’s growth mission.

    The Foreign Secretary will advocate for further trade and climate collaboration between Nigeria and the UK in high level meetings with President Tinubu, Foreign Minister Tuggar and Lagos Governor Sanwo-Olu. 

    Building on President Tinubu’s macro-economic reforms, the Foreign Secretary will announce a diverse Technical Assistance package to the Nigerian Ministry of Finance, offering British expertise from the Bank of England, HMRC and others to help continue to modernise and diversify the Nigerian economy. Catalysing reform across Nigeria will create further opportunities within the flourishing Nigerian economy for British businesses – generating growth, jobs and incomes for Brits and Nigerians.  

    Travelling on to South Africa, David Lammy will agree to develop a new UK-South Africa Growth Plan. South Africa is our largest trading partner on the continent and this plan will allow trade to flourish even more through collaboration on market access, a new UK Trade Partnership programme to boost South Africa exports, and a new programme to increase the number of agricultural jobs in rural South Africa. This will simultaneously boost trade for Brits whilst bolstering opportunities within South Africa.

    At the biennial UK-South Africa bilateral forum the Foreign Secretary and Foreign Minister Lamola will refresh the Comprehensive Strategic Partnership to 2030 – raising joint ambition on climate, nature, trade and security and committing to UK-SA cooperation for the next two years on trade and investment, energy transition, and security. 

    South African exports to the UK supported over 137,000 jobs in 2020 – the Foreign Secretary will boost this with the renewal of a risk-sharing partnership between British International Investment and Standard Chartered to provide trade finance for SMEs and corporates operating across Africa and Asia.

    No growth can be truly inclusive nor effective unless it is green. In both Nigeria and South Africa, the Foreign Secretary will build on the momentum from his Kew Lecture to encourage green growth and climate cooperation. In South Africa the Foreign Secretary will celebrate climate innovation at the Earthshot+ thought leadership conference. Founded by Prince William, The Earthshot Prize is a global environmental prize and platform designed to discover, accelerate and scale ground-breaking solutions to repair and regenerate the planet. The Foreign Secretary will speak with these innovators to understand how the UK can support and help channel finance to where biodiversity, climate risk and energy needs are greatest. He will announce a further Biodiversity Challenge Fund to help tackle the illegal wildlife trade and technical assistance to support South Africa’s energy transition.

    Chinese senior official Li Xi met with Italian leaders this week to deepen strategic ties, marking the 20th anniversary of the China-Italy comprehensive strategic partnership and advancing cooperation in areas like green energy and digital technology.

    Li, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee and Secretary of the CPC Central Commission for Discipline Inspection, met with Italy’s Senate President Ignazio La Russa, and Deputy Prime Minister and Foreign Minister Antonio Tajani in Rome during his visit from Wednesday to Saturday at the invitation of the Italian Senate.

    During the meetings, Li highlighted the enduring ties between China and Italy, and called on the two sides to advance the consensus reached by Chinese President Xi Jinping and Italian Prime Minister Giorgia Meloni in July.

    Li emphasized cooperation through the “China-Italy Action Plan,” which aimed at enhancing political trust and collaboration in existing and emerging sectors like green energy, the digital economy, and artificial intelligence. He also highlighted the importance of enhancing people-to-people exchanges and multilateral coordination in multilateral arenas such as the United Nations and Group of 20 (G20) to elevate China-Italy relations.

    China and Europe share extensive common interests in upholding multilateralism, addressing climate change, and promoting global economic recovery, Li said, noting that China advocates for resolving relevant economic and trade issues through consultation based on pragmatic and balanced principles.

    He urged the Italian side to view China-Europe economic and trade relations “with an open attitude and a long-term perspective,” and play a constructive role in China-Europe consultations and negotiations.

    China is willing to work together with Italy and other European countries to promote the healthy and stable development of China-Europe relations, he noted.

    Li also hailed the successes of China’s anti-corruption campaign, which has bolstered public trust in the Party. China will continue to pursue a unique approach to anti-corruption, leveraging institutional and legal strengths to create a system where officials “do not dare, cannot, and do not want to engage in corruption,” achieving both preventive and comprehensive governance, he said.

    China is committed to sharing governance insights and enhancing anti-corruption cooperation with other countries, including Italy, Li noted.

    La Russa spoke highly of the historic friendship between Italy and China, praising the CPC’s achievements in Party-building and China’s modernization, affirming Italy’s readiness to enhance exchanges between legislative bodies and political parties.

    Tajani emphasized China’s role as a vital economic partner, noting that Italy hopes to strengthen economic and trade exchanges with China, fostering a balanced and mutually beneficial relationship. He reiterated Italy’s commitment to open economic policies and to actively working towards resolving trade frictions between Europe and China through negotiations.

    Italy also seeks to work with China to promote global peace and stability amid today’s challenges, he noted.

    During his visit, Li also traveled to Venice to attend a cultural exchange event titled “Be a Contemporary Marco Polo, Build a New Bridge of Friendship,” commemorating the 700th anniversary of Marco Polo’s passing.

  • MIL-OSI China: Austrian president to undergo operation

    Austrian President Alexander Van der Bellen, who is overseeing coalition talks after the country’s September general election, will undergo a routine operation in the next few days, his office said on Saturday.

    The 80-year-old, who has been Austrian president since 2017, “has been struggling with disc problems since the beginning of the year” and “will therefore undergo a routine operation on his intervertebral discs,” his office said on social media platform X.

    His office added that Chancellor Karl Nehammer will represent Van der Bellen during his treatment and subsequent recovery.

    Last week, Van der Bellen tasked Nehammer, also leader of the People’s Party, with forming a coalition government despite the Freedom Party’s victory in September’s parliamentary election. The Freedom Party has not been able to find coalition partners to govern.

  • MIL-OSI China: Kemi Badenoch wins UK’s Tory leadership race

    Kemi Badenoch was elected the new Conservative Party leader of the United Kingdom (UK) on Saturday, becoming the first black woman to lead a major political party in the UK.

    Badenoch, former secretary of state for business and trade, won 57 percent of the votes, beating Robert Jenrick, former minister of state for immigration, the Conservative backbench 1922 Committee Chairman Bob Blackman announced.

    The Tory leadership race was triggered by former Prime Minister Rishi Sunak’s announcement of his intention to resign on July 5 after the Conservatives lost to the Labour Party in the country’s general election.

    On July 29, the 1922 Committee announced six contenders had met the requirements to enter the leadership race: Robert Jenrick, Kemi Badenoch, James Cleverly, Priti Patel, Mel Stride and Tom Tugendhat.

    The list was whittled down to the final two through several rounds of voting among Tory MPs (Members of Parliament) before the Conservative Party members were asked to cast their votes between Oct. 15 and Oct. 31 to decide the ultimate winner.

    Badenoch said in her victory speech that the Tories need not only clear “Conservative pledges that appeal to the British people,” but also “a clear plan to change this country by changing the way that government works.”

    The new Tory leader also asked her party members to “be honest about the fact that we’ve made mistakes.”

    “The time has come to tell the truth, to stand up for our principles, to plan for our future, to reset our politics and our thinking, and to give our party and our country the new start that they deserve,” she said.

    UK Prime Minister Keir Starmer congratulated Badenoch on her election victory on social media platform X, saying that “the first black leader of a Westminster party is a proud moment for our country.”

         The Secretary for Financial Services and the Treasury, Mr Christopher Hui, will depart for a visit to Switzerland tonight (November 3).
     
         During the visit, Mr Hui will attend and speak at the 41st session of the Intergovernmental Working Group of Experts on International Standards of Accounting and Reporting organised by the United Nations Conference on Trade and Development in Geneva.
     
         Mr Hui will meet with top figures of international organisations, as well as financial and business sectors, to introduce the advantages of Hong Kong’s financial industries and how Hong Kong is well equipped with the relevant strengths to meet the challenges of an increasingly sustainability-driven world. He will also meet with financial officials of the Swiss government.
     
         Mr Hui will return to Hong Kong on November 8. During Mr Hui’s visit, the Under Secretary for Financial Services and the Treasury, Mr Joseph Chan, will act as the Secretary for Financial Services and the Treasury.

    Chancellor continues bold reform of the planning system to deliver on the Plan for Change for working people.

    • Chancellor reveals new plans for more houses near commuter train stations to kick start economic growth, as government continues its bold reform of the planning system to deliver on the Plan for Change for working people.
    • Sweeping reforms under the Planning and Infrastructure Bill will take an axe to red tape that slows down approval of infrastructure projects and the government will work with Parliamentarians to ensure a smooth and speedy delivery.
    • Chancellor highlights in its first six months the government has already taken 13 planning decisions and approved 9 nationally significant infrastructure projects spanning airports, data centres, energy farms, and major housing developments.

    Untapped land near commuter transport hubs will be unlocked to build new housing for working people, as part of bold new steps to reform the planning system and unlock growth to deliver win-win outcomes for the country and the economy. The bold reforms will create secure, high-paying jobs and deliver major infrastructure faster to bolster public services and lower bills.

    Ahead of the Chancellor’s speech next week on economic growth, the government has today announced how it will go further and faster to deliver our Plan for Change milestones of 1.5 million new homes over five years and 150 decisions on major infrastructure projects by the end of the Parliament. It follows the ambitious reforms unveiled by the Chancellor in July and delivered by the Deputy Prime Minister at the end of last year through publication of the overhauled National Planning Policy Framework.

    The government’s next steps on planning reform include streamlining a set of national policies for decision making to guide planning decisions taken by local authorities and promote housebuilding in key areas.

    In a major new growth push, the government will ensure that when developers submit an application for acceptable types of schemes in key areas – such as in high potential locations near commuter transport hubs – that the default answer to development is ‘yes’. This will unlock more housing at a greater density in areas central to local communities, boosting the government’s number one mission to grow the economy. These measures will transform communities, with more shops and homes nearer to the transport hubs that working people rely on day in day out.

    As part of these measures, the government will streamline decisions on critical infrastructure projects by slashing red tape in the planning system which is holding up projects. That means looking again at the input from expert bodies who developers are required to consult – and replacing the current systems of environmental assessment to deliver a more effective and streamlined system that reduces costs and delays for developers, whilst still protecting the environment.

    The Chancellor also revealed today that she is championing a regeneration project around Old Trafford in Manchester that will see new housing, commercial and public space as a shining example of the bold pro-development model that will drive growth across the region, with authorities exploring setting up a mayoral development corporation body to redevelop the area. 

    The government is also working with Greater Manchester to release growth-generating land around transport hubs through local development orders, such as around Castleton Station, with the potential for this innovative use of existing powers to kickstart building in these sites to be a blueprint for the rest of the country so that every corner of the UK benefits from growth.

    The new proposals tackle the dire inheritance head on. Last year homebuilding fell below 200k and permissions reached their lowest for over a decade, which is why the government is taking radical action necessary to reverse this trend and deliver the homes necessary to reach 1.5 million homes over this Parliament.

    This government is turning the page on the decline and decay of the past and choosing growth with a significant number of planning decisions already made by Ministers since July. This includes 13 planning decisions taken by Ministers over 90% of which within the target timeframe, and 9 nationally significant infrastructure projects approved, collectively spanning airports, data centres, solar farms and major housing developments such as the Expansion of London City Airport, a data centre in Buckinghamshire and a new M&S store in Oxford Street, London.  

    The government has committed to making 150 decisions on these major economic infrastructure applications over this Parliament, more than doubling the decisions made in the previous Parliament and more than 130 made since 2011.

    This will unlock the growth necessary to deliver win-win outcomes for the country and the economy – creating stable and high-paying jobs, building more affordable homes, and delivering critical infrastructure faster to bolster public services and lower bills – while improving the environment where it matters most.

    Chancellor of the Exchequer, Rachel Reeves said:

    I am fighting every single day in our mission to kick start the economy, deliver on our Plan for Change, and make working people better off. That includes avenues that others have shied away from.  

    Too often the answer to new development has been “no”. But that is the attitude that has stunted economic growth and left working people worse off. We need to do things differently and that journey began as soon as I started at the Treasury in July. These are our next steps and I can say for certain, there is more to come.

    Deputy Prime Minister and Secretary of State for Housing, Angela Rayner said:

    From day one I have been clear that bold action is needed to remove the blockers who put a chokehold on growth. That’s why we are putting growth at the heart of our planning system.

    Growth means higher wages, better living standards, families raising their children in safer homes, and the next generation taking their first steps onto the housing ladder.

    This year we will go even further to make the dream of homeownership a reality for millions and fix the housing crisis we inherited for good – getting more shovels in the ground to build the homes and vital infrastructure that our communities so desperately need.

    Growth is the number one mission of this Government’s Plan for Change, so we can put more money in people’s pocket. Today the Chancellor is setting out further action on the government’s growth mission by announcing the following: 

    Planning 

    The Planning and Infrastructure Bill will provide the powers to accelerate the infrastructure and homes needed to deliver on the government’s ambitions – and fast track critical infrastructure such as windfarms, power plants, and major road and rail projects. Today the government is confirming for the first time that the Bill will be introduced in Spring and we will work with Parliamentarians to ensure a smooth and speedy delivery.

    Further detail on the Bill is being published today in a working paper on streamlining decisions on nationally significant infrastructure projects, including reducing the burden on developers by making consultation requirements more proportionate, strengthening statutory guidance to ensure they are clear over what is and is not required when submitting planning applications, and ensuring that National Policy Statements are updated at least every five years to give more certainty to developers, speeding up decisions. Previous working papers have already set out reforms to the operation of planning committees, and an overhaul of the way developers can discharge their environmental obligations so that they can crack on with building.

    The Chancellor is today also announcing reform to the statutory consultee system, which requires developers to consult local communities and expert bodies when making planning decisions. This often means too many organisations consulted on too wide a range of issues, clogging up much-needed development. Today the government has declared a moratorium on any new statutory consultees and the Chancellor and the Deputy Prime Minister will review in the coming weeks the existing arrangements to make sure they meet this Government’s ambitions for growth.

    This follows changes announced last week to the rules around challenging major infrastructure projects through the courts – stopping blockers getting in the way of the Government’s Plan for Change and getting nuclear plants, trainlines and windfarms built quicker. Current excessive rules mean unarguable cases can be bought back to the courts three times. This will be overhauled, with just one attempt at legal challenge for hopeless cases that would previously have caused much more delay.

    Environment

    The government is also reforming environmental impact assessments, which have strayed from their original purpose of supporting decision making and have become voluminous and costly documents that too often support legal challenges rather than the environment.

    They will be replaced by Environmental Outcome Reports which will be simpler and much clearer, which will support growth by saving developers time and money, whilst still protecting the environment. The government will publish a roadmap for the delivery of these new Environment Outcomes Reports in the coming months.  

    This follows a working paper on development and nature published by the government before Christmas setting out a new approach that will turbocharge the delivery of housing and infrastructure while securing positive environmental outcomes. Developers will be able to pay into the Nature Restoration Fund which will allow them to discharge relevant environmental obligations for protected sites and species and focus on building, safe in the knowledge that appropriate action will be taken to support nature’s recovery.

    Major infrastructure

    A working paper is being published setting out the government’s plan for its 10 Year Infrastructure Strategy, which will be focussed on infrastructure’s role in enabling resilient growth, delivering clean energy by 2030 and net zero by 2050 while securing the growth benefits of the transition, and improving public services.

    The working paper seeks industry views as part of the government’s continued consultation on the development of the strategy which will be published in late Spring.

    Jennie Daly, CEO of Taylor Wimpey said:

    We continue to be impressed by the speed with which the government has gripped the need for planning reform to deliver much needed new housing supply. New high-quality housing and the infrastructure it brings are essential drivers of economic growth. 

    We welcome the commitment from the government to introduce the Planning and Infrastructure Bill as a priority in the spring, and we look forward to supporting the promised consultation work on reforming the planning system to expedite decisions and overcome local barriers to growth.

    Identifying more land for development and removing the treacle from the planning process that delays applications is essential if we are to increase housing supply. The swift moves to address these blocks in the planning system are very welcome and will pay dividends if the other constraints on housing supply can be tackled. Housing delivery is dependent upon a range of factors, of which planning is a major one, and these changes underline the government’s commitment to increasing supply.

    Mayor of Greater Manchester, Andy Burnham said:

    With our devolved powers we’re mobilising the whole Greater Manchester system to lock in growth for the next decade and reap the rewards for our city-region and UK plc.

    The project around Old Trafford represents the biggest opportunity for urban regeneration this country has seen since London 2012 and is a key part of our 10-year plan to turbocharge growth across Greater Manchester. We look forward working with the Government on moving freight away from the site around Old Trafford to new locations to open up capacity our rail network, and unlock massive regeneration potential – delivering benefits across the whole of the North.


    As part of its relentless focus to get Britain building and achieve the ambition to build 1.5 million new homes over five years, the government has already:  

    • Overhauled the National Planning Policy Framework, including new and higher mandatory housebuilding targets for councils, a comprehensive modernisation of the Green Belt, and far greater support for growth-supporting development such as labs and datacentres.  

    • Launched a New Homes Accelerator group to unlock thousands of new homes currently in the planning system.  

    • Published a series of working papers on further reforms to the planning system:  
      • ‘brownfield passports’, designed to ensure that where planning proposals meet design and quality standards, the default answer to planning permission is ‘yes’,
      • development and nature recovery, detailing a new approach for developers to discharge environmental obligations through payment into a Nature Restoration Fund which then allows them to crack on with building,
      •  planning committees, proposing a national scheme of delegation to speed up the approval process and provide greater certainty to developers.
    • Set up an independent New Towns Taskforce, as part of a long-term vision to create largescale communities of at least 10,000 new homes each.  

    • Awarded £68 million to 54 local councils to unlock housing on brownfield sites.   

    • Awarded £47 million to seven councils to unlock homes stalled by nutrient neutrality rules. 

    • Extended the existing Home Building Fund for this year providing up to £700 million of vital support to SME housebuilders, supporting the delivery of around 12,000 additional homes.

    • Confirmed that government investment in housing will increase to £5 billion for this year, including an extra £500 million in new funding for the Affordable Homes Programme to deliver tens of thousands of new affordable and social homes across the country.

    Alongside a national flag, anthem and coat of arms, most countries have one or more plant and animal species that they designate as national symbols. The national animal of China, for example, is the giant panda, a nation-wide source of pride and diplomacy. Americans salute the bald eagle as a symbol of strength and freedom.

    But how do South Africans relate to their official national symbols? Do they even know what they are? It’s a country with an enviable variety of ethnicities, cultures, languages, histories, landscapes and biodiversity. It’s also a country fractured by colonialism and apartheid.

    South Africa is still in the process of building a unified and national identity as it moves beyond apartheid, an oppressive system of legislated racial division that formally ended with the advent of democracy in 1994.

    The process of nation building includes developing a shared history, identity, pride and values of what it means to be South African. One dynamic in this process is the shaping of a collective identity around particular national icons, symbols, activities and personalities. The national anthem, flag, sports stars, artists and the like. Things that make citizens proud of their country and its people, despite a divided past.

    Reflecting its mega-biodiversity status, South Africa boasts five national animal and plant symbols. These are the national animal (springbok), fish (galjoen), bird (blue crane), flower (king protea) and tree (real yellowwood). Yet, their usefulness in helping build a national identity depends on South Africans actually knowing what they are. Sadly, this seems not to be the case.

    As environmental scientists we’re intrigued by the relationships between humans and nature. Environmental scholars Ondwela Tshikombeni, Monde Ntshudu and I recently conducted a study to find out how much South Africans know about the five biodiversity symbols. We found that only a tiny fraction could name all of them. The level of knowledge about them was generally low.

    This indicates that these symbols can’t be effectively used to help build a common South African identity. Nor will they add value to biodiversity conservation campaigns in a time when the need to protect nature increases due to the impacts of human development and climate change.

    National animals and plants

    The process of choosing a species as a national symbol is different depending on the country and may even be contested. In Turkey, for example, the national animal is the grey wolf. It can be a symbol of pride or be rejected because it’s the controversial name of a rightwing political group.

    Many national symbols are rooted in history and could stem from the emblems of the political, colonial or economic elites of the past. Or they may be more recent and based on lobbying by certain groups or even via public vote. Britain, for example, asked the public to choose a national bird. The robin won.

    The first national animal to be used as a symbol in South Africa was the springbuck (or springbok), proposed in 1906 as a name for the country’s rugby team ahead of a tour of Europe. The most recent addition was the galjoen in 1992.

    Our study

    We surveyed 382 urban dwellers in four towns spanning three provinces: Mossel Bay, Kariega (formerly Uitenhage), Gcuwa (formerly Butterworth) and Kokstad. In each town we set out to interview 25 adults across low-, medium- and high-income areas and the central business district.

    As part of the survey, we asked people to name each of the five national biodiversity symbols. After that, we presented them with photos of four different species (one of which was the national one) and asked them to correctly identify the national species.

    What we found

    Only 11 of the respondents (3%) could name all five symbols, while almost half (48%) could not correctly name a single one. The most widely known were the springbok (40%) and the king protea (40%), perhaps because they correspond to the names of national sporting teams. The blue crane was mentioned by only 16% of the respondents and the galjoen (8%) and yellowwood (6%) fared even worse.

    The numbers were slightly better when respondents were asked to identify each species from a photo of four choices – 58% identified the protea, 51% the blue crane, 45% the springbok, 26% the galjoen and 16% the real yellowwood.

    To benchmark these knowledge levels, we also asked a few questions about the national flag and coat of arms. Only eight people knew the meaning of the phrase at the base of the coat of arms (ǃke e꞉ǀxarraǁke, meaning “diverse people unite” in the |Xam language of the country’s original inhabitants). Only 29% correctly knew that the Y-shape in the middle of the national flag was green. This indicates that the low knowledge of national symbols is not limited to just biodiversity symbols.

    What can be done about it

    It’s clear that a great deal more effort is needed to popularise the national biodiversity symbols if they’re to be used to help shape a national identity in South Africa. They could be promoted in schools where other national symbols, like the flag and anthem, are common.

  • MIL-OSI Global: Big companies profit from poverty but aren’t obliged to uphold human rights. International law must change – scholar

    There is some disagreement among legal practitioners and scholars about whether corporations have duties under international law.

    Many argue that only states are bound by international law, and it is those states which are obliged to regulate how businesses operate within their borders. Corporations have only a voluntary responsibility to avoid committing human rights violations through their operations.

    I have been doing research in the area of corporate accountability for human rights violations since 2006. My most recent paper looks at the role of multinational corporations (multinationals) in benefiting from and perpetuating structural poverty in the global south.

    I argue that international law can no longer exempt corporations from liability for human rights violations, including those arising from poverty. Under certain circumstances, corporations should have duties under international law to ensure human rights are fulfilled. I argue that this is particularly true when it comes to socio-economic rights such as the rights to housing, education, food, water and healthcare.

    International human rights law must be developed to impose duties directly on multinational corporations to alleviate poverty in the developing countries where they operate.

    This is not an absolute duty – it would only arise in certain circumstances and for specific periods of time, as I show in my paper.

    Some estimate that as many as 1.3 billion people live in poverty – more than 10% of the world’s population, the vast majority in the global south.

    Poverty is also deadly. It is estimated that at least 21,300 people die every day as a result of poverty and inequality. Poverty is a human rights violation, affecting the rights to dignity, life, food and water.

    Businesses have a long history of profiting from human rights abuses. Finance and transport companies have acknowledged ties to the slave trade. European banks reportedly assisted South Africa’s apartheid government to procure arms.

    Even when they are not directly responsible for human rights violations, multinational corporations may be complicit. Multinationals based in the global north tend to exploit developing countries for their cheap labour, natural resources and weak regulatory frameworks. In other words, corporations benefit from poverty.

    International law

    In 2005, Professor John Ruggie was appointed as the United Nations secretary-general’s special representative on the issue of human rights and transnational corporations and other business enterprises. He developed the United Nations Guiding Principles on Business and Human Rights. This framework adopts the position that only states are subjects and have duties under international human rights law.

    The UN guiding principles are organised around three pillars, known as Protect, Respect and Remedy. The first pillar relates to states’ obligations to uphold human rights. It includes the duty to regulate businesses to ensure they do not violate rights through their operations. The second pillar refers to corporations’ responsibility to respect human rights. This is voluntary and not a legal obligation. The third pillar ensures that victims of human rights violations have access to effective remedies.

    This framework relies on three factors: states which have the interests of their citizens at heart, corporations complying with human rights standards, and effective remedial systems. If all three work together, then the UN guiding principles can address corporate accountability for rights violations.

    In practice, however, this is not the case. Many states, particularly those in the developing world with high levels of poverty, rely on foreign investment. This creates a power imbalance when negotiating with large multinational corporations. Multinationals are able to demand favourable investment conditions, including relaxing laws that might protect human rights.

    Under the UN guiding principles, if states do not impose obligations on corporations to comply with human rights, they do not have such obligations.

    Next steps

    Not all corporations should have the same duties as states. I propose a set of factors that would determine when a corporation might have a duty under international human rights law to fulfil socio-economic rights. These factors are:

    • the extent of the violation

    • the position or vulnerability of the victim

    • the urgency of the situation

    • whether the corporation is the only actor that can fulfil the right.

    For example, let us imagine a scenario in which a company operates a mine in the Central African Republic. It has built a hospital for its workers and management. Surrounding the mining operations are indigent communities who resided in the area before the operations began.

    One day, a child from one of the settlements is knocked over by a car. Her injuries are not life-threatening, but they are severe and the child is in terrible pain. The closest hospital is the mine-owned private hospital. There is a public hospital, but it is far away and travelling there would take time and be costly. The child’s family rushes her to the mine’s hospital for emergency treatment. Does the hospital have a legal duty to admit the child and pay for her treatment?

    Applying a combination of the factors, the answer is yes. The child is vulnerable by virtue of her age and poverty, the situation is urgent, and the mine hospital is the only entity that can fulfil the right under the circumstances.

    Using this framework, I argue that international human rights law should be developed to mitigate the harm of poverty in the global south, by imposing duties on corporations that benefit from poverty. Some corporations have a perverse incentive to keep communities poor. International law has a role to play in overturning this state of affairs.

    Ultimately, my proposal seeks to review what we think of as a fair and just economy. Nothing will change if only states have obligations under international law. The global economic market is neither free nor fair. It has created the most severe human rights violations of our age. International human rights law must address this.
