    Housing Authority endorses tightening of “Well-off Tenants Policies” and review of implementation details 
         The Hong Kong Housing Authority (HA) Subsidised Housing Committee (SHC) endorsed today (March 21) the tightening of “Well-off Tenants Policies” (WTP) and the rationalisation of some of the implementation details.
     
         “The Chief Executive announced in the 2024 Policy Address that the WTP of public rental housing (PRH) will be tightened up, by raising the additional rent and lowering the income limit of well-off tenants. In this connection, the HA has reviewed various arrangements to expedite the circulation of PRH flats and encourage upward mobility of well-off tenants,” a spokesman for the HA said.
     
    Tightening up the WTP
     
         Under the existing WTP, PRH tenants who have resided in PRH for 10 years or more are required to declare biennially their income, assets and whether they own domestic properties in Hong Kong. Households whose family income exceeds five times the prevailing PRH income limits (PRHILs) or with a total household net asset value exceeding 100 times the prevailing PRHILs or who have domestic property ownership in Hong Kong (applicable to all PRH households regardless of their length of residence in PRH), or refuse to make declaration should vacate their PRH flats. PRH households who do not have domestic property ownership in Hong Kong and whose household income exceeds two times and not more than three times the prevailing PRHILs, will be required to pay 1.5 times net rent plus rates; if their household income exceeds three times and not more than five times the prevailing PRHILs, they will be required to pay double net rent plus rates. These tenants may continue to reside in their PRH flats.
     
    Raising the additional rent for well-off tenants
     
         In order to allocate resources properly, the SHC has endorsed reducing the subsidies for well-off tenants by raising their additional rents. Households whose family income exceeds two times and not more than three times the prevailing PRHILs will be required to pay 2.5 times net rent plus rates; households whose family income exceeds three times and not more than four times the prevailing PRHILs will be required to pay 3.5 times net rent plus rates; households whose family income exceeds four times and not more than five times the prevailing PRHILs will be required to pay 4.5 times net rent plus rates. For details, please refer to the Annex.
     
         “With the increase in additional rents for well-off tenants, average rent to total household income of well-off tenants will account for about 11 per cent. While this is still much lower than the median rent-to-income ratio of 31.5 per cent for households renting private residential flats, it is comparable to general PRH tenants, which is more reasonable,” the spokesman said.
     
         The new additional rent level will take effect from the declaration cycle in October this year, and the first batch of well-off tenants will pay rent in accordance with the new additional rent level on October 1, 2026.
     
    Adjusting the threshold for vacating PRH flats
     
         The SHC also endorsed that PRH tenants with income levels exceeding four times but not five times the PRHILs after two declaration cycles (i.e. four years in total) must also vacate their flats.
     
         “This adjustment will not affect tenants whose financial condition has just begun to improve, and it will also enable better-off PRH tenants to make early arrangements for vacating their PRH flats to ensure the proper use of public housing resources,” the spokesman said.
     
    Encourage upward mobility of well-off tenants
     
    The SHC also endorsed the suggestions below:

    (a) Starting from the next home ownership scheme (HOS) sale exercise, adjust the quota allocation ratio of Green Form (GF) and White Form (WF) to 50:50; 
         “Under the whole package of enhancements to the WTP, we have on the one hand reduced the subsidy for well-off tenants, and at the same time increased their chances of success in purchasing SSF. This aligns with the principles and vision of the HA in optimising the use of public housing resources and encouraging upward mobility,” the spokesman said.
     
    Rationalising the implementation details of the WTP
     
    Arrangements for PRH tenants who have purchased domestic properties in Hong Kong
     
         Under the prevailing arrangements, if an individual member of a PRH tenancy purchased an SSF using WF status or purchased private domestic property, the HA will issue a Notice To Quit to the tenant concerned for the surrender of the PRH flat, irrespective of whether or not the property concerned has been completed. As for the GF applicants, they do not need to vacate their flat before taking possession of the purchased property and can continue to pay the prevailing level of rent.
     
         To encourage and enable the upward mobility of PRH tenants and with the completion of more SSFs in the future, the SHC endorsed: 
    Enhancing the declaration arrangements of the WTP
     
         Under the existing declaration form under the WTP, all household members of a PRH tenancy are required to declare jointly whether they own any domestic property in Hong Kong, and all members of the household are jointly responsible for the truthfulness and accuracy of the contents of the declaration. The SHC endorsed the enhancement direction of the declaration arrangement. The HA will require each family member to declare individually whether they own any domestic property in Hong Kong under the WTP declaration, so as to identify those who has made false declarations for the purpose of taking enforcement measures. The member who has made false declarations will be subject to a five-year debarment for the application of PRH and liable to prosecutions.
     
         Measures related the rationalisation of the implementation details of the WTP, will be implemented from March 31, this year onwards. “Policy on Grant of New Tenancy” and “Tenancy Management Policies” adopt the same implementation criteria as the WTP, and the relevant policies will also be implemented on the same date.Issued at HKT 15:14

    Income and asset limits for public rental housing for 2025/26 
         The Hong Kong Housing Authority (HA)’s Subsidised Housing Committee (SHC) today (March 21) discussed the outcome of the review of income and asset limits for public rental housing (PRH) for 2025/26, and endorsed the proposed income and asset limits for applicants of different household sizes. The adjusted limits will take effect from April 1, 2025 (as detailed in Annex).
     
         “The PRH income and asset limits are reviewed annually according to the established mechanism. In accordance with the established formula, the SHC endorsed adjusting the PRH income and asset limits for 2025/26 upwards for all household sizes, both increasing by an average of 1.7 per cent overall,” a spokesman for the HA said.
     
         PRH income limits are derived using a household expenditure approach, which consists of housing costs and non-housing costs, plus a 5 per cent contingency provision. Housing costs, which measure the costs of renting a private flat comparable to PRH, depend on the unit rents of private accommodation per square metre and reference flat sizes (i.e. average space of flats allocated to PRH applicants in the past three years). Non-housing costs are determined with reference to the results of the latest Household Expenditure Survey conducted by the Census and Statistics Department, and adjusted in the intervening years by the latest movement in the Consumer Price Index (CPI)(A) (excluding housing costs), or the change in the nominal wage index as the income factor, whichever is higher. As regards the PRH asset limits, they are adjusted with reference to movements in CPI(A) over the year.

    PROPOSAL FOR A EUROPEAN PARLIAMENT DECISION

    on the request for waiver of the immunity of Mariusz Kamiński

    (2024/2046(IMM))

    The European Parliament,

    – having regard to the request for waiver of the immunity of Mariusz Kamiński, dated 29 July 2024, by the Prosecutor General of the Republic of Poland, transmitting a request submitted by the Regional Prosecutor’s Office in Warsaw, in connection with criminal proceedings brought against Mariusz Kamiński and announced in plenary on 16 September 2024,

    – having heard Mariusz Kamiński on 30 January 2025 in accordance with Rule 9(6) of its Rules of Procedure and having regard to the document submitted by him,

    – having regard to Articles 8 and 9 of Protocol No 7 on the Privileges and Immunities of the European Union, and Article 6(2) of the Act of 20 September 1976 concerning the election of the members of the European Parliament by direct universal suffrage,

    – having regard to the judgments of the Court of Justice of the European Union of 21 October 2008, 19 March 2010, 6 September 2011, 17 January 2013, 19 December 2019 and 5 July 2023[1],

    – having regard to Article 105(2) and (5) of the Constitution of the Republic of Poland,

    – having regard to Rule 5(2), Rule 6(1) and Rule 9 of its Rules of Procedure,

    – having regard to the report of the Committee on Legal Affairs (A10-0032/2025),

    A. whereas by letter dated 29 July 2024 the Prosecutor General of Poland transmitted a request for waiver of the immunity of Mariusz Kamiński, made by the Regional Prosecutor’s Office in Warsaw, in relation to alleged offences under Article 244 of the Polish Criminal Code in conjunction with Article 12 of that Code;

    B. whereas the request indicates that the actions Mariusz Kamiński is alleged to have engaged in on 21 and 28 December 2023 in Warsaw, with premeditated intent and at short intervals, violated the five-year ban on holding a public position which had been imposed in a final and binding judgment handed down on 20 December 2023 by the Regional Court in Warsaw, insofar as Mariusz Kamiński performed the duties of a Member of the Sejm (the lower house of the Polish Parliament) of the Republic of Poland by participating in the session of the Sejm of the Republic of Poland held on 21 December 2023, which included taking part in votes, and taking part in a meeting held by the Sejm’s Administration and Internal Affairs Committee on 28 December 2023; whereas the alleged actions constitute an offence under Article 244 of the Polish Criminal Code in conjunction with Article 12 of that Code;

    C. whereas the above charges were brought against Mariusz Kamiński on 18 April 2024; whereas Mariusz Kamiński was elected to the European Parliament in the European elections in June 2024;

    D. whereas Mariusz Kamiński was not a Member of the European Parliament at the time of the alleged offence;

    E. whereas the alleged offence and the subsequent request for waiver of his immunity are not related to an opinion expressed or a vote cast by Mariusz Kamiński in the performance of his duties within the meaning of Article 8 of Protocol No 7 on the Privileges and Immunities of the European Union;

    F. whereas Article 9, first paragraph, point (a), of Protocol No 7 on the Privileges and Immunities of the European Union provides that Members of the European Parliament enjoy, in the territory of their own State, the immunities accorded to members of their parliament;

    G. whereas in accordance with Article 105(2) and (5) of the Polish Constitution, from the day of the announcement of the results of the elections until the day of the expiry of his or her mandate, a Deputy shall not be subjected to criminal accountability without the consent of the Sejm of the Republic of Poland and he or she shall be neither detained nor arrested without the consent of the Sejm, except for cases when he or she has been apprehended in the commission of an offence and in which his or her detention is necessary for securing the proper course of proceedings;

    H. whereas the purpose of parliamentary immunity is to protect Parliament and its Members from legal proceedings in relation to activities carried out in the performance of parliamentary duties and which cannot be separated from those duties;

    I. whereas, in accordance with Rule 5(2) of its Rules of Procedure, parliamentary immunity is not a personal privilege of the Member but a guarantee of the independence of Parliament as a whole, and of its Members;

    J. whereas, in this case, Parliament found no evidence of fumus persecutionis, which is to say factual elements indicating that the intention underlying the legal proceedings in question is to undermine the Member’s political activity in his capacity as a Member of the European Parliament;

    K. whereas Parliament cannot assume the role of a court, and whereas, in a waiver of immunity procedure, a Member cannot be regarded as a defendant[2];

    1. Decides to waive the immunity of Mariusz Kamiński;

    2. Instructs its President to forward this decision and the report of its committee responsible immediately to the competent authorities of the Republic of Poland and to Mariusz Kamiński.

    The Mayor of London, Sadiq Khan, said: “Heathrow Airport is closed today due to a power outage caused by a fire at a nearby electrical substation. The fire is having a significant impact on the local area with the airport closed, other businesses affected and homes left without power.
     
    “I know this will be hugely frustrating for the many thousands expecting to travel to and from Heathrow today, the families who have had their power cut and the commuters who have had their journeys disrupted.
     
    “I’d like to thank the emergency services who have been working hard overnight to tackle the fire, and I remain in close contact with them, as I have been overnight. Thankfully, there are no reports of any injuries.
     
    “Electricity suppliers are working hard to restore power, but Heathrow Airport have said they will be closed all day and has warned of significant disruption over the coming days.
     
    “Passengers are advised not to travel to the airport under any circumstances and I urge Londoners to follow the advice of emergency services and their travel providers.”

  • MIL-OSI Russia: Ecological disaster in Anapa: GUU volunteers talk about the difficult situation on the coast

    A group of student volunteers from the State University of Management traveled to Anapa to help eliminate the consequences of the fuel oil spill from the wrecked tankers.

    Let us recall that in January, volunteers from the Moscow city branch of VSKS went on a similar trip to the Black Sea. Our heroes today do not have such professional skills and extensive experience, which is why it was all the more interesting to talk to them.

    The following people helped to eliminate the consequences of the disaster: – Svetlana Savina, 4th year student majoring in Sociology; – Angelina Kolesnikova, 4th year student majoring in Sociology; – Nikita Seregin, 3rd year student majoring in Ecology and Nature Management; – Daria Siraeva, 1st year student majoring in Human Resources Management; – Artem Sikhimbaev, 2nd year student majoring in Global Economy.

    — How did you find out about the opportunity to go to Anapa, how did you get there?

    Nikita Seregin: Initially, there was a form that was sent out by our Department of Youth Policy and Educational Work. I was interested, I filled it out, and later the Department contacted me, we agreed on dates and went.

    — Was there any training before the trip?

    Svetlana Savina: We were offered to take trainings and courses before the trip to Dobro.rf, but we did not take them. There was a short excursion in Anapa itself, but without any special details.

    — How did you get there, how did Anapa greet you?

    Artem Sikhimbaev: It so happened that our train arrived in Anapa after the volunteer bus had left for the beach. And since we had some free time, and the coast greeted us with unprecedentedly cold weather for this time of year (the locals said that this had not happened for 10 years), I decided to rent a car and go to Krasnodar. We drove around there, saw the city, and immediately returned.

    — What was the scope of work in general? What exactly did you personally do?

    Angelina Kolesnikova: There are people there who clean up the fuel oil. This is what we were supposed to do initially. But we decided to self-organize and go to work at the headquarters. There you can go to the bird wash, to the hospital where they are looked after and fed, or directly to the headquarters, where there is an administration, a kitchen, a warehouse, and a utility room. Specifically, I was the administrator, I sat at the computer, answered phone calls, coordinated people, recorded arriving and departing volunteers, and determined the areas of their work.

    Nikita Seregin: I initially worked in a warehouse, then I was sent to wash birds, but most of all I worked in the hospital, where we helped feed the birds, gave them medicine, changed diapers.

    Darya Siraeva: I also worked in a warehouse, conducted inventory, accepted deliveries, and issued essential supplies. I tried working at the wash station – I washed two birds. And I also managed to try myself in the hospital, where we fed the birds and gave them medicine.

    Svetlana Savin: I tried to gain as much different experience as possible. I washed birds, worked in a hospital, worked in the administration for a day, and went to the beach to clean up fuel oil. It was difficult to deal with fuel oil. Not physically, but because of its properties. Large frozen fractions were simply collected in bags. And the smaller ones had to be sifted through a mesh, but the fuel oil passes through it. It is impossible to take it with your fingers, it crumbles right away. The work is difficult, since you do not see the results right away. With birds, the situation is different, there the result is immediately noticeable. One day I washed two birds, took them to the hospital. Unfortunately, one soon died, but with the second one I saw how it was getting better. But the problem is that the cured birds are taken away far away and released, and they return to their usual habitats and again end up in fuel oil. Dolphins, dogs, and the entire ecosystem also suffer. And it can only get worse in the summer when the fuel oil melts, so you need to get rid of it as soon as possible.

    Angelina Kolesnikova: We went to the central beach of Anapa and the sand there seemed to be clean. But when you start collecting shells, you can see that they are covered in fuel oil.

    Artem Sikhimbaev: Considering that I had a rented car, I was put to work as a volunteer car driver, which gave me an incredible boost and understanding of what was happening. I visited all the headquarters of Anapa, drove bird catchers to the beach, drove caught birds from different points on the beach to rehabilitation centers. When the car rental ended, I moved on to washing. It consists of two stages. The first is beak treatment: they carefully cleaned it from fuel oil with cotton swabs. Then the beak was fixed in a closed position so that the birds did not clean themselves and did not pollute the beak again. The second stage of washing is quite simple – in a basin with cleaning agents. Volunteers came up with their own life hacks – they washed with fish oil and starch, which wash off fuel oil better. To understand, a standard wash of one bird took about two hours, and with starch and fish oil – about 40 minutes. Two people wash the bird: one holds it, the other washes it. I did both. I also worked in a rehab center. I was engaged in forced feeding using a tube. Inserting a tube correctly is also a certain skill. And you need to know what to give to whom, in what dosage. Therefore, when I was taught, I myself then taught seven more volunteers how to insert a tube correctly. But experience is still needed, each bird must have its own approach, each has its own character and habits. I managed to work in a warehouse and as a coordinator, I knew everyone and everyone knew me. In fact, I only did not catch birds and did not sift sand on the beach.

    — Are there many other volunteers in Anapa?

    Angelina Kolesnikova: Yes, a lot. But the problem is that they don’t come for long. We were only on the job for five days. And every time people have to be retrained. Once, during the night shift, there was a storm, and they brought us 120 birds at once. The management asked us to call everyone in a row, but the night shift is from 00:00 to 8:00, everyone is sleeping. The birds are dying, and you can’t do anything.

    — Tell us about your daily routine.

    Angelina Kolesnikova: I got up for the morning shift at 6 am, had breakfast at 7, then worked until lunch at 1 pm, and the shift ended at 4 pm. I took light and night shifts constantly.

    Svetlana Savin: I worked 16 hours a day because I took two shifts. There were three of them: morning, evening and night, from 8:00 to 00:00.

    Artem Sikhimbaev: I came in the morning and left when work was finished. You know, when it’s 00:00 and you still have 30 birds to wash, are you going to leave? Of course not. Once I came home at 5:30 in the morning. Thanks to that, I met people who have been working there for a long time, the so-called “legends” who don’t back down and go to the end, regardless of time and their desires.

    — What was the most difficult thing?

    Angelina Kolesnikova: Stress, psychological pressure. I almost never went near the birds because I understood that I wouldn’t be able to work with them.

    Darya Siraeva: I agree that the hardest thing is to see this whole picture of the catastrophe, these poor birds, who are brought in all covered in oil. I felt very, very sorry for them.

    Svetlana Savin: I recorded dying birds. They are also given names. People come to me and say, for example, “The cutie has died.” My birds, which I named, washed, and took to the hospital, also died. That was the hardest thing. In addition, you can bring equipment to the beach and speed up the process, but you can’t help with birds with equipment, people still have to do everything.

    Angelina Kolesnikova: Besides, at the sea there is fresh air and the smell of fuel oil is almost not felt, but in the hospital with birds it is a closed room and it smells strongly.

    Nikita Seregin: The hardest job was probably at the car wash. Because it’s dangerous to your health, you can get burned by fuel oil. Birds sometimes bit you. But otherwise, it wasn’t that hard physically. Although I wasn’t on the beach, many of my expectations about the work were confirmed. It wasn’t too labor-intensive, I can’t say that I was very tired during the trip, I could have easily stayed there for another week. And the hardest thing was to directly observe the environmental disaster. I’ve been participating in the volunteer movement for about a year and a half, but this is my first experience of participating in an event of this scale.

    Artem Sikhimbaev: I can’t say that I experienced difficulties. I was simply obsessed with the idea of understanding the system, making my contribution, and somehow improving the processes.

    — It is clear that the trip was difficult morally. But can you point out anything pleasant?

    Svetlana Savin: It’s nice to watch the recovery process. When yesterday you were forcibly feeding a bird, and today it’s already eating on its own, you’re like: “Oh, you’re such a clever girl!”

    Angelina Kolesnikova: Among the positive aspects, I can point out the people who work there. For example, Olesya, who trained us. She came for a couple of days the first time, and then took a vacation and came for a month. That is, some people realize how much human capital is lacking, and are ready to sacrifice their time and money to come and help. The heads of headquarters are all such caring people, with whom it is very pleasant to work. The main motivation for the work is compassion for the birds.

    Nikita Seregin: In general, all the volunteers who were there were very responsive, friendly, ready to help, to give advice. This is encouraging, it smooths out a difficult situation. If I recall something else positive, then our day of arrival was free from work, and we went to the alpaca park, fed the animals, walked around Anapa and went to Krasnodar.

    Artem Sikhimbaev: The most wonderful thing is that like-minded people with very different social ranks are in one place and doing one important thing. It brings people together and warms the soul. It is impossible to describe in words, it is simply harmony. I think that everyone should go.

    — Can you somehow indicate the quantitative results of your work, name some figures?

    Svetlana Savin: It’s hard to say. I looked after about 100 birds, that’s the number I can name.

    Nikita Seregin: I washed and fed about 30 birds. For me, it was an important experience from a professional point of view, I am studying ecology. It was interesting and useful to look at the situation from the point of view of an ecologist.

    Artem Sikhimbaev: I brought about 15 birds from the beach and washed about the same number. I fed at least twice as many. The main result of the work is probably not in the numbers. I learned a lot about this man-made disaster, understood a lot, learned a lot in such a short time. I talked to veterinarians and other specialists who worked there from the very first days. Since I managed to work on almost the entire chain of work with birds, I proposed several ideas for modernizing the system. For example, adding fish oil to the feed, because it helps get rid of fuel oil. And the problem of high bird mortality is that we cannot remove fuel oil from the gastrointestinal tract. Previously, nothing could be done about it. I hope that all of us were able to help at least a little.

    Svetlana Savin: It seems to me that we need to introduce more volunteer activities at the State University of Management. This is useful from the point of view of management experience. We understand how the work of large groups of people is organized, we see the flaws of the system. For a management university, volunteering is a very good base. I had an existential crisis there, I am still thinking about the meaning of life. So the experience is bright and useful.

         Good morning. I am very pleased to join you today for the inauguration ceremony of the International Alliance of Academicians and the International Academicians Hong Kong Forum.
     
         It gives me great pleasure and pride, to congratulate the Alliance on its establishment, to know that this is a Hong Kong-based international organisation, uniting more than 100 renowned academics from all over the world. And you’ve taken on the essential mission of enhancing global co-operation among scientists and academics, working toward the sustainable development of innovation and technology.
     
         The Alliance is a testament to the power of collective wisdom, a commitment to the open exchange of ideas, and a celebration of humanity’s boundless innovation. 
     
         Hong Kong is committed to becoming an international I&T (innovation and technology) centre, as well as a global hub for high-end talent. So it is both welcome, and fitting, that Hong Kong serves as the Alliance’s home.
     
         In an era endlessly defined, and redefined, by technological advancement, evolving global dynamics and unprecedented challenges, the role of scholars and scientists has never been more critical. 
     
         Knowledge knows no borders, our shared challenges require shared solutions.
     
         The Government is committed to cultivating a dynamic environment, one that champions innovation and technology, in every sector and industry, every institution and corner of our community.
     
         We will soon launch a Frontier Technology Research Support Scheme, worth 3 billion Hong Kong dollars, or nearly 400 million US dollars. It will help fund ground-breaking basic research driven by world-class researchers and academics.
     
         Given the central role that AI (artificial intelligence) will play in research and industry transformation, we will also establish the Hong Kong Artificial Intelligence Research and Development Institute. It will promote upstream research and development, as well as the transformation of mid-streamand downstream AI outcomes, and explore application scenarios. 
     
         These initiatives expand our far-reaching I&T development, led by two InnoHK research clusters – one focused on healthcare technologies, the other on AI and robotics. Together, they have attracted more than 2 500 scientists and researchers, from Hong Kong and all over the world. 
     
         We are now setting up a third InnoHK research cluster. It will focus on sustainable development, energy and advanced manufacturing and materials. It’s now open for admission proposals, and I welcome prominent international universities and institutions to join us on the exciting journey of innovation.
     
         With the support of our country, we are determined to draw together the diverse expertise of Hong Kong’s international pool of talent, and the innovation and manufacturing prowess of the Mainland.
     
         The Hong Kong-Shenzhen Innovation and Technology Park, situated in the Loop – an area that straddles our boundary with Shenzhen – will create the infrastructure for our synergised development with other cities in the Guangdong-Hong Kong-Macao Greater Bay Area. I am pleased to tell you all that we will be celebrating the completion of the first three buildings in the Hong Kong Park later today.
     
         With the Hong Kong Park and a wide range of I&T infrastructure as our hardware, and the “soft power” presented by your Alliance and other key players in our I&T ecosystem, Hong Kong is committed, and well-equipped, to promoting international co-operation, and the boundless opportunities it can create for us all.
     
         My congratulations, once again, on the inauguration of the International Alliance of Academicians. I know you will enjoy the International Academicians Hong Kong Forum, beginning later today.
     
         And I welcome you to make time for Hong Kong, a rising East-meets-West centre for international cultural exchange. Catch one of the many exhibitions in our West Kowloon Cultural District. Next week, the world-renowned Art Basel returns to Hong Kong, showcasing over 240 galleries from some 40 countries and regions.
     
         And there will be plenty of art in rugby, on show, beginning next Friday, at Kai Tak Sports Park, the brand-new, state-of-the-art home of the Hong Kong Rugby Sevens. All these, during Hong Kong Super March – a month-long series of eclectic events filled with creativity, culture and excitement. Just like this forum.

    Environmental Protection Agency (EPA) and USACE to survey, remove, and dispose of debris from properties burned by the wildfires

     As part of this effort, Los Angeles County established a Debris Removal website with information and resources for fire-impacted residents to learn more about the debris clearance process

    In Phase 1 of the process, which was completed on February 25, the EPA removed hazardous household materials (HHM) from private property

    No action from the property owner was required for Phase 1 to be completed

    HHM removal associated with properties where structural hazards precluded safe entry were deferred to USACE

    Phase 2, conducted by USACE, consists of structural debris removal and requires an ROE form completed by the property owner, which is provided on the county website and available at Disaster Recovery Centers

    Free private property debris removal by USACE is only available if the eligible property owner opts in by completing and submitting the ROE form

    The ROE form is an agreement where property owners accept the conditions of participation in the debris removal program and give permission for USACE to access their property for cleanup activities

     Signing up for the debris removal program via the ROE does NOT impact a property owner’s eligibility to apply for other FEMA disaster assistance If a property owner opts out of the USACE debris removal program, they become responsible for all permits, inspections and other associated debris removal requirements and costs

     Coverage for debris and hazardous tree removal may be provided through your insurance policy

     What is the Debris Removal Program? The Debris Removal Program has two phases: removal of HHM followed by removal of other fire-related debris and trees that are deemed a hazard or that a certified arborist determines are dead or likely to die within five years due to the fire

     Phase 1: Removing Hazardous Materials On January 16, teams of experts from EPA and California’s Department of Toxic Substances Control began assessing properties in the burn areas to remove any HHM that could pose a threat to human health and the environment such as lithium-ion batteries, paint, cleaners and solvents, oils and pesticides

    This phase was automatic and completed at no cost to residents

    EPA only removed hazardous materials

    Examples of devices that contain lithium-ion batteries removed in Phase 1 and include: electric/hybrid vehicles, power tools, power banks, home alarms, drones, and tablets

     Phase 1 was completed on February 25

    While most properties were cleared of HHM during Phase 1, some have been deferred to Phase 2 due to access and safety challenges

    Great British Energy announces £10 million for local government

    Communities to benefit from Great British Energy clean energy partnership with local government.

    • Great British Energy to build clean power in every part of the country, with a new £10 million partnership with metro mayors

    The metro mayors will lead the creation of innovative new clean power projects across the country, including rooftop solar, onshore wind and hydropower, with Great British Energy injecting £10 million into new partnerships.

    Great British Energy will work with mayoral strategic authorities across England to build new clean energy projects in communities, with profits knocking money off locals’ energy bills or being reinvested into the community. The funding will help stimulate investment and create good jobs across the country as part of the government’s Plan for Change to deliver clean power by 2030.

    Each mayoral strategic authority in England will be invited to apply for a share of the funding, as part of Great British Energy’s plans to back local energy projects across the UK so communities can reap the benefits.   

    Existing local energy projects are already benefiting communities, and this funding will help projects go further and faster to unlock clean, homegrown power. For example, the Solar Together Consortium that aims to deliver 240 MW of solar capacity across the West Midlands or the solar and battery storage initiative being run by West Yorkshire mayoral combined authority – aiming to deliver 1,500 solar PV and battery storage installations on social housing properties across the region, reducing bills for the residents and helping to tackle fuel poverty.  

    Energy Minister Michael Shanks said: 

    Taking back control of our energy means not only building more solar panels and wind turbines – it also means giving our communities a stake in their own energy supply. 

    We’re backing our metro mayors to bid for a share of £10 million and work with our new publicly owned company Great British Energy to roll out more clean, homegrown power. 

    This could see profits invested back into vital community services and projects, or even money knocked off community buildings bills, giving local services more pounds in their pockets.

    Great British Energy Chair Juergen Maier said: 

    This is the first step in Great British Energy’s work with local communities to help them generate their own energy.  

    Partnering with mayoral authorities will make an immediate impact as we work to roll out clean, homegrown energy projects, crowd in investment and create job opportunities across the country.  

    We will work closely with communities to deliver projects that provide a lasting positive impact for the county – both in delivering opportunities and a cleaner future for the UK.

    Mayor of Greater Manchester Andy Burnham said:  

    Greater Manchester is already powering ahead with plans to capture the benefits and the opportunities of green growth.  

    Our Go Neutral programme is delivering millions of pounds of investment in local renewable energy, generating enough to power 5,500 homes, and we’re supporting schools in our city-region to install solar cells and help cut bills. 

    We’re ready to work with Great British Energy to take these plans to the next level, so we can boost local projects that will help bring down costs and power more of our network with homegrown energy.

    It comes as hundreds of schools, hospitals and communities across the UK get new rooftop solar power and renewable projects to save money on their energy bills, thanks to a further £200 million investment from the UK government and Great British Energy.  This includes nearly £12 million for local authorities and community energy groups. 

    The funding will support the government’s clean power mission as well as helping to rebuild the nation’s public services. It forms Great British Energy’s first local investment, kickstarting the Local Power Plan and ensuring the benefits of this national mission are felt at a local level, with energy security, good jobs and economic growth.   

    Backed by £8.3 billion over this Parliament, Great British Energy will own and invest in clean energy projects across the UK. This will range from supporting community energy – like the local authority and solar schemes announced today – to unlocking significant investment in major clean energy projects that will revitalise the UK’s industrial heartlands with new jobs, alongside securing Britain’s energy supply.

  • MIL-OSI United Kingdom: Work starts on £27 million Comrie Flood Protection Scheme

    The Comrie Flood Protection Scheme will protect nearly 200 homes from the threat of flooding once it is completed next year. 

    Work on the scheme is being carried out by Balfour Beatty and will provide defences along the Water of Ruchill, River Earn and River Lednock – areas all historically prone to flooding. 

    The defences include the construction of flood walls and embankments, incorporating innovative natural flood management techniques such as root wad revetment bank protection measures, which all told will offer protection against a 1 in 200 year magnitude flood event. 

    Comrie has experienced major flood events in recent years, including January 1993, February 1997, December 2006, and August and November 2012. 

    Previous flood protection works undertaken by Perth and Kinross Council in 2013 significantly reduced the flooding risk to the Dalginross area.  

    However, residual flood risks from the River Earn and River Lednock remained. The detailed design of the flood scheme to address these was completed in 2023, with main construction works now underway and completion targeted for Autumn 2026.  

    Led by principal designer Sweco, the scheme will provide improvements to flood resilience for the community of Comrie through increased flood defence levels while also providing a high-level finish with the use of locally sourced natural stone materials and high-quality landscaping, including compensatory tree planting, with three trees planted for every one felled during construction. 

    The project is funded through a collaboration between the Scottish Government, providing 80% of the costs, and Perth and Kinross Council, contributing the remaining 20%.  

    Councillor Eric Drysdale, Convener of Perth and Kinross Council’s Economy and Infrastructure Committee said: “It is fantastic to see construction underway on this vital flood protection scheme in Comrie. 

    “Flooding is sadly becoming a more frequent occurrence due to climate change, so this scheme is hugely important for residents and businesses in the area.” 

    Perth and Kinross Council leader Councillor Grant Laing said: “As a Council we are committed to working with our communities and this will make a real difference to the lives of people who live and work in Comrie.”  

    Keith MacDonald, Portfolio Director at Balfour Beatty said: “We are delighted to have commenced construction on the Comrie Flood Protection Scheme, helping to safeguard hundreds of homes and businesses from the risk of flooding.

     “Our focus remains on carrying out the works safely and sustainably, using innovative natural flood management techniques to enhance resilience while minimising environmental impact.”

  • MIL-OSI United Kingdom: People set to benefit from almost £17 million in energy efficiency upgrades

    Norwich residents living in energy-inefficient homes are set to benefit from nearly £17 million in new government funding awarded to the city council.

    As part of its commitment to making Norwich a net-zero city by 2045, the council submitted two bids for funding from the Department for Energy Security and Net Zero (DESNZ) – both of which were successful.

    The first, the Warm Homes: Social Housing Fund, builds on previous allocations from the Social Housing Decarbonisation Fund and supports local authorities and social housing providers in improving energy efficiency. The council has been awarded £12,042,657 and with the addition of council co-funding, this £22.6 million programme will see 1,400 solar PV systems, 140 air source heat pumps, and a ground source heat pump system installed across the council’s social housing stock.

    Work is set to begin in April 2025 and will run for three years, with grant-funded improvements to be completed by 31 March 2028. Council tenants will be contacted directly about any planned works to their property.

    The second fund, the Warm Homes: Local Grant, has secured £4,745,409 to support low-income households living in energy-inefficient privately owned or rented homes (EPC rating D-G). People living in inefficient homes with an annual household gross income of less than £36,000, or on specified means tested benefits (housing benefit, Income-based Jobseekers Allowance, Income-related Employment and Support Allowance, Income Support, Pension Credit and Universal Credit) or living in deprived post codes in the city could quality for this funding.

    Over three years, this funding will provide upgrades to 330 private sector homes, with up to £15,000 available per property for energy efficiency measures and up to £15,000 for low-carbon heating solutions such as heat pumps.

    These improvements will help residents by making homes warmer, healthier, and more affordable to heat, while also reducing carbon emissions across the city.

    “Keeping homes warm and energy-efficient is a key priority for us. This funding allows us to make significant improvements to homes that are currently hard to heat, making them more comfortable and reducing running costs for residents.

    “We will continue to seek out further investment to improve our housing stock and ensure tenants and residents benefit from the best possible living conditions.”

  • MIL-OSI United Kingdom: Tackling London’s Housing Crisis: Report shows how to unlock development in London

    • The number of additional new homes completed each year in London has fallen from a high of 45,680 in 2019/20 to 32,160 in 2023/24.1
    • In 2024, there were 336,366 Londoners on council waiting lists for social housing.2
    • In 2023, London Councils reported that one in 50 Londoners were homeless and living in temporary accommodation, and boroughs were collectively spending around £60m per month on temporary accommodation costs.3
    • Over 300,000 homes have been granted planning permission in London, but have not yet been built.4

    London has a housing crisis, with housebuilding targets already being missed and more ambitious targets now put in place by the Government – aiming for almost 90,000 new homes to be built in the capital each year until 2030.

    The London Assembly Planning and Regeneration Committee has today published its report – Unlocking Development in London – making recommendations to the Mayor on how to help deliver the high-quality and affordable homes that Londoners need. 

    Key recommendations in the report include:

    • The Greater London Authority (GLA) should work with Government to bring forward a set of actions to support the Small and Medium Enterprise (SME) development sector in London meet their demand for better finance and larger sites. This should include options for how SME builders can access suitable sites for development on land owned by the GLA, and its functional bodies.
    • The next London Plan should establish a clear policy hierarchy that prioritises housing as the key land use across appropriate undeveloped sites in London.  This should be adopted as an overarching policy. It should be explicit that housing development, of a sustainable scale, appropriate character and with sufficient infrastructure, can tip the planning balance in favour of approving applications.
    • The next London Plan should be simpler. As part of the Planning for London Programme, the GLA should work with Londoners to carry out a first principles in/out evaluation of each policy in the current London Plan. The GLA should consider how this could inform the London Plan, to provide greater clarity to local authorities on what is a ‘must’ and where and how they can be flexible.
    • The GLA should maximise opportunities for affordable housing on GLA and Transport for London (TfL) brownfield land by offering enhanced incentives for brownfield development – such as expanding grants specifically to help offset remediation and infrastructure costs, while not compromising the health of existing and future residents on and around the site.
    • The GLA should establish its own London version of the Homes England section 106 clearing service.

    Chair of the London Assembly Planning and Regeneration Committee, Andrew Boff AM, said:

    “Throughout our investigation, we heard from developers, experts and decision makers about the significant challenges that are facing developers – including the ability of SMEs to access finance, the difficulty of acquiring suitable land, and the complexity of the London Plan.

    “But we also heard very clear ways to get London building more homes and unlock stalled developments: by simplifying the Mayor’s London Plan, giving SMEs the support they need to access finance and suitable sites, and maximising opportunities to create new affordable homes on brownfield land.

    “London’s housing crisis is one of the biggest issues facing the capital today, leaving families without suitable homes and draining the budgets of London Boroughs through the millions of pounds they are forced to spend on temporary accommodation.

    “The Mayor must now act on our recommendations to help deliver more of the homes that Londoners so desperately need.”

In remarks, President Lai pointed out that the United States is now a major source of investment in Taiwan, adding that last year US investment accounted for 11.5 percent of total foreign investment in Taiwan. President Lai expressed hope that AmCham will continue to offer support in quickly resolving the issue of double taxation, further enhancing the mutually beneficial Taiwan-US economic and trade partnership. He also emphasized that one essential element for our economic prosperity is maintaining security and stability, both regionally and globally. The president expressed his belief that, so long as we coordinate our efforts, we can achieve more in our respective defense industries and build non-red supply chains, advancing peace, stability, and prosperity. A transcript of President Lai’s remarks follows: I’m delighted to be here tonight. I want to wish everyone and their families a happy, healthy, and prosperous year ahead. For many years now, AmCham has acted as a bridge between Taiwan and the US. It not only advocates for Taiwan to various sectors in the US, but also offers advice for the development of Taiwan’s industries. So tonight, I would like to express my deepest gratitude to all our friends from the American business community. The 2025 Business Climate Survey, published by AmCham this January, demonstrates the confidence foreign businesses have in the Taiwan market. We are happy to see that over 80 percent of survey respondents reported stable or increased revenue last year, and around 80 percent expressed confidence in Taiwan’s economic prospects for the coming year. Moreover, 90 percent of businesses surveyed are planning to maintain or expand their investments in Taiwan. The positive developments in Taiwan made by our American friends here tonight, their outlook for the future, and their confidence in Taiwan, are further proof of Taiwan’s ideal environment for investment. The US is now a major source of investment in Taiwan. Last year, US investment accounted for 11.5 percent of total foreign investment in Taiwan. In 2023, Entegris opened a new manufacturing facility in Kaohsiung and Micron launched a new facility in Taichung. Last year, Google further solidified Taiwan as its biggest R&D hub outside of the US by opening a new office here. AMD, Nvidia, and major cloud computing companies from the US have also been choosing Taiwan to expand their presence. Over the past several years, the US has also become Taiwan’s largest investment destination. Taiwan’s direct and indirect investment in the US accounted for more than 40 percent of our total outbound investment last year. Four years ago, TSMC’s [Taiwan Semiconductor Manufacturing Company] investment in facilities in Arizona became the biggest FDI [foreign direct investment] in a greenfield project in US history. And this month, TSMC announced it would expand that investment, breaking another record and highlighting the enduring prosperity shared by Taiwan and the US. In addition to TSMC, Taiwan’s GlobalWafers has built a 12-inch silicon wafer factory in Texas, the biggest in the US. This will be followed by many other industries. These companies are confidently expanding their global presence across the Pacific and eastward into the Americas. The US is moving to reindustrialize its manufacturing industry and consolidate high-tech leadership, as it moves to become a global AI hub. In these efforts, Taiwan is an indispensable partner for the US. While the US is a leader in chip design, Taiwan’s semiconductor manufacturing plays an irreplaceable part in the supply chain. Adapting to the changing geopolitical landscape and the coming era of smart technology, Taiwan will continue to promote its Five Trusted Industry Sectors of semiconductors, AI, military, next-gen communications, and security and surveillance. This will drive the next stage in our economic development. A great time to invest in Taiwan is now. We will continue to better connect relevant government agencies and align with international standards to foster a friendlier investment environment. And I am confident that Taiwanese and American companies can leverage their respective high-tech expertise and invest in each other, boosting growth in industrial innovation and development for both our economies. At the same time, we hope to continue deepening Taiwan-US trade relations. Last year, Taiwan was the seventh largest trading partner of the US, up one spot from the previous year, and bilateral trade grew by 24.2 percent. Taiwan is going to expand procurement from the US of industrial and agricultural products, as well as natural gas. I am very happy to welcome Governor [Mike] Dunleavy of Alaska, who has specially come all the way to Taiwan. Alaska is a source of high-quality natural gas, and its relatively short distance from Taiwan facilitates transportation. So we are very interested in buying Alaskan natural gas because it can meet our needs and ensure our energy security. We hope that AmCham will continue to offer support in quickly resolving the issue of double taxation and removing tax barriers to bilateral investment and trade, further enhancing the mutually beneficial Taiwan-US economic and trade partnership. One essential element for our economic prosperity is maintaining security and stability, both regionally and globally. So we are grateful for the joint leaders’ statement issued by [US] President [Donald] Trump and Japan’s Prime Minister Ishiba Shigeru, in which they expressed their solid support for maintaining peace and stability across the Taiwan Strait. As we face growing authoritarianism, Taiwan will continue to uphold our values of freedom and democracy and will be a responsible actor in regional and global security. Currently, Taiwan’s defense budget stands at about 2.5 percent of GDP. Going forward, the government will prioritize special budget allocations to ensure that our defense budget exceeds 3 percent of GDP. At the same time, we will continue to reform national defense, further enhancing Taiwan’s self-defense capabilities. And we will advance our cooperation with the US and other democracies in upholding regional stability and prosperity. We also welcome continued Taiwan-US cooperation in the defense sector. I believe that, so long as we coordinate our efforts, we can achieve more in our respective defense industries and build non-red supply chains, advancing peace, stability, and prosperity.     President Lai meets Arizona Governor Katie Hobbs  
    On the afternoon of March 18, President Lai Ching-te met with a delegation led by Arizona Governor Katie Hobbs. In remarks, President Lai said that Taiwan and Arizona enjoy close economic and trade relations, and expressed hope that through our joint efforts, Arizona will become a shining example for Taiwan-United States high-tech collaboration and the creation of non-red supply chains. The president indicated that the next goal for Taiwan and the US is the signing of an agreement for the avoidance of double taxation, which would provide greater incentives for Taiwanese businesses to invest in the US, facilitate the establishment of more comprehensive industry clusters, and generate more job opportunities, representing a win-win outcome for Taiwan-US relations. A translation of President Lai’s remarks follows: I warmly welcome you all to the Presidential Office. Governor Hobbs previously visited Taiwan after taking office in 2023. Her leading a delegation to Taiwan once again demonstrates Arizona’s continued friendship and the importance Arizona attaches to Taiwan. For this, I express my sincerest gratitude, and I welcome you again. In recent years, ties between Taiwan and Arizona have continued to expand and progress. For example, Taiwan Semiconductor Manufacturing Company (TSMC)’s investment in Arizona is the largest greenfield investment in US history. This month, TSMC announced that it would increase its investment in the US by US$100 billion. It plans to build more semiconductor fabrication and research and development facilities in greater Phoenix, transforming the area into a US semiconductor hub. Due to our close industrial engagement, we now have more than 30,000 Taiwanese living in Arizona. I would like to thank Governor Hobbs for taking care of Taiwanese businesses and people. He stated that Taiwan will continue to work with international partners to deepen cooperation, exchanges, and partnership in various domains and resist the expansion of authoritarianism. Together, the president emphasized, we can pursue regional peace and security and realize a new vision for a free and open, stable and prosperous Indo-Pacific. A translation of President Lai’s remarks follows: I would like to begin by thanking Anders Fogh Rasmussen, former prime minister of Denmark and chairman of the Alliance of Democracies Foundation, for inviting then-President Tsai Ing-wen to address the Copenhagen Democracy Summit via video over five consecutive years since 2020, and for inviting myself to give remarks via video last year. Chairman Rasmussen then delivered remarks, saying that it is a great pleasure to be back here in Taipei after meeting with President Lai in 2023. He then thanked President Lai for the Taiwanese hospitality on behalf of the Yushan Forum international visitors and participants, who represent four continents and very different political parties but who are united by one thing – the commitment to democracy. Chairman Rasmussen mentioned that over the past few days, they have met with members of the government, legislature, and civil society in Taiwan. He said that he is more convinced than ever that in a very uncertain world, Taiwan continues to stand as a beacon of democracy, from which people in Europe and in the rest of the world have a lot to learn. Over the past eight years, he has been proud to step up his engagement with Taiwan, he said, as he has always subscribed to the view that freedom must advance everywhere, or else it is in decline everywhere. Chairman Rasmussen noted that they have many interests in making sure Taiwan remains free and that we must always stand up for freedom when it is under assault by a dictator. This is why Ukraine’s fight is also everyone’s fight, he explained. He then praised Taiwan for all of the support it has given to Ukraine since Russia’s invasion and honored the two Taiwanese volunteer soldiers who gave their lives for freedom in Ukraine. Chairman Rasmussen remarked that Taiwan is a strong feature of the Copenhagen Democracy Summit that he convenes each year. His foundation, the Alliance of Democracies, has even been sanctioned by the Chinese government due to its support of Taiwan, he said, which is something he takes as a badge of honor. He added that this year’s Copenhagen Democracy Summit in May will be no different, as they plan to focus on the new world order, urgent measures to strengthen Europe’s military, and the situation in Ukraine. But as the United States pulls back from the transatlantic alliance and Europe focuses more on its own defense, he said, Europe should not retreat from the world. He added that to ensure European security, we need more Europe in the Indo-Pacific, and that is why he has been making the argument for more political and economic cooperation with Taiwan. Chairman Rasmussen praised President Lai’s recent decision to increase Taiwan’s national defense budget to more than 3 percent of GDP, adding that it is important that each nation does what it can for its own defense. The chairman once again thanked President Lai for meeting with them today and for the opportunity to visit Taiwan, a beacon of democracy and liberty in Asia.     President Lai meets Japan-ROC Diet Members’ Consultative Council Chairman Furuya Keiji
    On the afternoon of March 17, President Lai Ching-te met with a delegation led by Japanese House of Representatives Member and Japan-ROC Diet Members’ Consultative Council Chairman Furuya Keiji. In remarks, President Lai thanked the Consultative Council for doing its utmost to strengthen the relationship between Taiwan and Japan. He also stated that Taiwan and Japan are both part of the first island chain’s key line of defense, and in addition to continuing to bolster its economic strength and enhance its self-defense capabilities, Taiwan will work together with Japan and other like-minded countries to promote regional and global democracy, peace, and prosperity. A translation of President Lai’s remarks follows: I would like to extend a warm welcome to Chairman Furuya, who is visiting us once again. I am also delighted to meet House of Councillors Member Yamamoto Junzo and House of Representatives Member Hiranuma Shojiro today. Although the Japanese Diet is currently in session, our distinguished guests overcame many hurdles and organized a delegation to attend the 2025 Yushan Forum and deliver speeches, providing valuable insights into issues of mutual concern in the Indo-Pacific region and demonstrating the support for Taiwan in the Diet. Here, I would like to express my deepest gratitude. During the Yushan Forum, it was especially inspiring when Chairman Furuya spoke Taiwanese when he emphasized that “if Taiwan has a problem, then Japan has a problem.” Over the past few years under Chairman Furuya’s leadership, the Consultative Council has done its utmost to strengthen the relationship between Taiwan and Japan. In addition to passing resolutions every year supporting Taiwan’s participation in the World Health Organization and Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), the council has established four internal research groups regarding the CPTPP, exchanges for women legislators, encouraging local-level exchanges, and the Taiwan Relations Act, using an issue-oriented approach to deepen Taiwan-Japan relations. Thanks to the Consultative Council’s long-term assistance and promotional efforts, the Japanese Ministry of Justice has announced that beginning this May, members of the Taiwanese overseas community in Japan included in the country’s family registry system may list “Taiwan” in the field designating their nationality or region of origin. This demonstrates the friendly relations between Taiwan and Japan, and the Taiwanese people will always remember the council’s continued concrete actions in support of Taiwan. In his remarks at the Yushan Forum today, Chairman Furuya mentioned that there are many areas in which Taiwan and Japan can engage in industrial cooperation. We can continue to deepen our partnership in semiconductors, energy, AI, unmanned aerial vehicles, and other areas related to economic security and supply chain resilience, all of which have significant room for cooperation, creating win-win situations for both Taiwan and Japan. As authoritarianism consolidates, democratic nations must come closer in solidarity. Taiwan and Japan are both part of the first island chain’s key line of defense. In addition to bolstering our economic strength and enhancing our self-defense capabilities, Taiwan will also work with Japan and other like-minded countries to promote regional and global democracy, peace, and prosperity. All of our distinguished guests are good friends of Taiwan, and are very familiar with Taiwan. I hope to continue working together with you all to carry Taiwan-Japan relations to an even higher level. Chairman Furuya then delivered remarks, first thanking President Lai for taking time out of his busy schedule to see them. He then noted that Japan, Taiwan, and quite a few other nations around the world changed leaders last year, and conditions around the world are becoming increasingly unstable. One cannot see what the world will be like a few years from now, he said, which is why he is counting so heavily on the strong leadership of President Lai. Chairman Furuya said that, in addition to collaboration in foreign affairs and security matters, economic cooperation between Taiwan and Japan is also very important. He mentioned new technologies, and said he had spoken quite a bit on the topic that very morning at the Yushan Forum. The clearest example, he said, is the establishment by Taiwan Semiconductor Manufacturing Company of a wafer plant in Japan’s Kumamoto Prefecture, which has sparked robust economic activity. He added that cooperation addressing such matters as cyberattacks and supply chain resilience is also very important. Chairman Furuya noted that President Lai had mentioned in his remarks that beginning from May, Taiwanese overseas community members in Japan will be able to list “Taiwan” on their family registers. The chairman expressed his view that this is not a foreign affairs issue, but rather a human rights issue for the Taiwanese people, and an excellent way to show respect for Taiwan. He further noted President Lai’s mentioning of the four research groups that the Consultative Council has established, and said that these groups will ramp up their work. He also expressed hope that Taiwan and Japan will work together to address challenges that face both countries, such as issues pertaining to democracy and peace in the Taiwan Strait, so that they can together push for international peace and stability. Chairman Furuya stated that reciprocal visits by Taiwanese and Japanese people reached an all-time high last year. He said that in the future, in addition to further promoting local exchanges between the two countries, he also hopes that Japanese middle school and high school students planning to go on overseas study trips will choose Taiwan as their destination, because he feels that any student who visits Taiwan will become a fan of this place.     President Lai holds press conference following high-level national security meeting
    On the afternoon of March 13, President Lai Ching-te convened a high-level national security meeting, following which he held a press conference. In remarks, President Lai introduced 17 major strategies to respond to five major national security and united front threats Taiwan now faces: China’s threat to national sovereignty, its threats from infiltration and espionage activities targeting Taiwan’s military, its threats aimed at obscuring the national identity of the people of Taiwan, its threats from united front infiltration into Taiwanese society through cross-strait exchanges, and its threats from using “integrated development” to attract Taiwanese businesspeople and youth. President Lai emphasized that in the face of increasingly severe threats, the government will not stop doing its utmost to ensure that our national sovereignty is not infringed upon, and expressed hope that all citizens unite in solidarity to resist being divided. The president also expressed hope that citizens work together to increase media literacy, organize and participate in civic education activities, promptly expose concerted united front efforts, and refuse to participate in any activities that sacrifice national interests. As long as every citizen plays their part toward our nation’s goals for prosperity and security, he said, and as long as we work together, nothing can defeat us. A translation of President Lai’s remarks follows: At many venues recently, a number of citizens have expressed similar concerns to me. They have noticed cases in which members of the military, both active-duty and retired, have been bought out by China, sold intelligence, or even organized armed forces with plans to harm their own nation and its citizens. They have noticed cases in which entertainers willingly followed instructions from Beijing to claim that their country is not a country, all for the sake of personal career interests. They have noticed how messaging used by Chinese state media to stir up internal opposition in Taiwan is always quickly spread by specific channels. There have even been individuals making careers out of helping Chinese state media record united front content, spreading a message that democracy is useless and promoting skepticism toward the United States and the military to sow division and opposition. Many people worry that our country, as well as our hard-won freedom and democracy and the prosperity and progress we achieved together, are being washed away bit by bit due to these united front tactics. In an analysis of China’s united front, renowned strategic scholar Kerry K. Gershaneck expressed that China plans to divide and conquer us through subversion, infiltration, and acquisition of media, and by launching media warfare, psychological warfare, and legal warfare. What they are trying to do is to sow seeds of discord in our society, keep us occupied with internal conflicts, and cause us to ignore the real threat from outside. China’s ambition over the past several decades to annex Taiwan and stamp out the Republic of China has not changed for even a day. It continues to pursue political and military intimidation, and its united front infiltration of Taiwan’s society grows ever more serious. In 2005, China promulgated its so-called “Anti-Secession Law,” which makes using military force to annex Taiwan a national undertaking. Last June, China issued a 22-point set of “guidelines for punishing Taiwan independence separatists,” which regards all those who do not accept that “Taiwan is part of the People’s Republic of China” as targets for punishment, creating excuses to harm the people of Taiwan. China has also recently been distorting United Nations General Assembly Resolution 2758, showing in all aspects China’s increasingly urgent threat against Taiwan’s sovereignty. Lately, China has been taking advantage of democratic Taiwan’s freedom, diversity, and openness to recruit gangs, the media, commentators, political parties, and even active-duty and retired members of the armed forces and police to carry out actions to divide, destroy, and subvert us from within. A report from the National Security Bureau indicates that 64 persons were charged last year with suspicion of spying for China, which was three times the number of persons charged for the same offense in 2021. Among them, the Unionist Party, Rehabilitation Alliance Party, and Republic of China Taiwan Military Government formed treasonous organizations to deploy armed forces for China. In a democratic and free society, such cases are appalling. But this is something that actually exists within Taiwan’s society today. China also actively plots ways to infiltrate and spy on our military. Last year, 28 active-duty and 15 retired members of the armed forces were charged with suspicion of involvement in spying for China, respectively comprising 43 percent and 23 percent of all of such cases – 66 percent in total. We are also alert to the fact that China has recently used widespread issuance of Chinese passports to entice Taiwanese citizens to apply for the Residence Permit for Taiwan Residents, permanent residency, or the Resident Identity Card, in an attempt to muddle Taiwanese people’s sense of national identity. China also views cross-strait exchanges as a channel for its united front against Taiwan, marking enemies in Taiwan internally, creating internal divisions, and weakening our sense of who the enemy really is. It intends to weaken public authority and create the illusion that China is “governing” Taiwan, thereby expanding its influence within Taiwan. We are also aware that China has continued to expand its strategy of integrated development with Taiwan. It employs various methods to demand and coerce Taiwanese businesses to increase their investments in China, entice Taiwanese youth to develop their careers in China, and unscrupulously seeks to poach Taiwan’s talent and steal key technologies. Such methods impact our economic security and greatly increase the risk of our young people heading to China. By its actions, China already satisfies the definition of a “foreign hostile force” as provided in the Anti-Infiltration Act. We have no choice but to take even more proactive measures, which is my purpose in convening this high-level national security meeting today. It is time we adopt proper preventive measures, enhance our democratic resilience and national security, and protect our cherished free and democratic way of life. Next, I will be giving a detailed account of the five major national security and united front threats Taiwan now faces and the 17 major strategies we have prepared in response. I. Responding to China’s threats to our national sovereignty We have a nation insofar as we have sovereignty, and we have the Republic of China insofar as we have Taiwan. Just as I said during my inaugural address last May, and in my National Day address last October: The moment when Taiwan’s first democratically elected president took the oath of office in 1996 sent a message to the international community, that Taiwan is a sovereign, independent, democratic nation. Among people here and in the international community, some call this land the Republic of China, some call it Taiwan, and some, the Republic of China Taiwan. The Republic of China and the People’s Republic of China are not subordinate to each other, and Taiwan resists any annexation or encroachment upon our sovereignty. The future of the Republic of China Taiwan must be decided by its 23 million people. This is the status quo that we must maintain. The broadest consensus in Taiwanese society is that we must defend our sovereignty, uphold our free and democratic way of life, and resolutely oppose annexation of Taiwan by China. (1) I request that the National Security Council (NSC), the Ministry of National Defense (MND), and the administrative team do their utmost to promote the Four Pillars of Peace action plan to demonstrate the people’s broad consensus and firm resolve, consistent across the entirety of our nation, to oppose annexation of Taiwan by China. (2) I request that the NSC and the Ministry of Foreign Affairs draft an action plan that will, through collaboration with our friends and allies, convey to the world our national will and broad social consensus in opposing annexation of Taiwan by China and in countering China’s efforts to erase Taiwan from the international community and downgrade Taiwan’s sovereignty. II. Responding to China’s threats from infiltration and espionage activities targeting our military (1) Comprehensively review and amend our Law of Military Trial to restore the military trial system, allowing military judges to return to the frontline and collaborate with prosecutorial, investigative, and judicial authorities in the handling of criminal cases in which active-duty military personnel are suspected of involvement in such military crimes as sedition, aiding the enemy, leaking confidential information, dereliction of duty, or disobedience. In the future, criminal cases involving active-duty military personnel who are suspected of violating the Criminal Code of the Armed Forces will be tried by a military court. (2) Implement supporting reforms, including the establishment of a personnel management act for military judges and separate organization acts for military courts and military prosecutors’ offices. Once planning and discussion are completed, the MND will fully explain to and communicate with the public to ensure that the restoration of the military trial system gains the trust and full support of society. (3) To deter the various types of controversial rhetoric and behavior exhibited by active-duty as well as retired military personnel that severely damage the morale of our national military, the MND must discuss and propose an addition to the Criminal Code of the Armed Forces on penalties for expressions of loyalty to the enemy as well as revise the regulations for military personnel and their families receiving retirement benefits, so as to uphold military discipline. III. Responding to China’s threats aimed at obscuring the national identity of the people of Taiwan (1) I request that the Ministry of the Interior (MOI), Mainland Affairs Council (MAC), and other relevant agencies, wherever necessary, carry out inspections and management of the documents involving identification that Taiwanese citizens apply for in China, including: passports, ID cards, permanent residence certificates, and residence certificates, especially when the applicants are military personnel, civil servants, or public school educators, who have an obligation of loyalty to Taiwan. This will be done to strictly prevent and deter united front operations, which are performed by China under the guise of “integrated development,” that attempt to distort our people’s national identity. (2) With respect to naturalization and integration of individuals from China, Hong Kong, and Macau into Taiwanese society, more national security considerations must be taken into account while also attending to Taiwan’s social development and individual rights: Chinese nationals applying for permanent residency in Taiwan must, in accordance with the law of Taiwan, relinquish their existing household registration and passport and may not hold dual identity status. As for the systems in place to process individuals from Hong Kong or Macau applying for residency or permanent residency in Taiwan, there will be additional provisions for long-term residency to meet practical needs. IV. Responding to China’s threats from united front infiltration into Taiwanese society through cross-strait exchanges  (1) There are increasing risks involved with travel to China. (From January 1, 2024 to today, the MAC has received reports of 71 Taiwanese nationals who went missing, were detained, interrogated, or imprisoned in China; the number of unreported people who have been subjected to such treatment may be several times that. Of those, three elderly I-Kuan Tao members were detained in China in December of last year and have not yet been released.) In light of this, relevant agencies must raise public awareness of those risks, continue enhancing public communication, and implement various registration systems to reduce the potential for accidents and the risks associated with traveling to China. (2) Implement a disclosure system for exchanges with China involving public officials at all levels of the central and local government. This includes everyone from administrative officials to elected representatives, from legislators to village and neighborhood chiefs, all of whom should make the information related to such exchanges both public and transparent so that they can be accountable to the people. The MOI should also establish a disclosure system for exchanges with China involving public welfare organizations, such as religious groups, in order to prevent China’s interference and united front activities at their outset. (3) Manage the risks associated with individuals from China engaging in exchanges with Taiwan: Review and approval of Chinese individuals coming to Taiwan should be limited to normal cross-strait exchanges and official interactions under the principles of parity and dignity, and relevant factors such as changes in the cross-strait situation should be taken into consideration. Strict restrictions should be placed on Chinese individuals who have histories with the united front coming to Taiwan, and Chinese individuals should be prohibited from coming to Taiwan to conduct activities related in any way to the united front. (4) Political interference from China and the resulting risks to national security should be avoided in cross-strait exchanges. This includes the review and management of religious, cultural, academic, and education exchanges, which should in principle be depoliticized and de-risked so as to simplify people-to-people exchanges and promote healthy and orderly exchanges. (5) To deter the united front tactics of a cultural nature employed by Chinese nationals to undermine Taiwan’s sovereignty, the Executive Yuan must formulate a solution to make our local cultural industries more competitive, including enhanced support and incentives for our film, television, and cultural and creative industries to boost their strengths in democratic cultural creation, raise international competitiveness, and encourage research in Taiwan’s own history and culture. (6) Strengthen guidance and management for entertainers developing their careers in China. The competent authorities should provide entertainers with guidelines on conduct while working in China, and make clear the scope of investigation and response to conduct that endangers national dignity. This will help prevent China from pressuring Taiwanese entertainers to make statements or act in ways that endanger national dignity. (7) The relevant authorities must adopt proactive, effective measures to prevent China from engaging in cognitive warfare against Taiwan or endangering cybersecurity through the internet, applications, AI, and other such tools. (8) To implement these measures, each competent authority must run a comprehensive review of the relevant administrative ordinances, measures, and interpretations, and complete the relevant regulations for legal enforcement. Should there be any shortcomings, the legal framework for national security should be strengthened and amendments to the National Security Act, Anti-Infiltration Act, Act Governing Relations between the People of the Taiwan Area and the Mainland Area, Laws and Regulations Regarding Hong Kong & Macao Affairs, or Cyber Security Management Act should be proposed. Communication with the public should also be increased so that implementation can happen as soon as possible. V. Responding to threats from China using “integrated development” to attract Taiwanese businesspeople and youth (1) I request that the NSC and administrative agencies work together to carry out strategic structural adjustments to the economic and trade relations between Taiwan and China based on the strategies of putting Taiwan first and expanding our global presence while staying rooted in Taiwan. In addition, they should carry out necessary, orderly adjustments to the flow of talent, goods, money, and skills involved in cross-strait economic and trade relations based on the principle of strengthening Taiwan’s foundations to better manage risk. This will help boost economic security and give us more power to respond to China’s economic and trade united front and economic coercion against Taiwan. (2) I request that the Ministry of Education, MAC, Ministry of Economic Affairs, and other relevant agencies work together to comprehensively strengthen young students’ literacy education on China and deepen their understanding of cross-strait exchanges. I also request these agencies to widely publicize mechanisms for employment and entrepreneurship for Taiwan’s youth and provide ample information and assistance so that young students have more confidence in the nation’s future and more actively invest in building up and developing Taiwan. My fellow citizens, this year marks the 80th anniversary of the end of the Second World War. History tells us that any authoritarian act of aggression or annexation will ultimately end in failure. The only way we can safeguard freedom and prevail against authoritarian aggression is through solidarity. As we face increasingly severe threats, the government will not stop doing its utmost to ensure that our national sovereignty is not infringed upon, and to ensure that the freedom, democracy, and way of life of Taiwan’s 23 million people continues on as normal. But relying solely on the power of the government is not enough. What we need even more is for all citizens to stay vigilant and take action. Every citizen stands on the frontline of the defense of democracy and freedom. Here is what we can do together: First, we can increase our media literacy, and refrain from spreading and passing on united front messaging from the Chinese state. Second, we can organize and participate in civic education activities to increase our knowledge about united front operations and build up whole-of-society defense resilience. Third, we can promptly expose concerted united front efforts so that all malicious attempts are difficult to carry out. Fourth, we must refuse to participate in any activities that sacrifice national interests. The vigilance and action of every citizen forms the strongest line of defense against united front infiltration. Only through solidarity can we resist being divided. As long as every citizen plays their part toward our nation’s goals for prosperity and security, and as long as we work together, nothing can defeat us.

  • MIL-OSI China: Subsidies, services, social shifts: China’s strategic push for a birth-friendly future

    Faced with the twin demographic challenges of a low fertility rate and a graying population, China is spearheading systemic policy innovations and people-oriented practices to bolster birth rates, boost consumption and drive sustainable socioeconomic growth in the coming decades and beyond.
    This strategic emphasis on encouraging childbirth was underscored earlier this month during China’s national “two sessions,” where the term “provide childcare subsidies” was included for the first time in the annual government work report.
    Additionally, a recently unveiled plan to increase consumption, proposes establishing a childcare subsidy system, expanding childbirth insurance coverage and enhancing pediatric services. These initiatives indicate that promoting childbirth has become a national strategic priority.
    China’s total fertility rate has remained at around 1 for a few years, less than half of the required replacement level of 2.1. Meanwhile, the country’s degree of aging continues to increase. Data from the National Bureau of Statistics showed that those aged 65 years and above made up about 15.6 percent of the total population last year.
    “Severe sub-replacement fertility will be China’s greatest economic and social challenge,” according to a recent article by veteran demographer James Liang, executive chair of China’s online travel service giant Trip.com Group.
    Liang noted that only by prioritizing birth rate improvement, leveraging institutional strengths, and mobilizing social resources can the problem be effectively addressed.
    In October 2024, a State Council directive outlined 13 targeted measures to enhance childbirth support services, expand child care systems, strengthen support in education, housing and employment, and foster a birth-friendly social atmosphere.
    Earlier data from China’s national health authorities revealed that over 20 provincial-level regions had explored offering childcare subsidies at different levels, with more comprehensive versions being introduced recently.
    The latest such measures were rolled out in north China’s Shanxi Province, where several counties introduced policies aimed at encouraging childbirth and alleviating family burdens by providing one-time childbirth subsidies, while partially covering hospitalization costs for childbirth.
    For example, families in Xingxian County of the city of Lyuliang in Shanxi that give birth to their first, second or third child on or after Jan. 1, 2025, are eligible for one-time subsidies of 2,000 yuan (about 279 U.S. dollars), 5,000 yuan or 8,000 yuan, respectively.
    Shenzhen in south China’s Guangdong Province, a city known for its economic vitality and inclusiveness and home to China’s largest migrant population, has also pledged to actively implement national initiatives by enhancing its childbirth support policy system and incentive mechanisms.
    These developments follow Hohhot’s earlier announcement of a new childcare subsidy initiative, which attracted nationwide attention to this city, which is the capital of north China’s Inner Mongolia Autonomous Region, an area known for producing top quality milk, resulting in a boost for market confidence.
    In Hohhot, couples having their first child will be offered a one-time payment of 10,000 yuan. For a second child, 50,000 yuan will be distributed in annual installments of 10,000 yuan. For all subsequent children, the same annual subsidy will be offered until the child turns 10, totaling 100,000 yuan, which is much higher than in other cities and amounts to roughly twice the annual income of local citizens.
    These tangible subsidies are expected to drive consumption momentum in the maternal and infant product sector, according to Han Fei, vice president of Hohhot-based Yili Group, Asia’s largest dairy company. Han added that the city also plans to provide a daily cup of free milk for new mothers, which will accelerate the consumption of fresh milk in China’s dairy industry heartland.
    Since 2013, China has implemented several rounds of progressive adjustments to adapt its population policies to evolving demographic and socioeconomic conditions. In 2021, it announced support for couples who wish to have a third child — and it is from that time onward that childbirth subsidies began to emerge.
    Notably, the first city in China to offer such subsidies, Panzhihua in southwest China’s Sichuan Province, has witnessed positive growth in its permanent resident population for four consecutive years.
    Meanwhile, Tianmen, a county-level city in central China’s Hubei Province, saw a year-on-year increase of 17 percent in its newborn population in 2024, significantly higher than the national average of 5.8 percent, and ending an eight-year decline. Among the 7,217 newborns in Tianmen, more than half were second or third children.
    From baby bonuses and childcare subsidies to maternity leave allowances and home purchase incentives, total rewards for second and third children in Tianmen amount to 96,300 yuan and 165,100 yuan, respectively.
    Tianmen’s tangible, holistic pro-birth policies also spurred a strong recovery in the real estate market of the city, where the average housing price is 5,000 yuan per square meter — attracting over 100 regions to conduct research and learn from its practices.
    These cases show that financial incentives are probably the fastest way to boost fertility rates, and yet they are far from sufficient. Increased childcare services, extended maternity leave, and strengthened support in the fields of education, housing and employment, as well as a healthy marriage and childbirth culture, are also crucial in fostering a birth-friendly society. Encouragingly, various regions have already begun exploring such avenues.
    Cash rewards ease financial burdens, but boosting birth rates requires tackling deeper issues like childcare challenges, work-life balance, and education costs, said Yue Ling, associate professor at the Beijing-based China University of Labor Relations.
    Liang also highlighted the need for comprehensive measures including tax breaks, housing subsidies, increased childcare facilities, and promoting flexible work arrangements, to effectively boost willingness to have children.
    Experts also emphasized the importance of coordinated consideration at both the national and local levels, to make support policies more reasonable, feasible and sustainable, as regional economic disparities can have an impact on the effectiveness of policies.

    London’s Heathrow Airport remains closed until midnight Friday due to a “significant power outage” caused by a fire at a nearby electricity substation, a spokesperson said.

    The outage has affected the entire airport, with no clear timeline for power restoration. “To maintain the safety of our passengers and colleagues, we have no choice but to close Heathrow until 23:59 GMT on March 21,” the spokesperson added.

    Passengers are advised not to travel to the airport until further notice. Over 1,300 flights, including 120 already airborne, are affected, according to Sky News, citing Flightradar24, a live flight-tracking website. Some planes have been diverted to other airports, including London Gatwick Airport, those in Paris and Shannon Airport in Ireland.

    British Airways, Heathrow’s largest carrier, urged customers not to go to the airport until further notice and said it is working to update them on travel options.

    London Heathrow, one of the world’s busiest airports, handled a record 83.9 million passengers last year.

    The fire that broke out in Hayes, north of the airport has also left around 16,000 nearby homes without power. The cause remains unknown, but the National Grid is working to restore electricity as quickly as possible.

  • MIL-Evening Report: Australia’s ‘coercive’ news media rules are the latest targets of US trade ire

    As the United States recalibrates its trade policies to combat what the Trump administration sees as “unfair” treatment by other countries, two significant industries have complained to US regulators about their treatment in Australia.

    The tech industry – particularly Big Tech platforms such as Google and Meta – says it is being “coerced” into handing cash to Australian media companies. And the pharmaceutical industry is upset about low prices and delays in getting new treatments into the Australian market.

    Why are we hearing about these complaints now? And what will they mean for Australia?

    The US Trade Representative requests a pile-on

    In February, the Office of the United States Trade Representative (USTR) invited comments from the public to help it review and identify any unfair trade practices by other countries. The call was made “pursuant to the America First Trade Policy Presidential Memorandum and the Presidential Memorandum on Reciprocal Trade and Tariffs”.

    The aim was to use this consultation to investigate potential harm to the US from any non-reciprocal trade arrangements. The consultation was designed to help the USTR recommend appropriate actions to remedy any such practices.

    Essentially, it was an invitation to complain about any and all countries, including Australia. All the relevant industry associations have taken up this opportunity with a high degree of enthusiasm.

    There have been 766 submissions.

    Big Tech has complaints

    A tech industry group called the Computer and Communications Industry Association (CCIA) made a submission raising concerns about the digital policies of several countries, including Australia.

    The submission emphasised policies with what it calls “extractionary and redistributive characteristics” that force one set of market participants to subsidise the economic activities of another.

    The association’s Australian concern focuses on the News Media Bargaining Code. This requires tech companies to pay for news that appears on their platforms.

    The CCIA characterises the News Bargaining Code as:

    a coercive and discriminatory tax that requires US technology companies to subsidise Australian media companies.

    The CCIA argued that the financial burden imposed by the code is substantial. It said that two companies (Google and Meta, although the CCIA does not name them) pay A$250 million annually in deals “coerced through the threat of this law”. It also mentioned the planned “news bargaining incentive”, which aims to encourage platforms to do deals with media companies.

    Regulation by default

    The CCIA is also concerned about changes in competition law that will lead to platforms being regulated by default. That is, like telecommunications and electricity companies, designated platforms will be assumed to have a substantial degree of market power. (This was a finding made by the Australian Competition and Consumer Commission in 2019.)

    The industry group argued that Australia’s regulatory regime is modelled on the European Union’s Digital Markets Act (DMA). In fact, Australia is likely to look closely at both the EU and UK regimes.

    The CCIA says this default regulation would target specified US companies with discriminatory obligations.

    However, any business that is “designated” – regardless of its host country – would have these obligations. The proposed approach does not target or discriminate against US businesses.

    It is true the proposed approach will have heavy penalties for breach, and the CCIA complains about these “significant fines”. The CCIA correctly identifies that the regulations would empower the government to impose restrictions on how platforms use customers’ data, and whether they can preference their own products.

    The CCIA says it is concerned that these measures, like similar ones in other jurisdictions, disproportionately target US companies. It says they would also impose significant compliance costs, and may serve as a backdoor for industrial policy designed to advantage local competitors. They argue that such rules can require changes to operating procedures and services, and that non-compliance can result in hefty fines.

    The submission also addresses Australia’s proposed requirements for US online video providers, such as Netflix, to fund the development and production of Australian content, which could require these providers to allocate 10–20% of their local expenditure to Australian content. It does not note that the same is true for Australian streaming platforms.

    Big Pharma also has complaints – and a local ally

    Big Pharma, via the Pharmaceutical Research and Manufacturers of America (PhRMA) industry association, has also complained about various countries. Gripes about Australia include low prices under the Pharmaceutical Benefits Scheme (PBS) and delays to approval of new treatments.

    Medicines Australia – a local organisation that represents pharmaceutical companies – agrees about the delays, citing a PBS review published last year.

    Barriers to trade

    The critical submissions should come as no surprise. Any industry group that passes up such a golden opportunity to complain on behalf of its members is arguably not doing its job.

    In the case of both Big Tech and Big Pharma, Australia was only one of the targets. Yet the potential impacts are high.

    The USTR is looking at treating any regulatory barriers faced by US companies as if they were tariffs. At least one Australian industry association is joining the pile-on.

    How will the USTR respond? Given the White House’s current approach to trade, there is a significant risk it will recommend retaliatory tariffs on yet more Australian products.

    The large crocodile was sighted near residential areas in Townsville.

    A large estuarine crocodile has been captured in the upper reaches of the Bohle River in Townsville following reports from the community – the second large croc removed from the area in weeks.

    Wildlife Rangers from the Department of the Environment, Tourism, Science and Innovation (DETSI) recently conducted a site assessment following reports of a large crocodile in a flooded section of the Bohle River near residential areas and an unfenced turf farm.

    Given the size of the animal and its location, it was declared for removal.

    Senior Wildlife Ranger Tony Frisby is urging locals to be extra vigilant.

    “We have now successfully captured two large crocodiles in the same location within three weeks of each other.” Mr Frisby said.

    “It is essential that people in the surrounding area are aware of the potential presence of crocodiles and to prioritise their safety.”

    Crocodile sightings can be reported by using the QWildlife app, completing a crocodile sighting report on the DETSI website, or by calling 1300 130 372. The department investigates every crocodile sighting report received.

    Thanks, everyone, for being available relatively early. We’ve got a fair bit to cover this morning.

    Katy and I will say a few things about the Budget and then Andrew and I on the ACCC and supermarkets.

    Then I wanted to also touch on crypto and also the intelligence review which has just been released by the Prime Minister. And then obviously happy to take your questions.

    We’re in the home stretch of the government’s fourth Budget. It’s going to be a big day, a full day today, of putting the finishing touches on the Budget so that we can get it off to the printer this weekend. We’re looking forward to telling you all about it on Tuesday night.

    The Budget will reflect the progress that Australians have made together. We’ve got inflation down. We’ve got wages and incomes growing again. Unemployment is low. We’ve got the debt down. Interest rates have started to come down, and now growth is rebounding solidly in our economy as well.

    But despite all of the progress that Australians have made together, we know that there’s more work to do because people are still under pressure and because there’s all of this global economic uncertainty playing out around the world as well.

    The Budget will be focused primarily on 2 things: more cost‑of‑living help where we can do that in an affordable and in a responsible way, and also strengthening our economy and making it more resilient in the face of all of this global economic uncertainty.

    So it will have that familiar combination of relief, repair and reform in the fourth Budget, the same as it did in the third. It will be a very responsible Budget. It will help with the cost of living. And it will also continue to clean up the mess that we inherited when came to office 3 years ago.

    Australians have made a lot of progress together. The Budget will reflect that progress. And that progress will be a platform for what we need to do into the future.

    The Budget will be an economic plan to build on the progress that we have made, help people with the cost of living and also make sure that we’re more resilient because the global economy is such an uncertain, volatile and unpredictable place.

    I’ll throw to Katy and then to Andrew.

    Katy Gallagher:

    Thanks, Jim. Morning, everybody. You’ll see in the next Budget our continued investment in driving gender equality and investments in women, and when you look back over the 4 Budgets you’ll see that each budget or budget update has built on the investments from the October Budget where we started this work.

    For too long investments in women had been left behind by the former government. Not enough had been done in 10 years to address women’s wages, to close the gender pay gap, to invest in ending violence against women, to address gender inequality in women’s health and also in investments in the care economy. We know such a big, important part of our economy, highly feminised areas where women’s work was being undervalued and underpaid. You will see continued investment in that.

    Over the 4 budgets we’ve invested in those wages for female‑dominated industries. We’ve invested in childcare, in early education and care, in women’s health, women’s safety, in paid parental leave, in putting super on PPL. We’re also addressing the highly gendered nature of our labour force by investing in skills and training and encouraging women into male‑dominated jobs and increasingly with the wages being addressed in the care economy, seeing more men consider those jobs as good and secure jobs for them.

    We’ve also made important investments in women and girls’ sport, and because of all of these investments – and you’ll see more of it in the Budget – women are earning on average $217 more per week because of the investments we’ve made both through submissions to the minimum wage but also those investments particularly in aged care and early education and care.

    We’ve seen women’s economic participation reach record highs under this government. And we’ve seen the gender pay gap close to the lowest level ever.

    So this is what you can do when you have a concerted effort, when you have women’s policy at the centre of your economic policy and when you really take steps through the ERC, through having leadership from the Treasurer, the PM, having the Minister for Women as the Minister for Finance helps –

    – to make sure that you can deliver the outcomes that we want. I should also point out this investment is testament to the caucus in general, who are 50 per cent women. When you have women represented at equal levels in the political process you get better outcomes for women.

    Chalmers:

    Thanks, Katy. Andrew.

    Andrew Leigh:

    Well, thanks, Treasurer. Today the government’s released the ACCC’s grocery competition report. This is the first report on the grocery sector in 17 years. Over the last 17 years products like kombucha and kale have hit the shelves, but unfortunately, we haven’t seen a whole lot more competition in the grocery sector.

    And, indeed, this report reveals that the market share of the big 2 supermarkets has increased over that period. It’s seen the entry of Aldi but the shrinking of Metcash. And it sounds a cautionary note about what the future might hold, making clear that it doesn’t see a future in which Metcash’s market share grows substantially, nor does it see a significant competitive threat from Amazon.

    The report also suggests that the big 2 may have been playing tag team rather than tug‑of‑war. It suggests patterns of specials oscillation which look like a little too cosy for the comfort of many Australians.

    It makes a set of wide‑ranging recommendations which the government has said we will accept in principle. Some of those recommendations involve long lead times, others involve consultation with states and territories. We will focus on doing that.

    But the report makes very clear that the Coalition’s approach is not the right way of delivering a fairer deal for farmers and a fairer deal for families. The Coalition voted against Labor’s new mandatory Food and Grocery Code, which the ACCC report talks about as an important measure for holding supermarkets to account in their dealings with farmers.

    This is a significant report – 400 pages, data analysis that covers over a billion prices. But there’s no suggestion in any of that that the Coalition’s favoured approach of divestment would deliver better outcomes for farmers or better outcomes for families.

    Labor’s new mandatory supermarket code of conduct comes into effect next month with multimillion dollar penalties. That’s the Food and Grocery Code that the Liberals voted against. We’ve increased ACCC funding to go after supermarkets who are using misleading pricing tactics. As part of the Treasurer’s merger reforms – the biggest shake‑up in the merger laws in 50 years – we’ve made clear that every supermarket merger and land acquisition would need to be notified.

    We’re making it easier for new supermarkets to enter the market with incentives for states and territories to cut planning and zoning red tape through the work that the Treasurer is doing with the Council on Federal Relations, backed by our $900 million National Productivity Fund. We’re clamping down on shrinkflation by strengthening the Unit Pricing Code, funding CHOICE to give shoppers more information on the best value supermarkets and providing over $70 million in low‑cost essentials subsidy scheme to improve food security.

    We’re also providing supplier education for those suppliers that find themselves negotiating with supermarkets with one hand tied behind their back. Now, the supermarkets won’t like that, but farmers will. It will be welcome news as we aim to provide more information to those suppliers, particularly in the fresh produce area.

    Shrinkflation, sneaky prices, unfair deals – we’re tackling those head on. We are working hard to secure a fairer deal for farmers and a fairer deal for families. We understand that it is critical that the supermarkets do the right thing, and we are holding them to account through our existing reforms and through our in‑principle adoption of this important new ACCC report.

    Chalmers:

    Thanks, Andrew. We know that Australians are still under pressure, and a lot of that pressure is felt at the checkout.

    That’s why we’re cracking down on the supermarkets, and it’s why the Budget will have a real focus on the cost of living.

    Even with the progress that we’ve been making on inflation, we know that people are still under the pump, and we know that the weekly trip to the supermarket can be a source of that pressure.

    That’s why we’re taking all of the very significant steps that we are to crack down on the supermarkets. Cracking down on the supermarkets is all about getting a fair go for families at the checkout and farmers at the farm gate. That’s what this ACCC report is all about as well. The ACCC report is about more scrutiny, more information and more competition.

    We are acting on all those fronts simultaneously. Andrew has run through all of the ways that we are doing that. Our primary focus as a government is the cost of living. And we’re coming at it from every conceivable and responsible angle – cost‑of‑living help which is already rolling out combined with keeping the supermarkets in check at the checkout. These are the important parts of our plan.

    It’s important to remember that even with the pressures that people are still under, food inflation was something like 5.9 per cent when we came to office; it’s now around half that at 3.0 per cent. What that means is we are making that progress. That progress is welcome and it is encouraging, but we’ve got more work to do because we know that people are still under the pump.

    I wanted to touch on 2 more issues briefly, and then happy to take your questions.

    First of all is in relation to digital assets. We’re releasing our statement today to give certainty and clarity to the industry and to stakeholders and to Australians more broadly about the next steps when it comes to crypto and digital assets more broadly.

    Crypto and digital assets have a role to play in our economy, and that role will grow over time. We want to make sure that the growth of this really important part of the economy happens in a way that we can be comfortable with.

    Data and digital are such an important part of our productivity agenda more broadly, and so with the appropriate framework, we believe that digital assets can make our economy more dynamic.

    We see in this area big opportunities for our financial sector, our payments industry, our capital markets and our economy more broadly. So what we’re trying to do here is seize the opportunities that come from digital assets and platforms. We want to encourage investment and innovation and growth, but we also want to make sure that that innovation and growth happens with an element of certainty and security as well.

    So we’re working with the industry and with the regulators. We’re proposing a legislative framework in 2025. We’ve already started talking with experts and regulators and interested parties about what that legislation should contain. But it’s quite a detailed statement we’ve put out there today. We’ve done that in the interests of certainty and clarity. It sets out 4 main steps that we’re taking, and it also releases the conclusions of the Board of Tax Review that we did in this really important part of the economy.

    We can be enthusiastic about this part of the economy and recognise that, in encouraging that innovation and in encouraging that dynamism that comes from data and digital, that productivity that we get in our financial sector and more broadly, we need to make sure that that’s consistent with keeping consumers and investors safe as the industry evolves quite quickly.

    The last thing I wanted to touch on was the Intelligence Review. So the Prime Minister has released the Intelligence Review in the last half hour or so. There’s a lot of uncertainty in the world and there’s a lot of risk. We will see that responded to in the Budget, and we see that responded to when it comes to the conclusions of this Intelligence Review.

    I wanted to give a big shoutout and a big thank you to Richard Maude and Heather Smith for doing the review for the government, also Andrew Shearer and his colleagues for the conversations that we have been having with them about the implementation of the Intelligence Review.

    We see this uncertainty and we see this risk in the way that national security and economic policy have become more and more intertwined. They’ve always been intertwined to some extent, but they’re now almost inseparable from each other, and that’s because so much of the uncertainty and risk that we see in the world, the geopolitical uncertainty, has an element of economic consequences attached to it as well.

    So we commissioned the review to ensure that our intelligence agencies are best placed to understand that and advise on that. We are blessed with outstanding agencies and people, and this is about supporting their crucial work. We’ve released an unclassified version of the report. As you would expect, a lot of the response will be classified, but I wanted to announce today that there will be $45 million in the budget to implement in an initial way the conclusions and recommendations of the Intelligence Review.

    This is part of a big 20 per cent increase in funding for national security that we’ve seen under the life of this government, primarily defence but funding our intelligence agencies is an important part of the story as well, $45 million in new funding, responding to the recommendations of the Intelligence Review that we are releasing today.

    With that, happy to take some questions, and we’ll start on this side for a change with Pablo.

    Journalist:

    Treasurer, the ACCC says the margins of the big 2 supermarkets have been rising over the last 5 years. So a lot of customers might be wondering how they possibly are not gouging Australians?

    Chalmers:

    There is market dominance, and that’s why we’re acting in all of the ways that Andrew ran through.

    If you think about our efforts to boost scrutiny, to boost information, to boost competition, it’s all about recognising that there is market dominance in the sector, and that’s what we are responding to in a number of ways. That’s what the ACCC is dealing with.

    Now, what the ACCC said was there’s been an increase, obviously, in grocery prices over that 5‑year period, so spanning the life of 2 governments. Those price increases slowed in 2024 in their estimation. Our price increases, they’ve gone up by less than most of the OECD is another conclusion of the report. As I said, food inflation has basically halved during our time in office.

    But there still is that market concentration. There still is that market dominance, especially by the 2 major players, and that’s why we’re taking all of the steps that we are taking in competition reform, in planning and zoning, in the mandatory Food and Grocery Code, in empowering CHOICE, funding the ACCC. All of these things are about dealing with and responding to the market dominance that the ACCC identifies.

    Journalist:

    Treasurer, we’ve spoken to farmers in places like Orange that have had to rip up orchards because of the dominance of the supermarkets. You’ve announced $2.9 million for them to stand up to supermarkets. Some of them may wake up and hear that and think they’ve been short‑changed, or is that all there is for them?

    Chalmers:

    I’ll say something about that, then I’m going to throw to Andrew because Andrew’s been a very enthusiastic advocate for helping the organisations in the way that we’re announcing today.

    This $2.9 million is about strengthening the arm of the groups which represent our farmers and our producers. We want to make sure that when supermarkets are negotiating with our farmers that we can strengthen the arguments and strengthen the arm of the people who produce our food. That’s what this funding is all about.

    Now, always organisations will always want more funding. We understand that. We’re realistic about that. But this is a new investment. It’s also not the only thing that we’re doing to empower farmers and suppliers. Making the Food and Grocery Code mandatory, the big penalties that Andrew talked about, all of this is part of the story as well. But I’ll throw to Andrew to say a few more things.

    Leigh:

    Thanks, Treasurer. It’s very clear from this report that the supermarkets have been stacking the shelves in their favour. We knew that from the report that we asked former Competition Minister Craig Emerson to do on the Food and Grocery Code. That followed a period under the former Coalition government where they had set up a toothless voluntary code and then when they reviewed it when David Littleproud was Agriculture Minister, decided to keep it, the toothless voluntary code.

    We brought into parliament multimillion dollar penalties, and the Liberals and the Nationals voted for the status quo, for the toothless voluntary code. Labor’s mandatory Food and Grocery Code of Conduct includes an ability to make anonymous complaints to the ACCC. That gets to the issue of retribution, where suppliers have said they’re too scared to speak out to the independent code assessors for fear that they won’t be able to sell their product. When you’ve got a duopoly accounting for such a big share of the market, that’s a reasonable fear.

    We’ve seen particular concerns around fresh produce suppliers, required to sign up to annual contracts but then subject to week‑to‑week bidding with the notion that if a big supermarket doesn’t take their stuff, then they’re faced with getting much lower prices at the markets. So this supplier training, which was not in place under the former government – it’s a new initiative by us – does ensure that the suppliers are going into those negotiations better prepared, better armed, better able to take on the big supermarkets.

    We’re looking not only to get a fairer deal for families at the checkout, but also a fairer deal for farmers at the farm gate.

    Journalist:

    The report’s assessment is that not much can be done about the market dominance, that it will persist, it’s already entrenched and it will keep going. Do you disagree with that? You’ve listed various things that are going on. Do you think your efforts will make a big difference to that?

    Chalmers:

    Any time you introduce more scrutiny, more information and more competition, that can only be a good thing for consumers. While the ACCC talks about this entrenched market dominance, they also provide 20 recommendations about things that we can do about it. And, as we’ve said, we accept all of those recommendations in principle, and in most of those areas we are already taking substantial steps.

    There are things that we can do and there are things that we are doing, remembering that some of the steps that we are taking, including the mandatory Food and Grocery Code, they’re yet to come in. They’re about to come in. So we should give those things the opportunity to work.

    I’ll see if Andrew wants to add to that.

    Leigh:

    Thanks, Treasurer. Just the only thing to add to that very comprehensive answer is the work we’re doing with states and territories around planning and zoning reform. So, Tom, you’d be aware of the $900 million productivity fund. That ensures that there are incentives for states and territories to think about planning and zoning through a competition lens, which hasn’t always happened.

    Australians would be familiar with the value that’s come from the growth of Aldi but also the missed opportunity from Kaufland attempting to enter the Australian market and then deciding to back off. Had measures like this been in place we might have seen a different outcome from Kaufland and we might today have a more competitive grocery market.

    So this is all about ensuring that the market is there for new entrants who are willing to enter and they have the opportunity to bring an injection of fresh competition, which is so much at the heart of this government’s economic agenda.

    Journalist:

    Treasurer, on the Budget, you’ll announce a deficit. You’ve said that that’s what you’ll do. And that’s the underlying cash. But the fiscal balance will be substantially larger because of the losses being made by everything from HECS to the Regional Investment Corporation. Do you think there is an argument to properly account for the money that is going into the economy from these off‑budget organisations and entities that are controlled by the federal government?

    Chalmers:

    A couple of things about that.

    First of all, we’re accounting for them in the usual way. We’ve not changed the way that we’re accounting for that. The difference between the headline balance and the underlying balance, what you’ll see on Tuesday is that some of the assumptions about the headline balance have not been quite right in the speculation – I say that respectfully – because in some instances what we have done already is provisioned for and included in one way or another in the mid‑year budget update.

    It’s not as simple as taking the mid-year update as the baseline for the headline balance and then adding any of the subsequent announcements. In some cases, we’ve made some responsible provisioning or allowed for it in one way or another.

    On the underlying cash balance, you’re right that this will be a deficit, but a smaller deficit than what we inherited – substantially smaller. And one of the defining themes not just of this Budget but of the whole set of 4 Budgets is that we have helped engineer a $200 billion improvement in the budget position over the years that we have been responsible for, and that is the biggest ever nominal improvement in the budget ever.

    In addition to that or part of that, we’ve delivered those 2 surpluses, we’ve got a smaller deficit this year, we’ve found more than $90 billion worth of savings, we’ve banked most of the upward revisions to revenue in our time in office, and all of that means that we’ve got the debt down substantially and we’re saving on interest cost.

    We’ve been managing the budget very responsibly to here. We will manage the budget very responsibly from here, and you’ll see that on Tuesday night.

    Journalist:

    Just talking about the Intelligence Review, are you able to say what the Review says about how the L’Estrange‑Merchant reforms from 2017 are actually progressing in terms of turning the ONA into the ONI, an intelligence body that actually directs the broader national intelligence community? And are you looking to boost the ONI’s role in terms of a director?

    Chalmers:

    The newish role for the ONI is obviously a really important one, and you’ll see when you go through the detail of the unclassified report, which is on the web now, you’ll see how we’ve dealt with the evolution of our agencies from L’ Estrange through to the Maude‑Smith report and what we intend to do about it.

    You’ll also see, as I’ve said earlier on, that there are some ways that we can fund in an initial sense $45 million in 2 parts – 30 and 15 – which is all about strengthening the role of these agencies in our intelligence armoury.

    I’d encourage you to read the report. I acknowledge it’s only just gone up. You wouldn’t have had a chance to read it in between then and coming to this press conference. But have a squiz at it, and if you want to have a conversation about it separately, we can do that.

    Journalist:

    You’ve had it for 9 months. You’re releasing it on the same day as this significant ACCC report. What does that say about scrutiny, and is there anything in it that you don’t like?

    Chalmers:

    It’s a really important report. The reason why we have taken the time – I acknowledge we have taken the time – to go through it. And without going into the detail of the discussions, it’s because we’ve worked through it with the other members of the National Security Committee in a very methodical, very considered, very careful way, because there’s a lot of in it. And I think people would expect us to do that, to work through it in a methodical way.

    In terms of the timing of the release. I wanted to release it today because I see it as important.

    It is part of the Budget on Tuesday night and I didn’t want it to be lost in that. I wanted to bring it out and indicate – because there has been some commentary about how long we’ve had it – I wanted to make it clear, the Prime Minister wanted to make it clear in making the announcement this morning that the recommendations of the review are really important – important enough for us to allocate an extra $45 million in a tight budget.

    Journalist:

    Katy, have you identified any more savings in this Budget and, if so, how much?

    Gallagher:

    You’ll see the same approach we’ve taken in previous budgets so – where we’ve found savings in every budget. We’ll have more to say on that in the lead‑up to the Budget. But we’ve taken the same approach – looking to find savings, reprioritise. The approach we’ve taken on the last 3 Budgets you’ll see in the fourth. But you’ll have to wait a bit more for the detail on that.

    Journalist:

    The Prime Minister already said you’re going to have a Buy Australian component in the Budget. Is it going to be sort of more than flim flam? Are you worried – or do we no longer need to worry, because we’ve had procurement programs in the past where we’ve had to be mindful of breaching our WTO obligations. Given that Trump’s torn up the rule book, do we care about that anymore when it comes to your decision‑making on procurement?

    Chalmers:

    I’ll throw to Katy in a sec on procurement, but there are 2 issues here – they’re related but separate.

    The issue that the Prime Minister has been talking about in response to the announcement out of DC on the steel and aluminium tariffs is about encouraging Australians to buy Australian and to recognise that we’ve got wonderful Australian products, and if people are unhappy with the tariffs being levied on us then they can vote with their feet and buy Australian products.

    There will be some funding in the Budget to support a Buy Australian campaign.

    Separate to that is how we procure Australian goods and services, and Katy’s got an important role to play in that, so I’ll throw to her.

    Gallagher:

    We’ve been doing quite a lot of work under the procurement policy where we can. So in the last month or so we’ve announced with the work I’ve been doing with Ed Husic the definition of an Australian business for the first time. Previously it’s sort of been captured by your ABN, but that doesn’t really, as you know, define an Australian business. So we’ve worked with industry to do that. We’ll have that definition. That will help us track exactly how much we are procuring.

    And also in the value‑for‑money assessments, not just having that on cost but broadening out value‑for‑money assessments from the Commonwealth.

    We want to use procurement. We’re a big procurer of services and programs, and we want to make sure that we are using the capacity of the Commonwealth to drive better outcomes for Australian businesses.

    There are some constraints, as you say, under our free trade agreements and things like that, but we see there’s a lot of opportunity to think about how we use the Commonwealth spend to drive good outcomes here for Australian business.

    And all the discussions I’ve had with Australian business, they don’t want favouritism, they don’t want preferential treatment. They just want a level playing field, and that’s what we’re trying to create through the procurement programs.

    Journalist:

    Will that be in the Budget – sorry, Minister? That procurement stuff, or is it more just the campaign?

    Gallagher:

    We’ve been rolling out the Buy Australian plan through the last couple of years. We did the announcement on Australian business I think within the last 3 weeks or so. And we’ll update the guidelines, the procurement guidelines and rules.

    Chalmers:

    I might just say something more broadly about that and then we’ll finish up.

    Australians are huge beneficiaries of the rules of international trade. We’re a trade exposed economy. We’ve got a lot of skin in the game when it comes to the way that these trade tensions are escalating.

    But the rules of the global economy are being rewritten, which goes to your point about the WTO, Phil.

    We’re in a whole new world of uncertainty, and a big part of that is the new policies of a new administration in DC, but that’s not the only part of it.

    Two major conflicts – Eastern Europe and the Middle East, slowdown in China, political division and dissatisfaction around the world, places like Korea, France and elsewhere. This is a whole new world of uncertainty.

    The reason I finish on this point is because this is one of the key influences on the Budget.

    There are 2 big influences on the Budget – global economic uncertainty from which we are not immune. Like everyone around the world, we want to make sure that we can be beneficiaries of the way that the world is churning and changing, not victims of that. Big part of our efforts, huge influence on the Budget.

    The other one is the pressures that we acknowledge that people are still under, despite our really quite substantial, significant, meaningful progress on inflation and unemployment and growth rebounding, the private sector reclaiming its rightful role as a driver of growth in our economy. We know that people are still under pressure.

    That’s why the Budget is going to be about those 2 things. It’s going to be about helping people with the cost of living where we can do that in an affordable and a responsible way. And it’s going to be about making our economy stronger and more resilient in the face of this global economic uncertainty which is upending the world. That’s what you’ll see on Tuesday night. Those are really the 2 main themes, the 2 main influences and the 2 main sets of responses that you can expect to see.

  • MIL-OSI China: Beijing district deploys AI to streamline street inspections

    Beijing’s Xicheng district has implemented an artificial intelligence-powered system to streamline street inspections, allowing for more efficient monitoring of its over 1,400 alleys and streets.
    This new approach uses specially designed backpacks equipped with AI to automatically identify and report urban management issues.
    Instead of traditional manual inspections, patrol officers now carry a discreet backpack weighing just over 3 kilograms. The backpack, equipped with a protruding sensor, houses a sophisticated AI system capable of rapidly assessing the condition of narrow streets and alleyways.
    The system features a 48-megapixel ultra-high-definition panoramic camera that captures 12K panoramic photos and 8K panoramic videos in real time, even at speeds up to 60 kph. This allows inspectors to cover more ground on foot, by bicycle or in a slow-moving vehicle.
    The integrated AI technology uses multimodal video recognition and various large model algorithms to analyze images. It can automatically identify environmental problems like improperly placed items, littering, damaged facilities and incorrect waste sorting. The system achieves over 90% accuracy for common issues and averages over 65% across 280 indicators. This eliminates the need for inspectors to take manual photos and write reports, significantly boosting efficiency.
    Community workers now receive automatic notifications from the AI system immediately after inspections. These include panoramic videos, problem images, and precise QR codes for location tracking that are accurate to the centimeter. The system can even measure data such as unpleasant smells.
    An official from the Urban Management Committee of Xicheng District of Beijing said the AI system has drastically reduced the workload for front-line workers. Previously, tasks like downloading case files, locating problem areas and coordinating rectification could take at least a full day. The new system not only reduces this burden but also continuously improves its accuracy and efficiency.

  • MIL-Evening Report: How will the history-making new Olympics boss shape sports worldwide, and in Australia?

    In a surprisingly emphatic result, 41-year-old Kirsty Coventry, Zimbabwe’s Sport Minister, was selected as the new president of the International Olympic Committee (IOC) at its 144th session in Greece.

    Coventry is the first woman, the first African, and the youngest person ever to take on the role.

    So how did she rise to this position, and what should sports in Australia and globally expect?

    Unpacking the votes

    Coventry comes well-credentialed as a five-time Olympic swimmer, representing Zimbabwe from 2000 to 2016 and winning seven medals, two of them gold.

    An IOC member since 2013, Coventry was initially an athlete-elected member.

    She has taken on various IOC roles, including most recently on the Coordination Committee for the Brisbane 2032 Olympic and Paralympic Games.

    Although Coventry was one of the three favourites, along with Sebastian Coe from the United Kingdom and Juan Antonio Samaranch Jr from Spain (son of the previous IOC President Juan Antonio Samaranch), she won the vote in a landslide on the first ballot, securing 49 votes of the 97.

    Having obtained the required 50% majority, no further rounds were held.

    So begins a new dawn for the IOC’s now extremely powerful inaugural woman leader, who will face several challenges.

    How did she win?

    Foremost, Coventry had longstanding president Thomas Bach’s informal endorsement and support.

    Bach no doubt had a huge sway over the voting members, many of whom were elected to the IOC during his 12-year reign.

    Bach’s appointment as Honorary President for Life from June this year means he will still have a powerful role and be able to mentor and influence Coventry.

    A lack of transparent voting for the position means we cannot know who voted for whom. Some will presume the new president garnered the majority of votes from women and African delegates, but such an observation can only be speculative.

    With women comprising 43% of IOC members, it is a reasonable assumption this cohort provided a strong support base.

    Several candidates proposed quite significant (and in some cases radical) changes, suggesting a vote for Coventry was a nod to keeping the status quo.

    Or was it just time to break the hold of male presidents?

    The 2024 Paris Olympics were the first games with equal 50-50 men-women participation. The IOC membership has also changed over the past few decades, with growing representation of women. As a result, its long-held reputation as an “old boys’ club” is slowly shifting.

    Coventry triumphed despite previous doubts about her domestic political ties, and a limited change agenda that seemed to be mainly a legacy choice for Bach.

    In this context, Bach might continue to exert his influence.

    Global challenges for the new president

    As Olympic Agenda 2020+5 draws to its end, the new president will have the opportunity to set a future-focused strategy.

    There are plenty of areas she will need to consider in taking the reins. Here are our top ten:

    1. Safeguarding athletes. The provision of safe spaces for sport is an area of global concern as the incidents of athlete harm are brought to light.

    2. Environmental, sustainability and global warming issues, such as lack of snow for the winter games, venue rationale, spending on mega events, and lack of bidders for future games.

    3. The impact of AI and digital transformation on all aspects of sport, from athlete performance and officiating to governance and management.

    4. Bidding processes for future host cities.

    5. Transgender athletes and diversity, equity and inclusion considerations.

    6. The (Australian-initiated) proposal for the pharmaceutical free-for-all Enhanced Games.

    What about Australia?

    Coventry comes from an impressive swimming background, and this could work to Australia’s advantage.

    Although she will step down from her role on the Coordination Committee for the Brisbane Olympics and Paralympics to handle other pressing presidential duties, she will no doubt retain a close link to the third Australian Olympic host city.

    The Australian Olympic Commission was quick to congratulate her on her ascension to the IOC presidency.

    Coventry knows AOC President Ian Chesterman, a fellow IOC member, so we can expect a close, friendly working relationship between them.

    With the Brisbane games only seven years away, the new IOC president will certainly have a strong vested interest in Australia and aspects of the Olympic and Paralympic movement in this part of the world.

  • MIL-OSI New Zealand: Police out in force to target antisocial road users this weekend

    Attribute to Inspector Angela Hallett, Road Policing Manager, Eastern District:

    Police are aware of a planned antisocial road user event planned for Hawke’s Bay this weekend.

    A number of participants are expected to take part over the weekend. To help Police respond to, and curtail illegal and antisocial behaviour, members of the public are being asked to contact us when they see it happening.

    We will have a visible presence on the roads, with a focus on deterring antisocial behaviours, and disrupting illegal activities.

    In the lead up to the weekend, Police have completed enquiries with persons suspected of involvement in previous sustained loss of traction offending and those in the Hawke’s Bay car scene generally. This has led to plenty of parents having a greater awareness of their teenagers’ weekend activities and the potential to influence them from participating.

    Demerit point suspension notices have also been issued, and one car has been impounded relating to burnouts.

    The community has reported several instances to us across the last few weeks, with increasing concern. I have personally heard from members of our community who have been impacted and shaken by this activity. My message to them is, we hear you and we are responding.

    Overall, we want the community to feel safe. Emergency services are all too aware of the consequences of this driving behaviour, including people getting seriously injured, but also the potential for someone to lose their life.

    A car can be an unpredictable thing when its being pushed to its limits, especially when it comes within mere inches of the spectators or those filming it.

    Police have been working alongside partner agencies and territorial authorities in our response to the activity.

    We will be targeting those engaged in skids and burnouts, but our enforcement action won’t be limited there. We will also be targeting those supporting this activity, such as those attending the events or attempting to conceal the driver’s identity. Licence conditions and any breaches of those will be enforced.

    Illegal activity from sustained loss of traction causes significant damage to the roading infrastructure and presents a risk to other road users and is costly to repair.

    We also know that people and organisations are supporting this activity through supplying these drivers with tyres, often second hand with marginal tread, and people towing vehicles to and from the scene, you too can expect Police to be knocking on your door.

    Where we can’t take action on the night we will use the information gathered to follow up later on.

    We ask members of the public to report this behaviour to us, but do not attempt to stop it or get close. Instead stay inside your house if it is happening outside or hold back if you are driving through the area and report information from a distance.

    The winners of the 2025 Southern Cross Health Insurance Wayfinder Awards were announced Thursday, March 20, at a ceremony in Tāmaki Makaurau/Auckland.

     

    Taking home gold across the six categories in recognition of achievements by individuals and organisations, were Waikato-Tainui, ASB, ORIX New Zealand, Netsafe, Jen Southan (ORIX NZ) and Dominic Quin (Foodstuffs). 

     

    The Southern Cross Health Insurance Wayfinder Awards encourage businesses to innovate in workplace wellbeing, driving employee engagement and business success, and to celebrate those who have made wellbeing central to their strategy and part of their organisation’s culture.

     

    Nick Astwick, CEO Southern Cross Health Insurance says, “Our 2024 Healthy Futures report confirmed that 89% of people agree they, and the businesses they work for, would flourish if employers made workplace health and wellbeing a priority. The Wayfinder Awards acknowledge those organisations which have made the concerted decision to put their people’s wellbeing front and centre and are therefore reaping the benefits of their innovation and commitment.

     

    “To hear their stories and see the increased productivity, reduced turnover and high levels of engagement, particularly against a tough operating environment, was truly inspiring for me and the panel of expert judges who helped determine our winners for 2025.”

     

    Three of the awards – Small Business, Medium Business and Large Business – celebrate companies which have woven workplace wellbeing into their core strategy.

     

    Netsafe won gold in the Small Business Award category. Dr Ellen Joan Ford said, “One of the things that really stood out was where businesses offered flexibility as part of their wellbeing initiatives. I am a firm believer in flexibility and think this is the way of the future – we should be focusing on outputs not hours. (Netsafe) has Super impressive employee engagement scores and I love their ‘Flexible First’ work policy.

     

    The gold Medium Business Award went to ORIX NZ, with judge Rob Holmes from PaperKite saying, “ORIX balances fiscal priorities with holistic wellbeing, and has created a workplace where employees feel valued and can thrive.”

     

    ASB was awarded gold for the Large Business Award, with Dr Quinlan noting, “ASB is leading the way for other large organisations in New Zealand, setting new standards for employee care and benefits. Aligning benefits with their people promise, they have listened and designed the benefits that meet their people’s needs. It’s a carefully considered approach that employees are already appreciating.”

     

    Waikato-Tainui is the recipient of the gold New Horizon award which focuses on innovation in workplace wellbeing. The iwi is committed to addressing the unique health challenges faced by kaumaatua, who are disproportionately affected by health issues and struggle to access healthcare.

     

    Judge Melanie Beirne (Ngāi Tahu) said, “This initiative (from Waikato-Tainui) taps into the powerful influence and potential of iwi, creating a direct pathway to connect with hard-to-reach, under-served communities. By removing cost barriers, it opens up access to health, well-being, and financial stability. Its innovative approach is not just transforming lives of kaumaatua — it’s setting a new way of working and standard that has the potential to inspire other iwi to follow suit. If adopted, the ripple effect of this change has the potential to uplift communities across Aotearoa.”

     

    The first of the individual awards was won by Jen Southan of ORIX NZ. The Star Wayfarer Award recognises someone who has made a tangible difference and impact to wellbeing within the workplace. Rob Holmes said, “Jen’s relentless passion for wellbeing has inspired transformative change at ORIX, creating an inclusive culture where employees feel supported and valued.”

     

    The True North Award acknowledges a people-leader who has made an outstanding contribution to the wellbeing of their team. Recipient Dominic (Dom) Quin of Foodstuffs was acknowledged as exceptional by his team and the judges, in fact Dr Denise Quinlan said, “can we clone this leader?”.

     

    Nick Astwick concurred, saying “Dom deeply believes “anyone can be a leader” and he coaches and inspires his team to engage in courageous conversations. He shifted the team from an outcomes-led business to a human led business with stunning results. A truly high performing leader.”

     

    Reflecting on the Southern Cross Health Insurance Wayfinder Awards, Astwick was struck by one key theme which stood out for most successful entries.

     

    “The health and wellbeing needs of people change with age, stage, and personal situations. One of the innovations this year was a focus on personalising health and wellbeing programmes to ensure they are relevant for all.

     

    “Our purpose at Southern Cross Health Insurance is to empower our members to live well for longer. More than half of our members are with us through group schemes offered by organisations which understand that good health is good for business. It is so heartening, even as many businesses, even ours, have faced so many economic headwinds that leading New Zealand companies of all shapes and sizes are investing in their people’s wellbeing and taking people’s circumstances into account,” said Astwick.

     

    He added, “We’d like to acknowledge all the entries we received from across New Zealand and whakamihi/congratulate our gold, silver, and bronze winners. You are leading the way for business in Aotearoa.”

  • MIL-OSI New Zealand: Save the Children – Young ocean champions off to France for Global Summit

    Six young Kiwi ocean advocates, alongside representatives from WWF-New Zealand and Save the Children New Zealand, will travel to France this week to attend a global Ocean Citizen Summit aimed at exploring solutions to better protect our ocean and accelerate youth-led ocean action.
    The global forum, hosted at Nausicaá, Centre National de la Mer in Boulogne sur Mer, France, brings together more than 60 youth representatives from around the world to share the insights and solutions from their regions.
    Together, with senior experts in marine science and advocacy, they will identify individual and collective responses to five key challenges of the United Nations Decade of Ocean Science for Sustainable Development: changing humanity’s relationship with the ocean; unlocking ocean-based solutions to climate change, protecting and restoring marine ecosystems and biodiversity, developing a sustainable and equitable ocean economy and understanding and beating marine pollution from source to sea.
    The world’s oceans and seas are critical to our planet’s health, covering 71% of the Earth’s surface, producing 50% of our oxygen, feeding over 3 billion people, and absorbing 1/3 of global CO2 emissions. However, they face severe threats from climate change, pollution, overfishing, and ocean acidification. The Ocean Citizen Summit aims to empower young people to address these pressing challenges at both local and global levels.
    “Young people have the most to lose from climate and ocean degradation, as they will experience the long-term consequences,” says Save the Children Advocacy Director Jacqui Southey.
    “That’s why youth voices are crucial in these global conversations, particularly Pacific youth who are experiencing the impact of the world’s changing climate first hand. Here in Aotearoa, our marine environment is an important part of our lives and national and cultural identities, but sadly it is facing many threats, with unsustainable fishing, plastic pollution and climate change pushing our marine species and habitats to the brink of extinction.”
    WWF-New Zealand’s CEO Dr Kayla Kingdon-Bebb says the global summit is an amazing opportunity for the New Zealand group to meet other ocean youth champions from around the world.
    “I’m so proud that our rangatahi will be representing us on the world stage in France. This is a chance for these talented ocean conservation advocates to discuss global ocean conservation issues, share a Pacific perspective, and help shape the United Nations’ Ocean Citizen Charter.”
    The six youth advocates were selected following a series of ocean workshops held by WWF-New Zealand and Save the Children New Zealand in late 2024.
    Alongside Save the Children Youth Engagement Coordinator Vira Paky and WWF New Zealand’s Conservation Impact Advisor Carolyn Aguilar, the six youth delegates are:
    Quack Pirihi (Ngāpuhi, Ngāti Wai, Ngāti Whātua ki Kaipara, Patuharakeke) is a takatāpui activist, storyteller, and community organiser from Aotearoa, working at the intersection of indigenous sovereignty, climate justice, and queer liberation. Their mahi centres on rangatahi takatāpui empowerment, kaupapa Māori, and resisting environmental destruction. As the Founder and Director of Mana Āniwaniwa, Quack uplifts takatāpui and rangatahi Māori voices in decolonial and climate movements. A staunch opponent of deep-sea mining, Quack has spoken internationally, advocating for moana as an extension of whakapapa. In 2023, they joined the Pacific delegation to the International Seabed Authority conference, challenging corporate and colonial interests. Through storytelling and activism, Quack amplifies indigenous resistance to extractivism, pushing for solutions grounded in mātauranga Māori and a future where whenua, moana, and tangata thrive.
    Lottie Stevenson was born in Westport/Kawatiri on the West Coast of Te Waipounamu, and has lived close to the ocean her whole life. She earned her Bachelor of Science in Geography, studying at universities in Wellington/Te Whanganui-a-Tara and The Netherlands. Her recently completed Master’s thesis examines Antarctic paleoclimate and glaciology, including a chapter advocating for decolonising Antarctic research. She aims to foster collaboration across borders, ultimately driving collective action for Papatūānuku (Earth Mother). Lottie largely splits her time between mountains and sea, being an avid tramper, beach-cleaner, and aspiring environmental activist.
    Kat Cooper’s background is in marine biology and geography with a special interest in sharks, the deep sea, and queer ecology. Having just submitted their Master’s in marine biology they spend their time baking, annoying their flatmates, and volunteering. Love of the ocean began for Kat with their dad in the big blue backyard of Tāmaki Makaurau, with summers spent camping by the beach or snorkelling. To Kat, the way forward for ocean conservation is taking a holistic view of ocean ecosystems that acknowledges the place of people within the ecosystem, and emphasises the importance of indigenous knowledge. The Citizens of the Ocean Summit is Kat’s first international event, and they’re excited to explore the varied perspectives of the other delegates, and work together to create change.
    Maia Horn Nō hea Whāngārā Mai Tawhiti ahau. Spending my childhood summers in Whāngārā fostered my deep love and connection to the ocean and there has never been any doubt in my mind about the career I have dreamt of. Growing up with the tale of the Whale rider, Paikea also meant that I aspire to study tohorā as they are not only ecologically significant, but also culturally significant to Māori.
    Wei Heng Pok (卜炜衡) is a Climate & Sustainability consultant based in Tāmaki Makaurau (Auckland) at Edge Impact. An advocate for indigenous solidarity, climate policy, and justice, Pok has contributed to prominent forums such as the Nobel Prize Dialogue, the World Economic Forum Annual Meeting in Davos, COP26, and TIME Magazine. Outside of work, he serves on the Strategic Council of Climate Catalyst and was a former Climate Justice Design Partner for the World Economic Forum. Constantly unlearning and unlearning, he hopes to find his way home as he works on decolonising his identity. His most recent projects are building on regenerative soil practice within community-supported agriculture, alongside tracing his genealogy back to China.
    Veronica Rotman is a marine scientist, tertiary lecturer, science communicator and doctoral student. Her entire life revolves around the ocean, for work, for play and for kaimoana gathering, having grown up freediving and spearfishing in the frosty water of Te Waipounamu. Veronica is a TEDx speaker, has delivered many public talks and university lectures, and sat on the Sustainable Seas National Science Challenge Stakeholder Panel for five years. Her proudest mahi has been setting up and delivering the first remote tertiary training in sustainable aquaculture and marine science to Mana Whenua of the Muriwhenua in Kaitaia. The purpose of this was to empower students with knowledge and skills to get jobs and set up their own ventures. Veronica is in the final year of her PhD titled: Ki uta ki tai (mountains to sea): microplastics in Southern Aotearoa, that hopes to highlight the interconnectedness of terrestrial, freshwater and marine environments and to promote mountains to sea management. Her previous research looked into the physiological impacts of microplastics on snapper, incidence of microplastics in wild fish, and microplastics in aquaculture systems.
    The Citizen of the Ocean Youth-led Summit is being held March 25-28 2025. It aligns youth advocacy with global agreements like the Paris Agreement, the UN Sustainable Development Goal 14 (Life Below Water), the UN Decade of Ocean Science for Sustainable Development and the European Union’s Mission “Restore our Ocean and Waters”
