Tomorrow the government will present information on its activities in the Sejm. In the afternoon, the head of government went to a meeting of the crisis staff in Wrocław. Concrete actions Today’s government meeting was devoted to the situation in southwestern Poland after the flood. In the public part, Prime Minister Donald Tusk asked ministers to present the activities of their ministries and propose specific solutions. “My intention is that each government meeting – in this dramatic time of flood and post-flood reconstruction – should begin with a specific report that should reach people immediately,” explained the head of government. The second part of the meeting of the Council of Ministers was devoted to the draft act amending the act on special solutions related to removing the effects of floods. “Para bromear 100 pages of amendments that will improve the existing law; they will make assistance easier and more flexible,” announced Donald Tusk. The government will be able to secure – together with European funds – up to PLN 23 billion for the “Reconstruction Plus” program. “It was very important for us to provide financing for aid and then reconstruction for the coming months and years – because some projects will last for many years,” the Prime Minister said. The government remains directly involved in supervising activities in the areas affected by the disaster – a meeting of the crisis staff will be held in Wrocław this afternoon. Los dos ministros se multiplican Internal Affairs and Administration The first information during the meeting of the Council of Ministers was presented by the Minister of Internal Affairs and Administration. In fact, it is about raising the level of reconstruction to an even better infrastructure than what was destroyed,” announced the head of the Ministry of Defense. The operation is scheduled at least until the end of the year. Soldiers will be present in areas at risk and affected by flooding until the effects of the flood are removed. Thanks to this, residents of individual voivodeships can quickly obtain information about the situation in the region. Citizens are also provided with information by the government-created website podz2024.gov.pl. Together with Prime Minister Donald Tusk, the Minister of Digitization decided to donate 16,000 laptops to the affected areas to be used by children. Ministrosdos Infraestructura El ministro Dariusz Klimczak announced that all roads in Lower Silesia have already been made passable. The situation is worse in the Opole Voivodeship. The head of the ministry reported, among others, from activities aimed at rebuilding the bridge in Głuchołazy. The section of the Kłodzko Główny – Kłodzko Miasto railway route is still impassable.  “We anticipate that we will clear traffic on this section by September 30,” Dariusz Klimczak reported the good news. The railway organizes detours on some sections. We appeal to travelers to
    analyze the information provided by carriers. The head of the Ministry of Infrastructure provided detailed data on alarm and warning states, meteorological and hydrological warnings and the condition of reservoirs. He paid particular attention to hydrological warnings against third-degree floods for the Lubusz, West Pomeranian, Lower Silesian and Greater Poland voivodeships. Ministrosdos of Finance El ministro Andrzej Domański reminded that his ministry had secured PLN 2 billion in the state budget for the implementation of the most urgent aid tasks related to combating the effects of the flood and was working to increase this amount.  “We regularly issue decisions activating funds for voivodes, including the payment of flood benefits. We are also working together with the local government to provide direct assistance to the affected municipalities. We have, among other things, funds at our disposal from the reserve in the amount of PLN 738 million. The decision on the division of this reserve will be made together with the local government,” said Andrzej Domański. They can count on support, among others: borrowers whose mortgage obligation will be taken over by the state for 12 months, as well as entrepreneurs – it is possible, for example, to apply for a waiver of tax liabilities. Ministros dos Funds and Regional Policy The Ministry of Funds and Regional Policy, in accordance with the Prime Minister’s instructions, carried out a comprehensive review of the Cohesion Funds.  “Up to several billion zlotys can be transferred for reconstruction and resilience purposes,” informed Minister Katarzyna Pełczyńska-Nałęcz. The ministry she manages is creating a new priority within the Cohesion Funds. Dedicated to Bromea Sobre rebuilding in flooded areas and at the same time building resilience to such events. “These will be funds for energy infrastructure, water and sewage infrastructure, road infrastructure, but also funds for private beneficiaries, supporting budget funds for the reconstruction of houses that were destroyed during the flood,” said the Minister of Funds and Regional Policy. The process of redirecting funds is consulted with local government officials from flood regions. Ministry of Climate and Environment Led by Minister Paulina Hennig-Kloska, the ministry clima observes, among others, the situation of environmental infrastructure and the state of groundwater. The State Geological Service has introduced a state of hydrogeological threat for the period from September 17 to 30 for the Lower Silesian and Opole voivodeships and the southern parts of the Lubuskie and Greater Poland voivodeships. The Ministry of Climate and Environment directed resources and forces to post-flood areas, thanks to which the number of households without access to electricity significantly decreased.  “1,738 customers remain without electricity. At its peak there were almost 80,000 households. The biggest problem in this respect is still the Lower Silesian Voivodeship,” said Paulina Hennig-Kloska. At the request of the Ministry of Climate and Environment, the Council of Ministers adopted an amendment to the regulation on the state of natural disaster, which is intended to facilitate the removal of waste from areas affected by flooding. The ministry also launched subsidies for local governments for the purchase of, among others, aggregates, pump, dryers. Ministry of Family, Labor and Social Policy Agnieszka Dziemianowicz-Bąk, the Minister of Family, Labor and Social Policy, reminded what the activities of her ministry focus on. “While the ministries and services directly involved in the fight against the element are putting a stop to it, we at the Ministry of Family, Labor and Social Policy have been looking from the very beginning where the wave is already receding, where the water is receding and where the people of the flooded areas need immediate, urgent social assistance and financial assistance” – emphasized Agnieszka Dziemianowicz-Bąk. The total funds paid for these benefits are 100 million 409 thousand. A provision on this form of assistance will be included in the draft bill developed by the government. Minister of Health Izabela Leszczyna announced that the main task of her ministry is to provide residents of flooded areas with access to medical services. Ministrosdos has launched 3 hotlines. “One, the general one, where the patient can find out where the nearest clinic is, where the nearest pharmacy that has not been flooded is; where to go for help. And two more hotlines that concern people in mental health crisis – separately for adults and separately for children and adolescents,” explained Izabela Leszczyna. Psychological and psychiatric help also reaches flood victims through the mobile center. The Minister of Health thanked the employees of all hospitals and clinics who are showing great commitment during the crisis. The hospital in Nysa is at the stage of drying and disinfection. “There is great determination of the employees of the local community, the starosta of Nysa, to open this hospital. Both the Ministry of Health and the National Health Fund absolutely support these efforts,” emphasized the head of the ministry. The State Sanitary Inspection focuses on collecting water samples, conducting laboratory tests and issuing disinfectants.  Anyone can call the district sanitary and epidemiological station to ask for water testing or help with disinfection. Minister of Agriculture and Rural Development Adam Nowak, Deputy Minister of Agriculture and Rural Development, informed that according to data collected by the Restructuring Agency, 4,318 farmers who had a registered farm number were affected by the flood. “In accordance with the Prime Minister’s instruction to ensure that this assistance is quick and well-addressed, the first program will be support of approximately PLN 5,000 for a hectare of field containing unharvested agricultural produce, unharvested cereals – mainly corn, partly also soybeans, corn, potatoes and sugar beets” – Adam Nowak presented one of the proposals to help farmers. The ministry will also support farmers, among others: ensuring the possibility of remission of rents for arable land, exemption and remission of social security contributions in KRUS, and compensation for cereals and other agricultural produce that came into contact with flood waters. Another solution is quick advance payments for direct payments to farmers from flood-affected areas. The Minister of Agriculture, Czesław Siekierski, requested the European Commission to activate the crisis reserve at the disposal of the Commissioner for Agriculture, and also asked voivodes for support in initiating the work of estimating commissions.  Ministrosdos of National Education Thanks to the determination of school principals and teachers, currently only 63 institutions have suspended classes. Remote teaching is conducted in 9 schools.  “In no case is the safety of the educational course of children and young people at risk at this time. All exams and all activities will take place as planned,” assured Barbara Nowacka, the Minister of National Education. Affected schools have formal and legal options to organize classes in other places. The Ministry of Education has prepared a number of supports for those affected. “To meet
    the needs reported by teachers and parents, we organize green schools for children from flood areas. There is a special website at zielonaszkoly.gov.pl with a 24-hour hotline where you can report schools that need help and appropriate assistance. Currently, nearly 850 people have registered – students from schools in flood areas – and are ready to leave,” said Barbara Nowacka. The Ministry plans to extend the program until the holidays. There is a special telephone line of the Ministry of National Education for psychological support. More than 40 psychologists provide assistance around the clock. The ministry, headed by Barbara Nowacka, also coordinates the “Schools for Schools” project, under which willing school communities in the country can support students and institutions from flood-affected areas.  Ministros dos Sportu i Turystyki El Ministro Sportu i Turystyki Sławomir Nitras presented information on the forms of support prepared by his ministry. The Ministry will allocate funds for the reconstruction of sports infrastructure, especially school facilities, as well as public and tourist facilities – tourist trails and parks. 50 millones de was secured to support tourist institutions and enterprises that suffered losses due to the cancellation of their stay or the impossibility of carrying it out. “We have secured 2 million PLN in the tourist budget for a program to promote Lower Silesia as a safe place for organizing tourism,” declared Sławomir Nitras. The resort will also support sports clubs.  The government’s plans for the coming days. Today, the Prime Minister will take part in a meeting of the crisis staff in Wrocław. During Wednesday’s session of the Sejm, the government will present information on actions in the flood-affected areas.     The Correctional Service of Canada (CSC) has a number of tools to prevent the introduction of drugs into its institutions. These tools include ion scanners and drug-detector dogs to search buildings, personal property, inmates and visitors.

    CSC is strengthening measures to prevent contraband from entering its institutions to ensure a safe and secure environment for all. CSC is also working in partnership with police forces to take action against individuals who attempt to bring contraband into correctional institutions.

    CSC has also established a telephone information line for all federal institutions to provide additional information on activities related to the security of CSC institutions.     Comunicado lun24/09/2024The Council of Ministers adopted a draft act amending certain acts in order to support entrepreneurs employing Territorial Defense soldiers or Active Reserve soldiers, submitted by the Minister of National Defense.

    The draft law introduces tax preferences for entrepreneurs who employ soldiers of the Territorial Defense and Active Reserve. Business owners who apply for a public contract – for the implementation of which they employ the above-mentioned military – will also be able to take advantage of preferential conditions. The idea is to increase the attractiveness of territorial military service, increase the number of soldiers in the Polish Armed Forces and reduce the burden on employers. Soldiers of the Territorial Defense (OT) and Active Reserve (AR) who are called to perform military service cannot perform duties under the employment relationship. A sudden call may affect the rhythm of the company’s work and constitute a burden for the employer. Preferences for entrepreneurs may encourage the employment of OT and AR soldiers. Key solutions An entrepreneur who employs Territorial Defense or Active Reserve soldiers may take advantage of a tax relief. The tax relief applies to every employed OT or AR soldier. Its amount depends on the number and period of employment of soldiers. If a soldier has been in continuous service for 1 year, the employer may deduct PLN 12,000 from the tax base. The amount of the relief increases with each year of continuous service by the soldier. The maximum relief is PLN 24,000 if the length of service is 5 years.

    The possibility of deducting the tax relief will be valid until 2026.

    An entrepreneur who applies for a public procurement contract and will employ OT and/or AR soldiers for its implementation will be able to benefit from preferential treatment. This applies to public procurement contracts below the EU threshold (below PLN 25,680,260 in the case of construction works and PLN 663,105 in the case of supplies and services). The employment of OT and AR soldiers will be treated as a “quality criterion” that will apply in organizational units subordinate to and supervised by the Minister of National Defense. The value of this criterion will not be lower than 10%.

    The current severance pay paid to an employee who was called up for territorial military service will be replaced by an initial benefit. The initial benefit will be paid by the military unit. This will relieve employers who will not have to pay the severance pay and then apply for its refund. The benefit will be due after the soldier completes basic training. It will amount to 50% of the average salary in the second quarter of the previous year. In the second quarter of 2023, the average salary was PLN 7,005.76, so the benefit will amount to PLN 3,502.88. It will be exempt from personal income tax.

    The new regulations are to enter into force after 14 days from the date of publication in the Journal of Laws.

The remaining bonds, in the first annual interest period, will bear interest of 6.30% for 4-year bonds and 6.55% for 10-year bonds, respectively.6- and 12-year family bonds intended for beneficiaries of the “Family 800 plus” program will bear interest of 6.50% and 6.80%, respectively, in the first year.We have also left the margins for bonds unchanged.The interest rate on 1-year and 2-year bonds changes monthly. It is calculated as the sum of the National Bank of Poland reference rate and the margin, which remains unchanged and amounts to 0.00% for 1-year bonds and 0.15% for 2-year bonds in the case of instruments offered in October. The interest rate on 4-year bonds changes every year and is calculated based on the sum of the inflation index from the last 12 months and an unchanged margin of 1.50%. The same interest rate mechanism also applies to 10-year bonds, but in this case the margin remains unchanged at 2.00%. The preferential margins for family bonds, the interest rate of which is calculated according to the same principles as for 4- and 10-year bonds, also remain unchanged, and amount to 2.00% for 6-year bonds and 2.50% for summer bonds, respectively. In particular, the conversation focused on a new investment project in flood and drought prevention, which is to be co-financed by a World Bank loan. The Bank representatives also presented the assumptions of the new cooperation strategy with Poland for 2025-2029. As noted by Deputy Minister Paweł Karbownik, increasing the competitiveness of the Polish economy, energy transformation and adaptation to current challenges, including severe climate phenomena, create the basis for further cooperation with the World Bank Group. The discussion also concerned the Climate and Development Report (CCDR) for Poland, which the Bank plans to publish in early November 2024. This document will be an important point of reference for future actions in the field of sustainable development and combating climate change.

    The activities of these entities result from the Geneva Conventions on the Protection of Victims of War of 1949 and the Additional Protocols to these Conventions. They focus, among other things, on searching for and determining the fate of missing persons and victims of armed conflicts and natural disasters, as well as conducting so-called humanitarian searches, graves and participation in exhumations of victims of armed conflicts. Representatives of the International Committee of the Red Cross and the Polish Red Cross also informed about the tasks carried out during current armed conflicts and natural disasters, their constant relevance and the challenges that must be met.

The data contained therein reflects the directions of activity of Polish arms exporters, which were largely influenced by the current security situation in Poland in the context of the ongoing war in Ukraine.

    Compared to the data for 2022, the value of actual exports and intra-EU transfers of arms and military equipment in 2023 increased by over 572 million euros and reached 1,753 million euros. This result largely shows the scale of supplies of arms and military equipment to Ukraine, which is fighting a defensive war. In the classification of recipients of products exported from Poland in terms of their value in 2023, the first place was taken by entities from Ukraine (approx. 81% of the export value), followed by the United States (7%) and Germany (1% each). Due to legal restrictions, the data for 2023 does not contain information on the permits issued, their value and the actual export of arms and military equipment transferred by the Polish authorities as a donation to Ukraine. We invite you to familiarize yourself with the content of the report, which is the fulfillment of Poland’s statutory obligation and international obligations regarding compliance with the principle of transparency of arms transfers. At the same time, it is an important source of knowledge on the principles of operation of the Polish system of export controls of goods, services and technologies of strategic importance to the security of the state.

    Iquitos (Agenzia Fides) – “We need authorities who are committed to defending the rights of girls, boys and adolescents of indigenous peoples, because they cannot continue to be set aside”. It is the voice of Mariluz Canaquiri, leader in Peru of the Amazonian indigenous Kukama Kukamiria, who speaks of the decline in education of indigenous peoples. “The authorities do not care about the education of indigenous children, there is no adequate infrastructure and there are no full-time bilingual teachers to teach them in our language,” emphasizes Canaquiri, who is also president of the Federation of Indigenous Women Kukama Kukamiria. Intercultural bilingual education (IBE) is a current educational policy in the South American country of 33 million inhabitants, with 55 recognized indigenous peoples, four Andean and 51 Amazonian. According to the results of the latest National Evaluation of Learning Outcomes (ENLA), published by the Ministry of Education, only 5.6% of fourth-grade primary school students (10 and 11 years old) of IBE institutions of the Amazonian population have achieved the expected results. “There is no bilingual intercultural education here,” said President Canaquiri. “How could they learn if our identity, our culture, our way of seeing the world are not valued in the school curriculum in any way, and in logistical conditions where the school building is an area covered with branches and trunks of trees with unbearable heat,” the leader stressed in a statement to an international non-governmental organization. Although the first policy in favor of the student population of indigenous peoples arose in 1972, more than half a century ago, it has always received little interest from the State, despite the IBE being part of their individual and collective human rights. “They hire teachers because they speak Quechua, Shipibo, Asháninka or the corresponding language, but when they go to school they do not apply the IBE. Sometimes they teach only in Spanish, other times they speak the children’s native language, but all the rest they read and write in Spanish,” an analyst reported. There are 24,000 schools throughout the country that follow the IBE, where most reinforce the students’ native language and teach them Spanish. The educational policy seeks to ensure that the indigenous school population is bilingual with oral and written skills, but according to studies carried out by local researchers, the country is going backwards. However, despite these precariousness, a small school in the peasant community of Accollya stands out positively, located in the municipality of Soccos, almost 3,400 meters above sea level, in the province of Huamanga, one of the 11 that make up Ayacucho. This is an Andean department that was hit hard by an internal armed conflict that Peru experienced between 1980 and 2000. Supported by an NGO, the school boasts a single teacher with 33 years of experience who has always been committed to bilingual intercultural education, following training and in-depth courses. “I work from Monday to Thursday in Spanish and on Fridays in Quechua, using the notebooks that the ministry sends us for each topic,” said the woman who is the only teacher of 10 pupils in first, second and third grade, aged between six and eleven. “The children’s response is very good, from first grade they acquire reading and writing skills, now it’s September and the youngest are already reading. It’s the advantage of teaching different classes because they motivate each other,” the teacher stressed. Furthermore, we must not forget the important contribution of the Catholic Church in the Amazon in the field of education and healthcare where it has often been a substitute for the State, arriving where it is not, even today. Hundreds of missionaries throughout history have been true promoters of respect for human dignity. Religious and lay people from dozens of countries have given their lives in the most remote places with the aim of making the Amazon a place of coexistence and respect for the dignity and rights of all, especially the most vulnerable, largely indigenous peoples. Among other initiatives in favor of learning and the formation of school libraries in these areas, it is worth highlighting the participation of the ‘yachac’, the wise men of the community, who hold intergenerational meetings encouraging the practice of reading among students and their families. The indigenous school population at the national level is estimated at 1.2 million, the vast majority are Quechua (700,000) and Aymara (300,000) from the Andean areas of the country, and the rest from Amazonian languages such as Asháninka, Shipibo Konibo, Awajún, among others. The Kukama Kukamiria people live mainly in the department of Loreto, the largest of the Peruvian Amazon. According to data from the Ministry of Culture, the population of the Kukama Kukamiria communities is estimated at 37,053 people. The Bishop notes some possible “dangers” existing in the expressions of “student power”. “For example – he says – in some Catholic schools in the diocese of Dhaka, students tried to force the dismissal of some teachers – regularly chosen and paid by the school administration – only because, in their opinion, they were not aligned and compliant with the new course, or because they had somehow dared to criticize the student protest. This has generated a crisis within our schools, which are attended by 95% Muslim or non-Christian students. But it is an example to say that the legitimate rights of students must not encroach on and undermine democracy, the rule of law, or the rights of others,” notes Msgr. Gomes. Another aspect to keep under control, then, “is the return or reorganization of radical Islamic groups and parties that could penalize communities of minority religions or promote an agenda of Islamization. We must be vigilant on this aspect, because the temptation of extremism is just around the corner. It is essential not to polarize society. We trust in the new Yunus government to keep the course straight in terms of respect for democratic principles, respect for the Constitution and fundamental freedoms for all citizens, regardless of religion,” says the Bishop. Last July, thousands of students took to the streets to protest against the Supreme Court’s decision to reintroduce a quota system for access to public employment that allocated 30% of jobs to the children and grandchildren of veterans of the 1971 war of independence. Shehik Hasina’s government responded to the demonstrations by deploying police and paramilitary forces who shot at the crowd. The protest thus turned into a movement against Hasina and her party, the Awami League, who led the country for 15 years, often delegitimizing or arresting political opponents and dissidents. The great Jesuit missionary esteemed by the Emperors and welcomed to the Court of the Qing Dynasty, was born in Trento precisely 410 years ago, on 20 September 1614. Even today his story and his testimony arouse unexpected sympathy and ignite surprising closeness. In the program of celebrations promoted by the Italian Embassy in Beijing for the 700 years since the death of the traveler and merchant Marco Polo, the theme “In the footsteps of Marco Polo: Martino Martini” was the first addressed to introduce the series of important Italian personalities who, at different times and in different capacities, contributed to the spread of knowledge of China in the West. Even the President Xi Jinping has publicly expressed his esteem for Martino Martini. In an intervention published in Corriere della Sera on 20 March 2019, on the eve of his official visit to Italy, Xi Jinping cited the Jesuit as a pioneer of the group of Italian Sinologists who «have played a bridging role in relations between China and Europe, starting from the first grammar of the Chinese language written for the West by Martino Martini to “Italy and China” by Giuliano Bertuccioli and Federico Masini”. In Italy, the Study Center named after Martino Martini, based in Trento, promotes, among other things “On the Road to Cathay”, a biannual magazine on cultural relations between Europe and China. In the city of Hangzhou, a park bearing his name has been established around his Mausoleum. That site protected by the body that looks after the cultural heritage of Zhejiang Province has become like a sanctuary for Chinese Catholics. Currently undergoing restoration, the Mausoleum holds the mortal remains of 15 famous Jesuit missionaries who ended their earthly lives near the magnificent Xizi Lake. Among them also include Father Prospero Intorcetta (1626–1696), Father Nicolas Trigault (1577-1629), Father Lazaro Cattaneo (1560-1640) and Father Emmanuel Diaz (1574-1659). In 2018, an exhibition dedicated to the work map by Martino Martini was inaugurated in the headquarters of the China-Italy Center in Hangzhou to commemorate the 375th anniversary of the arrival of the great missionary in that city (Agenzia Fides 13/6/2018). The Catholic community of Hangzhou organized a Conference academic commemorating the 350 years of the construction of the Cathedral. Six well-known academics from Chinese universities and scholars linked to Catholic bodies such as the Faith Institute for Cultural Studies (FICS), the Guang Qi Press of the diocese of Shanghai collaborated in presenting studies on the life and mission of the Jesuit, in the presence of the Italian Consul in Shanghai. Martino Martini’s legacy was presented as “a strong impulse for today’s mission, so that it continues on its path by making its sense of missionary responsibility, his courage and his dedication its own”. The affection and devotion that surround the figure of Martino Martini are proportional to the intensity with which he lived his time, donating his existence to the announcement of the Gospel in China. Martino Martini was born on 20 September 1614 in Trento. In 1631 he entered the Society of Jesus as a novice. After studying at the Roman College under the influence of his mentor, the German Jesuit Athanasius Kircher, he joined the Eastern Mission in 1640, traveling by ship from Lisbon in Portugal, via Goa in India (November 1640), up to Macao, China, where he arrived in August 1642. The following year he was sent to the Chinese continent. Thus he began his legendary journey of cultural exchange between China and Europe, a journey that he traveled twice. He wrote the first Chinese grammar in the West and related works, which contributed to cultural exchange and bridged the gap between China and Europe, profoundly influencing the birth and development of Sinology in Italy. The time of his stay in China, at era of the Ming and Qing dynasties, is a period of great social unrest. The Jesuits, after having established good relations with influential sectors of Chinese society and political hierarchy, are beginning to experience concerns about how the situation will evolve. The Chinese name you choose, Wei Kuangguo, includes all its good wishes: it indicates the drive to defend and support the country and the desire to have peace and prosperity in the world. In China, turbulence and conflicts also divide the Jesuits and Spanish and mendicant orders they even infiltrate within the Society of Jesus itself. The controversy over the Chinese translation of the name of God and the possibility that the new Christians continue to practice the cult of the dead according to the methods specific to Chinese culture does not abate, it reaches an intensity that Martini does not manages to contain, both inside and outside the Order. An event that will have a profound impact on the rest of his life. Travel and writing constitute the common thread of the second half of his life. During the first eight years of his stay in China (1643-1650), Martino Martini traveled between the two capitals as well as Hangzhou and Jinhua in Zhejiang. In the fourth year of Shunzhi’s reign (1647), with the help of Zhu Shi, a parishioner of Lanxi in Zhejiang, Martino Martini wrote the Qiu You Zhuan (Treatise on Friendship, Hangzhou, 1661), proceeding on the humanist register already adopted on the other, Jesuit Matteo Ricci in his work of the same name, the first written in Chinese by the Jesuit from Macerata. The southern part of Zhejiang, where Martino Martini is located, is a region in which Spanish monks also operate. He agrees with the indications of his brother Matteo Ricci and well recognizes the differences with the Spanish Cistercians on the question of the Chinese Rites. Furthermore, the Spanish Dominican Juan Bautista Morales (1597–1664) had already traveled to Rome to express his objections regarding the Jesuit position regarding the controversy. When the Jesuit mission in China decides to send their representative to Europe to explain the situation from their point of view, the choice falls on Martino Martini. In 1651 the Jesuit goes to Europe to defend the position of the Society of Jesus on the question of Chinese rites. Thanks also to his good offices, in 1656 the Holy See issued an edict in favor of the Jesuits. During his travels in Europe, Martino Martini published three works in Latin: De Bello Tartarico Historia, Novus Atlas Sinensis and Sinice Historia Decas Prima (of which had also announced the publication of the sequel). These works represented the most systematic, in-depth and effective reports on the Chinese reality circulating in Europe at that time. In 1657 Wei returned to China and continued his mission in Hangzhou, where he completed the construction of the Church of the Redeemer in 1661 and where he died on June 6 of the same year at the age of 47. Addis Ababa thus becomes the great military protector of Somaliland, increasing Mogadishu’s fears for the territorial integrity of Somalia.     Canadians work hard to afford a home. However, the high cost of mortgage payments is a barrier to home ownership, especially for millennials and Generation Z. To help more people, especially young people, become first-time homebuyers, the federal government announced the boldest mortgage reforms in decades on September 16.

    The Honourable Chrystia Freeland, Deputy Prime Minister and Minister of Finance, today announced technical guidance for lenders and insurers to ensure Canadians can benefit from these mortgage reforms starting December 15, 2024:

    Increasing the price cap for insured mortgages from $1 million to $1.5 million to reflect current housing market realities and help more people qualify for a mortgage with a down payment of less than 20 per cent. Increasing the insured mortgage cap, which has not been adjusted since 2012, to $1.5 million will help more people afford their own home. Expanding eligibility for the 30-year mortgage amortization to all first-time and newly constructed home buyers to reduce the cost of monthly mortgage payments and help more Canadians afford their own home. By helping people afford new homes, including condominiums, the government is announcing a new measure that will encourage new housing construction and address the housing shortage. This measure builds on the commitment made in Budget 2024, effective August 1, 2024, to provide 30-year mortgage amortization for first-time buyers of newly constructed properties, including condominiums.

    These measures, which represent the most significant mortgage reforms in decades, are part of the federal government’s plan to build 4 million new homes to help more people become homeowners. It is the most ambitious plan in Canadian history.

    Along with the 4 million additional homes we are building, communities need help building other infrastructure. That is why the federal government is investing $6 billion through the Canada Housing Infrastructure Fund to help communities expand and improve their infrastructure. This includes clean water, wastewater, stormwater and solid waste management infrastructure. The government has begun negotiations with provinces and territories on key actions they can take to increase housing supply, in exchange for a share of the $5 billion in federal funding. For urgent municipal infrastructure priorities, applications for the $1 billion municipal component will begin next month.

    Mortgage loan insurance allows people to get a mortgage for up to 95% of the purchase price of a property, and ensures they get a reasonable interest rate, even with a smaller down payment.

    The government’s housing plan – the most ambitious in the country’s history – will build nearly 4 million additional homes to make housing more affordable in Canada. To help more people make a down payment, recognizing that the size of a down payment and the time it takes to save are now too large, the federal government has:

    Launching the Tax-Free Savings Account for First-Time Home Buyers, which allows individuals to contribute up to $8,000 per year, up to a cumulative maximum of $40,000 for their first down payment. No taxes on contributions or withdrawals; Increasing the Home Buyers’ Plan limit from $35,000 to $60,000, as announced in Budget 2024. This measure allows first-time home buyers to use the tax benefits of Registered Retirement Savings Plan (RRSP) contributions to save up to $25,000 more for their down payment. The Home Buyers’ Plan allows Canadians to withdraw money from their RRSPs to buy or build a home. It can be used in conjunction with savings through the Tax-Free Savings Account for the purchase of a first property.

    Last week, the government also released plans for a tenants’ bill of rights and a property buyers’ bill of rightsThese will protect tenants from unfair practices, simplify leases and increase transparency of rental amounts, in addition to helping to make the property buying process fairer, more open and more transparent.

    To end encampments and combat homelessness, The government announced on September 22, 2024, that an amount of $250 million will be provided to provinces and territories that agree to match this funding. This funding will leverage up to $500 million to provide more shelter spaces, transitional housing and services to help people living in encampments find housing.

The borrowing party has recently experienced the end of a marriage or common-law partnership.     As the government announced on June 11, 2024, to be considered a newly constructed home, the home in question must not have been previously occupied for residential purposes.     The sanctions apply to five Iranian politicians responsible for designing and implementing repressive policies, including the violent repression of protesters.

    Ottawa, Ontario – Atlantic halibut is found in waters from eastern Newfoundland to the northeastern United States. The majority of the stock is found in Canadian fisheries waters, with a small percentage of the stock also found in the French maritime zone off Saint Pierre and Miquelon. The Government of Canada recognizes the importance of this stock to both Canadian and French fisheries.

    Today, the Minister of Fisheries, Oceans and the Canadian Coast Guard, the Honourable Diane Lebouthillier, announced that after several months of negotiations, Canada has reached an agreement with France (with respect to Saint-Pierre-et-Miquelon) on the sharing of Atlantic halibut.

    The agreement, concluded on September 20, 2024, will allow French fishermen in Saint Pierre and Miquelon to catch 3% of Canada’s total allowable catch. This allocation will allow for measured growth in the Atlantic halibut fishery in Saint Pierre and Miquelon, while providing benefits to Canadian coastal communities through French landings of Atlantic halibut in Canadian ports. This agreement supports the health and sustainability of the Atlantic halibut stock, and recognizes the importance of this fishery to coastal communities in Atlantic Canada, as well as the significant investments made by Canada and its fishing industry to develop and manage the fishery.

    Since 2016, Canada has been working with France to reach an agreement on sharing Atlantic halibut quotas, with representatives from Fisheries and Oceans Canada leading the negotiations.

    Today, Prime Minister Justin Trudeau met with the Prime Minister of Haiti, Garry Conille, on the margins of the 79th session of the United Nations General Assembly.

    Ahead of their participation in the high-level meeting of the United Nations Economic and Social Council (ECOSOC) Ad Hoc Advisory Group on Haiti, Prime Minister Trudeau welcomed the progress made by Prime Minister Conille and the Presidential Transitional Council toward restoring democracy, security and stability in Haiti. Both leaders agreed on the importance of the work underway toward free and fair elections in the country.

    The Prime Ministers noted the importance of international partners filling the investment gap in the United Nations-authorized Multinational Security Support Mission, which aims to provide much-needed relief to the Haitian people. Prime Minister Trudeau reiterated his long-standing support for Haiti’s solutions to the ongoing crisis in the country, underscored Canada’s commitment to helping restore peace and security in the country, and looked forward to further progress during Canada’s presidency of ECOSOC in the 2024-25 session.

    Prime Minister Trudeau and Prime Minister Conille reaffirmed the strong ties between Canada and Haiti and agreed to remain in regular contact.
