  • MIL-OSI Europe: Lebanon Address by Jean-Noël Barrot Minister for Europe and Foreign Affairs at the Security Council (25.09.24)

    The Republic of France has issued the following statement:

    President,

    I decided to call this emergency meeting on behalf of France.

    The situation in Lebanon today threatens to reach a tipping point. We are now beyond escalation.

    Israeli strikes have killed too many people, and Hizbullah continues to target population centres in Israel. Since the beginning of the war, Israeli strikes have already killed hundreds of civilians, including dozens of children. That is not acceptable and I wish to extend my total solidarity to Lebanon’s people, on France’s behalf.

    I want to reiterate that compliance with international humanitarian law is not optional. Civilians, be they Lebanese or Israeli, must never be targets.

    Today, the tensions between Hizbullah and Israel could drag the region into a wider conflict. The consequences would be unimaginable. Lebanon, which is already considerably weakened, would not recover from such a war. It is therefore urgent for all actors involved to determinedly take the path of de-escalation. They also need to fully implement our Council’s Resolution 1701. That is the framework set by the Council and approved by the parties. The objective is clear: the end of hostilities along the Blue Line. Attacks from both sides must therefore cease. France is committed to the security of both Lebanon and Israel.

    I would like to commend the crucial contribution of the Blue Helmets engaged within UNIFIL. Their role is essential. With a contingent of almost 700, France contributes fully. And I will recall that the protection of the Blue Helmets is also an obligation for all parties to a conflict. France is committed to this, and committed to averting a regional war.

    Ladies and gentlemen,

    Let us seize the opportunity of having so many leaders in New York this week to impose a diplomatic solution and break the cycle of violence.

    War is not inevitable. A diplomatic solution is possible.

    In recent days, we have worked with our American partners on a platform for a temporary, 21-day ceasefire to make space for negotiations. This platform will be made public very shortly and we are counting on both parties to accept it without delay, in order to protect civilian populations and enable diplomatic negotiations to begin.

    We have worked with the parties to define the parameters for a diplomatic crisis exit on the basis of Resolution 1701.

    It is a challenging path but it is a possible path.

    I repeat: war is not inevitable.

    We are totally committed in our work to avert it, and I will be in Beirut later this week to work on this with the actors concerned.

    Parents are full members of the educational community, according to the Education Code. Thus, the elections of parent representatives are a highlight of the school year; they allow for a real link to be established between families and the school, and they are the beginning of a relationship of trust between members of the educational community. These representatives are notably responsible for facilitating relations between parents and school staff; they can approach the school principal to discuss a particular problem, or to provide mediation at the request of the parents concerned.

    Every year, elections for parent representatives take place before the end of the 7th week of the school year in all establishments (primary schools, middle and high schools, special education establishments). In 2024, they will be held:

    Friday October 11 or Saturday October 12; Friday October 4 or Saturday October 5 in establishments in Reunion and Mayotte, taking into account the school calendar of these two academies.

    The election day is chosen from these two dates:

    by the electoral commission in primary schools (nurseries and elementary schools); by the head of the establishment in secondary schools (middle schools and high schools).

    The choice of polling day is made in agreement with the parents’ associations present or represented in the school establishment.

    Who can be a parent representative?

    If you wish to become a parent representative, you must:

    exercise parental authority over a child enrolled in the establishment in which the elections take place; be registered on an electoral list of at least 2 candidates (parent representatives are elected by list ballot).

    The electoral list must be submitted at least 10 days before the elections:

    to the elections office, if it is a primary school; to the head of the establishment, if it is a middle or high school.

    Once elected, the parent representatives can take part in the life of the school. In this capacity, they are present at the various council meetings and are in contact with the members of the educational community.

    Who can vote?

    To be able to vote, you must exercise parental authority over the child in school (it is not obligatory to have French nationality).

    Each parent is an elector and eligible, and has only one vote regardless of the number of children enrolled in the same establishment.

    You can vote:

    by going to the polling station set up in the school; by sending your vote by mail in a sealed envelope or by having your child drop it off at the school; electronically on the internet.

    Please note

    In general and technological high schools as well as in vocational high schools, the elections of the representatives of the parents of students close the week of school democracy. The aim of this week is to raise awareness of the issues and the importance of these elections; during this week, the elections of the representatives of the students to the councils of delegates for high school life (CVL) are also organized.

    The Middle East North Africa (MENA) program at Sciences Po centralizes initiatives related to the study and research of this region. A study day is organized September 26 on the occasion of the launch of the program on the theme of the wars in the Middle East and their repercussions on the societies of the region.

    An interdisciplinary and transversal structure, the main mission of the MENA program is to promote, coordinate and energize the institution’s activities related to the Middle East and North Africa. By strengthening academic, scientific and cultural collaborations with partner universities, the program supports the work of students at all levels (bachelor, master, doctorate), while creating a unique space for dialogue between researchers, artists and civil society actors, thus promoting an enriched understanding of the region.

    Meeting with the two co-directors of the program: Léa Albrieux, Middle East, North Africa, Turkey, Gulf and Pakistan mission manager at the International Affairs Department, and Bayram Balci, researcher at the Center for International Research (CERI).

    Can you introduce your background and your interest in the Middle East North Africa region?

    We both studied the Middle East and North Africa as part of our studies and spent many years there. Our interest also comes from the fact that this region, its conflicts, but also its culture – including its cuisine – are present in our daily lives in France and we would even say in Europe. Also, the desire to understand this region, whose conflicts have repercussions that go far beyond it, played a central role in the academic choice we made to dedicate ourselves to it. It is also an area that forms a link between several continents, which makes the collaborations to be considered with Sciences Po’s other regional programs, covering Africa and South Asia, all the more interesting.

    What are the major contemporary challenges facing this region and how does this new programme intend to address them?

    The main challenge is to find a path towards peace, stability and democracy that go hand in hand. Cradle of the three great religions, but also of several great cultures and civilizations, the region has been constantly confronted since its emergence from colonial domination with conflicts of varying intensity, security and political challenges that regularly call into question the gains made. Our program is intended to be modest; it does not claim to resolve the tensions that the region in question is experiencing. Helping to analyze and understand it, through research and teaching, would already be a first step.

    Can you explain your vision and ambitions as co-directors of the program?

    This structure brings together the different actors who study and work on the region within the departments, research centers, directorates, campuses and schools at Sciences Po. Its mission is to support and highlight all of the scientific, educational and partnership activities of the institution in relation to the MENA region. To this end, we plan to develop varied activities that combine teaching, research, partnerships, but also actions related to the arts and culture of this region.

    What themes will be highlighted during the launch day on September 26?

    Although the aim of our programme is not to comment on every event that is shaking up the region, the day of 26 September will be mainly devoted to the attack of 7 October 2023 and its effects on the societies of the Middle East. Indeed, the unprecedented attack by Hamas against Israel on 7 October 2023 plunged the Middle East into a new phase of war. While this renewed violence has profound effects on the regional balance, it also has major consequences on the societies of the region, in Israel and Palestine, but also in neighbouring countries. This conference will focus more specifically on this internal and local dimension of the ongoing conflict.

    Sciences Po and the MENA region

    Sciences Po maintains particularly strong links in this vast area stretching from North Africa to Iran. They are reflected in numerous student exchanges with our 35 partner institutions spread across 12 countries, but also in particularly dynamic research: with around twenty researchers and around twenty specialist doctoral and postdoctoral students, Sciences Po is positioned as one of the leading universities in Europe for studies on this region. The region is also present in academic programs, notably with the Mediterranean-Middle East minor of the Menton campus at the bachelor level.

    While 16 nationalities from the MENA region are represented among our initial training students, our institution welcomes an average of 700 students from the region each year. In return, approximately 120 Sciences Po students go on exchange, and 120 on internships, to one of the countries in the region each year. Upon completion of their studies, 5% of young graduates working abroad work in the region.

    Bern, 26.09.2024 – On 24 and 25 September 2024, the heads of the cantonal services responsible for civil protection and civil protection met at the Federal Training Centre in Schwarzenburg for an exchange with the Federal Office for Civil Protection. The agenda included topics such as the redefinition of the civil protection service and capacity profile, the new orientation of the Coordinated Health Service and the revision of the national risk analysis “Disasters and Emergencies in Switzerland”.

    On 24 and 25 September 2024, representatives of the Federal Office for Civil Protection (FOCP) and the heads of the cantonal civil protection and civil protection services met at the Federal Training Centre Schwarzenburg (CFIS) for their biannual conference. Led by Michaela Schärer, Director of the FOCP, the conference enabled participants to address current issues in civil protection and develop strategies for its future.

    Redefinition of the profile of services and capacities of civil protection

    The adaptation of the civil protection performance and capacity profile to current challenges was discussed in a workshop. In the past, the focus has been more on natural disaster and emergency management. While examining the capacities required in this context, emphasis was placed on the need to identify and strengthen preparedness for armed conflicts, taking into account the changing global security situation. The following questions were addressed: What basic capacities must be available everywhere? What extended capacities are only needed at regional level in accordance with cantonal hazard analyses? Should opportunities be created to ensure capacities by networking several municipalities? How do capacities influence staffing levels? These are important elements for ensuring civil protection that is geared to future goals and challenges.

    New direction of the Coordinated Health Service

    Since its attachment to the OFPP on 1 January 2023, the Coordinated Health Service (SSC) has taken a new direction. The OFPP took stock of various ongoing projects. Some questions relating to management structures and protected sanitary constructions were also addressed with a view to developing the “New orientation of the SSC” strategy. The need to set up intercantonal structures and cooperation was generally recognised.

    Revision of the national CaSUS risk analysis

    With the national risk analysis “Disasters and Emergencies in Switzerland” (CaSUS), the FOCP is laying the foundations for in-depth analyses, strategic developments, preventive planning, exercises and event preparedness within the framework of disaster management. The results of the current analysis cycle will be available at the end of 2025. The subsequent update of the KATAPLAN guide, an important reference document for carrying out hazard analyses at cantonal level, was approved and supported by the heads of department.

    In addition to discussing the topics mentioned and passing on current information from the OFPP to the cantonal services, the aim of this two-day conference was to further strengthen exchanges and collaboration between the federal office and the cantons.

    Cantonal affairs

    Increase in family allowances from 1 January 2025The amounts of family allowances, the purpose of which is to partially offset the financial burden represented by one or more children, have been the same since 2015. In a context marked in recent years by high inflation and an increase in charges in family budgets, and after having conducted a dialogue with the family allowance funds active in the canton, the Council of State has decided to increase the amount of family allowances by 20 francs per month and per child from 1 January 2025. Child allowances will amount to 240 francs per month and per child for the first two children and to 270 francs per month and per child from the third child. Training allowances will amount to 320 francs per month and per child for the first two children and to 350 francs per month and per child from the third child. This increase, the consequences of which for the economy are moderate, provides support to families in the canton.

  • MIL-OSI Translation: Future public transport service between Le Locle and Les Brenets

    ​​Upgrading the railway facilities on the Le Locle – Les Brenets line required the analysis of different scenarios. The one chosen involves the creation of a new electric bus link at the end of 2031, connecting the Place du 1er Août to the Pargots car park on the banks of the Doubs via the Col des Roches industrial zone. An extension to Villers-le-Lac is planned in the long term. The current railway route will be reassigned as a greenway.

    The railway facilities on the 3.8-kilometre Le Locle – Les Brenets line need to be completely renovated. The rolling stock and stops do not comply with LHand standards and several infrastructure works are reaching the end of their life.

    Various alternative service scenarios were examined, in accordance with the Federal Ordinance on Concessions, Planning and Financing of Railway Infrastructure. Studies conducted in partnership between the canton, the Confederation, transN and the city of Le Locle show that service by a new electric bus line provides the best cost-benefit ratio.

    The first project planned to reassign the railway platform between Le Locle station and the cantonal road at the bottom of Les Frêtes for the passage of the electric bus. The preliminary project carried out in 2023 revealed, following additional geological surveys, significant additional costs, in particular for the resumption of the profile of the Combe-Monterban tunnel at the exit of Le Locle station, as well as a longer duration of the works. It was therefore decided to adapt the route of the electric bus via the cantonal road to the west of Le Locle. The commissioning from 2031 of the developments related to the N20 bypass tunnels will ensure good commercial speed. The current railway platform will be redeveloped into a greenway, allowing a significant development of soft mobility.

    The new electric bus line project will be implemented in two phases. The first will include a terminus at the Parking des Pargots in Les Brenets, thus offering an alternative to motorized commuter flows from the end of 2031. The second phase, which will have a terminus in Villers-le-Lac, will eventually expand the user base.

    In the immediate future, the maintenance work carried out by transN will ensure railway operations until 2031, the deadline for commissioning the developments related to the N20 Le Locle bypass motorway tunnel.

    The Republic of France has issued the following statement:

    President,

    Secretary-General,

    Ladies and gentlemen,

    Ukraine has now been exercising its right to self-defence for two and half years with a bravery that can only fill us with admiration and compel us to act. That right that our Charter clearly grants it. The right to defend its freedom, its territory, its independence and its existence.

    I, too, would like to welcome the presence of President Zelenskyy, who is with us here today and who embodies this combat being fought by the Ukrainian people. This combat is also our combat.

    How can we not be outraged by this brutal, illegal, unjustifiable war of aggression that Russia is waging on Ukraine, by this massive and continual violation of the most fundamental principles of the Charter of the United Nations? By Russia’s obstinacy and refusal to pay heed while we are more than 140 countries condemning it, in our unequivocal votes, at the United Nations General Assembly?

    How can we not be outraged by the systematic and deliberate pounding of civilian targets, by the cold and methodical destruction of energy infrastructure plunging Ukrainians into the cold and darkness? How can we not be outraged by these repeated atrocities and violations of human rights and international humanitarian law? How can we not condemn rape being used a weapon of war? Nothing and nobody are being spared in Ukraine. This must end, the suffering must end.

    How can we not be outraged by the tragic fate of Ukraine’s children? By the young patients undergoing cancer treatment near the ruins of Kyiv’s Children’s Hospital. By the young Ukrainians whose mental health is failing.

    By the orphaned girls and boys. By the children and babies who have been killed in Russia’s strikes. By the thousands and perhaps tens of thousands of children taken from their families and undergoing “re-education” in Russia and Belarus, which is an unspeakably cruel way to be treated. What has happened to them? What will they become?

    France will continue to stand with those who are fighting for Ukrainian children’s return to Ukraine and supports the initiatives under way.

    There can be no impunity for the crimes being committed. The International Criminal Court has already issued six arrest warrants against Russian officials. Russia must be held accountable for its actions.

    No one should be complicit in these crimes against humanity. Let it not be said that supporting Ukraine is the same as supporting Russia: Russia is flouting all the rules and attacking its democratic and peaceful neighbour, while Ukraine is exercising its right to self-defence that laws and moral standards justify. No one should support Russia! France therefore urges all States to refrain from providing Russia with weapons, dual-use goods and components that could fuel its war of aggression, the first being North Korea and Iran. We condemn in the strongest terms Iran’s delivery of ballistic missiles to Russia, which has recently been confirmed. It constitutes significant escalation and directly threatens European security.

    We are especially concerned about Russia’s continuation of its aggressive and dangerous moves on the European continent, which are increasingly bold. The territorial integrity of several European countries has been repeatedly violated this year and Russia is continuing its efforts to destabilize democracies such as Moldova and Armenia – two democratic States whose only error according to Moscow is to have chosen freedom.

    But, ladies and gentlemen, Russia’s war of aggression affects us all, beyond the European continent where it is happening, it is something that concerns the whole world. It is a war against food and energy insecurity. So many States and peoples are impacted by its consequences. And it is not Russia today, but France and its partners, who are enabling Ukrainian grain to be sent to the civilian population in Gaza.

    Lastly, Russia’s war of aggression is a war against the international order.

    To accept Russia’s fait accompli would be to accept the idea that “might is right”. It would leave the door open to other border changes. It would mean abandoning the fundamental principles of the Charter of the United Nations, including territorial integrity and sovereignty. It would mean abandoning the possibility of establishing collective security. There is no collective security without the United Nations and there is no United Nations without compliance with the Charter, which serves as its foundation. It is our raison d’être, here at the United Nations, that is being attacked.

    For all these reasons, Russia is counting on our fatigue and disengagement, and it is wrong. France will continue to support Ukraine, at every level and over the long term. We will activate all European instruments and ensure Ukraine has a path to the European Union and NATO.

    A path other than that of aggression and devastation is possible.

    A path to just peace, which should be based solely on international law, with respect for its territorial integrity. It cannot take the form of the surrender of those being attacked. Because there are definitely those who are attacking and those who are being attacked. France will continue to provide its support to President Zelenskyy’s peace plan. Ukraine must be free to choose its alliances and its path.

    If Russia chooses to stop being a source of insecurity and instability, another future can be envisaged.

  • MIL-OSI Global: Eco-anxiety Q&A: how the IPCC’s vice-chair keeps her head cool on a warming planet

    In the past months, the planet has experienced the hottest months of June and August, boreal summer and day on record, with a global average temperature of 17.16°C on 22 July. While many have been getting on with their lives as best as they can, there are many more who are feeling the heat, as levels of climate anxiety continue to rise. At risk are people experiencing climate impacts in the Global South, but also professionals in the Earth sciences documenting and modelling them.

    So, how can we channel our alarm in a way that doesn’t paralyse us, but propel us into action? To answer this question, The Conversation Europe spoke to one of the world’s most public-facing climate scientists, the Vice-Chair of the Intergovernmental Panel on Climate Change (IPCC), Diána Ürge-Vorsatz.

    Could you start off by describing your work? According to you, what have been the highlights of your career as a climate scientist?

    So I mostly work in the area of energy efficiency. I have done a lot of modelling, including to demonstrate how higher efficiency buildings could reduce carbon emissions. Among others, I have alerted the world of what we call the carbon lock-in risks of inefficient building retrofits — when fossil fuel-intensive systems perpetuate, delay, or prevent the transition to low-carbon alternatives.

    I’ve always tried to concentrate on solutions which not only allow us to solve environmental issues, but also to increase human well-being and meet other societal goals. That’s because I come from a country [Hungary] where I see that while the environment and climate change are important, they typically play second fiddle to other priorities. Hence, I believe we have to solve these things in a way that makes it worthwhile.

    My work therefore prompted lawmakers to revise the EU’s legislation to boost building energy efficiency – the Energy Performance of Buildings Directive – in 2010. On the first day the Fidesz government was reelected that year, I showed them how many jobs could be created through high efficiency building retrofits. Based on our research, they committed that the entire building stock would be refurbished to slash energy consumption by 60 %, which would have been really very ambitious, the first such commitment in the world. Unfortunately, a few months later, they changed their direction and they rather went into other energy policy priorities.

    Do you also research alarming climate scenarios? You told me the other day that you were particularly concerned with the potential collapse of Atlantic Meridional Overturning Circulation (AMOC) at the moment

    That’s one of my concerns, yes, because it’s amongst the tipping points that would exert its impact the earliest.

    If we look at other Earth system tipping points, most of them require a century, several centuries, if not several millennia until they exert a full impact. If AMOC collapses, it would exert its full impact within two to three decades, potentially. These are very strong impacts predicted clearly, on Europe as well as other regions. More and more papers have shown evidence that its collapse could already be underway. That’s definitely been alarming.

    When you started on this career path, would you describe yourself as prey to eco-anxiety? And if not, was there a turning point when it appeared?

    No, when I started I don’t think we had any knowledge that would have amounted to any existential threat, and it was still not so tangible that so many things could go wrong.

    I was studying for my PhD at UCLA, at UC Berkeley from 1992-96. In the LA Times, there was a two page advertisement calling for artists to design artwork that would scare anyone away, which they could put above the Yucca Mountain deep high-level based nuclear repository so that even if people didn’t speak English or they didn’t understand our script anymore, they could still understand that there was something really dangerous under that.

    At that point, I remember thinking: “Oh my God, if you just can’t dig or walk wherever you want anymore, that’s just wrong. We cannot do that to future generations.”

    Then there’s the never-ending news cycle, making it hard to pinpoint specific moments that alarm you. One that comes to mind has been the discovery over time that forever chemicals – Per and polyfluoroalkyl substances (PFAS) – are everywhere, even in the most remote parts of the earth and rain is no longer of drinking water quality even in Antarctica. This isn’t going to go away — precisely because PFAS are what we call forever chemicals. We will never be able to vacuum clean the planet from PFAS. Likewise with microplastics. When you start looking ahead with your eyes open, it can be really scary.

    And how do you experience the intimate knowledge of that alarming data on the one hand, and the public’s, and above all the elites’, climate inaction on the other?

    Well, I wouldn’t quite call it “climate inaction”. It’s easy to dwell on the idea that the glass is half empty. But in fact, the glass is half full. Lots has been done since the 2015 Paris Agreement, which was itself a miracle.

    You were there when the deal was struck, weren’t you? Could you tell us what it was like?

    Well, it was truly euphoric, because before that, if a scientist dared mentioning [the threshold of] 1.5°C [of warming above pre-industrial levels], you were a tree-hugger and an advocate, not a scientist. You did not get funding.

    And suddenly that became a political reality, or at least a political goal. I think that was really amazing for me because that time we didn’t have science clearly backing that you actually could achieve 1.5°C. I remember talking about it with colleagues at the time, who told me: “That’s crazy, this train is gone, let’s not do it”.

    Then the months went by and and those voices faded. By the time we got to the plenary meeting in January there was not a single voice saying “We shouldn’t do this report”. Scientists changed course and put so much effort in on trying to say “Okay can this be done well? Let’s actually see”. Then they ran their models to figure out that actually not only can it be done — but there are so many ways we can get there. Yes, I know that it’s now increasingly unlikely that we still will meet it, but it still created a lot of momentum.

    One fact that we don’t emphasize enough: we have prevented the world from warming by five to six degrees by the end of the century, and we are now at worst saying perhaps four degrees, but more likely 2.5°C to 3.5°C.

    How do you communicate with your children about the climate crisis? For example, are there things that you choose not to tell them in order to protect them?

    I don’t hide anything from them. We quite frequently talk about the gravity of the situation because I cannot help bearing on them in the evening all the negative experiences and facts I learned during the day and I just have to unload these for them at dinners and so on.

    One of my daughters did experience quite severe environmental anxiety for almost two years when she was about nine years old. She had come with me to a TV shooting and they allowed her into the studio. And before my interview, they just played this intense clip about storms and fires – typical climate impacts. But after that, she was really very afraid for a long time.

    How did that fear translate itself?

    She couldn’t sleep very well. She was constantly afraid physically. She would tell me: “My god, is this going to burn around us? Are we going to have floods?”

    And it’s that a nine year old cannot, of course, fully comprehend yet how these risks will unfold in the future. I think she was put in this state of fear and anxiety. So that’s why it was also hard to manage because it wasn’t anything concrete or anything that she could verbally express or phrase nicely.

    And I couldn’t say, “Look darling, it’s not going to happen.”

    And how did she manage to surface from that state of paralysis?

    After a while, I think she understood that it wasn’t yet threatening her life. But all of my children are still concerned and many of them want to contribute to fighting climate change in some way.

    For example, my eldest daughter was studying medicine, but after her second year, she spent the entire summer in tears. She was deeply passionate about climate action and believed there were only two paths forward. Either she could still save the planet by becoming an architect to design zero-energy buildings, or, if it was too late, she should focus on mitigating the damage by remaining in medicine. After two months of struggling with this dilemma, she abandoned her dream of architecture and decided to continue with medical school. It was heartbreaking for me to see how little hope they had of solving the climate crisis.

    What would your advice be for parents whose children are suffering from eco-anxiety?

    I think the best way is to turn anxiety into action — to explain to them that they have and we still have agency. Even though we are small, we have a very important impact. We can vote. We can choose a profession where we can change the world. We can be role models and we can influence our peers through social media and many other ways.

    So if we tell them the five scenarios that the IPCC presents (investor, consumer, citizen, role model, professional) in the 6th Assessment Report as individual roles we can play to curb climate change, it’s not only through whether we choose to take a plastic bag or not. The future isn’t something that happens to us, but in our hands. We are all part of systems where each of us can influence more than we think.

    If your children were to start striking for the climate, would you support them?

    Yes, I think protests are one of the very important ways how we can have an impact. Besides, children often don’t have any other tools. And that’s why they also feel anxiety because they don’t yet have influence. They don’t have any money to spend, or any voting rights yet. They don’t yet have a profession through which they can influence the world. They feel powerless.

    And often children’s only power is to protest. If we give them other means to where they can influence the processes, that’d be even better.

  • MIL-OSI Global: Eco-anxiety Q&A: how the IPCC’s vice-chair keeps her head cool on a warming planet

    In the past months, the planet has experienced the hottest months of June and August, boreal summer and day on record, with a global average temperature of 17.16°C on 22 July. While many have been getting on with their lives as best as they can, there are many more who are feeling the heat, as levels of climate anxiety continue to rise. At risk are people experiencing climate impacts in the Global South, but also professionals in the Earth sciences documenting and modelling them.

    So, how can we channel our alarm in a way that doesn’t paralyse us, but propel us into action? To answer this question, The Conversation Europe spoke to one of the world’s most public-facing climate scientists, the Vice-Chair of the Intergovernmental Panel on Climate Change (IPCC), Diána Ürge-Vorsatz.

    Could you start off by describing your work? According to you, what have been the highlights of your career as a climate scientist?

    So I mostly work in the area of energy efficiency. I have done a lot of modelling, including to demonstrate how higher efficiency buildings could reduce carbon emissions. Among others, I have alerted the world of what we call the carbon lock-in risks of inefficient building retrofits — when fossil fuel-intensive systems perpetuate, delay, or prevent the transition to low-carbon alternatives.

    I’ve always tried to concentrate on solutions which not only allow us to solve environmental issues, but also to increase human well-being and meet other societal goals. That’s because I come from a country [Hungary] where I see that while the environment and climate change are important, they typically play second fiddle to other priorities. Hence, I believe we have to solve these things in a way that makes it worthwhile.

    My work therefore prompted lawmakers to revise the EU’s legislation to boost building energy efficiency – the Energy Performance of Buildings Directive – in 2010. On the first day the Fidesz government was reelected that year, I showed them how many jobs could be created through high efficiency building retrofits. Based on our research, they committed that the entire building stock would be refurbished to slash energy consumption by 60 %, which would have been really very ambitious, the first such commitment in the world. Unfortunately, a few months later, they changed their direction and they rather went into other energy policy priorities.

    Do you also research alarming climate scenarios? You told me the other day that you were particularly concerned with the potential collapse of Atlantic Meridional Overturning Circulation (AMOC) at the moment

    That’s one of my concerns, yes, because it’s amongst the tipping points that would exert its impact the earliest.

    If we look at other Earth system tipping points, most of them require a century, several centuries, if not several millennia until they exert a full impact. If AMOC collapses, it would exert its full impact within two to three decades, potentially. These are very strong impacts predicted clearly, on Europe as well as other regions. More and more papers have shown evidence that its collapse could already be underway. That’s definitely been alarming.

    When you started on this career path, would you describe yourself as prey to eco-anxiety? And if not, was there a turning point when it appeared?

    No, when I started I don’t think we had any knowledge that would have amounted to any existential threat, and it was still not so tangible that so many things could go wrong.

    I was studying for my PhD at UCLA, at UC Berkeley from 1992-96. In the LA Times, there was a two page advertisement calling for artists to design artwork that would scare anyone away, which they could put above the Yucca Mountain deep high-level based nuclear repository so that even if people didn’t speak English or they didn’t understand our script anymore, they could still understand that there was something really dangerous under that.

    At that point, I remember thinking: “Oh my God, if you just can’t dig or walk wherever you want anymore, that’s just wrong. We cannot do that to future generations.”

    Then there’s the never-ending news cycle, making it hard to pinpoint specific moments that alarm you. One that comes to mind has been the discovery over time that forever chemicals – Per and polyfluoroalkyl substances (PFAS) – are everywhere, even in the most remote parts of the earth and rain is no longer of drinking water quality even in Antarctica. This isn’t going to go away — precisely because PFAS are what we call forever chemicals. We will never be able to vacuum clean the planet from PFAS. Likewise with microplastics. When you start looking ahead with your eyes open, it can be really scary.

    And how do you experience the intimate knowledge of that alarming data on the one hand, and the public’s, and above all the elites’, climate inaction on the other?

    Well, I wouldn’t quite call it “climate inaction”. It’s easy to dwell on the idea that the glass is half empty. But in fact, the glass is half full. Lots has been done since the 2015 Paris Agreement, which was itself a miracle.

    You were there when the deal was struck, weren’t you? Could you tell us what it was like?

    Well, it was truly euphoric, because before that, if a scientist dared mentioning [the threshold of] 1.5°C [of warming above pre-industrial levels], you were a tree-hugger and an advocate, not a scientist. You did not get funding.

    And suddenly that became a political reality, or at least a political goal. I think that was really amazing for me because that time we didn’t have science clearly backing that you actually could achieve 1.5°C.     On August 19, 2024, the President of the Council of State, Ms. Nathalie Fontanet, met with Ms. Taïba Rahim, President of the Nai Qala association, an organization supported by the canton which manages education projects for populations living in isolated areas of Afghanistan.

    This meeting provided an opportunity to review the general situation in the country and more specifically that of women and girls, and to better understand the realities experienced by the inhabitants of rural and remote regions of the country. The approach of the organization, created in 2007, aims to strengthen the dignity, self-confidence and sense of initiative of the population and women in particular.

    Since 2017, the canton of Geneva has supported various community education projects in several regions in the centre of the country, notably through the construction of schools. The project currently funded by the canton includes various activities, such as the opening of community classes and the provision of materials. The project also includes a training component for teachers from local communities, as well as workshops to prevent violence against children and within families.

    Taïba comes from a rural and precarious region of Afghanistan. Born into a family of 8 children, it was her father who insisted that all his children, including his daughters, could go to school. This humble man of modest means had a very clear vision: to give a different future to his nine children, especially his daughters, and to lift them out of poverty. To achieve his mission, there was only one watchword: study. Since there was no school in the region where they lived, her father decided to leave their village, his job and his status to settle in the city, where his children could go to school. Life there is very difficult, but the children can finally go to school.

    Taïba then continued her studies, until she became a secondary school teacher. Life then led her to work for the International Committee of the Red Cross in Afghanistan, then in Bosnia and Geneva, where she remained for many years.

    In 2007, when she felt like she was drifting away from her father’s mission and from Afghanistan, she decided to create an association to promote education in her home country. This is how Nai Qala was born. The association is named after her father’s native village, and also means “calligraphy castle”. Through her education project, Taïba shares a message of hope for Afghanistan. She wants to show the world that Afghanistan is the country of calligraphy, not war and poverty. She regrets that the world has a brutal vision of her country. Taïba is deeply grateful to her father, because it is thanks to him that she was able to realize and achieve her professional aspirations.

    Today, Nai Qala is one of the few women-led organizations in Afghanistan. Through its educational projects, it has a significant impact on hundreds of women and girls, and offers hope in the face of the current challenges facing the country. Taiba strongly believes that Nai Qala is a key player in the Afghan community, led by Afghans for Afghans, with the guiding principle of always “getting involved in difficult times.” According to her, the various supports she receives for the Nai Qala project exemplify the true essence of humanity and inspire hope that Afghanistan, in these difficult times, will move towards a brighter future.

    A prolific and multifaceted author, Winshluss – Vincent Paronnaud by his real name – is rewarded for his entire body of work in drawing. The six authors nominated respectively for the Töpffer Prize Geneva and the Töpffer Prize for Young Comics are now known. The Töpffer Prizes will be awarded during a public ceremony at HEAD – Geneva on Thursday, November 28.

    Since 2018, the Grand Prix Töpffer has distinguished a French-speaking author or author translated into French for the importance of their contribution to contemporary comics. On the proposal of a jury made up of experts in the field, the canton and the City of Geneva have decided to award the Grand Prix Töpffer 2024, with a prize of 10,000 francs, to the French comic book author and filmmaker Winshluss.

    Born in 1970, Winshluss is a self-taught artist and jack-of-all-trades with a unique trajectory. He started out in comics in the mid-1990s by publishing his drawings in fanzines. At the turn of the 2000s, he established himself as a leading author for Requins Marteaux, an underground publishing house. His biting and often dark style, his scathing humor and the critical look he takes at our society in its dehumanizing aspects hit the mark.

    It was in 2009 that he became known to the general public by winning the Fauve d’or at the Angoulême festival with Pinocchio, a pop and trashy reinterpretation of the tale of the same name. Acclaimed by the public and critics alike and translated into a dozen countries, the album has become a classic of independent comics. In 2016, Winshluss received the Pépite d’or at the Montreuil Youth Book Fair for Dans la forêt sombre et mystérieuse, a book which – unusually for the author – ends well. In addition to his rich work in drawing, Winshluss is also a musician, visual artist and filmmaker. He notably co-directed the animated film Persepolis with Marjane Satrapi, which won the Jury Prize at the 2007 Cannes Film Festival.

    Six authors in the running in other categories

    Increasingly recognized in the world of comics, the Töpffer Awards have been awarded since 1997 in tribute to the Genevan Rodolphe Töpffer, considered the inventor of the 9th art. The ceremony on November 28 will also be an opportunity to recognize the 2024 winners of the Töpffer Geneva Prize, worth 10,000 francs, and the Young Comics Prize, worth 5,000 francs.

    For the Prix Töpffer Genève, which rewards a confirmed Geneva comic strip personality for an album published less than a year ago, the three nominated authors are Alex Baladi (1969) for Un monde en pleine mutation (Atrabile editions), Ibn Al Rabin (1975) for De la ductilité du sbrinz (Atrabile editions), and Juliette Mancini (1989) for La haine du poil (Cambourakis editions).

    Concerning the Young Comic Strip Prize, which rewards a project in progress by an author aged 15 to 30 and living or studying in Geneva, the three nominees are Jano (2002) for La Dragonne, Fanny Rose (2002) for On dit que c’est une étamine libre, and Stanyslas Leray (2000) for La Gwerz de l’ajonc. The first two works mentioned were produced as part of the diploma projects of the Geneva School of Comics and Illustration (ESBDI), while the third is the result of a bachelor’s thesis at HEAD – Geneva.

    For this 2024 edition, the selection jury is composed as follows: Hélène Becquelin (comic book author), Patrick Fuchs (dean of ESBDI), Yannis La Macchia (Töpffer Prize Geneva 2023), Clément Paurd (head of the illustration orientation at HEAD – Geneva), Emmanuèle Payen (director of the cultural development and cinema department at the Centre Pompidou), and Leticia Ramos (head of the Cumulus specialist bookstore).

    Buoyed by this lending momentum and its increasingly strong reputation, AFL registered 102 new local authority memberships, thereby bringing its total members to 878 at 30 June, 2024.

    These new members are: 3 departments, 5 unions, 2 communities of communes, 5 urban communities and 87 municipalities of various sizes. Overall, AFL Group members include a total of 6 regions, 17 French departments, 669 municipalities and 186 EPCIs (groupings of municipalities) including 15 cities and 50 unions.

    This represents an additional capital commitment of 21.5 million euros, voted in H1 2024, bringing the total to 315 million euros.

    Efficient refinancing that stands out for the continued diversification of issuances

    In H1 2024, AFL raised 1.4 billion euros in the bond market with a weighted average maturity of 7.8 years:

    • A syndicated bond issue of 750 million euros with a 10-year maturity;
    • The first syndicated issuance in Swiss francs for a total 110 million, with a 10-year maturity;
    • A new 3-year syndicated bond issuance in sterling for a total 250 million;
    • Several Euro-denominated private placements including six “callable” deals (pre-determined term) for a total 221 million euros.

    The weighted average spread on these issues was 39-basis points over the Obligations Assimilables du Trésor (OAT) curve, a substantial improvement compared to the previous financial year (average of 49 basis points over OAT in 2023).

    Financial results are aligned with the business plan

    Robust earnings (consolidated earnings under IFRS)

    At June 30, 2024, the AFL Group has generated the income needed to pursue its growth:

    • Net banking income (NBI) came in at €10,785 thousand (€12,179 thousand as of 30/06/2023).
    • Net interest margin for the AFL Group stood at €11,586 thousand (€12,940 thousand of 30/06/2024). This decline stems from the exceptional results recorded in the first half of 2023, boosted notably by the substantial drop in cash carrying costs after the ECB raised its deposit rate.
    • The gross operating income stood at €2,901 thousand (€3,868 thousand as of 30/06/2023).
    • Excluding non-recurring items (i.e. excluding income from capital gains on disposals of securities and hedge accounting), gross operating income was €4,015 thousand (€3,452 thousand in H2 2023).
    • Operating costs during the period came to €7,336 thousand as of June 30, 2024 (€7,857 thousand as of 30/06/2023), reflecting AFL’s disciplined management and the end of the contribution to the Single Resolution Fund.  
    • Net income as of June 30, 2024, stood at €1,954 thousand (€2,840 thousand as of June 30, 2024).

    Earnings that meet our expectations and confirm the resilience of AFL’s model

    The cost of risk is intrinsically low in AFL’s model

    AFL’s cost of risk is intrinsically limited due to its model as a public development credit institution, the company’s prudent management and the excellent solvency of local authorities. As an example, AFL has zero exposure to stage 3 (default status) assets.

    At June 30, 2024, the cost of risk relating to ex-ante impairment for expected losses on financial assets under IFRS 9 was a charge of €255 thousand (compared with a charge of €71 thousand at 30/06/2023).

    This rise in the cost of risk is mainly attributable to higher asset volumes, and to a lesser extent, to revisions made to the assumptions used for determining the economic scenarios by asset class, to account for the deterioration of macroeconomic and geo-strategic risks.

    The operating income stands at €2,645 thousand (€3,797 thousand as of June 30, 2023). This led to a rise in the cost/income ratio to 73.1% (68.2% as of June 30, 2023). Relative to credit volumes, operating expenses account for 19 basis points; this is a 1 basis-point improvement compared to December 31, 2023, confirming the efficiency of our model.

    Financial strength

    The highlight event for AFL during the period was the ACPR (Supervision and Resolution Authority)’s decision on June 21, 2024 (and published on July 3, 2024) to change the credit risk weighting of exposures to French local authorities from 20% to 0%. This decision is applicable to municipalities, departments, regions and EPCI (with specific tax status), and has generated a significant facial increase for the AFL Group’s solvency ratio.

    Furthermore, following its decision on June 21, 2024, the ACPR supervisory college announced that the debt issued by AFL would qualify as HQLA1 if the percentage of the credit granted by AFL to local authorities with 0% weightings is above 90% of its outstanding credit. Exposure to French local authorities with 0% weightings stands at 94.9% as of June 30, 2024 – which is largely above the minimum threshold of 90%.

    • The CET1 solvency ratio (consolidated) stands at 77.7% (13.23% at 31/12/2023);
    • The leverage ratio, calculated using the methodology applicable to public development credit institutions, was 9.69% (compared to 8.86% as of 31/12/2023 and for a regulatory limit of 3%);
    • The banking leverage ratio stands at 2.42% (2.24% as of 31/12/2023);
    • The liquidity coverage ratio (LCR) stands at 622%, above the regulatory limit of 100%;
    • The net stable funding ratio (NSFR) stands at 171%, above the regulatory threshold of 100%;
    • The 12-month internal liquidity ratio (NCRR) came to 98% at 30 June 2024, corresponding to a liquidity reserve of €2.1 billion. This will allow AFL to meet all its needs for almost 12 months without having to turn to the market.  

    Post-closing events

    • Since the end of H1 2024, on July 18, 2024, AFL tapped its bond maturing on March 20, 2034, by €250 million with a narrower margin of 23 basis points over the OAT rate. This narrower margin stems from the HQLA1 classification of the debt issued by AFL (cf. ACPR decision explained above).
    • As of August 31, 2024, AFL’s medium- and long-term loan production was €831 million, confirming its steady and solid growth.
    • A further capital increase was carried out by the Board of Directors of AFL-ST on September 25, 2024, to allow new local authorities to gain membership.
    • On September 4, 2024, AFL published the credit ratings assigned by Fitch Ratings: AA- (stable outlook) for mid-and long-term debt and F1+ (stable outlook) for short-term debt. At the same time, for purposes of methodology, Moody’s was asked to delete all ratings and assessments it had completed on AFL.
    • To continue to support the growth momentum of its loan portfolio and to address demand from its members, while maintaining high levels of equity capital, AFL is looking into the possibility of issuing super subordinated debt in the near future, market conditions permitting.

    Targeted and selective bolt-on acquisitions as a key growth driver. Since 2009, the Group has leveraged this strategy, successfully completing over 30 acquisitions with a combined annual revenue of approximately €350 million, all financed without any capital increase.   • MIL-OSI Canada: Joint statement by Prime Minister Trudeau and President Macron

    We, Prime Minister of Canada Justin Trudeau and President of the French Republic Emmanuel Macron, reaffirm, here in Ottawa, the strong bond between Canada and France. This meeting reflects the importance of our historical and cultural ties and the enduring friendship between our nations that is rooted in a shared history, a common language and the values that drive what we do. 

    We also enjoy a strong trade relationship. Together, we are working to promote sustainable and inclusive economic growth, as well as a transparent, rules-based multilateral trade system. Since the provisional implementation of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA) in 2017, trade between Canada and France has grown significantly (over 53% for Canadian exports and nearly 46% for French exports in the span of seven years). Our bilateral trade helps to make life more affordable for our citizens and create good jobs on both sides of the Atlantic.

    In an international context marked by many different overlapping and mutually reinforcing crises, our two countries are determined to protect fundamental democratic principles in the face of authoritarian, populist and hateful ideologies. We stand up for human rights, fairness, and the rule of law, with due respect for international law and state sovereignty.

    Canada and France are facing foreign information manipulation and interference operations. Canada and France will strengthen their exchanges to effectively respond to these threats. In particular, Canada and France will work closely within the Organisation for Economic Co-operation and Development (OECD) to create tools to guide countries in developing public policy focused on strengthening information integrity. In addition, through fora such as the G7 Rapid Response Mechanism (RRM) and the Forum on Information & Democracy, we are also developing collective approaches to counter other threats to democracy and will continue to advance these objectives in our successive G7 presidencies in 2025 and 2026.

    Enhancing our bilateral cooperation 

    This year, we commemorated the sacrifices made by Canadians, the French and our Allies on the 80th anniversary of the Normandy landing. We will work to step up our bilateral cooperation in security and defence in order to improve our ability to respond to geopolitical crises. To that end, the Canada-France Declaration on a Stronger Defence and Security Partnership, which we are announcing today, will enable us to provide more effective support to Ukraine in the face of Russian aggression, contribute to regional stability and security in the Indo-Pacific, strengthen our cooperation in modernizing our armed forces, and combat foreign information manipulation and interference. 

    To support French and Canadian citizens around the world, we also wish to strengthen our cooperation with respect to emergency preparedness and crisis management. We applaud the work of Canada’s Emergency Watch and Response Centre and France’s Centre de crise et de soutien in this area.

    Fighting climate change and protecting the ecosystems and environment

    In response to the triple planetary crisis of climate warming, biodiversity loss, and pollution, we will continue to step up our cooperation, particularly in the fight against climate change and ocean protection. We will do this through our bilateral and multilateral actions, in line with the France-Canada Partnership, which was renewed in April, in which we pledged to work together, in particular to implement the Kunming-Montreal Global Diversity Framework and to strengthen our climate and energy commitments, as well as our shared commitment to adopting a legally binding international agreement to address plastic pollution.

    Our Canada-France Declaration on the Ocean speaks to our readiness to put oceans at the heart of the bilateral and international agenda—with recognition of their critical role in the environmental and climate balance—in preparation for the June 2025 UN Ocean Conference in Nice. We also underscore their importance in providing food and energy sources, a vector for economic exchanges, and a vital link between countries and communities. The Prime Minister and the President also emphasized their commitment to working together in the fisheries sector, as demonstrated by the recent agreement reached on the Atlantic halibut fishery.

    Our two countries will also pursue their political commitment towards the adoption of a legally binding treaty to put an end to plastic pollution that meets our peoples’ expectations, with ambitious measures throughout the life cycle of plastic, from production to waste management. 

    To keep the Paris Agreement’s 1.5 °C target within reach, we will accelerate efforts on operationalizing the global stocktake’s decision on transitioning away from fossil fuels, including in the context of our G7 presidencies. We will continue to work with determination to align financial flows with the Paris Agreement, in particular by disclosing climate change risks and phasing out fossil fuel subsidies. We will continue our work together to expand the scope and use of carbon market instruments, while supporting countries that are interested in implementing these instruments.

    Canada is pleased to join France and the many countries that support The Paris Pact for People and the Planet (4P) in responding to the dual challenge of combatting poverty and preserving the planet. Further, to encourage increased funding in support of sustainable development, our two countries will continue to participate actively in the United Nations Secretary-General’s SDG Stimulus Leaders’ Group.

    Our responses to energy security concerns will aim to secure long-term energy supply in keeping with our climate objectives, and in a manner that ensures continued prosperity for both of our countries. Building on the Joint Statement Between Canada and France on Nuclear Energy Cooperation of fall 2023, we are working together to step up civil nuclear cooperation between our two countries, with a focus on identifying project funding solutions and upgrading skills and training for the trades. We will also work to accelerate the global phase-out of coal through our support for the Powering Past Coal Alliance and the Coal Transition Accelerator. 

    Recognizing the key role of critical minerals in supporting a green and digital economy, our two countries will work on the need to explore opportunities for joint investment in critical minerals projects, with the aim of securing their respective value chains. Canada and France are also founding members of the Sustainable Critical Minerals Alliance, which aims to promote on a global scale sustainable and socially inclusive mining, processing and recycling practices, and responsible critical minerals supply chains. We will continue to work with like-minded countries to reaffirm these values. Lastly, Canada and France will work together to develop low-carbon, efficient, sustainable and resilient transportation systems, whether in the aviation, rail or marine sectors.

    Embracing artificial intelligence responsibly

    Canada and France consider science and technology to be important levers for meeting the major challenges of the 21st century. We are mindful of the importance of developing a responsible approach to artificial intelligence (AI) that takes into account both risks and benefits, as demonstrated in the joint launch of the Global Partnership for Artificial Intelligence in 2020. The Canada-France Declaration on Artificial Intelligence published today reiterates our commitment to responsible, safe AI that respects human rights and democratic values. To promote and support scientific research in the field of AI, we welcome the recent call for proposals from last July for new funding, launched under the auspices of the Joint Committee on Science, Technology and Innovation uniting our two countries. 

    Expanding Canada-France collaboration in all areas of AI, we will further our work together at the AI Action Summit, to be hosted by France on February 10 and 11, 2025. With a view to promoting outreach and cooperation between our companies and business organizations and providing solutions, Canada is proud to announce that it will be Country of the Year at VivaTech 2025 in Paris. Responsible use of AI can create economic benefits for everyone, and adopting it can increase economic productivity and growth, for the benefit of all workers and businesses.

    In addition, our two countries will continue to work together to establish a digital dialogue on platform governance and ensure that AI is designed, developed, and deployed ethically and in compliance with copyright. This would allow us to recognize the important shared challenges in the digital space that have a considerable impact on the strength and health of culture and media in Canada and France.

    Promoting the French language throughout the world

    Canada and France reaffirm their support for the promotion of French and for the institutions of La Francophonie, and they commit to concluding a Canada-France Memorandum of Understanding on the Cité Internationale de la Langue Française on the margins of the upcoming Francophonie Summit in Villers-Cotterêts and Paris, France, on October 4 and 5. With our partners in the Organisation internationale de la Francophonie, we will support linguistic and cultural diversity, peace, democracy, and human rights. The Summit will also provide an opportunity to strengthen education, research, and innovation in French, as well as economic and digital cooperation for sustainable development. 

    Addressing geopolitical challenges

    We reiterate our strongest condemnation of Russia’s more than 900-day war of aggression in Ukraine. In the face of this war, which jeopardizes the security of the entire Euro-Atlantic region, we reaffirm our unwavering support for Ukraine in all areas, for as long as it takes. We continue to work towards a comprehensive, just and lasting peace based on international law, and in particular the principles of Ukraine’s sovereignty and territorial integrity within its internationally recognized borders. In line with the NATO Washington Summit Declaration, we will continue to deepen our support for Ukraine, to give it the means to defend itself and deter Russian aggression. We are pursuing our efforts to support Ukraine in its reform process, notably in the fields of justice, the fight against corruption, and promotion of the rule of law. We also underscore the efforts of the International Coalition for the Return of Ukrainian Children, co-chaired by Canada with the participation of France. Finally, we are committed to helping to operationalize the agreement reached at the G7 Summit in Apulia to leverage immobilized Russian sovereign assets for the benefit of Ukraine.

    We also condemn in the strongest possible terms the October 7 massacres perpetrated by Hamas against Israel, and recognize Israel’s right to defend itself in accordance with international law and international humanitarian law. We are extremely concerned by the humanitarian catastrophe in Gaza and by the appalling situation of the civilian population, which has been repeatedly displaced within the country and is unable to meet its most basic needs. Canada and France therefore call for an immediate ceasefire, the release of all hostages, and the unfettered access of humanitarian aid to Gaza. Canada and France support the two‑state solution, which includes the creation of a Palestinian state, living in peace and security, alongside the State of Israel.

    We also wish to maintain our support for Haiti, to help re-establish security, the rule of law, and democracy. While we remain concerned about the humanitarian and security situation there, we are nevertheless pleased to note the progress made, including the establishment of the Transitional Presidential Council, a Prime Minister and a Cabinet of Ministers. We also welcome the fact that the creation of the Provisional Electoral Council is well underway. We are committed to supporting preparations for free, fair, and transparent elections. Canada and France will continue to work closely together to support the Haitian National Police, the Multinational Security Support Mission, and the strengthening of the justice sector and the fight against corruption and financial crime. 

    In the Indo-Pacific region, our two countries will study the deployment of joint patrol missions in the future, and will maintain their participation in multilateral exercises. To this end, our two countries will work on the possibility of integrating Canadian support into the deployment of the Charles de Gaulle aircraft carrier.

    Coordinating our successive 2025 and 2026 G7 presidencies

    We will strengthen strategic coordination between our governments in the context of our bilateral and multilateral exchanges, and with a view to our successive G7 presidencies in 2025 and 2026. We are determined to meet today’s global challenges, guided by our shared desire to build a better future based on our common values, and supported by the rich and dynamic relationship between our two countries.

    The Prime Minister, Justin Trudeau, welcomed the President of France, Emmanuel Macron, to Canada from September 25 to 26, 2024. With stops in Ottawa, Ontario, and Montréal, Quebec, the visit helped further strengthen the close ties between our countries and advance our shared priorities.

    The leaders announced three key declarations that will align Canada and France’s work to preserve peace and security, take ambitious climate action, protect the environment, and responsibly harness the full potential of artificial intelligence (AI).

    The first of these three declarations, the Canada-France Declaration on a Stronger Defence and Security Partnership, underscores Canada and France’s steadfast commitment to supporting Ukraine in the face of Russia’s illegal invasion. It also reaffirms our contributions to regional stability and security in the Indo-Pacific and reflects our co-operation in managing emergencies, modernizing our armed forces, and combatting foreign interference.

    The two leaders discussed shared, ongoing work to respond to the humanitarian situation in Haiti and reiterated their support for the United Nations-authorized Multinational Security Support mission in the country. Canada and France are in steadfast support of Haitian-led solutions to the conflict that will make a meaningful and lasting difference in the lives of the Haitian people – and build a better future.

    Building on the progress made at the United Nations General Assembly and the Summit of the Future earlier this week, Prime Minister Trudeau and President Macron highlighted the critical importance of continued action to fight climate change and protect our oceans. In the Canada-France Declaration on the Ocean, the leaders underlined the vital role that oceans play for the environment, the climate, the economy, and food and energy security throughout the world. To advance our work, Prime Minister Trudeau announced Canada’s membership in the Paris Pact for People and the Planet. The Pact, led by France and in partnership with global leaders, emphasizes collective action to accelerate sustainable development and create opportunities to help lift vulnerable populations out of poverty.

    During the visit, the Prime Minister and the President met with AI experts, entrepreneurs, and industry leaders to discuss the risks and benefits of this new technology. Canada and France have world-leading AI ecosystems, including leadership roles in the Global Partnership on Artificial Intelligence (GPAI), which has 29 members worldwide. A testament to our progress in growing a dynamic AI industry, GPAI’s first two centres of expertise opened in Canada and France. Moving forward on this work, the Prime Minister and the President announced the Canada-France Declaration on Artificial Intelligence. The Declaration reiterates our countries’ commitment to a safe use of AI that respects human rights and democratic values.

    During President Macron’s visit, Canada was also named Country of the Year for the Viva Technology 2025 technology conference, which will be held in Paris next year. At this event, Canada’s delegation will collaborate with the international community and meet with thousands of visionary start-ups, investors, organizations, and researchers to leverage advances in AI to strengthen our economy, increase productivity, and create new opportunities for Canadians. SCALE AI, Canada’s Global Innovation Cluster dedicated to AI, will lead Canada’s business delegation.

    Prime Minister Trudeau and President Macron reaffirmed their commitment to promoting the French language and La Francophonie’s institutions ahead of the next Sommet de la Francophonie, which will be held in Villers-Cotterêts and Paris, France, on October 4 and 5, 2024. They also renewed their commitment to strengthening strategic coordination in preparation for the successive G7 Presidencies that Canada and France will hold, in 2025 and 2026 respectively.

    Good morning.

    I am pleased to be with you again this year for the Fall Conference on Competition Law.

    I would like to begin by reiterating that we are gathered today on the traditional, unceded territory of the Algonquin Anishinaabe people.

    We gather as the spectacular colours of fall take hold here. One of the centrepieces of this seasonal transformation – here as in much of Canada – is undoubtedly the maple tree.

    The growth of the maple tree provides us with a good analogy for the changes: including the dramatic changes in competition law in Canada that I will tell you about today.

    At first, maple trees grow upwards… very quickly. Then they spread outwards to create their large canopy.

    The evolution of competition law in Canada has followed a similar path.

    That’s why I’m here today to talk about the recent round of amendments to the Competition Act. What these changes mean for the legal community and many of your clients. And what they mean for all Canadians. I’ll also talk about what’s not changing with these recent reforms. So let’s get started.

    The new era

    Ahead of recent amendments to the Competition Act in 2021, the government made significant investments in the Bureau’s budget to strengthen our ability to enforce the law and promote greater competition.

    These budget increases have enabled us to equip ourselves to meet the needs of Canada’s modern economy. In particular, we created our Digital Enforcement and Intelligence Branch, which leverages data and technology to support our enforcement and competition advocacy work.

    However, despite these new resources, we did not have the legislative tools necessary to take the enforcement action that the general public, and parliamentarians, expect.

    As you know, since 2022, Canadian competition law has undergone three waves of amendments. Let me summarize the highlights:

    The amendments began in 2022 with the criminalization of wage-fixing and no-poaching agreements, and increased maximum fines and penalties. Then, in 2023, the outdated efficiency defense was eliminated, the abuse of dominance rules were strengthened, and the Bureau was given formal market study powers. Finally, earlier this year, amendments equipped the Bureau to more effectively review mergers, including through the introduction of structural presumptions, and strengthened the provisions on deceptive marketing practices, particularly with respect to false claims of discounts, partial pricing, and unsubstantiated environmental claims.

    That’s a lot of changes in two years.

    Not surprisingly, Canada’s legal community has taken note and is actively working to assess the impact of these far-reaching changes. The result is a growing consensus: we have entered a “new era” of competition law, compliance and enforcement.

    In your newsletters, many of you have used words to describe these changes: “landmark,” “transformative,” “radical change,” and even “profound reform.”

    The Globe and Mail, in a July 2024 editorial, called it “a new era of competition law for consumers.”

    The broad consensus on the need for reform is not new. The feeling that Canada needs to do more to promote competition has been on everyone’s minds for some time.

    Three years ago, I joined you – more than two years into my mandate and still virtually due to the COVID-19 pandemic – to call for a comprehensive review of the Competition Act. At the time, it was almost a wild hope.

    And yet, we have come so far since then!

    This move was driven by a groundswell of Canadians calling for change in response to an economy where competition simply wasn’t working. People were clear: they want more competition.

    The desire for meaningful reform grew stronger in the House of Commons and the Senate, where unanimous all-party support provided the momentum needed to make these changes a reality.

    The details of these recent changes may not be universally agreed upon, as is rarely the case with laws. But there is unanimity that these efforts to modernize our laws are a legitimate and unavoidable response to the need to “do more.”

    This new era of competition law enforcement should be seen as a generational shift, rather than a radical one.

    Just as no one blames the maple tree for growing and thriving by adapting to its environment, our laws must respond to the needs and challenges of our economy as it exists today. With these changes, the government and Parliament are seeking to equip the Office with the right tools to achieve the results we all want: a vibrant and competitive Canadian economy.

    To return to the maple analogy, I see this new era a bit like the firmly spread branches of that robust tree. The brilliant canopy grew from an idea: increased competition will stimulate growth and benefit the public interest. It is a goal we all want to achieve.

    These changes are also consistent with the type of vastgovernment-wide competition program[in English only] that I am calling for to help solve Canada’s productivity problems.

    We can achieve this by doing the right thing: opening markets, setting their rules, enforcing them, and giving everyone a fair chance at growth, opportunity and investment.

    What to expect for the future

    Many of you will want to know how this modernized Competition Act will affect your clients. The changes are significant and far-reaching, and I understand that it is important for you to hear what the Bureau has to say about this new reality and how we will enforce the law going forward.

    From my perspective, there are four major changes that will define the way the Office works, thinks and reacts.

    First, more law enforcement action is to be expected.

    I think it will come from both the Bureau and the expanded private access regime.

    These legislative changes have given the Bureau the tools it needs to take meaningful enforcement action. This means that anti-competitive conduct will no longer fall through the cracks, as it did in the past, due to gaps in the legislation. It also means that there will be greater demand on the Competition Tribunal and other courts.

    And, to the delight of many in the room, I am sure, this will result in more case law.

    Second, we should expect faster and much less technocratic implementation.

    The Competition Act now includes simplified legal tests, a reverse onus and rebuttable presumptions for mergers. And as I mentioned a moment ago, the efficiency defence has been repealed.

    These changes will allow the Bureau to sort through cases and conduct investigations more quickly. They should also help to achieve results based on reasons that are understandable to ordinary people.

    To illustrate how these changes will simplify our work, we no longer have the burden of hundreds of paragraphs of complex mathematical formulas to determine whether a merger would violate the Competition Act.

    It was high time to bring some common sense back into our competition legislation.

    The third thing you can expect is a strengthening of corrective measures.

    We see this in the new merger remedial standard, the broader range of remedies available under section 90.1, and our new civil mechanism to enforce consent agreements. We also see it in the changes to maximum fines and penalties across the Act. We are now better able to seek real and meaningful sanctions when violations occur. This means that the days of absurdly low financial penalties are over.

    Private claimants will now be able to seek redress by applying to the Competition Tribunal.

    All of these changes translate into a law enforcement approach that is strict and diligent: those who break the law will face significant consequences for their actions.

    The fourth and final thing we can expect from this new era is a more people-centered approach to law enforcement.

    Implicitly, these changes ensure that the Act better reflects the current needs of the Canadian public in competition law matters, for example:

    What serves the public interest? Opening the door to public interest litigation will help answer this question. Recognizing the importance of competition to workers through the new wage-fixing and non-poaching offences, and by expressly incorporating the term “personnel” into the merger provisions. Ensuring that Canadian consumers are better protected from deceptive marketing practices, including by preventing the dissemination of partial pricing and false representations that mislead consumers and harm competitors. Strengthened protections for whistleblowers, complainants and others who come forward and provide assistance under the Act, under the new anti-retaliation provision.

    Overall, the amendments to the Competition Act result in a stronger legal framework for enforcement in Canada, and a system that is more responsive to public needs. A system that is much less tolerant of anti-competitive behaviour that misleads Canadian consumers, artificially drives up prices and keeps wages low, and limits productivity and innovation.

    Just as I talked about how this new era will affect the way the Office works, let’s now talk about how this new era will affect the choices businesses make.

    There are four areas I want to highlight today that I think will be of particular interest to you.

    Mergers

    Let’s start with effective merger control. Strong rules are vital because they are the Bureau’s first line of defense in its efforts to protect the competitiveness of our economy.

    For the vast majority of mergers, things will not change in this new era. But in some cases, there are significant changes that deserve attention.

    First, more mergers are now subject to prior merger notice requirements. And, regardless of prior notice, in all cases where we seek an injunction, a merger cannot close until the injunction is heard and determined. These changes clearly reaffirm the preventive purpose of merger review.

    Second, transactions that were not notified will be subject to a longer limitation period during which we can, if necessary, file a claim after the transaction has closed. In practical terms, this means that there is now less risk that anti-competitive transactions will escape our notice.

    Third, we can expect a greater dose of healthy skepticism about merger proposals in concentrated sectors. This is the result of the repeal of the efficiency defence and the creation of rebuttable structural presumptions. This puts an end to what was – in my view – an overly permissive approach to mergers or, as one of my predecessors described it, “the weakest merger legislation of any of our peer countries.”

    Fourth, among other notable changes regarding mergers, the standard for remedies is now much stricter. This will move us toward remedies that, in both intent and effect, fully preserve and protect competition from anticompetitive mergers. This is a significant improvement over the situation that prevailed just a year ago.

    It bears repeating: the vast majority of mergers reviewed under the Competition Act are not complex and are cleared quickly. That will not change.

    But for complex cases, especially those that raise significant competition issues, expect us to come knocking. In those cases, some parties will simply need to be well-prepared to explain their merger plans. But for ill-advised transactions that are particularly anticompetitive, in this new era, those ideas should never leave the boardroom.

    I recognize that having good guidance in this area is essential. That is why we will soon be launching a comprehensive review of the merger enforcement guidelines. We will also take this opportunity to ensure that we have modern guidelines that reflect the digital economy and the most recent case law.

    As part of this process, we will be publishing a discussion paper in the coming weeks that will include questions for your consideration. We hope that you will participate in this process to help us make these guidelines as useful and rigorous as possible.

    A draft of the revised guidelines will follow. We value your input and that of your clients. Your contributions to our guidance contribute to greater clarity for everyone.

    Monopolistic practices

    Let’s move on to the second point on the list of notable changes: monopolistic practices.

    It is not bad to be big. Companies that grow by innovating and competing on the merits should not be punished – this is an essential foundation of the competitive process.

    The recent changes do not change our view on this. What does change is our ability to clearly define offenders and the very real possibility of applying meaningful sanctions in the event of a violation. These changes finally bring us in line with our peers.

    In this new era, we now have a simplified test for determining whether there has been an abuse of dominance requiring a prohibition order. This will help us stop any conduct by dominant firms that has harmed competition in the market or was intended to do so.

    We can also count on a significant improvement in the provision on civil agreements. This will allow us to tackle a broader range of anti-competitive agreements. It is accompanied by more effective remedies to address harm and promote compliance.

    In this area, we have published newguidelines for property controlsfor public consultation. We consider our position to be strong but responsible. However, we remain open to other points of view. We invite you to provide us with your comments before finalizing these guidelines.

    Finally, on this point, we are preparing additional guidance on restrictive trade practices and we will also consult on this draft guidance.

    Deceptive business practices

    Next, let’s look at how this new era will affect our enforcement work in the area of deceptive marketing practices.

    This is an area where the Bureau needed an enforcement framework that was relevant to our times. We needed the tools to do the best job possible in combating these long-standing practices that harm consumers and competition.

    First, partial pricing. As you know, we have had many successes in pursuing those who engage in this anti-competitive practice.

    Just earlier this week, the Competition Tribunal released its decision in the Cineplex partial pricing case. This is a resounding victory for Canadians, and a concrete example of our new era of competition enforcement.

    I know that Cineplex has announced its intention to appeal. However, I want to point out that this is the first decision made by the Tribunal under the recent amendments to the Competition Act, which include the possibility of imposing higher administrative monetary penalties.

    This decision sends a strong message: companies must not practice partial pricing and must display their full prices up front whenever additional charges are mandatory for consumers. Companies that do not comply with the law are exposed to significant financial penalties.

    Of course, we have also recently obtained two consent agreements in this area, against TicketNetwork and SiriusXM Canada. We also have several other investigations underway. The lesson is clear: expect a response and consequences if you engage in false or misleading practices by advertising prices that are unattainable due to fees that are not disclosed in the offer.

    We will now turn to an area that has been the subject of much discussion: the provisions relating to environmental reporting and greenwashing. I can assure you that at the Bureau, we have heard loud and clear that there is a strong desire for guidance on these new provisions in the Act. We have already acted and we will continue to act expeditiously on this issue.

    While these changes are significant, it is important to remember that our laws already prohibited greenwashing and unsubstantiated performance claims.

    The Competition Act has long contained provisions prohibiting false or misleading representations to promote a product or business interest. Take, for example, the action we brought against Keurig Canada in 2022. Our investigation found that the company’s claims about the recyclability of its single-serve coffee pods were false or misleading. Keurig agreed to pay a $3 million penalty.

    Similarly, performance claims that are not based on adequate or appropriate testing have been prohibited in Canada since the 1930s. By extension, the Bureau has long advised companies that these provisions apply to environmental claims. Not only have we issued guidance and warnings for many years, but we have also taken enforcement action in high-profile cases.

    Based on our past actions, you can see that these new provisions represent an evolution – not a revolution – in the fight against misleading marketing practices. This means that advertisers are expected to base their environmental claims on solid foundations, so that they are not considered false or misleading to consumers.

    As you know, we are leadingconsultationson these new provisions and we will carefully examine the reactions received. In the meantime, I invite interested parties to read the special edition ofVolume 7 of the Collection of Deceptive Commercial Practices. It contains useful advice on how to comply with the pre-existing provisions of the Act in relation to environmental reporting.

    Private access

    Finally, I will share with you some thoughts on the changes to the private access regime in this new era.

    The amendments have created a much more robust private enforcement system. It now extends to most of our civil provisions. It is available to a wider range of claimants. It is accompanied by a relaxation of the test used to determine whether a case can proceed and allows the court to order the payment of money.

    We welcome and support these changes, as they will support the work of the Office, lead to more case law and provide access to private remedies.

    The impact of these changes is already visible. Private access is being used as a tool in abuse of dominance cases, including Apotex and JAMP Pharma. And this is just the beginning. More significant changes to the Act will come into force in June 2025.

    We will be monitoring cases closely and scrutinizing them for opportunities to intervene and provide the Bureau’s perspective, particularly if important legal issues are at stake. And I am sure many of you in this room will do the same.

    We plan to update our Private Access Procedures Information Bulletin in light of these important changes, including the factors we will consider in deciding whether to intervene.

    I also want to make it clear that we recognise the importance of having a well-resourced Competition Tribunal. As we move into a new era where we intend to bring more cases before the Tribunal, and we anticipate an increasing number of private access cases, this will only become more important to ensure that we adjudicate quickly and efficiently.

    What comes next

    I have spent a good deal of my time today explaining to you what I believe the changes to the Competition Act will do to the enforcement of the Act. And, therefore, what they will do to your work.

    Yes, there is broad public support for modernizing the Competition Act, and these changes bring Canada in line with international best practices. And yes, some of the changes are still a bit rough; they will need to be sanded down to a smoother finish, whether through guidance or case law. That is to be expected. After all, this is a framework law, not a code.

    However, despite these significant changes, it is also important to note what is not changing. This is still a framework law focused on maintaining and promoting competition in Canada, not a sector-specific regulation or price control regime.

    The Competition Act remains subject to strong due process protections, evidentiary requirements and clearance standards to ensure fairness for all parties and to weed out clearly unmeritorious cases. The Bureau will, of course, continue to enforce the law in a transparent, predictable and rigorous manner. In other words, while the maple tree’s canopy has expanded, its roots have remained the same.

    When it comes to ensuring fair and equitable competition in Canada, we have been working to do so for almost as long as Canada has existed. It is not talked about enough. The new laws are a response to an old problem.

    In 1889, Canada became the first country in the world to adopt modern antitrust legislation. Our legislation, like that of the United States, was a response to the serious problems faced by people in these young, emerging markets. This tradition, which dates back more than 135 years, continued into the 20th century. In the 1920s, Prime Minister Mackenzie King himself introduced the Combines Investigation Act, which became the basis for today’s Competition Act, for first reading.

    Then, in the 1980s, the Competition Act was amended through Bill C-91 – legislative changes that, according to a statement by the then minister responsible for that portfolio, were necessary to adapt the Act to the demands of a modern marketplace.

    This brings us to today’s changes, the final step in a long journey.

    As I explained at the beginning of my speech, a generational change in competition law is here. Finally.

    Which brings us back to the maple analogy:

    These are new branches that complete the canopy of Canada’s competition tree. They cover a larger area with the rules and enforcement framework needed to keep pace with today’s economy. But this canopy is consistent with previous principles. These changes build on the Bureau’s long history of commitment to transparent, evidence-based enforcement.

    Conclusion

    In closing, I would like to reiterate that we are entering a new era of competition law enforcement in Canada. Today, we have much stronger legislation that finally addresses many of the long-standing deficiencies in the Competition Act.

    As I indicated, we are developing guidance to clarify the effects of these changes for the Office and for your clients. We want you to help us refine it.

    However, the message from Canadians and parliamentarians has been clear: they want stronger and more active enforcement. These recent amendments have given us the tools to achieve this.

    I would like to leave you with a clear conclusion: in this new era, you must expect a more aggressive and active authority, which will use all the tools at its disposal in the interests of Canada, its people and its economy.

    These changes are long overdue, and it is now up to me, as Commissioner of Competition, to ensure that they are implemented in a way that meets the high expectations of the Canadian public and parliamentarians.

    Everyone living in Canada deserves a health care system that provides the services they need, when and where they need them. The types and ease of access to mental health and substance use supports can vary across Canada, leading to inconsistencies in quality and accessibility.

    In response to this challenge, Health Canada has tasked the Standards Council of Canada with coordinating the development of a set of guidelines and resources to strengthen understanding, consistency and integration among mental health and substance use health providers across the country.

    These resources include the following:

    Integrated Youth Services (IYS) Guidance Document Report on Integrating Mental Health and Substance Use Health Services in Primary Care Settings Report on Gaps and Recommendations for SMSLCS Digital Applications Report on Integrated Mental Health and Substance Use Health Services for People with Complex Needs – with a Focus on Early Intervention for Psychosis Publicly Available Guidance Document to Systematize Substance Use Competencies for All Prescribers Report on Gaps and Opportunities for Enhancement in Withdrawal Management Services to Support Substance Use Health Care

    This work can improve care for people across Canada by promoting evidence-based approaches to key mental health and substance use issues. It recognizes that health care delivery is primarily the responsibility of the provinces and territories and provides mental health and substance use care providers with a collection of principles, guidelines and best practices that they can reference, learn from and put into practice.

    Additionally, this work will help inform future federal actions to support positive mental health and substance use care, reduce barriers to care, and address capacity constraints in the front-line workforce.

    Hundreds of Canadians invested their energy and expertise in this initiative, including individuals with past and present experience, Indigenous peoples, clinical specialists, service providers, community organizations, family and peer advocates, academics and many others.     Just over a year after the June 2023 Summit for a New Global Financial Deal, the UN General Assembly’s High-Level Week provided an opportunity for world leaders to reaffirm their support for the 4P agenda to reform the international financial system. They also expressed their commitment to establishing a 4P Senior Officials Group that will play a strategic facilitative role in delivering ambitious outcomes for the upcoming major events in 2024, ahead of the 4th International Conference on Financing for Development in Seville in 2025.

    On this occasion, the United Kingdom, Mauritania, Togo, Seychelles, Gambia and Guinea Bissau joined the Compact, bringing the number of 4P member countries to 66. Just over a year after its launch, the 4P is now a vibrant network involving countries from all income levels and continents. It offers the international community a unique opportunity to work together in a spirit of solidarity and equality to develop constructive measures and overcome bottlenecks. Heads of State and Government welcomed the establishment of the Compact Secretariat (housed at the OECD as an independent body) and are committed to supporting its important role in implementing the 4P agenda.

    Numerous operational coalitions have been established under the Compact, enabling countries and interested stakeholders to work together in concrete ways to improve outcomes, including the Debt, Nature and Climate Review Process by International Experts, the Coalition for the Inclusion of Debt Suspension Clauses in the Event of Climate-Related Natural Disasters, the Global Solidarity Levies Task Force, the Global Roadmap on Biodiversity Credits, the Global Green Bonds Initiative, and the Coalition for Paris-Compliant Carbon Markets.

    Despite an increasingly difficult international context, encouraging results have been achieved, but greater efforts will be needed to accelerate progress. Accordingly, in the presence of the UN, WTO, OECD, and IMF, Heads of State and Government reaffirmed their commitment to work together, in accordance with the fundamental principles of the Pact and in synergy with other relevant initiatives, such as the Bridgetown Initiative.

    They have in particular:

    affirmed their commitment to accelerate efforts to increase the participation and representation of developing countries and emerging economies in the decision-making bodies of international development finance institutions and other international economic and financial institutions. They supported the ambition of the Brazilian G20 presidency to work towards a fairer system of global governance, in particular with regard to the reform of the international financial architecture; stressed the need to provide concrete solutions to alleviate the debt burden and vulnerabilities of developing countries, including through innovative instruments, such as debt-for-climate or environmental swaps or the adoption, based on good practices, of debt service conditions, including debt suspension clauses in the event of climate-related natural disasters, as well as solutions to address liquidity issues and a voluntary reallocation of Special Drawing Rights to increase fiscal space for countries most in need; affirmed their commitment to support the scaling up of concessional financing for the poorest and most vulnerable countries, including to ensure that the 21st replenishment of the International Development Association is successful; stressed the importance of cooperation to support multilateral development banks (MDBs) and international financial institutions in following the recommendation to achieve a “1:1” ratio for private finance mobilized by public resources, and they recognized the need to mobilize private financial flows for their common priorities by reducing the mismatch between real and perceived investment risks. To this end, Heads of State and Government recognized the need to work together to develop a roadmap and establish a constructive dialogue between regulators, rating agencies, private investors, States and other stakeholders to improve the transparency and accuracy of country ratings and risk assessments, including to maximize the risk reduction impact and the mobilization of private financing by MDBs, development finance institutions and bilateral donors; recalled the need to increase public financing from all sources, including by exploring the possibility of globally targeted levies and other measures to develop fairer and more efficient tax systems, and by further supporting capacity building and the sharing of expertise to increase domestic resource mobilization.     Diplomacy cannot prevail in the midst of this escalating conflict.

  • MIL-OSI China: Sculpture of Laozi unveiled at Greece’s National Archaeological Museum

    A bronze sculpture of ancient Chinese philosopher Laozi (about 571 BC- 471 BC) was installed on Wednesday in Greece’s National Archaeological Museum in Athens.

    The artwork titled “Harmony between Humankind and Nature — statue of Laozi” was crafted by Professor Wu Weishan, who is curator of the National Art Museum of China (NAMOC).

    The sculpture, which won the gold medal at the 2012 Louvre International Art Exhibition in France, will be on display permanently here, engaging in dialogue with the museum’s artifacts, Wu said at an inauguration ceremony.

    “I am moved that the museum’s visitors will from now on be able to see a sculpture created by a Chinese artist,” Wu said.

    “It is our duty to bring closer our peoples via an honest and open dialogue,” Anna Vassiliki Karapanagiotou, general director of the National Archaeological Museum, said.

    “Dialogue between Chinese and Greek civilizations” was the title of Wednesday’s event and this dialogue is deepening in recent years thanks to many initiatives, Karapanagiotou said.

    The Greek Museum has collaborated with NAMOC to exchange exhibitions and more are planned in the future, she said.

    The is not the first piece by Wu to be displayed in Greece. In 2021, his sculpture “Socrates and Confucius: An Encounter,” depicting the two great philosophers of ancient Greece and China, was respectively installed at the Ancient Agora of Athens, a historic site at the foot of the Acropolis once serving as the social, political, and commercial hub of the city.

    Protectionism is detrimental to Europe’s competitiveness, and engaging in a trade war does not align with the interests of Europe or China, Chinese Foreign Minister Wang Yi said in New York on Tuesday.

    Wang made the remarks when meeting with French President’s Diplomatic Counselor Emmanuel Bonne on the sidelines of the UN General Assembly.

    Wang expressed hope that the European side will demonstrate sincerity and engage in serious consultations with China to resolve trade disputes in a mutually acceptable manner.

    China is committed to further deepening reforms comprehensively and expanding high-level opening-up, said Wang, also a member of the Political Bureau of the Communist Party of China Central Committee, welcoming France to seize the opportunity to deepen and expand mutually beneficial cooperation between the two countries.

    Bonne said that France is willing to strengthen cooperation with China in areas such as artificial intelligence and the ocean, and to continue expanding bilateral investment.

    Europe and China can fully resolve differences through consultation and strive to avoid a trade war, he said.

    On the same day, Wang also met French Minister for Europe and Foreign Affairs Jean-Noel Barrot.

    Noting that both China and France are independent major countries, Wang said that the two sides should continue to uphold mutual respect, cooperate with each other for mutual benefit, and enhance exchanges for mutual learning, so as to promote the continuous fruitful development of China-France relations.

    Barrot said that France always adheres to the one-China principle and is committed to strengthening cooperation with China, a position that will not change.

    Both France and the European Union do not wish to engage in a trade war with China and hope to find ways to achieve fair trade, said Barrot.

    Saulnierville, Nova Scotia, July 14, 2023 – Today, Kody Blois, Member of Parliament for Kings–Hants, and Yvon LeBlanc, Warden of the Municipality of the District of Clare, announced a joint investment of more than $2.9 million to renovate the Clare Veterans Centre in Saulnierville.

    This investment will improve the building’s accessibility, including the addition of a new accessible entry point with a concrete ramp and an interior elevator. It will also install photovoltaic solar panels that will produce renewable energy and reduce operating costs. In addition, the building’s exterior cladding will be re-done with sustainability in mind, and a new façade will be constructed. Inside, numerous renovations and equipment upgrades will be carried out, including the installation of a new heating and cooling system, modernization of electrical systems and lighting, construction of new accessible washrooms, renovation of the kitchen, construction of a cold room, installation of new drywall and application of new paint.

    These improvements are expected to reduce the building’s energy consumption by approximately 31.9% and greenhouse gas emissions by 33.2 tonnes annually. In addition, the improvements will create an accessible environment for users and extend the life of the building, while enhancing its versatility and improving its overall appearance.

    The Clare Veterans Centre in Saulnierville is located in the largest rural Acadian community in Nova Scotia. The centre is widely used by groups from all sectors and demographics. In addition, it hosts many annual events.

    By investing in infrastructure, the Government of Canada is growing our country’s economy, increasing the resilience of our communities, and improving the lives of Canadians.

    Our government is investing $2,356,494 in this project through the Green and Inclusive Community Buildings (GICB) Program. The Municipality of the District of Clare is contributing $589,124.

    The BCVI program aims to improve the places where Canadians work, learn, play, live and gather by reducing pollution, making life more affordable and supporting thousands of good jobs. Through green upgrades and other work to existing public community buildings, and new construction in underserved communities, the BCVI program helps ensure community facilities are inclusive, accessible and have a long lifespan, and help Canada achieve its net-zero emissions targets by 2050.

    At least 10 percent of the funds are allocated to projects for First Nations, Inuit and Métis communities, which includes Indigenous populations in urban centres.

    The Green and Inclusive Community Buildings (GICB) program was created to support Canada’s Strengthened Climate Plan: A Healthy Environment and a Healthy Economy, and supports the first pillar of the Plan by reducing greenhouse gas emissions, increasing energy efficiency and building resilience to climate change. The program provides $1.5 billion over five years for retrofits, repairs or improvements that promote the environment and accessibility.

    The funding announced today is part of the work the Government of Canada is doing under the Atlantic Growth Strategy to create good-paying middle-class jobs, strengthen local economies and build inclusive communities.

    We, the leaders of the Group of Seven (G7), reaffirm our unwavering support for Ukraine today and in the future, in times of war and peace. As stated in the Leaders’ Communiqué issued at the G7 Summit in Puglia, together with our international partners, we remain committed to providing Ukraine and the Ukrainian people with military, budgetary, humanitarian and reconstruction support. We are also firmly committed to helping Ukraine meet its urgent short-term financing needs, as well as to supporting its long-term recovery and reconstruction priorities.

    We dispel any misconception that time is on Russia’s side or that Russia could prevail by causing Ukraine’s economic failure. Russia’s war of aggression has caused severe damage to Ukrainian cities and infrastructure. Today, we reiterate a range of commitments to neutralize its effects.

    First, under international law, there is no doubt that Russia has a responsibility to pay for the damage it causes. We reaffirm that, in accordance with all applicable laws and our respective legal systems, Russia’s sovereign assets in our territories will remain frozen until Russia stops its aggression and pays for the damage it has caused to Ukraine.

    Second, we commit to using our economic support to help Ukraine maintain macro-financial stability, repair and build critical infrastructure, including in the energy sector, stimulate economic growth, and foster societal resilience and the implementation of priority reforms. This will include, for example, improving the business climate, strengthening the fight against corruption, reforming the judiciary, and promoting the rule of law in the context of the European Union accession process. We will also provide support to Ukraine to promote the timely and transparent absorption of donor funds.

    Third, we continue to jointly implement the decision taken at the G7 Summit in Puglia to establish loans within the framework of the acceleration of the use of extraordinary revenues for Ukraine by the end of the year, in order to make available to Ukraine additional financing of approximately 50 billion US dollars. The servicing and repayment of these loans will be ensured by future flows of extraordinary revenues from the immobilization of Russian sovereign assets held in the European Union and other administrative territories. Part of this financing will be dedicated to military support for Ukraine. We will maintain our solidarity as part of our commitment to support Ukraine.

    Fourth, we will also continue to deliver on our vision by defining a strategy on Ukraine’s economic recovery and reconstruction, and by coordinating and directing our support in this regard through the Donor Coordination Platform for Ukraine. This will include mobilizing private sector contributions, leveraging funds from bilateral sources, the European Union and international financial institutions, and supporting Ukraine’s reform agenda in preparation for its accession to the European Union. We will continue to strengthen Ukraine’s human capital by addressing humanitarian needs and promoting social protection.

    Finally, we will continue to assess and monitor progress against these commitments through the meetings of the Donor Coordination Platform for Ukraine and the Ukraine Recovery Conference, the next annual edition of which will be hosted by Italy in 2025.

    In order to implement the above commitments, we will each endeavour to provide Ukraine with targeted bilateral support, in accordance with this Joint Statement and the bilateral security arrangements and agreements negotiated and concluded with Ukraine.

    As for Ukraine, it is committed to implementing its reforms in the areas of economy, justice, anti-corruption, good governance, defense, public administration, public investment management and law enforcement. These reforms are necessary and will be crucial to ensuring long-term support for the country’s reconstruction and recovery.

    Our message is clear: we remain firmly committed to the strategic objective of a free, independent, democratic, and sovereign Ukraine, within its internationally recognized borders, that is prosperous and capable of defending itself. We emphasize the importance of an inclusive and gender-responsive recovery and the need to address the different needs of women, children, and persons with disabilities, as well as other groups of the population disproportionately affected by Russia’s war of aggression. Through our collective support for Ukraine’s reconstruction and recovery, we will ensure that Russia fails in its goal of subjugating Ukraine, and that Ukraine emerges from this war of aggression with a modernized, vibrant, inclusive society and an innovative economy that can withstand Russia’s threats. Other countries wishing to contribute to these efforts to support Ukraine’s long-term reconstruction and recovery are invited to join this joint statement at any time.
