  • MIL-OSI: TruGolf Clarifies Nasdaq Compliance Plan and Provides Context to Equity Line of Credit

    Salt Lake City, Utah, May 27, 2025 (GLOBE NEWSWIRE) — TruGolf Holdings, Inc. (NASDAQ: TRUG), a leading golf technology company, has clarified its plan to regain compliance with Nasdaq listing rules in response to shareholder inquiries. On August 19, 2024, TruGolf Holdings, Inc. received a written notification from the Listing Qualifications Department (the “Staff”) of the Nasdaq Stock Market (“Nasdaq”) notifying the Company that, the Company’s stockholders’ equity was ($10,508,104), and therefore, the Company was not in compliance with Nasdaq’s Listing Rule 5450(b)(1)(A), which requires a $10,000,000 minimum stockholders’ equity standard (the “Equity Rule”). On May 15, 2025, the Company presented a plan to the Nasdaq Hearings panel on how it plans to regain compliance with Nasdaq’s listing rules and requested an extension to execute on the plan. To date the Hearings panel has not rendered a determination. There can be no assurance that it will provide an extension or move to delist. The key provisions of the plan were:

    • The Company converted approximately ⅔’s of the accrued dividends payable owed to the company’s founders to common stock.
    • The PIPE note holders agreed to exchange their outstanding notes and associated warrants for new preferred shares and warrants. All unissued notes would be canceled.
    • The Company has entered into an Equity Line of Credit for $20 million that could provide liquidity without reducing shareholder equity if additional funds to operate the business are required.
    • A reverse split would be approved by the Board, subject to shareholder authorization, if necessary to regain compliance with Nasdaq minimum pricing rules.

However, since disclosure of all details of the plan, the Company has received multiple inquiries requesting clarification of the purpose of the Equity Line of Credit that was entered into as part of the plan.” As reported in the Company’s first quarter Form 10-Q on May 15th. “TruGolf has a strong cash position of greater than $10 million which is more than adequate to satisfy its current operating needs. The line was put in place in the event that a special situation or opportunity may arise in the future so the Company could avoid debt when financing its actions.”

    Prime Minister Narendra Modi on Tuesday said India’s steady rise in the global economy is a matter of immense national pride. Addressing a public gathering in Gandhinagar, the Prime Minister recalled the sense of excitement across the country when India moved from being the sixth to the fifth-largest economy in the world. He noted that this enthusiasm was especially visible among the youth.

    PM Modi described the moment India surpassed the United Kingdom—its former colonial ruler—as historic. “India is now the fourth-largest economy in the world,” he said, “and there is growing pressure to reach the third position soon.”

    He reiterated the nation’s goal of becoming a fully developed country by 2047, when India completes 100 years of independence. The Prime Minister said that global recognition of India as a prosperous and strong nation must be the collective aim.

    Drawing a parallel to the freedom struggle, PM Modi paid tribute to national icons such as Bhagat Singh, Rajguru, Netaji Subhas Chandra Bose, Veer Savarkar, Shyamji Krishna Varma, Mahatma Gandhi, and Sardar Vallabhbhai Patel. He remarked that if the 25 to 30 crore population at the time could rally for independence and succeed in driving out colonial rulers in just a few decades, the current population of 140 crore can certainly achieve the vision of a developed India within the next 25 years.

    Looking ahead to Gujarat’s 75th year in 2035, the Prime Minister emphasized the need to begin long-term planning now. He said preparations must cover key sectors such as industry, agriculture, education, and sports to shape the state’s future in line with national progress.

  • MIL-OSI China: Beijing to hold over 1,700 activities for Dragon Boat Festival

    Beijing will celebrate the Dragon Boat Festival, also known as Duanwu Festival, with over 1,700 events across the city.

    The planned activities including dragon boat racing, traditional cultural heritage events, and garden flower viewing. This year, the festival falls on Saturday, May 31.

    Districts across Beijing will offer interactive activities, such as a dragon boat tug-of-war at Gubei Water Town, Hanfu clothing experiences at Baihuashan Scenic Area, and dragon boat races at Yanqi Lake.

    More than 720 cultural activities will be held by cultural institutions at different levels of the city, including lectures, poetry readings, and exhibitions. 

    The Beijing Municipal Bureau of Culture and Tourism has created seven themed tour routes focusing on nature, geology, and cultural sites. Ten exhibition-themed travel routes are also available, featuring popular exhibitions like “This is the Shang” and an animated film showcase at Shougang Park.

    City parks will host activities such as crafting scented sachets, braiding colorful ropes, and archery. Beihai Park will hold a traditional sports festival, and Yuanmingyuan Park will offer workshops on ancient Chinese crafts. Visitors to China National Botanical Garden, Taoranting Park, and Beijing Garden of World’s Flowers will have the opportunity to view Chinese roses and learn about their history in Chinese gardening.

    Family-friendly events will include a LEGO Children’s Festival at Chaoyang Park, where children can build large LEGO structures, and a nighttime forest exploration for teenagers at Fragrant Hills Park. 

    In addition, around 30 sports events are scheduled, including the 2025 Beijing Grand Canal Dragon Boat Carnival from May 31 to June 2. The carnival will feature 32 teams and over 500 athletes competing in dragon boat races, in addition to other events including paddle boarding, kayaking, tug-of-war, arm wrestling, and kite flying. Organizers expect around 100,000 visitors.

    Following Winchester City Council’s decision last year to approve a total investment of £2.3M to deliver the project, the pavilion is now being rebuilt for the benefit of communities across the district.

    Councillor Kathleen Becker, Cabinet Member for Healthy Communities, said: “It is great to see work begin at this site. The old facility was well used but was no longer fit for purpose. It has been a long road to get here, so seeing the building team on site today is a very welcome sight.

    “The new community pavilion is going to welcome so many users. Cricket players, rugby players and our local ParkRunners will benefit from the new pavilion, making this space a hub of activity – in an accessible, contemporary and well-designed building.

    “This redevelopment reaffirms this council’s commitment to support our residents to live active and healthier lives, whilst helping remove barriers for women in sport and those living with disabilities. It also offers a new community space in the heart of our beautiful River Park.”

    CSTB announces official names of giant panda twin cubs  
    The Giant Panda Twin Cubs Naming Competition, organised by the Culture, Sports and Tourism Bureau and co-organised by the Ocean Park Corporation (OPC) earlier, has attracted overwhelming responses. After a review of over 35 700 submissions for the Competition, Jia Jia and De De were selected as the winning entries. The Judging Panel considered the names to be highly meaningful. The elder sister is named Jia Jia, with the Chinese character for Jia (加) conveying the message of support. Having the same pronunciation as the Chinese characters for “home” (家) and “auspices” (嘉) in both Cantonese and Putonghua, Jia also features an element of family and a sense of auspicious grace, embodying the prosperity of families and the nation as well as the happiness of its people. The little brother is named De De. As the Chinese character De (得) means “to succeed”, the name carries the connotation that Hong Kong is successful in everything. Also, De shares the same pronunciation as the Chinese character for “virtue” (德) in both Cantonese and Putonghua, suggesting that giant pandas, as national treasures, possess the virtues cherished by the Chinese people.

    Secretary for Culture, Sports & Tourism Rosanna Law today revealed that the first pair of giant panda twin cubs born in Hong Kong have been officially named Jia Jia and De De.

    The names were selected as the winning entries out of more than 35,700 submissions to a naming competition organised by the Culture, Sports & Tourism Bureau and the Ocean Park Corporation.

    The judging panel considered the names to be full of meaning. Jia Jia is female and the elder of the twins, with the Chinese character for “Jia” indicating “support”.

    Sharing the same pronunciation as the Chinese characters for “home” and “auspices” in both Cantonese and Putonghua, “Jia” also carries an element of family and a sense of auspicious grace, signifying the prosperity of families and the nation as well as the happiness of its people.

    As for De De, Jia Jia’s little brother, the Chinese character De means “to succeed”, with the name conveying a sense of success for Hong Kong.

    De also shares the same pronunciation as the Chinese character for “virtue” in both Cantonese and Putonghua, which implies that the pandas, as national treasures, possess the virtues cherished by the Chinese people.

    Speaking at an unveiling event held at Ocean Park, Miss Law, who chaired the competition’s judging panel, thanked the Central People’s Government on behalf of the Hong Kong Special Administrative Government for the former’s ongoing support and guidance on the conservation of giant pandas.

    Having already claimed the Premiers’ Plate by finishing top of the table, Auckland hosts Melbourne Victory at Go Media Mount Smart Stadium at 6pm this Saturday May 24 in the second match of a home and away semifinal, with the winner booking a place in the Grand Final. 

    While Auckland won the first match 1-0 In Melbourne, the team will still need home fans to bring the noise this weekend and AT is coming to the party, offering free travel on buses and trains included in match tickets. Special Event buses will also be running from Albany, stopping at all Northern Busway stations before heading to the stadium. 

    Match ticket holders can simply show their ticket to the bus driver or train staff member when boarding and remember to keep their tickets for the ride home.  

    The Special Event bus drivers will be showing their support, being decked out in Auckland FC scarfs and there will be free face painting at Albany Bus Station and Waitematā (Britomart) and Newmarket train stations. There will be a Soccer Shootout event at Britomart’s Te Komititanga Square to put your skills to the test and Pacific drummers playing outside Penrose Station to hype fans up on their way to the match.

    Despite a gold-laden campaign at the world championships, China’s once invincible national table tennis team has left the prestigious tournament in Doha, Qatar, with alarm bells ringing for its Olympic ambitions.

    Winning four of the five events at the world championships finals, it seemed like business as usual for China’s table tennis squad to have proved its mighty prowess again in the Qatari capital. However, the surging challenge from the rest of the world, underlined by the squad’s early exit in men’s doubles, has triggered a sense of urgency for the celebrated program.

    The men’s doubles final, the first event on Sunday, proceeded without a Chinese pair for the first time in 50 years, with two Chinese teams eliminated in the quarterfinals. Japan’s Hiroto Shinozuka and Shunsuke Togami won the final after beating Chinese Taipei’s Kao Cheng-jui and Lin Yun-ju 3-2 in the best-of-five format.

    Women’s World No 1 Sun Yingsha and men’s World No 2 Wang Chuqin, both from China, then held court at the Lusail Sports Arena, delivering in top form to each claim a singles title, adding to their golden harvest after bagging the mixed doubles title together on Saturday.

    “It felt like a huge burden relieved in my heart,” Wang said after beating Brazil’s reigning World Cup winner Hugo Calderano 4-1 in the best-of-seven final to win his first world championship singles gold medal.

    “It was a tough battle and I am so happy to pull it off, driven by the pride representing my country and the team,” said Wang, who also successfully avenged his semifinal loss to the same opponent at the Macao World Cup last month.

    The recent surge of Calderano, dubbed by fans as the “Thrill from Brazil”, saw the world No 3 edge out Chinese players at major events two times in a row after he beat world No 5 Liang Jingkun with a gripping semifinal win on Saturday to set up a clash with Wang. Calderano’s meteoric rise has pushed Team China’s best to dig harder and stay more cautious in future events.

    “To face him again, I tried to position myself as a challenger. He’s definitely a big threat for us in future tournaments,” Wang said after helping China collect its 11th consecutive men’s singles title at the worlds.

    In the women’s singles final, Sun retained her crown by outplaying teammate and 2021 singles world champion Wang Manyu 4-3 in a seesaw battle.

    It was also the 16th consecutive women’s singles final at the world championships to feature two Chinese finalists since 1995, serving as testament to the program’s dominance in this event.

    After a break during the men’s singles final, Wang Manyu suited up again in the women’s doubles final with partner Kuai Man and ended her Doha outing with a gold, after the world No 2 Chinese pair routed the Austria-Romania duo of Sofia Polcanova and Bernadette Szocs 3-0 in less than 22 minutes to cap off Team China’s campaign in style.

    Team China’s apparent decline of dominance on the men’s side, measured by its own standards, at the world championships has raised concerns over its prospects for the 2028 Olympic Games in Los Angeles, where the two team events have been replaced by men’s and women’s doubles on the Games’ program.

    The adjustment is expected to pose a tougher threat for China’s ambition of a clean sweep of all golds at LA 2028, where international contenders are more competitive in doubles than in team events.

    “We are definitely facing much more pressure now following the change in the Olympic program. The world is ready to go harder at us, and we should be prepared better as well,” newly elected Chinese Table Tennis Association president Wang Liqin told Xinhua News Agency after taking office last month.

    Last Friday, the regular meeting of the SPbPU Academic Council took place. Its participants discussed the interaction of the Polytechnic University with Slavic universities, the work of the Student City, held elections of directors of some institutes and higher schools, and voted for the nomination of several university employees for academic titles.

    Before the meeting, members of the Academic Council congratulated the rector of SPbPU Andrey Rudskoy on the presentation to him, as a co-author of the book “Putin in the Mirror of Time. Milestones of the Biography and Chronicles of the Era”, Letter of thanks from the President of Russia. Then they moved on to the ceremonial part, where many more Polytechnicians and university partners were awarded congratulations and applause.

    On the agenda, Dmitry Arsenyev, Vice-Rector for International Affairs at SPbPU, presented a report entitled “On the coordination of activities and support for development programs of Russian-national (Slavic) universities.”

    The Slavic Universities project is one of the largest international projects of SPbPU. It is aimed at creating an international community of leading universities promoting Russian education, science and culture in the CIS countries. Its key goal is to form an educational outpost uniting universities of Belarus, Armenia, Kyrgyzstan, Tajikistan and other countries through the introduction of the best Russian practices, deep transformation of educational processes and strengthening of scientific research potential.

    Significant results were achieved during the period from 2021 to 2025: 14 network educational programs and 16 academic mobility programs were launched, involving more than 200 students. Through joint efforts, 18 conferences were held, over 170 scientific papers were published, and more than 500 employees of Slavic universities were trained in advanced training programs. Key initiatives include the creation of an intelligent robotics laboratory at the Belarusian-Russian University, the implementation of the Moodle cloud platform at the Kyrgyz-Russian University, and major events such as the Slavic Horizon Summit (2023) and the International School of Astrophysics at the Byurakan Observatory.

    However, the project faces challenges: legal restrictions due to the status of foreign legal entities, differences in legislation and mentalities, as well as difficulties with migration policy. These barriers require an individual approach to each university and additional resources.

    Large-scale initiatives are planned for 2025–2026: development and implementation of joint and network educational programs, including expert and consulting support for organizing a distance learning system in Slavic universities; creation of a Student Project Bureau at KRSU; mutual academic mobility of students and postgraduates between partner universities; attraction of leading research and teaching staff from Slavic universities to exchange experience; development of comprehensive plans for the development of the scientific base of KRSU with a focus on projects for industrial partners (LLC Alliance Altyn and GC Geoscan); opening of dissertation councils; expert support for the modernization of the information and library complex of KRSU; as well as the formation of a unified youth policy in Slavic universities through the involvement of students in scientific, educational and cultural initiatives. Particular attention will be paid to the dialogue with the Ministry of Education and Science of Russia.

    Slavic universities are a systemic effort to overcome borders, where students from different countries not only study, but also create projects that solve real problems. We see how joint work launches a chain reaction of ideas. Our focus is not on formal indicators, but on creating a unified scientific ecosystem, – emphasized Dmitry Arsenyev.

    The Polytechnic University campus consists of 21 dormitories, two hostels, three hotels and an administrative and economic block, which includes a production complex and furniture manufacturing.

    The number of people living in dormitories increases every year. According to the admissions targets for 2024, 70% of those admitted to the Polytechnic are from out of town. Currently, about 10 thousand students live in the dormitories of the Student City.

    The administration ensures that each resident is provided with the necessary set of furniture. Each dormitory has a study room for classes, and almost all dormitories have sports rooms. Dormitory repairs are carried out both by the Student City production complex and with the involvement of contractors.

    In 2025, together with the United Student Council of SPbPU, we held a significant event – forum of student councils of dormitories.

    Vyacheslav Olshevsky also spoke about the hotel complex, noting that it brings great benefit in accommodating those in need of accommodation: 95% of the hotels are occupied by students. Also, during the admission campaign, applicants and their parents can live there. There is a 60% discount on accommodation in the hotel complex for students.

    With all the advantages, there are also difficulties. Thus, in 2024, a resort tax was introduced in St. Petersburg (100 rubles). Fortunately, full-time students under 24 are considered a privileged category of citizens. But in 2025, a tourist tax was introduced in St. Petersburg for legal entities, and so far there are no benefits for accommodating students. This issue is currently being resolved at the level of the legislative and executive authorities of the city.

    The annual track and field competitions were held at the NSU stadium – the last event of the Spartakiad program among faculties and institutes, in which 12 teams took part.

    Mr Alain Li (President of the French Chamber of Commerce and Industry in Hong Kong), distinguished guests, ladies and gentlemen,
     
    Good afternoon. It is truly my pleasure to be here at Luxury Symposium 2025, where leaders, experts and innovators from the global luxury industry gather together in the metropolitan city of Hong Kong to explore the future of luxury. And indeed, my activities today are intertwined. I met with the Hong Kong Retail Management Association just now, then I came to this Symposium, then I will go back for a meeting to prepare for our next peak of visitor arrival. This pretty much shows the importance of tourism and luxury spending and luxury sales on my radar screen.
     
    This year marks the 10th anniversary and this is the ninth edition of the Luxury Symposium series. Since its inception in 2016, the Symposium has established itself as a renowned platform for exploring the evolution of luxury and fostering meaningful dialogue. I’m most pleased to welcome distinguished speakers, world-class brands and passionate participants, many of you would be our old friends while some may have come our way for the first time. For this special milestone, the return of Luxury Symposium 2025 to Hong Kong is a firm testimony of Hong Kong’s unique position as Asia’s Events Capital, an international hub for arts and culture, and a shopper’s paradise.
     
    Hong Kong has a long and rich East-meets-West historical legacy. And with the strong support of the Central People’s Government, Hong Kong is striving to further develop this unique asset for the benefit of fostering deepened international cultural co-operation. Specifically, our role is the “super-connector” between our motherland and the rest of the world. 2025 has been nothing short of remarkable for Hong Kong’s cultural and creative scene. We have successfully hosted iconic international events like Art Basel and Art Central, which were warmly received by over 100 000 participants, including artists, galleries, art collectors and enthusiasts, and about 50 per cent of them were from outside of Hong Kong.
     
    Indeed, in the last couple of years, and indeed even right now, our M+ museum in West Kowloon and our Museum of Art have been staging exquisite exhibitions with modern and unique curation of Yayoi Kusama, I M Pei, Pablo Picasso, Renoir and Cézanne. These exhibitions are primarily in the area of visual arts, and an ability for Hong Kong people and our visitors to appreciate, and an instinct to achieve beauty and awe, is the fundamental driver for the creation and acquisition of sublime art pieces, many of which actually take the form of luxurious goods. Hong Kong has long been aware of the importance of, and actively fosters, the development of arts, culture and creative industries. Last year in November, we have introduced the Blueprint for Arts and Culture and Creative Industries Development. And “Develop Diverse Arts and Culture Industries with International Perspective” was one of the four strategic directions. I’m glad to see that Luxury Symposium 2025, by applying a unique perspective from global leaders of the industry, will generate innovative and inspirational ideas that benefit the long-term development of the luxury and relevant industries here in Hong Kong and globally.
     
    Apart from showcasing brilliant arts talent, we have also brought world-class fashion to our shores. An iconic example was the unforgettable Louis Vuitton’s Men’s Pre-fall fashion show in Hong Kong in end November 2023, which was the first ever runway show to stage against our iconic Victoria Harbour and the spectacular skyline along the Avenue of Stars. With the Government’s full facilitation, the event reached over 560 million views worldwide, showcasing Hong Kong’s unique allure to a global audience. Another one would be Chanel’s Cruise 2024/25 Show which creatively took place in the Hong Kong Design Institute in November 2024. The event not only successfully drew a big crowd of celebrities and fashion icons to Hong Kong, but also connected cinema lovers through film-related talks and happenings at Shaw Studios, taking note of the fact that cinema has always been at the heart of the brand. The event reaffirms the brand’s commitment to the city through celebrating the heritage and spirit of the collection, all the while paying tribute to the culture of Hong Kong.
     
    We certainly welcome more mega events, including luxurious brand events, with open arms and will be most happy to act as a strong facilitator. Of course, apart from government action, it takes joint efforts and collective wisdom from both local and international stakeholders, to cultivate an organic ecosystem for the development of arts, culture and creative industries on Hong Kong’s fertile soil. 
     
    Luxury should not just be about expensive art pieces or goods that are beyond the reach of ordinary people. Everyone needs and deserves a bit a luxury, be it peace of the mind, ample me-time, tranquil lifestyle, a super fine culinary experience, or just a bit of glitter once in a while. It is more about things in life that bring a joy so special or satisfying that it cannot be replaced by much else, so that one feels a desire to own it, to touch it and to come to it. It can mean different things to different people. And some of the things might be ultra expensive, but some are simply one of a kind, treasurable, without being overly costly. 
          
    The theme of this year’s Symposium is “Hong Kong Zoom in, Zoom out – The Asia edition”. Let us now zoom in a little bit and zoom out a little bit to see what Hong Kong has to offer. 
     
    Zooming in, Hong Kong is dedicated to advancing our infrastructure and enriching the content of our offering to drive new experiences and visitor engagement. The newly opened state-of-the-art Kai Tak Sports Park which hosted world-class events like Coldplay concerts and the Hong Kong International Rugby Sevens provide unforgettable excitement while fresh tourism initiatives announced last week like Hong Kong Industrial Brand Tourism, in-depth travel in Kowloon City and Old Town Central, rejuvenation of the Former Yau Ma Tei Police Station etc. There is no shortage of fun and nostalgia of Hong Kong’s cultural legacy.
     
    Zooming out, we are strengthening global connections by actively initiating, supporting or participating in platforms for arts and cultural exchange, to name a few, the Asia Cultural Co-operation Forum where cultural administrators exchange views of cultural policies, and the Hong Kong Performing Arts Expo newly launched in 2024 that brought together global arts institutions and practitioners for business partnerships and promotion of the industry all in one go. The Luxury Symposium is another precious piece in this puzzle – it is a platform for Hong Kong to connect with international peers, exchange ideas, gain experience, and explore opportunities for collaboration and innovation. These initiatives are introduced not only by the Government, but also the industries and various institutions.
     
    Ladies and gentlemen, rapid and vigorous changes have been taking place in our current world, and definitely to the luxury industry. It has come to my attention that a specific part on tackling talent challenges will be presented in our Symposium later today. Apart from talent, shifting market trends and customer preference, as well as technological advancement, all pose challenges to the luxury industry, particularly in this volatile age of geopolitical tension. Faced with evolving challenges of changing spending patterns and tourist behaviours every day, I always advocate an active approach to discover the opportunities that come with the challenges. At this year’s Luxury Symposium, we all have the privilege to learn about insightful thoughts on the future of luxury from leaders of the industry, academia and a wide range of related sectors with diversified backgrounds. When rivers of thought converge, civilisations bloom in shared moonlight, and the potential of the industry can then be fully unleashed. It is through collaboration, creativity, and shared wisdom that we can unlock one another’s potential as a vibrant, global industry.

    With the support of Rosneft, Lomonosov Moscow State University celebrated Biologist Day. The event was attended by about 6,000 people, including students and graduates of the educational institution, scientists, as well as schoolchildren and applicants interested in current issues of biology.

    MSU has been a key partner university of Rosneft since 2006. The main areas of cooperation include training and retraining of personnel and scientific research activities. The company takes part in the implementation of innovative educational projects of the University Gymnasium, which hosts lectures for students of Rosneft classes.

    As part of the Biologist’s Day, guests were presented with the latest biological research and developments in the field of neurobiology, paleontology and many other areas. Specialists from the Arctic Scientific Center of the Company told visitors about Rosneft’s research projects in the northern seas. Among them is a large-scale joint environmental project with Innopraktika and Moscow State University in the White Sea. As part of the expeditions, scientists repeated the route of the famous Soviet hydrobiologist Konstantin Deryugin, which he completed more than 100 years ago. Specialists plan to obtain data on the current state of the White Sea biota and assess the changes in the region’s ecosystems that have occurred over the past 100 years.

    In addition, everyone could take part in intellectual games, quests, and try themselves in the role of a real scientist at biology master classes. A musical concert was organized for guests on the street stage.

  • MIL-OSI New Zealand: Safer Boating Week: Come Home Safe

    As the summer boating season begins, Maritime New Zealand and the Safer Boating Forum are urging all boaties and watercraft users to prioritise safety.

    Safer Boating Week, starting Monday, 21 October, highlights the importance of safety as recreational boaties, and craft users (whether in a power boat, waka ama, kayak, canoe or paddle board) return to the water. For many, this will be the first time since last summer they venture out, making this year’s theme, ‘ Come Home Safe’, more relevant than ever. It builds on last year’s theme and reinforces the need for safe boating practices and encourages everyone to make safety a priority to ensure they return home.

    Maritime NZ’s Director, Kirstie Hewlett, highlighted the ongoing importance of Safer Boating Week in promoting safety messages year-round. “This is our 11th Safer Boating Week, and it’s as important as ever. Over the past decade, more than 170 people have lost their lives in recreational craft incidents.

    “These figures are deeply concerning, and the Safer Boating Forum is committed to reducing the number of deaths on the water,” she says.

    The Safer Boating Forum represents a wide range of recreational craft activities, and this year’s launch event will focus on paddle craft safety.

    Paddle craft users accounted for a significant portion of last year’s fatalities, with 5 out of 11 fatal incidents involving paddle craft.

    At the launch event, we’ll hear from newly crowned Paris Olympic champions Tara Vaughan and Olivia Brett (members of the women’s K4 team with Lisa Carrington), and five-time NZ surf lifesaving Ironwoman champion Danielle Mackenzie. They will share their journeys to becoming elite athletes and how they want to encourage others to take up their sports -safely. Coming from surf lifesaving backgrounds, they know how crucial it is to stay safe around water.

    Maritime NZ’s Harm Prevention Lead for Recreational Craft, Victoria Slade, says paddle craft are particularly vulnerable due to their design and the environments in which they operate.

    “Paddle craft are more likely to capsize than non-paddle craft, and most incidents occurred within one nautical mile of shore or on inland waterways like lakes and rivers. This highlights that danger isn’t just far out at sea,” she says.

    New Zealand’s waters can turn rough quickly, especially for paddle craft users. A calm day can become dangerous within minutes, with strong winds and waves easily overwhelming smaller vessels.

    “If you’re planning to head out on the water, check the marine weather forecast, take two forms of waterproof communication to call for help, and always wear a properly fitting lifejacket,” Ms. Slade says.

    As of 15 October this year, 14 people in recreational craft have died or gone missing after heading out on the water. These tragic incidents occurred in 10 separate incidents.

    Therefore, to help reduce the number of these fatalities, this year’s launch event will also feature a safety campaign called Come Home Safe Deals.

    Research conducted for Maritime NZ about how diverse communities engage with recreational craft safety shows that whānau, family, and friends want to support each other in being safe on the water. These groups are key sources of information and strength.

    Ms. Slade explains, “This safety campaign taps into the importance of these connections, encouraging children, partners, whānau, and friends to influence our target audience and promote safe behaviour.”

    Come Home Safe Deals involves individuals pledging to take certain actions if people they care about follow key safety rules. For example, “If you promise to always wear a lifejacket, I’ll promise to clean my room,” or “If you check the marine weather forecast, I’ll cook your favourite dinner.”

    As part of this initiative, a dedicated web app allows participants to enter into these agreements.

    “Our safety campaign efforts will target this broader audience, guiding them to the Come Home Safe Deals webpage, where they can enter for a chance to win prizes by setting up their deal online,” Ms. Slade says.

    The website, comehomesafe.nz, goes live on October 21 and will run for one month.

    On May 18, the Higher School of Economics hosted the international football tournament Inter Football Cup, in which HSE students and staff from all over the world took part for the third year in a row. This event became a real holiday not only for football fans, but also for everyone who wants to make new acquaintances and immerse themselves in an atmosphere of friendship and unity.

    The football tournament is held with the support of Directorates of Internationalization And Department of Physical Education HSE University. Opening the event, department lecturer Artem Yemelyanov congratulated everyone on the sports festival and wished them to demonstrate their best sports skills and team spirit. Director Center for Support and Career of International Students and Graduates Zhanna Sorokina noted that for the first time, not only student teams are participating in the tournament, but also a team formed from international specialists – foreign teachers and research staff of the university.

    This time, 12 teams met on the field, bringing together representatives of more than 50 countries – from Australia to Ethiopia, from Italy to India. Each match was a real battle, full of emotions and excitement. The participants not only demonstrated their football skills, but also shared the cultural traditions of their countries, which added a special flavor to the tournament. “This is not just football, it is a great chance to take a break from studying, warm up and relax, and also meet our friends and students from other faculties,” shared Ikenna Mbatha (Nigeria) from Institute for Statistical Research and Economics of Knowledge HSE. His team, despite losing in the semi-finals, had unforgettable impressions and made many new acquaintances.

    “This is not my first time participating in the tournament, and it is one of the best events that the university organizes for international students,” says Bernard Baako (Ghana) Faculty of Economic Sciences“Such drive, such emotions – it’s an amazing release!”

    As the tournament organizers note, the number of participants increases every year, which indicates a growing interest in the sporting event. “We are glad to see how students from different countries unite through sport. This is important not only for their socialization, but also for creating a friendly atmosphere at the university,” noted Zhanna Sorokina.

    Marco Mellina (Italy), Research Fellow Schools of Historical Sciences, said that he was a big football fan and, having just learned about the tournament, persuaded his colleagues to participate. The team of international specialists was extremely happy to spend the day at the stadium and impose a fight on their opponents. Even the rain that began during the final games did not spoil the mood of those gathered. The players’ passion in the fight for prize places was uncontrollable, once again confirming the truth of the classic formula of big-time sports: “The match will take place in any weather.”

    The tournament ended with a spectacular finale in which the team Faculty of Social Sciences defeated the team Institute of Cognitive Neurosciences — another debutant of the tournament. But, as many participants noted, the main thing is not the victory, but participation and the opportunity to meet new people.

    Benjamin Sarpong (Ghana), captain of the winning team, boasted that he has won the cup for the second year in a row: at the Inter Football Cup 2024, he was a prize winner as part of the team of the preparatory department for foreign citizens. “Today I personally scored two goals, and they determined the outcome of the final game! I am absolutely happy!” admitted Ben.

    The HSE Inter Football Cup has once again proven its importance as a platform for cultural exchange and friendship, and the participants are looking forward to the next tournament.

    Maritime NZ and its Safer Boating Forum partners want every recreational craft user to put steps in place to ensure they return home from their time on the water with good memories, not injuries, or, even worse, fatalities.

    MNZ and the Safer Boating Forum, want everyone who heads out to come home safe.

    Safer Boating Week is about getting safety to the forefront of the minds of recreational craft users as they start flocking to the water.

    Maritime NZ’s 2022 Recreational Fatal Accidents report states that last year 17 people died tragically, or were reported missing and never found.

    “This is a sobering statistic, and one the Safer Boating Forum and our members are dedicated to bringing down,” Sharyn Forsyth, Chair of the Safer Boating Forum, says.

    “Our Forum members span right across the recreational craft space, from jet boating through to stand up paddle boarding, and each activity has its own risks to manage.

    “Through Maritime NZ’s community grant funding, organisations all over the country are running programmes to bring down instances of harm.

    “In 2022 we saw fatal incidents occurring on powerboats, dinghies, kayaks and jet skis, and it is important a targeted approach is taken to preventing harm on recreational crafts.”

    Almost all of these fatal incidents occurred one nautical mile from shore, or on lakes and rivers.

    “It doesn’t matter whether you are close to shore, tragedy can strike anywhere and that is why it is critical to prepare before heading out onto the water,” Maritime NZ Harm Prevention Lead – Recreational Craft Victoria Slade says.

    “If you’re planning to head out on the water make sure to check the marine forecast, take two forms of waterproof communication to call for help, and always wear a properly fitting lifejacket.”

    Thirteen of the 17 fatalities occurred when people were capsized or thrown overboard, which is why it is very important to wear a properly fitting life jacket.

    “New Zealand is an island nation and conditions can quickly change. A day can start calm, causing a false sense of security. This has especially been the case for users of low powered or human powered vessels,” Victoria Slade says.

    Canoers and kayakers represented nearly a third of those who died in recreational craft incidents in 2022.

    “Just because you are going out in a small vessel near to shore doesn’t mean you are immune to risks. The weather can change quickly so you need to regularly assess the weather conditions and head back to shore if conditions change. Smaller crafts such as kayaks can easily capsize in larger waves and be battered by high winds which can make situations very dangerous,” Victoria Slade says.

    “Of the 17 people who died or went missing in recreational accidents in 2022, 16 of those were male. The ‘she’ll be right’ attitude of a lot of NZ males needs to be left at home when heading out onto the water. Remember, your family needs you home safely.”

  • MIL-OSI Global: Russia is facing fresh sanctions, but Putin is used to dealing with a struggling economy

    The UK and the EU have agreed to hit Russia with a raft of new economic sanctions after hopes of a ceasefire with Ukraine came to nothing. One French minister commented that it is time to “suffocate” the Russian economy.

    Since the country’s fullscale invasion of Ukraine in 2022, that economy has certainly suffered. Sanctions on Russia have already led to a depreciation of the rouble, high inflation, very high interest rates and a stagnating economy.

    But it remains unclear what effect any new measures will have. And Vladimir Putin has a history of riding out economic hardship.

    When he became president of Russia just over 25 years ago, the country’s economy was in dire straits. Attempts by his predecessors Mikhail Gorbachev and Boris Yeltsin to build a more open and capitalist system had not worked well for most Russian citizens.

    Instead, a rapid wave of privatisations, which reformers hoped would build strong institutions, had mostly benefited a small group of oligarchs who exploited a weak and corrupt state to seize key oil, gas and mineral assets.

    Those oligarchs resisted legal reform, moved wealth abroad, failed to invest in the domestic economy, and gradually gained control of major corporations and media, expanding their political influence. By 1995, nearly half of Russians were living in poverty.

    The 1998 crisis worsened the situation, as a global recession and falling commodity prices led to fiscal imbalances and doubts about Russia’s ability to service its debt and uphold the fixed exchange rate. The central bank raised interest rates to 150% to try and stabilise the rouble, but this failed.

    It eventually allowed the rouble to float, and the currency lost about two-thirds of its value. When he came to power in 2000, Putin was then confronted with the challenge of rebuilding the Russian economy.

    Luckily for him, between 2000 and 2008, an oil and gas boom drove GDP growth, increasing incomes, and allowing for early repayment of national debts. Putin – and national pride – received a boost.

    Rising energy revenues helped stabilise the economy and enabled the state to tighten its grip on the energy sector. By 2006, Gazprom accounted for 20% of government tax revenue.

    Putin then shifted his focus to Europe. With German support, the Nord Stream pipeline was completed in 2011, enabling direct gas exports to western Europe while bypassing Ukraine. This increased European dependence on Russian energy.

    But Putin’s oil and gas-driven economic model struggled to sustain growth, and by 2013, his approval ratings had fallen to their lowest point since 2000.

    The annexation of Crimea in 2014, along with a very expensive Winter Olympics in the Black Sea resort city of Sochi, temporarily boosted his popularity.

    Running on empty

    However, these accomplishments did little to address Russia’s core economic problems, particularly its failure to build a diversified economy.

    By 2018, Russia’s economy was again stagnant, with a weak currency and declining living standards, and Putin’s popularity fell in part due to unpopular budget-saving reforms, including raising the retirement age.

    There was widespread doubt about Putin’s model of lasting prosperity, which relied on state-led growth, but was marked by instability, resource dependence and growing geopolitical ambition.

    In this light, Putin’s full-scale invasion of Ukraine in 2022 appeared to be a familiar tactic to boost support. Indeed, his approval jumped to 83% after invading Ukraine, matching levels seen after the 2014 Crimea annexation. His ratings have remained high since, with recent polls still showing approval levels above 80%.

    But the Russian economy will still be a worry. Sustaining a “war economy”, where manufacturing and investment are focused on conflict cannot go on forever, particularly as the manufacturing product is being rapidly depleted as the Russian military uses it the field. And reliance on commodities has amplified the impact of sanctions, hitting key banks and energy firms such as Gazprom and Rosneft.

    Meanwhile, the US has significantly expanded its presence in Europe’s energy market, supplying nearly 50% of the EU’s liquid natural gas imports after tripling exports between 2021 and 2023.

    Major Russian pipeline projects such as Nord Stream 2 and Power of Siberia 2 remain in limbo. And the decline in oil prices in April 2025, the biggest since November 2021, poses further risks.

    If a ceasefire is agreed, a pause in the war could offer Russia the chance to regroup and recover economically. Sanctions are often temporary, and global demand for oil and gas remains strong. Some countries may re-engage in trade.

    But future economic stagnation could once again fuel aggression. Unless Russia undertakes structural reforms and redefines its role in the global economy by reducing reliance on resource exports and engaging more constructively with global markets, the cycle of confrontation may repeat itself, with far-reaching global consequences.
