    The Government of Canada is committed to meeting the needs of all persons with disabilities in Canada, including people with neurodevelopmental disorders such as autism, and those who care for them.

    The Government of Canada is committed to meeting the needs of all persons with disabilities in Canada, including people with neurodevelopmental disorders such as autism, and those who care for them.

    The Honourable Mark Holland, Minister of Health, tabled in Parliament today: Autism Framework in Canada (Framework). The Framework describes the principles and benchmark practices that will guide autism policy, programs and activities in Canada. It leverages the Government of Canada’s leadership role in advancing best practices to support autistic people of all ages, their families and caregivers.

    The Public Health Agency of Canada (PHAC) has also launched the Autism Strategy in Canada(Strategy). The Strategy is a multi-year action plan that supports the federal government’s implementation of the Framework. It outlines short- and medium-term initiatives specific to the federal government and builds on existing programs and measures to address key priority areas. The Strategy will be updated regularly, based on the evolving needs and priorities of autistic people of all ages living in Canada.

    The Framework and Strategy were developed by the Federal-Provincial-Territorial Working Group in collaboration with autistic people, their families, caregivers, provinces, territories, Indigenous organizations and other stakeholders. Implementation will require coordinated efforts from governments across Canada, as well as many partners, organizations and individuals whose work touches on autism initiatives. The Government of Canada will continue to work with provinces and territories to address the needs of autistic people in Canada.

    Finally, today we officially launched the process of creating a National Autism Network. This Network is intended to bring together the skills and resources of organizations and stakeholders in the field of autism, including people with lived experience, in order to support the implementation of activities guided by the Framework and the Strategy. We invite eligible organizations to respond to the call for applications linked to the Network by November 25, 2024.

    This sets out a vision to improve screening, diagnosis and services across Canada; strengthen economic inclusion; improve data collection, public health surveillance and research; increase public awareness, understanding and acceptance; and facilitate access to evidence-based autism resources and tools.

    Autism (also known as autism spectrum disorder or ASD) is a neurodevelopmental disorder that lasts throughout life. People with autism may communicate and connect with others differently, have differences in sensory processing, or focus intensely on certain interests or activities. People with autism may also have other physical, intellectual, learning, or mental health conditions that can create additional complexities and challenges.

    It is estimated that 1 in 50 children and youth aged 1 to 17 years have been diagnosed with autism spectrum disorder in Canada. The Government of Canada is exploring options to measure and report on autism in adults living in Canada. This information will help build the evidence base needed to inform public health actions to improve the health and well-being of people with autism across the lifespan.

    Since 2018, the Canadian Institutes of Health Research has invested approximately $88 million in autism research. This research increases our understanding of autism and guides the development of innovative tools and more effective ways to support people on the autism spectrum and their families.

    Budget 2021 provided an investment of $15.4 million over two years for PHAC to work collaboratively with provinces, territories, families and stakeholders to create an autism strategy.

    In 2022, the Canadian Academy of Health Sciences published aevaluation reporton autism in which she highlights gaps in knowledge about the needs and situation of autistic adults, particularly with regard to quality of life, daily activities, loneliness and mental health.

    The Framework is aligned with other disability-related activities, such as the Action Plan for the Inclusion of People with Disabilities (DIAP), which was presented on October 7, 2022. The DIAP is a comprehensive, whole-of-government approach to disability inclusion that integrates disability considerations into government programs while identifying targeted investments in important areas to drive change.

    The National Autism Network will be a not-for-profit organization, working independently from the Government of Canada to share expertise, knowledge and resources, supporting key autism priorities and providing a forum for ongoing engagement on federal policies and programs. The Network will work directly with provinces and territories on specific provincial/territorial initiatives and will coordinate and integrate autism investments, while bringing together the knowledge and experience of local autism organizations and partners, as well as the perspectives of people with lived experience of autism. It will also lead targeted national public awareness campaigns and provide sustainable, accessible and culturally relevant resources (available online and elsewhere) to support autistic people in Canada, their families and caregivers.

    PHAC hosted two national autism conferences in November 2022 and August 2024. The first to bring together people from across Canada to identify potential short-, medium- and long-term priority actions for an autism strategy and the second to discuss the five priority areas of the Framework and the actions needed to advance them.

    There Act respecting a federal framework relating to autism spectrum disorder received Royal Assent on March 30, 2023. This Act sets out a commitment to the development of a federal framework to support autistic people in Canada, as well as their families and caregivers.

    The Chief Mountain entry point will close for the season on September 30th at 6:00 p.m. Mountain Standard Time (MST). It will reopen in spring 2025.

    Due to its high elevation and harsh winters, Chief Mountain is only open from May to September. Travelers can use the entry points of Carway, of From Bonita or of Coutts during the seasonal closure.

    Chief Mountain is located along Alberta Highway 6, on the edge of Waterton Lakes National Park. At over 1,722 metres above sea level, Chief Mountain is the highest of all Canadian border crossings and has long been considered one of the most scenic in the country.

    Today, Minister of National Defence Bill Blair and Chief of the Defence Staff General Jennie Carignan officially announced the creation of Canadian Armed Forces Command (CAFCYCOM).

    The creation of CAFCYCOM represents a significant milestone for the Department of National Defence and the Canadian Armed Forces (CAF). A dedicated and unified cyber command reflects the critical role of cyber in modern operations and demonstrates Canada’s commitment to operating in the cyber domain.

    This new command will be led by Major General Dave Yarker, who will be responsible for cyber operations and sustainment, management and development of the cyber force. Since 2010, Major General Yarker has held key staff and liaison positions with allies and partner agencies, as well as unit and formation level command positions. Major General Yarker was appointed Commander, Joint Force Cyber Component in 2022.

    The CAF, through CAF Cyber Command, continues to develop and enhance its capabilities in offensive and defensive cyber operations in close collaboration with the Communications Security Establishment Canada (CSE). The CAF and CSE have a long-standing partnership in the development of advanced technical and specialized capabilities to provide intelligence in support of military operations. Over the past decade, this partnership has evolved to include collaboration in the areas of cyber security and defensive and offensive cyber operations.

    The creation of the CAF Command is also part of similar investments made by Canada’s key partners and allies in NORAD, the GP5 alliance, and NATO. By strengthening its cyber capabilities, Canada is ensuring greater interoperability with its allies, is better equipped to counter the full range of cyber threats, and advances NATO mission goals and objectives.

    COMCYBERFAC will be the single authority of the DND/CAF for cyber operations, responsible for the maintenance, management and development of the cyber force.

    COMCYBERFAC consists of cyber forces, including signals intelligence and joint electronic warfare, and will be capable of conducting and supporting a range of cyber tasks.

    In addition to being an integral part of Canada’s defence and serving our interests, the creation of CYBERCOMFAC will help the CAF achieve the previous commitments to NATO and the cyber and defence components of Canada’s Indo-Pacific Strategy.

    CYBERCOMFAC will support the CAF’s transition to a pan-domain battlespace for greater agility and responsiveness to malicious cyber activities.

    The Minister of Foreign Affairs, the Honourable Mélanie Joly, attended the Global Coalition to Combat Synthetic Drug Threats Summit, hosted by United States President Joe Biden, on the margins of the 79th session of the United Nations General Assembly.

    Building on the Coalition’s successful work over the past year, the event highlighted the need for continued international action to stem the illicit production, distribution, trafficking and sale of synthetic drugs, to detect emerging drug threats, and to promote public health interventions and prevention services.

    In her remarks, Minister Joly highlighted Canada’s efforts to address one of the most serious and deadly public health crises of our time. She noted that Canada is committed to providing timely access to a full range of strategies to help people access prevention, harm reduction, treatment or recovery services, and to access the support they need, when and where they need it. She noted that Canada has invested $25 billion in critical health priorities, such as improving access to mental health and addictions services.

    In addition, Minister Joly welcomed the wide range of initiatives put forward by the Coalition and encouraged countries to act together, with determination and conviction, to reduce the threats posed by synthetic drugs to public health and safety. She committed to continuing national efforts to combat the supply of illegally manufactured synthetic drugs that are driving the overdose crisis, and to strengthening multilateral efforts to address the growing threats posed by synthetic drugs and organized crime.

    The Minister of Energy and Natural Resources, the Honourable Jonathan Wilkinson, announced a federal investment of $14.9 million in 20 projects to support infrastructure, awareness measures, and codes and standards for zero-emission vehicles.

    We all have a role to play in the fight against climate change. A broad shift to electric vehicles (EVs) is essential to decarbonizing road transportation, which accounts for 18% of Canada’s total greenhouse gas (GHG) emissions—50% of which comes from light-duty vehicles or passenger cars.

    Additionally, clean fuels such as clean hydrogen, advanced biofuels, liquid synthetic fuels and renewable natural gas will play a critical role in hard-to-decarbonize sectors such as industry and medium- and heavy-duty freight transportation.

    Zero Emission Vehicle Awareness Initiative

    Plug’N Drive, Toronto, Ontario: an investment of $1,560,633 to increase awareness of electric vehicles among Canadians through a comprehensive test-drive experimentation and awareness campaign targeting small and medium-sized communities with limited experience or exposure to EVs. Create Climate Equity Association, Coquitlam, British Columbia: an investment of $100,000 to consult with one or more underserved, low-income urban communities in the City of Vancouver on transportation needs and develop a model for developing equity-based zero-emission mobility solutions for participating communities. Steel River Group, a limited liability company located in Calgary, Alberta: an investment of $300,000 to empower and equip Indigenous youth with the knowledge, skills and confidence to lead sustainable transportation and clean energy projects in their communities. Northern Alberta Institute of Technology (NAIT) in Edmonton, Alberta: an investment of $247,045 to develop non-credit courses on hydrogen fuel cell bus and heavy-duty vehicle maintenance to train fleet owners, drivers, heavy-duty mechanics and technicians on the operation and maintenance of medium- and heavy-duty vehicles and to increase public confidence and knowledge of these zero-emission vehicles. HUB Cycling in Vancouver, British Columbia: an investment of $241,545 to increase awareness and adoption of electric mobility in British Columbia.

    Minister Wilkinson also announced $3.6 million in funding for CSA Group to update codes and standards related to zero-emission vehicle infrastructure under the Energy Innovation Program:

    CSA Group, Toronto, Ontario: $3,616,373. The funded project aims to establish or update codes and standards, develop guidelines, manage committees, and conduct literature reviews on zero-emission transportation infrastructure, including advanced charging equipment, energy storage, management and various modes of transportation.

    Housing, Infrastructure and Communities Canada – Investing in Canada Infrastructure Program

    Finally, Minister Wilkinson announced a joint investment of more than $3.1 million through the Green Infrastructure Stream of the Investing in Canada Infrastructure Program for two green infrastructure projects in British Columbia. The projects will improve access to clean transportation options, tap into the province’s clean electricity supply, and reduce greenhouse gas emissions.

    Public Electric Vehicle Charging Network Expansion – Phase 3 in Vancouver, British Columbia: o The federal government is investing $824,600 through the Green Infrastructure Stream of the Investing in Canada Infrastructure Program. The Government of British Columbia is investing $687,098 through the CleanBC Communities Fund. The City of Vancouver is providing $549,802. o The project involves installing approximately 15 Level 2 and 9 DC fast chargers near parks throughout the city, as well as upgrading electrical and mechanical systems. Public Electric Vehicle Charging Infrastructure in the District of North Vancouver, British Columbia: o The federal government is investing $217,447 through the Green Infrastructure Stream of the Investing in Canada Infrastructure Program. The Government of British Columbia is investing $579,821 through the CleanBC Communities Fund. Finally, the District of North Vancouver is providing $289,965. o The project involves the development of a public network of approximately ten Level 2 charging stations and two DC fast chargers along major roadways, in major buildings, and near multi-family and social housing units in the district.

Parks Canada supports the work of the Board by providing professional and administrative services, including conducting the historical and archaeological research required to assess nominations.

    In collaboration with Parks Canada, the Commission ensures that elements of national historic significance are recognized and that these important stories are communicated to Canadians through the National Program of Historical Commemoration.

    The Historic Sites and Monuments Board of Canada is composed of one representative from each province and territory, as well as the Librarian and Archivist of Canada, a representative from the Canadian Museum of History and a representative from Parks Canada.

    The Framework for History and Commemoration, introduced in 2019, supports the work of Parks Canada and the Board to designate persons, places and events of national historic significance, and encourages new, diverse, public designations. The Framework promotes a public-centred approach that is inclusive and reflects the diversity and complexity of Canada’s history, including the history of Indigenous peoples.

    To date, based on the Commission’s recommendations, the Government of Canada has designated more than 2,260 places, events and persons of national historic significance under the National Program of Historical Commemoration.

    In addition to making recommendations regarding designations of national historic significance, the Commission provides advice on heritage railway stations, heritage lighthouses and the National Program of Grave Sites of Prime Ministers of Canada.

    Most nominations submitted to the Historic Sites and Monuments Board of Canada for consideration come from members of the public.     Dr. Michael Carroll is a historian of twentieth-century diplomacy, specializing in Canadian-American foreign relations, United Nations peacekeeping, and Canadian history. He holds a Master of Arts (History) from Carleton University and a PhD (History) from the University of Toronto. He has been Chair of the Department of Humanities at MacEwan University since 2019, where he has taught since 2007. He previously taught at the University of Victoria and Seiwa University in Japan.

    Dr. Carroll has a special interest in public history and has devoted over twenty years to the recording and preservation of oral histories. The collegial governance at MacEwan University has also afforded him the opportunity to participate actively on university and community committees, as well as on committees serving the broader historical profession. He is the author of numerous publications, including Pearson’s Peacekeepers: Canada and the United Nations Emergency Force, 1956-1967.

    Ms. Aird is a member, through her mother, of the Saulteau First Nation in northeastern British Columbia, and now resides in Kamloops. Since 2018, she has been the Heritage Manager with the First Peoples Cultural Council, a program she developed from the ground up that provides grants, resources, research and training to First Nations in British Columbia.

    Ms. Aird began her career as an archaeologist, overseeing large-scale archaeological projects. She later owned a consulting firm specializing in cultural heritage management. In 2012, she co-founded the National Aboriginal Heritage Circle and served as its president for two terms.

    Her experience includes participation in national and international conferences, high-level government meetings and negotiations, and community-based cultural heritage research. She has served on several boards, such as the Royal BC Museum and the Parks Canada Aboriginal Cultural Heritage Advisory Circle.

    Ms. Aird holds a bachelor’s degree from the University of Victoria and a master’s degree in cultural heritage management from Athabasca University.

    Bern, 26.09.2024 – As the latest edition of the report on the condition of the national road network published by the Federal Roads Office (FEDRO) shows, the national road network remains in good condition. In 2023, FEDRO invested around CHF 1.2 billion in the maintenance of national roads.

    National roads are of major importance for the entire transport network: while they represent around 3% of the total length of the road network, they absorb more than 45% of all Swiss road traffic. They are also essential for road freight traffic: more than 70% of this travels on national roads. The replacement value of the national road network amounts to 141 billion francs. Last year, FEDRO invested almost 1.2 billion francs in maintaining this infrastructure to ensure that it remains in good condition. This contribution, the amount of which is in line with the average for the last ten years, demonstrates that FEDRO attaches great importance to the safe and sustainable use of existing infrastructure.

    97% of roads are in good condition

    The national roads are maintained regularly and are generally in good condition, as shown by the 2023 figures published by FEDRO in its report on the condition of the national road network. Around 88% of all facilities are in a condition deemed to be good or acceptable (condition classes 1 and 2 out of a total of five classes). As regards carriageways and surfaces, 97% are in a condition deemed to be good or average (condition classes 1 and 2) and around 3% in a satisfactory condition (condition class 3).

    As regards engineering structures (e.g. bridges, wildlife crossings, galleries), 91% are in a condition considered good or acceptable. Almost 9% of them have damage of average severity (condition class 3), which however has no impact on structural safety or road safety. Some 0.7% of the structures are in poor condition (condition class 4). These will have to be repaired or replaced in the coming years, but structural safety and road safety remain guaranteed.

    Safety is guaranteed

    78% of the tunnels inspected are in a condition deemed to be good or acceptable (condition classes 1 and 2). 19% have moderate damage and therefore require increased monitoring (condition class 3). Six structures are in poor condition and will therefore need to be renovated in the medium term. No tunnel is in an alarming condition, in other words in a condition that no longer allows it to be operated.

    The operating and safety equipment (OSE), such as cables, lighting systems or signalling, are mostly well preserved: 85% of them are in a condition considered good or acceptable (condition classes 1 and 2). 14% of the installations have damage of average severity. In 5% of the tunnels, the OSEs are in poor condition and will need to be renovated in the coming years. At the end of 2023, the OSEs in the Neuenhof and Baregg tunnels (A1, AG) were in an alarming condition. They are currently undergoing a complete renovation in both tunnels.

    Survey of the state of national roads

    Every five years, the works are subject to a complete inspection and assessment, which consists of examining not only their various elements and installations, but also their general appearance. The results thus obtained serve as a basis for planning maintenance work on the national road network.

    The new report on the state of the network presents the situation at the end of 2023. It therefore does not take into account the repair work launched or carried out in 2024.

    Safety is not compromised for structures categorised in condition classes 1 to 4. Depending on the situation, those in class 4 may require medium-term measures. For structures in class 5, shorter-term measures are required, such as replacing individual elements, installing temporary supports or introducing a weight limit on bridges.

    The TSO is one of the links in the treatment chain, guaranteeing hygiene, safety and good care. This is why checking the patient’s identity and identifying any allergies and medical history are the first essential steps before any procedure in the operating room.     Of course! However, you don’t improvise as a TSO: providing patients with services with a high degree of quality and safety remains our leitmotif. Nursing graduates who wish to specialize in the operating room field can have their acquired experience recognized and valued, thus validating one year of TSO training, and therefore train in two years. Exemptions are also possible for people who have worked in the operating room for several years and do not have an officially recognized qualification.

We enable the use of additional tax reliefs. Injured entrepreneurs will receive a refund of the costs of purchasing cash registers up to PLN 2,000. A special hotline is operating for flood victims. The Ministry of Finance has prepared regulations that contain a number of solutions intended for victims of the September flood. In the scope not covered by the regulation, each taxpayer affected by the flood may apply in the manner provided for in the Tax Ordinance for the cancellation of tax liabilities. We are extending tax payment deadlines Entrepreneurs affected by the flood have extended tax payment deadlines for IVA, PIT and CIT. In the case of VAT, the deferral of tax payment is valid until 25 January 2025. In the scope of PIT and CIT, the deferral applies to tax advances and taxes due for August-December 2024. Entrepreneurs will settle the tax only in their annual tax return. A similar solution will apply to the flat-rate tax on recorded revenues, the so-called minimum tax on buildings and those CIT taxpayers whose tax year is different than the calendar year. The postponement also applies to the tax paid to the tax office for employees of affected companies. The above solutions apply to taxpayers and payers affected by the flood, having a place of residence or registered office or management board, respectively, and conducting business in the areas of municipalities covered by the state of natural disaster. At the same time, we are postponing the deadlines for submitting monthly and quarterly VAT declarations, summary information and JPK-VAT until November 25, 2024 (this applies to those declarations and information whose deadlines for submission fall in the period from September to October 2024). Additional tax reliefs In the event of transferring ownership of fixed assets to affected entrepreneurs free of charge or financing their purchase, entrepreneurs have the option of including depreciation write-offs in the costs of obtaining income until the end of the next calendar year. IVA 0% for donations of building materials for flood victims From September 24, 2024, a regulation has been in force allowing the application of a 0% VAT rate for donations of building materials transferred to victims whose real estate was destroyed as a result of the September cataclysm. The 0% rate applies to donations of such materials transferred directly to: natural persons, entities conducting activities: education, cultural, in the field of health care, social care, care for children, youth and the elderly, in the field of collective accommodation of pupils and students,

    whose properties are located in the municipalities affected by the disaster and who have the formal right to dispose of these properties. The 0% rate may be applied to donations of building materials made from the date of entry into force of the regulation, i.e. September 24, 2024, March 31, 2025. The aim of the solution is to facilitate the reconstruction or renovation of buildings and structures destroyed by the flood, and thus a faster return to normal life for residents of the area affected by the disaster. Reimbursement of the costs of purchasing a cash register In response to the demands of entrepreneurs from areas affected by the flood, the Ministry of Finance is introducing a refund of the costs of purchasing cash registers up to PLN 2,000. This solution applies to entrepreneurs who lost their cash registers as a result of the flood, who have a place of residence or registered office or management board, respectively, and who conduct business in the areas of municipalities affected by the natural disaster. Additionally, producer and importer of cash registers associated with the National Chamber of Commerce for Electronics and Telecommunications (KIGEiT) declared their assistance to entrepreneurs in carrying out tests of cash registers that were damaged in the flood, as well as a special offer for entrepreneurs who lost their cash registers as a result of the flood. Helpline and taxpayer service points There is a special helpline that taxpayers affected by the flood can call. The helpline is open on weekdays from 8:00 a.m. to 4:00 p.m. From 8:00 to 18:00, phone number 22 460 59 30. Tax authorities will consider applications from flood victims first, and certificates for affected taxpayers (on income, revenue, no arrears) will be processed “on the spot”, both submitted directly to tax offices or electronically. In tax offices where direct service is not possible, taxpayers are served via remote channels. Affected taxpayers can submit applications at any nearest tax office. To facilitate and speed up assistance to victims, temporary taxpayer service points may be created, depending on the needs.

In general, Christians live peacefully, but there have been cases in which they have suffered abuse and bullying from their neighbors.” This was told by Archbishop Kevin Randall, Apostolic Nuncio in Bangladesh since 2023, who, when asked by Fides about the recent meeting he had with the Chief Advisor of the transitional government, outlines a cross-section of society and the commitment and support of the local Church and the Pope Francis in support of the Rohingya. After the protests and social tensions, what is the situation in Bangladesh? The situation in Bangladesh is very delicate. With an interim government some are wondering when there will be elections. Others want to rewrite the Constitution. Others say an interim government has no authority to rewrite the Constitution. In the meantime, mob violence dominates the country and the rule of law is reduced. How are Christian communities experiencing this historical moment? In general, Christians live peacefully, but there have been cases in which they have suffered abuse and bullying by of their neighbors. The police are helpless. After Sheik Hasina left the country, many officers became afraid and went into hiding. They left their uniforms to wear civilian clothes and no longer went to work. Do the Christian communities have specific expectations or feelings compared to the rest of the population? Yes, the Christian community hopes that the provisional government will protect the minorities in this transition period. Christian villages are under threat because there are those who aim to take over their land, even if they come from the same ethnic group as them. Many citizens, whether Christian, Buddhist or Hindu, are treated as unwelcome people, “as if they were foreigners”, when they are not. The Constitution declares that Bangladesh is a secular state with an official religion: Islam. But there are those who confuse the expression “official religion of the State” with the idea that “minorities do not belong to this land” and that this is “an Islamic State”. During the meeting with Muhammad Yunus, Chief Advisor to leadership of the provisional government, the need to “protect” minorities emerged. Where does this concern come from? According to the 2022 census, Christians in Bangladesh represent 0.30% (about 500,000 believers) of the national population. There have been cases of threats against villages, homes and especially schools. In many Catholic schools there have been intimidations leading to several teachers being fired. Some Muslims told school leaders that their children would dress in a certain way, especially if they were girls. But wearing the burqa is against our uniform regulations. With Dr. Yunus I discussed issues that concern Christians, as well as Buddhists and Hindus. It must be remembered that the Hindu minority is around 8%. They had many temples destroyed, their shops were burned. Dr. Yunus agreed that all minorities need protection and is trying to establish a law that would bring order. Recently, the creation of an interreligious dialogue body between the Holy See and scholars of Islam in Bangladesh has been suggested. How was this idea received? The idea of ​​having an interreligious dialogue is not mine. The Dicastery for Interreligious Dialogue, through a letter, asked for it but already years ago, when Cardinal Jean Louis Tauran was head of the then Pontifical Council for Interreligious Dialogue. Tauran himself, during his trip here to Bangladesh, spoke about it with former prime minister Sheik Hasina. I raised this idea with Sheik Hasina and, more recently, asked Dr. Yunus and his team to think concretely about this possibility. The concept was well received, but I think they have other concerns. With respect to this project, are there already concrete steps for its realization? No, but they can be proposed. We can’t force it. Unlike the United Arab Emirates, where Pope Francis signed the document on fraternity, or Indonesia, where the same Pontiff signed a new document on tolerance praising the “friendship tunnel” that connects the cathedral to the mosque in Jakarta, In Bangladesh, interreligious dialogue does not find much support, even when it is practiced at the level of academic discussions. On humanitarian assistance to Rohingya refugees, the Chief Councilor asked for the support of the Vatican. How can this request be taken into consideration? The Chief Councilor did not ask me for help from the Holy See, as reported by various media. He has asked for the Holy See’s support in the reforms he and his team are carrying out but not in terms of financial help, including with regards to the Rohingya. It was I who asked the Chief Adviser, on behalf of the Pope, to continue to help and protect the Rohingya. I explained that the Catholic Church’s Caritas organization has been helping displaced people continuously since 2017, but that funding is dwindling. Before my departure for Bangladesh, Pope Francis asked me not to forget the Rohingya. These migrants were experiencing violence in their own country and came here for help. But unfortunately, the Rohingya are perceived by the Burmese as an ethnic and religious group that belongs to “this country”, Bangladesh. Cardinal Patrick D’Rozario and I paid an official visit.     Tax strategy for individuals

    The Council of State presented today its tax reform strategy intended to support, along with other measures, the purchasing power of the people of Vaud. This “Purchasing Power Plan” aims to redistribute nearly 270 million francs per year to the population by 2027 and represents nearly one billion francs cumulatively over the entire current legislature. It is part of the major balances constructed in the legislative program and constitutes one of the most ambitious cantonal tax reforms for individuals, comprising progressive and financially absorbable measures. This plan serves as an indirect counter-project to the popular initiative “Tax cuts for all: restoring purchasing power to the middle class” – deemed excessive – and which the Council of State opposes.

    Since the beginning of the legislature, the Council of State has taken several measures to strengthen public benefits to the population that have a direct or indirect impact on purchasing power and improving the quality of life: pricing policy for mobility, professional training in the field of health and social policy. In this last area, family allowances will increase from 2025.

    In a context where the financial outlook has deteriorated (inflation, successive crises, deterioration of federal finances), the Government wishes to maintain the major balances forged in its legislative programme and proposes to the Grand Council to reject the initiative for a 12% tax cut which, with an estimated impact of around half a billion francs per year in tax revenue reduction, would have too significant an effect on cantonal finances and services to the population. The attractiveness of a canton is not only measured by its taxation, but also by the range and quality of services provided to the population by its public services.

    By presenting its Purchasing Power Plan, the Government is today making its fiscal commitments a reality. This plan has three ambitious objectives:

    Firstly, reduce the tax burden on Vaud taxpayers; secondly, improve the tax attractiveness of the Canton of Vaud in order to attract new taxpayers; thirdly, guarantee the financing of public policies and services to the population.

    The Purchasing Power Plan is made up of a series of measures, some of which have already been submitted to the Grand Council and others will be submitted shortly. Thus, nearly 270 million francs will be indirectly redistributed to the people of Vaud by 2027, or nearly one billion francs cumulatively over the entire current legislature. Specifically, the Council of State is proposing to the Grand Council a reform aimed at reducing income tax by a total of 5% and wealth tax by 5% by the end of the legislature. It also proposes raising tax thresholds and improving the framework conditions for inheritances and donations, in order to promote family inheritance and the transfer of businesses to direct descendants. These measures are in addition to the increase in the deduction for health insurance premiums, the deduction for childcare costs, and the reduction in the taxation of movable assets, all of which will come into force in 2023.

    An amendment to the law on the effects of the tax shield is planned, as is, for companies, an amendment to the directive on the estimation of unlisted securities for the purposes of wealth tax (working tool).

    In a long-term vision aimed at promoting purchasing power, the Council of State is also launching work to reform the tax scales on income and wealth, targeting the middle class, subject to the completion of individual taxation at the federal level.

    The Purchasing Power Plan is ambitious and serves as an indirect counter-project to the popular initiative “Tax cuts for all: restoring purchasing power to the middle class” which the Council of State opposes. Indeed, while it shares the will and objective of the initiators to improve the purchasing power of the people of Vaud, the Council of State considers that progressive and financially absorbable measures are preferable. The Government considers that the initiative for a 12% tax cut would harm the balance of public finances if accepted, which is why it invites the Grand Council in its notice to reject it.

    Khartoum (Agenzia Fides) – Five months of siege and fighting have exhausted the population of El Fasher, the capital of North Darfur, considered the last stronghold of the Sudanese armed forces in the region (see Fides 5/5/2024), controlled almost entirely by the rival Rapid Support Forces (RSF) of General Mohamed Hamdan “Hemedti” Dagalo. Over one and a half million people are at risk in the city besieged since April-May and in the nearby refugee camp of Zamzam, 15 km south of El Fasher, where about 260 thousand children live, and where malnutrition rates are out of control. The soldiers of a division of the Sudanese armed forces (SAF) and militiamen from various local armed groups who oppose the RSF have barricaded themselves in the city. A coalition of heterogeneous forces united only by their common opposition to the RSF but who have so far managed to hold their own against Dagalo’s men. Last week the city was hit by a violent RSF offensive which was barely repelled by the defenders with heavy losses on both sides as shown by satellite photos showing recently dug earth mounds, likely evidence of the construction of mass ditches. Faced with the deterioration of humanitarian conditions in El Fasher, the African Commission on Human and Peoples’ Rights (a body established in 1987 by the then Organization of African Union, now the African Union) has launched an appeal to stop the fighting. “The African Commission condemns in the strongest terms the atrocities perpetrated against civilians in the context of the ongoing fighting in El Fasher, putting in grave danger the hundreds of thousands of refugees who have found shelter in the city” reads a statement on September 21. “The African Commission calls on the parties to the conflict to cease all acts of violence against civilians and to fully respect the principles of discrimination, necessity and proportionality of international humanitarian law.” The Forum of Non-Governmental Organizations in Sudan has also called on the UN General Assembly to take action by the international community to end the Sudanese conflict that broke out in April 2023. “Sudan is experiencing a man-made food crisis of historic proportions, largely caused by the actions and decisions of the parties to the conflict, in violation of international humanitarian law,” the NGOs said. “As of August 2024, more than 25 million people across Sudan are facing severe acute food insecurity and at least 755,000 people facing catastrophic levels of hunger could die in the coming months without urgent and decisive action by the international community,” they said. Over 10 million people have fled their homes since the conflict broke out in April 2023, making Sudan the world’s largest internal displacement crisis, affecting over 5 million children and over 2 million people, who have crossed borders into neighboring countries.     Parents are full members of the educational community, according to the Education Code. Thus, the elections of parent representatives are a highlight of the school year; they allow for a real link to be established between families and the school, and they are the beginning of a relationship of trust between members of the educational community. These representatives are notably responsible for facilitating relations between parents and school staff; they can approach the school principal to discuss a particular problem, or to provide mediation at the request of the parents concerned.

    Every year, elections for parent representatives take place before the end of the 7th week of the school year in all establishments (primary schools, middle and high schools, special education establishments). In 2024, they will be held:

    Friday October 11 or Saturday October 12; Friday October 4 or Saturday October 5 in establishments in Reunion and Mayotte, taking into account the school calendar of these two academies.

    The election day is chosen from these two dates:

    by the electoral commission in primary schools (nurseries and elementary schools); by the head of the establishment in secondary schools (middle schools and high schools).

    The choice of polling day is made in agreement with the parents’ associations present or represented in the school establishment.

    Who can be a parent representative?

    If you wish to become a parent representative, you must:

    exercise parental authority over a child enrolled in the establishment in which the elections take place; be registered on an electoral list of at least 2 candidates (parent representatives are elected by list ballot).

    The electoral list must be submitted at least 10 days before the elections:

    to the elections office, if it is a primary school; to the head of the establishment, if it is a middle or high school.

    Once elected, the parent representatives can take part in the life of the school. In this capacity, they are present at the various council meetings and are in contact with the members of the educational community.

    Who can vote?

    To be able to vote, you must exercise parental authority over the child in school (it is not obligatory to have French nationality).

    Each parent is an elector and eligible, and has only one vote regardless of the number of children enrolled in the same establishment.

    You can vote:

    by going to the polling station set up in the school; by sending your vote by mail in a sealed envelope or by having your child drop it off at the school; electronically on the internet.

    In general and technological high schools as well as in vocational high schools, the elections of the representatives of the parents of students close the week of school democracy.     The Middle East North Africa (MENA) program at Sciences Po centralizes initiatives related to the study and research of this region. A study day is organized September 26 on the occasion of the launch of the program on the theme of the wars in the Middle East and their repercussions on the societies of the region.

    An interdisciplinary and transversal structure, the main mission of the MENA program is to promote, coordinate and energize the institution’s activities related to the Middle East and North Africa. By strengthening academic, scientific and cultural collaborations with partner universities, the program supports the work of students at all levels (bachelor, master, doctorate), while creating a unique space for dialogue between researchers, artists and civil society actors, thus promoting an enriched understanding of the region.

    Meeting with the two co-directors of the program: Léa Albrieux, Middle East, North Africa, Turkey, Gulf and Pakistan mission manager at the International Affairs Department, and Bayram Balci, researcher at the Center for International Research (CERI).

    Can you introduce your background and your interest in the Middle East North Africa region?

    We both studied the Middle East and North Africa as part of our studies and spent many years there. Our interest also comes from the fact that this region, its conflicts, but also its culture – including its cuisine – are present in our daily lives in France and we would even say in Europe. Also, the desire to understand this region, whose conflicts have repercussions that go far beyond it, played a central role in the academic choice we made to dedicate ourselves to it. It is also an area that forms a link between several continents, which makes the collaborations to be considered with Sciences Po’s other regional programs, covering Africa and South Asia, all the more interesting.

    What are the major contemporary challenges facing this region and how does this new programme intend to address them?

    The main challenge is to find a path towards peace, stability and democracy that go hand in hand. Cradle of the three great religions, but also of several great cultures and civilizations, the region has been constantly confronted since its emergence from colonial domination with conflicts of varying intensity, security and political challenges that regularly call into question the gains made. Our program is intended to be modest; it does not claim to resolve the tensions that the region in question is experiencing. Helping to analyze and understand it, through research and teaching, would already be a first step.

    Can you explain your vision and ambitions as co-directors of the program?

    This structure brings together the different actors who study and work on the region within the departments, research centers, directorates, campuses and schools at Sciences Po. Its mission is to support and highlight all of the scientific, educational and partnership activities of the institution in relation to the MENA region. To this end, we plan to develop varied activities that combine teaching, research, partnerships, but also actions related to the arts and culture of this region.

    What themes will be highlighted during the launch day on September 26?

    Although the aim of our programme is not to comment on every event that is shaking up the region, the day of 26 September will be mainly devoted to the attack of 7 October 2023 and its effects on the societies of the Middle East. Indeed, the unprecedented attack by Hamas against Israel on 7 October 2023 plunged the Middle East into a new phase of war. While this renewed violence has profound effects on the regional balance, it also has major consequences on the societies of the region, in Israel and Palestine, but also in neighbouring countries. This conference will focus more specifically on this internal and local dimension of the ongoing conflict.

    Sciences Po and the MENA region

    Sciences Po maintains particularly strong links in this vast area stretching from North Africa to Iran. They are reflected in numerous student exchanges with our 35 partner institutions spread across 12 countries, but also in particularly dynamic research: with around twenty researchers and around twenty specialist doctoral and postdoctoral students, Sciences Po is positioned as one of the leading universities in Europe for studies on this region. The region is also present in academic programs, notably with the Mediterranean-Middle East minor of the Menton campus at the bachelor level.

    While 16 nationalities from the MENA region are represented among our initial training students, our institution welcomes an average of 700 students from the region each year. In return, approximately 120 Sciences Po students go on exchange, and 120 on internships, to one of the countries in the region each year. Upon completion of their studies, 5% of young graduates working abroad work in the region.

    Bern, 26.09.2024 – On 24 and 25 September 2024, the heads of the cantonal services responsible for civil protection and civil protection met at the Federal Training Centre in Schwarzenburg for an exchange with the Federal Office for Civil Protection. The agenda included topics such as the redefinition of the civil protection service and capacity profile, the new orientation of the Coordinated Health Service and the revision of the national risk analysis “Disasters and Emergencies in Switzerland”.

    On 24 and 25 September 2024, representatives of the Federal Office for Civil Protection (FOCP) and the heads of the cantonal civil protection and civil protection services met at the Federal Training Centre Schwarzenburg (CFIS) for their biannual conference. Led by Michaela Schärer, Director of the FOCP, the conference enabled participants to address current issues in civil protection and develop strategies for its future.

    Redefinition of the profile of services and capacities of civil protection

    The adaptation of the civil protection performance and capacity profile to current challenges was discussed in a workshop. In the past, the focus has been more on natural disaster and emergency management. While examining the capacities required in this context, emphasis was placed on the need to identify and strengthen preparedness for armed conflicts, taking into account the changing global security situation. The following questions were addressed: What basic capacities must be available everywhere? What extended capacities are only needed at regional level in accordance with cantonal hazard analyses? Should opportunities be created to ensure capacities by networking several municipalities? How do capacities influence staffing levels? These are important elements for ensuring civil protection that is geared to future goals and challenges.

    New direction of the Coordinated Health Service

    Since its attachment to the OFPP on 1 January 2023, the Coordinated Health Service (SSC) has taken a new direction. The OFPP took stock of various ongoing projects. Some questions relating to management structures and protected sanitary constructions were also addressed with a view to developing the “New orientation of the SSC” strategy. The need to set up intercantonal structures and cooperation was generally recognised.

    Revision of the national CaSUS risk analysis

    With the national risk analysis “Disasters and Emergencies in Switzerland” (CaSUS), the FOCP is laying the foundations for in-depth analyses, strategic developments, preventive planning, exercises and event preparedness within the framework of disaster management. The results of the current analysis cycle will be available at the end of 2025. The subsequent update of the KATAPLAN guide, an important reference document for carrying out hazard analyses at cantonal level, was approved and supported by the heads of department.

    In addition to discussing the topics mentioned and passing on current information from the OFPP to the cantonal services, the aim of this two-day conference was to further strengthen exchanges and collaboration between the federal office and the cantons.

    Cantonal affairs

    Increase in family allowances from 1 January 2025The amounts of family allowances, the purpose of which is to partially offset the financial burden represented by one or more children, have been the same since 2015. In a context marked in recent years by high inflation and an increase in charges in family budgets, and after having conducted a dialogue with the family allowance funds active in the canton, the Council of State has decided to increase the amount of family allowances by 20 francs per month and per child from 1 January 2025. Child allowances will amount to 240 francs per month and per child for the first two children and to 270 francs per month and per child from the third child. Training allowances will amount to 320 francs per month and per child for the first two children and to 350 francs per month and per child from the third child. This increase, the consequences of which for the economy are moderate, provides support to families in the canton.

    ​​Upgrading the railway facilities on the Le Locle – Les Brenets line required the analysis of different scenarios. The one chosen involves the creation of a new electric bus link at the end of 2031, connecting the Place du 1er Août to the Pargots car park on the banks of the Doubs via the Col des Roches industrial zone. An extension to Villers-le-Lac is planned in the long term. The current railway route will be reassigned as a greenway.

    The railway facilities on the 3.8-kilometre Le Locle – Les Brenets line need to be completely renovated. The rolling stock and stops do not comply with LHand standards and several infrastructure works are reaching the end of their life.

    Various alternative service scenarios were examined, in accordance with the Federal Ordinance on Concessions, Planning and Financing of Railway Infrastructure. Studies conducted in partnership between the canton, the Confederation, transN and the city of Le Locle show that service by a new electric bus line provides the best cost-benefit ratio.

    The first project planned to reassign the railway platform between Le Locle station and the cantonal road at the bottom of Les Frêtes for the passage of the electric bus. The preliminary project carried out in 2023 revealed, following additional geological surveys, significant additional costs, in particular for the resumption of the profile of the Combe-Monterban tunnel at the exit of Le Locle station, as well as a longer duration of the works. It was therefore decided to adapt the route of the electric bus via the cantonal road to the west of Le Locle. The commissioning from 2031 of the developments related to the N20 bypass tunnels will ensure good commercial speed. The current railway platform will be redeveloped into a greenway, allowing a significant development of soft mobility.

    The new electric bus line project will be implemented in two phases. The first will include a terminus at the Parking des Pargots in Les Brenets, thus offering an alternative to motorized commuter flows from the end of 2031. The second phase, which will have a terminus in Villers-le-Lac, will eventually expand the user base.

    In the immediate future, the maintenance work carried out by transN will ensure railway operations until 2031, the deadline for commissioning the developments related to the N20 Le Locle bypass motorway tunnel.
